Local resident meets with head of USDA Vilsack Minnesota Farmers Union (MFU) member and local resident John Larsen of Mantorville, MN recently attended a meeting with Tom Vilsack, head of the United States Department of Agriculture (USDA). KASSON-MANTORVILLE SCHOOL DISTRICT 204 BOARD MINUTES School Board Chair Kent Harfmann called the School Board Work Session to order at 7:07 p.m. in the District Board Room 110. Board members Jill Minette-Stacey, Kent Harfmann, Brandon Madery, Candy Ellingworth, Missy Swarts, and Rob Hamlin were present as well as Superintendent Mark D. Matuska and Curriculum Instruction & Assessment Director Kelly Braun. Board member Ryan Thomas was absent. Brandon Madery made a motion, seconded by Missy Swarts to approve the agenda. Motion passed unanimously. Candy Ellingworth made a motion, seconded by Rob Hamlin to approve the consent agenda, which included January 7, 2013, special organizational school board meeting minutes. Motion passed unanimously. K-M’s Vision, Mission, and Goals were reviewed. Background on the initial development of the current Vision, Mission, and Goals was provided for new board member understanding. The new members were given an opportunity to give feedback and suggestions for changes to the Vision, Mission, and Goals. Much thought was put in to the original development by gathering the “bests” from other surrounding school districts’ visions, making adjustments to prepare students of today with technological advancements and less focus on college attendance, and heavier emphasis on the growth of all students, not just proficiency of all students. Research was conducted that showed students involved in activities achieve a higher GPA. Character-building activities with fidelity are occurring. Kelly Braun presented the individual sites’ goals, which are based on and formed to reflect collected student data. Kelly also described PLC’s, which are Professional Learning Communities that change the teacher’s focus from teaching to learning. Focusing on how students learn produces more proficient students that achieve at a higher rate. Currently, there are several different ideas being implemented in PLC’s. Kelly will provide a view of the connection between classroom teachers and the School Board on a goal-setting continuum from the Board to the district to the individual sites to teachers, and then to students. A PLC presentation has been included on the Regular School Board meeting agenda for Monday, January 28, 2013. Part of PLCs is discussing how students learn best and where technology can assist with learning, which supports K-M’s Vision, Mission, and Goals. PLCs allow for teachers to share any and all strategies in order to set goals on their own to improve student scores, rather than past practice of delegation by Administration. This gives teachers ownership on how to improve instruction in their classrooms. In order to better fully encompass the mission for Kasson-Mantorville School District, a fifth statement was added: Provide a safe and welcoming environment. The Board agreed safety is vital to students in the school as well as residents within and entering the community. The board also agreed this statement aids in the marketing of K-M’s success, which the Board strives to accomplish with the Vision, Mission, and Goals document. This change will be presented for approval at the January 28, 2013, regular school board meeting. There was discussion on how to measure, evaluate, and continue achieving goals, and training next year in the November, December, or January timeframe on Smart Goals will be considered. The next Regular Board Meeting is January 28, 2013 at 7:00 p.m. in the Community Ed Building. MSBA Negotiations Seminar is February 8, 2013, at 8:15 a.m. at Rochester International Event Center. Full, approved copies are available for public inspection at City Hall or on the website at www.cityofkasson.com January 9, 2013 1) Approved consent items. 2) Ruth Greenslade gave a brief presentation of the Dodge County Public Health Emergency Preparedness plan. 3) Approved Ordinance adopting the City Council Technology Stipend. 4) Approved Resolution for the Advertisements for Bids for Asbestos Removal, Salvage and Demolition of the School Building at 101 Third Ave NW. 5) Approved a Resolution Declaring that the Property at 39 East Veteran’s Memorial Highway Constitutes a Hazard to Public Health and Safety. 6) Approved the Ordinance for 2013 Fee Schedule. 7) Approved a Resolution Providing for the Redemption and Prepayment of the General Obligation Improvement Bonds, Series 2007A. 8) City Administrator Lenth and Council discussed dates for the Strategic Planning Meeting. This will be held on Saturday, March 2, 2013. 9) Neil Britton, WSN, reported on possible agreement between Kasson and Mantorville for Kasson to accept Mantorville wastewater. 10) The meeting was adjourned at 6:40 p.m. January 23, 2013 1) Approved consent items. 2) Bruce Prescher and Kathy O’Malley addressed the council on their concerns of the demolition of the old school. 3) Kevin Copple asked the council to replace a yield sign with a stop sign at the intersection of 15th Ave NW and 8th Street NW. 4) Everett Paulson raised concern about lights being out on the old stone water tower. He also asked if the library were to go on the old school site will there be vote. 5) Scott McConkey presented a Stalker DSR 2X Radar Unit to the Kasson Police Department for their efforts in the Toward Zero Deaths program. 6) Joe Wheeler with SEMMCHRA informed the council of the services the city could utilize through them. 7) Approved request for bona-fide non-profit historical preservation groups to salvage elements of the elementary school prior to demolition. 8) Approved a Resolution Providing for the Competitive Negotiated Sale of $2,800,000 General Obligation Special Election Pool Bonds, Series 2013A. 9) Approval of an extension was made for the property demolition at 55 East Veteran’s Memorial Highway until May 1, 2013. 10) Approved a Resolution Approving City Appointments to the Central Minnesota Municipal Power Agency (CMMPA) Board of Directors. 11) Approved a Resolution Granting RKD Properties, LLC A Minor Subdivision. 12) Council Member Hopkins was approached by a resident with some questions regarding city operations. The staff and residents of Fairview Care Center thanked Carol Alcott for 42 years of service and dedication last Wednesday. Carol began as a cook at Fairview and then became a certified nursing assistant. She was a nursing assistant for a little over 40 years. Throughout her many years Carol touched the lives of hundreds and hundreds of individuals who lived at Fairview. She will be missed dearly by her co-workers, the residents and their families. The Chair, Ron Janning, called the meeting to order. At the roll call the following members were present: Duane Bartel, Brenda Becker, Peggy Harris, Elizabeth Lawson, and Angela Heiden and Carol Anhalt, Executive Director. Heidi Kass recorded the minutes. There were no visitors at the meeting. Motion by Lawson, seconded by Harris to approve the agenda as amended. Voting for: Bartel, Janning, Lawson, Heiden, Becker, and Harris. Voting against: none. There were no Board member requests. Brenda Becker nominated Ron Janning to continue to serve in the position of Chairperson. Peggy Harris seconded the nomination. Hearing no other nominations, a vote was taken. Carol Anhalt presented the Director’s Report. A complete report is on file at the ZED office. Preparations are already underway for the Extended School Year (ESY) center-based program held each summer. This year it will be held in Byron and in Blooming Prairie. The ZED Traveling Art Show begins its tour on February 13th in Hayfield. The Choral Directors in all seven districts have proposed that ZED celebrate our 25th Choral Festival next October by commissioning a composer to write a piece for our students to perform together. The selected composer would be asked to make a visit to each district and talk with the students about the process of developing a piece for performance. A motion to approve funds for this project is on the agenda. Students at ZED South Campus and six students from the ALC have been working on a project to create their own comic books. Funded through the Starry Night Collective, a cartoonist, Aaron Gillespie, worked with the students in December. Their work will be shared on January 24, 2013 from 1:30-2:30 at ZED South Campus. ZED in-service for special education paraprofessionals was held January 10th at the Event Center in Kasson. Sally Shaver presented ideas on action-based learning as they explored the importance of movement, music, and creative activities in academic learning. ZED will also provide a mid-year in-service for ZED staff on January 21. Several concurrent sessions on different aspects of technology will be available. ZED staff have met to review the crisis plans and discuss possible new strategies and enhancements in security for students and staff. Recommendations will be made to the Board this spring. Motion by Harris, seconded by Heiden to change the start time of regular Governing Board meetings from 7:00 p.m. to 6:00 p.m., beginning with the February 21st, 2013 meeting. Voting for: Janning, Bartel, Heiden, Harris, Becker, Lawson. Voting against: none. Item 5.2, Motion to Approve the 2011-2012 audit, was tabled until the February 21st, 2013 meeting. Motion by Harris, seconded by Becker to approve an expenditure of up to $4,000 for commissioning a composer to write a choral selection in celebration of the 25th anniversary of the ZED Choral Festival. Voting for: Janning, Bartel, Heiden, Harris, Becker, Lawson. Voting against: none. Motion by Bartel, seconded by Becker to approve a Resolution Providing for the Sale of Refunding Certificates of Participation, Series 2013A; Fixing their Form and Specifications; Directing their Execution and Delivery; and providing for their Payment. This is a refinancing of the lease purchase agreement on the ZED South Campus building and is expected to save the district from $100,000-$200,000 over the remaining life of the lease. Motion carried with the following voting in favor of: Ron Janning, Duane Bartel, Angela Heiden, Margaret Harris, Brenda Becker, and Elizabeth Lawson and the following voting against the same: None. Motion by Harris, seconded by Bartel to approve the revision of the 2012 -2013 budget as presented. Voting for: Janning, Bartel, Heiden, Harris, Becker, Lawson. Voting against: none. Small town survival begins at home by Vicky Heitman: Prairie Meadows Senior Living When Kasson residents were involved in public meetings to obtain input about building a senior living project in Kasson they had a cohesive simple idea...folks who spend their entire lives working, nurturing families and creating friendships should not have to leave Kasson simply because they may need extra help as they age. The idea of keeping families and friends together resonated during those meetings and the project quickly gained steam and less than one year later, the doors of Prairie Meadows Senior Living were open. Six years later Prairie Meadows Senior Living remains over 90% full. Among our residents, we can count local farmers, teachers, business people and homemakers. There also are those who come from a distance away to be closer to family and are welcomed at Prairie Meadows and by the community. The folks who built Kasson over the years remain a vital and active part of the local community. A large portion of the rents paid stay in the community. These dollars pay the salaries of a sizable local work force of nursing, dietary, housekeeping, administrative and maintenance staff. Salaries in turn are spent on groceries, gas, mortgages and local services. The business cycle and the Kasson community continues to grow and prosper.
