In December 2006 Darla first opened as On-Site Massage in Byron. In the summer of 2008 she relocated to Kasson. This year Darla changed the name to New You Massage. Gradually add 1/2 c. sugar and 1/2 c. packed brown sugar, creaming well. Add 1 unbeaten egg and 1 tsp. vanilla. Beat well. Blend in dry ingredients gradually. Mix thoroughly. Shape dough into balls using a rounded tsp. for each. Roll balls in sugar and place on greased baking sheet. Bake at 375º for 10 min. Remove from oven. Top each cookie with a solid milk chocolate candy kiss, pressing down firmly so cookie cracks around edge. Return to oven, bake 2 to 3 min. longer until golden brown.

Dear Savvy Senior, I have some outstanding debts and would like to find out if my Social Security checks can be garnished. What can you tell me? Old and Indebt Dear Old, Whether your Social Security benefits are garnishable or not depends on who you owe. Banks and other financial creditors, for example, can’t touch your Social Security checks. But if Uncle Sam is collecting on a debt, some of your benefits are fair game. Here’s what you should know. Creditor Protections If you have credit card debts, medical bills, unpaid personal loans or pay day loans, you’ll be happy to know that your Social Security benefits are safe from your creditors (those you owe). But, be aware that your creditors can still take legal action against you to recover what you owe them, and depending on your state’s law, they may be able to garnish your wages and tap into other allowable assets, if you have any. But they can’t take the money you receive from Social Security. Nor can they touch Supplemental Security Income (SSI), veterans benefits, federal employee and civil service retirement benefits, and benefits administered by the Railroad Retirement Board Administration. To ensure your Social Security or other government benefits are protected from creditors, you need to have them direct deposited into your bank account, or to a Direct Express Debit MasterCard account (see godirect.org). Benefits deposited by check into your bank account aren’t protected. Also, be sure you don’t transfer your benefits to another account, or else the protection is void. And don’t have credit cards or other loans at the bank where your benefits are deposited. Money owed to a bank, if it also holds the deposit account, can be frozen. Government Garnishment If, however, you owe money to Uncle Sam, it’s a very different story. The federal government can garnish a portion of your benefits for repayment of several types of debts, including federal income taxes, federal student loans, child support and alimony, nontax debt owed to other federal agencies, defaulted federal home loans and certain civil penalties. (If you receive SSI, those benefits cannot be garnished under any circumstance.) How much can actually be garnished depends on what you owe for. If you owe back taxes to the IRS, 15 percent of your Social Security benefits can be taken each month until the debt is paid in full. The government uses the Federal Payment Levy Program to garnish your payments. If you owe money on a student loan – it doesn’t matter how long ago you were in school – the first $750 of your monthly benefits is off-limits to garnishment. After that, the government can shave off up to 15 percent. And if you owe past or current child or spousal support you could lose as much as 50 to 65 percent of your benefits. Delinquent child support and alimony cases are processed through the national Court Ordered Garnishment System. In these situations, the maximum reduction to your benefits depends on the state where you live. The garnishment is limited to either the maximum allowed under state law or the maximum under the Consumer Credit Protection Act, or CCPA, whichever is less. You also need to know that before your Social Security benefits are garnished, you’ll receive several letters of notice from the IRS, and be given ample opportunity to make a pay arrangement. If you don’t, the agency will start docking your monthly checks. Get Help If you believe your accounts are being frozen or garnished improperly, you’ll need to seek legal help. In the service, the Advent and Christmas story will be presented in word and song. The ensembles will perform traditional carols and contemporary music in varied musical styles. A little history: The state’s first DWI Law enacted was in 1911. When baby boomers began to drive in the 1960s more than 60% of traffic deaths were due to drinking and driving. This started to decrease in the 1980s. Currently about 30% of all fatalities are alcohol related. The earliest record of traffic deaths was in 1910, with 23 fatalities. Systematic record keeping on crashes started much later in the 1930s. Who and how many: Over 570,191 Minnesotans [10.7%] have one or more DWIs on record. Of licensed drivers in the state, 1 in 7 have one or more incidents on record, 1 in 17 have two or more and 1 in 30 have three or more. Startling, 1,265 Minnesotans have 10 or more impaired driving incidents. In 2011, there were 29,257 impaired driving incidents, with 1,903 being underage drivers. In fifty-five percent of impaired driving incidents the violators are 20 to 34 year olds. Males committed 73% of the incidents. Of all violators, 60% had no prior alcohol incidents on record, leaving 40 percent as re-offenders. Of those who incur a second violation, half of them will go on to a third, half with a third incident will incur a fourth. Impaired driving incidents remain permanently on a violator’s record. Where and when: Mahnomen, Mille Lacs, Clearwater, Cass and Becker Counties have the highest percentage of impaired driving incidents on record and Stevens, Rock, Lincoln, Carver and Washington have the lowest. Fridays account for 16% of all alcohol incidents, Saturdays for 27% and, finally, Sunday for 23%. Two local soccer players, Conner Forrest and Kelly Lattner from the Euro Football Club based out of Rochester, MN were invited to guest play for the internationally recognized Brazilian Santos Futebol Clube (Meninos da Vila) youth team at the Disney's ESPN Junior Soccer Showcase this November 23 - 25, 2012. Director of Coaching for Euro and Tetra Brazil Rochester, Wesley Costa states, "This is two big steps for our programs based out of Southern Minnesota. First the opportunity to send our players to play for a pro sponsored youth development program like Santos FC is a level of play we are delighted to see. Many in the U.S may be unfamiliar with the Santos Futebol Club based out of Santos, Sao Paulo, Brasil but they are a top professional team and have had legends of soccer like Pelé and Neymar play for them. Secondly, to have our players compete in the top-notch and internationally recognized Disney's ESPN Junior Soccer Showcase is a great way to build on our club's resume and show the skill of our players." As to how our local players fared, Coach Wesley stated, "The Santos FC Head Coach, Marcio Alexandre and other coaching staff were pleased with the skills of Conner and Kelly. They worked hard in practices, showed a positive attitude, and played well in games. They also commented on the positive bond with the team and the lasting friendships that have come from this cultural interchange. This is what soccer does. It is an international game and builds positive relationships throughout the world." Both players are grateful for this opportunity.
