We find the Savvy answer Do You Need To File a Tax Return This Year? Dear Savvy Senior, My income dropped way off when I retired early last year, and I’m wondering if I fall into the so called “47 percent” of Americans who won’t have to pay and income taxes this year. What can you tell me? Curious Senior Dear Curious, The percentage of seniors, age 65 and older, who won’t have to pay income taxes this year, is actually around 56 percent according the Tax Policy Center. Here’s a breakdown of the 2012 filing requirements along with a few other tax tips to help you determine if you need to file. IRS Requirements Whether or not you’ll need to file a federal income tax return this year will depend on your filing status, your age, and your gross income. If your gross income falls below the IRS filing limits, you probably won’t have to file. Gross income includes all the income you receive that is not exempt from tax, not including Social Security benefits, unless you are married and filing separately. You probably don’t have to file this year if: • You are single and your 2012 gross income was less than $9,750 ($11,200 if you’re 65 or older). • You are married filing jointly and your gross income was under $19,500. If you or your spouse is 65 or older, the limit increases to $20,650. And if you're both over 65, your income must be under $21,800 to not file. • You are head of household and your gross income was below $12,500 ($13,950 if age 65 or older). • You are married filing separately and your income was less than $3,800. • You are a qualifying widow(er) with a dependent child and your gross income was less than $15,700 ($16,850 if age 65 or older). Special Situations Be aware that there are some special financial situations that require you to file a tax return, even if your gross income falls below the IRS filing requirement. For example, if you had net earnings from self-employment in 2012 of $400 or more, or if you owe any special taxes to the IRS such as alternative minimum tax or IRA tax penalties, you’ll probably need to file. To figure this out, the IRS offers a resource on their website called “Do I Need to File a Tax Return?” that asks a series of questions that will help you determine if you’re required to file, or if you should file because you’re due a refund. You can access this page at www.irs.gov/uac/Do-INeed-to-File-a-Tax-Return%3F, or you can get help over the phone by calling the IRS helpline at 800-829-1040. Check Your State Even if you’re not required to file a federal tax return this year, it doesn’t necessarily mean you’re also excused from filing state income taxes. Check on that with your state tax agency before concluding you’re entirely in the clear. For links to state and local tax agencies see taxadmin.org – click on “Links.” Tax Aide If you do need to file a tax return this year, you can get help through the Tax Counseling for the Elderly (or TCE) program. Also check with AARP, a participant in the TCE program that provides free tax preparation at nearly 6,000 sites nationwide. Two teams of four Southwest Minnesota State University culinology majors qualified to compete in the Research Chefs Association Student Culinolgy Competition on March 6-9 in Charlotte, NC. Erin Badzinski, of Kasson, is part of this competition.

1 pkg. STOVE TOP® Stuffing Mix for 1 can condensed cream of chicken chicken soup 1 1/2 lb. boneless skinless chicken 1/2 c. milk breasts 1 1/2 c. shredded Cheddar cheese 1 pkg. (14 oz.) frozen broccoli florets, thawed, drained Heat oven to 400º. Prepare stuffing as directed on package. Combine chicken and broccoli in 13x9 in baking dish. Stir in soup, milk and cheese; top with stuffing. Bake 30 min. or until chicken is done and casserole is heated through.

CRANBERRY SOUR CREAM COFFEE CAKE 1 c. butter, softened 2 eggs, lightly beaten 1 c. sour cream 1/2 tsp. baking sida 1 tsp. cinnamon 1 16 oz. can whole cranberry sauce 1 1/4 c. granulated sugar 1 tsp. real vanilla extract 1 1/2 tsp. baking powder 2 c. all-purpose flour 1 c. chopped walnuts Preheat oven to 350º. Butter and flour a bundt cake pan. Cream butter and sugar in large bowl. Add eggs, vanilla, and sour cream. Mix well. In another mixing bowl combine flour, baking powder and soda. Add the dry ingredients to the wet ingredients and stir as little as possible to combine. Spoon half the batter into the bundt pan. In a small bowl combine the cranberry sauce, cinnamon and chopped nuts. Spoon on top of the batter in the pan. Spoon the remaining batter into the cake pan. Bake for 55 minutes. Let cake cool thoroughly before removing from the pan. Makes 12-16 servings.

How the Air Smells Tonight, the air smells like rain, from the rain gently falling. Haven’t smelled that much this summer. I’m smellin’ this wonderful, gentle smelling rain from my front porch. It’s a smattering of relief that we need. I have patches of new grass in my front yard and they’re getting a good sniff of this. I wonder if blades of grass have nostrils. I bet they do and they’re open wide! My own nostrils open wide from time to time. Backyard fires do that. Campfire smoke, well it benefits the soul more than whatever harm it may do to my lungs. I’d hate to go to the grave sayin’ I avoided campfire smoke to delay the gravestone carver’s duty. Ain’t gonna happen! We have a heap and a bunch of meat smokers in town. Pork and chicken

What a great day it is to tend to your smoker, many hours of smoking that were preceded by many hours of marinating, all along the way sharing just a few of the secrets of success with friends and neighbors. New cut grass, sometimes mowed, sometimes chopped because of delays, opens my nostrils, too. Sitting on the old picnic table after mowing/chopping the lawn and sniffing that harvest (with a cold beer) is a great reward! And you can sit and look out at the yard just thinking “I did good and I done good!” Friday night football games have their concession stands that call to my senses, too. On a cool night, with cheers from the stands echoing throughout the field, standing in line for a hot doggie and hot chocolate gets a guy in a chowin’ mood! I don’t know if I have a favorite smell. They don’t need to compete with one another. They can all take their turns at number one. When they do, they do. Nuff said!

135 teachers are candidates for Minnesota Teacher of the Year The 2013 Minnesota Teacher of the Year will be chosen from a field of 135 candidates. These candidates have accepted their nominations and completed the required materials to become eligible for the honor. The number of candidates is the highest for the Teacher of the Year program since 2005. Sheryl Pischke of the Triton school district is one of the nominees. This year’s program will name the 49th Minnesota Teacher of the Year, celebrating the tradition of excellence in teaching in Minnesota. Candidates include pre-kindergarten through 12th-grade teachers, from public or private schools. The 2013 Minnesota Teacher of the Year will be announced Sunday, May 5, at the Marriott Minneapolis Northwest in Brooklyn Park, Minn. Over the coming weeks, a 25-member panel of community leaders will name a group of semifinalists, and then finalists. Police chase down suspect in pickup

Senator David Senjem (Rochester) and Senator Carla Nelson (Rochester) have introduced legislation asking lawmakers to approve a $585 million public-financing plan to cover the public infrastructure costs associated with the clinic’s ambitious growth plans. The Mayo Clinic announced plans to invest $3.5 billion over 20 years in Rochester and surrounding communities to build what it describes as a “Destination Medical Center.” Mayo also estimates that the expansion could attract at least $2.1 billion in additional private investment. The goal of Mayo Clinic creating a Destination Medical Center (DMC) is to ensure Minnesota and Mayo Clinic continue to grow in the coming decades. Market forces in health care are driving a number of select medical institutions around the world to emerge as global Destinations Medical Centers. Mayo Clinic intends to be one of these select DMC’s and prefers to develop in Minnesota and not expand elsewhere. “This is an incredibly valuable asset for the state of Minnesota, and we are going to work collectively to make sure this asset not only stays here but grows here,” Senator Dave Senjem said. “We have the opportunity with this piece of legislation to do that.” “The Destination Medical Center initiative will create 25,000-30,000 new jobs and generate approximately $3 billion in new tax revenue,” said Assistant Senate Minority Leader Carla Nelson. “This is the most significant economic growth opportunity our state has ever seen and I will work hard to ensure its passage.”

At approximately 10:50 a.m. last Wednesday a Dodge County deputy was running stationary radar in the city of Dodge Center. The deputy observed a pickup approaching at a high rate of speed (50 MPH in a 30MPH zone). As the pickup neared the squad car it veered across the opposing lane of traffic and swerved toward the squad, almost hitting it. The deputy stopped the pickup in the parking lot of a business. The deputy made contact with the driver who provided false identification. He returned to his squad to request assistance as the driver was not being cooperative. The suspect’s vehicle made a U-turn and drove straight ahead toward the deputy's vehicle while the deputy was sitting in his squad. The deputy had to drive out of the pickup's way to avoid being hit and then pursued the pickup. The pickup drove through several streets in Dodge Center, attempting to escape from the deputy. The deputy pursued the pickup out of town and onto Highway 14 heading east. The pickup eventually got stuck in the median on Highway 14 east of county road #25. Barry Frances Colsch was taken into custody. Dodge County received assistance from the Kasson Police Department, Minnesota State Patrol and Dodge County Highway Department. Colsch was charged with numerous counts including fleeing a police officer in a motor vehicle. Barry Colsch appeared in Dodge County Court Friday, February 8. Bail was set at $20,000 unconditional or $10,000 conditional. The conditions are: Appear at all court hearings, remain law abiding, keep in contact with his attorney and sign a waiver of extradition. His next court appearance is Wednesday (today ) at 11 a.m.

Barry Mosier Family

Eleven years as missionaries includes surviving deadly plane crash by Randy Carlsen Barry Mosier and his family have lived in Dodge County since 1984. Barry worked at the accounting office of Bowie and Mosier in Dodge Center. In 2000 the family moved to serve as volunteer missionaries in Africa. They were in Tanzania at the Kibidula Mission and spent three years in the Democratic Republic of Congo at the Congo Frontline Mission, a ministry started by Barry and his son Keith. The family had many exciting adventures in those 11 years in Africa. Few can compare though to surviving a 2008 airplane crash that killed 47 people. In April of 2008 Barry and his wife Marybeth and their children April and Andrew went to visit their son Keith to see if they could accept a call to move to Congo and join

Keith at the Frontline Missions. The family boarded a Hewa Bora Airways DC 9 headed from Goma DRC to Kisangani. They were on the last leg of the journey and Barry called Keith to say they were on their way. "Landing and taking off in Goma is always nerve racking due to the short runway from a 2002 lava overflow that covered one-third of the runway. I prayed as always before taking off," said Barry. As the plane reached peak speed passengers heard a bang from under the plane. One of the engines failed and as the pilot applied the brakes a front tire blew. The plane skidded off the end of the runway and crossed a large boulder field where the wheels broke off the plane. The plane's belly started to disintegrate as they skidded. Then, came

a 20-30 foot drop where the plane smashed through the roofs and walls of a number of buildings before crashing to a halt in an open air market. As Barry states, "The impact was severe. Both Marybeth and I lost our glasses and she broke her nose. While searching for his glasses, Barry heard his daughter April say, "Dad, we have to get out of here." As Barry looked across up the aisle he could already see the wing covered with flames. The wings broke up as they smashed through the buildings and fuel was pouring everywhere. "Everyone on the plane knew that we were all looking death in the face and that at any second there would be an explosion.” April was the first one up to join the stampede of people trying to reach the front of the plane.

This April 15, 2008 plane crash the Barry Mosier family was involved in took the lives of 47 people and injured another 100. The family escaped the burning plane just before there were three explosions.

Barry tried to cross the aisle, but people were fighting their way to the front of the plane. The wing and back exits were never opened. Andrew's leg was stuck in the broken jumbled up seats. Barry was pulling, but could not get him unstuck. Marybeth pulled from a different angle and was able to get him out. His leg was broken from the ordeal. April said when she first saw that the plane was on fire she was scared. She ran down the aisle in the mass of people who were trying to get out. As she arrived at the front April found she was trapped and could not get out. At the front of the plane was a man standing, looking at a crack 6-8 inches long. April hollered at him in Swahili, "We have to open this crack or we will die." Together they started tearing off

pieces of the plane with their bare hands. When April thought the hole was big enough she dove through, only to get stuck halfway through. A man inside pushed her the rest of the way out. A flight attendant standing outside told her to run because the plane would blow at any minute. April kept looking back as she ran to see if her parents were out. A soldier pulled her by her hand and put her into a police car. They took April to the hospital and along the way all she could think was that her parents were dead. Inside the plane Barry reached the dropoff where the seats had collapsed on impact. "I picked Andrew up and dropped him onto a seat in front of me and he screamed. I didn't know that his leg was broken," said Barry.

Barry Mosier Family continued.... After Barry climbed down he picked him up and continued to make his way toward the front. "I remember seeing arms and legs of people, but it was the people who had been in the market and were underneath the broken up floor of the plane," said Barry. "When I reached the hole in the plane that April created, I saw a man standing ready to take Andrew. I handed him out and went back in to make sure Marybeth was coming. After stepping out of the plane, we ran some distance away," continued Barry. The scene outside was chaos. Ten to 15,000 people were racing on foot to see the crash. People were partly trapped under the burning plane and others were searching for loved ones, yelling and wailing. Searching for their own children, the Mosiers shouted out questions to people. As they shouted they looked back and saw three explosions shoot forth from the center section of the plane. "I doubt anyone got out after that," said Barry. "We knew the plane should have blown up and that it was a miracle we were alive. We later found out that 47 people died in the crash and 100 more were injured. Sitting there in the hospital with stretchers going by us with seriously burned people, we poured out our hearts in prayer thanking the Lord over and over for sparing our lives," said Barry. After this terrible ordeal Barry did not even want to bring up the subject of moving to Congo. Two weeks later Marybeth said, "We're only alive because

God has more work for us to do. He turned this whole thing from a sure disaster to a chance to praise his name in the whole world. I think we should move here," she said. A few months later they moved to Congo. During those 11 years Barry said their efforts seemed "feeble" and only through God’s amazing blessing much was accomplished. In the Congo they built an evangelism training school in the jungle and started a gospel radio station that reaches over three million people. They pioneered work among the primitive Pygmy tribe, launched over 60 church planters in dark areas and are now drilling water wells. Their son Keith and his family still live in the Congo. Other accomplishments through God’s blessing include: Involvement in the startup of 130 new congregations, involved in providing roof sheets for some 1,500 new churches, distributed almost 300 tons of Bible studies, sold 450,000 religious books through door to door evangelist book sellers, baptized 6,300 new members, gave 2,100 bicycles and 5,000 Bible picture rolls to front line gospel workers and Marybeth delivered 150 babies. Since coming back to the area the family has been resettling and speaking at churches and conventions across the country, from Maine to California and between. Free tax help available in Dodge County Again this year, free tax help is available for taxpayers living in Dodge County. Last year over 100 individuals or families took advantage of this free service. Volunteer counselors are trained and certified yearly by the IRS, Minnesota Department of Revenue and AARP. All returns are filed electronically, providing fast refunds, which can be sent directly to your bank account, usually within a few days. USDA is Accepting Applications for Home Repair Grants Is your home in need of repairs? USDA Rural Development can help. USDA Rural Development is accepting applications for grant funding statewide for very-low income homeowners for home repairs to correct or remove existing health, safety, sanitary, and accessibility issues. Grants up to $7,500 may be available to eligible households. This program is available to homeowners who are 62 and older living in rural communities with a population of 20,000 or less. Faribault and Owatonna are currently eligible areas as these communities are “grandfathered” into the program. Carol Horstman, Area Specialist for USDA Rural Development has announced that qualified applicants to be considered for this grant program are being sought. If you are an elderly homeowner with very-low income and a need for essential repairs, please contact USDA Rural Development. Income limits vary by county; ranging from $22,600 to $26,000 for a one person household. It is recommended that you contact your local USDA Rural Development office for income limits in your county. Staff at USDA Rural Development will be available to explain the program and assist with applications. To be eligible for a grant, applicants must own and occupy their home. In order to receive a grant, USDA must determine that the household is unable to repay a loan and the repairs must be for eligible purposes. There are also limits on the amount of household assets one can own. “The homeowner would use the grant funds to hire licensed contractors to repair the home by removing health and safety hazards or to make the dwelling accessible for occupants with a disability,” said Horstman. With several days of temperatures hovering above and below freezing, 32°F, the Minnesota Department of Natural Resources (DNR) is reminding everyone not to let their guard down when traveling out on a frozen lake, river or pond. With days of warmer than normal temperatures, it doesn’t take long to make the ice brittle, said Kara Owens, DNR boat and water safety specialist. “Anglers or snowmobilers might be safe in one spot one day, but might fall through in the same place the very next day." So far this winter, there have been no ice-related deaths in Minnesota. Last winter, four people died after falling through the ice. “We want people to get out and enjoy our weather, but remember ice is never 100 percent safe,” she said. “Don’t put yourself or someone else in danger by going out on thin ice. No fish is worth your life.” DNR clear ice minimum thickness recommendations are: 4 inches for walking. 5 inches for a snowmobile or ATV. 8-12 inches for a car. 12-15 inches for a medium-sized truck. Owens added when the temperature rises above freezing for six hours during a 24 hour period, people should double the recommended minimum thicknesses. If temperatures rise above freezing for 24 hours or more, they should stay off the ice. Owens recommends anyone heading out on the ice should: wear a life jacket, carry a set of ice picks, check with a local bait shop or resort to ask about ice conditions and measure the ice.

New Entrance Road to Dodge County Transfer Station Public customers are now using a new driveway to enter the Transfer Station during operating hours. The new driveway is located about 300 feet north of the Transfer Station along County Road 21 (240th Ave). The old driveways in front of the Transfer Station are now closed. Public customers wishing to drop-off recyclable materials still have 24-hour access to the drop-off bins located on the south side of the Recycling Center using Gate C.
