We offer services in structural analysis and design, major and complex bridge design, and design management. Our capabilities include the design and analysis of many different materials, including steel, cold-formed steel, prestressed/post-tensioned concrete, reinforced concrete, masonry, and timber design. Shine | DCCM is a Historically Underutilized Business (HUB)and Women-Owned Small Business (WOSB)-certified firm specializing in surveying water and land boundaries, including surveys connected with permitting structures across state-owned lands such as riverbeds and tidally influenced areas. We have performed several hundred miles of gradient boundary on most of Texas’ major rivers and streams and approximately 200 miles of coastal boundaries. Overall, we have surveyed nearly 2,000,000 acres in more than 100 counties throughout Texas.

Our Utility Engineering and Coordination team assists our clients with the identification and relocation of utilities. In the design phase, our team identifies potential conflicts and presents alternatives for a quick resolution. We work with the roadway design team to avoid, mitigate, and accommodate utility conflicts. We also work with right-of-way to prioritize parcel acquisitions needed for utility relocations. Our team is well-versed in preparing utility agreements and invoice reconciliation for the utility owner’s reimbursement. We review the plan developed by the utility owner for any issues with the proposed construction or with other utility relocations.
If our team needs more information about the utility, our in-house Subsurface Utility Engineering (SUE) group has the resources to accurately locate subsurface utilities based on Quality Levels A through D. Our team provides utility inspection to verify the utility’s relocation through daily work reports and other documentation. The team focuses on providing solutions for utility coordination issues impacting the construction and schedule for the client.

Our Subsurface Utility Engineering (SUE) team delivers highly accurate designating and mapping of underground utilities and helps clients avoid costly utility conflicts or construction delays caused by unknown or misrepresented utilities. Three national magazines have published articles on the BinkleyBarfield | DCCM SUE team and their use of cutting-edge electromagnetic technologies to find and map utilities as deep as 50 feet. Our extensive use of electromagnetic technologies is coupled with
vacuum excavation and safe-dig techniques to locate and identify utilities.
Our SUE and Utility Coordination teams work closely together and form a real synergy in managing all aspects of utility relocations and redesigns, including avoiding and resolving utility conflicts and addressing construction issues. With over 125 years of combined experience, the Underground Electric group has ample knowledge in a wide range of engineering solutions related to the installation, relocation, or preservation of underground utilities. Underground distribution is increasingly considered as an alternative to overhead lines thanks to fast-track distribution projects, urban area load growth, improved trenching and trenchless technologies, and decreasing costs of high-voltage cable systems.
Our team can support your underground transmission project from initial studies and permitting through detailed design and energization. Such experience provides solutions to aspects of research, design, permitting, traffic control, coordination, and management. New routes of installation and relocation are selected by paths of least resistance only after all considerations have been taken into account.
Our experienced staff of skilled overhead distribution designers have years of experience in utility design. Our team has successfully completed numerous projects with entities such as CenterPoint Energy, TxDOT, CPS Energy, American Electric Power (AEP), Texas New Mexico Power (TNMP), City of Houston, Galveston, Harris County, Fort Bend County, and Fort Bend County Toll Road Authority. These projects included relocations for public improvement, system improvement, feeder extensions, proactive span replacements, total Underground Residential Distribution (URD) loop rehabilitation, and pole replacements.
Each designer goes through extensive training of software and client standards, field visits, safety training, and plan and profile comprehension. Our experienced staff has received training for fuse coordination as well as SAP, DDS, and MicroStation software. Every designer is tasked with field checking and capturing video and pictures of each job site before design begins. All projects go through rigorous QA/QC audits prior to client delivery.
Our staff of skilled overhead transmission designers and engineers have decades of experience in the design and development of overhead transmission lines from 34.5 kV up to 500 kV. Our staff has been involved with over 1,000 of miles of new construction of overhead transmission lines across North America and thousands of miles of rebuild, rerate, and as-built modeling and surveying. Projects have been completed in every major ISO/RTO in the United States. In addition, our transmission staff has designed collection systems and transmission interconnects for several large solar generation facilities (over 100 megawatts each).
Each engineer and designer goes through extensive training on client standards, software, design principals, and safety training. Our staff is wellversed in design software such as PLS-CADD, PLS-Pole, Sag10, Flash, and foundation design software. Our staff has held led development of standards at IEEE and has been key members of research performed at organizations such as EPRI, NEETRAC, and Kinetrics.
