GREATER LONDON AUTHORITY
New City Hall

The Greater London Authority, the London Assembly, and the Mayor of London undertook a transformative refurbishment project at their new headquarters located in the former Crystal building next to Royal Victoria Dock. Originally an exhibition centre for sustainable architecture, the building was renamed “City Hall” in December 2021.
Internally, while much of the structure remained unchanged, significant updates were made to public areas. This included the creation of new civic functions such as committee rooms and a chamber at the ground floor level.
The refurbishment included bespoke public spaces designed in collaboration with architects and specialist fabricators. Notable features included the London Living Room, committee rooms, and a redesigned chamber. Key design elements consisted of a large backlit corian screen, microperforate acoustic veneered timber, oak slat panels with acoustic backing, and a stretch acoustic ceiling with feature pendant lighting.
A key aspect of the renovation involved reconfiguring existing split-sex toilets into genderneutral facilities, aligning with contemporary inclusivity standards.
Externally, the renovation primarily focused on enhancing security with the installation of barriers for car parking and deliveries, alongside the addition of three flagpoles at the front of the building.
As the Design Manager for ISG, DB3 played a pivotal role in overseeing the refurbishment project, focusing on several key responsibilities. These included fostering effective communication and collaboration among all design stakeholders, ensuring that design and production information flowed smoothly in alignment with the construction schedule. DB3 also contributed significantly to identifying and mitigating design risks, thereby enhancing overall project planning and coordination. Additionally, we actively participated in workshops and supervised mockups, benchmarks, and sample requirements to ensure successful project delivery. Furthermore, we coordinated and tracked client requests and information flow to efficiently meet the needs of the design team, ensuring a cohesive and streamlined approach throughout the project lifecycle.

Blackstone European

Blackstone, the world’s largest alternative asset manager, aimed to expand its presence at Berkley Square House in London. Having been a major investor in Europe for over two decades, Blackstone required additional space at its longterm London HQ. The offices now span parts of level four, level six, and the entirety of level three following a two-phase expansion project.
The project was divided into two phases: phase one covered approximately 21,850 square feet (2,030 square metres), and phase two encompassed around 15,134 square feet (1,406 square metres). The DB3 team led RIBA stages 4 to 7 for our contractor client, collaborating with MCM, who developed the design concept up to RIBA stage 3, ensuring alignment with Blackstone’s vision and requirements.
The newly designed spaces seamlessly integrate with the established aesthetic of recently completed floors on levels four and six, creating a harmonious and sophisticated workspace. Phase one included workspaces for four business units and shared support spaces.
DB3 meticulously coordinated the technical design to meet Blackstone’s high standards, incorporating bespoke joinery and high-end finishes such as
fabric panels and timber screens. The design and functionality of the spaces adhere to Blackstone’s design standards and the specific needs of each business unit. The facilities include open-plan and cellular office spaces, various sized meeting rooms, quiet rooms, an arrival lounge, reception, a wellness room, and a central hub serving as the main refreshment point. The central hub encourages employee interaction, collaboration, and informal meetings, fostering a dynamic and interactive workspace.
Coordinating mechanical services while maintaining aesthetic and functional integrity was a significant challenge, requiring discreet integration within the workspace. Achieving desired ceiling heights, crucial for comfort and spaciousness, was another challenge, managed within the constraints of the existing building’s structure while realising the design concept’s vision.
Blackstone’s values are evident throughout the design, emphasising high-quality finishes, attention to detail, and a global palette of materials that contribute to timeless workspaces.
Workspaces

We are partnering with a luxury clothing manufacturer to revitalise their Yorkshire workspaces, with a strong focus on enhancing wellbeing and productivity. These workspaces, housed within two historic factories, accommodate a diverse range of employees, from production operatives to designers.
At the first site, the refurbishment of office spaces and canteen areas will address previous deficiencies, such as the lack of natural light. We have proposed opening up the space to expose a mezzanine floor, connecting upper-floor offices and the canteen. This design encourages natural light to penetrate the building and facilitates seamless interaction between production and office staff, promoting cross-collaboration. The office spaces are designed to balance open areas with workspace pods for meetings, catering to different working styles and needs.
Unused rooms will be repurposed to create an
inviting outdoor space, accessible from both the ground and mezzanine floors, connected by an outdoor stairway.
Exterior upgrades include a new main entrance, encased in the companys’s distinctive branding. This not only enhances the aesthetic appeal but also reinforces the brand’s identity at every touchpoint.
The second site, dating back to the 1800s, required significant updates to transform it into a conducive office environment. Improvements include opening up office spaces, a new canteen and an inviting outdoor seating area created from underutilised, overgrown grassland. The building’s façade will also be upgraded with refreshed pointing and a prominent entrance showcasing the brand’s renowned identity. These enhancements aim to foster a sense of pride and belonging among employees.
NESTLÉ
Workspace Upgrades

DB3 was commissioned by Nestlé to transform its York campus into a modern, sustainable workplace tailored for a post-pandemic era. As home to Nestlé’s flagship KitKat brand, along with distribution and research facilities, the campus required a comprehensive overhaul to enhance functionality, flexibility, and employee wellbeing.
The project involved a complete refurbishment from the shell, focusing on integrating new services, ceilings, finishes, furniture, and partitions across all floors. The primary goal was to optimise internal connectivity, foster better team communication, and create a diverse range of work environments from formal to informal settings. Special attention was given to employee wellbeing with features like adjustable desks, breakout spaces, business gardens, and biophilic designs. Notably, the introduction of dogs into the workplace was a unique inclusion to enhance the office environment.
The project faced significant redesign challenges during Stages 3 and 4 due to the COVID-19 pandemic. This necessitated adjustments for social distancing measures and a more flexible workspace configuration. Effective collaboration and stakeholder engagement were critical in implementing revised floor layouts that catered to the needs of different teams. Core spaces were redesigned to accommodate genderneutral facilities, reflecting Nestlé’s commitment to inclusivity. DB3 worked closely with interior designers and furniture consultants to introduce bespoke features and dynamic space planning, ensuring the final design aligned with Nestlé’s high standards and branding requirements.
COVENT GARDEN IP
Alder Castle
Location: London

The Alder Castle project entails the refurbishment of a multi-tenanted office building in central London. Originally constructed in 1999, the ninefloor building underwent strip-out works in 2022. The site runs parallel to the London Wall and the St. Anne and St. Agnes Churchyard, within the Foster Lane conservation area.
As the appointed architect for this project, our focus is on enhancing and modernising the lower ground, first and second floors. The proposed refurbishment includes modifying the ground and first floor structures and incorporating a double height extension over the existing lower ground floor light well. The current access bridge to the building will be replaced, resulting in a larger reception space and an improved building entrance.
The existing entrance space will be transformed, including the removal of the corner glazed façade and the addition of new terraces above the new reception extension.
A comprehensive CAT A refurbishment will be carried out on the ground, first, and second office floors, encompassing the upgrade of workspaces, WC blocks, core finishes, and lighting. On the lower ground floor, existing car parking facilities, cycle racks, and shower provisions will be removed and replaced, along with the refurbishment of the entrance ramp and front courtyard.
Workspace Refurbishment

DB3 was appointed by Epping Forest District Council to act as the architect and principal designer for the reconfiguration and refurbishment of their headquarters, based on Epping High Street. DB3 developed the proposed design from RIBA stage 3 alongside our Design & Build contractor partner, ISG Agility.
Housed within the Grade II Civic Offices, the Headquarters offer an array of amenities to the community, along with working spaces tailored for council employees. The project’s goal was to cultivate an inviting atmosphere for the public and foster a more flexible, collaborative workspace for office staff.
The existing office was underutilised, with the design and layout considered inflexible, restricting the organisation’s ability to respond to changes in team size. Additionally, public spaces presented challenges for accessibility and customer interaction. Desk occupancy throughout the building was minimal due to staff teams being segregated in cellular offices, hindering flexible and collaborative work.
At the heart of our solution for the Civic Offices building lies a deep respect for its heritage as a listed structure. We meticulously retained and restored its original features, ensuring a seamless blend of tradition and modern functionality.
Key features were preserved throughout the customer-facing areas, including the polychromatic striped walls in the atrium, American ash fitted furniture, the bold incorporation of blue and red hues to distinguish public spaces, and the semi-circular reception desk, benches, and dado rails.
The back of house office areas required greater modification to enable a modern, agile workplace, whilst maintaining the overall look and character of the building.
Ground floor modifications:

In accordance with the Council’s vision to consolidate all visitor areas on the ground floor, committee rooms were relocated
adjacent to the main reception. Sliding/folding partitions were installed to create a flexible, multifunctional space suitable for meetings or events. This layout revision effectively streamlines the delineation between public and private functions around the atrium
The kitchen and café were extended to provide a larger, open-plan area. Additional WC’s and baby changing facilities adjacent to the café were added for the convenience of both the public and employees
First and second floor modifications:
The existing cellular office layout was transformed into a flexible, open-plan office, featuring contemporary workspaces for council staff, enhanced facilities and accessibility for the local community
The furniture layout was reimagined, with designated desk areas and separate touchdown zones encouraging staff mobility throughout the building, aligning the workspace with the task at hand
New WC’s and tea points were added or refurbished on each floor
Wall panelling and features were retained in accordance with the building’s listed status
Our main challenges for the project stemmed from the Covid-19 pandemic. This not only imposed constraints on construction activities but also prompted the client to reassess the initial plans outlined in the tender documents due to the altered work environment caused by the pandemic. We collaborated closely with the client to ensure their objectives were met, accommodating social distancing regulations and addressing the shift towards remote work responsibilities.
PARAGON TILBURY DOUGLAS
Medway Family Court

DB3 was appointed to provide Paragon Tilbury Douglas with design support for the refurbishment and adaptive reuse of the Grade II Listed Gun Wharf Building, the new home for the Medway County and Family Court. The DB3 team, comprising in-house conservation architects, BIM and design managers, architects, and external acoustic, structural, and mechanical engineers, collaborated to tackle this complex project.
Located within the historically significant Brompton Lines Conservation Area, the existing building posed unique challenges. DB3’s task was to create a new court and office space on the second floor, including an external disabled access platform lift and an external plant enclosure.
DB3 refined the client-provided concept design, starting with extensive consultations with clients, representatives, stakeholders, and engineers to determine the type, dimensions, position, number of spaces, and specific requirements. The strategic approach seamlessly integrated the existing structural grid and incorporated materials from the original building.
The redesigned court and office space features a reception area with a security search station. It includes six hearing rooms, consultation areas, and comfortable office accommodations. To enhance the overall experience, amenities such as tea points, public waiting areas, and dedicated spaces for advocates, agency staff, prayer, contemplation, and wellbeing were thoughtfully incorporated. These additions ensure the court not only meets functional requirements but also provides a welcoming and supportive environment for all users.
DB3 is committed to sustainable design. Guided by the Court and Tribunal Design Guide and driven by a strong sense of environmental responsibility, the team aimed for a “Very Good” rating under the BREEAM UK - Refurbishment and Fit-out 2014 scheme. This was achieved by creating an energyefficient design using BIM Level 2 and adhering to PAS1192-2 guidelines, facilitating precise information exchange and delivering COBie asset data in compliance with BS1192-4.
RHONDDA CYNON TAF BOROUGH COUNCIL
Llys Cadwyn
Location: Pontypridd, Wales

DB3 was appointed to lead a multidisciplinary design team, acting as architect and lead consultant for all RIBA Stages from concept design, the planning process, through construction to completion.
The £42 million Taff Vale redevelopment, comprises 10,700m2 of offices, 2400m2 of community facilities and 400m2 of café restaurant space.
Buildings A & B are office use and capable of sub -division on each floor. Servicing and car park provision is provided in the basement.
Building A is predominantly B1 office use. It has been designed to a density of 1 person per 8m2, so can accommodate up to around 680 staff.
Building B density has also been designed on the basis of 1 person per 8m2, so can accommodate up to around 400 staff. Like Building A, it also has an element of A3 (food and drink).
The project has created a vibrant new quarter in the centre of the town and is a major element in the regeneration of Pontypridd’s town centre.
TRANSPORT FOR WALES
New Headquarters
Location: Pontypridd, Rhondda Cynon Taff

When Transport for Wales selected a 6,000m² office space within the Llys Cadwyn development for their new headquarters, they enlisted DB3 to craft a Category B fitout.
Initially tasked with design proposals, DB3 conducted thorough research on suitable products and curated mood boards presenting various options for stakeholder input. We procured product samples and coordinated closely with fitout design to develop comprehensive schedules and layouts for cost evaluation.
Upon client approval, we finalised detailed schedules and specifications, collaborating closely with suppliers during the installation phase.
The second phase encompassed the fitout of the ground floor reception, second to fourth floors, and the roof level, integrating new amenities such as a Council Chamber and offices for various council departments, council leaders, and senior management. Due to increased occupancy, additional plant equipment necessitated expanding the existing plant area on the roof.
The design focused on creating collaborative, inclusive work environments that prioritise comfort and familiarity for all stakeholders. Extensive workshops and consultations were conducted with key figures, including the council leader and senior teams. Given public access considerations, the design also addressed accessibility needs and acoustic performance requirements.
Sustainability was integral throughout, with efforts to reuse existing building materials wherever feasible, such as repurposing ceiling tiles. Modifications to ceilings, MEP systems, and raised access floors were meticulously undertaken to enhance thermal comfort, ventilation, and acoustic quality.
Initially engaged by RCT Council and later novated to Knox & Wells, DB3 worked closely with MEP consultants and subcontractors to ensure a cohesive approach.
WELSH ASSEMBLY GOVERNMENT
Life Sciences Hub
Location: Cardiff

DB3 acted as Interior Designer and Architect for the refurbishment of the second floor of 2 Assembly Square, Cardiff, to create a new Life Science Hub on behalf of the Welsh Assembly Government. The Hub is a national and international focal point and nerve centre for life sciences in Wales, and is a resource for the whole of the sector including academic, business, clinical and funding organisations.
The scheme provides 1,190m2 of office accommodation with new finishes throughout. The purpose of the space is to stimulate interaction, innovation, networking and collaboration, as well as facilitating jobs and blue chip investment. We
developed the design in conjunction with the key stakeholders delivering a multitude of challenging design and planning objectives.
We worked with client stakeholders to design in features that allowed for collaborative working. The main open plan work area includes a combination of meeting areas designed to foster collaboration including open drop-in areas and formal group rooms. The boardroom with views over Cardiff Bay has bespoke leather clad walls with slate-backed display recesses. Further areas of activity and collaboration include a coffee bar and soft seating area.
Zig Zag Building Cat A Fit-out

This is a multi-phased project which was carried out in an occupied building in London.
DB3 were appointed to deliver architectural stripout of level 2 Cat B fit-out and reinstate this to Cat A standards. Included was partitions, ceilings, meeting rooms, joinery and support spaces in the approx 42,000ft2 / 3,900m2 space.
This project also entailed electrical and mechanical strip-out of all the client specific
services, including BMS, EMS, UPS back up power and lick detection to all upper floors
There was also a complete strip-out of the technical areas to basement one and two including risers and lift and reinstatement to developer’s shell.
Understanding of the complexity of the existing design and the contractor’s proposals were also key in the project’s success.
Digital Innovation Hub
Location: Barnsley, South Yorkshire Expertise Area: Architecture
DB3 played a pivotal role in Barnsley College’s digital transformation by converting the SciTech Centre into a state-of-the-art £5.5m Digital Innovation Hub. This 4-storey facility is poised to not only cultivate a talent pipeline but also enhance technical and vocational offerings, supporting apprenticeships, classroom activities, and adult up-skilling.
The project involves reconfiguring and refurbishing the existing SciTech Campus expanding its footprint to 3,723m2 (GIA). The fit-out design prioritises functionality while reflecting and promoting the client’s brand, fostering a culture that benefits staff, stakeholders, and clients alike. Agile working spaces include breakout areas, enclosed spaces, collaboration spaces, and project zones.
DB3 collaborated closely with the project team, assessing design feasibility and offering expertise in construction methods, materials, and sequencing to ensure an efficient construction process.
Sustainability and user welfare are core principles of our design approach. Natural passive light is maximised within the pods, creating a pleasant and energy-efficient environment. The use of timber and cooler, industrial tones promotes a natural and open ambience that prioritises user wellbeing. Dynamic lighting further enhances the stimulating atmosphere, ensuring a holistic and supportive setting for all occupants.
THE DEPARTMENT OF FOREIGN AFFAIRS

The Department of Foreign Affairs engaged in a contract to provide professional services for project management and coordination for a strategic building survey at the Embassy of Ireland in London. The embassy offers a wide array of consular services to Irish citizens, including passport renewals, visa applications, and emergency assistance. It actively promotes Irish culture and strengthens political, economic, and cultural ties between Ireland and the UK. The mixed-use space not only accommodates various services but also includes office and meeting spaces.
Over time, the initial project scope expanded to focus on developing layout options, conducting associated consultant and stakeholder analyses, and conducting a strategic review of logistics, approvals, risks and costs. Three design layout options were developed and thoroughly evaluated for their advantages and disadvantages.
DB3 served as the project manager and lead architect, overseeing the feasibility study for internal reconfiguration and long-term workplace strategy. The scope encompassed an agile working analysis to assess various space types such as collaboration areas, focus rooms, team spaces, concentration zones, quiet areas, breakout spaces, and relaxation areas. Security enhancements included a specialist assessment of windows, resulting in the installation of ballistic glazing on the ground floor, anti-shatter film, internal security bars, secure interlocks, a visitor magnetometer for scanning, and additional electronic security measures. The project also prioritised enhancing thermal and energy performance through adherence to the GREEN FM Action plan and upgrading the thermal building fabric with secondary internal glazing. The selection of MEP equipment was driven by energy efficiency considerations.
LLOYDS BANKING GROUP
Manchester Flagship

Working in collaboration with MWorldWide design agency and Wates Smartspace, DB3 were the design development and delivery Architects on Manchester Market St Lloyds Bank.
This full refit was the first LBG Group site with coffee shop, full discrete automated safety deposit box facility and dedicated bookable business hub facilities.
Interactive projection walls, a ‘living ceiling’ lighting concept, and enhanced self-service automation are utilised as real-time test and learn services for the client. These innovations have also influenced the current nationwide fit-out concept design standards.
As well as pure space planning and design services, DB3 provided surveying, statutory consent, construction design, client liaison and

DB3 worked with the contractor team to develop this design from the employers stage two concept, through the technical design phase, and on to construction. Together with the concept design document, the clients strong brand guidelines was adhered to throughout, utilising corporate colours, typology, and graphics to transform the sublet space into their own.
The works fit-out the North-East side of level 25 of the `walkie talkie’ building to provide a new commercial office space, utilising the existing
fixtures and fittings where possible. The new works include reconfiguring existing areas to suit, new glazed partitions and moveable walls to create meeting rooms, and the installation of new services.
The area worked in was unoccupied, however the communal areas were used throughout by other tenants. Partial possession was also requested to enable the client to move into a section of the floor whilst the remainder of the fit-out continued through to completion.
CONFIDENTIAL CLIENT

DB3 have acted as design manager on various commercial fit out schemes for our contractor clients.
Our objective is to deliver quality in our deign management service through the co-ordination of drawings, and delivery on site. We look to question every interface to understand if it works, and where any problems may lie before site works occur. This is particularity important when working with high end clients.
Attention to detail is key to the service that we offer and we understand that there is enormous value in the production of mock-ups and samples. This was the case when undertaking significant wall lining and flooring works to the executive
lobby on this project. Design details at 1:2 were undertaken to get the trim junctions right, and once approved, a full scale mock-up of the wall paper, skirting, and corner trim details was constructed and reviewed off site to make sure everything was as expected.
A variety of instructions have been undertaken during these day two works, including finishes, new enclosed offices and amendments to existing offices, door alterations for accessibility, new amended joinery, and extensive lighting adjustments to name but a few.

The International Labour Office (ILO) is a specialised agency of the United Nations, and this study explored how UNICEF might relocate into the space available within the ILO Building.
We firstly set out to establish whether by better utilising space through different working methods UNICEF could fit into the reduced square meterage, before then investigating how each department might be organised and be best located within the office arrangement itself. Our assessment of the opportunities and constraints was focused on establishing the optimum working environment for UNICEF staff, and the outcome of the study formed the guiding principles for the design stage.
A blended approach which maintained a limited amount of fixed offices, but balanced this with a variety of open and flexible workspaces, was shown to help reduce the floor space required and create different working environments more suited the needs of the organisation.

At adidas’ flagship store on Oxford Street, DB3 produced the interior fit-out design of the staff accommodation. The concept principles called for us to “build environments that will inspire while still being functional”, and to “be strategic with colour so that when its used it has impact”. Incorporating creative design reflective of the brand, the proposals focus on flexible working, and freedom for the staff to work how best suits their individual requirements. Smart technology utilising mobile devices frees up the spaces from rows of repetitive desks. These are replaced with flexible working environments as well as collaboration spaces.
Comfortable seating with a range of specifically chosen furniture options allow hot desking, debate, design, and conversation, whilst ensuring the overall atmosphere is reflective of the company values. Multi use spaces include more traditional meeting rooms which balance the practicalities of a fully open plan layout, allowing for group and team work and encouraging dialogue and sharing of ideas.

The refurbishment of the GDC’s corporate headquarters building primarily involved the refit of the basement, ground, first floor, Mews first floor and Mews second floor to provide a total of five hearing rooms and their associated ancillary accommodation. Additional works included the relocation and refit of the boardroom, the completion of remedial works to existing spaces, and refit of the new staff room, kitchen and staff office spaces.
DB3 together with the contractor engaged openly and productively with the client during the planning process to ensure the job was phased and implemented to suit their requirements, segregating areas or undertaking works out of hours where required.
The biggest challenge on this project was the reuse and modification of existing joinery and doors. In the original fit-out the high quality joinery was the focus of the design, and sustainably and seamlessly reusing it was key. This involved careful scheduling out each item and establishing its suitability for a specific new location, disassembling and reassembling sections and matching the timber where new was required.
By altering the layout and enhancing the facilitates, the building works have allowed GDC to quietly adapt and make the most of their current space.

UK Debt Management Office

The UK Debt Management Office (DMO) is an Executive Agency of HM Treasury responsible for managing debt and cash for the UK Government, lending to local authorities, and overseeing certain public sector funds.
DB3 was engaged by Tilbury Douglas, our contractor client, to manage the Category B refurbishment of the second floor of The Minister Building in London. This comprehensive project involved the installation of new solid and glazed partitions, tea points, and flexible working spaces, with a critical focus on acoustic performance to meet tenant requirements.
Collaborating closely with contractors, DB3 leveraged extensive experience to address diverse challenges such as service coordination, acoustic detailing, and bespoke joinery development with specialists.
DB3 acted as the essential bridge between design and construction phases, offering on-site support, coordinating design information, and facilitating workshops and approval processes.
ADMIRAL INSURANCE
Flagship HQ Concept

DB3 developed the design for the new flagship headquarters of Admiral Insurance. The proposal drew inspiration from the existing architecture, aiming to replicate the high quality of materials and finishes intended for the future enclosure of Callaghan Square, thereby creating a cohesive development.
In terms of its massing and scale, the building was planned to be lower on the south eastern corner increasing in height on the north western corner to create a focal point when viewed down
St Mary’s Street, which meets the requirements of the masterplan.
The building exterior was planned to be of a similar nature to those on the north of the site. With a colonnade on the ground floor and the top storey recessed, the facade was to be articulated to create interest and quality. The entrance was planned to be prominent but not imposing.
The open plan, modem design provides accommodation for up to 2,350 staff.

3 Minster Court Cat A Fit-out

Alterations were made to three floors which were split to CAT A demise to accommodate two tenants.
Each of the floors are approx 37,500ft2 / 3,500m2
New elements include drywall, doors, decorations, floor finishes and the associated mechanical and electrical modifications.
With an understanding of the fire strategy for the
building our designs ensured safe access routes that take into account travel distances and escape widths.
Our teams ensured that all the required acoustic, security and fire separations were achieved at the new demise line.
We liaised with the building control officer and the landlords architects to ensure statutory and employers requirements were met.
PAUL SMITH
Office Refurbishment & Flagship Store

DB3 were retained by Paul Smith to ensure the smooth delivery of their new flagship store and gallery in London’s Mayfair.
The building is located in the Mayfair Conservation Area and was previously a corner shop unit with offices and an apartment above. The neighbouring office building was purchased by our client, and we were tasked with joining the two buildings to form a single shop at ground and basement with offices and apartments on the upper levels.
The project comprised comprehensive refurbishment of five floors of office accommodation together with a new flagship retail store.
We proposed a bridge to link the two buildings, spanning a former yard which was transformed into an urban garden. A rear first floor became a terrace for displaying large art pieces. A new staircase was designed to join the ground and new basement gallery space. The bridge became a pure “lightbox” through which the customer passes
