Lions help out Chembe flood victims

IONS Club International has donated relief supplies worth K200, 000 to Chembe Constituency in Luapula Province which suffered flooding due to heavy rains.

This gesture was coordinated by Chembe Member of Parliament Sebastian Kopulande who is also a member of the Lions Club.

Lion Sanjay Balid, Governor of Lions District 413 accompanied by a high-powered delegation from the District, handed over the supplies yesterday.

The donated items included mealie meal, cooking oil, blankets,

chlorine and mosquito nets all valued at approximately K200, 000.

Mr Kopulande thanked the Lions Club International for coming to the rescue of Chembe residents.

Mr Kopulande was joined by Luapula Province Minister Nickson Chilangwa in flagging off the distribution of the donation.

GETTING TO WORK FROM the look of things, it just won’t be business as usual for the Patriotic Front. It has sent signals that it would be pro-active in the nation’s economic and social sector.

If anything, the ruling PF appears to be trying to rediscover its spirit that brought it to power under its founding father, Michael Chilufya Sata.

This is the tone that the PF Secretary-General, Mr Davies Mwila sounded in a statement he issued on Friday. It was a clarion call for action that the party is demanding.

Mr Mwila, while he denounced the racial abuse of Zambians by foreign investors at the same time demanded that there be a distinction on which businesses should strictly be for the locals.

That has been the concern of majority of Zambians as hordes of foreigners touting themselves as investors have set up businesses that do not need any foreign capital to run.

Mr Mwila said all businesses for Zambians must clearly be stated in subsidiary legislation because foreign investors cannot be allowed to compete with Zambians in entrepreneurship such as barber shops and chicken rearing.

The list is endless.

The ruling party also demanded that empowerment vehicles like the Citizens Economic Empowerment Commission repositions itself as a true empowerment organ for emerging and existing local entrepreneurs, especially the youth, women and differently-abled persons.

Yes, the PF must not be seen to be paying lip service to the demands of Zambians who wish to be empowered not only through cash injections but legislation that dictates economic sectors that must be preserved for them.

Mr Mwila’s call on the Ministries of Labour and Local Government to be more proactive is spot on. So was his call on the Ministry of Commerce and Industry to clearly state which businesses were categorically a preserve of Zambians.

We agree with Mr Mwila that it was unacceptable for foreigners to take up businesses meant for Zambians as it was detrimental to the growth of local businesses.

“If it means amending pieces of legislation, this must be done as a matter of urgency. The Patriotic Front wants businesses for Zambians clearly stated in subsidiary legislation and this is a clarion call we are making to the economic cluster and Ministry of Commerce in particular,” Mr Mwila said.

The PF as the party in government must ensure that what it promised the electorate during campaigns and through its manifesto is carried out – and we believe that entails amending pieces of legislation.

And to do this, it means it must start to push those in government to move in tandem with its programmes. It must make ministers not sit on their laurels, but ensure they work.

Although foreigners are welcome in Zambia, locals must always be first. They must not become second class citizens in their own country.

This is the more reason for example why Zambians are insisting that the newly discovered gold fields in the country must be mined by the local people.

And Government has showed its seriousness by procuring gold mining equipment worth €70, 000 (K1, 367, 800) to help artisanal miners to help formalise their operations.

According to Commerce, Trade and Industry Permanent Secretary, Mushuma Mulenga, the intended beneficiaries of the equipment were gold mining cooperatives from Rufunsa, Vubwi and Lundazi as a way of encouraging formalisation in the gold mining sector.

This is the way to go. People do not want rhetoric, but action.

BACK TO SCHOOL AMID COVID-19 PANDEMIC

WITH the presidential directive to have examination classes at primary and secondary levels to reopen on June 1, 2020 and adhere to public health regulations, Vice President Inonge Wina directed Medical Stores Limited to ensure immediate distribution of medical supplies meant for the prevention of the deadly Covid-19 to all provincial centres before the reopening of schools.

Medical Stores got geared up to ensure that the full utilisation of its regional hubs located in various provinces to stock the much needed medical supplies was key in ensuring that the presidential directive was actualised. But the deadly pandemic was not over yet and much work remained to be done.

Could authorities really keep learners distant in school amid Covid-19? It won’t be easy, sceptics expressed reservations. Teachers will be in masks.

Classroom sizes reduced. Spray bottles of sanitiser ready for their hands at doorways. There will be no such thing as normal for returning grades 7, 9 and 12 learners. Public health officials asked: Should they even be allowed back to school in 2020 anyway?

The Covid-19 pandemic forced schools across the country shut their doors in mid-March. Yet, as the Ministry of General Education pushed ahead on the reopening plans, sceptics were questioning the effectiveness of physical-distancing measures for children and their impact on education with the need to embrace the “New Normal.”

There were discussions too on thorny issues of public health protocols that had infiltrated nearly every walk of life in Zambia, and schools were no different. Muchinga Province, the current epicentre of the pandemic in Zambia, must have been the priority province to test out the “New Normal” in schools to be reopened.

And for those schools that would

be reopened, everything would look different. Desks would be spread out with a maximum of 15-20 students per classroom. Arrows would have been pasted on the ground, spaced two metres apart, to direct movement in hallways/corridors.

When a bell sounds, students would be required to wash their hands – and it would ring often. Ultimately, it would be up to parents if they would want to send their children back to class amid the Covid-19 pandemic.

Still, the adjustment for children won’t come easy. Sceptics are worried that “New Normal” will reverse the work educators have done over the years to foster a healthy and multifaceted learning environment.

Obedience will be a struggle on several levels. While children could gradually adapt to standing on footprints on the floor and missing friends in their school, sceptics aren’t convinced it will happen overnight.

Then there’s also the issue of staffing.

In rural areas, all provinces have faced shortages of teachers and relief assistants over the years, some as a result of massive teacher transfers from rural settings to urban towns and cities.

Everywhere, there will be reminders that these are not normal times but the “New Normal.” Presumably, school start times and instruction breaks will be staggered throughout the day to encourage physical distancing.

Desks will be spread out to keep students apart. Pupils displaying any symptoms of illness will be asked to stay home.

For parents and grades 7, 9 and 12 learners, the return to school is mandatory as is the adherence to the “New Normal” regime. Any children who stay home will possibly have a futuristic option that got incorporated in the educational system amid Covid-19 to continue with online learning.

Teachers will be required to show up for work unless they are displaying even the mildest symptoms of illness.

And teachers with underlying health

conditions that make them more vulnerable to the virus will possibly be able to work from home.

Hygiene will be paramount, and students will be instructed to wash their hands frequently throughout the day.

And school surfaces will be cleaned and sanitised frequently as well.

Parents and guardians will be restricted from accessing schools. The restriction will apply to both day and boarding schools as part of Covid-19 measures meant to make the learning environment conducive. Parents and guardians were also advised to pack enough essentials for their children as they return to school. Schools were directed to stock up their tuck shops and get rid of vendors, who trade around the premises as part of Covid-19 mitigation measures.

School fees will remain unchanged – albeit parents and guardians ought to pay the fees because schools needed finances to operate and supplement government efforts against the Covid-19.

Furthermore, the Ministry of General Education had revised the 2020 school examinations calendar for all grades due to the Covid-19 pandemic. Internal examinations for grades 7, 9 and 12 would be conducted in December while external and GCE examinations would take place during the two-week break in September.

Admittedly, these are challenging times, times filled with anxiety. But Ministry of General Education officials have tried to reduce that anxiety as much as possible. But there’s still a lot of worry out there – about teachers with underlying health conditions, like diabetes. Or teachers who have family members with compromised immune systems.

Besides, teachers are worried about whether they are going to be forced to choose between their livelihood and the safety of themselves or people they love.

They are wondering sometimes what the educational value will be compared to all these other concerns related to Covid-19.

‘Explain gold benefits to locals’

GOVERNMENT should consider sensitising people in North-Western Province on the benefits of gold mining in the area, says Lunda Cultural Association of Zambia chairman general Anthony Samuhandu.

Mr Samuhandu said the association was concerned by the outcry from the local people who appeared uncomfortable with companies that have been authorised to mine gold in Kasenseli in Chief Chibwika’s chiefdom.

This follows government’s decision to engage the Zambia Consolidated Copper Mining Investment Holdings (ZCCM-IH) to run mining activities at the gold mine.

Mr Samuhandu said Mwinilunga should be transformed through mining activities as the case was with Kalumbila mine.

Mr Samuhandu commended the government for protecting the gold mine area by sending security personnel to stop illegal mining.

“We have been following the Mwinilunga gold mining issue with keen interest to ensure a win-win situation for Government and locals in the chiefdom. It is important that the community to have trust in government’s mining plans,” Mr Samuhandu said.

He said gold was one of the most valuable minerals in the world, and now that the country had been blessed with it in Mwinilunga, it was cardinal that it was used to develop the nation. Mr Samuhandu emphasised the importance of engaging locals and make understand the benefits that would be derived from the mining activities.

Kasenseli gold mine was discovered by the local people late last year, and since seen an influx of people illegally exploiting the gold deposits.

Govt to complete Mwinilunga fruit plant PRESIDENT Edgar Lungu has promised the people of North-Western Province that Government will finish the construction of a fruit processing plant in Mwinilunga.

President Lungu said work at the processing plant which slowed down due to the outbreak of the Coronavirus pandemic will soon resume.

Mr Lungu noted that works would start at the site to ensure that the plant was completed in good time. He was speaking when he met chiefs in Mwinilunga.

The President said the plant once completed, will help add value to the locally produced fruits especially pineapples.

“We want that plant to finish and I will officially commission it, we are aware that the works had stopped due to the Covid-19 but people will get back on site again to finish it,” Mr Lungu said.

And President Lungu said chiefs have an important role to play in the development of the country hence the need to work with Government in the provision of services to the people.

Mr. Lungu also appealed to traditional leaders to also

advise civic leaders such as Members of Parliament to support Bill 10 because of the progressive clauses contained in it, among them, the clauses to improve the governance of chiefdoms such as boundary conflicts and succession disputes.

And Chief Ntambo who spoke for the other traditional leaders thanked President Lungu for the developmental programmes taking place in the country.

Chief Ntambo said traditional leaders in Mwinilunga have resolved to work with the government to ensure that the area is developed.

ZACA predicts drop in mealie mealie prices ZAMBIA Consumer Association (ZACA) is hopeful the predicted increase in maize production will result in more reduction of mealie meal prices.

ZACA executive secretary Juba Sakala says the association was expectant that mealie meal prices will even drop to as low as K110 in July when all farmers start harvesting their crop. Meanwhile, Mr. Sakala has advised Government to ensure that the grain produced by farmers does not go to waste.

The union’s executive director, Mr Noel Simukonde says the maize price announced by the Food Reserve Agency (FRA) is a product of the consultative process between the government and agriculture stakeholders.

Mr Simukonde said the stakeholders looked at factors among them food security and the local and international market forces.

Mr Simukonde said the market forces had taken a pivotal role in dictating the prices because the Southern Africa region had this season produced a lot of maize and therefore a higher price would reduce the competitiveness of the Zambian maize.

“The maize floor price of K110 is reflective of the current market forces and competitive for local and international market,” Mr Simukonde said.

He said pegging the maize at a higher price compromised household food security because it would result in higher prices of mealie meal.

“Increased prices of maize by FRA will ultimately result in higher prices of mealie

meal and that will have an effect on household food security,” he said.

Mr Simukonde said the union believes that the floor price of mealie meal is cost reflective.

He said pegging maize floor price higher than K110 will make Zambian maize uncompetitive in the neighbouring countries including the Democratic Republic of Congo.

“If we look at the market forces the region has grown a lot of maize so if

we are going to push prices higher our maize will not be competitive even in the Democratic Republic of Congo,” he said.

Mr Simukonde encouraged farmers to increase their yield per hectare for them to realise maximum profits.

“Farmers want higher prices for them to maximum profits but the solution lies in farmers increasing their yield because higher prices can have adverse effects on food security at household level,” Mr Simukonde said.

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend.

This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation.

Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency.

This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth.

For decades Zambia has enjoyed government subsidies on food and essential services such as electricity.

With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure.

We need to ask ourselves; "Who feeds Zambia?"

"At what cost do they do it?"

"Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price.

This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

Honouring freedom fighters without money is dishonourable Dear Editor, SOME freedom fighters are honoured every year by the Republican President for the immense contributions made towards the attainment of independence.

It is true to mention here that the gallant men and women fought relentlessly for our country’s liberation from the colonial masters.

The peace we are enjoying today was achieved at a great price as many freedom fighters lost their lives during the liberation

struggle.

However, it is not good that the freedom fighters are being honoured without being given some financial tokens during the investiture ceremonies held every year on Africa Freedom Day, Independence Day and the Heroes and Unity Day. This is a dishonourable way of honouring our heroes and heroines who sacrificed a lot for mother Zambia.

Most if not virtually all freedom fighters are wallowing in abject poverty; they have nothing

to lay their hands on. Simply put, these freedom fighters have been neglected for too long by all the presidents who have ruled Zambia.

Moving forward, Government should come up with a deliberate policy of honouring the living and the deceased freedom fighters with financial tokens. This will ameliorate their sufferings. I feel it is pointless to award someone with a medal without money.

CASANOVA SUED FOR INFIDELITY WINS BACK LOVE

By MARY PHIRI A HOUSEWIFE of Ndola‘s Chipulukusu Township has sued her husband for divorce as she can no longer tolerate his infidelity.

But the couple left the court together after being reconciled before local presiding magistrate Nsama Nsofu.

Jane Chibuye, aged 28 sued 30-year-old Friday Mwansa who she accused of

being a cheat who would not keep away from any woman that he sees.

She told the Chipulukusu Local Court that she got married in 2009 and together they have three children.

Ms Chibuye told the court that she was fed up of her husband, who she described as a problem as he had a habit of marrying different women and had never paid child support since the two

separated.

She said each she meets him, he would only give jiggies which could not even take them any were.

Ms Chibuye said she left him when they had their second child because his lust for other woman was too much which forced her to go and stay with her parents.

She said she started working as a maid but he kept following her to her work place pleading that they reconcile.

After that, she accepted and got pregnant for the third time.

“Last month, I went to my parents’ house to help with washing and I came back home a bit late, I found the door to our house locked.

When I peeped through the key hole, I saw that my husband was with someone, I saw my husband’s shoes and some’s sandals,” she said.

Ms Chibwe said she informed her mother-in-law who tried to open the door to see who he was with inside, but her husband came out fuming in a boxer short and started beating his mother.

After they forced their way in, they found that the woman he was with was one of his exwives who had hidden in the baby cot.

In defence, Mwansa told the court that his wife drinks too much beer and used to keep late nights without minding the time she got home.

He said the woman they found him r with just forced herself in the house and he was not aware she had entered the house because he was too drunk. “I only discovered there was a woman in my room when I heard the knock on the door.

I did not mean to beat my mother but she persisted and forced me to push her and she hit herself,” he said.

Mwansa pleaded that he really loved his wife and wanted to stay with her, as she was his real wife and not the other women he had been with.

In passing judgment, the court reconciled the two and told them to be staying in harmony and then ordered Mwansa to respect his wife.

It can’t be a virginity case, rules court

By MARY PHIRI A MAN sued over virginity left the court a free man when the girl testified that he was not the first man she had slept with.

The girl told the court that she has had an affair before her relationship with the defendant.

In this matter, Austin Machinda 62, a resident of Kabushi Township sued Nathaniel Mulenga, a 30-yearold man of Masala township for compensation for damages of virginity of his daughter.

Mr Machinda told the Kabushi Local Court that Mulenga had impregnated his daughter and was denying responsibility.

The case came before Senior Local Court Presiding Magistrate Agnes Mulenga.

“I found out that my daughter was pregnant last month, and when she told me that Mulenga was responsible, we decided to call him for a meeting as per tradition, but he denied being responsible,” Machinda said.

In defence, Mulenga said he was not the one responsible for the girl’s pregnancy.

“I am not the one responsible for the pregnancy because we have been having problems in our relationship and it’s been a while since we met, then she decided to tell her family that I was responsible, I am not the one,” Mulenga said.

And Machinda’s daughter, Miriam, aged 28, testified before the court that Mulenga knew that she was three months pregnant even though he was denying it.

“The reason he is refusing is because he has also impregnated his brother’s house maid. I recently found out from his elder brother,” she said.

When the court asked her if Mulenga was the man who deflowered her, she said he was the second man she had slept with in her life and he was the one responsibility for the child she was carrying.

The court dismissed the case of damage of virginity.

“After she gives birth you will come back to court and a letter will be given to you so that you can go and do a DNA test to establish paternity.

“But you will be given a list of things to buy for the baby as well as money for the girl to be buying food to eat while pregnant,” Ms Mulenga said.

OHANNESBURG - Experts have warned against using coronavirus "disinfection" tunnels that some people think will stop the spread of the virus.

Instead, they have suggested that strict personal hygiene, washing hands, wearing masks and keeping a 1.5m distance from others to prevent the spread of the virus.

"Human spraying is harmful with almost no benefit," said Professor Salim Abdool Karim, who is the chairperson of the Ministerial Advisory Committee on Covid-19.

The virus first emerged in China’s Wuhan city late last year. Speaking in the White House Rose Garden, Trump said Chinese officials “ignored their reporting obligations” to the WHO about the virus - that has killed hundreds of thousands of people globally - and pressured the agency to “mislead the world.”

“China has total control over the World Health Organisation despite only paying $40 million per year compared to what the United States has been paying which is approximately $450 million a year,” he said.

Trump’s decision follows a pledge last week by Chinese President Xi Jinping to give $2 billion to the WHO over the next two years to help combat the coronavirus. The amount almost matches the WHO’s entire annual programme budget for last year.

Trump last month halted funding for the 194-member organisation, then in a May 18 letter gave the WHO 30 days to commit to reforms. REUTERS.

He said spraying hands properly with a sanitiser was the way to prevent the spread of the virus. His views could put paid to the plans of the Gauteng Department of Roads and Transport which tried out sanitation tunnels at minibus taxi ranks.

MATERO Member of Parliament Lloyd Kaziya has pleaded with politicians not to politicise activities of Matero Stadium but to join forces to improve its facilities.

Speaking when he donated jerseys and several balls to Lusaka Tigers Football Club at Matero stadium yesterday, Kaziya said politicians should avoid fights that will not bring development at the facility.

Kaziya, who is the club’s patron said he was engaging a number of potential developers who can change the face of the stadium.

Indonesia minister slammed for ‘virus is like your wife’ remarks JAKARTA - An Indonesian minister is under fire after he compared coronavirus to rebellious wives, in remarks aimed at soothing public fears about easing Covid-19 restrictions across the Southeast Asian archipelago.

Women’s groups and social media users slammed the apparent joke by security minister Mohammad Mahfud MD, who made the comments during an online address to a local university last week.

“Are we going to be holed up forever? We can adjust to the situation while still paying attention to our health,” the minister said on Tuesday.

“The other day I got a meme from my colleague… that says: Corona is like your wife. Initially you tried to control it, then you realise that you can’t. Then you learn to live with it.”

Critics panned the remarks as sexist and said it underscored the country’s weak response to the virus outbreak.

“This statement not only reflects the superficial power of the government to solve the Covid-19 pandemic problem, but also shows the sexist and misogynistic mindset of public officials,” Women’s Solidarity group chief executive Dinda Nisa Yura said in a statement.

Mahfud’s office did not respond to a request for comment on Friday.

Indonesia is deploying some 340, 000 troops to clamp down on rampant social distancing violations as coronavirus infections surge in the world’s fourth-most populous country.

The move comes as the government eyes a reopening of shuttered businesses next week, fearing a collapse in Southeast Asia’s biggest economy.

Indonesia has confirmed around 24, 000 cases of Covid-19 and 1, 496 deaths, but the country of more than 260 million has some of the lowest testing rates in the world.

PASTOR WHO LAID HANDS ON COVID-19 PATIENTS DIESOF VIRUS DOUALA - A Pastor, Frankline Ndifor, 39, who laid his hands on dozens of confirmed and suspected coronavirus sufferers is dead, according to Dailymail.co.uk Dr Gaelle Nnanga, who was called to treat Ndifor after he started suffering severe respiratory difficulties a week after falling ill with the virus, said the

pastor died ten minutes after treatment.

Ndifor, a candidate in Cameroon’s presidential election in 2018, claimed to cure Covid-19.

In previous weeks, sufferers had flocked to the Kingship International Ministries Church, founded by Ndifor, where he laid his hands on them and prayed for their healing.

His supporters called him a “prophet” and blocked the entrance to his home in the capital city of Douala for eight hours as medical workers tried to retrieve Ndifor’s body on Saturday morning.

The Governor of the coastal region said a police force had to be deployed when supporters blocked the entrance to his home

and claimed the pastor was on a spiritual retreat with God so he could not be buried.

They sang and prayed for his resurrection throughout the weekend.

He was buried in front of the house on the day of his death.

Dozens of people knelt down on the ground outside Ndifor’s house in

118 escape from isolation centres HARARE - A total of 118 people have so far escaped from Covid-19 quarantine and isolation centres countrywide in separate incidents while police have arrested 41, 738 people for violating lockdown regulations and the Liquor Act. Some of the escapees have however, since been arrested.

In a statement yesterday, national police spokesperson Assistant Commissioner Paul Nyathi said they were concerned with the high number of returnees who were escaping from isolation centres as they were putting the lives of other people in danger.

He urged the public to be cautious before accepting any returnees and ensure that they had gone through the Covid-19 vetting process, which was being coordinated by the Ministry of Health and Child Care.

Recently, 19 people escaped from quarantine at the National Social Security Authority Hotel in Beitbridge, with five others absconding mandatory quarantine at Rupangwana Isolation Centre in Chiredzi.

Police had since set up numerous checkpoints and roadblocks across the country and introduced patrols targeting people and motorists breaching the lockdown rules.

On Sunday alone, 1, 219 people were arrested in separate incidents countrywide and most of those arrested were in violation of movement restrictions.

Fourteen were arrested for liquor-related offences, 43 under the Road Traffic Act, 68 for opening businesses without exemption letters, 754 for unnecessary

movements, 15 for gathering, 274 for failing to wear masks and 61 for violating the Miscellaneous Offences Act. Some of the offenders were fined amounts ranging between $200 and $500, while others are expected to appear in court soon.

Government recently gazetted a law compelling all people to wear face masks in public. Those who fail to wear face masks are liable to a $500 fine or imprisonment of up to one year.

Swindling investor lands man behind bars HARARE - A Bindura man, who swindled a Singaporean investor Ramason Bupendra of mining machinery worth US$500, 000, has been sentenced to an effective seven years in prison.

Fradreck Utsiwegota (38) pleaded not guilty to theft of trust property charges. However, he was convicted after a full trial.

Provincial magistrate Tinashe Ndokera sentenced Utsiwegota to 10 years in prison before suspending three years on condition that in the next five years he does not commit a similar offence.

The court heard that on July 5, 2012 Utsiwegota and Bupendra registered Decade Mining (Pvt) Limited and both became directors.

Bupendra was the sole financier in the company and 51 percent shares were awarded to Utsiwegota to comply with the Indigenisation law.

In July 2013, Bupendra left the country for Singapore and left Utsiwegota in charge of the company’s assets and day-to-day running of the business.

Utsiwegota advised him against coming back saying the political situation was not suitable for foreigners.

He was entrusted with two by three stamp mills each valued at US$36, 000, one five stamp mill valued at US$45, 000, one 120kva generator valued at US$25, 000 and a Toyota Hilux single cab valued at US$35, 000.

Born in Kafue’s Shikoswe area in a family of nine where she is the fifth child.

Chile and her siblings were raised by a single mother because they lost their father when they were all still young. Although raised in Kafue, Chile is based in Germany.

Born 39 years ago, Lee Mukupa is a former Patriotic Front councillor who has a heart for the community.

After failing to recontest in 2016, because he did not have a Grade 12 certificate, Mukupa has not given up and now he has all necessary documents to stand in any position.

Because of his dedication to serving the people and his hard many people including some members of his Party did not believe when he said that he was not going stand because he did not have grade 12 certificate hence started going for evening classes at Matero boys secondary until he obtained a grade 12 certificate.

He served as secretary for Matero gym and he rose to the position of secretary general for Zambia Body building up to 2016.

Mukupa is also a patron for Zambia Disability Sports association and Winnie Musonda Hope Foundation - an

organization looking after people living with HIV and AIDS. Because of his love for the party, he has been appointed as constituency chairperson for newly created Matero East constituency.

N the past month at least three Zambians have been jailed for 5 years for illegal possession of ivory. On 7 May 2020, the Subordinate Court in Siavonga handed a five-year prison sentence to George Elijah (51), and Enock Mwiinga (30), who were arrested for illegal possession of 23 kilograms of elephant ivory.

On 19 May 2020, the Subordinate Court in Mpika handed the same sentence to Sydney Musonda (26), who was caught with 2 kilograms of ivory.

Stories of Zambians being arrested for illegal possession of ivory, like the ones above, are becoming common, and on face value, one may even question whether these cases, which often involve small quantities of ivory, are harmful. But when you consider that the seemingly isolated cases are actually not isolated, that they are controlled by the same serious, organised, transnational criminal syndicates which hire low level poachers from different parts of the country to do their bidding for very little return, the outlook changes.

When you add up the “small” quantities of ivory collected from, hundreds of local poachers, over months, years, you end up with a multi-billion dollar illegal business that mainly enriches a handful of transnational organized criminal networks, who cash in on the black-market demand

In 2017, law enforcement officers seized 384 kilograms of ivory from eight traffickers in western Zambia, as they were trying to whisk it out of the country through Namibia.

These seizures clearly point to organised crime. It is also clear that to fully appreciate the damage that the illegal ivory trade causes on Zambia’s elephants, we shouldn’t look at poachers as individual offenders, but as collective members who support an illegal and unsustainable industry, and which has the potential to

wipe out elephants for future generations in Zambia and Africa as a whole. These same criminal groups once wiped out Zambia’s black rhino population, which was estimated at 13,000 in 1981 and declared extinct by 1998. In fact, Zambia’s elephant population is still in the recovery stage from the rampant poaching era of the 1990s when nearly 90 percent of the country’s elephants were killed for their ivory.

Elephants are an iconic species, vital to the eco-system in wild areas and attract thousands of local and foreign tourists per year to Zambia’s

TELL US WHO REALLY IS ANDREW LUBUSHA? I was born in Kitwe on the 3rd of February from Barnabas Clement Mukuka Lubusha, a Bemba from Chinsali, Kasama and Olivie Misozi Lubusha a Ngoni/Chewa from Chief Mshawa and Chief Chanje of Chipangali District. I am the last born in a family of five, the first born is a lady and the rest are male though we lost our third born brother.

I started school in 1990 at Rokana Primary School then went to Kitwe Boys Technical School. Whilst in Grade 11, I moved to Chama High School where I completed from.

They say education is the passport to the future, for tomorrow belongs to those who prepare for it today. I enrolled at Popota Tobacco Training College to pursue Agriculture training then later studied Public Administration at the University of Zambia and did my Master of Business Administration with the University of Manchester. I am currently doing my dissertation in the same program.

It is said that if you want something out of life you have to go out there and get it, because it is not just going to be given to you and Aushton Kutcher said ‘don’t settle for what life gives you but make life better and build something’. I worked for Zambia Leaf Tobacco Company as a Clerk in 2002 and rose through ranks and files to the position of Senior Leaf Technician. I also worked for Africa Leaf and Leaf Technician and Tobacco Association of Zambia as an Arbitrator before I founded my own Organisation Andrich Freight Company Limited in 2008. This is a company which gave birth to series of companies now under the Umbrella Andrich Group of Companies.

I have also saved in various sub committees of the central committee such as Lands and natural resources, education, youth and sports, transport and communication and finance. I became a Member of Central Committee at the age of thirty making me the youngest MCC. When I took over the leadership of Eastern Province, we had a lot of infights but we stabilized the province and delivered 156 Councillors, 14 MPs, 1 Mayor, 13 Council Chairpersons and about 300,000 votes for President Lungu as opposed to the 4 MPs, 2 Councilors, Zero Council Chairpersons we had when I was taking over and the 88,000 votes my predecessor delivered for President Lungu hardly a year before I took over the leadership. We managed to unite the province and prove that indeed it is a bedroom of the PF. HOW DO YOU SHARE TIME BETWEEN POLITICS AND FAMILY? I am married to Ezzy Bili and we are blessed with two daughters and two sons.

My first born is Misozi who is 16 years old and is currently at Chengelo International School in grade 12. The second born is Mukuka, 10 years of age and is in grade seven also at Chengelo International School. my third born is Melayi, 6 year, and in grade one at Crown hill while my last born is Chagwa a three year old Pre-school pupil at Crown hill.

Balancing between family and politics has been a bit challenging but interesting.

When you become a politician, family to some extent loses and the public gains for a leader must always find time to solve challenges of his people and you know these challenges never end. However, God has been so faithful to help with wisdom and a big heart to manage family, business and politics.

YOUR FUTURE GOAL IN POLITICS AND MESSAGE TO THE YOUTHS? My goal is to see a better Zambia than the Zambia I found before I joined politics.

Zambia is already sitting on a fertile land for more development and I want to be part of that solution for a better and prosperous Zambia.

My closing remarks to the youths are life has no shortcuts, Robert Frost said, ‘the best way out is always through’. Many times we are caught up in an unseemly situations, we usually look for the easy way out. This quote by Robert frost serves us with a reminder that perhaps the best route in life is going through the problem, rather than going around it and as a result, you will find that good things begin to happen when you cease to delay and beat about the bush and take matters into your hands to resolve. Always believe and act as if it were impossible to fail. Opportunities are always knocking.

The MP, who was elected in 2016 is happy with developmental projects in her reign. To reach this far, her first goal was to change the people’s thinking of mining as the only economic motive.

“My call was to change the mindset, the status quo from the thought that if you were born from Kalulushi you have to be a miner,” she said.

This she admits was difficult but she is delighted that currently, Kalulushi is growing economically, owing to the diverse approach she has adopted.

Hon. Mulenga was speaking during an exclusive interview organised by the Zambia Women Parliamentary Caucus (ZWPC) after a tour of her Constituency.

The Caucus, supported by Hivos is visiting women-led constituencies across Zambia with a view to profiling and highlighting developmental projects implemented by the female MPs. For Hon. Mulenga, most of the projects she has initiated have been with a need to diversify Kalulushi’s economy. They have been centered on community empowerment, agriculture and infrastructure development.

Under community empowerment for instance, women, youth, the vulnerable and different other groups have benefited.

“For me I put it a point to say I was not helping by giving handouts. I had to think of what they would remember me with, after I am gone as MP. I therefore asked them to form groups to uplift their lives,”she said, naming Ichimpe Ward, as one area where her empowerment has led to commercial faming.

“My office has partnered with Kalumbila Multipurpose Cooperative under the Kalulushi 5,000 empowerment project. The target of this programme is to empower 5,000 families in rearing of local chickens, gardening and rearing of pigs,” she said.

Currently there are about 5 hectares of tomatoes and another three hectares of vegetables in Ichimpe ward

which is one of the farming blocks.

Empowerment has also promoted fish farming in Kalulushi.

Chola Masenga, a fish farmer in Remmy Chisupa Ward, is a direct beneficiary of this. In 2019, he and 20 other farmers received support of fingerlings and feed to enhance fish farming. Masenga is now supplying fish to the community and also helping startups.

Hon. Mulenga has used empowerment to respond to the high levels of unemployment. In certain areas, using the Enhance Small Holder Livestock Investment Programme (E-SLIP) under the fisheries and livestock ministry, residents have received dairy and beef animals, goats and village chickens to support livestock farming. The MP has also given out hammer mills, and oil expellers for the production of cooking oil and peanut butter for sale and home use.

In most of these places, she has facilitated development under CDF. Her motivation comes from the need to promote education and increase enrolments.

Working with women and other community groups has been possible because of a tracking and monitoring team she calls ‘ District Cooperative Team’. With this team, she keeps track of projects and empowerment programmes.

The empowerment projects have seen her use personal resources sometimes to support residents. For example, more than 50 groups have received start-up capital in village banking, block making, poultry and agriculture.

Agriculture has specifically won Kalulushi Constituency recognition at the annual Copperbelt Agriculture and Commercial Show, a thing she speaks highly of.

Her successes are also very visible under education. Here, she has extended the empowerment programme by lobbying and sourcing for bursary schemes. “ I embarked on a mission to ensure that every child that had qualifications to go to college or university was given an equal opportunity to get into university through the bursary

Another area of her projects in Kalulushi has been water supply and drilling of bore holes. She actually says most classroom blocks were constructed alongside the drilling of bore holes. “We made it a point that we wont just construct schools but we will give them water,” she explained.

To further emphasize on the water provision, the MP has another project of drilling 85 bore holes across the constituency in partnership with Direct Aid from Kuwait.

In infrastructure development, the MP targeted constructions of bridges at Mwambashi River and Sitwe Stream to ease trade.

Mwambashi is now linked to Kalulushi Central after the bridge was built and residents are trading successfully.

Under the health sector, a staff house to accommodate a resident doctor was completed at Chibuluma Clinic. Initially, the MP says, the clinic did not have a doctor because of lack of accommodation.

On the project, Hon. Mulenga worked with NFCA who also aided the construction of a modern and bigger clinic at Chibote to meet a higher population in the area. The MP lobbied for this project when she saw that the older clinic could not address various health needs like, ART, Screening, maternity and child health care.

Further under health, Hon. Mulenga facilitated the refurbishment of Kalulushi Town Clinic and the introduction of a General Hospital.

She says Kalulushi Town Clinic used to get flooded every time it rained and exposed patients to more risks and diseases.

For the General Hospital, she shares how she lobbied for it from Chibuluma Mines even before she became MP. She said the hospital was initially dilapidated but she championed for

its refurbishment to a modern standard, with a male ward that was originally absent.

She is now looking at expanding the General Hospital which also serves Lufwanyama residents.

Hon. Mulenga has continued to partner with corporate entities in several other projects in different sectors.

Amongst those she considers huge successes, is the purchase of 625 houses for the vulnerable across the constituency supported by NFCA. These houses were purchased for retirees that worked under ZAFFICO. Her effort was to promote Home Ownership.

Another success is the construction of individual toilets in Chambeshi in a settlement called GR that was sponsored by Chambeshi Copper Smelter (CCS). Hon. Mulenga was concerned that this community was using an old and dilapidated communal toilet.

The Hon. MP working with CCS has also taken a further step to improve sports and youth recreation through refurbishment of tennis and volleyball courts.

This interest in sports is to help youths stay away from vices and maintain the culture of recreation facilities that existed way back.

These corporate partnerships have eased Hon. Mulengas resource mobilisaiton. She is highly indebted to Chambish Metals, NFCA, CCS, The Republican President and other wellwishers for supporting her.

“The President gave us a Macopolo bus as a gift for Chati Boarding School,” she happily said.

It is also true to state that some of the projects especially those under empowerment are funded through her personal and family resources. This is because she believes in giving and sharing. For this reason, she has built a mutual relationship between her office and the Church which has also become a beneficiary to her empowerment programmes.

Like any other MP, Hon. Mulenga has also used the Constituency Development Funds (CDF) for some projects mentioned.

Being the only female lawmaker among all the 22 MPs from the Copperbelt, she urges women to support one another to increase their participation in politics.

“If we (women) are going to be heard, we need more voices to come up and speak out,” she advises.

Hon. Mulenga studied BBA, but desires to one day work in a hospital as her ultimate service to the people, away from politics.

For now, her preoccupation is to change Kalulushi’s status quo through diversifying the economy.
