M’MEMBE HYPOCRITICAL, SAYS KACHINGWE By NOEL IYOMBWA

IT is hypocritical for Socialist Party leader, Fred M’membe, to claim that his party recognises the plight of poor people when he is swimming in riches and leading a flamboyant lifestyle, former

MMD national secretary Major Richard Kachingwe has said. Maj Kachingwe wondered when Dr Mmembe became a poor man for him to equate himself with poor citizens. This follows Dr M’membe’s lamentations that

SANGWA DISQUALIFIES RUNNINGMATES ...as Tutwa rubbishes Sangwa maneuvers By GRACE CHAILE LESOETSA

S

TATE Counsel John Sangwa has petitioned the Constitutional Court to declare Professor Nkandu Luo, Mutale Nalumango and 10 other run-

ning mate candidates’ respective nominations for election to the office of Vice-President null and void. Mr Sangwa through the Legal Resources Foundation Limited seeks a declaration that the 12

candidates had allegedly not complied with the provisions of article 100 (1) and (j) of the Constitution to pay nomination fees and provide 100 supporters from each province.

Unsellable HH can’t win - Mbuzi By SIMON MUNTEMBA HAKAINDE Hichilema is not only a political amateur but unsellable Presidential candidate who can never win this year’s elections, UPND Eastern Province presidential campaign leader, Victor Mbuzi has said. In an interview, Mr Mbuzi, who has turned against his party president said Mr Hichilema stood no chance of unseating President Edgar Lungu because he was a political amateur. He said that despite being a senior UPND member, he together with other members have endorsed the candidature of President Lungu and his running mate Professor Nkandu Luo. Mr Mbuzi said this was because President Lungu has presided over the affairs of Zambia with diligence. He also said he was happy with President Lungu’s decision to appoint Prof Luo as his running mate. Mr Mbuzi said both the President and his running mate were experienced and sellable candidates, and poised to win the 2021 elections. Asked if he was not scared of being expelled, Mr Mbuzi said it was his democratic right to support any candidate he thought was capable of taking the country forward in terms of development. He said contrary to reports that he was expelled, he was still the UPND provincial campaign manager as he had not been given any expulsion letter. Early this year, Mr Hichilema appointed Mr Mbuzi as leader of the party’s presidential campaign team for Eastern Province.

be removed forthwith into the ConCourt for purposes of quashing. Mr Sangwa has cited Professor Luo of the Patriotic Front (PF), Ms Nalumango for United Party for National Development (UPND), Dr Cosmas Musumali for Socialist Party, Ms Judith Kabemba (Democratic Party), Mr Bright Chomba (Third Liberation Movement), Mr Henry Muleya (Patriots for Economic Progress), Mr Samuel Kasanka (New Heritage Party), Mr Changala Siame (Economic Freedom Fighters), Ms Rosemary Chivumba (Zambia United for Sustainable Development), Mr Kaela Kamweneshe (Leadership Movement), and Mr Kasote Singogo (Party of National Unity and Progress) as re-

spondents in the matter. He stated that the respondents did not pay the nomination fees and did not comply with the provisions of 100 supporters from each province as required by the law when filing their nominations. “Notwithstanding the respondent’s failure to comply with Artcile100 (10 (i) and of the Constitution, the returning officer declared the respondents nominations for election to the office of Vice-President valid,” Mr Sangwa stated. He also said that by not paying the nomination fees for the respondents, they have contravened Article 100(1) of the constitution and were not supported by at least 100 registered voters

from each province. But Lusaka lawyer, Tutwa Ngulube said Mr Sangwa was offside and that there was no legal backing for his petition. Mr Ngulube said the constitution only provided for Presidential candidates to pay nomination fees and provide 100 supporters from each province. He said running mates were not Presidential candidates for them to pay the fees and provide the 1, 000 supporters. Mr Ngulube called on the courts to declare Mr Sangwa a vexatious litigant for always wasting the court’s time. He said Mr Sangwa’s petition against the running mates was a waste of court’s time because it did not have any legal backing.

RDA justifies ‘exorbitant’ Kazungula Bridge tolls fees By KETRA KALUNGA THE Road Development Agency (RDA) has justified the proposed fees for motorists passing through the newly constructed Kazungula Bridge. Motorcycle and bike riders would be required to pay K150, passenger cars K350, while minibus 16-seater drivers would part with K450, vans K450, light trucks K550, and 65-seater-bus toll fees had been pegged at K1, 450. RDA Director Communications and Corporate Affairs, Masuzyo Ndhlovu, said in an interview that the public had responded well to the payment of the announced toll fees since operations commenced on May 11. Mr Ndhlovu was responding to concerns by the private sector and civil society organisations that the proposed fees were too

high and if not addressed would become a deterrent to trade between Zambia and Botswana. He explained that the toll fees were not determined by the Zambian government alone but by a joint committee of Zambia and Botswana which had been responsible for the coordination of the Kazungula Bridge Project. Mr Ndhlovu said the funds collected by the two countries were being ringfenced until the Kazungula Bridge Authority is established to oversee the operations of the two border posts which would include maintenance of the facilities. Mr Ndhlovu said the Joint Steering Committee between Zambia and Botswana adopted a uniform fee structure on both borders of the bridge. He said Zambia charges motorists entering through the One-Stop Border Post

on its side while authorities from Botswana collect fees from motorists entering that country. “It is important to note that there is no singular government that has set the fees. The Kazungula Bridge toll fees were determined by a Joint Committee of the governments of Zambia and Botswana,” he said. The Centre for Trade Policy and Development, Southern Africa Cross Border Traders Association, and the Zambia Chamber of Commerce, Trade and Industry in a joint statement said the high fees if not addressed would deter trade between the two countries. They expressed fear that the proposed fees would result in increased illegal trade or reduced trade flow through the Kazungula Bridge and result in increased supply chain expenses for goods and services.

NAPSA may lose more than $3.5m over Baobab land By NATION REPORTER OVER US$3.5 million may be lost by the National Pension Scheme Authority (NAPSA) for the Baobab land it bought from Bantu Capital Corporation if the High Court nullifies the sale. This is in matter where Mr Jonathan Van Blerk appealed against the Lusaka High Court's decision to dismiss the case in which he sued the State and five others for compulsory acquisition of a portion of f Baobab land which he used for agricultural purposes. NAPSA bought from Bantu Capital Corporation who had paid $3.5 million. After 33 years of litigation, the Supreme Court has ruled that a matter involving fraud and misrepresentation cannot be statute or time barred. The court’s rule is that fraud unravels all…once fraud is proved, ‘it vitiates judgements, contracts and all transactions. The court has therefore set aside judgements passed in the matter. The matter has been through several High Court, Court of Appeal and Supreme Court actions where it was dismissed. The Supreme Court ruled that numerous authorities show that judgement obtained by fraud or fraudulent misrepresentation can be set aside and that res judicata in such instances is not a defence and that the action was not time barred based on the documentary evidence. Arguments on these fairly straight forward legal issues expend unnecessary time, costs and energy. "For the reasons we have given above, we allow the appeal and order that the matter should be remitted to the High Court where it will take its normal course. We however, express the hope that the High Court judge who will be allocated this matter will deal with it expeditiously. Costs to abide the outcome in the court of below," the court adjudicated. The Supreme Court has

ordered that the matter be heard and determined in the High Court expeditiously Mr Van Blerk had appealed against the ruling of Justice G.S. Phiri who dismissed the case with the view that the compulsorily acquisition had been undertaken by the State for legitimate public purpose. He however argued that the State deviated from its intended purpose and leased the land to private entities for other uses. He appealed to the Supreme Court which upheld the judgement. He cited the Attorney General, Lusaka City Council (LCC) and Legacy Holdings Limited as first, second and third respondents. Kwikbuild Construction Limited, Bantu Capital Corporation Limited and National Pension Scheme Authority (NAPSA) are fourth, fifth and sixth respondents in the matter. In April1987, pursuant to section 3 of the Lands Acquisition Act 1970, chapter 199, volume 12 of the Laws of Zambia, the State compulsorily acquired a portion of his land in extent of 351.2142 hectares to use it for a public purpose, namely construction of a housing complex on part of the land to alleviate a housing shortage in Lusaka, while part of it was to be demarcated and allocated to public service workers who need residential plots The Supreme Court in a judgement delivered by Justice Albert Wood on behalf of other two judges on May 17, 2021 said they were not in agreement with the respondents’ arguments that the matter was statute barred as it started back in 1987 and that the action to set aside judgement was only commenced in 2017. "We do not accept that the claim is time barred. We say so because time should be reckoned from which the appellant became aware that the land had been leased to third parties,” said the court.

Women Empowerment and Gender Equality When it comes to women empowerment and gender equality, President Edgar Chagwa Lungu and the PF have not merely made it a talking point, but have been practical and deliberate about it. President Lungu has demonstrated his desire to see more women in influential positions by appointing the country’s first female Vice-President. It was also under the PF that the country had its first female Chief Justice and a woman as Inspector-General of Police. Today there are a number of key organisations and Government wings headed by women. The PF believes that gender equality and the empowerment of women are fundamental human rights and are a pre-requisite to making every citizen count as well as for the attainment of sustainable development. President Lungu has also become a champion against early marriage involving young girls, a stance that has won him international recognition.

LAZ joins Sangwa case over judges’ perks By GRACE CHAILE LESOETSA

THE Law Association of Zambia (LAZ) has been joined as an interested party to a matter where lawyer John Sangwa wants the Judiciary to formulate its own regulations prescribing the prerequisite and other conditions of service of Judges. LAZ had applied to be joined to the matter on the basis that Mr Sangwa’s petition where he cited the Attorney General Likando Kalaluka as the respondent raises pertinent constitutional issues. “By consent of the parties, it is hereby ordered and directed that the intended interested party be joined to this cause as an interested party. That the originating process be amended accordingly to indicate the intended interested party as interested party in this cause and that costs occasioned by this application be in the cause,” Justice Martain Musaluke ordered. Mr Sangwa petitioned the Constitutional Court seeking a declaration that the President should not prescribe the emolument of the Judges. He seeks an order of mandamus directed to and compel the Minister of Finance to put in place, within three months or such period as the court may deem appropriate from the date of the order, measures satisfactory to the Judiciary. He stated that this will ensure that the Judiciary is financially independent and becomes a self-accounting institution in line with Article 123 (1) of the Constitution and is adequately funded in every financial year in line with Article 123 (2) of the Constitution.

reduce to about K110. ZACA has urged CCPC to expedite investigations being conducted countrywide regarding the price of cement to prevent more people from being exploited by the cartel. CCPC indicated that it would take action against the two cement companies after concluding investigations. ZACA executive director, Juba Sakala, said in an interview that CCPC should expedite investigations so that action could be taken against the two defiant cement companies.

Mr Sakala advised Lafarge Zambia Plc and Mpande Limestone Limited to follow the directive by CCPC instead of deliberating choosing to exploit Zambians. Such an action, he said, has the potential to cast them out of business. Mr. Sakala said it was unfortunate that the two cement companies had decided to continue exploiting consumers even when they were fined for price-fixing and division of markets in the cement market. “In business, you should

follow rules or you are out of business, so what the cement companies are doing is an exploitation of consumers so they should adhere to the order given by CCPC,” he said. The Board of Commissioners of CCPC ordered Lafarge Zambia Plc, Dangote Cement Zambia Limited, and Mpande Limestone Limited to revert to the pre-cartel prices ranging between US$4.50 – US$5 for a period of one year from the date of receipt of the Board Decision pursuant to Section 59 (3) (b) of the Act.

‘Black’ market fuel scam unearthed By PETER SICHALI

THE Energy Regulation Board (ERB) has unearthed a scam in which some fuel attendants are conniving with illegal fuel vendors to create an artificial fuel shortage in serviced areas while providing an illegal alternative market. ERB has thus warned that it deal firmly with illegal fuel vendors and staff at some retail outlets that are conniving to cause artificial fuel shortage. ERB Public Relations Manager, Kwali Mfuni, said there should not be panic-buying as normal supply of fuel in all parts of the country could be restored in the next two weeks. “There is an emergence of the black market for fuel in

serviced areas to take advantage of the artificial shortage being compounded by speculative buying of fuel. The probable connivance between illegal fuel dealers and some retail staff has resulted in artificial shortage of fuel,” Ms Mfuni said. Ms Mfuni said ERB would deal with the practices that were inimical to the public. “Allied to that is a probable connivance between illegal fuel vendors and some staff at retail sites, which is fuelling rumours of a shortage and in turn offering alternative sources which are illegal,” Ms Mfuni said in a statement Ms Mfuni however said Government had put in place measures that would normalise fuel supply in all parts of the country. She noted that fuel supply

Ms Mfuni

was improving by the day. Ms Mfuni emphasised that despite the fuel supply challenges in some areas, selling of fuel to persons without authorised containers was illegal.

settled matters By GRACE CHAILE LESOETSA

THE Constitutional Court has warned that it is the final arbiter in matters to do with the interpretation of the constitutional provisions, therefore it is not open for parties with contrary personal opinions to re-litigate a settled matter to get their desirable outcome. It said in its ruling that the matter where former UPND Katuba Member of Parliament Bampi Kapalasa and civil activist Joseph Busenga were questioning President Edgar Lungu’s eligibility to contest General elections is an abuse of Court Process. This is according to its full ruling made on May 18, 2021 by a full bench of Judges which consisted of ConCourt President Hilda Chibomba, Anna Sitali, Mungeni Mulenga, Palan Mulonda, Professor Patricia Munalula, Martin Musaluke and Judith Mulongoti. The Court in its abridged ruling dismissed the case for lack of merit. Delivering ruling, Ms Justice Mulenga said Mr Kapalasa and Mr Busenga were seeking the court’s interpretation of article 106 (1), (3) and (6) regarding what they termed as third term was already dealt with in the case of Dr

World Bank gives Zambia PF SUSPENDS CHILANGA $105 million SCT funds OFFICIALS OVER FRACAS By BUUMBA CHIMBULU

THE World Bank has provided $105 million for relief to about 300, 000 Zambian households affected by Covid-19 pandemic. The funds would cover the poorest and most vulnerable households in the country, including women and girls as a relief from the Covid-19 pandemic said a statement issued in Lusaka by the World Bank. The statement said the Girls Education and Women’s Empowerment (GEWEL) project provides cash transfers to all existing social cash transfer (SCT) programme beneficiary households and was gradually scaling-up coverage to a further 378, 000 beneficiary households over 18 months. Ultimately, a total coverage of almost one million households would be achieved for the SCT programme, which represented 30 percent of the Zambian population or 50 percent of the poor. World Bank country manager,

Sahr Kpundeh, said the GEWEL programme had already made important contributions over the past five years towards increasing the school enrolment of adolescent girls from poor households and improving the livelihoods of poor women. “But poverty is still prevalent. The negative impacts of Covid-19 come on the back of multiple drought years, and without safety nets the poor don’t have other means of protecting themselves. “This financing will, therefore, provide a first line of defence for the poor in the face of Covid-19,” Dr Kpundeh said. World Bank surveys have shown that since the start of the pandemic, rural households are facing reduced income from nonfarm business and reduced or lost wages. Incomes from farming were also reduced for over half of households surveyed, while domestic remittances have also fallen since the outbreak.

SIX Patriotic Front district and constituency officials in Chilanga have been suspended for alleged misconduct during filing in of the nomination of Ms Annie Brown as Chilanga District Council chairperson. Announcing their suspension at a press briefing in Lusaka yesterday, PF Secretary-General Davies Mwila said his office has decided to suspend the six officials for having spearheaded the confusion that erupted during the filing in of the nomination of Ms Brown. Mr Mwila named the suspended six officials as district chairperson Daniel Sikabnyika, vice district chairperson Francis Malauni, and district

Others are Chilanga North constituency youth chairperson Enock Chiwati, Chilanga South constituency chairperson Gilbert Mafuti and his vice Augustine Zulu. “The suspensions are indefinite and I am hereby directing all those affected to immediately surrender all party property in their possession,” Mr Mwila said. He warned that he would not condone any form of indiscipline, violence or lawlessness from any member. Mr Mwila said PF was a peaceful party and he would not allow a few misguided members to tarnish its image and that of the President. He also assured the

The court has strongly discouraged the trend by some individuals with the intention of re-litigating a settled matter that it is the final arbiter. “Whether or not a party has its own grievance or contrary view or understanding of the constitutional provision in issue, what matters is this court’s interpretation which is final and binds the parties and the public at large. Police public relations office, Esther Katongo said “as much as we are aware that there was confusion which erupted during nominations between two factions of the PF in the area, police did not discharge any teargas smoke to disperse the crowds.” Ms Katongo said Mr Lusanso was reported to have collapsed and was taken to Chilanga Hospital where he died.

TOO MANY ‘INDEPENDENTS’ THE 2021 election will have the highest number of independent candidates at parliamentary level in the history of the country, a development which may result in a totally different complexion of the National Assembly after the polls. Eastern Province has 43 independent candidates while North-Western has 15 and there are more in other regions. Political parties must immediately analyse this scenario even before they get drowned in campaigns to establish the causes. There are many reasons that could have led to the proliferation of independent candidates, which obviously need dissecting. Invariably, candidates who have opted to go solo are dissatisfied with the outcome of the adoption process and feel strongly that they should have been the preferred candidates. However, some candidates have gone independent out of selfishness even when the adoption process was scandal-free. Others may have made emotional decisions to leave their parties to stand as independents and will only realise their fatal error of judgement when they get into the field and spend money through the nose. Political campaigns are costly more so if financed at individual level! It is also true that some politicians may have been misled by scroungers to stand as independents after being left out. In political circles, there are too many parasites who masquerade and strategists when in actual fact they live off other people such as politicians during the campaign period. These parasites were taking advantage of unsuccessful candidates, whom they have driven into filing their nominations as independent candidates. They will continue milking such candidates every day and abandon them when they lose. However, it will be important for political parties to look at this matter critically and reflect on the adoption system so that adjustments could be made. Yes, it is a democratic right of any person to stand as an independent candidate or to stand on the party of their choice. The Republic Constitution is very clear and provides for independent candidates to participate in an election. However, the proliferation of independent candidates this year should not be mistaken for growth of democracy because the opposite could be true. Sone candidates have cried foul, that the adoption process was undemocratic and gave no room nor time to appeal. Therefore, political parties ought to review the adoption process, right from constituency, district, provincial up to the national level. There were numerous reports that some officials in the lower organs received bribes from prospective candidates to give favourable gradings. Secondly, some applicants complained that they had been left out when in actual fact they had performed well during interviews in the lower organs. This, therefore, means that all levels of the party hierarchy got a share of the blame in the main contenders, the Patriotic Front and the United Party for National Development. All parties must cross-check the entire adoption process and ensure that a more transparent and water-tight system is in place to curb the proliferation of independent candidates. There are just too many independent candidates!

‘DON’T LEAVE STUDENT NURSES UNSUPERVISED’ By JOHN KOMBE

GOVERNMENT has ordered that student nurses must not be left unsupervised during practice in any department of a health facility. Ministry of Health spokesperson, Joseph Kabalo, said Government’s policy was that all students allocated to health facilities must always be supervised. He said that the trainees must not be delegated with any duties without supervision and guidance by qualified personnel.

Dr Kabalo was reacting to complaints raised by some patients who alleged that senior health personnel in some health facilities had a tendency of leaving duties with students, thereby compromising the quality of health care delivery. A woman who lost her dayold baby at Chongwe District Hospital about a fortnight ago, alleged that she was delivered by a student nurse who did not cut the umbilical cord in a proper manner. She claimed that her baby died due to negligence by the

midwives who left her in the care of a student. The woman was said to have reported the matter to the district administration in Chongwe. A source said that the mother had threatened to sue Government for allegedly causing the death of her baby because of what she described as gross negligence. Dr Kabalo promised that the ministry would investigate the matter to ascertain its authenticity and cause of the alleged death. He pointed out that the

Probe ‘tax-evading’ political leaders, says NGO By PETER SICHALI

LAW enforcement agencies should investigate politicians who are hiding funds in offshore accounts to avoid paying taxes, Zambia Jubilee Coalition (ZJC) Secretary General Kwaela Mwanza has said. Mr Mwanza also said the Financial Intelligence Centre (FIC) and the Ant- Corruption Commission (ACC) should investigate sources of funding for some political leaders vying for political office. Mr Mwanza said reports that imperialists were funding

the United Party for National Development (UPND) ahead of the August 12 general elections should be taken seriously. Mr Mwanza said UPND president Hakainde Hichilema could not be trusted and if by mistake, he was elected, he would start desperate deals with impearialists for him to cement the relationship with them. “Such people should not be trusted because if they are elected by mistake he would start desperate deals with imperialists for recognition or for him to build a relationship. This will not favour Zambians

at all,” Mr Mwanza said. Mr Mwanza urged law enforcement agencies to be on the lookout for illicit funding. He said it was unfortunate that the UPND leader could resort to selling the country to the imperialists just to get to State House. Mr Hichilema has on various international and local media platforms failed to explain his source of sudden wealth just after privatisation. Mr Mwanza said patriotic Zambians have an obligation of ensuring that UPND and Mr Hichilema were not voted into Government to protect the interest of the nation.

Kalimanshi takes fresh plea in Kampyongo libel case By CHARLES MUSONDA

PATRIOTIC Front supporter Innocent Kalimanshi has again denied defaming former Home Affairs Minister Stephen Kampyongo. Kalimanshi, 40, of house number D50 Salama Park in Lusaka, denied the charge yesterday before Lusaka Magistrate Faides Hamaundu after the case was reallocated to her following the decision by another Magistrate Felix Kaoma to recuse himself from handling the case. Mr Kaoma recused himself from the libel case because he has been allocated another matter involving Kalimanshi in which he is jointly charged with three others for assault occasioning actual bodily harm and criminal trespass with intent to annoy at the PF Secretariat on May 1, 2021. The incident happened when former National Democratic Congress (NDC) president Chishimba Kambwili went to rejoin the ruling party. In the libel case, particulars of offence are that on November 8, last year in Lusaka, Kalimanshi unlawfully published a defamatory matter affecting Mr Kampyongo in form of a WhatsApp message.

Mr Kampyongo

Kalimanshi is alleged to have said that when President Lungu decided to drop one position of PF national youth chairman from Mr. Kampyongo and gave it to then Kasama Central member of Parliament Kelvin Sampa, the then minister was annoyed and sent him (Kalimanshi) to start saying bad things against Mr. Sampa. Kalimanshi is also alleged to have said that when he was arrested for assault and was in custody, Mr. Kampyongo instructed the police to deny him bond and took a sack of sausages to criminal investigations officer a Mr. Musonda as an inducement.

Mr Kambwili

Kalimanshi is further accused of saying that when he was in Johannesburg, South Africa, Mr. Kampyongo sent some people to kill him. Trial starts on June 28, this year. Meanwhile, Kalimanshi says after consulting his family and his colleagues, he has forgiven all PF members who attacked him and destroyed his motor vehicle on May 1, this year at the party secretariat. He told journalists yesterday that he and his assailants are one family and that he has decided to forgive them as a sign of leadership and maturity.

health profession was delicate and required strict adherence to stipulated guidelines. Dr Kabalo explained that even after college or university health personnel go through internship that also requires supervision. He said that in as much as students were assigned to health facilities, this did not in any way make them competent enough to handle duties without supervision. Dr Kabalo said that supervision of students pursuing any health-related course had been the practice in all health institutions and as such must be upheld. “Even personnel like doctors on internship are supervised. The policy of the government is that all student nurses and others are closely supervised by qualified and competent health personnel. This is the standard practice and has been since time immemorial,” he said.

Catholic appeals against opening of Muslim cemetery near its premises By GRACE CHAILE LESOETSA

‘ACC IS MORIBUND’ …failed to stop graft during adoption processes

By PETER SICHALI

T

HE Anti-Corruption Commission (ACC) is moribund as evidenced by its failure to arrest and prosecute those that were involved in corruption in the just ended adoption process, Zambia Jubilee Coalition (ZJC) Secretary General Kwaela Mwanza has said. He said it was unfortunate that ACC had not arrested

anyone for corrupt practices despite having overwhelming evidence. Mr Mwanza said the just ended adoption processes were marred with corruption. "It is unfortunate that despite having reports of corruption during the just ended adoption processes no one has been prosecuted or arrested," Mr Mwanza said. He said the ACC should be proactive and ensure that all cases of corruption were in-

Mr Mwanza said it was important for those aspiring for political offices to be honest when declaring their assets. He said it was unfortunate that some politicians have in the past under declared their assets.

“It is unfortunate that despite having reports of corruption during the just ended adoption processes no one has been prosecuted or arrested,” Mr Mwanza said.

‘Alliance partners not snubbed’ By GRACE CHAILE LESOETSA

UPND alliance partners were not snubbed by Hakainde Hichilema as they were consulted over the selection of Ms Mutale Nalumango as his running mate, the alliance spokesperson Mr Leslie Chikuse has said. Briefing journalists yesterday, Mr Chikuse, who is also Republican Progressive Party (RPP) president dismissed assertions that other political parties were not involved in the selection of a running mate. He said the Alliance has remained united even after choosing Ms Nalumango because all partners agreed. “The issue was not about a leader coming from these oth-

the entire process. President Hichilema in choosing the alliance running mate did not do it alone even when the discretion was on himself, he was highly consultative and he made a good choice,” he said. He said gender was also an important aspect when choosing the running mate as there was need to have women taking up influential positions. And Mr Chikuse said the decision by former National Democratic Congress president Chishimba Kambwili to ditch the alliance was actually a blessing in disguise. He said more people have joined the alliance such as Movement for Democratic Change president Felix Mutati and Kelvin Fube Bwalya.

ECZ dismisses HH’s baseless claims By KALUNGA MWAPE

THE Electoral Commission of Zambia (ECZ) has dismissed claims by the United Party for National Development president, Mr Hakainde Hichilema that it was under pressure to disqualify him from the August 12 polls. ECZ Chief Electoral Officer Patrick Nshin-

dano said that Mr.Hichilema was just making wild claims as most political parties always do when they fail to do the right thing. Mr. Nshindano explained that the reason Mr Hichilema’s nomination took time to be processed was because the documents were not in the order that they were supposed to be.

“It is very unfortunate that some political parties fail to do the right thing and in the end blame the commission of trying to disenfranchise them,” he said. Mr Nshindano added that the ECZ would not stoop so low as to disadvantage one individual to participate in an election as it has nothing to gain from that.

HPCZ tips journalists

...as it cautions non compliant members. By MICHAEL MIYOBA

THE Health Professions Council of Zambia has hailed the media for being a key player in prevention and control of diseases through the dissemination of information meant to educate the public. Speaking during rhe launch of the HPCZ Media Oriantation Workshop held yesterday in Chongwe, HPCZ Chief Executive officer, Dr Bwembya Bwalya said there is need to combine efforts as the country deals with the Covid-19 pandemic, non communicable diseases and other emerging diseases. Dr Bwalya urged the media to continue supplementing government’s efforts to improve the health system by reporting well researched information for the betterment of every Zambian. “We commend the invaluable role the media play in the affairs of the nation as a fourth estate and I want to remind you not to take lightly the power in influencing behaviour and mindset change among communities. “Use that power with professionalism and unwavering adherence to ethics of journalism to inform and educate the masses with

Luo calls for unity among PF members By SIMON MUNTEMBA

THERE is need for unity and discipline among PF members to ensure a resounding victory for the ruling party, says PF Presidential running mate for August 2021 polls Professor Nkandu Luo. And Prof. Luo has called said she did not take it for granted that out of so many females in Zambia, President Edgar Lungu nominated her as his running mate. Speaking after conducting a familiasation tour of the PF’s district, provincial and secre-

tariat offices yesterday, Prof. Luo called on members in Lusaka to appreciate the President by being peaceful, united and working hard in ensuring a resounding victory for the ruling party. Prof. Luo, who described President Lungu as a trendsetter who has continued to support women, pledged to support his vision. She said Zambians needed to give credit to President Lungu as the country never had a female Vice President or running mate for many years

prior to the appointment of the first female Vice President, adding that many other countries have started emulating Zambia by appointing women Vice Presidents. Prof. Luo said her first trip before embarking on campaigns would be to travel to Northern Province to thank Paramount Chief Chitimukulu for supporting her and ask for his blessings. Speaking earlier, PF Secretary General Davies Mwila, who welcomed and commended President Lungu for appointing Prof. Luo as his

Prof Luo

running mate, said it showed that he was a defender and promoter of women participation in governance.

We welcome Prof Nkandu Luo as President Lungu’s running mate Dear Editor, WE are delighted and applaud President Edgar Lungu for once again recognising a woman by appointing her in a key and strategic national position. Professor Nkandu Luo has distinguished academic and professional qualifications suitable for her new responsibilities. She equally has vast experience in politics and national leadership with an uncompromised record. LCC should up their game in garbage collection in CBD Dear Editor, THE Lusaka City Council (LCC) should up their game in the collection of garbage in the Central Business District (CBD). In my opinion, the council is not doing much on the issue of garbage collection. It is unacceptable that there are heaps of uncollected garbage in the CBD and at Town Centre Market just a stone’s throw from the Police Post where garbage containers are placed. The two garbage contain-

ers near the Town Centre Police Post get full within a day or two. This is according to the information I gathered from reliable sources. The problem is that it takes too long to pick the garbage at this collecting point. The roads in the CBD are littered with filth. This is not good because these can be the breeding grounds for waterborne diseases such as cholera. Worse yet, the heaps of uncollected garbage have killed the purpose of making Lusa-

ka a clean and green city. The question begging for an answer is; "why should the capital look dirty?" This is not the way things are supposed to be. The council and the incoming councilors must find a lasting solution to the problem of having heaps of uncollected garbage in the CBD. The outlook of Lusaka as the capital city must be exceptionally clean. The quicker this is done the better. ELEMIYA PHIRI, Lusaka.

PF delivered a modernised Zamia through infrastructure development Dear Editor, INFRASTRUCTURE development has been the hallmark that the Patriotic Front government has synonymously identified itself. During political campaigns in yesteryears nearly all political players had identified the shortcomings in infrastructure as the basis upon which they were to be seen as viable political alternatives. With time, this stale song has withered away with the projects that have been initiated in the last 10 years owing to the robust and ambitious infrastructure development that has been initiated and implemented. The PF government had embarked on activities that would restore the dilapidated infrastructure to give a face lift and restoration of infrastructure to past glory. The infrastructure development projects has been in several sectors which include roads, air, energy, health among others. The Link Zambia 8, 000 programme which was launched in November 2013 had interlined the various towns. Among them, Mbala to Nakonde; Luangwa Bridge to Feira; Bottom Road, from Njami to Munyumbwe; Chinsali to Nakonde; Kafue to Mazabuka; Luangwa to Mwami Border; Mongu to Kalabo; Mansa to Luwingu; Chingola to Solwezi; Chipata to Mfuwe; Chipata to Vubwi; Kalomo to Dundumwezi; Senanga to Sesheke; Kafue to Chirundu; Pedicle Road; feeder roads programme (4, 300 km) covering all the provinces. The townships also had a fair share of development and an ambitious programme was launched under the C400 projects which was earmarked to rehabilitate the road infrastructure. The PF has also facilitated the construction of the four fly over bridges which has the ripple economic benefits to the residents of Lusaka. Beside that the number of

bridges have been constructed and to mention but a few Kazungula Bridge; Michael Sata Bridge across the Kafue River towards Chiawa; Imwiko II Bridge on the Mongu - Kalabo Road; Sioma Bridge; Kafue Hook Bridge (under rehabilitation,) and Kafue Bridge in Kafue. Government buildings have also received a fair share with six provincial administration blocks have been upgraded. Other beneficiaries of the infrastructure development includes the defence and security wings, aviation infrastructure, housing infrastructure, health infrastructure, trade facilitation infrastructure, rail infrastructure, power infrastructure, information communication technology infrastructure education infrastructure, water and sanitation infrastructure, agricultural infrastructure, Toll gates, private housing. To have a sustainable infrastructure, the government intends to make substantial investment. For instance, it will empower the Road Development Agency to establish the administrative units to undertake periodic and routine maintenance works on all trunk and road furniture. The establishment of administrative units will decentralise and promote efficiency in the decision-making process of RDA in so far as maintaining the roads is concerned. The government is also on course to undertake an inventory and establish database of all its buildings and robust periodic and routine maintenance programmes using local contractors. It is clear that Zambia has laid the framework for infrastructure and the next step is investing in the maintenance of the collective success Zambia and Zambians has scored with the Patriotic Front at the helm. Masaiti farmers cautioned

…against selling ago inputs By DAILY NATION CORRESPONDENT

F

ARMERS in Masaiti have been cautioned against selling agriculture inputs acquired under the Farmer Input Support Programme (FISP) for the 2020/21 season. Masaiti District Commissioner, Patrick Zulu, warned the farmers who would be found wanting, would face the wrath of the law. Mr Zulu was speaking at his office when officials from Nyimba Investments led by Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on him. “I wish to warn our farmers not to become careless and sell fertiliser because you have received it early. Please keep it well…. reserve it in your homes until the time for planting comes. “What you should know is that it is not easy for the Government to procure the inputs. What the government is doing is to empower you and so please do not sell these inputs,” he said. He said Government was spending colossal sums of money to procure the inputs and it would be folly for farmers to start selling with the hope of procuring other quantities later in the year. Mr Zulu anticipated Masaiti recording a better crop yield following the timely delivery of the inputs. “I don’t think we will have families that will claim not to have food. The government has played its part and now it’s up to the farmers,” he said. Mr Mulendema said the remaining quantities to reach the contractual obligation of 3,515 would be received in the district by the end of the month. He said Nyimba was confident of completing the delivery because the company has assigned more trucks to ferry inputs in Masaiti. And a beneficiary, Ms Beatrice Lubinda, said she was happy that Nyimba had been able to supply in May saying the move would encourage small scale farmers to make their contributions. “This is the way it should be and I would like to thank the president and Nyimba Investments for bringing the inputs early. You are helping us to fight hunger,” she said. Ms Lubinda said most farmers in the area were excited that the inputs had been delivered early and she was confident that a good number of them would be able to make their contributions. She said because of the timely delivery, poverty at household levels was being fought.

KANG’OMBE PLEADS FOR ANOTHER CHANCE IN SESHEKE By ANDREW MUKOMA

U

PND Sesheke Central parliamentary candidate, Romeo Kang’ombe, has appealed for yet another opportunity to serve the people so that he can finish projects which he started in 2019 after he won the by-election. Mr Kang’ombe observed that the few years he had been

a Member of Parliament (MP), he proved to be a hard worker because of the development initiated. He said in Sesheke that going by what he had done in less than two years, he feels he deserves a full five-year mandate. "The period that I have been given, I should firstly thank God's divine providence because the little time that I was given to serve the

Mr Kang’ombe

people of Sesheke was enough to demonstrate what me together with my colleagues can achieve if we are given a full mandate. "I know Sesheke like in and outside my hand and I know

the problems that are affecting people everywhere and I only pray to God that he should keep us among the living for the next five years, the people of Sesheke will be able to see what we will be able to do for them," Mr Kang'ombe said. Meanwhile, Mr Kang, ombe has called on other political parties taking part in the election not to import cadres into Sesheke so that there was a violent free and fair campaigns.

"I want to urge you people that interact with us politicians, that violence happens when you import cadres but when we campaign as local people, there is no violence I appeal to my fellow political players not to import cadres. "So the only remedy to violence is to reduce on the importation of cadres then we are going to have a free and fair and violent free election," he said.

HEALTH authorities in Western Province have encouraged community members to get vaccinated against Covid-19 as the jab is safe and tested. Western Province acting Health Director, Jacob Sakala, explained that the Covid-19 vaccine was safe and would not pose any medical harm to humans contrary speculations making rounds in the communities. Sesheke and Mwandi are some of communities where residents were shunning the Covid-19 jab due to misinformation and conspiracy theories. Therefore, Dr Sakala encouraged journalists to help Government in disseminating correct information about the vaccine. Dr Sakala pointed out that as front-liners, such as journalists must take up the bold step to get vaccinated and encourage the communities on the importance of the Covid-19 jab. He alluded that every given vaccine has side effects, which do not alter or change the physical mechanism of a body. Dr Sakala was addressing journalists drawn from various media houses across the province who underwent a three-day training aimed at sensitising journalists on the importance of covid-19 vaccination held at Liseli Lodge in Mongu. And Senior Health Education Officer, Inambao Akatama, said the general objective of the training was to educate the media on the importance of Covid-19 vaccination so that the masses could in turn educated. He implored on the media to communicate effectively on the vaccine and safety so that the communities have informed decisions over the Covid-19 vaccine. The same training was also rolled out to the traditional leadership and health providers to increase the scope of understanding on the vaccine at the grassroot level.

3 PF COUNCILLORS IN MUFUMBWE GO THROUGH UNOPPOSED By JACKSON MAPAPAYI

T

HREE Patriotic Front (PF) councillors in Mufumbwe have gone through un-

opposed. The three wards in which the ruling party has grabbed seats are Lalafuta, Kalengwa and Kashima West. UPND candidates failed to file their nominations because they did not meet the

requirements. In Tunvwanganai and Kyawama wards in Solwezi Central, the UPND almost failed to file after two candidates appeared at the same time with adoption certificates. It took the District Electoral officer, Bornwell Luanga, to control the situation. Meanwhile, PF North Western Province chairperson Jackson Kungo has described the situation as the

downfall of UPND in the region. "That is why I have always rubbished the claims by the UPND that this is their stronghold," Mr Kungo said. He stated that if North Western was a UPND stronghold, the party candodates were not going to fail to file their nomination papers. Mr Kungo said that all PF local government candidates in the province had filed their nominations.

THE Government is committed to promoting good governance in the country, says North-Western Province Permanent Secretary Willies Mangimela. Mr Mangimela said the Ministry of Justice through the governance department is mandated to promote the application of good governance principles and practices in the country. He said Government would continue to promote and strengthen inclusive governance through stakeholders’ consultations to strengthen partnerships to enhance accountability. He said this in a speech read on his behalf by Deputy permanent Secretary Emmanuel Chihili when he opened a governance stakeholder’s capacity building meeting held in Solwezi. "Effective stakeholder engagement can also improve efficiency and effectiveness of interventions," Mr Mangimela said. He said stakeholders’ engagements provided an opportunity to state and non-state actors to give feedback and recommendations on governance interventions. Mr Mangimela commended stakeholders for the efforts being made in promoting adherence to good governance principles. Ministry of Justice social governance specialist, Elizabeth Silungwe, said Government’s plan was to create a conducive governance environment. This, she said, would be done by going down to even district levels to sensitize officials and stakeholders on how the governance sector is operating to have an inclusive development without leaving anyone behind. "That is why we feel increased sensitization of governance issues should go down right to the lower levels of government so that at the end of the day we have good governance principles being operated at all levels of government," she said. Ms Silungwe said leaving interventions and sensitizations at central government levels rans the risks of government lower level not knowing what was happening at the centre. - ZANIS

BOZ INITIATES DEPOSIT PROTECTION SCHEME By BUUMBA CHIMBULU

IMPLEMENTATION of a deposit protection scheme meant to protect depositors in cases where commercial banks become insolvent has been started by the Bank of Zambia (BoZ). The Central Bank has therefore developed guidelines and directives for the scheme to be set up within the provision of the banking and financial services Act. This is according to the BoZ Director Bank Supervision, Gladys Mposha. Ms Mposha explained that the Central Bank was in the process of creating a separate unit that would handle issues to do with deposits protection insur-

ance. “Deposit protection bill, initially we intended to have a separate law for the deposit protection scheme but when Cabinet looked at this, we were guided that this could be set up within the provision of the banking and financial services act. “We went ahead and developed directives for the scheme and we have now gone ahead as the Central bank to begin the implementation of a deposit protection sachem by creating a unit in the Bank,” she said recently at a media briefing in Lusaka. Ms Mposha explained that having a separate unit to handle issues to do with deposits protection insurance was under consider-

ation by the executive and the board. “Once an approval is given, we will have a unit in the bank that will begin to implement deposit protection processes,” she said. Meanwhile, BoZ Governor, Christopher Mvunga, said demand for Government securities was relatively stronger than the previous quarter on the back of improved domestic liquidity conditions and increased interest from non-resident investors. Mr Mvunga said subscription rates to Treasury bill and Government bond auctions improved to 112 percent and 70 percent from 80.8 percent and 30.0 percent, respectively. As a result, he said, a

surplus of K1.6 billion was realised. He indicated that Government continued to issue securities through private placements. “Consequently, the stock of Government securities rose by 9.7 percent to K142.8 billion. Although domestic investors account for the largest share of Government securities, the proportion of non-residents holdings increased. “As at end-March 2021, Government securities held by non-residents rose by 2.1 percent to K18.8 billion, representing 13.2 percent of outstanding securities. Most of their holdings (93 percent) were in Government bonds,” Mr Mvunga said.

A PROJECT whose goal is to contribute to a more efficient dialogue that will aid in the reduction of Zambia’s debt stock is currently being implemented by the Consumer Unity Trust Society (CUTS) One of the objective of the project entitled “advocacy for prudence debt management in Zambia” is to build the capacity of like-minded Civil Society Organisations (CSOs) on debt management. CUTS Centre Director, Claudia Pollen, said the project had been necessitated by the need to ensure Zambia’s debt was sustainable. Zambia’s external debt currently stands around $12 billion. Dr Pollen said this at a debt capacity building meeting for the media in Lusaka. “This training will necessitate the pathways to your input into Zambia’s debt management, as well as mobilising support towards current debt restructuring discussions with the intention that more sustainable solutions to Zambia’s debt situation will be achieved,” she said. Dr Pollen explained that key to the process of debt management and potential recovery was the need to ensure that transparency and accountability on the part of Government and other players was generously conducted. She observed the need to ensure information was

widely shared among the different stakeholders. Dr Pollen expected that the capacity training on debt management stemming from the meeting would lead to complimentary development of advocacy strategies among CSOs on public debt management. “Based on our discussions with the CSO debt alliance, part of the narrative that is coming out is that the International Monetary Fund is always interested in country-dri en demand for transparency and accountability. “Hence, we believe these kinds of trainings and dialogue will demonstrate to the IMF and several creditors our intention to effectively mobilise ourselves as CSOs in order to strengthen public support for necessary debt recovery reforms needed,” Dr Pollen said.

Caritas Czech supports I84 small businesses in Zambia with recovery grants By AARON CHIYANZO

A

BOUT I84 local traders in Lusaka and Mongu have benefitted from the recovery grants being provided by Caritas Czech Republic. Caritas Czech Republic has embarked on a mission to provide vital Covid Relief support to underserved communities in Zambia. Caritas Czech Head of Mission, Stefania Lagonigro said the intervention initiative aims to assist small businesses most affected by trade restrictions, with micro grants which would boost their operations. Lagonigro said as part of the initiative, around 102 local traders based in Lusaka’s Mwamba Luchembe and Micheal Chilufya Sata markets were identified by Lusaka City Council and paid cash grants via mobile money. She said an additional 82 traders in Mongu’s Kapulanga, Central, Black and Green markets were identified by Mongu City Council. Ms Lagonigri said in a statement that the traders were amongst thousands of small business owners facing severe revenue reductions across the country. “On April 26th, the Caritas

team begun verifying the micro grants in both Lusaka and Mongu,” she said. How Covid Grants are resuscitating small businesses on the road to recovery. On the ground in George Compound Susan Zulu, a household’s goods trader based in Mwamba Luchembe market received a K3,500 cash transfer. At 23 years old, Susan represents the growing number of frontline youths who have made significant contributions to the economic recovery of their communities. “My business was badly affected during the pandemic. I struggled to pay rent as my profits went down. But the

K3,500 I received from Caritas Czech Republic has really helped boost my business. At least now, I will be able to stay on target and order new stock every week,” she said. Susan Zulu runs a kiosk trading in bedroom and bathroom items. Another recipient of the cash grants is Dumisani Mwelwa. Dumisani was almost left penniless running a luggage stall which also supplies children’s essentials. The sudden reduction in traffic to his kiosk meant low sales volumes, a turn which has made it impossible for him to manage his operational costs. “If my business investment

generates enough capital, I’m planning to open up a shop and venture into a technology business trading in phones, laptops and computers. Since Caritas has helped us, I can now proceed with my future plans. Dumisani Mwelwa is raising capital to venture in a technology business. At the height of the pandemic, the common problems hampering small businesses include drastic reductions in demand for products and services due to social distancing regulations, as well as sharp drops in import volumes due to lockdowns. These factors amongst others, have colluded to deliver decreased revenue for small business owners. Meanwhile, the job market continues to be driven by small to medium sized businesses and now more than ever, Caritas Czech Republic is resolute in its commitment to Zambia’s economic recovery. While the road to economic growth is still ongoing, the cash grants are providing a pathway for small businesses, their employees and the communities that depend on them to survive. 2020 was the year that normalized devastating loss for everyone. This year, the international shutdowns and the

economic shockwaves caused by the Covid-19 pandemic

BUSINESS “My business was badly affected during the pandemic. I struggled to pay rent as my profits went down. But the K3,500 I received from Caritas Czech Republic has really helped boost my business. At least now, I will be able to stay on target and order new stock every week,” she said.

continue to stifle trade. In the global south, the new normal is pushing small business to the brink of extinction. As the coronavirus outbreak continues to ravage on, Caritas Czech Republic has embarked on a mission to provide vital Covid Relief support to underserved communities in Zambia. This intervention initiative aims to assist small businesses most affected by trade restrictions, with microgrants which would boost their operations.

“CCR would like to join government efforts to revamp the informal sector and mitigate the economic impact of Covid-19 on vulnerable communities, women and the elderly. The contributions given to small business owners will help boost their businesses and make recovery possible,” says Ms Lagonigro. Caritas Czech Republic is an international humanitarian aid agency with its headquarters in Prague. The CCR mission in Zambia has grown steadily since its establishment, providing continuous support in development cooperation and humanitarian aid. CCR operates through its main office in Lusaka with Field operations in Western Province, Central Province, North-Western Province and Luapula Province. CCR has been successfully implementing projects in reproductive health and nutrition, economic empowerment, as well as social protection for refugees supported by various donors including the Czech Development Agency, UNHCR, World Food Programme, Czech Ministry of Foreign Affairs, Refuge Point, Good Neighbors and the Financial Sector Deepening Zambia (FSDZ).

AfCFTA to help Zim transform its economy HARARE – Finance and Economic Development Minister, Professor Mthuli Ncube, says embracing the African Continental Free Trade Area (AfCFTA) is critical in assisting Zimbabwe to structurally transform its economy. The desire for structural economic transformation is receiving a lot of attention in global policy debates with more urgency in developing countries like Zimbabwe, which have for years relied on production and exportation of primary commodities. With the country driving towards realising an upper middle-income economy by 2030, structural transformation is vital and this is espoused in the National Development Strategy (NDS1), which was launched by President Mnangagwa last November and spans the period 2021 to 2025.

As the Government forges ahead with investment reforms, Prof Ncube, says the private sector must come on board and play its part by tapping into the opportunities being availed under the AfCFTA. Zimbabwe has already ratified the AfCFTA Agreement, whose operationalisation commenced in January this year, and is in the process of fine-tuning the tariff offer framework. Prof Ncube advised private sector leaders to invest more in enhancing their production capacities and efficiencies to position themselves for higher gains under the regional free trade deal. He said in addition to the support offered by the Government to producers, there were also significant resource streams to be unlocked under the trade deal. – THE HERALD, Zimbabwe.

SA’s retail sales take another knock as third wave looms JOHANNESBURG - Measured in real terms, annual retail sales decreased by 2.5 percent year-on-year in March, Statistics South Africa announced on Wednesday. Seasonally adjusted, sales were down by 3.7 percent in March compared to February. In February retail sales increased by 2.3 percent year-onyear, which was the first annual increase in ten months since April 2020, when retail sales plummeted to the largest decline on record at 50.4 percent lower than the same month in 2019. This increase was attributable to more retail activity as schools reopened and the country received its first dose of jabs for healthcare workers. However, with the threat of a third Covid-19 wave looming, March consumer spending was subdued. Seasonally adjusted retail trade sales decreased by 3.7 percent in March compared with February. This followed month-on-month changes of 6.9 percent in February and -2.3 percent in January. The largest negative annual growth rates were recorded for: • all “other” retailers, which includes retailers selling jewellery, and stationery - these had a negative annual growth of 18.5 percent; • retailers in pharmaceuticals and medical goods, cosmetics and toiletries with a 10.7 percent negative annual growth; and • general dealers, which are retailers in non-specialised stores with food, beverages and tobacco, which saw negative annual growth of 9.3 percent. – FIN24.

THE INDIAN BI617 DOUBLE MUTANT HAS ‘CROSSED’ THE KAZUNGULA BRIDGE

I

THINK most if not all of us should by now have heard that the dreaded Indian B1617 double mutant has been detected in Zambia. This was officially announced on Tuesday by the Permanent Secretary - Technical Services at the Ministry of Health Dr Kennedy Malama. He said the variant was detected in a man who had recently travelled to India. This shows that India is not that far after all, all it took was just an air ticket to have the variant here and surely it did. This is the variant believed to be behind the current surge in India and Nepal. It has since been elevated from being a variant of interest to a variant of concern, and looking at the rate it is spreading, it won’t take long before it becomes the most dominant variant the whole world. It has since been de-

inevitable.

tected in all continents. Other African countries that have reported the “importation” of the variant are Morocco, Uganda, Kenya, South Africa, Namibia and most recently Botswana.

When the Botswana government officially announced on Monday that they had detected the variant, I knew it wouldn’t be long before Zambia would also make such an announcement.

Of course the virus did not come through Botswana but just proves how we are connected globally. The oneness of Zambia and Botswana including of Zimbabwe and Namibia has been shown by the construction of the Kazungula Bridge that will foster development by enhancing trade and movement of goods and services among the countries. And this unfortunately makes us one as well when it comes to facing pandemics like the current one. There are a lot of people on social media questioning the timely detection of the Indian mutant in Zambia. Those of you who are saying the detection of the Indian variant is suspicious, a ploy of the government to not allow for campaigns, please then explain how Botswana was able to detect the virus a few days before Zambia, how are they playing along with our campaigns? The same goes with South Africa which has seen a rise in the number of people with the same, not to mention Namibia, Kenya, Uganda, Morocco, what do all these countries have to do with our politics and campaigns at the moment? Please let us put politics aside and look at the benefit of the greater good, the interest of the nation as this virus has the potential to claim many lives even the many in the ruling party or the opposition. Some things are just

* It’s inevitable that Zambia will have elections on August 12, 2021 to choose a President and Government to run the country for the next five years. This is according to our constitution and democracy. * It is inevitable that the political parties will be campaigning. They are already doing so. Crowds are still meeting but not like in the past elections. The most popular campaign colours being green and red and usually some clashes happen when the two opposing groups meet. I hope and pray we will look beyond these party colours and see that underneath those party chitenjes we are just the same people with the same red colour of blood and same green colour of the bile. * It is inevitable that it will become cold. Our winter though without snow gets really cold and is right at the door. It peaks in June and July and there is nothing we can do about this. July is windy, a very good catalyst for the spread of respiratory infections *It is inevitable that people’s immunity will be weakened. Usually in cold weather people’s immunity naturally tends to go down, the depletion of vitamin C, the less sunlight, the reduced basal metabolic rate, the indoors, the inactivity, all lead to the flus and colds. * It is inevitable that the virus and infection will spread. The cold, the reduced immunity, the campaigns, the presence of the double mutant which has been shown to be a fast spreader, all these and the general lackadaisical attitude of the people, will definitely fuel the spread of the virus. Just how much and how far we are yet to find out. * It is inevitable that some people will succumb. Of course unfortunately not everyone who will catch the virus, whether the current dormant 501YV2 or the latest B1617 double mutant will survive. One or two or three or more may succumb to it and this could be anyone of us, even could be our friends, loved ones or indeed could be you or I. Serenity Prayer I think as a nation we need the famous prayer by late American theologian Reinhold Niebuhr (1892–1971). It

is now commonly known as serenity prayer and is commonly quoted as follows: “GOD, GRANT ME THE SERENITY TO ACCEPT THE THINGS I CANNOT CHANGE, COURAGE TO CHANGE THE THINGS I CAN, AND WISDOM TO KNOW THE DIFFERENCE.” WE CANT CHANGE THESE

Obviously, we can’t change the election date, it’s set, come August 12, 2021 Zambia goes to the polls to elect a President for the next five years. We also can’t change the fact that it will become cold, it’s the cold season as it reads, there is time for everything, time to plant, time to harvest, time for sunshine and time for the cold. Please let us just know how to not freeze but also avoid getting burnt by the braziers meant to keep us warm. This is the season we see a rise in cases of burnt victims especially children and sadly some don’t survive the incidences. Please stay warm and safe. THESE WE CAN CHANGE

But we can change the way we choose to do business now henceforth; we can change the way we campaign. We can change the way we live and treat each other. We can choose to observe the preventive measures and advise others to do so. We really have to make this choice and act now before the virus chooses who ends up on oxygen or worse still who ends up in the cold casket or not. I am not just warning for the sake of writing, no I have seen what this disease can do at its worst, form and honestly I hate it when we have to change one from a lower oxygen support to a higher one because the virus has decided so. Please let us make these temporally changes before the virus and Covid-19 make permanent changes for us.

UNTIL THEN, ALUTA CONTINUA, THE STRUGGLE CONTINUES, SO PLEASE KINDLY, MASK UP, OBSERVE HAND HYGIENE, OBSERVE REASONABLE PHYISCAL DISTANCE. AND BECAUSE YOU CARE, PLEASE KINDLY SHARE.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 28th May 2021 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. DETAILED TERMS OF REFERENCE HAVE BEEN EMAILED TO ALL TEVETA REGISTERED INSTITUTIONS. HOWEVER, THESE MAY ALSO BE OBTAINED FROM TEVETA OFFICES AT THE ADDRESS BELOW. Please note that the costs of preparing the proposal and of negotiating the contract, including a visit to TEVETA, are not reimbursable as a direct cost of the proposed funding. TEVETA is not bound to accept any of the proposals submitted. All proposals submitted will remain the property of TEVETA. - Road Transport and Safety Agency -

THE GOLDEN HOUR: Improving post–crash care through quality emergency services

I

N Zambia, over 1, 700 people die from road traffic accidents each year. However, the rate of road traffic accidents has continued to decline over the last ten years due to various road safety interventions that Government has implemented through the Road Transport and Safety Agency (RTSA), the Zambia Police and other road safety stakeholders. The data presented in the status report on the implementation of the United Nations (UN) Decade of Action for Road Safety (2011-2020) shows that progress has been achieved in important areas of road safety management, legislation and enforcement, safer roads and safer vehicle, safer road users through education and improving access to postcrash care. This progress has not, however, occurred at the expected rate, as the number of people who are dying from road traffic accidents is still relatively high and unacceptable. One of the identified focus areas in improving Zambia’s road safety profile is through enhancing access to post-crash cares. In road accident cases, it is timely medical interventions that serve life. According to the World Health Organisation (WHO), a patent's chance of survival is greatly increased if they receive medical care within an hour of injury. The WHO describes this crucial period as the "golden hour." Road accidents often involve severe injuries to internal organs. Bleeding and injury are often the causes of death thus the earlier the medical intervention, the higher the survival chances. A proportion of accident victims in Zambia die before reaching the hospital. Responsiveness to postcrash emergencies and improving the ability of health and other systems to provide appropriate emergency treatment and longer term rehabilitation for crash victims is prerequisite in road safety management to avoid preventable death and disability, limit the severity of injury and the suffering caused by it, and ensure the

eos of accident victims. Citizens must give assistance to road accident victims to save the lives of the injured instead of taking pictures and videos to share on social media platforms. It is not only unethical to circulate pictures or videos in bad taste such as those showing dead bodies and injured persons in road accidents, but a little help could have saved a life. To activate the emergency care system, the government has provided following emergency response numbers 992, 983 RTSA toll free lines that are valid throughout the country, easy to remember and available as a free call. Care at the accident scene A number of accident victims die because they were mishandled and there was no care at the accident scene. There is a need for trained providers to the scene of the injury, by training community leaders, police, RTSA best possible recovery and reintegration into society for crash survivors. Effective care for the injured requires timely care at the scene, prompt transportation to appropriate health facilities and early access to rehabilitation services. According to the WHO, an effective post-crash care system should have the following:

emergencies. Under pre-hospital care, the government through the Ministry of Health has also procured over 257 ambulances and trained medical technicians and paramedics to assist in treatment and movement of road traffic crash victims to emergency

Teaching Hospital (UTH). However, there is a need for more investment in this area to have an enhanced and well-coordinated postcrash care system. Going forward, Zambia as a country should collectively galvanise efforts to improve the post-crash care system.

1. National emergency number; 2. Coordinated accident response – national command centre; 3. Pre-hospital care; and 4. Trauma centres. Zambia has made considerable progress in improving the country’s road safety profile by enhancing the accidents post-crash care system. Government has designated the following emergency response numbers 992, 983 RTSA toll free lines and other numbers for the public to report and traffic accident-related cases. The coordinated accident response national command centre is yet to be established. However, plans are underway to establish a national command centre to respond and coordinate all

and continuing with care at the scene, transport, and facility based emergency care rehabilitation-both in hospital and beyond is essential to maximise the impact of emergency and surgical care and to limit the physical and psychological impact of injuries. As a country, we therefore need to invest more in coordinating pre-hospital and hospital-based care for the injured. Role of the community in emergency cares system

facilities. This is to facilitate effective care at accident scenes and prompt transportation to appropriate health facilities. To accelerate early access to rehabilitation services, the government has established trauma centres. The country has six trauma centres in Kabwe, Nyimba, Ndola, Liteta, Chibombo and in Lusaka at the University

Building systems to ensure timely care for the injured Emergency care is at the core of the post-crash response. There is a sense of time sensitive actions that are essential to provide effective care for the injured, beginning with activation of the emergency care system

Even the most sophisticated emergency care system is inefficient if the community fails to recognise serious injury or does not know how to call for help. Community members contribute to assisting accident victims by activating simple, potentially life-saving actions until professional help. To facilitate the important contribution of the community, the RTSA plans to train community members in first aid, especially those along the highways to assist the injured. Therefore, the community has a moral obligation to assist in such situations unlike taking pictures and vid-

and professional drivers to provide basic interventions to bridge professional care and improve outcomes. A broad and integrated approach to post-crash care can save thousands of lives and mitigate the short and long term effects of experiencing a crash to help road accident survivors to integrate back in society and return to their normal life at home and work. Any short delays to care for the injured to a traffic accident mean lives lost. The “golden hour” is critical in serving lives.

TSHISEKEDI DIFFERS WITH KAGAME ON DR CONGO ATROCITIES PARIS - Democratic Republic of Congo's President Félix Tshisekedi has differed with his Rwandan counterpart Paul Kagame over a report that accused Rwandan forces of committing mass atrocities in DR Congo. Tshisekedi said on Wednesday that there should be justice for the victims of atrocities cited by the 2010 UN Mapping Report.

The report, which President Kagame challenges, documented the most serious violations against international humanitarian law committed between 1993 and 2003. The report prompted denials from Rwanda and other countries that were named. In an interview with the AFP news agency on Wednesday, Tshisekedi said justice must be given to all the victims who lost lives in

DR Congo and in the region. Tshisekedi said he was not responding to Kagame, who had earlier said the report was “highly politicized.” On Monday, Kagame told France24 in Paris that “there were no crimes (in eastern DR Congo) - not by the individuals talked about or by the countries talked about". The two presidents have also differed on Denis Mukwege, the DR Congo Nobel

peace prize laureate who has advocated for justice for the victims cited in the report. Tshisekedi described Dr Mukwege as “a national pride…for his work for the victims, while the Rwanda president said he was "a tool of these forces you don’t get to see… he’s told what to say that will influence people’s opinion." – BBC.

UN pushes for more Covid vaccine supply in Africa NEW YORK - The UN Security Council is calling for more global assistance to expand Covid vaccine access for African countries. A text that it unanimously adopted said that Africa had so far received only two percent of the vaccines administered worldwide. It added that there needed to be "equitable access to quality, safe, efficacious, and affordable Covid-19 diagnostics, therapeutics, medicines and vaccines." In his remarks to the Security Council, UN Secretary General Antonio Guterres also said that limited supply and insufficient support were undermining recovery in the continent. "Out of 1.4 billion doses administered around the world today, only 24 million have reached Africa – less than two percent. "Equitable and sustainable vaccine roll-out worldwide is the quickest path towards a fast, and fair recovery," he said. He called for sharing of doses through the global Covax initiative and removal of export restrictions among other measures. – BBC.

Olympics body hails State By MICHAEL MIYOBA

NATIONAL Olympic Committee of Zambia (NOCZ) Secretary General Boniface Kambikambi has hailed Government through the Ministry of Youth, Sport and Child Development for providing a conducive environment for the development of sport and supporting the sustainable development goals on gender participation in the country. Speaking during a sendoff ceremony for the Olympic-bound Zambian team hosted by the Japanese embassy in Lusaka yesterday Kambikambi said NOCZ is proud because the delegation travelling for the summer Tokyo 2020 Olympic Games is amongst the largest Zambia has ever sent out of qualified athletes since the 1988 Olympics. “I must say there that we are proud of the positive government leadership which has ensured that these Zambian athletes have the opportunity to fly our Eagle at the Tokyo 2020 Games between July 23 and August 8, 2021,” Kambikambi said Meanwhile, Japanese Ambassador to Zambia Mizuuchi Ryuta wished the Zambia contingent all the best as they prepare for the Olympic Games. Ryuta stated that Japan is

still hopeful of hosting the Olympic Games amidst concerns to cancel the games because of the Covid-19 pandemic. “The Japanese government is making every effort from all fronts to make the Olympic Games possible and is committed to ensuring that Zambian athletes get the required support before, during, and after the Games,” Ryuta said. And Ministry of Sports, Youth and Child Development Permanent Secretary John Phiri said it is gratifying that despite the challenges faced by the Country, Zambia managed to qualify athletes to the Tokyo 2020 Olympics. He said Government is looking forward to memorable games where Zambian athletes will compete with the best in the world. Meanwhile, Zambia national women’s football team captain Barbra Banda has promised that the team will work hard to deliver according to people’s expectations. Zambia will be represented by the Copper Queens, three boxers, two swimmers, two runners and a judoka. The Zambian athletes are expected to set up training camp in Asahi City to acclimatise before the Olympics start.

The 24-year-old Portugal international was signed by City for about £65 million from Benfica last summer. He has helped the club win the Premier League and Carabao Cup as well as reach the final of the Champions League, in which they will play Chelsea. "It is a huge privilege. Obviously I could not have done it without the success of the team," said Dias. "I think me receiving this prize is the major example of

Nine City players received votes, accounting for more than 50 percent of those cast. Dias is only the third player to win the FWA award in his first season in English football, and the last defender to win the accolade was Liverpool's Steve Nicol 32 years ago. A DEFIANT Manqoba Mngqithi yesterday said that if there is any team who

Kane wants 'honest conversation' with Spurs over future TOTTENHAM striker Harry Kane has given the biggest indication yet that he is ready to leave the Premier League club and says he will control his own future. Kane is reported to have told Spurs he wants to be sold at the end of the season after becoming frustrated at the lack of progress at the north London club. The England captain, who is 28 in July, still has three years left on his contract and Spurs have been steadfast in their stance that he is not for sale, which means there could be a stand-off. Manchester City, Manchester United and Chelsea have been linked with a move for

the Premier League's jointtop goalscorer. Kane says he needs a conversation with chairman Daniel Levy about his future. Tottenham will miss out on the Champions League for a second consecutive season and could fail to qualify for any European competition as they sit seventh in the Premier League with one game to go. On top of losing out on lucrative Champions League income, Spurs have been hit hard financially by the coronavirus pandemic. Selling Kane could help ease Spurs' financial woes with Levy sure to demand a transfer fee of over 100 mil-

lion. Despite scoring 220 goals for Tottenham, Kane is yet to win any trophies in his career. He was on the losing side in the 2019 Champions League final and came close to the club's first league title since 1961 as they challenged at the top of the Premier League in 2015/16 and 2016/17 under Mauricio Pochettino. But Tottenham are currently heading in the wrong direction. Levy is searching for a new manager after the sacking of Jose Mourinho last month and the squad needs an overhaul. Kane says he does not want to end his career with regrets. – AFP.
