He said in an interview that people who were seeking regime change in Zambia were actually not Zambians, but imperialists who were ready to give the opposition millions just to usher in a preferred government. Dr Miti said the Cabinet Office Circular of April 29, 2021 provides very clear guidelines on the need for Permanent Secretaries to ensure that government assets and resources are handed over. Dr Miti has also warned public service workers to avoid politicking and remain nonpartisan during this critical time of political campaigns and elections. “As public officers, you are not expected to engage in politics before, during and after elections” said Dr Miti.

He warned that public service workers who will engage in partisan politics and disobey the public service code of ethics and conduct will face appropriate corrective and disciplinary action. Dr Miti pointed out that despite the absence of Cabinet, President Edgar Lungu will continue to run the government and will need Permanent Secretaries and other senior government officers to not only monitor implementation of government programmes but articulate its policies. He urged Permanent Secretaries and senior government officers to step up in the absence of ministers and ensure that there is no disruption of government business and service delivery. He said to this effect, the Cabinet Office will issue a circular to highlight the new roles and functions of Permanent Secretaries in the absence of ministers. The target, she said, was to ensure that all structural works, fittings and the road network should be completed before the end of the year. Ms. Siame urged the contractors to ensure that 85 percent of the works were completed in the next three months so that the remaining 15 percent could be completed in the last quarter of the year. Meanwhile, Ministry of Higher Education Director for Vocational Education and Training, Alex Simumba, said the project was abandoned due to challenges in resources. Mr Simumba said now that K2.8 million has been released to the contractors, works would be expedited. Ms. Siame has been in Eastern Province to monitor progress on projects being carried out at trades training institutes in Petauke, Lundazi and Chipata.

CAMPAIGN RESPONSIBLY! ALL political parties must adhere to the Covid-19 prevention guidelines as they conduct campaigns because careless interactions can serve as a conduit for the spread of the deadly virus. Already, there are strong signs that some political parties will likely contravene the guidelines and the Standard Operating Procedures (SoPs) against Covid-19, which the Electoral Commission of Zambia (ECZ) has developed. Evidently, some political parties went against the guidelines when their respective presidents went to file their nomination papers at the Mulungushi International Conference Centre in Lusaka. Thousands of political cadres gathered around the conference centre ad later streamed into other areas of the capital city. Political leaders, therefore, ought to remind their members about the need to observe physical distance. In good faith, the ECZ came up with the technical committee to work on mainstreaming Covid-19 prevention mechanisms and developed the SoPs for the electoral process. The technical committee drew membership from the ministries of Information and Broadcasting Services and General Education. The Ministry of Health was also on the committee with the Zambia National Public Health Institute and the Disaster Management and Mitigation Unit. Other important stakeholders on this committee were the Zambia Centre for Inter Party Dialogue, Ministry of Local Government, Ministry of Home Affairs, the Zambia Police, the Media Institute for Southern Africa and of course the ECZ. This is an important aspect in the electoral process which, shockingly, is being overlooked already by some political parties. Covid-19 is real! Political parties must at all costs adhere to the guidelines and SoPs which have been developed for this particular election. Zambia has already recorded one case of the Indian Covid-19 variant and hence the imperative need to be extra cautious. The ECZ on its part has worked out measures to protect voters, election officials and other stakeholders. Electoral officers at polling and totalling centres would use thermo scanners to check body temperature and will insist on mandatory wearing of face masks for people involved in the election process in all locations. According to the ECZ, the rules of physical distancing shall be enforced at all electoral activities including stakeholder engagements, trainings, and queuing at polling stations. It is the responsibility of all political parties to ensure that the electoral process is smooth and hence the need to develop alternative means of political interaction. Social media platforms are very ideal for mass information dissemination across the country and beyond the frontiers. HE Energy Regulation Board (ERB) should introduce a system to track movement of fuel so that it does not end up on the black market, Oil Marketing Companies Association of Zambia (OMCAZ) president Kafula Mubanga has said. Dr Mubanga said there is need to enhance monitoring

mechanisms to reduce irregularities in the fuel value chain. Dr Mubanga said fuel was a very sensitive sector and that a system must be put in place that will monitor movement of fuel from the point of entry through to the final destination. "ERB should introduce a tracking system for fuel movement and enhance security to avoid artificial shortages and other illegal practices that may affect the fuel value

chain," Dr Mubanga said. Recently, the ERB warned that it will firmly deal with illegal fuel vendors and staff at some retail sites that are conniving to cause artificial fuel shortages. ERB Public Relations Manager Kwali Mfuni said there is an emergence of the black market for fuel in service areas to take advantage of the artificial shortage being compounded by speculative buying of fuel.

Lungu values women’s input, says GBM PRESIDENT Edgar Lungu values the contribution that women have continued to make in the country’s social economic development, says Patriotic Front deputy national chairperson for mobilisation, Geoffrey Mwamba. Mr Mwamba, who is also a member of the PF central committee said this can be seen by the appointment of Professor Nkandu Luo as his running mate in the 2021 general elections. He said the party is happy that many Zambian women have raised the country’s profile through the successes they have scored.

Scores ditch UPND in Namwala By CHARLES MUSONDA SCORES of United Party for National Development (UPND) members from Namwala have joined the Patriotic Front (PF), citing lack of development from the time the opposition party was formed. The defectors included 37 village headmen led by Senior Headman Shimakumba of Ngabo area. Speaking on behalf of the group, Mr. Shimakumba said they had travelled from Namwala to Lusaka to show their love for President Edgar Lungu. He said people in Namwala want development in critical sectors like education, roads, and water. He said women in the district also want empowerment so that they can educate their children. Mr. Shimakumba said he and his group sacrificed their transport money for the sake of President Lungu. At the same event, Headman Chipembele said people of Namwala have been lost since the UPND's inception as they have always been on the opposition side. Mr. Chipembele said many people in Southern Province have realised that they should work with the ruling party. And receiving the defectors, a member of the PF central committee Given Lubinda thanked them for making the right decision. Mr. Lubinda said he, President Lungu, Vice President Inonge Wina, and other prominent figures were UPND members but quit the party after seeing that there was no leadership in the party. Small-scale farmers back call for lifting maize export ban By NOEL IYOMBWA THE call by the Zambia National Farmers uUnion to remove the Statutory Instrument that prevents maize export by slapping a 10 percent export tax on maize grain is a welcome move, SmallScale Farmers Development Agency director Boyd Moombwe has said. Mr Moombwe said the 10 percent tax was introduced to discourage maize exports following a regional shortage but that the country has enough maize stock hence the decision to allow maize exports. He said that the 10 percent export tax was also meant to only apply when maize production does not exceed two million tonnes but now that the country has produced 3.6 million tonnes it is time to do away with the tax. Mr Moombwe said that farmers should be allowed to benefit from increased production through selling the surplus, thus allowing them to get extra income at a higher price. Mr Moombwe said small-scale farmers stand to benefit from the export drive without any tax attached. He also observed that this will give room for enough storage when the new crop is harvested. ZNFU has called on Government to revoke the Statutory Instrument (SI) that deters maize export by slapping a 10 per cent export tax on maize grain exports. ZNFU president Jervis Zimba said in a statement that winding back, when the Ministry of Finance introduced this tax, it was stated by the then Minister of Finance, Felix Mutati and the former Minister of Agriculture Dora Siliya that when national harvest exceeds 2.2 million metric tons, the 10 percent export tax would automatically be removed.

OPPER is selling at US$10,104 a tonne as a softer dollar and worries about a strike in Chile spurred purchases. Plans however by top consumer China to manage the supply, demand and prices of commodities capped gains. Benchmark copper on the London Metal Exchange traded up one percent at US$10,104 a tonne in official rings, says Access Bank Zambia in its daily market update. The update however indicated that prices of the metal used widely in power and construction were down six percent since hitting a record US$10,747.50 a tonne earlier in May. The red metal was healing from its poor performance on Wednesday after its prices fell as rising inflation pushed investors into a risk-off sentiment, offsetting the impact of potential supply disruptions in the top producing region of South America. A NEW joint initiative in digital finance meant to support entrepreneurs who have been hit by Covid-19 in Africa is set to be launched by the United Nations UN Capital Development Fund (UNCDF). This is in partnership with the European Union, and the Organisation of African, Caribbean, and Pacific States (OACPS). The joint action aims to reach more than 600,000 women, youth and entrepreneurs that have been hit by the effects of the pandemic in their activities and livelihoods. In a newsletter from UN-UNCDF, the three organisations are organising the event to launch the initiative which would be launched on May 27th, 2021 to assist over 600,000 women, youth and entrepreneurs that have been hit by the effects of the pandemic in their activities and livelihoods. It explained that the objective of the initiative was to unlock the potential of digital financial services for the resilience of economies in Africa and Members of the OACPS.

“In response to the crisis, the public and the private sector have accelerated their digital transformation. In this process, digital financial services reached new levels showing a clear appetite for services that allowed transactions and social transfers to happen with appropriate social distancing. “However, this digital transformation is not reaching all members of society equally. In particular youth and women working in the informal sector are still largely excluded in some markets,” the newsletter indicated. The UN-UNCDF recognised that Covid-19 pandemic was challenging the world in an unprecedented manner. MANJA Pamodzi Limited and Java Foods have signed an agreement to collect recyclable waste from Zambian Breweries’ factory designed to increase manufacturers’ roles in building a green economy. With this agreement, Manja Pamodzi will proactively collect recyclable waste directly from the trading premises of Java Foods, reducing the volume of solid waste reaching local landfills. Manja Pamodzi was launched in 2016 by Zambian Breweries with support from Lusaka City Council and Zambia Environmental Management Agency (ZEMA). Recycling is key to creating environmental sustainability as well as building

green communities, says Manja Pamodzi Project Coordinator, Misheck Simwanza. Mr Misheck said creating sustainability through recycling would help conserve natural resources, reduce the amount of waste reaching landfills and increase economic security by tapping into domestic raw materials. “By enlisting Manja Pamodzi to help with our waste recycling, we are perpetuating our ethos of caring for the environment and wider society. It was an obvious connection given our existing relationship with the Zambian Breweries team. “We commend Java Foods’ decision to joining hands with Manja Pamodzi in promoting environmental protection through recycling – which in turn helps raise hygiene standards in

local communities,” he said in a statement. Manja Pamodzi is a community-based initiative that supports a network of entrepreneurs who collect and sell post-consumer packaging waste in Lusaka as part of Zambian Breweries’ strategy to help improve the country’s solid waste management system. It has so far recruited more than 800 collectors while collecting over 12,000 tons of recyclable waste from communities in Lusaka. Under Manja Pamodzi, collectors gather recyclable waste such as plastic bottles and other packaging materials and sell them to aggregators. The aggregators then sell the material to recyclers who process it into pellets, cups, chairs, tissue and other useful items.

THE NOTABLE SUCCESS IN ROAD INFRASTRUCTURE PROJECTS Dear Editor, THE road sector development is among the notable areas of the economy that has been essential in stimulating economic activities. The transport sector has seen a facelift which has gradually changed the face of Zambia. This has led to opening up the country and transport has been part of the success stories. The agriculture sector has gained through improved distribution of farming inputs and transporting of the farm products to the market. There are various initiatives that have been commenced to sustain the various strides recorded in the transport sector. From 2011 to date, the PF government has been diversifying the transport sector among them; road, railway, water and air transport. There are also ongoing and completed upgrading of the road infrastructure into dual carriageways such as Lusaka-Mumbwa, Lusaka Chongwe and Kafue-Lusaka roads. The roads leading to the tourist attractions have also been enhanced and they have basically made the tourist attractions more accessible. Beyond 2021, the government under Presdient Edgar Lungu and Professor Nkandu Luo will identify strategic economic areas whose potential remains unexploited owing to their inaccessibility and the

rural community will have a fair share. The construction of the airports has also integrated other Government ministries such as commerce and in this regard there has been reservation of 50 percent of the business spaces exclusively to Zambians. In the railway sector, the PF government identified that Zambia has two principal railway lines and three main branch lines. The first principal line is the Zambia Railways Limited-846 km Kitwe-Livingstone, with several freight branches, mostly on the Copperbelt, totalling 427 km. Passenger services are available between Kitwe and Livingstone only. The second principal line is the TAZARA Railway-891 km in Zambia, running from Kapiri Mposhi to Nakonde. The other main branch lines are the Mulobezi Railways, and the Maamba Colliery Railway. The Mulungushi Commuter Line, later renamed Njanji Commuter Line, operated from 1991 to 1998 in Lusaka, from Chilenje-Libala to George Township (16 km). These have been identified as supplementary modes of transport thereby creating more jobs to employees in the sector. The PF government cancelled the non-existing concession agreement with the

Railways Systems of South Africa and this has made the government to serve millions of dollars which in turn has been invested in various sectors. The government has also made sufficient investment in the railway sector and the notable one is the recapital-

How do you plant lemon seeds and expect to have orange seedlings? Why are we attacking Yo Maps? Let me help you understand the simple fact behind the social media misplaced arsenal by the UPND. People tend to assess the relative importance of issues by the ease with which they are retrieved from memory,

and this is largely determined by the extent of coverage in the media. Frequently mentioned topics populate the mind even as others slip away from awareness. In turn, what the media choose to report corresponds to their view of what is currently on the public’s mind. It is, therefore, no accident that the not so obvious but still authoritarian UPND regime exerts substantial pressure on independent media with divergent but factual views. Why is Mpandashalo Mwewa blocked on Mr. Hichilema's page when he does not insult? Why is Yo Maps now a threat? COVID CRISIS …Critically ill Covid-19 patients 'more likely' to die in Africa

ONDON - Hospital patients in Africa who are critically ill with Covid-19 are far more likely to die than in other parts of the world, a study suggests. A shortage of critical care resources was a key problem, it says. This includes both a lack of specialised staff and equipment such as blood oxygen monitors. The researchers hope their work will help inform the way severely ill patients are managed where resources are limited. Despite the high mortality rates of Covid-19 patients who have ended up in hospital in Africa, the continent in general has recorded some of the lowest numbers of deaths from the virus. Africa, which has 17 percent of the world's population, accounts for four percent of registered Covid-19 deaths. Researchers looked at more than 3, 000 patients in 64 hospital across 10 African countries for the study published in the The Lancet medical journal. overcame the odds N AIROBI - She's been appointed by President Uhuru Kenyatta just a few weeks after the 61-year-old came top of 10 candidates interviewed in front of live television audience by Kenya's Judicial Service Commission (JSC). "This woman is a breath of fresh air. She answers questions the way they have been asked and actually puts her own professional stamp on them," one person commented on YouTube about her performance. During her interview she referenced her difficult experience growing up in Meru in rural eastern Kenya in a polygamous family she was born in 1960, three years before the end of colonial rule. "I am a villager in the truest sense. My parents were peasant farmers and we were 18 children from two mothers. So, for all of us, especially girls - it was a struggle to overcome the odds." And she has overcome more odds to reach Chief Justice as she was not favourite, with pundits putting their money on Fred Ngatia to be the winning candidate as he had represented President Kenyatta in the dispute over the 2017 election.

Fred Ngatia, who has represented the president, was Martha Koome's main rival.

Nucleus: This part is responsible for controlling cell activities and storage of genetic information on threads of DNA called chromosomes. It is surrounded by a double membrane called the nuclear membrane which has openings called nuclear pores. The inside of the nucleus contains a fluid called the nucleoplasm and a dense body of DNA called the nucleolus.

Cell membrane: This part is made of lipids and proteins and is responsible for controlling the substances that enter and leave the cells. It is adapted for this function by being selectively/partially permeable. This means it allows some substances to pass through it but prevents others from passing through. The substances that cross the cell membrane freely include gases (such as oxygen and carbon dioxide) and water because their molecules have small sizes. On the other hand, substances such as urea whose molecules are large do not freely cross the cell membrane but use special carrier proteins to do so.

Cytoplasm: This is a jelly-like fluid made of water and dissolved substances such as proteins, salts and sugars. It contains suspended cell structures called organelles and is the site for cell activities. Note: The three parts (nucleus, cytoplasm and cell membrane) are collectively called the protoplasm. The protoplasm is defined as the living part of the cell. Mitochondrion (plural: mitochondria): These are rodshaped or sausage-shaped structures in the cell. This is where respiration takes place. For this reason mitochondria are called the power house of the cell. Ribosomes: These are small round structures in the cell where protein synthesis takes place. Some ribosomes float freely in the cytoplasm while others are attached to the rough endoplasmic reticulum. Endoplasmic Reticulum: This is a network of membranes used for transportation of substances within the cytoplasm. There are two types of endoplasmic reticulum, namely smooth endoplasmic reticulum and rough endoplasmic reticulum. Rough endoplasmic reticulum has ribosomes on its surface and transports proteins. Smooth endoplasmic reticulum has no ribosomes on its surface and transports lipids. Golgi Bodies: These are a pile of flattened vesicles which modify and carry proteins such as enzymes from the sites of synthesis to the sites of reaction. They are collectively called the Golgi apparatus. Chloroplasts: These are oval-shaped structures found in plant cells. They carry out photosynthesis. They contain a green pigment called chlorophyll which absorbs light energy for photosynthesis.

Functions of Cell Parts

These are cells found in the inner lining of the respiratory tract and the oviducts. • In the respiratory tract they sweep out mucus containing dust particles and germs. • In the oviduct they move the ovum towards the uterus.

Vacuole: This is a fluid filled space inside the cytoplasm of a plant cell. It contains a fluid called cell sap (a solution of sugars and salts in water) and is surrounded by a membrane called tonoplast. The concentration of the cell sap plays a role in the movement of water into and out of the cell.

Cell wall: This is the outermost boundary of the plant cell. It is made of a substance called cellulose. It is important for protection against damage and prevention of bursting when the plant cell gains a lot of water. It also gives shape to the plant cell. It is fully permeable to all substances. Cell Specialization New cells are formed from already existing cells by cell division in an organism. At first, they are all similar in structure. But in order to be suited for their functions they have to undergo cell specialization. This is a process by which a cell undergoes specific changes in structure and chemical composition of the cytoplasm in order to perform a specific function. Examples of specialized cells are ciliated cells, root hair cells, xylem vessels, guard cells, nerve cells, muscle cells, white blood cells and red blood cells.
