He said the government should ensure many Zambians form cooperatives and get trained before being empowered with funds. Mr Mwila said only when Government helps change the mindset of Zambians through training and providing them with the right information would citizens truly benefit from the resource. He observed that most people have obtained mining licences but lack capacity and skills to manage the activity. “A case study of Katete and Sinda shows that some miners have continued to mine illegally because they lack information to form cooperatives. “Look at the agriculture sector, when farmers are told to form cooperatives, they also give them fertiliser. The question is can the Ministry of Mines give them loans?,” he said. Mr Mwila called on the Ministry of Mines to create mentorship programmes for the miners so that they are prepared for the industry they are going into.

THE Independent Broadcasting Authority (IBA) has summoned Muvi TV to appear before the Authority to answer to specific concerns over the program where it featured Economic and Equity Party (EEP) president Chilufya Tayali on Saturday. Recently, the private TV station was again cautioned by the IBA for unprofessional conduct when it featured Poor People’s Party President Mr. Alex Muliokela. In a statement issued to the Daily Nation by IBA Director General, Josephine Mapoma, the Authority said it is appalled by the continued professional misconduct of Muvi Television. “The Independent Broadcasting Authority (IBA) is appalled by the conduct of Muvi Television when it hosted Economic and Equity Party President Mr. Chilufya Tayali on its Special Assignment Programme aired on Saturday, 15th May, 2021,” she stated. Ms Mapoma said barely three weeks ago, Muvi TV was cautioned by the IBA for the same unprofessional conduct and directed to exercise good judgement and take ethical considerations seriously, regardless of whether a programme is paid for or not.

Kapoko loses bail application By GRACE CHAILE LESOETSA THE Court of Appeal has dismissed an application for bail pending appeal and an order to stay sale of forfeited properties filed by incarcerated former Ministry of Health chief human resource officer Henry Kapoko. Kapoko filed an appeal to the Court of Appeal where he is challenging his conviction, sentence and forfeiture order. He was convicted for the offences of theft by public servant and money laundering by the Lusaka magistrate court and sentenced to 18 years. He however appealed the sentence to the Lusaka High court and was give nine years imprisonment with hard labour. He informed the court that he is scheduled to be released on December 12, 2023 after remission of his sentence and he had served three years of the sentence. During a hearing on December 17, last year, Kapoko through his lawyers Messrs. Kang’ombe & Associates contended that the State would not be prejudiced in any way if the bail pending appeal is granted. He also stated that he was able to provide credible sureties and to abide by any conditions the court may impose.

Regarding the order to stay sale of forfeited properties, Kapoko said that since there is a court judgement in place that is capable of being enforced, the court should grant him the stay he was seeking, because if it was not granted, he would suffer irreparable injury as the forfeited properties include land. But State advocate Mr Lemba opposed the application stating that it is trite law that bail pending appeal is granted at the discretion of the court and that it must do so judiciously. In a ruling delivered by Mr Justice Chashi on behalf of the judges on the bench who are Florence Lengalenga and Betty Mujula, said Kapoko’s application did not meet the criteria for bail pending appeal as there are no exceptional circumstances upon which bail pending appeal can be granted and dismissed it. The court also dismissed the application for an order to stay the sale of forfeited properties stating that the lodging of appeal in a criminal matter operates as a stay. “In conclusion, the applicant’s composite application for bail pending appeal and an order to stay sale of forfeited properties, therefore, fails and they are, accordingly dismissed,” ruled the court.

UPND has invaded Eastern Province and are now sponsoring some rejected PF aspiring candidates to contest as independents in order to split votes for the ruling party. The opposition party wants to cause confusion among electorates so that votes are divided. They are funding some candidates to present themselves as loyalists to President Edgar Lungu when they are contesting as independents with a hidden agenda. The Electoral Commission of Zambia has announced that 15 presidential candidates have so far completed the pre-processing of party supporters in all the ten provinces. ECZ chief electoral officer Kryticous Patrick Nshindano has also disclosed that 20 presidential candidates have paid up their K95, 000 nomination fees. Mr Nshindano said out of the 20 presidential candidates 5 are yet to complete the process among them Felix Mutati of the movement for Democratic Change and Nason M’soni of All people’s congress party. And Mr Nshindano says the nomination fees are non-refundable stating that all candidates who will fail to complete the pre-processing of supporters before filing in their nominations would forfeit their fees. Filing in of nominations begins today with President Edgar Lungu being the first presidential candidate to file in nominations at the Mulungushi International Conference Centre in Lusaka. “With reference to the Election Calendar, we will start receiving nominations for all electable offices starting tomorrow (today) as follows: Presidential Candidates – 17th to 20th May 2021, National Assembly – 17th May 2021, Mayoral/Council Chairperson – 18th May 2021 and Councillors – 19th May 2021,” Mr Nshindano said. “Please note that only presidential candidates will file in nominations at Mulungushi International conference centre the rest will file in from their respective districts,” he added. This matter is consequently dismissed with costs to the respondents to be taxed in default of agreement,” she ruled.

ABOUT 11 employees from sixx councils have been dismissed by the Local Government Service Commission for various offences including theft, dishonest conduct, absenteeism and gross negligence among others. Commission chairperson Amos Musonda said the commission processed a total of 855 cases involving appointments, confirmation and promotions in Muchinga, Northern and Luapula provinces. Mr Musonda said out of the dismissed employees, two are from Isoka, two from Mansa , two from Mbala , two from Samfya , one from Mporokosa and another from Chilubi. "The commission has dismissed 11 employees for misappropriation of funds, theft, negligence and absenteeism," he said in a statement. Mr Musonda urged principal officers ensure to be accountable in management of public finances and ensure value for money for service provision. He said principal officers should also ensure that all outstanding queries in the auditor general's report are addressed. Mr Musonda said it was the responsibility of the ministry to ensure that prudent utilisation of resources in local authorities by regularly monitoring and evaluating the performance of local authorities.

POLITICAL INTEGRITY ONE of the traits that Zambians must demand, without compromise, is integrity among its leaders. Leaders must be honest and exude integrity in all their dealings. Strong moral values must characterise any person who decides to venture into leadership. It is not enough to take advantage of situations to advance personal agendas because sooner or later the character flaws will manifest. It is not tribalism to demand honesty and integrity. Clearly being honest is not the same as being truthful. Lawyers for example have no obligation to present the truth because being honest means presenting all the facts surrounding a matter, they only present facts that are beneficial to their clients. They are honest in as far as presenting facts that favour the client. Political leadership is different. Those aspiring for office must be both honest and truthful. They cannot assume office with unrequited skeletons that put their credibility in question. The nation must have leaders who should be able to stand scrutiny not only in public but in their private lives as well. Sadly however, there appears to be a proliferation of characters who have over rated themselves and think they can do as they please. They have a misconception that they are the best things that ever happened to the Zambian nation. But a basic component that they lack is integrity and their failure to admit to their limitations not only as self-prescribed leaders but even in their individual capacity. But because they have been given a platform, or allowed to share the national stage, they now believe they qualify to dictate what values the nation must accept. It is our belief that the hallmark of a true leader is integrity, coupled with principles and honesty. It is in this vein that Zambians must put anyone who claims to be a leader through a microscope lest they be taken for a ride. A principled person acts based on his or her beliefs. They are guided by truth as they seek justice for all. These are the people who are in politics not to serve the nation and contribute to its development but for what they can get for their pockets. We hope that Zambians will learn not to accept every “Jim and Jack” wanting to lead as leadership material. Anyone who claims for example to want to work with the Patriotic Front must believe and accept its core values, that it is a pro-poor party. The same goes for the United Party for National Development, the countrys biggest opposition party. Young people are looking at the current crop of political leaders and want role models who will inspire them. There are principled politicians who should be emulated we are not ashamed to mention the outgoing Vice President Ms Inonge Mutukwa Wina for her selfless service to the nation. Hers has been a life dedicated to serving the downtrodden even before she rose to be the country’s first female Vice President. Ms Wina served in the civil society movement with distinction and continued when she entered mainstream politics. She is leaving office a proud Zambian who has delivered. She definitely cannot be compared to political misfits whose only claim to fame is their misdeeds.

PF bans political rallies By NATION REPORTER

THE Patriotic Front (PF) has banned public rallies in view of the Covid-19 health guidelines as provided by the Electoral Commission of Zambia (ECZ) and the Ministry of Health. PF Secretary General, Davies Mwila, said according to the Ministry of Health, crowds and public gatherings were among the super spreaders of the Covid-19 virus. Mr Mwila said PF has thus banned all its members from holding public campaign rallies to prevent the spread of Covid-19. “The Patriotic Front is a responsible and law-abiding political party as such we shall

strictly adhere to all the regulations and health guidelines as provided by ECZ and MoH,” he said in a statement. ECZ appointed a Technical Committee to work on the Covid-19 prevention measures in the electoral activities including public gatherings, nominations and voting. Mr Mwila said the Technical Committee on mainstreaming of Covid-19 prevention measures in the 2021 general election calendar was established following consultative meetings with the Ministry of Health. He said in view of the ban, members should use other available platforms such as print and electronic media as well as door to door operations and cell meetings to campaign.

PF drops Solwezi Central candidate Brace for third By SIMON MUNTEMBA THE Patriotic Front (PF) has withdrawn the adoption certificate from Brian Kajoba who had earlier been selected to contest the Solwezi Central parliamentary seat on its ticket.

PF Secretary General, Davis Mwila, said the central committee has instead adopted Mr Milner Katolo to contest the seat. In a statement issued yesterday, Mr Mwila explained that the changes were due to some consequential information and developments concerning Mr Kajoba’s candidature.

THE fact that the United Party for National Development (UPND), Hakainde Hichilema always refuses to attend national prayers shows that he has his own God, the Church has said. Evangelical Youth Alliance President Moses Lungu, said Zambians should not take Mr Hichilema’s position on matters of faith lightly because the country was a Christian nation. And Bishops Council of Zambia general secretary, Able Kaela, said there was something wrong with Mr Hichilema and whatever it was, it was not pleasing. Reverend Lungu said in an interview that Mr Hichilema should not be taken lightly for being contemptuous to matters of faith and his action showed that he was serious about snubbing Church gatherings.

He said there had been a number of serious speculations about the UPND leader regarding his faith which he has never bothered to explain. “HH has continued to disregard the recognition of the fact that Zambia is a Christian nation, he has openly told Zambians to remove the declaration of Zambia as a Christian nation, he has continued to actually disregard that the ultimate solution we have to challenges is God. “Zambians should know that HH is not one of us, if he cannot pray with you, if he disregards your claims that your ultimate solution is God, then he is not one of you,” he said. And Bishop Kaela said in an interview that it was sad that Mr Hichilema has disregarded God’s covenant with Zambia as a Christian nation because anybody who was not in a convent with God would not rule over the nation.

ZNPHI Director, Victor Mukonka, said the chances were high because of the cold season alongside the political campaign period for the August polls that were usually characterised by huge crowds. Professor Mukonka however said there was need for all electoral stakeholders to see to it that all the health guidelines were observed. “We are worried as health authorities about the political campaigns which come with huge crowds and a lot of movements. “We need as a country to put our house in order and prepare for the battle which is ahead of us if we are to save many lives,” he said. Prof Mukonka said there was urgent need for the country to prepare adequately for the third wave which could be lethal. He warned that the third variant could be more dangerous than the previous two, stating that this could be evident through the damage that the second variant had caused. The country, he said, was badly hit by the second wave because there was not adequate planning and preparation. Prof Mukonka added that prevention and control of the virus was important at this stage so as to avoid many deaths especially among frontline workers who are devoting their time and energy to contain the pandemic. Meanwhile, Prof Mukonka advised the public to take the Covi-19 vaccination seriously as it was the only solution to reducing the spread of the virus.

TO DEFECT OR NOT TO DEFECT Dear Editor,

BUILDING CONFIDENCE IN OUR DEMOCRATIC PROCESS Dear Editor,

IN Zambia there are sufficient institutions with legal mandate and with unmatched ability to deliver a free and fair election. The institutions have institutional mandate and will which has been above reproach even in instances were opinionated sectors of society have waged a marathon to dilute the confidence reposed in them by the Zambian people on whose behalf they guard our inherently peaceful electoral atmosphere. It is shocking that some cross section mostly UPND-aligned stakeholders have dragged the Patriotic Front (PF) in their warfare with the Electoral Commission of Zambia (ECZ). While it is within their right to pursue grievances including expressing their subjective beliefs on the conduct of the elections, this should be done with patriotism and in a Zambian centred manner. As opposed to finding collective ways of delivering a peaceful post-election, there is a contingent of the specially selected citizens who have resorted to psychological warfare and preparing the public

for possible election disputes once the victory of President Edgar Lungu and PF is confirmed. Having the Zambia we want in mind, every contestant must constantly remind themselves that in a democratic process, losers must concede defeat and the winners must embrace the losers. While the electoral body is consistently accused of bias, we do not think that the bias Electoral Commission would have been at the centre of the change of governments in 1991 and 2011. How then did President Michael Sata manage to unseat then Movement for Multiparty Democracy (MMD) with a number of constituencies remaining uncounted in Western Province? This rhetorical issue of bias is unfounded and it is not informed by any evidence. We can only urge the UPND to put a spirited fight as this would give the most rejected Presidential candidate Hakainde Hichilema a dignified retirement if he conceded defeat. The electoral process has been conducted in a transparent manner considering the timeline from voter regis-

tration up until this far where stakeholder engagement has been the nature of the ECZ. Even in the tight schedule, there has been no disregard of the electoral procedures. For instance, in February, 2021, the ECZ made available the provisional voter's register which was available for objections and verification. Recently, the ECZ announced that a number of objections were heard and determined before compiling

the final voter's roll. We challenge the opponents of our electoral process to state and inform the nation how many objections they made to the voter's register. We wish to express unflinching confidence in the electoral process and have no doubt the realisation of the successful election is soon to be a reality. MARVIN CHANDA MBERI, Lusaka.

ACCORDING to the Random House Dictionary of the English Language, one of the definitions of the verb defect is “…desert a cause” or “country.” The dictionary, on the other hand, defines defection as “…desertion from allegiance, loyalty, duty… apostasy.” Desertion is a very serious act of betrayal as it amounts to abandoning what one believes in or betraying a common cause of a group or community to which one belongs. In the case of nationality, it is, in fact, treasonable and punishable by death for one to desert his or her country. So, how well does defection sit with one abandoning his or her political party and shifting his or her allegiance to another political party? Well, before answering this pointed question, let us examine what should ordinarily inform and guide one in choosing which political party to belong to and support. In an ideal political environment, every political party should have an ideology to inform and guide, not only the formulation of its policies and programmes, but also mechanisms for implementing them on the ground. Broadly interpreted, an ideology is a set of doctrinal beliefs that define and project the identity and actions of a social movement. Implied in this is the understanding that, for one to join a given political par-

ty, one must truthfully and unreservedly believe in its ideology. He or she should believe in and uphold its beliefs and practices to the point of being ready to defend them at all costs. So, to answer the question, defection from a political party should, ordinarily, not sit well with anyone who genuinely and unreservedly believes in and espouses its ideology. One might argue that it is an inalienable democratic right to shift allegiance from one political party to another. Well, this is only true to a limited extent. Firstly, when defections become an accepted culture of a country’s political party architecture, opportunities for building and sustaining a credible governance system get compromised. This is largely because in a political setting that appoints government officials, such as ministers, permanent secretaries and the like from among political party members, some appointments might target people who do not stand for anything. Secondly, defections (especially unprincipled ones) are not associated with admirable political attributes which those wishing to participate in politics by joining political parties can emulate. This is especially true of the youth who are desirous of looking up to and treating those already belonging to political parties as role models. BENARD CHISANGA.

NON ADOPTED CANDIDATES SHOULD NOT DESPAIR Dear Editor, THE Patriotic Front (PF) and some opposition political parties are in the process of adopting the candidates to contest for various political positions in this year's general elections. Some politicians from various political parties are vying for the position of President, Member of Parliament, Councillor, Council Chairperson and Mayor. Some candidates are re-con-

testing their seats while others are contesting for the first time. The criterion used to determine the adoption of the candidate contesting for the public office is that one must have much support at district level and at provincial level for instance. The candidate who garners a lot of support during the primary elections will ultimately be adopted. I back this approach because the most popular candidates if

adopted will stand a better chance to win in the forthcoming general elections slated for August 12, 2021. Some candidates have been maintained to re-contest their parliamentary seats while others have been dropped. It is only the Patriotic Front that has so far announced the party's parliamentary candidates and the opposition political parties are yet to announce their adopted candidates. My timely advice to the

candidates who have not been adopted is that they should not despair but remain loyal to their respective political parties. This is what democracy entails. Furthermore, the unsuccessful candidates can serve their political parties in other ways. I wish to congratulate the candidates who have been adopted ahead of the August 12 general elections. N unsuccessful PF aspiring parliamentary candidate for Zambezi West, Christabel Ngimbu, has indicated that she will be contesting the seat as an independent. In a letter addressed to the Zambezi Town Council, Ms Ngimbu, appealed for support and cooperation as she goes solo against PF candi-

date, Charles Kakoma and others. Another PF aspiring candidates, who has been left out is, Raphael Ngimbu. Meanwhile, Amon Maviya, who was left out of the Mandevu parliamentary race, said he will remain a committed member despite not being adopted for the seat in the August 12 general elections. In an interview, Mr Maviya said he has accepted the PF's central committee's decision not to adopt him.

From the feedback that you continue to give us through various platforms, we recognised the need to enhance the ‘Funds Transfer’ function. Shiwang`andu installs street lights Shiwang`andu District Council has installed street lights at the district’s business centre. District Council Secretary Alex Zulu, who confirmed this development said the street lighting project is worth K250, 000. Mr. Zulu said the installed street lights at the central business district have covered a total stretch of 480 meters. He said the project has been funded from the accumulative equalisation fund. “I m very happy with the quality of works done on the just completed labour-based street lighting project in Shiwang`andu,” said Mr. Zulu. He has since appealed to the public to guard the newly installed street lights against vandalism saying any perpetrator of this vice will face the wrath of the law. He said the local authority

has a responsibility to guarantee quality in delivered projects. Mr. Zulu has further vowed that the council will continue to produce quality works on labour-based projects in order to inspire contractors that are engaged to undertake various projects. And speaking on behalf of Shiwang`andu residents, Agnes Mutale commended the local authority for the good initiative of putting up street lights at the district centre. Shangombo community urged to send disabled children to school A MEMBER of the Shangombo district social protection committee has said differently abled children have the right to education, just like other children. Ms Meamui Lusambo said the community should therefore refrain from hiding their differently abled children in their homes but instead present them to relevant authorities. Ms. Lusambo was speaking during a social protection committee awareness meeting in Mukenge area in Shangombo. “As you can see I am differently abled but I am grateful to my parents for where I am today because they never differentiated between me and my siblings when it came to education or house chores, you can also do the same for your child,” she

said. She has since urged parents and guardians to be the pillar of strength to their children through encouraging and motivating them. And Shangombo District Community Development Officer, Oster Munsanje, said at the same meeting that the girl child also deserves a second chance to education in an event that she falls pregnant along the way. Ms. Munsanje testified that she was one of the first people to benefit from governments re-entry policy when it was first introduced in 1997. The Technical Proposal should provide a straightforward, concise delineation of how the Offeror intends to carry out and satisfy the requirements of the STATEMENT OF WORK described in Part 3 of this RFP. No contractual price information is to be included in the Offeror’s technical proposal in order that it will be evaluated strictly on its technical merit. Technical proposals shall be limited to 20 pages in total. Pages in excess of 20 will not be read or evaluated. Page limitations for each subpart of the Technical Proposal are indicated below. The front and back of a single page shall be counted as two pages when information is provided on both the front and back sides of a single sheet. Detailed information should be presented only when required by specific RFP instructions. Items such as graphs, charts, tables may be used as appropriate but will be considered part of the page limitation. Key personnel resumes, bio-data sheets, dividers, and past performance report forms are not included in the page limitation. No material may be incorporated in the proposal by reference, attachment, appendix, etc. to circumvent the page limitation. The integrated baseline survey and gender assessment will be carried out by a multi-disciplinary team of experts with a good understanding of the agriculture sector in Zambia with extensive experience in conducting baseline studies in agriculture, agribusiness, and/or agricultural value chain development. The Offeror must propose costs that it believes are realistic and reasonable for the work in accordance with the Offeror’s technical approach. The Offeror shall provide a complete budget by the cost elements described below using Annex B Budget. All cost and financial data should be fully supported, complete in every detail, and organized in a manner that facilitates review and permits cost analysis. PART 2: EVALUATION FACTORS FOR AWARD I. A.

GENERAL – PROPOSAL EVALUATION Part 1 provides guidance to offerors concerning the documentation necessary to conduct an informed evaluation of each proposal. The Offeror must furnish adequate and specific information in its proposal. A proposal may be eliminated from further consideration before a detailed evaluation is performed if the proposal is considered obviously deficient as to be totally unacceptable on its face or which prices are inordinately high or unrealistically low. In the event a proposal is rejected, the Offeror will be sent a notice stating the reason(s) that the proposal will not be considered for further evaluation. B. In conducting its evaluation of proposals, Global Communities may seek information from any source it deems appropriate to obtain or validate information regarding an Offeror’s proposal. C. Competitive Range: If Global Communities determines that discussions are necessary, Global Communities may establish a Competitive Range composed of only the most highly rated proposals. Global Communities may exclude an offer from the competitive range if it is so deficient as to essentially require a new technical proposal. Global Communities may exclude an offer from the competitive range so unreasonably priced, in relation to more competitive offers, as to appear that there will be little or no chance of becoming competitive. Global Communities may exclude an offer from the competitive range requiring extensive discussions, a complete re-write, or major revisions such as to allow an Offeror unfair advantage over those more competitive offers. BASIS FOR CONTRACT AWARD The evaluation factors presented below will serve as the basis upon which proposals will be evaluated. The relative weight accorded to each factor is expressed in points with 100 points possible. Offerors are reminded that Global Communities is not obliged to award a contract on the basis of lowest proposed cost or highest technical evaluation score. Although for this procurement technical proposal merits are considered more important than cost relative to deciding who might best perform the work, cost factors and Global Communities prime recipient budget must also be considered. Therefore, after the final evaluation of proposals, Global Communities will make the award to the Offeror whose proposal offers the best value to Global Communities and USAID, considering both technical and cost factors.

The Emerging Farmers Partnership Program Background

The EFP Zambia program is funded by the United States Agency for International Development (USAID) for a period of three years starting in October 2020 and ending in October 2023, with a total budget of $2,999,890.00. The Emerging Farmers Partnership (EFP) program is an innovative partnership with private sector companies which uses a market-based approach to catalyze agriculture transformation by supporting the commercialization of emerging farmers in the selected districts. The EFP partners include two private partners. John Deere is supporting business advisors to work with the emerging farmers to develop business plans to fully utilize the potential for tractors, participate in field demonstrations and trainings, extend credit for purchasing of tractors and other implements to qualified emerging farmers to drive commercialization of the sector. Corteva Agriscience with its market best-in-class agricultural technologies, will conduct demonstration plots and field days of the said technologies, provide trial seed and crop protection products to farmers, improve agronomic practices through extension services, and extend input/supplier credit in the form of seed and inputs to qualified emerging farmers. The program is being implemented in Central province (Mumbwa, Chibombo, Kapiri, and Luano), Southern province (Chikankata, Mazabuka, Monze, Kalomo, and Choma), Copperbelt province (Mpongwe, Lufwanyama, and Masaiti), Eastern province (Petauke) and North-Western province (Kasempa and Solwezi). The Overall Objective of the EFP program is to catalyze the transformation of Zambia’s agriculture sector through improving the sustainable farming practices and commercialization of emerging farmers in the selected districts. The EFP program’s overall objective is expected to be achieved through three intermediate objectives: 1) Increased capacity of emerging farmers to plan and manage risks in the targeted districts 2) Increased emerging farmers’ adoption of improved inputs and technologies; and 3) Increased emerging farmers’ ownership and use of productive assets in the targeted districts.


The EFP Program contributes to USAID/Zambia’s development in the below ways:  Leveraging the vision, assets, and expertise of private sector companies to support USAID’s Private Sector Engagement Strategy which aims to drive economic growth in Zambia. In particular, the EFP will increase the provision of inputs and services from the private sector and increase the number of viable emerging farmer enterprises. The EFP project will strengthen the role of the private sector in input and credit markets targeting the vulnerable populations, which is needed to sustainably grow the sector.  Implementing the vision of USAID’s Journey to Self-Reliance, resulting in a more sustainable outcome after the project ends, because the approach is driven by the private sector and represents market solutions to the challenges of limited commercial orientation in the agriculture sector.  Supporting the USG's Feed the Future strategy to improve food security, including through more-resilient technical and market solutions to climate change, which impacts Zambia’s agriculture. EFP builds on USAID MOUs with Corteva Agriscience and John Deere to leverage U.S. technology, investment, and expertise to find private-sector solutions to improve global food security. The EFP program will address key constraints to the comme cialization of the agriculture sector by increasing the capacity to plan and manage risks, adopting improved agricultural technologies and sustainable practices by adopting improved inputs and acquisition of productive assets. These interventions will enable emerging farmers to operate their farming enterprises as commercial agro-enterprises. The EFP program will also aim to mainstream gender by promoting gender equality and empowering women and youth (up to the age of 35 years) to increase their incomes during the implementation of these planned interventions. The program will, therefore, focus on mutually reinforcing measurable indicators that relate to the overall goal and objectives in order to successfully realize its goal and achieve the intended outcomes. Scope of Work

The integrated baseline survey and gender assessment shall be conducted in the above indicated 15 selected districts of Zambia and the consultant(s) will be responsible for undertaking the following tasks; a)

Identify and establish the current status of the project indicators related to project outcomes and outputs as outlined in the project results framework.

b)

Set benchmarks for project indicators at the start of implementation to provide the basis for performance evaluation of project interventions at the end-line.

c)

Analyze whether the proposed interventions contribute to the set indicators and targets and suggest appropriate interventions and modifications in the indicators, where necessary.

d)

Assess private sector involvement and participation in the maize value chain and their current levels of support to emerging farmers in the targeted districts. EFP project’s primary agriculture value chain is maize while encouraging diversification among farmers.

e)

Assess the training needs and capacity gaps and key opportunities among emerging farmers in accessing inputs, profitable markets, equipment, information and finance/credit.

f)

What are the current farming (including improved) technologies and sustainable farming practices (e.g. conservation farming, improved seed etc.) among emerging farmers and what constraints hinder the adoption of these practices?

The baseline survey and gender assessment shall also assess Cross Cutting issues relating to Gender and Social Inclusion (GSI) in the project areas to include the following: g)

Explore the extent to which norms, attitudes and values hinder women’s and youth’s full participation in the agricultural value chains with focus on the maize sector in Zambia as emerging farmers in the targeted districts,

h)

What investments (for example access to knowledge, skills, mechanization, finance or technology) in selected value chains generate higher or sustained levels of income and employment among women and youth emerging farmers?

i)

Assess constraints experienced by women and youth in accessing inputs, markets, equipment, and finance/credit and how this program can respond to their specific needs in the maize sector specifically and agricultural value chains in general.

BASE-LINE EVALUATION Purpose and Objectives of the Consultancy

The purpose of the consultancy is to undertake an integrated baseline survey and gender assessment for the Emerging Farmers Partnership Program in the above indicated 15 selected districts of Zambia. The assignment is divided into two (2) components being the Baseline survey and the Gender and Social Inclusion (GSI) which will focus on integrating the baseline information and gender analysis of the program. The consultant(s) shall carry out consultancy services which include leading the baseline survey and gender analysis process in each of the selected districts. The EFP baseline assessment will be used to inform the monitoring, evaluation and learning agenda of the program. Results will be used to establish baseline values for key performance indicators and help in setting realistic performance indicator targets against which progress would be measured over time. Additionally, EFP baseline trend information will inform target setting and predicting how the data might behave and be used to guide learning and adaptive management throughout implementation. Baselines and baseline trends will also serve an important comparison function for both impact and performance evaluations by providing a point of comparison for future data collection. A comprehensive gender and social inclusion analysis (GSI) will be used to: 1)

understand the social and cultural norms and practices and how they impact the full participation of women, youth (male and female) and other marginalized groups in productive agricultural value chains

2)

provide sex and age disaggregated data related to gender and youth dynamics at the community level;

3)

provide an accurate distribution of men, women, youth, and members of marginalized groups in target communities to ensure that opportunities and benefits of EFP-related outcomes are equally distributed;

4)

provide the framework for an inclusive MEL System that will be used throughout program implementation to guide learning and adaptation.

Based on findings from the GSI analysis, additional indicators may be considered to track progress made towards increased representation of women in historically under-represented spaces, reduced gender inequality or unintentionally exacerbated inequalities, and to better understand how attention to gender issues within the EFP program have contributed to more equitable and sustainable outcomes. The consultant(s) shall work closely with the Operations Manager and Monitoring, Evaluation & Learning Coordinator and report to the Chief of Party.

j)

What risk management, loan products and other services are most effective in promoting commercialization among women, youth and other targeted marginalized groups as emerging farmers.

k)

Make recommendations based on the findings including possible additional indicators for the EFP project where necessary and other recommendations that would strengthen women’s, youth and other marginalised target groups full participation in agricultural value chains including access to resources (finances, equipment, linkage with service institutions etc).

III. METHODOLOGY EVALUATION A. Methodology, Data Collection, and Analysis The integrated baseline survey and gender assessment will employ a robust mixed-methods approach- both qualitative and quantitative methods to collect data on all relevant output and outcome-level indicators as defined in the project results framework. Household surveys using a structured questionnaire, Focus Group Discussions (FGDs), and Key Informant Interviews (KII) will be used for data collection and triangulation to ensure data quality. The consultant will develop these and discuss with the EFP team the different methods suitable before commencement of the study. The consultant (s) will propose a suitable sampling frame including sample size, respondents and gender disaggregation and provide justification for such, including a detailed discussion of baseline limitations and their plan to mitigate them. Further, data collection and analysis must include gender and age disaggregation and should be done in a participatory and inclusive manner where all emerging farmers meaningfully participate (i.e., men, women, and youth). In the face of the Covid-19 pandemic, the consultant(s) should take cognizance of the Covid-19 restrictions and measures to fully undertake the work within the scope allowed by the government in a Covid-19 sensitive manner for the entire study. The consultant will be required to provide details on how their approach will be modified to adhere to COVID-19 restrictions, and ensure the safety of their team, our staff and baseline participants, includ-

ing a discussion of limitations and contingency plan associated with these adaptations. The USG posture and guidelines for in-person meetings must also be followed strictly. IV.

DELIVERABLES

The consultant shall deliver the following expected outputs: 1. Baseline Kick-off meeting - GC team and consultant (s) hold baseline kick off meeting to review and discuss the scope of work and expected deliverables. 2. Inception Report – including a detailed description of the methodology, sample size and data collection tools and strategies, and the proposed detailed work plan. The inception report should be submitted and presented to the Global Communities team and partners to facilitate feedback. 3. Draft data collection instruments and tools - to be approved by GC before commencement of any baseline activities. 4. Weekly coordination calls - with EFP COP, MEL Coordinator and HQ/PMT (or MEL staff). 5. Draft Baseline and Gender Assessment Report – including an indicator tracking table with all baseline information to be submitted and presented to Global Communities team and partners within two (2) weeks after completion of field activities highlighting main preliminary findings, conclusions, and recommendations at a validation meeting. Global Communities will provide feedback to the consultant(s) and upon approval, the report shall be finalized for submission. The consultant will produce two reports; a Summary report in PowerPoint that will be presented to GC and partners during the meeting on presentation of preliminary findings of the study and a draft Detailed report for GC and partners to provide feedback for incorporation into the main final report. The report MUST include main contents such as the Introduction, Methodology, Key Findings including a summary of baseline values, Recommendations and Conclusion. 6. Final Baseline and Gender Assessment Report– submission of the final baseline and gender assessment report (maximum 25 paged concise report excluding the executive summary and annexures (indicator tracking table, data collection tools, and consent forms). The report should be comprehensive consisting of findings of all indicators set in the results framework and other crosscutting issues, with detailed instructions of final report contents and format including max page numbers. The consultant will also submit three (3) hard copies of a well-bound final report and an electronic copy to Global Communities. 7. Cleaned data set from the field (e.g., Excel, SPSS) – the consultant will submit transcripts of qualitative data, syntax/ codebooks, etc. 8. Present Findings to GC and USAID- give a presentation to the EFP Program team on the findings of the baseline and submit the reports and all data gathered to GC and USAID. V. TIMEFRAME & PAYMENT A. Timeframe and Payment The timeframe for conducting the baseline survey and gender assessment is within the given contract period of 45 working days including the submission of the final report. The consultant can decide to work on weekends or public holidays but is expected to submit final report and present report findings to GC and USAID within 45 working days from the day of signing the contract. The payment of professional fees will be based on the delivery of the expected outputs as follows:

MINERS MEETING IN LIMBO By ROGERS KALERO THE Emerald and Semiprecious Minerals Association of Zambia (ESMAZ) is scouting for more than K80, 000 to hold elections for new national leadership, General Secretary Shadreck Mwape has said. Mr Mwape said in Kitwe that the current national executive was unable to start preparations for the elections set for this month because it was facing financial challenges, hence the appeal for funds to hold elections. He said he had been prompted to issue a statement on the matter following concerns from the members who were insinuating that the current executive officials were deliberately avoiding elections in order to hold on to positions. The current ESMAZ national executive committee led by Victor Kalesha came into office in May 2016 office bearers. But Mr Mwape said the association was unable to prepare for elections because of lack of funds “There have been complaints from some of our members that the national executive committee, does not want to hold elections because we want to hold on to our positions, but the truth of the matter is that we don’t have funds to start preparing for elections. “We need more than K80, 000 to hold elections. So, we are appealing to well-wishers and other stakeholders to see how they can help us to raise money for the elections to elect the new executive committee, “ Mr Mwape said.

Mr Jumbe said political parties had their own democratic systems to adopt their candidates for an election and to decide to go independent was not only an abuse of internal party democracy but also failure to understand the intra party democracy. He was commenting on the increasing number of unsuccessful parliamentary candidates who have decided to stand independent candidates. Mr Jumbe said political parties had no obligation to give out reasons for not adopting a certain candidate. He however indicated that some candidates could have been left out because they had no capacity to effectively carry out campaigns while others were outrightly not suitable to become Members of Parliament (MPs).

HE Livingstone Museum has recorded a drop in the number of visits during the 2021 first quarter. Livingstone Museum Director, George Mudenda said the two years, 2020 and 2021, had been highly affected by the (Covid-19 cases in the country. Mr Mudenda said since the outbreak of Covid-19 became serious, tourism was not avoided by both local and international tourists as they were restricted on making movements. He said in the first quarter of 2020, the Livingstone Museum recorded 4,193 visits while the 2021 first quarter recorded 2,963 visits of both

local and international tourists. Mr Mudenda said in 2020, a total of 1, 331 foreign tourists both adults and children visited the facility while in 2021, only 109 visits of foreign tourists were recorded. He said since the Livingstone Museum opened for business this year after experiencing a closure of almost three months, the number of visits increased from 2, 849 to 2, 853. Meanwhile, Mr Mudenda noted that schools in the country had been important partners with his institution. Mr Mudenda said students from different regions of the country had visited the facility for tourism and educational purposes. He said the students were able to get hand-on experi-

ence which he believed they had highly benefited from. “Museums have a mandate to collect, document, interpret and exhibit the moveable heritage which should be taken advantage of by every member of the public. The Livingstone Museum is welcome to all inter-

ested researchers to utilize the facility for research purposes,” he said. Mr Mudenda added that all museums in the country cover up the knowledge gaps and fill in an understanding of the etiquette of the Zambians to members of the community.

North-West PF will not relax, says chairman By JACKSON MAPAPAYI PATRIOTIC Front (PF) members in the North-Western Province have been urged to continue recruiting more members ahead of the August 12 polls. Provincial PF chairman, Jackson Kungo, said members should not relax, but continue working hard throughout the campaign period. Mr Kungo said this year's elections were crucial hence the need not to go to sleep. He said politics was about numbers and that was why the ruling party did not want to leave any stone unturned. He said party members should not wait to be pushed for them to work but they should instead voluntarily start recruiting new members. ZAMBIA’S 80P.C. FINANCIAL INCLUSION TARGET IN SIGHT By BUUMBA CHIMBULU

AMBIA is on course to achieve the 80 percent medium term target of financial inclusion by next year following several reforms which have been carried out in the financial industry. The national financial inclusion in Zambia currently stands at 69.4 percent. Several reforms have been carried out in the past two decades to enhance the performance of the financial sector, says Ministry of Finance Permanent Secretary for Economic Management and Finance, Mukuli Chikuba. Mr Chikuba explained that some of the reforms included the current electronic transaction and communications bill which would enable citizens to transaction using an electronic signature.

He said other reforms were Financial Sector Development Plans, Rural Finance Policy and Strategy, and the National Strategy on Financial Education I for Zambia. Mr Chikuba said this at a media training workshop organised by the Financial Sector Deepening Zambia (FSD Zambia). “With the strides made so far, Zambia is on course to achieve its 80 percent medium term target of financial inclusion by 2022. “Financial inclusion is the bridge between economic opportunity and outcome. Therefore, our medium term financial inclusion target for Zambia is increase access to finance to at least 80 percent of the population by 2022,” he said. Mr Chikuba explained that the reforms were meant to broaden the outreach of financial services to rural areas

and enhance financial capabilities of users. Access to financial services, he said, opened doors for families, allowing them to smooth out consumption and invest in their futures through education and health;

He further said access to credit enables businesses to expand, create jobs and reduce inequality. Mr Chikuba indicated that financial inclusion enhanced savings, thus providing resources for investment which promotes output growth. Savings, he explained, assisted investors to finance economic activities, leading to an increase in output. He stressed that savings helped in diversifying a pool of resources which was channelled efficiently among economic agents. “Technology-driven financial inclusion reduces transaction costs, leading to an increase in the usage of financial services which facilitates efficient allocation of funds among sectors, reducing intermediation costs thereby stimulating investment,” he said.

A MAJOR US fuel pipeline has reportedly paid cyber-criminal gang DarkSide nearly $5m (£3.6m) in ransom, following a cyber-attack. Colonial Pipeline suffered a ransomware cyber-attack over the weekend and took its service down for five days, causing supplies to tighten across the US. CNN, the New York Times, Bloomberg and the Wall Street Journal all reported a ransom was paid, citing sources. Colonial said on Thursday that it would not comment on the issue. On Friday, Japanese consumer tech giant Toshiba said its European division in France had been hit by the same cyber-criminal gang. Following the cyber-attack, Colonial announced it would resume operations on Wednesday evening, but warned that it could take several days for the delivery

supply chain to return to normal. The 5,500-mile (8,900km) pipeline usually carries 2.5 million barrels a day on the East Coast. The closure saw supplies of diesel, petrol and jet fuel tighten across the US, with prices rising, an emergency waiver passed on Monday and a number of states declaring an emergency. The average price per gallon hit $3.008 (£2.14) - the highest level seen since October 2014, according to the Automobile Association of America. US President Joe Biden reassured motorists on Thursday that fuel supplies should start returning to normal this weekend, even as more filling stations ran out of gasoline across the Southeast. prices unchanged from last month. The changes will see a litre of petrol retail at Sh126.37 at the pump in Nairobi up from Sh122.81 for the same amount last month, while the price of diesel and kero-

sene remains unchanged at Sh107.66 and Sh97.85 per litre respectively. But this comes despite the fact that the cost of importing petrol decreased between March and April. The average landed cost of imported petrol fell by 0.57 percent from $491.5 per cubic metre in March to $488.69 in April, while the cost of importing a similar amount of diesel fell 1.03 per cent during the same period at $439.6 from $444.17. However, the cost of importing a cubic metre of kerosene increased by 2.01

percent between March and April to cost $430.4 from $421.9. “In the period under review, the price of super petrol increases by Sh3.56 per litre while that of diesel and kerosene remains unchanged,” Epra said in a statement. Motorists in Mombasa will now pay Sh123.95 for a litre of petrol, Sh105.27 for diesel and Sh95.46 for kerosene, while those in Nakuru will pay Sh125.98, Sh107.55 and Sh97.66 for the same quantity of petrol, diesel and kerosene respectively. Meanwhile, those in Eldoret will buy petrol at Sh126.9, diesel at Sh108.46 and kerosene at Sh98.68 while those in Kisumu will pay Sh126.9, Sh108.46 and Sh98.68 for the three commodities respectively. – DAILY NATION, Kenya.

JOHANNESBURG - The Public Servants' Association (PSA), which is engaged in a wage dispute with the SA Revenue Service (SARS), says it is heading to the Labour Court to seek an order that will compel SARS to implement the last part of the three-year wage agreement between the parties. The wage increment in question is for the current financial year. The union said it wants SARS to honour its end of the deal and that the lack of funds justification was not sufficient. Naicker said SARS had informed the union that Treasury had not released the required funding to allow it to effect the increases. SARS said in a statement it was an "unfortunate real-

ity" that it was unable to pay salary increases for 2021/22, due to budget-allocation constraints. Negotiations between the PSA and government representatives have also deadlocked, pushing the workers who form part of its 235, 000 membership towards the brink of a strike. Unions want an inflation-related increase plus four percent which makes up seven percent in total. Government, on the other hand, is offering a zero percent increase on cost-ofliving adjustment, pleading budgetary constraints. RABIES IN CATTLE AND DOGS BY MAKELI PHIRI

HIS disease, it is a notifiable disease meaning that whenever it shows up the veterinary department must5 be notified for the sake of control. Rabies is a fatal contagious disease of all species of animals but especially of dog and wild carnivores. The disease is communicable to man and the greatest possible caution must be exercised by persons handling suspected cases of rabies. In cattle, rabies is almost always caused by a bite of a rabid dog. The is hardly ever spread from cow to cow. Transmission is from animal to animal by the bite of one suffering from the disease or by contact with a rabid animal or one excreting the vi-

rus. Transmission to domestic animals and man is usually by means of the bite of a rabid dog. The rabid implanted in the wound by the bite makes its way along the nerves to the brain where it is responsible for the typical clinical signs peculiar to the various species of animals. In cattle the following can be seen. • Aggression is very important symptom, but not always present • Hind quarters paralyzed, walks on fetlocks and so the back goes down. • The tail stays to one side, the animal sways to and fro, and when pricked it cannot feel pain on back. • Air is sucked in and out because anus is paralyzed, salvation and yawning and also be seen and the animal would have a voiceless bellow and if it is a milking cow the virus may be present in the milk. In dogs the character changes. Usually at first the behavior is normal. The dog

In man the nearer the bite is to the head the less time, there is for therapeutic vaccination, which if given in time, can prevent the development of the disease in human beings. In healthy dogs and

also cattle a strong immunity can be conferred by protective vaccination. The injection must be repeated at given intervals. All domestic animals, sheep, horse, and pigs all show progressive paralysis commencing in the hind quarters. However, where human beings have been exposed to infection, the animal should not be destroyed but should be kept in isolation for at least 10 days oy until it dies naturally in order to enable a firm diagnosis to be made. Milk and saliva from a rabid cow contain the virus and are dangerous if they come into contact with a wound in human beings. Milk is food for many people and other domesticated animal in orphanage on the farm. It is therefore, important for all livestock farmers to be aware of the importance of this disease among kept animals as well to the farmer himself. For all dairy farmers always have the cows tested and vaccinated against rabies. Anything that sows up with symptoms as described above quickly inform the veterinary department. BE AWARE OF RABIES.

FARMERS URGED TO UPSCALE SOYABEAN PRODUCTION By MWIINGA MUKUWA FARMERS in Mansa district in Luapula province have been advised to utilise inputs according to the allocated packs under the Farmer Input Support Programme (FISP). Speaking during a field day at Farm Training Institute in Mansa whose theme was “improved farmer access to quality seed and inputs through private sector engagement for improved nutrition and generation” and was sponsored by SEEDCO and Syngenta Zambia seed companies. Mansa District Agricultural Coordinator, Arnold Mui Mui said there is increased demand from buyers for crops such as soya beans and sorghum. Mr Mui Mui implored farmers to utilise the inputs according to the allocated packs. “Soya beans production can result into increased income and food security for our farmers; it has higher yield returns than maize,” he stressed. He encouraged farmers in the next coming season to utilise the information and knowledge they have obtained from the field day. And Luapula Province, Sales Expert for Syngenta Zambia David Kambole has encouraged farmers to follow agronomic practices and encompass cross rotation. “Farmers need to look out for the maize seed SY 6444

Medium maturing variety which is currently competing with the late maturing varieties on the market in terms of yield and performance, it has the potential yield of about 13 metric tonnes which translates to 264 bags,” explained Kambole. He noted that farmers have to ensure they plant on time, manage the weed and apply compound D and urea fertiliser on time. Mr Kambole said there is also the soya beans Dina seed variety which does not shutter in the field once it matures. He stressed that the crop has a yield potential of up to about 4.5 metric tonnes. Mr Kambole explained that this variety is also rich in oil content and proteins.

He appealed to farmers to look out for certified seed as they do not encourage recycling of seed as this brings down the expected yields from the field. A farmer from Chibalashi camp, Enorine Mwewa explained that she acquired knowledge and information on the Seedco seed varieties such as 733, and 621 which will enable her improve her production capacity and also learnt the dangers of late planting. She encouraged her fellow farmers to know the varieties they are getting be it late maturing and medium maturing variety and the appropriate time for planting in order to maximise the yield in their fields. -NAIS

20-MEMBER consortium of Civil Society Organisations (CSO) has appealed to Government to enhance engagement with farmer groups and CSOs in addressing challenges faced by small holder farmers.

The call came during a multistakeholder engagement meeting on market campaign for smallholder farmers held in Lusaka recently and aimed at increasing awareness of availability of market segments for their produces. Zambia Social Forum (ZAMSOF) national coordi-

nator Gershom Kabaso said access to markets is meant to empower those (smallholder farmers) as well as provide evidence-based solutions to create an enabling environment for selling their produce adequately. Mr Kabaso said among key concerns raised at the meeting was the need for

involvement of smallholder farmers in price determination of their harvest, post agriculture reviews, the need for agriculture and marketing policies regarding marketing access in the region that favours smallholder farmers particularly women and youth as well as policy formulation of markets that

borders on smallholder farmers’ demands and expectations. “Promotion of agroecology, food sovereignty and organic farming was also among the key issues discussed with an emphasis on advocating for the inclusion of a policy on agro ecology or organic agriculture which

is nonexistent currently. “Development of information communication technologies in the agriculture sector was also raised as this would bridge information dissemination gaps in the agriculture sector coupled with the need for adequate funding for extension services,” Mr Kabaso said.

CHINSALI RECEIVES INPUTS By SEBASTIAN CHIPAKO CHINSALI district has started receiving farming inputs for the 2021/2022 Farmers Input Support Programme (FISP)farming season. Chinsali District Marketing Development Officer, Chewe Chama revealed that the district has so far received three thousand, four hundred and eighty by fifty kilogramme bags of D compound fertilizer translating into one hundred and seventy-four metric tonnes. Ms Chama added that more fertilizer is expected in the district soon under Neria’s investment who have continued as suppliers for the coming FISP farming season. She explained that deposits of farmer contribution will start early with distribution expected to be done much earlier than last farming season. The Marketing development officer has since appealed to the benefitting farming community in the district to prepare their farmer contribution and be ready when deposits open up. Ms Chama disclosed that it will be important for benefiting cooperators to work together and ensure money is ready when deposits are flagged off. She explained that the ministry of agriculture is currently screening the beneficiary farmer register in readiness for the flagging off of deposits. Ms Chama has further warned farmers not to sell the inputs under FISP as this would be going against government’s efforts of helping the small scale poor but viable farmers. She said the ministry will make sure those caught are punished therefore farmers should not be found on the wrong side of the law. Ms Chama revealed that Chinsali district has eight thousand four hundred and sixty-six beneficiaries under the government subsidized FISP. -NAIS

BOUT 200 small-scale farmers of Senanga, Limulunga and Nalolo districts of Western Province have been trained in drip irrigation and crop management by The Barotse Ranching and Cropping of Senanga district in partnership with Impulse Africa at the commercial farm in Senanga district. Barotse Ranching and Cropping (BRC) Agronomist, Johnson Tembo said this comes after the call by her Honour the Vice President Inonge Wina during her recent visit to the commercial farm in the district, when she called on the private sector in the Province to work with government, small holder farmers and other stakeholders to promote agriculture in the country and ensure that Zambia becomes the hub for the region in terms of agriculture produce. Mr Kalunga encouraged the participants to do farming as a business, not just for consumption, adding that one can grow anything on drip irrigation and with its benefits that come with it, where less energy cost will be used, less weeding, crop quality and higher yields, and that in any agriculture concept, water application in crops is vital hence the aspect of water in the training. And a farmer from Limulunga Royal Village in Limulunga district Pumulo Lutangu noted that the kind of lessons imparted on the farmers will make them realize that farming is a business as the technics that were introduced during the training is what is needed to help them grow their farming businesses. Mr Lutangu observed that food demand is ever escalating on the market and exceeds the supply, hence the need for farmers to know the market needs, improve on the quality and use the modern farming techniques.-NAIS

OP-ED: LAUNCH OF THE NATIONAL LANDS POLICY is in line with making land accessible to the youths which would empower them further to venture into agricultural activities, vital in propelling the economy to greater heights.

The Government of the Republic of Zambia launched a National Lands Policy in a bid to streamline land administration and management services in the development of the country. The National Lands Policy has been put forward to improve land administration and management in order to place the country’s land development on a sustainable path. Since independence, land administration in Zambia has lacked an adequate policy framework as the country only operated on fragmented policy pronouncements by Government. A comprehensive land policy framework was only developed in the year 2000 when Government started initiatives to consult various stakeholders in order to come up with a Land Policy. The Policy Monitoring and Research Centre (PMRC) would like to commend Government for the launch of the 2021 National Lands Policy which has come at an opportune time following the challenges highlighted within the National Lands Policy that retarded social progress, such as indiscriminate use of land and poor land development practices. The rationale of the National Lands Policy is to address such challenges and provide a roadmap for the sustainable management of natural resources, environmental protection and climate change mitigation and adaptation. It is envisaged that the policy will provide an opportunity for every

Zambian to access and secure their interests in land regardless of their status and will also strengthen security of tenure and enhance management of land resources. PMRC would also like to applaud the Government for revising the legal age for citizens to own land from 21 to 18 years. Within PMRC’s publication on Land Tenure and Resource Rights for Women and Youths, the contractual age of 21 years in which one would obtain land in Zambia was high, taking into account the increase in child headed households and the number of unemployed youths. The reduction in the contractual age

Additionally, by driving the inclusivity agenda, women and persons with disabilities have been given special recognition in the National Lands Policy as key target groups in the ownership of land. This has significant implications in ensuring that women and persons with disabilities have access and ownership to land. Land rights have been a major concern among women who are faced with various challenges in land ownership as traditionally men were considered the land owners resulting in women forfeiting their properties in an event of death or divorce of a spouse. However, this has changed and the policy will ensure that more women exercise their land rights. Last year, Government launched the National Land Titling program, which going forward will see the issuance of four million land titles across the country, as compared to the three hundred thousand as of 2020. The Land Titling program will ensure that private individuals are given formal property rights for land which they have previously occupied informally or used on the basis of customary land tenure. The launch of the program will increase the issuance of land titles which will protect property rights, facilitate land transactions (land conveyance in sale, donation or assignment), and will enable land to be used as loan collateral which will facilitate equity and development. The rolling out of the Land Titling program and simplification of the land titling procedure will also ensure that more women obtain documentation for their land that they can use as collateral. This consequently will result in further empowering women, the youth and persons with disabilities to access credit and capital to finance their business ideas through formal institutions such as banks and other credit facilities.

Furthermore, the policy seeks to secure land for citizens by limiting the land tenure for foreign investors. This is a commendable effort by the Government, as land is not only a critical resource of production but is also a geopolitical space that equally speaks to our heritage as Zambians. The policy has been long overdue as the land management and administration in the country has faced challenges due to the lack of a comprehensive legal framework to govern its management holistically. We would like to thank Government for its wide consultative process in delivering a sound policy that has been accepted by traditional leaders who equally play a critical role in preserving this important resource, taking into consideration their concerns, as 94% of the land is vested in the traditional authorities. Lastly, we urge Government to implement the National Lands Policy expeditiously as it will provide a roadmap for land administration in Zambia.

The Importance of Risk Management – What can go wrong in projects? What can go right? Why do we need risk management and who is responsible for risk management?

O

NE of the distinguishing factors between project work and business as usual (BAU) is the number of uncertainties in projects. As a result of uncertainties normally embedded in projects it is important that project risks are proactively identified and managed well to increase the success rate of delivering project objectives meeting stakeholder requirements. We will start our discussion by first defining what is meant by project risks? All projects have some degree of risk or uncertainties. This characteristic of projects underpins the requirement of risk management in projects. Project risks are eventualities which may or have a probability of happening

and if they materialize, they affect our project deliverables either positively or negatively. A good starting point for risk brainstorming and identification can be the use of tools like the SWOT (Strength, Weaknesses, Opportunities, Threats) and risk categorization according PESTLE (Political, Economic, Social, Technological, Legal and Environmental risks) models. For example, pandemic like the current Covid-19 would fall under Health and Safety risks. Once risks are identified and categorised, then we need to proactively develop mitigation plans to alleviate the impact should risks materialise. When eventualities affect the project objectives positively, we call this an opportunity whereas if the project is affected negatively this is deemed as a threat. Project opportunities and threats need to be managed proactively and effectively so as to increase project success rate and stakeholder’s satisfac-

tion. The project manager is responsible for managing project risks (both opportunities and threats) on behalf of the project sponsor or steering committee. Project manager must also ensure that project risk management approach or strategy is in place so that a risk register is created and used to manage both opportunities and threats. These main activities must be done during project planning phase however risk management is ongoing throughout the project life. Project management best practices based on PRINCE2 and PMI PMP both demand that all projects must have a risk management procedure and accompanied by a risk register. Risk management procedure will dictate how project risks are identified, assessed (qualitatively and quantitatively), development of mitigation plans and communicated to relevant stakeholders. Mitigation and response

plans need to be clearly defined whether we are dealing with opportunities or threats. Known responses to threats include avoidance of risk, transfer of risk, accepting the risk as part of risk appetite, or having a fall-back plan B in place. Responses to opportunities involve s making decisions whether to enhance an opportunity, rejection of an opportunity, exploiting the opportunity or even decide on having pain/gain situation meaning should there be a loss or gain all involved stakeholders take it. All captured risks must be populated in the risk register and their respective mitigation plans, Expected Monetary Value, proximity risk owners and risk actionee etc. Aggregated risk value must be expressed in monetary value and provided for as either a risk budget or project contingency in the project budget. A project budget without providing for contingency is risky in itself because should

identified risks materialize, they will be need to respond with a mitigation plan often needing to be funded. All risks materialized during project life help create lessons for future work or projects. This is one of the reasons identified risks are never deleted but rather closed whenever the project is closed. Is there a difference between a risk and an issue? Indeed there is a difference. All risks are probabilities or uncertainties they may happen or not. When risk happens then only it becomes an issue and can be resolved through issue management. Our takeaway from this week’s discussion is that projects without risk management are likely to have uncontrollable reactionary responses to unforeseen events. These may result in projects not achieving their intended objectives. Best practices in project management require that all projects have a risk management approach

or strategy specific to the project and a well spelled out risk management procedure. This must be accompanied by a risk register needed for proper risk management activities. The project manager must ensure that all the above-mentioned documents are in place and that risk management activities are taking place and hence scheduled in the project schedule.

PRESS RELEASE The Zambia National Farmers Union (ZNFU) congratulates the farmers countrywide for attaining a national yield of 3,620,244 metric tons of maize compared to 3.4 million metric tonnes recorded in the 2019/2020 farming season. Further, 411,115 metric tons of soya beans was produced compared to 296,686 metric tonnes in the previous season which translates to a 67% increase. This is an indication that farmers have now embraced soya beans as a commercial crop and a key crop in the diversification agenda. The good news is that soyabeans supports poultry production, edible oil production and there is demand for it in the export market. In general, from the fifteen commodities reported through the crop forecast only five commodities recorded a decline in production. Therefore, overall trends of the crop forecast revealed progress as production went up for most commodities but also there was an increase in area under cultivation which demonstrates that there is an increased uptake in crop farming in the country generally. Having attained such milestones, our take is that the progress we have made MUST be sustained. One cardinal factor towards safeguarding future production is by ensuring that the right market incentives are in place to guarantee farmers get fair prices that will enable them to participate in the next farming season. To most of us in the farming sector, the progress achieved on maize production does not surprise us because it is well-documented and a known fact that Zambia should be the hub of grain production in the region. This is because the soils are well suited and the yields capable of being attained in this country are next to none. Recently in Mpika at the National field Day a small-scale farmer was harvesting at 7

metric ton per hectare and in other areas like Mpongwe, yields as high as 9.5 metric tons per hectare have been recorded. We followed with keen interest the statement by the Honourable Minister of Agriculture on the Crop Forecast for the 2020/2021 marketing season, especially to determine the marketing aspects for the announced huge crop. On exports, it was highlighted that the country has attained a maize surplus and exports will not be denied but will be through the millers who will in turn create a market for farmers, then 80,000 metric tonnes of the grain will be exported through the World Food Programme and arrangements will be put in place for the early maize which will be grown next season for export. Our instant take on this marketing strategy is that the country will not tap into the regional markets in an optimal way because we are not sending a signal that we are open for maize export business and we cannot understand why. Zambia should be alive to the fact that the region has had a good crop overall and the country has a huge surplus of 1.5 million tonnes. The ZNFU appeals to Government to address this anomaly with urgency because the country should be engaging in a massive export drive to sell the surplus immediately. This should include inviting the Democratic Republic of Congo to come and source their 600,000 metric tonnes of maize and mealie meal officially as agreed under the Memorandum of Understanding (MOU) signed between Zambia and the Democratic Republic of Congo. Such an announcement would end the smuggling immediately. The marketing arrangements for this huge crop will require timely policy decisions so that the

private sector can capture niche export market opportunities before the domestic market gets saturated and prices crash. Should we allow this to happen, then all the gains will be reversed as farmers will end up with poor prices, become discontent and the future season will be catastrophic as farmers will abandon maize growing. We appeal to Government to allow the export of 1.5 million tons of maize as grain or mealie meal immediately because the export destination will determine what is desired.

Government should also revoke the Statutory Instrument (SI) that deters maize export by slapping a 10% export tax on maize grain exports. Winding back, when the Ministry of Finance introduced this tax, it was stated by the then Minister of Finance, Honourable Mutati and the former Minister of Agriculture Honourable Dora Siliya that when national harvest exceeds 2.2 million metric tons, the 10% export tax would automatically be removed. We, therefore, appeal to the Honourable Minister of Finance and the Minister of Agriculture to act swiftly and remove the 10% export tax now that the country has produced 3.6 million tonnes. This will make the maize grain become attractive to trade in the region and help us avoid oversupply on the domestic market.

It is worth noting that the policy to deliberately encourage mealie meal exports ONLY will not strike maximum benefits for the grain industry nor the country. This is primarily because of not only the limited capacity to mill all the grain but also because the incentive to buy maize will now only be from one stakeholder, the miller, leaving the grain traders with no option but to participate in grain purchases in a low-key manner for this marketing season as they will have to sell the maize to the millers or WFP. We have an opportunity to make an indelible mark on exports in the region but if not well harnessed, this will not happen and farmers who have shown that they are able to produce will be discouraged because of the poor prices that will arise.

The Union recognizes that value addition is important to improving foreign exchange earnings of a particular commodity, however, there is a compelling case in favour of export of grain as certain export markets demand for it. Why compel farmers to export through a mono channel by only selling to millers to export in form of mealie meal only? In the past, we have exported limited quantities because of such conditions.This policy stance should be revisited because we should be mindful that Zambia is not the only source of

BUT we are disappointed by the latest twist in the policy announced by the Minister of Agriculture on the maize exports because this certainly has no blessings of the farmers who will be short-changed in the process because the prospects of getting a fair price through a mono channel of exporting will not be there. CYBER ATTACK ON AMERICAN FUEL PIPELINE - A WAKE UP CALL FOR ALL By JOHNSTONE CHIKWANDA

FEW weeks ago, a cyber-attack on the 8, 850 km double tube fuel pipe line was reported in the United States of America and affected fuel supply. Owned by a private company called Colonial Pipeline, the pipeline transports three million barrels (477 million litres) per day between Texas and New York. The pipeline line operations got crippled and led to fuel availability challenges and spiked pump prices. While the experts working together with security agencies have resolved the problem, the entire world has been left with feelings of vulnerability. Cyber-attacks on energy infrastructure have happened before. The head of industrial cybersecurity at Siemens Energy Leo Simonovich once said, “Now, more and more OT – plants, machines and their control systems are being targeted. The risk is therefore no longer simply data theft, but sabotaging energy assets."

The European Network of Transmission System Operators for Electricity (ENTSO-E) once fell victim to a cyber-attack as well. ENTSO-E, which represents 42 European transmission system operators in 35 countries reported on March 9, 2020 that it had found evidence of a successful cyber intrusion into its office network and was introducing contingency plans to avoid further attacks. According to French thinktank Institut Français des relations internationals (IFRI), the power sector has become a prime target for cyber-criminals in the last decade, with cyber-attacks surging by 380 percent between 2014 and 2015. Motives include geopolitics, sabotage and financial reasons. The US Department of Energy (DoE) reported 150 successful attacks between 2010 and 2014 that targeted systems holding information regarding electricity grids. Saudi Aramco, one of the biggest oil company in the world was a target of cyber-attacks in 2017 when hackers targeted the safety system in one of the company’s petrochemical plants. Experts believed that, despite the plant shutting down, an incident could have taken place. According to a report by the Independent, a plant official said that the attack aimed to not only shut down the plant or wipe out data but also send a political message. South Korean nuclear and hydroelectric company Korea Hydro and Nuclear Power (KHNP) was hacked at the

end of 2014. Hackers stole and posted online the plans and manuals for two nuclear reactors, as well as the data of 10, 000 employees. As once reported in Pipeline Magazine about the type of cyber-attacks the energy sector can face, the oil and gas industry remains a prime target for all types of cyber-attacks from nation-state actors, rogue terrorists, criminals and hacktivists with varying motives, including sabotage, espionage, financial gain, or political causes. The energy industry will likely continue to be a high priority target, particularly given its importance to national and economic security. As correctly warned by the International Energy Agency (IEA), cyber-attacks on energy companies and electricity systems may appear few

and far apart but the threat is substantial and growing. This warning by the IEA must be taken very seriously. The energy infrastructure; whether they be generation facilities, transmission facilities, control centres, fuel pipelines constitute the backbone which powers our economy and supports almost every facet of our life. With transnational connections and entry of private sector investors suppling energy to hundreds of thousands of customers, heightened cybersecurity around these facilities should not be underplayed. Regulators must take keen interest in conducting cybersecurity audits and monitoring on any private or public company which supplies energy on large scale including digitised renewable energy as part of measures to protect the integrity of the industry. With an Open Access regime in place and the liberalisation of the energy sector, a number of private companies have entered the market and handling thousands of customers. This is a welcome development. AG files a notice of Appeal on BBI ruling NAIROBI - The office of the Attorney General intends to appeal the decision by a five-judge bench that ruled against the Building Bridges Initiative (BBI) process. The bench had on Thursday, May 13, ruled that the BBI process was unconstitutional, null and void. In a document dated May 14, Solicitor General Kennedy Ogeto said that the office was dissatisfied with the court’s judgement and that it would appeal the court’s decision. In the document, the government’s legal office said that it will move to the appellate court because the matter was of immense public interest. “Unless this Application for stay of execution of the order is heard urgently, there is a real risk,” the document read in part. The five judges on the bench were Joel Ngugi, George Odunga, Jairus Ngaah, Chacha Mwita and Teresia Matheka pronounced 17 issues on the BBI ruling. The major issue raised was the President’s role in initiating change through a popular initiative. Jointly, the judges ruled that constitutionally, President Uhuru Kenyatta cannot use popular initiative to vouch for constitutional changes. In the ruling, the bench said that the process did not go through public participation as is required by the law. They recommended that Kenyans are provided with printed copies for a clear comprehension of the document. Additionally, the five legal minds also pronounced the 14-member BBI task force mandated to review areas to be amended in the constitution as illegally constituted. The pronouncement of the popular document as unconstitutional by the courts exposed the weakness of the legal brain trust around President Uhuru Kenyatta and former Prime Minister Raila Odinga. BBI was constituted jointly by President Uhuru Kenyatta and ODM leader Raila Odinga following the March 9, 2018 handshake between the duo. ARARE - Zimbabwe's High Court ruled on Saturday that President Emmerson Mnangagwa's decision to extend the tenure of the country's chief justice by another five years was illegal as it violated the constitution. The High Court ruled that Luke Malaba ceased being chief justice at midnight on Friday due to

his age. The ruling by three judges came after some lawyers challenged the move to extend Malaba's time in office by another five years. The court said a constitutional amendment that raised the retirement age of Constitutional and Supreme Court judges to 75 from 70 should have gone to a referendum to become a valid law. Malaba turned 70 on Saturday. The court also said that under Zimbabwe's constitution, incumbent judges could not benefit from a term extension. "In view of the decision that we have reached, Hon. Malaba ceased being a judge and chief justice" on May 15, the judges said in a ruling. – REUTERS.

Wage freeze for SA’s cabinet JOHANNESBURG - Top government officials will be paid the same salaries as in 2019 as remuneration for ministers, premiers, and members of Parliament for 2021 has been approved and gazetted by President Cyril Ramaphosa. The Independent Commission for the Remuneration of Public Office Bearers recommended that there be no increase to the remuneration packages of all public office bearers this year. Every year, the commission runs a consultation process and analyses economic factors. It then makes a recommendation to the president, who ultimately decides on increases. For 2020, the commission recommended that government employees who earn more than R1.5 million should get a three percent increase. But Ramaphosa opposed the recommendation, and in the end, government's top earners did not get a pay hike. TOP Zambian golfer Madhitso Muthiya emerged victorious at the just ended Prudential Classic held at the Chilanga Golf Club. Muthiya emerged victorious at the highly contested tournament which also had representation from foreign golfers as he scored three points. The top Zambian golfer expressed excitement at winning the tournament saying he had achieved his goal for the day. After holding a one-shot lead on the two opening days, Muthiya broke away in the last round to take a comfortable win. Yesterday, Muthiya scored a level-par 70 to finish with a

three-round total of two-under-par 208 on a day many golfers complained about their scoring. While many struggled with their scores, rising star Sydney Wemba was in a different form as he scored two-under-par 68, the joint best score of the day and the reward for this was a leap three places up the leaderboard to second with a one-over-par 211. Wemba is the only local player to have beaten Muthiya in the last one year of the Professional Golfers Association of Zambia (PGAZ) tournament which was at Nkana. “I won’t comment on that,” when reminded he remains the only local player to have finished ahead of Muthiya.

Taking third place was Ndola’s Gabriel Chibale, who kept his third position held in round two after he shot an underwhelming last round score of three-over-par 73 to finish the tournament on four-par 214. Tournaments Director Rhoda Duthie was excited to see out the tournament and paid glowing tribute to the sponsors especially the title sponsors Prudential Insurance and Magnum Security for making the tournament possible. Local players Dezzie Ng’andu finished in fourth, one shot off Chibale and then in fifth place was taken by Morton Muwowo who despite the one over on the last day had an overall of eight-over-par 218.
