ZNFU THEATRICS WE are surprised that our commercial farmers still want to resort to issuing threats against Government over perceived policy changes.

We should in fact ask them if Government has ever refused to meet them and discuss their concerns – whether over agricultural prices or other pertinent issues.

It is in this vein that we are surprised with the latest threat coming from the farmers – that they will abandon maize production if Government does not rescind its decision to ban the export of the grain.

Their threat follows a recent statement by the Minister of Agriculture, Mr Michael Katambo that the maize export ban would continue until the country was food secure.

We see nothing wrong with the government’s position. Why should the nation risk exporting its maize without ensuring that there are adequate stocks in the reserves?

But the Zambia National Farmers Union (ZNFU) feel that the minister’s position contradicted earlier assurances that borders would be opened if the harvest would be good.

According to ZNFU public relations officer, Calvin Kaleyi, with the good maize harvest that was recorded in the last farming, it was tantamount to policy inconsistency for the export ban to continue.

Mr Kaleyi said the poor price of the maize coupled with export challenges would force farmers to abandon maize production and focus on growing other valuable crops which would enable them to earn more.

We do not think the ZNFU should hold the government to ransom over an issue that could be discussed and settled over a cup of tea.

Government has never banned the export of maize but would rather this was done in an orderly and transparent manner. What must be paramount however is that the country must always ensure there is enough in the grain reserves stocked by the Food Reserve Agency (FRA).

Although the ZNFA claims the nation had a bumper maize crop, we hope it must also be conscious of the problems that the nation has had to contend with.

The floods experienced in some parts of the country in which villagers lost their entire crops, not forgetting the debilitating drought in the southern part of the country.

These natural calamities entail that Government has to fall back on maize from the strategic reserves and provide relief food to the affected areas. This exercise is ongoing.

While we recognise that farmers are a special group making significant contribution to the nation’s economy, we feel they must not abuse their special place in the country.

They do not need to resort to threats if things do not go their way.

The ZNFU for example has always had access to the highest office in the land to voice their concerns.

We do not expect them to start behaving like an opposition party or pressure group. If anything, they must regard themselves as being in partnership with the government.

The ZNFU has always enjoyed a special relationship with the government and we are sure it has played a crucial role in influencing the government’s agricultural policies.

‘NO WAMUYAYAYA’

OLITICAL parties need to respect their constitutions. It is important that the UPND follow what its constitution stipulate to choose leaders, Patriotic Front (PF) national chairperson, Samuel Mukupa has said.

Mr Mukupa wondered how a political party which had failed to respect its constitution can respect the Zambian Constitution if given the

mandate to run affairs of the country.

Mr Mukupa said “My personal opinion, not of the Patriotic Front is that if these people are abrogating their own constitution can they even respect our Republican Constitution?

“If you can’t respect your own roots how can you really respect the constitution that governs the country?” Mr Mukupa said.

“And the thing is that even if you make an appeal to these

people to respect their constitution nothing really will change because the issue of disrespecting their constitution has been in their veins and it will never change.

He said it was unfortunate that the main opposition political party had overlooked the constitution for 20 years now and it had become normal to them.

Mr Mukupa said such kind of leadership cannot manage to handle the national matters.

Govt slams mobile service providers

GOVERNMENT is not pleased with the services rendered by all mobile service providers in the country, Transport and Communication Minister Mutotwa Kafwaya has said.

Mr Kafwaya said in an interview that Government’s position on the matter justifies the decision by the Zambia Information and Communication Authority (ZICTA) to fine all service providers recently for the poor services.

He said ZICTA’s action was a reminder that they should perform in accordance with what they stand for and that is to serve the people with dignity.

The minister said Government had wanted to introduce a fourth mobile service provider to bring about competition and quality services by other existing service providers.

“Government is putting some measures in place to enhance improved quality of services. Government has spent a lot of money on ICT

infrastructure,” Mr Kafwaya said.

He said government would soon advertise for a fourth mobile service provider to replace UZI which had failed to start operating in the country. UZZI committed about US$400 million investment to set up a new network across the country which would also come with 400 direct jobs at various levels.

However, the company’s licence was revoked after they failed to start operating despite the State extending the licence twice.

Online voter registration: UPND wins application

THE Lusaka High Court has granted UPND leave to apply for judicial review to stop the Electoral Commission of Zambia (ECZ) from conducting online voter registration.

Judge Mwila Chitabo granted the opposition party their application to commerce judicial review filed last month.

“Upon reading affidavit filed in support of the application; it is hereby ordered that leave to apply for judicial review be and is hereby granted to the applicant herein. It is further ordered and directed that inter-parte hearing of this matter shall be on September 9, this year," read the order.

The UPND want an order to quash the decision by ECZ to give a 30 days cut off time for the voter registration exercise scheduled for October 18, 2020.

UPND submitted that the decision to launch and host the online voter registration is illegal as it was not anchored or authorised by any law.

Ms Imenda stated that ECZ did not consider that the cut off period of 30 days will either cause “panic registration” reaction in the minds of the citizens to meet the deadline that will result

in congestion at the designated registration stations and a resultant surge in Covid-19 cases.

They want a declaration that the prescribed protocols for voter registration on its website are ultra vires section 8 (2) (3), section 15 and section 125 of the Electoral Process Act number 35 of 2016 as read with regulations 11 and 12 on the Electoral ( registration of voters) regulations of 1973 amended by statutory instrument number 62 of 2005.

UPND is seeking a declaration that ECZ acted unreasonablely, irrationally and /or with a hidden alterio motive at the command of an invisible hand in announcing the 30 days cut off time for the voter registration.

‘Compel parties to name source of funds’

By PETER SICHALI PARLIAMENT should introduce laws to compel political parties disclose source of funding to avoid illicit money that may put the country’s peace and security at risk, Zambia Youths Association in the Fight Against Corruption (ZAFYAC) has said.

ZAFYAC Executive Director, Maurice Malambo, said reports that an opposition political party was getting funding from foreign entities were worrying.

Mr Malambo said getting foreign funding for campaigns could in the long run put peace and security of the nation at stake.

He said some political parties had been held hostage by some leaders because they had international connections to financiers. “It is important to have laws in the country to compel political parties to state sources funds used to run their political parties,” Mr Malambo said.

Mr Malambo said it was important to have laws so that political parties were not bankrolled by foreign entities that were not in good standing with international norms.

And Mr Malambo has advised the UPND to emulate PF and hold a general conference.

He said it was unfortunate that UPND as a largest opposition political party has continued to breach the party’s constitution.

‘Only 10pc had Covid-19 in 6 districts’ for the ministry to understand the extent of the disease and who was affected in the country.

The survey was conducted from July 2-31, 2020.

The six districts are Lusaka, Livingstone, Solwezi, Ndola, Nakonde and Kabwe.

that there was an overall acceptance of 100 percent among health workers compared to 99 percent among out department patients,” he said.

Prof Mulenga indicated that most health workers contracted the virus from the communities where they lived and not at health centres.

Katele denies ‘acquitting’ HH

I AM not a judge for me to acquit Hakainde Hichilema on privatisation allegations levelled against him, former Minister of Finance Katele Kalumba has said.

Dr Katele said it was only qualified judges who can pass judgement on the allegations made against the UPND president.

The former minister said he was not the right person who can free Mr Hichilema as there were right channels on how it can be done.

He said it was only important that Mr Hichilema also cleared himself on multiple questions on conflict of interest issue.

“What has been reported that I did clear Hakainde Hichilema on the privatisation issue is false. I am not a judge for me to acquit him. This can only be done by qualified judges because they are the ones who have been trained to handle cases of such nature and not me.

“I think there is need to be truthful in reporting instead of publishing issues that someone did not say. Such reporting is very misleading and should not be encouraged

at all. We need to inform the nation with truth and not distortion,” Dr Kalumba said.

The News Diggers in its Tuesday, September 8, 2020 edition published a screaming headline “Katele acquits HH on privatisation, due diligence was done by Zambia Privatisation Agency, Hichilema being cited because he is seeking public office.

But Dr Kalumba said the media organisation twisted the entire statement he made, stating that he did indicate that Mr Hichilema needed to clear himself over the matter at hand.

He said the association intended to hold an in-person award ceremony at the upcoming WANIFRA News Media Congress as was the tradition.

“The Congress itself was cancelled due to Covid-19, but we are hopeful that we can hold it as planned in June 2021, with Mary Mbewe being in attendance to accept the award at that time,” he regretted.

WAN-IFRA Media Development and Women in News Executive Director, Melanie Walker, said: “Naming Mary this year’s Laureate takes on particular significance as we mark the 10th anniversary of our work in gender equality and media freedom in Zambia.

Mining taxation ‘indaba’ on hold

THE planned mining “indaba” to address taxation in the sector has been rescheduled to a later date.

Minister of Mines and Mineral Development, Richard Musukwa, told the Daily Nation in an interview recently that Government had proposed to hold the “indaba” with various mining houses to iron out the complaints which had been raised surrounding taxation.

Mr Musukwa said that he was scheduled to meet all the mining houses so that all the issues can be settled. The planned meeting was supposed to take place in the past two weeks.

But in an interview yesterday, Ministry of Mines and Mineral Development Permanent Secretary, Barnaby Mulenga, said Government had made head ways to hold the planned mining “indaba.”

Mr Mulenga said currently, the Ministry of Mines and Mineral Development was putting systems in place in readiness of the “indaba.”

Mr Musenge said a private prosecutor would be the best to take up this onerous task because “Deep State” will never take up this task, and Government will not want to be seen as prosecuting a rival.

“Deep State” is a term referring to compromised state agencies. Mr Musenge said there is need to engage foreign investigative wings, to work with local private prosecutors to carry out thorough inestigation into the fraudulent sale of national assets.

However, Mr Musenge said the best was to have a private prosecution of the case so that Zambians can have input, especially those with firsthand information of what happened during the privatisation programme.

He also said there was need to establish why the AntiCorruption Commission (ACC), the Drug Enforcement Commission (DEC) and other investigative agencies were failing to take appropriate action against the culprits.

Mr Musenge said the local investigative wings had failed to investigative the matter which had resulted in a sad economic situation for the country.

Mr Musenge who is also former Copperbelt Minister said with the arrogance being Mr Hichilema exhibited by local investigative agencies, only foreign investigative wings would help to bring the matter to bed.

He said in an interview yesterday that Government should ensure foreign investigative wings conduct a private persecution so that people know what really transpired.

Mr Musenge said foreign investigative wings were the only ones who can do a better job to unearth whatever happened.

"I think it will be nice to call foreigners on this issue. This thing will continue coming up even in the generations to come if it is not tackled now,” he said. The Anti-Corruption Commission, he said, has really failed us by failing to investigate the issue of privatisation. "The issue of Intercontinental Hotel in Livingstone which was sold at a cheap price when we had good bidders. We need answers on these issues and the only ones to do it better are foreign investigative wings," he said.

Mr Musenge said there was no need to hesitate over the matter because the truth needed to be revealed.

He said it was important to take action against those who would be found to have plundered the country's economy.

"For me I think those who did everything to put the country where it is need to face the law," Mr Musenge said.

Profit before tax for the company fell significantly to K15.489 million as at June 2020 from K192.953 million the previous year.

She attributed the loss to significant unrealised foreign

exchange loss that the business recognised following a revaluation of all outstanding group debt.

“This was in response to the massive devaluation of the Kwacha in the first quarter of 2020 to reflect the correct value

of this debt position.

“Further pressure on profit before tax was due to an increase in cost of production driven by the weak exchange rate, which was reflected in the 16 per cent drop in current year gross profit,” she said.

Ms Bwalya said the total volumes grew four percent driven by affordable beer brands.

She said customers favoured the affordable segment over core and premium brands as their disposable income was eroded by the difficult economic conditions. Ms Bwalya said total revenue grew by five per cent owing to volume growth and lower excise tax on the affordable beer segment.

“The Covid-19 pandemic will stand out in history as a world-changing event, resulting in significant losses of human life and posing dramatic challenges to our global and local economy.

“In the face of this unprecedented situation, our management team would like to

extend its gratitude to its staff and stakeholders for the results posted year to date considering such a challenging period,” she said.

Ms Bwalya said the company was still operating through the off-premise channel (distributors, wholesalers, liquor stores and supermarkets) and some emerging on-premise retailers trading through their restaurant businesses.

“We have temporarily resized our business and our employees have been working from home where possible, with only a portion working on site to keep operations running,” she said.

NCZ meets fertiliser distribution target

By KALOBWE BWALYA THE Nitrogen Chemicals of Zambia (NCZ) has produced and distributed its targeted 10, 000 tonnes of fertiliser for the 20202021 farming season.

NCZ chief executive officer William Mwale said the company had managed to meet its fertiliser target for Kafue, Chilanga and Chongwe districts.

Mr Mwale appealed to Government to consider increasing the allocation to the company as it had capacity to produce up to 50, 000 tonnes.

He said this yesterday when Lusaka Province Minister Bowman Lusambo toured the company.

Mr Mwale said as part of the country’s Seventh National Mr Lusambo Development Plan on diversifying the economy, NCZ had intensified the production of fertiliser to grow the agriculture sector.

“As a company we have managed to produce and distribute D Compound,” he said Mr Lusambo assured the company that he would engage the Ministry of Agriculture to ensure that the allocation to NCZ was increased in the next farming season.

He said once the allocation was increased it would create more employment opportunities for the people in the area.

Mr Lusambo said to promote economic growth Government was supporting farmers with farming inputs to ensure high productivity which would lead to food security.

Kambwili tests negative for Covid-19

By FLAVIOR KANUNGO NATIONAL Democratic Congress (NDC) leader Chishimba Kambwili has tested negative for Covid-19, Copperbelt Medical Director, Robert Zulu has told the Lusaka Magistrate’s court.

Dr Zulu told the court that Kambwili was retested for Covid-19 on September 1 and the results came out negative on September 4, adding that the results were communicated to Mr. Kambwili on Monday September 7.

Principal Resident Magistrate David Simusamba last week summoned the doctor in-charge of the Covid-19 testing exercise on the Copperbelt and the acting Medical Superintendent at Roan Antelope General Hospital inLuansya to explain why Kambwili’s Covid-19 test results had delayed.

Kambwili has missed several court appearances since he tested positive for Covid-19 on August 9, 2020.

This is in a case in which Kambwili is facing charges of forgery, uttering a false document and giving false information to a public officer.

And in cross examination, acting Medical Superintendent at Roan Antelope General

Hospital Dr Chimese Mwansa told the court that Kambwili presented difficulties in breathing, gastritis and hypertension. He was later swabbed for Covid-19 at the Tropical Disease Research Centre in Ndola.

Dr Mwansa explained the results came out on August 16, after which Kambwili came for a retesting on September 1, 2020.

Mr Simusamba asked Dr.Mwansa whether she received a court order to speed up the process of the second results and in response, Dr. Mwansa told that court that she was not informed about the court and waited for the normal procedure in attaining the results.

And defence lawyer Emmanuel Kaluba asked Dr. Mwansa when the latest results were communicated to his client and in response, Dr. Mwansa said Kambwili was told about his results on Monday, September 7. The court then ordered that the doctor in charge of Covid-19 testing exercise at the Tropical Disease Research Centre to issue authenticated results of the initial Covid-19 tests conducted on August 9, 2020.

The matter was adjourned to September 15, for continued defence.

LIVINGSTONE members of ONO and Comsave, the two village banking institutions which were closed for alleged financial irregularities, have requested the Bank of Zambia (BoZ) and other institutions to state their position on other credit associations that are still operating.

The members said the BoZ, Bankers Association of Zambia (BAZ) and Drug Enforcement Commission (DEC) should quickly advise on the way forward because other institutions had continued with Village Banking concept along the same lines.

In July this year, the DEC seized accounts for COMSAVE Credit Union as well as ONO Savings and Credit Association, (OSCA) for violating the Banking and Financial Services Act. But since the exercise took place, the authorities had not been able to state their position leaving the affected members complaining.

Daily Nation that they had been seeking the intervention of President Edgar Lungu through the Livingstone District Commissioner and PF Provincial chairperson Lawrence Evans but to no avail.

The members who preferred to remaining anonymity, pleaded that President Lungu should show mercy on the two institutions for trading beyond their boundary and allow them to refund members.

"One needs to give thumbs up to the two Directors of these institutions for assisting the Government in putting more money in the citizens’ pockets and alleviating poverty in the country.

“Marketeers, orphans, widows, retirees, farmers, teachers, police men and women, workers in the hospitality industry who have been sent home are just some of the examples of persons who are members of the two institutions," one of the members said.

They said that the affected members had now been forced to borrow from the streets.

Stop ‘importing’ cadres for campaigns, Kanganja warns

Mr Kanganja said he had information that some political parties were planning to ferry some cadres from other parts of the country to Lukanshya and Mwansabombwe just to cause anarchy.

Mr Kanganja appealed to political parties to help maintain peace before, during and after elections.

He said the role of the Zambia Police was to ensure that law and order prevailed during the whole electoral process and officers on the Mr Kanganja ground would do just that.

On September 17, voters will be trooping to polling stations for the parliamentary by-elections in Lukashya constituency in Kasama district and Mwansabombwe constituency in Mwansabombwe.

Councillor in L/Stone ditches UPND

By ANDREW MUKOMA UPND’s Maramba Ward Councillor in Livingstone Moses Simbaya has resigned from the opposition party.

Mr Simbaya was first elected as councillor for Maramba Ward in 2011 under the Patriotic Front (PF) ticket, but later resigned to join the UPND. He stood on the UPND ticket in 2016 and won.

In a resignation letter dated September 7, Mr Simbaya said the decision to resign was prompted by a scholarship awarded to him to further his education abroad.

The letter was addressed to Livingstone Mayor Eugene

Mapuwo. He said the scholarship would require him to be a full time student, a development which would negatively affect his work as a civic leader and a representative of the people in Maramba Ward.

Mr Simbaya has thanked the UPND leadership for giving him an opportunity to serve the people of Maramba Township and the Livingstone City Council.

But when contacted for a comment, UPND provincial information and publicity secretary Neto Halwabala doubted Mr Simbaya’s reasons for his resignation.

He alleged that it was because of the criminal charges that he was facing that had prompted him to leave the UPND and seek protection from the ruling party.

Meanwhile, the Mayor expressed ignorance over the letter despite it having a date stamp from his office.

Gold retreats HARARE - Gold fell last Friday, reversing course as better-than-expected US employment data bolstered the dollar, putting bullion on course for a weekly decline of more than two percent.

Spot gold erased early gains to fall 0.4 percent to $1, 922.71 per ounce by 10:57 hours (14:57 GMT).

US gold futures fell 0.5 percent to $1, 927.30 per ounce.

“Gold’s correlation with the dollar has been elevated, especially over the past couple of weeks and bullion is being weighed down by the bounce in the greenback following the solid report, especially the unemployment rate,” said Tai Wong, head of base and precious metals derivatives trading at BMO. The dollar index was up

0,5 percent, putting it on track for its best week since early April and making the metal expensive for holders of other currencies. Data showed nonfarm payrolls increased by 1, 371 million jobs in August.

The unemployment rate fell to 8.4 percent from 10.2 percent in July. “However, this data does not change the U.S. Federal Reserve’s stand on more stimulus to be pumped into the economy and its take on tolerating a higher inflation rate, keeping gold supported in the long run,” said Michael Matousek, head trader at US Global Investors.

The metal has gained over 26 percent so far, helped by near-zero interest rates globally and easy monetary policy, especially from the Fed, and safe-haven demand driven by a clouded economic picture due to the coronavirus pandemic.– FIN24

OHANNESBURG - Statistics South Africa announced yesterday that the South African economy contracted for yet another quarter, this time by 51 percent.

The record plunge was due to the “impact of the Covid-19 lockdown restrictions since the end of March 2020.”

This extends South Africa’s recession for yet another quarter, as the economy continues to battle the Covid-19 pandemic and growing unemployment.

The second quarter of the year includes the months

April, May and June, when the country’s strictest lockdown measures were in place.

South Africa entered its second recession of President Cyril Ramaphosa’s administration in the second half of 2019. The data released by Stats SA yesterday means that GDP as now fallen for four successive quarters.

Investment strategist at Old Mutual Multi-Managers, Izak Odendaal, said after the data was released yesterday that while the quarterly GDP figures were roundly bleak, the year on year figure was not as quite as stark.

“It’s a historically bad contraction, as Stats SA pointed out. It is somewhat worse than other countries have seen, but we have seen contractions of 40 percent plus in other countries. Bear in mind that this is annualise,” said Odendaal.

Odendaal said the fact that

JOHANNESBURG - South African consumer confidence remained at an almost three-decade low in the third quarter even after a partial recovery as restrictions aimed at curbing the spread of the coronavirus pandemic were gradually eased.

A quarterly index measuring sentiment rose to -23 from -33 in the three months through June, FirstRand’s First National Bank said in an emailed statement on Monday.

Despite the improvement, sentiment is at the weakest since the first quarter of 1993,

when the economy snapped eight consecutive quarters of contraction amid uncertainty leading up to the country’s first all-race election.

The median estimate of three economists in a Bloomberg survey was for the index, that’s compiled by the Bureau for Economic Research, to recover to -30.

The government started a gradual, phased re-opening of the economy on May 1 and moved to so-called level 2 in mid-August, allowing most business and domestic travel to resume. However, many companies have closed down permanently or fired workers

during the lockdown and the unemployment rate probably surged to 35 percent in the second quarter, according to the median of eight economists’ estimates in a Bloomberg survey.

The easing of restrictions and resumption of economic activity “has finally allowed most consumers to go back to work and earn a living,” said Mamello MatikincaNgwenya, FNB’s chief economist. “Low-income consumers who were largely unable to work from home would have been particularly relieved by this development.”

UK chief negotiator calls for 'realism' from EU LONDON - The UK's chief Brexit negotiator has called for "realism" from the EU ahead of the next round of trade talks beginning in London.

Lord Frost said there was "still time" for the two sides to agree a post-Brexit trade deal for next year.

But he said the EU needed to recognise the UK's negotiating position came from that of a "sovereign state."

His words follow a pledge from Boris Johnson to walk away from the talks if a deal isn't done by October 15.

The EU said it would "do everything in (its) power to reach an agreement" with the UK, but "will be ready" for a no-deal scenario.

The exchange also comes after No 10 revealed it would be introducing new legislation on customs rules in Northern Ireland, in case the negotiations fail.

The announcement has led to concerns from Brussels that the UK would not deliver on the withdrawal agreement, made ahead of its exit from the bloc in January.

But the government said the

legislation would only result in "minor clarifications" and it was committed to the earlier deal. The transition period - which sees the UK following a number of the EU's rules while the two sides try to negotiate a trade deal - is due to end on December 31.

Dear Editor, HAVE heard a lot of theories from politicians and my fellow Facebook Economists and Keyboard Warriors claiming all sorts of things about why the performance of the KWACHA against major convertible currencies has been weak.

Well, today, I have decided to add my voice to this very important discussion. My response is based purely on research and empirical data.

1. PERSPECTIVE Ever since Government decided to start using the KWACHA as official medium of exchange, Zambia’s currency has seen a lot of fluctuations.

At no point has our currency performed better than the dollar since it came into being after a government policy decision to decimalise the national currency in 1967 that saw the birth of the KWACHA and the NGWEE, replacing the Zambian pound, shilling and pence in 1968.

2. WHY IS THE KWACHA PERFORMING POORLY? There are a number of reasons why the performance of the KWACHA has been weak recently. These include: a) Lower Productivity In The Mining Sector: The mines account for over 70 percent of all our export earnings.

And the low productivity in the mining sector as a result of a number of factors such as the Covid-19 pandemic, low commodity prices

at the international market, the on-going legal and structural problems with huge copper mines such as KCM and now Mopani have all contributed to reduced productivity.

b) Slow Growth Of The World Economy: The growth of the global economy has significantly slowed with some of the major world economies heading into recession largely due to the Covid-19 pandemic which has seen millions of job losses and the closure and/or downsizing of major companies and production lines. c) Droughts, Floods and Erratic Electricity Supply: The continued load shedding is negatively impacting on production and productivity since most businesses rely on electricity for production.

Further, load shedding is pushing the cost of production upwards as people are spending more on alternative sources of energy.

It is important to note that Zambia depends highly on hydro power and the droughts we have been experiencing mostly in the southern part which is our major source of hydro power has created a huge electricity deficit resulting into the current load shedding.

We are happy that Government has continued to diversify the Energy sector to stop over-reliance on hydro power. In addition, the massive investment of around US$3 billion which the PF Government has injected in the energy infrastructure development will ease the pressure once

these projects are concluded next year and beyond.

Further, the upward adjustments of electricity tariffs to cost reflective ones will attract the private sector to invest in private power energy projects hence increasing electricity generation and cutting down the energy deficit.

The PF Government has put so much emphasis on agriculture as we aim high on diversification.

This sector has been hit badly with droughts in Southern and Western provinces and floods in Eastern and Muchinga provinces which are some of our major agro producing provinces. This has led to reduced agro production hence reduced agro exports which are key in foreign exchange earnings.

d) Debt Servicing: With reduced production due to Climate Change, low commodity prices, electricity deficit and the Covid-19 the cost of debt servicing has gone up. This has a direct impact on the KWACHA as we spend more dollars servicing debt.

It must be made clear that Zambia’s debt was necessary as we needed money to develop our infrastructure in order to spur economic development.

Contrary to opposition propaganda we have borrowed for production and not consumption.

We have used the debt money very well and the economic value of our debt is visible for all to see and feel. We have more roads, more universities, more hospitals, more schools, processing plants, improved energy, communication and agro infrastructure among

many other things thanks to our debt.

Most importantly our debt levels are within accepted thresholds and we have never defaulted.

By the way, there is no single country in the world which has no debt. Even at individual level we borrow, what is important is to use your debt on production and not consumption and that is exactly what we have done.

e) The Bank of Zambia: President Lungu did very well to fire Dr Denny Kalyalya. It is clear that for five years that our brother was at Central Bank, he failed to stir a vibrant monetary policy to reduce the volatility of the KWACHA. Typically, central banks raise interest rates to slow growth and avoid inflation; they lower them to spur growth, industrial activity, and consumer spending. In this way, they manage monetary policy to guide the country’s economy and achieve economic goals, such as full employment.

It is our founded hope that the new central bank Governor will perform to expectation in line with his mandate.

In conclusion, the issue of the exchange rates is affecting a lot of countries including Nigeria, South Africa, Angola and others.

We had the liberty to invest time to intently read the latest Trends Report and we are delighted that in an unprecedented move, the PEPs have technically been cleared from the malpractices of yester-years and they will make no more headlines.

This development has not taken place in isolation but dependent on the various factors which we will highlight in this write up in a fairly detail. Herein under is our analysis in numerical order.

In its quest to promote efficiency in the prudent utilisation of national resources, the PF Government has promoted independence of the institutions charged with the responsibility to fight against corruption.

For example, for the first time, the PF Government under President Edgar Lungu’s tenure assented to the Constitution of Zambia in 2016 which enhanced security of tenure for the office of Auditor General among others.

For the first time since independence, despite the abuse of the criminal justice system, ACC has arrested but unsuccessfully prosecuting cabinet Ministers.

In its report, FIC acknowledges the institutional framework to the effect that the Inspectorate Department has been introduced to complement its work. In this regard, we do appreciate the enormous role the institution plays to promote financial crime prevention as well as promoting financial crimes literacy among stakeholders.

In its report, we understand that in its quest to consolidate its rigorous efforts, FIC has enhanced inter-institutional collaboration with the relevant regulatory and investigatory wings.

This is the sharp contrast with the previous works were it worked to the exclusion of other institutions. It is these previous lonely efforts which made the entree to produce uncoordinated and half-baked reports which largely brought the Government into disrepute.

The relevant institutions includes but not limited to banks, the Bank of Zambia, Zambia Revenue Authority (ZRA), Drug Enforcement Commission (DEC) , regulatory bodies among others.

We are on record of arguing that had the institution worked with other institutions in the past, it would not have produced the previous reports which were clothed with the political overtone.

As regards the lamentation by the institution that it was unable to do a satisfactory work owing to the human resource constraint is with all due respect unconvincing.

We say so on our understanding based on the institution’s own admission that it worked with other institutions. Since FIC and the sister institutions are working to achieve the same objectives, it can take advantage of the goodwill of the sister institutions

to exchange information as an alternative to cushion the human rescore constraint.

We are glad with the significant reduction of suspicious transactions from K1.6 billion (from the previous Trends Report) to K984 million (in the year under review).

This is as result of the various internal controls implemented by the Central Government with the operationalising of the Public Finance Act of 2018 as most financial malpractices originated in the public sector.

We have also noted that the financial malpractices have the Accounting Departments and the commercial banks as the weakest link. Lessons have been learnt and let the right thing be done. Never is the less owing to the observation of specific laws which were violated by perpetrators, the onus on the institutions charged with administration and enforcement of necessary laws to put their houses in order and take a preventive approach.

On the exposed fraud allergy committed by the Mining Companies, the revelation by the FIC has exonerated ZRA Commissioner General Mr. Kingsley Chanda who had brushed shoulders with the Mining Companies on matters of taxation.

ZRA must therefore take a firm stance and defend our sovereignty on taxation. Looking at the complexity of Tax fraud, the Taxman must ensure that as per the recommendation espoused in the Trends Report, take practical measures within the law to strengthen its capacity to counter future tax cheating and ensure that correct taxes are paid. The Trends Report at page 20 (although did not expressly say so) seems prefer the introduction of Sales Tax to substitute the frequently abused Value Added Tax (VAT). It is our hope that this will bring the stakeholders to the negotiating table and ensure that the best interest of the nation are secured in administration of taxation.

As regards corruption in the award of tenders, our submission is that the ills lies in the incoherent in the implementation and administration of the procurement system.

In this regard, there is need to confer Zambia Public Procurement Authority (ZPPA) institutional independence (preferably it should report only to the President) as this will safeguard its oversight and supervising authority in the quasi-Government institutions who are one of the busiest procuring entities.

This is one the ways to endorse the recent proposal by Zambia Institute of Purchasing and Supply (ZIPS) to introduce the position of Procurement General when the leadership met with President Lungu.

The State Owned Enterprises (SOEs) cannot be therefore be explosively excluded in the noble cause of implementing a highly transparent procurement system devoid stains of corruption. This require a heightened supervisory system by the respective Boards of Directors to whom residue authority to supervise SOEs is irrevocably delegated into.

With sound Corporate Governance, the Boards can easily hold the Management of the erring parastatals accountable.

In conclusion, after a careful scrutiny of the report, our observation is that the report presented no mention of wrongdoings by the Presidency, his cabinet, PF or its structures or indeed PEPs. Indeed, this must be commended as the previous reports are now bearing fruits and we hope there will be a corrupt free public service delivery.

The pilferage of financial resources has been linked to the procuring entities and this has necessitated the institutional and legal reforms of procurement laws.

We expect in future that the FIC will be useful in thwarting the financial scammers who have now invaded the Mobile Money services as there is need for an assured consumer protection in the financial market.

By KETRA KALUNGA OVER 30, 000 teachers in private schools have been left destitute after being placed on unpaid leave due to the closure of schools in the wake of the Covid-19 outbreak.

Teachers’ associations and other stakeholders have called on the government to reopen schools because of the huge impact on the lives of private school teachers most of whom depend on tuition fees for survival.

Government however said it was still consulting on the possibilities of reopening schools.

Currently, only examination classes were opened after Government shut all schools amid Covid-19 fears in March.

The National Action for Quality Education in Zambia (NAQEZ) said the continued closure of private schools had badly affected the livelihoods of about 30, 000 teachers who have been left destitute.

NAQEZ executive director, Aaron Chansa said private schools were in a dilemma and needed to survive. Those that had adequate infrastructure should be allowed to re-open so that the many teachers who had been sent on forced leave and roaming the streets could be recalled.

Ms. Kaunda

“We have 13 teachers and four helpers and we agreed to pay only seven and the rest were sent on forced leave so this closure of schools up to now has greatly affected our teachers so the government should consider reopening schools.”

Mr. Chanda said in an interview that it was important for Government to consider reopening private schools especially that they - “the government” - have not provided a financial bailout to private schools to make them afloat.

He said Government just had to put in place proper guidelines to avoid the spread of the virus.

Mr Chansa said the situation that the private school teachers were in was very ugly and needed the attention of the government.

“These schools depend on school fees from the learners and most of these learners are not in school and that tells us that schools have run out of income and private schools employ about 30, 000 teachers so the numbers that are affected are a lot,” he said.

The Private Schools and Colleges Association (PRISCA) says the majority of teachers in private schools had been sent on forced leave because learners who were the source of income had not been going to school due to Covid-19.

PRISCA vice-chairperson, Peter Chileya said in an interview that the only solution to ease the sufferings of the private school teachers was to reopen schools.

Mr. Chileya said allowing private schools to reopen in the New Normal was possible provided they reset their time table and have morning and afternoon sessions so that the Covid-19 guidelines are effectively followed.

“For now, schools just have to open under strict Covid-19 preventative guidelines,” Mr. Chileya said.

And Kabwe’s Hape Villie Private School proprietor, Nyambe Mbuzi Kaunda said the effect of the closure of private schools and teachers due to Covid-19 was immense and needed to be addressed.

Ms. Kaunda said teaches in private schools were the worst affected and that if schools were not re-opened, their lives would be a mess.

She explained that the school management agreed that they would only put seven teachers on a half salary up to this month.

Ms. Kaunda said although schools had not been opened, the school management would not be able to extend the payments of the seven teachers because it had run out of money. “We have 13 teachers and four helpers and we agreed to pay only seven and the rest were sent on forced leave so this closure of schools up to now has greatly affected our teachers so the government should consider reopening schools,” she said.

Ms Natasha Mulaisho, a baby class teacher at Hope Villie Private School laments that life has been difficult and hard to make ends meet because she was among the teachers who were not being paid by the school.

She proposed that private schools be reopened with a scheduled time table that would allow for about two to three teaching sessions just like it was done in public schools.

A middle-class teacher at Jack and Jill, Agatha Tembo Middle said life after the closure of schools had been hard for teachers in the private sector who depended on the school fees paid by the learners.

Ms. Tembo, who was now selling freezits on the streets to earn a living said she had not been paid her monthly salary since March when the government closed schools.

“Since schools depend on fees paid by the learners and

now that they are not coming to school we don’t get paid, the situation is very bad and I’m now selling freezits to survive,” she said. Ms. Tembo appealed to the government to either consider empowering the private school teachers or reopen schools for them to be able to survive in the New Normal. She feared that if the current status quo remained, it would be difficult for private school teachers to get their lives back because it was not certain when the country could get past Covid-19.

When contacted for a comment, Ministry of General Education spokesperson, Nondo Chilonga said the closure and opening of schools were dependent upon the guidance of the Ministry of

Health.

Ms. Chilonga said the ministry of Education was awaiting guidance on when the schools would be reopened.

And Ministry of Health spokesperson, Dr Abel Kabalo said the two ministries were already in talks and the public would be guided on what should be done once an agreement was reached.

Dr. Kabalo said the permanent secretaries from the two ministries met on Monday to discuss the matter and are yet to conclude.

Six months after the Lagos state government announced a lockdown of all public gatherings in Lagos to slow down and control the spread of the coronavirus, the government has announced that schools in the state will be open as of September 14.

While the dates are not set in stone, primary and secondary schools in the state will be open from September 21 and tertiary institutions as of September 14.

Meanwhile, the Zambia National Education Coalition (ZANEC) is concerned that schools have remained closed since March.

Vendors vandalise new pavers

By SANFROSSA MANYINDA SOME vendors on Chisokone One Way in Kitwe have started vandalising the newly constructed pavers at the place.

A check by the Daily Nation found vendors selling on the new pavers with others removing the barriers that the contractor placed to stop people from disturbing the works.

The vendors and some residents had been trespassing on the new works

disregarding the fact that the construction was still fresh, thereby causing damage before completion.

Kitwe District Commissioner, Chileshe Bweupe, has thus called for mindset change among residents.

Mr Bweupe said Government was spending a lot of money on developmental projects especially in the road sector, further describing vandalism as unfair and retrogressive.

“The developments we are seeing should cheer us and not the other way round.

Let us guard these facilities jealously and avoid taking government’s development agenda backwards,” he said.

Mr Bweupe emphasised the need to educate the public to take ownership of such infrastructure and avoid vandalism.

HE Kitwe District Pastors Fellowship has expressed sadness with remarks by former Catholic Archbishop Telesphore Mpundu that he does not support the declaration of Zambia as a Christian nation.

Archbishop Mpundu is reported to have described the declaration as useless.

Reacting to his sentiments, Fellowship Chairperson

Raddy Lewila said the church in Kitwe was unhappy with such remarks.

He said in an interview that the clergy in Kitwe would therefore not bow to his opinion but continue to live within the Christianity values of Zambia being a Christian nation. Bishop Lewila said it was unfortunate that such sentiments could come from a man of God and wondered what he preached.

"It is unfortunate that the Bishop could issue such remarks, such is a sad

proclamation of our stance as Zambian people because we declared Zambia as a Christian nation.

“We want to state that there are some clergy within the Catholic Church who are against this declaration and we do know that within these structures some of them do support this stance.

This is why it may not be everyone against it and as the clergy in Kitwe we won't bow to the remarks by Mr Mpundu, "he said.

Bishop Lewila said that the

clergy in Kitwe felt that Bishop Mpundu was preaching a different Gospel for issuing such a statement.

He added that it was wrong for the Church to be fighting each other within its Christian belief system.

He said it was surprising that Bishop Mpundu could choose to unleash such remarks that had potential to divide the nation.

Bishop Lewila said he would agree with bishop Mpundu if he had been from another religion and not Christianity.

NORTH-WEST COVID-19 CASES HIT 435

HE cases of Covid-19 in NorthWestern Province have risen to 435 since the outbreak of the pandemic.

Solwezi, the provincial capital, has the highest number of cases at 265 cases as of yesterday.

North-Western Province Minister, Nathaniel Mubukwanu, said the rising

numbers were alarming and that it was entirely upon every individual to adhere to the health guidelines. ‘’It is therefore my appeal to all the people of North-western province to ensure that they protect themselves from the pandemic by following the health guidelines put in place by the ministry of Health,’’ he said.

Mr Mubukwanu said it was not a guarantee that one could survive simply because their relative or neighbour

recovered from the pandemic. ‘’The luck of your friend may not manifest into your luck as well. So I want to once again appeal to the people that in whatever they do, they observe those health guidelines,’’ he said.

The minister however applauded various stakeholders for helping Government fight the spread of the pandemic.

He said government alone could not manage to curb the spread of the pandemic.

Dundumwezi farmers salute FRA over quick pay

By NATION REPORTER FARMERS in Dundumwezi constituency of Kalomo have commended the Food Reserve Agency (FRA) for paying them early for the maize supplied in the ongoing crop marketing season.

Meanwhile, FRA is worried that farmers selling their maize to briefcase buyers are making a loss because traders are using scales that are not asized to legal standards.

On Monday, FRA executive director Chola Kafwabulula met Dundumwezi farmers at Kasukwe agriculture camp area where they expressed happiness with new system of paying them early for the maize.

Speaking on behalf of the farmers, Mr Pride Malambo said that the way the FRA was managing its payment system this year was encouraging.

“If only FRA can continue to buy maize like this then many more people will start selling their maize to FRA as opposed to briefcase buyers.

“There are a lot of disadvantages when you supply to these private buyers because they tamper with their scales such that when you weigh the bags they don’t give an accurate weight,” Mr Malambo said.

Mr Malambo said despite knowing that the private

buyers had tampered with their scales, some farmers had continued to sell their maize because of financial pressure.

“Some have school going children and in trying to meet the cost of educating them, they end up supplying their maize to private buyers though they know that they are being cheated,” he said.

Earlier, Mr Kafwabulula told journalists that it was unfortunate that some farmers were selling their maize to private buyers without checking if their scales were properly calibrated or not.

He said the farmers would think they were selling 50 kilogram bags and yet they were about more than 60 or 70 kilogrammes.

Mr Kafwabulula said the farmers had been misled that private buyers were offering a better price but ultimately they were losing 10 or 20 kilogrammes from each bag.

“They will be able to sell a lot of maize but they will not to get better financially. It is extremely important that when maize is sold the scale being used is properly calibrated by the Zambia Meteorology Agency.

“Our farmers need to be protected by whoever is representing them to ensure scales are properly calibrated.

It doesn’t matter even if they choose not to sell to FRA but as Zambians we don’t want them to lose from their sweat,” Mr Kafwabulula said.

He said this when he inspected the maize purchase exercise at Dimbwe, Kanchele, and Kasikili sheds in Kalomo district of Southern province.

Rotary Club of Mosi-0a-Tunya donates books

By ANDREW MUKOMA THE Rotary Club of Mosi-Oa-Tunya in Livingstone has donated books to the former SOS Children's Village School now called Hermann Gmeiner School to mark the International Literacy Day, which falls on September 8 each year.

Mr Rodney Sikumba, the Rotary Club president, said this year’s literacy day would provide an opportunity to examine the position of educators.

He said the day would also provide a chance to evaluate effective strategies, governance and initiatives to promote educators and education itself.

He said that Rotary international in line with the UNESCO has picked September as basic education and literacy month.

Mr Sikumba said literacy was a key component of the UN sustainable development goals and the UNs 2030 agenda for sustainable development.

He noted that one of the targets of sustainable development goal number four was ensuring all young people achieved literacy and numeracy and that adults who lack skills were given the opportunity to acquire them.

"Hence as Rotary Club of Mosi-oa-tunya, we are fulfilling this goal by donating story books and various learning aids to vulnerable schools and communities,” he said.

Mr Sikumba said the theme, ‘literacy teaching and learning in the covid-19 crisis and beyond,’ highlights literacy in a lifelong learning perspective and therefore focuses on youth and adults.

At the same occasion, Livingstone District Education Board Secretary (DEBS) Eden Kambunga expressed worry with the poor reading culture among Zambians.

"We still have a challenge in reading as Zambians whether young or old. We hope with the donation of books, we will improve our culture of reading," he said.

Pieter Engelbrecht, Chief Executive Officer In a challenging year we are proud to report the Group’s 6.4% increase in sales to a record R156.9 billion. Despite significant COVID-19 lockdown restrictions impacting the Group to varying degrees, our core Supermarkets RSA operating segment increased sales by 8.7%, representing a R9.8 billion increase to R122.4 billion. Our Supermarkets Non-RSA continuing operations’ sales declined by 1.4% in rand terms, however, it increased by 6.6% in constant currency terms.

As evidenced by our results, our core business, Supermarkets RSA, made up of Shoprite, Usave, Checkers and Checkers Hyper, remained focused on their respective customer segments and continued to execute on their value proposition.

Pleasingly, our South African supermarket business reported 2.3% volume growth, coupled with 16 months of consecutive market share gains up to and including June 2020. It was without doubt a milestone year strategically, with the successful launch of our industry first digital shopping application Checkers Sixty60 and our Checkers Xtra Savings Rewards Programme, which ended the year with 4.7 million customers registered.

As previously articulated, the Group has embarked on a process to consider the sale of either a majority stake or the entire shareholding in our Nigeria subsidiary and, as required by IFRS 5: Non-current Assets Held for Sale and Discontinued Operations, it is now reported as a discontinued operation. Overall, it has been a difficult six months for Supermarkets Non-RSA given lockdown regulations which impacted store openings, days and hours of trade, as well as severely restricting transport in some countries, impeding our employees and customers’ ability to get to our stores.

Notwithstanding lockdown regulations resulting in the closure of our furniture and liquor stores, the Group reported a 20 basis point increase in trading margin to 5.3% after adjusting for the impact of hyperinflation. This is a considerable achievement and is a result of excellent sales growth, improved gross margin and commendable expense management, despite significant COVID-19 related costs.

We approached COVID-19 lockdown conservatively given our view of the economic contraction and job losses that would follow in what can only be described as a devastating year for South Africa. In doing so we prioritised two things – the health and safety of our employees and customers and the preservation of jobs for our people.

2020 was a team effort across the business, executing day-to-day operational excellence whilst delivering on a number of strategic initiatives. I am, as such, very proud of Shoprite, our people and these results.

OHANNESBURG - South Africa's governing African National Congress (ANC) has condemned Donald Trump after his ex-lawyer Michael Cohen alleged that the US president had made disparaging remarks about anti-apartheid icon Nelson Mandela.

"Trump is a divisive, misogynistic and disrespectful person ever to occupy the office of the President," the ANC said.

In a statement published by the state-owned New Vision newspaper, Rukutana's lawyers denied he had fired a shot.

"The weapons of the minister's guard and his weapons were all retrieved by the police and are available for inspection, and the truth shall be established that the weapons

never released any bullet nor is there a shell of any bullet at the scene," the statement said.

Rukutana was seeking to run as the party's parliamentary candidate in the 2021 general election. He was also charged with assault, threatening violence and causing damage to property. A video clip has been circulating on social media allegedly showing

him grabbing a gun from one of his bodyguards, and aiming it at people inside a car. A voice inside the car can be heard saying in a local language that "Rukutana is going to shoot us." Rukutana's lawyers said he had secured a weapon "to scare away the armed people in the car that had blocked the road and also to protect himself and his son." – BBC.

Williams reaches US Open quarter-finals SIX-TIME champion Serena Williams battled through a challenging three-set test against Greek 15th seed Maria Sakkari to reach the US Open quarter-finals.

Williams, 38, looked composed as she took the first set in 37 minutes.

The third seed lost a close tie-

break in the second and was forced to find her best tennis to come from a break down in the third and win 6-3 6-7 (6-8) 6-3 almost two hours later.

"I just kept fighting," Williams said.

"She was doing so well. She was being so aggressive and I knew I

needed to do the same thing."

The American is seeking a 24th Grand Slam singles title as she attempts to equal Margaret Court's record.

Her next opponent is Bulgaria's Tsvetana Pironkova, who has never reached the US Open quarter-finals before and is playing her

first tournament since Wimbledon 2017.

Pironkova beat French world number 56 Alize Cornet 6-4 6-7 (57) 6-3.

…Nkana lose midfielder Kelvin Kampamba to Zesco

KANA FC’s quest to prepare for the CAF Champions League suffered a huge setback after midfielder, Kelvin Mubanga Kampamba ditched the 2019/2020 FAZ Super Division Champions for their rivals Zesco United.

Kampamba, 23, has been one of the most exciting midfielders to grace the Zambian game in recent years and his move to Zesco is a huge setback for Nkana who are still serving a FIFA ban which prevents them from signing any players.

The Zambian international midfielder, has signed a twoyear pre-contract agreement with the eight-time Super League champions subject to completing medicals.

Zesco United’s communications manager Desmond Katongo confirmed that the Ndola giants were delighted to announce the signing of Kelvin Kampamba from Nkana.

Kampamba rose through

the game having found his feet at Miseshi Blue Stars Soccer Academy in Kitwe.

In 2012, Kampamba spent six-months at Kitwe United before joining Lime Hotspurs, whom he helped to win promotion to the Super Division.

Kampamba finally burst onto the domestic scene in 2013 after signing for Nkana where he spent two seasons before switching to Nkana’s cross town rivals, Power Dynamos where he spent three years before returning to the Wusakile boys in 2018.

And Zesco United’s Technical Chairman, Peter Mutale described Kampamba as an exciting player who will bring creativity and depth to their midfield.

Mutale said Kampamba agreed personal terms with Zesco United and his contract is set to come into effect on January 1, 2020.

Kampamba has described his move to Zesco United as dream come true.

Kampamba becomes the third player unveiled by Zesco United following the sign-

ing of Bruce Musakanya and Lazarus Phiri from Red Arrows and Green Eagles respectively.

Meanwhile, NAPSA Stars have strengthened their squad with the acquisition of Kenyan and former Tusker Football Club striker, Timothy Otieno.

Club Board chairperson Greg Nsofu disclosed that Otieno, who is 2019/2020 Kenyan Premier League top scorer with 14 goals has signed a three-year permanent deal with the pensioners.

And ZANACO Football Club has signed three youth midfielders, the club’s Public Relations Manager Martha Nshimbi confirmed.

Ex- Zambia Under-20 international Albert Kangwanda, 21 has penned a one-year deal from Kafue Celtic while 20-year-old Abraham Siankombo from Police College has penned a three-year contract.

Zanaco has also signed former Young Chipolopolo midfielder Obino Chisala who has penned a three-year deal from Happy Hearts.
