OVERNMENT must find strategies to convince the International Monetary Fund (IMF) to offer the bailout package because the country’s economy is bleeding, former Finance Minister Katele Kalumba has said.

Dr Kalumba said the country was in dire need of the IMF aid to revive the dwindling economy.

He said the Ministry of Fi-

nance should not relax but ensure that the IMF was convinced because the bailout package would be a relief to the bleeding economy.

He said in an interview yesterday, the Ministry of Finance and the Bank of Zambia must remain truthful to the IMF delegation.

Dr Kalumba said Zambia had done it before and it was possible this time around to convince the IMF. “As a country there is nowhere we can run to as at now

so that we improve our economy. The IMF is the best place to run and the minister of Finance and his team must find ways of convincing them.

“We are not a failed state, we are not Somalia, we still have assets. We need working brains at the Ministry of Finance and Bank of Zambia.

We have good leadership at the level of the President but we have weak leadership at the level of civil service and this is why we are failing to convince the IMF,” Dr Kalum-

Ex-North-West PF boss re-arrested

FORMER North-Western Province PF chairperson, Jackson Kungo and eight others, were discharged but immediately re-arrested for alleged theft of gold worth K24.7 million.

The suspects are alleged to have stolen the gold from Kasenseli gold mine in Mwinilunga between March 19 and 21, this year.

Kungo was arrested with

Catherine Mukuma, Timothy Mulusa, Humphrey Katoka, Kenneth Kawatu, Christopher Mutalenu, William Zulu, Majory Sikwenya and Charity Kaswenda.

Assistant Commissioner of Police, James Banda, was arrested for the offence of disobeying lawful orders.

Police officers, namely, Sydney Musefwe, Martin Choonga, Chief Inspector Silver Kansongi and D/Inspector Michael Chizyabwa Nzala were charged for the offences

of destroying evidence and theft by public servant.

But on Monday, the state entered a nolle prosequi and magistrate Lomuti Mtonga discharged them.

However, their freedom was short-lived as they were rearrested by police and charged them with the same offence.

The nine former PF officials including the accused police officers have since been released on police bond and will appear in court on November 23, this year.

PRESIDENT Edgar Lungu has directed the Ministry of Water Development to quickly address the water problems facing various townships in the country.

President Lungu said it was sad that people in places like Matero Township in Lusaka have had no proper water supply for years now.

He said this when he conducted an impromptu visit to Matero township to check on the water supply situation.

Mr Lungu interacted with the residents who complained that they have been receiving water bills despite not being supplied with the commodity.

And speaking when he addressed the jubilant residents, President Lungu assured them that the water problem would be addressed. – STATE HOUSE.

THE State has closed its contempt of court case against jailed National Democratic Congress (NDC) leader Chishimba Kambwili, awaiting ruling on case to answer this December.

In this case Kambwili is charged with one count of contempt of court for allegedly altering details of directors for Mwamona Engineering Technical Services (METS) Limited at the Patents and Companies Registration Agency (PACRA); after the main forgery case in which he was jailed two years a fort-

ber 14, 2020, Mr. Simusamba found that the State had proved during trial that the national registration card (NRC) number assigned to Mwamba then belonged to Kambwili’s sister Sampa- a Copperbelt based teacher.

In the altered document, Mwamba’s name has changed from the initial Mwamba Chishimba to Mwamba Kambwili with a different NRC number.

THE Electoral Commission of Zambia (ECZ) has shifted the start date for the registration of voters to November 9, instead of October 28, 2020.

ECZ Chief Electoral Officer, Patrick Nshindano, said the registration exercise which was scheduled to start today 2020 to November 30, 2020 would now be conducted from November 9 to December 12, 2020.

He said this when he addressed journalists in Lusaka yesterday.

Mr Nshindano said change in the start commencement date of the mobile voter registration would give an opportunity to more eligible citizens to acquire national registration cards.

He said the ECZ would proceed with voter registration as scheduled regardless of the conclusion of issuance of NRC’s.

Mr Nshindano appealed to the Ministry of Home Affairs to swiftly conclude the issuing of NRCs as it was a prerequisite in the voter registration.

He disclosed that so far 130, 000 people have pre-registered online.

Mr Nshindano added pawa told the court that they had closed their case and will rely on evidence before court.

Ms. Chanda then set November 10, 2020 as date for filing of submissions and December 10, 2020 as date for ruling.

that the ongoing online voter pre-registration which began on September 21, 2020 would close on November 20, 2020.

“I wish to reiterate that online pre-registration is not final. It is meant to help in speeding up the process of voter registration and in making sure that the electorate can have access to a service which enables them to begin the process of registration from any location,” he said.

He explained that people who would pre-register online would still be required to present themselves at a registration centre to get fully registered and obtain a new voter’s card.

Mr Nshindano explained that eligible citizens including those who were on the current register of voters must register again to obtain a new voter’s card as the current voters card would not be used in next year’s general elections. – ZANIS.

Kapilima are charged with one count of making a document without authority, one count of uttering a false document, two counts of obtaining pecuniary advantage by false pretenses. Kambwili is also facing 35 counts of being in possession of property suspected to be proceeds of crime before Principal Resident Magistrate Mwaka Mikalile.

Kambwili is also facing one count of expressing or showing hatred, ridicule or contempt for persons because of race contrary to Section 70 (1) of the Penal Code Chapter 87 of the Laws of Zambia before Magistrate Jenipher Bwalya.

All the cases are still before the respective courts.

Witness links Spax's phone number to murder, rape cases

By SANFROSSA MANYINDA THE Deputy Officer in charge of Cyber Crimes at Zambia Police Headquarters in Lusaka, has testified in the Kitwe High Court how he identified the owner of the mobile cell phone numbers that were circulating a video of a woman of foreign origin being brutally murdered on social media platforms.

Prince Kalala told the court that the numbers that were found to be circulating the video were constantly contacting the number that was

registered in the name of Kabaso Mulenga, popularly known as Spax.

In the matter, the accused are Boyd Kamizhi 24, Maclean Kamizhi 22, Gilbert Zimba 22, Syvio Kwibisa 22, Jimmy Bwembya 23 and Mulenga popularly known as "Spax" 29.

They are appearing before High Court Judge Abha Patel on three counts of attempted murder, rape and murder.

Details are that between 22 and 23 January 2020 the accused murdered Emmanuel Maponda of Chingola.

In count two, the accused

persons attempted to murder Billy Maponda in Chin-

gola. In the third count, they attempted to murder Sheila Bwembya on unknown dates but between 22 and 23 January in Chingola.

They are also alleged to have attempted to murder Stanley Maponda and raped a woman.

When the matter came for continued trial yesterday, Mr Kalala explained that he was on January 19, this year assigned to find the owners of the numbers that were circulating the video on Facebook and Whatsapp.

"During the circulation of the video on social media,

we received a lot of reports of gassing and violent attacks that were going on in the country," he said.

Mr Kalala testified that one of the numbers identified and believed to belong to one of the co-accused Jimmy Bwembya was constantly in touch with the number belonging to Mulenga Kabaso.

He also told the court that he was informed that the circulator of the video ( Jimmy Bwembya) was also a wanted person for a murder case in Chingola and that he was wanted for another murder case.

In this matter, Mr Nchito had petitioned the Constitutional Court over his removal from the office of DPP. He argued that his removal was unlawful, illegal and that it should, therefore, be declared null and void.

He had cited Attorney General Likando Kalaluka as the respondent in the matter.

In 2016, President Lungu relieved Mr Nchito off his duties for professional misconduct after recommendations from a tribunal set up to investigate his activities. Delivering ruling on behalf of others yesterday in Lusaka, Mr. Justice Palan Mulonda said that the reference to Article 144 of the Constitution as amended was misplaced though the power exercised was covered by the repealed article 58 of the Constitution.

Therefore, Mr Justice Mulonda said, that the President’s action thus cannot be said to be unconstitutional, illegal or null and void as alleged by Mr Nchito. “ In conclusion we wish to state that the President acted constitutionally when he relived the petitioner (Mr Nchito) of his duties as DPP despite the fact that the letter of dismissal erroneously refereed to Article 144 of Act no.2 of 2016 and not the repealed Article 58 of the Constitution of Zambia, 1991,” read the judgement in part.

However, the Constitutional Court with full bench comprising of Justices Enock Mulembe, Mungeni Mulenga and Professor Margret Munalula, Mulonda and Martin Musaluke granted the declaration that Mr Mutembo was entitled to be availed the findings or the report by the ad hoc Tribunal. The Court

By SILUMESI MALUMO THE Law Association of Zambia (LAZ) is dismayed that notwithstanding the apparent lack of a broadbased consensus, the constitutional amendment process will proceed to second reading and voting on Thursday, October 29, 2020.

LAZ president Abyudi Shonga decried that Bill 10 would be tabled despite many calls from the general members of the public, civil society organisations and many other stakeholders that Bill 10 be withdrawn.

Mr Shonga said, ” For so long as no consensus exists, it is immaterial how good or progressive the contents of a proposed Bill to amend the Constitution may be because the enactment would have failed the test of constitutionalism.

“We further state that an affected party in constitutionally ordained removal process who has appeared before the relevant

“This in our view is in conformity with the principle underlying the mechanism for removal of constitutionally secured officers, who through such mechanism must be given justification for their disappointment,” he said.

Mr Mwale also dispelled some social media reports that the opposition leader has been arrested.

This comes barely a few days after Sesheke Member of Parliament Romeo Kangombe was arrested and later released on bail for allegedly abducting two police officers.

The incident is alleged to have happened when Mr Hichilema and his entourage were

travelling from Kasama where they had gone to offer solidarity to party deputy secretary general Patrick Mucheleka who was arrested during the last by-elections.

The attack happened at Lavushimanda town Center in Muchinga Province on October, 14th 2020 around 15:00 hours.

The UPND cadres are alleged to have abducted two of our police officers of Mpika Police Station whom they assaulted.

The group of cadres are also alleged to have hacked members of the public.

Among our objectives and mandates under the said Act, is to promote the rule of law, seek the advancement of human rights and to further the development of law as an instrument of social justice and as an essential element in the growth of Zambian society. Within our objective, is the overall duty to ensure constitutionalism, constitutional legitimacy and Democratic governance in Zambia.

Our objectives beckon us to be mindful and take keen interest in the Constitution of Zambia. The process of making a Constitution, or indeed amending one, is a very delicate matter that ought never to be taken lightly. A Constitution should never suffer amendment on political lines. We would borrow the text from the International Round Table on Democratic Constitutional Development, employed by the renowned Constitutional Lawyer Muna Ndulo and say that: “the process of constitutional-making is crucial. The Constitution is no ordinary law to be modified or replaced by ordinary legislation. It must be perceived as a higher law, authorizing and governing ordinary law and commanding adherence to constitutional precepts.

While ordinary law may be adopted and altered by legislative majorities of whatever size, the adoption of a constitution and its amendment requires much more, widespread participation by the citenzenry and the achievement of a broad-based consensus.” (Ndulo and Kent, 1996) Though the process surrounding Bill 10 has been unduly politicised, LAZ is without doubt that the process lacked the critical ingredient of broad-based consensus. For so long as no consensus exists, it is immaterial how good or progressive the contents of a proposed Bill to amend the Constitution may be because the enactment would have failed the test of constitutionalism.

LAZ is dismayed that notwithstanding the apparent lack of a broad-based consensus, the constitutional amendment process will proceed to second reading and voting on Thursday, 29th October, 2020. This is despite many calls from the general members of the public, civil society organisations and many other stakeholders that the Constitution of Zambia (Amendment) Bill (Bill 10) be withdrawn.

As Members of Parliament, we remind you that your primary duty is to the people of Zambia who elected you into office.

Article 5 of the Constitution states that the sovereign authority lies with the people of Zambia and yours is the delegated power to implement the will of the people. It is unnecessary to go into specific provisions of Bill 10 to conclude that there is no consensus amongst the People of Zambia over Bill 10.

We therefore, urge you to put the concerns of the Zambian people above all party or political interest. We implore you to do the right thing. Bill 10 must be taken off the floor so that an opportunity is given for broad-based consensus on the provisions contained therein. LAZ believes that there is still time to build consensus if Members of Parliament from across the political divide put the people of Zambia first.

LAZ assures you that its interests are born out of its sworn duty to preserve and protect the Constitution of Zambia and the principle of constitutionalism.

LAZ REASONING FAULTY

WE do not agree with the position taken by the Law Association of Zambia (LAZ) that Bill 10 should not be tabled in Parliament because it lacks broadbased consensus.

We also find the argument put forward by LAZ to be faulty because it claims the constitutional-making process has been politicised.

But that is the more reason why elections are held and leaders elected, giving them the mandate to change and amend the constitution.

The members of Parliament are elected to the National Assembly where they represent the electorate.

The National Assembly is the apex organ where the people’s representatives make laws on behalf of the electorate.

LAZ president Abyudi Shonga has decried that Bill 10 would be tabled despite many calls from the public, civil society organisations and many other stakeholders that it be withdrawn.

Mr Shonga said, “For so long as no consensus exists, it is immaterial how good or progressive. the contents of a proposed Bill to amend the Constitution may be because the enactment would have failed the test of constitutionalism.”

Mr Shonga said though the process surrounding Bill 10 had been unduly politicised, LAZ was without doubt that the process lacked the critical ingredient of broad-based consensus.

LAZ cannot claim that Bill 10 lacks broad-based consensus because it has been politicised.

But that is the very nature of politics. Bill 10 must go through the National Assembly and be subjected to a vote.

We recall that the referendum which contained progressive clauses like the enhanced Bill of Rights failed because it could not meet the required threshold.

Some political parties campaigned against it thus its failure – despite the many positive points it had.

Just as a matter of interest, the United States Senate has just confirmed a new member to the Supreme Court pushed through by the Republicans.

The Democratic Party argued that the appointment had been rushed and was meant to give an advantage to the Republicans.

The Republicans went ahead with the Senate confirmation hearings to ensure that they have an advantage by having a conservative voice among the justices.

It is a pipedream for LAZ and some interest groups to ever imagine that there will ever be broadbased consensus over the constitution-making process.

What will dictate matters will be the numbers in the National Assembly. After all, is that not what democracy entails, enacting legislation on behalf of the people?

For Zambians, Bill 10 has been debated and generally agreed that it is progressive as it will address the many lacunas in the current constitution.

It is the wish of Zambians that Bill 10, if it has to die must fail in the National Assembly where the people’s representatives have the mandate to pass legislation.

By SANFROSSA MANYINDA and SILUMESI MALUMO THERE will be sufficient fuel on the market when Indeni Petroleum Refinery resumes production with crude arriving this week, Permanently Secretary in the Ministry of Energy, Trevor Kaunda, has said.

Mr Kaunda said crude oil was expected to reach Ndola by the end of this week for Indeni to resume processing the crude oil into finished products.

Indeni has suffered from frequent shutdowns due to insufficient feedstock supply and routine maintenance The petroleum processing firm has had no crude oil for about five months now which was partly triggered by the coronavirus pandemic which interrupted feedstock imports.

But Government recently bought 10 cargo of feedstock for the firm amounting to over $490 million which would go in

Mr Kaunda explained in an interview that Oil Marketing Companies (OMCs) had continued to bring in petrol and diesel by road.

He however complained that there has been panic-buying by the public on the mistaken assumption that pump price adjustment was looming.

Mr Kaunda said that this was the reason some parts of the country had experienced the shortage in the last few days.

“I can confirm that this is not the case. Furthermore, more petrol and diesel will be available on the market once Indeni is in production,” he said. Mr Kaunda stated that the monthly national

consumption of diesel stood at 87 million litres and 39 million litres for petrol and that Government had taken measures to ensure the country had sufficient fuel stocks.

In Parliament, Minister of Energy, Mathew Nkhuwa said fuel crisis which had hit the country would be addressed in the next one week, Mr Nkhuwa said the government was putting up long time measures to address the fuel shortage in the country.

The Paramount Chief said under President Lungu, the province had received massive development.

He said the people in the region should ensure they acquire voters’ cards and vote en masse to secure the PF victory because of the development underway.

State projects rise in power demand

According to the US embassy, the grant would support a film making course focusing on documentaries to aid the film growth industry in Lusaka, business mobile film making training, community theatre for development.

Ramaphosa promises improved public transport system JOHANNESBURG President Cyril Ramaphosa said yesterday that the government was convening a National Taxi Lekgotla to chart the course towards a more efficient sector.

the back of provincial makgotla in most provinces, Ramaphosa said in his weekly newsletter.

The lekgotla will seek common ground on existing business models, safety and compliance, broader economic empowerment of operators and the issue of subsidies for taxis. It will also look at how to end the conflict and violence that plagues the industry because of route competition.

Ramaphosa said: “As part of the programme to build a new economy, we are working with all stakeholders to improve the state of public transport. This is necessary if we are to expand manufacturing, increase local production, stimulate small business activity and create more job opportunities.

AIROBI - Power producer KenGen is braced for increased taxation running into hundreds of millions of shillings after the Finance Act 2020 took away tax exemptions on electricity plants and introduced new ones.

The move will end the Nairobi Securities Exchange-listed firm’s previous practice of paying the taxes and later claiming refund, with the amounts boosting its “other income” when they are received from Kenya Revenue Authority.

KenGen, for instance, received a Sh391 million refund in the year ended June 2019 after claiming Railway Development Levy (RDL) on equipment imported and used to build the 280-megawatt Olkaria geothermal power plant.

“The Finance Act, 2020 was assented to and came into effect on June 30. The said Act has several implications on the company, key among them being introduction of minimum tax of one percent of turnover payable on a monthly basis,” the company’s CEO Rebecca Miano wrote in the latest annual re-

HE gassing incidents which started early this year on the Copperbelt and spread across the country are still hurting Zambians. The perpetrators and criminally-minded individuals used unknown chemicals to gas people's homes at night. The motive behind these criminal acts is not yet known.

Some people in Chingola, Luanshya, Kasama, Lusaka and Solwezi were victims of the gassing incidents which culminated into suffocation of the victims.

Some boarding schools and boarding houses were not spared either from the gassing incidents which took a toll.

The gassing of 31 pupils at a

boarding school in Luanshya will never be forgotten. The victims were rushed to the hospital for treatment.

In Lusaka's Zingalume Township, some people's homes were gassed. The victims were choked as the assailants used unknown chemicals in the gassing incidents.

The gassing incident in Zingalume enraged some residents who vented their anger by setting ablaze Insaka Lodge owned by a former head teacher.

This was caused by the rumour that made rounds that some people behind gassing of homes were at the lodge.

The police swung into action to arrest the criminals behind the spate of gassing incidents. As of early this year, 26 people had been nabbed in connection with the heinous crimes committed.

It is good that the law enforcers have closed the probe.

Now we are looking to our courts for justice to take its course.

Not too long ago, Mr Hichilema was caught in a web of single sourcing Anglo American company as a sole investor in the mining sector.

We also heighten our demand that Bill 10 should be passed as it will give the basis upon which the Political Party Bill will be initiated for possible enactment into law.

We appreciate the essence of the Political Party Bill as it will expose the political parties with inappropriate affiliations with foreigners.

For instance the 2016 elections caught the UPND with the unexplainable extravagance in the conduct of its campaigns.

We have every reason to get concerned with the opposition's external affiliations as it seeks to give a view on its political independence once it formed Government.

Mr Hichilema has for long pretended that his manifesto is home grown yet even his alleged 10 points were plagiarised from one political figure in Jamaica. He also continues to masquerade that his Presidency will be founded by the participation of Zambians yet he does not embrace the vibrant local civil societies such as YALI or critical oppositions such as the Chilufya Tayali-led youthful Economic and Equity Party.

It is the same Mr Hichilema who preferred the Commonwealth to resolve our internal political divergence while sidelining the locally composed Zambia Centre for Inter Party Dialogue.

The pro-foreign character of HH is visible in many facets and we demand nothing but accountability.

We will not relent in seeking clarity with Mr Hichilema's obsession with the foreign invasion in our domestic politics.

UPND MP PROTESTS ACCUSATION

PND Sinazongwe Member of Parliament (MP), Gift Sialubalo, has described as unfortunate the sentiments by the villagers in Muziyo and Munzuma areas that he has failed to deliver development.

Villagers through Headman Munzuma complained at the weekend that since 2016, Mr Sialubalo has never visited the area ever.

They said this during a meeting at Munzuma Primary School preceded by and Independence football tournament organized by Winter Muvombo.

Headman Munzuma, Boyd Simwami, charged

that because of Mr Sialubalo's absence, the area has not seen any meaningful development even under the Constituency Development Fund (CDF).

The villagers complained that they lacked a reliable source of safe and clean drinking water.

But Mr Sialubalo dismissed the sentiments from the villagers, insisting that he was working hard

to develop the constituency.

Mr Sialubalo said that his role as MP was ensure that each part of the constituency benefited from the CDF and added that drilling of boreholes was under the local authority and not his office.

The MP said he had initiated a number of developmental projects since he became MP in 2016.

TWO peasant farmers of Choma have been jailed for five years for conspiring to kill to Chief Singani, the now Chief Chooma of the same area.

In this case, Hide Mudenda and Choonga Nyoni were convicted of conspiracy to murder the traditional leader.

Facts are that between February 1, 2017 and May 18, 2017, in Choma, the duo did conspire to murder Kenneth Siayula.

They had pleaded not guilty to the charge during trial in the Livingstone High Court.

In delivering the judgement, High Court Judge Chilombo Phiri said the recorded phone conversation collaborates the evidence that Mudenda was one of the people who were part of the agreement to kill the chief.

The Judge said the fact that there was no recording on Nyoni did not obviate him from the offence.

She said the two were part of the people who negotiated the killing of the chief using a gun and that the payment for

Maramba residents demand printed water bills …not digitally-generated bills

By ANDREW MUKOMA SOME residents of Maramba Township have appealed to Southern Water and Sanitation Company (SWSC) to revert back to issuance of printed bills instead of sending text messages to their customers.

The residents of R section have complained that not everyone had access to a mobile phone.

Estelle Mwansabamba said that her water bill at her residence had risen to more than K 1, 500 because the workers from the utility company were no longer delivering printed bills.

Ms Mwansabamba said, because of that, many people in Maramba's Rs section had been affected.

She pleaded with the utility company to consider delivering printed water bills to those who were not on the company's mobile billing system.

"Where I am here, I have a bill of K 1, 500 for water but they (SWSC) are telling me to write to them and take my complaint

there. When you look at me, I am tired, I am very old I can't walk to their offices.

"What we are asking is let them return to the old system of printing water bills to us who don't have phones and also continue with those with mobile phones be receiving their bills in phone," Ms Mwansabamba said.

She said this during a PF mobilization meeting organized and addressed by PF Livingstone parliamentary aspirant Ikuka Muleta.

Others who attended the meeting were former Acting Livingstone District Commissioner James Zimba and former UPND District vice chairperson Lutangu Fwanyanga.

During the meeting, Mr Muleta encouraged the residents in Maramba to register as voters as the registration exercise commences this week.

Mr Zimba informed the residents that the Electoral Commission of Zambia (ECZ) would soon announce the election date for Maramba Ward.

In sentencing the duo, Judge Phiri said the offence that they had committed was very serious.

“I hereby sentence each of you to five years imprisonment with hard labour and you are informed of your right to appeal within 14 days,” she said.

UPND councillor ditches party

PMRC moots study on MFEZs performance

By BUUMBA CHIMBULU AN extensive study to examine the performance and impact of Multi-Facility Economic Zones (MFEZs) in Zambia will soon be conducted by the Policy Monitoring and Research Centre (PMRC).

The results from this study will be used to provide recommendations to Government for further incentives and interventions to address the challenges experienced by investors operating in the MFEZs. Zambia currently has eight MFEZs across the country with several more scheduled to be constructed.

PMRC in its 2021 Zambia National Budget Analysis released on Wednesday noted that more could be done to maximise the performance of the MFEZs. “The government must be commended for this demonstration of commitment to make the MFEZ initiative a success.

“However, more investigations need to be instituted so as to understand why the uptake of investments in the MFEZ has been low,” PMRC said.

According to PMRC, MFEZs had been operating below their expected potential and have yielded a mixed bag of results up to this point.

This was despite being designed to attract foreign direct investment, accelerate industrialisation and create jobs.

In the 2021 budget address, Government highlighted tax incentive such as reduce the investment threshold for a Zambian citizen to qualify for tax incentives under the Zambia Development Agency Act to US$100, 000 from US$500, 000.

This is for those intending to operate in a priority sector, a multi facility economic zone or industrial park.

PMRC, therefore welcomed this policy decision as it could attract more local investors to move their operations to any of MFEZs across the country.

Meanwhile, PMRC said the 2021 National Budget had attempted to respond to the theme by proposing measures aimed at stimulating economic recovery through practical and tangible support to businesses.

It explained that the call now remained for all players in the economy to collectively harmonise strategies and efforts to contribute towards the implementation of the budget.

“PMRC has had majority of its expectations covered in the budget and to this end we are committed to play our critical role towards its successful implementation.

“Further, the implementation of the Economic Recovery Programme will be very key as the nation sets out on a path of strict adherence to resolutions, strategies and measures all aimed at steady recovery process,” PMRC said.

Zambia for sustainable growth - envoy …opposes nuclear weapons financing

By NATION REPORTER THE world should make a paradigm shift from armaments such as nuclear and chemical weapons to Sustainable Development Goals (SDGs) to eradicate poverty, Zambia’s Permanent Representative to the United Nations (UN), Ngosa Simbyakula has said.

Dr Simbyakula said nuclear weapons and other destructive armaments were posing a threat to multilateral efforts to combat the Covid-19 pandemic, eradicate poverty and mitigate the effects of climate change.

He observed that the landscape of international peace and security had remained worrisome because compliance to disarmament by UN Member States was moving at a slow pace.

Dr Simbyakula said this during the ongoing 75th United Nations General Assembly (UNGA 75) on disarmament and international security agenda according to a statement issued by first secretary (press) at the Permanent Mission of Zambia to the UN, Wallen Simwaka.

The envoy said that huge sums of funds were being spent on nuclear weapons research, manufacturing and testing in-

stead of using the finances on poverty eradication and fighting disease.

Dr Simbyakula said Zambia had continued to support treaties and protocols on the prohibition of nuclear and chemical weapons and disarmament.

Zambia, he said, was doing so by being a signatory to the Treaty on the Prohibition of Nuclear Weapons (TPNW).

“Zambia appended its signature to the TPNW on September 26, 2019 in New York,” he said.

He appealed to member states that have not yet signed the TPNW to do so for the treaty to be ratified and come into force.

Dr Simbyakula said arms control and disarmament conferences have been held at various world international peace and security platforms for several decades but with little hope of total elimination of nuclear weapons from the face of the earth.

"Instead, we see nations developing nuclear arsenals for probable defensive and retaliation and in some cases for offensive purposes. The counter measures offer little hope of physical protection of a nation against annihilation of a population," Dr Simbyakula said.

PND has suffered another loss following the resignation of its councillor for Kaimbwe ward in Kasempa, Mr Thomas Changamuka.

In a letter dated October 27, 2020 and addressed to the Kasempa Council chairperson, Mr Changamuka

explained that failure to bring development in his ward has led to his resignation.

Mr Changamuka said he will remain as a private citizen and help in lobbying that the people of Kaimbwe ward get development from the party in government.

He also said that he wants to channel his energy to rebuilding his personal life.

“Reason is the failure to

bring development to the people of Kaimbwe and I also want to channel my energy to building my personal and private life,” he said.

Mr Changamuka thanked his former party for the support and the people of Kaimbwe for voting him into office in 2016.

The app “TaxOnApp” was developed by the Zambia Revenue Authority (ZRA) for Android and iOS devices. The app shall bring ZRA’s services closer to small and medium taxpayers in Zambia.

While the launch of the app is expected for October, the knowledge of the taxpayers about using the app is limited. In order for the app to reach its full usability, it is crucial to allow the taxpayer to learn about it. This shall be addressed through the development of a free e-learning course that taxpayers can complete and that explains all functionalities of the app.

The materials to be used in the e-learning course shall also be used individually by ZRA, i.e. to be featured on the ZRA website or be featured in print, TV and radio adverts as well as on the authority’s social media channels.

GIZ wishes to invite proposals for developing the e-learning course as well as the promotion materials. The assignment will consist of, but will not be limited to the following tasks: 1. There are so many resettlement schemes in the country and these should not be the preserve of the elite and public service workers, but they should be for all willing citizens.

The young generation may not know that we used to have humanism week from October 18 to 24 each year.

In those seven days, all able citizens used to participate in voluntary community work.

We worked at schools, hospitals, orphanages and many other areas especially those that supported the livelihoods of the vulnerable.

Everyone including large multinational companies

participated in humanism week activities. There was camaraderie during that week and we all felt that we belonged to one human race. We were not groups of desparate people racing against one another.

Citizens must remember that it is part of the colonial project to use the urban poor to cause chaos in Third World countries.

The colonial project thrives on slavocracy which they conveniently call capitalism. And the modern form of slavery is to deny the poor ownership of land.

Avoid future dominance through slavocracy, to back to the land Zambia.

PRESIDENTIAL CANDIDATE ‘ARRESTED TRYING TO VOTE’ D AR ES SALAAM - Zanzibar's main opposition party has said its leader had been arrested a day before local and national elections.

Maalim Seif Sharif was at a polling station early yesterday when police officers hauled him away, his ACT Wazalendo party said.

US Ambassador to Tanzania Donald Wright said he was "alarmed by reports from Zanzibar and elsewhere of violence, deaths and detentions."

Police have denied killing three people on Pemba on Monday.

Zanzibar is a group of islands off the coast of Tanzania which have semi-autonomous status from the mainland.

In Zanzibar, residents vote for the islands' leaders, including the election of a Zanzibari president, as well as in Tanzania's national election.

The authorities have yet to comment on Sharif's alleged arrest, but an assistant commissioner of police in Pemba said officers used tear gas on Monday to disperse locals who wanted to invade polling centres.

Ramaphosa was speaking at the unveiling of a statue in honour of the late struggle stalwart at OR Tambo International Airport in Kempton Park, Gauteng yesterday.

Ramaphosa said Tambo dedicated his life to the people of South Africa and to the achievement of democracy.

“He led the struggle for freedom through its darkest and most difficult moments.

He spent through three decades in exile, working tirelessly to forge international support for the anti-apartheid struggle,” he said.

The president also said OR Tambo was the voice of the country’s liberation

movement, adding that he articulated the aspirations of every citizen who yearned for freedom.

“His name was known around the world, from Oslo to London, from Accra to Moscow. Oliver Tambo was the architect of our freedom,” Ramaphosa said.

“Thanks to his activism, people living in these distant lands got to know of our struggle and gladly joined it.

“It is therefore most fitting that this statue has been erected here at this airport that bears his name, and that is a gateway to the continent and to the world.

“As they take their first steps on South African soil, visitors to our country will see this magnificent bronze gleaming in the sunlight.

Zim mining boss arrested at airport for 'attempting to smuggle gold' HARARE - Zimbabwe police on Monday arrested the boss of a miners' federation, formerly CEO of the football association, for allegedly trying to smuggle six kilogrammes of gold out of the country.

Henrietta Rushwaya, 53, president of the Zimbabwe Miners Federation was busted at the main international airport in Harare with the precious mineral in her bag as she checked in for a flight to Dubai.

Police said the gold is valued at around US$366, 000 (about 310, 000 euros).

"scanners at the airport checkpoint indicated that there was something in her hand luggage."

"Searches revealed that the suspect had 6.09 kilogrammes of gold which had not been legally and properly cleared with customs and relevant offices for export," police said.

Rushwaya leads the federation which represents mainly small-scale and artisanal miners.

Mali and France at odds over talks with Islamist militants BAMAKO - Mali’s interim prime minister said on Monday he was open to talks with Islamist militants whose insurgency has made vast swathes of the country ungovernable, but former colonial power France signalled opposition to the idea.

Ousted former president Ibrahim Boubacar Keita said earlier this year that his government was prepared to negotiate with al Qaeda-linked militants. National talks in the aftermath of the August coup that overthrew Keita endorsed that policy.

Malian officials have provided few specifics about what kinds of compromises could emerge, but some proponents of negotiations have said they could include recognition of a greater role for Islam in public life.

Moctar Ouane, who was appointed interim prime minister last month to manage an 18-month transition after

the August 18 coup that toppled Keita, said his government was prepared to pursue talks.

“The conclusions of the inclusive national talks ... very clearly indicated the necessity of an offer of dialogue with these armed groups,” Ouane said at a news conference in Bamako with French Foreign Minister Jean-Yves Le Drian who is on a two-day visit.

“We need to see in that an opportunity to engage in far-reaching discussions with the communities to redefine the contours of a new governance of the areas that are concerned,” he said.

Le Drian, however, indicated he was opposed, noting that the Islamist groups had not signed a 2015 peace deal that it considers a framework for restoring peace to northern Mali.

“Let’s say things very clearly: there are peace accords ... and then there are terrorist groups that have not signed the peace accords,” Le Drian said. “It is

simple.”

France has more than 5, 000 troops in Mali and neighbouring countries in West Africa’s Sahel region to fight the jihadists, against whom it first intervened in 2013.

Luanshya Mayor Nathan Chanda, who initiated the project, said he would continue with women empowerment initiatives to ensure stability in homes and communities.

"We have taken it upon ourselves as an association to sensitize our members on the cholera outbreak as well as other waterborne disasters. We do not want to record any cases of waterborne diseases this rainy season," he said.

Mr Chikwa said AVEMA was working closely with the Kitwe City Council to ensure that the furrow that passes through Chisokone market was unblocked before the onset of the rain.

He said the furrow was becoming a worry as it destroyed marketeers merchandize when flooded.

Mr Chikwa appealed to companies that produce water and opaque beer to help unblock the furrow as most of the plastics and other materials that block the flow of water comes from their companies.

LETS TURN IDEAS INTO REALITY

By Dr Laban Mwansa OUR republican president Dr Edgar Chagwa Lungu has embarked on a huge transformation agenda in capital infrastructural projects across all corners of our beloved country.

The benefits accrued to these projects will be immense and calls for the prudent management of benefits realisation plan and value.

One way our government can do this is by implementing a PMO and in this case a GPMO for Government PMO to support our project economy.

We need to clearly understand what is meant by PMO and its maturity to implement an all-encompassing and responsive agile PMO. A PMO can mean a Programme Office or simply put a project office.

A P3O standard would stand for Portfolio, Programme and Project Office. We have also heard of EPMO for Enterprise Project office.

Project Economy as defined by Project Management Institute, (PMI).

“The Project Economy is one in which people have the skills and capabilities they need to turn ideas into reality. It is

where organisations deliver value to stakeholders through successful completion of projects, delivery of products, and alignment to value streams.

And all of these initiatives deliver financial and societal value.”

President Lungu has on many occasions lamented lack of project ownership from various stakeholders and some contractors awarded capital infrastructural projects where some contractors abandon projects in the midst of project execution and delivery.

Some projects are delivered late at double the cost with poor quality. Government leaders, Permanent Secretaries, Senior project users and key stakeholders need to have a GPMO dashboard where they can monitor the progress of projects with early warning indicators highlighting pending challenged and failed projects.

There is already existing PMO software platform to provide these services. For this to work we need to have a project delivery methodology in place which is consistence with best practice for example PRINCE2 methodology.

The methodology can be tailored to embed project management body of knowledge tools and techniques based on the PMBoK guide.

All contractors must have a project delivery methodology

President Lungu consistency with best practice and approved by GPMO. This model will help build standards and professionalism in the project management space in Zambia.

The GPMO must have a flexible pool of resources at three levels of competency, consisting of specialists (PPM experts, planning, workshops, knowledge management etc.), support analysts and administrators (reporting, risk, issue and change, quality reviews, information management and administration).

The PMO executive director may have line management responsibility for resources in other government organs and meet regularly in a PMO forum to exchange ideas, lessons.

In the remaining sections of this article, we will look at the various types of PMO’s implemented in industry. At its simplest, a PMO can be a project

office, providing support for a single project or small group of unrelated projects.

Such a PMO takes over the project’s administrative housekeeping chores, freeing the project manager(s) to concentrate on leading the project to success.

Larger and more complex government programmes of change are likely to need a programme management office (PMO) supporting a single programme management team.

Such a PMO provides the above plus the extra support needed by a programme of change to coordinate all the component projects.

PMO services typically include benefits management during programme execution and post programme, change management to ensure that not only do all the component projects deliver on time, but

change is fully coordinated and the government will ultimately be able to realise the expected business benefits.

The most sophisticated form of government PMO is a portfolio management office. This normally gives all the above services, plus Government leaders, Permanent Secretaries, senior-management oversight of the complete portfolio of projects or programmes for the entire government or for a component division or business unit.

It can be expected to provide standards and processes to be followed by contractors delivering projects and programmes, together with guidance to senior management on the prioritisation of investment in new projects and programmes. This will avoid duplication of effort and resources.

Where necessary, it will advise on the merger, delay or cancellation of poorly performing projects and programmes that are no longer relevant to the government‘s long strategy and vision.

Final thoughts: A GPMO must be is responsible for ensuring central standards are adhered to and tailored, providing the link to the central programme office for milestone and dependency tracking and reporting, and acting as the point of escalation for

risks, issues and changes.

Currently, Government work is performed by various contractors and it is not clear whether contractors are following standardised project management methodologies and adhering to best practices.

A GPMO is required in our country to enforce project management standards like PRINCE2 as de-facto project management methodology for all contractors. PRINCE2 project management methodology is process based and can easily be tailored and audited.

If the methodology is used by contractors, we would have very few if not, problems attributed to quality and more importantly projects would be delivered on time, on budget, in full and hitting the deadlines and protecting the quality.

GPMO is suitable to be used in governments planning to cater for leading and managing Government transformational projects in order to implement the strategic plan and vision.
