SMART POLITICS

WE wish all the country’s political parties could be open in the manner they handle their youth wings and stress upon them that they are not above the law.

If this was done, we are sure a lot of the political violence that is seen in the country would not be there because the so-called perpetrators would be engaged in more constructive activities.

It is against this backdrop that we welcome and support the statement issued by an official of the Patriotic Front’s security committee urging the party’s youths to promote peace.

PF Lusaka Province security committee chairman, Eddie Gowa has warned youths that their existence in the party’s security structure is not intended to harass or beat people.

Mr Gowa urged the youth to instead be instrumental in party mobilisation.

Mr Gowa said youths should not misrepresent being referred to as foot soldiers of the party as a clearance to beat people.

It is a fact that many youths think their membership, and incorporation into the PF security wing gives them power to harass and beat people – especially those from rival parties.

It is this unbecoming behaviour that has brought a bad name to the ruling party, that it embraces violence.

We agree with Mr Gowa that the youth should be instrumental in party mobiisation – peaceful. They ought to realise that brow-beating people will not grow their party.

They need to persuade people why they should support the PF. The same goes for other political parties. There should be no-go areas in any part of the country for any Zambian on account of one’s political affiliation.

Mr Gowa is right that youths should not misrepresent being referred to as foot soldiers of the party as a clearance to beat people.

When a party has a disciplined youth wing, incidences of violence would greatly reduce.

The country’s two main political parties, the PF and United Party for National Development (UPND) have in the past been accused of being the main perpetrators of political violence.

This has especially been seen during by-elections as gangs of youths dressed in their party’s regalia crisscross constituencies canvassing for votes.

This violent behaviour actually works against their parties because it puts off potential voters from exercising their right to vote freely – they stay away thereby denying them valuable votes.

What Mr Gowa is impressing upon the PF’s youth wing is to adopt a new approach to politics that would win them more members and ultimately victory at the polls.

He told youths in Lusaka that the security wing should instead of harassing others, encourage those without voters’ cards to register as well as attract those that left the party to rejoin.

Mr Gowa said it was his desire to have all members that ditched the PF for other political parties to rejoin and as such, the youth would work towards bringing back those that left the party.

All political players must realise that even as they differ on ideologies, they all want to be in government so as to serve the nation to the best of their ability. But they can only succeed through peaceful persuasion.

We therefore implore all political parties to impress among their youth wings not to think politics is about being violent so as to prove a point.

It is about promoting peace in the country as they engage in mobilising membership in their political organisations.

That is smart politics.

By SILUMESI MALUMO ZCCM-IH must set up a gold processing plant in Kansenseli area as it will be cheaper for miners as opposed to transporting the resource to Rufunsa or Mumbwa, former Republican Vice President Enock Kavindele has said.

Mr Kavindele said it was prudent that a processing plant was installed in the area where gold mining was taking place as opposed to transporting it for processing elsewhere.

He told the Daily Nation recently that miners could not manage to transport the resource from Kansenseli area in Mwinulunga district to either Rufunsa or Mumbwa where processing plants had been installed.

By JOHN KOMBE CHALIMBANA University has been hit by accommodation crisis for lecturers, Deputy Chancellor Geoffrey Tambulukani has lamented.

He said when the institution was upgraded from a teacher training college to a university in 2011, Government embarked on building 10 houses, which had not been completed.

Dr Tambulukani made the observation when Chongwe Member of Parliament Japhen Mwakalombe, visited the institution during the disinfection exercise.

He said the housing project was at 80 percent of completion and that only a few finishing touches were remaining.

He said more than 40 percent of the lecturers were residing far from the university which posed a challenge in teaching,

research and community service.

He therefore appealed to Mr Mwakalombe to lobby for the completion of the houses, which were now vulnerable to vandalism.

Dr Tambulukani also appealed to Mr Mwakalombe to engage the Ministry of Land on the acquisition of a title deed for the university. He said that the lack of a title deed was hindering infrastructure development which was key in the growth of the institution.

Meanwhile, Mr Mwakalombe said Government was committed to ensuring that university lecturers were properly accommodated and promised to engage the Ministry of Higher Education. Mr Mwakalombe, who is also Copperbelt Minister, stressed that the university’s presence in his constituency would spur social and economic development in the area.

UNZA to develop medical ventilators to fight COVID-19

By MUKWIMA CHILALA THE University of Zambia (UNZA) has been awarded a K100, 000 grant by the National Technology Business Centre (NTBC) to develop a prototype of medical ventilators.

Higher Education Minister Brian Mushimba called on all universities not to turn their institutions into places of politicking but places for innovations.

He was speaking when he handed over the cheque at UNZA main campus yesterday.

Dr. Mushimba said that his ministry was responsible for the promotion of

science technology and innovation in the country and that in fulfillment of that task it implements its strategies through institutions such as NTBC. ‘’NTBC is contributing towards the development of medical ventilators through UNZA in an effort to supplement Government efforts in managing taking care of Covid-19 patients,” he said.

Dr Mushimba said the ministry was hopeful that the grant of K100, 000 would go a long way in production of the proposed medical ventilators, improve on the quality of medical ventilators, explore more efficient and cleaner methods of producing the

technology.

He also noted that in an effort to make significant contribution to the national Covid-19 preparedness, there was need in ensuring local production of additional medical ventilators.

And NTBC director Kasase Chitundu reiterated his institution’s commitment to ensuring the success of the project and that they were ready to take part in the subsequent stages of commercialisation and transfer of the technology.

Dr Chitundu said that he was of no doubt that through the grant, UNZA would develop feasible and efficient medical ventilators that will enhance governments fight against Covid-19.

POLITICIANS should stop the rot because the levels of un-patriotism are alarming and risk plunging the nation into pandemonium, says UPND Nalikwanda Member of Parliament Geoffrey Lungwangwa.

Professor Lungwangwa was reacting to former Katuba MP, Jonas Shakafuswa’s utterances that Zambia had gone to the dogs.

But Prof Lungwangwa said it was irresponsible for any politician to utter such unpatriotic statements at a time when Zambians were striving to unite.

The Nalikwanda MP said he was concerned with the low levels of patriotism being exhibited by some politicians.

Prof Lungwangwa said it was unpatriotic for anyone to speak ill of his or her country in that manner.

"Statements like Zambia has gone to the dogs speak of un-patriotism against one's country. It is very irresponsible for any politician to utter such words," he said Prof Lungwangwa said it was important for Zambians to be more patriotic to their country as they seek to unite especially during such a time.

"The problem we have is

that we live like foreigners in our own country, there is too much un-patriotism in this country," he said.

Prof Lungwangwa said it was important for Zambians to put their heads together in addressing challenges facing the country.

"If you listen to Nigerians talking, if you listen to Ghanaians talking, you will not hear them say ill about their own countries but the story is totally different here, it's like we are just visitors in our own country," Prof Lungwangwa said.

And Prof Lungwangwa said there was need for politicians to put their political interests aside in the fight against Covid-19.

Kapata canes ‘childish’ Sichinga

IT is inhuman for former Commence minister, Bob Sichinga and other individuals to suggest that Information and Broadcasting Minister Dora Siliya is faking her Covid-19 status, PF national chairperson for women, Jean Kapata has said.

Ms Kapata told the Daily Nation that it was disappointing that a person of Mr Sichinga's calibre could sink so low and start thinking like a small child.

She said Ms Siliya was a human being, capable of getting Covid-19 like any other person.

Ms Kapata, who is also Lands Minister, said it was unfair and un-Zambian to accuse

Ms Siliya of faking the disease, adding that Mr Sichinga should grow up.

"It is barbaric, inhuman and un-Zambian to say Ms Siliya is faking being Covid-19 positive." she said.

She said suggestions by Mr Sichinga that an independent body should certify Ms Siliya's Covid-19 status was barbaric.

Ms Kapata said it was unfortunate that women were also taking part in accusing Ms Siliya of faking the sickness.

She said women should raise and give the necessary support to Ms Siliya.

And Ms Siliya has expressed disappointment over Mr Sichinga’s comments.

GOVERNMENT has assured Chinese and other foreign investors legally in Zambia of protection as they carry out their businesses.

This follows the recent killing of three Chinese nationals in Lusaka’s Makeni area where a warehouse was also set on fire.

Minister of Foreign Affairs, Joe Malanji and his Home Affairs counterpart, Stephen Kampyongo told journalists at State House yesterday that the killing was regrettable and disappointing.

Mr Kampyongo warned that the law would be strictly enforced to ensure that the perpetrators were brought to book.

He said xenophobic acts would not be tolerated and assured the Chinese and other foreigners of protection.

Mr Kampyongo said Government was looking forward to co-existence with foreign nationals legally in the country and that they should not live in fear.

And Mr Malanji said Government had written the Chinese Government through its embassy in Zambia to express condolences.

He said Government would not tolerate anarchy in the country and foreign investors were equally untouchable.

Mr Malanji assured foreign investors that measures were being put in place to ensure that they were protected.

Meanwhile, Copperbelt Commissioner of Police, Charity Katanga, assured the Chinese community that men and women in uniform would provide security in view of the brutal attacks its nationals had suffered recently.

‘Save Tazara from collapse’

GOVERNMENT should recapitalise Tanzania-Zambia Railways Authority (TAZARA) to save the company from collapse, Zambia Jubilee Coalition (ZJC) has said.

ZJC secretary, Kwaela Mwanza, said Government should recapitalise the institution to avoid job losses.

Mr Mwanza said Tazara workers had been working for over six months without pay and that it was only through recapitalisation that the railway firm could revive its operations.

He said the Zambian and Tanzanian governments should honour the agreement of recapitalising Tazara, which was reached during the Council of Ministers meeting.

"We have heard that the Tanzanian government had released 50 percent of the required funds as agreed by the two governments and we appeal to the Zambian government to follow suit and save the company from collapse," Mr Mwanza said.

Mr Mwanza said the institution did not have capacity to sustain its operations, thereby resulting in salary arrears for employees.

"As things are Tazara on the Zambian side cannot even afford to pay salaries for employees and depend on Government.

Workers and their families are languishing in poverty," Mr Mwanza said.

He said the company needed $9.7 million of which the Tanzanian government has released 50 percent of the amount.

INSPECTOR general of Police, Kakoma Kanganja has been instructed to deploy police officers to man Rufunsa gold site and stop illegal mining by foreigners, Ministry of Home of Home Affairs Chileshe Mulenga has said.

Freedom fighters want Bill 10 passed

Mr Chewe said most freedom fighters, who had not been paid their pension benefits, would be cartered for in many aspects if Bill number 10 was enacted.

He said currently, there was no policy in the country that supported the welfare of the freedom fighters, hence the need for opposition MPs to support bill number 10.

He was speaking in an interview during the Africa Freedom Day commemorations in Kabwe.

Mr Chewe said freedom fighters had been neglected for a long time while some had died without being appreciated for their efforts in the freedom struggle.

"As we commemorate Africa Freedom Day, our earnest appeal to President Edgar Lungu and his administration is to swiftly implement the freedom fighters’ policy to mitigate our hardship and suffering," said Mr Chewe.

And Central Province Minister, Sydney Mushanga, called on Zambians to emulate freedom fighters and remain united.

Mr Mushanga said the unity and determination that was exhibited by the freedom fighters made it possible for the country to win the struggle for independence.

"What we can learn from the freedom fighters is the aspect of unity, determination and focus. It’s because of those attributes that Africa is free today," Mr Mushanga said.

Dismiss Prime TV’s petition, demands State

By CHINTU MALAMBO GOVERNMENT says Prime Television does not have the ability to exercise its right to impart and receive information as it is not licensed.

Ministry of Information permanent secretary Amos Malupenga claimed that Prime Television’s petition in the Lusaka High Court where it is challenging government’s decision to cease all cooperation with it, is incompetent as the station was not licenced at the time it commenced the said action.

This in a matter Prime TV is challenging the decision by Government and its agents to cease all cooperation with it after it refused to air free adverts relating to Covid-19 owing to financial challenges.

Prime TV cited the Attorney General Likando Kalaluka, Topstar Communications Company limited and Multi-choice Zambia limited seeking a declaration that the decision by Government to cease all transactions and business with it is unconstitutional.

But the State has therefore, asked the Lusaka High Court to dismiss the said petition, arguing that it has no limbs to stand on.

According to an affidavit in support of notice of intention to raise a preliminary issue filed in the Lusaka High Court, May 19, Mr Malupenga submitted that Prime Television at the time of commencing the matter did not and still does not have the ability to exercise its right to impart and receive information as it was not licenced.

He stated that media enterprises such as Prime Television in Zambia could only exercise the right to impart and receive infor-

mation if they complied with the provisions of the Independent and Broadcasting Authority Act which, among them,includes licencing with the Authority.

“The Petitioner (Prime Television) at the time that it commenced this action on March 31, 2020 was not licenced by the Independent Broadcasting Authority as required by law as its licence had expired on March 28, 2020. In the circumstances, violation of its rights does not arise thereby making its Petition before this court incompetent,” read the affidavit.

The State has asked the court to dismiss the petition with costs, arguing that Prime TV's broadcasting licence was the only basis upon which its freedom of press as guaranteed under Article 20 of the Constitution could be enjoyed.

This is according to the Attorney General’s list of authorities and skeleton arguments in support of summons for an order to dismiss the matter on point of law.

“My Lady, we submit that the Petitioner's broadcasting licence was the only basis upon which its freedom of press as guaranteed under Article 20 of the Constitution could be enjoyed.

In this particular case, the said license expired on March 29, 2020, two days before this action was commenced on March 31, 2020. Therefore, at the point of commencement of this action, the Petitioner had no right to commence this action and seek the claims sought herein as the licence it previously held had no legal effect,” the State submitted.

REVENUE DROPS IN COUNCILS - LGAZ

HE percentage of revenue collection for councils in the first quarter of 2020 is far from meeting the target, the Local Government Association of Zambia (LGAZ) has said.

LGAZ President Christopher Kang’ombe said the low revenue collection was due to reduced economic activities owing to the Covid-19 pandemic.

Mr Kang'ombe told the Daily Nation in Kitwe yesterday that compliance for paying rates and basic levies had gone down in all the cities across the country.

I have come to understand that in this social media age, misleading the public has become so easy and technology as capital for propagandists has become too accessible to everyone that the only thing standing between the misleader and the misled is the decision of the misleader to mislead.

I wite this concerning my sister Saboi Imboela a person that I have admired from especially how she broke from the stereotype the public has about the caliber of many in the entertainment industry to become a lecture of political science at the University of Zambia. This past week has been very a very difficult week for us that follow her as her GPS could not stick to one location.

From being media hype for the HH and the United Party for National Development (UPND) to pouring scorn on the Patriotic front and Dora Siliya it indeed has been a busy week.

At the time when the world is united in the fight against the COVID-19, I find the behavior of the NDC spokesperson Saboi Imboela particularly irresponsible and dangerous. Shortly after Hon. Siliya announced that she had tested positive for COVID-19, whilst it is clear sh said every in plain language, it was difficult to extract some good sense from her rantings.

Mr Kalimbwe in honorable Siliya’s statement ironically her complaint is not about the lack of detail in the statement but the abundance of it! This is a lame complaint form a political scientist to a government spokesperson. Come to think of it Hon. Siliya is paid for being detailed therefore in her line her of work, being detailed is not an option.

Instead of turning it into politics, an intelligent person should have reasoned that her message was twofold, that while it is not optional that we take precautions to prevent the coronavirus, society should not frown on those that get infected with the virus or imply that their carelessness has landed them in a problem. This is the same message we used to fight stigma for those infected with HIV, unfortunately even the best among us the likes of Saboi Imboela can’t seem to figure this out without the help of a tutor.

To suggest that we should go into suicide mode by disregarding

all international protocols is highly irresponsible as this message can lead to high infection rates. Zambia is part of the global community and there is no special COVID-19 for Zambia and another for the rest of the world. For Saboi to imply that we are dramatizing corona is an insult to those of friend s who have lost loved ones due to the virus but even more so to the dead.

If all politicians behaved like her, then for once I could agree with her when she says that that Zambian politics are very dirty. It never gets dirtier than to suggest that the government is using COVID-19 as a begging bowl. This is dirty for the NDC spokesperson to try to armtwist government into opening up the arena for political rallies prematurely so that she can be out to mobilize at the expense of the lives the same people the lives of the same people that she wants to vote for NDC, that’s indeed the mind of a political savage. hile she accuses everyone who doesn’t agree with her of having their brains in their hands, for once I would advise my sister to stop using her ego to analyze matters of public interest. Like I said in the sight of this virus, the world is on a war footing. In times of crisis, a bit of civility would do. Even our African culture doesn’t condone despising sick people. Today its Hon. Siliya who is infected tomorrow it might you or someone close to you. Let’s not lose our morality in trying too hard to be relevant it’s the easiest way to self-destruct.

Dear Editor, HAVE you noticed that when you are shifting from one house to another or just from one room to another; when packing, you will discover that you have a lot of your stuff that are just not worthy coming with to your next house or your next room because plainly speaking they are just unnecessary baggage?

And the more you pack your stuff, the more you realise just how much baggage or unnecessary stuff you have been keeping; it could be extra shoes, clothes or whatever stuff that you just find not worthy bringing into your next house.

That is exactly what it is with relationships, work and life in general.

Many times we are afraid to change, to shift from one relationship, one job, one situation to the next; we often feel uncertain and insecure about the uncharted future but once we move on to the next job, next relationship or next situation, we often come to realise just how much baggage, abuse, nonsense, etecetra we were tolerating and keeping.

Once we move, we often feel lighter and cleaner. Put simply, we often grow and glow with almost every shift.

We are often scared of change in our lives; we are often afraid of the unknown; we would rather hold on to a job, a relationship or a situation we have no matter how abusive or unfair it might be for fear of the uncertainty of the future but once we gather the courage to shift, we often realise just how much hogwash, how much horse manure, how much MANYENGWE we were enduring, allowing or tolerating in our lives.

The bottom line is that no matter how hard it might be to do, change is the only constant in life; we should never be afraid to take that leap of faith and try new things, new challenges, new adventures, new jobs or new relationships if the current ones are not working.

Though not all change is good, there can never be growth without change.

Have courage to move, to say no to unfair or and abusive relationships or situations.

MERCHANTS OF DEATH: HANDS OFF DORA Dear Editor, THE politicisation of Dora Siliya’s Covid-19 status is coming from the UPND, a party that moved a motion to criminalise hate specch and other vices.

Debating the sickness of a political opponent is another form of hate specch which was condemned by Members of Parliament.

We remember when British Prime Minister Boris Johnson was diagnosed with the novel Coronavirus, the voluminous praises were flying from the UPND. They lectured to us on how important it was for leaders to be sincere.

This week, our iron lady and the great communicator and Minister of Information Dora Siliya made public disclosure of her illness. The UPND mouth piece masquerading as civil societies are doubting the integrity of the tests.

The merchants of death are now demanding for what they are calling as independent tests. We condemn this inhuman act by the opposition to use sickness to seek political capital. We, strongly condemn this unbecoming behaviour.

The culture of being insensitive to the Siliya family, her colleagues in government and the nation is very unfair.

As an alternative government, the UPND must strive to acquire political maturity and not trivialise issues of this nature.

Mr. Banda’s letter like many others puts a lot of blame on government, of course, successive governments have their own share of blame but I think the citizens

concentrate!

It is more important for the mentality of every Zambian to change for us to reap the benefits from our natural wealth. In one neighbouring country, the citizens are so protective of their diamonds they will report every illegal immigrant they see in their village or town.

We should also change the way we manage money. The European Union at one time gave Zambia seed money for amethyst mining in Kalomo, we failed to utilise the money during the MMD era because of government as well as the small-scale miners’ attitude.

I hope that since we have now woken up to reality, the government can put a policy in place for better management of our wealth. I also believe Government has a duty to mobilise resources for interested Zambians to be able to engage not only in mining, but processing and value addition to our gemstones.

On the other hand, the citizens must make their contribution by refusing to deal with illegal immigrants. How can people from East Africa be harassing Zambians in Luano Valley, where are the chiefs and the local administrations?

We should not waste time creating fictitious stories of alleged illegal dealings in gold by the state and government officials as though we are angels; we all have a share of the blame.

THE sad story of Zambian Gemstones – Who is to blame, Government or the people?

There is one area of democratic debate which has taken route in our society – the social media. Although this platform has been dubbed the devil’s frontier because of constant abuse by some groups and individuals, there are times when useful information comes through on social media.

This is what happened in Zambia in the last two weeks; a useful debate concerning the mining of gold in our country came to the fore on social media.

For me, I believe that the debate must go beyond the mining of gold but include other natural resources.

I was actually reminded of the sad story of Zambian emeralds by one reader of Troubleshooter who sent me the following letter:

Thank you so much for the heart you have for this great republic of Zambia. I read the article you wrote on 10th July, 2019 almost a year ago.

Sir my heart bleeds when I see we the indigenous of this country remain POOR and yet we are a rich county. Why are our leaders not looking into the mining of gemstones to be given to Zambians?

Am interested into mining emerald but the support capital I do not have.

Foreigners are the ones getting rich out of our God given minerals. One of the guys in Chipata told me that people come as far as Kenya to grab the gold in Eastern Province. Just recently I heard that mining of gold in Eastern Province has been given to a foreign Company including the equipment, my question is why not empower young Zambian entrepreneurs?

In Luano Valley a man from Kabwe was telling me that Tanzanians are there mining our gold freely they even harass Zambians in our own Country. Where are we going, where is the leadership in this Country? We cannot be in white collar jobs, doctors nurses etc no. That is why we have mines, industries, transport etc.

As a Zambian, I want to have a share in gemstone mining. Sir help me.

Let electorate support Bill 10 - Chief Luchembe

OPPOSITION Members of Parliament must be reasonable and set aside their selfish interests so that they support what their electorates want in Bill 10, chief Luchembe of Mpika district has said.

The traditional leader said the electorates had seen that the bill had progressive clauses that could play a critical role in the governance of the nation and hence need for them to bow down to their wants because they were the ones who took them to Parliament.

Chief Luchembe said in an interview yesterday, when Parliament resumed, the opposition MPs should stop the childish tendency of walking out whenever the bill was presented in Parliament.

The electorate votes for them so that they can represent them and it is important that they serve them accordingly by supporting their wants, the traditional leader said.

“Truly Bill 10 has progressive clauses and I think many people have to appreciate the contents in it. For those who are rejecting can they come out and point out which clauses which are not progressive instead of the lies they have continued peddling about this progressive piece of legislature.

“When we are participating some of these debates across the country, let’s be faithful to each other and to ourselves particularly. We should be thinking about what kind of legacy we need to leave behind, when time comes what will people talk about me when am gone about what have done to enhance their lives especially on execution of duties I was given to perform.

“I think people who are in Parliament today must stop being unreasonable and start doing things that will benefit the people. They should sincerely have introspection in themselves and answer the Lords by saying am doing the right thing,” chief Luchembe said.

And former Minister of Defence Geoffrey Bwalya Mwamba said it was important for Parliamentarians to support Bill 10 because it had clauses that would play a pivotal role in the welfare of the country and that of the Zambians. Mr Mwamba who is Patriotic Front (PF) Vice Chairperson for Mobilisation, said there was a lot of important clauses in Bill and those opposing it were just looking at some few clauses which the select committee had removed.

The former UPND vice president for administration, said the opposition UPND must be reasonable for once and able to support things which could change wellbeing of many.

Siavonga DC chides inept contractors

CONTRACTORS working on Government projects in Siavonga should immediately surrender the contracts for failing to complete the projects.

Six local contractors were three years ago awarded contracts to work on Government projects in the area and only one contractor, Woodlock company, was being successful, says Lovemore Kanyama, the Siavonga District Commissioner.

Mr Kanyama said Woodlock, the company working on the modern police station, was doing a commendable job as the project was at 98 percent completion.

He regretted that the rest of the contractors had no capacity to finish the projects with or without funding from Government.

This is contained in a statement.

“It is against this background that I seriously call upon the five contractors to consider surrendering or rather engage Woodlock Construction Company to work on the said projects, Woodlock Construction Company being a local company has the capability to work while waiting for government resources,” he said. Mr Kanyama said he wanted companies that could use their own resources while Government was processing their payments as witnessed by Woodlock Construction Company.

“The contractors should have some resources and not to completely be dependent on government funding,” he emphasised.

Siavonga received six local contractors to construct a Civic Centre, Post Office, Police station, District Administration office and two VIPs Houses, 10 medium cost houses, and 20 low cost houses.

The five contractors, Mr Kanyama said, had punished civil servants who should have been occupying the Government houses.

Barber commits suicide

BARBER man in Solwezi has committed suicide in his shop using a cable from a computer.

The incident, which happened on Monday in the morning, left residents in Zambia Compound market shocked.

North-western province Commissioner of police, Elias Chushi, confirmed the incident and identified the victim as Fidelis Lombe aged 24 of Zambia compound.

The Commissioner of police explained that Lombe hanged himself using a computer cable in his own barbershop.

Police, who visited the scene, found the barber shop locked with a padlock inside, but broke the door down and found the body in a hanging position.

"The reasons for committing suicide have not yet been established," he said.

Mr Chushi said the body was later picked and deposited in Solwezi General Hospital mortuary awaiting post-mortem while the inquiry file had been opened.

In a similar incident, a 14-year-old girl of Kalumbila district has committed suicide after picking a quarrel with her sister in-law over preparation of nshima.

Mr Chushi “Police visited the scene and found the body removed from the pit which is about one metre deep. The body was physically inspected and no injuries were seen,�

Mr Chushi said the incident happened on Monday around 17:00 hours at Kakeza village and identified the victim as Doreen Ifota of chief Musele's chiefdom.

He said the victim committed suicide by hanging herself from a tall tree using Chitenge material.

"Reasons for committing suicide are that, she picked up a quarrel with her sister-in-law over preparation of Nshima, and after the misunderstanding she went and hanged herself," he said.

Meanwhile, a 65-year-old man of Tulisha village in chief Kapijimpanga in Solwezi has died in unclear circumstances.

Mr Chushi said the incident happened at the village around 08:00 hours on Monday when the deceased was found dead at the back yard of the house where he was digging a pit latrine.

"Police visited the scene and found the body removed from the pit which is about one metre deep. The body was physically inspected and no injuries were seen," he said.

WHO FEARS ‘SILENT’ VIRUS EPIDEMIC UNLESS AFRICA PRIORITISES TESTING

ENEVA - Africa has so far been spared the worst impact of the coronavirus, but the World Health Organisation is worried the continent could face a “silent epidemic” if its leaders do not prioritise testing for it, a WHO envoy said on Monday.

“My first point for Africa, my first concern, is that a lack of testing is leading to a silent epidemic in Africa. So we must continue to push leaders to prioritise testing,” special envoy Samba Sow told a news conference.

The WHO’s director general, Tedros Adhanom Ghebreyesus, said Africa was the region with the fewest diagnosed coronavirus cases, accounting for less than 1.5 percent of the global total and just 0.1 percent of deaths. The WHO regional director for Africa, Matshidiso Moeti, said some countries had taken measures to curb the disease at a high economic cost. Those measures meant the pandemic was having a milder impact so far than some models had predicted, Moeti said.

Tedros credited the continent’s experience dealing with other epidemics as

helping it scale up its response to the coronavirus and be spared the impact seen elsewhere so far.

All African countries had preparedness plans in place, he said, although there were still “gaps and vulnerabilities.”

Meanwhile, countries where coronavirus infections are declining could still face an “immediate second peak” if they let up too soon on measures to halt the outbreak, the WHO said on

Monday.

The world is still in the middle of the first wave of the coronavirus outbreak, WHO emergencies head Dr Mike Ryan told an online briefing, noting that while cases are declining in many countries they are still increasing in Central and South America, South Asia and Africa.

Ryan said epidemics often come in waves, which means that outbreaks could come back later this year in

places where the first wave has subsided. There was also a chance that infection rates could rise again more quickly if measures to halt the first wave were lifted too soon.

“When we speak about a second wave classically what we often mean is there will be a first wave of the disease by itself, and then it recurs months later. And that may be a reality for many countries in a number of months’ time,” Ryan said.

SA records 399 Covid-19 deaths as cases rise to18, 000 SOUTH Africa recorded 399 deaths from the Covid-19 pandemic as of Wednesday, an increase of 27 in the past 24 hours, Health Minister Zweli Mkhize said.

“Sadly we have recorded the first neonatal mortality related to Covid-19,” Mkhize said.

The victim was a twoday-old baby who was born prematurely and therefore had lung difficulties which required ventilation support immediately after birth, according to Mkhize.

The mother had tested positive for the coronavirus and the child was found infected too, the minister said.

Meanwhile, the total number of confirmed Covid-19 cases in South Africa has risen to 18, 003, up by 803

from Tuesday’s figure, said Mkhize.

Nationwide, the total number of recoveries to date stands at 8, 950, Mkhize said.

On Tuesday night, the South African government published, for the first time, the modelling or projections for the Covid-19 pandemic, showing that between 40, 000 and 45, 000 South Africans could die from Covid-19 by November, with the existing intensive care unit beds expected to be overwhelmed.

The release of the projections followed intense criticism against a lack of transparency about the modelling and other Covid-19 data.

Mr Kabandisha said the school which was located within the borders of Masaiti and Ndola Districts would not have afforded to buy the materials for all the learners.

He stated that the school consisted of about 500 learners in the examination classes.

Caritas Secondary School Parents Teachers Association (PTA) Chairperson Gabriel Magwale said the move was a good step towards mitigating Covid-19.

Mr Magwale said the school had 406 learners in examination classes.

Nkana Water struggles to collect revenue

By SANFROSSA MANYINDA NKANA Water and Sanitation Company (NWSC) is facing challenges in collective revenue since the directive to halt water disconnections was given owing to the corona virus outbreak.

NWSC Public Relations Officer, Agnes Simwinga, told the Daily Nation in an interview that the challenge was getting worse for the company as it had to remind people to pay their bills almost on a daily basis.

She said at the time they were instituting water disconnection, customers were compliant and paid their bills without being reminded.

Ms Simwinga said that with the new normal that the country was learning to adapt to, it was important for people to ensure they paid their bills on time.

“We advise people to start clearing their bills bit by bit to

avoid owing the company huge sums of money.

“People should start asking themselves how they would manage to clear huge bills that that they are accumulating when the pandemic is finished,” she said.

Ms Simwinga appealed to customers to pay bills on time so that the company could continue supplying them with quality water. She stated that the water utility company’s operations, maintenance, procuring of chemicals for water treatment and salaries for workers depended on the money paid by the customers.

She however said that the company had intensified sensitization programmes on all digital platforms to educate people on the importance of paying water bills amid the pandemic. Ms Simwinga said that it was wrong for people to take advantage of the Government directive to stop water disconnection during the outbreak.

DISOBEDIENT RESIDENTS FACE ARREST

E will now start arresting individual who do not comply with the laid down Covid-19 preventive guidelines, Luanshya District Commissioner Patrick Maipambe has warned.

Mr Maipambe said the residents had been sensitised enough and had no excuse to give for not following the guidelines.

He said that his office, the council and the Zambia Police had come up with a team to intensively roll out on

inspections.

“We have been working day and night sensitising the public as well as those conducting their businesses in public

places, so we take it that all the people know what to and not to do amidst the pandemic,” he said.

Mr Maipambe said that it

was important for the local authority to make sure that the guidelines were strictly followed at all times so as to prevent the spread of the virus.

He however stated that he was happy with the compliance levels by most shop owners as well as some marketeers.

Mr Maipambe said bus stations would be under watch to ensure that operators did not allow passengers without masks on their faces to board buses.

“We are doing all this to win the fight against the corona virus pandemic which needs concerted efforts,” he said.

‘Maternal health services a challenge’

MATERNAL health services have remained a challenge for women in Zambia, says the Medicines Research and Access Platform (MedRAP), MedRAP, a non-governmental Organisation whose objective is to strengthen health systems, also said Sexual Reproductive Health Commodities (SHRC) in Zambia were still low.

Executive Director, Lioka Lioka, said SHRC was still low with a higher availability in the public and mission sectors than in the private.

Mr Lioka said that maternal health services had been one of the most challenging service to access adding that women were the most affected.

He was speaking in Kazungula when he presented a policy brief report on MedRAP's findings of the availability of sexual reproductive health commodities in both urban and rural health centres.

Mr Lioka also paid a courtesy call on Chief Mukuni of Kazungula.

He said that the report was based on the data collected from over 440 health centres countrywide on the

availability, price, affordability and barriers of SRH commodities.

"We are here to present a policy brief report about our finding and make recommendations to the Government through you your royal Highnesses. We realize that the role that your Royal Highnesses are the voices of our people," he said.

Kitwe vandals warned

RESIDENTS in Twatasha Township in Kitwe, who are in the habit of stealing road signs and vandalising the newly-constructed roads in the area, will face the wrath of the law, area councillor Michael Mbulo has warned.

Only a few sign-posts out of about 50 that were erected in Twatasha, were remaining standing firm in the area.

Mr Mbulo told the Daily Nation that he had reported the matter to both the contractor and the council so that they could come up with security measures to protect the remaining few posters.

ODAY, I want to discuss and confirm how the emotions of FEAR and DESPERATION are a potent force for either stagnation or progress. The contextualised overview is given here.

Human beings can either be cooperative or destructive; they can either be indignant, rebellious or repentant, depending on circumstances. Ultimately, it is the choice(s) we make because as common parlance goes, “it is my democratic right.”

This is one interesting thing about democracy. You need a good and elastic legal regime to manage many different and complicated/ competing egos. Even in the midst of fear and desperation, no right disappears! (If in doubt, ask our friends advocating for freedoms of individuals bonded in various government “lodges”) When we cooperate, we promote TEAM (Together Everyone Achieves More) spirit. That is the essence of a cooperative movement and cooperation in general. On

FEAR AND DESPERATION this score alone, I agree with the communist definition and understanding of a “comrade” unlike the rampant child infantile disorder(s) heard and abused, on a daily basis, only for convenience. (I know several who profess socialism or communism but leave a life which is totally capitalist) When we destroy, we cannot look forward to any good. Take a field of maize, which is evaded and rudely “harvested” by Army worms or locusts, there is no good news, but distress leading to pain and poverty. But, that still represents choice.

A bank robber or thieves break

into a bank knowing fully well the mission and possible consequences. It would appear to me that in such instances, consequences, matter very little as the choice is probably calculated and responds to particular situations.

Many times, this leads to Money Laundering and therein resides the aspect of destruction.

When we are indignant, reason is equally evasive. We listen more and are driven by emotions. This is why some folks are rebellious and angry at nobody but themselves, even when problems of Covid-19 are raging.

My honest view is that I would

find it difficult to challenge what authoritative individuals and institutions are saying and have demonstrated. As a matter of fact, we have reality and hard evidence to both consult and refer to.

So, you can choose to rebel and face the consequences. Again, for purposes of emphasis, pandemics such as Cholera and now Covid-19 are useful reference points. You refuse to observe instructions from authorities at your own peril.

The problem though is that as an immediate challenge, it is a personal problem, but beyond that you are a danger to society and your neighbours. This is the point for cooperation. (The neighbours are those you interact with and extend to who your neighbours interact with. It produces an unpleasant chain) You can only successfully engage in primary health care if you receive cooperation from all. A simple practice which costs nothing but invites duty is how we dispose of waste. How responsible is littering or spreading mischief around?

I do not think it is and I do not think it is cool either. We really cannot downplay primary health care; and planning, to basic arithmetic of multiple choices.

Can you imagine embracing the view that: manipulate the law and build wherever and whatever structure you desire, without due regard to planning!

I really appreciate citizens who become repentant and are remorseful of what they have done.

In the midst of the effect and impact of the Coronavirus which is global and offers no destination for refuge, I am sure some of those who made it their business to cripple the Zambian economy, through falsehoods and harmful partnerships, are quietly repentant.

Politicians from both sides of the divide must be worried about the implications of the Covid-19 pandemic. It has the potential to stress the political calendar and has another ugly challenge of complicating campaigns.

By this very Covid-19 alone, some political parties are out of the race and probably this time around, that would be the last time they practice their democratic right to negatively impact the Tax payers money by insisting on being on a ballot paper, without tangible benefits.

Still on the Covid-19 pandemic,

the fact that the compliance levels on the importance of observing health directives, have increased, is noteworthy. From where I stand it is a loud and singular example of the fact that education works.

Civic education that receives community approval is one of the cures to our national challenges. It is my submission that Zambians have actually demonstrated that if and when they want, they can respond to government appeals and directives.

I do not conclusively know whether this is as a result of fear or desperation, but whatever the case, Zambia is the beneficiary.

The importance of this is that, we can also use the emotions of fear and desperation to summon our mental faculties to do that which is good for Zambia.

But, (with caution) when all is said and done, it looks like when pandemics strike, that’s when we summon the impressive collective courage to ensure that we defeat or decisively deal with a particular disease. It need not be that way!

In this collective push – and that is the power of ISSUES, negative considerations of this “small team” or that “family egoism,” jostling for power cannot have any space.

I really wish these guys would use their energies and political antics to push collective thought and action.

I raise these views so that we can, at a personal level invite critical thoughts and views that run around us through the lens of GOVERNANCE, which covers politics and economics. In fact these two are the most talked about topics even from those with either scrap or very little knowledge of the subjects.

As a matter of fact, I am entertaining a thought that if we acted as a National potent force, based on consensus which turns fear into positive action; nothing can stand in the way of defeating extreme poverty in Zambia. After all, there is no good or plausible reason why any country on the African continent, should be associated with extreme poverty or squalor. But it is partly so because of fear and desperation. Our minds have been paralysed by a combination of fear and hope!

Let’s not forget the fact that fear dwells in the mind and when fear colonises a mind, the consequence is terrible indecision, which comes

out as some form of submissive stint. (Depression is most often nearby).

I am also cautiously entertaining the view that if ALL political campaign money was used on National projects, development would be self evident and not elusive or subject to both complex and unfair interpretations. Why: First, focus and concentration of energies; would be unmistakable.

Second, falsehoods and lies would have no place whatsoever, because of the agreed common position, which reflects civility.

Nobody, in these circumstances, would be interested in the trade of the no value “merchandise” of falsehoods and irresponsibility!

It is now absolutely clear to me – and I hope to others as well that, National Development is a “National Agenda” which should not be interfered with by fear. It is a priority. In fact, it was wrong for the Movement for Multiparty Democracy (MMD) to abolish National planning and put in motion the destructive (dubbed reform) machine for dismantling what was seen as the “Kaunda Economy.”

The “Kaunda economy” was dismantled through legal programmes such as the suspect privatisation, which I remotely supported out of little knowledge.

(I would have opposed it vigorously, if I knew the details that I now know. As a principle, there is nothing wrong with genuine privatisation, but the pillage around it, only evidenced by the subsequent grinding poverty, anger and consequent deaths) My understanding is that National planning cuts across political lines and is for the benefit of the Nation. For this reason and this reason alone, it is self-serving, when one engages in any activity that undermines both process and delivery accountability by the government of the Republic of Zambia.

In legal terms, it is a subversive offence to promote activities that destroy the integrity of any government! Evading tax in the USA and other jurisdictions is a very serious offence and the long arm of the law will reach you irrespective of who you are.

The import of all this is that we cannot divorce the emotions of fear and desperation from our daily lives. They inform and affect our decisions, they impact our actions and they compromise collective decision making. Who knows, may be the so called “Pull Him/her Down (PHD)” syndrome comes from either fear or desperation.

It is also possible that may be the political upheavals we have been experiencing in Zambia, are out of fear and desperation. It is equally possible to appreciate and understand that actually, we change governments out of fear and desperation.

What do I mean? When a person or communities are paralysed in thought, and imagine losing either property or any other, or when individuals begin to fantasise out of desperation, decision making is severely puzzled. It is when confusion is in top gear that the Zambian Nation would be open to all manner of manipulation.

Many countries have experienced tragedies imported by fear.

PUBLIC NOTICE PUBLIC DISCLOSURE RADIO PROGRAMME FOR PROPOSED TD11 TAILINGS STORAGE FACILITY BUTTRESSING PROJECT AT MUFULIRA MINE IN MUFULIRA In normal social conditions, the aforementioned public disclosure of the project’s Environmental and Social Impact Assessment in respect of the buttressing project would have been carried out at a public meeting with the affected and interested parties.

However, these are not normal social conditions due to the COVID-19 pandemic. To comply with the Government’s directives and the Public Health Guidelines on social distancing and gatherings, it has therefore, been decided to carry out the public disclosure through a radio programme.

Background: Mopani Copper Mines PLC (MCM), a joint venture company comprising major shareholders Glencore, First Quantum Minerals Ltd and ZCCM Investment Holdings, own and operate mining and mineral processing operations in Mufulira and Kitwe on the Copperbelt in Zambia running the Mufulira and Nkana Mine Sites, respectively. The company’s success has resulted from its focused approach to operation facilities’ improvement and the mutually beneficial relationships enjoyed with its stakeholders.

MCM operates the TD11 Tailings Storage Facility at Mufulira Mine Site in Mufulira District. The tailings storage facility is located about 3.7 kilometres to the South-West of Mufulira Mine Main Plant and Works area. The facility lies within the Mine Surface Rights area

of MCM Mufulira Mine and covers an area of approximately 480 hectares. It has confining walls built with earthfill and cycloned tailings material. The process waste from the Concentrator known as tailings (or slimes) are deposited into the facility, which has been in continuous operation since 1987.

The Project: MCM is proposing to reinforce (buttress) the walls of TD11 Tailings Storage Facility with graded waste rock and other selected earthfill material to implement the TD11 Tailings Storage Facility Buttressing Project. The reinforcement plan entails reinforcing the walls made of cyclone tailings by constructing an outer wall against the existing TD11 walls. This is to increase the factor of safety of the facility, thus further stabilising the retaining outer walls.

MCM commenced the Environmental and Social Impact Assessment (ESIA) Process for the proposed project as required under the Environmental Management Act No.12 of 2011 of the Laws of Zambia read together with the Environmental Impact Assessment Regulations, Statutory Instrument No. 28 of 1997. The company also held a Scoping meeting in August 2019 as the initial stage in public consultation on the project. The buttressing extent will be wholly within Mopani surface rights. The construction materials will be sourced from within Mopani mining rights.

Public Disclosure Mechanism: Further to the Scoping meeting, and in compliance with environmental legislation stated above, MCM has prepared a Draft Environmental Impact Statement (EIS) for the proposed project and is now inviting Government Agencies, the Local Authority, Non-governmental Organisations, Community-Based Organisations, Interested and Affected Parties and the general public to participate in a phone-in radio programme for Public Disclosure of the Draft EIS for the proposed project.

The phone-in programme will be hosted by Mafken FM Radio on Tuesday, 2nd June 2020 from 10:00 hrs to 11:00 hrs and stakeholders are warmly invited to tune in to the Radio on 97.7 MHz and participate in the radio programme by phoning the Radio Station on 0762 541266 free of charge. The calls made to this number during the time of the programme will be at NO cost to the caller.

…Kenya’s VP disowns ‘contaminated’ donation

NAIROBI - Kenya’s Deputy President William Ruto has disowned food donation said to be contaminated that was distributed in a constituency outside the capital, Nairobi, in bags branded with the name of his foundation.

Scores of people have visited hospitals after consuming the food, with some patients in critical condition - according to Kiambu County Governor James Nyoro.

Ruto on Monday denied involvement in the distribution of the food, blaming it on “political thuggery.”

“Reports from locals indicate that the strange food donations in question were hurriedly thrown from moving vehicles to unsuspecting public with fake branding, that is not from the Foundation,” a statement from his spokesperson said.

Some residents are reported to have returned the foodstuffs to local administrators, according to media reports. Each bag carried a packet of maize flour, cooking oil, tea leaves among other essentials.

Kenyan politicians have been distributing foodstuffs to people in low income areas whose earnings have been hard-hit by coronavirus containment measures.-BBC

Burundi’s ruling party wins presidential election NAIROBI - Burundi’s ruling party candidate, retired general Evariste Ndayishimiye, has won the presidential election with 69 percent of votes cast, the electoral commission said on Monday, after accusations of rigging by the leading opposition challenger.

The commission said opposition candidate Agathon Rwasa received 24 percent of votes. There was a turnout of 88 percent.

Commission chairman Pierre Claver Kazihise said the turnout was “massive” and the election was peaceful.

The May 20 vote to replace President Pierre Nkurunziza, however, was preceded by political violence including the arrest, torture and murder of opposition activists, according to a local rights group.

FORMER International strikers James Chamanga and Given Singuluma have urged the current generation of national team players to work very hard when summoned for national team duty to restore Zambia’s status as a big footballing country.

HE Football Association of Zambia (FAZ) is hoping to resume the league season by June 21, with the football world governing body FIFA indicating financial assistance to the clubs as it’s played behind closed door.

For over two months now, the league has been halted due to the global coronavirus pandemic. FAZ has been weighing the best option to complete the 2019/2020 season without putting the health of people at risk.

Mweemba said it was assessing how much on average the clubs would lose in gate-takings when home matches are played without spectators.

“We want the league to start, but we have to follow the Bundesliga way of playing minus spectators.
