DON’T LOSE FOCUS ZAMBIANS must maintain focus even in the face of adversity and affliction secure a prosperous future.

Many a time, individuals lose focus when confronted with debilitating circumstances, but it is prudent to summon mental strengthen and eventually get back on track.

At societal level, when affliction strikes, many voices reverberate, most of them with negative undertones while a few speak positively.

On face value, the positive and voice of reason sounds outrageous.

More often, progressive suggestions get drowned in emotional outbursts from outspoken elements that always want to be heard.

Therefore, Zambians must remain resolute and only take that which is progressive from level-headed political leaders as well as technocrats.

During the Covid-19 pandemic, the picture in both the private and public sectors looks gloomy, but even in such a dark scenario Zambians ought to search for a positive avenue to navigate.

Not all is lost; as in every dark cloud there is a silver lining.

In fact, Aristotle Onassis, a Greek shipping tycoon said it aptly: “It is during our darkest moments that we must focus to see the light.”

Thus we agree with Finance Minister, Ng’andu Bwalya, who states that the mining industry requires sustenance during this critical period and that a survival plan is a must.

The Minister, who is leading a technical committee established to find the way forward for the mines, believes that Mopani Copper Mine and other firms need to sustain operations and avoid job cuts.

From a remote stand-point, the statement sounds farfetched especially with the far-reaching negative effects of the Covid-19 pandemic.

But Mopani and other firms must re-look at their strategies and adjust in a manner that will guarantee sustenance of operations instead of giving up altogether.

It is relieving that in tourism, industry players are working on a post Covid-19 recovery strategy to guarantee survival.

Zambia Tourism Agency is working on an immediate action that will help tourists adapt to the current situation. Domestic tourism is particularly being explored for further development.

The Zambia Association of Manufacturers, too, has started looking at ways of surviving the Covid-19 crunch.

Thus the mining industry is no exception and has the ability to sort out the grey areas so that production can proceed in a sustainable manner.

Other mining houses in the world have crafted a stock-piling strategy while seeking ways of exporting the minerals in the face of lockdowns in many countries.

It is also true however that countries, including the United Kingdom and the United States, have started easing restrictions to allow business and the industries to fire back to normal operations.

Mopani must thus recant the extreme action of placing the Mufulira and Kitwe assets on care and maintenance and adopt more progressive strategies for a win-win situation.

On the other hand, Government must look into Mopani’s demand and meet its obligations such as paying the VAT refund.

Government should also re-look at the tax regime particularly the mineral royalties.

Zambia Chamber of Mines has been complaining about the increased sliding scale for royalties of four percent to six percent by 1.5 percentage points.

The chamber has also complained about the 10 percent tax when the price of copper exceeds $7, 500 per tonne.

In essence, the scale is adjusted so that royalties are paid at higher levels as commodity prices climb and are reduced as prices fall.

Therefore, all Zambians must remain focused!

RISING gold prices on the international market should move Government to pump more resources in mining the precious metal, says the SmallScale Miners Association of Zambia (SSMAZ).

Gold price rose to the highest on the international market in more than seven years after the stocks and asset prices suffered a significant hit from Covid -19.

Spot gold climbed as much as 1.2 percent to US$1, 763.70 an ounce, the highest since October 2012 while bullion has surged 16 percent this year as the spread of the virus curbed economic growth and roiled markets.

TOURISTS who have been allowed into Zambia are free of Covid-19 because they undergo mandatory 14 days quarantine, Zambia National Public Health Institute (ZNPHI), Victor Mukonka has said.

This follows concerns that tourists were now flocking to the Victoria Falls in Livingstone after President Edgar Lungu ordered that the natural wonder be opened.

When asked during the Covid-19 update yesterday whether residents were safe with tourists flocking into the area, Professor Mukonka said only outsiders who satisfied the quarantine requirements were allowed to enter the country.

Prof Mukonka said residents were safe even with tourists coming into the country as long as health guidelines against Covid-19 were followed.

Prof Mukonka also expressed disappointment with Covid-19 patients at Chinsali Isolation Centre who were seen disregarding health guidelines in a video that went viral.

“I can confirm that we have substantial volumes of gold in Kasenseli and our experts are telling us that it is a platform which can help us navigate out of this critical time we are in,” he said.

LUSAKA lawyer Lewis Mosho has been accused of unlawfully firing the managing director and eight other employees at Kinghar Company Zambia where he is the business rescue administrator.

Wang Shunxue, a shareholder who was also the managing director in Kinghar Company Zambia has moved the Lusaka High Court to allow him start proceedings on his own behalf and on behalf of the eight other employees, challenging the termination of their employment.

He is citing Kinghar Company Zambia (under supervision and commencement of business rescue proceedings).

Mr Shunxue stated in an affidavit in support of originating summons that the company was placed under business rescue, by way of a consent judgement approved by the High Court at Kabwe and Mr Mosho was appointed business rescue administrator.

“The business rescue administrator terminated the employment of the plaintiffs without giving us notice of the said termination and without giving reasons for termination,” Mr Shunxue said.

He stated that the termination of his employment and the others, was supposed to comply with the law.

“We seek to commence legal proceedings against the defendant. Unless leave to commence proceedings is granted, the plaintiffs will continue to suffer prejudice,” he said.

Meanwhile, Prof Mukonka said 116 arrivals were recorded at Kenneth Kaunda International Airport and included 72 Zambians and 44 foreign nationals who transited through the country under police escort.

For Chirundu, Prof Mukonka said over 500 people who were coming from South Africa were screened and tested and that their results would be announced when ready.

Lungu attends SADC summit in Zimbabwe

PRESIDENT Edgar Lungu was yesterday among the Heads of State who attended the Extraordinary Organ Troika Plus Republic of Mozambique Summit of the Southern African Development Community (SADC) in Zimbabwe aimed at reviewing the political and security situation in the region amid the Covid-19 outbreak.

The summit was chaired

by Zimbabwean President Emmerson Mnangagwa, the chairperson of the organ on Politics, Defence and Security Cooperation.

It resolved that SADC would continue cooperating

regionally in the fight against Covid-19 and protect citizens while sustaining livelihoods.

The summit which was also attended by Mozambican President, Fillip Nyusi and President of Botswana Mokgweetsi Masisi condemned terrorist and armed attacks in Mozambique’s Cabo Delgado province.

This is according to a statement issued by the Zambian Government.

The summit also called for a peaceful transfer of power in Lesotho in line with the constitution of that country.

It also took note of the Supreme Court of Malawi’s decision on the annulled May 2019 Presidential elections.

In the alternative they have pleaded with the President to commission the new chairman of the Zambia Revenue Authority (ZRA) Mr Bwalya Chiti, an accomplished insurance practitioner to reverse anomalies and protect the lives of pensioners.

It was wrong, he said, that the Commissioner of Lands was registering pension schemes as pension trusts because it had always been the Zambia Revenue Authority which was mandated to register and approve pension scheme rules.

He explained that there was a fundamental and institutional difference between a pension scheme and a pension fund and that the Pension and Insurance Authority had deliberately ignored these principles and caused ruin in the pension and insurance business. They charged that complaints lodged through the Police, PIA, Ministry of Finance and other authorities to regularise the situation had been derailed with papers getting lost and relevant investigating officers being removed on re-assignment.

They cited the case of the Saturnia Regna Pension Trust Fund that had

They have revealed that statutory manipulation to the 1996 and 1997 Pension and Insurance Acts corruptly opened the pension schemes to irregular institutions.

“The 1996 and 1997 Acts were never taken to Government Printers; for reasons that are not clear, The Pension Scheme Regulations Act of 1996 and the Insurance Act of 1997 do not appear to have ever been printed by Government Printers. Copies of legislation in the market appear to have been type written at the Office of the Registrar of Insurance.

This raises serious doubts about the authenticity and even legality of legislation!” Mr. Banda said.

He explained that a pension scheme was owned by the employer and employees who established and contributed to insure the lives of the employees against the uncertainty of death. Members were guaranteed a salary for life to such members.

On the other hand he said a pension fund manager specialises in long term investments and may be contracted by a pension scheme to manage their investments. And an Insurance expert has reiterated that investment managers such as the Saturnia Regna Pension Trust Fund were not supposed to be registered under the Insurance and Pension Authority.

Retirees from BP Zambia Plc, Barclays Bank Plc, Standard Chartered Plc and now Konkola Copper Mines are battling for their benefits from Pension Schemes managed by the Saturnia Regna Pension Trust Fund.

France reports 70 new Covid-19 cases in schools a week after reopening PARIS - France has recorded 70 new cases of Covid-19 in schools that were allowed to reopen last week, the country's education minister said on Monday.

France closed its school and higher education institutes from March 17 as part of the country's measures to contain the country's coronavirus outbreak.

France had recorded over 180, 000 coronavirus cases and more than 28, 000 deaths as of May 18.

After two months of lockdown, France has begun to lift restrictions, including the reopening of some shops and preschools and elementary schools.

According to France24, classes have been capped at 10 students for preschools and 15 students for

other age groups.

Despite social distancing measures in classes, some kids have caught the disease.

Education minister Jean-Michel Blanquer told French radio station RTL on Monday that 70 new cases of Covid-19 had been detected in the week since students came back, which he said was "inevitable."

"It's inevitable this sort of thing will happen," he said. "In almost all cases, this (transmission) has happened outside of the school."

Blanquer noted that the 70 cases were a small proportion of the 1.4 million schoolchildren who have returned. He said the affected schools would be closed immediately.

PND president Hakainde Hichilema is too selfish and a dictator who does not want to share power or ideas and should not be allowed anywhere near corridors of state power, PF Secretary-General Davis Mwila has charged.

And PF Isoka district chairperson, Gerald Silwamba has said the UPND leader had provoked Muchinga people and that the party’s regional leader was playing cheap politics by provoking and insulting ruling party and Government sympathisers.

Mr Mwila said Mr Hichilema was so selfish that he had been running a political party without a vice president so that he could make decisions alone.

Reacting to assertions by Mr Hichilema that the PF was a terrorist organisation, Mr Mwila said the UPND leader was the dictator, and the one running a terrorist organiaation.

He said PF was a political party committed to improving the lives of Zambian people.

State warns against drugs pilferage

GOVERNMENT has declared zero tolerance to pilferage of drugs and directed management at Medical Stores to be alert to any malpractice.

And Vice President Inonge Wina has commended the Ministry of Health for securing Zambia’s entry points and ensure that people entering the country are all tested for the novel coronavirus (Covid-19).

Speaking when Ms Wina toured Medical Stores facility in Lusaka yesterday, Health Minister, Chitalu Chilufya called for accountability and integrity among them, adding that pilferage of drugs would not be conducted.

“These commodities have been entrusted on us by from

the public, let us ensure optimal accountability. Integrity is non-negotiable. Let us heighten our level of alertness and have zero tolerance to pilferage.

“Any evidence showing any pilferage must be quickly taken up and we should frown upon any malpractice,” Dr. Chilufya said.

Meanwhile, Ms. Wina said Zambia had a huge responsibility in ensuring that Covid-19 was controlled because of the number of neighbouring countries it had.

She said the ministry was up to the task to ensure that the screening of people from other countries was done and that there was need to ensure that Personal Protective Equipment ([PPE) was made

available to frontline workers manning the country’s borders such as Zambia Revenue Authority (ZRA) and police officers “We have a huge responsibility as a country because we are surrounded by so many countries and we have to rely on the provisions and supplies from overseas and the surrounding countries and all types of people come here and we don’t know how safe they are.

“For Medical Stores, ensure that we don’t need to hold on the medical supplies received but distribute to people who need them the most,” Ms. Wina said.

THE Copperbelt Energy Corporation (CEC) has been efficient and competent in supplying power to the mining industry and should be given a fair hearing in the bulk power negotiations, Mineworkers Union of Zambia (MUZ) President Joseph Chewe has said.

Mr Chewe has urged Government to exercise responsibility when dealing with power supply to the mining industry to avoid power disruptions in the mines.

The mining industry, he said, needed efficient supply of power and availability of spares in times of an emergency. He added that the mining industry was sensitive and required quick response to any power faults which CEC had exhibited with excellence.

The bulk power supply agreement between CEC and Zesco expired on March 31, this year and there and been debate on whether the deal should continue or not.

CEC buys power in bulk and distributes it to the mining industry through the infrastructure which had been developed over the years.

Mr Chewe said in an interview in Kitwe after meeting Finance Minister Bwalya Ng’andu, Mines Minister Richard Musukwa, Joyce Simukoko from Labour and host Japhen Mwakalombe that the matter between Zesco and CEC must be resolved quickly.

He said the CEC had so far exhibited efficiency in serving the mining industry and if Zesco had to take over power supply to the mine, then it would have to swiftly adapt the culture of efficiency which

currently it had not exhibited.

"From the time CEC has been servicing the mines, it has shown high level of efficiency which has gained and held the confidence of the mining industry. It has been efficient in terms of power supply, availability of spares in times of an emergency and a quick response to any faults "We have a problem with Zesco taking over from CEC because of inertia. When your report faults, they will come at their own time and even if they come, they will tell you we don't have cables, metres or the transformer is burnt,'' Mr Chewe said And National Union of Miners and Allied Workers (NUMAW) president James Chansa has urged the four ministers to address the challenges the mining sector was facing to ensure that no miners lose

INERS have begged Government to ensure that Mopani Copper Mine does not shut down operations to avoid subjecting them to hunger and destitution.

Association of Mine Suppliers and Contractors (AMSC) president, Augustine Mubanga, called on Government to find an amicable solution to the challenges the mining giant was facing.

Mr Mubanga said this during a meeting at Garden Court Hotel in Kitwe with a delegation of ministers sent to the Copperbelt by President Edgar Lungu to sort out issues of mines and other challenges the private businesses were grappling with.

The delegation led by Finance Minister, Bwalya Ng’angu, comprises Mines and Minerals Development Minister Richard Musukwa, Labour Minister Joyce Nonde Simukoko and Copperbelt Province Minister Japhen Mwakalombe.

Mr Mubanga said he was happy that government had decided to consult them regarding the issue at Mopani and was hoping that something positive would come up from the negotiations between government and Mopani.

“Our view is that government should ensure that the mine does not close,'” Mr Mubanga said And Dr Ng’andu said Government would continue engaging the business community to overcome the current challenges facing the mining industry and ensure that a win-win situation is achieved.

He said the fact that President Lungu had sent a delegation of four ministers to address a number of issues affecting the mining industry was a clear indication of government's commitment to resolve the challenges facing the industry The meeting was also attended by officials from the Kitwe Chamber of Commerce and Industry, Association of Mine Suppliers and Contractors as well as the directors of supplying and contracting companies drawn up from Kitwe, Chingola and Mufulira And Mines Minister Richard Musukwa called for patience as the Government engages Mopani on the need to find a lasting solution to avoid halting of production.

‘RACIST’ CHINESE FACES DEPORTATION

OVERNMENT has threatened to deport the owner of a Chinese Restaurant in Lusaka’s Longacres area who is alleged to have been turning away blacks.

Lusaka province minister, Bowman Lusambo, said if the allegations of racial discrimination against a Tang Wei, the owner of Lantian Restaurant were true then he would be deported.

The Lusaka City Council on Monday closed down the business after some locals complained about racial discrimination.

Mr Lusambo said in a Facebook posting that there was simply no room for rogue behaviour, especially those bordering on race, tribe or colour.

“Mr Tang will be deported if found wanting,” he said.

Mr Lusambo said the Provincial Administration was actively following up the case of Mr Tang.

“Let me state that if the allegations of racial discrimination levelled against Mr Tang are proven, my office will not hesitate to recommend to authorities for his express deportation from Zambia,” he said.

Mr Lusambo said that for many decades, Lusaka had played host to millions of people from different racial backgrounds who had for business.

He said the Chinese community had been an all-weather friend and that the Chinese City of Fuzhou Jiangxi Prov-

ince had a twinning partnership with Lusaka.

Chongwe has twinned with China's Mianyang City.

Mr Lusambo said all the bilateral signs of friendships symbolize a strong bond between Chinese and Zambians.

“We shall therefore not tolerate undesired behaviour of a few foreigners to damage the good relations that Lusaka and its people have enjoyed with millions of visitors and investors over the many years of its existence,” he said.

‘Don’t buy uncertified Covid-Z’

PEOPLE should not buy and use “Covid-Z” a purported cure for the novel coronavirus as it is uncertified and can result in adverse side effects, warns Health Professions Council of Zambia (HPCZ), Registrar and Chief Executive Officer Bwembya Bwalya.

Mr Bwalya made the warning in a joint statement issued with Zambia Medicine Regulatory Authority (ZAMRA) director general Bernice Mwale.

Mr Bwembya said the HPCZ and ZAMRA had noted with concern reports in some sections of the media

regarding the purported Covid-Z medicine, a drug meant to cure Coronavirus.

Mr Bwembya said the purported medicine was allegedly being manufactured, distributed and sold by some "health Practitioners."

"HPCZ and ZAMRA wish to advise the general public to refrain from using, purchasing and consuming the Covid-Z drug as it is uncertified and can result into adverse effects," Mr Bwembya said.

He said the two organisations are investigating the circumstances surrounding the manufacturing, distribution and sale of the

He said tribal divisions had no place in Zambia and that it was unfortunate the UPND was championing the vice.

Mr Changwereza called on politicians to respect traditional leaders.

Mr Katambo said farmers should wait patiently if they were to benefit from their produce as opposed to rushing to sell the produce to unscrupulous individuals.

He said yesterday that farmers must not allow unscrupulous individuals to manipulate them into selling their maize at a loss.

The minister said it was worthwhile for farmers to wait for the FRA. Mr Katambo said FRA would soon announce its market modalities and ap-

‘ZIM CAN OUTPACE SOUTH AFRICA’

HARARE - Zimbabwe has potential to be an investment hub for platinum mining ahead of South Africa, which can enhance export earnings and drive economic growth, according to analysts.

Fermain Limited mining and finance officer, Roy Pitchford, said the country’s platinum deposits are shallow and easy to extract as compared to South Africa.

Pitchford is a mining expert who sits in numerous boards of local and foreign mining giants.

In South Africa, deposits start at about 3, 000 metres deep against 800 metres in Zimbabwe, which gives the country a competitive advantage over neighbours on the other side of Limpopo.

But this can only be achieved with a clear regulatory framework that attracts foreign direct investment, making Zimbabwe a preferred destination for capital injection.

“In Zimbabwe, platinum deposits are shallow and therefore cheaper to extract unlike in South Africa, no one can compete with us on that.

“What we need is to come up with a foreign investment package, which is the best in the world and cannot be resisted by anyone.

“All platinum investments will start

Managing Director Kristalina Georgieva told Reuters she was not pushing countries to seek suspension of debt payments from official bilateral creditors, but wanted them to have the option to free up funds to fight the new coronavirus pandemic.

The G20 in April backed the debt relief proposal championed by Georgieva and World Bank President David Malpass, and a group of private creditors recommend their members participate, but interest has been tepid.

Of 77 countries that are eligible for such debt relief, only 22 have requested forbearance thus far, an IMF spokesman said.

The Paris Club of creditor nations on Monday said it had agreed to suspend debt service payments from Mali and the Caribbean island of Dominica as part of the G20 debt relief deal, the first two countries to benefit.

Pakistan’s de facto Finance Minister Abdul Hafiz Shaikh said in early May that Islamabad had also applied for debt relief offered by the G20, and would seek to defer a payment of around $1.8 billion for Pakistan for one year.

Kenya’s Finance minister on Friday said his country would not seek a suspension of debt payments because the terms of the deal were too restrictive, and he was concerned about the effect debt relief might have on Kenya’s credit rating.

JOHANNESBURG Interest rates may drop further this week to levels close to those last seen in the 1970s as the Reserve Bank seeks to bolster South Africa’s ailing economy.

Economists expect a cut in borrowing costs of between 25-basis and 50 basis points this Thursday following a meeting of the bank’s monetary policy committee.

SA’s economy, which already slipped into a recession at the end of 2019, could contract by double digits this year due to the sudden halt in economy activity brought about by the nationwide lockdown to stem the spread of the coronavirus.

The Reserve Bank has already joined the world’s leading central banks in aggressively cutting interest rates and increasing bond purchases in an attempt to shore up liquidity.

The Lesetja Kganyago-led bank has cut interest rates by 225 basis points so far this year, having slashed rates by 100 bps at each of the previous two meetings, taking the repurchase rate to 4.25 percent, its lowest level since 1973.

During April it bought R11.4 billion worth of government bonds and relaxed regulations to allow banks to loan more.

A cut of 25 basis points, or 0.25 percent tomorrow

would take SA’s repo rate to four percent, while a cut of 50 basis points would mean a rate of 3.75 percent. The repo rate is the benchmark interest rate at which the Reserve Bank lends money to other banks.

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend.

This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation.

Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency.

This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth.

For decades Zambia has enjoyed government subsidies on food and essential services such as electricity.

With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure.

We need to ask ourselves; "Who feeds Zambia?"

"At what cost do they do it?"

"Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price.

This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood.

The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. Every wise citizen with foresight should seize this moment and join the bandwagon of new farmers. The rewards will be worth it.

CHEMISTRY: Non - Metals On the Periodic Table, non- metals are found on the top right corner. The non- metals we shall look at are hydrogen, oxygen and nitrogen. Each element will be discussed in detail so that we can understand how each of them is used. In addition, we shall look at their physical and chemical properties.

HYDROGEN • Hydrogen is the first element on the Periodic Table and has both proton and mass number of one (1). Hydrogen is found in organic compounds and in water. Because water is the most abundant compound on earth, it has a lot of hydrogen. Each water molecule (H2O has two atoms of hydrogen.

• The identity test for hydrogen is that it burns with a “pop” sound when a lighted splint(flame) is introduced to it. This means that when you introduce a flame in a gas jar containing hydrogen, a “pop” sound will be heard.

In above arrangement, hydrogen is collected using downward displacement of water because it slightly soluble in water.

The other method that can be used to prepare hydrogen in the laboratory is by reacting very reactive metal like those in group I with water. Group I metal react with water to produce a metal hydroxide and hydrogen.

Note that manganese is used as a catalyst. A catalyst is a substance that speeds up the chemical reaction but remains chemically unchanged at the end of the reaction.

This implies that when a glowing splint is introduced into a gas jar containing oxygen, it will be re-lighted.



Uses of hydrogen The following are some of the uses of hydrogen: (a) It is used in the manufacturing of ammonia in the Haber process (b) it is used as fuel in rockets when it is liquefied (c) it is used in the manufacturing of margarine from vegetable oils by the process called hydrogenation (d) it used in the production of hydrochloric acid (e) it used as a reducing agent in certain reaction

Combustion reaction During combustion, oxygen reacts with other elements to form an oxide. The oxide formed bears the name of the element reacting with it.

Hydrogen burns in chlorine with a white flame forming hydrogen chloride as shown below.

Industrial preparation of Oxygen At industrial level there are mainly two methods used to prepare oxygen and these are; (a) Fractional distillation of liquid air (b) Electrolysis of water.

Fractional distillation of liquid air.

The diagram below shows how the components of air are separated using fractional distillation.

Air from the atmosphere is drown into the cooler. While in the cooler water vapour and carbon dioxide will solidify and removed.

The other components are further cooler by the pump until liquid mixture is formed. The liquid mixture is heated by the heater and the component with the lowest boiling point will evaporate first and condense on top of the fractionating column. Similarly, the component with the highest boiling point will evaporate at last and condense at the bottom.

UBA - South Sudan’s Vice President Riek Machar and his wife Angelina Teny, who serves as Defence minister, have tested positive for the coronavirus, his office said on Monday.

It said that “a number of his office staff and bodyguards” had also tested positive for Covid-19.

Machar said on state television that he would be in self-isolation for 14 days at his home. So far, South Sudan has recorded 347 cases of coronavirus and six deaths. JOHANNESBURG - South African president and African Union (AU) chairperson Cyril Ramaphosa says the deadly coronavirus outbreak has affected both developed and developing countries, but it's the latter who are expected to suffer the most.

Ramaphosa delivered a short virtual address to the 73rd World Health Assembly on Monday and, while it experienced numerous technical glitches, the South African president still managed to raise concerns over the presence of Covid-19 on the continent.

Trump gives WHO ultimatum over Covid-19 handling WASHINGTON - US President Donald Trump has sent a letter to the head of the World Health Organisation (WHO) threatening to pull US funding permanently over Covid-19.

The letter outlines a 30day deadline for the body to commit to "substantive improvements" or risk losing millions and US membership altogether.

Addressed to WHO chief Tedros Adhanom Ghebreyesus, it criticises stages of the body's response since December.

Earlier on Monday, Trump called the UN's health body a "puppet of China."

The president, who faces re-election this year and has himself been criticised for his handling of the pandemic, has blamed China for trying to cover up the outbreak and has accused the WHO of failing to hold Beijing to account.

China has repeatedly denied the allegations, arguing the country had released information "in an open, transparent, responsible and timely manner."

The US has more than 1.5 million of the world's

4.8 million confirmed cases of coronavirus so far, with more than 90, 000 deaths.

Don’t get defeated, Zambians told

“We have to come out from the attitude of self-sympathy and deal with challenges aggressively or else, we will continue to cry,” he said.

Lufwanyama calls for security

By SANFROSSA MANYINDA THERE is need for security reinforcement in Lufwanyama to effect adherence to preventive measures against the corona virus because of the casual response from residents, District Commissioner (DC) Miniver Mutesa has suggested.

There are high levels of ignorance in the district such that gatherings have continued alongside with handshakes while most residents did not wear masks on their faces.

Ms Mutesa told the Daily Nation yesterday that the residents were deliberately defying the preventive guidelines, claiming COVID-19 would not spread to the Copperbelt rural district.

Some residents, Ms Mutesa said, did not believe that the pandemic was real while others thought the disease was only affecting people in the urban areas.

"They have been defying the guidelines saying that corona does not exist and have continued living their lives as usual.

This is worrying because such level of ignorance may take away the lives of many people," she said.

LSTONE COUNCIL REVENUE DROPS T

HE Livingstone City Council has recorded a reduction in revenue collection in the last two months, Public Relations Manager Melvin Mukela has disclosed.

As a result, the local authority was struggling to raise funds to pay some employees for the last two months.

Mr Mukela said the council’s revenue collection depended mainly on the tourism and hospitality industry which were the key drivers of Livingstone's economy.

He that the local authority had not been spared by the

negative effects of coronavirus in terms of revenue collection.

Mr Mukela noted that the tourism industry had dramatically gone down in terms of operations and hoped that the situation could improve.

He said that in the 2020 budget, the local authority had estimated to collect about K28 million from property rates, which was the main source of revenue for the council.

"However, so far the council has only managed to collect about K4 million translating into 14 percent collection efficiency. In a normal circumstance, the council would have collected over 35 percent of the property rates at this time of the year.

“The challenge we are facing is that some property owners claim that their work places have been closed due to COVID-19 and hence they are finding it difficult to raise money to pay the rates," he said.

Mr Mukela said that this had in turn affected the service delivery by the local authority.

He council had intended to rehabilitate public infrastructure such has roads, community halls and work on streetlights.

The local authority also needed rehabilitate public toilets in the Central Business District, rehabilitate Ngwenya Bridge and provide other

services.

"We therefore call upon Livingstone residents to cooperate with us and pay their statutory obligations in order for us to provide public services. We further urge all the 240 street vendors to go back to markets," Mr Mukela said.

He said the council was losing about K21, 600 per month which the street vendors were supposed to be paying in form of daily market levies.

"On a good note, during this difficult time of coronavirus pandemic, the council is ready to enter into a payment plan with all those that are owing so that we continue providing the much needed services in the city,” he said.

Chinese will fight Covid-19 alongside Zambians

Copperbelt Chapter of the Zambia Chinese Association (ZCA) President, Wang Xin, said in Kitwe in an interview that the Chinese community was desirous to continue supporting the fight against the pandemic.

The ZCA, which has just completed the refurbishment of an Isolation centre at Kitwe Teaching Hospital at a total cost of K400,000 , donated K25,000 worth of hand washing equipment to Chingola and Chililabombwe Municipal Councils at the weekend.

Disinfect all schools - Hamukale

ALL schools must disinfect classrooms, ablution blocks, dormitories and other strategic areas before opening on June 1, this year, Southern Province Minister Edify Hamukale has directed.

Dr Hamukale said control measures should be enhanced at Kafue Bridge because it

was a gateway to Southern province from Lusaka, a COVID-19 epicentre.

He suggested that a screening centre should be established at Kafue Bridge.

Earlier, the District Education Board Secretary, Eiden Kambunga, requested the Minister to assist with thermometers for screening pupils in all the schools.

BLAME GAME: IS IT USEFUL? Positive Vibrations no 213

ITH the current crisis, two kinds of responses are discernable. The first is that many people are taking the Covid-19 pandemic seriously and doing something about it. Second it is those who feel that “whatever happens; let it happen – they don’t seem to care.

May be they are in denial or are lost and some are looking at ways and means of politicising the problem, as one President is doing. Please do not. It is a serious national disaster, which requires

international solidarity, as we have begun to see. I salute those who are supporting and complementing Zambian government efforts.

To you responsible citizens, Bravo!

As often happens, there will be arm chair critics, some who seek relevance and some who are just spiteful or ungrateful. That is the world we live in! But as I said a few weeks ago Government cannot be arrested because of dissention or contrary views. Managing life and living, is a must which is now represented by the New Normal.

You see, life is what you make it. Consider whatever comes your way, as you go, if it is not part of your plan, it is just a bonus. It could be positive or negative.

Pandemics and any other diseases is a negative. Responsible actions are positives. So, the question all the time is and will be; where do you stand? Are you proactive or reactive?

This is where finger pointing becomes a problem. Ask and answer: do you think finger pointing

without evidence is constructive?

Does it build or destroy? Most important, is it useful in terms of value addition either as a knowledge base or workable suggestion?

As I have said before, Zambia will always be there and the duty to safeguard the territorial integrity of the country primarily rests on its citizens, led by an organised group, in this case, a government.

Of course, it is directed by the political party that controls the government machinery. For this reason, all such political players, right from ordinary members and all officials to the very top, which is Party President, must embrace responsibility and a demonstrable duty of care.

I have indicated that finger pointing is a problem and it can be messy. It is a problem because it is based on a combination of “complex facts,” “concocted data” and speculation. This is one of the reasons why Commissions of Inquiry are established, to equitably settle dust. With regard to pointing

fingers at the President, my understanding is that most if not all Zambians know where Plot 1 or State House is. It may be challenging to talk to the President because of the procedures that, (like anywhere else), Zambians have put in place. But I am aware that you can call the Desk at State House and you will be attended to – that is, if your issue is with the Presidency.

It must be noted that all ministers and senior government officials right down to the lowest, exercise DELEGATED RESPONSIBILTY flowing from the President. They must do as he directs or instructs and any departure, would and can attract serious sanctions. There are examples.

President Edgar Lungu, has said that he carries a big stick. Indeed, it is a big stick, which must ONLY be used in deserving instances. These instances will be there and the beneficiaries of a flexed Presidential muscle will be citizens and other interested parties.

But I beg of you, not to demand

that the President must ruthlessly use his powers at every turn and twist as callers on some radio platforms are demanding.

Zambia neither wants nor deserves a dictator for a President! If anything, when a minister or/and officials are authors of their own predicament, there is little anybody can do.

Whether now or in the future, there is always a penalty for treachery or mischievous behaviour. Both of these traits bring to the fore issues/problems of loyalty. So, not to fuel speculation, let’s leave it as a by the way!

You can only arrive at any conclusion when you engage in evidence based fact finding, which fully respects natural justice and like a thermometer, measures behavioural patterns, inclusive of body language.

Did you know that the nature and character of the “stick” the President carries can easily do away with imperatives of Natural Justice, (depending on the individual holder)? His delegates do not carry the same “stick”; but they carry “graduated sticks,” which are accordingly, weighted, right down the line of command.

In case one is in doubt, citizens are free to point fingers. However, it is better and advisable to seek guidance from the law and whosoever is in authority than displaying a deficiency of thought. Many a time, finger pointing comes from interested parties and this means that we should take note of such and not create a silent governance policy or a poor photocopy of our “National Anthem.”

It is important to underline the fact that those who shout the loudest must walk the talk and be willing to assist investigative wings, as a measure of sincerity and a mark of patriotism. (No name throwing … only to say, “I am just telling you”!).

I do not think that anybody at the Ministry of Health, for instance, should be nailed over administrative matters, which clearly fall under the general superintendence of the Accountant General as well as the Auditor General, who has a legal mandate to report on public funds.

As a “first Aid measure,” notwithstanding other procedures, what Vice President Bo Inonge M. Wina has ordered is the way to go.

Transparency and Accountability demands that relevant officials at the ministries or any such agency receiving Covid-19 funds (it is not only the Ministry of Health) account for all the donations and do as directed by the Vice President.

Take note that, the Vice President, is second in Command and is part of the Presidency.

Such a move shows government responsibility and brings in the important ingredient of integrity in managing public funds. It is great for good stewardship and boosts public confidence, for the entire government machinery. I would recommend that this model of Transparency and Accountability, be a permanent feature.

For avoidance of doubt, finger pointing, is a mutation or variant of gossiping. Gossiping is not any different from twisting facts for whatever dangerous reasons. We all know what damage falsehoods do, so much so that entertaining anything that encourages this

negative evil, is problematic and should not be part of the Zambian menu.

WARNING: Any such negativity or dangerous vibe is for a season.

It is temporal, which is why all strategies which are opportunistic and unstable, cannot be relied upon.

Resisting change is what most human beings are known for.

Interestingly, all human beings know that change is inevitable.

Like it or not, we may point fingers, but the hard reality is that the way we do things has changed. You can refuse to take personal responsibility over your life, but you owe a duty to those around you.

As I said last week, nobody knows when the Covid-19 pandemic will go away completely. What this means in my view, is what government has done.

Managing change!

What this requires, is cooperation from citizens. Those who intend to marry must go ahead under these changed circumstances.

The Electoral Commission of Zambia must be looking at the next round of elections with the changed circumstances in mind.

If the law must be amended, that may be the way to go. Custodians of relevant agencies must be proactive!

In managing change, the government machinery must be alive to resistance based on misinformation, falsehoods or any other consideration. Such communities will require being equipped with correct and systematic information in order to promote community sanction or ownership.

In these new times, listening to News on several channels is both interesting and depressing. Some social media posts are wildly bizarre and extremely dangerous.

News is interesting because we get to hear of what is going around – whether good or bad. The depressing part is the bad news, coupled with opinionated views, communicated, without due regard to balanced reporting. I wonder what has happened to the “News gate keepers”!

Notwithstanding the good or bad news, the NEW NORMAL is the order of the day. IMPORTANT QUESTION: In the New Normal dispensation, what should be done to those citizens or residents who wish to hold on to yesterday, particularly when they pose a danger to the public?

My view is that using the Covid-19 pandemic cannot and should not be an excuse for not meeting obligations. Utility bills are a reality. Not paying them on flimsy grounds is a negation of civic duty.

So, be useful to our Zambia and stop the blame game/finger pointing.

PUBLIC NOTICE PUBLIC DISCLOSURE RADIO PROGRAMME FOR PROPOSED TD11 TAILINGS STORAGE FACILITY BUTTRESSING PROJECT AT MUFULIRA MINE IN MUFULIRA In normal social conditions, the aforementioned public disclosure of the project’s Environmental and Social Impact Assessment in respect of the buttressing project would have been carried out at a public meeting with the affected and interested parties.

However, these are not normal social conditions due to the COVID-19 pandemic. To comply with the Government’s directives and the Public Health Guidelines on social distancing and gatherings, it has therefore, been decided to carry out the public disclosure through a radio programme.

Background: Mopani Copper Mines PLC (MCM), a joint venture company comprising major shareholders Glencore, First Quantum Minerals Ltd and ZCCM Investment Holdings, own and operate mining and mineral processing operations in Mufulira and Kitwe on the Copperbelt in Zambia running the Mufulira and Nkana Mine Sites, respectively. The company’s success has resulted from its focused approach to operation facilities’ improvement and the mutually beneficial relationships enjoyed with its stakeholders.

MCM operates the TD11 Tailings Storage Facility at Mufulira Mine Site in Mufulira District. The tailings storage facility is located about 3.7 kilometres to the South-West of Mufulira Mine Main Plant and Works area.

The facility lies within the Mine Sur-

face Rights area of MCM Mufulira Mine and covers an area of approximately 480 hectares. It has confining walls built with earthfill and cycloned tailings material. The process waste from the Concentrator known as tailings (or slimes) are deposited into the facility, which has been in continuous operation since 1987.

The Project: MCM is proposing to reinforce (buttress) the walls of TD11 Tailings Storage Facility with graded waste rock and other selected earthfill material to implement the TD11 Tailings Storage Facility Buttressing Project. The reinforcement plan entails reinforcing the walls made of cyclone tailings by constructing an outer wall against the existing TD11 walls. This is to increase the factor of safety of the facility, thus further stabilising the retaining outer walls.

MCM commenced the Environmental and Social Impact Assessment (ESIA) Process for the proposed project as required under the Environmental Management Act No.12 of 2011 of the Laws of Zambia read together with the Environmental Impact Assessment Regulations, Statutory Instrument No. 28 of 1997. The company also held a Scoping meeting in August 2019 as the initial stage in public consultation on the project.

The buttressing extent will be wholly within Mopani surface rights. The construction materials will be sourced from within Mopani mining rights.

Public Disclosure Mechanism: Further to the Scoping meeting, and in compliance with environmental legislation stated above, MCM has prepared a Draft Environmental Impact Statement (EIS) for the proposed project and is now inviting Government Agencies, the Local Authority, Non-governmental Organisations, Community-Based Organisations, Interested and Affected Parties and the general public to participate in a phone-in radio programme for Public Disclosure of the Draft EIS for the proposed project.

The phone-in programme will be hosted by Mafken FM Radio on Tuesday, 2nd June 2020 from 10:00 hrs to 11:00 hrs and stakeholders are warmly invited to tune in to the Radio on 97.7 MHz and participate in the radio programme by phoning the Radio Station on 0762 541266 free of charge. The calls made to this number during the time of the programme will be at NO cost to the caller.

He said the MOU signed with Exodus boxing academy under Antony Mwamba will provide security on the usage of the Independence Stadium gym.

“We will continue to enhance community spirit, equality of opportunity and personal development. We will also

continue to promote social integration, recreation and competitive sports in schools, clubs, towns and cities with a view to contribute to community confidence and a spirit of team work,” Kapembwa said.

He called on the corporate world to partner with Exodus Academy with financial and

material support to facilitate the growth of boxing in the country.

Kapembwa said Government can’t manage to sponsor all sports programmes due to budgetary constraints.

Mwamba has hailed government for heeding his plea to renovate and install electricity at the gym

which has produced a lot of champions.

“We are on record for producing the likes of boxing icon Esther Phiri, champion Kennedy Kanyanta, and much later the new sensations Alice Mbewe, Simon Ngoma and Patrick Chinyemba who qualified for the Olympics Games,” Mwamba said.

Manda joins former Olympian and retired athletes Samuel Matete and Jonathan Chipalo in the race to challenging the long serving Mpondela for the ZA top job.

Manda said he will contest the position of president at the fourth coming ZA elections in October.

He said that he decided to run for the presidency because the association was in wrong hands and that he has the necessary experience to administer athletics.

“As a former treasurer of ZAAA, I feel the association is in wrong hands and having experience in the field of athletics, l will bring all-inclusiveness, harmony, peace and happiness in the association,” Manda said.

Manda said if elected he would not allow personalities to take the centre stage of athletics information.

He said that he would not seek popularity at the expense of the athletes, but that his would be leadership that was performance-based.

“I will allow for the formation of coaches association/ coaches commission as well as schools association that include primary, secondary and higher institutions of learning to smoothly run the talent identification programme where schools can also take the lead and I feel this Mpondela-led executive has neglected,” he said.

“I will also respect the Olympians, and consult more from them, than the case is today were Olympians are treated like useless sports men and women by the association,” And Manda said ZA, formerly called Zambia Amateur Athletics Association, ZAAA shouldn’t holds elections after October 2020 because the last elective ZAAA elections were held on October 1, 2016.

Manda said that under the Constitution of ZA article 10.6 (g) the term of office was four years only.

…Truant township footballers face arrest

By MICHAEL MIYOBA GOVERNMENT has warned individuals who have continued to defy President Edgar Lungu and Football Association of Zambia, (FAZ) directives by engaging in social football activities in various communities in Lusaka.

Ministry of Sports, Youth and Child Development, Permanent Secretary Joe Kapembwa said those who have continued to engage in contact sports such as football which has been banned to stop the spread of the Covid-19 pandemic risk being arrested.

Kapembwa said the ministry has engaged the police to monitor and ensure that contact sports are not played in various communities.

Kapembwa said footballers are free to use gyms to keep fit because they have been opened subject to Governments guidelines.

“Gyms are open subject to

Government’s guidelines. Those using gyms are free to do so but should adhere strictly to the guidelines from government.

“We have written to the local authorities, the police to stop contact sports in various communities until such a time when the situation is conducive,” Kapembwa said.

“The law is there and it will visit those who have continue to defy directives from the Ministry of Health. Only non-contact sports are the ones allowed to continue while contacts sports such as soccer remain banned,” he said.

On Sunday, ZASPOFA patron Peter Makembo disrupted a social football tournament at Chinika Grounds in Lusaka’s Kanyama township.

Makembo who was with five police officers from Kanyama Police encouraged those he found playing football to supplement governments’ efforts by heeding to health guidelines to stop the spread of the Covid-19 pandemic.
