LUNATIC FRINGE ZAMBIA deserves better.

For a long time now the lunatic fringe has subjected this country to a patently false and ludicrous narrative that is passing for political engagement.

This is a grave disservice to the Zambian psyche and aspirations as it sucks oxygen of creativity and inspiration from the Zambian people, who begin to accept an inferiority status which this fringe projects on them.

Indeed it can only be in Zambia where people who should be in prison for tax evasion, stealing from pensioners and forgery can aspire for political office including the Presidency.

They shamelessly parade themselves as redeemers, when their true intentions are to gain power to destroy records of their wrong doing.

Worse still, the lunatic fringe has hogged both print and electronic media, and in the absence of a professional regulatory body, the absurd, unethical, and downright insufferable fabrications have become the new normal.

The Lozi proverb “When wisemen go into hiding statements by idiots become the measure of wisdom in that society,” holds.

Zambians appear to have become immune to nonsense, they actually look forward to national deprecation, taking every opportunity to fault find and prophesy doom and despondency.

Our professional bodies are even worse. The Law Association of Zambia (LAZ) which cannot distinguish between the legislative process in Parliament and political gamesmanship, rushes into ill-conceived and often legally unsound analysis. They are as partisan as they come and have long abdicated their role as a source of professional counsel.

Our institutions of higher learning provide no comfort either. The most consistent, voiceferous voices quoted by the lunatic fringe are of cranks with no iota of scholarship. The more celebral prefer the recesses of their tutorial spaces than contributing to national debate, dialogue and construction.

On the other hand, the paralysing inertia in Government is disconcerting.

The debacle over bicycles donated by India which were attributed to Japan should not have been made and once identified a correction should have been issued promptly.

At a more serious level, the government should not remain aloof when grave allegations of corruption are made. Is it true that the Ministry of Health has breached tender procedures by awarding a lucrative tender to a nonexistent company?

The failure to respond to such allegations feeds into the lunatic fringe agenda, this is an agenda that thrives in the cesspit of human depravity, rather than in the promise and opportunity that God has endowed his creation.

It is not regime change that will develop Zambia.

Only a concerted collective mindset and effort that promotes industrialisation and manufacturing will change the economic well being of the country.

Sustained prosperity and rapid job creation depend on our ability to earn increased export revenue.

We must target and promote infrastructure, skills development and well considered industrial capacity building in this digital age will put us in good stead.

The industrial parks are a good starting point.

The lunatic fringe has an agenda of demoralisation.

They stoke powerful primeval emotions of envy, greed and jealousy that allegations of corruption, graft and wrongdoing evoke.

Zambia’s first president, Dr. Kenneth Kaunda and his UNIP colleagues succumbed to the erosion of confidence through well-crafted media allegations of cobalt and copper graft.

These evil hard-hearted sociopaths should not be given another chance.

LUBINDA SCHOOLS LAZ ON GAZETTE PUBLICATION

HE Law Association of Zambia is misplaced because there is no rule that prohibits Government from publication of the gazette on intended amendment to the Constitution, Minister of Justice Given Lubinda has said.

Independent Churches of Zambia president David Masupa said yesterday the church mother bodies have taken the wrong approach on handling the Bill 10 issues which has led to the confusion.

He said there is no law that stops Government to gazette the intended amendments to the Constitution amendment bill. “Just because Article 79 of the Constitution says before a bill is presented for first reading it must be gazetted for 30 days does not necessarily mean that intended amendments can not be

gazetted,” Mr Lubinda said.

And Mr Lubinda has challenged LAZ and the UPND to sue him within the next 48 hours if they feel he has breached any provisions of the law.

“This morning I was addressing the press in which I referred to Mr Jack Mwimbu who is a lawyer and is extremely litigious and also belongs to a political party that is extremely litigious because they like going to court to sue me if they believe I have breached any provisions of the law by gazetting the intended amendments to the constitution,” Mr Lubinda said.

Mr Lubinda said Government also has a view on the Constitution amendment and has published intended amendments that they are ready to defend.

3 truckloads of Mukula impounded

THREE trucks carrying illegally harvested Rosewood timber have been seized in Lukulu.

Officers from the Department of Forestry and Natural Resources pounced on the illegal contra band, as the act was contrary to section 89 of the Forest Act number four of 2015.

The trucks have since been handed over to the court for disposal, according to the provisions of section 355(3) of the criminal procedure code.

The trucks were seized during a joint operation conducted by Zambian Police and the Forestry Western Province office.

Also seized were containers of diesel and petrol at different illegal camps in Ndongwe forest.

By JOHN KOMBE Police have arrested a headman of Mulalika village in Lwimba ward of Chongwe and his five subordinates for allegedly illegally selling a piece of traditional land to an unsuspecting client after forging Senior Chieftainess Nkhomeshya’s signature.

Police spokesperson Esther Katongo confirmed the development to the Daily Nation in a statement.

She stated that the six sold the land after duping a client into believing that they were authorised to do so by the traditional leader. She said that they sold the land at K400, 00.00.

Ms. Katongo said that all the six have been arrested and are remanded in custody and further investigations were being made.

Court declines to summon Wusakile MP in robbery case

THE Kitwe High Court has dismissed an application to summon Wusakile Member of Parliament Pavyuma Kalobo to testify in an aggravated robbery case involving a taxi driver and a Kitwe businessman.

The prosecution officers handling the matter had asked the court to allow them to call Mr Kalobo to testify in the matter, but the application was denied.

In this case, Chipili Chilufya, a taxi driver and a businessman Daniel Makina are alleged to have stolen copper cathodes worth K1.8 million from Polytra Zambia Limited.

In his ruling Judge Timothy Katenekwa dismissed the application because it did not fit in the circumstances under the criminal procedure.

Chilufya and Makina on August 28, 2018 in Kitwe allegedly stole copper cathodes worth K1.8m from Polytra Zambia Limited.

It is alleged that the two

In the last sitting, a police video played in court as evidence implicated Mr Kalobo as being involved in the theft.

In the video, Chipili was heard telling police that Mr Kalobo was the one who hired him to trail the truck which was carrying the stolen copper cathodes.

‘Poor sanitary conditions at health institutions worrying’

By KALOBWE BWALYA POOR sanitary conditions obtaining in most public clinics and hospitals in the country is a source of major concern, says the Medical for Quality Healthcare in Zambia (MQHZ).

MQHZ Finance and Administration Director, Dr Edwin Sianzinda has observed that random checks in most health facilities has revealed very filthy ablutions not conducive for patients.

Dr Sianzinda observed that if the scenario is not urgently addressed, it would be an excellent breeding ground for various germs and infections.

Dr Sianzinda has urged the Ministry of Health to ensure that filthy clinics and hospitals improve.

He said after two weeks from now, MQHZ would begin to name and shame all those clinics and hospitals that remain with pathetic sanitary conditions as a way of maintaining cleanliness at health institutions.

Dr Sianzinda also urged patients to observe hygiene and keep public clinics as well as hospitals clean and tidy to avoid preventable infections.

And Dr Sianzinda advised that, taking care of the public institutions such as health facilities was not only the government’s responsibility, but also that of the people.

Mr Mwanza said money which was supposed to be used to uplift the living standards of poor Zambians was squandered by the very people who today were accusing the government of not caring for its people.

He said the same crooks were driving the narrative in the country using the same mess which they had created through tax evasion and scandalous privatisation processes.

Mr Mwanza said it was a big mockery on Zambians for some leaders who deprived them of a decent living to claim that they would liberate people from hunger when they were responsible for the hardships that they were going through.

“Tax evaders and people who stole from Zambians today are the ones accusing Government of theft, corruption and many things without providing evidence.

“They are driving the narrative through falsehoods and accusations they themselves are guilty of, but we will not allow this,” he said.

Mr Mwanza said all the ill-minded individuals “crooks” who had regrouped were supposed to be in prison for robbing Zambians.

And Lusaka businessman, Chrisantius Changwereza said the “conmen” who had deprived Zambians of colossal sums of money should be brought to book instead of allowing such crooks and conmen

to invade politics.

Mr Changwereza said the law must take its course so that resources that belong to Zambians be given back.

“They surely have to pay for their sins and their properties will be given back to the rightful owners,” he said.

He said it was only in Zambia where conmen proudly paraded themselves without remorse.

PRESIDENT Edgar Lungu has acknowledged receipt of recommendations for the reopening of bars and night clubs from stakeholders but says he will be guided by socio-economic and health considerations before announcing the reopening.

LUANSHYA-BASED Catholic faithful Nathan Chanda has challenged Zambia Council of Catholic Bishops (ZCCB) Secretary General, Father Cleophas Lungu to tell the nation which Catholic members he consulted for him to say all churches have rejected Bill 10 and asked for its withdrawal.

Mr. Chanda yesterday begged for clarity on the premise on which Fr. Lungu justified his stance on Bill 10 of 2019, arguing that the position of ZCCB may represent the voice of some Bishops but not that each diocese in Zambia is in

agreement.

Mr. Chanda, who is also Patriotic Front Copperbelt chairman and Luanshya mayor, yesterday told the Daily Nation that he had been compelled to speak out in his personal capacity as a member of the Catholic Church because the position of the ZCCB was divisive to the church.

He said it was not correct that all Catholics were against Bill 10 because consultations were not done.

Mr. Chanda, who is a commissioned member of the Catholic Commission for Justice and Peace, said the Catholic Church makes consultations before coming up with a binding decision of the church, starting with the smallest groups in the church.

"We know the social teachings of the Church and what I know is that the Church starts its consultations from the Small Christian Community "ifitente" for any decisions," he said.

2021 nomination fees up by 150%?

THE Electoral Commission of Zambia (ECZ) has adjusted nomination fees for all candidates in the 2021 general elections and advised those vying for the presidency to start preparing their documents.

ECZ chairperson, Justice Esau Chulu said details of the changes would be given in due course. He was speaking during the ECZ Political parties Liaison Committee meeting in Lusaka yesterday.

According to political parties who attended the meeting, ECZ has pegged nomination fee for male presidential candidates at K150, 000 while female or disabled presidential candidates would have to pay K120, 000 from K60, 000.

The reports state that male Members of Parliament’s nomination fee have increased to K25, 000 and female or disabled MPs to K20, 000 from K7, 500.

Male mayoral candidates would have to pay a nomination fee of K25, 000 while female and disabled candidates pay K20, 000 from K7, 500.

Male candidates for councilor positions would be required to pay a nomination fee of K2, 500 from K750 while females and the disabled pay K2, 000 and that all fees must be paid 4 weeks before the nomination date.

And Justice Chulu said preparations for the 2021 Elections would be done ahead of the voting date which was August 12, 2021.

Justice Chulu said the Commission was mindful of the election date which was enshrined in the constitution and cannot be changed.

He said those, who wished to contest the 2021 elections should start preparations now by putting the necessary documents together.

Justice Chulu said this would allow them to file in their nominations.

Zambia 4th peaceful nation in Africa

AMBIA has been ranked as fourth peaceful country in Africa and 44th globally as indicated in the 14th edition of the Global Peace Index (GPI).

The GPI, which is the world’s leading measure of peacefulness for the universe, ranked 163 independent countries and territories around the world as per their levels of peacefulness and was conducted by the Institute of Economics and Peace (IEP).

At a global level, the 2020 GPI has shown that Zambia’s levels of peace had increased by five points compared to the previous GPI. In addition, the 2020 GPI indicated that the levels of peace in Zambia is “High” which is commendable and shows that Zambia and its leaders in the past, and present since 2015 through President Edgar Lungu, have been taking correct actions where peace was concerned.

In Sub-Saharan Africa Zambia is ranked as the fourth most peaceful country behind Mauritius, Botswana, and Ghana.

And the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) executive director, Boniface Cheembe, commended Zambia for being ranked as fourth most peaceful country on the African continent and the 44th most peaceful country in the world.

ZTA board unveiled GOVERNMENT has constituted a new board of directors for the Zambia Tourism Agency (ZTA) and the Hostels Board of Management (HBOM).

Tourism and Arts Minister, Ronald Chitotela, urged to the board members to ensure their institutions performed to the expectation of the Government and the Zambian citizens. He said Government recognised the need for socio-economic prosperity and cultural preservation thorough the formulation of relevant policies and mobilization of public and private investment. It is extremely amazing to see how the UPND Members of Parliament focus more on satisfying Mr. Hakainde Hichilema’s ego at the expense of the people that voted for them.

need to listen more and do what is good for the people they represent in their respective constituencies than simply pushing a lone agenda for Mr. Hichilema.

What legacy will they leave behind if they continue walking away from Parliament, refuse to work with the government, refuse to participate in government functions or meetings furthermore walk out on Bill 10?

What most UPND Members of Parliament are not seeing is that Mr. Hichilema is simply using them as a political ladder to achieve his personal agenda.

Truthfully speaking as things stand not all current UPND Members of Parliament will be adopted come 2021 the more reason they must wake up and stop pushing a lone agenda for Mr. Hichilema.

Go out in numbers be brave enough to vote for Bill 10 and leave a legacy behind of a leader who sacrificed his or her comfort, parliamentarian seat for the sake of the people he or she represents.

Let me categorically state that

Bill10 should be supported by all Members of Parliament because it has some clauses that will surely benefit the people they represent in their respective constituencies.

UPND Members of Parliament must realise that the real power is in the people that voted for them and not necessarily Mr. Hichilema who clearly is only focused on pushing his personal agenda at the expense of majority citizens.

UPND Members of Parliament should know that leadership comes from God, therefore it’s better to be crucified for doing what is good for the people you represent than pushing an agenda for a single individual hence the need to support BIll 10. UPND Members of Parliament should reflect on what legacy will they leave behind if not adopted on the UPND ticket come 2021.

Vote for Bill 10 and challenge Mr. Hichilema WAMUYAYAYA LEADER at your National Party Conference for clearly that product is not sellable.

Dear Editor, TIME is slowly but surely ticking away towards the 2021 presidential elections. Some presidential candidates representing various political parties have secretly intensified their campaigns in their quest to win the presidential polls.

It is a good thing to prepare so as to avail the manifesto to the potential electorates.

There is no law at the moment which regulate the number of political parties to be registered with the Registrar of Societies albeit the number of presidential candidates to contest in the presidential polls.

In view of this, the calibre of some presidential candidates leave much to be desired. This is because their respective political parties are only known during the election period while others are formed barely a few months before an election. In another vein, some of these political parties are known in only certain regions of the country.

They are tribal parties for the sake of lack of a better term to use.

Honestly, how do you expect such political parties to win and yet they are not known in other parts of the country? However, I have been a follower of the campaign trails of most if not all political parties and consequently their campaign messages. I find it mind boggling to find that some of these presidential hopefuls just replicate the campaign messages of their political opponents. In some instances, they are not articulate enough on how they are going to address certain pressing problems such as high fuel prices, high mealie meal prices, high unemployment levels and the cost of living in general.

It is one thing to make pledges and another to fulfill and implement them so that they can benefit the general populace.

It is iimportant upon the electorates to evaluate these candidates who will be promising heaven on earth for them.

This will enable the electorates to vote for a credible leader who will deliver on his or her campaign promises.

FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund.

The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

SA Express provisional liquidators can sell, transfer property, court rules JOHANNESBURG - The provisional liquidators of SA Express are allowed to sell and transfer property of the state-owned airline, the North Gauteng High Court in Pretoria found on Monday.

They will also be allowed to try and attract new investment for the airline.

Fin24 reported last week that the National Union of Metalworkers of South Africa and the South African Cabin Crew Association claim to have an investor from the United Arab Emirates potentially interested in buying a stake in SA Express.

The regional state-owned airline is in provisional liquidation after a business rescue attempt failed.

The court date was set for June 9 for any party to come and show why the airline should not be placed in final liquidation.

Meanwhile, South African Airways has returned 17 aircraft to lessors so far.

This is because the lessors have elected to initiate the termination of the leases, the state-owned airline’s business rescue practitioners have confirmed.

The aircraft returned include four A319s; three A340-300s; three A340-600s; five A330-200s and two B737s.

The airline is now left with three A319s, 10 A320s, one A330-200, five A330-300s and four A350-900s.

“It looks like SAA is struggling to match their expected new fleet requirement with their existing fleet. The A320s, which the airline is still holding on to, will likely be superfluous going forward, because it is expected that domestic and regional operations will be left for its subsidiary Mango, which operates a Boeing fleet,” says Leitch. - FIN24.

HE National H e r i t a g e Conservation Commission (NHCC) should urgently undertake conservation measures at all river sources in North-western Province, Caritas Zambia has said.

Caritas Solwezi Project Officer,Lewis Miyanda, said NHCC must take care of the sources of Kabompo and Lunga rivers in Chief Kakoma’s Chiefdom in Mwinilunga.

“The two rivers in the same way they look after other river sources such as the Zambezi because effects of neglecting the two river sources can have negative effects on the livelihoods of every Zambian should the rivers dry,” he said.

He said this in an interview during a community sensitization meeting on the importance of conserving nature held in Kakoma ward.

Mr Miyanda said it was important to conserve nature because man needed nature more than nature needed him.

By ANDREW MUKOMA A TRADITIONAL leader in Kazungula has appealed to Government to rehabilitate the road that leads to his chiefdom for easy transportation of goods, including agriculture produce.

Chief Nyawa said that the road that leads to his palace from Zimba district is in a bad state.

He told the Daily Nation in an interview that year in and year out, farmers in his chiefdom have had challenges in accessing the farming inputs and also in transporting their produces to the markets.

Chief Nyawa said that this was because the road was in a bad state adding that it required rehabilitation

especially that the rainy season was over.

He said that some of the transporters Government has been engaging to ferry farming inputs had been refusing to take up the responsibility due to the bad state of the road.

The traditional leader said that his chiefdom was the food basket of Kazungula District, therefore, the Government must consider working on the 48-kilometre stretch up to Nyawa central.

Chief Nyawa said that the situation was also similar to the transporters who were engaged by the Food Reserve Agency to ferry the purchased maize to the depots as they complained of the poor state of the stretch.

“Road works is a heavy job and it requires experienced people with heavy equipment not what was happening when they were working on the road.

“Our appeal as a Chiefdom is for our government to consider this road...this is the only road that we rely on to take our produce to the markets and also transport our inputs,” he said.

NAIROBI - The Kenyan authorities are investigating the disappearance of medical equipment donated to help stop the spread of Covid-19.

The Personal Protective Equipment (PPE) from the Chinese government included surgical masks, protective suits, isolation gowns and thermometers worth $2 million.

An investigation by local TV station KTN News, revealed how a private company working with government officials and Chinese businessmen in Kenya, laid claim to the donation when it arrived in the country.

During the bizarre incident, the company, went on to donate part of the stolen supplies to other Kenyan government ministries.

Kenya has received millions of dollars from countries and organisations around the world to help in the fight against Coronavirus.

Some of the donors include Chinese billionaire Jack Ma, the International Monetary Fund and various European nations.

GABORONE - Botswana on Monday lifted a recently reinstated coronavirus lockdown on its capital city Gaborone and surrounding areas after most of the cases reported last week turned out to be negative, the health department said.

Botswana ended a 48-day national lock down on May 21, allowing businesses and schools to reopen, but reinstated strict control on movement in the greater Gaborone region on Friday after health officials reported eight new coronavirus cases at one hospital.

But on Monday health officials said national government had retested the patients and the results had come back negative. “As a result the lockdown on the greater Gaborone region will be lifted,” said the official.

Nigeria develops three-year Covid-19 response plan ABUJA - The Nigerian government says it is developing a three-year action plan for its response to the pandemic.

It also said it is not yet safe to reopen schools and other places where large gatherings could take place.

Health Minister Osagie Ehanire told journalists that the pandemic “will be with us for a long time and we shall keep learning as we go along.”

Makembo said Mwepu and Daka are ready to overcome any pressure that comes with playing for a big club.

He was speaking in an interview following the duos impressive performance for Red Bull Salzburg in the Austrian Bundesliga.

added advantage which would guarantee their success at any club.

He however advised the two players not to rush to making a switch from Red Bull Salzburg which is dominating the Bundesliga. “From the time the boys won the under-20 AFCON in 2017 and went on to represent Zambia at the youth World Cup in South Korea, they have refused to look back and are now making the country proud with their hard work in Austria.

“With their impressive performances from the recent games the boys have shown what they are capable of doing and I believe they can perform at any club in Europe. “They are ready but they shouldn’t rush to make decisions which could disturb their growth,” Makembo said.

Daka and Mwepu’s contributions have enhanced

Salzburg’s chances of retaining the Bundesliga title and solidified their position at the summit of the table with 36 points, seven points clear at the top.

Daka has been influential and has scored 26 goals in all competitions and has a record of eight assists in 39 matches.

The former Nchanga Rangers and Power Dynamos striker has scored six goals in the last four games and is two goals behind Bundesliga top scorer Shon Weissman of Wolfsberger who has scored 25 goals in 25 league matches as the battle for the golden boot progresses.
