However, Chitimukulu says he is not waiting for this and will act to prevent this from happening, “I think the only option is: PREVENTION IS BETTER THAN CURE. LAZ REBORN THE Law Association of Zambia (LAZ) under the leadership of former Attorney-General Abyudi Shonga has a chance to repair its dented image that has seen it lose credibility in the eyes of the public.

We feel this must be one of its priorities to convince the nation that it will be an honest broker in the country’s affairs, an organisation that the public can trust.

LAZ has in the recent past ceased to be an organization of learned men and women that could be relied on to give honest advice to the government.

It allowed itself to be an extended legal arm of some of the country’s political parties. By so doing, it became a polarised entity because it forgot that its members represented different political interest groups.

And as Mr Shonga a State Counsel, takes up the leadership mantle, we hope neutrality will be the catchword.

We believe Mr Shonga, having held one of the most revered positions in the country, that of AttorneyGeneral, will steer LAZ to greater heights, and not become “one of the opposition” to the government of the day.

Yesterday, Mr Shonga and his team paid a courtesy call at State House where they had a candid exchange of views with President Edgar Lungu.

Mr Shonga promised that the association under him intends to be neutral and non-political when carrying out its mandate.

We note that Mr Shonga called for closer ties with Government to deal with various national pressing matters such as the constitution-making process which we feel is a step in the right direction.

LAZ, established as an Act of Parliament was meant to act as an advisor to the government and in recognition of its importance in the governance of the country has an input in the appointment of judges for example.

Mr Shonga at the same time asked President Lungu to accord LAZ an open-door policy so that it could contribute positively.

We do not think President Lungu would not want to work with LAZ. If anything, it has been the association that has distanced itself from Government.

As the President noted. The association must revisit the condition of elevating lawyers to the status of State Counsel to enhance dignity and honour of the office.

President Lungu said it was disappointing that some State Counsels had taken a partisan stance instead of objectively advising Government on national legal matters as expected of them.

We have seen in the recent past how the conduct of some senior lawyers – State Counsels to be precise – has been unacceptable, publicly insulting members of the bench, and the political leadership.

“State Counsels are lawyers for the state so to speak, and the State can call upon a State Counsel to render advice. But, unfortunately what we see in Zambia, State Counsels are busy demonising the Judiciary, Executive and everyone else,” observed Mr Lungu.

Yet by virtue of their positions, they had access to all the high offices in the land – State House inclusive.

It is our prayer that the two parties, the executive and LAZ will henceforth move in one direction.

Even if there are differences along the way, let these be resolved in a courteous manner.

Let that cantankerous spirit that appeared to afflict the former executive be exorcised and all start afresh.

Clearly, the change of guard in LAZ heralds a new beginning – for the better.

POLITICAL parties’ security wings should desist from interfering with the work of the Zambia Police whenever the Head of State is addressing a gathering, Deputy Inspector General of police in charge of operations Bonny Kapeso has warned.

And Patriotic Front Lusaka Province secretary Kennedy Kamba assured the Zambia Police that the leadership of the party will continue to enjoy a cordial relationship with the police because it has respect for the law.

He said the party has been perceived to be law breakers because of some few isolated incidents by certain individuals who misbehaved.

Speaking when the PF led by Mr Kamba held a meeting with

the Zambia Police, Mr Kapeso said that it has become a trend by political party security wings to try and take over the job of the police whenever the President is addressing the public.

He said that there is nothing wrong with political parties to have security wings but that they should not be interfering with the job of the Zambia Police in protecting the President whenever he is in a public gathering.

Mr Kapeso explained that the security of the Head of State is the responsibility of the Zambia Police because it is the only security institution that is mandated to maintain law and order.

“We have noticed that during

political rallies cadres want to take over the job of the police by trying to protect the President whereby they put the police behind.

“The police consider anyone even from the ruling party to be a threat to the President and we are not ready to create two parallel security institutions in the country.

“The Zambia Police is the only security wing mandated to maintain law and order and anything on the contrary meets the wrath of the law,” he said.

Mr Kapeso disclosed that the police command will engage all political players in the country to ensure there is no political violence.

Mr Kamba explained that the party must lead by example as

law abiding citizens He said the PF compels every member to respect the law, adding that President Edgar Lungu has always stressed that everyone is equal before the law.

The party will not be dragged into the mud with members who break the law, adding that as a ruling party, it is supposed to set an example to other political parties. “The PF has respect for the rule of law and hold all police officers in high esteem.

“None of us must think we are above the law, any party member who comes in conflict with the law such individual must be treated as such because as the ruling party we should set an example,” he said.

Too many trade unions, says ex unionist

By PETER MALASHA TOO many trade unions in one industry has killed unionism in the country, a former trade unionist Lishomwa Nalishua has said.

Mr. Nalishua said most trade unions were promoting their own interests than interests of workers.

In an interview, Mr. Nalishua said trade unions have displayed their weaknesses by working in fragmentation and having different agendas. Mr. Nalishua, who is former Zambia National Union of Teachers (ZNUT) Mkushi district secretary said because of many unions in one industry, for instance

the teaching profession, it becomes difficult to bargain and convince government on wage increments.

He said when it was time to bargain with the government, different unions present different percentages of salary increment hence it becomes difficult to bargain.

Mr. Nalishua noted that in the olden days it was easy to bargain with Government because unionists were speaking one language with the same objectives as compared to today’s unionism.

He added that it was mandatory to increase workers’ salaries yearly whether negotiations succeeded or not and in an event that negotiations succeeded, the increment

was far better than expected.

And Mr Nalishua also said there were trade unionists who were still at the helm of leadership and clinging to power for over 20 years instead of stepping down for others to take over.

“These union officials are getting hefty salaries and other fringe benefits almost close to ministers’ emoluments. So, that is why others around them admire that if these are enjoying perpetually, they should also create their own organisations where they can enjoy as long as they live,” he said.

Mr. Nalishua added that union leaders should have defined terms to hold office after which they should retire and leave office.

Lungu swears in new Home Affairs PS

By SIMON MUNTEMBA PRESIDENT Edgar Lungu has urged the newly appointed Home Affairs Permanent Secretary Masiye Banda to critically look at the policies and programmes within his ambit so that those that were in dire need of review are done to help the country cope with the modern day democratic demands.

President Lungu said this at State House in Lusaka yesterday when he swore in Mr Banda to replace Dr Chileshe Mulenga, who died last week after an illness.

Mr Banda prior to his appointment served as director for specialised audits and consultancy in the office of the Auditor General and the National Audit Office.

He is also a seasoned civil servant having worked for 24 years in government with the first appointment being that of anti-fraud detective in the Zambia Police Service in 1996.

President Lungu advised Mr Banda to put in his very best at all times to contribute to the enhancement of democracy and good governance as well as to be a role model for many other civil servants who aspired to be promoted to senior government positions Mr Lungu, however, said despite the diverse operations of the ministry of Home Affairs, he had no doubt that with his vast experience and specialised skills combined with his understanding of government operations, Mr Banda would have no difficulties in settling down in his new position.

Mr Lungu also said his government was in a hurry to deliver quality services to the men and women in uniform under the ministry of Home Affairs, adding that he expected Mr Banda to work even harder to contribute to the realisation of those goals.

And speaking to journalists shortly after being sworn in, Mr Banda thanked President Lungu for the appointment and his predecessor for the role he played in the massive infrastructure development.

Mr Banda who promised to look at the policies and programmes within his ambit that needed to be reviewed as directed by the President, also pledged to build on his predecessor’s success to carry the agenda forward.

Wake up and work hard, councils told

By SILUMESI MALUMO LOCAL authorities must up their game in revenue collection as there is no need to depend on grants for their operations, Local Government Permanent Secretary Ed Chomba has said.

Bishop Chomba said the councils were given a mandate by law to collect revenue to provide a service to the Zambian people.

He said that it was prudent that the local authorities realised that they can only enhance operations in their respective areas when they had financial muscle.

This money, he said, which the councils need to use for operations was not supposed to come from the Government because they have various sources from which they collect revenue.

Bishop Chomba was briefing journalists on Monday after concluding his tour on the Copperbelt Province where he went to familiarise himself with the operations of councils.

Bishop Chomba said councils need to up their game so that they can be seen to be working for development to actualise in their respective areas.

He however said when they collect the revenue from various business areas the local authorities need to plough back to actualise development.

“We have seen laxity in terms of implementation on the things they know and they are supposed to do.

I think it will not be good for us at the ministry to condone the laziness attitude,” Bishop Chomba said.

CHITIMUKULU PF WON’T PROTECT ERRING CADRES, SAYS MUSUKWA REVEALS PLOT

The Bemba are a proud people, conscious of their military past and are known to Europeans and their fellow Africans alike for their arrogance…’”

In a special write-up about his encounters with the Sata administration, the Chief says he was aware of the UPND plans to dethrone him if they formed government next year, but vowed that the entire Bemba land and its chiefs under the Royal establish would not take such a move lightly, warning that Bembas were not cowards.

Chitimukulu has quoted Andrew Roberts in A History of the Bemba to explain where he draws strength, ‘’’The most important social institution among the Bemba people other than the family is chieftainship. There are over thirty clans represented in Bembaland, but the one clan with political significance is the Bena Ng’andu, the ‘people of the crocodile.’ This is the royal clan, to whom is reserved succession to many chieftainships……no other chiefly clan in the region has gained such power for its tribe as the Bena Ng’andu.”’

The traditional leader reminded the nation of the late Mr. Valentine Musakanya who said the Bemba aristocracy and arrogance always believe not only in their inheritance, but also in the vocal aggression…. Their aristocracy has no foundation in wealth or known education but essentially in just being Bemba.

The Bemba being a born-warrior regards “the innate temperament trait” as his only survival instinct and strongly believes that fear and coward-ness are the gateway to self-destruction.

And hence the saying “cibe cibe, umwenso ni mfwa.” “ President Sata was very uneasy with my becoming the Bemba leader as you can see from what The Daily Nation reported in the obituary: In 2014, Mr. Lewis Changufu was almost arrested for calling for a meeting to discuss the impasse between the PF government and the Bemba Paramount,” Chitimukulu said.

Quoting intelligence sources, Chitimukulu said, then President Sata was reported to have instructed state agents to find anything that could incriminate Mr. Changufu. `‘’ We have been asked to come up with anything that can link Mr. Changufu to crime. The President wants him arrested ASAP (as soon as possible).”’

On the other hand, the traditional leader explained, the Chinese government wanted to assist traditional rulers in Africa and formed what was called Africa Opportunity Co-ordination Organisation based in Nairobi. Dr. Wang came to Zambia and asked the Minister of Chiefs and Traditional Affairs to give him the name of a chief who would represent us there and the Minister chose a relative, but Dr. Wang discovered that he was not given the right person and so he travelled to Kasama and told me that I was the right person.

“And when he went back, he sent the following letter of appointment , ‘’ With your royal position and high level of traditional knowledge and experience of the traditional norms and culture in Zambia, Africa AOCO board has appointed you to spearhead the formation of Pan African Development Committee in chiefdoms not only in Zambia, but in Africa as a whole.’’

‘State Counsels demonising govt, instead of advising’

By SIMON MUNTEMBA PRESIDENT Edgar Lungu has challenged the Law Association of Zambia (LAZ) to revisit the condition of elevating lawyers to the status of State Counsel to enhance dignity and honour of the office.

And newly elected LAZ president, Abyudi Shonga and his executive have assured the head of State that the association would be neutral and not take a partisan stance in the execution of its duties.

President Lungu said it was disappointing that some State Counsels had taken a partisan stance instead of objectively advising Government on national legal matters as expected of them.

House yesterday in Lusaka, Mr Lungu noted that of late, some State Counsels were publicly demonising his government without formally writing or approaching him to profer advice. He said it did not make sense for some State Counsels to assume a political stance by continuously demonising the executive and institutions such as the Electoral Commission of Zambia (ECZ) which they were supposed to advise when legal matters arose.

He wondered why some State Counsels and other senior lawyers were finding it difficult to approach him on matters they felt were done wrongly more especially that as a lawyer himself, he was one of them.

OUNCILLORS and Patriotic Front (PF) cadres involved in illegal allocation of land must be ready to pay back the money they got from people whose plots will be cancelled, PF Chairman for mobilisation Richard Musukwa has warned.

Mr Musukwa said the PF will not shield councillors and members involved in illegal land allocation because they were damaging the image of the party.

On Friday, some councillors in Kitwe were unsettled when Local Government Permanent Secretary, Ed Chomba, said all plots which were allocated within 250 metres from the Presidential Lodge were null and avoid.

The councillors, who had created more than 120 plots in the area, said it was not good to cancel plots as the decision could affect the party's performance in next year's elections.

But Mr Musukwa said illegal allocation of plots had no blessings of the party and so councillors should not think that because of next year's elections, it would be entertained.

Mr Musukwa, who is Mines Minister and Chililabombwe MP, said cadres who got money from some residents and illegally allocated them plots should be ready to pay back the money.

"It is not the party which sent them to go on rampage and engage in illegal allocation of land. Now, it is time for them to taste ttheir own medicine.

They have to be ready to pay back the money they got from the residents.

"There is nothing like, no, we are going towards elections.

In fact, people are complaining that PF has allowed cadres to share land with impunity, hence my decision to come out like this. We don't entertain illegality,'' Mr Musukwa said.

He warned cadres against using the name of the party to engage in criminal activities, saying the party leadership would deal firmly with such cadres.

Meanwhile, investigations by the Daily Nation have revealed that a division has rocked Kitwe City Council councillors over the illegal plots near the Presidential Lodge.

The division had emerged

because some councillors have accused a clique among them as having masterminded the illegal allocation, hence denting the image of all of them.

One councillor told the Daily Nation that some of his counterparts were unsettled by the tour of Bishop Chomba at the Presidential Lodge because they had created illegal plots and made money out of the scheme.

And the minister announced yesterday that the country has recorded 60 new cases of Covid-19 in the last 24 hours.

Dr Chilufya said he was dismayed with the development because the lawmakers were supposed to show leadership in the fight against the deadly pandemic.

Dr Chilufya said before the MPs return to their respective constituencies they need to be tested today and the results would be given by the end of business.

Meanwhile Dr Chilufya said from 369 tests conducted in the last 24 hours, 60 new cases had been recorded bringing the total cases to 3, 386 with 128 deaths.

He said “26 cases were from Kalumbila in the Nort-Western Province, 11 from Lusaka, six in Mufulira and 38 were contact cases.”

Dr Chilufya said from the health facility-based screening, 11 were recorded in Lusaka, four from Kitwe and one in Sesheke, stating that in the routine community screening six were from Lusaka.

And Dr Chilufya said 18 patients were on oxygen and two in critical condition while eight had been discharged from Levy Mwanawasa centre and eight from Copperbelt Province Covid-19 centre.

The minister said the continued escalating cases of the Covid-19 had been attributed to the cold and laxity to comply with the measures which had been put in place.

Covid forces parliament to adjourn sine die

By SILUMESI MALUMO PARLAIMENT yesterday adjourned sine die due to the escalating cases of Covid-19 Vice President Inonge Wina said as leader of the House she was expected to adjourn sine die whenever an emergency occurred.

Ms Wina said Covid-19 was an emergency therefore it was prudent to adjourn in order to protect the lives of Parliamentarians.

“Despite the health guidelines the cases of Covid-19 have been rising at the institution and the country generally. It is in this regard that I seek the indulges of Hounourable members that in accordance with standing orders number 33 (1) of the National Assembly of Zambia standing order 2016 the house adjourn sine die in

order to protect both Members of Parliament and staff from the risk of contracting the disease.

I wish the Members of Parliament to test for Covid-19 before going to their constituencies in order to minismise the transmission of the disease,” she said.

Earlier yesterday Parliament paid tribute to departed Members of Parliament Rodgers Mwewa and Mwenya Munkonge.

Parliament was saddened with the death of the two members of Parliament who were dedicated to serve the people.

Vice President Wina said the death of the two parliamentarians was saddening and the house had been robbed of people who were eager to work for their constituents.

Ms Wina said, “I want to

press on record our regret and sorrow and anguish over the demise of the two Honourable Members of Parliament.”

She said the demise of the two was not just a loss to their respective constituencies but the entire nation.

UPND Chief Whip Jack Mwiimbu said the two parliamentarians were decent people as they were always available for mutual discussions with other MPs without taking into account political affiliation.

He said he had served as an MP for long time and it was rare to find people who were accommodative like the late two parliamentarians.

And Government Chief Whip Brian Mundubile said Parliament would surely miss the two for their hard work.

ZRA INTERCEPTS 6 TRUCKS IN RAIDS

SIX trucks carrying goods worth over K5 million have been seized by the Zambia Revenue Authority (ZRA) for smuggling and abusing an incentive which exempts public institutions from paying certain taxes.

The six trucks were seized from Chirundu and Nakonde border posts as well as Lusaka.

Four of the six trucks were seized specifically for abusing the Public Benefits Organisation (PBO) facility.

PBOs include churches, orphanages, schools and Hospitals, among others that import goods meant for public benefit. The six trucks were seized for various offences relating to smuggling by presenting forged documents while others were seized for fraudulently using the PBO facility, says authority Corporate Communications Manager, Topsy Sikalinda.

Mr Sikalinda said ZRA last month started conducting an audit on PBOs as the organisation felt that various tax incentives were being abused.

"So far, six trucks are in our custody, two are in Chirundu carrying cooking oil and we also have another one in Nakonde carrying used clothing. We also have three in Lusaka that are carrying used clothing and one carrying electricals.

"These trucks are carrying goods worth over K5 million and these have been seized in accordance with the law," Mr Sikalinda told Journalists yesterday in Chirundu.

He said the goods imported by abusing the PBO facility were found on the commercial market instead of benefitting the public.

Mr Sikalinda urged Zambians to report all cases of smuggling and tax evasions to ZRA. ZRA, he said, would work tirelessly to ensure that such vices were brought to a complete halt.

"The over K5 million could have been taxes lost if we had not intercepted these consignments .

"This is the money that Government desperately needs to improve our infrastructure, especially during this Covid-19 period . The economic situation has gone down , therefore we need every resource," Mr Sikalinda said.

ZRA DESTROYS K1M SMUGGLED GOODS

OODS illegally imported into the country worth over K1 million have been destroyed in Chirundu by the Zambia Revenue Authority (ZRA) in an effort to stop the activities

which harm the economy.

The items include various alcoholic brands, cigarettes, clear bulbs, tyres, sanitary pads, herbal medicines, cooking oil and mealie meal.

ZRA Corporate Communications Manager, Topsy Sikalinda, said the destruction was in an effort to clamp down on

illegal imports that harm the economy through unfair competition and price distortions.

Mr Sikalinda explained to journalists yesterday that these goods were hazardous to human health. The goods, he said, were not fit for human consumption because they had either expired, were

counterfeit or did not conform to the Zambian standards.

Judiciary opposes Kambwili’s High Court complaint

By CHINTU MALAMBO THE Judiciary has argued that the High Court is not a proper forum for Chishimba Kambwili's lawyers to raise complaints about the challenges they are allegedly facing whilst defending him in a matter where he is facing charges of forgery among other crimes in the subordinate court.

Judiciary Chief registrar Charles Kafunda said the court cannot exercise its power to grant Kambwili leave to commence Judicial review as the latter has not exhausted all the alternative and administrative remedies before going to court.

This is in a matter where Kambwili has applied for leave to commence judicial review proceedings in the Lusaka High Court, challenging the decision by Principal Resident Magistrate David Simusamba to refuse to recuse himself from handling his case.

Kambwili cited the Attorney General as respondent and the Principle Resident Magistrate, David Simusamba, and stated that it has been difficult for his lawyers to perform their duties effectively as the court room is always poisoned with outbursts of anger and threats from the presiding magistrate towards him and his lawyers.

IMF approves $7.6m debt relief to Burundi to cushion Covid-19 effects NAIROBI - The International Monetary Fund said on Monday it had approved $7.6 million debt relief to Burundi to help address the economic impact of the Covid-19 pandemic.

It said the relief for three months would be potentially raised to $24.97m over the next 21 months, if resources are available.

“IMF debt relief will help free up resources for public sector health needs including other emergency spending and help mitigate the balance of payments shock posed by the Covid-19 pandemic,” the IMF said in a statement.

The IMF said it has revised downwards economic growth projections for 2020 by 5.3 percentage points to -3.2 percent this year. “The pandemic has exacerbated preexisting economic challenges and creates significant external financing needs in 2020 and 2021, mainly as a result of lower exports, elevated imports needs, and reduced remittances inflows,” it said. Burundi has so far had 328 cases of Covid-19 and one death.

Meanwhile, the IMF’s executive board will meet next Monday to consider South Africa’s request for a Covid-19 response loan, according to the board’s calendar.

The meeting comes after months of engagements between National Treasury and IMF management. SA is seeking a loan of $4.2 billion from the multilateral institution, though certain factions of the ANC have been against this. – REUTERS.FIN24.

Nielsen said that according to its research, the industry lost about R304 million every day during the first round of prohibition. It is set to lose around R10 billion for every month the ban continues.

SA banned the sale of alcohol at the start of the nationwide lockdown in late March. The ban was lifted on June 1. Sales were again prohibited on July 12. President Cyril Ramaphosa said at the time that alcohol was putting pressure on the healthcare system.

“There is now clear evidence that the resumption of alcohol sales has resulted in substantial pressure being put on hospitals, including trauma and ICU units, due to motor vehicle accidents,

UNION BEMOANS LOW SALARY INCREMENT

OVERNMENT should consider improving salaries for civil servants saying the 4% increment is not enough, Civil Servants and Allied Workers Union of Zambia (CSAWUZ) President Davy Chiyobe has said.

Speaking during the second Muchinga Province Provincial conference of Civil Servants and Allied Workers Union of Zambia (CSAWUZ) taking place at Crumach Lodge, Mr Chiyobe said government should be aware that the cost of living is high not just in Zambia but also in other countries.

Mr Chiyobe said there is also need to consider paying civil servants their outstanding allowances and bonuses such as leave and settling in, among others.

Mr. Chiyobe has also appealed to the Government to allow a skeleton staff to be reporting while others operate from home.

He said with the surge in the Covid-19 cases in the country and increased deaths recorded, there is need to look at the Statutory Instruments number 20 and 21 of 2020 and ensure that they are strictly enforced in order to stem the Covid pandemic.

Meanwhile, Muchinga Province Permanent Secretary Joyce Nsamba has appealed to unions and civil servants to be mindful of the Government’s constraints in the area of revenue.

Ms Nsamba said unions should also understand why the government gave a minimal salary increment.

The Permanent Secretary also said the culture of dialogue and constructive

engagement assumes even greater significance in public sector industrial relations because a harmonious relationship between government and the public sector unions will foster the right environment for National advancement.

Ms Nsamba added that the PF Government recognises true representative of workers’ organisations as important partners in development.

And outgoing Muchinga Provincial CSAWUZ Chairperson Jonathan Mukuka said it is unfortunate that in the Province some of the payments have been outstanding for more than ten (10) years.

Mr Mukuka also added that the union believes in a strong and responsible trades union that is able to protect and represent the interests of the workers efficiently and effectively.

No judge on contract, ConCourt hears

By GRACE CHAILE LESOETSA JUDICIARY Chief Registrar Charles Kafunda has told the Constitutional Court that there is no Judge on contract in the Judiciary.

The State through the Chief Registrar stated in a witness statement that once retired, there are no legal preclusions that hinder the retention of a judicial officer or staff in the employ of the Judiciary on a contractual basis.

This is in a matter in which Livingstone-based magistrate, Benjamin Mwelwa has petitioned the Constitutional Court challenging the Judicial Service Commission (JSC) to terminate the contracts given to already retired officers and that all salaries or allowances drawn from the revenues of

the country be paid back as they have been earning illegally.

Magistrate Mwelwa, who has cited Attorney General Likando Kalaluka as the respondent in the matter contended that the retention of retired officers on contracts is not only counterproductive, discriminatory, demotivating but also unconstitutional, beyond Article 1(3) of the Constitution.

Mr Mwelwa stated that there were many magistrates who after they are called to the bar had not been appointed to the position of resident magistrate for a long time on the basis that there were no vacancies and yet vacancies are being occupied by retired officers.

The Chief registrar stated that the Constitution Act

No.2 of 2016 provides the retirement age for judicial officers as 65 years or, in the alternative, 55 years.

He said according to the memorandum dateed 21 April, 2020, JSC indicated that it has since vacated its previous policy on grant and removal of contracts for officers after retirement, unless there are special and compelling circumstances requiring the retention of a retired judicial officer. “ I verily believe that there may remain subsisting contracts retaining the judicial officer in the employ of the judiciary and I further believe that these contracts remain valid, binding and legally enforceable.

“There is currently no judge on contract in the Judiciary,” Mr Kafunda said.

Zampost collects 75 percent of debt

By KETRA KALUNGA ZAMPOST has managed to collect about 75 percent of the old debt from both the government and private institutions enabling it to clear five-month salary arrears.

This is from the K20 million total debt that various government and private institutions owed Zampost.

And the postal service has managed to clear five-month salary arrears in a space of eight weeks and is targeting to complete the remaining three months by the end of next month.

Postmaster General, Brighton Ngoma said Zampost was stabilising as it has managed to unblock the old debt and in the process improved on liquidity which has anabled the company to pay arrears for its employees.

Mr Ngoma said in an interview that Zampost was a solution and not a problem as is viewed by the public because it has potential to be the ultimate delivery platform for most Government services.

He said revenue has started to go up with the acquiring of new flight in line with its strategic initiatives.

He said this would bring back postal traffic within the Post Offices countrywide.

"The Corporation has begun to realign itself with strategic partners with a view to create relevance in the market. The future indeed looks bright," said Mr Ngoma.

ZDA GETS LAPTOPS DONATION

PIGA is a flagship project of Northern Ireland’s Department for International Development (DFID) implemented by the International Trade Centre (ITC).

PIGA national project coordinator Shupi Mweene yesterday said the investment had also supplemented the ZDA with electricity units and fuel for the generator to enable it operate smoothly during these difficult times.

Ms. Mweene said the electricity units and fuel were meant to cushion the its expenditure and ensure undisrupted operations..

DMMU sinks 25 boreholes in Rufunsa

By JOHN KOMBE THE Disaster Management and Mitigation Unit (DMMU) has sunk 25 boreholes in all the 14 wards in Rufunsa, Rufunsa Town Council chairman, Bartholomew Kalambalala has said.

In an interview, Mr Kalambalala said the project was funded by UNICEF through the Emergency Drought Response Project under the DMMU. He said this would go a long way in mitigating the water challenges in the district. He pointed out that the project had also benefitted the villages in the outskirts of the district.

The lack of clean water was one of the challenges facing the rural community.

He also disclosed that 35 boreholes were being rehabilitated to improve access to clean and safe drinking water in the district. He said that was being funded by World Vision Zambia.

Mr. Kalambalala, who is also Lusaka Province Patriotic Front youth secretary stressed that one of the objectives of the government was to ensure everyone has access to safe drinking water.

Mandatory masking a challenge - bus drivers

A CROSS-SECTION of bus drivers in Kitwe has described the directive to stop anyone not wearing a mask from boarding buses as impossible.

The drivers have also questioned the whereabouts of donated masks by the business sector.

A survey on the mandatory wearing of masks on public transport in Kitwe showed that the preventive measure was not being followed as most passengers were spotted without masks on the faces. Last month, Kitwe District Commissioner Chileshe Bweupe announced that every individual boarding a public service vehicle or going into the market must wear a mask or risk being prosecuted.

But commenting on the development, bus drivers said that it would have been prudent enough for the authorities to distribute face masks as well as other preventive materials if they wanted a successful implementation the directive.

“Face masks should be distributed to every bus station on a daily basis as there is always a donation of such products. “How can we follow the order when local leaders have not been distributing the sanitary products that they have been receiving as a donation to fight the pandemic from the business community,” a bus driver wondered.

In an interview during a cleaning exercise at Namatama Clinic on Monday, Mr Maimbo said by engaging in entrepreneurship, youths could become key players in economic development and eventually contribute to national growth.

Mr Maimbo added that there was no government in the world that could employ all youths hence the need for them to venture into entrepreneurship to sustain their livelihood.

"Youth-led enterprises can trigger significant momentum in job creation, given that start-ups account for up to 50 per cent of newly created jobs, and young entrepreneurs primarily employ their peers.

"Today in our country, young people have showed significantly higher levels of entrepreneurial initiative than adults...so, we need to walk through that path," Mr Maimbo said.

He said that youth entrepreneurship and self- employment could foster local innovation and improve the resilience of young people on the job market.

Mr Maimbo cited the youth movement in the Church as an example with the vocational honours which could help youths engage into viable business ventures.

Dog owner sued THE State has sued a Luanshya resident for failing to confine, register and vaccinate his dogs after one of them bit an 80-year-old woman.

Luanshya Municipal Council Public Relations Officer Gideon Thole said the State prosecutors had sued Park Munkombwe, a lecturer at Technical Vacation Teachers Training (TVTC) College for failing to vaccinate, register and confine his canines.

Mr Thole said Mr Munkombwe was this week expected to appear before Luanshya magistrate Chitundu Kalunga, during the court sitting held at the Fast Track Court based at the Civic Centre, where he was expected to provide answers to the charges levelled against him.

He said the dogs allegedly jumped over the fence into a neighbour’s yard and bit the woman who was seated outside the house leaving her in a critical condition.

In a statement to the Daily Nation, he said the woman was hospitalised in the Intensive Care Unit at tThompson District Hospital.

HENRY KANYANTA SOSALA ‘’KALULU tapusuka mipya ibili,’’ is a Chibemba proverb which can literally be translated as: ‘’The hare does not escape the burning plains twice.’’ The actual lesson is that no one should take his luck for granted or push one’s lucky star too far. And this applies to me because in the first place, President Michael Sata de-gazetted me and later President Lungu gazetted me.

I must not, however, ’’try to push my lucky star too far,’’ because Mr. Hakainde Hichilema and the UPND have resolved according to the Deputy National Secretary-General Patrick Mucheleka to dethrone me as Mwinelubemba Chitimukulu as soon as they step into the corridors of power.

I think the only option is: PREVENTION IS BETTER THAN CURE. The problem is that some people create their own storms, but get mad when it rains.

Andrew Roberts in A History of the Bemba wrote: ‘’’The most important social institution among the Bemba people other than the family is chieftainship. There are over thirty clans represented in Bembaland, but the one clan with political significance is the Bena Ng’andu, the ‘people of the crocodile.’ This is the royal clan, to whom is reserved succession to many chieftainships……no other chiefly clan in the region has gained such power for its tribe as the Bena Ng’andu.

It is above all this institution which generates and perpetuates historical traditions. The social basis of oral traditions among the Bemba is thus primarily to be sought in the institution of chieftainship.

The affairs regarding which the Bemba look to history for guidance and inspiration are the affairs of chiefs; And yet although such history serves to affirm and reinforce the power and prestige of a ruling group, it is nevertheless accepted by the Bemba at large as being in an important sense their own history. The glory of the Bena Ng’andu is something in which all Bemba can share and derive a sense of communal pride.’’

The question is: why did President Sata de-gazzete me? It was because he knew me as a controversial strategist who operated behind the scenes since I was with him in the United Progressive Party (UPP) that was led by Mr. Kapwepwe. His fear was that it would be highly dangerous for me to be at the helm of Bemba power. A.L. Epstein, a social scientist who carried out

President Sata was very uneasy with my becoming the Bemba leader as you can see from what The Daily Nation reported in the obituary: In 2014, Mr.

Lewis Changufu was almost arrested for calling for a meeting to discuss the impasse between the PF government and the Bemba Paramount Chief.

Quoting intelligence sources, then President Sata was reported to have instructed state agents to find anything that could incriminate Mr. Changufu. “We have been asked to come up with anything that can link Mr. Changufu to crime. The President wants him arrested ASAP (as soon as possible) (ibid. 28th April 2016).

On the other hand, the Chinese government wanted to assist traditional rulers in Africa and formed what was called Africa Opportunity Co-ordination Organization based in Nairobi. Dr. Wang came to Zambia and asked the Minister of Chiefs and Traditional Affairs to give him the name of a chief who would represent us there and the Minister chose a relative, but Dr. Wang discovered that he was not given the right person and so he travelled to Kasama and told me that I was the right person. And when he went back, he sent the following letter of appointment “With your royal position and high level of traditional knowledge and experience of the traditional norms and culture in Zambia, Africa AOCO board has appointed you to spearhead the formation of Pan African Development Committee in chiefdoms not only in Zambia, but in Africa as a whole.’’

But that did not go well with powers-that-were since their preferred candidate was not picked up and so they became irritated and decided to destroy my character and integrity internationally. The Minister accused me of ‘’masquerading as Senior Chief Mwamba’’

However being a free-thinker I am supposed to be ‘’audacious,’’ i.e., to be extremely bold, daring, recklessly brave and fearless. I can therefore never be a convert to anybody’s opinions whether political or otherwise. And I have always been encouraged by Edgar Allan Poe’s words: “In criticism, I will be bold, and as sternly, absolutely just with friend and foe. From this purpose nothing shall turn me.”

I have even continued now to educate people on our local radio stations. And I feel totally liberated because one of the tenets of being a free-thinker is the ability to tell people what they need to know, rather than what they want to hear. Sahara joins Covid-19 fight with $25, 000 injection

By SIMON MUNTEMBA SAHARA Group-Zambia has donated assorted medical equipment worth US$25, 000 towards combating the deadly Covid-19 pandemic in the country.

Among the items handed over to the Ministry of Health were 1, 900 personal protective garments, 1, 000 pieces of nasal cannulas and oxygen masks among others.

According to Sahara Group representative, Christine Maseka, the donation was part of the company’s corporate social responsibility aimed at fighting the calamity until it drifted into oblivion.

“It is part of our national efforts and mandate to jointly protect the nation with the Ministry of Health until this calamity drifts into oblivion,” Ms Maseka said when she handed over the donation.

Ms Maseka also pledged the oil firm’s continued provision of the necessary support to the government towards the Covid-19 fight.

Ms Maseka said Sahara Group was committed to support all the governments’ efforts in trying to combat the disease.

“At Sahara, we believe we are all responsible in this fight against the virus and we must ensure we defeat it,” she said.

Ms Maseka also reminded the people to always practice social distancing, sanitising, washing hands regularly and masking up to prevent the virus from spreading.

And in receiving the donation, Minister of Health Chitalu Chilufya hailed the Sahara Group for helping the government fight Covid-19 and that the donation would go a long way.

Dr Chilufya said the gesture was a good corporate social responsibility and appealed to other companies to emulate the Sahara Group - Zambia.

‘BIG 2’ LOCK HORNS

By MICHAEL MIYOBA AFTER the successful resumption of the MTN/FAZ Super Division on Sunday, the league continues this afternoon as record league winners Nkana host “Sensational” Zanaco FC in a mouthwatering fixture at Nkana Stadium in Kitwe.

The tie which promises a lot of intriguing moments will be played without the presence of Nkana’s passionate supporters who will monitor the match on pay TV because the games are being played behind closed doors with no fans allowed.

Nkana are fifth on the 18-team league table with 43-points and a win over Zanaco will take the Manfred Chabinga-tutored Kitwe giants to the summit of the league table as they are three points behind the league leaders Forest Rangers.

“We are hoping for positive results. I was just telling the players the importance of the game looking at the log there is Forest, Eagles, NAPSA, Zesco and the differene is only three points so if we can win the game against Zanaco we will move to a better position on the log,” Chabinga said.

Though Nkana will be missing two of their key players in Musa Mohamed and Shadreck Musonda, Chabinga declared his team ready for the game against the bankers.

“The boys are focused and they know the importance of the game and the only player who is injured is Shadreck Musonda who has a cut and

has been left out of the team.

“But all along I have been preaching about players being focused because of the position where we are and the remaining games, and the players know the importance, they know that the game against Zanaco is very critical and we need positive results,” Chabinga said.

Meanwhile, Zanaco coach Chris Kaunda will be hoping that his charges who are yet to taste defeat in the league since he was unveiled as coach, will replicate their brilliance which saw them outclass Nkana 2-1 at Sunset Stadium the last time the two team met in January.

“We shall approach the fixture just like any other normal game, and one thing for sure is that we are not under pressure, we are just looking forward to do what we do best. We are taking it one game at a time and all the games for us will be tough but we have to stay focused,” Kaunda said.

Kaunda has named a strong 22-member squad led by lethal top man Roger Kola, Chitiya Mususu and Moses Phiri while notable midfielders include, Charles Zulu, Kelvin Kapumbu and former Chipolopolo player William Njovu.

Defender Ziyo Tembo is expected to partner with Belchance Makiese, Tiberious Lombard, Lawrence Chungu in defence.

The bankers are tenth on the 18-team Super Division table, with 35 points and four games in hand and a win over Nkana will push them to seventh on the league table.
