MISGUIDED PROTEST WE find it hard to believe that a political party can plan a public protest march, demand regime change, invite other parties to join and at the same time claim it would be nonpartisan.

Surely this does not make sense for any talk of regime change smacks of politics – removing a political party that is in government.

But that is what a member of the United Party for National Development (UPND) youth wing wants us to believe.

The youth leader was recently on Diamond Television during which he announced the planned protest.

He said it would be non political. Surprisingly, he was clad in a UPND beret and other party paraphernalia.

Among the issues that he raised was the government’s decision to sell gold mines to foreigners.

They would also protest against the huge presence of the Chinese in the country’s economic sphere, that the government was giving them preferential treatment.

He also mentioned education, that the government’s institutions of higher learning were offering poor quality education and the huge youth unemployment figures.

He said the youth would be protesting against the government’s failure to provide leadership in the country.

While any Zambian is free to comment on any governance issue in the country, it is best that these be based on facts rather than mere generations.

Government has gone on record to state that no gold mine has been sold to any foreign entity in the country.

What has transpired, as we know it, is that ZCCM-IH has partnered with a Sudanese company –Karma – to process the gold that would be mined by local artisanal miners in Rufunsa.

Government has been consistent and has encouraged Zambians in gold mining areas to form cooperatives. It has even gone further to provide the cooperatives with basic mining tools to kick start their operations.

We recall that the UPND president Mr Hakainde Hichilema is yet to substantiate his claims about any gold mine that has been sold to a foreigner.

If anything, Government has not stopped any Zambian with the means to venture into gold mining or even processing. After all, the more Zambians involved the better for the country.

When one speaks of regime change, that immediately removes the defence of being bipartisan. Regime change does not actually mean winning power by legitimate means.

Instead, the planned regime change could plunge the country into untold turmoil and misery. Which investor would they attract then?

It speaks volumes about someone not really understanding the dynamics of politics.

The ruling Patriotic Front won elections in 2016 which the UPND competed in. Its mandate ends in August next year, when fresh elections will be held.

Speaking of regime change now is actually trying to seize power by cutting corners. And as stated earlier, you cannot call for a demonstration demanding regime change and claim it is non partisan.

The UPND must convince the Zambian people and win their trust that it is ready to form government.

Its manifesto, on how it hopes to improve the country’s economic and political prospects is what will win it the elections.

In fact, it is hard to really know what youths in the UPND want.

Just yesterday, several groupings comprising UPND youths from Senanga and Kafue, women and NGOs petitioned the Speaker of the National Assembly, Mr Patrick Matibini not to entertain Members of Parliament who shun their responsibilities of formulating laws in Parliament.

The groupings comprise, Authentic Advocacy for Justice and Democracy (AAJD), Progress Disabled Association, Women Movement for Development.

Their bone of contention was their fear that UPND MPs might walk out of Parliament when Bill 10 is being debated.

They want the MPs to be in the House and debate.

AAJD president Josphat Changwe representing the groups handed over the petition to Bwana Mkubwa MP, Jonas Chanda to be conveyed to the Speaker.

Mr Changwe said in a democratic dispensation, walking out of Parliament was unacceptable because members should expect divergent views and ideas.

We think the planned protest is an exercise in futility being planned by people who do not really know what they want.

Let common sense prevail.

CEC BOARD DERAILED NEGOTIATIONS

OPPERBELT Energy Corporation (CEC) board is to blame for the failed negotiations because it issued a letter that the management did not have its blessings to negotiate on the Bulk Supply Agreement (BSA), Zesco Director of Strategy and Corporate Affairs Patrick Mwila has said.

And Mr Mwila said Zesco was ready for the discussions as long as these were held on fair terms.

Mr Mwila said therefore whatever Government, Zesco and CEC management discussed was now water under the bridge.

He said in an interview recently that negotiations of BSA started way back before the expiration of the agreement for which critical issues were agreed upon.

Mr Mwila said it was shocking that the CEC board had to issue a letter stating that the management which commenced negotiations concerning the BSA agreement did not have its blessings.

“So that is why there was that move to say, let’s have a year’s agreement so that it acts as a bridge so then that gives time for all of us to agree on longer terms so that no one is treated unfairly, no one said there should be no agreement,” he said.

“We invited CEC, they came and we agreed some things but two days before the BSA came to an end the board wrote to the government that the management did not have a mandate to negotiate, so all what

has slowly and steadily become a lucrative undertaking.

Mr Lungu said waste management was not only creating employment but also helping in keeping the city clean.

He also said there was need for people to develop a common approach and desist from indiscriminate disposal of waste around the city to ensure it was clean.

The groupings said the bill represented progressive amendments for the women, youths and the disabled.

And receiving the petition, Dr Chanda assured that the petition would be delivered to the Speaker.

BILL 10 DEBATE: SUPPORT GOVT ON IMF RESCUE UPND MPs set free FUND, BANKS URGED

AFTER being put under pressure by citizens to stop sabotaging the enactment of constitution amendment Bill number 10, the UPND has now washed its hands and told its MPs to make their own decisions on the matter.

The party’s secretary-general, Mr Stephen Katuka said Members of Parliament will make their own decisions when the Bill is brought to the floor of parliament for debate and enactment.

He said the issue of voting and debating in the house was not a matter of the UPND but the MPs themselves were going to decide on how to conduct themselves because when they are in parliament they are independent from the decision of the party.

“As a party we feel the MPs are mature enough to decide on their own, and make their own judgement in the best interest of the people who sent them to parliament,” he said.

Mr Katuka also said all those asking questions on whether not or the UPND will direct its MPs on which route to take on Bill 10, should stop pointing fingers at the party but instead ask the

opposition leadership in parliament on what they have agreed to do.

“All the questions pertaining to the route the UPND Members of Parliament will take on Bill 10, should be directed to the leader of the opposition in parliament and he will explain what they have agreed,” Mr Katuka said.

“As UPND what we are saying is that let them do what they think is right for the people they represent in the National Assembly.

Mr Katuka said the opinion of the party is not going to matter once the bill was brought to the floor of the house and it will be up to the MPs to decide.

Power cut will impact deeply - KCM

KONKOLA Copper Mines (in liquidation) says it will suffer greater inconvenience should there be power disruption compared to the economic loss that Copperbelt Energy Corporation (CEC0 may suffer from the use of its power infrastructure.

In this matter, Zesco Limited and KCM have sued CEC in the Lusaka High Court, seeking a declaration that the private power company’s action to restrict power supply to the mine contravenes the law.

The two firms are seeking an injunction restraining CEC from restricting KCM from receiving supply from Zesco, pending determination of the matter.

They also want an order restraining CEC from taking out any supply units, lines or delivery points to KCM because they are Common Carriers as declared under Statutory lnstrument (SI) number 57 of 2020.

Earlier, the court granted Zesco and KCM an Exparte mandatory injunction restraining CEC.

But in affidavit in opposition, CEC Chief Operating Officer Christopher Nthala explained that his firm was a licensed independent power generation, transmission, distribution and supply company whose business was to supply electricity on the Copperbelt.

He stated that the company also wheeled power on behalf of Zesco on the Copperbelt using its network comprising over 1, 000 kilometres of high voltage transmission lines and 43 substations.

Mr Nthala explained that CEC and Zesco had a contract for the supply and purchase of power referred to as Bulk Supply Agreement (BSA) effected on November 21, 1997 and expired on March 31, 2020, following an extension of its original tenure of 15 years to 20 years.

He stated that CEC had been the main supplier of power to the mines on the Copperbelt, consequently to which it entered into various existing long term power supply agreements (PSA).

This includes KCM whose term expired on March 31, this year but was extended to May 31, 2020 by mutual

interview.

Dr Kalumba implored others sections of the country such as the civil society, political parties, churches and public institutions to support Zambia in accessing the programme by avoiding issuing contradictory statements.

He emphasised that not being patriotic would only hurt Zambia and not individuals.

GOVERNMENT is implementing a risk management initiative to reduce wasteful expenditure, prevent fraud and corruption.

Accountability of public resources will thus be improved.

The Risk Management initiative launched last year is a department under the Office of Controller of Internal Audit in the Ministry of Finance and is expected to be fully implemented in the public sector by June 2022.

The framework will be rolled out to all Ministries, Provinces, and Agencies to help them to understand risk analysis, mitigation, and control measures in the implementation of risk management.

Controller of Internal Audit, Chibwe Mulonda, said implementation of the initiative was expected to increase the Government’s accountability and transparency in providing quality, efficient, and effective services to citizens and other clients.

Mr Mulonda said the initiative would better the output and outcomes through improved project and programme management.

‘We shall remain peaceful’

E shall continue to listen to President Edgar Lungu’s instructions not to engage in political violence, but remain peaceful all he time, Patriotic Front (PF) vice chairperson for mobilisation Geoffrey Bwalya Mwamba has said.

Mr Mwamba said the party believed in unity of purpose which would play a critical role in the welfare of the nation.

He said in an interview yesterday that the party membership would never embrace political violence which was against the tenants of democracy.

The former Defence Minister said President Lungu had categorically instructed PF leaders to ensure that all party members distanced themselves from violence and embrace peace which was cardinal to the welfare of the nation.

Mr Mwamba who is popularly known as GBM, said the party membership would ensure that they set a precedence to be the party that promotes unity in the country.

West records 9 Covid cases, 1 death

WESTERN Province has recorded its first nine Covid-19 cases which include a death, Health Minister Chitalu Chilufya has said.

And Dr Chilufya said President Edgar Lungu was expected to address the nation by the end of the week to provide guidance on the next step on the Covid-19 response.

He also said in the last seven days, the country recorded 182 new Covid-19 cases from the 9, 725 tests conducted.

Updating the nation on Covid-19 pandemic, the Minister said the one death recorded brings the cumulative number of deaths to 11 while the cumulative number of cases is now 1, 382 out of 45,248 tests conducted so far.

Dr Chilufya said the one death recorded was from Lewanika General Hospital in Mongu involving one of the first nine cases recorded and that the patient had an underlying medical condition.

He also said 154 patients had been discharged, bringing the number of total recoveries to 1, 142.

Dr Chilufya, who recently recovered from the pandemic said out of the 182 cases recorded, 26 were community members, 17 contacts to known cases, 36 from facility-based surveillance, 54 from mass screening and 44 from points of entry.

Beware of fraudsters, public warned

MEMBERS of the public and small businesses should be cautious of scams requesting them to submit their banking information for having qualified for Government’s 50 per cent Covid-19 intervention fund, Competition and Consumer Protection Commission (CCPC)has warned.

CCPC Public Relations officer, Rainford Mutabi, said his organisation had received complaints from the general public that some individuals were sending text messages requesting them to verify their bank account details as a prerequisite to have money credited in their account when in

fact not.

Mr Mutabi said CCPC had noted that fraudsters had taken advantage of the Covid-19 pandemic to extort money from unsuspecting individuals using various electronic platforms.

He said Government would never request for personal banking details using an SMS or WhatsApp channels.

"Further, the Commission urges the public not to offer or disclose their banking information like name, date of birth, phone number and card serial numbers through SMS, WhatsApp as doing so would put them at great risk of losing their hard earned money to fraudsters," Mr Mutabi said. He said the Commission was working with the Zambia Information and Communication Technology Authority (ZICTA) and Zambia Police to ensure that perpetrators of such fraudulent conduct were identified and punished.

Bicycle gift was from India - State

GOVERNMENT has clarified that the donation of bicycles which has sparked contraversy was made by Indian government and not Japan as earlier indicated.

Ministry of Home Affairs Permanent Secretary, Chileshe Mulenga said it was a mixup that the ministry erroneously referred to the government of Japan as the donor of the bicycles.

"The public may wish to be informed that on August 14, 2019, the Indian High Commission in Lusaka made a donation of 30 bicycles to the

Zambia Police Service at the ceremony officiated by His Excellency the High Commissioner of India to Zambia," Dr Mulenga said.

Dr Mulenga made the clarification at a press briefing in Lusaka yesterday where he was flanked by his Ministry of Foreign Affairs counterpart, Chalwe Lombe.

He said each camping unit which included 100 bicycles was valued at $242.

Dr Mulenga apologised to the Japanese government for the mix-up in which it was erroneously referred to as the donor of the bicycles.

TRADE Kings Foundation has handed over medical equipment and supplies to the ministry of Health to supplement government’s efforts in fighting Covid 19 pandemic.

The equipment donated include seven ventilators, 10 oxygen therapy systems, 12 electronic surgical suction machines and 12 ,000 specimens collection swabs.

Other equipment include sterile uniforms, medical face shields and gloves.

Introduce plea-bargaining system, says Mukata

THE National Prosecutions Authority (NPA) has been urged to push for the amendment of the Criminal Procedure Code to facilitate a pleabargaining system for a reduced sentence with the accused persons, pending trial.

Murder convict Keith Makata, said introducing a plea-bargaining system with the accused could be done through amending the Criminal Procedure Code.

Mr Mukata who is former Chilanga UPND Member of Parliament, said if that was done, the court process would be left with serious cases that could not be negotiated.

Mukata explained that although it was justice, it did not make sense for a prosecutor to prosecute a person for over two years for a minor offence such as stealing a chicken. He said reason demanded that such a person should go to the table with the prosecutor and negotiate over the offence committed for a reduced sentence.

Agro show placed on ice

THIS years' 94th Agriculture and Commercial Show has been cancelled due to the current Covid-19 pandemic, making it the third time the society has failed to hold the event since history.

The show was slated for 29th July to 3rd August under the theme: "Innovation Through Technology."

Hosting the event would jeopardise several multi-sectoral measures put in place by Government to fight Covid-19, says Agricultural and Commercial Society of Zambia (ACSZ) president, Cosmas Michelo.

Mr Michello explained that cancellation of the event was a difficult task but was inevitable to protect the exhibitors, stakeholders and the general public.

He regretted that 2020 would go down in history along with 1941 and 1944 as the only years when the show was not held.

"The show normally takes at least six months but consequently, we have already lost three months but so far this year.

"The introduction of myriad public health measures have adversely affected our routine preparations and ultimately making it impractical to host Zambia's most prestigious event," he said yesterday in Lusaka at a press briefing.

Mr Michelo said that the cancellation of the event would negatively affect the society's cash-flow as they would make a loss.

He also said the society Secretariat would remained operational and proceed with planning arrangements for 2021 event.

The society, he said, consider holding mini-shows for specific sectors when the situation became favourable.

"We call upon our long standing and new exhibitors, stakeholders, sponsors and others to remain supportive during this unprecedented global pandemic.

"We look forward to the successful hosting of the 2021 event scheduled to take place from the 28th July to 2nd August 2021 under the theme," Mr Michelo said.

NVESTRUST Bank Plc is currently in the market scouting for K400.5 million (US$22.3 million equivalent) for capitalisation purposes.

The institution had an extraordinary general meeting on June 05, this year to pass resolution to approve the raising of K400, 497,909.75.

The meeting approved the scouting of the money for recapitalisation.

This was to be done through a five for one renounceable rights offer through issuance of 40,825,475 K1 par value ordinary shares at a value of K9.81 per share to shareholders on record date.

Egypt to reopen all airports on July 1, aviation minister says CAIRO - Egypt will reopen all its airports for scheduled international traffic on July 1, the civil aviation minister said on Sunday, after suspending regular commercial flights in March because of the coronavirus outbreak.

Mohamed Manar Anba told a news conference that flights would resume gradually at the airports from the start of July.

He said foreign tourism would be limited to resorts in three coastal provinces, after the government said on Thursday it would reopen Egypt’s main seaside resorts for international flights and foreign tourists from July 1.

Anba and Tourism Minister Khaled al-Anani, who joined the news conference, outlined measures to be taken inside planes, at airports and in hotels to help to ensure the health and safety of foreign tourists.

Travellers from countries with high rates of coronavirus infections, based on World Health Organisation (WHO) assessments, need to be tested before coming to Egypt, the ministers said.

The pandemic has shuttered Egypt’s tourist industry, which the government says accounts for five percent of economic output but which analysts say may account for as much as 15 percent if jobs and investment indirectly related to the industry are included.

Domestic flights have continued during the crisis, and the government has allowed hotels to operate at 50 percent capacity since June 1.

Egypt, a nation of about 100 million people, has registered 44, 598 cases of the coronavirus and 1, 575 deaths. The number is lower than many European countries but cases have climbed in the past three weeks.

Congo's gold being smuggled out by the tonne, U.N. report finds LONDON - Gold production in Democratic Republic of Congo continues to be systematically underreported while tonnes of the precious metal is smuggled into global supply chains through its eastern neighbours, a United Nations report has found.

The countries along Congo’s eastern border have long been conduits for gold worth billions of dollars mined using rudimentary means by so-called “artisanal” miners.

Difficult to trace, trade in the precious metal has fuelled regional wars, funded rebel fighters and led to UN sanctions on traders involved in a bid to staunch the flow.

North Kivu, South Kivu and Ituri provinces reported official production of just over 60kg of artisanal gold in 2019, yet exported a total of just over 73kg, the UN Group of Experts on the Congo found in its annual report.

The group estimated that at least 1.1 tonnes of gold were smuggled out of Ituri province alone in 2019. That would have earned the government up to $1.88 million in taxes had it

been legally exported.

Across all gold-producing provinces the loss is likely much greater. Artisanal miners in Congo produce 15 to 22 tonnes of gold a year, Germany’s Federal Institute for Geosciences and Natural Resources has estimated.

“The country remained one of the Great Lakes region’s largest artisanal gold producers, and yet one of its smallest official exporters,” the Group of Experts wrote.

Asked by Reuters about the report, Congo’s Mines Minister, Willy Kitobo Samsoni, said he could not immediately share his figures on mineral smuggling from the east of the country. The UN experts also found that Uganda and other neighbouring countries export far more gold than they produce, suggesting they might still be staging posts for smuggled Congolese gold.

OHANNESBURG Ubank CEO Luthando Vutula says the bank has secured commitments from development finance

institutions and government to support it as it establishes its fund to support businesses based in townships and rural areas.

Vutula said he was doubly committed to supporting these businesses during the Covid-19 pandemic. Ubank signed a partnership agreement with the Black Business Council in May to establish the R1 billion fund in support of businesses and entrepreneurs in the townships and

rural economy.

The township and rural economy fund aims to support businesses with patient capital and blended financing solutions with funding that ranges from a minimum of R50, 000 to a maximum of R20 million.

Speaking to Shawn Theunissen on a virtual panel for Entrepreneurship: To The Point, Vutula said while Ubank was quick to announce the partnership with the BBC, the bank secured commitments from various strategic partners to provide the funding to assist township and rural businesses.

"The R500 million per annum for the next four years as BBC has the ability to raise money. We chose our partners

carefully here. For every rand that we put in they will go and rally for another rand so that it is R500 million each year," said Vutula.

Vutula said government at different spheres was an effective partner in the funding drive. He said the Eastern Cape government already committed to give R200 million in patient capital which will go to entrepreneurs in strategic sectors in the province.

"We have really gone to government in the main. There are certain provinces that have come to us and committing to put money in. Government, the reality is, will come with funds which will make it easier for entrepreneurs," Vutula said. – FIN24.

Malawi 2020 GDP to shrink if Covid persists, finance minister says LILONGWE - Malawi’s economy could shrink 3.8 percent this year in a worst-case scenario, Finance Minister Joseph Mwanamvekha said when announcing his budget in parliament.

Malawi, which recorded growth of around five percent in 2019, has produced two different projections for how the impact of the coronavirus will abate.

In the first scenario, based on business conditions normalising by September, economic growth for the year could fall to 1.9 percent, Mwanamvekha said.

In the second, bleaker scenario, the impact of the pandemic was projected out to December, he said.

FATHER CAUGHT DEFILING TEEN DAUGHTER A 14-YEAR-OLD girl of Kabushi Extension in Ndola has allegedly been defiled by her 49- year-old biological father.

Confirming the incident, Copperbelt Commissioner of Police Charity Katanga said the victim was a Grade 9 pupil.

Ms Katanga, she said the girl was allegedly defiled by her father who was a teacher at one of the local secondary schools.

She indicated that the matter was reported on Tuesday, June 9, by the victim.

She said the victim narrated that on May 23, 2020 around 08:00 hours, her young brother aged nine found the father having carnal knowledge of the girl in her bedroom.

She said the young brother later rushed and reported the matter to his mother who is on separation with her husband.

She said the mother later got her two kids from the man with the help from some people in the area adding that the man is in Police custody.

This exercise was done nationwide in 1964 to 1970. In Lusaka, Chelston is actually Chakunkula, the name which a school in the area is named after, Fairview is Maluba.

Northmead is Mutambe while Olympia is Chiwalamabwe.

Livingstone was supposed to be renamed and was supposed to be called Maraamba or Linda after a local headman.

A strong campaign by the local people refused to change the name and successfully ensured it stayed Livingstone.

The Victoria Falls are officially Mosi O Tunya. However, there is some dissent locally because even Mosi O Tunya is not Toka Leya but actually Lozi!

The Toka Leya name is actually Shungu Mutitima and the Mosi O Tunya came from the Lozi guides who took David Livingstone to the great falls.

Chuma, a Lozi man was to stay faithful to David Livingstone even up to death.

Dear Editor, ALLOW me to air my views on Bill 10 of the Zambian Constitution.

With my humble understanding of some parliamentary procedures, legislators have an institutional platform where they can exhaustively debate the Bill 10 issue.

Part of the mandate given to our law makers is to represent us in Parliament through constructive debates. So it is not for them to subject an important item to public debate.

Let them debate the Bill in Parliament and allow the public to follow the debates on Parliamentary Television.

If it has to be cheaply thrown out the parliament remains an ideal ground.

I say so because most Zambians rarely care to read and in fact most of them do not even know how the Zambian constitution looks like, ni cikulu bulecha epela.

His Trust to this day from that fortune has scholarships, runs hospitals etc. For instance the old Kafue and Chirundu bridges were built by him.

Hence the Beit Roads one

Mr Mungulube said he was aware that some PF civic leaders were “scrambling” for land so that they could raise money to either campaign against the PF or stand as Independent candidates.

He was reacting to media reports that about 14 illegal developers in Kitwe had been illegally allocated land Zambia Railways property by some civic leaders.

CB clergy behind Bill 10

THE consortium of clergy on the Copperbelt has appealed to Government to ignore those that are calling for the withdrawal of the Constitution Amendment Bill number 10 from parliament.

In September 2019, the Copperbelt consortium of the clergy made submissions to the Parliamentary Committee and identified 25 contentious articles out of the 79 articles in Bill 10 which they did not agree with such as the re-introduction of deputy ministers among others.

Yesterday in Kitwe, the clergy pledged commitment to the constitution making process and urged Government and all Members of Parliament (MPs) to support Bill 10, now that all proposals had been publicised through the gazette.

Publicising constitutional changes cheers more

THE gazetting of the 13 proposed changes to the Constitutional Amendment Bill number 10 has enhanced transparency.

On Friday, Justice Minister Given Lubinda announced that the gazette contained all proposed amendments arising from the parliamentary select committee’s report that dropped the introduction of deputy ministers.

The gazette also indicates that the period for public service workers intending to stand for political office after resigning was six months and not two years as earlier proposed while the presidential petition hearing period has been extended from 14 to 30 days in the new proposals.

The Parliamentary Select Committee also recommended that an em-

ployer should retain an employee on the payroll until his or her pension benefits were paid in full.

Former Deputy High Commissioner to Namibia, Dorothy Nachilongo, said yesterday that the publication of the amended proposals in the gazette would put to rest all suspicions and called on Members of Parliament to support the Bill.

His reaction follows an online publication authored

by Koswe’s George Lemba that traditional leaders in North-western province held a meeting where they agreed to support Bill 10.

The traditional leader stated that there had never been anytime when traditional leaders in province held a

meeting to discuss Bill 10.

Chief Mumena of the Kaonde speaking people of Kalumbila district described as unfair for some media houses to suggest that chiefs in the province had endorsed Bill 10.

“To start with, I am very disappointed with author of this article and the publisher because as traditional leaders in the province, at no time did we sit and discuss matters to do with Bill 10! That is why I am saying that this is meant to dent the image of chiefs in the province,” he said.

He observed that the picture of the chiefs in the story was an old one which was taken about three years ago on a different fora.

He wondered how chief Musaka who passed away a few years back could be in the picture discussing Bill 10 with other chiefs which was said to have been taken after the meeting. “Apart from that, chief Kizela has also been unwell for some years now, how could he appear in the group picture with other chiefs taken a few days ago,” wondered chief Mumena.

He has since appealed to journalists from various organizations to contact him to clarify the matter.

Chief Mumena said that such articles were malicious and should not be entertained by profession journalists.

OCAL authorities in NorthWestern Province must plan for investment in order to have a sound financial base instead of depending on Government all the time, Kasempa District Administrative Officer Mwiya Thulani has said.

Mr Thulani said from the time the North-west exposition was held, the province had been anticipating a lot of investment.

“We need to be seen to be organized on the ground, we do not want to see investors telling us what to do,” he said.

“Issues to do with land are very sensitive, you find that you have an investor and you quickly process their papers without considering the locals, there you end up creating a problem,” Mr Thulani said.

He said with the decentralization policy that the Government had embarked on, almost all the line ministries were falling under local authorities.

“With the North-western provincial planning authority overlooking our integrated development plan things should be flowing smoothly,” Mr Thulani added.

He advised the local authorities to seek guidance on issues that border on planning from the planning authority.

Mr Thulani said planning had been a disaster not just in Kasempa but in the entire country, adding that with the help of the planning authority that problem would be solved.

GHANA’S HEALTH MINISTER TESTS POSITIVE FOR COVID-19

CCRA - Ghana’s Health minister Kwaku Agyeman Manu is in a stable condition after contracting the new coronavirus, President Nana Akufo-Addo said on Sunday.

“Let us wish our hardworking minister for Health, Kwaku Agyeman Manu, a speedy recovery from the virus, which he contracted in the line of duty,” Akufo-Addo said in a broadcast, giving an update on the pandemic situation in Ghana.

President Akufo-Addo has meanwhile announced that wearing face masks in public is now compulsory and directed the police to enforce the directive.

The country’s coronavirus case count has risen to nearly 12, 000, with 54 deaths and about 4, 000 recoveries.

In a televised address, President Akufo-Addo said the increase in cases was because of enhanced testing and an indication that the virus was still spreading.

The Association of Resident Doctors says they will stop providing all services including emergency care and coronavirus treatment.

The union’s president, Aliyu Sokomba, said the government had failed to respond to the doctors’ demands, including a call for extra payment to reflect the increased risk they faced during the pandemic.

Nigeria has recorded more than 15, 000 cases of Covid-19 and more than 400 deaths.

The association represents around a third of Nigeria’s doctors. – BBC.

Botswana investigates 154 elephant deaths, rules out poaching

GABORONE - Botswana is investigating the mysterious deaths of at least 154 elephants over two months in the northwest of the country, a wildlife official said yesterday, although poaching or poisoning have been ruled out.

“We are still awaiting results on the exact cause of death,” Regional Wildlife Coordinator Dimakatso Ntshebe told Reuters.

The carcasses were found intact, suggesting they were not poached.

Further investigations have also ruled out poisoning by humans and anthrax, which sometimes hits wildlife in this part of Botswana. Africa’s overall elephant population is declining due to poaching, but Botswana, home to almost a third of the continent’s elephants, has seen numbers grow to 130, 000 from 80, 000

in the late 1990s, owing to well managed reserves.

However, they are seen as a growing nuisance by farmers, whose crops have been destroyed by elephants roaming the southern African country.

President Mokgweetsi Masisi last year lifted a five-year ban on big game hunting, imposed by previous president Ian Khama, but the hunting season failed to take off in April as global travel restrictions meant hunters from many coronavirus-hit countries could not enter Botswana.

Meanwhile, the Wildlife Department has undertaken an operation to relocate and dehorn all rhinos to tackle poaching in Botswana mirroring efforts elsewhere in the region.

The Okavango Delta rhino population has been the hardest hit, with 25 reported poached between December and the beginning of May, government figures show, as poachers take advantage of the absence of safari tourists during the pandemic.

FIFA RECEIVE OVER 400 APPLICATIONS FROM PLAYERS FOR FINANCIAL SUPPORT

ORE than 400 players, the bulk of them based in Europe, have applied for financial assistance under a scheme set up by world governing body FIFA. There have been 441 applications so far to the FIFA Fund for Football Players (FFP), claiming unpaid wages from clubs.

Eighty-nine per cent of those who applied were with clubs in Europe, with the remaining 11 percent in other parts of the world.

Players can apply until the end of June via world players' union, FIFPRO. FIFA president Gianni Infantino has set aside £12.3m to help players who go unpaid between 2020-2022.

A further £3.8m has been set aside for players who went unpaid between 2015-2020. The funds, which

were set-up in February this year before football's global shutdown due to the coronavirus pandemic, are designed to help players whose clubs go out of business to avoid paying wages and are then quickly reformed, giving previous employees no chance to reclaim what they are owed.

Grants from the Fund for Football Players will not, according to the governing body, cover the full amount of salary owed but will at least provide players with a safety net.

NEW board members of the National Sports Council of Zambia (NSCZ) have pledged to formulate a strategic plan that will ease the challenges faced by federations and end the marginalisation by getting rid of the tag “minor sport.”

The elated members admitted that they were headed for a tough task as they not only have to raise funds to supplement the government’s grant but also to ensure there is equity in the distribution of resources.

Zambia Volleyball Association president Nakaonga Kakoma said she would ensure the interests of all federations are represented without favouritism.

“We have a lot of challenges as federations and being elected by the counsel gives us the responsibility to represent all federations equally. We don’t

want to have the issue of other disciplines to be called minor sports and we shall advocate for good governance and transparency in the distribution of funds,” she said.

Zambia Judo Association general secretary Mabvuto Ng’uni said the board’s urgent task was to formulate a pragmatic strategic plan to help solve most of the issues affecting federations.

“It feels nice to be elected

but to be honest a crucial task lies ahead of us and federations have entrusted us with a lot of responsibilities. What is needed now is to develop a strategic plan that will help us address many of the issues that are affecting federations.

“Issues of finances because we have to move away from government dependency and raise our own resources to supplement the grant,” Nguni said.

Zambia Badminton president Kamatuwa Chirwa said it was the beginning of the positive transformation of NSCZ. “We are ready and geared professionally to make a difference because all of us have a common goal which is to develop sports in the country.

“A strategic plan will be key and a deliberate policy of at least looking at the welfare of retired athletes.

It’s been a sorry sight to see most of our heroes today,” Chirwa said.

And Handball Association of Zambia general secretary Josab Changa said the board will treat all associations equaly.

“Associations do share the same challenges so in short I’m here to represent the voiceless associations and see to it that we work hand in hand to develop all sports disciplines. I’m an action oriented person and I will ensure that equity in everything is there,”

THE Football Association of Zambia (FAZ) says it plans to incorporate the KoPa replicas sale as part of helping raise the US$10, 000, 000 Chipolopolo bond.

FAZ president Andrew Kamanga says the KoPa brand had been steadily growing since its launch in 2018.

In his weekly column on the FAZfootball platform, Kamanga noted that despite it being not easy selling an untested idea he was happy that being a local brand that sits well with government’s policy to promote the “Buy Zambian” campaign, the KoPa was slowly taking root.

He also noted that despite the initial scepticism, fans have slowly been colouring the football landscape with KoPa.

Kamanga said KoPa had already shone at international events with the Chipolopolo providing an eye catching spectacle at the 2018 CHAN while the women’s team had conquered the continent in the Olympic race whilst draped in the brand.

“It remains our plan to incorporate the KoPa replicas sale as part of helping raise the US$ 10, 000, 000 Chipolopolo bond. While many have been sceptical about the viability of the Chipolopolo bond, we are confident that once the idea has been fully embraced by government it will change the manner in which sports sponsorship is viewed in Zambia,’’ Kamanga said.

We are hopeful that if we continue working on this idea, other associations would come on board and ask that we kit them. It is the only way we are going to grow local businesses and enhance our own identity.

The KoPa sports ear was launched by FAZ in 2018 and later relaunched in 2020 with an improved version of the brand that has seen kit all Zambia National Soccer Teams and some lower division sides.

Africa Junior handball championship set for December

By GRACE CHAILE LESOETSA THE African Handball Confederation has set December 6-12 for the men’s Junior Africa nations’ championship to be hosted in Morocco.

The tournament which will attract under-20 players and more than 20 teams will also serve as a qualifier to the World Championship slated for next year.

This is according to a letter sent to its affiliate the Handball Association of Zambia (HAZ).

“We have the pleasure of informing you that the 27th

men’s junior nation’s championship, qualifying for the World Championship of the same category in 2021, will take place from 6th to 12th December ,2020, in Morocco ,” read part of the letter.

And HAZ president Victor Bwalya-Banda said a team was already in place and was expected to resume training once Government gives a go ahead to contact sports.

“The team had already started training but due to Covid-19, training was halted.

We are just waiting on government to give a greenlight to contact sports, and the preparations will start,” he said.

US Open: Serena Williams would 'love to play' in New York, says coach Patrick Mouratoglou SERENA Williams "would love to play" at the US Open, says her coach Patrick Mouratoglou.

Williams, 38, had an injury-strewn 2019 but recovered to reach the final of last year's tournament in New York.

The 2020 US Open is due to start on August 31 with strict restrictions in place because of coronavirus.

Players including Novak Djokovic, Rafael Nadal, Nick Kyrgios and Simona Halep have voiced their reservations about staging this year's event at Flushing Meadows, which could run without supporters or the media.

World number one Djokovic called the proposed protocols "extreme" while Nadal said he has "little desire"

to travel to New York.

It is expected that players will only be permitted to have one person to accompany them throughout the tournament, which Mouratoglou says could be an issue for Williams, who prefers to travel with her daughter, Alexis.

"I don't imagine her being three weeks without her daughter," he said.

He jokingly added: "So she might have a new coach for the US Open, a bit younger. Considering our record in the last seven finals, her daughter might be more successful than me."

ETERAN soccer administrator Luxon Kazabu has pleaded with whoever has a personal vendetta with the Football Association of Zambia (FAZ) to find a better way of settling scores than risking the country of a FIFA suspension.

And Kazabu said the investigative wings which include the Drug Enforcement Commission (DEC) are playing double-standards in the way they are handling FAZ cases.

In an interview, the FAZ life member said the recent raid conducted by DEC at Football

House is equal to government interference.

He said DEC would have found a better way of investigating general secretary Adrian Kashala than going to raid FAZ offices purporting to search for drugs and other necrotic substances.

“FIFA has its own regulations, own practices, but the one that comes out clearly is their dislike for any apparent interference from government.

They don’t take kindly with such kind of situation,” “DEC is a government institution so in the eyes of FIFA, it will appear as if the government is interfering in football.

That could have serious repercussions. Those of us that have been there have tried to advsce,

that we cannot risk the country being suspended by FIFA because we are doing things that are considered as interference,” he said.

He said such events had tarnished the image of the game both locally and globally.

Kazabu said those aggrieved with FAZ should look at other ways of resolving their issues without putting the sport of Football into disrupt.

“The standing of our football has been badly battered by the recent events. And really it is very unfortunate we have to witness the kind of events that are unfolding.

I am wondering that whoever has issues with FAZ could not have found a better way of dealing with whatever they’ve

seen as a problem, But going there to raid the FAZ offices is unfortunate,” he said.

Kazabu however wondered how DEC was so quick to raid Football House but yet to give a conclusion or findings into the match-fixing scandal involving former FAZ vice-president Boniface Mwemelo which they have been investigating since last year.

Last year, former Sports minister Moses Mawere in his ministerial statement said DEC, Anti-Corruption Commission and Office of the President had been engaged to investigate the matter.

“Points to double standards being applied, and don’t know for what reason. How can this other case have been with us

for sometime and we don’t know what progress has been made and yet they are quick at going to the FAZ offices to paralyse the running of that institution. It can’t be right,” he said.

He lamented that the football family have paid a deaf ear to the advice from veteran administrators like him that they have continually preached until what they fear would happen comes to pass (Zambia’s suspension).

DEC last Thursday raided Football House and confiscated computers from Kashala’s office.

DEC said they were investigating Kashala for obtaining pecuniary advantage and money laundering.
