THE electorate should vote in large numbers to achieve desired results in any election, President Edgar Lungu has said.

President Lungu also directed the arrest of law breakers during the Lukashya and Mwansabombwe parliamentary by-election so that people could vote peacefully today.

He said this during a rally at Chisanga Primary School to drum up support PF for the candidate in the Lukashya by-election, Mr George Chisanga.

President Lungu urged the electorate to have their voters’ cards ready and vote in large numbers.

"Find your voters’ card and ensure that you vote in large numbers," he said.

President Lungu directed that the elections be peaceful so that citizens could make their choice peacefully.

Chilanga MP, four others sued over land

CHILANGA Member of Parliament (MP) Maria Langa and four others have been sued in the Lusaka High Court for allegedly illegally allocating plots on a farm which belonged to a person, who has since died.

Ms Malelo Ilukena suing in her capacity as administrator of the estate of the late Jethro Namakobo, has cited the Attorney General, Mr Simon Kabamba , Ms Langa, Mr Joe Zulu and Mr Dismus Mutale as defendants in the matter.

The plaintiff stated that late Mr Namakobo is the registered holder of farm no. 7026 and equitable owner of farm no. 7027, Mwembeshi, Lusaka.

The plaintiff stated that Ms Langa is in the habit of ferrying political cadres for the purposes of subdividing and allocating them plots on the property while Mr Zulu and Mr Mutale were in-charge of the group executing illegal operations.

N agreement to support growth of local enterprises has been signed between the Development Bank of Zambia (DBZ) and Prospero Zambia, a United Kingdom-funded organisation.

‘3 million people vulnerable to Covid-19 infections’

THREE million Zambians are at a higher risk of Covid-19 infection due to old age or underlying conditions, says Ministry of Health Permanent Secretary for Technical Services, Kennedy Malama.

And Dr Malama has announced that new 68

Speaking during the Covid-19 update yesterday, Dr Malama said 3 million Zambians were at a higher risk to contract Covid-19 by virtue of old age or having underlying conditions.

tion, but respond and react to infection differently.

“Nevertheless, it is important to amplify that this is not to say that Covid-19 outbreak is over. All of us remain at risk of the infection. We respond, we react to the infection differently. We do have about three million Zambians who may be having a higher risk by virtue of old age or having underlying conditions,” Dr

Meanwhile, Dr Malama announced that Zambia recorded two Covid-19 deaths in the last 24 hours which brought the total number of deaths recorded to 326.

Dr Malama further announced that the country had a recovery rate of about 90 percent, with 326 patients being discharged in the last 24 hours.

Marshlands directors’ complaint over magistrate dismissed

JUDGE Catherine Phiri has dismissed an application by three Marshlands Consortium Limited directors’ request to review their criminal case record of proceedings before Lusaka magistrate, Alice Walusiku.

Judge Phiri in her ruling said Ms Walusiku was merely managing the case as was expected of every adjudicator and dismissed the directors’

application.

The three, Tobias Milambo, Nachi Musonda, and Richard Lubemba had asked the Lusaka High Court to review their record of proceedings before magistrate Walusiku.

They are facing 15 counts of forgery, obtaining money by false pretences and uttering false documents.

The trio wanted the High Court to call the record from Ms Walusiku to review her ruling to any decision she

made to ensure that they receive a fair trial.

Justice Phiri said there was nothing that had been shown to warrant her interference with Ms Walusiku’s exercise of her power in the management of the case before her.

Ms Justice Phiri stated that the apprehension of the applicants had actually been proved unfounded as they had not faced any consequences for their no appearance in court on Monday.

She said that the desire of the learned trial magistrate was to ensure secured attendance of the applicants, which she did.

“In view of the foregoing I find that the application for review is misplaced and there is nothing for this court to investigate and remedy.

“The magistrate was merely managing the case as is expected of every adjudicator, the application is accordingly dismissed,” Ms Justice Phiri said.

Mr Mwila said the calls for the prosecution of individuals who were involved in the fraudulent sale of state properties should be acted upon.

He said Mr Hichilema must explain how Intercontinental Hotel was sold cheaply and how he acquired so much wealth within a short time.

“That term is a figurative speech that praises someone who amazes people. It is an expression that is used on people that are admired by others and not the other way round,” he claimed.

Mr Kakoma said that the UPND leader was in other words describing people that were bribing voters during campaigns and not the Bemba people.

He said that Bembas were peaceful people and not corrupt in any way, describing the allegations by some sections that the opposition leader insulted as unfounded.

Mr Kakoma explained that the fact that the people cheered when the alleged insult was mentioned meant that they understood the meaning and showed approval.

He said that Bembas did not at all feel insulted and wondered why some people wanted to make it an issue instead of concentrating on serious matters of national interest.

FIGHTING EARLY MARRIAGES

NO child should be forced to enter marriage just to make the parents or guardians rich without regard for the minor’s health.

Some parts of our culture need to be scrapped to stop parents from forcing children, especially underage girls into early marriages.

Child marriages in this country are rampant, especially in rural areas where the practice is taken as normal.

Today, we have a report of 16 girls retrieved from marriages in Eastern Province and their parents fined.

Alert teachers noticed that the girls were conspicuously missing from classes and after some inquiries, found that the youngsters had been married off.

The law prohibits marriage of under age children but this does not stop parents from imposing their will on their innocent offsprings and forcing them into marriages.

Most parents are driven by economic reasons in marrying off their children. For a cow and some goats, they are ready to trade off their girl-child into marriage with no regard to the impact that such a union would have on their health.

Young girls forced into marriage have to endure child bearing at an early age which compromises their health.

The greediness of parents is to blame for this unfortunate development and it is important that local communities intensify sensitisation programmes against the practice of early marriages.

Such developments in the rural areas are making the fight against child marriages difficult because when the community agree on an illegality, they hide the deed(s).

It is therefore gratifying that chiefs in many parts of the country are taking part in the fight against child marriages and holding parents and guardians accountable for their role in the scourge.

Some traditional leaders have gone a step further to enact by-laws through which the perpetrators of child marriages can be dealt with.

In the case in point, parents of the girls from marriages in Chipata have been ordered to pay a cow or make eight thousand bricks.

This follows a resolution by the Zingalume by-laws on ending child marriage steering committee in the district.

By-laws steering committee secretary Induna Zingalume confirmed the development in an interview and explained that “Some parents were summoned by Chief Zingalume at his palace and after they were found guilty of marrying off their young daughters, they were ordered to bring either a cow or make 8, 000 bricks as penalty.”

It is sad that the teachers who act as whistle blowers, are being threatened with witchcraft for causing the parents to be fined.

This may result in teachers failing to report on future cases for fear of being bewitched. They would rather turn a blind eye than live with the threat of being bewitched, especially that in rural areas, such beliefs are taken very seriously.

The Induna said teachers from various schools decided to blow the whistle after noticing that girls as young as 12 years had stopped attending classes and later discovered they were married off.

The Induna said he had received reports of teachers being threatened for disclosing information of children who were married off.

The parents are apparently waiting for the rain season to “strike” the teachers for betraying them.

It is important that the ministry of Community Development and Social Services, Ministry of Health and police send officers to sensitise people in this area.

More importantly, to ensure that teachers are protected from the lame threats of angry parents.

It is really shameful that instead of sending girl children to school to gain an education for a better future, parents would rather confine their daughters to a life of hardships and squalor.

Such mindsets need to change.

ZAM WANTS IMPROVED FUEL PRICING

ZAMBIANS should demand a more efficient fuel supply chain so that no amount of inefficiency costs are included in the fuel pump price, Zambia Association of Manufacturers (ZAM) has said.

ZAM executive officer, Florence Muleya Banda, said an efficient supply chain would enable Zambians benefit whenever there was an international price reduction because they would not be paying for inefficiencies.

Ms Banda said there had been increased public outcry regarding the high fuel prices in Zambia especially that other

countries in the region had reduced their fuel pump prices.

This is because the price of crude oil per barrel fell to as low as $20.62 in March this year.

She however noted that the demand for a reduction in fuel price implied an increase in fuel subsidies on the part of Government.

Ms Banda said it was important to look at the determinants of fuel pricing in Zambia which included importation of crude oil products due to lack of a fuel refinery plant in the country.

Importation, she noted, attracted costs and the exchange rate of the dollar to the Kwacha as petroleum products were priced in dollars.

NOBODY wants to kill UPND president Hakainde Hichilema and he should stop hallucinating that President Edgar Lungu wants him dead because he has nothing to gain from killing a perpetual election loser, the ruling Patriotic Front (PF) has said.

PF media director Sunday Chanda said Mr Hichilema was just scared of his own shadow because President Lungu has no intention of killing him, apart from bringing to book public assets plunderers.

He was reacting to an allegations by the UPND leader that President Lungu wanted him dead by 2021.

Mr Hichilema was quoted in one of the daily tabloids as saying if anything happened to him, the Head of State should be answerable since he had declared that he plans to go after him.

This follows President Lungu’s remarks during a public rally in Mbereshi that individuals who sold public properties would be followed.

But Mr Chanda said the nation should dismiss the allegations as hallucinations and selfish political tantrums.

Mr Chanda reminded Zambians that it was not the first time that Mr Hichilema was making such wild allegations as he had done that before when he refused to give way to the Presidential motorcade in Mongu. Featuring on BBC's Hard Talk Programme with host Stephen Sackur, he said, Mr Hichilema had claimed that President Lungu wanted to kill him, but Stephen Sackur laughed at him while reminding him about his violent party.

He added that when he was arrested for placing President Lungu’s life in harm's way, he still claimed it was the Head of State who was out to kill him.

Mr Chanda wondered how the ruling party and President Lungu would benefit to kill Mr Hichilema who he has described as a perpetual election loser.

He said the PF wanted Mr Hichilema alive in 2021 so that it could send him into political oblivion even if his party’s constitution made him their life President.

“While the price per barrel had reduced to $20.62 in March 2020, the exchange rate was averaging K18 in the same period and this meant that just on pricing alone before freight and insurance Zambia was buying the barrel at K371,” she said. Ms Banda pointed out that the Energy Regulations Board (ERB) pump price determination was driven by the principal of “Cost Plus,” which entailed that the final price of the petroleum products should cover all costs in the supply chain.

She said with the deterioration of the Kwacha against the dollar peaking at ZMW20/US$1, the cost of fuel would not go down even with the reduction of international prices.

‘Kabanshi disregarded advice indisbursing cash transfer funds’

By OLIVER SAMBOKO FORMER Community development Minister, Emerine Kabanshi, disregarded advice from technocrats against engaging Zampost to disburse social cash funds to provinces that were not in the scope of the initial contract, the Lusaka Magistrate’s court heard yesterday.

In this matter, Kabanshi is accused of failing to comply with the law, when she engaged Zampost as the service payment provider for the social cash transfer programme.

Mr Victor Mutantabowa, an ACC investigations officer, told Lusaka Chief Magistrate Lameck Mwale that on September, 20, 2018, the ACC received a report of corruption and mismanagement of the social cash transfer.

He said the allegations were against two unnamed officers at the Ministry but after analysing the case, the ACC Director authorized a full scale joint enquiry with DEC to establish facts. Mr Mutantabowa said during the investigation, the joint investigation team extended its probe to the Ministry of Community Development, Zampost, banks and other Government institutions relevant to the case.

He testified that in the process of investigations, evidence was retrieved from different institution was analysed. The Trial continues.

GOVERNMENT through the Zambia Medicines Regulatory Authority (ZAMRA) has ordered Honeybee Pharmacy to recall paracetamol tablets which were manufactured by Prashi Pharma of India.

ZAMRA said the paracetamol tablets batch numbers PPYP-03 and PPYP-03 were analyzed at the national drug quality control laboratory and were found out of specification with response to appearance.

This is contained in a letter from ZAMRA to Honeybee and signed by Director-General

The letter stated that Honeybee should urgently recall all batches of the paracetamol tablets BP 500 mg from circulation within 14 days.

“You are further required to submit to the authority a detailed report recall process which should include the quality of the products imported and quantity collected from various health facilities.

“You are also instructed to notify the manufacturer of the product to investigate and

provide feedback on the product defect and corrective and preventive actions put in place to avoid occurrence of such a defect in the future.

He expressed hope that the recalling of medicines would be done in no time adding that the exercise was a normal process in the pharmaceutical sector.

“The authority wishes to inform you that it will closely monitor the recall to ensure that the products are completely removed from circulation in the interest of public health,” read the letter.

2 PF cadres held over malicious damage

By PETER SICHALI TWO PF cadres have been arrested in Kasama for allegedly damaging a motor vehicle belonging to Mr Jairos Simbeye.

The vehicle Registration number ABT 375 was painted in UPND colours.

Police spokesperson, Esther Katongo, identified the two suspects as Jannie Yambayamba and Witson Mutanda.

Ms Katongo said the incident occurred yesterday at 10:00 hours in Kasama outside Shoprite in the town centre.

Mr Simbeye and his friend were about to come out of Shoprite when a group of people in PF regalia surrounded their motor vehicle painted in UPND colours.

“Upon seeing the group, they went back in the shop but one of them only identified as Gideon was recognised and followed by the group who assaulted him and he sustained injuries,” Ms Katongo said.

ARARE - Zimbabwe’s economy is headed for exciting times ahead following the recent announcement by Invictus Energy, the Australia listed resources firm that is exploring for oil and gas in the Muzarabani, that it will start drilling the country’s first oil and gas wells within its prospective area in October next year.

Studies conducted thus far from secondary data collected by petroleum giants Mobil in the early 1990s, have shown encouraging results and tremendous potential for possible existence of oil and gas in the firm’s specials grant area.

The Muzarabani prospect has ticked all the relevant boxes to warrant millions of US dollar investment into drilling for oil or gas. Thus far, US$3.5 million has been invested in

preliminary work and processing of secondary data, but the actual sinking of the first oil and gas wells in the country will cost upwards of US$15 million.

Officials, including managing director Scot MacMillan, said the company was already mobilising heavy duty equipment used for oil and gas from the region ahead of commencement of drilling within the next 12 months.

In between, the company will conduct further on-site investigations, specifically geophysics (seismic studies) to narrow down on the most accurate sites for drilling two wells to test the possible existence of oil and gas in Muzarabani.

On the back of strong evidence gleaned from the investigations and studies that have

been conducted, the Government is now tying the loose ends to a production sharing agreement with Geo Associates, the Zimbabwean registered firm that controls Invictus. A draft agreement should be ready in the next few weeks.

The development was announced by Mines and Mining Development Minister Winston Chitando, when he gave an update on the oil and gas project at a media briefing last week. Expectations are that the project, in the event of discovery, could change Zimbabwe’s economic fortunes in many ways than one.

Shilling's plunge spikes power bills NAIROBI - A weakening shilling has raised the cost of electricity after the foreign exchange charge in power bills went up substantially.

The Energy and Petroleum Regulatory Authority (Epra) last Friday adjusted the forex charge to 57.80 cents per unit of power bought this month, up from 47.69 cents per unit in August. It is the highest since July 2018.

This is also compared to 14.28 cents in May and 0.82 cents in January this year.

FOR more than two decades, I have lived overseas working for international democracy organisations, providing technical assistance and training to political parties, parliaments, civic advocacy groups, and, importantly, election observation and reform organisations.

I have monitored more elections than I can count, from Gaza and Sri Lanka, to Cambodia, Indonesia and South Korea, and written numerous election reports of the electoral environment as well as recommendations for both reforms.

I am not accustomed to applying my election expertise and understanding of international best practice to my own country. But I think it is important that Americans step back and view democratic procedures through the lens of global standards.

The U.S., along with other long-standing democracies, too often gets a pass and is not questioned despite the practices and controversies that we would condemn swiftly in less established democracies.

So, I attempted to put on my international observer cap and write, as I have done in so many countries, a brief assessment of the U.S. ahead of the November election. Electoral system: A good observation report puts elections in context by examining the system itself. Immediately, the U.S. runs into some serious democratic challenges. The Senate, for example, creates a vote power discrepancy of up to 1:7, 000, whereby a voter in California has one seven thousandth of the representation as a voter in Wyoming.

International standards stipulate that the size of voting districts should not differ by more than 10 percent to prevent such minority rule. If observed in another country, it would be a glaring red flag, particularly if power was so disproportionately handed to a dominant ethnic and religious group.

Gerrymandering: Of course there would also be a chapter on gerrymandering, where elected legislators draw the maps that gets them elected. This conflict of interest ends up delivering inequities like Wisconsin, where Democrats won a majority of the vote but not a majority of the seats in 2018 state assembly elections.

The electoral college would also deserve scrutiny, particularly given the origins of its establishment (a bargain to placate southern states by weighting their voting power) as well as the perverse incentive it has created today rendering only a handful of states worthy of any campaigning at the expense of the rest.

Election administration: There is no uniformity here, from how to register and ID requirements to the ability to use mail-in ballots.

This can contribute to confusion and disinformation and makes it impossible to ascertain whether everyone had equal access to vote.

Further, the world over, independent election commissions are considered a critical prerequisite for democratic elections. In the U.S., we hand over our elections to partisan bodies and elected secretaries of state.

This approach has resulted in equally divided election management bodies between the two main political parties and a lack of a quorum due to the partisan nature of appointments. This "balance" creates deadlock and inability to act on matters such as campaign finance violations.

The U.S. system has created situations like the Georgia 2018

elections where the person in charge of election management as secretary of state was also a candidate for governor, who notably purged 1.4 million voters from the rolls since 2012. This act would send alarm bells and admonishing diplomatic cables if observed in, say, Ukraine or Bangladesh.

Discrimination: Jim Crow laws of the past - in which African Americans were quizzed as they attempted to vote with such questions as, “How many bubbles are in a bar of soap?” - haunt us today.

The Voting Rights Act of 1965 abolished this egregious discrimination, but in 2013 the Supreme Court deemed these protections no longer necessary.

Yet suppression of communities of colour is widespread, from the gerrymandering described here to “exact match” regulations requiring exact spelling of a voter’s name on the voter rolls and their ID, resulting in an estimated 55, 000 voters in Georgia in 2018 denied franchise.

Measures enacted in some states to combat unproven fraud after the Voting Rights Act rollback, have included removing voters from the rolls if they did not vote in the last election, limiting polling hours, reducing polling stations and implementing rigid ID laws, all of which have greatly affected minority communities.

In recent “corona” elections in multiple states, communities of colour were disproportionately impacted by fewer poll workers, longer lines and unsafe conditions.

These would be only a few general observations from an election assessment. I have not included low turnout, cyber vulnerabilities, foreign malfeasance, disinformation campaigns, perverse impact of campaign finance or over-reliance on litigation.

As an observer, I am concerned by the partisan obstruction of expanding mail-in ballots, a logical measure during a pandemic. I am concerned that results may not be accepted by President Trump, as he has suggested, and that the ground is being laid by unfounded narratives of widespread voter fraud. I am concerned that the Senate is blocking election integrity measures to protect against hacking and other interference.

In the short term, I welcome the return of Organisation of Security and Cooperation in Europe observers, who lead election monitoring missions around the world, and hope they are given adequate access to monitor the process.

We will need neutral, measured analysis as the country will likely face protests and disinformation around the results. Following the elections, in the memory of our dear late hero Congressman John Lewis, I hope in the next administration there is finally the will and courage to tackle needed democratic reforms, including an overhaul of our current election administration, legislation on the drawing of voter constituencies, abolishment of the electoral college, campaign finance reform, and the immediate revival of the Voting Rights Act. The U.S. can no longer glide by on its laurels, assuming election observation and democratic reform is only for ‘others.’ We must be held to the same standards. Teachers’ unions urged to initiate salary talks

By PETER SICHALI TEACHERS unions should start negotiations for 2020/2021 collective bargaining for them to remain relevant, Zambia Teacher's Forum (ZTF) has said.

ZTF Muchinga Province director, Bennecio Chishatama, said the unions must should initiatve negotiations for new salaries and conditions of service as the 2019/20 collective agreement expired on June 30, this year.

"Covid-19 must not be an excuse for unions and Government to fail to have this important round table that deals with serious issues pertaining the welfare of teachers in the country," Mr Chishatama said.

He said the signing of the new collective agreement would instil trust among teachers in their unions and act as a motivation package amid Covid-19.

Mr Chishatama urged ZCTU to be proactive and intervene in the current labour matters in the education sector.

Unions, he said, should strictly stick to their core business unlike the current scenario.

ICT sector bright, says Zamtel

By BUUMBA CHIMBULU ZAMTEL is confident that the Information and Communication Technology (ICT) sector in Zambia will continue to register positive growth owing to increased levels of investment.

The outlook for the ICT sector in Zambia is bright as more industry players are earmarked to continue investing in the sector, says Zamtel Corporate Communications Manager, Changwe Kabwe.

Mr Kabwe explained that Zamtel, as one of the industry players, had continued with network roll out with the construction of 1009 new communication towers across the country.

Zamtel, he said, had over 700 new sites fully operational and servicing its customers mostly in hard to reach areas and that it was set to continue to roll out more sites in different parts of Zambia.

He was commenting on the recently released ZICTA 2020 Mid-Year Market Report which has highlighted the ICT sector’s performance, growth prospects and constraints to growth.

“Growing appetite for broadband services among corporates and retail clients will continue to spur growth in data consumption in the short to medium term.

“With increased foot print, Zamtel is now set to be the largest mobile network operator offering network reliability across the country,” Mr Kabwe said.

He said the Mid-Year 2020 Market Report indicated that the positive trajectory for the sector was going to continue.

Shareholder complains over TERTIARY INSTITUTIONS DIRECTED mine property destruction TO EXTEND LEARNING TIME

A SHAREHOLDER in Kalengwa Mineral Processing Limited has complained that Moxico Resources Zambia Limited and Euro Africa Kalengwa Mines Limited despite being aware of a preservation order have allegedly continued to destroy property at the mine.

And Brenda Gawa, a shareholder in Kalengwa, has opposed Moxico Resources Zambia Limited’s application for an order for stay of execution of the ex parte order for preservation, detention, custody , immediate delivery and eviction that was granted to Kalengwa.

Meanwhile, the matter has been reported to the police and the owners have asked the law enforcers to arrest the perpetrators of the destruction.

Gama stated that the defendants despite being aware of the court’s order of preservation dated January 27, 2020, have allegedly continued to obstruct lawful execution of the order for several months and it has since been revealed that the defendants and their agents have allegedly

destroyed the plaintiffs property that the preservation order sought to secure.

“This destructive conduct by the 1st defendant (Moxico) or its agents and representatives lays testament to ownership of the plant, equipment and machinery on its land as one cannot pillage, damage and attempt to convey property that belongs to him, and in this case, it is clear from the defendant’s acts,” she stated.

Gama added that the defendants have deliberately destroyed the plaintiffs property because if that property belonged to the defendants, they would not exhibit such unlawful acts.

In this matter, Kalengwa Mineral Processing Limited has sued Moxico Resources Zambia Limited and Euro Africa Kalengwa Mines Limited, seeking an order that it is the title holder and vested with the surface rights to its properties Known as farm No. 31477, farm No. 31478 and farm No. 31479 in Mufumbwe.

On January 27, 2020, the Lusaka High Court granted Kalengwa Mineral Processing

Limited an application for an order for preservation, detention and custody of the said property.

However, Davies Mwanamoyo, a director of Moxico Resources Zambia Limited asked the court to set aside the writ of summons and statement of claim for irregularity for being a multiplicity and an abuse of court process.

But Gawa has opposed to an application to have the court action against it dismissed for abuse of court process.

Gawa stated that contrary to Moxico Resource Zambia Limited allegations, there are two different matters before court with different subject matters as such, they could never be abuse of the court process.

She stated that Kalengwa Processing Zone Limited is not the plaintiff as it was a different entity with different legal existence and that the claims in both matters were different as one seeks to address the tort of trespass while the other related to ownership and certificates of title as well as being the bonafide purchaser. -Daily Star

GOVERNMENT has directed universities and colleges to extend learning hours and use other modes of learning to catch up with the lost time.

Ministry of Higher Education Permanent Secretary, Kayula Siame, said in a press statement yesterday there is need to build on the e-learning programme to ensure students catch up with class work.

Ms Siame stressed that online learning would remain a major part of service delivery and that all universities and TEVET colleges should offer both on-line and in-class lessons.

Ms Siame encouraged tertiary learning institutions to utilise outside spaces to conduct classes as one way of adhering to social distancing and compliance with Covid-19 health guidelines.

She said that universities will re-open from September 28, this year, depending on different circumstances and levels of preparedness.

TEVET colleges will re-open on September 28, 2020 and close on December 23, 2020.

Ms Siame explained that all graduating classes that opened on July 1 would close on September 30, for two weeks and re-open on October 14, this year.

She said examinations that were scheduled for July/August and November/December would be combined and held from December 8 to 23, 2020.

Ms Siame said all universities and colleges must ensure that all students report with facemasks, soap and hand sanitisers and

"People need to know the character and behaviour of those aspiring to be in leadership so that they can make a right decision during election time. They need to know how that person relates with other people.

"If that person has a poor record when he was entrusted to sell public assets, then how do you entrust him with the position of Republican President? So we need to know how those aspiring for public offices acquired the wealth they have now,”

Luanshya women get poultry empowerment

TEN women’s groups in Luanshya have been empowered with 500 birds and poultry facilities at a cost of K500, 000.

The groups are from Roan, Mpatamato and other areas of the mining town.

Luanshya Mayor Nathan Chanda said during the hand-over ceremony that Government valued the contribution of women to national development, hence the move.

"We looked around and thought we could do this for our mothers the women. The leadership of the present Government values women projects in the country that is why we keep empowering them," he said.

Mr Chanda, who is also PF Copperbelt chairman, said that no country could develop without the participation of women, stating that it was only prudent that they were given all the necessary tools that they needed.

A US$650 million expansion investment that will double copper output and extend the life of Kansanshi Mine to 24 years has been marked in for 2023/24 by First Quantum Minerals (FQM).

Once the project has been completed in 2024, the mine would be producing between 220,000 and 280,000 tonnes of copper per annum from 2024 to 2028, says FQM Country Manager, Kingsley Chinkuli.

General Chinkuli said the project would increase tax contributions in excess of US$300 million and possibly much higher depending on market conditions.

“The mining firm’s annual tax contributions without S3 expansion and MRT non-deduction remaining in place, is estimated to be around US$200 million.

PLO: PLAGERISER; LOQUACIOUS; OBNOXIOUS

OMEHOW it vexes Kenya’s self-confessed plagiarist Patrick Loch Otieno that the Constitution of Zambia allows President Edgar Lungu to stand in next year’s Presidential election.

Yet inexplicably, he is not even in the least bothered that Zambian opposition leader Hakainde Hichilema’s UPND “unilaterally” amended article 70 of its party’s constitution to give him an “unlimited tenure” as president of the party.

This is despite the fact that the beleaguered UPND president has been rejected five consecutive times by the majority of Zambians at the presidential ballot (since 2006).

Otieno’s rather undignified attacks on the person of President Lungu and his turning of a blind eye to the tyranny of what is supposed to be Zambia’s main opposition leader confirms something that has been widely observed – even in PLO’s own country.

It only confirms that PLO “Lumumba” as he would like to be called is playing the part of a willing and mischievous accomplice in Zambian opposition politics.

Admittedly, Otieno has a rather entertaining if not peculiar talent – that some would perhaps even suggest is a perverted gift - of memorising high sounding words from the dictionary and regurgitating them for leisure.

Others might even say he has “the gift of the gab.” But then again, if there is any smidgeon of virtue with PLO, then, it ends there. Underneath the overblown language lies

the enigma of a morally emaciated figure. A poseur; a person given to habitually pretending to be something that he is not. (Just like the Zambian opposition leader).

What PLO lacks morally he labours to compensate with bombastic language that is only good for fleeting entertainment value.

PLO THE SELF-CONFESSED PLAGIARISER Plagiarism is one of the worst forms of corruption.

As self-confessed plagiarist, Otieno should be the last to present himself as the pious High Priest of Constitutionalism and Good Governance or “anticorruption crusader” of Africa.

As one East African brother put it: “Hekima haishindi ukweli.” (Knowledge does not defeat the truth).

He went on to point out: “Just because Lumumba speaks “packaged English” doesn’t necessarily mean he is morally qualified to give guidance to wananchi (ordinary people) or government here in Kenya let alone another country like Zambia.”

This was in apparent reference to Professor Lumumba’s 2017 admission that he had plagiarised the work of constitutional and human rights lawyer - Wachira Mania.

It is now common knowledge how Lumumba’s article entitled: “From Jurisprudence to Poliprudence: The Kenyan Presidential Election Petition 2013” was originally part of Mania’s work and Lumumba made it his, without acknowledging the initial author, thereby contravening ethics and copyright laws.

Lumumba copied and pasted around 5, 000 words of the 10, 000 -word long article from Wachira Maina’s works without any attribution to the original author.

The positive dividends in the education sector will benefit succeeding generations of Zambians not only now, but well into the future.

As he steers his nation towards becoming a prosperous middle income country by 2030, President Lungu is driven by the firm conviction that increased productivity and socioeconomic development is a function of a healthy citizenry.

It is for this reason that a strong and effective healthcare system continues to be a priority for Zambia under his stewardship.

The aspiration of his Government is to achieve Universal Health Coverage through healthcare system strengthening in addition to the pursuit of a primary Healthcare approach.

The results have begun to show.

Under President Lungu’s stewardship, Zambia’s maternal mortality ratio has drastically reduced from 398 in 2014 to 278 in 2018 for every 100, 000 live births.

In addition, the number of institutional maternal deaths reduced to 138 deaths from 149 deaths per 100, 000 live births in 2016.

This is indicative of the reduction in the overall maternal mortality ratio. PLO the Plagiariser may wish to know that these figures are reviewed every five years and they are only getting better.

UN SLAMS NIGERIA

...for imprisoning ‘blasphemous’ 13-year-old

BUJA - The UN children's agency Unicef has "expressed deep concern" over the imprisonment and treatment of a 13-year-old boy convicted for blasphemy.

In August, Omar Farouq was sentenced to 10 years in prison with menial labour by a Sharia court in the northern state of Kano.

The sentencing "is wrong... it also negates all core underlying principles of child rights and child

justice that Nigeria - and by implication, Kano State - has signed on to," said Peter Hawkins, Unicef representative in Nigeria.

The sentence is in contravention of the United Nations Convention on the Rights of the Child, which Nigeria ratified in 1991, Unicef said in a statement.

Unicef called on the Nigerian federal and state authorities to urgently review the case with a view to reversing the sentence.

Several states in northern Nigeria introduced Sharia after the country returned to civilian rule in 1999.

The Sharia courts only try Muslims but if a case involves a Muslim and a non-Muslim, the non-Muslim will be given the option of choosing where he/she wants the case to be tried.

The Sharia court can only hear the case if the non-Muslim gives written consent. – BBC

LAMINE Diack, the ex-head of athletics' governing body, has been jailed after being found guilty of corruption.

The Senegalese, 87, faced corruption and money-laundering charges linked to the Russian doping scandal.

Diack was convicted of accepting bribes from athletes suspected of doping to cover up test results and letting them continue competing, including in the 2012 London Olympics.

He was sentenced to four years in prison, two of them suspended.

Diack's lawyers said he would be appealing against the judgement, which they called "unfair and inhumane." – BBC.

ZAMBIA Under-15 national team coach Chisi Mbewe has declared his charges ready for the much anticipated under-15 youth championship in Croatia.

Speaking after naming a 23-member squad set to travel to Croatia on Saturday, Mbewe hailed the national team technical bench led by Milutin “Micho” Sredojevic for helping to assemble a strong squad which would compete fairly in Croatia.
