ARE milling firms up to their tricks again and want to manipulate the government with mind games over the price of mealie meal?

This time though, Government has issued a clear warning to millers not to expect the State to bail them out should they run out of maize for their operations.

In essence, millers must go out in the countryside to buy maize from farmers for their operations.

They must not expect to access maize from the Food Reserve Agency (FRA) which is often cheap, but still want to sell mealie meal at “market” prices.

President Edgar Lungu issued a stark warning in Chisamba yesterday that the government will not work with millers who want to use manipulative tactics to access subsidised maize from the FRA. President Lungu said he was aware of some millers who are not buying maize and were just waiting for an opportune time to pounce on the FRA’s strategic reserves.

“I must make it crystal clear that my Government will not work with millers who deliberately manipulate Government so that they can have access to maize from the national strategic reserves. Hear me clearly, it is a promise if you like it and it is a warming if you do not like it.

“We’ll only work with millers and grain traders with their own maize. We are going to fight and avoid market distortions which normally disadvantage serious farmers, millers and grain traders,” Mr Lungu said The nation will recall how a few months ago some millers held the government to ransom by manipulating the price of mealie meal claiming that there was a shortage of maize.

When the price of mealie meal shot up to abnormal levels, threatening social upheaval in the nation, Government was forced to step in and release maize from the strategic reserves held by the FRA at subsidised prices.

And while the mealie meal produced from the FRA maize was supposed to be cheaper, the millers, who had initially signed to sell at “affordable” prices did not do so.

This was done against a backdrop of some millers buying their own maize and could therefore not compete with those sourcing maize from the FRA. It is obvious that Government would not want a repeat of that this time round, and millers should take President Lungu’s warning seriously if they want to remain in business.

Lest they have forgotten, Agriculture Minister Michael Katambo issued a similar warning in August when he disclosed that some millers were lying low instead of being in the market place stocking up on maize for their milling plans.

According to Mr Katambo, some millers were reluctant to buy maize because they thought the FRA will come to their rescue when they run out of maize.

“In view of this situation, Government wishes to strongly advise the millers that are reluctant to buy to start buying and stop thinking that the Food Reserve Agency will come to their rescue,” Mr Katambo had warned.

Could it be that Government had not noticed any change in the market place, that some millers expect Government to come to their rescue?

The millers ought to realise that they are operating in a liberalised economy and allowing them cheap maize from the FRA will distort the market.

Millers have been given ample notice to stock up and those that fell to do so must be left to suffer the consequences.

THE Zambia Revenue Authority (ZRA) has in the first eight months of this year penalised 214 businesses houses with fines valued at K19.4 million.

This is for failure to issue tax invoices and also searched Anzan Enterprises Limited for the same offence.

Every business is required to issue a receipt and a tax invoice as well as to use Electronic Fiscal Devices (EFDs) for all those registered for Value Added Tax (VAT).

ZRA Corporate Communications Manager, Topsy Sikalinda, said the organisation had from January to August 2020, penalised 214 business houses for failure to issue tax invoices.

Mr Sikalinda stressed that failure to issue a tax invoice or to use the EFD machine was an offence and attracted penalties as specified in the VAT regulations.

He said the penalties included a monetary penalty of K90,000 or being taken to court and upon conviction the directors could be sentenced up to two years imprisonment or both.

“These amounts are too high and as

This , he said, followed routine operations conducted on Tuesday this week on various business houses including Anzan Enterprises Limited.

Mr Sikalinda cautioned businesses to adhere to the requirement of the law by issuing receipts and invoices for all transactions and not wait for the ZRA to pounce on them.

He said these findings were an appropriate reminder that attempting to defraud the state would result in serious consequences.

Mr Sikalinda also said thecourt convictions for tax related crimes had continued to yield positive results.

“Last week, the Authority secured another successful conviction of a male ALPORT PHIRI a clearing agent for forgery, Authoring forgery and smuggling.

“The victim was sentenced to 24 months in each of the first two cases and 9 months in the last case.

The Authority currently has 13 active cases before the courts of law for cases related to tax evasion and smuggling,” Mr Sikalinda said.

Mopani cancels $10m orders for local firms

By SANFROSSA MANYINDA ABOUT $10 million planned orders for mine suppliers and contractors are on the verge of being cancelled by Mopani Copper Mines.

This may come a few months after another set of orders was cancelled by the mining giant in May this year.

But Government has warned that it would not let the mine go ahead with the plan as that could cause poverty for many Zambians.

According to the Association of Mine Suppliers and Contractors, Mopani’s Chief Commercial Officer, Sneha Deepthi, communicated that the orders would be cancelled citing Covid-19 “dynamics.”

The association said that Ms Deepthi preferred to deal with mine suppliers and contractors she dealt with when she was working for Konkola Copper Mine (KCM).

Association president, Augustine Mubanga, complained that the reason given by the mining firm was not valid and would not be accepted.

Mr Mubanga explained that Mopani was one of the biggest entities the suppliers depended on, stating that cancellimg orders would push people into abject poverty.

“Businesses have stopped flowing like they were before since the first set of orders was cancelled

in May this year affecting about 300 of our members.

“The story of Mopani wanting to cancel the already placed orders again when people have already committed resources is unfortunate,” he said.

Mr Mubanga urged Government to step in and ensure that a level playing field was established.

Government, he said, should ensure that Zambians were respected and given opportunities to conduct business fairly.

But Kitwe District Commissioner Chileshe Bweupe warned that Government would not allow mining firms to continue exploiting Zambian firms.

Mr Bweupe wondered where the mine expected the suppliers and contractors to take their orders that had already been processed especially now that economies were struggling due to the Covid-19 pandemic.

“This is tantamount to economic sabotage and we will not allow it to happen.

“We are aware that the newly employed Chief Commercial Officer was the same officer who was instrumental in the suffering of people in Chingola and Chililabombwe under KCM and now she has come to Mopani to destroy Kitwe as well, this we will not allow,” Mr Bweupe said.

Chilufya calls for efficiency at health centres HEALTH Minister Chitalu Chilufya has ordered health facilities to stop unnecessary delays in attending to patients.

Dr. Chilufya says patients should not spend a lot of time waiting to be seen by medical doctors especially during this period of Covid-19 pandemic.

The minister said this after an impromptu visit to Solwezi General Hospital where he was impressed with management for reducing the waiting time for patients to be attended to.

Dr. Chilufya also called on all health facilities to provide quality service to all.

He said Gvernment under the leadership of President Edgar Lungu has employed more medical personnel to ensure quality health care is provided to all citizens.

Meanwhile, Solwezi district clinical care specialist Jonathan Ncheengamwa assured the minister that management will continue to provide quality health care to the public.

Earlier North-Western Province Minister Nathaniel Mubukwanu informed Dr Chilufya that the province has intensified its sensitisation and awareness programmes against Covid-19.

By MUKWIMA CHILALA WAN-IFRA Women in News - 2020 WIN Editorial Leadership Award Laureate for Africa winner, Mary Mbewe, has implored political parties to make politics non-toxic for women so that more can enter the field.

Ms Mbewe, who is Daily Nation Executive Editor, said political parties should instead focus on what women were able to do rather than being prejudiced against them.

She was speaking when she featured on Millennium Radio’s ‘Meal Breakfast show’ yesterday.

Ms Mbewe applauded Republican president Edgar Lungu for having entrusted more women with leadership positions.

She cited Vice-President Inonge Wina, Chief Justice, Irene Mambilima, and Deputy Speaker of National Assembly, Catherine Namugala, as some of the women appointed to senior leadership positions.

Other women she cited were opposition leaders such Keembe Member of Parliament Princes Kasune Zulu her Chiengi counterpart Given Katuta and FDD leader Edith Nawakwi. She said the women had fearlessly stood up in the male dominated political space.

Testifying before Judge Sharon Newa, Tevin Malunga, 43, said a group of about 12 Zambians were sent for training at Movimento dos Trabalhadores Rurais Sem Terra (MST) College in Brazil after being recruited by M’membe.

He said during a cultural event on the third day of a 12 weeks course, men dressed as women and women dressed as men at the event.

“We were told at the college that a socialist must accept homosexuality,” Malunga said.

He said he raised the complaint with the group they went with from Zambia but they seemed to have no problem with what was happening.

Malunga also narrated that one day in class, two gentlemen in the front row were hugging each other and kissing but that when a man from South Africa, Siyanda complained about the behaviour, the lecturer said it was normal and as a true socialist, he needed to embrace it.

He said at one time the college was raided by Brazilian police, all students were shepherded into one class as gun shots were fired.

The witness said he was a member of the Rainbow Party, but was asked to leave and be part of the group preparing to launch the new “Socialist Party.”

He said M’membe told him that there was a trip to Brazil to learn socialism and that he should bring his passport the following day and they left a week later.

Kambwili's attempt to block magistrate flops

By GRACE CHAILELESOETSA and FLAVIOR KANUNGO CHISHIMBA Kambwili’s attempt to block Principal Resident Magistrate, David Simusamba, from presiding over a case where he is charged with forgery and other offences has hit a snag.

This follows the Lusaka High Court’s ruling in which it dismissed Kambwili’s application for leave to commence judicial review proceedings against Mr Simusamba’s refusal to recuse himself from presiding over his cases.

He is facing criminal charges in the Lusaka Magistrate Court for alleged forgery, uttering a false document and giving false information to a public officer in relation to registration of Mwamona Engineering and Technical Services Limited.

Kambwili had stated that it had been difficult for his lawyers to perform their duties effectively as the court room is always poisoned with outbursts of anger and threats from the presiding magistrate towards him and his lawyers.

He was seeking a declaration that the decision of the presiding magistrate to refuse to re-

cuse himself was unlawful and irrational. Kambwili wanted an order prohibiting Mr Simusamba from continuing to preside on his case and to surrender the record to the Chief Resident Magistrate for re-allocation.

But Judge Mwila Chitabo ruled that instead of seeking judicial review on the contentious issues, Kambwii should have appealed against them.

“I agree that the alternative remedies available to the applicant (Kambwili) is to appeal against the two decisions to the superior court to determine the judiciousness of the exercise of such discretion.

THE International Monetary Fund (IMF) and the World Bank have called for a one-year debt extension for emerging and developing economies under the Debt Service Suspension Initiative.

“We have to be mindful of debt levels that are high in many emerging and developing economies, high to a point of suffocating capacity to act,” says IMF Managing Director, Kristalina Georgieva.

Ms Georgieva also called for greater private sector participation for the suspension.

She said this in her speech at the Event of the Finance Ministers on Financing for Development in the era of Covid-19 and beyond.

“We have had the Debt Service Suspension Initiative, a great achievement. It has to be extended and both the World Bank and the IMF are calling for a one-year extension. And we are calling for greater private sector participation,” she said.

“For the Fund, it means that we are expanding the use of existing Special Drawing Rights (SDRs), encouraging a shift from advanced economies towards developing economies so they can rely on strong financing capacity at the IMF on concessional terms.

“I call for debt transparency as a priority. If we know debt levels, then this issue is much easier to handle,” Ms Georgieva said.

She stressed the importance to maintain support until the world economy turned around.

Ms Georgieva said the IMF projected a recovery that was only partial and uneven.

“We are at a point when we can say that the world economy will lose US$12 trillion this year and next year.

“To continue support in advanced economies, is somewhat easier. With low interest rates, it is more affordable,” Ms Georgieva said.

CORTEVA Agriscience has distributed about 80 percent farming inputs and will complete the process in the next two weeks, company managing director Samuel Nyendwa has said.

Mr Nyendwa commended the Patriotic Front government for the earlier planning and distribution of farming inputs.

He said the flagging off of input distribution by President Edgar Lungu in Chisamba yesterday was a sign that Government was committed to ensure food security in the country.

Mr Nyendwa said now that Government had flagged off farming inputs distribution on time, it was up to the farmers to ensure that they prepare for the season adequately.

He said that farmers should get inputs on time and most importantly buy quality seed according to their region.

PRIVATE prosecution against Hakainde Hichilema will not yield anything so those accusing him of wrongdoing should prove it in the courts of law, UPND spokesperson Charles Kakoma has said.

A Patriotic Front official, Lemmy Bwalya questioned why UPND was agitated with calls for a private prosecution against Mr Hichilema.

This follows calls for a private prosecutor to take up the case against the UPND president and the whole privatisation process because the “Deep State” will never take up this task.

Mr Kakoma insisted that private prosecution of Mr Hichilema would not amount to anything because previous investigations had not named him of wrongdoings.

He said that previous investigations did not find any

wrongdoings against Mr Hichilema, insisting that an independent prosecution would be a waste of resources.

Mr Kakoma said the MMD Government under President Levy Mwanawasa conducted investigations into privatisation and did not find any wrong dealings implicating Mr

Hichilema.

He said those alleging wrong doing by Mr Hichilema should prove it in the courts of law.

"We have sued FDD president Edith Nawakwi so that they can prove their allegations in the courts of law," Mr Kakoma said.

He said those accusing Mr

Hichilema of fraudulent dealings including Ms Nawakwi and Mwenya Musenge, were from the same cycle of Patriotic Front surrogates.

And Mr Bwalya said if the UPND officials were convinced that Mr Hichilema did not do anything wrong then they should welcome any inquiry that would help put the matter to bed.

“What are they scared of if their leader is clean as they claim. Then they should not be scared of a private prosecution,” he said.

Meanwhile, Zambia Jubilee Coalition Secretary General Kwaela Mwanza welcomed calls for an independent prosecution against Mr Hichilema.

He said a private prosecution was the only way of settling the privatisation matter.

Mr Mwanza said the privatisation matter was an issue that needed an independent investigation and prosecution to put to rest the issue.

Govt checkmates Kafue River encroachment GOVERNMENT has ordered the Zambia Environmental Management Agency (ZEMA) and the Water Resources Management Authority (WARMA) to assess encroachment on Kafue River which is a main source of water for Lusaka.

Water Development, Sanitation and Environment Protection Minister, Jonas Chanda, said there is an urgent need to protect the water body and avoid any possible contamination of water.

Dr Chanda said this when he toured the Kafue Bulk Water Supply Project commonly known as the Iolanda Plant in Kafue.

He stated that encroachment on water bodies was causing serious problems hence the need to address such challenges as soon as possible.

"You see the human activity taking place over there, the gardens and whatever development is taking place, I want to appeal to WARMA and ZEMA to make an assessment,” he said.

Meanwhile, Dr Chanda said he was impressed with the ongoing works on the Kafue Bulk Water Supply project.

He said President Edgar Lungu’s vision was to promote universal access to safe and clean drinking water and sanitation services to all citizens.

The minister said the increasing population in Lusaka had also increased demand for water and sanitation services.

And Lusaka Water, Supply and Sanitation Company Limited Managing Director Jonathan Kampata said Iolanda Water Treatment Plant was the main source of water supply for Lusaka City.

He said the company was expanding its supply chain because of the increasing demand for water in Lusaka.

In an interview, Mr Phiri said traffic police officers are not supposed to mount road blocks, but instead mount snap checks which should only be between 30 minutes to an hour, adding that beyond those

minutes the check becomes illegal.

He said officers were allowed to mount snap checks from one place to another and that was why they were not supposed to last for a long time. “Police are not supposed

to mount road blocks, but what we call snap checks and these snap checks are supposed to last between 30 minutes and one hour more than that, means the officers concerned are not following the rules,” he said.

Mr Phiri has since called on motorists and the public to report any traffic check point mounted beyond the stipulated time.

“Motorists must report if they see that traffic police checkpoint have lasted more

than the stipulated time, they are free to report to us.

“Like on Monday I received a call over the check point at Linda turn off so I talked to the supervisor there over the matter, so the public can report to us,” Mr Phiri said.

Extra Business & Corporate News JOHANNESBURG - Shoprite announced on Tuesday that sales for the year ended June 28 increased by 6.4 percent to a record R156.9 billion “despite significant Covid-19 lockdown restrictions.”

The group’s board declared a final dividend of 227 cents per ordinary share, bringing its total dividend for the year to 383 cents per share, from 319 cents in 2019.

In its results released on Tuesday, Shoprite said despite the lockdown, its core Supermarkets RSA operating segment increased sales by 8.7 percent, representing a R9.8 billion increase to R122.4 billion.

THE recent decision by Gaberone to put a dividing line between what foreigners and locals can do in terms of business activities deserves a pat on the back.

I am equally aware the same is true for Tanzania.

It is shocking and frustrating to have people come all way from foreign countries to Zambia to engage in businesses which locals can do even better.

A few years ago, a Chinese woman who travelled from Beijing was seen selling roasted cobs of fresh maize in one of Lusaka’s streets.

It raised quite a number of eyebrows but as usual died a natural silent death and it was life as usual.

And even today many foreigners are selling nshima in restaurants, making building materials, running garages, chicken rearing and operating butcheries and social clubs.

Still others are mining our precious minerals with impunity, running filling stations and general farming.

Many others have opened numerous shopping malls while Zambians have been relegated to salaula trading where they daily earn pitiful profits.

But this is no longer the case in Botswana where the government has clearly put a line on what foreigners should not engage in while in that country.

I think this line of doing things should be adopted by all African governments.

These (foreigners) are the same people who daily ship away tonnes and tonnes of our natural resources for a song.

This, I strongly feel should not be allowed to continue and time is now to empower the locals.

If Zambians are empowered through such mechanisms, it will go a long way in eradicating poverty in the nation.

Let’s us also go the Botswana way as a sure way of putting money in the pockets of Zambians.

ACCORDING to a British slang the word “Bally” means damned (euphemism for blood).

Yet we all know that a name is a word or group of words by which a person or items are addressed, known or referred to.

But perhaps it is the examples from the web for Bally that are really interesting.

A Briton somewhere in 1840 made the following sentences:- “But I will always remember her kindness and that Bally pistol with a fan in it;” “And the absurdity, the Bally foolishness of it all, is is those pitiful attempts that deceive no one;” “But this Bally seems to bewitch people,” continued the big man” “I haven’t an idea why the Bally sausage rolled, or I’d tell dear old chap.”

This Bally name is rather interesting, baffling and almost amazing and what a name!!!

Could be there is need to be careful before adopting a name such as Bally which has all sorts of meanings. Just my small observation.

TRADING IN FOREIGN CURRENCIES IN ZAMBIA IS ILLEGAL

THERE is a law in Zambia which prohibits entrepreneurs to sell their goods and services in foreign currencies such as the United States dollar for instance.

Former Deputy Minister of Commerce, Trade and Industry and who is the current Lusaka Mayor, Miles Bwalya Sampa issued a directive in 2016 that local entrepreneurs should not conduct their businesses in foreign currencies.

The former Deputy Secretary to Cabinet, Mr Christopher Mvunga also recently sounded the warning to the entrepreneurs charging their goods and services in foreign currencies should desist from the practice.

This is because it is an offence punishable by law. These entrpreneurs should instead trade in Kwacha which is our legal currency.

To hear that suppliers of raw materials especially gypsum are quoting in dollars, leading to high cement prices is disheartening.

This practice exploits the consumers as they have to pay more for goods and services.

Under any stress of imagination, this should not be the case.

If seems there is laxity of the law at play to create a fertile ground for some traders both foreign and local to continue exploiting the consumers through high prices exacerbated by fluctuation in the exchange rate.

In my considered view, I feel there is need to sensitise people on trading using the Kwacha as the legal currency in our country.

On the other hand, the government should deploy inspectors to conduct random survey in trading places to ascertain whether the traders conform to the law by charging their goods and services in our legal currency which is the Kwacha.

In conclusion, let me hasten to mention here that trading in foreign currencies is illegal and those found wanting should be prosecuted to deter would-be offenders. In this way, there will be compliance on the part of the entrepreneurs to use the Kwacha, our legal currency.

NGO CITES LOOPHOLES IN COVID-19 FIGHT

HE continued illegal operation of bars and night clubs is a result of communication breakdown between the central government and councils, Change Mindset Zambia has said.

According to Change Mindset Zambia, the Ministry of Health during routine updates on Covid-19 usually attributed the surge in infections to large gatherings and failure by local leaders to effectively implement preventive measures in public places, bars inclusive.

Executive Director, Geoffrey Musonda, told the Daily Nation in Kitwe, therefore, that lack of

communication between the central government and the councils was making the fight against Covid-19 difficult.

“Lack of proper communication between the two parties is what has caused bar owners to remain operational without fear,” he said.

Mr Musonda said that there was need for the central government to work with the councils in ensuring that the surge was mitigated by sensitising people.

He said that the two parties also needed to maintain the laws that were put in place and avoid issuing contradictory statements which gave offenders the leverage to do what they felt like at any given time.

Mr Musonda observed that the two parties were not speaking with one voice in enforcing the laws.

“It is very worrying to note that the numbers are increasing due to large gatherings like bars which are supposed to be closed.

“This is a big problem because the public may think councils are not doing their best in making sure that bars remain closed not knowing that higher offices somehow do not give local authorities the power to deal with such issues. This can be seen through differences in statements,” he said.

Mr Musonda challenged the central government to give more autonomy to the council in dealing with preventive measures.

Ndola’s Ndeke sewer system repaired

By SANFROSSA MANYINDA NAMBOARD houses in Ndola’s Ndeke Township will soon get functional sewer lines for the first time in 33 years.

Kafubu Water and Sanitation Company (KWSC) has started replacing the collapsed sewer lines at the Namboard houses in Ndeke which had not been functional since 1987.

The development has elated Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda.

Though NAMBOARD houses have flushable toilets, they have not functioned for 33 years due to critical water shortages in the past years.

As a result, the sewer lines got blocked, eventually collapsing the entire old sewer pipelines. Dr Chanda expressed happiness when he inspected the 200 metre sewer line replacement works in Ndola’s Upper Ndeke NAMBOARD houses.

He expressed happiness that residents who had lived for more than 33 years without proper sewer or sanitation services would now have functional flushable toilets

and do away with the pit latrines.

“It is unacceptable for urban houses with flushable toilets to resort to pit latrines.

The numerous pit latrines in the area over the decades pose a risk of contaminating underground water and are a recipe for water-borne diseases like cholera, dysentery, typhoid and hepatitis,” he said.

Dr Chanda said that the sewer line replacement works by KWSC were a key public health intervention.

He assured residents who petitioned that government sell the houses to sitting tenants that he would engage Ministry of Works and Supply and other relevant offices to see how best the matter could be handled.

KWSC Director of Engineering, Bernard Phiri, said the project was an internally funded one which would be completed in 21days once the K35,000 sewer line replacement works are completed.

Mr. Phiri said the water utility company had already provided water to the area so that the project could properly be implemented once handed over to the residents.

Empowerment funds elate North-West PF

By JACKSON MAPAPAYI THE launch OF the K470 million Youth Empowerment Fund in the North-Western Province has elated the Patriotic Front (PF).

PF provincial youth chairperson, Aminon Hara, said the launch of the empowerment scheme was a clear indication of Government’s commitment to improving the welfare of youths in the region.

Mr Hara said the funds were crucial to economic emancipation of the youths.

“We are very happy with

the move by government to launch of the youth empowerment fund. This is a right move and timely,” Mr Hara said.

He said the move was the only way for the beneficiaries to uplift their standards of living.

Mr Hara appealed to some people with dissenting views not to politicise the K470m youth empowerment fund.

“These are funds for all youths in the province, and therefore, people should not politicise it,” he said.

He urged prospective beneficiaries of the

empowerment funds to invest the money in viable projects.

On Monday, Youth, Sport and Child Development Minister, Emmanuel Mulenga, launched the youth empowerment fund in the province.

But North-Western Province UPND youth chairman, Bruce Kanema, described the youth empowerment fund as political.

“It is political in that it will only benefit PF youths, because I don’t think any youth group aligned to any opposition party will benefit from these funds,” he claimed.

South malaria cases rise

SOUTHERN Province has recorded an increase in malaria cases in the last few months, the provincial health office has said.

Acting provincial health director, Lyapa Sikazwe, said that as a result of the observed increase in malaria cases, Southern Province had been earmarked for a malaria elimination.

Dr Sikazwe said that the office would engage more key stakeholders such as the media in the exercise.

“Southern Province has been marked for malaria elimination, but over the past few months we have noted a slight increase in the number of cases and we feel this is one of the key areas that we need to bring on board all stakeholders like journalists,” he said.

He said that the National Malaria Elimination Centre was looking at key interventions to combat malaria.

This, he said, could be done through high impact interventions such as Indoor Residue Spray and distribution of inspect treated nets.

Dr Sikazwe said this at a malaria media training workshop organised by the Ministry of Health and Churches Health Association of Zambia (CHAZ) in Livingstone.

He said that the province would next month begin the distribute mosquito nets to all the districts as over 750,000 nets were in stock.

“As you know the National Malaria Elimination Centre looks at the key interventions

that that are going to help us combat malaria and you know we are using the high impact interventions like the Indoor Residue Spray (IRS), Insect Treated Nets (ITN) distribution and mass drug distribution.

“So what we thought could be key priority for us is to engage you the journalists to help us disseminate the information of these key important messages in our communities,” he said.

Dr Sikazwe stated that one of the key areas that the province would undertake was the indoor residue spray.

He said that previously, the Ministry of Health had been spraying over 80 per cent of structures in the communities but this time around, it would go beyond 90 per cent of houses.

But Dr Sikazwe noted that not all houses were suitable for spraying due to the way they were built.

“As you know there are certain houses that are not illegible for spraying because of the way the structures are built so, we ask you to help us disseminate this kind of information from the type of houses that are suitable to be sprayed.

“Some communities don’t understand why we skip certain houses that are not sprayed. So you (media) are our key stakeholders that need to disseminate this kind of information about the structures that can be used or that are not supposed to be sprayed.

According to the local authority, an inspection done by UPND on a number of projects such as schools, health facilities and bridges in the district was a private arrangement.

UPND MP, FOUR CADRES DOCKED

UPND Mwandi Member of Parliament, Olsen Sililo Mutaba, and four other party officials have pleaded not guilty to assault in a Sesheke Magistrate’s Court.

Last week, police in Mwandi arrested Mutaba 38, Lubinda Nyawa 55, Mwandi Council Chairperson and three UPND cadres namely Lubinda Siyandwa 40, Christopher Silambe 47, and In'utu Mutelo 34, for assault.

The UPND officials were charged with assault occasioning actual bodily harm, which they were alleged to have committed on August 27, this year.

While at Mwandi Royal Village, Mutaba and four of his fellow UPND members allegedly assaulted Mr George Simulilo, thereby occasioning actual bodily harm.

The offence is alleged to have been committed during an intra-party election in Mwandi.

When the matter came up for plea before Sesheke Magistrate Francis Phiri, the accused persons pleaded not guilty to the charge.

They were being represented by Cornelius

Mutaba Mweetwa of Mwiimbu Muleza and Company, a law firm of Lusaka.

After the accused took plea, the defence and the state agreed to have the matter adjourned to October 12, for the commencement of trial. The magistrate granted the application and adjourned the matter accordingly while the accused persons' bond has been extended.

‘DEMANDS TO PROBE HH ARE JUSTIFIED’

EMANDS for Mr Hakainde Hichilema to exculpate himself over his role in the flawed privatisation of state-owned enterprises are justified because the same was done to former President Frederick Chiluba, a political activist Mubanga Chileshe has said.

Mr Chileshe questioned why Mr Hichilema could not be questioned if a former Republican President could be made to account for his activities.

He said if a former President could exculpate himself, then it was imperative for a man accused of having robbed the country through a flawed privatisation process to face the

law. Mr Chileshe said threats by the UPND that there would be chaos if anything happened to their leader, Mr Hichilema were misplaced because the law was in place to deal with lawlessness.

“President Chiluba was stripped of his immunity and prosecuted so who is Mr Hichilema not to account for his role in the privatisation of state-owned enterprises?” he questioned.

And the Bishop's Council of Zambia (BCZ) said Mr Hichilema should clear his name over his role in the privatisation of national assets before he could aspire to be elected to the Presidency.

US pledges $30, 000 for Zambia’s wildlife sector

THE United States (US) Government has pledged US$ 30,000 to help improve the wildlife sector in Zambia.

US Charge d'Affairs to Zambia, David Young, said the funds were part of the memorandum of Understanding (MoU) that his Government would be signing with the Zambian Government soon.

Mr Young said the $30,000 support would go toward Zambia’s wildlife conservation.

The US envoy said this during a virtual meeting he held yesterday with Toursim and Arts Minister, Ronald Chitotela.

Mr Young said US tourists were willing to travel to Zambia because the country had beautiful tourist attractions and peaceful environment.

And Mr Chitotela said the recently launched Zambia Tourism Sector Safety Protocol was aimed at the safety of tourists and continuity of business under the new normal.

He, therefore, assured tourists of maximum safety in the wake of the Covid-19 outbreak.

During the meeting, Mr Chitotela highlighted the invigorated Zambia-US partnership and expressed his deep appreciation to the US Government for continued assistance in

Former Minister, others ditch UPND

FORMER Southern Province Minister in the MMD administration, Alice Simango, and many other officials have ditched the opposition UPND to join the ruling Patriotic Front.

Ms Simango defected together with former Itezhi tezhi and Kazungula District Commissioner Mary Mukwiza, former UPND Maramba Ward Councillor Moses Simbaya and many others.

The officials cited poor leadership in the UPND. Ms Simango said, she and others, decided to join the ruling party because of the massive development delivered

in Southern Province under the leadership of President Edgar.

She accused the UPND of being an intolerant party which promoted regionalism in the country.

Ms Simango and other defectors were received by PF National mobilization committee member, Bizwell Mutale, Member of the Central Committee, Kebby Mbewe, Provincial Chairperson Lawrence Evans and other senior party officials.

But the UPND in Southern Province said that the defections of some of its members to the ruling party, was a good riddance.

Chimese’s lawyer objects to classified information being brought in open court

LEAD defence lawyer in a case in which former Zambia Air Force commander Eric Chimese is charged with abusing authority of office and possession of properties reasonably suspected to be proceeds of crime, Kelvin Fube, has opposed the production of some documents in court.

This was after state witness, ZAF Director incharge of salaries and pensions, Colonel Bernard Joseph Chileshe, 47, wanted to produce before court the computation of Chimese’s earnings while he served as ZAF Commander between 2011 and 2018.

Mr Fube submitted before Lusaka Magistrate Nsunge Chanda that the production of Chimese's earns would amount to an illlegality as it was against the Defence and Security Act. "We reject the production of the documents pursuant to the Defence and Security Act of the laws of Zambia relating to classified information," he submitted.

He told the court that salary, pension, and benefits like allowances for service chiefs were classfied information.

Mr Fube also submitted that Col. Chileshe risked being sent to imprison for less than 15 years for giving out classfied information without authority.

Mr Fube also submitted that the conditions of service for services chief are given directly by Secretary to the Cabinet on behalf of the President and their conditions cannot be discussed without a waiver.

He submitted that when former President Rupiah Banda appeared in court after his immunity was removed, some information were required to be given about some dealings, and that it took late President Sata to write a waiver note to Mr Austin Sichinga, the then Permanent Secretary for the Ministry Works and Supply for him to specifically come to court to testify.

Mr Fube said in the absence of a letter from the President no classfied information can be allowed to be disclosed.

In this matter Chimese is charged with one count of abusing authority of office and another count of possession of properties reasonably suspected to be proceeds of crime. He is charged with James Chungu.

Trial continues today.

Chief urges farmers to sell maize to FRA

CHIEF Chamuka of the Lenje speaking people has urged farmers benefiting from Government's Input Support Programme (FISP) to sell maize to the Food Reserve Agency (FRA) to guarantee national food security.

"I want to encourage our people benefiting from Government’s subsidized inputs to sell their maize to FRA so that we are guaranteed of national food security in the national reserves," he said.

The traditional leader said this when President Edgar Lungu met him and Chief Liteta before flagging off the 2020/2021 input distribution exercise in Chisamba yesterday.

Chief Chamuka said it was important for Government to establish reasons why most farmers had been opting to sell their maize to private buyers.

He said according to his findings, farmers opted to sell their maize to millers because FRA delayed by some days to pay them compared to the private buyers.

Chief Chamuka disclosed that 17, 236 farmers in his chiefdom were registered and out of which 12, 480 would benefit from this year’s FISP facility.

He said the number of registered farmers group were 491 and that 389 would benefit from the FISP while 93 groups were left out.

The traditional leader,, called on President Lungu to intervene so that those left out could be added.

He was happy that Government had started distributing the inputs early and that farmers should quickly deposit their K400 contributions.

Chief Chamuka however called on President Lungu to ensure that Government addressed the challenges such as upgrading the Chisamba-Chipembi road.

He also said some areas needed health post, upgrading of schools and police posts.

Meanwhile, President Lungu said Government appreciated the contribution of the traditional leadership to the governance system.

President Lungu said he acknowledged the developmental challenges in the area but the problem had been lack of cooperation from the area Member of Parliament who was not willing to work with Government.

"Lack of cooperation from the area Member of Parliament has hindered development. It is up to you to give us who to work with, either UPND, NDC, MMD or PF but the idea is to work together. We can't agree in this game of politics but we need to work together," he said.

He assured the traditional leadership that government was working on modalities to find best farming practices that could improve the yields so that farmers could benefit.

Chiteme donates to UTH children’s section

NATIONAL Development Planning Minister Alexander Chiteme has donated an assortment of items worth K35, 000 to the University Teaching Hospitals (UTH) Children’s hospital renal section.

Mr Chiteme said the donation was aimed at complemwenting Government efforts in enhancing service delivery at the biggest health facility in Zambia.

The minister also donated K10, 000 to help with the logistics for children who visit the hospital frequently to access medical services, such as dialysis treatment.

Mr Chiteme made the donation yesterday and delivered the items to Lusaka Central Member of Parliament Margaret Mwanakatwe who later handed them over to the children’s hospital.

He expressed sadness that some patients were unable to go home each time they were discharged due to financial challenges.

Mr Chiteme commended

the hospital management for putting up a Xapit account where every well-wisher could be depositing any amount which would help people in need and those who become stranded especially when they were discharged.

And Ms Mwanakatwe commended the health personnel for their continued efforts in providing medical services to children.

She said UTH medical doctors were spending sleepless nights especially when they run out of some medicines.

Ms Mwanakatwe commended Mr Chiteme for the gesture and appealed to the corporate world to assist the facility.

She noted that the donation would help the hospital meet some of its increasing needs because the demand was huge.

And Chief Nursing Officer Victoria Nthala thanked Mr Chiteme for the donation saying it would ease stress on the hospital.

News of the

HARARE - Zimbabwe's government on Tuesday banned all mining in national parks, one day after environmental rights lawyers went to court to bar a Chinese firm from exploring for coal in the country's biggest game reserve.

Authorities in Zimbabwe had previously granted Chineseowned Tongmao Coal Company a licence to explore for coal in Hwange National Park, home to around 45, 000 elephants and thousands of other species including the black rhinoceros.

Somalia appoints prosecutor for ‘crimes against journalists’

MOGADISHU - Somalia’s attorney general has appointed a special prosecutor for crimes against journalists. He added that perpetrators would face the full force of the law.

MILAN - Nigeria asked a Milan court yesterday to order Eni and Royal Dutch Shell to pay $1.092 billion as an immediate advance payment for damages in one of the oil industry’s biggest-ever corruption scandals.

Netanyahu and Chad official discuss upgrading ties

TEL AVIV - Israel and a Chadian envoy discussed a possible upgrading of relations on Tuesday that would include a mutual exchange of ambassadors, Prime Minister Benjamin Netanyahu’s office said.

Chadian President Idriss Deby visited Israel in 2018 to start a process of reviving ties that the African country severed in 1972. Israel has cast the process as part of an outreach to the Arab and Muslim world. – REUTERS.

Clicks protest: EFF MP among 10 arrested for destruction of property JOHANNESBURG - Ten people, including an EFF MP, have been arrested for charges relating to the destruction of property, following protests at Clicks stores nationwide. The MP has also been charged with assaulting a police officer and resisting arrest.

On Monday, the EFF targeted Clicks stores nationwide to protest against a hair advertisement that described the hair of the two black women as “dry and damaged” and “frizzy and dull,” but the hair of two white women as “fine and flat” and “normal.”

Clicks said 425 stores in the country had been affected by the protests but that it was too early to assess the nature of the damage caused by vandalism.

Police Minister Bheki Cele called on police officers to continue to ensure the safety of customers, staff members and property.

Cele denounced the acts of vandalism and malicious damage to property at various businesses, including a Clicks store that was bombed in Emalahleni, Mpumalanga on Monday.

Cele said the advertisement that sparked the public outrage must be “condemned from all quarters.”

“The genesis of this advert is glaring racism that is shown by this business and we must collectively condemn it at all costs.

The demonstration of such blatant disregard and humiliation of African people can’t go unabated.”

However, Cele warned against damaging property as an act of protest. Cele also noted the investigation of a case of pointing of a firearm in Port Elizabeth. News24 reported that dramatic scenes played out at Walmer Park Shopping Centre in Port Elizabeth on Tuesday morning when a shopper pulled a firearm on EFF protesters on the second day of the protests.

“Police should ensure that the rule of law is maintained. They must deal decisively with those who choose to break the law. I’m encouraged that officers are making arrests and urge them to continue to ensure the protection and safety of customers, staff members in the affected areas,” Cele said. – NEWS24.

WHO says vaccine safety top priority ZURICH/GENEVA - Safety of a prospective Covid-19 vaccine comes “first and foremost,” the World Health Organisation’s chief scientist said yesterday, as a trial of a leading candidate from AstraZeneca was paused due to concerns over side effects.

Rollout of an effective vaccine is seen as a crucial step in helping battered economies recover from the coronavirus pandemic.

“Just because we talk about speed... it doesn’t mean we start compromising or cutting corners on what would normally be assessed,” Dr. Soumya Swaminathan said in a social media event.

“The process still has to follow through rules of the game. For drugs and vaccines which are given to people, you have to test their safety, first and foremost,” she said.

WHO officials did not immediately respond directly to questions from Reuters over the move by AstraZeneca to pause global trials, including large late-stage trials, of its experimental coronavirus vaccine due to an unexplained illness in a study participant.

The vaccine, which AstraZeneca is developing with the University of Oxford, has previously been described by the WHO as probably the world’s leading candidate and the most advanced in terms of development.

Zimbabwe nurses end three-month strike over pay HARARE - Zimbabwe’s biggest nurses union said yesterday it was encouraging its members to end a pay strike which started in June and which forced major hospitals to turn away patients at a time the country is fighting the coronavirus pandemic.

Namibia eases coronavirus restrictions to attract tourists WINDHOEK - Namibia has further eased restrictions for international tourists to try to prevent the collapse of a sector hit by the coronavirus pandemic after the country closed its borders in March.

The Tourism Ministry said on Tuesday tourists could go to their pre-booked destinations and take part in activities for up to five days, after which they will be tested for the virus.

If they stay at their pre-booked destination for less than five days they can proceed to another destination without a test.

In rules introduced in July, tourists had to quarantine at their first destination for seven days, which resulted in a large number of cancellations. The tourism sector has not seen any new bookings since the beginning of the month, leading to 115.7 million Namibian dollars ($6.85 million) in cancellations, the ministry estimates. “This has necessitated a rethink in our approach. The tourism sector is highly competitive and Namibia is competing to attract tourists with countries from all over the world,” Tourism Minister Pohamba Shifeta said.

THE Miami Heat reached the Eastern Conference final for the first time since 2014 with a 4-1 series win over the Milwaukee Bucks in Florida.

The Heat found points from all over the court as six players hit double figures to seal a 103-94 victory.

They have not reached the Eastern finals since being led by LeBron James and Dwyane Wade six years ago.

James, meanwhile, scored 36 points for the Los Angeles Lakers as they took a 2-1 lead over the Houston Rockets.

Semenya loses appeal against CAS ruling over testosterone regulations DOUBLE Olympic 800 metres champion Caster Semenya has lost her appeal to the Swiss Federal Tribunal (SFT) to set aside a 2019 Court of Arbitration (CAS) ruling that female athletes with high natural testosterone levels must take medication to reduce it.

But the South African has indicated that she may continue her battle in the European and domestic courts ahead of the Olympics in Tokyo next year, vowing to “fight for human rights.”

Semenya approached the tribunal in May last year after CAS, sport’s highest court, ruled that the regulations of the sport’s governing body World Athletics were necessary for athletes with differences in sexual development (DSDs) in races ranging from 400 metres to a mile to ensure fair competition.

The tribunal found that subjecting female athletes to drug or surgical interventions as a precondition to compete does not amount to a violation of Swiss public policy.

Testosterone increases muscle mass, strength and haemoglobin, which affects endurance.

Some competitors have said women with higher levels of the hormone have an unfair advantage.

“I am very disappointed by this ruling, but refuse to let World Athletics drug me or stop me from being who I am,” Semenya said in

“I will continue to fight for the human rights of female athletes, both on the track and off the track, until we can all run free the way we were born.”

“Throughout this long battle, World Athletics has always maintained that its regulations are lawful and legitimate, and that they represent a fair, necessary and proportionate means of ensuring the rights of all female athletes to participate on fair and equal terms,” the governing body said in a statement.

“We are very pleased that the highest court in Switzerland has now joined with the highest court in sport in endorsing World Athletics’ arguments.”

But Semenya’s lawyer, Greg Nott, suggested this was far from the end of the road for his client.

“This setback will not be the end of Caster’s story,” he said. “The international team (of lawyers) is considering the judgment and the options to challenge the findings in European and domestic courts.”

SIBANDA HANGS UP BOOTS

AFTER having spent 15 years at the club, Red Arrows winger Danny Sibanda has announced his retirement.

Sibanda said in an interview that he was calling it quits from his footballing career that span over 15 years having seen him also captain the Zambia Air Force-sponsored side.

The midfielder was among the players released by the Super Division side last Friday and said he would now be concentrating on a coaching role within the club set up.

He has since described playing for Red Arrows as a dream come true for him having grown up watching the side.

‘Absolutely critical’ fans back at games ‘as quickly as possible’ - Premier League chief PREMIER League chief executive Richard Masters says it is “absolutely critical” that fans are allowed back inside stadiums as soon as possible.

He says failure to do so will cost clubs £700m during the 2020-21 season, which starts on Saturday.

Football has been played behind closed doors since its return in June following the

coronavirus lockdown.

As it stands, no fans will be admitted to top-flight matches in England before October at the earliest. Speaking later on Wednesday, Prime Minister Boris Johnson announced there will be a “review” of plans to bring fans back into stadiums from 1 October in England, amid growing numbers of positive Covid-19 cases.
