CHINESE President Xi Jinping has pledged to cancel interestfree debt owed by “relevant” African countries as part of Beijing’s move to help the continent during the Covid-19 pandemic.

Tourism and Arts Minister Ronald Chitotela made the call yesterday when Japanese Ambassador Extraordinary and Plenipotentiary Ryuta Mizuuchi paid a courtesy call on him.

“Between 2017 and 2019, a total of 524 forty-foot containers of illegally harvested Mukula logs were impounded

and forfeited to the state. The logs were handed to ZAFFICO who exported on behalf of Government,” the report reads in part. The report states that Zambia had been experiencing unsustainable harvesting, trade and export of timber through illegal activities.

It says that this was as a result of the increase in demand for valuable timber species.

The report says both local and foreign individuals and companies had indiscriminately harvested trees especially Mukula without permits from the Forest Department

and that logs had been illegally exported. “If this trend continues, Zambia will witness the depletion of valuable tree species and unsustainable cutting and harvesting of these trees reduces the capacity of the sink effect of forests and thus contributing to adverse effects of climate change,” reads the report.

It says Government’s decision to involve defence and security wings to enhance the control measures of illegal harvesting of Mukula had brought the situation under control.

Chitotela woos Japanese investors people from that country to visit Zambia.

He said gastronomy is one of the catalysts for Japanese tourists to come to Zambia.

Mr Chitotela said the government has planned a number of tourism programmes between Zambia and Japan that have a great potential to strengthen the already bilateral relations between the

two countries. Mr Mizuuchi said his embassy would like to work with various ministries to attract more Japanese arrivals to Zambia.

He said during his tour of duty, he would work at promoting and marketing Zambia to the Japanese thereby bringing investments that will help grow the tourism sector. Mr Mizuuchi also

said that he would like to have more Japanese people know about the tourism offered in Zambia and as result invest in the country.

He said he had already visited the Victoria Falls in Livingstone and would not mind going back there but would like to visit more tourist sites especially in the Northern Tourism Circuit.

Justice ministry cautions media

By OLIVER SAMBOKO ATTEMPTS to mislead the masses and distract citizens from discussing the important substance of Bill 10, will not work, the Ministry of Justice has said.

Ministry of Justice spokesperson, Davis Chikalanga was reacting to a local tabloid headline insinuating that the Justice minister, Given Lubinda had insulted people opposed to Bill 10.

In a statement to the Daily Nation Mr Chikalanga said that the misleading Newspaper headline was an attempt to distract citizens from discussing important substance of Bill 10.

“We wish to state categorically from the outset that the headline in question is a misrepresentation of the Minister’s statement and that inference drawn by the reporter and editorial staff of the newspapering was false,” he said.

Mr Chikalanga said the use of the word ‘foolishness’ by the Minister of Justice was not in reference to any particular person or individual and the words in the story were the imagination of the journalistic and editorial staff of the newspaper.

He said Zambians were free to question any matter of concern including Bill 10 and that it was wrong for the newspaper to mislead the public that Government did not want them to talk about the Bill.

Mr Chikalanga also said Government through the ministry of Justice will continue to live up to its promise on proposed amendment to the constitution in order to take into count the views and concerns of the citizens.

This is what the minister said, according to Mr Chikalanga,” All that is just a bluff as you are well aware and as all enlightened citizens are aware the absence of a law to govern any practice does not make that practice an illegality. When a person has committed an offense, the offence is against a provided law, you cant say I found you sitting on the walls, and because there is no law that allows you to sit, you have committed an offence that is foolishness. You will say to a person that I have found you sitting on a wall and there is a law against sitting on a wall. You don’t break a non-existent law, how do you break it.”

MKUSHI ILLEGAL GOLD MINERS POLLUTE WATER

LLEGAL miners in Mkushi’s Upper Lunsemfwa ward have diverted and polluted Changwena stream through washing of excavated gold.

Upper Lunsemfwa ward development committee chairperson, Golden Musonko, said illegal gold mining near the stream had been going on for a long time.

In an interview, Mr Musonko said the stream had been diverted and polluted, thereby affecting the natural flow of water.

He said there were more than 5, 000 people, who were dependent on the stream for water and were now using contaminated water.

Mr Musonko said the situation was worrying and needed urgent attention from the relevant authorities.

“These illegal miners have diverted the stream and washing the mined gold in the stream. This means that the stream has been polluted and all the people drawing water from the same stream are affected by taking contaminated water,” he said.

When contacted, Zambia Environmental Management Agency (ZEMA) public relations 0ffice, Irene Chipili, said all mining activities were supposed to take place within the provisions of the Environmental Management Act of 2011.

“We need to check with the inspectorate if they are aware of the diversion. We’ll investigate the matter,” Ms Chipili said.

Kambwili’s’ tiresome’ case irks Magistrate

LUSAKA Magistrate Nsunge Chanda says she has become tired of NDC leader Chishimba Kambwili’s case which she has been presiding over for two years and that it is important for it to finish as quickly as possible.

She said this after Kambwili, through his lawyer asked for an adjournment when the matter where he is charged with contempt of court came up yesterday around 12:00 hours, as he needed to take his insulin medication.

Magistrate Chanda however, granted the application and adjourned the matter to July 16, this year for cross examination of the arresting officer.

In this matter, it is alleged that Kambwili on March 6, 2018 in Lusaka, caused an obstruction or disturbance in the course of judicial proceedings by lodging documents at PACRA to alter the details and records of Mwamona Engineering and Technical Services which were subject of active judicial proceedings.

It is further alleged that the changes made were particulars of the two directors namely; Mwamba Chishimba and Carol Chansa, of which Mwamba Chishimba was changed to Mwamba Kambwili and Carol Chansa to Carol Chansa Chipande.

Previously, the arresting officer, Stanley Mumbula, testified that he could have been portrayed as having given false information to the court due to the alleged changes which were made to the particulars of Mwamona Engineering and Technical Services’s directors while Kambwili’s forgery case was still active.

But when the matter came up for cross examination, yesterday, Kambwili’s lawyer Keith Mweemba told the court that the defence had difficulty proceeding with cross examination as it was already afternoon and accused needed to take his medication.

He therefore applied for an adjournment.

“We are in quandary

to proceed. We were sitting waiting for the court for a very long time from nine something. The communication that we got from one of the interpreters is that you were going to sit after honourable Miti rises.

The challenge we have is, already we are going towards lunch time and the accused has to take his medication,” he said.

Mr Kambwili In response, deputy chief State advocate Margaret Chitundu said she could not speak to the health of the accused and left it to the guidance of the court.

Ruling on the application for an adjournment, magistrate Chanda granted the application but observed that the case had dragged.

“I become tired talking about the same case for the same accused person for two years. It becomes cumbersome. So that’s why it’s important for cases to finish as quickly as possible.

When we have a chance, we sit and make progress,” she said.

“On the proposed date, cross examination should be the whole day. If it means the accused breaks to go and eat then it shall be so.

I am also feeling for you (Kambwili). You don’t have to be coming to court as if you work here. This matter has to end.”

The matter comes up on July 6 this year.

ZAMBIA’S PEACE ZAMBIANS must give themselves a collective pat on the back for having won recognition as a peaceful nation.

In a world in which peace is often elusive and key political players jostle for power, people often resort to violence to impose their will.

But it is due to the collective decision of Zambians to embrace peace amidst serious detractors that has won the country global recognition as a peaceful country.

Zambia has been ranked as the fourth peaceful country in Africa and 44th most peaceful country in the world as indicated in the 14th edition of the Global Peace Index (GPI).

The GPI, which is the world’s leading measure of peacefulness for the universe, ranked 163 independent countries and territories around the world as per their levels of peacefulness and was conducted by the Institute of Economics and Peace.

Of course not everyone is happy with this finding.

They probably might even claim it was a concoction of the Patriotic Front government to hoodwink donors.

Hardly surprising if one recalls how these doomsayers have gone out of their way, using their dubiously earned millions stashed abroad to try and influence the international community that there was civil turmoil in the country.

But even despite this destructive campaign, the international community has found it hard to believe their lies.

Zambia is of course not “heaven on earth.” It is a country that has a myriad of social and economic problems, particularly her crippling foreign debt.

Even then, Government has been able to hold the nation together, ensuring that everyone has a share of the national cake.

This must explain why even amidst drought in some parts of the country, followed by devastating floods in other regions, Government has been able to ensure that no Zambian dies from starvation.

Covid-19, the pandemic that has disrupted the world’s economy has not spared Zambia either as the government tries to navigate its way through uncharted waters and ensure the country comes out intact.

The country’s leaders under President Edgar Lungu have demonstrated political will to instill a sense of unity, encouraging the revival of the “One Zambia One Nation” slogan as a rallying cry.

In addition, the 2020 GPI indicated that the levels of peace in Zambia is “High” which is commendable and shows that Zambia and its leaders in the past, and present since 2015 through President Lungu, have been taking correct actions where peace was concerned.

It is Zambia’s peace that has seen the country become a haven of peace for some of her troubled neighbours, starting from the liberation movements in Southern Africa.

There are about 88, 000 refugees in Zambia as confirmed yesterday by Home Affairs senior legal officer for the Office of the Commissioner for Refugees Choomwa Mbewe.

These would not be here if their safety was not assured.

And as Southern African Centre for the Constructive Resolution of Disputes) executive director, Boniface Cheembe noted in reaction to the report, citizens should not take the peace that had been enjoyed since independence for granted.

Mr Cheembe said that peace does not come by accident, it had to be constantly worked on and nurtured.

Nurturing this peace entails not entertaining calls for example, for youths to demonstrate over non issues. It means questioning the motive of those clamouring for protests to be staged and putting them in their place – political garbage heap.

‘GHOSTS’ EAT INTO SOCIAL CASH TRANSFER

HERE is need for continuous validation of data under the Social Cash Transfer (SCT) programme to reduce on ghost beneficiaries as well as households in which the beneficiaries are deceased, the Policy Monitoring and Research Centre (PMRC) has said.

In its policy analysis report released yesterday, PMRC said the programme has proven successful in reducing poverty and promoting inclusive growth.

PMRC said this was evident from the developments that the programme had made such as improving food security, ownership of assets and livestock and in uplifting the standards of the beneficiaries’

household.

According to PMRC, Zambia had made tremendous strides in rolling out the SCT programme, which was a clear illustration of political-will and a favourable political space.

It however said the major challenges that the SCT programme was facing were high administration costs, delayed transfers, and inclusion of ineligible beneficiaries.

The think-tank said challenges could be curbed by migrating the SCT programme from the traditional cash transfers to an electronic platform in order to cut costs, reduce leakage and improve accessibility.

“There is need for intensive data cleaning to curb the duplication of National Registration Cards. There is need for continuous validation to reduce on

ghost beneficiaries as well as households in which the beneficiaries are deceased.

“There is need for the digitization of the selection process in order to deal with unscrupulous individuals who would want to be on the scheme while employed like civil servants. (e.g. the case of e-Voucher programme),” reads the report in part.

The report indicated that there was need for a Memorandum of Understanding to be signed with terms of reference outlining the role of the Zambia Agency for Persons with Disabilities.

And Forum for Democracy and Development has also denounced the proposed adjustment of nomination fees by the Electoral Commission of Zambia (ECZ). However, Patriots for Economic Progress (PEP) leader Sean Tembo and his Equity and Equality party (EPP) counterpart Chilufya Tayali have welcomed the move.

PF Secretary-General, Davies Mwila, said they would not support the upward adjustment of nomination fees announced by the ECZ.

ECZ has pegged nomination fees for male presidential candidates at K150, 000 while female or disabled presidential candidates would have to pay K120, 000 from K60, 000.

Male Members of Parliament’s nomination fee had been increased to K25, 000 and female or disabled MPs to K20, 000 from K7, 500.

Mr Mwila said in a statement that as a militant organisation of revolutionary peasants, workers and intellectuals that believes in equitable participation in national affairs, PF was displeased with the proposed hike.

“We wish to register our strongest displeasure with the proposed upward revision of nomination fees as

recently announced by the Electoral Commission of Zambia,” he said.

Mr Mwila said PF remained committed to participating in democratic processes of youth, women and differently abled persons as a matter of right and not privilege.

Court warns State in Chimese case

By CHARLES MUSONDA LUSAKA Magistrate Nsunge Chanda has warned the State to make progress in the case former Zambia Air Force (ZAF) Commander has been charged with alleged concealing of property suspected to be proceeds of crime.

Ms. Chanda issued the warning yesterday after the case failed to take off due to the absence of deputy chief State advocate Gamaliel Zimba who has been prosecuting the case.

chief has been accused of concealing in Mr. Chungu’s name. When the case came before Ms. Chanda yesterday, public prosecutor Valerian Chulu informed the court that the State was not ready to proceed because Mr. Zimba was not before court as he had travelled for official duty.

But this incensed Ms. Chanda who said Mr. Zimba should have had the courtesy of writing a notice to the court notifying it of his absence.

She said she will talk to Mr. Zimba because it was like people were just going to the Zambia Institute of Advanced Legal Education (ZIALE) but were failing to practice what they must do.

She said Mr. Zimba’s action of not informing the

court about his absence in advance had inconvenienced the court, accused persons and the defence team.

Ms. Chanda said there were other matters that were supposed to take off yesterday and that cases should not take the whole year.

She said on June 22, 2020 there will be nothing like travelling for official duty and threatened to call the Director of Public Prosecutions to proceed with the case in Mr. Zimba’s absence.

Mr M’membe said some parties in the country are owned and controlled by unscrupulous elements and claimed that it was only his party that was owned by Zambians.

“All sorts of unscrupulous elements are pumping in a lot of money in the leading capitalist parties of this country – they own and control them. But they don’t own and control the Socialist Party. The humble workers, peasants and the working intellectuals own the Socialist Party,” he claimed.

He said once voted into office next year, the Socialist Party was going to bring fundamental changes to the country by promoting a just society anchored on economic, social and political justice.

Health Ministry clarifies tender award

By SILUMESI MALUMO GOVERNMENT says a contract worth US$17 million was awarded to a company, Honey Bee Pharmacy for the supply of health centre kits but that there was an error in the name when `limited’ was erroneously added.

Ministry of Health spokesperson, Abel Kabalo, said the companies which were awarded contracts to supply health centre kits all existed.

“The Ministry of Health notes with deep concern news alleging that Government through the Ministry of Health, last year awarded a US$17m contract for the supply of health centre kits to a company called Honey Bee Pharmacy Limited, which did not exist,” Dr Kabalo said.

He said the company which was awarded the contract was Honey Bee Pharmacy and that the word “Limited” added to the name of the firm was a clerical error.

“We wish to put the record straight, to avert a stock out that would follow the cessation of supply by a longstanding supplier, the Ministry of Health, opted to engage other players in the pharmaceutical market for the supply and delivery of health centre kits as a stop gap measure.

“Ten entities participated in the tender which was subject to the requisite stringent legal

and administrative processes in line with the Public Procurement Act,” he said.

Dr Kabalo told the Daily Nation yesterday that following the requisite administrative process, Honey Bee Pharmacy was duly awarded the contract together with two other entities.

He said, however, that when it came to conveyancing of the contract for Honey Bee Pharmacy in particular, the term “Limited” was erroneously added.

As per legal guidance, Dr Kabalo said, the appropriate entity awarded the contract remained Honey Bee Pharmacy as all the statutory documents in support of the bid such as certificates of registration, Zambia Revenue Authority certificates and Zambia Medical Regulatiin Authority registration correctly bore the appellation Honey Bee Pharmacy without “Limited.”

“The contract to Honey Bee Pharmacy and two other entities was given the necessary administrative and legal approvals prior to award.

Ex Wildlife cop jailed over ivory

A FORMER wildlife police officer has been sentenced to seven years imprisonment for illegal possession of elephant ivory weighing 10 kilogrammes.

Lovemore Nkhowani, aged 60, has been jailed by the Chama Magistrate’s Court according to a statement issued by Ministry of Tourism and Arts public relations officer, Sakabilo Kalembwe.

Nkhowani, nicknamed Mbanje, was convicted of unlawful possession of prescribed trophy.

Officers of the Department of National Parks and Wildlife arrested Nkhowani on May 26, this year.

The ivory was suspected to have been illegally harvested from an elephant poached in West Musalangu Game Management Area.

In sentencing him the court told the suspect that as someone who was once a wildlife police officer under the department, he should have known the importance of conserving wildlife.”

The court reminded Nkhowani that his duty was to protect wildlife and educate the community on the importance of conservation rather than engaging in poaching.

Stalled Sinazongwe projects resume

ORK on all Constituency Development Fund (CDF) funded projects in Sinazongwe have resumed.

The projects which were mainly at 85 and 95 percent completion at the time they stalled, would now be completed and handed over to the community by September this year.

Sinazongwe Member of Parliament Gift Sialubalo said in an interview that the projects were now under construction.

“Sinazongwe is not an exception, so even the projects that we are doing under CDF and from the MP’s side were forced to stall due to the COVID-19.

“But we are resuming operations so that we can finalise the remaining works particularly for the teacher’s house at Siazwela School, it is at 95 per cent and by September, we should be handing over,” he said.

Mr Sialubalo added that even at Siavwapa Community School where he initiated the construction of a classroom block, works were at 95 per cent and the handing over would be in September too.

“We believe by that time, people should be allowed to gather because it is a momentous occasion for the people of Sinazongwe to receive such a project from their Member of Parliament.

“It is our prayer that social gatherings will be allowed during that period for people to celebrate,” Mr Sialubalo said.

Zim currency woes a result of non-monetary factors - RBZ HARARE - The Reserve Bank of Zimbabwe (RBZ) has blamed the country’s currency tumble on non-monetary factors despite statistics revealing that reserve money grew by as much as 307 percent year-on-year.

The RBZ on Monday released monetary statistics showing that reserve money had grown to Z$13.4 billion by the second week of June 2020, a 300 percent growth from just above Z$3 billion in June 2019.

Between February and March, reserve money grew by as much as 24 percent and this coincided with a currency tumble, with the Zimbabwe dollar depreciating to 70:1 to the US dollar from 23:1 in January.

Despite the evident money supply growth against limited foreign currency supplies, the RBZ has blamed the Zimbabwe dollar’s loss of value on “non-monetary factors such as negative perceptions, adverse expectations, and speculative tendencies of economic

Ready to roll HARARE - A newly established Zimbabwean company has started making cigars for export, aiming to take on established players while developing a culture of cigar smoking at home.

Mosi-Oa-Tunya, the local name for Victoria Falls which means “the smoke that thunders,” is the first firm to make cigars in Zimbabwe whose economic troubles have been compounded by the new coronavius pandemic.

After living and working in the United States for 15 years, Shep Mafundikwa returned home last year to set up MosiOa-Tunya. Since March, an all-women staff has been undergoing on-the-job training in the art of rolling cigars by hand, with each worker producing 256 cigars a day.

“We have solid interest right now from Romania and from Vietnam and we have inquiries from Dubai,” Mafundikwa said at the company’s factory in Harare.

“We have people waiting,

The depreciation was divorced from economic fundamentals, it said.

The central bank said price determination in the economy is being established on the basis of expectations about the depreciation of the exchange rate and prices that will exist in the future.

World Bank nods $1bn for Congo KINSHASA - The World Bank said on Tuesday it had approved $1 billion in funding for Democratic Republic of Congo’s education and health systems that have been weakened by years of under-funding, conflict and mismanagement.

The financing comprises $800 million to support free primary school education and $200 million to improve

maternal and child health.

“This funding is all the more important because it will help alleviate the economic and social consequences of the coronavirus affecting the poorest,” said Jean-Christophe Carret, World Bank country director.

The funding includes $435m in grants and $565m in credit.

CEC EMPLOYEES PLEAD WITH GOVT

GOVERNMENT should help Zesco and Copperbelt Energy Corporation (CEC) get back to the negotiating table so that the two parties can reach an amicable solution, employees have pleaded.

The 400 employees have pleaded, through their union, that they would be disadvantaged should the energy firm’s financial base shrink as a result of a failed Bulk Supply Agreement with Zesco, which facilitates the supply of power to mining firms.

Government has declared CEC transmission lines as common carrier, arising from Statutory Instrument number 57 of 2020.

The development was compounded by the company being owed a huge debt of more than $144 million by KCM in unpaid

electricity bill.

Mineworkers Union of Zambia CEC branch chairperson, Gift Mwila, observed that it would be unthinkable to send CEC employees onto the streets due to job losses.

She said CEC’s future and viability could be secured with the right intervention from Government.

“We would like to borrow the sentiments by the ruling Patriotic Front Secretary General Mr Davies Mwila who stated early this year that the government would constitute a task force to look into the power purchase agreement negotiations between Zesco and CEC. “He said that the party did not want anyone to lose employment if the contract is not renewed. We are hopeful that our listening Government will reconsider the position taken,” Ms Mwila said.

She said that without an amicable solution in sight, CEC’s 400 employees whose interests the union represented, faced potential job losses that could arise from possible restructuring of firm’s operations induced by factors outside the control of the business.

Ms Mwila also said the union was disheartened that whereas key parties to the matter were expected to be actively and amicably seeking solutions, they had resorted to using the media to throw mud at each other, which was painting a bad picture about the country’s investment climate.

She said it was worth appreciating that CEC had, even in the toughest of times, been steadfast in protecting jobs and created quality employment, evidenced by the non-acrimonious negotiations for improved conditions of service.

Kids flock back to streets

By SANFROSSA MANYINDA THE return of street kids to the Central Business District (CBD) in Kitwe, barely a month after they were removed, has irked residents.

During a night operation, officials from the Ministry of Sport, Youth and Child Development, the Zambia Police as well as the local authority last month captured and removed all street children from the CBD in Kitwe.

The street kids were taken to different designated children’s homes within the city, but started fleeing one by one.

A survey by the Daily Nation showed that a number of children were slowly getting back to the streets, begging and sniffing jenkem, a highly-intoxicating, fermented faecal matter.

Some residents blamed the local authority for leaving out the elderly who were shielding the children.

“You see, the elderly remained on the streets when the young ones were taken away and this is an advantage for them to get back. They say that they were with their elderly parents which is not true at all,” Amon Mumba told the Daily Nation.

Mr Mumba said that there was need for Zambia Police as well as council police to continue patrolling the streets and ensure that no other child came to the streets.

Another resident, Memory Mwansa, called on security wings not to be soft on the kids, if the situation was to be controlled.

But Kitwe City Council Town Clerk Mbulo Seke said that the council was not aware that the children were back on the streets but assured that officers would be sent on the ground to ensure that the streets were free of homeless children.

Kamerhe, once a key member of President Felix Tshisekedi's government, is accused of embezzling more than $50 million of public funds. He denies all accusations of wrongdoing.

His supporters believe the trial is politically motivated - aimed at stopping him from running for president in the future.

Kamerhe is the most high-profile politician to have faced such charges in the country.

Dear Editor, ILL 10 POSITIVES 1. The character of Zambia will be clarified: currently, Zambia is said to be a multi religious nation, in one hand, and Christian Nation, in another. Bill 10 will confirm Zambia as a Christian Nation.

2. The electoral system will facilitate for mixed member representation in the National Assembly, i.e. women, youth and persons with disabilities will be guaranteed representation. Currently, representation of these groups is at the discretion of the President or these groups being elected in competitive elections which doesn’t take their status into account.

3. Constitution will not be subject to frequent amendments every 10 years: currently, the Constitution has fixed maximum number of MPs in the House, which number is subject to change upon every delimitation. Delimitation resulting in increase therefore triggers frequent Amendments to the Constitution.

Bill 10 allows for ECZ to delimitate and make recommendations to Parliament on changes of numbers. The Constitution does not need to be amended when Parliament approves increased numbers of MPs. 4. The number of days to hear and determine the Presidential Petition will be increased to 30 days. Currently, the Constitution provides for 14 days to hear the Presidential Petition. This timeframe is inadequate as it does not take into account the hearing and determination of preliminary issues that arise after filing the

petition.

5. The cost of electing Mayors and Council Chairperson will be removed. Reducing costly elections has been a cry for everyone over the years. The new model of electing Mayors and Council Chairpersons has not served any purpose especially that Mayors and Council Chairpersons still retain the same role and powers as those before 2016. Nothing has changed except the addition of more costs.

6. Chiefs will not be required to sit in the Council and debate with politicians, who are their subjects.

Currently, the Constitution require chiefs to be elected into councils but the change will allow thire proxies (representatives) of chiefs to represent the views of the chiefdom in councils.

7. Members of Parliament will have a role to play in determining and implementation of developmental issues in their districts.

Currently, MPs have no significant legal role to play in setting the developmental agenda in their constituencies despite their all being to deliver on development. Bill 10 will bring back MPs into councils to collective decision-making with councillors on developmental matters in their constituencies and districts.

8. The security of already recognised chiefs will be guaranteed: currently, the Constitution prohibits the making of the law to recognise chiefs. Government has no business whether a chief is recognised in an area or not. This will continue to give rise to the authority of chiefs being questioned when imposters decide to come up

and have support of rebels from Chiefdoms. Bill 10 places the lawful recognition or refusal to recognise imposter chiefs a business of Government.

9. Constitution will not enumerate administrative details as most of these administrative details will be contained in subsidiary legislation. Currently, the Constitution lists each and every Commission by name, and provide details such as how many times Cabinet must meet in a year, functions of some office bearers, proceedings in bodies such as Parliament, nomination of candidates, etc. Much as these details are important, the Constitution is only required to state Constitutional principles and not details. Bill 10 strives to relegate details to enabling legislation while maintaining the Constitutional principle.

10. Institutions such as DEC are renamed to reflect their correct functions in fighting money laundering, economic crimes and drug trafficking. This in no way affects the existence of other bodies such as FIC which are never a creation of the Constitution like the DEC and ACC. 11. The Constitution also removes ambiguities which were introduced in 2016 such as whether ministers must remain or vacate from office when Parliament is dissolved. Currently, the Constitution provides for both scenarios of ministers remaining in office as well as leaving office by the decision of the ConCourt.

Bill 10 reduces Executive powers and gives more powers to ordinary Zambians.

ECZ’s hiked fees will reduce youth’s participation in democratic process Dear Editor, THE proposal to increase nomination fees by the Electoral Commission of Zambia (ECZ) will reduce the participation of youths and women to aspire as elected representatives at various levels.

There should be deliberate affirmative action that allow youths and women to participate in the democratic process such as aspiring for public office at various levels.

The proposal to increase the fees for nomination will negatively affect the participation of the youth and the women by reducing the number of those who aspire for elective office.

The increase of the nomination fees is by more than 150 percent and one wonders where the logic is in increasing theses fees by more than 50 percent.

Statistics already show that

there only 17 percent women in parliament and only three elected youths out of the 156.

These numbers are already a source of concern to the women and youth and the proposed increase will reduce their participation further.

Youths and women are in the majority and there is need for their interest to be well represented at decision-making fora such as the National Assembly so that legislation that favours their interest is tabled and well protected.

The proposed fees will also reduce the quality of candidates to participate as many might not be able to afford the fees therefore compromising the quality of candidates who we will have in parliament and various decision-making organs.

Already we have Members of Parliament whose level of participation in the House is

very poor and does not inspire any confidence to our generation and challenges that we face as young people.

ECZ should instead find ways of ensuring that youths and women participate in elections through affirmative action that will level the playing field and the proposal to increase nomination fees doesn’t address that it in fact makes the situation worse.

Our call is for ECZ to drop the proposal of increasing the nomination fees and consider ways of ensuring that youths and women participate in the electoral cycle effectively without the limitation of high nomination fees.

Dear Editor, THE Patriotic Front Kabwe Central Member of Parliament and Deputy Chief Whip Tutwa Ngulube is on point in helping the 2021 UPND losing candidate Mr. Hakainde Hichilema understand that politics of deception can never win him any election.

Why is Mr. Hichilema telling his followers that Mr Tutwa is standing on the UPND ticket next year when even our cat at home knows that his loyalty is to the pro-poor PF? I have always told my online friends that the best person to have known the crookedness of Mr. Hichilema is our late President, Mr. Levy Patrick Mwanawasa, MHSRIP. In his book, he cautioned Zambians over the slippery character of the man, saying: "The problem Mr. Hichilema is having now is the fact that he wants to cheat, to mislead, to show that he is what he is not. His understanding of politics is that it doesn’t matter; you can cheat, provided you get your goals!"

Tutwa Ngulube is Mr. Kabwe Central whose loyalty is to President Edgar Lungu and his PF-led government. I am not a great fan of Tutwa but I took great interest in this story because I love to expose the lies of Mr. Hichilema.

As a country, there is an urgent need to shift from people-based blind loyalty type of politics to issue-based politics, what I refer to as politics of development.

REFLECTION: Tutwa counsels Hichilema and his retrogressive UPND The current political system has failed us in that it has led us towards the pull him down syndrome. We don't want to admit anything positive about those in power because more often than not, we lack the ability to discuss solutions to the various challenges people are faced with.

Let's always bear in mind that no one can change any government by fighting it but by coming up with an alternative development agenda that should render the existing one obsolete.

Consequently, Mr. Hichilema must realise that being a Bally on Facebook cannot match being Tutwa Ngulube on the streets of Kabwe Central. Only his blind followers will pay attention to his

And as such, allow me to say Tutwa is right, the UPND and its leadership must focus on discussing issues that affect an ordinary child in rural Zambia and not mere politics of power. Let the party discuss, for instance, the Constitution Amendment Bill No. 10 instead of being cowards walking out of Parliament. Let's hear from the party why it's against the Bill at an intellectual level away from politics of deception.

Community coaches drilled to fight GBV FROM BACK PAGE

Speaking after equipping the trained coaches with 775 balls, Mulenga said Government is happy to have partnered with the ZCCP-Kwatu in the implementation of the Coaching Boys into Men, USAID Stop GBV project through sports.

Mulenga said the USAID Stop GBV project seeks to empower 58, 150 boys in 16 districts across the country with the knowledge about the dangers of GBV, HIV and Covid-19.

“My ministry identified, ZCCP as a partner to train coaches in preventing, GBV and HIV so that as they coach and mentor young boys into influential men, the boys would already be inspired to value and respect the rights of women to make decisions about their health and general wellbeing.

Havwala said with support from the government the project will succeed just like in other countries where it is being implemented with support from USAID. Meanwhile, Kanyamabased Sports Aid soccer academy coach Michael Phiri hailed the government for empowering coaches with skills and football.

Phiri said the balls distributed to the coaches will help them because academies face a lot of challenges accessing sports equipment.

INISTER of Sports, Youth and Child Development Emmanuel Mulenga says his ministry has received some recommendations from both FAZ and the Ministry of Health

concerning the resumption of the FAZ Super Division.

Mulenga said in an interview the ministry working together with the Ministry of Health, FAZ and the National Sports Council of Zambia (NSCZ) would sit to assess the recommendations made before making a final submission to President Edgar Lungu for him to consider reopening leagues.

Mulenga said the ministry has been busy working to ensure that calls for the return of football by passionate soccer fans are heard.

He said various sports disciplines such as Cricket have also written to the ministry for Government to allow contact sports for leagues to resume.

Mulenga who was not comfortable disclosing the recommendations made by FAZ and

the ministry of Health said the ministry will present the agreed resolution of the meeting to President Lungu before the end of this week.“We are busy running around so that the league can resume. We have received submissions from the Ministry of Health and FAZ.. the three organs will sit to conclude on the submissions which have been made before it is passed on to

the president to consider reopening the leagues. “We are running around to make sure that we attend to the desires of the soccer fans who are calling on our ministry to make sure that we open the league so under the new normal we want to make sure that the league is open,” Mulenga said.

GOVERNMENT in partnership with Zambia Centre for Community Programmes has identified and trained 763 community coaches to help in the fight against GBV, HIV and Covid-19 pandemic.

Minister of Sports, Youth and Child Development, Emmanuel Mulenga said the trained coaches will help to engage boys from the ages of 9 to 14 on the prevention of GBV, HIV and Covid-19.
