UPND ABDUCTION: KANG’OMBE ARRESTED

OLICE in Muchinga have arrested UPND Sesheke member of Parliament Romeo Kang'ombe and other unknown people for alleged abduction of police officers in Mpika area last week.

The MP and other unknown people have been charged with assault on police and abduction.

Muchinga Province Police Commissioner Joel Njase said Mr Kang'ombe and others have been charged with two counts of abduction contrary to section 253 as read with section 255 of the penal code of the laws of Zambia and assault on police contrary to section 250 of the laws of Zambia.

Mr Njase said the suspects are in police custody in Chinsali and will appear before Chinsali Principal Magistrate on October 27, 2020.

Meanwhile, Mr Njase said an inquiry file has been opened to investigate misconduct of PF and UPND cadres in Mpika.

He said the officer in charge has been directed to summon PF youth provincial chairman Francis Kapyanga, PF Mpika District chairperson Mwape

Musoma and his UPND counterpart.

"These must report at Police Provincial Headquarters in Chinsali and without carrying of persons not summoned," he said.

He said police will not tolerate any breaking of the law with impunity and disturbing the peace and unity this country has enjoyed.

"All officers are further directed to be fair and firm in enforcement of the law," Mr Njase said.

Mr Njase has appealed and warned against abusing social media and engaging in harmful criminal propaganda. Saying it was a question of time before they start accounting for criminal acts.

"We only have one country and promoting hate speech and tribalism will not bring development to this country," Mr Njase said.

First Lady did not interfere in Chanda Kambwili release

By SILUMESI MALUMO STATE House has refuted reports that First Lady Esther Lungu intervened in the release of Chanda Kambwili from Police custody.

Ms. Lungu has denied the claims and asked Diamond TV to retract their story.

The First Lady says she respects the due process of the law and would not interfere or influence the police to release any suspect.

Ms. Lungu says such an act would be an indication that the First Lady controls constitutional offices which was not the case.

“I therefore, ask Diamond TV to retract the story

and apologise for the embarrassment caused,” she said.

This is according to a statement issued yesterday

PRESIDENT Edgar Lungu has encouraged Zambians to embrace the spirit of patriotism and hardwork for the country to attain success.

President Lungu said “countrymen and women, as we celebrate this year’s independence anniversary, let us reflect on where we came from as a nation. The task of building the nation of Zambia was not easy, but we triumphed.

“We were colonised. We were second class citizens in our own country. We did not have a say about the governance of our country. But we fought and fought and fought until we were free.

“In the 56 years of independence, we have experienced

three Republics. From a plural political landscape at independence, to a one-party participatory democracy introduced in 1972 and a return to multi-party democracy in 1990,” Mr Lungu said in a televised address to mark the country’s 56th independence anniversary.

President Lungu also aid “we remain a multi-party democratic state. In 56 years, we have had 12 general elections and three political parties have ruled Zambia without any acrimony during the transfer of power. This is an enviable record both in Africa and the world. Today, Zambia is among the top most democratic states in Africa.

Mr Lungu said these were strides that we need to sustain and take pride in.

UPND not sincere over voters’ roll - Veep

THE Electoral Commission of Zambia (ECZ) is following advice from political parties and other stakeholders in coming up with the new voters' register, Vice-President Inonge Wina has said.

Ms Wina indicated that the UPND had initially condemned the 2016 voter register and went to court to complain that the voter register needed some adjustments.

ZESCO Limited owes Maamba Collieries Limited (MCL) $350 million since the company started supplying power in 2016.

Maamba Collieries Limited chief executive officer, Rear Shankar, said Zesco had not able to make full payment since inception.

Mr Shankar was speaking yesterday when the Energy Regulation Board (ERB) conducted a familiarisation tour of the power plant in Maamba.

He said this had made it difficult for the company to pay back its financiers.

He said that as a result, Maamba Collieries had defaulted loan payment this year amounting to $100 million.

He said that there were plans to expand power distribution of another 300 megawatts but with the current financial crisis, it would be difficult to do so.

"This year we were not able to pay back the loan amounting to $100 million which is a big crisis as financial institutions and banks do not take it lightly when you default.

"This is a growing concern we cannot continue operating in this manner, the power utility company has not been able to make full payments since we started supplying power," he said.

Mr Shankar lamented that the company has in the past four years been engaging Government and Zesco Limited.

He however disclosed that

the company had a lot of support from Government.

And MCL Head of Corporate Affairs, Commodore Svduir, said that despite Zesco increasing electricity tariffs several times, it had not improved on its poor culture of paying the company.

Meanwhile, ERB senior manager consumer and public affairs Steven Bwalya said the organisation was promoting alternative sources of energy in the country.

He noted that MCL contributed 10 percent of energy on the national grid hence the board would ensure that there was a level playing field.

INDEPENDENCE FOR ALL AS Zambia celebrates the 56th Independence anniversary, it will be prudent for leaders and citizens alike to reflect on some successes and challenges in the country.

Independence anniversary celebrations cannot proceed from a blind angle, hence the imperative need for all citizens to unravel some of the pertinent issues.

Of course, many commentators locally and globally have said that political independence must move hand-in-glove with economic freedom.

Secondly, political independence or freedom must never be laced with internal strife or political violence as it were.

In the academia and elsewhere, it is believed that politics and economics are inseparable because politicians preside over economic affairs of a country.

Therefore, Zambians must work towards opening a fresh page politically, bearing in mind that the country has had its own fair share of economic woes; what with a constricted fiscal space.

No citizen should shy away from the fact that political temperature has reached boiling point and requires urgent cooling before the country gets into campaign overdrive.

Therefore, even in the Independence celebratory mood, Zambians must appreciate that the country is in dire need of an economic remedy.

Captains of industry, the academia and many other stakeholders that have been following the unfolding events in the political as well as economic arena can attest to the fact that it is time Zambians underwent paradigm shift in the manner they look at challenges.

No finger-pointing at this stage, lest we lose focus.

It is important, therefore, to digest the pertinent issues confronting this country so that solutions do not elude this great country.

On the economic front, Zambia owes money to four main types of creditors, and of urgent nature is the $3 billion of Eurobonds issued in strands of $750 million at 5.4 percent due in 2022, $1 billion at 8.5 percent and due in 2024 and $1.25 billion due in 2027.

These bonds were issued in 2012, 2014 and 2015 to finance infrastructure development.

Thus Government owes $2 billion to commercial banks, $2 billion to the International Monetary Fund and World Bank and another $3 billion to China.

Yes, Government has not been sitting idle, but has employed a Eurobond Redemption Strategy, including applying for a six months debt serving suspension.

Government leaders know too well that a default would result in exclusion from accessing credit in international capital markets while international trade would shrink with a tainted reputation.

On the positive front, Zambia prides itself as a peaceful country, having witnessed peaceful leadership transitions through six Heads of State.

Secondly, Zambia was a kingpin in the liberation struggle of countries in the Southern Africa region, hosting South Africa’s ANC headquarters at the peak of the fight against Apartheid.

The current infrastructure development in many parts of the country is an achievement, which requires support.

Health facilities, education institutions such as universities, secondary and primary schools, chiefs’ palaces and roads have been constructed to give the country a fresh appearance.

Therefore, citizens must embrace one another along the lines of “unity in diversity.”

Political players from both sides of the divide must collectively eradicate violence which lingers each time there is an election.

There is absolutely no reason to maim and kill each other after 56 years of Independence.

OVERNMENT should decriminalise use of marijuana to decongest correctional facilities,Chief Katyetye of Isoka has said.

The traditional leader said a lot of villagers are arrested, prosecuted and jailed for either cultivating or using marijuana.

Chief Katyetye said Government should find means of regulating marijuana for medicinal and recreational purposes.

By GRACE CHAILELESOETSA A LYNDHURST school driver has sued former State House aide, Kaizer Zulu, demanding K3 million as damages for assault.

Mr Joe Tembo in his writ and statement of claim filed in the Lusaka High court, stated that in December last year, Mr Zulu had assaulted him in Ibex Hill, Lusaka for causing his accident.

He is demanding K554,000 as special damages and K2,500, 000 as compensation for pain.

Mr Tembo is also seeking damages for torture, anguish and embarrassment resulting from the assault and battery and interest on all sums.

However, Mr Zulu in his skeleton arguments in support to set aside writ of summons and statement of claim, said the K2,500,000 as compensation for pain was irregular as it offended the rules of court governing settling of pleadings.

He questioned how Mr Tembo arrive at the amount of K 2,500,000 as compensation for pain when the same could not be ascertain as a mere matter of arithmetic.

Mr Moono said the convicts have since commenced serving the sentence with effect from October 22, this year.

PF sweeps local govt seats

By SIMON MUNTEMBA THE Patriotic Front (PF) has convincingly won the Chilubi Council, Mbereshi and Kakokose ward by-elections.

PF’s Rosemary Chimbini emerged victorious as Chilubi Town Council chairperson after getting 11,225 votes against her closest rival of UPND, Mushembe Risto who polled 2,960 votes.

PF Secretary General Davies Mwila said the three victories were testimony of the ruling party's nationwide popularity and its dominance on the political scene.

He said the people had chosen development and humble leadership over propaganda, lies and arrogance.

Mr Mwila, who congratulated the PF candidates for emerging victorious, advised them to work to the expectation of the electorate.

"Never forget that you have been elected by the people and that power lies in them. Serve them with honesty and dedication," Mr Mwila said.

Mr Mwila directed all PF structures to go flat out and ensure that eligible citizens get National Registration Cards (NRCs) and register as voters.

“Further, I wish to remind both our structures and mobilisation committees to work in harmony and in line with the party constitution and the terms of reference given to the mobilisation committees to avoid differences,” he added.

Mr Mwila implored those

aspiring to contest the 2021 elections on PF ticked to mobilise freely but in an orderly manner.

He advised aspiring candidates to avoid destabilising those still mandated to work for the people.

“His Excellency has opened the race for all who intend to contest 2021 elections on PF ticket to freely mobilise but we should do so in a proper and orderly manner bearing in mind that we are all members of the same family,” he said.

Meanwhile, Mr Mwila has announced that the ruling party would hold its general Convention once the constituency, district and provincial elections were concluded.

He said the intraparty district elections in the remaining regions would start soon and that according to the party’s central committee directive, district and provincial elections must be finalised before the end of the year.

And Ms Wina has also encouraged women to take up mentorship of young women.

Ms Wina said this at the launch of a book entitled "Inonge Wina-The first woman vice president of Zambia" written by veteran journalist Franklin Tembo senior.

"The purpose of this event is to celebrate humble beginnings and the upward steps made by women while inspiring others to achieve more without losing sight of the greater goals. Service to humanity at whatever level you are on the ladder," Mrs Wina said.

Ms Wina said the boom demonstrated that when women are given the chance to serve the people, great things could be achieved which positively impact society because women come into leadership with different skills.

She said it was important that women measured themselves against the set targets in life.

She also thanked Mr Tembo for managing to reassure her into submission in order to add her to the profile of Zambian women.

"I am happy that the author has dedicated a chapter exclusively to cherish my father's love, care and guidance together with my other siblings. Looking back, I can only say thank you Dad for being the beacon that gave direction to me especially in dark and difficult times," she said.

And Tembo Senior said he decided to write the book because of so many untold stories about the leaders.

Triplets’ mum pleads for help …as man responsible bolts

A 34-YEAR-OLD woman of Kapamangoma village in Chongwe has given birth to male triplets after she faked abortion to a man who advised her to abort.

Cecilia Kababa, who gave birth to the triplets a month ago, is appealing for help as she does not have enough milk for the three babies.

In an interview, she disclosed that her lover who is reported to be married, refused to take responsibility and advised her to terminate the pregnancy. This happened in Chiefteiness Nkomesha’s area.

“He advised me to abort and I faked it because I saw it to be immoral. He has not been seen ever since,” she said.

She lamented that she was going through a tough time at the moment as she was rejected by the man who fathered the babies. And Ms Norah Kababa, who is Cecilia’s mother, appealed to well-wishers to help her daughter and the babies as it was not an easy task to take care of the three babies of the same age. Some well-wishers in Chongwe who learnt of the ordeal have come on board to help.

Noria Buleya of Chikondi Baptist Church has garnered support from ‘Good Samaritans’ yesterday encouraged the family to remain strong and put everything in God’s hands.

She expressed happiness when she learned that the babies were named after three great prophets Nehemiah, Jeremiah and Nahum. She was speaking when she donated assorted food stuffs, baby milk, toys, and blankets to the babies.

Two firms engaged in Lusaka garbage collection

By KALOBWE BWALYA TWO companies have been engaged to manage garbage in Lusaka Central business district (CBD).

Lusaka City Council (LLC) waste management team had been facing various challenges such as lack of fuel, hence the resolve to engage private firms.

HW Solid Waste Management and Clean Friends Zambia Limited would undertake the garbage collection exercise.

Lusaka Central Independence ward Area councillor, George Daka, said the LCC through the waste management team could not manage to manage the garbage that was accumulating in CBD. Mr Daka said it is annoying that the people who were trading on the streets did not mind to handle or trading in a clean environment.

The councillor urged the vendors to always be remindful in the manner they disposed garbage in public places like CBD. He was hopeful that the garbage would be well managed now that the town has been zoned into two.

Mr Daka however called on all vendors to ensure that they subscribe to the two waste management companies so that garbage could be collected on daily basis.

He said some vendors needed to charge their mind-set and not leaving everything for the local authority especially management of garbage.

Meanwhile, Mr Daka has expressed concerned over the mushrooming of restaurants in the city that had been conducting business illegally.

He said despite the LCC, through public health department, issuing orders for then to stop operating illegally, the restaurants had continued operating.

PATRIOTS for Economic Empowerment (PeP) president Sean Tembo has challenged UPND president Hakainde Hichilema to tell the nation if his party has converted to a rebel group.

Mr Tembo said Mr Hichilema should act like a re-sponsible citizen aspiring to rule the country by ensuring that those that kidnapped police officers are brought to book.

He challenged Mr Hichilema to come out in the open and tell Zambians if UPND had converted into an armed rebel group that was no longer sub-ject to the laws of the land.

“That is because our belief is that any citizen, any political party and indeed any aspiring presidential candidate is subject to the laws of this land, re-gardless of the amount of political support that they enjoy,” he said.

Mr Tembo said Mr Hichilema’s callous behaviour was regrettable and designed to bring conflict to the country.

He said the UPND leader’s strategy was to sow seeds of discord among the people.

Mr Tembo said the “scorched earth” approach to politics being practised by the UPND was not beneficial to the citizens and the country.

“We wish to put it on record that several individu-als have previously attempted to ascend to the highest position of President in the past. Some made it, others didn’t.

Most of the previous presi-dential aspirants invested huge sums of money in-to their

quest.

“But when they failed to make it, they did not adopt a scorched earth approach and try to burn Zambia to the ground, in the manner and fashion that the UPND president, Mr Hakainde Hichilema is attempting to do,” Mr Tembo said.

He said the abduction of a police officer was a se-rious offence and that perpetrators must be brought to book.

“We therefore find it regrettable that Mr Hichilema decided to refer to the Police IG as ‘stupid’ merely for requesting that he avails himself for police in-terviews,” Mr Tembo said.

‘Corrupt’ traffic cops defy orders

By OLIVER SAMBOKO TRAFFIC police officers in Lusaka and Ndola have defied directives by the command to stop mounting illegal roadblocks which are contributing to congestion.

Recently, Zambia Police Road Traffic Division officer in charge, Superintendent Yoram Phiri, said snap checks were not supposed to last more than an hour.

Mr Phiri warned that snap checks would be stopped if officers continued mounting roadblocks beyond stipulated period, as they were leading to corruption among some traffic officers.

A check by the Daily Nation, however found traffic officers had mounted roadblocks at different points on the same stretch, less than 500 meters apart and were found on the spots several hours later.

At Kabwe roundabout, near ZRA Headquarters, traffic officers usually hide behind a tree and stop motorists over trumped up faults in order to extort money from them.

At Lusaka city Fire station, a permanent roadblock had been created to trap motorists from whom corrupt officers were extorting money.

“The roadblocks are mounted at peak traffic hours causing

congestion and sometimes you are stopped when pass at a time the robot is orange, especially along major roads where almost permanent secret road blocks have been mounted,” a motorist

complained.

In Ndola, traffic officers mount a roadblock near Chifubu at Fiesta from about 09:00 hours and could go on until 12:00 hours.

Motorists, including mini bus drivers, most of the time made to pay bribes to avoid been booked.

Some traffic offers had been abusing snap check points which were supposed to be random in nature.

According to the Road Traffic Act snap checks were supposed to be conducted before 09:00 hours and after 17:00 hours, to enhance traffic management during peak hours.

Section 21 of the Zambia Police Act also mandate to the Zambia Police to regulate and control traffic as well as keep and maintain order on public roads.

This is not the first time attempts are been made to stop corrupt activities among traffic officers, In 2015, then Home Affairs Minister Davis Mwila banned unauthorized roadblocks in the country.

Celebrate Uhuru with pride – Julius Sakala

By SANFROSSA MANYINDA FIRST black Ndola Town Clerk, Julius Sakala, has called on citizens on the Copperbelt and entire Zambia to commemorate Independence anniversary with pride and unity.

Dr Sakala, 87, said Zambians should be proud to be independent because taking over the running of the country’s affairs from the British colonialists was a challenging task.

He served as Town Clerk from 1966 to 1977 after taking over from Edward Barlow and later on served as mayor of Ndola after leaving the public service.

Dr Sakala, who is also a veteran lawyer, said it was a huge challenge to run the affairs of the local authority as the first Zambian to do so.

“It was a challenge for a Zambian to be given the responsibilities that a white man was undertaking as chief executive officer of the council.

WORLD BANK SUPPORTS ZAMBIA WITH $25 MILLION TO ADDRESS COVID-19

WASHINGTON, - World Bank has approved $25 million to support Zambia’s response to the Covid-19 (coronavirus) pandemic.

Of this amount, $20 million will come from the International Development Association’s Crisis Response Window, while $5 million is grant funding from the Global Financing Facility.

The funds will be channeled through the Zambia Covid-19 Emergency Response and Health Systems Preparedness Project.

The Zambia Covid-19 Emergency Response and Health Systems Preparedness Project will provide support to the Zambian government to prevent, control, detect and respond to the threat posed by Covid-19 and strengthen national systems for public health preparedness.

The emergency funding will support disease surveillance and strengthen screening at points of entry, risk communication and community engagement, as well as strengthen governance and accountability in implementation of the national Covid-19 response plan.

It will also support Covid-19 case management, infection prevention and control, and interventions to maintain essential health services.

“While Zambia has seen a reduction in new cases of Covid-19 in the last two months, it

is important that prevention, detection and response measures are scaled up to prevent further spread of the disease,” said Sahr Kpundeh, World Bank Country Manager for Zambia. “Rapid response is crucial in addressing Covid-19 and to reduce its negative impact on health systems, social services and economic activities.”

The project will be implemented nationwide and is expected to benefit the entire population of Zambia, as Covid-19 poses a risk to everyone.

The primary beneficiaries will be suspected and confirmed Covid-19 cases, and populations at risk such as the elderly, people with comorbidities, medical and emergency personnel, port of entry officials and truck drivers.

“Considering that many of the Covid-19 cases in Zambia have come from outside the country, the project will help strengthen screening at Zambia’s entry points”, said Rosemary Sunkutu, Senior Health Nutrition and Population Specialist and Task Team Leader of the project.

“This component of the project is especially important given that Zambia is a landlocked country surrounded by eight countries, which predisposes the country to risks of importation of diseases from neighboring countries and beyond.”

GOVERNMENT should ensure that mining licences are only issued for areas which have sufficient gold deposits to enable miners to mop up enough for sale to ZCCM-IH. Small Scale Miners Association of Zambia (SSAZ) president, Kunda Chani, said that it would be pointless to issue hundreds of licences in areas which did not have enough resource.

“We want to advise Government that some of the panning licences that are being given must ensure that the areas they are picking for purposes of issuing licences should have necessary gold that our members are looking for.

“There is no point picking areas that might not have necessary mineral. It is important that the technical team at Ministry of Mines guide the Permanent Secretary and the minister well before these licences are issued out,” he said.

Mr Chani added: “Having licences is one thing but the area that you have been cleared to do the gold panning from is the one which is very important.”

“As we issue licences, the technical team that they send on the ground should verify that these areas that they are issuing licences for should have the required gold that our people are looking for.

“That is why we are calling upon Ministry of Mines to work hand in hand with our association so that we can provide guidance because we know what is on the ground,” he said.

Mr Chani said however that his association was happy that Government had been consistent in promoting participation in gold mining.

Farmers’ FISP contributions overwhelming, says Wina

By SILUMESI MALUMO VICE-PRESIDENT Inonge Wina has disclosed that 99 percent of farmers have deposited their K400 contribution towards the Farmers Input Support Programme (FISP).

Ms Wina said 99 percent of farmers had deposited their contributions in order to access farming inputs for 2020/2021 agriculture season under FISP. She said this yesterday in parliament.

“Mr Speaker the farmers on FISP that have contributed their K400 now stand at 99 percent and this goes to show that the farmers have accepted this gesture from government so that we produce the bumper harvest if rains are coming on well this farming season.

“So the farming inputs have gone out across the country and they are being distributed to farmers as of now,” she said.

She was responding to Independent Lumezi Member of Parliament, Pilila Jere, during the vice president question time who wanted an update on the distribution of farming inputs.

Ms Wina said: “Mr Speaker, I just returned from Eastern Province where I was informed by our farmers that this year Government has done a commendable job of distributing farming inputs on time before the onset of rains. This is a reality in all parts of the country.

Meanwhile, Ms Wina said the Ministry of Health would always advise on what point Covid-19 restrictions should be relaxed.

“Therefore, no one must take for granted the peace and freedom which we enjoy today, needless to remind ourselves that this freedom

was attained with blood and death by the forefathers.

“It is for this reason that Independence Day celebrations must transcend political barriers or any other such considerations because it symbolizes our very existence and the foundation of the Zambia we know today,” Mr Mweenda said.

He said anyone who would politicize the day would merely be exhibiting a mark of ingratitude to forefathers for the sacrifice they rendered even paying the ultimate price of death.

“We pay gratitude to His Excellency President, Edgar Chagwa Lungu and the past Presidents for the peace and unity the country has continued to enjoy since independence.

“We wish, therefore, to call on every Zambian, politicians, the clergy and ordinary citizens to be part of the celebrations marking 56 years of self-rule this Saturday which will be held across the country,” Mr Mweenda said.

UPND urges members to register as voters

CITIZENS should put aside personal interests and celebrate the Independence Day while observing Covid-19 health guidelines, Chief Mumena of Kalumbila has advised.

The Kaonde chief said with covid-19 guidelines in place, people should participate in Independence celebrations without being inhibited.

Chief Mumena said that in his chiefdom people had been adequately sensitized on how to celebrate this year’s Independence amidst covid-19 and on what they need to do.

He was speaking in an interview.

“The people have been adequately sensitized on covid-19 and on what they need to do. I think the Ministry of Health has given enough guidance on what we need to do during Independence celebrations,” he said.

The traditional leader said people in his chiefdom were set for the celebrations of this year’s Independence anniversary and that they had lined up a number of activities such as soccer matches, netball and cultural dances.

He said Independence celebrations reminded people of who they are and on how much they contributed to build Zambia.

“I am saying indeed building Zambia is our responsibility and no one else is going to build it if we don’t build Zambia. We, therefore, call upon citizens to be proud of Zambia...proud and free,” Chief Mumena said.

Conserve water bodies, urges expert

UNITED Party for National Development (UPND) in Southern Province has urged the electorate in the region to turn in numbers to and register as voter.

This follows the announcement by the Electoral Commission of Zambia (ECZ) that voter registration will start on October 28, this year.

UPND Southern Province deputy spokesperson, Neto Halwabala, said members should take advantage of the period to register as voters so that they could turn in masse to cast their votes in next year’s general election.

He said that the ECZ) had insisted that old voter register was no longer valid, hence the need for members to register in large numbers.

“We are aware that PF and ECZ’s main political strategy is to disenfranchise many citizens in our country,” Mr Halwabala said.

Mr Halwabala said the decision to encourage people to turn out in numbers had come through after realising that the citizens needed voter education. Mr Halwabala said that the power was in the hands of the people of Zambia.

“We therefore, urge those who value democracy, peace, unity, love and sustainable economic development to register as voters,” he said.

STAKEHOLDERS in nature conservation have called for an increase in the buffer zone for water bodies and land for developments from 50 meters to more throughout the country.

Livestock and Fisheries Department fisheries assistant, Japhet Chiyesu, said the 50 metre buffer zone was not working out for Mufumbwe district, particularly along the banks of the Kabompo River where people had put up lodges while others were doing farming.

“People have been given land along the Kabompo River for various uses.

Farmers have gone as close as eight metres from the river with their gardens while some lodges have facilities almost into the water,” Mr Chiyesu explained.

He said such activities disturbed the natural environment which was key for some fish species and other water living organisms to breed.

“We have living things like crocodiles, hippos and mud fish, the breeding process for these animals is completed on the ground, along the banks of rivers,” he said.

He was speaking in an interview in relation to the Kabompo Catchment Conservation Project by World Wide Fund for Nature – WWF Mr Chiyesu explained that disturbing the eco-system contributed to the depletion or migration of animals like hippos, crocodiles and mud fish.

And a local environmental activist, Lando Mutanda, said increasing the buffer zone from 50 metres to 150 or 200 metres would reduce the pollution of key water bodies, such as the Kabompo River.

“If the distance between the water and developments is increased, it means the amount of soil being eroded will significantly be reduced and so shall be the amount of agro-chemicals being drained into the river,” Mr Mutanda explained.

Mr Mutanda said this would not only help to conserve the fresh waters in water bodies like the Kabompo River but also help in sustaining the life of living organisms in the water.

“If the water and the ecosystems are left undisturbed, we can be assured that the migration and possible depletion of living organisms in the water will be prevented,” Mr Matanda said.

He, therefore, called for concerted efforts from all stakeholders in land allocation and development so that all water bodies in Mufumbwe district were preserved for the generations to come.

Why if we really call ourselves a democratic nation should we advance

political brutality at the expense of political answers that people need to hear on the way forward?

Media houses have also been victimised by cadres who are sent many times to disrupt live radio programmes and yet we claim not only to be a democratic but a Christian nation as well.

All these bad political vices are happening because political heavyweights are using money to induce illiterate cadres to advance their personal agendas against the national agenda, which should not be the case.

Donald Trump, Joe Biden and the Americans are not shedding blood against one another because their mindset is fine tuned to service delivery for the Americans and not for political power, hence we see their campaigns to be peaceful.

We can equally do it if only we remove the "I" and replace it with "WE," to mean us as a nation.

The industry has the potential to bring in billions of Kwacha and contribute positively to the tourism and economy.

It is said that these textile firms collapsed because of the second hand clothes that flooded the market. What we should know is that it is actually not all the people in the country that wear “salaula.”

THE Kwacha is Zambia's legal currency which has been depreciating against the major convertible currencies such as the United States Dollar for instance.

The Bank of Zambia (BoZ) exchange rate of the Kwacha against the United States Dollar was K20.13 as at Monday October 12, 2020.

The Kwacha at various Bureau De Change in Lusaka is trading slightly above K21.00.

The recent depreciation of the kwacha relative to the foreign currencies has led to the skyrocketing in the price of goods and services.

The prices of goods and services have generally more than doubled in the recent past, thereby making it difficult for the majority of the people to afford them.

However, the outbreak of the corona-virus in China last December which has devastated the entire world has been cited as one of the factors leading to the depreciation of the Kwacha.

The corona virus has affected the employees' financial status in that some of them have been dismissed by their employers while others have been put on forced leave owing to low business activities.

The small-scale entrepreneurs have not been spared either by the Covid-19 pandemic. The most affected

business sectors are the hospitality and the manufacturing, among others. The low level of economic activities in our country entails that most goods and services have to be imported.

When the country imports more goods than it exports, the country has to pay for the imported goods in foreign currencies notably the US Dollar. Ultimately, there will be more demand for the dollar.

It is a fact that the majority of Zambians are wallowing in abject poverty as only a few people are in formal employment. Even those in formal employment, their disposable income is low, making it difficult to buy most necessities.

On the other hand, some entrepreneurs don't make enough money through sales by virtue of not selling much of their merchandise. The dire consequence of this is that there will be less sales which translates into less revenue.

The economic challenges are in our midst quite all right. To mitigate the adverse impact of the depreciation of the Kwacha owing to many factors of which the corona virus takes the centre stage, there is need for the government and other stakeholders to find amicable solutions.

‘Zambia needs economic freedom’

Executive Director, Geoffrey Musonda, observed that the country was still behind economically despite celebrating 56 years of independence.

Mr Musonda said the country was free politically, but that it was still not economically independent, a situation he said should be taken seriously.

"This is the time we need to own up as Zambians and run our own economy. Let us run our own mines among other companies so that we can create jobs for our own people unlike leaving everything in the hands of

foreign investors," he said.

Mr Musonda said if the spirit of relying on foreign investors continued, the country could find itself fighting for independence again.

He noted that most foreign investors came under the guise of promoting investment through running companies but ended up enslaving Zambians especially at places of work.

Mr Musonda appealed to Government to ensure that it protected the nation by standing up to run major companies in the country.

He explained that most of the foreign investors abandoned Zambians and went back to their countries of origin knowing too well that they would get away with it.

"We need to ensure that we protect the economy and nation at large for future generations," he said.

Ms Mulenga noted that the council previously had challenges attending the people's cries for road development in the district.

She said it was for this reason the council made it an obligation to acquire a grader to upgrade the roads.

She added that the grader would reduce the challenges and enhance road works that the residents had been crying for.

The mayor called on the residents to be patient as the council was doing everything possible to ensure that the roads were worked on in the earliest possible time.

AIROBI T a n z a n i a President John Magufuli's idiosyncratic handling of the coronavirus pandemic has put the country in the global spotlight. Now one of the region's most unconventional leaders is seeking a second term.

When Covid-19 arrived in Tanzania, President Magufuli didn't believe in people staying at home. He wanted them to get into the churches and mosques to pray.

"Coronavirus, which is a devil, cannot survive in the body of Christ... It will burn instantly," Magufuli, a devout Christian, pronounced on March 22 from the altar of a church in Tanzania's capital, Dodoma.

He would later speak against social distancing and the wearing of masks, and questioned the efficacy of testing after sending various animals and fruit to be checked for the virus - he announced that a papaya, a quail and a goat had all tested positive.

The president said he could not countenance closing down the economy, and excoriated neighbouring countries for doing so.

Although many might dismiss Magufuli's approach as eccentric, it is emblematic of his combative style. When John Magufuli was declared president on his 56th birthday in October 2015, he seemed to be the sort of person Tanzania needed - an efficient, incorruptible president. His results-oriented actions were also framed as applicable to other African countries - a dose of what the continent needed to deal with its governance issues.

On the very first day of his presidency, he sent a stark message that he would not tolerate the country’s chronic absenteeism in its civil service, when he visited the finance ministry offices asking for the whereabouts of those not at work.

He also purged thousands of so-called “ghost workers” - essentially non-existent employees - from the public payroll, and fired officials considered corrupt or under-performing, in public. Sometimes this was even done live on television.

And he clamped down on what he saw as extravagant spending, cancelling Independence Day celebrations for the first time in 54 years. Instead, he ordered a public clean-up, getting his own hands dirty by picking up rubbish outside State House.

In the first year of Magufuli’s presidency, this approach earned him a great deal of praise, inspiring the Twitter hashtag: #WhatWouldMagufuliDo. ILONGWE - The High Court in Malawi's capital, Lilongwe, has handed an influential former cabinet minister, Uladi Mussa, a five-year sentence for the abuse of his office.

Mussa, who served as Minister of Home Affairs and Internal Security during the two-year tenure of President Joyce Banda between April 2012 and May 2014, was convicted alongside former senior immigration officer David Kwanjana for aiding foreign nationals to enter into the country illegally.

Justice Chifundo Kachale, who is also Malawi Electoral Commission (MEC) chairperson, presided over the case and found Mussa and others guilty and convicted them, passed the sentence on Thursday afternoon.

Mussa, 55, was found guilty of abuse of public office, neglect of duty and altering false documents alongside former regional immigration officer David Kwanjana.

Two other people, who were co-accused in the case, were acquitted.

HE Premier Futsal League says it is saddened by the death of Zanaco Futsal Club manager Emmanuel

THE past few weeks has seen a wave of Zambian players trekking down South to play in the much publicised South African Premier Soccer League (PSL).

Former Zanaco duo of Charles Zulu and Chitiya Mususu are the latest to start their “professional” careers in the land of the Bafana Bafana.

A couple of players have also switched camps, with Augustine Mulenga and Justin Shonga having moved from Orlando Pirates to Amazulu and Tshakuma Tsha Madvhandila (TTM) respectively.

One move that has sparked interest is that of international goalkeeper Sebastian Mwange. Different views have been expressed with some feeling the shot stopper moving from Green Eagles to Maritzburg United was not timely.

Some schools of thought have felt the 28-year-old should have waited for the 2021 African Nations Championship (CHAN) so that he could possibly shine and attract better offers.

Well! It’s a valid thought and definitely has some meat to it. But let’s look at the bigger picture.

Mwange is approaching 30 years, actually he will be 29 years by the end of the year which makes him a bit advanced in age to wait for offers from everywhere in the world.

You would agree that it is a rare occurrence for goalkeepers (especially in Africa) to find deals outside their countries of origin. Looking at his age, this move is the best and any delay could have almost meant no professional football for him. Its time to make some Rands (dollars).

Moreover, “the team of choice” as Maritzburg are fondly known, are an established club with stable financial status.Their head coach Eric Tinkler is one of the highest paid gaffers in the financially lucrative league. They are not a minnow as they comfortably finished in the top eight last season and most of their players were very impressive finding themselves in the PSL

For career development, the move looks very good. South Africa always provides a lot of exposure to players. With all due respect to our great nation Zambia, South Africa has some of the best training facilities (our national teams have trained there several times), great football atmosphere and not forgetting the world class stadia.

If there were worries of Mwange warming the benching, he could be assured of a starting berth as first choice goalkeeper Ghanaian international Richard Ofori has switched to Pirates.

The former Green Eagles goalkeeper will surely gain a lot of exposure which will help even at the national team level. At the moment he looks like Chipolopolo coach Milutin “Micho” Sredojevic’s preferred number one and him gaining more exposure and experience will be beneficial as we build on to the Africa and World Cup qualifiers.

Just the exposure he will have in the next few weeks could aid us to glory as we face Botswana next month.

Meanwhile, Mulenga’s move to Amazulu looks promising as well just like the Mwange-Maritzburg.

Mulenga is aged 30, meaning he is in the evenings of his career. He is possibly getting a substantial financial reward at Amazulu.

The former Zanaco player could be assured of more game time as compared to Pirates where coach Josef Zinnbauer seems to have rendered Zambian players as surplus.

The move is surely going to reignite his career.

The move that should raise some concerns is Shonga joining TTM. TTM have exhibited so much disorganisation, just last week they unveiled players (who included Augustine Mulenga) who had not yet signed for the club and during the weekend MTN8 quarterfinal fixture against Gamphani Lungu’s Supersport United, the Limpopo based outfit only had three substitutes on the bench. They don’t seem to know the “administrative” part of football and that could cripple the team. We might not even want to talk about the unveiling ceremony which saw players putting on different brands like Umbro, Nike, Adidas giving us more worries.

Looking at the positive side, what is cardinal is that Shonga may see more action this season which could help in reviving his career.

COPPERBELT MOTORISTS CHALLENGE GOVERNMENT …as fuel shortage bites

HE fuel shortage on the Copperbelt has persisted despite truck drivers having called off the strike four days ago.

On Wednesday, Energy Minister Mathew Nkhuwa attributed the shortage to the strike by the drivers and assured that the stocks were sufficient.

However, four days running after the strike was called off, a check in fuelling stations showed that there was no fuel despite the assurance by the minister.

"Where are the stocks that the minister assured us with?

We were told there was no shortage of fuel but we continue queuing up and waiting for the commodity to be available at the fuelling stations," one motorist Emnanuel Mumbi said.

Mr Mumbi said in Kitwe yesterday that the situation was inconveniencing, stating that most programmes were either delayed or cancelled due to spending much time on the queues.

Another motorists Joel Kamukoshi said the situation was threatening their jobs as the owners of the vehicles were planning to park their vehicles.

In Luanshya, most of the service stations had run out of the commodity and the situation was the same in Mufulira and Chingola.

O

N the occasion of the 56th Independence Day of the Republic of Zambia, I would like to extend to the Zambian people my heartfelt congratulations from the people of Japan.

As all nations around the globe have seen the tumultuous impact of COVID-19 pandemic in this year 2020 so far, so was Zambia’s socioeconomic life very much affected.

Yet, as I found myself unable to travel to other countries, let alone take a leave back home, the most feared scenario could be spared – no lockdown was imposed, necessary medical services were maintained, and, above all, the basic lifeline was kept intact – albeit in accordance with the circumstances of the “New Normal” – masking, sanitizing and keeping social distance everywhere. I take this opportunity to express my sincere appreciation for all the efforts undertaken by the Government of the Republic of Zambia, as well as the Zambian people at large. Every man and woman of this country deserves a high commendation, having made his/her own contribution to mastering this challenge.

Amid these difficulties, I was encouraged to note that the support from Japan in the health sector which I had the pleasure of announcing, was met with an overwhelmingly positive response from the Zambian public. Indeed, Japan’s consistent support to Zambia’s efforts towards achieving a resilient national healthcare system consti-

tutes one of the main pillars of our bilateral relations. As the pandemic may have much longer implications than one might think, I am hopeful and confident that the provision of medical equipment to the frontline medical institutions (ca. JPY 200m, signed on August 20th) and the upgrading of Mushili and Chamboli Health Centres in the Copperbelt to Level One Hospitals (ca. JPY 2.65b, signed on July 14th) will be a meaningful contribution to making Zambia’s medical and healthcare system even more robust.

Likewise, the Finance Ministers and Central Bank Governors of G20 agreed, at their meeting held virtually just 10 days ago, to extend their Debt Service Suspension Initiative (DSSI) by 6 months, beyond the end of this year. This is merely a modest step, and although the main efforts must be made by the Zambian Government itself to achieve debt sustainability, in cooperation with the IMF as well as the creditors and the respective Governments, it will positively bring about an impetus in favour of Zambia. Hopefully, the GRZ will take advantage of this situation and accelerate the reform process that will truly serve the nation and its people.

The period in which COVID practically “contained” me within the Zambian border graced me with a rare opportunity to discover and appreciate the beauty and potential of this country. I am thankful to the fate in this particular regard and hope

very much that the challenge that was imposed on us by the COVID pandemic will trigger an opening of a new era in which this potential will be explored to the full extent – in our East Asian wisdom, a horse that has gone astray may bring back another, which, in turn, may be an omen of a fortune anew. This is how we understand life, and it may also be relevant where life is as wild as the rich game reserve here and there in Zambia. I will assure you that Japan will stand side by side with Zambia even in difficulties in the future as well.

Precisely today 56 years ago, we were witnessing the Ending Ceremony of the Tokyo Olympic Games of 1964. It was here that the national flag of a country which had been formerly called Northern Rhodesia and newly became independent as Zambia, was hoisted internationally for the first time. The Zambian Independence Day thus links automatically with the Tokyo Olympics.

As Japan will be hosting the Tokyo Olympic and Paralympic Games 2020 with a year’s delay next year, I cannot but hope the 57th year since Independence will bring many moments of bliss and affection to all of us, with the Zambian National Olympic and Paralympic Team showing a good performance in Tokyo.

LIMATE change is one of the most significant threats facing the world today. Zambia has been experiencing a number of climate change related hazards including drought and dry spells, seasonal and flash floods, and extreme temperatures.

Some of these, especially drought and floods, have increased in frequency and intensity in the last two decades and have impacted negatively on food and water security, energy and livelihoods of communities.

The country has been implementing interventions to mitigate the effects of climate change, one of which is promoting forest plantations.

The Zambia Forestry and Forest Industries Corporation (ZAFFICO) PLC working in collaboration with the Forestry Department, identified degraded areas for the purpose of establishing forest plantations in order to contribute towards climate change mitigation.

GROWTH OF FORESTRY INDUSTRY IN ZAMBIA …the case of ZAFFICO pany. It was incorporated in September 1982 as a limited company under the then Companies Act Cap 388 of the Laws of Zambia.

Its creation followed the commercialisation of the Industrial Plantations Division (IPD) of the Forestry Department under the Ministry of Lands and Natural Resources.

Currently, ZAFFICO draws its mandate from the Companies Act No. 10 of 2017 of the Laws of Zambia. It was on February 12, 2020, listed on the Lusaka Securities Exchange (LuSE) and is now operating as a public limited company.

ZAFFICO’s business focus is to establish and manage industrial exotic forest plantations and supply quality wood products for local use

and export. The key products offered by the corporation are round wood, treated and untreated poles, Fire wood and Christmas trees.

Plantations Before 2014, ZAFFICO had a total of 48,908 hectares of Pine and Eucalyptus forest plantation areas on the Copperbelt Province. However, the corporation has, in line with the aspirations of the Seventh National Development Plan (7NDP), began an expansion programme.

This is key to job and wealth creation for the people of Zambia.

The corporation has acquired about 50,000 hectares of land in Luapula, Muchinga, Northern and North-Western provinces for the establishment of new

plantations.

New plantations have since been established in Kawambwa district of Luapula Province, Shiwang’andu in Muchinga Province and Kalumbila district of North-Western Province.

The increasing population and socio-economic changes at national and regional levels have led to an increase in the demand for wood and processed timber products.

Value Addition: Pole treatment plant In the quest to diversify its business, ZAFFICO commissioned a pole treatment plant in February, 2018. Located in Kalulushi, the plant has the capacity to treat between 4,000 and 6,000 poles per month.

ZAFFICO is able to treat different sizes of poles to international standard. Treating wood with the appropri-

ate preservative increases its service life to 30 to 40 years on average and helps to conserve trees against deforestation due to accelerated indiscriminate logging.

The short poles can be used for fencing and construction of farms, animal

ranches, chicken runs and residences. They can also be used for construction of chalets, bridges and commercial structures like hotels among other things. Fencing poles may also be used as trusses to hold the roof for sheds and shelters while the bigger sizes are used as standing pillars.

Transmission or utility poles is another category of poles produced by ZAFFICO. They can be used to support overhead power lines such as cable, fibre optic cable and related equipment such as transformers and street lights.

The corporation will continue to be a leading supplier of quality forest and agroforestry products in the region and supply quality wood products as well as engage in value addition of other forest and agroforestry products.

CONTINUED EVOLUTION OF THE ZAMBIA NATIONAL SERVICE PROFILED, 56YEARS ON The Zambia National Service (ZNS) is one of the three (03) wings of the Zambia Defence Force. The establishment has undergone remarkable transformation from the time it was founded in 1963, as a Land Army.

HISTORICAL BACKGROUND OF THE ZAMBIA NATIONAL SERVICE As a Land Army, ZNS was initially established to be a militant wing of the United National Independence Party (UNIP), one of the major political parties at the time agitating for Zambia’s Independence. It was largely meant to be used as a punch in an event that independence negotiations on the round table collapsed.

However, the anticipated armed struggle never materialized as the United National Independence Party (UNIP) together with the African National Congress (ANC) managed to peacefully navigate the nation to independence on 24 October, 1964.

THE ESTABLISHMENT OF THE ZAMBIA YOUTH SERVICE The peaceful acquisition of Independence meant that there was therefore urgent need to demobilize the mostly uneducated and unemployed militant youths and redirect their zeal and energy to other important, post-independence national agenda which was national/ household development and security. This is what led the government to introduce a programme of imparting some form of life-sustaining skills to these unskilled and unemployed youths to enable them look after themselves together with their families, which was also in perfect tune with a robust programme to have them seamlessly reintegrated back into society. The government therefore transformed the Land Army into a productive and a more inclusive organization with a national character in 1965 and renamed it the Zambia Youth Service to help impart skills to the ‘stone thrower’ youths and thus turn them into a productive component of society. This programme went on from 1965 to December 1971.

TRANSFORMATION OF THE ZAMBIA YOUTH SERVICE TO ZAMBIA NATIONAL SERVICE Owing to Zambia’s leading and active role in the liberation struggle of some members of the southern African region from colonial rule, the country inadvertently attracted the wrath of the fascist Ian Smith of Southern Rhodesia (Now Zimbabwe) and the old apartheid regime of South Africa. Numerous attempts to destabilize the country through military raids and bombings were consequently made.

This situation took a heavy toll on the defense assets and resources of our country, especially being inflicted by rival forces with marked superiority both in strength and armament at the time. Government, therefore saw the need to reinforce the Zambia Army by establishing a well-organized military institution to help thwart the persistent incursions. Zambia Youth Service was thus dissolved and a more militant Zambia National Service established through an Act of Parliament on 20 December, 1971.

According to the Zambia Daily Mail volume one number 390 of Wednesday 01 December, 1971, the late Honourable Grey Zulu, then Minister of Defence, informed the nation that a bill had been passed by parliament to have a ‘Citizen Army’ formed. This bill he said was meant to provide for the training of all able bodied young men in the defense of the republic while at the same time im-

parting them with life-sustaining skills in food production. Honourable Zulu informed the nation that the decision was in line with the then Republican President, Dr Kenneth Kaunda’s idea of having a ‘Soldier-Farmer-Citizen’ in line with the earlier announcement made at Mulungushi hall in 1970.

20 December, 1971 is today commemorated as the Zambia National Service Day and the current ZNS Command has since adopted a programme of giving back to vulnerable communities through Service Units spread across the country, partly as a way to make the Service much more relevant to some of the nagging needs of the nation while at the same time fostering civil-military relations.

Major Projects Undertaken Some of the major works that the Service has undertaken over the years include the construction of over 86 kilometres of feeder roads in Msanzala in Petauke District of Eastern Province. Apart from that, the Service constructed Shangombo-Sitoti road in Western and rehabilitated the Zambezi – Chavuma road in North Western Province before linking Zambezi East to Zambezi West banks through the construction of a three-metre high and three-kilomentre long embankment.

Other than roads, the Service recently constructed the Lundazi airstrip to add those constructed earlier like the Siavonga and Serenje airstrips.

The Service, through government support, has installed eighteen (18) of the twenty (20) ear-marked center pivot irrigation systems in identified Units in order to grow high value crops all year round without necessarily having to depend on rain water. Under the pivots, the Service is growing high value crops such as wheat and soya beans. Increased wheat and soya bean production is targeted at helping our country to achieve self-sufficiency/food security through sustainable production of affordable bread, cooking oil and animal feed stock for the benefit of the Zambian people. The Service has also continued to grow the country’s staple crop - maize. The maize is supplied to the Food Reserve Agency

by assuring farmers of more money in their pockets.

ZNS INDUSTRIES ZNS also runs specialized industries as part of government’s industrialization agenda as contained in the 7th national development plan.

The Furniture Factory The Factory located in ZNS Lusaka West Unit planes out and fabricates both commercial and household furniture. Through this Factory, the Service has manufactured benches for hospitals and churches; Desks for government schools and colleges; beds, wardrobe and dining suites for lodges to mention but a few.

The Machine Shop Housed at ZNS Makeni Garrison, fabricates products such as hammer mills, treadle pumps, yenga presses, bunker beds, door and window frames, bolts, nuts as well as steel structures.

The Shoe Factory Initially situated at ZNS Kitwe, the factory has, over the years, been making military and industrial safety boots, school as well as casual and smart shoes that are able to compete favourably with imported ones.

Through Government support, a bigger Shoe Factory has been bought for the Service in Ndola and is being steadily equipped to improve its product range and quality to give the new factory a competitive edge on the local market and become one of the major leather production factories in the country.

Tailoring and Knitting Factory

THE MODERN DAY ZAMBIA NATIONAL SERVICE The key role of the Zambia National Service then and as it continues to be now has been the protection of vital installations, communication centres and high value targets to allow the Zambia Army freedom to conduct other military operations without having to necessarily worry about this aspect of internal national security. Participation in serious military operations, alongside the Zambia Army continues to be undertaken as well.

LAND/INFRASTRUCTURE DEVELOPMENT AND PRODUCTION T he current leadership has been directing the efforts of the Zambia National Service towards transforming itself into a highly versatile and formidable force for national development. During this time especially when the country is enjoying peace, the Service has been expending most of its energies on land/infrastructure development and production activities.

Land Development The Service continues to demonstrate capacity to deliver on important national projects through services it has been rendering to the nation by its engineering arm, the Land Development Branch (LDB) which has been in existence since 1989.

Services have included: Feeder road and airstrip construction; Dam and fish pond construction and Bridge/ Crossing point construction. Others are Infrastructure Development; Land clearing as well as responses to disasters and transportation/bulk cargo haulage

as numerous other dams dotted around the country, including those servicing the Mkushi Farming Block, have been constructed by the Zambia National Service Land Development Branch. The Units responsible for these earth works are situated in all the Provincial capitals of Zambia.

And following its appointment as a local roads authority in 2015, the Service is mandated to construct primary feeder roads countrywide. In order to position the branch to continue with the professional execution of projects, the Service is pursuing a robust programme of systematically replacing aging equipment or beefing up on its current land development and earth-moving equipment holding, using internally generated funds as a way of supplementing government efforts. Through this initiative, a new excavator was recently acquired at a cost of 135 860 United States Dollars.

Further, the Service has been successfully engaged in the construction and refurbishment of national infrastructure like markets and higher institutions of learning. Examples are; Kaunda Square market in Lusaka, HB market in Lusaka’s Soweto area, Down UB market in Mansa and the Zambia Institute of Business Studies and Industrial Practice (ZIBSIP) College in Kitwe, respectively. Currently, the Service is undertaking completion works on two modern structures in Livingstone City – an upper market popularly known as ‘Zimbabwe market’ and an intercity bus terminus.

Production The Zambia National Service has also intensified on its smart agricultural production activities, bearing in mind the climate change phenom-

(FRA). This is meant to ensure that the nation remains staple food secure.

Livestock Other than the production of maize, the Service is also very active in livestock Production. The Service has for some time boasted of eight ranches; seven beef cattle ranches and one dairy, spread across in seven of the 10 provinces of Zambia. Recently, the Service added a ninth ranch by purchasing the 475 hectares Nyati Farm in Choma at the cost of about 800, 000 United States Dollars to support the expansion efforts in the sector.

Apart from Beef and Dairy Cattle, ZNS is also engaged in Piggery, goat, perking duck and poultry production; rearing both broiler and layer chickens in almost all of its production Units countrywide.

Industrial Milling Plants In terms of value addition, the Service through the Presidential Industrial Milling Plant Initiative has been allocated Six (06) industrial milling plants with a production capacity of 240 tonnes each per day. The Six (06) milling plants will be located in Monze, Solwezi, Kaoma, Mpika, Chipata and Kasama respectively. The construction of two (02) of the six plants (Mpika and Monze) is above 80% complete. The intention of government is to see to it that once the plants are operational, they will be able to offload affordable mealie meal on the market thereby keeping the cost of the staple food in check.

The ZNS-managed-Milling plants will also provide a ready market to the small scale farmers as they will be purchasing the local farmer’s farm produce at competitive prices there-

Apart from tailoring uniforms for Zambia Army, ZNS as well as Zambia Police, this factory also tailors uniforms for Security firms, work suits, overalls, dust coats, nurse and school uniforms for both corporate and individual clients. Knitting of various types of children and adult knit wear is also done side by side tailoring. The factory is located at ZNS Makeni with a branch at its sister Unit – ZNS Kitwe.

YOUTH SKILLS TRAINING Under the modern day youth skills programme, the Service, in collaboration with the Ministry of Youth, Sport and Child Development, has trained underprivileged youths in life-sustaining skills in fields like general agriculture, shoe making, automotive mechanics, bricklaying and plastering, plumbing and sheet metal; to mention but a few.

ZNS Kitwe Skills Training Centre on the Copperbelt specializes in training the girl child while ZNS Chiwoko in Eastern Province specializes in training boys. The Service has put up a third youth skills training centre at ZNS Chishimba in Kasama district of Northern Province which, alongside the other two sister centres, will in the coming few weeks commence the next youth skills training programme.

In conclusion, allow me to mention that this article is not exhaustive as there is so much that government is doing through the transformed Zambia National Service. There is need therefore for all Zambians to continue rallying behind the Service for it to continue being an effective tool for national transformation and development.

Africa calls on Caf president Ahmad to seek second term A POTENTIAL second term in office for Confederation of African Football (Caf) president Ahmad is looking considerably more likely after 46 of the continent's 54 association presidents have called on him to run again.

The support comes despite Madagascar's Ahmad, who took charge in 2017, having yet to formally announce his intention to stand in March's elections.

The deadline to apply is November 12, with no formal bid having yet been submitted by any candidate. A statement signed by the heads of all Africa's six regions suggests that the 60-year-old will have widespread backing should he opt to run again, even though he is the subject of an ongoing Fifa Ethics case.

Ahmad has previously said he would seek guidance from the continent's football fraternity before deciding to run, saying he does the role out of “collective motivation” not “personal ambition.”

Ahmad has led the Confederation of African Football since 2017

"Today, we, Presidents of the six Councils of African Football Associations, supported by 46 presidents of our 54 member associations, call on President Ahmad to run for a second term in order to continue with his achievement," the statement read.

"If he decides to do so, we will support him."

A simple majority is required to win the Caf presidential election and only eight African nations did not put their name to the statement - Algeria, Botswana, Ivory Coast, Nigeria, Sierra Leone, South Africa, Uganda and Zimbabwe. Last month, Nigeria FA boss Amaju Pinnick refused to rule himself out of the race, saying there were “a lot of things fundamentally wrong in Caf right now.”

Earlier this week, one possible challenge to Ahmad foundered after Caf Executive Committee member Tarek Bouchamoui was effectively barred from standing.

The Tunisian's hopes of bidding for the presidency have been thwarted after his country's FA president Wadi Jari submitted his own candidacy for the Executive Committee shortly after the registration period opened last month.
