GOVT TERMINATES CHINESE FIRM’S CONTRACT TERMINATION

GOVERNMENT has terminated a contract for Covic Company Limited working on the Luangwa District Hospital for failure to perform according to contractual obligations.

The Chinese firm was awarded a contract

to construct phase three of the district hospital but it has failed to complete the project.

Minister of Housing and Infrastructure, Vincent Mwale, informed President Edgar Lungu in Luangwa yesterday that government saw it fit to terminate the countract because the contractor had not shown seriousness.

PF `REBUKES’ LUSAMBO

N an indirect rebuke of Lusaka Minister, Bowman Lusambo, the Patriotic Front has sided with artists voicing out concerns on national issues such as gold mining.

And Tourism and Arts minister, Ronald Chitotela, has

called for calm in the nation and in particular amongst artistes assuring them of President Lungu's protection as long as they exercised their right to freedom of expression within the confines of law.

Mr Chitotela, who is also Pambashe Member of Parliament says government regrets any public altercation that is perceived to have ensued stating that it had no blessings from the President.

Speaking at a meeting yesterday with leaders of various associations of artistes, Mr. Chitotela reminded artistes that 'with great power comes responsibility" and appealed to them to respect the rights of others.

"Every Zambian and artiste in particular expressing themselves will be protected by the President and my ministry as long as they exercise the right to freedom of expression within the confines of law.

Remember where your rights end that's where another person's rights begin," Mr Chitotela said.

On various radio stations and social media, the PF sided with musicians who had been criticised and threatened by Mr Lusambo.

The PF officials unanimously sided with the artistes who had taken to social media and Facebook in particular to complain against Mr Lusambo’s threats.

PF deputy secretary general, Mumbi Phiri said the PF government would always listen to citizens whenever they raise issues premised on national development.

She said party secretary general, Davies Mwila had clearly indicated that the party would censure its members to allow people express themselves freely.

Ms Phiri was reacting to concerns by some PF officials that musicians who were calling on Government and the President to always consider the plight of Zambians over foreigners were offside.

She however said that the public should be wary of falsehoods that were usually spread online in the name of freedom of expression.

Ms Phiri said negative propaganda had been peddled in the recent past such as false claims by the opposition political parties that government had sold some companies such as ZNBC, ZAFFICO and Kenneth Kaunda International Airport among many others.

She said falsehoods had the potential to bring confusion in the country .

“If people speak and it makes sense we are going to listen,” Ms Phiri said.

She was speaking when she phoned-in during Radio Phoenix’s Friday edition of let the people talk where the PF media director, Sunday Chanda had featured to discuss pertinent national matters .

And Mr Chanda said the position of the party was to listen and respect constructive criticism even from those with positions that it doesn’t agree with .

“The position of the party is that we will and must listen and respect voices of people even when we don’t agree,” Mr. Chanda stated .

He guided that people in the party were also supposed to find better ways of engaging those that they may not agree with at any given time .

“One of the things that we do is that when we get criticism or counsel from citizens we take time to listen," he added.

Meanwhile, Mr Chitotela has clarified that there is no Gold mine in the country that has been sold to any foreigner.

He advised artistes to form cooparatives and apply for prospecting mining licence to explore the sector.

He disclosed that part of the K10 billion announced by the president will be apportioned to CEEC for fair and easier access by artistes and small scale businesses experiencing challenges to meet bank conditions.

Vandalism costs company K1.5m

By NOEL IYOMBWA IHS, a telecommunications infrastructure provider has lost more than K1.5 million in the last three months due to vandalism, director of legal regulatory and compliance, Charles Kabuka has said.

In an interview, Mr Kabuka said that in the last three months the company has lost about K2.7 million in repairing it's towers due to vandalism across the country.

The said that due to vandalism which has become rampant, there has been negative effects on service delivery on networks.

He said that the company is being drained financially in terms of replacing batteries and other parts that are being stolen almost every day.

Mr Kabuka explained that the company has embarked on sensitizing the public through the media and engaging community leaders.

"We want to partner with you the media so that you help us to sensitize the community

on the effects of vandalism on these towers because the people who are involved in these vice are our children, our

nephews and relatives,” Mr Kabuka said.

He disclosed that four people have so far been arrested

in Livingstone and two in Kabwe since January this year.

And Security Coordinator Dennis Xxayeya said that the most vulnerable parts are batteries and fuel.

Mr Xxayeya stated that the company has rolled out a project to engage members of the community to make them understand the negative effects of vandalism.

He regretted that even though the batteries cost more than US$ 200, the vandals sell the batteries at cheaper prices to scrap metal dealers.

He said that there are numbers on the towers which members of the public can call to alert the company.

The company operates 1,757 telecommunications towers across the country.

Varsities, colleges in phased re-opening

By MUKWIMA CHILALA UNIVERSITIES and colleges can begin to open by June 8 but only in a phased manner starting with final year students, Minister of Higher Education Brian Mushimba has said.

Speaking during a press briefing yesterday, Dr Mushimba said that a cautious approach to reopening will be implemented with strict adherence to Covid-19 regulations on social distancing , washing hands , masking and avoidance of unnecessary gatherings .

He said that the opening of the higher learning institutions will be implemented in a phased approach and subject to readiness to resume classes.

Dr Mushimba said that in the first phase, final year graduating students and those in final exam classes will resume classes and that this was applicable to all public and private Universities and colleges. Dr Mushimba further said that his ministry would continue working in close collaboration with other stakeholders such as the ministry of Health , ministry of Local Government and provincial administration. ‘’Graduating students will be the first ones to commence lessons and subsequently write their exams based on calendars approved by their respective senates while foreign graduating students will continue with e-learning and their exams will be conducted online,’’ Dr. Mushimba said.

TEVETA colleges and other colleges will open on July 1, 2020.

The TEVETA examination sessional dates will be reduced to two sessions this year. Examination that were scheduled for April/ May will be held from July 27 to August 2020.

The minister said that exams that were scheduled for July/May would be held from December 8 to 23.

Dr Mushimba noted that returning students will be required to bring their own masks, soap and hand sanitizers as these will not be provided by the Universities and colleges .

He said that before institutions re-open they will need to be inspected and certified ready by the authorities.

Chilufya, Siliya recuperating

By NATION REPORTER HEALTH Minister, Chitalu Chilufya and his Information and Broadcasting Services counterpart, Dora Siliya, who both tested positive for Covid-19 and are in self -isolation, are recuperating well.

Broadcasting Services Permanent Secretary, Amos Malupenga expressed confidence that the ministers would soon test negative and return to work.

Mr Malupenga said the two ministers, who tested positive a few weeks ago, would remain in self-isolation until they test negative.

He said at a press briefing organized by the Ministry of Higher Education that despite the resumption of Parliament on June 9, the Ministers would remain in isolation if the tests remain positive.

Mr Malupenga also said Ms Siliya had been working from home.

Govt ponders revoking SI on night travels

By NATION REPORTER GOVERNMENT may consider revoking the Statutory Instrument (SI) 76 that bans Public Service Vehicles from moving at night, Transport and Communications Minister Mutotwe Kafwaya has said.

Mr Kafwaya said the ministry was consulting relevant stakeholders in the transport sector.

He said during a tour of the Imwiko Lubosi Bridge along the Mongu- Kalabo Road yesterday. "I have made it clear even to my Permanent Secretary that I want a situation where we revoke that SI and allow our people to start travelling at night. Now we are more concerned with the safety

of the people, that is why before we take that step, we have to make consultations. Otherwise my position is very clear, it is that we need to allow our people to go back to travelling at night. "And I consider people of Mongu, who want to go into Katima Mulilo to go and buy merchandise and be able to bring that back to Mongu that they don't need to spend two days but maybe one day.

But as we do that, we are balancing it with the safety of our people," he said.

Mr Kafwaya said government is a listening government and that is why they are consulting relevant stakeholders in the transport sector.

He said Government would ensure that it guarantees the safety of the people.

AKAINDE Hichilema is a staunch backstabber, knowit all leader who does not listen to anyone, and it is not surprising that he is involved in the UPND chaos in Western Province, Patriotic Front deputy national chairperson for mobilization, Geoffrey Bwalya Mwamba has said.

Mr Bwalya, who is popularly known as GBM said he was not surprised that the UPND president, Mr Hichilema went behind his chairperson for elections, Gary Nkombo and reserved his decision to dis-

solve the Western provincial committee.

He said in an interview that Mr Hichilema backstabbed him as well when he was UPND vice president for administration.

“Mr Hakainde also went behind my back when I disciplined some officials in Northern province and suspended them. He instructed the secretary general, Stephen Katuka to reinstate them without even consulting me. So I am not surprised what is happening in their party in Western Province,” said Mr Mwamba.

High Court halts CEC interference in Zesco power supply

THE Copperbelt Energy Corporation(CEC) has been restrained by the Lusaka High Court, from interfering with the supply of power by ZESCO to Konkola Copper Mines limited (KCM).

The High Court granted Zesco and Konkola Copper Mines Limited an order of injunction retraining CEC. Judge Catherine Phiri ordered CEC, it's agents or employees to refrain from interfering with any infrastructure that has been declared as common carrier for the purpose of supplying electricity to KCM by Zesco whether by way of termination, restriction of electricity supply or otherwise.

This is in a matter where Zesco Limited and Konkola Copper Mines in liquidation have sued Copperbelt Energy Corporation PLC for switching off the supply of power to KCM. Zesco and KCM also sought an order of injunction restraining CEC by itself, directors and officers or its agents from interfering in the time sheet agreement between Zesco and KCM through restricting KCM from receiving supply from Zesco pending determination of the matter.

The two companies want an order restraining the CEC from effecting or taking steps to take out any supply units, lines or delivery points to KCM as they are common carriers as declared under SI no.57 of 2020.

They want costs and any other order the court may deem fit.

Judge Phiri, ruling on Zesco and KCM's application for an ex-parte order of mandatory injunction, granted it and ordered CEC to permit uninterrupted supply of electricity by Zesco to KCM. "The defendant by itself or

agents shall permit uninterrupted supply of electricity by the first plaintiff to the second plaintiff using transmission and distribution lines which were declared as common carrier by the Minister of Energy pursuant to Statutory Instrument number 57 of 2020 pending determination of the matter," the ruling reads in part.

Judge Phiri said Zesco and KCM shall be allowed unfettered access and entry to CEC's property or premises in order to enforce the court order.

The court however, set June 11 this year, as date for inter-parte hearing of the injunction.

Meanwhile, CEC in a new matter, has applied for leave of the court to commence judicial review proceedings challenging the decision of Energy Minister Mathew Nkhuwa to declare its transmission and distribution lines as common carriers.

CEC also wants to challenge Energy Regulation Board (ERB)'s decision of May 31, 2020 to direct it to charge wheeling tariff of US$5,84/kw/month.

In a notice of an application for leave to apply for judicial review, CEC has cited the Attorney General and ERB, seeking a declaration that Mr Nkhuwa's decision to declare its transmission and distribution lines as common carrier was unlawful.

It is also seeking a declaration that Mr Nkhuwa's decision to provide a wheeling path for Zesco Limited to supply power to KCM or terms dictated by ERB was illegal and therefore now and void.

Over K3.2bn loan requests in – BAZ SEVERAL applications have been made to banks by businesses and individuals wishing to access the K10 billion stimulus package, the Bankers Association of Zambia (BAZ) has said.

BAZ chief executive officer, Leonard Mwanza said the Bank of Zambia as at last week, had received loan requests amounting to over K3.2 billion.

Mr. Mwanza said K1.7 billion had been approved pending disbursement.

He said the central bank’s heightened awareness campaign regarding the K10 billion loan facility has helped address the misinformation surrounding the facility.

Mr. Mwanza said the stimulus package is aimed at assisting businesses transition through the Covid-19 era and ensure the country has a viable economic sector during and after the pandemic.

He urged the banks to apply prudency and ensure safeguards are put in place to avoid lending money to those that might fail to pay back. -ZNBC

He said maintenance was key in getting value to all the infrastructure being built across the country.

"Unless we maintain this

infrastructure, it is futile because if we don't maintain, we will find that all the infrastructure is damaged and then start to refurbish or construct at a great cost," he said.

Mr Lungu said government would end up blaming contractors if the infrastructure was not maintained.

FRANK TALK GOLD is for Zambians to benefit. This has been the chorus from a cross section of society, more especially those with political inclinations.

But they do not repeat that chorus for Copper, the mineral that has been the country’s economic backbone.

The reasons for this are not farfetched. Talking about gold mining promises political results. It sways those gullible enough to fall prey to the sweet talk, that they are supported.

These are what Dr Lubinda Haabazoka, the Economic Association of Zambia president has aptly described as fake activists. We cannot agree more.

Why are they so vocal now?

They have twisted facts for example on the business contract between ZCCM-IH and Karma of Sudan, claiming that the Sudanese company had been given the mining rights.

ZCCM-IH Chief Executive Officer Mabvuto Chipata has repeatedly explained that the Sudanese company’s only role is with processing the gold mined by Zambian licence holders, more specifically in Rufunsa.

As Mr Chipata explained during a recent ZNBC programme, 'The partnership we have with Karma is not exclusive, it does not say that they will be the only ones who can process gold in the country…we have more gold sites in the country where more can be installed.”

Dr Haabazoka noted and we do agree that the increased passion from some circles over Gold and the entire mining industry is not genuine because organisations showing interest are in sync with multinationals that exploit mineral resources from Zambia.

Dr Haabazoka observed that most of those fighting for gold today cannot even utter a single word against multinationals mining in Zambia.

He said in a Facebook posting that for Zambians to meaningfully benefit from minerals, there was need for genuine activists, not those that come from nowhere simply because that could gain them popularity.

The real activists that Dr Haabazoka would like to see, like everyone else, are those who will defend with a passion what rightfully belongs to Zambians.

An interesting example of their hypocrisy is their silence over the disputes – tax and otherwise – involving the mining companies and the government. They have never voiced any concern or advise to the government on how to get a better deal from the foreign firms.

“Some of you have even gone abroad on activism but have never used your voices to ensure that capital flight and exploitation of Africa’s minerals finish,” said Dr Haabazoka.

Dr Haabazoka challenged people claiming to have passion for the mining industry to issue statements condemning multinationals that do not bank proceeds of mineral exports in Zambia and those that had been falsely posting losses in the mining industry.

They have turned a blind eye to these exploitative practices because speaking out would affect their funding – behaving more like wolves in sheep’s clothing.

A recent ruling by the Supreme Court proves the argument that Dr Haabazoka has highlighted, how the so-called gold mining activists have never defended Zambians’ rights to enjoy the benefits of their minerals – copper.

The Supreme Court on May 20 charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG (GIAG) to undervalue the price of copper.

The court determined that the transaction between Mopani and GIAG International were less than an arm’s length as expected.

Simply put, Mopani was selling copper to GIAG International at a lower price which in turn sold the same product to Glencore who were then able to sell it at a higher price, sharing the profits.

Yet through the years, the mining firm has claimed it was not making any profit. But the court ruling proved what had always been suspected. Mopani, had been cheating over its sales, thus evading to pay the appropriate taxes. It was undervaluing the copper sales.

And just for the record, none of the so-called activists has said any good word about the Supreme Court judgement.

No wonder Dr Haabazoka is peeved, as are genuine patriots.

Glencore? None!! It’s not their ideology. In fact they benefit from the same system that exploits Zambia of its mineral resources. How many times have they stood for the 11, 000 miners that were almost chased by Glencore?? Have they ever confronted the Chamber of Mines?” he questioned.

Dr Haabazoka a said most people only speak now because this could be used to

politically fight their opponents.

He however said Zambia needed genuine activists, consistent to the core and not chancers.

“Don’t chance something you had no idea about last week. You dilute the whole message. Last time we checked, you sided with the mines when they threatened to pull out when Government introduced a tax regime to ensure that minerals benefit locals!

“Some of you have even gone abroad on activism but have never used your voices to ensure that capital flight and exploitation of Africa’s minerals finish,” said Dr Haabazoka.

Lungu orders minister to clear air on gold ‘lies’

PRESIDENT Edgar Lungu has tasked the Ministry of Mines and Mineral Development to clear the air on lies surrounding the explorations of gold.

And the Head of State has appealed to the people of Rufunsa to vote a Patriotic Front ( PF ) candidate in 2021 for development to accelerate in the area.

Mr Lungu said that many lies had been spread that foreigners were taking away gold in the country when it was different on the ground.

He said it was prudent that the ministry and other relevant authorities tell the Zambians the truth.

The President said yesterday when he inspected some gold panning equipment in Rufunsa which had been given to cooperatives, that lies had been peddled on exploration of gold and government was failing to tell Zambians the truth.

There is no foreigner have seen here in Rufunsa, I am just seeing Zambians who have formed cooperatives, President Lungu said.

Mr Lungu said Zambian people needed to know the truth regarding the exploration of the resource than being fed with falsehoods.

President Lungu observed that if falsehoods continued to be spread Zambians would believe which should not be the case.

And in an interview yesterday, Minister of Mines and Mineral Development Richard Musukwa said Government through ZCCM-IH had procured gold processing facilities.

Mr Musukwa said this would enable them to mine the resource in a well-structured manner.

Meanwhile, President Edgar Lungu says Zambia had made strides in reducing morbidity and mortality in under-five children in the last 20 years.

Speaking when he participated in a virtue Global Vaccine Summit with 35 other Heads of states and governments, hosted by the United Kingdom, President Lungu disclosed that the morbidity and mortality in under-five children has reduced from 168 per 1000 live births in 2001 to 61 per 1000 live births.

"We have put up a proposal , which we are now sitting with the ministry of Finance to find ways of how we can review the taxes in the tourism sectors in order to make tourism affordable to locals ..as you aware that the issue of high services charges by tourism enterprises maybe as result of the taxes that operators collect on behalf of government which includes tourism levy and tourism development tax among others," he said.

Mr Chitotela also said his ministry was aware that the adjustment in the taxes may have strain on treasury hence the engagement with the ministry of Finance.

And Mr Chitotela said there was a steady increase in domestic tourism following the reopening of the sector by President Edgar Lungu.

Mr Chitotela has observed that most Zambians were now visiting local tourism sites.

Global recession to induce 3.8% GDP reduction in Zambia

GLOBAL recession caused by the coronavirus pandemic will cause a 3.8 percent contraction in Zambia's real Gross Domestic Product, the Economist Intelligence Unit report has predicted.

The unit however states that in 2021, GDP would grow by 3.2 percent from a low base, a trend that it says would continue, gradually strengthening in 2022-24, reaching 5.5 per-

cent in 2024. It stated in its Political and Economic Outlook Report ending May 14, 2020 that the current-account balance would move into deficit in 2020 as copper exports fall owing to interrupted exports and low prices caused by the coronavirus pandemic.

In 2021, the unit states that the deficit would narrow and move into surplus from 2022 as copper prices recover.

“In 2020 the global recession caused by the coronavirus pandemic will cause

a 3.8% contraction in Zambia's real GDP. In 2021 GDP will grow by 3.2% from a low base, a trend that will continue (gradually strengthening) in 2022-24, reaching 5.5% in 2024,” the report reads.

And the unit stated that it expected the ruling Patriotic Front (PF), led by the president, Edgar Lungu, to remain in power after the next general elections.

It however states that the party's remaining time in power would be extremely

turbulent as a steep recession sets in, causing widespread unrest.

“We do not yet assume a sovereign default, but the risk is growing sharply. Fiscal policy will be lax in 2020 as the government releases fiscal stimulus while pursuing a debt-financed infrastructure programme. From 2021 the fiscal deficit will gradually narrow, starting with deep spending cuts to begin after the 2021 elections,” the report reads in part.

UANO valley residents have intensified calls to Ministry of mines and mineral development to put measures to prevent illegal alluvial gold mining.

And Mines and Minerals development minister Richard Musukwa has promised to visit the area for an on-the-spot check.

Residents complained that foreign nationals mostly from Tanzanians have invaded the area illegally mining alluvial gold along Lunsemfwa and Mulungushi rivers.

They said the situation was

worrying and needed urgent interventions. In an interview, former Luano District Council vice chairpeson who is current Chimika ward Councillor Benford Katiti said it was time government came in to put in place stringent measures to control the situation.

Mr. Katiti said foreigners were reaping were they did not sow and that illegal miners should be stopped.

Mr. Katiti that because of illegal mining, Mashata area has attracted a lot people from different parts of the country and foreign nationals, a situation which has led to hyper of illegal mining and criminal activities.

"Iam appealimg to government through the ministry of mines and minerals development to come and arrest illegal miners of Mashata area in Chimika ward of Luano district.

"Government should come in and put up preventive measures that will provide a lasting solution to alluvial illegal gold mining so as to prevent government to lose out on revenue," said Mr. Katiti.

Mr. Katiti added that government was losing out colossal amount of money through revenues that could be channeled to other developmental projects in health and education sectors.

When contacted Mr Musukwa said he will visit the area. "We are coming there," he said.

Kamfinsa farmers in bumper harvest

MOST farmers in Kamfinsa agricultural area of Kitwe have recorded a bumper harvest and have promised to secure their harvest to avoid hunger at household level.

And the farmers in the area have urged Zambians in general to get involved in agriculture in order to alleviate poverty and promote food security.

In an interview in Kitwe yesterday, the farmers most of whom were harvesting their maize, said they had recorded a bumper harvest because of the good rains and the early delivery of agricultural inputs.

Ms Pauline Nyirenda, said she was happy that she

had harvested 220 x 50 kilogrammes of maize compared to the previous harvests which were in the range of 100 and 150 x 50 kilogrammes of maize.

"We thank God for the good rains and the government for the early delivery of agricultural inputs. These factors have contributed to the good harvest we have recorded.

"As a farmer, I will be responsible and ensure that I secure my maize to avoid hunger at household level.

It would be foolish of me to have a good harvest and then sell all my maize and thereafter I start buying mealie meal.

THE Muslim World League Southern African Region office in South Africa has donated Personal Protective Equipment materials to Zambia worth US$100, 000 to help in the fight against Covid-19 pandemic.

The items include ten thousand face masks known as K95, five thousand 3-ply surgical masks, 5000 worksuits, 5000 face goggles, 1500 Screen-visors and 100 thermometers.

Advisor for African Affairs, Sheikh Walid El Saadi said his organisation was committed to helping Zambia fight Corona virus pandemic by equipping the Health sector.

Sheikh EL Saadi said this when he handed over the equipment to Zambia's High Commissioner to South Africa Major General Jackson Miti at the Zambian High Commission in Pretoria.

And Maj Gen Miti said the donation had come at the right time when Zambia was trying to flatten the curve of Covid -19.

He said the donated Personal Protective Equipment would be beneficial to many Zambians and health facilities in both rural and urban areas. Maj-Gen Miti also thanked the organization and the Kingdom of Saudi Arabia for the good gesture rendered to Zambia. He said Zambia and the Kingdom of Saudi Arabia had enjoyed good diplomatic relations.

Meanwhile, Ambassador of the Kingdom of Saudi Arabia to South Africa, Sultan Al Angari, who witnessed the handover of the donation, said his government would continue to render help to Zambia owing to the good relations shared between the two countries.

Mr Al Angari said countries need to unite during this period of the Covid-19 pandemic and help in whichever way possible to fight the pandemic.

COMMUNITY Schools in Chipulukusu township of Ndola have received materials from the Ndola District Chamber of Commerce and Industry (NDCCI) to help mitigate the spread and contraction of Covid-19.

NDCCI Council Secretary Joseph Malisawa said the business sector in Ndola had donated to 17 community schools in Chipulukusu towards the fight against Covid19.

Mr Malisawa said 2, 000 washable face masks, 288 bars of soap and 120 bottles of liquid soap had been presented to the schools.

The civil works encompasses the reconstruction of the road under two Lots; Lot 1: Chinsali – Isoka (100 km) and Lot 2: Isoka – Nakonde (110 km), to be implemented concurrently, over a period of 40 months with due cognizance taken of the rain patterns in the region.

Mulenga has urged the district officers to do proper sensitization to farmers on the importance of the exercise.

“There is need for feedback once the results are out, whether positive or negative.

It is also important to go back to a farmer whose animals are negative to encourage them to continue taking care of the animals", he said.

Earlier, District Fisheries and Livestock Co-coordinator Chainda Chainda says the district has started the sensitization activities.

The Provincial and National team are in the district to give technical support to the district staff as they start the measures which will lead to controlling the disease.

The ZTIP contains, among others, more than 30 general information pages which are specifically designed to help businesses operating in Zambia to be more efficient.

Govt releases K6.73 billion

By NATION REPORTER GOVERNMENT has started the process of reviewing the 2020 budget following a reduction in revenue inflows due to the Covid-19 pandemic and other factors, as it releases K6.73 billion to finance developmental and other public service delivery programmes.

Through the reviewing of this process, planned expenditure will be adjusted in line with revised revenue projections, says Secretary to the Treasury, Fredson Yamba.

Mr Yamba explained that one of the key outcomes of this process was the containment of the 2020 fiscal deficit within manageable limits.

Mr Yamba further said a sum of K1.80 billion was released to cater for scheduled domestic and external debt payments.

He explained that this was in line with Government’s commitment to debt reduction.

‘Stable mining regime vital’

“Therefore, Laboratories conducting tests for Covid-19 using molecular techniques must adhere to biosafety standards and good laboratory practices as enshrined in the biosafety guidelines/standards for the NBA,” she said.

Ms Lombe said the Authority commended molecular laboratories such as the Virology Laboratory at University Teaching Hospital,

AM aware of traders conducting their businesses outside Mulenga clinic premises because we allowed them so that we can complete the market project, Ndeke Ward Councillor Aaron Lungu has told the Daily Nation.

Marketeers at Mulenga market in Kitwe have for some time now been trading outside the clinic starting from the gate, a situation that has brought concern among clinic management as well as members of the community.

The health centre becomes second in the district from Chamboli clinic whose premises were also invaded by traders.

But the councillor explained that the council was working towards completion of the market shelter, hence, having granted the traders permission to trade at the clinic premises.

"We have allowed them to trade there for at least four months as we are working on their shelter. We regret

Mr Lungu said the traders would leave the clinic premises as soon as the shelter under construction was completed.

especially in the wake of Covid-19 outbreak.

The health workers also complained that the traders were leaving the place untidy and made so much noise at the premises.

And members of the community complained that it was inconvenience for traders to invade the clinic when the environment should be kept clean and free from noise.

"The clinic is visited with a lot of people with different kinds of diseases and allowing customers to go there is a serious danger. We buy food, drinks among other food stuffs at the place that is why we do not feel safe," one of the community members Agrippah Lombe said.

Mr Lombe complained that cases of theft in houses near the health centre had become prevalent because of overcrowding.

Meanwhile, Kitwe City Council Town Clerk Mbulo Seke confirmed to the Daily Nation that a team of officers was dispatched to the area to clear the traders on grounds that the act constituted street vending.

He said that the traders would soon be cleared from the clinic premises.

Ministry of Local Government Permanent Secretary Bishop Edward Chomba says the council should ensure that service delivery be done without leaving anyone behind in line with government’s agenda.

Dr Chomba said the local authority should ensure that the services are provided to the consumer’s expectation.

He was speaking in Kaoma yesterday during his tour of duty shortly after inspecting projects being undertaken by the local authority in the

Meanwhile, Dr Chomba says his office will commence negotiations with CGC construction company, to help the local authority to utilise its equipment to rehabilitate feeder roads in the District.

Dr Chomba said the contractor has capacity to help the local authority with road works going by his state of the art equipment which has remained idle for some time now.

And Kaoma Town Council Secretary Raphael Kamanga informed the Permanent Secretary that the Council

stands ready to work and service the general populous of Kaoma adding that the greatest challenge has been on road maintenance equipment which has remained obsolete.

Lstone vendors win back streets

THE Livingstone City Council has succumbed to the pressure from street vendors to allow them to trade on some of the selected streets within the central business district (CBD).

Last week, vendors in the tourist capital protested against the forceful removal from the streets without giving them alternative trading areas.

The vendors demanded for the immediate transfer of Town Clerk Gertrude Chibiliti and Council Chief Security Peter Kaunda accusing the duo of pressing

for their removal from the streets.

But on Monday after consultations and engagements by stakeholders, the council succumbed to the pressure and gave in.

It was resolved that vendors could conduct business on Kapondo street and Senanga road and on the frontage of Hindu Hall.

However, the local authority made it very clear to the vendors that conducting business along the corridors of the main Mosi-oa-tunya road remained illegal and no one would be allowed.

Cooperative provincial chairperson Fredrick Sakala told the Daily Nation in Livingstone.

That all members were back to the designated streets.

LOW NUMBER OF THE CORONAVIRUS CASES IN AFRICA BAFFLES SCIENTISTS

AIROBI - Like most African countries, Kenya has recorded few coronavirus deaths and infections.

With 71 fatalities and slightly more than 2, 000 cases, Kenya may be lucky even as the pandemic ravages Europe, the United States, South America and other parts of the world.

Except for North Africa, where 1, 900 deaths have been reported, the other regions – East, West, Central and Southern Africa – had registered 2, 394 combined by yesterday.

Africa has about 152, 500 Covid-19 cases, with 4,344 deaths and 64, 047 recoveries.

Compared with other parts of the world and initial disease models, Africa is doing well in terms of the number of infections and deaths.

And now, researchers say Africa is a unique case.

A youthful population and warmer weather are reducing the transmission of the deadly virus, according to a study published in the American Journal of Tropical Medicine and Hygiene.

The research by a team of Kenyan scientists says a combination of the two factors “is likely to contribute even more to the low transmission and reduced disease severity in Africa.”

The researchers reviewed recent studies conducted

elsewhere and analysed and compared disease patterns and trends in Italy, the United States, Nigeria and Kenya.

“The contrasting trends of the pandemic in countries presented and the studies cited make the combined effects of warmer weather and youthful population a compelling explanation of the low Covid-19 transmission and severity in Africa,” the report says.

The study adds that the premise that Africans are not getting the coronavirus or dying from it because of pre-existing immunity from exposure to cross-reacting coronaviruses “is intriguing but requires further studies.”

The researchers argue that due to the high transmissibility of Covid-19 in vulnerable populations, the few cases introduced in Af-

rica could have triggered a full-blown local epidemic.

But the rate of transmission is still low in Africa, months after the first cases were reported.

African countries’ mitigation measures seem less stringent compared with Europe and the US. Social distancing is almost non-existent in Africa while lockdowns were not practicable “because of poverty and reliance on the informal economy.”

It means that while measures taken by governments to control the spread of the virus may have worked, they may not have been effective in controlling a spiral infection. The continent is poor and it was expected that increased Covid-19 infections would overwhelm its health systems.

A team of researchers from the London School of

Hygiene and Tropical Medicine did a mathematical modelling in April, which projected that Africa would have 450, 000 coronavirus cases by the second week of May. The researchers projected that every country in East Africa would have at least 10, 000 cases by May 10.

At the beginning of May, WHO predicted that 183, 000 to 190, 000 people could die of Covid-19 and 29 million to 44 million could get infected in the first year of the pandemic “if containment measures fail.”

The lower transmission rate of Covid-19 in Africa, says the UN agency, suggests “a more prolonged outbreak over a few years.”

But it appears Africa is resilient, and many countries are considering reopening their economies.– DAILY NATION, Kenya.

Uganda starts testing all ministers for coronavirus KAMPALA - All government ministers in Uganda are being tested for coronavirus.

According to the spokesperson for the health ministry they will be screened every two weeks because of their frequent movements across the country.

He adds that some of 79 officials had previously been tested but none were found to be positive.

As we reported earlier, Uganda’s Prime Minister

Ruhakana Rugunda has announced that he is self-isolating for 14 days after some of his close contacts tested positive for coronavirus. He said that his own test was negative.

Dr Rugunda chairs the national task force for Covid-19, his responsibilities have been delegated to the first deputy prime minister Moses Ali. Staff at the Office of the Prime Minister are also be-

ing tested.

Uganda now has 557 confirmed cases with most being lorry drivers but the number of community infections is rising.

The government has been easing lockdown measures introduced more than two months ago.

‘It’s not over’: COVID-19 cases rise in some nations easing lockdowns: WHO GENEVA - Some countries have seen “upticks” in Covid-19 cases as lockdowns ease, and populations must protect themselves from the coronavirus while authorities continue testing, the World Health Organisation (WHO) said yesterday.

The epicentre of the pandemic is currently in countries of Central, South and North America, particularly the United States, WHO spokeswoman Margaret Harris said.

“On upticks (in cases), yes we have seen in countries around the world I’m not talking specifically about Europe - when the lockdowns ease, when the social distancing measures ease, people sometimes interpret this as ‘OK, it’s over’,” Harris told a U.N.

“It’s not over. It’s not over until there is no virus anywhere in the world,” she said. Harris, referring to U.S. demonstrations since the killing of George Floyd 10 days ago, she said that protesters must take precautions. “We have certainly seen a lot of passion this week, we’ve seen people who have felt the need to be out and to express their feelings,” she added. “”We ask them to remember still protect yourself and others.”

To avoid infection, the WHO advised people to maintain a distance of at least one metre, frequently wash hands and avoid touching their mouth, nose and eyes, Harris said.

There are three primary categories of dependent clauses: noun clauses, relative clauses, and adverbial clauses.

Noun Clauses Dependent clauses that function as nouns are referred to as Noun Clauses. For this reason, noun clauses can perform all the roles that a normal noun could play in a sentence, such as the subject or the object of a verb. For example: (a) Whenever we do this is fine with me. (subject of the sentence) (a) She wants to see what is there before she makes a decision. (direct object of the verb see) Relative Clauses Relative clauses provide descriptive information about a noun. Relative clauses are also referred to as adjective clauses, These clauses can either be essential to the sentence (restrictive clauses) or nonessential (non-restrictive clauses). They are introduced by either a relative pronoun or a relative adverb.

Here are some examples: (a) The boy whom we have heard so much about behaved badly at last night’s party. (non-restrictive clause) (b) The man that I have been talking about is being investigated for corruption. (restrictive clause) (c) Any student whose mask is not clean

Adverbial Clauses An adverbial or adverb clause is used, like a regular adverb, to modify adjectives, verbs, adverbs, and sometimes entire clauses.

Adverbial clauses use subordinating conjunctions that connect to an independent clause. For example: (a) I went for a road run before everyone woke up. (modifies the verb went) (b) People are brave while nothing scares them. (modifies the adjective brave) (c) She works better when she is totally isolated. (modifies the adverb better) (d) Suwilanji loved her since the day he met her. (modifies the entire clause Suwilanji loved her) Omitted Subjects in Imperative Sentences In English Language, every clause must have both a subject and a predicate. However, when we form imperative sentences to issue commands or requests, the subject is always implied because the sentence is directed at someone specific (either the reader or the person being spoken to). In this case, we never include the subject. For example:

Burundi top court rejects opposition poll petition BUJUMBURA - Burundi’s constitutional court on Thursday rejected an opposition bid to overturn the results of last month’s contested election, declaring the ruling party’s presidential candidate Evariste Ndayishimiye the victor.

The panel of judges ruled that poll fraud complaints by Agathon Rwasa, leader of the National Freedom Council (CNL), were “null and void,” validating Ndayishimiye’s victory with 68 percent of the

vote.

Rwasa’s share of the vote diminished further in the final results to 22.42 percent.

Provisional results had given him 24 percent.

Ndayishimiye, 52, a former army general who was handpicked by ruling party elites to succeed veteran President Pierre Nkurunziza, will be sworn in in August for a seven-year mandate.

Nkurunziza will step aside after 15 tumultuous years.

His bid for a third term in 2015 plunged the country into political and economic chaos that persists today.

After a campaign marked by violence, Rwasa’s CNL had dismissed the May 20 poll as an “electoral farce,” citing intimidation of voters, the arrest of opposition polling agents, ballot stuffing and proxy voting. The constitutional court - which the opposition has accused of following the ruling party’s orders - said that the CNL failed to provide sufficient proof of its claims. – AFP.

FOREX STASH …Mnangagwa takes aim at banks for 'stashing' forex

ARARE Zimbabwean banks - which include units of Nedbank, Standard Bank and Standard Chartered - are in the line of fire after President Emerson Mnangagwa accused finance institutions of "stashing" foreign currency for speculative street currency dealings, thereby fuelling high inflation through exchange rate distortions.

Zimbabwe is struggling for foreign currency and has been unable to pay for key imports such as fuel and medicines.

Until now, government officials have blamed mobile money agents for driving the soaring street currency trade, which has driven up the parallel market rate for the Zimbabwe dollar to 1:60 compared to the official interbank rate of 1:25.

President Mnangagwa on

Thursday took aim at banks, accusing them of involvement in illegal street currency dealings, and demanding that finance institutions start to pay interest on Foreign Currency Accounts held by corporates and individuals.

"He (Mnangagwa) said he was concerned by the spiking parallel market rate for foreign currency which he blamed for price increases," said a Zimbabwean politician, who attended a meeting of Mnangagwa and leaders of other political parties that exclude the main opposition MDC Alliance, led by Nelson Chamisa.

"He (Mnangagwa) explained that banks were involved in the parallel market where they were selling foreign currency at higher rates, and everyone was surprised to hear this."

The meeting followed a meeting the previous day

between the Zimbabwean leader and the Presidential Advisory Council, which includes business leaders in Zimbabwe.

Finance Minister Mthuli Ncube this week called for robust regulation to control the parallel foreign currency market.

This came as supermarkets, manufacturers and other businesses hiked prices of goods, commodities and services. Mnangagwa’s spokesperson, George Charamba, tweeted on Thursday that there was a "hierarchy of misdemeanours" worsening the exchange rate and "price instability" in the economy.

"Banks have been stashing foreign currency which is then used in the market to spike exchange rates and prices.

Government (has intensified) surveillance (of banks), and has introduced curbs to daily banking operations, including

forcing banks to award interest on FCAs," said Charamba on Twitter.

Zimbabwe has already charged the predominant mobile money platform, EcoCash, which it alleges is running a Ponzi scheme that is precipitating the exchange rate; while the central bank has also asked banks to limit transaction values. – FIN24.

On Thursday, during proceedings that ran to almost 13 hours and which were broadcast live from the prison he has been held in since April, he said he "could not take responsibility without the knowledge of the

AMOUS philosopher and educator William James once said, "The great use of life is to spend it for something that will outlast it."

And truly, Zambian international Collins Mbesuma is a reflection of a man who builds a legacy that will outlast his life.

Zambian football goal scoring exploits can never be talked about without mentioning the burly striker affectionately known as "King David."

Mbesuma is one of the most successful marksmen in the Zambian game having traversed the world owing to his goalscoring prowess.

South African defenders once trembled when they saw him walk onto the pitch, having scored over a 100 goals in the ABSA Premiership and emerged top scorer on two occasions. He also holds the record for the most goals in a single season when he led Kaizer Chiefs to league glory 16 years ago. Mbesuma has now registered another milestone achievement, however, this time around it's off the pitch and may remain as a legacy for generations to come.

Early this week, the Collins

was launched in Luanshya, the town where the striker began his illustrious career and mesmerised crowds with an eagle’s eye for goal.

Such an initiative ought to be commended especially at a time when Zambia has very few well established football academies. The country has been yearning for more talent and the establishment of this academy is right step in the right direction.

But this shouldn't just end on congratulating the 36-yearold on the innovation, it should be a wake-up call to the corporate world to come up with initiatives that will develop sports in the country.

Having more of these academies can bring Zambia back to the glory days when the national team had competitive squads. Academies are like a seed and in years to come, it will sprout, blossom and yield fruits. “King D” is ploughing back to the community that made him a star and today he wants to build more stars that will sparkle in the generations to come.

This should also challenge former and current football stars to follow suit with Mbesuma by establishing football development programmes which will benefit the upcoming footballers. It is not just about the young footballers, it is not about the communities or families these players come from but it is about leaving a legacy in the nation.

People may forget Mbesuma's goals but no one will surely forget this initiative of ploughing back to the nation.

‘Equal resources for all’ Meanwhile, Chirwa who is also Badminton Association of Zambia president implored the electoral committee to be impartial when presiding over the elections.

“We have put in place an election committee which is going to preside over the elections and we hope and trust that the people who have been entrusted to conduct elections would be transparent,” he said.

Chirwa will compete with former board member Charles Mwanza from the Zambia Golf Union and Nicole Sharp Phiri from the Zambia Swimming Union.

Meanwhile 11 candidates

have filed in their nominations for the board members positions.

Last week, Sports Minister Emmanuel Mulenga announced the appointment of ZICTA director Patrick Mutimushi as NSCZ board chairperson.

Mulenga appointed Mutimushi, former Football Association of Zambia president Michael Chiti, Shaileni Desai, motorsport navigator, Urshilla Gomes, Grace Kumwenda and Margaret Siachulu to be part of the board which will have eight other board members to be elected during the June 13 elections.

ROVINCIAL teams may be disadvantaged by the proposals to only play an equal number of teams for the lower league clubs so as to end the league after it was suspended due to the Covid-19 pandemic, Lusaka Tigers chairman Teddy Njovu has said.

Njovu said the proposals by the Football Association

of Zambia (FAZ) to end the lower division leagues after just playing an equal number of games would disadvantage some teams in the provincial competition.

Njovu said his team was in a hurry to win promotion and with football being about competition, the decision would work to their disadvantage. He was however that his club would lose out a year on their five-year promotion plan if the decision was to

stand as it was looking to earn promotion to Division One next season.

“The unfortunate thing is that the decision will advantage certain teams and disadvantage a few other teams because football is competitive. We play football to win promotion like for Tigers we are in a hurry to win promotion to the next division. So for them to come up with such a decision off course we can’t do anything as are

bound by that but it will disadvantage us,” Njovu said. We had a five-year plan and we still have it meaning that one year is gone, we should have moved to Division One then the other year to National Division One then give two, three seasons and then back to the Premier league.

Lusaka Tigers are sixth in the Provincial Division One league with nine games to be played when league action resumes.

Liverpool cleared to win Premier League at Anfield PREMIER League leaders Liverpool could claim a first title for 30 years at Anfield after the initial batch of fixtures of the restart was announced yesterday.

Wins in both of those matches would guarantee Liverpool's first English topflight title since 1990.

But if Manchester City lose at home to Arsenal on June 17, the Reds would be champions if they beat Everton.

Liverpool City Council's safety advisory group will meet next week to make a decision on whether the game can go ahead at Goodison or should be moved to a neutral

venue.

All remaining 92 Premier League games this season will be played behind closed doors, but there are fears that hosting the game in Liverpool could encourage supporters to congregate around stadiums.

Palace's trip to Anfield will kick off at 2015 local time.

The only other match that could be moved to a neutral venue from the first three rounds of fixtures is Liverpool's visit to City on July 2. The mayor of Liverpool, Joe Anderson, voiced fears that "there would be many thousands of people who would turn up outside Anfield" on the day Liverpool's long wait for a league title was ended.

That has been disputed by the club, who said they have engaged with supporters' groups to make sure social-distancing guidelines are followed.

Aston Villa will host Sheffield United in the first match of "Project Restart," followed by Arsenal's trip to City on June 17.

Manchester United's visit to Tottenham will spearhead the first full round of matches spread over four days from

June 19 to 22.

Premier League chief executive Richard Masters said: "We know it won't be the same without our loyal supporters in stadiums but, together with our broadcast partners, we are able to ensure fans can watch or listen to each match live from home."

F Kalusha Bwalya will not be on the ballot, the Football Association of Zambia (FAZ) elections will not take place, Damiano Academy FC proprietor Damiano Mutale has said.

Mutale has sued FAZ and its general secretary Adrian Kashala in the Ndola High Court where they earlier obtained an ex-

parte injunction restraining the association from conducting the election and electoral process.

Mutale said it is unfair that the FAZ executive amended its constitution to block individuals such as Kalusha from contesting the elections. He however noted that Kalusha will be on the ballot after the judgement from the Constitutional Court despite the Court of Arbitration for Sports (CAS) having terminated his appeal where the football icon had challenged FAZ for allegedly denying him the chance to contest the elections.

"We can’t give up because we are fighting for the good of Zambian football which is dead.

"Kalu is still in the race and the Zambian courts will decide whether he will be on the ballot but for us we are very sure that Kalu will be on the ballot after the ruling from the Constitutional Court," Mutale

said.

"We want harmony in our game for football to go forward but if Kalu will not be on the ballot then there will be no elections."

Mutale will have to wait for the Constitutional Court ruling set for June 23, 2020.

Mutale who was also banned for life by FAZ for putting the name of the game into disrepute challenged the association to lift the ban imposed on various individuals whose desire is to contribute to the growth of the Zambian game.

Meanwhile Mutale has urged individuals advising Kalu to forget about the FAZ top job to stop because Kalu has experience to rejuvenate Zambian football.

"It is unwise for people to say that Kalu should forget about FAZ. Kalu is Zambian and as Zambians we are all entitled to take part in the development of Zambian football," Mutale said.
