THE director general Office of the President, Special Division, Mr Samuel Nkhoma has died.

Secretary to Cabinet, Simon Miti said Mr Nkhoma had been unwell and was being attended to by health professionals until his death yesterday.

Dr Miti said President Edgar Lungu expressed shock at the death of Mr Nkhoma and had sent condolences to the family.

He said in a statement that attendance to the funeral house had been restricted to close family members only in observance of the Covid-19 guidelines.

HEALTH MINISTER WARNS AGAINST SELF-MEDICATION IN COVID CASES

HE Ministry of Health has warned against the abuse of hydroxychloroquine, vitamin C and azithromycin in the prevention of Covid-19 by the public as it can lead to drug resistance to treatment of other ailments.

Briefing the media in Lusaka yesterday, Health Minister Chitalu Chilufya appealed to the public to avoid self-medication to prevent early Covid-19 deaths.

Dr Chilufya said the increase in the abuse of the drugs by the public has seen an acceleration in the prices of these medicines in

pharmacies. “Self-medication and subsequent late presentation to our health facilities for patients who have Covid-19 is pre-exposing our patients to very ill states and early death.

There has been talks of hydroxychloroquine, azithromycin and other medicines working,” Dr Chilufya said.

Ministry of Health Director for Infectious Diseases Professor Lloyd Mulenga explained that a drug like hydroxychloroquine which used to cost K30 is now being sold at more than K800 because people are abusing the drug.

“Hydroxychloroquine is a drug which we had been using before for malaria, and we had huge resistance to this drug and that’s why we moved to other drugs. This drug has been associated with better outcomes reported in China,”

Prof Mulenga said.

“But well-designed trials have shown that in those who have severe infection with Covid-19 the risk of dying if someone is taking hydroxychloroquine is higher.

The risk of complications such as heart effects of the drug are also higher,” he explained.

Prof Mulenga said azithromycin which is an antibiotic that can lead to heart failure in Covid-19 patients.

Zambia had in the last 24 hours recorded 275 new cases out of 2, 034 tests conducted with one death recorded at Levy Mwanawasa Hospital bringing the cumulative number of Covid-19 related deaths to 200. Dr Chilufya said the ministry have carried out 92, 000 tests out of which 7, 486 cases have been detected.

New normal demands new economic thinking - Lungu

THERE is need to reposition economic activities to suit the new normal, including finding innovative ways to still encourage tourists to visit Zambia because Covid-19 is likely to continue for the remaining part of the year and probably beyond, President Lungu has said.

President Lungu also said there is need to re-scope some of the on­going infrastructure works to free resources needed to meet emergent demands.

The President was speaking

at State House yesterday when he received the quarterly progress report from the Economic Diversification and Job Creation Cluster.

President Lungu said that there was a more urgent need

by Government to deliver development to all Zambians.

He said the cluster was the engine of Zambia's development through economic diversification.

Mr Lungu said prosperity could only be anchored on reliable energy, transport, information and communication technology, water resources

and quality infrastructure.

Mr Lungu said the future demands that focus was on investing in climate smart agricultural practices, including the establishment of resilient irrigation systems, while harnessing water-harvesting techniques.

"Hope has been restored through various youth and women schemes that have been operationalised to support fisheries and livestock activities in 2020," he said.

President Lungu directed that local and foreign investment be brought into the

Northern Tourism circuit.

He added that the Northern Tourism Circuit has great potential to attract visitors due to its many wonderful sites.

"The Covid-19 pandemic has resulted in lockdowns in most of our partner countries and this has had some immediate effects such as reduced numbers of international tourist arrivals," he said.

Mr Lungu also said due to suspended flights and travel bans imposed by many countries, the global and domestic economies have seriously been impacted.

Chilufya paid all taxes in transactions - ZRA officer

By OLIVER SAMBOKO THERE was nothing illegal in the transactions involving the purchase of 8, 000 shares in Samfya Marines and Tourism Services Zambia Limited by Health Minister Chitalu Chilufya as far as paying taxes is concerned, a ZRA senior officer testified yesterday.

Mr Mambwe Masungaila, a ZRA Assistant Director in charge of informal sector and medium taxpayer office audit unit for Lusaka Province, said all the taxes for the transactions were fully paid within the stipulated 14 days.

He added that all the assessment were orderly done.

In this case, Chilufya is appearing before the Lusaka Chief Resident Magistrate Lameck Mwale charged with four counts of possession of property suspected to be proceeds of crime.

The witness said he was requested by the ACC to

provide information pertaining to property transfersof 6, 000 Shares in Samfya Marines and Tourism Services between Chilufya and Den Daas Investments Zambia Limited.

Mr Masungaila added that there was nothing wrong with the transaction between Chilufya and Leo Jonas Ngosa Investment Limited in the sale of 2, 000 ordinary shares as property transfer tax was paid in full and on time.

He stated that parties indicated on the sale agreement were Den Daas Investments Zambia Limited and Leo Jonas Ngosa Investment Limited as transferrers while Chilufya was transferee.

Mr Masungaila conceded to defence lawyer Tutwa Ngulube's statement that Chilufya was not responsible for paying tax to ZRA in the transfer of shares.

Meanwhile, defence lawyers yesterday complained

that the prosecution was deliberately dragging the proceedings despite the magistrate allocating enough dates to hear the case.

Mr Ngulube who requested that in the remaining dates, the State should prepare all its witnesses, said it appeared that ACC was still investigating the case and not ready to proceed.

In his ruling, Mr Mwale ordered the prosecutors to ensure that more witnesses were brought to court at the next sitting.

Chilufya in the first count is alleged to have possessed US$200,000 which was used to buy 6, 000 shares in Samfya Marines and Tourism Service Limited from Den Daas Investment Zambia Limited, property suspected to be proceeds of crime.

This was between December 1, 2016 and December 31, 2017 in Lusaka.

Count two alleges that Chilufya between January 1, 2017 and December 31, 2017 had K270, 000 cash which was used to buy 2, 000 shares in Samfya Marines and Tourism Services Limited from Leo Jonas Ngosa Investment Limited, property suspected of being proceeds of crime.

In the third count, between January 1, 2018 and December 30, 2019 Chilufya allegedly had K3 million which was used to buy Spark Guest House in Mansa. The money used was suspected to be proceeds of crime.

In the last count, Chilufya between January 1, 2017 and December 32, 2017 had US$52, 000 which was used to buy a passenger boat also known as Transport 32 from Smart Own FZE of Dubai in the United Arab Emirates, property reasonably suspected to be proceeds of crime.

Trial continues on August 24.

‘Fully-paid retired officers must vacate police camps’

By SIMON MUNTEMBA ALL retired police officers who have been paid their package must immediately vacate police camp to pave way for other officers, Home Affairs Minister Stephen Kampyongo has directed.

Mr Kampyongo said Government would soon embark on the rehabilitation of dilapidated houses in police camps to make them habitable.

The minister said this yesterday when he handed over 40 newly-constructed houses for police officers in Kafue.

Mr Kampyongo said it was Government’s policy to address accommodation challenges which had distressed officers for many years.

The minister announced that Government was targeting to construct 12,000 more houses for the security wings across the country in a phased approach.

He said in the first phase, 2000 out of the targeted 2,350 houses had been completed and handed over to the police service.

houses and office space, service provision to Zambians would be compromised and lead to poor service delivery.

He said police officers in Kafue had been grappling with accommodation, which had directly affected the delivery of service to the community.

Mr Kampyongo hoped that the construction of the modern houses would not only motivate Kafue police officers but also enhance service delivery.

Meanwhile, Inspector General of Police Kakoma Kanganja has commended Government for the unwavering support to the police service especially the provision of modern houses.

Mr Kanganja said the provision of modern facilities had demonstrated Government’s vision for a modern and professional police service.

He explained that officers in Kafue were occupying dilapidated houses built between 1954 and 1973 which had become a danger to their lives.

Therefore, he said, the construction of the new houses would undoubtedly alleviate the housing challenge.

And Kafue Member of Parliament, Miriam Chonya, thanked Government for having considered her constituency to benefit from the housing infrastructure.

UPND MPs not parliamentary material, says Chanda

By SANFROSSA MANYINDA UNITED Party for National Development (UPND) Members of Parliament are not fit to be in the August House because they are wasting the time for the people of Zambia with their boycott of important debates and walkouts, the Patriotic Front has said.

Chanda said the UPND was not a viable alternative even if the need to unseat the current party in power came.

"The UPND can never be an alternative no matter what.

Mr Chanda said that the party was self-centred and did not care about the interests of the people but that they only served the interests of one person, who is their president.

He noted that the opposition party did not also take governance seriously, hence, they reason it did not qualify to govern the people of Zambia.

He said that the party would not be taken seriously and may not be considered a second option as long as it did everything to please the president.

"How can a party call itself serious and ready to rule when people know nothing about its manifesto and constitution?

What hope does it have for the Zambian people?" he wonderd. Mr Chanda also said it was time the party got serious and became relevant to the country if it was to be considered relevant.

‘TOXIC’ ACC SLAMMED From Page 1 Speaking on behalf of the group, Zambia Republican Party (ZRP) president Wright Musoma said the fight against corruption will remain a fishing expedition only targeted at dismantling the ruling PF ahead of the 2021 elections because the enemy “was working from within.”

Mr. Musoma said the current status quo showed that the ACC was not only moribund but was out to finish the PF through heightened corruption allegations against senior party and Government officials, including ministers to advantage some opposition leaders. He said some opposition political parties neither had the agenda for the country nor any campaign message for the electorates ahead of next year’s election, save for unsubstantiated allegations of corruption and that it was not surprising that the ACC was toeing the

same line against the PF. Mr. Musoma said the implication of some ministers previously by the ACC was a systematic move to give credence to the same opposition political parties’ claims that there was rampant corruption in Government.

He said the plethora of unconcluded cases against Government officials under ACC investigations and the failure in some instances to provide and adduce credible evidence in court so that those in the wrong were punished was an indication of the ACC’s ineptness.

“The operations of the ACC so far have indicated that they have diverted from their mandate and are now fishing in wrong ponds. Every politically influential individual in Government is now a target because the idea is to finish the PF ahead of the 2021 elections,” Mr. Musoma said.

He said the ACC must be disbanded because it had outlived its usefulness.

Chamber of Mines speaks for mines - Mopani

ZAMBIA Chamber of Mines (ZCM) was elected to represent the mines, what it says is representative of all the mining firms in the country, Mopani Copper Mines public relations officer, Nebert Mulenga has said.

Mr Mulenga said the ZCM speaks on behalf of mining companies therefore their position with regard to VAT refunds owed by Government represented all ming firms.

"The Zambia Chamber of Mines speaks on behalf of the mining companies and cannot say something without consulting the mines. But I would rather ZCM comments on this matter," Mr Mulenga said.

This follows claims by the ZCM that Government owed the industry US$1 billion (equivalent to K18 billion) in unpaid Value Added Tax (VAT) which the Zambia Revenue Authority (ZRA) refuted.

ZRA Commissioner-General, Kingsley Chanda said that mining firms were the ones owing Government and that the ZRA remained silent because it was bound by tax payer confidentiality.

The ZRA also threatened to expose cheating mining firms over the claims if the ZCM continued peddling “falsehoods.”

When asked whether the chamber’s stance was representative of Mopani’s position, Mr Mulenga said ZCM cannot issue a statement without consulting mining firms.

He said the position taken by the chamber was representative of all mines before referring the newspaper to ZCM for a detailed comment.

Daily Nation investigations revealed that the mining industry owed Government in excess of K19.68bn in unpaid tax revenue.

PETROLEUM BILL ENACTMENT AWAITS NOD

‘Spring TV operating illegally’

SPRING Television is operating illegally because any form of media whether functioning through radio frequency spectrum or an electronic communication network such as internet is required to obtain a broadcasting lincence, the Independent Broadcasting Authority (IBA) has said.

IBA board chairperson, Mabel Mung’omba said any form of uni-directional electronic communication intended for reception by the public, section of public or subscribers to any broadcasting needs to be licensed.

“Any person wishing to operate or provide a broadcasting service in Zambia, regardless whether it would be conveyed through radio frequency spectrum or any electronic communications network such as internet, is required to obtain a broadcasting licence from the IBA,” she said.

“Any form of uni-directional electronic communication intended for reception by the public, section of the public or subscribers to any broadcasting service, conveyed by means of radio frequency spectrum or any electronic communications network or combination thereof,” Ms Mung’omba said.

Ms Siamachoka urged households to deliberately incorporate roller mealie meal in their diets, adding that it is higher in nutritional content and relatively cheaper than breakfast mealie meal.

And Ms Siamachoka said that the Covid 19 pandemic has continued to trigger a massive spike of uncertainty in the country.

She observed that the increase in Covid cases is as a result of relaxation of adherence to safety guidelines and measures is being exhibited by both individuals and authorities.

STATE DENIES ACC OFFICER SUSPENSION CLAIMS

But Mr Manda testified that the total income for Dr Chilufya from his legitimate earnings were more than the assets he is accused of having obtained corruptly.

He also told the court that Dr Chilufya obtained a K15 million loan from the Development Bank of Zambia and K2 million from the Citizens Economic Empowerment Commission. Mr Manda also said he did not have any evidence that Dr Chilufya had the money mentioned in the indictment. He said he did have evidence that Dr Chilufya had the K3 million used to buy Sparks Guest House from Mansa Batteries and $200, 000

used to buy 6, 000 shares in Samfya Marines and Tourism Services Zambia Limited from Den Daas Investments Limited.

He also agreed with defence lawyers that there was no evidence that Dr Chilufya had US$52, 000 which was alleged to have been used to buy a passenger boat from Dubai.

Mr Manda said after analysing Dr Chilufya’s source of income, he came to a conclusion that his earnings were more than the total value of properties he is accused of obtaining illegally.

This prompted social media to go abuzz with claims that Dr Miti had ordered the suspension of Mr Manda.

Government sources however, told the Daily Nation that Dr Miti had not made in such directive and efforts to reach him proved futile by press time.

SURVIVING COVID THE advent of the coronavirus pandemic or COVID-19 has wreaked havoc with world economies and Zambia is no exception.

As nations locked down their borders, it slowed down the movement of goods for both the exporters and importers.

This as a result led to an increase in prices of commodities. To make matters worse, a weakening local currency has added to the burden.

This means the government has to be innovative to ensure that they keep revenue rolling in even as they remain closed either totally or partially as the case is for Zambia.

Covid-19 is here and apart from claiming many lives and putting so many people out of jobs, it has also disturbed the normal life as people know it. The worst part is that it has also impacted earning ability of people.

This is not just affecting Zambia but other countries and everyone has to find a foothold and new ways of making a living.

This is the point President Edgar Lungu was making when he met provincial ministers at State House, and implored them to start thinking positively about the future and making plans on how to improve their areas.

Not only improve their provinces but ensure that the areas are economically sound and able to provide for the people.

The President is obviously cognizant of the hardships of those whose businesses have remained closed as the coronavirus ravages the country.

In the midst of this surging pandemic, the country has to survive and its citizens must make out a living.

The ministers have to figure out how to revive business that are safe enough to operate within the new normal.

Smart ministers will know that the best way to do this is to garner some local business brains and listen from everyone. No single solution can work everywhere, and so each province must work at finding a local solution which people can relate to.

The important thing is that people’s livelihood should not be allowed to degenerate into abject poverty.

At a global level, what is true is that whether governments chose total or partial lockdown, the results have been similar with businesses almost dying due to reduced economic activity.

The impact in developing countries is of course expected to be far worse than countries which can afford to pay their citizens to stay home. Zambia like many other struggling nations, does not have such capacity and hence the reluctance to go for a total lockdown.

Already, it is clear that the economic activities have shrunk not just with the closure of schools and bars.

This is not the time however, for leaders to fold their arms and wait for manna from heaven or a miracle to solve all the problems being encountered.

This is the time for true leadership to come up with tangible solutions to help citizens improve their living standards. It is time for communities to come together to be assured that the enemy is the Covid pandemic which should be defeated.

Like President Lungu told the provincial ministers, it is time to press hard on the pedal and accelerate development.

On Thursday, the president directed provincial ministers to strive to improve the welfare of the people in all regions.

Mindful of the prevailing circumstances, President Lungu said the Covid-19 pandemic must not derail Government's development agenda and urged the ministers not to take their feet off the pedal.

Mr Lungu was speaking at State House when he received regional cluster reports from provincial ministers.

In light of the pressure the Covid-19 pandemic had exerted on the government to unprecedented levels, there is need for ministers to step in the gap and starting thinking outside the box. They have to be resourceful in finding means of raising revenue to help balance the social needs of the people.

In the last three years provincial capitals have been hosting expos which included foreign participants and we expect that from these, there should have been positive responses in terms of new business investments.

The first step is for ministers to ensure the residents in their areas adhere to Covid-19 prevention guidelines. Embracing new normal business investment must be accompanied by respecting prevention guidelines.

ZAMBIA EXTENDS DRC MUKULA TRANSIT DEAL

GOVERNMENT has extended the Mukula transit deal with the Democratic Republic of Congo (DRC) for one year.

DRC had written to the Zambian government to reconsider extending the deal because the Congolese had not completed transiting the consignment.

Zambia is therefore preparing a Statutory Instrument (SI) to support the extension so that trucks could start

moving from the neighbouring country.

THE Local Government Association of Zambia (LGAZ) has distanced itself from demands that the suspension of the Lusaka and Kitwe city councils be rescinded.

On Tuesday, LGAZ member, who is also Chibombo Council chairperson, James Ntalasha, demanded the reversal of the suspension of the councils when he featured on a live phone-in radio programme on Power FM in Kabwe.

But LGAZ Executive Secretary, Maurice Mbolela, said the association had not issued an official position on the matter. Mr Mbolela said LGAZ was still studying the matter and would at an appropriate time issue an official position.

"I just want to correct the impression that has been created. The association has not yet issued a statement on the matter, we are yet gathering information and at an appropriate time we are going to issue an official position," he said.

Mr Mbolela said Mr Ntalasha made the statement in his capacity as Chibombo Council chairperson and not the spokesperson of the association.

response are managed prudently,” Mr Nyambe said.

Mr Nyambe commended the Ministry for the open-door policy they had exhibited so far as it was cardinal to the successful implementation of the project.

“We believe that the Ministry’s openness thus far shows that civil society and government entities can collaborate around common causes such as what our project seeks to achieve.

“Our hope is that the Ministry of Health will continue to exhibit this openness even when it comes to other matters that are of public interest,” he said.

Mr Nyambe a called on Zambians to take the lead on an individual level and supplement Government’s efforts in the fight against Covid-19.

TEVETA urged to develop e-learning curriculum THE Ministry of Higher Education has tasked the Technical Education, Vocation and Entrepreneurship Training Authority (TEVETA) to develop an e-learning curriculum and learning platform for skills training in the wake of the Covid-19.

TEVETA Director General Cleophas Takaiza said the e-learning platform once developed will facilitate continued provision of handson skills training amid the Covid19 that has restrained students from undertaking lessons in training institutions.

MP empowers ZCTU’S COSMAS MUKUKA MUST Chasefu youths VACATE OFFICE, INSISTS MINISTER

CHASEFU Member of Parliament, Gerald Zimba, has empowered three youth groups in his constituency with donations worth K56, 000.

Mr Zimba donated a welding machine, carpentry equipment, carpentry tool boxes and K1, 000 cash to each group.

He also pledged to pay for any person willing to train the beneficiaries for the period of six months.

Mr Zimba has made himself available to pay for logistics needed for the trainer.

“Even though the

groups formed already have skilled people, specialised skill is required,” he said.

Mr Zimba assured youths that it was President Edgar Lungu's desire to see them empowered with life surviving skills and innovation.

Mr Zimba, who is Eastern Province PF vice chairperson, said time had come for youths in the province to get empowerment.

He urged young people to remain focused and believe in the leadership of President Lungu if they were to benefit from real empowerment.

She said the ministry has a mandate of regulating the labour sector, including the labour movement.

Ms Simukoko could however not state whether Mr Mukuka has vacated the office or not.

HE directive for Zambia Congress of Trade Unions (ZCTU) Secretary-General Cosmas Mukuka to vacate the position is in line with the new Employment Code Act of 2019, Labour and Social Security Minister Joyce Simukoko has said.

Ms Simukoko said the Act does not allow a person who is not in employment to be a leader of the labour movement.

The minister insisted that Mr Mukuka was not eligible to hold the position of ZCTU Secretary-General because he was no longer an employee.

WALVISBAY Corridor Group has commended Zambia on the milestone achievements in road infrastructure development in the country.

WCG Business development manager James Kaposa said that the commissioning of the flyover bridge on Kafue Road in Lusaka is of the sole import getaway to the southern ports in the region and any hold up in traffic movement is not good for trade.

“Imports and exports for Zambia via Walvis Bay Corridor that feeds into Kafue road have been on an incremental trajectory for some time now as it is the only route that has cost serving benefits for cargo originating from Europe and Americas in terms of shorter transit time, “ he said.

ECZ asks ConCourt to throw out losing candidate’s petition

THE Electoral Commission of Zambia (ECZ) has submitted to the Constitutional Court that the petition by losing Lundazi Central parliamentry candidate against Member of Parliament Lawrence Nyirenda is an attempt to circumvent the Constitution and the electoral process act.

The ECZ therefore, wants the court to throw out the petition as it is way out of the prescribed time.

This is in a matter where Colonel Bizwayo Nkunika, the former Zambian High Commissioner to London and losing independent candidate in the Lundazi Central parliamentary elections, petitioned the election of Mr Lawrence Nyirenda for allegedly not holding a full grade 12 certificate.

He claimed that Mr Nyirenda was not supposed to take part in the elections because he allegedly does not have a Grade 12 full certificate or its equivalent

as required by law.

Col Nkunika dragged Mr Nyirenda to court as the first respondent and cited ECZ as the second respondent.

Judgement in this matter has been reserved to a date to be communicated.

However, ECZ in its final submission urged the court to dismiss the petition with costs because election petitions are supposed to be heard by the High Court.

“Even assuming there is anything wrong with the election of Nyirenda, we respectfully submit that such a matter should be heard by the High Court and not this court as per the dictates of the Constitution. In the premise, we humbly pray that his court dismiss this petition with costs,” read part of ECZ’s submission.

ECZ contended that the petitioner seeks to sway the court into making a moral judgement following his failure to challenge the nomination or the election results.

He complained that the road is dilapidated to such an extent that it is not only slowing down movement of goods and people but it is posing a grave risk to both goods and people.

He appealed to the government to consider undertaking repair works of the road adding that the road does not only handle imports and exports for overseas trade but contributes to the growth of agriculture in Zambia as there is increased exports of Agro products into the Namibian market.

FRA hauls 152,947 bags of maize from Serenje, Chitambo

THE Food Reserve Agency (FRA) has bought 152, 947 bags maize from Serenje and Chitambo for the 2019-2020 marketing season.

Serenje District Commissioner, Musonda Chunga, said the maize in 50 kilogrammes bags, were bought from 32 satellites depots in the two districts.

He said Serenje and Chitambo had been allocated 16 satellite depots each.

Mr Chunga said the highest depot in maize purchase in Serenje was

Mulilima with 13, 009 bags while the lowest was Lupiya with 2, 145 bags.

Mr Chunga said Chitambo’s total purchase was 77, 561 bags with the highest satellite depot being Chalilo at 11, 277 bags.

The lowest was Masase with 757 bags.

He appealed to farmers to sell their maize produce to FRA because the price was not very different from the other buyers.

Mr Chunga noted that if farmers sold their maize to FRA, they would promote national food security and help Government stock enough in food reserves.

"I would encourage farmers to sell maize to FRA because the price is not very different from the other buyers.

"This would also be a way to help Government to have enough food reserves after all farmers benefit from Farmer Input Support Programme FISP,” Mr Chunga said.

GOVERNMENT has paid the K22 million arrears in allowances for staff that were engaged in the 20152016 mobile National Registration Card (NRC) exercise, Home Affairs Minister, Stephen Kampyongo has said.

The minister has also warned against any disruption to the 2020 mobile registration exercise by people purporting to be monitoring the process.

Mr Kampyongo announced at a press briefing yesterday that Government had settled the arrears of officers who were engaged in the mobile issuance of NRCs. "May I take this opportunity to make mention that the arrears for allowances for some officers who worked during the 2015/2016 mobile registration exercise have since been paid," Mr Kampyongo said.

On the 207 officers in the Copperbelt reported to have not been paid yet their balance of K15,000 each, the Minister said the delay in paying them was due to wrong bank details that needed to be corrected in the system.

EAZ EMPOWERMENT …1.2 million people GALORE targeted to benefit

BOUT 1.2 million entrepreneurs are expected to be empowered in the next two years through an initiative which has been put in place by the Economics Association of Zambia (EAZ).

The initiative is meant to boost entrepreneurship in the country.

Citizens Entrepreneurs Development Programme (CEDP), which will officially be launched on the 28th of this month, aims to collaborate with local people in the agriculture, mining and urban business initiatives such as digitised taxi services.

For the agriculture component, CEDP has partnered with African Green Resources (AGR) a world-class Zambian agriculture company, which will overseas anchor investors.

EAZ National Secretary,

Mutisunge Zulu, said the programme was targeting to empower 1.2 million entrepreneurs in the next two years.

"Our target is 1.2 million entrepreneurs in the space of two years. So if we can have all these, you can imagine how many jobs alongside the value addition would be created," Mr Zulu said yesterday at a press briefing.

Mr Zulu said beneficiaries would go through an assessment process once the selection exercise which will be conducted through a digital platform subject was done.

He stressed that many beneficiaries would be reached out to using the digital platform.

"There will be an assessment process and that will be done throughout digital platform because we are seeing the benefits of using technology. So we are bull-

ish about this programme," he said.

Mr Zulu stressed that there would be transparency during the implementation of the programme to be done by independent assurance monitoring by external auditors.

Chitambo Council boost agro project

THE Chitambo District Council is preparing 50 hectares of land for rice production in order to broaden its revenue base.

Council chairperson, Lastone Chibuye, said the idea was to promote sustainability in operations and improve service delivery to the public.

In an interview, Mr Chibuye said last year the Council cultivated 21.5 hectares and will increase production this year to over 50 hectares.

He said out of the 21.5 hectares cultivated the previous farming season, the local authority realised over K400,000.

Mr Chibuye said agriculture was the corner stone of the economy, hence the de-

cision by his council to get into rice production.

"We are on course, we are preparing about 50 hectares of land for paddy rice pro-

duction to broaden the revenue base and promoting sustainability," he said.

The Council, he said, was working on extension of the project to 1,000 hectares in future. He said the Council has vast marshland potential for economic growth that will utilise it for the benefit of the district.

Mr Chibuye said the council was working hard to become self-sustaining and provide quality service delivery to the communities.

He said the local authority has invested into the hospitality industry as another income generating venture to attain sustainability.

Mr Chibuye said the council plans to become economically independent between five and 10 years to come.

He said farmers under this programme would have a readily market as it would promote value chain.

Mr Zulu explained that farmers would be provided with all the necessary inputs such as seed needed for crop production.

Farmers, he said, would need to be trained on how to manage their crops and finances.

CEDP chairperson, Lubinda Haabazoka, said the identification process of the beneficiaries would start next week.

Dr Haabazoka said: "we are moving in next week to start identifying potential recipients then start training them."

He urged all beneficiaries to be responsible as they took part in the initiative.

The programme, he said, was a vehicle meant to create wealth by fostering entrepreneurship.

IN the absence of healthy dollar inflows, the Kwacha is anticipated to trade on the back foot in the near term.

This is after the Zambian Kwacha weakened on Thursday due to dollar demand from the energy sector and multinational companies while supply remained thin on the day.

Absa Bank Zambia indicated that at 08:30, commercial banks quoted the Kwacha at 18.25/18.30 per dollar, unchanged from its previous close.

"The local unit gradually lost ground in both the morning and afternoon sessions on an uptick in demand to hit a day’s low of 18.32/18.37 on the bid and offer respectively were it closed," Absa said in its daily market update.

Zambia Industrial Commercial Bank (ZICB) said the Kwacha traded close to the 18.40 level testing an intra-day low of18.33/18.38 on the interbank.

ZICB said an uptick in demand weighed down on the local unit which opened at 18.25/18.30 and has traded on the back foot for most of the week.

"The Kwacha closed at 18.30/18.35, a movement of K0.05 compared to its open.

Market liquidity is currently at K3,013 million, compared to K3,609 the previous day," ZICB said.

Manufacturers call for robust strategy …economic challenges biting

THE manufacturing sector needs a new strategy and a rethink of how to sail the current turbulent economic challenges posed by Covid-19.

Tough economic times and the Covid-19 call for effective measures, says Zambia Association of Manufacturers (ZAM) Chief Executive Officer, Florence Muleya.

Ms Muleya indicated that the tough times called for increased dialogue between manufacturers and different policy-making bodies.

The first step, she said, was a mapping of different threats and opportunities.

“For instance, the Covid-19 outbreak provides an opportunity for manufacturing firms to tap into local and regional value chains.

“Looking ahead, the sector needs a new strategy and a rethink of how to sail the current turbulent economic waters,” she said in an interview.

Ms Muleya stressed that manufacturers needed to raise their voices together to the Energy Regulations Board’s increased electricity and fuel prices.

Manufacturers, she said, should illustrate the huge strain the adjustment would have on the already struggling manufacturing sector.

She also said the call for proposals to the 2021 National Budget would require unison voices from the sector.

Ms Muleya said 10 years before 2030, the manufacturing sector continued to perform despairingly on account of several challenges.

She said faced by threats on both internal and ex-

ternal fronts, the sector had still got more than 20 percentage growth points to overcome.

“Firstly, even with its abundant raw materials, the country lacks capital equipment and other inputs necessary for transforming and adding value to the raw materials.

“Secondly, the right mix between industrial, trade and tax policies are yet to be found, leaving uncertainty on the domestic economy, not excluding the manufacturing sector,” she said.

Ms Muleya said a steady policy environment was relevant for the growth of the sector as it allowed for effective planning.

“Does this mean that manufacturing is doomed going forward? Certainly not. While, the sector may be challenged, these scales can be tipped,” she said.

HIS not the democracy we need. There is an urgent need to come up with a new governance system that must prioritise development over political hegemony. But one cannot find a lasting solution to a problem one does not understand.

Since national resources are managed through political decisions, let's, then, try to understand why the west is brainwashing us into accepting what has terribly failed.

To overcome this brainwashing, we need decolonised, open minds to be in political offices of influence, people who are willing to invest in critical thinking and, to a greater extent, leaders who will avoid passive actions such as praying for the rain to fall from heaven but those who will invest heavily in irrigation in the face of drought.

There is hardly any rain in Israel but the nation is probably the world's premier in agricultural technology. It's a mindset thing.

Africa won't eat western democracy. What it needs, are practical solutions to quench its thirst for sustainable development. But sadly enough, Africa spends more time and resources on politics than it does on development.

When a bus arrives for a named destination, all those going to the destination will willingly board the bus with others waiting for their bus to arrive. No one is considered stupid for choosing a bus of one's destination.

What our leaders must realise is that democracy, as the possibility of the people making collective decisions for their common good, is something that cannot be taught or imposed from the outside.

We all know what we want as a free people. The enormous popularity of the Cuban revolution in the face of outside interference and economic isolation, in my opinion, suggests that this approach of a non-partisan people power electoral system may be the best for economic development in the Third World. Allow me to describe it in brief.

There is no campaigning in Cuba, the candidates do not promote themselves and money is not a factor in their election or decision making.

Their biographies, including photos, education, work experience and other relevant matters are posted conspicuously throughout their permanent, unchanging residential districts for months

before the elections.

In the Cuban view, freedom is the participation in power by the people and it should make a lot of sense to all of us who value cooperation and consensus because it promotes integration and equality among people and a strong sense of a community based on good education of all and public control of mass media to maintain a unity of purpose.

Youths be responsible by refraining from social vices Dear Editor, IN Bemba, there is a wise saying which goes: Imiti ikula empenga. This means that the children of today are the future leaders. This saying has been said from time to time again.

In another vein, it is evidently clear to state here that the greater part of Zambia’s population comprises the young people or the youths in other words.

For the current generation to produce credible leaders in future, there is need for this category of people to position themselves and one the ways to do this is by leading exemplary life.

Leading an exemplary life in this context means refraining from drug abuse such as cocaine, dagga, casual sex which might lead to contracting of sexually

transmitted diseases including the deadly HIV and AIDS to mention but a few.

It is heartbreaking to see most youths of the current generation ruining their lives by engaging in such vices which should not be the case.

Even as we battle the Covid-19 pandemic, let’s still be mindful of our social behaviour because AIDS is still there.

Youths can make a meaningful contribution to the national economy by venturing into income generating ventures in view of the looming unemployment levels in the country. They can do this by accessing empowerment funds from the Ministry of Youth and Sport, CEEC and other institutions providing support.

There are many business opportunities which should be exploited by those who are very innovative. In this way, they will be able to earn a living and create job opportunities for their fellow youths.

Moreover, it is said that an idle mind is the devil’s workshop. It is incumbent upon every youth to be responsible for his or her own life by refraining from the social vices.

Furthermore, they should venture into something that would add value to their lives by providing an income for them. The time to act is now. E. PHIRI, Lusaka.

WILL be the first one to admit that there will always be some unhappy insects at every

corner of our planet, Zambia included.

But to resort to insulting those in power to express your unhappiness is probably the worst form of primitivity.

My fear however is that as we get closer to 2021, our year of general elections, the situation might get really nasty.

Many so-called political party leaders will develop loose mouths and become prized “insultants.”

People should quickly realise that there can only be one leader in State House at

a particular time.

Those who think they can only earn Plot One through insults should be told in no uncertain language that politics is about sharing pragmatic ideas as the nation struggles to develop economically.

Zambia is a Christian nation which should not only observe but practice high moral standards.

This also means that those who practice tribalism are equally political lame ducks which should not be entertained by Zambians who cherish peace in the nation.

Zambians will not eat insults

and want leaders with practical ideas to take them to the promised land.

They want leaders who can help turn their abundant natural resources into money for their well-being.

So as we approach 2021, my earnest appeal is to politicians to be levelheaded and practice issue-based politics.

Anything else will not do because the peace we have so far enjoyed may be lost and put future generations in jeopardy.

The problem however has been at implementation level where most well documented policies are just on paper much to the annoyance of the general populace.

It is therefore good and encouraging to see our government launch a number of youth empowerment programmes aimed at creating jobs for youths.

I and many other Zambians hope this Youth Empowerment Plan will be easily implemented to benefit the target group and not be another set of good policies on paper.

I also hope there won't be a lot of bureaucracy and red tape in the implementation unlike situations where we have seen intended youths fail to easily access CEEC and Youth Development Funds because only associates benefit, mostly people related to the high ranking officials responsible for implementation.

I therefore urge the Youths to take advantage of the introduced empowerment plans to fruition. We have seeing ministers launch a number of empowerment programmes of late. Let’s give them a try.

Dear Editor, II is a very well-known fact there can only be one republican President in the country after every general elections.

As for those opposition leaders and individuals attacking President E d g a r Lungu for no apparent or unjustifiable

reasons, we know they don't mean well for our country. This is because they seem not to know what they are doing.

They are miles away from political reality. If anything, they should provide checks and balances in the good governance of our country.

The head of State has been attacked most of the time by some people and opposition leaders whose main preoccupation is to enter State House by whatever means, including violating the electoral process.

President Lungu has a national development agenda for the country. This is because he strives

to deliver development equitably to all parts of the country regardless of ethnic grouping or the voting pattern.

For President Lungu to achieve this objective, there is need for all Zambians to support him. The period of politicking ended on August 11, 2016 when the general elections were held and we have to wait for 2021.

For now, it is still time for work and everyone has a role to play towards the country’s economic development.

So let’s continue supporting President Lungu.

‘Keep off tailing dam, it’s dangerous’

By ROGERS KALERO COUNCILLORS must desist from allocating plots on the foot of tailing dam in Parklands because it can bury the whole city if it is disturbed in any way, former Kitwe Town Clerk Ali Simwinga has warned.

The tailing dam, which stretches from Parklands to Nkana East and town centre, was formed from dumping during early mining activities.

Mr Simwinga said reports that some people had allocated plots on the foot of tailing dam number 25 was a sad development because such activities were tantamount to creating a disaster in waiting.

He was reacting to reports that residents on Chandamali Road in Parklands were not happy with the construction works on the foot of the tailing dam between Mawlaik Barracks and Parklands Secondary School.

Mr Simwinga said the concerns of the residents were genuine because the dam could bury the whole city with dust if it was disturbed in

TRUCTURES which have been constructed in the Nkana Polo Club premises are illegal, Kitwe Town Clerk Mbulo Seke has said.

Mr Seke said the structures were illegal because they were constructed on a piece of land belonging to ZCCM-IH and whoever allocated them did not get consent from anywhere.

In an interview in Kitwe, Mr Seke said those who were still constructing structures on the premises were doing it at their own risk as the owner of the land could get a court order and demolish all of them.

YOUTHS have called for more sensitisation on youth empowerment programmes so that all youths in the country can benefit and not only a privileged section of the society.

This was in reaction to the K30 million youth empowerment fund which was recently announced by President Edgar Lungu.

Mr Valentine Mukwemba a youth of Ndola trading in the central business district said information was insufficient on how the youth empowerment fund could be accessed.

Mr Mukwemba said he had only learnt of the empowerment in passing and had no idea how to access the money nor which offices to visit.

Ms Mariah Chileshe, a restaurant owner at Kansenshi market, said that the youth empowerment fund programme was only meant for those close to corridors of power and not everyone.

A barber at Premium Plaza in Ndola said there was need for a clear procedure on how to access the funds so that as many youths as possible could benefit.

Youths In Action for Sustainable Development (YASD) Executive Director, Zebedy Lukwesa, appealed to Government to find a way in which youths in rural areas would benefit from the funds.

Mr Lukwesa said a good number of youths in rural areas had no idea of how to access the funds because no one took the time to explain it to them.

He urged the Ministry of Youths, Sports and Child Development to send a team in the rural areas to explain the basics of proposal writing as well as to sensitise them on the programme.

"A good number of youths don't know how to write business proposal, a situation that makes them unwillingly and uninterested to participate in accessing the funds," he said.

On June 25, this year President Lungu called on youths to participate in various empowerment initiatives.

The President announced that Government had approved K30 million youth empowerment scheme targeting artistes countrywide to be launched in Lusaka soon.

THE uncoordinated manner in which some mobile booths are being mounted in the Central business District (CBD) has unsettled the Kitwe City Council (KCC).

The council has observed that most of these booths are being mounted without its authority.

KCC Public Relations Officer Nelly Nkolongo said that the mandate to manage public space, streets and road reserve was vested in the local authority.

She said this was in pursuant to section 16(2) of the Local Government Act No. 2 of 2019 of the Laws of Zambia.

"The Council is therefore committed to providing an enabling environment to the informal sector so that citizens can participate in growing of the economy and as such vending booths are facilities which offer financial and communication business space to the informal financial and communication subsectors of the economy," she said.

She said it was for that reason that the local authority enforced the orderly placement of booths in the city to ensure that all booths were standardised and conform to

Some residents told the Daily Nation that the ZCCMIH and Copperbelt Show Society had plans to put up a modern hotel, but the rapid illegal allocation of land perpetrated by the former Polo Club workers, councillors and council workers disrupted the programme.

“What I know is that the Show Society and the ZCCMIH had an ambitious plan to construct a modern hotel, which could accommodate guests at the show. Not only accommodating guests at the show, but also create employment for the local people,” Joe Mambwe said

Identify the units of the terms work, energy and power.

Work.

The term work is used in our everyday interactions. For example, people normally say I have gone for work. Children also usually say that Daddy or Mommy has gone for work. However, in physics, the term work has a different meaning.

The term work is defined as the product of force and the displacement in the direction of force. The SI unit for work is joule(J) or Newton- meter(Nm). The formula for work is expressed as follows: Work = force x displacement W= F x d This means that when a force is exerted on an object and the objects moves through some displacement in the direction of force, then work has been done.

However, if force exerted on the object and the displacement are not in the same direction, then then there is no work done.

For example, a man carrying a log on his shoulder through some distance is not doing any work because the force he is exerting on the log and the distance covered are not in the same direction. The only instance when this man does work is when lifting the log putting it on the shoulder.

We should also be quick to state the similarity and difference between work and moment. Both work and moment are measured in Joules or Newton-meter.

Moment is the product of force and the perpendicular distance from the line of action while work is the product of force and the displacement in the direction of force.

The law of conservation of energy states that energy cannot be created or destroyed but it can be changed from one form to another. Certain devices are used to change one form of energy to another. Few expect an easy passage into the quarterfinals and if they get there, even fewer expect them to survive against Bayern Munich, the tournament’s most convincing team so far, who will surely finish the job against Chelsea in their last-16 tie.

Confusion! That is what has characterised the premature end to the 2019/2020 Zambian Super Division.

No sooner had Nkana players, staff and fans gone into celebration and gearing for the hoisting of the coveted title, did the Football Association of Zambia (FAZ) announce that the Forest Rangers appeal against Zanaco had gone through, ordering for a replay.

The announcement left many in awe. Why did the FAZ appeals committee wait until Thursday to make the decision?

It must be mentioned that how FAZ have handled this league season has been second-rate. It is understandable that no one was prepared for the Covid-19 pandemic, but ending the league in this manner erodes confidence of fair play and raises more questions. And has also wind-swept

the exciting end to it despite the Covid-19 hitch.

FAZ have been making decisions irrationally which has made the league lose control and direction.

The decision made by the appeals committee to overturn the earlier ruling by the disciplinary committee of awarding Zanaco three points and a 3-0 scoreline was not a wrong one on itself but it was how and when it was delivered that raised an uproar.

The Forest-Zanaco fixture was supposed to be played before all the teams completed their fixtures. For the sake of fair play, the appeals committee was supposed to make a ruling before the crucial game on Thursday.

Fair play has not been exercised and Forest may win the last game considering the fact that Zanaco – obviously demoralised - have nothing to fight for. One mark of a good decision maker is to make timely and comprehensive decisions but FAZ have been far from that in this whole commotion.

FAZ must definitely be held accountable for their failure to handle the league in a proper manner. We hope that this is the first and last time we are seeing such confusion in Zambian football. Let this be a learning curve for all. We continue talking via chailegrace21@gmail.com

HE Football Association of Zambia (FAZ) has apologised for the appeals committee's decision to rescind the ruling by the disciplinary committee to award Zanaco three points for their unplayed game against Forest Rangers.

FAZ general secretary Adrian Kashala said the association regrets the inconvenience made to clubs due to the delay in communicating the ruling from the Appeals Committee which ruled that the game involving Zanaco and Rangers be played.

During yesterday’s press briefing at Football House in Lusaka, Kashala insisted that the Super Division will end tomorrow with the champions declared after the game between Forest Rangers and Zanaco.

"We are not happy at the conduct exhibited by Nkana fans and officials and we expect Nkana to be the last ones to complain because they have been beneficiaries of most decisions made by judicial bodies," he said.

"There are procedures to follow when a game fails to take of.
