He accused the ACC of being in an alliance with media houses hostile to the government spearheading a witch hunt disguised as a fight against corruption to paint the government as corrupt when in fact not.

A CHINESE has been found with a case to answer on three counts of unlawful possession of Automated Transmission (ATM) cards, unauthorised access of data and theft.

Weng Jin Chang, 36, is charged with three counts of unlawful possession of ATM cards, unauthorised access of data and theft of K17, 500 using Zanaco counterfeit ATM cards.

Lusaka Magistrate, Mwaka Mikalile, said she was convinced that the state had a proper case against the Chinese national.

"After perusing the records, and considering the state and defence submissions on case, I find the accused with a case to answer and place him on his defence," ruled Ms Mikalile.

In count one, the accused is charged with unlawful possession of a device designed to overcome security mea-

sures for protection of data.

It is alleged that between May 1 and July 10, 2019, Weng had ATM cards which were designed to overcome security measures for the protection of data.

In count two, Weng is charged with unauthorised access of data and is alleged to have accessed data stored in a ZANACO data base.

Weng in the third count is charged with theft of K17, 500 from ZANACO ATM on July 10, last year.

Spike in BIDs worries LCC

By NOEL IYOMBWA LUSAKA has experienced a spike in Brought In Dead (BIDs) cases, recording 579 BIDs out of 1,396 deaths in three weeks.

This occurred between July 22 and August 11, this year, says Lusaka City Council (LCC) spokesperson George Sichimba.

Mr Sichimba said that the LCC burial permit office recorded 579 BIDs out of 1396 deaths recorded during the period under review.

He said that the number of BIDs recorded represents 41.5 percent of the total deaths recorded compared to 371 BIDs out of 1427 deaths representing 26 percent recorded over the same period in 2019.

Mr Sichimba noted that the rise in the number of BIDs was because residents had resorted to self-medication for fear of been tested for Covid-19 in health facilities.

"This is contrary to Ministry of Health guidelines which requires people to seek medical help at health centres when they are sick or call 909 when they suspect Covid-19 symptoms.

"People who may be keeping patients at home are advised to consider taking them to the clinic for examination and treatment. In this era of Covid-19, people should be alert and visit the nearest hospital for as soon as they observe abnormalities in their health," he said.

He warned the elderly and people with underlying conditions to be on high alert and protect themselves against contracting Covid-19.

TWO former employees of BP Zambia Plc have sued the oil company, the Supreme Court and the Attorney General seeking an order that the Supreme Court judgement of 2016 which they allege as being unfair, be quashed or set aside.

and Ms Ruth Phiri want the Constitutional Court to quash or set aside the judgement and declare they were entitled to their correct pension benefits from their respective pensionable dates with interest at 40 percent.

They want the court to order that the said judgement contravenes the Pension Regulation Act no.28 of 1996 as amended by Act no.27 of 2005

section 18 subsection 3 b(1) and (f).

The duo said that this should be done according to calculations presented at assessment by the deputy registrar in preservation of their rights under the Constitution and the Pensions Regulations Act. They contended that inordinate, lengthy and unjust judgement of the Supreme Court against them to express consti-

tutional right to be given speedy justice has been violated for which cause they seek the jurisdiction of the Constitutional Court to redress the violation as they have suffered severe loss.

PF to discipline Jay Jay, says Mwila

THE behaviour of our Eastern Province youth chairperson Emmanuel Banda leaves much to be desired and as a party, will take stern disciplinary action against him, says PF Secretary-General, Davies Mwila.

Mr Mwila said the party would not condone criminal behaviour from any of its members.

Mr Mwila said in a statement that PF was a mass movement of the people brought together by common values which include love of country, patriotism, justice and the rule of law.

Commenting on the arrest of Mr Banda popularly known as Jay Jay, Mr Mwila said there were no sacred cows in the party, adding that the party believed that everyone was equal before the law.

Mr Banda surrendered to police on Wednesday and was charged with aggravated assault, arising from alleged assault of officers at Lusaka Central police before going into hiding.

After being granted police bond, Mr Banda was spotted in a convoy of motor vehicles, a matter which police believed

was an illegal assembly.

“The decision by the Police to grant Jay Jay Banda police bond and how they handle the case is not our baby that aspect is not a party matter.

“However, the party will take stern and appropriate disciplinary action against Jay Jay Banda in line with its disciplinary code,” Mr Mwila said.

He reiterated that PF members, especially those in leadership positions must lead by example.

Meanwhile, Police in Chipata yesterday arrested Mr Banda for unlawful procession after allegedly bolting from Protea Hotel in his underwear.

Inspector General of Police Kakoma Kanganja on Thursday directed Eastern Province Police Commissioner to arrest Mr. Banda, for conducting an unlawful procession and contravening the Public Order Act. Earlier in the evening of Thursday, Police launched a manhunt for Mr Banda.

When word reached him that the police had launched a manhunt, Mr. Banda bolted from Protea Hotel in his underwear to an undisclosed area.

Freedom hero Grey Zulu put to rest FORMER United National Independence Party (UNIP) Secretary-General Alexander Grey Zulu has been put to rest in his home village of Agripa, in Chief Mafuta’s area in Chipata.

Agripa Village led hundreds of mourners including those from surrounding villages and the rest of Zambia to put to rest one of Zambia’s iconic freedom fighters and Cabinet ministers in the UNIP regime.

At a sombre and solemn military occasion, Agripa Village bade farewell to her fine son of the soil who died on Sunday August 16, 2020 after an illness.

The casket carrying the body of Grey Zulu was carried by Zambia Army pall bearers in solemn military procession.

Government has since described Mr Zulu as an icon of the country’s freedom struggle.

Speaking at the burial Minister of Housing and Infrastructure Vincent Mwale said Mr Zulu sacrificed his family and put the country first.

Mr Mwale said Mr Zulu played a significant role in building today’s Zambia.

“We salute his invaluable contributions to the building of the Zambia we know today.

Let us celebrate the life of one of the surviving and gallant freedom fighters,” said Mr Mwale.

The minister noted that Mr Zulu served in various government positions to take development to the people.

He noted that Mr Zulu was also concerned about developing his area as evidenced by his efforts of initiating the construction of Chikoka School in Agripa village in Chipangali constituency.

“After the burial, I will sit down with elders as Chipangali constituency MP, to see if we can rename Chikoka School in honour of Mr Zulu,” said Mr Mwale.

And UNIP president Tilyenji Kaunda said Mr Zulu was an exceptional man and leader who served Zambia diligently.

Mr Kaunda said he was disappointed that contemporary politicians have failed to measure up to Mr Zulu who is a perfect role model.

Mr Anderson Zulu, who is Mr Zulu’s brother paid glowing tribute to the widow Mary Zulu for honouring her husband’s wish to be buried in his home village of Agripa.

Mr Zulu also thanked the government for its support to

the family.

Mr Grey Zulu’s children and grandchildren shared tributes that depicted that he was a humorous man who found time for his family despite his busy government schedule.

Reformed Church in Zambia Synod Moderator, Edwin Zulu said the late Grey Zulu was a good model of a Christian who should be emulated.

Chieftainess Nkhomesha said through her representative that her chiefdom mourns with the Grey Zulu family.

The Zambia Army gave the late Grey Zulu a 17 gun salute as his body was lowered and committed to its final resting place. Eastern Province Minister Makebi Zulu, Eastern Province PF Chairman Andrew Lubusha, Chief Mafuta, Chief Mununkwa , representatives of Chieftainess Nkhomesha Mukamambo , Freedom fighters and government officials were among people that attended the burial.

Former President Rupiah Banda was represented by his son Andrew Banda, as a multitude of people from Chief Mafuta’s area and beyond looked on.

LUKASHYA A LITMUS TEST

THE upcoming Lukashya and Mwansabombwe parliamentary by-elections will provide a litmus test for the country’s democratic credentials and also for the participating parties’ popularity ahead of next year’s general elections.

Lukashya in particular is a litmus test for all political parties, having been held last by an Independent Member of Parliament.

Numerous times interest groups have spoken against political violence but the vice has continued, especially during campaigns.

So many pledges from political players have been touted that violence should be seen as a by-gone and that the country will have new lease of political life.

Additionally, political parties have gone to town, each one of them claiming popularity and confidence of emerging victorious next year.

Political nemesis, United Party for National Development (UPND) and the Patriotic Front (PF) have been promulgating supremacy, each one of them boasting to have infiltrated the opponent’s strongholds.

Recently, PF made in-roads in UPND strongholds in Western and North-Western provinces, scooping the majority seats in Local Government by-elections.

On the other hand, UPND contends that the PF is losing ground in urban areas because of the biting economy, rising unemployment levels and generally hardships.

The opposition says it has started enjoying tremendous support in Luapula, Muchinga and Northern provinces, the PF support base.

Against such a backdrop, the Lukashya and Mwansabombwe by-elections in Northern and Luapula provinces respectively will provide food for thought for the two arch-rivals.

Lukashya parliamentary seat fell vacant after the death of Independent MP Mwila Munkonge while Mwansabombwe constituency was previously held by PF’s Rogers Mwewa who also died almost at the same time.

Citizens are expectant to witness the campaign, voting and the results of the elections in the two constituencies to pass fair judgment on pledges from political parties about ending violence.

Zambians and interest groups will also learn the popularity of the participating parties, if the results in the two constituencies will be anything to go by.

In fact, the race should not be narrowed to the UPND and the PF only as Nevers Mumba’s ‘New Hope’ MMD is also gunning to join the contest.

Other parties will also participate.

Therefore, all political parties ought to demonstrate maturity and accommodate each other’s opinions in the forthcoming by-elections in the two vast rural constituencies.

The electorate will need to be fed with valuable information for them to make an informed decision about their representative in the legislative body.

It will thus be prudent for all participating political parties to resist the temptation of getting into violence or character assassination so that the country can have peaceful and democratic polls for once.

All political parties must only expound that which is relevant to the people as opposed to get at each other.

Zambians are yearning to hear how the cost of living will be reduced and also panacea to rising unemployment levels.

In Mwansabombwe, it will be an opportunity for political parties to sell their ideas on fish restocking initiatives and also efforts likely to be introduced to lessen too much dependency on fishing.

In the rural outposts, majority of dwellers depend on agriculture and therefore candidates will do well to explain how the sector can be improved.

Most importantly, political parties must state now how they will conduct campaigns amid rising cases of Covid-19, which have crossed the critical level of 10, 000.

Political parties must tell the nation measures they will take to ensure social distancing, regular washing of hands and ensuring that all people mask up.

CDP president Robert Mwanza said it was important that the reduced prices on the international market trickle down to the citizens.

Mr Mwanza said Zambians were going through a hard time during this period and reducing the fuel pump price would be a relief.

In an interview yesterday, Mr Mwanza also said fuel was critical to the country's economy, therefore, reducing the pump price would be a major boost to the economy.

He said the economy was in a bad shape and something needed to be done for it to come back to its feet.

Chongwe district PF Chairman, Evans M’hambi, named the duo as vice constituency chairman, Oscar Kaleya and district vice information and publicity secretary, Evaristo Lyainga He said that the two had misconduct themselves and as such the party was left with no option, but to punish them so that it also serves as a warning to wouldbe offenders.

Mr M’hambi said the two officials had been severally warned against premature campaigns for the 2021 general elections, but did not pay attention.

He said although it was a democratic right to be ambitious, he stressed that it was divisive to be campaigning in an area where the party had an incumbent office bearer.

Mr M said that such acts had the potential to derail development because the party officials would not support the incumbent in delivering development.

Kanganja rolls out point of sale machines

INSPECTOR General of Police Kakoma Kanganja has rolled out the recently launched Point of Sale (PoS) machines to four provinces.

The PoS machines have been distributed to Southern, Western, Central and Eastern provinces.

Earlier this week, the Zambia Police Service launched the PoS machines in Lusaka in a quest to reduce the handling of cash between the public and police officers.

The development comes after the launch of the Direct Deposit System that was introduced in 2017 as a way of enhancing efficiency in revenue collection.

Mr Kanganja expressed confidence that the new system would help build the image of the Police Service in view of the perceived rampant corruption in the service. He was speaking in Livingstone yesterday when he handed over the PoS

machines to the four provinces.

Mr Kanganja said he was pleased that the service was re-aligning itself in tandem with Government’s policy of going smart (e-smart), migrating from the manual way of handling issues to the electronic system.

“I have no doubt that initiatives such as this one we are witnessing today will help to drastically transform the Zambia Police Service and enhance operational proficiency for quality and convenient service to members of the public.

“The electronic point of sale initiative is an improvement on the Direct Deposit System because instead of people going to the bank and queuing up, offenders will be required to pay there and then as officers will be equipped with PoS machines at their points of operations including road blocks and checkpoints,” he said.

Mr Kanganja said the initiative is timely because it restricts physical interactions among people as guided by the health

regulations to minimise the spread of the coronavirus.

He said other advantages of the initiative was fast remittance of funds into the transit account, reduced cost of documentation (deposit slips) at banks and police stations, making payments outside normal banking hours and efficient movement of funds to control 99.

Mr Kanganja said that the initial phase would have 20 PoS machines in 10 provinces at selected police stations, on a pilot basis.

“After that, I want to assure members of the public that we will go fully fledged and ensure that we roll-out the PoS to the rest of the country as and when resources allow.

“In this vein, my plea to officers is to ensure that we aggressively support this project by working closely with staff from respective accounts departments, the banks and indeed all stakeholders so that this initiative resoundingly progresses well and succeeds,” Mr Kanganja said.

PF woos support in Lukashya

THE Patriotic Front (PF) has embarked on a serious mobilisation programme in Lukashya constituency in Kasama ahead of the September 17 by-election.

Northern Province PF mobilisation coordinator, Jairos Tembo, has since urged all party structures in Lukashya Constituency to work extra-hard.

The PF, he said, was on a vigorous party membership recruitment exercise ahead of the forth coming by-election.

Mr Tembo said all party structures should play a role in explaining to the electorate tangible development the Government has rolled out in various parts of the country.

He said the electorate and citizens at large should be given a full account of the PF Government’s achievement.

Mr Tembo was speaking during PF membership mobilization meetings held at Kapanda, Kubi and Kashinka villages in Lukashya Constituency. ‘’It’s you and me as

Meanwhile, the PF mobilisation team in the Province has welcomed the adoption of Mr George Chisanga as parliamentary candidate for Lukashya byelection.

Northern Province PF mobilisation secretary, Evaristo Chellah, said the adoption of Mr Chisanga represented the views of party members in Lukashya Constituency and the province at large. Sixteen PF candidates applied to contest for the seat, which fell vacant following the death of Independent Parliamentarian Mwenya Munkonge on July 18, this year.

Mr Chellah has since urged all the applicants that had not been adopted to remain united and support the former Law Association of Zambia President.

He advised that all party members should work hard to campaign for Mr Chisanga so that PF could scoop the Lukashya seat.

ABOUT 191 cattle in Ngabwe have been affected by the foot and mouth disease outbreak in four villages.

Meanwhile, over 4, 000 cattle risk being affected by the disease due to the illegal movement of livestock.

The farmers are reported to be treating their livestock using a mixture of soda and salt due to lack of funds to buy the vaccines and currently, only 90 out of the 191 affected animals had been vaccinated.

This is contained in the latest report on the foot and mouth disease resurgence in the district compelled by the department of veterinary services under the Ministry of Fisheries and Livestock obtained by the Daily Nation.

According to the report, the current disease occurrence was at a higher level than previously experienced in terms of the affected numbers of animals.

Investigations conducted this month revealed that some farmers and traders were illegally moving animals from the affected district into the Copperbelt.

Due to inadequate operational resources, the department was facing challenges in implementing the livestock movement restriction into and out of the district.

Woman strangles her baby

A 20-YEAR-OLD woman in Mafinga has been arrested for allegedly killing her newly born baby after giving birth.

Agnes Namutambo of Changalabantu village is alleged to have strangled the baby with a chitenge material which the police found wrapped around its neck.

Muchinga Province Commissioner of police, Joel Njase, explained that Namutambo’s husband, Moses Simukonda, 39, reported that his second wife had killed her baby.

According to the police who visited the scene, after killing the baby, the accused bundled the body in a sack which she hid in the bathing shelter.

“Brief facts of the matter are that

Namutambo had gone into a marriage with a one month old pregnancy which she had before marrying her current husband, but she was afraid of the consequences if the husband discovered the truth,” Mr Njase explained. He added that Namutambo seized the opportunity to kill her baby when her husband went to visit his first wife.

“The woman got married without the man noticing that she was already pregnant, therefore, after giving birth, she decided to kill the baby so he would not know that the baby was not his,” he narrated.

The family has since been advised to bury the body and mark the grave while Namutambo is in police custody and will appear in court soon.

PART of the K1.6 million Constituency Development Fund (CDF) will be utilised on rehabilitating feeder roads in Mkushi North constituency, Member of Parliament Doreen Mwape has said.

Ms Mwape said feeder roads grading was one of the priorities among the projects expected to be undertaken.

In an interview, Ms Mwape said Mkushi being agriculture oriented district, feeder roads were important for farmers to transport inputs and farm produce to the market.

She noted that most of the feeder roads in the constituency had become impassable, hence the need for rehabilitating them.

Ms Mwape said if the situation remained unchecked, farmers would continue facing challenges in transportation of inputs, farm produce and other goods to their destinations.

She said it was for this reason that about K600, 000 would be reserved for opening up feeder roads and connecting them to the main roads.

“About K600, 000 from the K 1.6 million CDF for Mkushi constituency will be utilised on opening up feeder roads to farming communities, Mkushi being an agriculture area.

“Most of feeder roads are impassable, making it difficult for motor vehicles to drive through and a great challenge to both farmers and motorists,” she said.

Ms Mwape said since the council has the grader, authorities would take advantage of the earth-moving machine to grade all vital feeder roads in the 14 wards.

She added the funds would be used on projects to improve water supply to the people because water was life.

The 2018 CDF, she said, was used to accomplish stalled projects but this year authorities would focus on projects that could be completed in short period of time.

This is a one-off opportunity for the bank’s customers to become current on their loan servicing obligations, says Finance Minister, Bwalya Ng’andu.

Dr Ng’andu said the development would encourage the bank’s customers to become current on their obligations and help in keeping the development financial institution afloat.

He said the effective implementation of the plan would be cardinal in improving

DBZ Board Chairperson, Pinalo Chifwanakeni, said exponential rise in infections had resulted in a significant strain on businesses in the country hence the decision to launch the covid-19 relief package to mitigate further strain.

“More revealing, Zambia has recorded adverse deterioration of business conditions in the private sector as output has sharply declined amid falling consumer spending and partial shutdowns of companies as a result of Covid19.

“We understand our role as DBZ of contributing to job creation, poverty reduction and overall economic development and it is from this that we resolved to come up with the package,” professor Chifwanakeni said.

And DBZ managing Director Samuel Bwalya commended Government for extending various relief packages to the private sector to mitigate the impact of the pandemic on the economy.

THE Zambia Association of Manufacturers (ZAM) will soon draft a vision that highlights where the manufacturing sector would like to be in the next 10 years in line with vision 2030.

The vision will be drafted into a strategic plan detailing how and when the sector could fulfil some of the goals and objectives in the next five years, says newly appointed ZAM Chief Executive Officer, Florence Muleya.

Ms Muleya said in an interview that the information provided by members would be used to strategise and establish what could best be done by the Secretariat to achieve set goals in the sector.

“As you can imagine, such a process could not be accomplished without member participation.

“Therefore, in consultation with you our esteemed members, your support in form of responding to information calls, requests, questionnaires etc. will be cardinal for us to establish the status quo and map the way forward,” she said.

Ms Muleya reiterated that ZAM going forward would work to support the small enterprises and help them improve their business processes, investment opportunities, growth strategies and formalisation.

She said ZAM would continue to work with the medium manufacturers to help them with licensing, understanding their sector and compliance with regulators.

ZAM, Ms Muleya said, would nonetheless continue to be the voice of industry, in policy matters, supplier and trade linkages and your all-time advertising platform.

“And, with the large businesses pursue export market analysis, liaison with regulators and trade negotiations with Ministry of Commerce.

“Some of these value addition services will come at a cost but it’s in the hope that you our manufacturers will place value on them,” Ms Muleya said.

At 08:00 hours, commercial banks quoted the Kwacha at 18.85/18.90 on the bid and offer respectively unchanged from previous close.

According to Absa Bank Zambia, the local unit by end of the day lost ground to close five ngwee shy at 18.90/19.00 per dollar.

Absa attributed the fall of the local unit mainly to immense demand from various sectors of the economy such as agriculture, financial and transportation.

"We anticipate a similar trend in today’s trading session with supply of greenback thinning out while the demand for it

A Financial Analyst, Mutisunge Zulu, said the depreciation of the currency was a reflection of increased activity.

E firstly wish to congratulate the candidates who have been adopted by the PF to be the flag bearers of the party in the Mwansabombwe and Lukashya by-elections.

To the adopted candidates, the first responsibility is to defend the party’s pro-poor mandate. To those who have not been adopted, your loyalty is being tested and there is no option other than rallying behind the adopted candidates.

Indeed, democracy is alive and thriving in PF as evidenced by the conduct of a competitive and transparent intra-party selection process.

From the outset, we are confident that the decision is research and evidence-based and it is capable of giving the PF cricket or netball scores from the votes to be cast ahead of the opposition which will severely be walloped.

The decision is in the best interest of both the party and the nation at large.

The PF government has delivered to the expectations of the people and this is why the known opposition leader has opted to quarantine himself in the lavish apartment as he cannot point at any tangible failure.

In 2015, it was Edgar Lungu who won those elections because of two things. The sympathy vote riding on Sata’s death and the heavy support and backing from MMD through Rupiah Banda.

Simply EL won because of MCS and RB, added by his humility and humble background which identified with the majority ordinary Zambians.

In 2016, Edgar Lungu won simply because the Zambian people wanted to try his leadership. To give him a full opportunity and mandate since the last one in 2015 was not his but merely finishing Ssta’s tenure.

In the 2021 elections, PF will be tried as a party not as a person, hence the need to reconsider many things. Like for in instance, 90 percent of the current PF Members of Parliament in Lusaka and Copperbelt provinces if re-adopted won’t retain their seats.

So what strategy does the opposition have to penetrate and takeover all urban votes or what strategy will PF adopt to maintain its grip?

On adoptions of MPs both the ruling and opposition that will re-adopt tired legs, will be punished.

Remember MMD lost control of the urban votes as far back as 2001. Sata began to control all urban votes as of 2006. But MMD stayed on until after 10 years, with rural votes, what was the secret? Good agriculture policies is one of the reasons.

With a 50 percent+1, all political parties need a much higher strategy, not one that concentrates on MPs or the short time politicians, but one that concentrates on the people.

Of course no one will outrightly win that election alone, so pacts and alliances are inevitable in 2021. The real threat to anyone’s chances will be greed and selfishness.

But the party that will strike a genuine pact and alliance with the people’s agenda will carry the day. Time to reach out is now.

T may appear to some observers and pundits that the mines have come in for an inordinate amount of bashing for a while now.

Some of this has to do with simply who the mines are.

They are probably the oldest business activity in the country, after those other known age-old businesses, and probably have the biggest impact on some aspects of the economy. But, some of it has got to be their own doing.

While many adverse pronouncements have been made about the untoward conduct of some of the mines, it is now clear that the Chamber of Mines has repeatedly failed to take an objective position regarding the malpractices in which some of its members have been caught, while it has been quick to take an adversarial stand against government.

The enduring question that then needs to be addressed is what other options or alternatives could be pursued to ensure that the country gets maximum benefit from the mining sector?

But some, and especially those in the sector, may think that this bashing is both unfair and unwelcome. Some may even be tempted to dismiss the writings that have featured on the mines recently as mere rhetoric, while others may go further and bury their heads in the sand to either pretend none of the adverse things have been written, or to just wait it out until the proverbial dust settles.

It may probably be a correct observation of the foregoing that all accounts and opinions are true. The only thing that is left hanging though is what is the practical and most beneficial way forward.

To start with, the mining sector, probably through the Chamber of Mines, may wish to regularly do a “self-audit” and gauge where the industry stands with regard to a whole host of issues.

For instance, the Chamber ought to appreciate that the matter of who owes who tax payments or refunds should not be one of such divergent positions as reported in the 6th August 2020 edition of this paper since such matters are easily settled through audits.

And if the case recently settled in the Supreme Court of Zambia is anything to go by, such audits are anything but easy and straight forward.

In fact, in the same cited case, expert professional auditors from outside the country had to undertake the audit to unearth the discrepancies that led to the case being settled in favour of Zambia Revenue Authority (ZRA).

So, given this situation, the Chamber would do well not to publicly comment on tax situations regarding its members. Especially since it is actually in the public domain that some of its members are guilty of undesirable tax practices, and it would appear audits are an arduous undertaking.

But, worse still, what must also be true is that the Chamber chooses to keep quiet about some publicly known financial malfeasance of its members, while seeming to come hard on government for not receiving favourable response to its members’ demands.

There are a number of instances of this. One is the case cited here of illegal transfer pricing practices recently settled in the Supreme Court.

Another case is that of the Financial Intelligence Centre citing the minerals sub-sector as being involved in illicit financial flows.

In both these instances, and indeed in many more such cases, there has not been a prominent public statement from the Chamber, if any at all, regarding how the industry will clean up its act and pursue more universally acceptable beneficial mining practices.

Since the “self-audit” of the mines would undoubtedly surface issues such as those here, the Chamber will do well to pursue actions and activities of engaging with the public through whatever means, to put forward the case of how its members would conduct decent mining practices and clean up their images, in addition to wanting to lobby Government.

But then, maybe we should

While no body would probably argue that it is desirable to get the Chamber to toe a more balanced line with regard to the challenges emanating from its members visà-vis the policy environment perpetuated by government, we should accept that as an entity paid for by its members, this is not likely to happen in the near future.

The enduring question that then needs to be addressed is what other options or alternatives could be pursued to ensure that the country gets maximum benefit from the mining sector?

bolted. There should really be more reliance on lead indicators than lag indicators in dealing with the issue of the mines.

In view of the above, an alternative option that may be pursued is that of dealing with the matters of financial malfeasance of mining businesses in their Boardrooms.

The government has shares in most of the large mining companies operating in the country through the ZCCM-Investment Holdings Plc. And even if these shares only give the government minority stakes in these businesses, they must certainly come with representation on the Boards. It is therefore not unthinkable that what we could actually be missing are bold Board conversations with the mines.

There are many positive outcomes that can be

achieved with bold Board conversations with the mines where this is the case.

ACCOUNTS

It may probably be a correct observation of the foregoing that all accounts and opinions are true.

The only thing that is left hanging though is what is the practical and most beneficial way forward.

Firstly, a number of the tax avoidance and evasion tactics that some mining companies employ can be nipped in the bud at the Board level.

Further, if benchmarks of mining operation parameters were to be insisted upon at Board level, a lot of the cases of financial malfeasance could be averted very early on.

While it is the case that the voice of a lone Board member may be silenced or outvoted by the mining companies’ representatives and their proxies, another avenue to talk bold conversations regarding some of the untoward conduct of the mines could be at the shareholders’ meetings.

It is a matter of fact that most of the majors in the mining sector are listed on securities exchanges in jurisdictions that are very strong on corporate governance and responsible business conduct.

It is therefore very tenable that a minority shareholder armed with facts regarding financial malfeasance in the conduct of mining companies could achieve phenomenal impact in terms of undoing some of the undesirable conduct of mining companies through shareholders’ meetings.

This may also be the instance where Civil Society Organisations (CSOs) and some Non-Governmental Organisations (NGOs) could lend a voice in pushing for mining practices that are more beneficial to the fiscal position of the country, as opposed to always positioning themselves as arch enemies of the government of the day.

While they may not have access into the shareholders’ meetings, nothing would stop them picketing shareholders outside the location of the same meetings. And better still, there may even be need for some of the CSOs to start changing strategies and tactics and start buying shares in some of the mining businesses so as to have a legitimate voice at the shareholders’ meetings, or even pushing for a seat on the Board of some of the parent companies of the mining businesses.

With bold Board conversations and robust engagements at shareholders’ meetings, we may yet see a difference towards more fiscally beneficial conduct of the mines and less financial malfeasance.

UPND BIGWIG, 42 OTHERS DEFECT

ORMER UPND Southern Province women coordinator, Esther Choongo Matimba, with 42 other opposition members have defected to the ruling party.

The officials announced their defection in Livingstone, stating that there was no future in the opposition party and pledged to work with the PF to develop the nation.

Southern Province PF chairman, Lawrence Evans, received the new members and assured them that they would be accommodated and should feel at home.

Meanwhile, youths in Livingstone have received car wash equipment worth K142, 000 from PF vice national mobilisation chairman, Geoffrey Bwalya Mwamba.

WORLD Vision Zambia (WVZ) has donated an assortment of items aimed at preventing the spread of Covid-19 to Solwezi General Hospital.

WVZ representative, Maxwell Shanzala, said his organisation did not want to be left behind in the fight against the pandemic, hence the decision to weigh in.

"And we are happy that we have been given an opportunity to make this donation," he said.

Meanwhile, Solwezi General Hospital Medical Superintendent Namwaka Mukuyandela said the donation will not just go to Solwezi General Hospital but that it will be spread to other health facilities.

Receiving the donation, North-Western Province Deputy Permanent Secretary, Emmanuel Chihili, called on the public to adhere to health guidelines put in place in order to effectively curb the spread of the pandemic.

Mr Chihili said the province was slowly becoming a hotspot, hence the need to continue adhering to the health guidelines.

He said Government was concerned with the levels of complacency among members of the public.

"Therefore, I want to appeal to members of the public to follow the guidelines by always masking up as well washing hands every time," he said.

Mr Chihili stated that Government would continue sensitising the people on the need to comply with health guidelines.

He also advised members of the public to avoid public gatherings as they were a source of the pandemic.

Mr Halwabala observed that the local authorities must have enough CDF and on time to finance capital projects.

"In the years that the Patriotic Front has been in Government, the local authorities have been reduced to a level of just unblocking drainage systems in townships and

putting gravel on the roads as a result of erratic funding of CDF. "As UPND, we shall prioritise funding to local government once we form government," he said.

Mr Halwabala said that it was mockery for Government to be proud of CDF late release which was just a drop in the ocean.

Monze upgrade to municipal status underway

In an interview in Kitwe, he said he was surprised that despite the project failing to take off, some people had continued to collect money on the pretext that they would allocate those plots in the area.

He said individuals and companies who collected money from people under the same failed project must be pursued and pay back the money.

BAIL DENIED

…Zimbabwe politician who called for protests denied bail for third time

ARARE - A Zimbabwean court yesterday denied bail for the third time to an opposition politician who called for anti-government protests last month, ruling he could be a danger to the public if released.

Jacob Ngarivhume has been in detention for a month after his arrest along with journalist Hopewell Chin’ono on charges of inciting violence, after he called for protests on July 31 against corruption and the government’s mishandling of the economy.

Critics accuse President Emmerson Mnangagwa’s government of persecuting its opponents amid the worst economic crisis

in more than a decade, a charge the authorities deny.

Magistrate Trynos Utahwashe said the fact that July 31 had come and gone without the violence the state had feared was “not sufficient to guarantee the safety of the public if the accused is granted bail.”

Ngarivhume, who arrived at court in leg irons and handcuffs, will return to court on September 4 for a routine appearance.

His lawyer Moses Nkomo said he was “stunned” by the court’s decision but would appeal at the High Court next week.

FAZ Technical Director Lyson Zulu said he was impressed with the potential from the young lads after the first training at Barca Academy in Lusaka as they prepare for the Eight Nation Under-15 tournament in Croatia that will take place in September.

Zulu said the constitution of the under-15 national team fits into the 10-year strategic plan that has been

drawn by FAZ for the growth of the Zambian game.

“The Lusaka camp has shown a lot of potential but you have to be aware that these are the players that we watch week in week out as the result of the leagues that we established sometime last year, and the players are being monitored on a weekly basis, but I can assure you that there is more talent which is coming from the other provinces and it (the final team) will be a very competitive team,” says Zulu.
