‘GIVE ECZ POWERS TO DEREGISTER VIOLENT PARTIES’ Chief Shakumbila

By OLIVER SAMBOKO THE Electoral Commission of Zambia (ECZ) should be given powers to deregister any political party that instigates violence during or after elections to preserve the integrity of the electoral process, Chief Shakumbila of the Sala and Ila people of Central Province has said.

The traditional leader said violence had the potential to erode confidence in the electoral process and lead to a low turn-out in next year’s general elections.

He said it was evident from the many cases of violence during elections that some political leaders are trouble makers and the ones causing

Cosmo says ZCID board chair Silavwe is UPND mole

By OLIVER SAMBOKO THE Zambia Centre for Interparty Dialogue (ZCID) has been compromised and being used as a surrogate to groom other political parties into supporting UPND in next year’s polls, National Revolution Party (NRP) leader Cosmo Mumba has claimed.

Dr Mumba has since called for the immediate resignation of ZCID board chairperson Jackson Silavwe, who is leader of the Golden Party (GP). He said he was being used for regime change by a known political party leader.

He said Mr Silavwe was illegally serving as board chair of ZCID as his

mandate already expired and called on ZCID funders to halt funding to the organisation until a legitimate board was put in place.

Dr Mumba revealed that he has been holding meetings with Mr Silavwe and the ZCID director and that their language suggest that they have been bought by UPND president Hakainde Hichilema.

He said Mr Silavwe has been compromised and the best thing he should do is to resign as board chairman of ZCID. He warned that should he fail to do so on his own, the consortium of political parties will take legal action against him.

Kazungula bridge ready

By NATION REPORTER THE Kazungula Bridge is now ready to be officially commissioned by the Presidents of Zambia and Botswana, Housing and Infrastructure Development Minister Vincent Mwale has said.

Mr Mwale said this after carrying out a final inspect i o n of the Bridge t o ge the r with h i s

Botswana counterpart Thulangano Segokgo.

Speaking at a joint media briefing in the middle of the ultramodern bridge, Mr Mwale said the two Governments were excited with the completion of the bridge.

He said the new bridge would help ease movement of goods and services not only between the two countries but the entire Southern African region.

Mr Mwale said the bridge would reduce the transit time for heavy duty vehicles between Zambia and Botswana from more than 3 days to only 2 hours.

“This is a great milestone in the promotion of trade and regional integration,” he said.

And Mr Segokgo said the Kazungula bridge was one of the best modern engineering venture not only in Southern Africa but

the entire Africa.

Meanwhile, Southern Province Minister, Edify Hamukale said it was impressive that the facility which was one of the biggest in Africa was in his province.

Meanwhile, Housing and Infrastructure Development Permanent Secretary, Danny Mfune said significant progress had been made in coming up with the Kazungula Bridge Project Authority.

Eng. Mfune said the authority would oversee the day to day operations of the Kazungula Bridge one stop border facility.

If You Want Justice Be Just-Lubinda

And Mr. Lubinda has urged Zambians to sow the seed of peace for peace to continue prevailing in the country.

The Justice minister further assured Zambians that peace would continue to reign in Zambia contrary to threats from unpatriotic Zambians that the country would experience chaos during the 2021 general elections because the hand of God was upon the nation.

“All those making threats that you will see in 2021, there is nothing that we will see, God will continue to provide peace for Zambia,” he said.

Mr. Lubinda was speaking yesterday during the Fundraising Sunday mass of the Reformed Church in Zambia (RCZ) Mine congregation and Commemoration of the National Day of Prayer and Fasting in Kabwe district.

The minister urged Zambians to continue praying for national peace and that they should unite for peace to continue prevailing in the country.

And Mr. Lubinda said the government under the leadership of President Edgar Lungu would continue to take development to all parts of Zambia.

‘Comprehensive Sexuality Education is not answer to teen pregnancies’

By OLIVER SAMBOKO TEACHING of Comprehensive Sexuality Education (CSE) in schools is not an answer to challenges related to teen pregnancies, child marriages, and sexual abuse against adolescents as argued by its promoters, Chief Chipepo of the Tonga people has said.

The traditional leader said this when he was called to the podium to give a prayer during the commemoration of the Day of National Prayer, Fasting, Repentance and Reconciliation at the showgrounds in Lusaka yesterday.

He said government should halt CSE in schools because it promoted foreign sexual education and practices that was harmful to the future of the Zambian children.

Chief Chipepo, a staunch Pentecostal believer said CSE was against Zambia’s cultural, traditional and religious values and urged government to abandon its teaching in schools immediately. He said the teaching of Comprehensive Sexual Education in schools was going to turn the country into biblical Sodom and Gomorrah where evil acts like homosexual was allowed. The Traditional leader vowed that no evil would be allowed in the nation and let alone the teaching of Comprehensive Sexual Education to children in schools.

“We pray against the teaching and reject Comprehensive Sexual Education and anyone who is going to teach our children things they should not know,” prayed Chief Chipepo.

The chief also prayed for President Lungu for God to continue giving him wisdom to lead the country in a Godly manner.

He said Day of National Prayer, Fasting, Repentance and Reconciliation was a special day set aside to pray to God to ask him for blessings and favor.

The Traditional leader also observed that apart from high poverty levels, inadequate voter sensitization, and lack of patriotism among some citizens, long distances between polling stations and communities was also a major contributor to voter apathy in the country.

He called on every well-meaning Zambian to get involved and ensure that people are sensitized on the benefit of voting.

Chief Chitimukulu said the Movement was a nonpartisan organization and was formed on the basis of fighting voter apathy and to encourage citizens to take part in the Governance system of the country.

The traditional leader said it was only through taking part in voting that the country can have majority elected leaders who can be held accountable.

“Voting allows citizens to participate in the governance system and

therefore if you don't vote you have no right to complain,” he said adding that all Zambians should buy into the objectives of the movement by participating in voting in next year’s election and future polls.

And speaking at the same event, Paramount Chief Mpezeni of the Ngoni people advised Zambians to refrain from violence and tribalism.

He said the two vices had no place in modern Zambia and that traditional leaders in the country will continue promoting peace and harmony.

Meanwhile chief Chikanta of Kalomo said in the past three elections there had been no violence and called on all Zambians to continue embracing tolerance and love for one another ahead of the 2021 general elections.

He said traditional leaders should fight violence and tribalism and pledged support to the Movement to ensure that the country hold peaceful and fair elections next year.

CATHOLIC LAND INVADED

HE land belonging to the Catholic Diocese of Ndola at which the Church is building a secondary school in Bukulungwe ward of Bwana Mkubwa constituency has been encroachment.

Despite the land being on title, a man only identified as Mr Nswana was claiming that the land was his.

The church is, therefore, claiming a compensation of about K2 million for part of the encroached area of the school project which was at 85 percent completion.

Catholic Diocese of Ndola,

Bishop Benjamin Phiri, said the Church did not want to use litigation as a way of solving issues but dialogue.

Bishop Phiri said this when he called for a meeting with PF Copperbelt Chairman Nathan Chanda to find a lasting solution.

"The sisters want the institution to be from primary to secondary school, so as it is, it has now stalled," he said.

The Bishop hoped that the issue could be resolved in a manner that was civilized.

He said he also needed to sit with the sisters who were upset and had donors, who had funded the project.

Bishop Phiri said the church's main interest was to

avoid entering into any legal redress despite suffering losses.

"Let me thank you for facilitating the meeting and for showing leadership. We will continue praying for you for this sacrifice that you have made. I believe that you are very able to handle such issues rather than me calling the President and complain to him," he said.

Meanwhile, Mr Chanda commended the Catholic Diocese of Ndola for the civilized way of resolving issues.

YALI demands forensic audit of CDF

By KETRA KALUNGA GOVERNMENT should conduct a forensic audit on the Constituency Development Funds (CDF) and institute punitive measures on all individuals who have abused the resources, Young African Leaders Initiative (YALI) has said.

YALI said the audit of CDF should go beyond partisan lines because it was about the development of the country.

The Parliamentary Select Committee on Public Accounts revealed that there

had been a serious abuse of CDF by Members of Parliament (MPs), some of them ministers across the country.

YALI President, Andrew Ntewewe, said MPs must be ready to give a fair account of how CDF had been utilized in respective constituencies.

Mr Ntewewe said in an interview with the Daily Nation that the MPs had been given a mandate to deliver development to the expectations of the people.

He said it was the expectations of the Zambians that public funds must be utilized prudently and correctly.

"As YALI we want to call for a forensic audit of the CDF that has been given to all provinces and we want to believe MPs who have got a responsibility to deliver to the expectations of the people must be ready and willing to give their fair account of how CDF have been utilized," he said.

Mr Ntewewe said punitive measures should be instituted on all those that would be found wanting in line with the Public Finance Management of Act of 2018.

The main event, which was also graced by the presence of the First Lady Esther and attended by dignitaries from the church, political parties, civil society and individuals was characterised by dances and songs.

The event was conducted under the new normal in strict observance of Covid-19 guidelines.

The worship festival was commemorated under the theme ‘Zambia seeks God's intervention for sustained national unity, peace and prosperity’.

Northmead Assemblies of God Overseer Joshua Banda urged political leaders not to make perpetual enemies with each other but make every effort to make peace with one another.

“We pray that as you combine influence wherever you are, make every effort to be at peace with one another as political players,” Bishop Banda said.

THE internal leadership wrangles of the opposition United Party for National Development (UPND) in the Western province have taken a nasty twist with the current episode resulting in rival factions leaving nothing to imaginations with insults while those directed are left threatening each other with law suits.

The latest episode in the protracted political wrangle that saw the beating-up of Mongu Mayor Mr. Akayombokwa Kusiyo and Nkeyema council chairperson Mr. Maliti among other officials in May this year at the UPND Western provincial secretariat has been captured in a recording of Fridays October 17, 2020 in which the Party’s embattled provincial chairman Musangu Njamba is heard hurling unprintables at a member of the party only identified as Ilitongana.

Investigations have revealed that Mr. Musangu has been offended by accusation from Ilitongana purporting that he is a sell-out and a double agent running errands for the UPND whilst being bank rolled by the Patriotic Front. Iliton-

gana is said to have been the source of the story that claims that Mr. Musangu was spotted driving a government vehicle which is creepy, given that Mr. Musangu is a member of an opposition political party.

In the recoding Ilitongana is heard identifying the chairperson by name followed by the chairperson asking Ilitongana if he had an affair with his wife, then proceeding to insult Ilitongana‘s mother and father without any regard.

A calm Ilitongana is heard bidding Mr. Musangu (provincial Chairperson) to be calm and avoid insulting as he was a leader to which Musangu is heard retorting “am I your mother or father’s leader?” and continued hurling further insults and threatening to take Ilitongana to court for accusing him of driving a public vehicle, a matter which was previously addressed by the UPND president [Hakainde Hichilema].

Commenting on the recording, Western Province UPND aspiring provincial chairperson Mr. Eugen Kapatiso stated that it was time for people to judge the quality of people that UPND had to manage the party in the province. Mr

Kapatiso wondered why Mr. Musangu was threatening to sue Ilitongana when the recording was a clear indictment against Mr Musangu as a leader of the party in the province.

When contacted for a comment, Patriotic Front Western Provincial Chairman Kufuka Kufuka declined, saying he was not watching confusion in the opposition as his preoccupation was creating a safe space in the (ark) PF for peace loving Zambians in the province to belong. He stated that his party was too busy on the ground to be poking its nose in the neighbour’s bedroom. “Let them fight we only pray they kill don’t each other because we need their votes as PF in 2021,” he said.

Meanwhile, Patriotic Front Mobilisation Coordinator Mr. Glenn Kalimbwe stated that he is not surprised when the UPND turn against each other. “If you recall, Musangu Chamba was in court versus Chengamali, then Mongu mayor had to flee to safety in May and now this audio. I am not surprised to hear that. Violence seems to follow the UPND to the extent of having imaginary enemies like in Lavushimanda.”

The UPND, he said, should have taken advantage on this day to reconcile its members since they do not want to reconcile with anyone else.

RECONCILE GENUINELY PRAYER and reconciliation are very important aspects in true Christian life, which can only be achieved if genuine forgiveness is at heart.

In everyday life, there is every likelihood of citizens offending each other as they interact more so for those in rivalry groups pursuing leadership in a given environment.

Opposing views and competition usually breed deep differences especially in political discourse which tends to be highly emotive.

The Zambian multi-party political set up has often been riddled with brazen controversy, which in many cases sparks violence in which people lose limbs and in worst scenarios some have been killed.

Almost all elections have been characterized by violence through the use of offensive weapons such as machetes, catapults, pangas, iron bars and handguns.

Last month, during the Lukashya parliamentary by-election in Kasama, properties were damaged while cadres were injured.

As a consequence, cadres from both the ruling Patriotic Front (PF) and United Party for National Development (UPND) got locked up and are still appearing before the courts of law.

Even during court appearances, cadres from opposing political parties get at each other’s throats, sadly, over petty issues.

It is for this and many other reasons that Zambians must pray and reconcile genuinely, especially that the country goes to the polls next year.

For Christians, the Holy Bible conceptualizes how true Patriarchs of the Word forgave each other and reconciled genuinely.

Esau and Jacob, who were the sons of Isaac and Rebekah, demonstrated true reconciliation after differing bitterly. They were twins.

Of the two, Esau was the first to be born with Jacob holding his heel. Throughout Genesis, Esau is shown as being supplanted by his younger brother.

Jacob stole his brother’s birthright and fled to go and live with his uncle Laban with whom he spent many years, marrying his two daughters and acquired so much wealth in the process.

He then returned to his parents’ homestead and was confronted with the ‘fearful’ truth of facing Esau whom he had swindled the life-long coveted birthright.

To cut the long story short, Esau forgave Jacob and the two reconciled.

Therefore, the National Day of Prayer, Fasting, Repentance and Reconciliation is a rare opportunity for the political nemeses to embrace true reconciliation and not just pass the day with routine speeches; they must pray and reconcile in truth and spirit.

This year’s theme: ’Zambia seeks God’s intervention for sustained national unity, peace and prosperity,’ is befitting and thus the citizens should hold out against cheap rivalry.

There are several Bible scriptures which citizens must read with a forgiving and open heart.

For instance, Apostle Paul, who himself received forgiveness from Jesus Christ has emphasized the importance of forgiveness and reconciliation.

In Colossians 3:13, Apostle Paul stated that: “Bear with each other and forgive one another if any of you has a grievance against someone. Forgive as the Lord forgave you.”

Further, the Apostle in Ephesians 4:32 emphasised that: “Be kind and compassionate to one another, forgiving each other, just as Christ God forgave you.”

Therefore, it is up to political leaders to demonstrate true reconciliation by coming together so that their cadres and followers could do the same.

For once, opposition and ruling party leaders must reconcile and stop toxic undertones!

Sadly, the UPND and its allies boycotted the national event and this certainly is far from reaching reconciliation. This hardly the spirit of reconciliation because those who refuse to congregate and pray with others are hardly likely to want to renconcile.

It is an opportunity missed!

OLICE have not summoned UPND leader Hakainde Hichilema and described planned protests by his supporters as unlawful.

Police public relations officer, Esther Katongo said Mr Hichilema was not among the people who have been asked to appear before Police for questioning.

“We wish to dispel reports that the opposition UPND leader, Mr Hakainde Hichilema is among those summoned,” she said in a statement.

Ms Katongo also warned members planning to travel to Muchinga to give solidarity to their colleagues eho have been summoned risk committing an offence.

“Having monitored some social media posts in which some UPND officials are calling for

people to go and give solidarity to those members of the UPND summoned by Police in Muchinga Province, we wish to advise them not to proceed as doing so will be tantamount to unlawful assembly and conducting an illegal procession which is against the law,” she said.

She said there was no need for sympathisers, in this regard, to come into conflict with the law. “As per our mandate of maintaining law and order in the country, we will be at hand to do just that.”

We therefore, she said, advise all those planning to travel to Muchinga Province for the above mentioned reason to rescind their decision.

And the opposition UPND in Southern Province has protested the reported summoning of

Hakainde Hichilema by Mpika police for questioning over the abduction of police officers.

The police have however clarified that the UPND leader, Mr Hichilema was not among those summoned.

UPND said that the statement issued by Home Affairs Minister Stephen Kampyongo was alarming and had the potential to put the nation into chaos.

Southern province Chairman, Billiard Makwembo, accused Mr Kampyongo of being unpatriotic by linking Mr Hichilema to Mpika incidence.

He said that the Minister was creating unnecessary tension by implicating the UPND leader to the incident.

“We urge the Minister of Home Affairs Stephen Kampyongo to be patriotic enough by

The FDD said the purported resignation announced Mr Mtayachalo was merely a cover up as he was expelled from the party for plotting against the leadership in his illegal meetings.

Mr Mtayachalo on Friday

announced his resignation from FDD, citing the party's failure to embark on mobilization activities in readiness for the 2021 general elections.

FDD national chairperson, Potiphor Chungu, said Mr Mtayachalo was expelled from the party for destabilizing the party and bringing its image to ridicule.

Mr Chungu said in a statement that the party was prepared to hold its intraparty elections from ward to provincial level before holding the national convention.

"All structures have been instructed to prepare for internal elections once the intraparty elections are completed then will hold the convention on a date to be announced," he said.

And FDD President, Edith Nawakwi, said the party was not affected in anyway with the resignation of a few members.

Ms Nawakwi said in an interview with the Daily Nation that exit of some members had not impact on the core mission of the party.

Leadership Movement calls for hard work

By OLIVER SAMBOKO ZAMBIANS should work hard instead of expecting foreigners to come and develop the country, Opposition Leadership Movement (LM) President Richard Silumbe has said.

Dr Silumbe said no one would come from outside the country to develop Zambia if locals were not active.

The opposition leader was addressing a rally in Bauleni area in Lusaka.

He said it was only through hard work that development

could be realized for the benefit of all Zambians.

Dr Silumbe said there was no magic formula for getting rich other than hard-work which had seen developed countries realize their dream.

He said the Leadership Movement had developed a mechanism that would ensure that people realise their dreams through hard work.

Dr Silumbe said the 2021 general election would provide the people of Zambia with an opportunity to choose the leaders, who would activate development in the country.

He urged the people to vote for the Leadership Movement saying it was the only party with the capacity to secure job opportunities for the young people.

The opposition leader urged Zambians to acquire National Registration Cards to enable them register as voters and take part in the coming elections.

He said development was not only about building roads and shopping malls but ensuring that all the people had the opportunity to work and make their own money.

Give ECZ power to deregister violent parties - chief

By OLIVER SAMBOKO THE Electoral Commission of Zambia (ECZ) should be given powers to not only disqualify but deregister any political party that instigates violence during or after elections to preserve the integrity of the electoral process, Chief Shakumbila of the Sala and Ila speaking people of Central province has said.

The traditional leader said violence during elections had the potential to erode confidence in the electoral process and could lead to low turn-up in next year’s general election.

He said it was evident from the high number of violent incidents during elections some

political leaders are trouble makers and the ones causing violence in the country.

Chief Shakumbila said the only way to stop political violence in the country was to come up with a mechanism where the ECZ will have express powers to deregister political parties that are in the habit of using violence as means to win elections.

Chief Shakumbila observed that political violence did not only affect voter turn out, but also was responsible for the high number of injuries and deaths of innocent people who are caught up during fights.

“As a country we need to give ECZ powers to deregister

political parties that engage in political instigated violence because this is the only way the vice can be curbed and restore integrity in the electoral process,” he said.

The traditional leader also appealed to Government to extend both the mobile issuance of NRCs and the period planned for voter registration to allow all legible Zambians to take part in next year’s general election. He said that the time allocated for the two important exercises was too short and that there was a likelihood that a lot of people, especially the rural population were going to be disadvantaged and may not be able to register as voters.

Mbala farmers sell FISP inputs

By STEPHEN MWEWA A TRADITIONAL leader in Mbala district has warned farmers against selling the farming inputs after benefiting from Government under the Farmer Input Support Programme (FISP).

Chief Chinakila of the Mambwe speaking people said that some farmers who were benefiting from the FISP programme had started selling the farming inputs.

He said he would punish farmers found wanting, owing to the fact that the Government had spent a lot of money procuring and distributing the subsidized farming inputs to farmers.

The traditional leader said the Government had initiated the FISP programme to promote the agricultural activities in the country in a bid to improve people’s living standards.

He said he did not want to see anyone who had benefited from the FISP Programme in his chiefdom during this year’s 2020/2021 season to fail to cultivate.

Chief Chinakila said that in most cases as a result of laziness, some farmers resorted to selling the farming inputs to unscrupulous businessmen at a give-away price.

The traditional leader advised farmers to use the farming inputs for the intended purposes and realize the importance of food security at their house-hold levels.

ZAF officer dies in a car crash

By SIMON MUNTEMBA A 29-YEAR-OLD Zambia Air Force (ZAF) officer of Twin Palm Base in Lusaka has died in a road traffic accident.

He has been identified as Gabriel Joshua Dick.

Police spokesperson, Esther Katongo, said the accident happened around 06:00 hours yesterday when the victim failed to negotiate a curve and the vehicle overturned along Burma Road near Interland Puma Filling station in Libala area.

Ms Katongo said the victim who was driving a motor vehicle registration number ACX 5071 from the East heading to the western direction.

“There was a fatal road traffic accident which happened today Sunday 18th October 2020 around 06:00 hours on Burma road near Interland Puma filling station.

“Involved was a Zambia Airforce Officer identified as Gabriel Joshua Dick aged 29 years of Twin Palm Zambia Airforce Base who was driving a motor vehicle registration number ACX 5071 from the East heading to the west direction,” Ms Katongo said.

She said the victim suffered fatal injuries and died on the spot.

Civil servants counselled

By KETRA KALUNGA CIVIL servants have been urged to effectively manage the knowledge that they acquired on national development in their various departments.

Central province Deputy Permanent Secretary, Alfred Sakwiya, said departmental heads should manage knowledge seriously in order to help transform the country.

Mr Sakwiya said civil servants should ensure the knowledge acquired was not stored but developed and made accessible to the general public especially the youth.

He was speaking during the Chreso University Youth Training on entrepreneurship

skills in Kabwe at the weekend.

“How we manage knowledge, transfer knowledge and access knowledge is a matter that must be prominent, we need to make it accessible, develop it, transferable,” he said.

At the same event, Chreso University Deputy Registrar, Ekelesi Kasambula, said it was important for the youth, especially those applying for empowerment funds from the government, to have knowledge on entrepreneurship for them to sustain their businesses.

Ms Kasambula said youths should have the knowledge on how to identify business opportunities, generate and sustain the business.

“Most of the youths are seeking to acquire funds from the Government but the issue is how do they gain knowledge to build sustainable businesses, how to identify business opportunities and how to sustain the business,” she said.

PF youths welcome cancellation of Ndola rally

The mobilization rally, which was slated for Musa Kasonka stadium was cancelled in view of the prevailing Covid-19.

Mr Mwamba said the students’ mobilisation team was committed to ensuring adherence to all the conditions set in prevention of the worst consequences.

He was reacting to the cancellation of the Copperbelt Mobilisation rally which was slated for Saturday October 17, at Musa Kasonka Stadium, featuring two South African musicians.

“As a matter of fact, we note with great appreciation the reasons cited by all concerned stakeholders including the ministry of Health for guidelines on prevention of the Covid-19 under the prevailing circumstances,” Mr Mwamba said.

Mr Mwamba said the mobilization team acknowledged the efforts of the Provincial Mobilisation Committee Chairperson Bowman Lusambo in growing the party on the Copperbelt.

Clip mushrooming cooperatives, Govt advised

“If Government wants to achieve the real benefits and purpose of a cooperative, it is important to redesign the cooperative concept and alien its social structure with the Zambian tradition culture and business context,” he said.

Mr Moobwe noted that the cooperative movement in the country had failed to maintain its original dimension which

had resulted into failure to provide sustainable economic and social cost benefits for farming community.

SAFADA, he said, would soon embark on cooperative development and capacity building countrywide once the Zambia Cooperative Federation accepts proposal for capacity building for agriculture cooperatives.

Mr Moobwe said It was imperative to redefine the purpose cooperative and make the cooperative terminology definition clear to avoid confusion in the sector.

He however commended President Edgar Lungu for his timely intervention aimed at addressing poor human

resource productivity among civil servant.

HE current debt crisis Zambia is facing should be a learning point for Government not to ignore indicators of high risk in future, says the Jesuit Centre for Theological Reflection (JCTR) Executive Director, Alex Muyebe.

Father Muyebe regretted that it was unfortunate that Government choose to ignore indicators of possible default on external debt service obligations.

Zambia’s external debt as at June this year stood at US$11.9 billion.

Father Muyebe said in in Lusaka that there were strong indications that the country was drifting into a debt distress.

“Many stakeholders questioned the capacity of Government to pay back the loans and warned of an impending debt crisis if Zam-

Father Muyebe said Zambia had become the first African country to ask for debt suspension on its Eurobond.

“The Jesuit Centre for Theological Reflection (JCTR) wishes to remind the nation that Eurobond holders are due to meet on October 20 to vote on the proposal to suspend Zambia’s debt service payments.

“Before then, about US$42.5 million payment on US$1 billion of dollar bonds due in 2024 is scheduled for October 14, 2020 which must be honoured within 30 days before it’s deemed to be in default,” he said.

Less than a month since the Minister of Finance, Dr Bwalya Ng’andu, presented to

Parliament the 2021 National Budget Government admitted that there was likely to be default on external debt service if a favourable agreement with creditors would not be reached.

This period was for the three coupon payments due on October 14, 2020, 30 January, 2021 and 20 March, 2021, on the respective bonds.

Government also asked all creditors for similar relief, after some non-commercial creditors agreed to a payment freeze under the G20 Debt Suspension Service Initiative (DSSI).

China in particular, has given a one-year grace period and rescheduling of three years of repayment amounting to US$225million, US$426.3million and US$428 million for 2020, 2021 and 2022 respectively.

PROJECT risk management in Zambia needs to evolve to a higher state of effectiveness to regain the confidence from businesses and add demonstrable value to future project delivery.

This is in light of visible construction industry dissatisfaction in the country, says Institute of Risk Management Zambia (IRMZA) Executive Director, Francis Ziba.

Recent case evidence conducted by the IRMZA demonstrated that more than 75 percent of large complex projects across the construction sector in Zambia had failed to meet owner-sanctioned objectives.

Mr Ziba said developers, Government and especially the National Construction Council (NCC) and the Zambia Public Procurement Agency (ZPPA), could take the necessary steps to minimise potential threats for major infrastructure projects.

This, he said, could be done even though it may be challenging to mitigate transparency and corruption risks on major infrastructure projects.

“Before such a risk effectiveness revolution can occur, however, a number of negative project phenomena impairing risk management from delivering value

in major project environments, will need to be addressed.

“Managing these risks will require improvements in data reporting and transparency-especially around debt,” Mr Ziba said in his write up on “The Booming Construction Sector in Zambia – Managing the Risks.”

Mr Ziba said although a broad range of views had been published as to why major projects continued to fail at such a high rate, his article addressed the apparent cynicism being displayed towards existing project risk management effectiveness.

He indicated that project owners and contractors alike appeared to be visibly questioning the return on investment that traditional risk management practices bring to a major project environment.

Mr Ziba said most of these infrastructure project also presented considerable opportunities to contractors and investors, but transparent and corruption posed a major threat to the industry.

“Most of the major projects taking place aim to boost economic growth and integrate the country into a regional economic hub in terms of the roads, airports and other infrastructure projects.

“But despite these developments and improvements, most of the projects are still failing to come in on time and under budgets abnormally high rates,” he said.

Project Management is a profession and must account for project success and failures! The role of quality in projects

ur president Dr Edgar Chagwa Lungu has recently been inspecting government projects and often laments at the poor workmanship of most contractors.

The blame has been directed at the Engineering Institute of Zambia (EIZ). What has been ignored or spared is the fact that project management is a profession.

Project management as defined in the Project Management Body of Knowledge (PMBOK Guide) is the application of knowledge, skills, tools, and techniques to project activities to meet project requirements.

Project managers leading projects must have project management credentials and subscribe to the project management code of ethics and professional conduct. Contractors must be obliged to use proven project management methodology like PRINCE2® especially on capital infrastructural projects.

Engineers leading and in charge of delivering mega projects or capital infrastructural projects need additional qualifications and credentials in project management to mitigate the risk of poor project delivery.

The significance of project quality management plan needs to be fully understood by project managers in order to deliver successful projects.

Project quality planning involves the identification of relevant quality standards and how to meet them so that project deliverables are fit for purpose. Why then do we still have: Snags; Defects; Rework; Bugs! Time overrun; Budget overrun, dissatisfied beneficiaries in projects! Who is to blame? Is it the customer or client? Is it the engineers or contractor? Is it force majeure?

Is it the project manager from customer or contractor’s side?

In our discussion this week we will try to address some of the mentioned problems faced in project management of course the burning question is.

How do you know that a project has failed or is a success? I think it’s not rocket science to understand that when project deliverables have no defects and also key project stakeholders and beneficiaries are happy and satisfied about the project outcomes then the project can be deemed as being a successful. This is the reason why project quality audit always starts with customer initial requirements and expectations.

Of course they are other key project success indicators or factors like budget, schedule,

risks, scope quality etc. obviously we need to also look at lessons from past projects so we avoid repeated mistakes.

Well, all said and mentioned we still experience post project snag lists, defects, rework, and bugs in software applications. So does it mean project teams do not learn from previous lessons? Alright we have talked about problems in projects now it’s time to look at what remedies or proactive actions a project manager can take to minimize the impact of defects, snag lists on project deliverables and maximize project success factors.

When a project tender is awarded or project charter is signed off by the sponsor then project managers start to make a project plan. One of the many sub project plans is called a resource project management plan. When building a resource project management plan a skilled project manager would always look at the availability of resources

and their skills set in the project team. This can be done by identifying staff or employees with relevant skills set to undertake the project assignment. A simple skills matrix would be appropriate.

Project and quality assurance activities cost money and it all starts with the planning phase where we develop a project quality management plan. The cost of quality activities must be part of the overall project budget. The cost of quality is usually weighed between the costs of quality conformance versus the cost of quality non-conformance?

These questions must be addressed by the project manager. Does your organisation follow any of the formal methods for quality management, e.g.

ISO9000?

During quality planning we need to think of quality standards applicable to our project. We need to identify right

skills set in the project team to make the right products rightly. Quality activities must be planned because they take time and must appear in the project schedule. During quality control project managers must ensure that work packages are subjected to quality control before being signedoff. This is very important to ensure that defects, bugs, snags do not reach the customer or client.

Now the question is who should perform quality control activities? Project manager must ensure that product reviewers in the quality team are experts in the field and independent of those making the products. This is very important for obvious reasons in order to avoid conflict of interest. Products failing quality checks must be re-worked and resubmitted for further quality checks. Final thoughts: Project quality management plans must be developed for every project and respected

in order to prevent snags, defects and bugs from reaching the customer. Like the anonymous saying that “we are good at getting projects and very bad at retaining and pleasing customers”. Quality planning is important in order to identify the quality standards and how to meet them by applying principles of quality management including; Customer satisfaction; Prevention and keeping errors out of processes; Continuous improvements and elimination of waste; Understanding project management responsibility to quality.

Project managers must protect and insulate themselves by ensuring that project quality controls are scheduled and taking place so products are being signed-off by quality expert’s independent from those making the deliverables.

AIROBI - Kenya loses at least Sh72 billion in food waste and post-harvest losses at different stages of the value chain, a new report by the Food and Agriculture Organisation (FAO) and the United States Agency for International Development (USAID) reveals.

The report shows that agriculture, which contributes 26 percent of the country’s economy, brings in Sh2.48 trillion of the country’s Sh9.53 trillion annual gross domestic product.

This, however, is minus the costs of the waste and post-harvest losses involved in the industry.

But the sector, the report adds, has the potential to contribute Sh3.24 trillion when operating at its optimum and losses eliminated.

“Kenya is losing 30 percent of food produced after harvest. Of this, about 20 percent of the food is lost at the farm level, while 60 percent (of what remains) is lost at the marketing stage. In some instances, 100 per cent of food produced goes to waste, especially during bumper harvest seasons,” the report says.

The consequences of this situation are reduced income for farmers and households, poor quality of food sold and consumed, up to six million hungry Kenyans and in the near future, people trapped in the yearly cycle of food abundance and lack, and dump sites all over the country.

The food wastage and post-harvest losses have been cited during harvesting, drying, threshing and winnowing, sorting, packaging, storage, transport and marketing.

Sudan signs preliminary deal with GE to boost power provision KHARTOUM The Sudanese government signed a memorandum of understanding with General Electric aimed at increasing power generation by up to 470 megawatts (MW) as Sudan struggles to emerge from an economic crisis and long economic isolation.

GE said in a statement it planned to deliver electricity to about 600, 000 households through mobile turbines that can be installed within months and the rehabilitation of three existing power plants.

The company said it was also exploring cooperation on further power projects as well as health projects including the modernisation of radiology, cardiology and oncology infrastructure and healthcare in rural areas.

“It has been almost three decades since we have seen such important companies engage with Sudan,” Sudanese Prime Minister Abdalla Hamdok was quoted as saying in a joint press release.

The statement gave no detail on financial terms or costs. Sudan’s cabinet said last

JOHANNESBURG - The South African tourism industry must get its "parochial head out of the sand" and transform, according to Deputy Tourism Minister Fish Mahlalela.

SA's tourism industry is lagging far behind regarding transformation, research recently presented to Parliament covering the past 26 years, shows and this is very worrying, he said during a webinar hosted by the Tourism Department.

"It requires that we engage in very uncomfortable, but allinclusive conversations about the nature and character of the postCovid-19 society we want to realise. We need to create opportunities for everybody," said Mahlalela.

"Like all crises, the Covid-19 pandemic has exposed opportunities which we (should not) ignore at our own peril.

We must have the courage to reinvent the future."

He pointed out the fact that one of the biggest developmental and strategic challenges SA faces is the high level of unemployment.

Industrial Revolution is affecting all economic processes and has increased the demand for skilled and semiskilled workers," said Mahlalela.

"The aim of the webinar is to ensure we are on the right track for developing skills, especially among women and the youth, so they can become the agents of change now and beyond Covid-19.

Zim releases 2021 Budget Strategy Paper HARARE - Government has released the 2021 Budget Strategy Paper that basically outlines the fiscal strategy will guide wider consultations on the upcoming 2021 National Budget.

The 2021 Budget Strategy Paper marks the transition from the Transitional Stabilisation Programme (TSP), which is coming to an end this December, paving way for the longer term National Development Strategy (2021-2025).

The 2021 Budget Strategy Paper, themed “Building Resilience and Economic Recovery Post Covid-19”,

was launched by Finance and Economic Development Minister Mthuli Ncube in Harare.

US agency to support 2, 500MW nuclear project in South Africa JOHANNESBURG - The United States International Development Finance Corp pledged to support NuScale Power LLC, a US nuclear energy technology firm, to develop 2,500 megawatts of power in South Africa.

South Africa’s government drafted an economic recovery plan in conjunction with business and labor groups several months ago in a bargaining

forum known as the National Economic Development and Labour Council, in the wake of the coronavirus pandemic.

The Bank of Zambia (BOZ) exchange rate of the kwacha against the United States Dollar was K20.13 as at Monday October 12, 2020.

The corona virus has affected the employees' financial status in that some of them have been dismissed by their employers while others have been put on forced leave owing to low business activities.

The small scale entrepreneurs have not been spared either by the Covid 19 pandemic.

The most affected business sectors are the hospitality and the manufacturing, among others. The low level of economic activities in our country entails that most goods and services have to be imported.

When the country imports more goods than it exports, the country has to pay for the imported goods in foreign currencies notably the US Dollar.

Ultimately, there will be more demand for the dollar.

It is a well known fact that the majority of Zambians are wallowing in abject poverty owing to the fact that only few people are in formal employment. Even those in formal employment, their disposable

income is low, making it difficult to buy most necessities.

On the other hand, some entrepreneurs don't make enough money through sales by virtue of not selling much of their merchandise. The dire consequence of this is that there will be less sales which translates into less revenue.

The economic challenges are in our midst quite alright.

To mitigate the adverse impact of the depreciation of the Kwacha owing to many factors of which the corona virus takes the centre stage, there is need for the Government and other stakeholders to find amicable solutions.

Zambia has the potential of producing internationally recognized deigners, but the local designers lack good material for culture industry hence they are forced to import from other African countries. The industry has the potential to gobble in billions of Kwacha and contribute positively to the tourism and economy.

The labour – intensive subsector supports value addition to cotton, which, ginned and spun in Zambia at the industrial sited. That’s why a lot of farmers should be encouraged to venture in growing cotton that can help boost this industry.

Ndola records 40,000 diarrhea cases …from Jan to Sept

By SANFROSSA MANYINDA NDOLA has recorded close to 40,000 diarrhea cases from January to September this year.

According to the Ndola City Council, this could be indirectly attributed to poor hand hygiene in the Copperbelt city.

Ndola Mayor, Amon Chisenga, said the city recorded 39, 515 cases, out of which 9,428 were children below the age of five.

"These figures are alarming and there is need for all of us to understand that hand washing habits form the foundation of our status on being healthy and productive,” he said.

He stressed the need for the District Health Office and the Public Health Department of the council to intensify their health education programmes in order to reduce diarrhea cases.

Meanwhile, the local authority in collaboration with the USAID-Scale up Nutrition Technical Assistant (SUNTA) is scheduled to rehabilitate 50 non-functional communal water points in an effort to reduce the water deficiencies in the city.

Mr Chisenga said that he was hopeful that more stakeholders would come on board to complement the efforts of bridging vulnerability gaps such as lack of access to water.

"Making hand hygiene accessible for all required a multi-faceted, society-wide approach, and such projects would help make that a reality," he said.

Mr Chisenga stressed there was always room to collaborate with Ndola City Council in order to provide services to the people.

He challenged stakeholders to help communities in which they operated in order to contribute to the achievements of sustainable development components.

The Mayor also advised all shop owners and public places operators that the provision of hand washing facilities and refuse bins would remain mandatory as a minimum requirement to prevent diseases.

This, he said, would encourage change in behavior of the communities towards the importance of proper hand hygiene and sanitation.

MOTHER OF TRIPLETS SEEKS HELP

26-year-old mother of triplets in Kitwe is appealing for help from well-wishers after a man who impregnated her allegedly abandoned her.

The woman is now faced with the responsibility of looking after the children.

Faides Nkhata said she has been left with the responsibility of looking after the triplets after the man who impregnated her left on the pretext of going to look for either employment or business.

The woman of Mulenga Township, explained that she stays with her mother and had a casual relationship with a man, who could not be traced after she gave birth.

The triplets are now two months old.

Ms Nkhata said more than one month had passed from the time the father of the trip-

lets left and whenever she tried to call him, the phone was unable to go through, a situation which worry on how she would look after the triplets.

“I am in a difficult situation because I gave birth to triplets whose father is nowhere to be seen and his phone is off. I really don’t know what to do because it is a huge task for me to baby milk, baby powder , diapers and others things which are needed.

“This is the reason why I am appealing to well-wishers to help me in any way to support these triplets. I really need help and I will be grateful,”

She said she was struggling to buy baby powder and diapers and food for herself.

NORTHWEST CHAMBER TAPS INTO DRC MARKET

The delegation will be led by the North Western Chamber of Commerce and Industry.

Chamber president, Mukumbi Kafuta, said during the send-off ceremony in Solwezi that the main objective of the trade mission was to expose the business community to the vast DRC market.

He said the idea behind the trade mission was to equip the business community on the dos and don’ts of doing business in that country.

Mr Kafuta said DRC was a big market for Zambia in various sectors of the economy.

"We want to expose the business community to the DRC market so that they have an idea of doing business in that country," he said.

He said during the mission, the delegation would have various meetings with government officials as well as the corporate institutions in the vast neighbouring country.

Apart from that, he said, the delegation would also tour some of the companies and look at their operations as well as products.

He was hopeful that the delegation would be able to tap into the DRC market and make business linkages as well as networks.

"It is our hope that after the trade mission, we would have crated tangible links in that country," he added.

TWO stray lions have been sported in Nsongwe Village in Mukuni Chiefdom of Kazungula and Livingstone Districts in Southern Province.

The residents are now living in fear for their lives and that of their animals because of the presence of the two male lions.

s there going to be an end to road side selling of fuel and oil? The answer to this question is with consumers.

This trade has persisted for decades not just in Zambia but in several other countries. This illicit trade is older than me. Understanding the matrix of where traders get their commodity from reveal many sources.

Fuel and oil is a regulated commodity calling for specialized handling and storage. It is never in dispute that one litre of oil can contaminate up to one million litres of water. Imagine how many litres get spilled into the ground per year and how many litres of underground and surface water get contaminated.

I know that people trading in this illegal business are trying to make some living but it is also important that they know the extent of contamination of underground and surface water. One litre can contaminate up to one million litres of water.

It is an environmental disaster. When I consider the careless disposal of used oil from township garages, I get disturbed. In South Africa, more than 30 million litres of used oil is unaccounted for; meaning that it is disposed off carelessly. Calculating figures like this is simple. In case of Zambia, it is known that Oil companies sell not less than 20 million litres per year. The question is, “how much of this is collected in form of used oil for correct disposal?” I know that some Oil companies and some users of oil are doing their best but there still remains more work to be done.

They will cash on your ignorance because it is not easy to tell the difference between the original and the fake. You can hardly tell by looking.

I have said before that oil is nothing but a mixture of base oil and an additive package. Base oils are derivatives of crude oil or special ones made in the laboratory; called synthetic base oil.

Base oils on their own achieve little when used as oil. They are therefore loaded with an additive package in to: 1) Impart certain desired properties which are not necessarily originally found in the base oil.

2) Suppress unwanted properties. Base oil has a lot of unwanted properties such as freezing when temperatures got cold. But when added with certain additives, the oil can remain “flowable” and liquid even at negative celcius.

3) Improve on existing acceptable properties.

It is this additive package that separates boys from men as far as the industry is concerned. The quality and quantity of additives in oil has a telling effect on what that oil can do to your bank

US sees record-breaking early voting numbers WASHINGTON – State election officials across the US are reporting record numbers of voters casting their ballots ahead of election day on 3 November.

More than 22m Americans had voted early

by Friday, either in person or by mail, according to the US Election Project.

At the same point in the 2016 race, about 6m votes had been cast.

Experts say the surge in early voting correlates to the coronavirus pandemic, which has caused many people to seek alternatives to election day voting.

On Tuesday, Texas, a state that has relatively tight restrictions on who can qualify for postal voting, set a record for most ballots cast on the first day of early voting.

On Monday, the

Columbus Day federal holiday, officials in Georgia reported126,876 votes cast - also a state record.

In Ohio, a crucial swing state, more than 2.3m postal ballots have been requested, double the figure in 2016.

Reports indicate that registered Democrats have so far outvoted registered Republicans casting more than double the number of ballots.

And of these early voting Democrats, women and black Americans are voting in particularly high numbers.

Some are motivated by dislike for Donald Trump, while others have been energised by racial justice protests throughout the summer following the police killing of George Floyd in Minnesota.- BBC

Libya cash leads to 'criminal conspiracy' charge for Sarkozy over

Nicolas Sarkozy has been charged with conspiracy over claims he funded an election campaign with cash from Libya's late Colonel Gaddafi (pictured together in 2007) PARIS – French investigating magistrates have issued a fourth charge against ex-president Nicolas Sarkozy for allegedly accepting Libyan cash to fund his 2007 presidential campaign.

He is accused of "membership in a criminal conspiracy", in the long-running investigation. The charges could lead to

a trial.

After four days of questioning he rejected all the charges in a Facebook post. He was also questioned last year.

There are also other cases against him.

In the Libya investigation he was charged in 2018 with corruption, illegal campaign financing and benefiting from embezzled public funds.

GUINEA ELECTIONS: Alpha Condé takes on Cellou Dalein Diallo again C

ONAKRY – Voters in Guinea are casting their ballots in a controversial election which sees President Alpha Condé, 82, seeking a third term.

The day started with heavy rain but as soon as it stopped, long lines started forming in front of polling stations.

Mr Condé ignored critics to push for a change of constitution that allowed him to extend his stay in office.

His main challenger is Cellou Dalein Diallo, who he has twice defeated.

Ethnic clashes during the campaign have raised fears of nationwide violence if the results are disputed.

The government has closed the borders with some neighbouring countries, citing security reasons.

Some 5.4 million voters eligible to vote. Results are not expected for several days.

Candidates need more than 50% of the vote for outright victory, or there will be a second round on 24 November.

Ten other candidates are also running, while some opposition groups have called for a boycott.

Fears of military divisions Guinea has been beset by authoritarian and military rule since independence. There have been some fears that the army might be getting involved in politics again.

On Friday, the minister of defence issued a statement saying that a group of soldiers had entered a military camp in

He served jail time for challenging General Lansana Conté, who ruled from 1984 to his death in 2008.

He has campaigned on his economic record and prospects that Simandou, one of the world’s largest untapped iron-ore deposits, might finally be exploited - creating

thousands of jobs.

But critics say that any economic growth has not filtered down to the bulk of the population. Power cuts are common and many young Guineans are unable to find work.

A new constitution was approved in a referendum in March. Mr Condé argues this means he is allowed to seek re-election, even though he had already served the maximum of two terms allowed under the previous constitution.

The opposition disputes this and street protests have led to dozens of deaths over the past year.

Who is his main challenger?

Cellou Dalein Diallo, 68, a former prime minister, is the only formidable opponent. He lost to Mr Condé in both 2010 and 2015, although he says both elections were marred by

PLAYERS CAUTIONED …as Micho summons 23 ‘bullets’ for Ethiopia, Sudan

AMBIA National soccer team coach Milutin “Micho” Sredojevic has urged national team players not enjoying game time at their respective clubs to move to clubs where they will play for a chance to be called for national team duty.

Micho said he will not use his personal friendship with players to call them to the national team when they are bench warmers at their respective clubs.

“Players have been advised and they are moving already.

It’s either they play at their clubs or they won’t be considered. I know I have personal

relationships with them but that has to be put aside, I cannot for example bring Justin Shonga and Augustine Mulenga because you already know the reasons,” Micho said.

Meanwhile the Chipolopolo coach has named a 23-man squad of local players to play Ethiopia and South Sudan in international friendly matches set for Thursday and Sunday respectively.

The Serbian has retained most of the local players that were part of the just-ended FIFA international window which saw the Chipolopolo play three matches against Malawi, Kenya and South Africa.

Mwange while Nkwazi shot stopper Charles Muntanga, Zanaco defender Kebson Kamanga, NAPSA Stars’s Luka Ng’uni and Paul Katena have been retained.

The team enters camp on Tuesday October 20 and will jet-off to Ethiopia the following day in readiness for the match against that country’s national team on Thursday.

Zambia’s second match will be against South Sudan on Saturday before facing Ethiopia again on Sunday.

The local assemblage will wrap up the Addis Ababa engagement with another match against South Sudan on Monday, October, 26.

The Chipolopolo are using the matches to prepare for the back-to-back Africa Cup of Nations qualifier matches against Botswana in November and the African Nations Championship slated for January 2021 in Cameroon.

Mwenya bemoans Nakambala’s withdrawal from FAZ league

By MUKWIMA CHILALA KONKOLA Mine Police president Gideon Mwenya has bemoaned Nakambala Leopards withdrawal from the Football Association of Zambia (FAZ) organized league after the deregistration of the club by FAZ. Mwenya, a FAZ vice presidential aspirant said there were better ways that the Nakambala Leopards case could have been handled other than separating from FAZ organized league football.

FAZ General Secretary Adrian Kashala on Thursday announced that Nakambala’s position in the National Division One League would be handed to Northwestern province Chopin Trident FC following the withdrawal of the former.

But Mwenya said the deregistration of the Mazabuka based side is regrettable as the team was contributing so much to Zambian football.

The Konkola Mine Police president noted that there could have been better ways of handling the Nakambala situation other

than having the club go into extinction.

Mwenya said that Nakambala was contributing not only to football development in Mazabuka District but to job creation for many players that had featured for the team over the years.

He said that FAZ could have found a consensus with the club other than letting it go like that.

He notes that the Club sponsors, Zambia Sugar have given indication that they are willing to sponsor the team hence a win - win situation could have been reached for both parties.

“The purpose for vying for positions at FAZ is to develop the game of football, now if you are losing such sponsorship indirectly as FAZ and even club like Nakambala, the deregistration of the club is bad. We could have found a way for a winwin situation,” Mwenya said.

“Looking at what we have lost from Nakambala, the players have lost a livelihood and FAZ itself has lost an income and contribution to the nation at large. And this is a very big institution like Zambia sugar which is willing to sponsor.”

Mwenya noted that the fact that Zambia Sugar had relocated their sponsorship to junior developmental football in the District meant that they were ready to sponsor Nakambala leopards.

On Saturday Nakambala Leopards executive committee indicated through a letter to FAZ that the sponsors of the club were now reallocating sponsorship to a developmental academy following the de-registration of the club.
