FARMERS will lose millions of Kwacha in lost income as they are stuck with 42, 000 tonnes of winter maize which they cannot export and from which they expected to generate a profit.

This is because the government has not allowed them export the excess harvest.

The maize was produced at great cost in irrigation, electricity and chemical input.

Government asked farmers to produce about 135, 000 tonnes when there was a grain shortage in the country which led to hiked meal mealie prices.

Under the agreement, farmers were to export some of the maize after meeting the local targets.

But Government has not sanctioned the move.

Discard toxic discourse POLITICIANS and other stakeholders must develop a sense of levelheadedness and tolerance as the country prepares for campaigns and elections.

More often, tension rises in the country a year before elections as more and more contentious issues pop up among political players and the Civil Society Organisations (CSO).

Usually, issues that are brought forth are not of a complex nature but appear difficult on face value because of lack of trust between politicians in the ruling party and those in the opposition.

Even now, there is so much suspicion while the political divide is widening each day that passes.

Political nemeses do not just agree on anything, leaving the general population frustrated because some of the differences are not necessary and can easily be resolved through honest dialogue.

Right now, there is deep disagreement on the recently introduced online voters’ pre-registration initiative, with the main opposition political parties calling for a halt of the exercise.

Sadly, the Electoral Commission of Zambia (ECZ) has been caught in the cross-fire as the ruling party and the opposition fire salvos at each other.

It will be disastrous if opposition political parties continue to punch holes in all initiatives brought to the table by the ECZ. So far, the UPND and the New Hope MMD have cast serious negative aspersions on the electoral body in what some quarters believe is an attempt to undermine its credibility.

Secondly, the application of the Public Order Act has brought consternation because the opposition leaders feel that their rights are being trampled upon and have accused the police of being biased and favouring the ruling party.

It will be very prudent to resolve all matters surrounding the approval of notices by police of public meeting or processions.

Therefore, all political parties must drive towards consensus on these matters and also agree to disband youth groups, which act as security wings.

Some of the members of these political security wings have many times engaged in violence, the reason why some of them are still remanded in correctional facilities awaiting trial.

Problems are rampant among the grassroots and the youth because those with money tend to use the young generation as tools of violence while they recoil in their comfort zone.

The youth must not fall prey to leaders that enlist them in violent missions while financiers remain safe as young ones are shepherded into correctional facilities.

A case in point is the violence that characterised the Lukashya by-election in Kasama, which left some cadres injured while others were arrested and are still behind bars.

Therefore, politicians must thrash out all sticky points now before the campaigns get underway so that there is peace and co-existence.

Politicians must engage in politics of substance, disseminating valuable and rich information about their manifestos.

It was relieving though that President Edgar Lungu, UPND’s Hakainde Hichilema, Chishimba Kambwili of the National Democratic Congress and other politicians met at the ECZ-organised summit of political parties.

If leaders met more often in the manner they did last week, there would be less tension in the country.

Therefore, politicians from both the ruling and opposition political parties must discuss matters of national importance in a mature fashion.

They must only expound matters of substance; they must discard toxic political undertones.

OLICE in Nakonde have discovered illegally harvested Mukula logs suspected to have been loaded from Chinsali.

Muchinga Province Commissioner of Police, Joel Njase, said police came across logs of Mukula which were offloaded on Thursday night by unidentified people, who intended to smuggle them out of the country.

In 2017, Government banned the harvesting, stor-

age, transportation and trading in the Mukula tree after illegal traders invaded forests and started to cut down the natural resource indiscriminately.

Mr Njase said information gathered so far indicated that the logs were loaded from Musanya area on the Isoka-Chinsali road and offloaded in Nakonde.

Police were investigating to try and trace the perpetrators of the crime, who could have offloaded the contraband with intention to smuggle it out of the country.

Mr Njase warned police officers against compromising in implementing the ban on trade of endangered Mukula as the contraband had passed through a check-point before it was offloaded in Nakonde.

"We wish to remind our officers to be alert and ensure that there is no compromise when it comes to enforcement of the law," Mr Njase said.

Meanwhile, Government has warned against illegal harvesting and trading of the endangered Mukula timber.

EFZ wants sexuality meetings stopped

THE Evangelical Fellowship of Zambia (EFZ) has expressed surprise that certain pro- Comprehensive Sexuality Education (CSE) working groups are engaging selected stakeholders.

EFZ Board Chairperson Bishop, Paul Mususu said he was aware that Vice-President Inonge Wina, directed that a multi-sectoral technical working group would be set up to consult on CSE, but was surprised that promoters of the initiative had heightened engagement with selected stakeholders such as Members of Parliament.

He noted that two urgent consultative programmes had been set up at the National Assembly on both the Sexual Reproductive Health and Rights

(SRH&R) and CSE within a space of the next two weeks.

Bishop Mususu disclosed that EFZ received an invitation letter dated October 9, 2020 and a programme indicating that a 20-minute presentation on CSE Experiences is expected from the EFZ at a meeting to be held on October 12.

“While we appreciate the invitation to one of the two events in reference, our concern is that these heightened efforts by promoters of these programmes go a long way to undermine the mechanism currently in motion, set up by Government to review and attend to concerns in an objective manner.

“We earnestly appeal to the Clerk of the National Assembly, Mrs Cecilia Nsenduluka Mbewe to halt these process-

LIFTING affected families out of the poverty trap will be a difficult task if the country does not contain the African migratory red locust, says the Zambia Alliance of Women (ZAW).

ZAW executive director, Edah Chimya said the organisation was worried with the ripple effects the outbreak of migratory red locust in some

parts of the country were posing to farmers.

Ms Chimya said the locusts were a big threat to the national food security because the majority of the population, women in particular, relied on agriculture for a living.

She appealed to farmers in areas that had not been invaded by the locusts to report to the Ministry of Agriculture if they spot the pests in their areas.

UNITED Party for National Development (UPND) has described the late Chief Sinadambwe of the Tonga speaking people of Gwembe as a leader who valued unity and peace among his subjects and beyond.

The UPND said Chief Sinadambwe's death was not only a loss to the people of his chiefdom but to the entire Southern Province and beyond.

The traditional leader died on Friday.

UPND Southern Province Information and Publicity Secretary, Neto Halwabala, said that his party was devastated over his death "He was a great traditional leader who provided leadership among his subjects. As a party, we join his subjects and the rest the country in mourning our great leader," he said.

Mr Halwabala said it was heart-breaking to lose a chief at a time when the country needed traditional leaders of integrity to unite Zambia.

He said that it was the drive towards consensus that most stakeholders must welcome and support the ECZ for providing face to face platform.

Mr Chembe hoped that the ECZ would continue with the spirit of dialogue through provisions of platforms by encouraging political parties, the media, the church, and

civil society organisations to engage in peaceful exchange of ideas. "Our appeal is that as we begin to draw closer to the 2021 general elections that these dialogue platforms will increase in their frequency and quality of peacefully addressing all issues pertaining to the electoral process," Mr Chembe said.

SACCORD salutes ECZ

THE Southern African Centre for the Constructive Resolution of Disputes (SACCORD) has commended the Electoral Commission of Zambia (ECZ) for offering dialogue platform through the recently held summit for political parties.

SACCORD Executive Director, Boniface Cheemb, commended the ruling and opposition political parties that attended the summit and participated in the deliberations.

He said that one of the biggest sources of conflict on the African continent was elections, hence the need for electoral transparency and ac-

countability.

"In Zambia today, varying views exist on different electoral matters such as the Public Order Act (POA), the voters’ register, issuance of National Registration Cards (NRCs), and online pre-voter registration, among others.

"Therefore, when there is divergence in views as per a healthy democracy like Zambia, the best way to reach middle ground is to dialogue so that consensus can be attained," he said.

Mr Chembe said that the arrival at consensus could not necessarily entail everyone agreeing, but at least most stakeholders agreeing on a certain issue.

If allowed to export the farmers would get a better price for their crop and recoup the costs of producing winter maize which are high. Selling their maize locally would entail heavy losses for the farmers.

Zambian National Farmers Union (ZNFU) president, Jervis Zimba has called on President Edgar Lungu to intervene because the farmers were stuck with the 42, 000 tonnes of maize which they could not sell locally because they would make losses.

“Early maize is produced at a high cost. If farmers do not find an export market soon, they will be in trouble with the banks because the financial institutions will soon be closing the books on all the farmers who have failed to pay for loans,” Mr Zimba said.

Meanwhile, the Small-Scale Farmers for Development Agency (SAFADA) has urged Government to have an audience with the farmers over the matter because if left unresolved, it would discourage farmers from growing maize.

SAFADA executive director, Boyd Moobwe, who confirmed that farmers were still stuck with the maize, said the plight of farmers should be heard because they invested heavily and should therefore recover their money.

Mr Moobwe urged Government to come up with a better price for the 42, 000 tonnes of maize that the farmers were stuck with as the last option.

“The government should have an audience with the farmers to iron this issue because this will discourage farmers from growing maize. If it so happens that the government asks them again, they will refuse due to this poor arrangement,” he said.

When contacted for a comment, Ministry of Agriculture Permanent Secretary, Songowayo Zyambo, said Government had finalised everything involving the early maize contract with ZNFU.

He said the traditional leader should stop attacking the PF government unfairly when he was linked to the flawed privatisation process.

Mr Ngulube said in an interview that Senior Chief Mukuni had been viciously attacking President Edgar Lungu and the PF government because he was trying to defend his business partner, Hakainde Hichilema from being made accountable for his role in privatisation.

Senior Chief Mukuni of the Toka Leya people of Southern Province was at the weekend quoted in some sections of the media as having charged that there would be chaos in the country because of alleged rigging manoeuvres by the government.

But Mr Ngulube said the traditional leader was a known business partner of the UPND leader who should declare interest in matters involving privatisation.

He said it was surprising that Senior Chief Mukuni always attacked Government whenever

the name of Mr Hichilema came under serious scrutiny over his role during privatisation.

Mr Ngulube, who is also Kabwe Central Member of Parliament accused the traditional leader of being bitter because he benefitted from privatisation through his business partner, Mr Hichilema.

"He ate with HH during privatisation. He owes our people an explanation," Mr Ngulube said.

He said the only reason the traditional leader was misleading Zambians on the performance of President Lungu was because he had taken a partisan stance.

He said Mr Hichilema in his role as negotiating chairman for the sale of the Intercontinental Hotel Livingstone and the Rainbow Lodge selected the lowest bid by Sun International in exchange for shares in the company through his proxy, Senior Chief Mukuni.

"So what do you expect from a chief whose business partner is asked to state the role he played during privatisation?” Mr Ngulube asked.

THE Energy Regulation Board (ERB) must take keen interest and arbitrate in the impasse between Zesco and Copperbelt Energy Corporation (CEC), energy expert, Johnstone Chikwanda, has said.

Mr Chikwanda said the current situation was not healthy hence the need for the regulator to step in, to iron out the issues regarding the Bulky Supply Agreement (BSA) new contract.

Recently, Minister of Energy, Mathew Nkhuwa, instructed the two companies to ensure that the negotiations began immediately when he had a meeting with both parties.

If it is not possible for ERB to be the best arbitrator then they need to ignite other provisions of the law to ensure that an arbitrator is found or a group of them to arbitrate this matter in the best interest of both parties and of the public.

“The Minister of Energy gave a policy guidance that the two parties need to sit down and be able come to the negotiating table and resolve this matter but nothing has been done so the regulator must come in,” Mr Chikwanda said.

Ex-miner sues KCM over spinal injuries

By GRACE CHAILE-LESOETSA A CHILILABOMBWE resident has applied for leave to commence legal proceedings in the Lusaka High Court against Konkola Copper Mines (in liquidation) and its provisional liquidator Milingo Lungu, to recover damages against them.

Mr Warrance Musonda wants to recover damages because of the deep spinal injuries he sustained about two years ago at KCM’s Konkola Deep copper mine while in the employment of a contractor, Khodanne Investments Limited, also a respondent in the matter.

In his affidavit in support of originating summons, Mr

Musonda stated that he was advised by his lawyers to commence action to recover damages against them.

He asked the court to grant him an order of leave of court to commence legal proceedings against the respondents.

“On or about July 18, 2018, I sustained deep spinal injuries at KCM’s Konkola Deep copper mine whilst in the employ of its contractor Khodanne Investments Limited.

“On or about July 1, 2020, my advocates prepared letters of demand to the respondents (KCM and Lungu) pursuant to my instructions demanding amongst others damages for negligence.

“The letters were delivered and acknowledged by the respondents on or about July 2, 2020,” he stated.

“KCM responded to my letters of demand by letter dated July 20, 2020 in which it indicated that it would revert to my advocates in due course after studying the matter and obtaining instructions. That to date my advocates have not heard from the respondents.” Mr Musonda said.

PF youths warn opposition over rigging allegations

Mr Sampa, who is also Kasama Central Member of Parliament, said allegations by some individuals that the Electoral Commission of Zambia (ECZ)’s preregistration exercise was a ploy to rig elections in 2021 could cause confusion in the country.

He said that it was wrong and misleading for some politicians and traditional leaders to start insinuating that the ongoing online preregistration and invalidation of the old register was a plot to rig the 2021 general elections without any proof.

Mr Sampa said public figures should be cautious when making public statements or they would misleading the nation and ultimately disturb its peace.

Mr Lukuku said he would not apologise to the traditional leader for wrongs that he did not commit, adding that he has never had any issues with the chief.

The Republican Progressive Party president maintained that there was nothing to apologise for because he did not hurt the Bemba paramount chief in any way.

Paramount Chief Chitimukulu recently refused to meet UPND president Hakainde Hichilema, alleging that his political partners in the Opposition Alliance referred to him as a misplaced and wrong chief.

‘Chinsali hospital fire was sabotage’

Mr Njase said expert analysis of electrical appliances by an engineer ruled out the possibility of the fire being initiated by an electrical fault.

He said the fire could have been deliberately started by someone and exacerbated by the presence of lubricants, hand sanitisers and methylated spirit.

President Lungu to engage EIZ on shoddy works PRESIDENT Edgar Lungu says he will soon convene a meeting with the Engineering Institute of Zambia (EIZ) to find out why government projects take long to finish.

Chinese set up manganese processing plants

GOVERNMENT has disclosed that two Chinese mining companies are setting up manganese processing plants in Central Province.

Minister of Commerce, Trade and Industry, Christopher Yaluma, said Wang Chen Mining Limited was setting up a manganese processing plant in Kapiri Mposhi.

The minister said the mining company had pledged through the Zambia Development

Agency (ZDA) to establish the processing plant at a cost of US$20 million.

Mr Yaluma said the project was at 80 percent completion stage and 200 jobs were expected to be created when completed.

He said that this investment was cardinal in the country as the manganese which would be mined would be exported with value addition.

A Chinese mining firm is setting up a multimillion manganese processing

plant in Kapiri Mposhi which will be used to process the manganese mined in the area.

Meanwhile Mr Yaluma said a Chinese metal company is also establishing a manganese processing plant in Serenje.

The minister said the project being established at a cost of US$9 million was at 90 percent completion.

“Over 400 jobs are expected to be created once the plant is completed,” Mr Yaluma said.

Mines’ tax payments ‘sucking’ forex, says expert

THE payment of taxes, over and above mineral royalties by mining companies in dollars has sucked foreign exchange supply from the open market causing imbalances on the supply side.

This aspect, coupled with demand surges, has weighed the exchange rate.

This is according to the Kwacha Arbitrageur Magazine Chief Macro Business Strategist, Mutisunge Zulu. In June this year, the Zambia Revenue Authority wrote to all mines to remit all taxes in dollars and directly to the Central Bank to shore up foreign exchange reserves.

But Mr Zulu said the move had sucked foreign exchange supply from the open market causing imbalances on the supply side, which coupled with demand surges, has weighed the exchange rate.

He explained that the Kwacha had this year to date suffered a 40 percent valuation loss as structural imbalances in the foreign exchange market had caused currency sell-off pressure.

He said this in the latest Kwacha Arbitrageur Report on “Budget Analysis and Debt Note.”

Mr Zulu also said the increase in inflation rate had contributed to the weighed to offset the effects of falling food prices. “This is evidenced by a dollar liquidity backlog exacerbated by uneven and inequitable allocation of foreign exchange at the expense of agriculture input demand,” he said.

Meanwhile, Mr Zulu said some of the tax adjustments announced in the 2021 national budget such as scrapping of import duty on copper concentrates would benefit the Zambian mining industry. Mr Zulu said this had for years hampered smelting business, which was driven by Mopani Copper Mine, Konkola Copper Mine and Kansanshi Mine.

“With increased in production in the Democratic Republic of Congo – DRC which is north of 1.2 million metric tons, Zambia stands to benefit more because of current unutilized smelter capacity which will help most mines meet contribution especially at a time when some face increasing production challenges,” he said.

‘SOUND FISCAL POLICY KEY FOR ZAMBIA’

ZAMBIA has to rely on fiscal policy for debt stabilisation as the country seeks to secure external financing from the International Monetary Fund (IMF).

The country, which is currently in talks with the IMF, is eligible to access up to US$1.3 billion worth of a programme from the Washingtonbased lender.

Debt stabilisation is likely to be a key point as Zambia negotiates towards an IMF programme in the future, says Standard Chartered Bank Chief Economist for Africa and Middle East, Razia Khan.

Ms Khan emphasised the need to therefore ensure a fiscal policy which would deliver debt stabilisation.

She explained during a live webinar focused on the Zambian Market Economic Outlook that this was cardinal in accessing external financing, including the IMF programme.

“Many countries have benefitted from the IMF emergency funds but Zambia has not because its debt level suggests that it is risky. So Zambia

Ms Khan has looked at this hence the current discussions with its creditors.

“There is likely to be an ounce of fiscal policy, Zambia is now taking steps to try to make its debt load manageable and we will have to observe what the outcome of that is going to be,” Ms Khan said.

She indicated that it might make it difficult for

Zambia to raise any new financing externally from commercial sources for some time if the outcome of the on-going negotiation was negative.

Zambia, Ms Khan explained, had more commercial creditors and the problem was that if those commercial creditors were seen to be disadvantaged by any debt workout, that could as well be construed as a default.

“The question is what policies Zambia should be putting in place to try to safeguard future development and safeguard its future “Any further development just like the local currency debt market, this will have to become much more important as a funding source for the Zambian market going forward,” Ms Khan said. She however observed that Government through the Bank of Zambia had done a lot to stabilize the economy.

“The release of liquidity leading to improve local currency, debt markets outcomes. The release of liquidity to address some of those outstanding suppliers contract, this will certainly be helping the economy,” Ms Khan said.

She said Zambia was already feeling the impact of COVID-19 on the economy.

i. Crop Production: • Prioritising investment in agriculture development for economic diversification agenda.

Leading to an increase in maize production from 2.8 million metric tonnes in 2016 to 3.4 million metric tonnes in 2020.

• Seed production increased from 97,000 metric tonnes in 2016 to 129,000 metric tonnes in 2020.

• 4,119 people out of a target of 12,000, have so far benefited from the project, out of which 1,783 are youth.

The Government is committed to building resilience by: • Investing in building capacities to cope and recover quickly in face of difficulties.

Macroeconomic situation • During the period 2016 to 2019, the economy remained resilient registering positive growth of 3.2%.

• In 2020, the economic growth rate is projected to decline to negative 4.2%.

• This is mainly attributed to the COVID-19 pandemic which led to disruptions in the supply of value chains, fall in international commodity prices, reduced exports, low investments and liquidity constraints.

To stimulate economic activities in the short-term amid the COVID-19 pandemic. Government has had to: • Implement tax relief measures in order to keep the private sector afloat and protect jobs.

• As a result, domestic revenues in 2020 are projected to decline by 17.8%.

• To improve liquidity in the economy and mitigate the effects of COVID-19. Government introduced a K10 billion medium-term refinancing facility to support various players in the economy.

• Furthermore, Government issued the K8 billion COVID-19 bond as an economic stimulus package.

• Government has continued to prioritise the dismantling of domestic arrears such as those owed to suppliers and pensioners.

• A total of K1.9 billion has so far been released against the 2020 budget of K2.1 billion.

Economic Diversification and Job Creation

A number of interventions have been implemented in the sectors identified as key drivers and enablers for economic diversification, and job creation. These include:

Livestock: • Government will pay particular attention to livestock research and development, provision of livestock services, improved animal husbandry, infrastructure development and assisting our farmers to access both capital and markets and promote private sector participation in order to grow the subsector iv. Mining: • On average, the sector accounted for 14% of gross domestic product and 74.4% of total export earnings during the period 2016 to 2019. During the same period, copper production averaged 805,000 metric tonnes.

• In March 2020, Government had declared gold as a strategic mineral and established the Zambia Gold Company Limited to spearhead gold mining activities in the country.

• The company has since began purchasing gold from artisanal and small-scale miners in Rufunsa, Vubwi, Mumbwa and Luano districts. It also commenced gold mining operations in Kasenseli area in Mwinilunga district in June, 2020.

• So far, 13 cooperatives in Rufunsa and Petauke districts have been created and supported to increase production.

• Government will enhance the generation and provision of geological information. In addition, it will continue to promote mineral exploration, production and value addition in the mining sector. v. Tourism: • The sector contributed an average of 2.5% to the gross domestic product.

• However, it has been the most affected by the COVID-19 pandemic due to its over-reliance on foreign tourists. vi. Energy: • Electricity generation capacity increased from 2,800 megawatts in 2016 to 3000 megawatts in 2020.

• This was a result of the addition of 160 megawatts to the existing capacity from hydro, thermal and solar energy sources .

• An additional 750 megawatts of electricity is expected to come on board by the end of the year after the completion of the Kafue Gorge Lower Power Station and the Chunga Solar Power Project in Kafue National Park.

• Current electricity deficit is 810 megawatts. vii. Trade: • The launch of the Zambia Trade Information Portal provides all the necessary trade information to facilitate traders’ compliance with import, export and transit requirements will help increase the country’s trade capacity.

• Once operational, the industrial yards will host 300 small and mediumsized enterprises and create at least 4,000 jobs. x. Airports: • Upgrading of the Kenneth Kaunda International Airport stands at 90% compared to 84% reported last year.

• Once completed, the airport will have the capacity to handle traffic of 6 million people per annum, up from 2 million people per annum.

• Works at the Copperbelt International Airport are at 76% compared to the 43% reported last year. xi. Road Tolls: • Government has so far rolled out the tolling programme across the country with 34 tolling points consisting of 21 toll stations, three weighbridges and 10 ports of entry.

• Since inception, a total of K4.8 billion has been collected in toll revenue.

• Measures to improve collection are expected to result in an overall toll revenue collection of K1.4 billion against a budgeted collection of K1.6 billion.

AIROBI - The government expects to collect an additional Sh10 billion this financial year after it raised tax on some 31 products beginning October 1.

The Kenya Revenue Authority (KRA) said even though it had considered the fact that businesses have been hit by the Covid-19 pandemic since the beginning of the year, it had to adjust excise duty on the products, to avoid a situation where the rising inflation rate affects the country’s revenues.

Among the products that were slapped with the addi-

tional tax include alcoholic products, cigarettes and fuel.

The authority said it had also suffered setbacks during the pandemic period, after other countries that trade with Kenya placed various restrictions.

“We expect annually to collect an additional about US$9.2m from adjustment of excise duty rates. Of course we appreciate the fact that there are other factors affecting consumption in this financial year and that adjustment has also been considered,” said KRA’s domestic taxes deputy commissioner for policy and tax advisory Caxton Masudi.

He said the authority had noted the impact Covid-19 restrictions such as ban on travels, opening of businesses and the curfew had on businesses, which affected its collections for the first half of 2020.

“There have been some significant implications to businesses relating to Covid-19 especially in relation to the measures the government has put in place to fight the disease,” Masudi said, but adding that the authority’s revenues had increased since reopening of the country began.

“In the last three months, KRA’s tax performance has improved from 82 to 91 percent.

JOHANNESBURG - South Africa risks a fiscal crisis in four years, similar to that experienced by Argentina, said Finance Minister Tito Mboweni.

The minister made the remarks during a panel discussion hosted by Stellenbosch University's economics department, which on Friday was celebrating its centenary.

Mboweni spoke frankly about the state of the economy, which was already in a recession prior to the nationwide lockdown that started in late March to stem the spready of the coronavirus.

The economy is set to contract anywhere between seven percent and 13 percent this year - the worst economic performance in 90 years.

As a consequence Treasury sees SA's debt-to-GDP ratio widening to 81.8 percent this fiscal year, and possibly breaching 100 percent by 2023/24 if no changes are made.

"I do not think the medium-term budget policy statement will be popular, particularly as we will deal with things like South African Airways and other state-owned enterprises," Mboweni said.

Zimbabwe is missing out on gold's rally HARARE - Gold might have rallied to a record high above US$2 070 this year, but policy missteps by the Zimbabwean authorities saw the country missing out on the uplift.

Zimbabwe, which has an ambitious plan to grow the mining sector's annual earnings to US$12 billion by 2023, has a target of a US$4 billion contribution for gold.

The target would mean improving on its 2018 record gold earnings of US$1.3 billion, achieved from deliveries amounting to 33.2 tons.

The downturn in output has continued this year, notwithstanding that gold mining was declared an essential service during the Covid-19 lockdown period.

U.S. imposes tariffs on aluminum sheet from 18 countries WASHINGTON - The United States is imposing new tariffs on $1.96 billion worth of aluminum sheet products from 18 countries after determining that the goods were being dumped, U.S. Commerce Secretary Wilbur Ross has said.

The tariffs were being immediately imposed on countries including Germany and Bahrain, even though the department’s determination that there was dumping was preliminary, he told Fox Business Network.

Brazil, Croatia, Egypt, Greece, India, Indonesia, It-

aly, Oman, Romania, Serbia, Slovenia, South Africa, South Korea, Spain, Taiwan and Turkey were also affected, he said.

Ross said the U.S. International Trade Commission would make the final determination in February 2021.

Dear Editor THE recent victory of the Patriotic Front has not only strengthened its dominance over the UPND, but has significantly put the last nail on the opposition party’s coffin in the Northern block.

The zeros UPND got at the notorious Kalito and Sesa polling stations has vindicated our claims that UPND only has artificial popularity in the Northern region.

Unlike the PF which has been accepted in Western and North-Western provinces, the support for UPND tilts in one known region. This is the definition of a regionally-inclined political party.

It is correct to assume that even the accredited UPND polling agents and the people spearheading their campaigns voted for the PF candidates.

The wind of continuation is blowing in the direction of the PF and President Edgar Lungu is certainly headed for a second term. The decision to vote for the PF is not only the fulfillment of democratic processes, it is the renewed hope that the PF still remains the party of first choice and there is no alternative that can suitably replace it. We also note that the opposition politicised the death of the late PF MPs as

they made reference to the incoherent reference to Bill 10.

As though that was not enough, the boiled hearts of electorates who were in the mourning mode were further provoked when UPND president and Presidential candidate Hakainde Hichilema insulted the Bemba-speaking people in their language and at home ground.

This is in addition to the many unanswered questions relating to the role that Mr Hichilema played in the pri-

vatisation process which relegated many breadwinners into disgraced destitutes. The conduct of Mr Hichilema is unheard of for a person aspiring to be elected as President.

Indeed, such reckless actions by Mr Hichilema could only cut all forms of political cooperation between Mr Hichilema and all aggrieved electorates.

While they may bring disproportionate claims that by-elections are insignificant to the general elections, we

would like to remind the proponents of such self-comforting claims that a university student who consistently fails the continuous assessments is destined to fail the final exams. Therefore, the examples of previously won by-elections is circumstantially distinguishable from the PF. There is no doubt HH is in dire desperation for the Bemba-speaking vote.

T is mind boggling that some politicians use vulgar language to attack their perceived political rivals. This does not augur well because the politicians both from the opposition political parties and the ruling party have a role to play in the governance system of the country.

Zambia is bigger than any political party. As such, the political leaders should desist from using vulgar language.

Our country will be holding the general elections next year.

Prior to the elections, there will be political campaigns, at which leaders of different political parties will be availing their manifestos through campaigns for their preferred candidates to the potential electorate.

It is a well known fact that some aspiring candidates will win the elections while others lose. This has been the trend after any election because there can only be one winner in any given election.

In an event that the losing candidate is not content with the outcome of the election, the aggrieved aspirant is at liberty to petition that particular election result in the courts of law. This also applies to the

losing political parties.

People are very sensitive to the campaign messages during the elections let alone the language the aspiring candidates use at the political rallies. However, this applies to both the opposition political parties and the ruling party.

The political leaders found wanting by virtue of insulting should be nabbed to face the full wrath of the law upon conviction.

Zambia is globally known as the beacon of peace and it is a Christian nation. The question begging for an answer is, "why do some politicians use vulgar language during campaigns?"

The gist of the matter is that people are interested in hearing issues pertaining to development and not unpalatable language.

The point worth noting is that some politicians who use vulgar language at platforms such as political rallies campaign against themselves, thereby creating a fertile ground for losing the election.

The use of vulgar language during political rallies is legally and morally wrong.

The politicians still playing politics of insults should stop. This is because politics of insults are unacceptable and long gone.

Parties must invest more in polling agents Dear Editor, I WRITE to appeal to all political parties to invest massively in polling agents ahead of the 2021 general elections so that the issue of rigging, if ever that happens cannot occur.

Political parties should not be economical with spending on their own polling agents who are going to monitor and verify their votes at all polling points throughout the country.

For all I know, if all political parties can station their agents who by then should have been trained on how to monitor the voting which goes with making sure the ballot boxes and booths are empty before voting, then this rigging issue could be for once rested.

However, if you will leave your polling agents at the mercy of other political players because you cannot spend by making sure they have good phones loaded with talk time, food supplements and pocket money for emergency all the time till the counting, then it will be you to blame not your opponents who will take advantage of your agents.

I have noted in most elections where some agents out of frustration leave their polling stations to go and look for food because of poor planning on

the part of their political parties who fail to note that just a minute of blinking by your agent can be a cost on your results.

So, my humble appeal is for all the political parties to start identifying their would-be polling agents and start training and equipping them with knowledge and gadgets that are of relevance on the material day of voting.

SPENDING Political parties should not be economical with spending on their own polling agents who are going to monitor and verify their votes at all polling points throughout the country.

As we know, these elections seem to be a matter of life and death for others, so it’s better not to leave everything to chance but seal all loopholes so far known to be vulnerable to abuse.

Let us stop the complaining syndrome and address the issues with the vigour they require.

AVAP DECRIES CARELESS POLITICAL STATEMENTS

CARELESS statements on the online voter pre-registration exercise are dangerous and are just working to bring tension in the country, Anti-Voter Apathy Project (AVAP) has warned.

AVAP Copperbelt Coordinator, Poster Jumbe, said the opposition parties and other stakeholders must desist from making careless and misleading statements regarding the online voter pre-registration exercise,

but must instead disseminate truthful information about the exercise.

In an interview in Kitwe at the weekend, Mr Jumbe said he was disappointed that some senior officials in the UPND were deliberately twisting facts about the online voter re-registration initiative.

He said that the UPND and its allies had been issuing statements that the online voter pre-registration exercise was an attempt to rig the 2021 elections.

“In an attempt to seek sympathy

and win hearts of the people, politicians should not become careless and make misleading statements that may set this country ablaze.

Some of us we have been to countries which experienced civil wars and we know what it means. In some cases, civil wars are started by careless and misleading statements.

"It is disappointing that some senior officials of the opposition have chosen to make careless and misleading statements. These are blatant lies and should not be taken serious-

ly," Mr Jumbe said.

Mr Jumbe encouraged all eligible voters to undertake the online pre-registration exercise to make it easy when registering physically later at the Electoral Commission of Zambia established centres.

"The online voters’ pre-registration is not mandatory, but would lessen the time spent by the eligible voters as it can be done at one's convenient time. Citizens are required to go for the registration centres come October 28, 2020 up to November 30

when the mobile voter registration will be going on.

"For those who will do on line voter registration and those who will not do, both should visit the registration centres and submit the biometric details which include finger prints, photos and get the cards," he said.

Mr Jumbe encouraged people who were mobile like truck drivers, bus drivers, cross border traders to do the online voters’ pre-preregistration at their own convenient time and later get to the centres.

called for establishment of proper road signs at drop off points.

According to the operators, drop off points should also have a special design and this must be done during construction of the roads.

The bus operators said that this was one of the ways the difference between them and traffic police officers could come to an end.

Bus operators complained that they fought running battles with the officers whenever they stopped to pick passengers at places that did not have signs despite being designated bus stops.

"In most cases, we are allowed to pick passengers at certain points by the local authority but police tell us a different story.

“This is the reason why we want the Ministry of Local Government and the Ministry of Communications and Transport to work hand in hand when planning on such matters," one of the drivers Michael Lubili said.

He added that the Ministry of Housing and Infrastructure development should also be involved in planning for bus stations on roads and other points.

Mr Lubili said that proper direction from relevant authorities on the matter could not be overemphasized.

He said that the issue would continue being a problem if not corrected in time and called on Government to act quickly.

Another bus operator, Amon Zulu, said that they had been making losses as their vehicles were mostly seized by police who only released them after paying a contravening fee.

MANYINGA FARMERS APPEAL FOR FEEDER ROADS REHAB

ARMERS in Manyinga district have expressed concern over the poor state of most feeder roads as the rainy season has set in.

Amon Kalunjika, a local farmer and a member of the Manyinga Stakeholders As-

sociation, said that it would be difficult for most farmers to move as most of the feeder roads would be flooded.

"Even after harvesting our crops, it will be difficult to transport our produce to nearby markets," he said in an interview at the weekend.

He cited some of the stretches that would need

to be worked on urgently as Chongo-Chifuwe, the Manyinga-Mwinilunga, Ndunga-Chiteve and other roads.

Mr Kalunjika appealed to the Road Development Agency and Rural Roads Unit to look into the matter urgently.

However, Government recently made a commitment to work on the Manyinga-Mwin-

ilunga road, which was a vital link in the Northj-western province.

North-western Province Permanent Secretary, Willies Mangimela, said Government was concerned with the bad state of most feeder roads in the province.

Mr Mangimela added that the Ministry of Housing and Infrastructure Development had been engaged to address the matter.

"We understand the need of infrastructure development in our province and h we have engaged the ministries and institutions concerned," Mr Mangimela said.

Mr Kalimi was speaking yesterday when he donated an incubator to Nseluka Pastors’ Fellowship in Mungwi district.

He said he would continue supporting churches to be innovative so that they could become self-reliant and continue extending their branches. ‘’Self-sustenance is important, therefore you the churches you should not remain so dependent on offerings from your church members to sustain your operations. But be innovative by venturing into income generating activities,” Mr Kalimi said.

And Nseluka Pastors’ Fellowship Vice Chairman, Simon Nseluka, thanked the former envoy for his gesture saying it would cushion the many challenges some churches faced in Mungwi.

CHIEF Tungati of Luwingu district has called on Government to build a police station in Tungati chiefdom to enhance security.

The traditional leader observed that crime in his chiefdom had become rampant due to lack of a police station.

Chief Tungati said that there were about 42 police officers to cater for both Luwingu and the newly created Lupososhi district.

He said that his chiefdom was so vast such that it needed to have a police station on its own while more officers should be deployed in a bid to curb criminal activities in his chiefdom.

Chief Tungati , who was speaking in an interview, said police officers at Luwingu Station lacked reliable transport.

‘Dismissed’ Chongo demands for answers

AMBIA national soccer team captain Kabaso Chongo has asked the national team technical bench led by Milutin “Micho” Sredojevic to give reasons why he was sent away from camp.

On Saturday, FAZ General Secretary Adrian Kashala announced the dismissal of Chongo from the national team.

“FAZ wishes to inform the football family that Chipolopolo skipper Kabaso Chongo has been excused from the on-going international friendly matches for technical reasons,” said Kashala in a statement issued by FAZ Communications Manager Sydney Mungala.

However, Chongo, who captained the Chipolopolo as they recorded a 2-1 defeat to Kenya on Friday said he doesn’t know why he was sent away from the team.

Chongo heard the news of his dismissal from the team via Facebook before he was told at the airport in Kenya that he wouldn’t be with the team in South Africa.

Asked what he had done, Chongo said; "I didn’t do anything wrong in camp as many of you expected and thought it was. I have no issues with the coach.

“On the day we were supposed to travel to South Africa at the airport the head coach just called me and

told me that you are dropped from the national team and I was surprised and shocked,” said the central defender who plays for Congolese giants TP Mazembe.

“When I asked what I did no clear response was given to me. All I received was best wishes in my career.”

Meanwhile, “Micho” has maintained that he still has a good relationship with the Chipolopolo captain despite having chased him from the team which

faced South Africa yesterday.
