CATHOLIC BISHOPS FAIL US CATHOLIC Bishops have failed us.

Their attempt to curtail and therefore truncate debate on Bill No. 10 is an exercise in highhanded magisterium and has no place in modern day politics.

More insidiously it is the Bishops patent failure to analyze and therefore appreciate the vacuous nature of our western imposed multipartyism which emphasizes division in place of dialogue and common purpose.

They should understand the divisions are political rather than on substance, which should form the basis of any public policy deliberation.

It is of course true that the Church has authority to give authentic interpretation of the Word of God, but this must be in a context that responds fully to give effect to the diversity offered by an ill defined political system that does not value the merit of dialogue, compromise and consensus based on objective reality and public policy nuance.

Catholicism by its nature comes from two Greek words, krata and holos meaning all-embracing, all-inclusiveness and all-accepting.

The very admonition in Matthew 18:20,” For where two or three are gathered in my name, there am I in the midst of them.”, should have given the Bishops a moment of reflection and introspection before pronouncing themselves on behalf of the opposition.

Bill 10 is a result of cogent deliberation at various levels which deliberation cannot be dismissed in the manner the bishops deem.

African theology has a duty and responsibility to be faithful to a vocation that translates the nature of God in the reality and democracy in which the people live.

The bishops should have learnt from the failure of the Bill of Rights referendum which floundered on account of a political culture defined by a divisive constructivism of selfish politicians who use ethnicity as a basis for political organization.

That is the nature of our politics, empty, divisive, and self-destructive.

The Bishops should not have fallen in this pit that has seen the very same church in Rwanda and other countries mired in partisan politics.

The Bishops should know that our multiparty democracy is broken and ineffectual because it is informed by western concepts and imposed on us. In the words of theologian Duncan Muwowo, multipartyism is a sin which is an unjust and ungodly practice for being the source of division, civil strife, tribalism , sectarianism and genocide.

The Bishops should surely know that our country is polarized, not by substance, but by very fluid tribal agglomeration that passes for ethnicism but which in reality is an attempt by political elites to use the less informed to gain or retain power, privilege and opportunity.

Bill 10 supported by proposed amendments should have been read and analyzed by the Bishops to provide the basis upon which they would have provide an informed, articulate and fact based critique, rather than simply reproduce the generalized, ill-informed and incendiary statement by the UPND. There are two sides to the debate. Each has merit and demerit. It therefore serves no purpose, and neither is it appropriate for the church to render its magisterium authority by truncating rather than allowing dialogue.

After all God is the starting point of leadership and Governance of God’s people. Therefore, making a claim in support of a broken democratic structure that is reeking in tribal polarization, cannot claim divine inspiration.

Divine intervention would propose instead a commonality of purpose allowing for the full vent of diversity.

This is the African way.

By OLIVER SAMBOKO WE find it mind boggling that Catholic bishops want to tarnish the good image of the church by siding with the UPND leader Hakainde Hichilema who has refused to be part of the Constitution refining process, ZRP president Wright Musoma has charged.

Speaking at a press briefing in Lusaka, Mr Musoma said while ZRP respect the Catholic Bishops because of their immense contribution to the governance and development of the country, the party does not agree with their partisan stance on Bill 10.

He said the calls by the Bishops to have Bill 10 withdrawn should be ignored because the men of God were not being sincere in their opposition.

unreasonable,” Mr Musoma said.

Mr Musoma wondered what agenda the Bishops were now propelling when not too long ago, the some people after their friend HH lost the 2016 election, pressurised government to refine the constitution.

He said the Bishops that are toying with the interests of UPND should be asked to leave the church and join politics so that they can stop hiding behind the pulpit.

Mr Musoma called on the Bishops to be sincere and stop misleading the nation that the process that gave birth to Bill 10 was not inclusive. “Let

the bishops not mislead the country that Government did not invite everybody to the dialogue table through the NDF,” he said. He said it was sad that despite Government pleading with some opposition parties and civil society organisations to attend the NDF, they decided to stay away from the process.

Mr Musoma said in addition to the NDF, Zambians were also invited to submit to the parliamentary select committee but that only those who cared for the welfare of the Zambians submitted their views while the other group who are now calling for the withdrawal of the bill shunned the process.

Govt seeks World Bank support for IMF meeting Transparency

By BUUMBA CHIMBULU GOVERNMENT has requested for advisory support from the World Bank to ensure that Zambia gets a positive outcome from the upcoming virtual consultative and information exchange mission with the International Monetary Fund (IMF).

And the Ministry of Finance has finanalised the procurement process for financial and legal services to assist in the liability management exercise of the country’s external debt.

Finance Minister, Bwalya Ng’andu, has appealed to the World Bank Vice President for the African Region, Hafez Ghanem, for advisory support of Zambia’s preparations for the virtual consultative and information exchange mission with the IMF to ensure that the country gets the best possible outcome and sets on a solid progressive trajectory, thereafter.

Dr Ng’andu said this recently when he held virtual talks with Dr Ghanem.

“Debt sustainability as an issue is the backbone of what has dictated previous and current engagements with the IMF,” the Minister said in a statement.

The two discussed Zambia’s macro-economic environment, fiscal health, liability management, public debt sustainability, future cooperation including possible budget support, and other matters relating to collaboration between the Bank and Government.

Dr Ng’andu underscored the self-motivated fiscal restraint and austerity measures as a good basis for discussions during the upcoming and future engagements with the Fund.

He expressed confidence that the efforts made by the Government, among others, will be acknowledged by the IMF as a sincere prudent effort towards fiscal health and sustainability.

Dr Ng’andu affirmed that a public announcement will be made this week once all the tender and contractual arrangements have been finalized.

“The advisors will work with the Government in the liability management exercise to ensure that the country attains debt sustainability in the short medium to long term,” he said.

In response, Dr Ghanem, indicated that a progressive outcome of the country’s consultative and information exchange engagement with the IMF will be launch-pad for Bank’s budget support.

He said the World Bank will extend budget support to Zambia once the country gets on a programme path with the IMF.

Students hail govt for republishing Bill 10 in gazette ‘ECZ must allocate more

By OLIVER SAMBOKO THE student movement in the country has commended Government for being open and transparent in the manner it was handling the constitution amendment process by publishing bill 10 in the gazette.

Zambia National Students Union (ZANASU) Vice President Steven Kanyakula said the re-gazetting of the Constitution of Zambia Amendment Bill Number 10 by Government was a good move as it will give Zambians chance to read through the document.

“We commend Government for taking this step to publicise the amendments it intends to move in Parliament for debate and enactment,” Mr Kanyakula said.

He said the publication of proposed amendments in the Bill will minimize the mistrust between Government and the public on whether Government was committed to amending the Bill as proposed by Parliamentary select committee.

Mr Kanyakula said the union was happy that Government had committed itself to removing the contentious provisions in the bill such as the reintroduction of Deputy Ministers and Coalition Government which ZANASU was opposed to.

“We also note that Government has committed itself to having the contracting of loans and debts scrutinised by Parliament. These provisions, and many others, which have resulted in contention will be removed,” he said.

By BENNIE MUNDANDO WE demand that the Electoral Commission of Zambia (ECZ) rescinds its decision to apportion 30 days only to voter registration because this will refranchise Zambians who will not be captured within this short time, Enock Tonga has demanded.

ECZ Chief Electoral Officer, Patrick Nshindano, last week announced that the voter registration exercise would run for 30 days, starting on October 18, this year.

Mr Nshindano further announced that ECZ would soon undertake a fresh registration of old voters.

But speaking to the Daily Nation yesterday, Mr Tonga, who is president of the 3RD Liberation Movement (3RD LM), said ECZ decision to allocate only 30 days to such an important undertaking was not only mischievous but ridiculous and that it must be stopped immediately.

He wondered in whose interest the ECZ was acting to put such limited time on an exercise, which had a direct bearing on the number of voters to participate in the 2021 elections.

Mr Tonga added that his party will not condone any entity that purposefully wanted to refranchise Zambians by coming up with decisions devoid of logic.

AAAZ Executive Director Luchembe Chilufya said this was an integral step in ensuring transparency and accountability of the resources.

During a public health emergency like Covid-19, he said, it was vital to maintain strong accountability of resources.

Mr Chilufya said an efficient, effective and accountable Covid-19 response required transparency of all donations and allocated resources as well as related disbursements and expenditures at all levels of government.

“We wish to reiterate the need for Government to implement effective accountability systems which monitor and track the disbursement of donated resources to ensure that it reaches the intended beneficiaries including the youth, people living with disabilities and other marginalised groups.

Given the increasing number of health personnel who are testing positive for Covid-19, it is crucial that the donated and procured items particularly Personal Protective Equipment’s and Infection Prevention kits be adequately supplied and distributed to every frontline health care worker to prevent exposure to the virus and promote confidence in the citizens about their safety as they access essential health care services,” Mr Chilufya said.

Saturnia secrecy annoys pensioners From Page 1

Pensioners angered by the mystry shrouding the Saturnia forensic report are now planning to march to State House to protest, if their demand for transparency is not met.

“Saturnia came from the privatisation of Anglo America and happened at the same time as CEC which the Government has now resolved because of serious irregularities, why have they not dealt with our matter?” Richard Banda representing BP pensioners has said.

“We want to know the content of the report to determine if Saturnia told the Government the truth. There is very serious conflict of interest which has led to suffering and destitution of pensioners,” he said. Last week Kabwe Central Member of Parliament Tutwa Ngulube said in an interview the privatisation of mines and the irregularities at Saturnia Regna Pension Fund which have rendered most retirees destitute were the skeletons in Hakainde Hichilema’s closet that would prevent him from leading the country.

Mr. Ngulube said the UPND was feeling his political venom and that was why the party was accusing him of frequenting Mr. Hichilema’s house at night so that President Edgar Lungu would be compelled to think that he was betraying the party. Mr. Ngulube said Mr. Hichilema’s silence to the injustices he had inflicted on the Zambians was too much to ignore but that this was the cancer chewing his every chance of leading this country.

He said people have been asking for an explanation over his source of wealth but that they had not been given any satisfactory answer and yet was in the forefront condemning Government for not paying retirees and had even failed to explain the mischief at Saturnia.

And Mr. Ngulube has challenged the UPND to produce video footage if its allegations that he was frequenting Mr. Hichilema’s house.

“All those games they are trying to play are all about Bill 10. We can’t even entertain their propaganda. The truth of the matter is that they are aware that as a champion of Bill 10, before it goes on the floor, they can attack me as much as they can so that I am dispirited. They want the president to start doubting me but the President knows who I am.

“Even if I was to meet Mr Hichilema, what were we going to discuss? He is a perennial loser. You can only say that a political party is ready to form Government when you see people from the ruling party defecting to the opposition.

“I have challenged them to show us evidence since they are saying I have been frequenting his house. I am sure that he has CCTV cameras and guards at his house and if that is true, the evidence is there to prove.

“They are just feeling my punch. Remember HH had incited the youth to go and protest and when musicians backtracked, he was very disappointed. When I issued that statement that police must deal ruthlessly with anyone who would engage in an illegal protest, it pricked his heart and this is why they are after me. They are out to embarrass me,” Mr Ngulube said.

MUTATI WELCOMES COMING IMF TALKS

The forthcoming consultation between the International Monetary Fund (IMF) and the Zambian government are a welcome development, former Minister of Finance Felix Mutati has said.

Mr. Mutati told the Daily Nation yesterday that this was a welcome development particularly that consultations are to be held at a time the Zambian economy is facing multiple shocks, including volatility in commodity prices, energy challenges, depreciating exchange rate, debt management, declining portfolio capital flows a rising budget deficit, the effects of Covid-19 and potential vulnerability in the domestic financial market.

He said Zambia’s current economic challenges will necessitate in-depth, on-going consultations with the IMF and that it is critical that the IMF give serious consideration to reinstate its country

IT is annoying that some individuals want to dent the name of traditional leaders especially in the Bemba land but we will not tolerate that, Chief Puta of the Bwile speaking people in Chiengi district has said.

The traditional leader said at no time did he issue a statement against the ruling Patriotic Front (PF), therefore it was prudent that the media report the truth instead of denting his image and ruin his reputation.

Chief Puta was reacting to an article published by the Mast newspaper quoting him that people would not vote for the PF but the opposition in next general elections.

“Accordingly, the IMF should seek to take a more positive view in providing technical assistance and draw on its expertise in supporting a framework for improving the interface between fiscal policy and monetary policy institutions, as they work towards addressing Zambian’s macroeconomic challenges , seek to stabilise the economy, and in setting the country on the path of recovery.

“The upcoming consultations could also be a key stepping stone to obtain IMF support for Zambia’s economic recovery plans, and set a basis for a roadmap towards an economic recovery programme backed by funding, debt relief, and technical assistance,” Mr. Mutati said.

Mr. Mutati He said it was also his expectation that the IMF could render an objective view on Zambia’s economic recovery measures and point out where the country was doing well and areas which the current plans could further be refined to enhance recovery.

He also called for engagement of local stakeholders by Government to ensure an unequivocal input from them.

“It is my expectation that the Zambian authorities could consider taking an approach, as they have commendably done with the national budget process, to engage the private sector and Civil Society Organisations, prior to consultations with IMF. “This will be important in presenting a united, common front for Zambia to the IMF, for setting our economy on the recovery path and having a platform to build on, post the coming consultations,” he said.

POWER SUPPLY BONANZA

MORE players will be allowed to supply power to mines in order to stop the monopoly which has been there for a long period of time, Zesco Director of Strategy and Corporate Affairs Patrick Mwila has said.

Mr Mwila said the situation had changed after effecting the Electricity Act number 11 of 2019 and Energy Regulation Act number 12 of 2019 in January this year.

He said in an interview yesterday, mining companies would now be able to crack deals with whoever they wanted to do business with.

Mr Mwila said the mines would be able to identify the power suppliers who they felt could supply at cheap rates.

He said the new policy framework proposed the openness by encouraging diverse players to be involved in the market.

Mr Mwila said the Bulk Supply Agreement (BSA) which had been abolished

restricted some players to supply power to mines and other clients which was not the case now after the introduction of the new law.

He said in an interview yesterday, BSA only allowed certain power suppliers like Copperbelt Energy Corporation (CEC) to supply power to the mines.

Mr Mwila said with the coming in of the new policy framework every power producer was free to supply power to the mines as long as they had an agreement.

"This time around it will not be only Zesco and government to be on the market but all private players will be involved.

And when you are doing this you are encouraging efficiency,” Mr Mwila said.

Mr Mwila said, "essentially the rules we are talking about speak to the issues that from now on anybody who wants to transmit power through other transmission corridors or distribution corridors has the right to do that as long as they agree on a proper commercial agreement.”

ATM SCAM UNEARTHED

SCAM has been unearthed and the main suspect is appearing in court for allegedly withdrawing more than K70,000 at Atlas Mara ATM in Kamwala using the cardless system.

The scam was unearthed by an alert security officer and administrator, Gabriel Chulu, 36, of Garden House following a tip from Head of fraud and investigations at Atlas Mara Bank Limited, Mr Luwo who had requested for a CCTV footage for the Kamwala ATM. This was revealed before Lusaka magistrate Felix Kaoma in a matter where Rashid Kyagulanyi ,27, an electrical engineer of Matero is accused of having unauthorized access to Data that is essential for the provision of an essential service, contrary to sections 99(1) and 99(8) of the electronic communication and transaction Act number 21 of 2009 of the Laws of Zambia.

Chulu told the court that part of his duties is monitoring CCTV at Atlas Mara bank using Intelligent Video Management Software IVMS, which is used to monitor Digital Video Recorders (DVR) and Network Video recorders (NVR) and access control.

He said the software enables him to monitor real time CCTV footage, record and play back whilst the system is running. He said on January 3, he received an email from Mr. Luwo, head of fraud and investigations at Atlas Mara Bank limited requesting for a CCTV footage retrieval and cardless ATM transaction report for December 31 2019 and January 1 2020.

Chulu said from the footage only three people used cardless services to transact at an Atlas Mara ATM in Kamwala on January 1.

Particulars of the offence were that Kyagulanyi on dates unknown but between December 31 2019 and January 5, 2020 jointly and whilst acting together with persons unknown did intentionally access Atlas Mara Bank Limited database without lawful authority, a database that is essential for the provision of an essential service.

In the second count, Kyagulanyi is charged with an offence of theft contrary to sections 272 of the penal code Act, chapter 87 of the laws of Zambia.

According to the charge, Kyagulanyi on dates unknown but between December 31 2019 and January 5 jointly and whilst acting together with persons unknown did steal K70,000.00 cash, property of Atlas Mara Bank limited.

In count three Kyagulanyi is charged with money laundering contrary to section 7 of the prohibition and prevention of Money Laundering Act number 14 of 2001 of the laws of Zambia as amended by Act number 44 of 2010 of the laws of Zambia.

The matter comes up on June 24 for continued trial.

HIEF Mukuni must emulate his counterpart paramount Chitimukulu in providing counsel to politicians without being partisan, PF youths in Kasama have said.

Youths have observed that when traditional leaders take partisan stances, it becomes a recipe for creating division in the country.

Speaking to the Daily Nation yesterday, district PF deputy youth chairperson, Aaron Zimba, said paramount chief Chitimukulu was the emblem of national building and that other traditional leaders had a lot to learn from his wisdom as he always put national interests before personal interest.

Mr Zimba said the non-partisan stance taken by the paramount chief must serve as a good example to traditional leaders like

chief Mukuni who he said was in the habit of towing political lines even on serious national issues which needed consensus.

He said traditional leaders played a key role in today's politics besides being the custodians of the country’s tradition, culture and values, hence the need for them to bring peace when political factions were at variance with each other.

Mr Zimba said chiefs usually commanded a good following and that if they wanted to foster development among their subjects, it was important for them to rise above partisan politics and lobby for development without taking any partisan stance.

“Paramount chief Chitimukulu has had an exemplary leadership. He preaches about development because he wants to leave Zambia better and because of the huge following that traditional leaders com-

“We need their guidance as politicians and we need to engage them seriously over this issue because they understand their subjects.

They even know the trouble makers and how to deal with them and that makes them key on this issue,” he said.

GOVERNMENT has received an advisory note of Zambia being among the countries eligible for debt relief programme under the Debt Service Suspension Initiative (DSSI).

This is a programme designed to provide fiscal space to help countries respond to COVID-19 health challenges and economic shocks.

Zambia’s external debt currently stands at US$11.2 billion. Finance Minister, Bwalya Ng’andu, has acknowledged receipt of an advisory note on the matter and on the G-20 debt relief initiative.

Dr Ng’andu has confirmed writing to the Secretary General of the Paris Club requesting for payment suspension on principal and interest payments to all its official creditors from 1 May 2020 to end December 2020.

Dr Ng’andu said this recently when he held virtual talks with the World Bank Vice President

for the African Region, Hafez Ghanem.

He also clarifies that Zambia has not signed any loan worth over US$800 million with any Chinese lender for a railway construction project as implied by some sections of the media. The Minister pledged commitment to address debt service payments that fell due before the 1st of May 2020.

Dr Ghanem was also briefed

by Dr Ng’andu on Zambia’s Covid-19 response.

He was accorded a perspective of the pledges and commitments from Cooperating and Development Partners to the country’s Covid-19 response.

The Minister confirmed that Government was using its own budget resources to support the country’s health systems as pledged donor disbursements by some development and cooperating partners were also rolling-in.

In response, Dr Ghanem encouraged Zambia to continue pursuing relief under the initiative.

He proposed to the Minister that technical teams from the Bank and the Ministry of Finance should explore, after the country’s talks with the Fund, the option of front-loading up to 40 percent of IDA-19 resources over the next twelve months to cover Covid-19 health and economic stimulus needs.

FDD WANTS BARS OPENED NOW

OVERNMENT should announce the road map for reopening of bars and now night clubs to save business from collapsing, FDD Spokesperson Yotam Mtayachalo has said.

Mr Mtayachalo said hundreds of workers have lost their livelihood in the past three months following the closure of bars and night club as a preventive measure to stem the spread of Covid-19.

He said the alcohol business is a huge undertaking that had employed thousands of Zambians.

"The industry has been neglected notwithstanding that the many people solely depend on beer business for their economic survival while other businesses like markets which are congested have been allowed to operate.

“This is very unfair because these people equally have financial obligations to meet especially in the hostile economic environment," Mr Mtayachalo said.

He observed that Government had allowed chain stores such as Shoprite and Pick n pay to sell beer which was tantamount to enriching foreign investors at the expense of local businesses.

"I want to join the Bar owners Association of Zambia and other stakeholders in urging the Government to announce a road map towards the reopening of bars and night clubs provided that strict health regulations are adhered to.

“Once opened, trading licenses for those who fail to meet these health guidelines must be revoked because covid-19 still poses a serious health hazard to Zambia and all over the world," Mr Mtayachalo said.

He said it was disturbing that some bars and night clubs were operating bars normally while others were not being allowed.

THE Zambia Correctional Service has appealed to the Government to commute to life imprisonment sentences of condemned inmates or pardon them to create enough space in the condemned section.

Commissioner General, Doctor Chisela Chileshe said the condemned section which was only meant to rehabilitate 48 inmates was currently harbouring 124 inmates.

Dr. Chileshe said as a result the inmates in this section were unable to sleep, bath and eating well because of overcrowding.

He said it was sad that the inmates sometimes complained that it was better they died than continue living in such unacceptable conditions like animals.

Dr Chileshe made the appeal in Kabwe on Thursday during the launch of the Mukobeko Agriculture Poultry Project initiated by inmates at Mukobeko Correctional facility and where the Vice president, Inonge Wina officiated.

The commissioner general, however, commended the government for doing its best in decongesting the correctional facilities to create enough space for inmates.

Dr. Chileshe said the correctional service was moving in line with the Patriotic Front’s (PF) manifesto and vision of President Edgar Lungu.

Dr. Chileshe also said the behaviour of inmates in all the facilities was impressive such that one percent of those released come back as re-offenders.

GOVERNMENT has engaged fruit and vegetable farmers to understand the challenges that the sector is facing.

And the World Wide Fund for Nature Zambia (WWF) has called for strengthened mechanisms that will address the continued degradation of natural biodiversity saying climate change is real.

According to the Zambia National Farmers Union (ZNFU), the meeting, which was held on Thursday and chaired by Ministry of Agriculture permanent secretary Songowayo Zyambo, also aimed to understand what incentives needed need to be in place for the sector to sustainably grow.

The idea as envisioned by the ministry is to develop action points that will see practical steps that will result in the sector growing sustainably.

According to the Friday brief, ZNFU said it attended the meeting and that

This is in recognition of their role and potential to shape public opinion and decisions through political parties and governance structures,” Mr Silavwe said.

The workshop was organized in partnership with Hivos and Zambia Women's Lobby Group.

Among the political parties present were Green party, National Democratic Congress, Patriotic Front, National Revolution Party, Forum for Democracy and Development, Movement for Multy Party Democracy, the Democratic Party, Socialist Party, Golden Party, and United National Independence Party.

The parties represented also pledged to denounce and end violence while supporting women aspiring to be leaders within their political parties.

Siliya asks ‘Diggers’ to apologise for derogatory language

MINISTER of Information Dora Siliya has urged the News Digger to apologise to the youths in Zambia for referring to them as being “stupid” for making a decision to support a certain political party in its editorial comment headline of the Friday, June 12, 2020 edition.

In a statement yesterday, Ms. Siliya said she had observed with grave concern, the culture of derogatory language creeping back into our media, with the News Diggers comment perfectly fitting in her description.

“This reference has been made by Diggers editors purely because of the youths having exercised their right to support a political party of their choice.

“If the Diggers wishes to claim the right of freedom of expression and freedom of the press, those freedoms, must also respect the freedoms of the youth of Zambia and their choice to dance dununa in the past, now, and indeed even in the future, without fear of being referred to as "stupid”," Ms. Siliya said.

She said this derogatory remarks exposed the News Diggers, to possibly all manner of retaliation, which might incite

the youths of Zambia to attack the media house if there was no recourse. “It is my considered view that the Diggers editors will see sense in apologizing to the youths of Zambia. Government has a responsibility to advise media houses not to forget the political and cultural environment they operate in. It is not a vacuum but very real.

“Media houses are not advocacy institutions, but are there to give editorials of and on facts on behalf of the people of Zambia. Editorials that begin with derogatory words just take away from professionalism, our culture, our Christian values and most of all, our very democracy we wish to preserve,” she said.

‘Newly-appointed DCs must work hard’

THE newly-appointed District Commissioners should work hard in line with Government’s development agenda, Patriotic Front (PF) Secretary General Davies Mwila has advised.

Congratulating the new appointees on the Copperbelt, Mr Mwila said the DCs were a vital link with central Government and coordinated programmes and policies, hence the need for them to be on top of all issues.

He said more DCs would appointed in Northern, Muchinga and Luapula provinces.

Mr Mwila, therefore, advised the newly appointed DCs to work extra hard and ensure that they explained Government’s agendas to the people.

The Secretary General was speaking in Luanshya during his tour of Copperbelt.

“I am not ashamed to say that District Commissioners will be selected among party members because only people that belong to the party know the agenda of the

party very well,” he said.

Mr Mwila said that people appointed as DCs were supposed to be familiar with the areas and the people around them if they were to appreciate the kind of help the people required.

He also explained that understanding the history of the party was one of the advantages of those that were being appointed DCs so that they had a clear vision of the party.

“I also want to advise them to embrace everyone in their localities regardless of how they are welcomed. Embrace even those who hate you because leadership does not require you to be liked by everyone.

“Just do your work properly and do not lose focus for the sake of a few individuals who may be disturbing your work for selfish reasons,” the Secretary General said.

Buchi Library in books galore

THE project of restocking Buchi Library in Kitwe has been completed as the 40-foot container containing various education books has arrived from Books for Africa in the USA. Other education materials that have arrived include fiction and non-fiction books, laptops and solar lamps.

Buchi Kamitondo Childhood Association (BUKACA) Chairperson, Florence Chanda, said the books came at the

right time when the country was going through unprecedented and uncertainty circumstances due to the coronavirus pandemic causing isolation and closure of schools.

“We hope that students and other members will have access to the books that they can use in their homes. We trust this will aid social isolation and provide learning opportunities for all,” Ms Chanda said.

She said that in June 2018, BUKACA carried out a fundraising venture to raise funds for the restocking of Buchi library.

Ms Chanda said that the handover ceremony would soon be done.

BUKACA is a non-political organisation committed to improving the welfare of residents of Buchi and Kamitondo Townships and is involved in various projects to that effect.

Last month, BUKACA donated 1000 litre water vessels to Kawama, Buseko primary and Kamitondo secondary schools.

BUKACA members comprise of people who were born or raised in Buchi and Kamitondo townships in Kitwe.

KUDOS TO PF SECRETARY GENERAL FOR BEING CANDID BUT It was gratifying to hear the PF chief executive officer Mr Davies Mwila frankly telling MPs, PF officials and ordinary members of the party on the Copperbelt that the 2021 adoption will not be based on names but on merit.

This was a call to duty for current MPs councilors and mayors, it once again goes to show that the PF party believes in service delivery to the people of Zambia as opposed to mere politicking. His message is timely to all members of the party who thinking belonging to PF is expecting free things, it means hard work from the SG’s perspective.

We have seen with dismay the levels of laxity among some MPs in the recent past especially those in areas where the PF traditionally get high numbers of votes. Let me remind all Current MPs councilors , Party officials, ordinary party members and indeed friends of the party that encouraging new voters who have attained voting age to get NRCs and register as voters is a sure strategy of remaining in power, another strategy is to remind those fatigued voters who may want to stay away from voting on the dangers of voter apathy.

It is important to listen to

Paramount chief Chitimukulu on encouraging Zambians to vote in great numbers, the thinking that anyone can rule us because of personal frustration is dangerous, it’s not everyone called to leadership.

I know that sometimes the PF government can seem to be in disarray but the fact is that they mean well for this country, yes some officials especially at the district office in Lusaka are selfish but at secretariat level which is the highest decision making level fortunately, the focus is on improving people’s lives. I can only appeal to the president of the party who is also the republican president to rearrange the party district office through the SG to make it more responsive.

Most officials at the district office have overstayed though they have just changed positions, they have lost the confidence of the members of the party in Lusaka, no wonder UPND which is in minority in Lusaka now seem to be in

majority and are making more noise because the PF ordinary members are frustrated as the result of not having a caring district Administration team.

It will be wrong not to single out Mr chimumbwa and Mr Kelvin Kaunda who are doing their best to care for the Lusaka grassroots, the rest of the team only talk good but do nothing to create opportunities for the ordinary members to be active.

Kudos to the Secretary General for being candid on the Copperbelt, and I encourage him to frankly engage all members of the party across the country. He also needs to ensure that strong party structures are put in place across the nation before the 2021 general election.The habit of one person being an Mp, constituency chairman, district chairman should be discouraged, I know it’s democracy but at the end of the day party mobilization suffers.

Lastly, I would like to make a clarion call to all those members who are fatigued and frustrated to come back to work and be patient with the party leadership, your time to lead will come through hardwork. service to the people of zambia is paramount as opposed to self aggrandizement.

have secretly opened but kept the toilets closed since they are supposed to be closed. Patrons now use the nearby walls as conveniences. This is creating another health challenge.

“Why should this Covid 19 be only for the poor,” one asked me, in reference to the opening of famous bars in upmarket areas. I think it is time government relook at the whole bars thing as the bar owners feel they are being mistreated while the “bars and restaurants” in name have continued operating normally as bars! The poor bar owners in shanties now believe that only bars for the “powerful and connected” will continue operating under Covid 19 while the rest remain closed.

HE financial services sector should start running Covid-19 initiatives such as stress testing on their loan portfolios to assess their capital adequacies during the pandemic period.

Stress testing is one of the management risk best practices that can proactively help organisations respond to a crisis.

This is done by testing for resilience to shocks under various circumstances, says the Institute of Risk Management Zambia (IRMZA).

IRMZA Executive Director, Francis Ziba, said stress testing of interest rates on both loan and deposit products and matching of maturities had been applied more broadly to assist with asset and liability

management.

Mr Ziba observed that key lines that could have been triggered by the impact of Covid-19 in the financial services sector included general liability, capital adequacy, business interruption, employee benefits and business travel.

“In the financial services sector, the reality cannot be more real with Bank of Zambia and insurance regulator now more concerned about the strategic issues that have influenced financial institutions towards a more forward-looking approach to risk assessment.

“Some reputable non-bank financial institutions face major capital issues as a result, with some publicly calling for Government bailout from the central bank,” he said in an interview.

Mr Ziba stressed that it was incumbent upon regulators to provide guidance on using stress testing to identify and quantify risk in their loan portfolios as part of efforts to establish effective strategic and capital planning processes.

He explained that stress testing was a risk management technique used to review and evaluate the potential effects of the external environment on an institution’s financial condition of a specific event or movement in a set of financial variables.

He said with the economy in distress along rising insolvencies and supply chain disruptions, sound risk management practices were needed to understand and mitigate the key vulnerabilities of all sorts of companies.

“Many organisations fear

about their capital positions, their earnings and loan portfolios, while some have already resorted to trimming their workforce or subjecting them to flexible contracts in order to savage their falling top lines with rising employee benefits,” Mr Ziba said.

Mr Ziba also said IRMZA was currently looking at tentative plans of launching webinars and other digital platforms that would present experts who would share best practices and challenges of conducting stress testing.

IRMZA, he said, moved quickly from the onset of the pandemic to help support its members and the public at large in providing the much needed and useful up-to-date information

SOME of the financial players on the market have started transacting on the National Financial Switch (NFS) which is meant to lower the cost of handling money among consumers.

The Switch, which went live on the 23rd September 2018 on a trial basis, is the first local nationwide shared platform, which will facilitate exchange of information on digital payments throughout the Country.

The Switch is currently in its second phase and involves implementation of digital payments among all mobile payment operators in the country, says Bank of Zambia (BoZ) Assistant Director Payment Systems Development and Operations, Mirriam Kamuhuza.

Ms Kamuhuza said the first phase of the project involving switching ATM and Point of Sale (POS) transactions to the Switch from the VISA had been completed.

She said this in Lusaka during a BoZ radio show on Radio Phoenix.

“So it is just around the corner some service providers are already testing and we have set up a proof of concept where providers are coming on board in phases.

“We have the first phase

already with a few players on the market, transacting using the Switch,” Ms Kamuhuza said.

Ms Kamuhuza explained that using one platform by all financial players on the market was critical in increasing usage and access of financial services.

The Central Bank, she said, had had been working with the financial service providers to achieve Interoperability (the ability of computer systems or software to exchange and make use of information) across all service providers.

“Currently, you have service providers such as mobile money from service providers such as Airtel, MTN and Zamtel who operate in silos. They have their own systems and they are not interconnected.

“But this way of integrating is sort of inefficient. So what the NFS is currently doing is housed at the Zambia Electro Clearing House and what it will do it just to have one point where everyone will plug in,” Ms Kamuhuza said.

When fully implemented, the NFS will bring about a wide range of benefits which will include among others, reduced fees and charges to customers because of the removal of international switching fees.

MAINSTREAMING OF CLIMATE SMART AGRICULTURE IN ZAMBIA’S POLICIES Zambia’s climate has been highly variable and over the last few decades characterized by a series of climatic extremes, e.g. droughts, seasonal and flash floods, extreme temperatures and dry spells, whose frequency, intensity and magnitude has increased. For the population living below the poverty line, there is insufficient capacity to cope with, or adapt to, the impacts of extreme weather events.

The majority of the population in Zambia depend on agriculture for their livelihoods. The majority of this population is rural-based at 58.2 %. Agriculture is the main economic activity engaged in by 58.5 % of households which can further be broken down as 89.4 % of households in rural areas and 17.9 % in urban areas. Therefore, there is need to develop adaptation and mitigative measures to address climate change.

According to the Living Conditions Monitoring Survey of 2015, poverty levels in Zambia are high and account for 54.4 % of Zambia’s population; with rural poverty worse at 76.6 % compared to 23.4 % in urban areas.

There is insufficient capacity to cope with, or adapt to, the impacts of extreme weather events.

MAINSTREAMING OF CLIMATE SMART AGRICULTURE IN POLICY DOCUMENTS Seventh National Development Plan (2017-2021);

this policy document emphasizes adoption of agricultural environment-friendly practices; climate smart and organic techniques such as conservation farming, less use of chemical fertilizers and creating public awareness on the adverse effects of climate change.

Impact of Climate Change on Zambia’s GDP • • • •

National Climate Change Policy (2016); the overall objective of the policy is to provide a framework for coordinating climate change programmes in order to ensure climate resilient and low carbon development pathways for sustainable development towards the attainment of Zambia’s Vision 2030. The policy advocates for the promotion and adoption of appropriate Climate Smart Agricultural (CSA) technologies for different agro-ecological zones as well as the promotion of landscape-based livelihood diversification.

National Agriculture Policy (2016); One of key objectives of the policy is to mainstream all issues of the environment and climate change into the agriculture sector. To promote adoption of CSA practices, the policy proposes that farmers accessing the Government-supported Farmer Input Support Program (FISP) are required to practice conservation farming as a prerequisite for access to inputs. The policy also recognizes and promotes the need for CSA practices for livestock and the integration of agroforestry into crop-livestock production systems; and improved housing and feeding practices.

In order to encourage adoption of Climate Smart Agriculture (CSA), due consideration must be given to the following recommendations; i. The Ministry of Agriculture (MOA) and other stakeholders need to upscale field visits among small scale farmers to effectively promote the adoption of Climate Smart Agriculture (CSA) practices. ii. MOA is urged to adequately package Zambia Meteorological Department (ZMD) information and distribute it to farmers that would be the most affected by crop failure. iii. Government through the Ministry of Finance (MOF) and MOA needs to further provide tax incentives on all farming inputs that enhance CSA approaches. iv. MOA needs to employ more extension staff to meet the recommended ratio of 400:1 (four hundred farmers to one extension officer). Extension officers play a key role in training farmers on CSA practices. v. Successful adoption of CSA practices such as Conservation Farming (CA) having been linked to land rights. In this vein the Government is urged to address the issue of land rights by improving the land titling procedure and waiting time. vi. In all sustainable land approaches in the Agriculture sector, Government is urged to use the landscape approach that takes into account the multiple functions of land and other ecosystems. The approach ensures that the best possible balance is achieved among a range of different development objectives, including climate change mitigation and adaptation, environmental and biodiversity conservation, enhanced economic productivity, and improved livelihoods. vii. We urge Government to extend carbon tax to all other sectors that use fossil fuels as opposed to motor vehicle only. Carbon tax can serve both purposes of mitigation and adaptation. The resources realized from the tax can be utilized to promote Climate Smart Agriculture (CSA) practices and provision of relief food to families worst hit by the impacts of climate change. Carbon tax is a Pigovian tax since it returns the cost of global warming to their producers and can consequently reduce carbon emissions as a mitigative measure. Zambia can learn from South Africa who in May 2019 enacted a longdelayed carbon tax into law as one of the continent’s worst polluters.

43 African countries under border closure as Covid-19 cases top 225 000 ADDIS ABABA - As Covid-19 cases surpassed 225 105 across the African continent on Saturday, 43 African countries are now under full border closure due to the rapid spread of the coronavirus.

The death toll from the pandemic has reached 6040, while some 102 846 people have recovered, according to the latest data from the Africa Centers for Disease Control and Prevention (Africa CDC).

The Africa CDC said that the northern African region is the most affected area across the continent both in terms of positive Covid-19 cases and the number of deaths.

The highly affected African countries include South Africa, Egypt, Morocco, Djibouti, Nigeria, and Algeria, according to the specialised healthcare agency of the African Union (AU) Commission.

Some countries on Saturday reported new records for their daily increases in Covid-19 infections. Egypt registered 1677 new Covid-19 cases in the last 24 hours, the highest daily surge so far, raising the national count to 42 980, the Egyptian health ministry said.

The country has also reported a record single-day increase of 62 in Covid-19 deaths, taking the death toll to 1484, said Khaled Megahed, the health ministry’s spokesman.

Ethiopia, Africa’s second most populous nation with a population of about 107 million, reported 268 new cases on Saturday, the highest daily increase so far, taking the country’s tally to 3166, the Ethiopian Ministry of Health said.

South Africa is still the worsthit country on the continent, having registered a total of 65 736 cases and 1423 deaths so far, according to Johns Hopkins University’s latest tally. - IOL

Nigerian jihadists storm garrison town ISLAMIST militants have attacked a strategic garrison town in Nigeria’s northeastern Borno state.

Residents say that at least six people have been killed, including soldiers and civilians.

Some reports put the number of dead higher.

The jihadists reportedly stormed the town of Monguno around noon local time on Saturday, firing guns and rocket-propelled grenades, and overpowering government troops.

An offshoot of Boko Haram, known as Islamic State West Africa Province (Iswap), said it was behind the attack.

More than 100,000 of the town’s residents are people who have been displaced from their homes by the 10-year conflict in the region.-BBC

South farmers urged INTEGRATED PLANNING VITAL -MUBUKWANU to diversify G

FARMERS in Kazungula, Zimba and Livingstone districts have been encouraged to diversify from dependence on maize to growing sorghum and other drought resistant crops.

Tupilwe Suppliers Limited (TSL) proprietor, Adrian Siame said that if grown properly, Sorghum has the potential to change farmers’ lives and that of their families.

Mr Siame said since 2017, his organisation had been encouraging farmers in the three districts to start growing white sorghum which his organization was buying.

He was speaking when he paid a courtesy call on Chief Nyawa of the Toka speaking people at the weekend.

Mr Siame said that Tupilwe Suppliers Limited was intending to buy all the produce that was available in the three districts.

“Our concept is to encourage framers to grow the crop so that we buy it. We are into buying and selling of sorghum away from the usual maize business.

“When we looked around in the villages within the Chiefdom, we realised that not so much is being done in terms of growing sorghum...that is what prompted us to give out free seed to the farmers as a trial of the project,”

he said.

He said his organisation was also willing to facilitate training among small-scale famers so that they could learn the best techniques of growing sorghum.

“In 2018, we engaged the farmers through training with the help of the Agriculture Coordinator for Nyawa Chiefdom to try and persuade our farmers to diversify into sorghum, sunflower and other crops away from maize.

I am happy today, our farmers are responding well,” Mr Siame said.

He added that in other countries in the region, sorghum had helped in terms of food security other than maize only.

And Nyawa chiefdom spokesperson, Steve Sihoka, appreciated the efforts Tupilwe Suppliers in the chiefdom in encouraging farmers to think of other crops other than maize only.

Mr Sihoka flanked by Chief Nyawa said, “For quite a long time, we have been dependant on one type of crop which is maize and because of that, we have gone hungry because that type of crop in some seasons could not do well.”

The traditional leader said that one of the reasons that demotivated farmers into growing sorghum or any other crop apart from maize was lack of market.

OVERNMENT has prioritised Integrated Development Plans (IDP) in order to guide development at local level.

Authorities in North-western province have thus emphasised the imperative need ro make adequate preparations before the planning could start.

North-western province Minister, Nathaniel Mubukwanu, noted that it was important to adequately prepare and plan effectively so that the province does not develop in a haphazard manner.

He said the IDPs which were principal planning documents which should localize and actualize national programmes.

The Minister was speaking during progress report of the preparations of IDPs for Kabompo, Mufumbwe, Chavuma and Manyinga districts.

He noted that uncoordinated planning had proved ineffective with regard to the delivery of economic expansion and service delivery. ‘’This is why government has always labored in development efforts that bring all stakeholders on board,’’ said Mr Mubukwanu.

Mr Mubukwanu said integrated approach to development was a bedrock to all Government policies, plans and laws. ‘’Unlike the previous strategies, this has now been enshrined in key national documents such as the

Mr Mubukwanu national planning and budgeting policy, the Seventh National Development Plan, the Urban and regional planning Act No 3 of 2015 and the Decentralization policy to mention but a few,’’ he said.

He said that the Urban and Regional Planning Act No 3 of 2015 prescribed that all districts should have Integrated Development Plans which guided decisionmaking by leaders at local levels of Government. ‘’Likewise, the National Planning and Budgeting policy recognizes the IDP as a basis on which financial resources will be allocated to the districts,’’ he said.

Government, he said, had partnered with Germany International Zambia (GiZ) in the preparation of IDPs in the province.

GiZ was supplementing Government efforts towards water and sanitation sector, improvement of revenue generation in councils and in planning at provincial level among others.

Mr Mubukwanu directed District Commissioners and Principal officers in local authorities to be actively involved in the development of IDPs in their specific districts.

He said his office would hold them accountable for either the success or failure of the IDPs.

FEES SCRAPPED OFF

THE National Sports Council of Zambia (NSCZ) councillors on Saturday voted unanimously for the removal of the nomination fees clause from the electoral rules saying it was unfair to demand extra fees when federations pay membership.

Part III (2-e) stated that the Council shall prescribe a fee to be paid by candidates contesting NSCZ positions. It further stated

that the Returning Officer shall declare any nomination invalid if the appropriate fee was not paid.

The nomination fees for board vicechairperson was pegged at K2, 000 while candidates for board member position had to pay K1, 000.

The decision to introduce nomination fees was made during a council special meeting held via Zoom on May 23, 2020.

However, during the elective general meeting held at Government Complex in Lusaka, Handball Association of Zambia through their general secretary Josab

Changa proposed that the fees be squashed off immediately claiming the decision was an oversight.

Changa argued that it was unfair that elective positions were subjected to nomination fees while those appointed

by Government were not paying a single ngwee. Seconding the motion, Zambia Softball and Baseball association member Chabi Chondoka and Zambia Athletics president Elias Mpondela queried why federations were subjected to pay fees when it was not a requirement at international level.

“That does not happen at International Federations. Why are we paying these fees, for what? Our eligibility is based on affiliation fees. So let that clause be removed,” Chondoka said.

To cut the debate, Zambia Judo Association secretary Mabvuto Ng’uni raised a point of order that the proposal be subjected to a vote, of which the NSCZ chairperson Patrick Mutimushi agreed.

And in unison, the councillors voted for its removal which ended with a loud applause.

Mutimushi said candidates that had paid the fees would be refunded but advised the councillors to ensure decisions are made as a collective unit to avoid random changes.
