EMBRACE SOBER DISCOURSE THE increasing levels of toxic diatribe in public discourse has the potential to scuttle social and economic order in the country.

It is sad that some personalities on both sides of the political divide have now shifted their attention from discussing relevant issues such as COVID-19 solutions to characters assassination.

This is sad especially that the country is confronted with many pressing matters.

The youths in particular are getting at each other’s throat over flimsy and less important issues which could easily be resolved in a sober manner.

Why should politicians engaged in bitter exchange of words through the media when they can reach out to each other and discuss the matter away from the public glare!

The rising trend of eliciting public sympathy via social media must equally come to an end before the country gets to the 2021 general elections campaign.

It is not necessary for any one individual to attempt to register their relevance by getting to their opponents through the media.

This is utter propaganda than anything else!

Those who stir up a hornets’ nest inadvertently or otherwise must learn to humble themselves and apologise to the grieving party instead of responding with an invective.

On the other hand, those who feel offended ought to argue or counter any accusation in an orderly but comprehensive manner; humility is important.

In fact, there exists an English proverb which states that, “use soft words and hard arguments.”

Therefore, a wise person will always come out composed in a debate rather than throwing tantrums in the heat of the moment.

There are various pressing issues in Zambia that require a sober and reasonable approach by politicians in both the ruling and opposition parties as well as the Civil Society Organisations.

Citizens, including the youth, who have genuine grievances ought to present them in a mature manner; they should not be provocative.

On the other hand, leaders who strongly feel that an individual or group of citizens have been offensive, they should not retort with the same measure of toxicity.

They must always take time to examine the statements, context, source and aim of such a presentation so that they are able give an appropriate answer without raising any ire.

Debating or responding to arguments in haste usually magnifies the problem.

The Holy Bible is explicit over matters relating to arguments as indicated in the book of Proverbs 25:8, ‘do not go out to argue in haste. Otherwise, what will you do in the end when your opponent puts you to shame?’

Therefore, there is still room to mend fences between Lusaka Province Minister Bowman Lusambo and the youth he particularly mentioned in his warning.

The matter must not get to demonstrations which could degenerate into ugly scenes in the busy Lusaka roads leading to Parliament.

Zambians must this time around be speaking on the same wave length on pertinent and topical issues such as COVID-19 preventive measures, entrepreneurial initiatives, empowerment funds and national development in general.

This is the time to examine political and economic issues from a holistic perspective in a sober manner.

Politicians featuring on radio programmes must speak with civility, the way they would present themselves away from the public.

They must desist from appeasing their sympathisers at the expense of national unity.

OVERNMENT has directed the mining companies to remit all taxes over and above mineral royalties in dollars directly to the Bank of Zambia (BoZ).

The move which was effective June 4, this year was meant to increase foreign reserves which have dwindled to about US$1.4 billion.

Previously, only mineral royalty tax was paid in dollars since 2017 while the rest were being paid in Kwacha.

Value Added Tax (VAT) would however still be paid in the local currency.

The Zambia Revenue

Authority (ZRA) wrote to all mining firms to remit all taxes in dollars and directly to the Central Bank, says the Kwacha Arbitrageur Magazine.

The Magazine explained that the move was meant to shore up foreign exchange reserves that had plummeted to decade lows.

Zambia’s foreign exchange reserves are currently at US$1.4 billion, representing 2.6months of import cover.

Key drivers of dollar demand in the Zambian market include Central Bank purchases for debt service purposes and shoring up of foreign currency reserve and energy demand for petroleum among others.

“Swift payments will require

full disclosure of details in payment instructions. Settlement accounts of the Bank of Zambia held with foreign correspondent banks will be used for receipt of funds.“Correspondence to the mines prescribed that provisional income tax, annual company income tax, domestic and withholding VAT, withholding tax, customs duty, and excise duty and import value added tax will all be remitted in dollars effective 04 June at average central bank rates,” the Magazine said.

According to the Magazine, BoZ had implored various interventions to shore foreign exchange reserves to include payment of mineral royalty taxes in dollars.

And President Lungu clarified that he had powers to choose his running mate without being instructed by anyone.

He said he would choose someone to be his running in 2021 who he felt he could work efficiently and deliver to the people of Zambia.

Arrest agitators - Tutwa “So I am appealing to the law enforcement officers to ensure that those who are inciting Zambians to engage in illicit activities be arrested because the country would be set on fire because of unscrupulous individuals,” he said.

The lawmaker said the police must not hesitate to bring to book such people who want to cause anarchy in the country.

Lawlessness, Mr Ngulube said, must not be tolerated because many lives would be affected if the country was set on fire through illicit activities.

“I want to tell such people like the agitators

that we shall hold them accountable for the indiscipline that they are trying to perpetrate because these are the same people we suspect to be behind gassing and now when they saw that gassing did not work out for them they are now inciting people to raise against government.

We need to warn them that anyone who wants to incite people will be held accountable and will face the wrath of the law.

“And I am calling on the police to start investigations because it is a crime to incite people to raise against government, in fact it is treason,” Mr Ngulube said.

It indicated that this was in addition to being the only off taker of alluvial gold from the states mining investment vehicle ZCCM-IH. And an official from ZRA confirmed the reports explaining that the move was also meant to avoid any exchange losses and remove pressure on the Kwacha.

“We started doing that back in 2017 with mineral royalty taxes so basically it is to align the tax payments to their income and avoid any exchange losses and remove pressure on the Kwacha.

“So that is the decision that has been made and there is nothing sinister or illegal about it,” the source said.

Shun planned protests, urges EAZ

By NATION REPORTER THE Economics Association of Zambia (EAZ) has urged its youth membership not to engage in any planned illegal protests as they do not yield any positive or constructive results for a country’s economic development agenda.

EAZ, deputy national secretary, Rita Lumbwa said the association’s economic policy advocacy was based on constructive engagement with various stakeholders including government.

Ms Lumbwa said in a statement that EAZ had lined up the Wakanda1 Youth Empowerment Conference and the Wakanda1 Women Empowerment Conference where internationally acclaimed activists and senior government officials had been invited.

“Such platforms are more likely to yield positive results as they champion constructive dialogue among various stakeholders. We have been working tirelessly to ensure that these events become a success.

“We strongly believe that youths are the future leaders and remain a backbone of any country’s economic development agenda,” she said.

Ms Lumbwa called on youths to get in touch with the EAZ secretariat to see how best they could take part in the upcoming events as they were free of charge.

She also said the association had been engaging State House and the Ministry responsible for youths to ensure that women and youth agendas remain a priority.

“We also have lined up the National Economic Summit to ensure continuous dialogue across all stakeholders aimed at enhancing wealth creation and promoting national economic development,” said Ms Lumbwa.

He told the Daily Nation yesterday, this prompted the people to effect a citizen arrest and later handed him over to the police.

“How can a foreign national come in an area and start exploring for gold without following the right procedure, this is uncalled for and it would not be tolerated,” Mr Chibulo said.

“It seems these people have been using porous routes to come to steal our resource, this kind of behavior especially from foreigners will not be entertained because they are denying the country the much needed revenue,” he warned.

“People who want to mine gold in this area must have legal documents and get a consent from the chief

before they start mining, but unfortunately this man started exploring our mineral without proper documentation and consent from the chief,” the chairperson said.

All we want, Mr Chibulo said, is to ensure that the police deal with foreign nationals who want to abrogate the laws of this country.

And senior headman Nyampande said the foreign nationals had continued to flood the area to illegally exploit the resource.

Bishop Mambo said it was prudent that those who want to engage in illicit activities regardless of their nationality be dealt with.

He said in a separate interview yesterday, there was need for sanity in the exploitation of the resource if the country could earn much needed revenue.

Bishop Mambo was concerned that if such a situation continued the country would not benefit from its resources.

CSOs, students secret meetings exposed

By SILUMESI MALUMO SOME civil society organisations have been holding secret meetings with students to plot unrest, through protests, the Zambia National Students Union (ZANASU) has revealed.

And Zambia National Students Union (ZANASU) has warned civil society organisations who want to fund students to cause unrest in the country that things will not go well with them.

“Unfortunately, some of the student bodies and leaders leading efforts to recruit students are the same ones who have been sharing coffee with the Minister of Higher Education,” Union president Misheck Kakonde said.

Mr Kakonde said the issues which civil society organizations want to engage students to protest against and cause unrest in the country were issues that could be dealt with through dialogue.

The organisers of protests are giving seven issues as a point of engagement such as gold mining, corruption, Zambia’s debt, lack of observance of human rights by Chinese investors, lack of youth empowerment, the shrinking media space and freedom of speech which can be dealt with by engaging authorities.’’

The issues of Zambia’s debt and Chinese treatment of our people, Mr Kakonde said, including other matters were issues which must be a subject of discussion and there was no reason to create unrest in the country.

He told the Daily Nation yesterday, students must avoid being used in protests or activities that may set the nation on fire or end up destroying their own lives.

“As much as we believe in the right to demonstrations, ZANASU believes in putting dialogue first,” he said. ‘‘The environment is not ripe for holding of peaceful demonstration as protest must have a clear underlying reason. The planned demonstration has no clear goals and will just end up into a riot if not well managed where lives and property will be destroyed,’’ he said

CEC OWES ZESCO $100M

Mr Nkhuwa said the corporation had not attempted to dismantle the debt for some time now.

He said in an exclusive interview yesterday, despite CEC owing the power utility company huge sums of money it continued to receive power.

to CEC. CEC buys power from power producers then supply to the mining houses and other clients, so what happened is that even when it was receiving power from Zesco it did not pay in some of the transactions,” he said.

Mr Nkhuwa said it was important that the corporation paid off the debt like it was compelling Konkola Copper Mine (KCM) to pay off the debt.

That is a business transaction, Mr Nkhuwa said, and it was prudent that the debt was paid off for the operations of other business partner to be run smoothly.

Dipak Patel goes after govt

Patel provides for the National Assembly to approve all public debts before they are contracted.

And former Minister of Commerce, Trade and Industry Dipak Patel has insisted that government’s failure or neglect to obtain prior approval from Parliament before approving and signing any debt agreements is illegal and in breach of the Constitution.

This is a matter in which Patel who is former Lusaka Central member of parliament has petitioned the Constitutional Court over government’s alleged failure to obtain prior approval from the National Assembly before approving and signing any debt agreements.

Mr Patel has cited the Minister of Finance and Attorney General as first

and second respondents, respectively.

He is seeking a declaration that the respondents’ failure to present all loans contracted and sought to be contracted on behalf of government to the National Assembly for prior approval, is in breach of the Constitution.

Mr Patel also wants an order compelling the respondents to present to Parliament, within 14 days of the Judgment of the Court or within such other timeframe that the court may prescribe, a full and complete statement of the state of public debt contracted from 2016 to date including the terms and conditions of the loans.

Kangwa Luwo, 55, of Lusaka West said a manager of Mulungushi Atlas Mara branch advised him of an issue affecting three cooperate accounts.

He said he was informed that there was interference drawing on three cooperate accounts with an amount of K6,198,000 done between December 31 2019 and January 2 2020.

Luwo told the court he requested that beneficiary accounts and drawing accounts be stopped immediately.

He said the cooperate accounts involved were Zambia National building society treasury account ending with 3734, Zambia National building society main account ending with 3009 and local Authority Superannuation Fund ending with 0005.

Luwo said in his investigations he learned that transaction was not authorized by account holders.

He explained that though transfers and other types of drawings can be conducted through written instruction

to the bank, such transfers and drawing is evidenced by electronic instructions and authorisation by authorized signatories (customer) on each transactional activity.

However, there were no instructions either physical or electronic, he said.

There are, he said, two users on the core banking system, the first user from the core banking system will introduce transaction into the core banking system by debiting one account and crediting another.

Luwo explained that the second user has a checker role meaning, validating what has been introduced in the core banking system with original customer instructions and that only when the checker is satisfied that the instructions have been followed, authorisation given for the transaction to proceed.

He said there were no instructions for any of the two transactions and the two users were oblivious of the transaction and not physically present.

He said at various times, transactions were actualised and it was determined that absence of their presence by viewing the closed circuit television bio-metrics access control

system which both showed absence of the two.

The witness also said the physical location of the computer used to force the transaction was not known.

He said he discovered the transaction started on December 31 at around midnight, the transfers from three accounts to the 18 beneficiary accounts were conducted after banking hours.

The transaction was conducted on January 1, a non business day because it was a holiday and the branches were closed and the two users did not have access to branch facilities to have conducted the transactions.

He said by remote access it is possible for a person to access application seated on a computer that is not in the same location as the person over the Internet.

He said the options include remote Desk protocol RDP, VPN and Microsoft teams. He said the bank suffered a loss of K69,185 and K200,000 and K6,198,00 was partially drawn.

The matter comes up on June 12 for continued trial.

MINERS WARNED AGAINST USING MINORS

INERS using minors in manganese mining activities in Chifunabuli district in Luapula Province will be arrested as it is a serious crime, Ministry of Labour and Social Security Permanent Secretary

Chanda Kaziya has said.

Mr Kaziya said he would engage law enforcement officers and inspectors from the ministry to ensure the perpetrators were brought to book.

He warned in an interview yesterday, that action would be taken against perpetrators who were putting the lives of

minors in danger.

Information reaching the Daily Nation indicates that some miners in the area were using minors to explore manganese in Chifunabuli.

A number of miners are said to be using juveniles in the mining activities without protective attire.

But this development has

displeased Mr Kaziya who advised perpetrators of such acts to refrain from doing so or face the wrath of the law.

“These people think they are clever because nothing is being done even when they are using small boys but we shall deal with them,” Mr Kaziya warned.

“This report has not reached me but I will task my officers from Mansa district so that we can intervene and fish them out wherever they are.

Stop using youths in evil schemes, opposition told

OPPOSITION leaders must not place innocent youth’s lives in harm’s way by inciting them to protest on the streets, the Patriotic Front has said.

PF media director, Sunday Chanda expressed concern at the opportunist tendencies by some opposition leaders together with ‘bedfellows’ in civil society to incite youths into placing their lives and careers in harm’s way.

Mr Chanda appealed to the youth of Zambia, including musicians not to allow their genuine arguments and debate to be hijacked and poisoned by selfish politicians.

He said in a statement that if indeed the opposition leaders cared so much, they would have been on the streets protesting.

“We have noted yet again opportunist tendencies by some Opposition leaders together with bedfellows in civil society are seeking to incite Zambia’s youths into placing their lives and careers in harm’s way.

“The President is not against freedom of expression. He values it as a matter of right and law.

Freedom of expression comes with responsibilities.

Therefore, the exercise of these freedoms must be within the confines of the law, without veering into the muddy waters of Defamation and Libel,” he said.

Mr Chanda said the right to freedom of expression must continue to be enjoyed by citizens but with caution.

He challenged opposition leaders and the civil society to stop inciting innocent young people and instead take it upon themselves to protest on the streets.

“That is what anyone claiming courage would do instead of sacrificing innocent young lives,” said Mr Chanda.

Meanwhile, inspector general of police, Kakoma Nanganja has warned that police would deal sternly with law breakers.

Chembe Constituency gets piped water

By LINDA SOKO TEMBO THE first ever water reticulation project in Chembe district has been launched supplying water to about 5000 residents, Chembe Constituency Member of Parliament Sebastian Kopulande has said.

Dr Kopulande said the residents of Chembe district had not had piped water from time in memorial, and that they had been using water from the river, shallow wells and boreholes.

In an interview with the Daily Nation, Dr Kopulande said that water reticulation project was priority for his Constituency and that what they had done so far was a drop in the ocean.

Dr Kopulande said it was sad that Chembe was in an area that had one of the largest rivers in Zambia the Luapula river, but people did not have access to clean and safe water.

He said his desire was to see a proper water treatment plant getting water from the river and supplying it to the people in the District. “From time in memorial, there has never been piped water in Chembe district and with the help of government we embarked on the project two years ago at a cost of about K1.4 million.

“We have put a small plant and it is piping the water up to the central storage tanks and people are able to access the water from the kiosks,” he said.

Dr Kopulande said that access to clean and safe water to the residence of Chembe District would reduce communicable diseases and help them avoid walking long distances in such of water among others.

29 Households in Shiwang’andu receive an irrigation facility

By Vincent Chilikima 29 farmer households of Lukaleshi village in Shiwang’andu district of Muchinga Province have been empowered with an irrigation facility worth K275, 000.00 to stimulate their agricultural enterprises.

Speaking at a handing over event of a Permanent Weir and a 518 metres Irrigation Canal to the community, Muchinga Provincial Agricultural Coordinator, Dr Victor Mulopa, commended the Lukaleshi community for completing the irrigation project within a record scheduled period of five months from October 2019 to March 2020 adding that the timely completion of the project is a landmark achievement for the Lukaleshi community.

Dr Mulopa explained that the community’s commitment and contribution towards the total cost of the project through the provision of labour, sand and stones inspires confidence and motivates stakeholders to support any other future undertakings.

Speaking earlier, Lukaleshi Village Headman, Godfrey Musonda, described the handing over of the irrigation facility as a dawn of wealth creation in the community.

Headman Musonda added that the tapping of water from the perennial Ilomfi Stream to the community homesteads will kick-start and enhance

vegetable, fruit, fish and smalllivestock production in the area adding that such a diversity of enterprises will increase and improve household incomes and nutritional food security.

And speaking earlier, Muchinga Province Acting Senior Irrigation Engineer, Nelson Phiri, revealed that the completed irrigation project was a result of a successful partnership among stakeholders that include: The Zambian government (GRZ), International Fund for Agricultural Development (IFAD), Japanese International Cooperation Agency (JICA) and the farmers of Lukaleshi village.

Mr Phiri explained that JICA assisted with the construction-designs of the irrigation facility while IFAD, through the Smallholder Productivity Promotion Project (S3P), provided seventy five percentage (75%) of funds used for the construction.

He added that the remaining 25% percentage cost of construction was provided by the beneficiary farmers of Lukaleshi village.

Mr Phiri further disclosed that the Zambian government, through the Ministry of Agriculture under the Technical Services (TSB) and Advisory Services Branches were responsible of supervising the construction of the Lukaleshi Irrigation Project.

SHODDY works which were done by AVIC International on Lumumba Road are evidence that foreign contractors should not be given preferential treatment, National Association for Medium and Small Scale Contractors (NAMSSC) have said.

NAMSSC president, Mutale Mpepo, said it was sad that Zambians had a negative attitude towards the local contractors thereby hampering the growth of the country’s construction sector.

Mr Mpepo said it was disappointing that

construction stakeholders had decided to remain silent on shoddy works done on Lumumba and Mungwi roads in Lusaka.

“Lumumba, Mungwi and part of the Great North roads are being redone because of shoddy works by the Chinese Contractor.

Suppose it was a Zambian who undertook the works, there could have been a lot of talk,” Mr Mpepo said. The travelling public, he noted, was being inconvenienced because of the shoddy works by the foreign contractors. He said shoddy works by AVIC was evident that even foreign contractors were bound to fumble, therefore they should not be given preferential treatment.

Mr Mpepo said the trend had also

affected economic growth because a lot of money was going outside the country, leaving the local currency vulnerable.

He said local contractors had the capacity and necessary expertise to undertake big contracts, hence Government should fully support local contractors.

AVIC International, a Chinese firm did shoddy works on some roads and we have instructed the contractor to re-do the works, Ministry of Housing and Infrastructure Permanent Secretary, Charles Mushota, said Government had identified some roads which were poorly done by AVIC International and works needed to be redone.

118,305 smallholder farmers Budget preps receive CSA training commence ABOUT 118,305 smallholder farmers in Eastern Province are benefiting from a project aimed at upscaling climate smart agricultural practices.

10,755 farmers are lead farmers while 107,550 are benefiting indirectly as follower farmers.

Zambia Integrated Forest Landscape Project (ZIFLP) National Project Manager Dr Tasila Banda disclosed in an interview that promotion of climate smart agriculture in the region was part of efforts to improve local farmers’ productivity while at the same time increasing their resilience to climate change effects.

“In the first year we worked with 10,755 lead farmers, who through their farmer field schools, were able to give us very promising results…This year, we encouraged them to bring on board 10 follower farmers each; so, that expands the base for our farmers in the Eastern Province,” she said, “ If a lead farmer chooses to recruit more than 10 follower farmers, we are happy for them because then it means more people are practicing climate smart agriculture.”

Dr Banda said the Eastern Province had not been spared from climate induced hazards such as droughts and dry spells as well as inadequate rainfall which had negatively affected farm productivity and contributed to declining crop yields.

She said it was against this backdrop that ZIFLP had partnered with the Ministry of Agriculture to upscale climate smart agriculture techniques in the region.

Samuel Mumba, a lead farmer of Mphangwe agricultural camp in Katete district, said farmers had, through ZIFLP, been taught good agronomic practices such as basin making and ripping for land preparation, best planting methods, as well as the importance of crop rotation, crop diversification and integration of agroforestry tree species. ZIFLP is a US$32.8 million worth Zambian Government initiative which is running in Eastern Province from 2017 to 2022 with support from the World Bank.

The project aims at providing support to rural communities in Eastern Province in order to allow them better manage resources of their landscapes, so as to reduce deforestation and unsustainable agriculture, enhance benefits they receive from forestry, agriculture and wildlife, as well as reduce their vulnerability to climate change.

By KETRA KALUNGA WORKS on the US$200 million Improved Rural Connectivity Project (IRCP) have commenced in Central province with a call on the contractor to deliver quality work.

The World Bank-funded project was launched in Mkushi last year to rehabilitate about 4, 000 kilometres of feeder roads in Central, Muchinga, Eastern, Northern, Luapula and Southern provinces.

Central provincial minister, Sydney Mushanga, said in an interview in Kabwe that the contractor had moved on site to work on most of the critical feeder roads which were identified for upgrading.

By AARON CHIYANZO THE Ministry of Finance has commenced preparations for the 2021-2023 Medium Term Expenditure Framework (MTEF) and the 2021 National Budget, Secretary to the Treasury Fredson Yamba has said.

Mr Yamba said this was being done alongside the current process of revising the 2020 National Budget which has gravely been impacted by the effects of Covid-19 on the domestic and international economy.

He said in a statement that in order to ensure broad-based consultations, the general public, companies and non-state actors should make proposals on tax and non-tax policies for possible inclusion in the 2021 National Budget. “This earnest appeal to the public to embrace this gesture is in the spirit of ensuring that consultations on the 2021 National Budget are broadened in line with the Government’s Policy of streamlining taxation, and creating an enabling environment for business; employment creation; wealth generation; and, a sustainable future for all,” he said.

Mr Yamba said all submissions would be considered objectively

and on merit.

He said the inter-ministerial Tax Policy Review Committee will, where necessary, invite those who will submit proposals for further discussions or clarifications on any issue in their submissions as a way of enhancing the consultative process.

Mr Yamba also confirmed that the Tax Policy Review Committee would undertake country-wide engagements in all the provinces to ensure that as many stakeholders as possible were involved in this open and transparent process of developing the 2021 National Budget. He said a considerable consultation period ending on July 31, 2020 had been set to ensure that all citizens, including the youth, women groups, the private sector, and all other stakeholders and interest groups participate in the formulation of the 2021 Budget.

Mr Yamba said the key reference documents in the consultation process were the Seventh National Development Plan and the 2021 Budget.

“Outline the pitfalls of the current tax and non-tax policy regime and explain how local businesses and other development affairs are negatively impacted as a result; Clearly state the sector or policy area of interest for which remedies or stimuli are sought and whether such remedies or stimuli relate to policy, strategy, programme, tax, or non-tax measures; and,

He said works on the critical feeder roads had already commenced in Chibombo district and would e extended to other areas.

“This is the project that was launched by his Excellency the President of the Republic of Zambia, Edgar Chagwa Lungu launched last year,” Mr Mushanga said.

The Minister said once completed, the roads would improve access to market, thereby increasing income at household level food security in the province and the country

at large.

Mr. Mushanga has since urged the contractor to ensure delivery of quality works and also urged the locals to offer support.

“So I want to appeal to the contractors to do the right thing. We don’t want a situation whereby this year or this time around we spend money on the construction of roads. Just after a few months we start spending money again on the same roads,” Mr Mushanga cautioned.

The World-Bank-funded project was expected to create 25 000 jobs in Central, Muchinga, Eastern, Northern, Luapula, and Southern provinces.

NATIONAL Breweries Plc has posted an operating loss of K170 million for the 15 months ended March 31, 2019, as the company formulates a Covid-19 response plan to ensure business continuity.

The business reported an operating loss of K70 million against an operating loss of K22 million for the 15 months ended March 31, 2019, according to abridged financial statement posted on Lusaka Securities Exchange (LuSE).

National Breweries Plc company secretary, Vongai Chiwaridzo, said the company was committed to reversing the trends in the short to medium term.

“In the short term, we are focused on finding ways to keep the business going forward in the face of the Covid-19 pandemic.

“To this end we have formulated a Covid-19 response plan which is not only intended to ensure business continuity but also to enhance the safety of our staff at all our production facilities,” Ms Chiwaridzo said.

She said the business faced significant headwinds during the financial year under review, stating that high levels of inflation triggered widespread escalation in local costs.

She added that the softening exchange rate led to substantial increase in prices of imported packaging materials and other outputs.

Ms Chiwaridzo explained that maize which was the key brewing raw material was in short supply during the year driving up the cost per tonne by 92 per cent. “These inflationary conditions eroded discretionary income

and precipitated a significant reduction in volumes,” she said. Ms Chiwaridzo said the packaged traditional beer segment also came under immense pressure from keenly priced affordable clear beer offerings.

This was coupled with the increased presence of illicit spirits and the continued trade in bulk traditional beer in violation of legislation prohibiting the sale of beer in this format.

She said in the face of the foregoing cost

pressures the company effected a modest increase in wholesale prices which resulted in depressed sales by 27 per cent compared to the previous year.

“As volumes continued to decline price roll backs were implemented in the final quarter of the financial year and these resulted in a steady recovery of volumes. We expect this recovery to continue into the next financial year,” Ms Chiwaridzo said.

OVER US$140 million has been invested in the Lusaka East Multi Facility Economic Zone (LEMFEZ) in infrastructure and production service facilities, thereby fostering growth in Zambia.

The MFEZ, which is being developed by the Zambia-China Economic and Trade Corporation Zone (ZCCZ), is currently housing 16 enterprises with a nominal investment of near US$26 million.

The investment has increased activity in trade and manufacturing sectors of the economy, with numerous spill-over effects in other sectors, says Minister of Commerce, Trade and Industry, Christopher Yaluma.

Mr Yaluma said the investment was also in line with the diversification of the economy away from the extractive sectors that were vulnerable to global dynamics.

He was speaking when he undertook an industrial visit to LE-MFEZ to understand the operations of the zone during the Covid-19 pandemic.

“I wish to assure the Developer (ZCCZ) and indeed the different business that have invested in this MFEZ that Government is undertaking reforms aimed at enhancing the business environment especially during this Covid-19 Pandemic,” Mr Yaluma said.

Mr Yaluma assured ZCCZ and all investors in Zambia, that their investment was secure and that it had the support of Government.

Government, he stressed, was happy with the partnership it continued to receive from private sector in the development of the country.

He said the investment into the development of the LE-MFEZ clearly demonstrated the Chinese Government’s commitment to fostering the bilateral ties that existed between the two countries.

“The completion of construction of the General Service building here at Lusaka East MFEZ is of significant importance in the development of Multi facility Zones in Zambia and especially in strengthening the China-Zambia relations,” Mr Yaluma said.

He reiterated Government’s commitment of encouraging and supporting private sector investments that contributed to wealth creation and economic development in Zambia.

The Minister urged local manufacturers, domestic and foreign investors to take advantage of the abundant trade and investment opportunities that were available in Zambia.

Lessons from Voyage Endurance

By JOHNSTONE CHIKWANDA IN the last couple of months, there has been media frenzy and gravitas around Zesco and Copperbelt Energy Corporation (CEC). I have been hosted by not less than 7 radio stations in the country and a number of television stations in addition to print media regarding the energy sector reforms in country and the merits and demerits of opening up of the grid to other users and how these reforms fit in the Seven National Development Plan (SNDP).

I have decided to do a series of articles on the energy sector reforms which have culminated in recent developments. As a way of laying a foundation for my articles, I have decided to share one of the over 500 articles which I have authored and published in December 2014. There are a lot life changing lessons in the article

below for all stakeholders around the Zesco-CEC development.

On January 18, 1915, a ship carrying a celebrated British polar expedition guru on a journey code named Voyage Endurance froze in icy water off the coast of the Antarctica, South Pole. The ship’s leader, Sir Ernest Shackleton, had planned to sail his ship to the coast through the Weddell Sea, and then match a crew of men, supported by dogs and sledges to the Ross Sea on the opposite side of the Antarctica to break and set a new record.

The ice was too much for the ship to sail. The ship got stuck in ice for more than 8 months before drifting 1,078km under the influence of heavy ocean current into a different direction contrary to expectation. Finally, the wooden timber in the body of the ship succumbed to pressure from ice and broke. As the ship was beginning to sink in ice cold water, Shackleton ordered his men to collect a few items and jump onto the ice. This story is often cited in PhD leadership studies as a case study when analysing different topographies of industry leadership.

I have decided to share this case study with the readership of my column because the enormous lessons provided

by Voyage Endurance and its captain can be found useful in the organisations we serve in should we find ourselves stuck by power external challenges. For the purpose of alignment in this column, I will be biased towards the energy sector although lessons drawn from here can be beneficial to all. At the core of the lessons, lies wisdom on how to handle

At times, the severity of challenges go beyond what could have been reasonably expected.

While it is hard to change the past, you could change the future by the quality of your decisions made now.

No matter how dark the cloud is, there is always a silver lining. the expected and the unexpected in very challenging moments. For the purpose of application of this story, the challenges we face in business or other spheres of life could be referred to as “ice.” The ship could be the organisation and the captain as the CEO. Shackleton had tremendous burning ambition to reach the South Pole just like CEOs have strong ambitions for their organisations. He had attempted to get to the south pole before but discontinued his journey which was code named Voyage Nimrod though they reached a record distance at that time. This voyage was beset by several challenges. I wonder why it was named Voyage Nimrod. The first time he travelled to the south pole was when he accompanied Robert Falcon on a journey named Discovery Expedition but was sent back home on health grounds. Therefore,

Voyage Endurance was his third attempt; a mark of persistence. He had clarity of vision and determination. These are good attributes of a good CEO. After jumping from the sinking ship onto the ice, some of the team members were so bitter, scared and worried that they refused to take any more instructions from Shackleton. Disaster had hit and the faint hearted couldn’t handle anymore. This can be expected in any organisation with a burning platform especially that not everyone is at the same level of faith, courage and strength of character.

Using a set of virtues which include compassion, understanding and ability to motivate, Shackleton re-energised his faint hearted and distraught team members and got everyone to match across the ice into the unknown territory. They had just lost the ship and valuables. A lot of questions without answers beset them. What started as a journey of hope and excitement brought untold misery and pain down the road.

It was not known how they would travel back. Listen, when an organisation has a burning platform, it presents a very rare opportunity to test the character of the directors and their capacity to reassure, remotivate, inspire hope and keep the team together in uncertain moments.

After much reasoning, Shackleton realised that he needed help otherwise they would all die especially that he had inexperienced team members with him. At this juncture, he decided to demonstrate extra ordinary leadership and selected a 6 person rescue crew to accompany him across 1,287km of

deadly water using a life boat. He left the other team members behind. He managed to locate help at a whaling station and soon organised a rescue mission for the remaining 22 members.

This is an extraordinary true story of how leadership saved the team and kept arrive the overall purpose of the voyage.

This case study has a lot of lessons for all of us. If the leader did not hold on and motivate his team, they would have died. If he did not arise and inspire and go beyond ordinary abilities, the leader would have died and so are his team members and dogs. They lost the ship, their possession, time and effort but they survived thanks to great leadership ability, bravery and patience under extreme external challenges. The true measure of patience is not necessarily in how long you wait but in how you behave during the waiting period.

Things may have started off very well like Voyage Endurance until you got stuck in the “ice of life”. Try to find comfort in this story and rewrite your story and that of your organisation. At times, companies face very severe unexpected challenges. At times, the severity of challenges go beyond what could have been reasonably expected.

While it is hard to change the past, you could change the future by the quality of your decisions made now. No matter how dark the cloud is, there is always a silver lining.

The country’s estimated maize production is 907, 628 tonnes, which is 17 percent more than the 776, 635 tonnes produced during the 2018/2019 season, according to the second round of crop and livestock report just released.

The outturn is however, still half of the national maize requirements of 1.8 million tonnes.

The total cereal production in the country is 1, 060, 143 tonnes, against a national cereal requirement of 2, 227, 782 tonnes for human and livestock consumption.

Retrenchments can be negotiated via Zoom, court rules

JOHANNESBURG - The Johannesburg Labour Court has ruled that retrenchment negotiations can take place over Zoom or using other video conferencing facilities.

This was in light of the Covid-19 pandemic and the "new normal," Judge Graham Moshoana said in a judgment handed down in an urgent application brought by the Food and Allied Workers Union (FAWU) against South African Breweries (SAB).

The union claimed that the ongoing Section 189A consultation process, which began in January this year with face-to-face talks and continued using Zoom during the lockdown, was procedurally unfair.

The union decided not to participate in the finalisation of the process, which resulted in a final organogram being drafted and termination notices being issued to affected employees.

The union raised several issues, but Judge Moshoana said the Zoom issue was the one that "broke the camel’s back."

He also referred to the "irony" that the union’s application to the court was done via video conferencing.

"With the new normal, Zoom is an appropriate form of meetings taking place. It is a necessary tool to ensure restrictions like social distancing as a measure to avoid the spread of the virus are observed.

"There is nothing procedurally unfair if a consulting party suggests its use. The appointed facilitator, who possesses the powers to make a final and binding ruling on procedure, was not opposed to it." The judge said in an attempt to demonstrate the inefficacy and unreliability of videoconferencing, the advocate for the union raised "an incident" when the screen of the advocate for SAB "hanged" and his connectivity to the hearing was lost for a while.

"To that I say anywhere where technology is employed, even in a physical meeting where a presentation to be made on a projector fails, teething problems are expected to emerge," he said. – FIN24.

The sources said that China’s state-owned Sinochem would receive five cargoes in July, down from the usual seven or eight, while the trading arm of Chinese giant Sinopec called Unipec would receive none.

Unipec typically receives two to three cargoes earmarked as debt repayment.

E wish to c o m m e n d Honorable Garry Nkombo for firmly resisting the illegitimate orders from HH regarding the dissolved structures in western province. We heap the blame on Hichilema for failing to hold a democratic convention which would have resolved the leadership failure.

HH has betrayed UPND members in preference to his alleged alliances partners such as James Lukuku and Chishimba Kambwili. The UPND Nkombo led faction is demanding for recognition which squarely flies within the cherished tenets of democracy.

Dear Editor, I shudder to imagine what would happen if this was a time we were fighting to gain national independence with the crop of unpatriotic, ignorant and lazy youths we have in this country today.

One wonders what kind of leaders Zambia will have 5 years from now. It is clear that the majority of Zambian youths do not understand their role in nation-building.

The inference is gotten from the comments made on social media on many national matters. It seems most youths expected free money from their government. Is this what should be taught to our future leaders? The answer is an emphatic no. What is sad is that all political leaders aspiring for the presidency are campaigning on the basis of providing employment, cheap accommodation, lower taxes, cheaper fuel, free education, and improved Health care without telling them what is expected of them. Some youths even think that they do not need the qualification to get into white-collar jobs, they think that the only qualification is to be a human being, some think

and the Presidential ambitions of the outspoken MP are so naked such that he cannot wait up to 2026. Nkombo will leave nothing to chance but HH will be politically bruised with the ugly punch you eliminate him from the 2021 race. Nkombo is more experienced as compared to the 5 time losing Presidential candidate Hakahinde Sammy Hichilema.

We are watching with a bird’s eye.

Like PF Deputy Chairman for Mobilization Honorable Geoffrey Bwalya Mwamba has clearly and rightly put it, HH is a self centered person who overlooks the importance of others.

The revolution to oust HH as UPND leader and progressively Presidential candidate has been waged with western province as a launch pad. Very soon other members will start expressing their own opinions regarding their preferred flag bearer.

We also wish assure Mr Nkombo of our support and we will stand with him as he is merely exercising his Democratic rights.

Although we are not UPND members we will volunteer ourselves to defend democracy in the party. We are very determined to ensure that President Lungu faces only a democratically adopted candidate.

We will be failing our duty if the PF candidate faced a candidate who has flagrantly violated his own rules. Therefore,the Nkombo led function should have a free mind.

Majority Zambian Youths are a lost Sheep

that they can run successful businesses with the knowledge, and others think they can become farmers or mine owners with any investment. Let us educate our cadres that before opportunities are made available, they should prepare themselves by acquiring skills necessary for the kind of job they choose whether formal or informal employment. The PF government has become a victim of ridicule and hatred from their youths because, during campaigns, they did not mention to their youths that service to the people of Zambia was paramount as opposed to looking after their youths alone. If you listen to most of them, their cry is that instead of them who campaigned for PF, its other people who are enjoying the fruits. Nonsense, the PF as a party in power was given the mandate by the Zambian people to run the affairs of the country on their behalf not only their cadres who campaigned. I

call upon all political leaders to repackage their political message on youths to reflect our national values, that is the only way we can have a cadre of responsible youths. To PF youth leaders, I say redirect your efforts and your energies from fighting one another for positions to mobilising, educating and making your youths understand the party's manifesto. No wonder nincompoops like B FLOW and Tukuta Chellah can go on the mountain top to comment on things they do not understand and receive applause from their counterparts.

Dear editor, THE Southern Africa Student and Youth Development Association (SASYDA Zambia) Block joins other student bodies across the continent in conveying our deepest sympathy on the unexpected loss of Ms. Vera Uwaila Omozuwa, 22 who was murdered in cold blood under unclear circumstances.

What a terrible shock it must be to the students population at the University of Benin, Ado State, Nigeria and her family.

We condemn this barbaric act in the strongest terms and contempt it deserves as we join the National Association of Nigerian Students (NANS) in calling upon the authorities in Nigeria to institute immediate investigations into this gruesome murder.

Life must be respected regardless and these injustices mostly against our female folks must be brought to a stop. We pledge our full solidarity and support to every institution and our main students Union AASU in ensuring just prevails. We shall monitor closely the events as they unfold in so far as the investigations are concerned.

Not too long ago we witnessed in Zambia the conclusion of the investigations and subsequent compensation of the family of the late Vespers Shimuzhila, 4th year Student in school of Education who died of suffocation after a student’s protest in 2018. AASU and many Students bodies supported fellow Zambian students in ensuring this matter was thoroughly investigated and logically concluded.

We therefore wish to pledge our full support to fellow students in reciprocating the same gesture of solidarity you all gave to Zambia through this noble Association and the Zambia National Student’s Union (ZANASU) to ensure justice prevails in the case of Vera.

This also is a wake up call to most of our institutions to prioritize the issue of security and safety of students to avoid these increasing cases of murder in our schools.

Our thoughts and prayers will be with our departed colleague’s lovely family.

NDOLA CADRES INVADE COMMUNITY FARM

OME political cadres have invaded a community farm in Kantolomba area in Ndola, illegally demarcating it into residential plots.

The development has raised consternation among the farming community in the area, as part of the farm was illegally being demarcated into residential plots without the consent or knowledge of the council.

Kafubu dam east farm, Secretary Eliase Chafunike, said some cadres had invaded the area, claiming that they had documentation from the council.

Mr Chafunike explained that the community was legally allocated the farm land by the Ndola city council in 2000 and that it was being used for farming purposes.

He however indicated that some cadres had invaded the area, claiming to have documents from the council for the land in question.

Mr Chafunike said the cadres had started setting up structures on the other side of the farm, causing

confusion.

And Ndola Mayor, Amon Chisenga, urged the farmers to counter check their documents with the council to confirm ownership of the farm land in Kantolomba.

Mr Chisenga indicated that cadres had no right to demarcate any land, stating that if there were people dubiously giving out plot, they would be dealt with in accordance with the law.

Kantolomba ward Councillor Thompson Chipoka urged the farmers to follow the right procedure when acquiring land to avoid land wrangles.

Mr Chipoka said that his role was to ensure that the happenings in his ward were not illegal but beneficial to the people living in it.

Meanwhile, Centre for Governance Director Patrick Muthanga, has urged Zambians, who have acquired land from the Ministry of Lands and local authorities to use it for the intended purpose.

Mr Muthanga explained that residents who get land for farming purposes should use it for agriculture while those that get residential plots

should build houses.

He said the law stated that commercial plots must be used for commercial purposes.

The Centre for Governance director expressed worry that there were a number of properties that had been developed on pieces of land that were being used for purposes other than those indicated on their documents.

Mr Muthanga was speaking when he visited Kafubu dam East Farms in Ndola’s Kantolomba after receiving reports that some people has demarcated residential plots on land meant for farming.

He said the acquired land was meant for farming and did not have to be demarcated into smaller residential plots or small commercial plots for shops.

He said the situation happening in Kantolomba needed the Ndola City Council and Lands department to step in and harmonise the documentation.

Mr Muthanga said the documents for the farmers were currently not tallying as there were two different lists of ownership causing confusion among the farmers.

UPND cautions Govt over CEC

THE United Party for National Development (UPND) on the Copperbelt has appealed to Government to rescind its decision of declaring Copperbelt Energy Cooperation (CEC) power transmission lines common carrier.

The CEC on June1, 2020 discontinued supply pf power to Konkola Copper Mines PLC as the power supply agreement (PSA) between the two firms came to an end on March 31, 2020 but was extended through a mutual agreement of the parties up to May 31, 2020.

However, Energy Minister Matthew Nkhuwa, issued a Statutory Instrument, declaring CEC power lines common carriers, effectively allowing other players such as Zesco to use the lines to supply electricity to KCM and other customers. KCM owes CEC more than $140 million for bulk power supply.

But UPND Provincial Publicity Secretary Kennedy Kalunga told the Daily Nation in Kitwe that it was important for Government to reconsider its decision, as this could job losses on the Copperbelt.

“Many Zambians have invested in CEC that we do not even want to imagine what will happen to the already high unemployment levels in the province and the country at large,” he said.

Mr Kalunga said that as a pro-poor Government, the state should listen to the cries of the people and rethink through their earlier decision pf not having the CECZesco contract renewed.

He further said that the decision had created uncertainties in the country and among investors in particular.

Mr Mungulube said Dr Mumba, from nowhere, was appointed Republican VicePresident by the late Levy Mwanawasa, but he was dismissed from his position because of his careless talk.

The PF youth leader was reacting to a video which has gone viral where the MMD President described youths as cowards who were afraid of rising up to fight like freedom fighters did during liberation struggle.

He said he was very disappointed with Dr Mumba’s conduct, especially that being vibrant teleevangelist, he should be providing a mature and objective counsel to youths.

He said it was sad that some people were using social media to engage in propaganda against those in authority in order to gain political mileage.

“In most cases, people who rush to social media, they either want to mislead people or incite the people against the Government. As youths, let us be alert and ensure that we don’t join battles which we don’t know where they started from,’’ he said Mr Mungulube said Zambians and youths in particular should develop a positive attitude towards work instead of blaming Government for everything.

He said the role of the Government was to put up infrastructure and policies to support national development.

“You cannot expect to be supplied food on the plate every day, You need to work hard to put your own food on the table. People should lobby government for better policies that will empower them in various ways.

THIRTEEN clubs in Ndola Central Constituency have received 1,000 village chickens under the enhanced smallholder livestock investment programme.

Fisheries and Livestock, Nkandu Luo, said the chickens had been given to 121 women, 57 youths and six men of Ndola Central constituency.

Profesor Luo said the empowerment investment was an initiative that would enable the beneficiaries to pass it on to other members of the community after the chickens had laid eggs.

She said the investment would go on until all the members of Ndola Central Constituency benefited in a revolving arrangement.

The Minister was speaking during the handover ceremony to the beneficiaries in Mitengo residential area.

She said Government had resolved to create wealth for the people as the nation was endowed with several wealth intiatives. She advised the beneficiaries to exercise discipline as they reared the local chickens and indicated that each beneficiary would receive 10 local chickens which they would rear and pass on to other members.

And Ndola Central Constituency Member of Parliament (MP), Emmanuel Mulenga said the investment was from Government to ensure economic

independence.

Mr Mulenga, who is also Minister of Sport, Youth and Child Development, said he was happy to note that most of the beneficiaries were women who he advised to rear the chickens and sell to them back Ministry of Fisheries and Livestock.

HE tourism industry is yet to record significant impact after the recent re-opening of hotels, lodges and other facilities in the tourist capital, Livingstone Mayor Eugene Mapuwo has observed.

Mr Mapuwo said the fact the some business houses were still closed following the outbreak of the COVID-19, was one reason that had caused slow restoration of tourism sector.

He said that as a result, many families had been negatively affected especially those that depended on the tourism industry for employment.

Mr Mapuwo added that the situation had translated into suffering, worse the vulnerable, visually impaired, orphans and widows.

The Mayor was speaking when he received a donation of food and COVID-19 preventive materials for the 54 visually impaired citizens from Emmanuel TV partners and Prophet TB Joshua in Livingstone at the weekend.

George and Rose Sikumba Trust Foundation (GRSTF) gave out 30 cook-stove which do not use charcoal.

The move was a way of empowering the needy in society and was also a move to discourage them from the depending on the usage of charcoal.

GRSTF Trustee, Rodney Sikumba, said that the 30 Greenway Jumbo Stoves were part of the planned 500 stoves to be given to needy within Livingstone.

Mr Sikumba said that the initial objective of the Foundation was to aid the less privileged and also create a legacy for his family.

He was speaking in an interview with the Daily Nation shortly after handing over the facilities at St Augustine Parish in Maramba at the weekend.

“Now, what we came to do to this community is to aid them with cookstove. These

partners from Livingstone, Kafue and Mwandi- Western Province and brought our resources together so that we contribute to the community of the visually impaired in Livingstone who are 54 in total.

"We are following the footsteps of our vision bearer Prophet TB Joshua in giving even the little we have. It is about giving just like the Bible tells us," Ms Temitope said.

Bumper harvest cheers South minister SOUTHERN Province Minister Dr. Edify Hamukale has paid glowing tribute to the agricultural stakeholders in the province for registering a bumper harvest of 470,000 metric tonnes of maize in 2019/2020 agriculture sector.

Dr. Hamukale said he was proud to inform the nation and Southern province in particular that the province produced 65,000 metric tonnes during the 2018/2019 season adding that the bumper harvest registered during the 2019/2020 season of 470,000 metric tonnes represents an increase of 700 per cent.

The minister was speaking when he addressed farmers and agro-dealers at the Zambia National Farmers Union Conference room in Choma.

Dr. Hamukale noted that Southern Province has a potential of 750,000 metric tonnes of maize grain but was quick to note that the bumper harvest of 700 per cent increase registered was quite huge.

He praised the agricultural stakeholders that included farmers, ministry of

Agriculture, agro-dealers, fertilizer suppliers and seed companies among others for contributing to the bumper harvest.

Dr. Hamukale further said the maize purchase target has been increased from 250,000 metric tonnes to 500,000 metric tonnes and now to one million metric tonnes.

He stated that the increase in the maize purchase target by government is an in indication that more resources are been channelled to the agriculture sector.

The Provincial minister pointed out that the future looks bright for the agriculture sector and government is committed to ensure that the agriculture is made a vibrant sector to contribute to the economy.

Dr. Hamukale said this year the Food Reserve Agency will purchase 105,000 metric tonnes of maize grain in Southern Province and there is a storage capacity of 157,000 metric tonnes.

He stressed that this year government will buy a 50 kilogramme bag of maize at K110 which he described as a good price.

Mr Sikumba said, ordinarily in Zambia today, each household has about five to six family members which entails that from the 30 Greenway Jumbo Stoves, it will benefit about 180 individuals who will benefit almost immediately.

“The stoves will be given to the widows, orphans and the aged to ensure when they want to cook, they don’t actually need to dip in their pockets to buy charcoal but just walk around the yard and picktwigs and be able to cook,” he said.

And Father Muyunda Simangolwa thanked the Foundation for the gesture adding that all organizations that felt the need to assist must not hesitate to do so.

Fr Simangolwa said that people were in dire need of assistance especially during the COVID-19 pandemic.

A Greenway Jumbo Stove is a single- burner, high efficiency cook-stove that works on all solid biomass fuels such as wood, dry dung, crop waste, coconut waste and bamboo.

The stove does not require any fuel processing.

PF is a winning team - Solwezi chair

By JACKSON MAPAPAYI I HAVE no intention of defecting from the ruling party to join opposition UPND because I want to remain in the winning team, Solwezi Distinct PF Chairman Adamson Sakatengo has declared.

His reactions follows rumours that he intends to join the UPND together with former North western province minister Dawson Kawaka.

The rumour further alleged that he has been mobilising party structures to defect with him.

But Mr Sakatengo strongly rubbished the rumour, insisting that he would remain in the PF because it had men and women who valued development.

He said he was a staunch PF member, who had never entertained any idea of leaving the ruling party at any point.

Mr Kakatengo said he was comfortable and enjoying the privileges of being district chairman in the ruling party.

"I am very comfortable with my position, so why should

I defect? Those are fake rumours do not hold any water at all," he said.

The district chairman assured the party leadership in the province that the parry structures in the district were intact.

And Mr Sakatengo mentioned that the suspension of the former provincial chairman Jackson Kungo could not make him leave the party as he respected the decision of the top party leadership.

He has accused the former North -western province minister Dawson Kafwaya of being behind the fake rumour.

He explained that Mr Kafwaya had earlier on in the day called him indicating to him that he had plans to join the UPND. "He called me this morning and the reasons he gave as to why he wants to join UPND is that he thanks his chances of being adopted on the PF ticket are slim," he said.

But Mr Kafwaya could not be reached for a comment as his mobile number was outside coverage area.

Hard-hit Brazil removes data amid rising death toll B

RAZIL has removed months of data on Covid-19 from a government website amid criticism of President Jair Bolsonaro's handling of the outbreak.

The health ministry said it would now only be reporting cases and deaths in the past 24 hours, no longer giving a total figure as most countries do.

Mr Bolsonaro said the cumulative data did not reflect the current picture.

Brazil has the world's second-highest number of cases, and has recently had more new deaths than any other nation.

The Latin American country has more than 640,000 confirmed infections, but the number is believed to be much higher because of insufficient testing. More than 35,000 people have died, the third-highest toll in the world.

The far-right leader has been criticised for rejecting lockdown measures recommended by the World Health Organization (WHO) and, on Friday, threatened to pull out of the body, accusing it of being a "partisan political organisation".

The president has repeatedly joined supporters in protests in recent months, ignoring social-distancing advice.

On Saturday, the health ministry removed from its official website the Covid-19 data it had been documenting over time and by state and municipality.

Instead, the ministry only stated that there were 27,075 new cases and 904 deaths in

the past 24 hours. It also said that 10,209 patients had recovered.

On Twitter, Mr Bolsonaro said "the cumulative data... does not reflect the moment the country is in" but did not explain why the information had to be removed or could not be released. He said ad-

ditional measures were being taken to "improve the reporting of cases".

The decision has been widely criticised by journalists and members of Congress. The removal of the data happened after Brazil reported more than 1,000 deaths for four consecutive days. - BBC.

Stabbings and assaults surge as SA lifts alcohol ban THERE are reports in South Africa that last week's lifting of an alcohol ban - which had been imposed to stop the spread of coronavirus - has led to a sharp rise in trauma cases at hospitals some of which are already under strain due

to the pandemic.

A specialist at a hospital in Durban told South Africa’s Sunday Times newspaper that there had been many more stabbings, accidents and assaults.

"It's a nightmare. All are linked to unbanning alcohol," he told the

newspaper.

Hospitals have also reported an increase in car accident victims.

During the first two months of the lockdown when alcohol was banned some hospitals reported a 70% reduction in trauma admissions. - BBC.

The 'plot' to stop Africa developing its own cures We start with a baseless conspiracy revolving around Madagascar's President Andry Rajoelina, and the unproven herbal tonic, Covid-Organics, which he's promoting to treat coronavirus.

Social media posts have been circulating that claim he's being offered large amounts of money by the World Health Organization (WHO) to secretly poison the drink.

The baseless theory suggests that the WHO wants to prove that African countries can't be self-reliant and find their own cure for Covid-19.

It appears to have first appeared in a French-language

post on a Facebook account that was operating from Angola and DR Congo on 23 April.

The claims were later published by two newspapers in Tanzania on 14 May. One of these reports alleges President Rajoelina had admitted - during an interview with France24 - that he'd been offered money.

The story has been picked up and widely shared on social media across Africa.

Mr Rajoelina was indeed interviewed by France24 on 11 May, but at no point does he say he'd been offered any money by the WHO. The WHO has told the BBC

the story is fake, and the Madagascar government has dismissed the allegations.

"Since the launch of the Covid-Organics remedy, many words have been falsely attributed to President Andry Rajoelina", government spokesperson Lova Ranoramoro has said.

The herbal drink Covid-Organics continues to be produced in Madagascar and has been exported for use in other African countries, but there's no evidence it works against the virus.

The WHO says it welcomes innovations based on traditional remedies but has also

warned against untested treatments. - BBC.

Virus crisis piles pressure on African media COLLAPSING REVENUES, rising layoffs: the coronavirus crisis is battering media outlets across Africa that were already struggling for cash and often facing pressure from hostile authorities.

The news of cutbacks was sudden and painful for journalists at two of Nigeria’s most popular independent newspapers when bosses from The Punch and Vanguard made their announcements last month.

The government of Andry Rajoelina in Madagascar has pushed its control even further and mandated outlets carry all official information about the pandemic. "The regime is taking

advantage of this requisition to disseminate propaganda," said Nadia Raolimanalina, who runs MBS television and two newspapers on the Indian Ocean island nation.

"Messages on Covid-19 no longer occupy an important place in the president's speeches, which must be broadcast in their entirety."

She complained that journalists could not investigate key issues as sources feared "going to prison for spreading false information". "The official information is incomplete and the state has concealed the real information which risks tarnishing its image." - AFP.

EOPLE are gathering for a further day of protests across the UK following the death of George Floyd in Minneapolis.

It comes after largely peaceful demonstrations in central London on Saturday saw some clashes with police.

Metropolitan Police Commissioner Cressida Dick urged protesters to find another way to make their views heard.

But Labour’s Lisa Nandy said people “cannot be silent

in the face of racism” as she backed demonstrations during the coronavirus pandemic. The shadow foreign secretary said young people were “right to raise their voices” but urged demonstrators to take precautions and socially distance.

Ms Nandy told the BBC’s Andrew Marr she was “proud” of young people demanding change following mass anti-racism protests across the UK on Saturday.

“I think it’s one of the most important things about living

in a free society is that people can go out and protest,” she said. She added: “I’ve said repeatedly that it must be safe, people should social distance - please take precautions - but I’m very proud of those young people who are coming out and speaking up.

Al-Qaeda chief in north Africa Abdelmalek Droukdel killed - France FRANCE says it has killed the leader of al-Qaeda in north Africa, Abdelmalek Droukdel, in an operation in Mali.

Defence Minister Florence Parly said Droukdel along with members of his inner circle had been killed in the north of the country on Wednesday.

French forces had also captured a senior Islamic State group commander in Mali in an operation in May, she said. The “daring operations” had dealt “severe blows to the terrorist groups”, she said.

“Our forces, in co-operation

with their partners in the Sahel, will continue to hunt them relentlessly,” she said.

As head of Al-Qaeda in the Islamic Maghreb (AQIM), Droukdel was in charge of all affiliates in north Africa and also commanded al-Qaeda’s Sahel affiliate, Jamaat Nusrat al-Islam wal-Muslimin (JNIM).

The captured Islamic State group commander, Mohamed Mrabat, was a veteran jihadist and had a senior role in the Islamic State in the Greater Sahara (ISGS) group, Ms Parly said. He was caught on 19 May, she added.

Conor McGregor: UFC fighter announces retirement for third time CONOR McGregor says he has retired from fighting - for the third time in four years.

Ireland’s former two-weight UFC champion, 31, has a record of 22 wins and four defeats.

His last fight, in January 2020, saw him beat American fan favourite Donald ‘Cowboy’ Cerrone in just 40 seconds in Las Vegas.

He has previously announced his retirement in

2016 and 2019 before twice returning to the octagon.

McGregor also tried boxing, losing to former five-weight world champion Floyd Mayweather in August 2017.

“Hey guys I’ve decided to retire from fighting,” he said on Twitter on Sunday.

“Thank you all for the amazing memories! What a ride it’s been!”

Speaking after UFC 250 in Las Vegas, the organisation’s president Dana White said he had not been given advance warning of McGregor’s announcement.

“One of my people grabbed me and showed it to me on social media - that’s Conor, that’s how Conor works and does things,” said White.

“Conor McGregor’s not going to need some money any time soon. He loves the fight, he’s passionate about it and he has an incredible fighter IQ. But whatever his reason is, when you say you want to retire, don’t worry about it. Do your thing, man.”

White added: “We’re in a pandemic, the world is a crazy place right now. If these guys want to sit out and retire right now, or if anybody feels uncomfortable in any shape or form about what’s going on, you don’t have to fight - it’s all good. RITAIN'S world heavyweight champion Anthony Joshua described racism as a "pandemic" when he addressed protesters at a Black Lives Matter march.

The 30-year-old, wearing a knee brace as a "precautionary measure", read a poem and spoke in front of hundreds of people in his home town of Watford.

"The virus has been declared a pandemic," Joshua said.

"This is out of control. And I'm not talking about Covid-19. The virus I'm talking about is called racism."

The IBF, WBA and WBO world champion added: "We stand united against a virus which has been instrumental in taking lives, taking lives of the young, old, rich, poor; a virus which is unapologetic and spreads across all sectors."

At the march Joshua walked with crutches and also used a scooter after he felt a "twinge" in his left knee during training this week.

"It will be further checked by his doctors but there is no immediate concern," his spokesman said.

"The brace is a precautionary measure on the advice of physios." The protest was one of several across the country on Saturday following the death of American George Floyd. Floyd, 46, died while being arrested on 25 May in Minneapolis. The four officers involved have since been charged over the death, which sparked days of protest in the US and Black Lives Matter demonstrations across the world.

City are accused of overstating sponsorship revenue to hide that they had not complied with Uefa's financial fair play (FFP) rules between 2012 and 2016 and were also handed a 30 million euro fine.

Speaking after he signed a two-pyear deal with the Chris Kaunda tutored Bankers, Lungu said he was happy to have rejoined the team which gave him his breakthrough to playing Super Division football in Zambia.

TN/FAZ Super Division players will be tested for Covid-19 about two weeks before the league is allowed to return, League manager Brian Mulenga has said.

Speaking in an interview, Mulenga said the Premier League management will collaborate with government through the Ministry of Health to conduct the testing before the league was allowed to return.

Mulenga said the players will be tested with the help of the Ministry of Health to determine which players were safe to play when the

league returns.

Mulenga said the Super Division management had presented a plan to the FAZ executive committee which will have to approve and deliver the plan to the Ministry of Sports Youth and Child Development for the league to resume next month.

He said the Super Division management had received guidelines from FIFA and the World Health Organisation (WHO) on how to proceed.

“Basically as the league we have submitted for consideration to the FAZ executive committee and the president a plan for the league to commence and the plan will be suitably amended and will

be presented to the Ministry of Sports,” Mulenga said.

“We have already received some advice from FIFA, from WHO on how to proceed. What we didn’t have was the guidance from the Zambian government.

It was encouraging to hear from the Minister it was exciting news which he gave us.

“We are going to make sure that whatever we submit to the government will be high quality and get the approval of government,” Mulenga said.

Mulenga said starting the league in mid-July will give the association enough time to prepare and organise clubs.

“Mid-July is what is on the table

because there is a lot of planning to be done. We have to adhere to the health regulations and restarting the league in July will give us enough time to prepare and organize things,” Mulenga said.

He has however cautioned clubs to follow the guidelines provided before the league was allowed to resume because contact sports remain banned and teams would only be allowed to regroup when government approves the plan from the league management and FAZ for football to return.

The Super Division was suspended in March following the outbreak of the Covid-19 Pandemic which has claimed lives of seven people in Zambia.
