DEARTH OF THINKERS “FREEDOM of stupidity” is the new term that Mwiine Lubemba Paramount Chief Chitimukulu has recently coined to describe the dearth of thinkers in this country.

Simple development analysis eludes us.

Day in day out, our politicians, religious leaders and anybody who cares to express an opinion, equates our poverty trap to corruption.

Some people have built media empires, others want to be prophets while others seriously intellectually challenged citizens are accorded acres of media space to utter the most asinine of opinions, denouncing corruption, inequality lack of freedom of expression and all manner of ills.

It is a circus.

It is even more shocking that a PhD holder at the university of Zambia who is also a Development Studies lecturer can suggest that cash stimulus will not impact poverty, when the World Bank has proved that there is good evidence to assert that conditional cash transfers (CCTs) have improved the lives of poor people.

Indeed very often parallels are drawn between truncated growth in Zambia or neighboring Congo DRC in comparison to South Korea whose economy has grown from a humble $64 per capita in the 60s to $31,362.75.

What is forgotten is that South Korea benefited from very substantive foreign aid, from the US and Japan. It was a beneficiary of $60bn in grants and loans from the US between 1946 and 1978. Compare this to a total of $68.9billion in aid that came to the entire African continent from the US in the same period.

By 2018 the per capita income of South Korea had risen from $64 to $31,362.75 or GDP of $1.619 Trillion.

Zambia’s GDP in 2018 was $26.72 Billion with capita of $1,539.9.

Ironically South Korea is one of the most corrupt countries in the world. In 2016 the President Park Geun-hye was impeached for corruption and is presently serving a 25-year sentence. In another case a construction tycoon, committed suicide, and left a note naming a former Prime Minister Lee Wan-Koo as a beneficiary.

Equally the issue of youth unemployment has become topical. South Africa, a more industrialized country on the continent has one of the most vexing youth un-employment problem. This year approximately 3,5 million or 34,1% unemployed were youths aged between 15 to 24. However, the situation gets worse because of the 20,4 million young people aged 15-34 years, about 8,5 million or 41,7% were not in employment, education or training.

These figures are nowhere near our situation in Zambia. There are no jobs to give to the youth, but rather they should be helped to create jobs for themselves.

Clearly time has come for our national narrative to change. Our Priests, community leaders must provide more focused analysis that deals with needs, concerns and expectations of the local community.

Local needs must be crystallized rather than the current staple of graft corruption and misdeeds which should be consigned to those who thrive in the cesspit of human depravation.

The Church should provide the light, the impetus and moral motivation for creativity, because God has endowed us with positive energy, to be his co-Creators for a heaven here on earth.

Like the people in Rufunsa who have been given tools to work gold, the people of Chifunabuli should also be given the ability to organize cooperative that will mine manganese which is in abundance.

HE gold deposits we have in this country can pay all our debts but we are not getting anything because we have left it to small scale miners who may be selling the mineral on the black market, former Western Province permanent secretary Ikanuke Noyoo has said.

Speaking to the Daily Nation yesterday, Mr. Noyoo said the correct thing to do if Zambia was to reap the benefits of an avalanche of gold deposits dotted around the country was to commercialise its production by forging partnerships with large scale mining companies and store in reserves at the

Bank of Zambia.

He applauded Government for creating a gold reserve at the Bank of Zambia but that this good intention will not yield the desired results as long as gold mining was left to small scale miners who did not only lack capital but did not have the desired skills also.

“We cannot limit our gold production to only alluvial or small scale miners. These others countries which have succeeded in gold mining like Ghana are not relying on small scale miners. Small scales lack capital and the experience to mine gold on a large scale.

“If we want to realise the 40 tonnes of gold which we project to produce per annum, I doubt if we can achieve it with small scale gold mining. I am of the view that we must open up

gold mining to large scale companies regardless of whether people criticize Government or not. Some of these people who specialize in criticizing Government don’t even have any knowledge about mining,” Mr. Noyoo said.

He gave Botswana as a classic example of how large scale gold mining could transform Zambia’s economy saying De Beers and the Botswana Government forged a partnership in the Debswana gold mining initiative which was raking in revenue for the country.

“If we do that, our country will get a return from that. In addition, we also have precious minerals like cobalt and even the copper itself. Government must have a certain stake by working out a system whereby when mining companies

In one of his recent posts on his Facebook page, Mr Tayali said Mr Lungu’s tolerance is making some frustrated overgrown lazy youths who only want free things to speak nonsense.

He said it was sad that some indiscipline ‘youths’ were busy posting insults on social media instead of taking advantage of the incentives the government had provided.

STOP FREEDOM OF ‘STUPIDITY’ - CHITIMUKULU

He said it was sad that the people were insulting and defaming others in the name of freedom of expression and speech.

He wondered what freedom youths in Zambia wanted when they were expressing themselves using social media and others platforms to an extent of insulting elders and those in leadership positions.

Paramount Chief Chitimukulu expressed sadness that many comments posted on some websites were nothing but pure defamatory in nature. He cited UPND Deputy Secretary General, Patrick Mucheleka, and Opposition Alliance spokesman, James Lukuku, as having been using the media

regularly to shower insults on him.

The senior traditional leader said abuse of freedom of speech and that of expression encouraged what he termed as freedom of stupidity.

“In fact, there is freedom of stupidity in Zambia.

Democracy has brought freedom of stupidity,” Paramount Chief Chitimukulu said.

He also said the whole world was fighting corruption and Zambia was no exception to fighting the vice. Paramount Chief Chitimukulu urged members of the public not to abuse their rights and freedoms to insult, defame and cause hatred against others.

Government to ensure that private pension schemes fund managers and employers pay the retirees according to the dictates of the Pension Scheme Regulation Act of 1996 as amended by Act No. 27 of 2005.

He commended Government for releasing money owed to retirees but pleaded with authorities to take a keen interest in the manner the

private pension schemes were operating and help retirees get their dues.

He however said specific attention must be given to pension schemes like Saturnia Regna Pension Fund which he said had rendered most retirees under its scheme destitute through failure to pay pension benefits.

“We understand that

Government is paying all retirees that were owed money by the UNIP, MMD, and PF administrations. All the retirees are asking for is for Government to ensure that retirees are paid according to the Pension Regulation Act of 1996 as amended by Act No.27 of 2005.

“They should not let people’s lives rot away because they are entangled in endless legal fights with pension fund managers and former employers. We are now wondering what the PIA is for if people can be made to wait for 18 years in court before getting their benefits,” Mr. Chipalo said.

Yesterday, Government announced that it had disbursed and transferred K30 million to pay retirees who worked for TAZARA, ZAMTEL, and Railway Systems of Zambia as an ongoing commitment to dismantle domestic arrears.

Secretary to the Treasury Fredson Yamba said a commitment to dismantle domestic arrears, the Treasury recently released K30 million for ex-employees and that the money had now been transferred to their respective institutions.

Meanwhile, BP employees are still in limbo after the case involving the assessment of their dues was early this year cancelled and adjourned indefinitely.

Retirees in K30m fillip

GOVERNMENT has disbursed K30 million for retirees who worked for three parastatals organisations as an on-going commitment to dismantle domestic arrears.

The money would go towards settling terminal benefits for retirees, who worked for Tanzania Zambia Railways Authority (TAZARA), ZAMTEL, and Railway Systems of Zambia (RSZ), which ran Zambia Railways cargo and passenger basis on concession basis before it was disbanded.

Secretary to the Treasury Fredson Yamba announced yesterday the release of the K30 million for former employees and that the money had now been transferred to their representative institutions.

Mr Yamba said the money was transferred to ZSIC Life Limited, National Pension Scheme Authority (NAPSA), Mak Partners, and L.M. Matibini & Company.

“The funds will help to facilitate the settlement of terminal benefits to the eligible ex-employees, some of whom were represented by legal firms. The Ministry of Finance hopes that in processing the payments, eligible beneficiaries such as orphans, widows, and other vulnerable persons, will be accorded special consideration.

“The Ministry of Finance is cognizant of the tight liquidity conditions that continue to impact on businesses and households in our country. As a country, we are also faced with reduced tax, and non-tax revenue inflows due to factors such as the COVID-19 induced economic slowdown,” Mr Yamba said.

Probe brutalities at HH farm - Musoma

THE Police should investigate the brutalities that take place at UPND leader Hakainde Hichilema’s Farms and companies before more lives are lost, ZRP president Wright Musoma has demanded.

Commenting on the alleged killing of a person at one of the farms owned

by Mr Hichilema in Choma, Mr Musoma said the unfortunate incident has vindicated the people who have always suspected that the UPND leader value money more than the welfare of the ordinary people.

Police in Choma are holding three workers from HH’s farm for allegedly beating to death, a 57 year old man identified as Russell Kanoma of Siatembo village after they found him red handed with an animal carcass at the farms.

Mr Musoma said the sad incident at HH farms was just a tip of the iceberg as to what could be going on there for the workers to go to the extent of killing someone.

“The man is greedy, he

does not care about life but only values money. How else can you describe a person whose workers can kill a person because of a cow when he has a lot animals in farms dotted across the country,” he said.

He said this is not the first time the country is witnessing brutality at farms belonging to Mr Hakainde farms adding that not long time ago, the opposing grabbed communal grazing lands in Ngabo area in Namwala by force and left many villagers stranded.

PRESIDENT Edgar Lungu has reaffirmed Zambia’s commitment to maintaining strong bilateral relations that it had continued to enjoy with Malawi for the mutual benefit of the people in the two nations.

In his congratulatory message to Malawi’s Presidentelect, Lazarus Chakwera, Mr Lungu said his administration Dr Chakwera was committed to maintaining strong bilateral relations with Malawi under Dr Chakwera.

“Zambia and Malawi share strong brotherly bonds of friendship based on mutual respect. I, therefore, wish to take this opportunity to reaffirm my country’s commitment to maintaining strong bilateral relations that our two countries have continued to enjoy, for the mutual benefit of our two peoples,” President Lungu said.

President Lungu said in a statement issued by his press aide Isaac Chipampe yesterday that Dr Chakwera’s victory affirmed the trust and confidence the people of Malawi have in him.

“Your election is an affirmation of the trust and confidence that the people of Malawi have in your leadership qualities, which ushers in a wave of democratic change that the people of Malawi have been advocating for,” President Lungu said.

The Head of State said he looked forward to working closely with Dr Chakwera and wished him good health and prosperity for the people of Malawi.

YOUTH FUND BONANZA …another empowerment scheme for youths coming

GOVERVERNMENT is mooting out another empowerment scheme for the general youth populace not covered by the K30 million announced by President Edgar Lungu for artists, Youth, Sports and Child Development minister, Emmanuel Mulenga has disclosed.

The minister said, a consortium of minsters would be meeting at Mulungushi Conference Centre on Thursday to hammer out an empowerment scheme to cover the rest of the youth with various entrepreneurship skills.

Mr Mulenga has assured the majority common youths who are non-artistic that their empowerment package has been considered and the specific figure will be announced soon.

Following the announcement of the approved K30 million empowerment scheme for the young artists across the country

by President Edgar Lungu last week,

there has been an outcry by the majority common youth who felt that government had neglected them at the expense of artists.

But Mr Mulenga has assured that apart from the approved K30 million youth empowerment scheme targeting young artists, government will soon be announcing the empowerment package that will cater for all youths in Zambia.

In an interview, Mr Mulenga said government was in the process of setting up an empowerment fund for a broad spectra of youths in Zambia.

He said the majority youths were being considered for empowerment schemes through the ministry of Livestock and fisheries while government was looking at various proposals to come up with a specify figure.

“We are receiving projects proposals and once concluded, another amount will be announced. We are working in collaboration with the Ministry of Livestock and Fisheries and we should be concluding this week

Thursday.

“So if you came to Mulungushi Conference Centre on Thursday this week, you will get the figure,” the Minister said.

Mr Mulenga noted that youth empowerment in the fisheries sector was cardinal as it would help facilitate economic development and job creation among the young people.

He also urged youths in Zambia to reorganise themselves and engage his office for their issues to be addressed.

He emphasized that the Head of State’s desire was to work with all the youths in Zambia while taking practical measures to have their desires met, considering the current economic challenges that the country was going through that had been aggravated by the Coronavirus pandemic.

The Minister further said the government was aware that Zambian youths wanted immediate solutions to their problems and assured that the government was working towards easing their challenges.

And Ms Musonda has advised players in the tourism sector to incorporate the lessons learnt from the outbreak of the COVID 19 into their new business strategies in order to keep the tourism afloat in case of another major outbreak in future.

She said while flexi arrangement had worked well for some players in the sector, others like small lodges had permanently lost their experienced workforce to other sectors of the economy.

Ms Musonda said in areas like Siavonga, where the entire tourism sector closed, many workers left the industry to join the fishing sector.

A ZAMBIAN diplomat who has been elected third vice president of the International Civil Aviation Organization (ICAO) has praised President Edgar Lungu for his relentless commitment to transforming the aviation sector in Zambia.

Vincent Banda clinched the ICAO third vice presidency at the heavily contested council committee elections in Montreal, Canada on Thursday last week 2020 and was full of praise for President Lungu for the support to his office.

Mr. Banda, who is the permanent representative of Zambia at the ICAO council and permanent representative of Sothern African Development Community (SADC) to ICAO, said his momentous election could not have come without President Lungu’s political will towards transforming the aviation sector in Zambia.

THE Food Reserve Agency(FRA) has released 104,507 tonnes of maize to Disaster Management and Mitigation Unit ( DMMU) for drought and flood victims, Public Relations Coordinator John Chipandwe has said.

Mr Chipandwe said the FRA had also released 51,001 tonnes of the grain for sale to the vulnerable communities including correctional facilities, boarding schools, orphanages and hospices, hospitals and solar milling plants.

FRA, he said, had partnered with the Ministry of General Education for the supply of maize under the Home Meals School Feeding Programme.

He said a total of 16,623 tonnes was released to various schools countrywide.

“The Agency in pursuit of its strategic mandate, released additional stocks of maize towards relief programmes under DMMU to vulnerable communities adversely affected by drought and floods to the tune of 104,507 tonnes during the same period,” Mr Chipandwe said.

Mr Chipandwe said has also released 446,832 tonnes of maize from national strategic grain reserves.

The crew will run methodically scripted mid-air scenarios such as steep-banking turns, progressing to more extreme maneuvers on a route primarily over Washington state. “Government has, with immediate effect, undertaken a series of prudent and coordinated interventions to deal with malpractices, criminality and economic sabotage perpetuated by wolves in sheep skins amongst our population.”

“These measures include the suspension of all monetary transactions on the phone base mobile money platforms in order to facilitate intrusive investigations, leading to the arrest and prosecution of of-

fenders,” read part of the statement released by secretary for Information, publicity and broadcasting services, Nick Mangwana on Friday.

With cash shortages currently prevailing in Zimbabwe, mobile money is widely used as a form of payment of goods and services. By value mobile payments accounted for 20.40% of all transactions in the country.

The government said all mobile money platforms were complicit in illicit activities including Strive Masiyiwa's own mobile payment platform Ecocash, which “...is the centre pivot of this problem and its resultant impact on the Zimbabwe economy”.

Masiyiwa is a Zimbabwe's US dollar billionaire and founder of international mobile phone company, Econet Wireless Group.

Sasol to sell stakes in Moz pipeline, power plant, say sources JOHANNESBURG - Struggling petrochemicals producer Sasol has appointed advisers to sell its stakes in a power plant in Mozambique and a gas pipeline running from the country into South Africa, two sources familiar with the matter told Reuters.

Sasol, the world’s top producer of motor fuel from coal, is trying to shed assets to pay off its debt pile and avoid a rights issue of up to $2 billion, but has not previously flagged the Mozambique assets as up for sale.

It has appointed South Africa’s Nedbank to manage the sale of its 50 percent stake in the Republic of Mozambique

Pipeline Company (ROMPCO), the joint venture operating the pipeline that runs 865 kilometres from Mozambique into South Africa, the sources said.

“We do not comment on ongoing commercially sensitive and/or M&A processes and we do not react to market speculation,” a Sasol spokesman wrote in an email.

The World Bank is creating a dedicated emergency relief fund for the estimated 40 million artisanal and small-scale miners (ASM) worldwide, three sources told Reuters on condition of anonymity.

A World Bank spokeswoman confirmed the fund, which was yet to be officially launched.

She said the fund would “provide short-term assistance to artisanal mining communities to better cope with Covid-19 impacts.”

Donors have contributed $5 million to the fund, and the Bank aims to expand it to $15 million. That money would be

Mozambique’s state-run National Hydrocarbon Company (ENH) and South Africa’s government-owned Central Energy Fund (CEF) each hold 25 percent stakes in ROMPCO. ENH, CEF, and Deloitte did not immediately respond to requests for comment. Nedbank declined to comment.

The other 51 percent of CTRG is held by Mozambique’s state power utility EDM. EDM could not immediately be reached for comment.

ACK Kalala, the former aide to President Levy Mwanawasa needs a political alangizi to teach him political analysis and more importantly to tell the truth and avoid the fabrications that he has been giving to disgruntled media.

I can now understand why President Mwanawasa was so badly misled by such ignorant advisers who have no clue about complex issues such as mining. How can he suggest that the Government and President Lungu in particular have given gold to Sudanese while directing the youth to mine dumpsites?

It is this very media that told lies about Dr. Chiluba, who shamed them with an acquittal in spite of the campaign which led to the removal of his immunity. If President Mwanawasa had received the right advice he would not believed the lies by those haters and queer people who were in the forefront of leveling false accusations which they have failed to substantiate to date.

This time round the facts are in the public domain that President Lungu actually travelled to Rufunsa where he met members of a gold mining cooperative w h o c o n firmed t h a t t h e y were work-

ing gold sites and that there was no foreign company operating in the area.

The so-called Sudanese mine is the joint venture between ZCCM-IH and indeed a Sudanese company which has been formed to process the gold that the small-scale miners are mining.

The youth on the Copperbelt are using the dumpsites willingly and voluntarily and sometimes even illegally. They have not been sent by anybody; they have instead seen an opportunity to make s o m e m o n ey for themselves i n stead o f being dependent.

It is wrong for peo-

ple like Kalala to be peddling lies in order to inflame the feelings of the Zambian people who are already frustrated by such events as Covid 19 which has dislocated the economy thereby putting people in serious jeopardy.

In the current circumstance how can he urge citizens to refuse the K30million offer? This money that will go into the economy to alleviate hardships and help people find a means of livelihood given the current pandemic. He should be encouraging people to use the money properly.

Nobody will come and give each and every person money to meet their needs. Each person has a duty and responsibility to look after himself and when offers for assistance conme, they should be taken with both hands.

Dear Editor, FIRSTLY we blame some policy inconsistencies by some high ranking government officials on the enforcement of local government laws as the reason for the violation of the rule on closure of bars.

We do acknowledge that indeed there is discrimination as some nightclubs have resumed normal operations without any authority. This lawlessness is taking place under the watch of our law enforcement agencies and government wings.

In the past, local authorities had proactively swung into action but a certain cabinet Minister frustrated their efforts through his unwarranted public attacks on them. That indirectly sent a message to night clubs owners especially the foreign owned that they had the liberty to disregard the decree with brazen impunity.

We are happy with the decision by Lusaka Mayor Miles Sampa to proactively pursue the perceived big fishes in the industry. We hope the named cabinet Minister will this time around find better ways of expressing his misgivings as opposed to his previous public utterances. Moreover, under the new Constitutional order, local authorities enjoy some autonomy from the central government in the course of their day to day operations let alone where the law states otherwise.

We are informed by the recent Presidential address that bars have not been opened.

This in our view allows restaurants and liquor stores to operate under the terms which are prescribed in their terms.

The impunity by the foreign owned night clubs is what has caused impatience among the other players in the industry.

We sympathize with them and this discrimination cannot be allowed to continue.

Apart from the local authorities, private citizens have the moral responsibility to supplement the efforts of the government and ensure the decree is obeyed.

We therefore wish to commend Lusaka Mayor Miles Sampa and his team for setting the ball rolling in the enforcement of the ban on the opening of bars and nightclubs.

INDIVIDUALS aspiring for various political positions should not engage in harmful propaganda and hate-speech but must convince citizens why they should be given an opportunity to serve, a political activist has advised.

Kelvin Chipili said in Kitwe at the weekend that individuals seeking political office must always engage in issue-based politics and not character assassination and fake promises.

He said those aspiring to become Republican President, Members of Parliament (MPs) or councillors should talk

about their relationship with the community and capacity to deliver development as they serve the masses.

During a meeting with residents of Zamtan Township in Kamfinsa constituency, Mr Chipili, who is also a Kitwe businessman, said Zambians should reject politics of personal vendetta, and instead demand issue- based campaigns.

He said the current trend where some politicians were always attacking President Edgar Lungu in various sections of the media was retrogressive and must not be entertained.

"We expect people aspiring to stand for political positions to have a track record of their

good relationship with the people and talk about how they will deliver campaign development,” Mr Chipili said.

Mr Chipili cautioned residents of Zamtan Township not to be excited by the lies of some people aspiring for political positions when they had failed to look after their families.

Mr Chipili also advised youths to engage Government on various challenges they were facing through an appropriate platform instead of resorting to protests.

He said those inciting youths to get involved in illegal protests did not mean well because the consequences of such illegal activities were not so pleasant.

State, chiefs pledge enhanced ties

Senior Chief Chiwala of the Lamba Speaking people of Masaiti District said traditional leaders would strive to work with Government to attain sustainable development.

He said collaboration between Government and traditional authority was important for the country to sustain growth.

Senior Chief Chiwala also indicated that there was need for national unity among all Zambians to attain the one Zambia one nation notion.

The Chief was speaking at his palace when the Kabushi Member of Parliament (MP) Bowman Lusambo who is also Lusaka Minister donated four bicycles to aid in the Senior Chief Chiwala sensitisation of locals on Covid-19.

And Senior Chief Trustee, Tobby Mulekelwa, dismissed claims by the Lamba Lima Royal Council of Zambia of opposing the appointment of Patrick Zulu as District Commissioner of Masaiti.

He said the Council never consulted with traditional leaders, adding that the Lamba speaking people were not segregative.

And Mr Lusambo said Government valued the support from traditional leaders, thus the need to strengthen their relationship to better serve the people in the country.

He said he was confident that working with the Chiefs would boost social economic development in all parts of the country, especially the rural areas.

Use funds prudently, artistes challenged

THE K30 million approved by Government is a challenge for artistes to explore viable ventures in which to invest the money, Patriotic Front (PF) Copperbelt Youth Secretary Moses Musonda has said.

Mr Musonda said Government had responded to the cries of youths for empowerment and it was now up to them to put the funds to good use in various ways that would make them selfsustaining.

On Thursday last week, President Edgar Lungu announced Government’s approval of the K30 million empowerment scheme for artists in the country.

In an interview in Kitwe, Mr Musonda said the approval of the K30 million was a clear indication that Government was ready to listen to youths and artistes.

“President Lungu has always desired to work with youths and this is why under his presidency, we have seen youths in various positions.

So youths with various issues and concerns, should not resort to protests, but seek dialogue, “The K30million empowerment scheme for

artists is a challenge toyouths to put the money to good use.

The President has responded to their cries and it is up to them to show leadership,’’ Mr Musonda said.

He advised the youth to develop a positive attitude towards work in order to gain and hold the confidence of society.

The PF youth leader said Zambians, youths in particular, should develop a positive attitude towards work instead of blaming Government for everything.

He said the role of the Government was to put up infrastructure and policies to support economic and national development where local people should participate.

“You cannot expect to be supplied food on the plate everyday, You need to work hard to put your own food on the table. People should lobby Government for better policies that will empower them in various ways.

“But, even empowerment itself calls for hard work, dedication, commitment and responsibility. You can blame politicians for certain things, but to a larger extent, people should blame themselves.

They need to work hard,’ he said.

Luanshya Council buys tipper truck

By KETRA KALUNGA THE Luanshya Municipal Council has procured a tipper truck valued at K1.2 million using locally generated funds.

This is aimed at enhancing waste management and road maintenance in the district.

Mayor, Nathan Chanda, said the procurement of the tipper truck was a timely move considering that the council was striving to put in place additional measures to fight the coronavirus pandemic.

Mr Chanda added that the local authority had in the past experienced challenges in the implementation of cleaning programmes with regard to garbage collection and hence the need for a tipper truck.

He said this when he commissioned the tipper truck during the keep Zambia clean green and healthy exercise held in Roan township.

The mayor urged the residents to continue working with the local authority and paying the fees and charges to enable the council maintain the equipment.

Mr Chanda said paying fees on time was cardinal as it would enable the local authority purchase more equipment in the future.

“Garbage collection is a costly venture and therefore I encourage residents to continue working with the local authority by paying various fees and charges you are obligated to as this would enable the council to maintain the equipment and be able to purchase more in future,” he said.

And Town Clerk, Timothy Mambalakata said the local authority was struggling to keep the town clean and healthy but with the procurement of the tipper truck, there would enhanced cleanliness.

He said procurement of the tipper truck was not only a response to keep Luanshya clean, but also the Government’s call to keep the entire Zambia clean.

ZAMBIA PREPARES FOR MORE TOURISTS

OURISM in Zambia will blossom as the Harry Mwaanga Nkumbula International Airport in Livingstone has been declared ready to start receiving visitors after a three-month closure.

Zambia Airports Corporations Limited (ZACL) announced its readiness to start receiving aircrafts at the facility following Government’s decision to re-open all the airports in the Country.

ZACL Airport Manager, Vivian Sikanyela, said his organisation had written to all airlines informing them that the airport had been re-opened and ready to start receiving aircrafts.

Mr Sinkanyela said that everything had been put in place in readiness to start receiving passengers.

“We have written to the airlines operators officially informing them that the airport has been re-opened so that they can start flying in.

We are moving and we have made the place safe for passengers to come. “Working with our partners the Ministry of Health, we will ensure that we provide hand sanitizers and then we have placed stickers on the floor to ensure that at our counters, customers are able to stand a metre apart.

Mr Sinkanyela said the council would disinfect the whole facility to ensure that it was COVID-19 free.

“I think with those measures, we are ready to begin operations and in terms of capacity, we have more than one million passengers that we can handle,” Mr Sikanyela said.

And Southern Province Minister Edify Hamukale said that the decision to re-open the airports would impact a lot of sectors positively.

from the tourism sector benefiting from the reopening of the airports, there were other sectors that would benefit adding that it would have a huge multiply effects.

“In solidarity with the decision by the Head of State President Edgar Lungu to open the airports, we in Southern Province are privileged to have one big airport which is very pivotal in air travel in the country both domestic and international flights.

“This decision will impact a lot of sectors positively. The tourism sector in fact air travel and tourism growth are inseparable. You cannot have arrivals in terms of tourists if there are very poor aviation networks. This really makes it a plus in that we expect hotels, restaurants and taxis to benefit,” said Dr Hamukale.

“So a lot of those countries will benefit now that this airport has been re-opened and we are very positive that the economic fortunes of Livingstone and indeed Southern Province will benefit through this decision,” he said.

Earlier, Livingstone District Medical Director Dr Faceroy Nkole said his office and the local authority would ensure that the airport was disinfected, “But for the airlines, we have requested them so that they provide their specific disinfectants in line with their airline services,” Dr Nkole said.

By DARLINGTONE KABAMBE in Liuwa, Kalabo MWANGALA Mwenda Foundation has donated assorted personal protective equipment to four rural health centers for frontline health personnel in the fight against Covid-19 pandemic in Liuwa plains in Kalabo district of Western province.

Presenting the donation to Kalabo District Commissioner Fridah Luhila, Foundation Director Mwangala Mwenda said the various donated items will assist in mitigating the further spread of the deadly Coronavirus pandemic especially in rural areas in the district. “ As a Foundation we will strive to supplement government efforts in ensuring that the fight against the Covid-19 pandemic do not spread its ugly face in Kalabo district,” said Mrs Mwenda.

Mrs Mwenda said Covid-19 disease has threatened, and still continues to threaten the lives and futures of many people in all parts of the country. “ On behalf of the Directors and Trustees of Mwangala Mwenda Foundation, it gives me great pleasure at this presentation of the personal protective equipment to the Ministry of health in the district,” said Mrs Mwenda.

UPND in Mushindano crumbles

By JACKSON MAPAPAYI OVER 30 members of the United Party for National Development (UPND) have defected to the Patriotic Front (PF) in Mushindamo district.

PF provincial youth Chairperson Aminon Hara said the mobilization drive had continued in all districts of the province in order to grow the ruling party.

Mr Hara said this in Mushindano when he received 32 cadres who ditched the UPND to join the ruling party at the weekend.

Those who defected included leaders at district and constituency levels.

He said the youth executive committee has embarked on membership mobilisation to strengthen its structures at the grass roots.

Mr Hara said the party had no time to waste but roll out a vigorous membership mobilization programme across the province and urged the entire youth wing in the region not to go sleep but ensure that they

recruit more new members.

Meanwhile, Mr Hara urged youths to obtain National Registration Cards (NRCs) as well as register as voters so that they could participate in the 2021 general elections.

The youth leader said it was important for youths to obtain NRCs to enable them register as voters in the voter registration exercise, which would start this year.

“We want to encourage all the youth in the province to exercise their democratic right as well as moral democratic duty to register as voters for 2021,” he said.

Mr Hara said it is important for every youth to register as voters because they were the future leaders.

PF Livingstone Constituency Chairman, Elias Mwila, said that youth empowerment funds were meant for all youths regardless of their political affiliation.

Mr Mwila said youths must take advantage of the Presidential directive to various ministries and access funds for income-generation so that they were able to be self-sustaining.

President Lungu recently directed Ministry of Youth and Sport, the Ministry of Commerce, Trade and Industry, and the Citizens Economic Empowerment Commission (CEEC) to facilitate linkage for the youths to benefit from the entrepreneurship project supported by the African Development Bank (AfDB). "I advise our youths here in Livingstone not to just have tourism sector in minds but have access to other em-

powerment programmes under CEEC such as aquaculture value chain initiative.

"Youths should form cooperatives and put their brains together in business plans rather than continue being cry-babies for them to benefit from all the pronouncements made by the President Lungu," he said.

But the UPND said youths were not demanding Government or political handouts, but a responsible visionary leadership to create opportunities for all and improve their livelihood.

Southern Province Information and Publicity Secretary, Neto Halwabala, said the K 30million pledge to the youths

by President Edgar Lungu wasa confirmation that Government did not understand how to create an enabling environment to jump-start the economy.

Mr Halwabala said that the K30 million would not guarantee youths' freedom of speech, expression, assembly, movement and participation in governance issues.

ELECTRICITY TRADE IN THE COMESA REGION Let’s push for regulatory harmonization in the COMESA

By JOHNSTONE CHIKWANDA ELECTRICITY is a commodity. The COMESA Region is part of the Sub Sahara Africa (SSA) region where over 600 million people have no access to clean energy. In particular, the bulk of the population in the COMESA region which has an estimated population of 560 million has no access to clean energy. Electrification rates in rural areas remain extremely low averaging less than 10% connectivity yet the combined GDP is $768 Billion covering 21 African states.

Arguably, Japan has more installed electricity capacity

than the entire Sub Sahara Africa region. This implies than Japan; an island twice smaller than Zambia has more installed electricity than the COMESA region.

Because of the criticality of energy, investment in the energy sector within the SSA and the COMESA region in particular has to be accentuated. This means that sector based reforms such as those currently underway in Zambia have to be implemented in other COMESA countries as well.

At the moment there is some significant disparities regarding tariffs across countries. This makes it unattractive to invest in the sector in several COMESA countries due to tariff

The COMESA region needs energy sector investment of not less than ten billion United States Dollars (US$10 Billion) in order to solve energy trilemma and solve the energy poverty ravaging the COMESA.

Namibia and DRC and within the ZiZaBoNa Framework project, more capacity will be harnessed. ZiZaBoNa creates a new Western Transmission Corridor in Southern Africa, by linking the power systems of Zimbabwe, Zambia, Botswana and Namibia. We need more interconnector facilities on the West and on the East. Other COMESA countries also need to investor more in interconnectors. This will aid trade in electricity trade. In a nut shell, the entire COMESA region is supposed to have interconnector facilities with each other.

As part of strategies to accentuate the attraction of energy sector investors governments within the COMESA are strongly encouraged to invest in the harmonization of regulatory frameworks, reduction of red tape and cumbersome procurement processes and tariff reforms.

This contribute to accelerating investment and trade in electricity.

With more investment in the COMESA and facilities to evacuate electricity from one country to another, energy poverty will be alleviated thereby putting the region in a strong position to significantly process towards the attainment of the UN SDG goal number 7 which calls for universal access to clean, affordable and sustainable energy for all by 2030.

any independent observers, Zambians not swayed by political party considerations, agree that the standoff between the government and its supporters on one hand and those opposed to the amendments proposed under the Constitution Amendment Bill of 2019 on the other, is not healthy for Zambia’s democracy. This is especially so that the objectors include many Christian church bodies, the Law Association of Zambia and individual legal experts, civil society organisations and political parties, It will require that serious decisions be made immediately, even as Members of the National Assembly meet to debate and pass the bill into law. The standoff is partly due insensibility on both sides seeing this as a contest they must win.

While many people admit that there are many good aspects of the proposed amendments which could strengthen democracy, the many objections to the amendments demonstrate a lack of consensus, essential in preserving a people-driven and popular constitution. Someone will have to help bail out the cat as it were.

The question to be dealt with by stakeholders and all concerned is whether the amendments meet the criterion for consensus and, once enacted, that they can stand the test of time.

What seems to be at the centre of this divisive impasse that threatens the whole process is the fact that some people view the process as a departure from the process started by several constitution review commissions and their recommendations in the last two decades.

Thus, although many of the proposals are good, some stakeholders view them as the product of the party in power whose motives they suspect As Sakwiba Sikota, an eminent lawyer, government and the ruling party leaders have observed, some of the objections, even support for the amendments, are based on ignorance by people who have not read or sufficiently understood the proposals but prefer to go along with the opinions and judgments of people who may have their own motives.

Given the fact that constitutional changes require not only consensus building among the citizens but also bipartisan support, it is not too reassuring that the government is suspected to be bulldozing the bill’s passage through parliament.

But even those who participated in drafting the proposed amendments - political parties, civil society organisations and church mother bodies - ought to come clean of the accusations that some of the repeals and new provisions do not make sense, or least that they were not properly explained as to what they were intended to achieve.

For instance, why was Article 52 repealed without substitution? Article 52 Clauses (1), (2) and (6) were intended to be a constitutional provision that protected candidates as well as ensured fairness. The article is being repealed and some of its provisions are to be found in

the Election Process Act as prescribed by the National Assembly as opposed to being constitutional provisions. Is it in the best interest of democracy that the article is repealed instead of being substituted with new or better provisions?

Clause (1) provided for filing of nomination papers with the returning officer, requiring that the nomination was supported by an affidavit stating the candidate was qualified to stand..

Admittedly, Clause (2) provided the returning officer too much power to singlehandedly reject nomination by a person the officer considered not to have

run again next year.

Under this article the returning officer had powers to reject nomination of a presidential candidate if for instance he believed the candidate was disqualified by the fact that he had twice held office of president.

Was this provision removed because the returning officer would singlehandedly reject the nomination papers of a candidate who may be ineligible under the provisions that a person who has twice held office is disqualified to reject it?

If this was the reason the Electoral Process Act 2016 does not address the matter

what is supposed to be a national agenda. The flip side is that the government suspects the objections are engineered by people who wish to make it look bad – weak and not confident of what it is doing.

The two sides might need to be bailed out of their respective predicaments. But who will bail out the cat?

Chinese firm says coronavirus vaccine candidate shows promise in human test CHINA National Biotec Group (CNBG) said on Sunday that early human test results for a coronavirus vaccine candidate suggested it could be safe and effective, the second vaccine candidate from the firm to show encouraging results in a clinical trial.

The experimental shot, developed by a Beijing-based unit of CNBG, has induced high-level antibodies in all the inoculated participants in a Phase 1/2 clinical trial involving 1,120 healthy people, according to preliminary data of the trial, CNBG said in a posting on the social media platform WeChat, without disclosing specific

readings.

Chinese companies and researchers have been allowed to test eight vaccine candidates in humans at home and abroad, making China a major front-runner in the race to develop a shot against the virus that has killed nearly 500,000 people globally.

CNBG, affiliated to the state-owned China National Pharmaceutical Group (Sinopharm), said earlier this month that another vaccine candidate produced by its Wuhan-based unit also triggered high-level antibodies safely in clinical trial participants based on preliminary results.

Mwamba said it was a frightening experience for him but he is thankful that it saved his career.

In an interview, Mwamba noted that the current generation would not believe his story but insisted that he saw different insects removed from his knee, a memory that still gives him goose pimples.

TN/FAZ Super Division players will be tested for Covid-19 about two weeks before the league is allowed to return, League manager Brian Mulenga has said.

Speaking in an interview, Mulenga said the Premier League management will collaborate with government through the Ministry of Health to conduct the testing before the league was allowed to return.

Mulenga said the players will be tested with the help of the Ministry of Health to determine which players were safe to play when the

league returns.

Mulenga said the Super Division management had presented a plan to the FAZ executive committee which will have to approve and deliver the plan to the Ministry of Sports Youth and Child Development for the league to resume next month.

He said the Super Division management had received guidelines from FIFA and the World Health Organisation (WHO) on how to proceed.

“Basically as the league we have submitted for consideration to the FAZ executive committee and the president a plan for the league to commence and the plan will be suitably amended and will

because there is a lot of planning to be done. We have to adhere to the health regulations and restarting the league in July will give us enough time to prepare and organize things,” Mulenga said.

He has however cautioned clubs to follow the guidelines provided before the league was allowed to resume because contact sports remain banned and teams would only be allowed to regroup when government approves the plan from the league management and FAZ for football to return.

The Super Division was suspended in March following the outbreak of the Covid-19 Pandemic which has claimed lives of seven people in Zambia.
