LIES EXPOSED The fake statement circulated on social media claiming that Barrick Gold Corporation announced it has reached an agreement to sell its 100 percent interest in Lumwana Copper Mine.

THE under hand external funding to cause confusion in Zambia through falsehoods will put the country on fire, United Liberal Party president, Sakwiba Sikota has warned.

Mr Sikota, a renowned lawyer said it was unfortunate that some individuals in the country were propagating schemes that risked plunging the nation in pandemonium.

He said in an interview yesterday that those involved must realise that engaging in such acts would endanger many lives.

"These are the same acts which brought about genocide in Rwanda. If what happened in Rwanda will happen to us many innocent lives will be lost,” Mr Sikota said.

This follows revelations that a statement claiming that Barrick Gold had sold its Zambian copper mine, Lumwana to Metalinvest Capital Corporation and Zambia's National Pension Scheme Authority (NAPSA) .

Both Barrick Gold and NAPSA distanced themselves from the statement which was expertly written.

Meanwhile, former UPND vice president for politics Canisius Banda said the planned protest were also aimed at bringing down the ruling Patriotic Front (PF).

He said the protesters their aim was to get rid of the PF government through their protests.

Dr Banda in a separate interview yesterday said if the protesters adopt such a stance it would bring chaos in the country.

He said it was unacceptable for people to engage in such act because of their selfish interests.

The company mined Kenyan voters’ data to help President Uhuru Kenyatta win disputed elections. Over two presidential election cycles, it presided over some of the darkest and most vicious campaigns Kenya has ever seen.

Cambridge Analytica confirmed its involvement to an undercover reporter for Britain’s Channel 4, which released an exposé on Monday. Executives were taped saying that they ran “just about every element” of Kenyatta’s campaign in 2013 and 2017, including rebranding his party twice, and writing the campaign’s manifesto and speeches. The firm also did “two rounds of 50,000 surveys.”

Church in constitution stand off

THE Mother church bodies including our Catholic Bishops cannot claim to have clean hands in the Bill 10 debate. They are as partisan as they are partial and cannot be trusted to offer unbiased counsel.

There is nothing new in the standoff. It is as historical as it is political.

The majority mainline church mother bodies have never forgiven late President Frederick Chiluba for declaring Zambia a Christian Nation without consulting them. They cannot forgive his temerity. Any constitution that promotes Zambia as a Christian nation will be opposed and bill 10 does.

HH and his UPND team are on to a good thing. They realize an opportunity for political capital and they will use it, hence the insistence on the church leading the constitutional talks.

The country will remember that the Catholic Bishops particularly, vociferously opposed the declaration of Zambia as a Christian Nation from the very outset, in 1991 when then President Frederick Chiluba made the declaration at the steps of State House in the company of a select religious leaders mostly from the Evangelical and Pentecostal churches.

They did so again in 1996 when the declaration was finally written into the constitution. They again opposed it in 2012 when the current constitution making process was launched by President Michael Sata who had himself promised to lead the country based on the 10 commandments.

In their submissions the Bishops preferred the country to be multireligious.

Indeed at the cusp of multiparty democracy in 1990, the church played a unifying role and was trusted enough by both members of the Movement for MultiParty Democracy (MMD) and then governing party UNIP to the extent of being accorded an opportunity to arbitrate when differences arose.

The truth of the matter is that President Chiluba an Evangelical, none theologian declared Zambia a Christian nation without consulting the Catholic Bishops’ Conference or indeed , the Christian Council of Zambia, which often work together.

As a result, the two mother bodies have never really supported the declaration, hence the standoff and reluctance especially of the Catholic Bishops to support anything to do with ecumenical cooperation.

The Bishops have often stated quite categorically that “a country cannot practice the values and precepts of Christianity by a mere declaration.”

In their submission to constitutional reviews the Bishops recommended that “In the preamble, the declaration that Zambia is a Christian nation should be omitted”.

“If Zambia is a multi-religious Country, a fact that was recognized in the preamble of the first draft of the Technical Committee, to say that Zambia is a Christian nation would be in contradiction with this fact,” they submitted.

That is not all. The Bishops have been strongly opposed to the creation of the Ministry of religious affairs, suggesting that such a ministry would seem to suggest that Zambia was a theocracy.

“We believe that as churches and other faith communities, we have this far been able to exercise our God-given mandate and meaningfully contribute towards national development without having such a ministry. “ This is not the position Evangelical groups have taken. They fully support the declaration of Zambia as a Christian nation and the establishment of the Ministry because “ it promotes Christian values and gives more meaning to the declaration of Zambia as a Christian nation.”

The mistrust is mutual and has nothing to do with dogma.

Mr Mushota said it was unfortunate that the opposition in the country only knew about spreading falsehoods in order to mislead the nation.

“Mr Hichilema should know that the contractor cannot agree to redo the work if there was corruption involved. If there is something which has gone wrong as government we have rights to instruct the contractor to redo the work.

By SILUMESI MALUMO THERE is nothing wrong with Bill 10, those who are talking ill about it have hidden agendas, FDD president Edith Nawakwi has said.

Ms Nawikwi said Bill 10 was progressive because it carried the aspirations of Zambians including women.

She said in an interview on ZNBC that the changes to the constitution were imperative and that it was only Parliament that could make the necessary changes.

Ms Nawakwi challenged UPND Members of Parliament to tell the nation which clauses they were not happy with in Bill 10 instead of walking out of the House when the Bill was tabled.

“The same people who are attacking Bill 10 are the ones who were crying after the 2016 elections that they were not given ample time to file their petition. Now Bill 10 is addressing that but they still don’t want.

Maybe they have a hidden agenda.

“So when MPs go to parliament, let them debate Bill 10 and then write down which issues they do not want,” she said.

Fire erring civil servants, don’t transfer them - Lungu

By SIMON MUNTEMBA in Kaputa ERRING civil servants should be fired and not transferred to rural areas, President Edgar Lungu has said.

The President said sending government workers who were found with serious offences to rural areas was like transferring problems which could detail development.

Mr Lungu said this yesterday in Kaputa when he paid a courtesy call on senior Chief Kaputa of the of the Tabwa people of Northern Province.

Senior chief Kaputa complained to President Lungu that some civil servants who were transferred to his chiefdom as punishment were lazy and just drinking alcohol.

The Chief asked President Lungu to stop the provincial administration from sending what he termed ‘lazy civil servants’ to Kaputa who were not adding to the development of the area.

He lamented that some of the civil servants only drink beer in the district at the expense of delivering service to the people.

In response, President Lungu said erring civil

servants should be fired and not transferred to rural areas.

“Erring civil servants should not be transferred to rural areas because sending them as punishment is bad for national development,” he said.

In fact, President Lungu said, the Secretary to the Cabinet already knows the position of the government on the matter.

And President Lungu has tasked Minister of Water Sanitation and Environment Protection, Dennis Wanchinga to finish the Kaputa Water and Sanitation project by December this year.

YALI wants objective Church guidance

THE Church must be neutral on national issues instead of taking an antagonistic stance, Young African Leaders Initiative (YALI) has said.

YALI president, Andrew Ntewewe, said that the Church should leave politics to politicians and take a stance that would not annoy a certain section of society.

THE State has argued in the Constitutional Court that Magistrate Benjamin Mwelwa has failed to point at the provisions of the law that prohibits the retaining of a retired judicial officer on a contractual basis.

In this case, Livingstone Magistrate Mwelwa petitioned the Constitutional Court to order that contracts given to already retired judicial officers must be terminated and all salaries or allowances drawn from the revenues of the country be paid back as they had been earned illegally.

He cited Attorney General, Likando Kalaluka as the respondent. Mr Mwelwa argued that the retaining and continued occupation of retired judicial officers was not only demotivating but also unconstitutional, according to Article 1(3) of the constitution.

But the state said Mr Mwelwa had neither demonstrated any illegality nor discrimination related to the retention of retired judicial officers.

According to the response by judiciary chief registrar Charles Kafunda, the existing contracts retaining the retired judicial officers in the employ of the judiciary remain valid, binding and legally enforceable.

He stated that statutory instrument No.7 of 2015 does not affect the retirement age of judges and judicial officers as their retirement age is in the constitution.

“The retirement of judges is provided by Article 142 of the constitution of Zambia (Amendment) Act No.2 of 2016 which states that a judges shall retire from office on attaining the age of seventy years and also that a judge may retire with full benefits on attaining the age of 65 years,.

economy to thrive, former Finance Minister Katele Kalumba has said.

Dr Kalumba said the said institutions were critical in helping the economies which were financially stressed like Zambia’s in order to get back to normalcy.

According to the New York Times, Cambridge Analytica experimented abroad, including in the Caribbean and Africa, where “privacy rules are lax or nonexistent.” Politicians employing its parent company, SCL Group, were “happy to provide government-held data, according to former employees.” Cambridge Analytica proudly touts case studies in Thailand, South Africa, India, Indonesia, and Trinidad and Tobago on its website. A Cambridge Analytica employee said in the Channel 4 exposé that it has also worked in Mexico and Malaysia and was expanding to Brazil and China.

In these developing countries, there has been no word about sanctions or even a demand for answers from Cambridge Analytica. Besides, those who are supposed to penalize the offending companies would likely have the privilege of being the direct beneficiaries of its nefarious operations.

Facebook, Twitter, Google and other technology companies that facilitate or amplify work by outfits such as Cambridge Analytica are complicit in poisoning democracies around the world.

In Sri Lanka, Facebook has been accused of fanning hate speech that led to anti-Muslim riots, forcing the country to ban social media after protests left at least two people dead. U.N. officials investigating claims of genocide in Burma, also known as Myanmar, say Facebook was used to spread vitriol against Rohingya Muslims.

Don’t discard the good in Bill 10 - Hamududu

PARLIAMENT must not throw away the good in Bill 10 with political bath water, the Party of National Unity has said Party president Highvie Hamududu said Parliament must rise above the political fray and save the good things in bill 10 through a process that was provided for in parliamentary procedures of amendments.

"As parliamentarians you have heard the people's submissions in your committee's report and you are expected to do the needful, accordingly.

Let the acceptable clauses proceed and the overwhelmingly rejected closes dropped as contained in your own select committee's report.

There are good clauses in bill 10 such as mixed member electoral system clause which was also agreed before such as at National Constitutional conference ( NCC).

"Those interested can get a copy of the NCC bill and see

for themselves, it was well settled and couched. The copy of the NCC bill is there in the archives in the parliament library," he said.

Mr Hamududu said in an interview yesterday, the people had spoken and it’s time for Parliament to do its work, stating that Parliament had many inherent avenues of reaching consensus on protecting the submissions that the people made to the select committee.

He said nothing stopped Parliament to hold an all-party caucus behind the scenes to reach consensus on the way forward.

"It can be done, Parliament must rise to the occasion on our behalf, as Zambians and save the good in bill 10 and put this issue to rest as Zambians have equally more pressing issues to deal with, which bill 10 has crowded out,” he said.

“The country must move on and begin to address more pressing issues such as the economy and service delivery," Mr Hamududu said.

He said in an interview that the two Bretton Woods institution were better placed at the moment to help the dwindling economy to become better.

Dr Kalumba said it was therefore important that the Zambian Government created a mutually productive fi-

nancial relationship in order to improve the wheels of the economy. The former minister said developing economies like Zambia could not do away with important institutions, therefore, it was critical to create a mutual relationship.

Creating a strong rela-

tionship, Dr Kalumba said, would be easy for the country to source for finances when needed at a most critical time.

Dr Kalumba said currently Zambia was in dire need of financial support in order to stabilise the struggling economy and reaching out to the IMF

and World Bank was a must.

“There is no where else we can source for funds to recapitalize our economy apart from IMF and the World Bank. These financial institutions will help us to come out from the serious challenges we are facing as a country,” Dr Kalumba said.

NEVERS’ MMD LEADERSHIP ILLEGAL – REV LUNGU

EVERS Mumba is holding the position of MMD president illegally because his tenure expired, Evangelical Youth Alliance Chairperson Rev Moses Lungu has said.

Rev Lungu said it was shameful that Dr Mumba has chosen a pastor as his Vice

president without following the party constitution.

Rev Lungu said it was unfortunate that Dr Mumba has continued to run a political party like a Church where leaders such as deacons are appointed.

Rev Lungu said Dr Mumba has completely disregarded the party's constitution by his continued stay in office when

his tenure expired a long time ago.

He said there is need for a clear distinction between running a Church and a political party.

"The current leader who according to the Constitution had outlived his tenure of office and he does not need anybody to tell him that but his own conscience should con-

vince him that this is not democracy," Rev Lungu said.

He alleged that Dr Mumba was an imposter by his continued stay in office because of his mandate expired.

Rev Lungu said it was unfortunate that nobody knows who appointed the leadership of the MMD including the vice president and the national secretary.

He said Dr Mumba should leave politics and concentrate on Church matters because he has lamentably failed to run the MMD. "You can not hijack the political business for church purposes," Rev Lungu said.

He said it was also shameful that Dr Mumba has been demanding for funding from MMD members of Parliament

when it was his duty to mobilise resources for the party.

Rev Lungu pleaded with Dr Mumba not to destroy the party instead call for a convention so that new leadership is ushered in to lead the party.

He said it was unfortunate that Dr Mumba has continued with witch-hunting to distract those interested in the affairs of the party.

RESIDENT Edgar Lungu has challenged church leaders that are opposing the enactment of constitutional amendment bill 10 of 2021 to point out exactly what clauses they do not like so that they are removed.

The President said it was disappointing that some church leaders were going to the mountain to pray for the downfall of government because of bill 10, instead of pointing out what is not right in it.

"Tell us what you don't want in bill 10 so that we remove it," President Lungu said.

Mr Lungu said he had information that some clergymen were going to the mountains to pray that bill 10 fails, and praying for the downfall of the ruling Patriotic Front (PF) administration in 2021.

The Head of State however said much as some church leaders were praying for his administration’s downfall, there were others who were praying for his government to succeed saying God will protect them.

He said this in Kaputa when he attended a church meeting at Kaputa main United Church of Zambia (UCZ).

He said his government wanted to work with the church as it recognized them as partners in development.

The President also said he was determined to ensure Zambia remained a Christian nation. He said the church should be there to advice and give guidance to government.

The President also urged his fellow politicians not to attend church meetings only during elections.

Meanwhile, delivering his sermon, UCZ Northern Presbyterian Bishop Maybin Mulenga advised political and church leaders to do the right thing at the right time.

Bishop Mulenga said leaders should be there for their followers in bad and good times.

He thanked President Lungu for having taken time to visit Kaputa to appreciate the challenges people were faced with.

This is aimed at improving the environment and encouraging small-scale gold miners, who were initially not receiving such support.

ZCCM-IH’s resolve to render support has elated the cooperatives that have thanked the holding firm for the support.

In an interview, Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo said that the support from ZCCMIH was commendable.

Mr Tembo said he was happy that ZCCM-IH had so far handed over the mining equipment to the two cooperatives in Rufunsa.

He said ZCCM-IH had pledged to sink boreholes and install the equipment in the gold mining sites so that it could render technical support without difficult.

would conduct training in the handling and use of the gold mining equipment.

According to him, the equipment would help the cooperatives to improve on efficiency, as previously miners had difficulties in knowing the exact location of gold deposits.

Mr Tembo said with the availability of the equipment, miners would spend less time and energy in locating and mining the mineral.

He said that the modern equipment would also enhance safety during mining.

Mr Tembo said that the boreholes would provide a reliable water source to be used in separating the gold from the waste.

He said that the constant water supply would ensure that the cooperatives operated throughout the year unlike in the past when works would scale down during the dry season when water was scarce.

And Josias Malunga, who is the vice chairman at Pokela Gold Mining Cooperative, said his organisation had received the equipment.

Mr Malunga said ZCCM-IH would be in the area to sink

the boreholes and install the equipment in the gold mining sites in a fortnight.

He said that Rufunsa would soon be economically viable because of the envisaged boom that will result from the mining activities. Mr Malunga, therefore, appealed to youths in the area to take advantage of Government’s.

Serenje to have milling plant

A PRIVATE entity in Serenje is planning to put up a milling plant to produce cheap mealie meal in Mailo ward councillor, Patrick Munshya has said.

The project would be undertaken under the Agriculture Productivity and Marketing Enhancement Project (APMEP) and was already growing maize in the area which would be fed into the milling plant.

Mr Munshya said the intention was to produce

large quantities cheap mealie meal which would be supplied to local people as well as those outside the district.

He said in an interview that the exorbitant mealie meal prices were disadvantaging people who had no buying power, hence the plan to invest in the milling plant.

PF members in court over assassination claims

PATRIOTIC Front ‘cardre’ Innocent Kalimashi has been dragged to the Lusaka High Court by a fellow party supporter for accusing him of being a professional assassin and shooting dead an individual in Kaoma District.

Francis Muchemwa wants damages for slander and libel, an order of Injunction restraining Kalimashi from repeating the defamatory statements until final determination of the matter, interests and costs.

In a statement of claim, Muchemwa stated that he and Kalimashi were businessmen and members of the Patriotic Front government.

He stated that on or about December 2019 and May 2020, Kalimashi in contumelious disregard of his reputation and professional standing, uttered defamatory words against him alleging among others, that he (Muchemwa) was a professional assassinator and was hired by government to murder and kill any persons who offends the government.

Muchemwa claimed that the said words had been aired a number of times on various social media platforms.

He claimed that in their natural and ordinary meaning, the words complained of, meant and were understood to mean that he was a murderer, corrupt and had misappropriated government funds for personal financial gain.

Muchemwa lamented that Kalimashi had unjustly caused harm to his reputation and continued to do so by the circulation of the slan-

derous audios and video recording which was accessible to millions of internet users, both home and abroad.

He stated that Kalimashi had never bothered to follow due process of inquiring from the proper channels or from him as to the accuracy of the defamatory statements and the investigations as to who and what caused the death of the deceased.

Muchemwa added that the allegations were all false and untrue and that at no time did he cause the death of any individual in Zambia.

ZAMBIA WON’T DEFAULT ON DEBT – BOZ

GOVERNMENT has put in place legal and institutional frameworks to ensure that debt service payments are met as they fall.

This is because the state is aware of the consequences of any default on the economy, says Bank of Zambia (BoZ) acting Director Financial Markets, Jacob Mkandawire. Zambia’s external debt currently stands at US$11.2 billion.

Mr Mkandawire said Government took seriously debt sustainability and was alive to the serious repercussions of any default on the economy.

Government, he said, undertook to abide by the provisions of all obligations and would not abrogate the provisions of the

Constitution that ranked debt service as a priority.

“In this regard, Government has put in place legal and institutional framework to ensure that debt service payments are met as they fall due,” he said during the BoZ radio Show on radio Phoenix.

Mr Mkandawire urged citizens to invest in Government securities as they could be pledged as collateral for a loan obtained from a Commercial Bank or any other financial institution.

Government securities, which debt instruments issued by the Government through the BoZ, include Treasury Bills and Bonds.

Mr Mkandawire said there were no restrictions to eligibility on who could invest in these

securities.

He said business firms, institutions, foreign entities, and individuals were all eligible to purchase Government securities at the BoZ “The only condition is that every entity must have a local bank account,” Mr Mkandawire said.

He said Government Securities offered many advantages among which could enable citizens to easily access money from financial institutions.

He explained that Government securities could be pledged as collateral for a loan obtained from a commercial bank or any other financial institution.

“Government securities have been dematerialised.

This means that all records are

stored and processed electronically and no physical certificate is issued for any Government security purchased.

“This feature makes Government securities safe and allows transactions in varying denominations,” Mr Mkandawire said.

He indicated that the timely payment of interest and principal at maturity on Government securities was guaranteed by the full faith and credit of the Government.

Mr Mkandawire explained that Government securities were liquid and transferable.

“Since most Government securities cannot be called or redeemed before their final stated maturity date, an investor can lock in an interest rate for the full term of the security,” he said.

WONDERFUL Group of Companies has been empowering local suppliers by sourcing 99 percent of raw materials within the country.

The company only imports one percent of raw materials, says Group Sales and Marketing Manager, Mark Sinyangwe.

Mr Sinyangwe said the company had this year produced about 870,000 boxes of tiles using raw materials sourced from local suppliers.

He said the company had produced more boxes of tiles last year during the same period, indicating that the business had this year been impacted by Covif-19 outbreak which led to low demand of the commodity.

He was speaking when the Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda led his entourage to tour the Group’s plant for production of Marcopolo tiles.

“We obtain 99 percent of raw materials, we only import one percent of the materials. What we can say is that imported tiles are destroying the market and yet they are of low quality,” Mr Sinyangwe.

He said the company’s

local market had improved over the years with customers trusting the locally produced tiles.

Mr Sinyangwe explained that most of the upcoming buildings were using the Marcopolo tiles.

“The business environment is actually very good because at least some people are receptive of our tiles. In the past they were hesitant because it was a local product.

“Most of the new buildings currently are using our tiles, so it is just now that the business is growing on the local market, apart from the difficult part we are facing on exports,” he said.

He said the plant had capacity to produce about seven million boxes of tiles but was currently operating at 20 percent due to less demand, coupled with strict regulations for exports from other countries.

Mr Sinyangwe further said the plant had over the years been able to produce about 2.5 million boxes of tiles.

“We are operating at 40 percent capacity. If the market is good when we produce more, at times for example with Covid-19 has led to less production compared to other years,” he said.

ECONOMIC DIVERSIFICATION IN ZAMBIA Focus on Manufacturng Sector

AMBIA has been pursuing economic diversification ever since the first republic and copper mining has been the major forex earner but with notable fluctuating trends over the years. As early as the First National Development Plan (1966-1970), both the need to diversify away from copper, as well as the emphasis of growth of other sectors such as agriculture and manufacturing, were emphasized.

Economic diversification is the process of shifting an economy away from a single or dominant revenue source towards multiple sources from a growing range of sectors and markets. Economic diversification is widely viewed as a positive objective in sustaining economic growth as it enables countries to be less vulnerable to adverse terms of shocks by stabilizing export revenues.

According to the Seventh

National Development Plan (7NDP 2017-2021), the key sectors towards Economic Diversification in Zambia include; Agriculture, Tourism, Energy, ICT and Manufacturing sectors. One of the primary benefits of diversification is that a diversified economy creates a sustainable cycle of economic activity where sectors and businesses continually interlink and share benefits even as the economy grows. This also increases prospects for employment and growth and is in alignment with the multi sectoral development approach being espoused in the 7NDP today.

Zambia has continued to pursue economic diversification with policy shift away from mining towards agriculture, manufacturing and tourism among other sectors. The focus of this article is the manufacturing sector.

The Manufacturing sector in Zambia accounts for approximately 11% of the country’s GDP and has been growing at an average annual growth rate of three (3) percent in the last five years, based on figures available from the Zambia Development Agency (ZDA).

Zambia’s Manufacturing sector has considerable investment potential as the domestic economy is relatively well endowed with resource factors such as raw materials, required labour force, abundant water and rich minerals.

The priority areas for investment in the sector include; food processing, textiles and clothing, mineral processing, chemical products, engineering, leather products, electrical goods, pharmaceutical products and packaging materials. (ZDA, 2018).

In a quest to diversify the economy in the manufacturing sector, the Government has been working on setting up Multi Facility Economic Zones, Industrial Parks and

other support infrastructure to accelerate industrialization.

The actualized investment into the Multi Facility Economic Zones is estimated at US$ 3.3 billion, with more than 15,000 jobs created. In a bid to promote local content, the Government is implementing the National Local Content Strategy aimed at fostering business linkages between micro, small, medium and large enterprises.

The strategy is also meant to enhance local content along the value chain, which will benefit Zambians as millions of dollars are spent annually on goods and services, which are imported into the country.

The Government through the

Zambia Development Agency is also implementing the business linkage programme aimed at creating synergies in industry and market access for micro, small and medium enterprises.

The success of diversification depends on the mix, sequencing, and timing of investments, policy reforms and institution building, and on the consistency with the underlying assets and related comparative advantages of the country. Investments in skills, infrastructure, institutions and governance quality (ie. enhancing the transparency, accountability, and predictability of Government decision-making) increase the likelihood of success of diversification but are in turn affected by the extent of diversification.

Providing the foundations for structural transformation and private sector driven growth is an essential element in achieving a broader base of economic activities. Further, clear, transparent and predictable business regulations that provide a level playing field among investors (small and large, foreign and domestic) are essential for economic diversification.

Conclusion Zambia has to make fundamental policy shifts if the country is to achieve the objectives of the Vision 2030.

Achieving these objectives is essential to repositioning the Zambian economy onto growth and development, in a manner that makes the country less susceptible to both domestic and external shocks.

This is seen as a critical area of focus midway before the expiry of the Vision 2030.

The Seventh National Development Plan (7NDP) provides a clear roadmap of what needs to be done to diversify our country’s economy, going forward there is dire need for the mobilization of resources that will finance the various strategies and policies as outlined within the 7NDP towards the realization of economic diversification.

But Comsave Managing Director, Given Muleka, insisted that his organisation was registered under the Registrar of Societies for community development as a village banking group.

“To some extent as we were quoted that we are a Ponzi Scheme, I remember when we had a meeting with the Registrar [Charity Mwenya] at the BoZ, we were advised not to operate like a Ponzi scheme

“She had further advised that village banking has got no issues with the BoZ, you go under the Ministry of Home Affairs, Register of Societies and also Cooperates with the Ministry of Commerce, Trade and Industry,” Mr Muleka said.

30 kg gold intercepted

By JACKSON MAPAPAYI POLICE in Solwezi have arrested two people for being in possession of alluvial gold weighing about 30 kilogrammes.

The two suspects Edan Sangwena aged 67 of senior Kanongesha and Jasper Muyinda aged 54 of chief Chibwika in Mwinilunga district were intercepted at Kapijimpanga check-point North western province commissioner of police, Elias Chushi, confirmed the development and said the gold was packed in six bags weighing 30 kilogrammes.

He said the two were intercepted at Kapijimpanga check point while in an LG Travellers bus which was coming from Chavuma to the Copperbelt around 11:00 hours on Saturday.

Meanwhile, a 40-year-old man of Mwinilunga District is nursing serious burns after his make-shift shop caught fire.

Mr Chushi said the incident happened on Friday and identified the victim as Chadwell Kapaipi of Nyaluhana Village, Chief Kanongesha in Mwinilunga District.

He said the victim is an illegal fuel vendor, who was decanting petrol from one container to another, but near a brazier when he caught fire. Mr Chushi explained that petrol fumes burst into flames, burning his lower and upper part of the body and spread to another makeshift shop.

He said Police have since arrested one person identified as Danny Chinyama 34, of Kabanda Compound in Mwinilunga, who employed the victim to be selling petrol .

Youths launch goat-rearing project

By ANDREW MUKOMA YOUTHS in Sinazongwe District, Southern Province, have launched a goatrearing project that seeks to empower them and reduce unemployment, especially in rural communities.

The project which started last year has so far recorded positive results among youths.

Sinazongwe Member of Parliament (MP), Gift Sialubalo, who has contributed an amount of K 5,000 towards the purchasing of the goats, hailed the group for coming up with such an initiative.

The youths are running the project in Chikelo Ward. Mr Sialubalo said that this was one of the ways that people could be empowered other than waiting for handouts from the Government.

“We are in contact with the group and so far from the

start, they had about 20 goats and now, they are heading somewhere around 30. It is a very good move and I am happy that they are disciplined towards the project.

“We are calling upon other youths in Sinazongwe to come up with project proposals so we can try and see if we can squeeze in something even from the Constituency Development Fund (CDF) to fund them or as an MP, I can run around to look for resources,” he said.

N this article, I have decided to compare UN SDG number 7 which calls for universal access to clean, affordable and sustainable energy for all by 2030 and Zambia’s vision 2030 from an energy point of view with an emphasis on Rural Electrification Authority (REA).

In 2005, the Government of the Republic of Zambia initiated the process of setting Vision 2030. The process of preparing this vision was done through a participatory and consultative process that covered all the 72 districts of the Republic. Zambia’s 2030 vision is to be “A prosperous Middle Income Nation by 2030.” This is our long term national vision.

This vision, which is being operationalised through fiveyear development plans starting with the Fifth National Development Plan (2006-2010), highlights three scenarios outlining development options, namely the baseline, the preferred and the optimistic. The vision outlines the desirable long-term paths of the socio-economic indicators to satisfy people’s aspirations, and articulate possible long term alternative development policy scenarios at

REA CAN ACHIEVE 100% RURAL ELECTRIFICATION RATE BY 2030 AND NOT 51% (Zambia must achieve UN SDG 7 by all means…..it is possible but REA funding must increase to $100m from $50m)

different points. The socio-economic development objectives enshrined in the preferred scenario include the following: • To attain and sustain real growth of 6% (2006-2010), 8% (2011-2015), 9% (2016-2020) and 10% between 2021 and 2030.

• To attain and maintain a moderate inflation rate of 5 % and to reduce national poverty head count to less than 20% of the population.

The vision 2030, which is Zambia’s first ever written long term plan, is about creating a strong and dynamic middle income industrial nation. The realisation of this vision depends on actions and measures that will be undertaken by Government, private sector cooperating partners, civil society and individuals through short and medium term national development plans.

Iam a firm believer in being visionary and target driven. I believe that this national vision is tenable. I can only hope that there will be no policy reversals that underpin this vision. One of

the factors that has affected Africa’s development negatively is policy reversals that accompany a new leader when he gets power. A new leader’s propensity for changes, and grandiose appetite to leave a legacy of his own, has in most cases taken nations backwards.

For every vision to be tenable, necessary safety nets must be put in place to insulate the vision against vagaries of life.

The ability to identify and handle adversities of life determines the attainability of every vision.

The vision 2030, like any other vision is vulnerable to adversities, and without determination, dedication, discipline and focus, it is not possible to attain enviable status in life.

The Government has listed among other things; the following as challenges that must be conquered: • Attaining and sustaining high levels of economic growth • Maintaining a macroeconomic environment and investment climate conducive for attracting and retaining high levels of foreign and domestic investment

• Establishing new infrastructure, refurbishing and maintaining existing ones.

The Rural Electrification Authority (REA)’s master plan has projected that it will reach 51% from 3% rural electrification rate by 2030 based on its annual master plan budget of USD 50 million. This means that unless something is done about it, UN SDG number 7 will not be reached by Zambia by 2030. On the otherside, we have challenged ourselves not to leave anyone behind.

This implies that there is desire and ambition to connect everyone. My question is, “is it impossible for Zambia to reach UN SDG number 7?”

100% we should not encourage ourselves that 51% achievement is good ending. We need to aim for 100%.

My answer to this question is that it is possible for Zambia to reach UN SDG 7 which calls for universal access to clean, affordable and sustainable energy for all by 2030. If REA will achieve 51% from 3% electrification by 2030 based on an annual budget of USD 50 million for its master plan which runs up to 2030, then increasing this funding by 100% can make REA achieve at least 90% electrification. Raising an annual budget of USD 100 million from a range of policy measures and other means is not an impossible task.

We need to give ourselves very strong targets.

REA has so far done well and must be commended for the strategic role it has been playing in Zambia. What is needed is to give more support to REA as one of the best conduits to achieving UN SDG 7. To achieve our own vision 2030, we need to increase resource allocation to REA over and above the USD 50 million ear marked for the master plan which it has been implementing up to 2030. To be honest, we should not encourage ourselves that 51% achievement is good ending. We need to aim for 100%. The extra USD 50 million

to make it happen can come from a range of policy measures and other sources. Surely, looking at the size of some expenditure we have been making as a country, planning to spend USD 100 million on rural electrification up to 2030 is achievable.

There is a basis for REA to re-engage and realign the REA master plan which runs up to 2030 with the expectations of the 7th National Development Plan statement of intent, “Accelerating Development Efforts towards Vision 2030 without Leaving Anyone Behind.” If no one must be left behind, REA must re-engage and push for increased funding through a range of policy measures.

ECL NATIONAL TOURS ESSENTIAL Dear Editor, In order to mitigate the spread of the novel corona virus, the Government has advised people to adhere to certain precautionary measures. Among them includes to discourage the people from unnecessary movements.

On the political fronts, it is safe to assume that individual political battles are not essential to put the nation in danger. Personally I have been privileged to travel with the President when he toured the Southern hemisphere a couple of two weeks ago. On that account, I can attest that his tours have not subjected any of the hosts or the entourage to the dangers of the spread of the disease.

The Presidential team have put in place adequate measures to safeguard the lives of people.

In this regard, we find it strange for supporters of the UPND life president Hakahinde Sammy Hichilema making disproportional comparison with President Lungu.

To start with, President Lungi is a national leader who represents wider majority interests whereas Mr. Hichilema represents only a cross section of people in society.

It is folly and not in the interest of the nation to hold the Presidency at ransom or bring governance to a standstill on the basis of the corona virus.

In fact, Presidential tours are necessary as they would afford the Presidency and the President an opportunity to get down on the ground with view to appreciate the adverse consequences and the economic bruises that has landed on the majority Zambians. The

President cannot be confined in the comfort of State House at this hour of need.

The majority of youths want to see the Presidency being accessible to them and President Lungu is simply responding to the demands.

As regards the allegations of campaign, we should put it on record that the PF structures in the respective places were the President visits are among the stakeholders that he meets.

President Lungu visits many stakeholders such as Chiefs, the business community, PF members among others. We wonder why his visit to chiefs does not make headlines as compared to the manner the visits to the party officials does. It is therefore unfair to accuse the President of premature campaigns when he has audience with one of stakeholder (the PF officials).

As for Mr. Hichilema, we have not forgotten that he lobbied for a total lock down and we wish to see him leading by example and confine himself at home. On the other hand, we sympathize with the opponents of President and their panic on the Presidential tours. The reality regarding Hichilema’s retirement in 2021 is slowly hitting hence their attempt to use all possible excuses to justify the loss.

In the same regard, we urge the opposition to find better and mature way of handling their dwindling popularity as opposed to the futile attempt of frustrating the noble Presidential countrywide tour.

The composition of blood. Ø The solid part of blood is made of red blood cells, white blood cells and platelets. Ø Plasma which is the liquid portion of blood consists of water and contains many important dissolved substances, including the products of digestion, such as glucose, fatty acids, glycerol, amino acids, vitamins, and minerals, plasma proteins such as fibrinogen and antibodies, hormones and waste materials, such as urea and carbon dioxide.

The functions of blood Transport functions: Ø Soluble products of digestion and absorption such as glucose, amino acids, fatty acids, vitamins and minerals are transported from the gut to the liver and then to the general circulation. Ø Waste products of metabolism such as urea are transported from sites of production to sites of removal, such as the liver and kidneys. Ø Respiratory gases, oxygen and carbon dioxide are transported from sites of uptake or production to their site of use or removal. Ø Hormones such as insulin are transported from their sites of production in the glands to the target organs where they have their effects.

Regulatory function: Ø Water plays a part in distribution of heat between heat producing areas such as the liver and areas of heat loss such as the skin Protective functions: Ø Platelets, plasma proteins like fibrinogen and many other plasma factors such as calcium ions protect against loss of blood and entry of pathogens by clotting mechanisms. Ø White blood cells protect against disease- causing micro-organisms. Ø Phagocytes engulf the bacteria while lymphocytes produce and secrete specific antibodies against them.

Difference between red and white blood cells (i) Red blood cells are biconcave in shapewhile white blood cells have no definite shape. (ii) Red blood cells contain haemoglobin while white blood cells do not contain haemoglobin. (iii) Red blood cells lack the nucleus while white blood cells have the nucleus. (iv) Red blood cells transport oxygen and small amounts of carbon dioxide whilewhite blood cells defend the body against disease- causing micro-organisms.

The sites where the blood cells are produced Ø White blood cells are made in the bone marrow, lymph nodes, tonsils, thymus and spleen. Ø Red blood cells are in the bone marrow, particularly at the ends of the long arm and leg bones, in the ribs, and in vertebrae in adults but can also be made by the liver in babies The process of blood clotting Ø Blood clotting also known as coagulation, is the process by which blood changes from liquid to a gel, forming a blood clot. Ø When platelets are exposed to injured body tissue, they release an enzyme called thromboplastin. Thromboplastin acts on a plasma protein called prothrombin changing it to an active form called thrombin. Ø Thrombin acts on another plasma protein called fibrinogen changing it into an insoluble form called fibrin. This reaction occurs in the presence of calcium ions. The fibrin forms a mesh over the wound. This mesh traps red and white blood cells, leading to the formation of a clot over the wound.

The ABO blood groups There are four main blood groups namely blood groups A, B, AB and O. Two types of antigens found on the surface of red blood cells are antigen A and antigen B. The antigens determine the blood groups as shown in the table below.

The importance of determining the blood groups and Rhesus factors Safe blood transfusion is only important if blood groups and Rhesus factor are determined. This reduces the chances of agglutination in the event of blood transfusion. Transplant of tissues and organs require determination of blood groups and Rhesus factor. Some tissues may be rejected by the recipient because they would act like antigen causing antibody- antigen reaction.

Determination of Rhesus factor prevents disorders, such as haemolytic disease of the foetus.

The donor-recipient compatibility of blood groups An antigen reacts with a corresponding antibody making the blood cells to clump together. The antibody- antigen reaction is called agglutination. Antigen A and antibody a will cause agglutination. Antigen B and antibody b will also cause agglutination. A person with blood group AB does not have antibodies in the blood plasma. Therefore blood group AB is a universal recipient. A person with blood group O lacks antigens and he is a universal donor. Blood group A can only receive blood from blood groups A and O. This way, you never get to ‘feel’ the money because it does not hit your purse/wallet, and so you won’t miss it.

There are also smart ways in which you can increase your savings, such as choosing to save your pay rise, bonus or tax refund as opposed to spending it.

Set Smart Financial Goals Always remember to be honest with yourself in your quest to setting financial goals. Your goals need to be Specific, Measurable, Achievable and Realistic. Write your goals down and group them into short-term, medium-term and long-term goals. Always ensure that the goals are time-bound and that you prioritize them. Decide which goals are of the greatest value to you and work at achieving those first. Create a spending plan that will guide your expenditure and help you take control of your financial future and ultimately reaching your SMART financial goals.

Graft: Top DR Congo presidential aide handed 20 years in jail A TOP DR Congo court on Saturday sentenced Vital Kamerhe, chief of staff to President Felix Tshisekedi and a key powerbroker, to 20 years hard labour for corruption in an unprecedented case testing the government’s anti-graft campaign.

Kamerhe, 61, was found guilty of ‘diverting public funds worth 48.8 million dollars’ along with his co-accused, Lebanese businessman Jammal Samih, 79, the Kinshasa court said.

“We will appeal,” one of Kamerhe’s lawyers, JeanMarie Kabengela, told AFP. The ruling was handed down in the fast-moving trial after the Constitutional Court on Friday asked the lower court to hand over the judicial dossier under an “exception of unconstitutionality”.

The lower court had said it was unable to transmit the file.The televised trial, which has been held in the courtyard of the capital’s main jail, takes place during a broader campaign for the “renewal” of the justice system to help root out entrenched corruption.

ILLEGAL TOURNEY HALTED …Makembo cautions community teams defying government guidelines

By MICHAEL MIYOBA THE Zambia Sports Fans Association (ZASPOFA) has cautioned community football teams to stop playing football and wait for President Edgar Lungu to lift the ban on contact sports.

Speaking in an interview, after halting a soccer tournament involving six teams at Independence Stadium, ZASPOFA patron Peter Makembo expressed disappointment that people have continued to defy government guidelines by conducting secret tournaments in deferent communities.

Makembo said there is need for individuals to listen to President Lungu who assured sports followers that sports activities would resume once the Ministry of Health writes to assure that sports arenas were

“We are disappointed to see that most of these teams are not following the guidelines from government.

“The President hasn’t come out to lift the ban on football and any contact sport because he is waiting and he will give that signal at the right time. While we are waiting, let us be patient,” Makembo said.

“I went to Independence stadium and found about six teams and amongst the six teams, we even found professional players who are playing in the Super Division,” he said.

He encouraged community teams to listen to government and the Football Association of Zambia FAZ who earlier threatened to punish clubs carrying out secret training to prevent further spread of the Covid-19 pandemic.

Mighty rebrands with Yesu K800,000 deal

By MICHAEL MIYOBA ZAMBIA’S foremost sports kit and equipment supplier YESU Sports and legendary Zambia Super Division outfit Mufulira Wanderers have signed a two year deal which makes the Kabwe based kit manufacturers the official Mighty kit suppliers until 2022.

The deal worth US$45, 000 which is equivalent to K817,206 will see Yesu Sports supply match kits, training kits, camping kits and replicas to Mufulira Wanderers. And speaking during the official launch of the partnership witnessed by Central Province Minister, Sydney Mushanga and Kabwe Mayor, Prince Chileshe on Saturday, YESU Sports founder Paul Chisanga hailed Mighty for accepting the deal.

Chisanga reaffirmed his commitment to supply the nine times Super League champions with genuine products.

He said YESU Sports has invested in the know-how and technology to meet standards of international brands.

Chisanga said the deal with Wanderers presents YESU Sports a chance to prove it’s worth and what it can do.

“It is overwhelming for us as YESU sports because we have always wanted to work with a team of Wanderers’ stature.

Meanwhile, Wanderers CEO, Chimwemwe Manda-Luzendu said the deal with YESU Sports is an indication of the clubs commitment to promote local entities.
