GOVERNMENT has blocked the Copperbelt Energy Corporation (CEC) from cutting power supply to Konkola Copper Mines (KCM) following the expiration of its Power Supply Agreement (PSA) with the mining giant.

Meanwhile, Konkola Copper Mines (KCM) has warned that any interference in power supply by CEC to the mining giant will amount to sabotage because the Power Supply Agreement (PSA) between the two entities has expired and a new agreement between KCM and Zesco is under negotiation.

Speaking to the Daily Nation yesterday, Minister of Energy, Mathew Nkhuwa said Government has declared Copperbelt

Energy Corporation (CEC) transmission and distribution lines as common carrier of electricity.

Mr Nkhuwa said declaring CEC lines as common carries meant that any entity could use them to transmit power to their customers and only pay a wheeling fee.

He said with respect to a Statutory Instrument No. 57 of 2020 under the Electricity Act No.11 of 2019, Zesco is obliged to use CEC’s transmission lines to transmit power to KCM by paying the agreed wheeling fee to be agreed by the two entities.

GOVERNMENT must be commended over its bold move to ensure the beleaguered Konkola Copper Mines (KCM) continues to operate by ensuring that it has undisrupted supply of power.

The firm was in danger of going under, putting thousands of jobs at risk and causing untold damage to the country’s economic wellbeing due to threats by the Copperbelt Energy Corporation (CEC) to cut off power supplies.

This, according to KCM Corporate Affairs General Manager Shapi Shachinda came after CEC had issued a statement in which it indicated that it intended to switch off power supply to KCM from today - June 1, 2020.

He said this was because the 20-year PSA between CEC and KCM expired on March 31, 2020, and was extended by mutual agreement to May 31, 2020.

He said KCM had entered into a binding Term Sheet Agreement for a new PSA between Zesco effective June 1, 2020 and that Zesco was expected to conclude a wheeling agreement with CEC to transmit power from Zesco, via CEC infrastructure, to KCM operations.

“This will enable Zesco to transmit power to KCM using CEC infrastructure, pending the wheeling agreement between CEC and Zesco. We expect a seamless transition in the supply of power from CEC to Zesco and any interference or restriction will be an act of sabotage,” Mr. Shachinda said.

Government has therefore effectively stopped CEC from cutting power to KCM by freeing its transmission and distribution lines to allow Zesco Limited supply power to KCM. Minister of Energy Mathew Nkhuwa has just signed a Statutory Instrument No. 57 of 2020 declaring the CEC lines as open carrier, meaning that Zesco can use them.

There are times when governments must take drastic action so as to protect strategic institutions, be it security or economic for the common good.

And this, we believe is what Government has done – to stop CEC from stopping to supply power to KCM. According to the SI No.57 of 2020, the transmission lines currently operated by CEC have been declared as a common carrier for the purposes of the Electricity Act and shall be used on the terms and conditions determined by the Energy Regulation Body (ERB).

Mr Nkhuwa said declaring CEC lines as common carries means that any entity could use them to transmit power to their customers and only pay a wheeling fee.

He said with respect to a Statutory Instrument No. 57 of 2020 under the Electricity Act No.11 of 2019, Zesco is obliged to use CEC’s transmission lines to transmit power to KCM by paying the agreed wheeling fee to be agreed by the two entities.

We feel that CEC was just trying to bully its way into forcing an agreement with KCM even though it realises the mining firm’s weak position – that it is under liquidation pending its divorce from Vedanta.

Government had to step in for strategic reasons and ensure that national interests come first, and not monetary benefits.

If anything, CEC is the stronger partner in this business relationship.

The CEC, the country’s electricity provider to the mines generated more than nine percent operating profits last year as demand for power increases in the nation.

According to company secretary Ms Julia Chaila, it realised US$167,294 154,169 in revenue for the financial year ending December 31 following increased demand for power from the mines and other customers.

It was therefore in a position to continue operating even if it had cut off supplies to KCM. We are glad that through SI No.57 of 2020, Government has given KCM a lifeline as the mining firm is guaranteed uninterrupted power what we can only describe as a predatory business associate.

If we continue to watch foreigners grab all our opportunities, we will have nothing but complaints and regrets.

Speaking on ZNBC’s Sunday Interview programme last night, ZCCMIH chief executive officer Mabvuto Chipata said there were a number of gold sites in Zambia and that they decided to work with Karma because it had already established itself and heavily invested in equipment.

Mr. Chipata said the partnership with Karma Mining Services and Rural Development is one such partnership were the joint venture (Consolidated Gold Company Zambia) is entirely focused on gold processing.

“The partnership we have with Karma is not exclusive. It doesn’t say they will

be the only ones who will process gold in the country.

They only have the processing plant in Rufunsa.

“This is why this move that we are taking to formalise the sector is targeted at making sure that we can start helping our people to explore ad determine the quantity of gold and further determine how much they need to set up the mine,” Mr Chipata said.

Mr Sampa said he would continue exposing abusive foreign employers and engaging relevant offices and institutions mandated to take actions against them.

“Let people not thing that I will be silenced, I will speak against any employer abusing Zambians. Of course I will involve authorities that are mandated to take appropriate action against labour law abusers,” Mr Sampa said.

The mayor said all he wanted to see was mutual respect between an employer and employee be it in deed or speech regardless of their race or nationality.

Recently, Mr Sampa in a statement issued an apology to the Chinese community and other leaders.

He said he had reviewed events with regards to his monitoring and conduct towards some business houses and accepted his error in judgment of physically going to the business premises and closed it instead of engaging relevant offices and institutions.

Mr Sampa promised to engage investors where his office felt that there was misconduct or breach of laws in a more civil manner through relevant offices and institutions.

GOVERNMENT should institute an audit into all permits issued to foreign businesses to establish what criteria was used in the issuance of the documents, Edward Mumbi has said.

Mr Mumbi, in an interview yesterday, said there was need to establish how permits and trading licences were issued to foreigners by the Immigration Department and councils respectively to avoid a situation where some foreign investors had ended up opening barbershops.

Mr Mumbi attributed the situation where some investors had ended opening barbershops and other business meant for Zambians to rampant corruption in councils and failure by the Immigration Department’s inspectorate to follow up foreigners they issue with permits.

This, he stated, was what had plunged the nation into the mess where some foreign investors were reportedly abusing Zambians.

“We need an inquiry on which foreigner is doing what in this country. We

should also have an inquiry into how the Immigration Department and the councils are issuing trading permits. We need to know how many investors we have.

“To avoid this perpetual embarrassment levelled at the presidency, let there be an inquiry so that we know which investor is doing what. We need investors.

“There is no question about this but we need to have an inquiry and revisit the permits,” Mr Mumbi said.

The Immigration Department, he added, appears to be heavily corrupt but their corruption was hidden in the fact that Zambia wanted investment.

“What happens is that a person who has opened a barbershop came in the country and gave a different profile when applying for a business permit, be it work or investment permit. The problem is that they have no follow-up inspections to the people that they issue with permits.

Mr. Yumbe said the contract was about debt restructuring and not debt management and that debt restructuring and its benefits could be quantified and will most likely far exceed the US $$5 million fee. Among the net benefit to the country to debt restructuring, Mr. Yumbe said, included debt rescheduling which would accord Zambia an op-

portunity to negotiate longer payment term.

He also said this could lead to debt refinancing, which will help Zambia have new bond issuance at better interest rates to new creditors and use the proceeds to pay off the old bonds.

“Of our total external debt of US $11 billion, annual interest is estimated at about US $1 billon. Refinancing even US $1 billion of, say, Eurobond debt at a 1 percent better interest rate yields annual savings of US $10 million.

“However, a caution is that with the deterioration in the sovereign credit rating of Zambia, it may not be easy to find takers at lower interest rates. That’s why the IMF

By NATION REPORTER THE debate over the procurement of advisory services from a French company, Lazard Freres, is driven by ignorance on international money and capital markets, says Economic Association of Zambia president Lubinda Haabazoka.

Zambia has hired Lazard Freres to provide advisory services regarding liability management for its debt portfolio and will spend US$5 million for the undertaking.

However, this has created a ruckus among, mainly, opposition political parties who see this as an unnecessary expenditure, with some of the offering to carry out the undertaking on behalf of Government at no cost.

But commenting on the matter, Dr. Haabazoka yesterday said he was not surprised by the debate as it was driven by lack of knowledge on the matter as it was new to Zambia.

“I am not surprised that there

is debate over the procurement of advisory services for Zambia’s debt. The debate is driven by probably lack of depth with regards to knowledge on international money and capital markets. These things are relatively new in Zambia.

“In international finance, especially in areas that involve big money, both lenders and borrowers acquire the services of financial and other advisors to help structure financial packages,” Dr. Haabazoka said.

He said in the case of a syndicate loan, a loan was given to a borrower by two or more lenders under one loan agreement since such loans were huge, meaning, one lender could not afford to provide it.

Dr. Haabazoka explained that to arrange that loan, the borrower advertised for the procurement of the services of a bank advisor and that this advisor will be the one to guide in the whole financing structure.

“Bank advisors should also be ready to perform the roles of

a lender to instill confidence in other banks that plan to join the structuring of finance. So from this, you can see that what the Zambian Government was looking for is not human beings or individual economists but experienced international banks.

“The price of these advisory services can be costly because of the work and amounts of money involved. To understand the magnitude of the subject, citizens should read wide on the funding of the Euro tunnel,” Dr. Haabazoka said.

UPND stays put on Bill 10

UR position on Bill 10 has never changed and we are determined to shoot it down again when Parliament resumes, the United Party for National Development (UPND) has maintained.

But the ruling Patriotic Front (PF) in Kasama has charged that the UPND leaders’ rigid stance on Bill 10 would never win them an election as they were de-campaigning themselves over the antagonistic approach towards a progressive piece of legislation.

Speaking to the Daily Nation yesterday, UPND spokesperson Charles Kakoma said his party was determined to make Bill 10 fail because it was not in the best interest of the country but the ruling party which had consistently pushed for it even when Zambians had rejected it.

He said there was no reason why the UPND MPs should not change their position over the matter because the party had made its position known from the onset.

“There is no single reason to even change our position on Bill 10. Nothing has changed between the time we decided to reject Bill 10 and now. So, the status quo remains that UPND is opposed to that Bill,” Mr. Kakoma said.

And Mr. Kakoma has blasted chairperson of the select parliamentary committee on Bill 10, Raphael Nakacinda, for attempting to lure traditional leaders in Western Province to summon UPND MPs in the area and force them to support Bill 10.

He said Mr. Nakacinda’s mission to Western Province was unprecedented in the history of Parliament in Zambia.

“Having been an MP for a long time, I know that Parliament works in such a way that there is no activity under it where a chairperson of a select committee goes alone to start lobbying other stakeholders to vote for the Bill.

“Where this has happened, the select committee takes a tour of institutions or an area to interact with people to get their views. That is how the Parliament committee system works. It can’t be a oneman show where a chairperson goes solo to go and lobby chiefs. That is a strange way of conducting parliamentary business,” he said.

But Kasama district PF vice chairperson, Aaron Zimba, said the same Bill 10 which the UPND was opposing, would make them lose the 2021 elections.

Mr. Zimba said while the UPND leadership thought they were fixing the PF by derailing the Bill, they were fixing themselves because Zambians knew that Bill 10 was progressive and that the UPND was an enemy of that progress.

4 FISHERMEN FLEE QUARANTINE COVID-19

OUR fishermen who were among 10 Zambians released from a Zimbabwean detention centre have fled from a quarantine facility in Siavonga.

Siavonga District Commissioner Lovemore Kanyama, announced the development in a statement issued to the Daily Nation yesterday.

Mr. Kanyama said the incident happened between Thursday and Friday and that the quartet was part of the 10 people who tested for the Coronavirus disease (Covid-19) by Zimbabwean authorities and that results for one of them came out positive.

He said the quartet ran away before they could be tested in Zambia but warnedd they would be hunted down.

“I am confirming that four people on Thursday and Friday escaped from the Covid- 19 isolation centre in Siavonga. We had 10 people quarantined at the Covid-19 isolation centre, four of whom escaped.

“I am here to assure the public that the four suspects will be hunted, and once apprehended they will receive a good punishment,” Mr. Kanyama said.

“A team of officers from the Health department and Siavonga police command must go flat out in searching for the four individuals as they are a danger to the society.

“The 10 people were on Monday arrested in Zimbabwe for illegally fishing on the Zimbabwean side of Lake Kariba, they were later tested and one is believed to have tested positive to the Coronavirus.

Embrace new members, Lungu tells Mwinilunga PF PRESIDENT Edgar Lungu has advised Patriotic Front (PF) members in Mwinilunga to embrace and work with new members so as to strengthen the party.

President Lungu said the PF could only grow and be strengthened if old members work with new ones.

Mr Lungu said this in Mwinilunga yesterday at a meeting with party officials in Kanyama area.

"I am tired of receiving reports from you on who is new and not. Just work together with all the members," he said.

President Lungu has also encouraged party members to form cooperatives and access empowerment funds.

"Do not look at empowerment as only money in the pocket, but as something to make you free from dependent on others.

Poaching drops Council workers evicted from rented houses in Shiwang’andu

POACHING has drastically reduced in North Luangwa National Park, Shiwangandu District Commissioner Evelyn Kangwa has said.

Ms Kangwa said there was now sanity and calm in Luangwa National Park compared to previous years.

She attributed the reduction to Government's intervention through providing protection of wildlife and taking strategic actions through the Department of National Parks and Wildlife.

Ms Kangwa was speaking in an interview with the Daily Nation at the weekend. She said the Department of National Parks and Wildlife has driven away poachers from the park.

"We are thanking the Department of National Parks and Wildlife for being vigilant and driving away poachers from the North Luangwa National Park," she said.

Ms. Kangwa said animals were now moving freely and had multiplied as compared to the past when poaching activities were high.

She said however that because of free movement, some animals were crossing over to people's fields causing destruction to cassava and maize.

Ms. Kangwa also said that animal species that reduced because of poaching had now started increasing for tourism purposes.

"This time animals have increased in numbers such that they are even reaching human settlements," she added.

SOME unionised workers at Chipata City Council have been evicted from houses by their landlords for failing to settle house rentals because they have not been paid in the last seven months, one of the employees has disclosed.

But Minister of Local Government, Charles Banda said the Local Government Equalisation Fund had been disbursed to all councils including Chipata and wondered why workers had not yet been paid.

A worker who sought anonym-

ity for fear of victimisation complained that he and others had not been paid their salaries for seven months.

BOZ WARNS AGAINST ILLEGAL MONEY SCHEMES

HE Bank of Zambia (BoZ) has warned people to desist from participating in illegal money circulation scheme as they will be liable to prosecution once caught.

“Whoever participates in a money circulation scheme or issues a notice, a circular or invites members of the public to subscribe to it commits an offence and are liable upon conviction,” says BoZ Acting Communications Manager, Besnart Mwanza. Ms Mwanza said under the Banking and

Bank of Zambia Financial Services Ac, a person caught participating in the scheme, upon conviction could be fined or imprisoned.

She said this during the BoZ radio show programme on Radio Phoenix.

“The Act is very clear on this matter, however, it is important to note that in the past, the Bank was only prosecuting promoters of such businesses but going forward, participants in such schemes will

also be prosecuted for taking part in an illegal activity,” she said.

Ms Mwanza explained that the red flag of an illegal money circulation scheme included a promise of higher returns on profit or no risk at all.

“The returns are sometimes just too good to be true so every investment carries some degree of risk, investments with higher yields attract higher risks.

“Member of the public are encouraged to be suspicious of investments that promote consistent returns regardless of the market conditions,” she said.

ZAMBIA’S inflation forecast remains elevated given strained macroeconomic fundamentals in the Covid-19 pandemic era.

Currency weakness continues to worsen higher input costs while Covid-19 related disruptions weigh the non-food side of the consumer price index, Economics Association of Zambia (EAZ) National Secretary, Mutisunge Zulu, has said.

FTER weeks of shutdowns and remote learning, schools around the country will today open doors to pupils preparing for examinations later in the year. Of course, many businesses and especially those considered as “essential”, kept their doors open with some operating at full capacity even at the height of the Covid-19 pandemic.

However, with Government signaling a gradual and steady return to the new normal, parents will send their children back to school with the hope that enough safeguards will have been put in place to avoid them becoming victims of Covid-19. In supporting schools to re-open in a phased and gradual way, the first priority to consider will be the health and well-being of all pupils and families and the staff.

Just last week, South Korea closed hundreds of schools that had reopened a few days earlier and postponed the opening of many others after a spike in cases of the virus. This sent shockwaves through out the globe and a

BACK TO SCHOOL – REOPENING WITH A RISK-BASED APPROACH stark reminder to many that Covid-19 could be with us for many years to come.

With new cases rising in Zambia and with no cure or vaccine in sight, there is a real risk of the virus relapsing into an uncontrolled pandemic. And with little information available to reassure parents on the reopening, many parents are asking the all familiar questions – Is it safe for Children to return to school? Where is the scientific guidance? What measures are schools putting in place to ensure that their children are safe?

This is the more reason Government needs to adopt a risk-based approach to not only deal with the phased approach of reopening schools but to ensure that schools don’t become breeding grounds for the virus. This strategy entails testing, contact tracing and

isolation of the infected, with priority given to places where the medical impact of reducing infections is highest. Furthermore, given the protracted nature of the emergency, a risk-based approach to contain Covid-19 has an enormous advantage compared to the widely used strategies such as

the one adopted of a partial lockdown because it seeks to manage all the common risks associated with the epidemic, and not only the disease itself.

Government has prescribed some guidelines under which schools will reopen and our Institute believes this move will provide

fillip to the beleaguered educational sector and the public at large and has assured Government of our commitment to ensure that the current plans remain under regular review.

The Institute of Risk Management Zambia has further signaled tacit support for the Government and gone on to develop a Risk Assessment and Action Plan template for all schools both public and private, that will supplement Government’s guidelines during this phased reopening. The purpose of this risk assessment document is to set out the decisions taken and measures put in place to prepare for the phased re-opening of the school and ensure that schools continue to operate in a safe way. The Institute will also work with schools to ensure that they take into account their physical capacity on

The challenges presented by this crisis though dire, somehow offers the opportunity to rethink the overall purpose, role, content and delivery of education in our country going forward and prepare education systems to deal with current and future crises through comprehensive and inter-sectoral approaches, by tapping into collective experience and practices from around the world.

OHANNESBURG - South Africa's economy is unlikely to go back to normal in the next two to three years – and the mean-

ing of "normal" is also up for interpretation, Reserve Bank Governor Lesetja Kganyago has said.

In an interview, Kganyago

said that the Covid-19 pandemic had produced a "tricky" environment where policymaking had become very complex.

"You are almost making policy in the dark," he said. "The world economy will not be the same again. The South African economy will not be either…

What used to be normal is not going to be the normality we return to."

It is still unclear how many years it will take to return to a "post-Covid economy," he added. Rather, it will be more useful to learn to manage the changing circumstances.

SA - which has had its sovereign credit rating downgraded to junk by all three major credit rating agencies - is facing its deepest crisis since the 1930s as a result of the economic shock of the coronavirus pandemic, which struck as the country was already in recession.

The Reserve Bank has already warned that SA's financial system must brace for further "extraordinary shocks."

The JSE All-Share Index lost 12 percent in the first four months of 2020, while the JSE Financials Index, in which banks, insurance and investment firms fall, dropped 32 percent by the end of April, according to data released by the central bank this past week.

Treasury, meanwhile, has forecast that the economy

could, at worst, contract by as much as 16 percent this year, while the SA Revenue Service has warned that the stalled economy could mean tax loss of up to $16 million.

"As we stand now, we have got to learn how to manage this economy in the context that we are faced with the Covid challenge. After they find a vaccine or cure, we are going to have to live with this Covid," Kganyago said.

Recovery will require both fiscal policy and monetary policy to work together, he said, adding that he and Finance Minister Tito Mboweni frequently speak several times per day.

But, he stressed, the Reserve Bank remains independent. – FIN24.

As we stand now, we have got to learn how to manage this economy in the context that we are faced with the Covid challenge.

‘Retained forex to drive mines viability’ HARARE - Zimbabwe’s mines have hailed the decision by Fidelity Printers and Refiners (FPR) to increase the foreign currency retention threshold for gold miners as a step in the right direction and a development that will significantly enhance the viability of mines.

Chamber of Mines of Zimbabwe (CoMZ) chief executive Isaac Kwesu said in an interview that mining companies had been struggling with viability issues because of the mismatch between the exchange rate for the portion paid in local currency and actual costs.

Kwesu’s comments come after FPR, a unit of the Reserve Bank of Zimbabwe and the sole authorised official buyer of gold, raised the foreign currency retention threshold for gold producers from 55 to 100 for small miners/buying agents and 70 for large scale producers.

Small-scale producers/ buying agents and artisanal miners, who account for 60 percent of the country’s annual production would be paid

in cash at a flat price of US$45 per gramme of gold, which authorities will discourage smuggling of the yellow metal.

“Small-scale gold buying agents will have to enter an agency agreement with FPR, which contract shall clearly spell out the terms and conditions under which the agents shall operate,” FRP general manager Fradreck Kunaka, said in a statement on the new framework.

Primary producers will therefore have the 70 percent of sales proceeds deposited into their nostro account at the ruling exchange rate, currently fixed at $25 to US$1, while the balance will be paid in the reintroduced local currency, the Zimbabwe dollars.

Kwesu said the upward review of the retention thresholds was a step in the right direction, specifically the principle of adjusting the (forex) retention ratio for big producers to 70-30 ratio. Mwinilunga fruit processing plant progressive SOCIAL MEDIA MY HOME ATTACKED BY 6 MEMORIAL PARK MANAGEMENT (one or two very drunk) So while I was away from home about 18 hours on official duty at the ZAF base, some strange people of about six came.

They introduced themselves as management officials of the memorial park cemetery that we earlier in the day mentioned they were forcing blacks to sleep in the cemetery three months nonstop for some corona reasons.

We came to know about it from one of the whistleblowers held inside and sent a note to my home across the road.

The management officials who came home despite being told I was not there, opted to harass, insult, threaten and abuse my home security guards and other domestic workers. There was a near punch up at my gate as they insisted to enter.

When I was told via phone I wondered why they would behave like that unless maybe they were drunk. This I had no doubt later after I arrived back and they came back.

Long story short, I doubt they will ever enter my home yard and house ever again.

OPPOSITION MUST DEBATE BILL 10 IN PARLEY Dear Editor,

WEEK’S time or so Parliament will be resuming its sessions after it adjourned in the wake of the Covid-19 pandemic.

One of the bills on top of the agenda is the controversial Bill 10 which is supposed to be brought back to the House for further debate.

The opposition has always been against the bill and I can only wonder if they will take a different stand after the recess.

Debate for and against have been going in the country since the bill was tabled in Parliament early last year.

My prayer is that all arguments and contentious issues surrounding the Bill should be solved once and for all as

the nation heads towards the 2021 presidential elections.

I fear that failure to do so could result in more confusions yet the Bill was an opportunity for those are against it to present their side of the matter.

What baffles me is that the United Party for National Democracy (UPND) which is among opposition parties against contents of the bill is not certain about what it wants.

It has criticised bill through and through without giving reasons why apart from claiming that it was meant to enable President Lungu secure a third terms.

In my view, the opposition party should tell the nation what is bad about Bill 10 instead of just condemning.

Let them come up with

alternative suggestions if contents of the Bill are not making sense instead of walking out of Parliament.

I hope they won’t this time around. I would rather they fought it from within the House.

We vote them to Parliament so they can make decisions on our behalf based on what we want as electorates and not their own wishes.

So the electorate say they want Bill 10 the way it is, who are they to reject it? I don’t think all contents in Bill 10 are obnoxious My appeal to opposition MPs is go and fight our case in Parliament, don’t walk out.

The nation needs to put to rest the issue of Bill 10 as we head towards 2021 elections.

Dear Editor, IT is encouraging to hear the government will finish construction of the fruit processing plant in Mwinilunga.

At the weekend, President Edgar Lungu said works that had slowed down at the plant due to the Covid-19 outbreak would, would resume.

As a country, I know that we are endowed with vast natural resources such as varieties of fruits, among others, which we have not taken advantage of to produce wealth for ourselves.

But I believe time had come for us to start processing the fruits, some which just go to waste to add value to them.

Mwinilungu is home to pineapples little wonder the UNIP government had decided to set up such a factory there.

So instead of year in year out harvesting and looking at the fruits as they are, it will be good to add value by processing them into other products such as drinks among other products. In this way, the factory will create jobs for t youths in the area.

Not only that, the economy in the district will improve as money will be in circulation and spill over benefits will extend to other districts in the province. But pineapples are not the only fruits in the country. Mangoes and guavas are other fruits that are in abundance once in season in many provinces.

I urge the government to see the fruit processing plant to fruition so that they could end in at the processing plant in Mwinilunga and others which may be set up in the near future. I wonder what has happened to plans to set up a fruit processing plant in Katete where mangoes where in abundance once in season too.

With these fruit processing plants at work, we can produce locally made health drinks as opposed to relying on foreign ones. In this way Zambians will be assured of jobs.

In my opinion, Covid-19 has taught one thing, that is, to be self-sufficient in things which we manage to produce on our own and indeed they are many.

I am urging government and Zambians to at large to take advantage of the Covid-19 impact to come up with innovative ideas on solving its own problems using home grown solutions.

FTEN times, Zambians are referred to as being forgetful and it's for this reason that we exist to remind those with interest in the manner national matters are handled of how some key political players are nothing but opportunistic scavengers who only care about their personal political ambitions.

Being in opposition does not mean one must practice politics of deception. From claiming that ZAFFICO, ZNBC and Zesco have been sold to the Chinese, UPND president Hakainde Hichilema has shamelessly shifted to insinuating that Government, through ZCCM-IH, sold a gold mine to foreigners at $2.5 million.

Now, hear it from us, no gold mine has been sold to the Sudanese nationals for $2.5m. It's equally disheartening to notice that while the facts are in public domain over this issue, many have chosen to be misled instead of taking upon themselves to read and understand.

They say the definition of stupidity is knowing the truth, seeing the truth, but still believing the lies. So Mr. Hichilema is either stupid or a liar who thinks Zambians are stupid.

We would go for the latter in agreeing with what the late President Levy Patrick Mwanawasa observed about Mr. Hichilema.

On pages 211-212 of “Levy Patrick Mwanawasa: An incentive for posterity” written by Amos Malupenga and edited by Professor Fackson Banda, the late President says: "The problem Mr. Hichilema has is the fact that he wants to cheat, to mislead, to show that he is what he is not. His understanding of politics is that it doesn’t matter; you can cheat, provided you get your goals!"

We challenge Mr. Hichilema to tell Zambians the name of the mine ZCCM-IH has sold to the Sudanese nationals. We know he wants to sound relevant but we equally agree with President Mwanawasa in acknowledging that Mr. Hichilema wants to show that he is what he is not.

So what has really happened?

Later, ZCCM-IH took interest in its operations, in line with its mandate, which led to the current partnership with the Sudanese firm. That partnership has been actualised through a special purpose vehicle called the Consolidated Gold Company Zambia Limited (CGCZ).

CGCZ has been granted a mining processing licence in Rufunsa where it has approached two licence holders namely Chembe Gold Mine Limited and Sabi Gold Mine Limited.

The mines remain the properties of Chembe Gold Mine and Sabi Gold Mine.

The partnership is to use the mineral ore material from these mining companies to process gold. That partnership entails that 65 percent of the gold will be for CGCZ and 35 percent for the licence holders.

Currently, CGCZ has applied for another mineral processing licence for Mumbwa where the company has approached a licence holder, Array Limited to utilise their mineral ore material.

In other words, both CGCZ and Karma Mining Services are not carrying out any mining of the gold ore material but partnering with existing licence holders. All the gold recovered through this partnership shall all be sold to the Bank of Zambia, as

per government policy.

Even though the law on the declaration of gold as a strategic mineral has not yet been concluded, the guarantee of securing the gold from this partnership comes from the contractual obligations of the parties and the directive to ZCCM-IH by Government.

As can be seen from the explanation, this ZCCM- IH partnership with Karma is for the purpose of establishing gold processing facilities in the two sites namely Rufunsa and Mumbwa.

The processing facilities have partnered with three existing licence holders out of a total of three, 666 licences in Zambia. So Mr. Hichilema must prove his ingenuity by raising funds and partner with the remaining 3, 663 licence holders instead of issuing misleading statements over the issue he does not fully grasp.

It should be emphasised that Government encourages companies to invest in the mining sector and some have specialised only in processing materials such as Karma Mining Services, the subject of the current debate.

There are 39 other companies that have mineral processing licences over tailing dumps and other mine tenements. Government has no objections to partnerships that ensure we increase the gold production because ultimately all the gold from the partnerships must end up with the central bank.

It is very clear that in the absence of a verifiable alternative development agenda that should render the current one obsolete, Mr. Hichilema has chosen to mislead the nation on straight forward national matters knowing that many Zambians would rather be told about important issues

Away from the usual political rhetoric, President Edgar Lungu is making the right political and economic decisions.

Who has forgotten that Mr. Hichilema, in his limited wisdom, was advocating for a total lockdown when we all knew that Zambia could not economically afford a total lockdown. What, then, is leadership if it's missing in times of crises?

Coronavirus cases in Africa remain lower than in some other parts of the world due to "strong country leadership," the World Health Organisation's (WHO) Regional Director for Africa said on Thursday.

Africa has just 1.5 percent of the world’s reported cases of Covid-19, and less than 0.1 percent of the world’s deaths, according to the UN health agency.

"With strong country leadership and implementation of social and public health measures, cases in Africa remain lower than in some other parts of the world,'' Dr. Matshidiso Moeti told a joint media briefing with WHO and the World Economic Forum.

But back home, the opposition has downplayed the work of the Multi-sectoral Taskforce On Covid-19. This is not the democracy we need. This misplaced ideology of worshipping individuals over understanding party policies must end.

Mr. Hichilema's future Minister of Finance and other senior UPND advisors advised President Lungu, to immediately seek an IMF bailout package. This is the Government in waiting.

Have we forgotten so quickly our nasty experience with the IMF? Let's consult President Kenneth Kaunda over the subject.

We want leadership that will once again effectively put money in the hands of Zambians and not foreigners. For this reason, we expected Mr. Hichilema's advisors to push government to operationalise the newly created ZCCM Gold Company or the Marijuana for Medicinal Purposes programme.

Yes, sustainable economic engagement away from the current political comedy to win Mr. Hichilema votes from ignorant voters. We doubt that

The noise surrounding the appointment of debt advisors I AM not surprised that there is debate over the procurement of advisory services for Zambia’s debt.

The debate is driven by probably lack of depth with regards to knowledge on international money and capital markets. These things are relatively new in Zambia.

In international finance, especially in areas that involve big money, both lenders and borrowers acquire the services of financial and other advisors to help structure financial packages.

Here are some examples.

SYNDICATE LOANS.

A syndicate loan is a loan given to a borrower by two or more lenders under one loan agreement. Syndicate loans are huge meaning one lender cannot afford to provide it. So lenders team up to lend to a borrower under 1 loan agreement.

In order to arrange that loan, the borrower advertises for the procurement of the services of a bank advisor. This advisor will be the one to guide in the whole financing structure.

The advisor can now advise whether the borrower should go for corporate finance (borrowing with recourse), project finance (borrowing with no or limited recourse with project future cash flows acting as collateral).

After choosing the bank advisor and deciding on type of funding needed, the syndicate proceeds.

In order to organise a syndicate loan, the borrower also advertisers for the services of a bank arranger.

The arranger is the bank that arranged other banks to lend to the borrower.

The arranger role can be played by the bank advisor in a model called Integrated approach. Where the roles are separate it’s called specialisation model. Alongside the bank advisor and bank arranger, the following are the banks that take part in syndicate financing: • Account Banks, this is the bank through which all project cash flows pass.

• Technical Bank, this is the bank that looks at the technical aspects of the loan agreement • Facility Bank, this is the bank that handles and coordinates the loan on behalf of all banks • Insurance Bank, this is the bank that handles

the insurance aspects of the loan agreement.

It should be noted that such services are acquired by the borrower from banks also for the following reasons: Debt restructuring Debt management (especially commercial debt) Issuing Commercial debt such as Eurobonds, Bulldog bonds, Matilda bonds, kangaroo bonds, samurai bonds, yankee bonds among others.

The following are the things borrowers look at when appointing bank advisors: • • • •

Experience in the international capital and money markets, Track record of performing similar services Ability to mobilise other international banks Knowledge of market players and contacts among others.

Bank advisors should also be ready to perform the roles of a lender to instill confidence in other banks that plan to join the structuring of finance.

So from this, you can see that what the Zambian government was looking for is not human beings or individual economists but experienced international banks.

The price of these advisory services can be costly because of the work and amounts of money involved.

To understand the magnitude of the subject, citizens should read wide on the funding of the euro tunnel.

Of our total external debt of $11bn annual interest is estimated at about $1bn. Refinancing even $1bn of, say, Eurobond debt at a 1 percent better interest rate yields annual savings of $10m.

However, a caution that with the deterioration in the sovereign credit rating of Zambia it

may not be easy to find takers at lower interest rates. That’s why the IMF programme remains very key to raising credit worthiness and perceptions for

attracting capital into Zambia, including refinancing debt.

Debt buy back. This involves raising money to pay off

debts at their existing trading values that are lower. As you will note in the article the second Eurobond is trading below 50 cents per dollar from 94

cents two years ago.

Debt reduction. Where the creditors agree to a lower principal repayment. This is, however, not feasible for commercial debt such as Eurobonds. May work for public debt. There is a presumption of

value for money in a restructuring deal. I have seen comments online of people questioning why the contract could not be given to local Zambians adding that we have so many PHDs etc.

The answer is that what is involved is strictly business and requires operatives in the global financial markets.

It is not so much about understanding the local context or fiscal expenditure. Local experts of course know this better.

Whether they have PHDs or not is irrelevant.

This contract is about restructuring our external debt with external players. It should not be misunderstood as though local experts have been ignored.

In investment banking, agency fees are normal. Even at debt contraction fees are paid to agents. Restructuring even has a stronger business case for paying fees.

Bankruptcy Tsunami Begins: Thousands of default notices are "Flying Out The Door"

"The landlords do have the legal contract," said Green Street Advisors senior analyst, Vince Tibone. "However, from a practicality standpoint, a lot of these retailers are on the brink of bankruptcy and simply cannot pay right now."

However, as noted above, landlords are of course still

stuck with their own bills including bank debts which they're expected to pay. On Thursday we reported that US malls are in a crisis which started in January as vacancies hit a record high.

And earlier Friday we reported that US retailers have accounted for the bulk of defaults over the past two months, as they were forced to temporarily close stores in response to the Covid-19 pandemic.

Retailers Neiman Marcus Group, J.Crew and J.C. Penney have already filed for Chapter 11 bankruptcy protection this month in the United States.

But the real bankruptcy wave was just waiting for the unspoken covid-related grace period to end, and for the default notices to start flying.

The letters began arriving in March and early April, “but the rate of such notices picked up materially in late April and early May,” Stage Stores said.

Some landlords began locking the company out “and

threatened to evict the debtors and dispose of the in-store inventory.” The company also said that "responding to and managing these default notices and related litigation outside of Chapter 11 would have been a monumentally difficult task." "It’s not like there’s a lot of investors out there looking to buy retailers in a Chapter 11," said Grasier, adding "Landlords and retailers need to really come together and realise that this a shared pain."

Some landlords get it, according to Tom Mullaney, managing director of restructuring at real estate services firm Jones Lang LaSalle. Retailers he represents are getting default letters that are understanding and sympathetic; other landlords strike a more combative tone.

What’s more interesting is the action, or lack of it, by the landlords afterward, Mullaney said. “In a lot of cases, the letters that are being sent aren’t being followed up on,” he said - the landlords are simply preserving their legal rights. Maybe they just don't have the fund to retain lawyers? Others, meanwhile, are just taking the law into their own hands: some property owners have run out of patience and have locked out Mullaney’s clients.

“The environment is getting pretty testy and emotional on both sides of the table,” he said. “The only thing worse than being a retailer right now is being a retail landlord.” – BLOOMBERG NEWS.

Argentina hires Lazard, HSBC and Bank of America to broker debt restructuring

SANTIAGO - Argentina’s government said yesterday it had hired Lazard as financial advisor and Bank of America and HSBC as debt placement agents for the debt restructuring process it hopes to close by the end of March.

In a brief statement the Finance Ministry limited itself to disclosing the

names of the financial institutions that will be intermediaries for the restructuring of close to $100 billion in public debt.

The operation is backed by the International Monetary Fund (IMF) and the talks are expected to continue from today in Buenos Aires. – REUTERS.

WASHINGTON - Two weeks ago, when showing the uncanny correlation between defaults and the unemployment rates, we predicted that the number of Chapter 11 filings that is about to flood the US will be nothing short of biblical.

All that was missing was a catalyst... and according to Bloomberg that catalyst arrived in the past week or so, as retail landlords have been sending out thousands of default notices to tenants, who in turn have experienced a collapse in foot traffic, sales and cash flow due to the Covid-19 pandemic, and are simply unable to pay their debt obligations.

According to Bloomberg, restaurants, department stores, apparel merchants and specialty chains have been receiving notices from landlords - some of whom have gone as long as three months without receiving rent.

"The default letters from landlords are flying out the door," said Andy Graiser, co-president of commercial real estate company, A&G Real Estate Partners. "It’s creating a real fear in the marketplace."

Pressure from default notices and follow-up actions like locking up stores or terminating leases was cited in the bankruptcies of Modell’s Sporting Goods and Stage Stores Inc. People more important than the economy, pope says about Covid crisis VATICAN CITY - Pope Francis said yesterday that people are more important than the economy, as countries decide how quickly to reopen their countries from coronavirus lockdowns.

Francis made his comments, departing from a prepared script, at the first noon address from his window overlooking St. Peter’s Square in three months as Italy’s lockdown drew to an end.

“Healing people, not saving (money) to help the economy (is important), healing people, who are more important than the economy,” Francis said.

“We people are temples of the Holy Spirit, the economy is not,” he said.

Francis did not mention any countries. Many

governments are deciding whether to reopen their economies to save jobs and living standards, or whether to maintain lockdowns until they are sure the virus is fully under control.

The pope’s words were met with applause by hundreds of people in the square, many of whom wore masks and kept several meters from each other. The square was reopened to the public last Monday. Normally tens of thousands attend on a Sunday. The last time the pope delivered his message and blessing from the window was March 1, before Italy, where more than 33, 000 people have died from the virus, imposed a lockdown. MUFULIRA Central Member of Parliament, Evans Chibanda, has donated sewing machines, hand sanitisers, face masks and clothing materials for learners, who will resume classes today.

Dr Chibanda also empowered a female tailor with a contract to make face masks for all schools in the constituency.

Dr Chibanda indicated that an upfront payment had already been made to the tailor and that quality face masks would be made as quickly as possible.

tance to quality education, hence the directive to reopen examination classes in schools.

Residents want Ndeke Village MiniHospital completed

PRESIDENT Edgar Lungu's assurance that Government will complete all developmental projects has brought hope to the people of Ndeke Village in Kitwe where a mini-hospital has remained unfinished for nine years. The Ndeke-village mini hospital , which was started during the MMD regime, has remained uncompleted and only operates from 08.00 hours up to 17.00 hours.

Ndeke Village resident, Kelvin Chipili said, from President Lungu's assurance, he was hopeful that the Ndeke village mini-hospital would be one of the developmental projects to be completed.

While in Ikelenge, last week, President Lungu assured that all developmental projects would be completed.

Mr Chipil said infrastructure developmental was cardinal in economic growth.

"We may be facing a number of challenges as a country, but in

terms of infrastructure development, the PF has tried its best and we need to give credit where it is due. If this Covid-19 did not come, we would have done a lot.

"However, we have hope in President Lungu when he says he wants to see all developmental projects completed. As residents of Kamfinsa constituency and Ndeke village in particular, we are hopeful that the Ndeke village mini-hospital will be one of the developmental projects to be completed,'' Mr Chipili said.

Meanwhile, Mr Chipili has been donating masks to marketeers and explaining the need to fight the Covid-19 pandemic.

Kansanshi takes primary education on air

By JACKSON MAPAPAYI KANSANSHI Mining PLC has partnered with the Ministry of General Education to feature education programmes on Solwezi Radio for learners in primary schools.

The programme dubbed, “School on Radio” would initially run from June 1 to the end of July, subject to review depending on the level of Covid-19, which led to closure of learning institutions.

Kansanshi Mine Public Relations Manager, Godfrey Msiska, said the programme would reach approximately 150,000 primary school pupils in five districts of North western province.

The districts would include Solwezi, Kalumbila, Mwinilunga, Kasempa, and Mushindamo.

Mr Msiska said the mining firm decided to sponsor the programme in order to afford pupils an opportunity to continue learning through radio instead of remaining idle.

“This initiative would ensure that primary school learners who were not covered by the Government initiated programme that provides TV based lessons only for secondary schools are also catered for,” he said.

The programme will run at a total cost of K1.27 million and 67 percent of the budget would go towards the cost of airing 175 episodes on Solwezi Radio.

And North-Western Province Minister, Nathaniel Mubukwanu, said Government was grateful for all the help from corporate world in the fight against Covid-19.

The minister said this in a speech by the Assistant Secretary Ms Beatrice Muyambango at the launch of the programme.

Mr Mubukwanu said the programme would reach out to thousands of pupils with high quality education.

“These pupils would otherwise have been idle at home and exposing themselves more to Covid-19 had it not been for the introduction of this school radio program,” he said.

He however mentioned that the success of the programme would depend to a large extent on community awareness and participation.

Meanwhile, Solwezi FCC radio Executive Director Elisha Kyanamina assured that the station would go an extra mile to work with Government and other stakeholders to take education to the children in all languages authorised.

Mr Masowe said since the water tank was damaged, the facility had been failing to manage the garden.

Mr Siamunene then pledged to purchase a new 5, 000-litre tank for the facility. Meanwhile, the number of residents at the facility has reduced to 27 were men while seven are women.

Clearing agent convicted of defilement

By ANDREW MUKOMA A 33-YEAR-OLD clearing agent of Katima Mulilo border in Sasheke has been convicted of defilement and committed to the Mongu High Court for sentencing by a magistrate’s court.

Sesheke Resident Magistrate, Francis Phiri, committed Bright Manengu, who had pleaded not guilty to the offence.

Manengu in February this year defiled an underage girl, who was under his care at Zambezi River Transport Compound commonly known as (ZRT) in Sesheke.

Manengu was on March 20, 2020 arrested after he was found to have defiled the girl whom he lived with before he shifted from ZRT Compound to Katima Mulilo border.

When he appeared for judgement before Mr Phiri, Manengu said he was guilty of the offence and was convicted accordingly.

However, the magistrate explained that the court did not have power to impose a sentence and therefore, commit him to the High Court for sentencing.

The South African Sunday Sun newspaper wrote that Khumalo, 27, opened a case of assault against the striker at the Midrand Police Station on the material day and he was told to appear in court last

Tuesday.

Shonga, who is an Inspector in the Zambia Police Service, failed to appear in court, forcing the magistrate to issue a warrant of arrest.

“On Sunday 24-05-2020 at about 00h20 early in the

morning, I was at my complex (Sandridge Heights), walking toward my house when I noticed my boyfriend, Mr. Justin Shonga, was with a girl at the same complex.

“I confronted him and asked him about this girl, we started arguing where he followed me to my house. In the house, Mr. Shonga began assaulting me, with his open hands, pushed me and I fell on the couch where he continued beating me.

“By that time, I was crying for help. This went on until other people from our complex came to help me. Miss Sbongile Homu told Mr. Shonga to stop beating me or else she’ll call the police.

Then, Mr. Shonga stopped beating me,” read the affidavit.

Efforts to get a comment from the striker was unsuccessful as his phone was off while Orlando Pirates administrative officer Floyd Mbele remained mute.
