FAMILY in Lusaka West is on the verge of losing its farm on which it also built a primary school through a dubious scam, allegedly orchestrated by some government officials.

However, the Ministry of Lands claims the land was idle and therefore reposed.

Despite being up to date with paying ground rates, the Commissioner of Lands has allegedly told them the Ministry of Lands does not know them but only recognised those who paid K20, 000 for the new plots.

Shonga is new LAZ president

ABYUDI SHONGA, former Attorney General in the Rupiah Banda -MMD-led government, has been elected as Law Association of Zambia (LAZ) president taking over from Eddie Mwitwa.

Mr. Shonga, beat Mutumu Mwape, who was before the election, a LAZ council member, during the elections held yesterday at Avani Victoria Falls Resort in Livingstone, Southern Province.

Meanwhile, Lungani Zulu, went through unopposed and is new LAZ Vice President, taking over from Musenge Musukwa.

Other LAZ leaders who have been ushered into office include Sokwani Chilembo as Secretary and Ngosa Simachela, as treasurer.

Mr Shonga And former LAZ president Eddie Mwitwa said he decided not to recontest because he believed he had run his race.

Mr Mwitwa said he wanted to focus more on his family and law practice. Those elected as LAZ council members are Anne Gray-Kunda, Siakoola Pasi, Zacchaeus Musonda, Chintu Mulendema and Benson Mapalo.

Others are Matilda Kaoma, Steven Simwanza, Kampamba Kombe and Billingtone Mosha.

Only 12 members are required to be on council.

CEC appeals against high court decision on common carriers declaration

COPPERBELT Energy Corporation (CEC) has moved to the Court of Appeal challenging the decision of the minister of energy to declare its transmission and distribution lines as common carriers.

This was after the High Court refused to consider CEC’s application for Judicial Review against the minister.

CEC has cited the Attorney General and the Energy Regulation Board in the matter.

In its skeleton arguments in support of notice of renewal of Ex-parte application for leave to apply for judicial review, CEC said it has sufficient interest in the matter as it is directly affected by the decisions of Energy minister Matthew Nkhuwa and the Energy Regulation Board.

CEC also wants to challenge the decision by the Energy Regulation Board which set the wheeling tariff before the parties negotiate terms of use.

CEC wants to challenge Mr Nkhuwa and ERB’s position on grounds that it is illegal, procedurally improper and the motive is in bad faith.

It said under Section 15(2) of the Electricity Act once a minister declares a transmission and distribution line as a common carrier, the terms and conditions of use ought to be agreed on between the owner of the transmission and distribution lines and any enterprise that intends to use the said lines. CEC stated that the matter is only referred to the ERB in the event of default in agreement between the owner and the enterprise.

UPND JUSTIFIES ATTACK ON PF CADRES

“The minister has no power under Section 15(2) of the Energy Act to order that the terms and conditions of the transmission or distribution line should be determined by the ERB. What the minister did is acting ultra views the enabling Act,” CEC said.

“The minister acted outside the law that regulates his decision making power as he ignored the procedural rule expressly laid down in Section 15(2) of the Electricity Act by which the jurisdiction to pass SI. 57 of 2020 which was conferred on him. This is clearly an illegality committed by the minister.” CEC said It stated that the illegality spins around the distinction between a distribution and transmission network as enshrined in the Electricity Act. CEC said it has numerous transmission and distribution lines dedicated to many customers on the Copperbelt and Democratic Republic of Congo therefore Nkhuwa ought to have specified which transmission and distribution lines he had declared as common carriers out of the lines owned by CEC. It also argued that the ERB cannot set the wheeling tariff before the parties negotiate terms of use and fail to agree.

CEC argued that ERB’s role can be described as a ‘default role’ which only comes into play when the parties have failed to reach an agreement.

“In this case however ERB determined the wheeling tariff on the interim basis CEC and ZESCO had engaged in discussions over the same. No provision under the Electricity Act allows ERB to do what it did,” CEC stated

THE United Party for National Development (UPND) says the attack on PF members in Mufulira at the weekend should serve as a lesson to leaders in the ruling party.

UPND Copperbelt Province Secretary, Howard Kamwandi, told the Daily Nation in Kitwe that PF members should draw lessons from what transpired in Mufulira.

“The incident that happened in Mufurila on Friday and Saturday where residents mobilised and repelled an attack by PF members should serve as a lesson to the PF that the discontent against the ruling party is countrywide and not regional,” Mr Kamwandi said.

He Government leaders should not only listen to voices that praised them but should also listen to those that criticized them.

According to the opposition party, the Government had a systematic crackdown on dissenting voices.

Mr Kamwandi said that Zambia was a democratic country, stressing that it was important to let the citizens enjoy their freedoms of expression. He called on Government to protect the rights of Zambians and allow them to express themselves freely.

On Friday, UPND cadres descended on PF members in Mufulira in the Central Business District when opposition leader Hakainde Hichilema featured on Mafking Radio.

Several PF members were severely injured and rushed to the hospital where they were admitted.

But Mr Kamwandi instead advised Government pay attention to the high cost of living that the people were subjected to.

“Zambia is for everyone and no-one has the right to bar anyone else from any part of the country. Let us not divide our Christian nation in the name of strongholds,” Mr Kamwandi advised.

Meanwhile, it has emerged that the people who were attacked by violent UPND cadres in Mufulira were not PF members but mere innocent residents who were going about their business in town.

A member of the PF mobiliaation media team Davies Mulenga said it is not possible that only three people from PF could have made an attempt to attack cadres who were camped outside the radio station where the UPND president Mr Hakainde Hichilema was being featured.

He said UPND was a group of propagandists who would always try by all means to create an impression that PF was

violent.

Mr Mulenga said after analysing videos that have gone viral on social media, he noted that the people who were injured were just passersby and not PF sympathisers.

“Our PF youths and sympathisers don’t move in isolation, and when they are on a mission, they move together with regalia on them,” he said.

Mr Mulenga said that 90 percent of PF sympathisers and members have regalia and there was no way if really the youth UPND claims were from the ruling party could have gone there without putting on the PF uniform.

“If you look at the whole Mufulira saga, you will realise that UPND just want to change the story, so that it can look like PF was badly beaten and we’ve lost popularity.

“All the three people who were beaten and injured were not even putting on PF regalia meaning, those people were mistaken to be PF youths with the intention of causing tension and violence in Mufulira,” he said.

Mr Mulenga said PF youths on the Copperbelt are well organised and work in unison, adding that the story that PF youths were beaten was cooked up meant to deceive the public.

Ignore noise makers, work harder, 44 netted in President directs PF members gold raid

IGNORE the noise from the opposition and work harder because they oppose even when things are good, President Edgar Lungu has directed the ruling Patriot Front and Government.

President Lungu said the opposition in Zambia were different from those in other countries because they oppose even positive things.

He directed the ruling party and Government not to listen to ‘noise’ from the opposition as it was only meant to distract them.

President Lungu warned that the ‘noise’ the opposition were concentrating on when the ruling party was offering a hand of cooperation would cost them votes in 2021.

The President said this in Sioma yesterday when he addressed multitudes of residents who came to welcome him after inspecting developmental projects.

“It’s not the responsibility of the opposition to oppose everything. But the opposition in Zambia is different because they oppose even what’s good. If you offer them food today, they will say no but wash our hands to eat the same food,” he said.

President Lungu said the opposition should be ignored because Zambians were bigger than any opposition party.

He said focus should be on delivering development to the people so that lives were uplifted. President Lungu however called on the opposition to work with Government in fostering development to people.

Zambians in SA form aquaculture unit

By KALOBWE BWALYA THE Zambia Association in South Africa (ZASA) has established an aquaculture business forum aimed advancing aquaculture business among Zambians in South Africa.

Zambia’s High Commissioner to South Africa Major-General Jackson Miti, who is also ZASA patron says the establishment of the unit would contribute to the interest and development of the sector

in Zambia.

Maj-Gen Miti said the initiative was progressive and in line with the diaspora policy which aims at, among other things, economically empowering Zambians abroad.

Maj-Gen Miti also noted that the aquaculture unit of ZASA would help to enhance the country’s food and nutrition security.

And ZASA business forum chairperson George Zozi said the organisation has partnered with one of the leading South

African aquaculture firms to help improve livelihoods of beneficiaries in the value chain.

Mr Zozi said that about 67 Zambians living in South Africa had so far shown interest to take part in the project as it would economically empower the youth and those about to retire.

Mr Zozi also explained that the unit had so far conducted a study tour of an aquaculture farm based in Johannesburg belonging to the partner organisation.

FORTY-FOUR illegal gold miners, including three women, have been arrested in Chama district in a major raid, which resulted in the seizing of gold and 20 water pumps.

The illegal miners, who had camped at Kafitimbe area, were found with 10.96 grammes of gold, 23 grammes of fake gold, 38 shovels, 29 picks and 20 Water pump make OHV WP. Muchinga Province Commissioner of Police, Joel Njase, confirmed the arrest of the 44suspects who were rounded up on Saturday in Kafitembe village in Chief Chifunda’s area.

The illegal mining camp was established along Kasongolo stream in Musalungu Game Management Area.

“Chama District Joint Operations Committee successfully conducted an operation of illegal gold mining that has been going on in Kafitimbe village in Chief Chifunda’s area of Chama on Saturday around 07:00 hours.

“This is about four km from the main road and they apprehended a total of 44 people including three woman and 41 men,” Mr Njase said.

He identified the suspects as Michael Nkhata 25 of Lumezi District, Isaac Banda 32 of Lundazi district, Isaac Nyirenda 40 also of Lundazi, Joel Nyirenda 25 of Lundazi, Grant Zimba 41 of Lundazi, Simon Ngoma 27 of Lumezi district.

Others were Jackson Sichone 52, Zondani Nyirenda 32 and Allan Gideon 30 also of Lundazi district, Martine Banda 42, Samuel Mwanza 23, Chisomo Banda 32 Elizabeth Banda 50 and Mapopa Chilambo 35 and Duncan Zulu 21.

Mr Njase said all the 44 suspects were detained at Chama Police station.

‘DUBIOUS’ LAND DEAL From Page 1

“This was because the property had deteriorated, which was a breach of the lease agreement.

The property owner had further neglected to pay ground rent which stood at K254, 133.00 as at September, 2007.

“Hence, the farm was replanned and allocated. During the reallocation the Kamanga family was given first priority and consideration and were allocated six out of the 21 plots that were created. The ministry has also left a portion for the community school which is run by the Kananga family,” Ms. Zulu said.

Ms Judith Kamanga, daughter of late Jairos Kamanga, who worked for a white man, Noel Foster, who owned farm number F/197/as/S from 1953 to 1976, yesterday said in 1976, Mr. Foster decided to go back to Britain and left his son in-law, Jeff McLean.

Ms Kamanga said it was unfortunate that the government which should have been looking after their interests, was in the forefront grabbing their heritage and wondered where the family was expected to go.

Ms. Kamanga said her father served under Mr. McLean until 1999 when criminals invaded the farm, tied her father, squeezed him into a sack, and threw him in the empty swimming pool before aiming at him but that bullets missed him.

Convinced that they had killed him, they headed to Mr. McLean’s house whom they robbed

of all the money at gunpoint after tying him. Fearing for his life, Mr. McLean left the farm and relocated to Emmasdale where he stayed for a year without getting back to the farm, leaving her father without money or food.

She explained that her father then made a follow up and that in January 2000, Mr. McLean went to the farm and gave her father K125 for food.

“On December 4, 2000, Mr. McLean came back to the farm telling my father that he did not have any money to pay him his pension but that he was going to give him the farm as his terminal benefits. Mr. McLean wrote a letter to that effect and told my father to push for change of ownership of the farm to his name and Mr. McLean left the country for Mauritius.

“My father started paying ground rates to the Lusaka City Council from 2000 until his death in 2008 before he concluded the change of ownership but we continued paying ground rates. We have even paid for ground rates for 2020 without any problem at the council,” Ms. Kamanga said.

She explained that it was in 2017 when with her brother wrote to the Ministry of Lands to change property ownership that the confusion started.

“In 2017, my brother and I started pushing for the change of ownership to our names but the moment we wrote to the Ministry of Lands, that is when people started coming here claiming this is their land.” she asked.

HE enactment of Bill 10 into law is the answer to chieftaincy wrangles that have rocked the country, President Edgar Lungu has told bickering traditional leaders in Western Province.

The President said this when traditional beseeched him to interfere in the wrangle between the Nkoyas and the Barotse Royal Establishment (BRE).

This followed a heated debate between traditional leaders belonging to the Nkoya and Barotse Royal Establishment over recognition and boundary issues when they met President Lungu in Luampa yesterday.

The chiefs who could not hide their divisiveness called the President to intervene in the wrangles that had become deep-rooted.

Budget talks commence as treasury raises K6.8m from market bonds

By NOEL IYOMBWA PREPARATIONS for next year’s budget this week while government has raised close to K 6.8 billion from market bonds, Finance minister Bwalya Ngandu has announced.

In an interview, Dr Ngandu said that the provincial consultations will kick start next week where different stakeholders will be consulted so that they have their input in the budget.

He said consultation with stakeholders reveals what issues they wanted

attended to in the budget.

And Dr Ngandu has bemoaned reduction in revenue collection in all sectors of the economy due to the Corona virus pandemic.

He stated that revenue collection has been a challenge while on the other hand expenditure has increased .

He however observed that revenue collection is gradually improving as some few companies have resumed operating though most of them are on limited basis.

He also disclosed that

government will start paying pensioners, retirees and suppliers from the money raised from market bonds.

The minister said that government has raised close to K 6.8 billion from market bonds.

I will not apologise unless Veep apologises - Mweetwa I AM willing to apologise to the House, the Vice President of and the nation on condition that the Vice President apologizes first, Choma Central Member of Parliament Cornelius Mweetwa has said.

Mr Mweetwa during a press briefing in Choma said he is ready to offer his apology on condition that Vice President Inonge Wina recants the alleged statement she made that the opposition was behind the spate of gassing in the Country.

"I am willing to go back and apologise to the House, and also to her Honour the Vice President and to the nation on one condition. On condition that the Vice President should retract her statement that

the opposition were the ones behind the gassing and agitating for regime change," he said.

He said despite Professor Nkandu Luo's attack on him, he respects the vice president as a mother.

"As a mother I respect her honour the vice president, she's my mother, through her I see my mother and that cannot be disputed, I respect her but that has nothing to do with her statement,” he said.

"I find Prof Luo's statement that I am a young person and therefore i need to apologise for no wrong doing simply because her Honour the vice president is an elderly person, I find that totally unacceptable," he said.

No-one is above law – Kanganja

By NOEL IYOMBWA IT has been observed with concern that there is a growing tendency of political party cadres storming police stations with impunity as has been the case in the recent incidences recorded in Lusaka and the Copperbelt provinces, Inspector general of Police Kakoma Kanganja has said.

In a statement Mr Kanganja said that invasion of radio stations by political cadres whenever a political figure is being hosted has continued with the recent one being in Mufulira district of the Copperbelt province. He said that Zambia is a

Provisions of the police act, criminalizes any discreditable conduct at a police station and as such, any action by the police in this regard should not be taken as intimidation, “he said. He stated that the role of the police is to ensure that law and order prevails hence anything to the contrary will not be entertained.

Mr Kanganja advised that any person who may feel offended by content of any interview should follow the due process of the law by registering their grievances to the police or other relevant authorities and not taking the law into their own hands.

He further advised individuals without cases at courts of law to stay away especially this time when the country is faced with the Covid-19 pandemic.

SHALLOW POLITICAL RHETORIC IT is totally disingenuous, uncouth and fallacious for Cornelius Mweetwa to attempt diversionary rhetoric in support of his despicable utterance against Vice President Inonge Wina.

To doubt the mental capacity of the Vice President was not only in bad taste but a provocation that has predictably attracted condemnation from all well-meaning Zambians.

No amount of prevarication will atone the grave disrespect shown to the VP, a respected mother, grandmother and indeed woman of substance, which Mweetwa can hardly match.

Any student in rhetoric, which most lawyers are, know that ad hominen argumentation, which attacks the person than the issue at hand is only employed when an adversary has unassailable arguments. Instead of arguing the relevant issue, or ad rem, you attack the person, or aspects of the person.

It is insulting for Mweetwa to champion himself as a defender of freedom of speech and indeed a custodian of youth interests. He is just a spoilt, manner less child.

Zambians are not fools. You may indeed fool a few people for a while, but you cannot fool the Speaker and other people who understand these modes of argumentation.

You insulted the VP in her personal capacity, in an ad hominen mode, meaning that you departed from the issue at hand and referred to the VP in an irreverent manner, deprecating her mental capacity as being shallow.

You would have made your point by stating that the VP was wrong, but to ascribe untoward characteristic of her person was downright mean, wrong and unconscionable.

It is this irreverence that has shocked many Zambians who know the VP as an articulate woman of substance of very good standing as demonstrated by her ability to lead the business of the house in demonstrable excellence, sometimes even remaining cool in highly provocative circumstances.

Calling her shallow is an insult.

You may not agree with what she said, but to attribute this to a mental disability begs the argument, more so that you have not advanced any fresh knowledge or information on the gassing problem.

The VP may indeed have alluded to opposition collusion in gassing, perhaps informed by privileged knowledge. A number of people are appearing in courts of law and Mweetwa as a lawyer must appreciate the rule of subjudice, which precludes discussion of such matters.

Why indeed did Mweetwa take it upon himself as a UPND member to respond to the VP when there are more than 40 opposition parties in the country? Is there something he knows?

We have said this before and would like to repeat that the vacuous nature of our political discourse is frightening because it is premised on mob psychology bereft of substance. This is the case of Bill 10 that is now caught up in political rhetoric. There is absolutely no regard for substance.

While Mweetwa was using a style of argumentation, hundreds of his followers on social media cheered him on as a hero and champion of the oppressed.

For good measure, and in response to the adoring crowd that attended the Press briefing, Mweetwa added that, he would only apologize if the VP apologized for allegedly misleading the nation regarding the gassing.

This is asinine.

The VP represents an institution, the executive. She does not represent herself but works on information provided to her by the many arms of Government that she represents.

Therefore, singling out and insulting, an elderly lady, mother and grandmother, shows a serious lack of manners, requiring a rigorous lecture from alangizi. In Africa, we respect age and authority.

Equally, walking out on the speaker after refusing to accept guidance is itself another display of impudence and arrogance which must be discouraged if good order is to be inculcated in politics.

Livestock project incurs K4m loses as Kwacha depreciates

Briefing the President on the project, Livestock and Fisheries minister, Nkandu Luo said works which had stalled had now resumed after Government sourced some funds.

Prof Luo said the project was delayed because of a K4 million loss which was incurred following the devaluation of the Kwacha.

She said the funds were given in Kwacha to the equivalent of the dollar by several development partners when the project started but that the devaluation of the Kwacha resulted in loss.

When questioned why the money had continued to come in kwacha, Prof Luo said engagements were underway with sponsor to provide the funds in dollars.

"Engagements are underway to receive the financial support towards this project in dollars," she said.

She said Government had also sourced funds locally so that the project could continue.

Prof Luo said the project included housing units for farmers, shelter for animals such as pigs, goats and chickens among others.

She said the project included pasture growing programmes for farmers.

And President Lungu said he was touring the country to see to it that small projects being carried out in districts did not stall.

He said small projects made a big contribution towards the uplifting of livelihoods.

And Sioma independent Member of Parliament Mborolwa Subulwa expressed happiness that the President had taken time to check on the project.

Ms Subulwa expressed confidence that with the visit by President Lungu, funds would be sourced to complete the project.

Meanwhile President Lungu has observed that most of the forests had been encroached and that illegal timber dealings had increased.

State ‘concedes’ to paramount chiefs’ demands

The State through Principle State Advocate Kaumbi Mundia in his answer, urged the Constitutional Court to grant the declarations the traditional leaders are seeking but that each party should bear their own costs, as the petition raises serious constitutional issues.

The petitioners in this matter include Royal Highnesses Kalonga Gawa Undi and Mwine Lubemba Chitimukulu.

They have cited the Attorney General as the respondent.

In this matter, the paramount chiefs want the court to declare that Section 2 of the Chiefs Act in so far as it defines the word chiefs is unconstitutional and therefore null and void.

The chiefs also want a declaration that chiefly institutions of paramount Chief, senior chief and other chiefs continue to exist and guaranteed under Article 165 (1) of the constitution.

Another minister tests positive for Covid-19

The Minister who recently attended the funeral of his mother in Lunte, Northern Province said Covid-19 was real.

Mr Kafwaya confirmed in a telephone interview yesterday and called on Zambians to keep on adhering to health preventive measures that government had put in place.

Recently, Heath Minister Chitalu Chilufya and Information and Broadcasting Services Minister, Dora Siliya had also tested positive for Covid-19, but recovered.

‘DEVELOPMENT NOT A POLITICAL ISSUE’

President Lungu said no one would be left behind in the development agenda the PF administration was rolling out.

He said this during a meeting with acting Chief Muletalibonda, Chief Kaonga, Chief Kaungulu, Chief Lwambo, Chief Namakaya, Chief Mukubesa, Chief Simayumbula and Chief Kakuya in Sikongo shortly after commissioning the connection of Sikongo and Nalolo to the national grid.

President Lungu expressed disappointment that some political leaders had embarked on a mission to politicise the development Government was delivering.

"Some leaders are lying to people that we have neglected them when development is being rolled out to all corners of the country and we are proud of our record so far," he said.

President Lungu also appealed for patience as Government continues rolling out development to all parts of the country.

He assured people in remote areas that they were part of the development programme and would not

be neglected.

And a representative of the chiefs, acting Chief Muletalibonda thanked President Lungu for bringing development closer to the people.

He said people in the area were happy with the performance of the PF Government and expressed confidence that the Sikongo to Shangombo Road would be worked on soon as Government had done the Sikongo to Angola Road.

Earlier, Western Province Minister, Richard Kapita thanked the President for connecting Sikongo and Nalolo to the national power grid, saying it was the first time the two districts were connected with power.

Mr Kapita said economic activities would be revamped in the two districts with the connection of power as residents used to travel long distances to neighbouring districts to access most services.

"For a salon or barber, these people used to go all the way to Kalabo. Now they can do everything here," he said.

Meanwhile, Zesco director for distribution, Yona Sichalwe said residents would only be paying K760 connection fee instead of K4, 000 because of the red board system put in place.

Mr Sichalwe said the power utility firm was happy that the two districts were connected to the national grid.

CHIEF NDAKE DECRIES LOW VOTER TURN-OUT

HIEF Ndake of the Nsenga in Nyimba district has bemoaned the low voter turnout in his chiefdom during elections as compared to other areas in the country.

The traditional leader attributed the low voter turnout to frustration among his subjects and lack of knowledge on how voting was related to developmental agenda.

his palace when he met leaders from a consortium of civil society organizations from Lusaka.

He suggested several measures which Government should implement in order to increase voter turnout in the district.

"Government and the Electoral Commission of Zambia must work with traditional leaders and civil society to achieve a high voter turnout in 2021 and future elections," he said.

And Road Development Agency (RDA) has expressed happiness with the progress and the workmanship of the two contractors working on the 72km Turnpike –Mazabuka Road.

The 72km stretch has been divided into two lots, with one starting from Turnpike to Chikankata which is 38.5 km being done by China Henan International Cooperation Group Limited.

Lot two starts from Chikankata to Mazabuka which is 33.5km and is being done by China State Construction Engineering Corporation Limited.

In an interview, China State Construction Engineering site supervisor, Wang Shuang told

Government for building four secondary Schools in his chiefdom and that people in Nyimba were grateful that the institution had been constructed.

He called on Government to continue working towards the attainment of universal basic education by targeting rural youths.

He said through his interventions, the chiefdom had dissolved 12 early child marriages and taken back the girls to school.

asked the civil society to simplify Bill 10 into a booklet so as to make it easier to understand.

"What I ask of you as civil society is that you must simplify Bill 10 by producing a booklet which explains what you have ably explained today," he said.

He thanked the civil society organizations for explaining the contents of Constitution Amendment Bill number 10 with clarity and dispelling the misinformation surrounding it.

Tutwa mocks opposition over impeachment

He said those thinking of using that to remove the President from office were just day dreaming.

Mr Ngulube was commenting on suggestion by Patriots for Economic Progress (PeP) leader Sean Tembo that the opposition should consider impeaching President Edgar Lungu for posting pictures of road works in Nigeria claiming the works were being done on

Mazabuka- Kafue road.

Mr Ngulube advised Mr Tembo to read article 108 of the constitution to understand what constituted impeachment of the sitting head of state and stop day dreaming.

He said the posting of pictures did not constitute any breach of the republican constitution to warrant any move by the opposition to impeach the President.

Mr Ngulube said even if there was any breach emanating from the posting pictures, the opposition did not have numbers in Parliament to succeed in impeaching President Lungu from office.

“For the information of the

opposition who are excited about the posting of those pictures, the President did not post pictures and even if he did, the act would not amount to any violation of the constitution.

He said Mr Tembo and other opposition political leaders should stop cheating themselves but instead should learn that not everything constituted grounds for impeaching a head of state.

He said the PeP leader should stop misleading himself and others that President breached the constitution.

"As PF, if one says the pictures were erroneously posted, we have no reason to doubt

because as party, we have built better roads than what was posted,” he said.

A LUSAKA man allegedly stole K10,000 from his boss to pay dowry and groceries, the Lusaka magistrate court has heard.

Appearing before magistrate Jennipher Bwalya was Francis Mvula accused of stealing several times from Savender Group of Companies managing director.

Henry Shawa, 44, a police officer told the court that he received a report of theft between February 1 and May 18 2020 from Reagan Sichone an employee of Savenda Group of companies that US$2,000, K10,000, an industrial cable, an insect trapper, four bottles of perfume were stolen from the managing directors premises.

According to the police officer, the suspect, Francis Mvula, allegedly admitted stealing and using the money to pay a K5000 dowry and another K5000 spent on groceries.

He said Mr.Sichone suspected that Mvula stole

the items because he was recently fired from his job and was seen flashing out dollars on social media.

He said Mr. Sichone led him to Mvula's house and where he found him in company of his friends.

He said he asked Mvula’s friends to leave and interviewed him concerning the theft.

He said Mvula denied stealing the items but fortunately, the four bottles of perfume were found in his bedroom.

He said he changed the $2000 at a bureau where he got K20,000.

He allegedly used the K20,000 to buy a music system, purchased a makeshift shop at K12,500, bought a solar panel at K1,800, purchased goods worth K6,000 in Katete and bought clothes.

Magistrate Bwalya asked Mvula if what the officer said that he admitted stealing the items is true.

Mvula said he did not admit stealing the items to the officer. Trial continues.

ZRA PAYS K6BN VAT REFUNDS ZRA was paying out refunds on monthly basis between K900 million and K1 billion

OVER K6 billion worth of Value Added Tax (VAT) refunds have been paid out in the last six months to the business community by the Zambia Revenue Authority (ZRA).

A large portion of the amount has been paid out to the mining industry, says ZRA Commissioner General, Kingsley Chanda.

Mr Chanda said ZRA was paying refunds every month with an average of about K1 billion to mining companies.

He stressed in an interview that ZRA was paying out refunds on monthly basis between K900 million and K1 billion.

“The problem we have is that some VAT refund arrears are dating back to 2008, some have been disputed while others have been granted,” Mr Chanda said.

eral indicated that ZRA was currently in reconciliation talks with the mining industry which owed money in taxes.

So we still have to wait and see what the full impact will be,” he said.

Mr Chilembo said Covid-19 related issues had also affected the importation of the copper concentrates from DRC. He expressed concern that the industry would never be the same as it was

before due to many challenges being experienced by the mining companies.

“I do not think we will ever get back to where we were because we have lost some business.

“People have built, it was two years remember?

We have to wait and see what the actual means is but we have a tough time ahead,” Mr Chilembo said.

In March this year, Government offered relief to key economic sectors and suspended some taxes to ease pressure caused by Covid-19 on usinesses.

Among them was the suspension of the five percent duty on the importation of concentrates in the mining sector.

During the same month, Mr Chilembo said the suspension had been long overdue and had come at a time when the mining industry was facing cash constraints.

Mr Chilembo complained that Government had taken long to act on the measure.

He said: “It is here and let us see what happens and how the numbers will move next month. I am sure we will see mines importing the concentrates.

“Let us see how quickly the industry can respond being in a cash constrained position, we will see how we can get that going.”

Report of the Auditor General ... on the Social Cash Transfer in Zambia for the Period 2014 to 2017

POVERTY is a socioeconomic ill that has continued to affect a significant portion of the population in Zambia.

About half of the population currently lives below the poverty line. The situation is even worse in rural areas where an estimated 76.6% are classified as poor.

The Government through the Ministry of Community Development and Social Services implemented the Social Cash Transfer (SCT) Programme as one of the measures for reducing poverty levels in Zambia in line with

the second pillar of the Seventh National Development Plan.

The SCT programme is a component of the Social Protection mechanism, which seeks to reduce the vulnerability of lowincome households with regard to consumption and access to basic services, among others.

The Scheme is a response to the HIV and AIDS Pandemic, which had led to a growing number of households with no adult breadwinner and to households headed by elderly persons, children and chronically ill persons.

The Office of the Auditor General in accordance with Article 250 of Constitution of Zambia (Amendment) Act No. 2 of 2016, the Public Audit Act and the Public Finance Management Act conducted an audit to assess the efficiency and effectiveness of the Social Cash Transfer Programme towards the reduction of extreme poverty among

beneficiary households. The following were the audit findings; The extent to which the Social Cash Transfer (SCT) Programme has been rolled out to the various districts As at 31st December 2017, the programme had been rolled out to eighty (80) districts representing a coverage of 76.9% of the targeted districts. The Ministry had reached 574,663 out of the targeted 590,000 beneficiaries representing a coverage of 97.4%.

The extent to which the Ministry had ensured that only eligible people benefit from the SCT Programme.

The Ministry paid a total of K2,053,800 to 2,284 ineligible beneficiaries for periods ranging two to one hundred and forty months. Only 76 out of 8,558 of the purported to be disabled had

a medical or certification from the Zambia Agency for Persons Living with Disabilities to confirm their disability.

The extent to which the Ministry has implemented the SCT programme in an efficient manner Payments to beneficiaries were delayed for periods ranging eight to three hundred and thirty-two days. Conclusion Zambia has made tremendous strides with regards to the rolling out of the SCT programme which is a clear illustration of

how political will and a favourable political space can sustain the scale-up process of a cash transfer programme. The major challenges that the SCT programme is facing are high administration costs, delayed transfers as well as inclusion of ineligible beneficiaries. These challenges can be curbed by migrating the SCT programme from the traditional cash transfers to an electronic platform which has the potential to cut costs, reduce leakage, improve accessibility and provide better security compared to physically delivering cash to fixed pay points.

JOHANNESBURG - Zerobased budgeting will be instrumental in curbing public debt, according to Business For South Africa.

The organisation, which represents a vast majority of business organisations in the country, has released a 12-point economic recovery plan, estimated to require R3.4 trillion over the next three years.

During a briefing on the plan, B4SA’s Martin Kingston highlighted some projections for economic growth, which

are in line with Treasury and the Reserve Bank’s estimates.

B4SA sees growth contracting by about 10 percent this year, followed by a recovery of at most five percen in 2021 and six percen in 2022.

This is based on the assumption that SA follows a path of zero-based budgeting, an idea touted by Finance Minister Tito Mboweni in an effort to curb expenditure to avoid a sovereign debt crisis. With a zero-based budget, every expenditure item would have to be justified

in terms of whether they are necessary, and only growthenhancing expenditure would be prioritised.

The zero-based budget should be coupled with limiting expenditure growth to below inflation, efforts to reduce the public sector wage bill and reduced funding requirements of local government and stateowned enterprises.

This also calls for no increases in tax rates, however increasing tax collection is possible with higher growth and through improved administration, according to B4SA. President of Business Unity South Africa (BUSA), Sipho Pityana, who also attended the briefing, noted that the apex business organisation had made a pact with the SA Revenue Service (SARS) to play its part in encouraging businesses to comply and pay their taxes.

WASHINGTON - As governments rushed out funding to prevent an economic collapse amid the coronavirus pandemic, global public debt swelled to the highest in history, but the International Monetary Fund (IMF) has warned that cutting back too soon could undermine the recovery.

Continuing to provide the support as the economic slowdown drags on will be “paramount,” the IMF’s fiscal policy chief Vitor Gaspar told AFP in an interview.

“The risk of premature withdrawal of fiscal support is the dominant risk,” even more than rising debt levels, Gaspar said, noting that the economic recovery from the global financial crisis was slowed by that misstep.

As the health crisis spread and businesses were shuttered worldwide to contain the spread of Covid-19, governments provided “a massive fiscal response” of close to U$11 trillion (about R184 trillion) in just a few months to help support households and prevent bankruptcies, a “stronger and faster” response than in 2008-2010.

As a result, even amid record low interest rates, the debt figures are staggering.

Global public debt will reach “its highest level - as a percentage of GDP - ever recorded in history,” at over 100 percent of global GDP, Gaspar said.

Deficits in advanced economies are projected to be five times higher than pre-pandemic estimates for 2020.

The Washington-based crisis lender, which historically has always advocated for governments to restrain spending, is in the unusual position of urging authorities to flood their countries with cash while also sounding the warning about pitfalls ahead, especially if there is a renewed spike in virus cases.

With over 12 million cases worldwide and 555, 000 deaths, “priority number one” is the health crisis and policies to contain the spread of Covid-19 so that life and the economy can return to normal, Gaspar said.

HARARE - Zimbabwe’s ruling party said it will expel Old Mutual from its financial system, sowing confusion over the status of the insurance giant in the country and what will happen next in the government’s battle to fix its chaotic currency system.

The highest decision-making body of the Zimbabwe African National Union-Patriotic Front said it endorsed a decision to “eject Old Mutual from the financial system” and to shut down the country’s biggest mobile-money platform, Ecocash.

The institutions have caused “runaway inflation through illegal parallel exchange-market rates,” the party’s acting spokesman, Patrick Chinamasa, said after the meeting in Harare.

The government wants to stop companies from using differences in the 175-year-old insurer’s share prices in London, Johannesburg and Harare to determine a potential forward rate for the currency.

Measures that were being considered included suspending Old Mutual’s shares from the local bourse, having the securities traded in dollars, or moving it to a planned foreignexchange based market, people familiar with

I wish to air my discontent and displeasure at the way last Friday night’s interview on a named TV station was set up and conducted.

To begin with, both hosts were very biased towards Hon. Jonas Chanda and showed a high level of incompetence, unprofessionalism and lacked journalism ethics that govern their profession if at all they possess any.

I even wonder in my cosy seat why on earth did the producer of the same programme decide to provide two hosts for one guest. To attack the PF MP? Secondly, I’m very disappointed with Hon. Cornelious Mweetwa’s conduct.

Hon. Mweetwa opted to participate in the interview remotely via on phone.

That conduct was a complete affront not only to Hon. Chanda whom he was supposed to debate with but us viewers as well.

Further, it simply indicated that the Choma law maker never wanted to share the same platform with his fellow MP and opponent from PF - someone whom unfortunately is found in the same August house with, share the same seats and use the same canteen and shelter at National Assembly motels.

ESPERATE opposition party leaders are fueling violence in the country through careless language, the Patriotic Front (PF) youths on the Copperbelt have charged.

PF Copperbelt Youth Secretary, Moses Musonda, said vulgar language used by the UPND leaders were highly provocative.

The PF Copperbelt PF Youth Secretary was reacting to Choma Central Member of Parliament (MP) Cornelius Mweetwa’s conduct in Parliament last Friday.

Mr Mweetwa refused to

apologize for referring to the Republican Vice-President, Inonge Wina, as shallow and a shame.

But Mr Musonda said the behaviour of Mr Mweetwa in the house was a clear indication that he was a bitter opposition leader who could not inspire any peace-loving Zambian.

The youth leader said it was such misconduct that excited UPND cadres to become violent, thinking it was the only way they could worm themselves into power.

He said if Mr Mweetwa could not respect the Republican Vice-President, what guarantee was there that he would have respect for ordinary Zambians if UPND formed govern-

ment. ''UPND is aspiring to form government, but their conduct leaves much to be desired.

Starting from their party President Hakainde Hichilema to people like Mweetwa, they are always exhibiting bitterness and frustration.

"Mweetwa's language and conduct was disgusting. So a leader with such conduct and language, surely, cannot stop his youths from being violent because he is the one leading the way. He is fueling confusion and violence,'' Mr Musonda said.

Mr Musonda said the UPND had taken a confrontational stance against President Edgar Lungu and the PF, a move

aimed at inciting violence.

He said the UPND had resorted to bad language and violence in order to create unnecessary tension and fuel confusion ahead of the next year's general election.

He said it was sad and disappointing that an opposition party planning to form government was not talking about unity and peace, but promoting division and violence.

"They are always speaking ill about President Lungu. Why? Why can't they start planning about 2021 instead of being provocative? From their statements, you can tell that they are frustrated and angry,'' he said

A SOLAR egg incubator and a solar drip irrigation set have been handed over to the women of Chifubu Constituency in Ndola as an empowerment scheme.

Gender Minister, Elizabeth Phiri, said Government was empowering women to exploit opportunities as well as fully participate in the economic development of the country.

Ms Phiri said she was pleased to hand over the 440 egg capacity solar incubator and the solar drip irrigation system to the women cooperatives in Chifubu.

The handover ceremony took place in Kaniki area in Chifubu constituency. he said the equipment was procured under the Agricultural Development through Value Chain Enhancement project (ADVANCE).

She said the equipment was climate smart technologies that used solar energy and was ideal in ensuring that citizens were engaged in productive economic activities throughout the year

even with climate change at play.

The Minister added that the empowerment was an avenue for agricultural income diversification for the women folk.

And Chifubu Member of Parliament (MP) Frank Ng'ambi said the equipment wold change the lives of the people for the better.

Dr Ng'ambi stated that there was a lot of vulnerability among the womenfolk in Kaniki, which was a predominantly farming area and thus, the equipment was “life-saving. “ He encouraged the women in the area to form cooperatives so that they would receive empowerment and participate in the attainment and creation of wealth in the country.

A WRANGLE has erupted between Zambia-China Corporation Zone (ZCCZ) and the Chinese-owned OWOD Investments Development Company Limited, which has refused to place workers on quarantine.

ZCCZ is the developer of the Chambishi Multi-facility Economic Zone (MFEZ) in Chambishi on the Copperbelt.

The developer closed the entrance to the factory in the MFEZ after the management and workers at OWOD Investments Development Company Limited refused to be quarantined at the company premises.

After closing the entrance to the factory, ZCCZ sent sheriffs to OWOD Investments Development Company Limited to recover US$ 27,866 in unpaid rentals for three months.

Some of the assets seized included Gen sets, vehicles, computers, office furniture and other property necessary for the operation of the company.

OWOD Investments Development Company Limited Chief Executive Officer, Yu Binghong, confirmed the incident in an interview in Kitwe yesterday.

He said ZCCZ was forcing his company to quarantine its workers at the premises, insisting that they could spread Covid-19.

But when contacted for a comment, ZCCZ Chief Executive Officer, Liao Zibin, referred all queries to his interpreter who was equally uncooperative. However, Mr Yu said after his firm refused to quarantine workers at the premises, ZCCZ decided to close the entrance to the factory, forcing the workers to be climbing the boundary wall.

"The workshop has no ca-

pacity and it is not conducive to quarantine workers. So I cannot quarantine the workers at the workshop,'' Mr Yu said Mr Yu said ZCCZ set bailiffs on his company to recover US$ 27,866 in unpaid rentals for three months.

He said it was difficult for him to raise enough money to pay rentals when ZCCZ had decided to give difficult conditions to his company to continue operating.

He said some of the difficult conditions which ZCCZ gave included arbitrarily switching off power when the factory was operating.

Mr Yu said he was willing to pay the outstanding rentals on conditions that ZCCZ stopped blocking the entrance for his local workers and his customers.

He added that ZCCZ should resume power supply to his workshop.

Kitwe PF executive under fire

PATRIOTIC Front (PF) members in Kitwe including councillors and constituency leaders have called for the dissolution of the district executive committee led

by Evaristo Chilufya for alleged incompetence.

Members are incensed that the executive has been struggling to raise funds to buy property to be used as an office.

But Mr Chilufya said his executive was in the process of raising money to buy a house, which would be used as the PF district office.

The calls to have the district executive dissolved arose from the committee's failure to raise K700,000 to purchase the house in Nkana West residential area to be used as an office The party officials, who separately spoke on grounds

of anonymity, told the Daily Nation that the Chilufya led executive was incapable of providing inspirational leadership hence the need to dissolve it.

"The only way to sort out the mess at the Kitwe District PF is to dissolve the current executive led

by Mr Chilufya and replace it withnan interim executive which will be vibrant and able to solve its own problems.

"That executive has failed to raise money because nobody has confidence and trust in it. No PF sympathizer or businessman was willing to contribute money to Mr Chilufya and his executive,'' a PF official said.

But Mr Chilufya said his team needed some time to raise money to purchase property and parried accusation against his executive.

Mr Chilufya did not however elaborate how money would be raised and did not also five a time-frame.

Youths in Kabompo commended THE ruling Patriotic Front (PF) party in Kabompo District in Northwestern province has commended Youths for being peaceful during nominations for the three forth-coming local government by- elections slated for 30th July,2020.

Speaking in an interview with ZANIS in Kabompo yesterday, Provincial Youth Chairman Aminon Hara said the peaceful conduct of youths in Kabompo District is a clear testimony that the party is in support of the coexistence and participation of all political parties including youths in the electoral process.

“The defections and people joining the PF is evident of our developmental programmes countrywide and good leadership,” Mr Hara said. He further implored all political parties especially youths to remain peaceful even during campaigns And speaking after filling in

his nomination PF Kabompo Central Ward candidate Dennis Njapau expressed confidence of scooping the Seat. Mr Njapau said he has vast experience in leadership and management after retiring as Head Teacher for Loloma Day Secondary School in Manyinga District adding that he has held other senior positions in the Ministry of Education and the party. The Opposition United Party for National Development UPND is contesting in the July month end by-elections.

There are three local government by- elections in Kabompo District namely Chikenge, Kabompo Central and Litoya wards.

The by-elections are due following the resignation of Chikenge Ward councilor Lackson Fulayi, Litoya ward counterpart Brian Simushi and Kabompo Central Ward Councillor, Victor Muhanga, respectively.

SOLWEZI POULTRY OUTPUT DROPS

SOLWEZI district has recorded a reduction in chicken production in the first and second quarters of this year.

The reduction in the poultry subsector has mainly been attributed to the outbreak of the COVID-19 pandemic.

Solwezi Poultry Association chairperson, Eliot Mutesi, said in an interview at the weekend that the pandemic had negatively affected the industry in the district.

He said most of the association members had reduced the number of birds while others had completely stopped rearing chickens.

“And a few that are still rearing the birds are struggling in terms of sales,” he said.

self-sustaining. It is unfair for politicians to only value each other once it is time for political campaign,” he said.

Mr Moyo was speaking in Livingstone when John Kapepe, a businessman, donated chicks and money to former Kazungula and Itezhi tezhi District Commissioner (DC) Mary Mukwiza.

“What Mr John Kapepe has done is to show people that there is life beyond politics. It is easy to solicit for votes but Mr Kapepe has come to help not for political purposes but render help. It’s my challenge to many politicians out there not to value human beings only for votes,” he said.

Mr Moyo’s NGO brought out the challenges the former DC was going through and has been helping her to become self-sustaining.

South youths cry for NRCs

By ANDREW MUKOMA SOME youths in Southern Province have raised concerns over the number of days allocated for the issuance of National Registration Cards (NRCs).

George Bbabi on behalf of many other youths charged that the allocated days were not enough and appealed to Government to extend the period..

Mr Bbabi said that the criteria of issuing 10 NRCs per day was also not good and does not mean well.

In an interview with the Daily Nation in Choma, he said that Government should instead revisit the decision.

“What Government is doing in Southern Province over the issuance of NRC s is inhuman.

As youths in the province especially in the valley district of Sinazongwe is shocking and we are very disappointed and concerned with what is happening.

“It is shocking that Government has instructed officers in-charge of issuing NRCs to issue 10 NRCs per day in Sinazongwe

district because most of the people support UPND so, because that, the PF wants to disadvantage people,” he said.

Mr Bbabi lamented that the ploy was meant to weaken the opposition by reducing on its numbers especially the youths will not be able to acquire the NRCs. “Most of the youths in Sinazongwe are languishing without employment because they do not have NRCs. Two months ago, Zambeef Sinazongwe farms were employing youths but a lot of them were left out due to lack of NRCs,” he said.

He said there was need to issue more NRC over a longer period of time so that more youths could be captured.

“We don’t know whether we are part of Zambia to be restricted to get NRCs as if we are foreigners. As the newly elected UPND district youth chairperson for Sinazongwe, I am receiving a lot of calls everyday about the situation.

“But then, we have refused to be treated as if we are second class citizens in our own country Zambia,” he said.

Zambia’s cultural practices The ethnic groups in Zambia share the following cultural practices: • Respect for elders; a belief that everyone older than oneself should be accorded respect in speech and treatment regardless of status, race or blood relation. Young people are supposed to kneel when speaking to elders.

• Extended family system: the Zambian culture advocates for the family system by keeping as many relatives as possible in addition to one’s own nuclear family. In an event of both parents dying, the children would be taken to a family member.

• Rites of passage: they are rituals that one undergoes to mark an important change in a person’s position in society. They include such rituals as the naming of a newly born baby, initiation, marriage, death and after death ceremonies.

MALI’S PRESIDENT KEÏTA DISSOLVES CONSTITUTIONAL COURT AMID UNREST MALI President Ibrahim Boubacar Keïta has announced the dissolution of the constitutional court in an attempt to calm unrest that saw four people killed in street protests on Friday.

The president said he would not tolerate such violence.

The court has been at the centre of controversy after it overturned provisional results for parliamentary elections in March.

There are growing calls for President Keïta to resign.

Opponents are unhappy with his handling of Mali’s long-running jihadist conflict, an economic crisis and the disputed elections. A new opposition coalition led by the conservative Imam, Mahmoud Dicko, has been insisting on further reforms after rejecting earlier concessions from the Malian president, including the formation of a unity government.

“I have decided to repeal the licences of the remaining members of the constitutional court,” the president said in an evening television address on Saturday.

South Africa now has the 10th highest number of Covid-19 cases TOKYO - More than 12.75 million people around the world have been reported to be infected by the novel coronavirus globally and 563 869​have died, according to a Reuters tally.

Infections have been reported in more than 210 countries and territories since the first cases were identified in China in December 2019.

As of Saturday, the number of confirmed coronavirus cases in South Africa was 264 184, with 13,497 new cases identified, while the

number of Covid-19-related deaths increased by 111, to 3971, Health Minister Dr Zweli Mkhize said.

South Africa now ranks 10th in the world in terms of Covid-19 infections, while the United States, Brazil and India make up the top three.

India, with a population of 1.3 billion, now has about 12 percent of the world’s Covid-19 caseload - and this is expected to rise.

MUNICH - A study by scientists in the southern German city of Munich suggests coronavirus antibodies may not remain in the body longer than a few months, dampening hopes of an effective vaccine or long-term immunity.

Tests on patients treated at Munich’s Schwabing Clinic showed a significant drop in the number of so-called neutralising antibodies in the blood, said Clemens Wendtner, senior consultant at the hospital’s department for infectious diseases. ”In four of the nine patients, we see falling neutralising antibodies in a very special test that can only be carried out in a high-security laboratory,” said Wendtner.

“The extent to which this has an impact on long-term immunity and vaccination strategies is still speculative, but must be monitored critically as it progresses,” he added. IOL

The president was visiting the Walter Reed military hospital outside Washington, where he met wounded soldiers and health care workers.

“I’ve never been against masks but I do believe they have a time and a place,” he said as he left the White House.

He has previously said that he would not wear a mask and mocked Democratic rival Joe Biden for doing so.

But on Saturday he said: “I think when you’re in a hospital, especially in that particular setting, where you’re talking to a lot of soldiers and people that, in some cases, just got off the operating tables, I think it’s a great thing to wear a mask.”

The change of tone came as the US recorded 66,528 coronavirus cases on Saturday, a new daily record. Speaking to Fox Business Network last week, Mr Trump said: “I’m all for masks.”

He added that he “sort of liked” how he looked with one on, likening himself to the Lone Ranger, a fictional masked hero who with his Native American friend, Tonto, fought outlaws in the American Old West. But when the US Centers for Disease Control (CDC) in April began recommending people wear masks or cloth coverings in public to help stop the spread of the virus, Mr Trump told reporters he would not follow the practice.

“I don’t think I’m going to be doing it,” he said back then. “Wearing a face mask as I greet presidents, prime ministers, dictators, kings, queens - I just don’t see it.”

Some media reports have suggested aides have repeatedly asked the president to wear one in public.

VERY year, millions of engines suffer sudden death due to a build-up of “cholesterol” in the lubrication system. At one time, the Dodge Intrepid gained what was reported as a notorious reputation for catastrophic engine failure.

The reported cause of this premature engine failure was a build-up of “cholesterol” in the lubrication system. Oil sludge is the “cholesterol” which Iam referring to. In this article, I will unpack the meaning of oil sludge, why we call it the “cholesterol” of engine oil and its devastating consequences on your vehicles if not careful.

Think of it like a sudden heart attack for your engine; thick, oily, sludge clogs oil passage ways in the engine. The clogging of these passages leads to oil starvation for moving parts such as valves, pistons etc. This can cause parts to seize and lead to engine destroying failures.

Millions of owners of vehicles including popular brands like Chrysler, Dodge, Toyota, Lexus, Volkswagen, Audi have had sludge problems before.

Sludge formation in oil is caused or promoted by several factors which may even include defective engine design. The two broad categories of causes are oxidation and contamination.

But in a twist of events Kaunda who on Sunday donated 20 balls worth K10,000, said he was looking to partner with Lusaka Tigers because of its status as a community team.

Kaunda used the occasion during the handover ceremony held at Matero stadium to disclose that his University had applied for lease of tenancy to develop the stadium and was looking to partner with Lusaka Tigers.

GOVERNMENT has been praised by football stakeholders and councilors for its efforts in bringing warring parties together and making sure that Zambia is not banned by world governing body, FIFA. FIFA last Month wrote to FAZ giving the association a 10 day ultimatum to sort out its wrangles or risk being sanctioned, an ultimatum which elapsed on Friday.

Government through Presidential affairs Minister Freedom Sikazwe initiated a truce meeting for both parties at the directive of President Edgar Lungu who is also the patron of FAZ. Elijah Shenko Chileshe who is facing suspension from the FAZ executive and was barred from contesting the FAZ election says President Lungu and government must be commended for having the interest of football at heart.

Shenko said that he welcomed the efforts and initiative by government to facilitate for a dialogue process among stakeholders in Zambian football.

He said that he said that what the President had done deserved praise and support from everyone as they acted to save Zambian football which was at

the crossroads through perceived wrangles by the stakeholders.

Shenko was hopeful that the meeting with FIFA would put to rest all the contentious issues and concerns by stakeholders because football was all about fair play.

Gideon Mwenya a vice presidential aspirant in the FAZ elections said that the truce by the parties was more about the broader picture and putting the interest of the Country first.

He said President Lungu and his government needed to be commended for having initiated the process and was hopeful that football would emerge the winner at the end of the day.

And FAZ presidential candidate Joseph Nkole noted that the putting aside of differences by the football warring factions was a great development and one of the best news in recent weeks.

Nkole noted that Zambia was indeed greater than everyone and hence the need for the parties to follow through the FIFA process.

On Friday warring parties agreed to ceasefire after signing a consent document to drop all court cases while waiting for FIFA to come and mediate a meeting aimed at sorting out all the contentious issues.

By MUKWIMA CHILALA THE World Boxing Council (WBC) has planned a relief package for active and retired boxers meant at mitigating the impact of the COVID-19 pandemic on the athletes.

And Interxity Boxing Academy has been identified by the WBC as a conveyor-belt of the funds in Zambia.

Academy Operations Director Mabvuto Tembo confirmed the development saying that the global boxing body was looking to help retired and active boxers and had approached his stables to spearhead the process in Zambia.

Tembo said WBC was looking to render assistance in various forms that included financially, material as well assisting families of the athletes with school fees.

He said that the Academy was honored to have been recognized with such a responsibility and would make sure Zambians benefit from the initiative. (To page 19)

Boxers in covid relief package

MATERO’S Mwembeshi ward Councilor Kelvin Kaunda is through his Eden University looking to partner with Lusaka Tigers to develop the contentious Matero Stadium whose current lease agreement expires next year.

The Lease to the Stadium which has over the last few years been a bone of contention in Matero belongs to Lusaka Mayor Miles Sampa since 2011. Lusaka Tigers who have been tenants of the facility had recently indicated that they were looking to bid for lease of tenancy for the facility. (To page 19)
