NDIVIDUALS who will be found wanting in the on-going investigations into the PHI plot alleged to have been irregularly sold to a Chinese contractor for a shopping mall will be dealt with mercilessly, Lands and Natural Resources Minister Jean Kapata has warned.

Ms Kapata said Government would not hesitate to prosecute any individual or firm that would be exposed in the illegal land dealings probe.

The land in question belongs to Chainama Hospital and the Presidential Housing Initiative was allowed to build structures following extensive invasion by squatters.

A senior PHI official told the Daily Nation that strict instructions were given by Zesco to distance the housing development from the pole lines and a fence was subsequently constructed to stop any development.

PHI residents were however shocked to learn that a Chinese firm, Zhangshi Wood Investment Limited bought the land and almost begun the process of putting up a shopping mall on land meant for a recreation centre.

Ms Kapata announced that investigations had been instituted into the matter and Lusaka City Council (LCC) had been advised to put its house in order where issues of land allocation were concerned.

instructed the commissioner of lands to go on the ground and find out what the truth of the matter was on the land in question. " This is even the reason why Lusaka City Council is suspended. Others are not given land when they apply for land that is located near Zesco pylons but the foreign nationals are given. This is why Lusaka City Council is suspended. We can't go on like this," she said.

She said it was the council that recommended to the ministry of Lands that title be given for the land in question without elaborating.

She however maintained that the ministry and government stood with the community on the matter.

YALI petitions DPP over suspended ACC `witness’

THE Young African Leaders Initiative (YALI) has petitioned the Director of Public Prosecutions, Lillian Shawa-Siyuni over the suspension of an employee who was testifying on behalf of the State in the case involving Health Minister Chitalu Chilufya by the AntiCorruption Commission.

An ACC investigation officer, Mr Chipampe Manda, was suspended from duty based on the testimony he gave to the court under oath on behalf of the State, which it alleged was not its position.

In a letter dated August 21, 2020, addressed to Ms Siyuni, YALI president Andrew Ntewewe said the move by ACC acting director general, Roswin Konde-Khuzwayo to suspend an employee for testifying on behalf of the State

was contemptuous.

“The suspension of a State witness directly flies in the face of Section 69(8) of the AntiCorruption Commission Act No. 3 of 2012 and amounts to contempt of court as defined in Section 116 of the Penal Code, Chapter 87 of the Laws of Zambia,” the letter reads in part.

Mr Ntewewe stated that the action by ACC and any disciplinary proceedings against a State witness amounted to a deliberate contempt of court and that if overlooked, a bad precedent would be set in which employers would wantonly suspend employees who assist the court to deliver justice, without any repercussions. He called on Ms Siyuni to make a decision on whether to institute contempt of court proceedings against the acting ACC boss and the commission.

Strengthen Kwacha use, Kavindele urges new BoZ chief

By SILUMESI MALUMO THE new Bank of Zambia Governor, Mr Christopher Mvunga must reinstate Statutory Instrument number 23 of 2012 whose objective is to reinforce the use of Kwacha to strengthen the local currency, former Vice President Enock Kavindele has demanded.

Mr Kavindele said yesterday that there was a tendency by many businesses of pricing goods and services in dollars which was disadvantaging ordinary Zambians.

He advised Mr Mvunga, to reverse the trend and give strength to the local currency by ensuring that all transactions are conducted using the Kwacha.

Mr Kavindele explained that Parliament in 2012 ratified the introduction of SI number 3 to restrict the use of Kwacha in the country.

Chikwanda reversed the policy and indicated that it was arrived at after consultations.

Mr Kavindele, in an interview yesterday said Zambia’s legal tender should be the Kwacha just like other countries had their own currencies.

The use of dollar, he said, had distorted prices which needed Government intervention to save ordinary Zambians.

“Zambian people use Kwacha and goods are priced in dollars, which has led to people’s lives becoming difficult,” he said.

Mr Kavindele said only those who were highly paid and those paid in dollars were rejoicing.

“Government already has a Statutory Instrument but it was withdrawn for no apparent reasons. The new man who is now the Bank of Zambia Governor needs to reinstate the Statutory Instrument in order to curb this price distortion,” Mr Kavindele said.

This is a good instrument, Mr Kavindele said, but people paid in dollars lobbied Government to withdraw it for personal benefit.

He said the legislation was progressive, therefore, Mr Mvunga must advocate to reinstate it.

“In America you need to pay in dollars and not Yen because that is the legal tender,” Mr Kavindele said.

Mutati denies pact

I AM not in any political pact with Democratic Party leader Harry Kalaba and Lusaka lawyer Kelvin Bwalya Fubu ahead of the 2021 general election, former Finance Minister Felix Mutat has said.

He said formation of political alliances are not done quietly because it is not about the politicians who are having the conversation but sbout the general citizens who are the major stakeholders.

Mr Mutati said in an interview that he was aware of the picture of him with Mr Kalaba and Mr Kelvin Fube that was trending on social media but clarified that the meeting was only a consultative meeting and nothing more.

He said it was normal for political players like him and others to consult one another, adding that the recent meeting with Mr Kalaba and Mr Fube did not mean they were in a political alliance or pact.

“As to the meeting that we had, the position is that we were having a consultative engagement and discussion and that does not mean we were are in pact or political alliance,” Mr Mutati said.

He said that there was nothing wrong or sinister about the meeting because it was normal and that he was going to continue consulting different players including the church and the business sector before coming up with a final decision on the way forward.

Mr Mutati said as a country, it was important for political or other players to consult one another and find solutions to the many challenges for the benefit of the people of Zambia.

He said it was only through consultations that Zambians can find solutions to the many challenges the country was facing be it social-economic or political.

‘ACC has arrested my son’

From Page 1 Mr Monga said ACC had been infiltrated and had drafted a long list of senior government officials to be summoned for interrogations on frivolous allegations just to frame the ruling party corrupt and weaken President Edgar Lungu’s administration as the country heads towards the 2021 elections.

He said Zambians should expect the worst from ACC which was working with the opposition to brand and frame the entire PF administration corrupt.

Mr Monga disclosed that he was a victim of the ACC propaganda against government and PF officials as he was early this year summoned over a none existent case. He explained that the institution summoned him over a matter in which his son was implicated.

Mr Moonga narrated that what led to his being summoned was that a provincial PF official Ruth Kawana had approached him asking him to help an importer who wanted his goods admitted into the country but referred them to his son who was working for ZRA in Ndola who knew some agents at Nakonde Border.

"After my son linked them to the clearing agent, they paid the money to the clearing agent in Nakonde there. Later, the goods came through Nakonde and were impounded when they reached Chisamba.

I was surprised when they summoned me over the matter in which I was not involved.

Asked what kind of goods, he said, “I don’t even know and have never been to Nakonde since I was born.”

Mr Moonga said his son was suspended from ZRA on February but up to now, the ACC has failed to find him with a case because he was not involved in the clearing of the said goods apart from giving them the agent’s contact number.

"Now, my son was arrested and has been on police bond from around February. I have been challenging them why they keep on extending a police bond instead of taking him to court but they have no answer because they know he is innocent,” he said.

He said he was also called by ACC to give his side of the story but was given a 24-page document.

He challenged the ACC to take his son to court, saying his son had been traumatised enough. Mr Moonga challenged the ACC to take him and his son to court to resolve the matter once and for all.

“ACC is there for corruption but did I corrupt somebody? Or who corrupted me? I want to appear in court with my son.

Mr Moonga said as a ruling party, they would no longer allow ACC which he described as moribund and an agent of the opposition to summon innocent officials on frivolous and groundless allegations in their quest to please their sponsors.

And Mr Moonga said he had information that the sponsored ACC officers were now targeting ministers namely, Stephen Kampyongo, Dora Siliya, Vincent Mwale, Bowman Lusambo and Joe Malanji among others in their quest to help the opposition to remove PF from power.

In January, Mr Mboweni was rebuked by the ANC for saying that the resolution of the ANC's Nasrec 54th national conference to nationalise the central bank was a wrong decision.

In a strongly worded statement rebuking Mr Mboweni's sentiments, the party said: "The ANC is concerned about the public posture taken by Comrade Tito Mboweni in relation to resolutions and policy positions of the ANC, specifically on the South African Reserve Bank (SARB).

"It is our view that Comrade Tito should act with care and be cautious at all times on matters of policy given his position as the minister of finance, including subjecting himself to the overall communications protocols of the ANC." The ANC added that it expected those who served in leadership structures of the party, particularly the NEC, were expected to uphold and defend resolutions of the ANC on public platforms at all times.

And now Dr Kalumba has advised Mr Mboweni to tone down and behave in a matter befitting a Cabinet minister.

He said it was unheard of for a minister in one country

to interfere in sovereign decisions of another nation.

Dr Kalumba said in an interview that Zambia was not a “banana” republic for its sovereignty to be undermined at will by foreign officials.

“Mboweni must, let’s put down hegemonic ambitions because Zambia is not a Bantustan of his country but a sovereign state,” he said.

Minister of Information and Broadcasting Services and chief Government spokesperson, Dora Siliya said Zambia will pursue Mr Mboweni’s attacks through diplomatic channels.

Ms Siliya said that the tweets were improper and immature as Zambia had a right to make independent decisions.

"We are very surprised with Tito Mboweni's immature and improper attacks against a sovereign decision of Zambia.

BoZ changes inevitable – PF

THE Zambia Chamber of Mines (ZCM) should start conducting self-audit for members to ensure they conduct decent mining practices and clean up their images tainted by undesirable tax practices.

Health minister fumes over rodent infested hospital

FAILURE by the Environmental Health Personnel to control rodents at the Kitwe Teaching Hospital (KTH) is a clear indication of gross negligence of work and incompetence which should attract stern disciplinary action, Health Minister Chitalu Chilufya has said.

Dr Chilufya has since instructed Permanent Secretary for administration at the Ministry of Health Akakulubelwa Mulalela to restructure the management at various levels of the KTH to ensure quality service delivery and avoid embarrassing government.

He was speaking yesterday when he toured the hospital after a video of rodents invading Mkushi ward had gone viral on social media and attracted all sorts of comments from various sections of society.

Dr Chitalu said the conduct of the environmental health personnel was tantamount to gross negligence and incompetence which should attract stern disciplinary action because it was putting people's lives at risk.

Dr Chitalu said Government was aware of the infrastructure challenges facing the institution and this was why it had released K1. 5 million last week to start fixing the problems at the health institution.

He said government therefore expects integrated vector control measures to be put in place in order to stop rats from invading the hospital.

DISLOYALTY MOST GRAVE CLEARLY, President Edgar Lungu has been overly tolerant with totally disloyal cabals in sensitive law enforcement agencies - Police, ACC and DEC - that have abused the trust he has bestowed on them.

These should have been dismantled at the time President Rupiah Banda disbanded the infamous Task force on Corruption, but which survived by vigorously campaigning for and eventually claiming credit for the electoral victory of late President Michael Sata, thereby exercising executive power from the wings.

Indeed, for a while under President Sata, attempts were made to revive the infamous evil “clutch” of thieves and tax evaders resulting in destabilisation of law enforcement agencies, judiciary and other higher levels of governance.

Although the attempts failed, the scattering of operatives has been left intact in these institutions.

They have actually been assured tenure of office if the “new” regime comes in power in 2021.

These operatives have deliberately refused to investigate clear cases of serious abuse of office and money laundering involving their principals, preferring instead to mount a witch-hunt against politically high profile personalities.

The impunity in the treatment of Lusaka Province Patriotic Front chairperson Paul Moonga as demonstrated in our story is a good example.

They have taken advantage of the free hand to investigate and prosecute, without interference from the President, to perpetuate an aura of rampant corruption to which many gullible Zambians have succumbed.

It is equally instructive that the President has refused to capitulate to their schemes. They expected the President to dismiss senior officers named, in publicly leaked investigations inspired by the cabal.

Details of such investigations are published in known cabal newspapers even before the accused persons are made aware of allegations.

These leaks are attributed to State House sources, when in fact they are from within the ACC itself, but like all contrived machinations created by the evil “clutch” these conspiracies have suffered severe setbacks often coming to naught.

Indeed, if there was any matter the President would have ordered an investigation, it would have been in the infamous “secret” Saturnia Pension Fund forensic audit report.

It remains a great mystery that a forensic audit report ordered by the government should be kept secret, and instead ministers are paraded in courts of law even when public policy consideration would have demanded great caution in view of national exigencies.

The President has not ordered exposure of the report, as the same operatives would accuse him of hounding a political rival.

We know for example that, the Anglo American building, does not belong to the people who are claiming it, and that this building is an iceberg of a greater scheme.

We also know that a company offering insurance certificate is not an insurance company as required by law and yet the Pensions and Insurance Authority, Police, the DEC and their partners in ACC have found no cause to act in spite of the desperate cries of deprived thousands of pensioners, many of whom have died without receiving their benefits as they pursued matters in courts of law.

This is a grave injustice.

REPOSSESS NAMWALA GRAZING LAND, STATE URGED

OVERNMENT should repossess the Namwala land which UPND president Hakainde Hichilema grabbed from the villagers in Ngabo and give it back to the rightful owners, Zambia Republican Party president Wright Musoma has demanded.

Mr Musoma said it was wrong for the UPND leader who was vying for higher office in the land to continue occupying the land that does not belong to him which had resulted in the displacement of 600 households in Mukobela Chiefdom, in Namwala.

Mr Musoma said the land in question was not only communal grazing land but that is where the villagers depend for their herbal medicines.

He wondered why it had taken so long for the Ministry of Lands to repossess the land in question when Government already established that the piece of land belonged to the community after the Daily Nation exposed the scandal.

Mr Musoma also appealed to Government to compel the traditional leadership in the country to always consider the interest of the community before allocating land to developers to ensure that the locals were not disadvantaged

in any way.

He said as far as his party was concerned, in 2018, Government through Lands Minister Jean Kapata ordered Mr Hichilema to allow villagers in Namwala to access the 1, 600 hectares he had fenced off.

Mr Musoma said this was after investigations by technocrats at the ministry found that the 1, 581 hectares of community grazing land was irregularly allocated to Mr. Hichilema by Headman Moola in 2013.

Covid-19 deaths spread to rural areas

MBALA becomes the latest district to record a Covid-19 related death in the last 24 hours as the pandemic continues spreading to rural areas.

The death toll now stands at 280 representing a 2.5 percent fatality rate of which 212 are Brought in Dead (BIDs) cases representing 76 percent.

Health Minister, Dr Chitalu Chilufya said that most of the deaths were occurring in the high density communities in Lusaka.

Dr Chilufya has disclosed

that the University Teaching Hospital (UTH) has from January to July 2020 recodred 4, 339 BIDs compared to 3, 711 recorded during the same period in 2019.

"The number of Covid-19 related deaths the country is recording is of great concern and worrying.

Dr Chiufya said Government was doing all it could to take proper health care services closer to the people, stating that allowing people to die due to delayed access was unfortunate.

He called on a citizens to remain vigilant as Covid-19 remained a potentially fatal

disease in the country and the world at large.

Zambia has recorded 251 new cases from 1, 515 tests done in the last 24 hours, bringing the cummulative number of cases to 11, 082.

About 58 patients are admitted to Lusaka’s Levy Mwanawasa isolation facility of which 37 are on oxygen while two are critical and in the ICU. In other parts of the country, 36 people are admitted to various health facilities, with seven on oxygen.

A total of 120 people have been discharged bringing the number of recoveries to 10, 062.

Students call for ZCID ‘indaba’ to stop violence

THERE is need to call for a stakeholders’ “indaba” to discuss how political violence can be curbed ahead of the 2021 polls, Evelyn Hone College Student's Union (EHCOSU) chairperson for legal Stanley Mubatsa has said.

Mr Mubatsa said the Zambia Centre for Interparty Dialogue (ZCID) should start positioning itself and ensure that the 2021 general election is held in a peaceful environment.

He observed that for a long time, political violence has been the order of the day during elections.

It should be addressed to avoid the country falling into the trap of confusion after and during the election.

Mr Mubatsa said the reluctance by politicians to discipline their cadres had the potential to disrupt the polls and therefore the ZCID should be proactive by organising a stakeholders’ meeting to tackle the issue.

He observed that it was sad that individual political parties especially the Patriotic Front and UPND have not shown any seriousness in ending political violence but hoped that ZCID was going to tame its member parties before the polls.

Mr Mubatsa said political parties should remember that democracy was a competition of ideas and not violence, adding that elections are meant to choose leaders and not to kill citizens through violence. Mr Mubatsa also appealed to the Electoral Commission of Zambia (ECZ) to stamp its authority by banning candidates and political parties involved in violence during elections.

IT is very myopic to call President Edgar Lungu’s launch of the K470 million multi sectoral youth empowerment programme on the Copperbelt as a campaign gimmick when it is intended to benefit thousands of young people, Patriotic Front chief administrator for social media Erasmus Mukondo has said.

Speaking in an interview, Mr Mukondo said he has noted that some individuals have been maligning President Lungu’s recent trip to the Copperbelt as a campaign visit.

He said the Head of State has the mandate to visit any part of the country and deliver development to the people.

Mr Mukondo said that the launch of a K470m multi sectoral youth empowerment programme in Ndola recently was timely as the people of the Copperbelt have suffered enough due to non-performance of some mines.

LUSAKA City Council (LCC) has reduced regularisation fee for unplanned settlements from K7, 000 to K2, 500.

The council charged a fee on all developers in unplanned settlements so that their structures and settlements could be regularised for them to obtain ownership documents.

The approval to reduce the fee was passed by the council administrator, Mr Nixon Nkwapu, sitting as council during the Second Ordinary Council meeting held on Friday.

The resolution has been made in the spirit of empowering the citizenry with property ownership in line with the Seventh National Development Plan (7NDP).

the proposal to reduce the fee was made by the management after noticing that the affected developers were failing to pay.

As a result, he said, developers could not collect occupancy licenses.

Mr Sichimba said 300 occupancy licences remain uncollected in the council deeds registry because owners had failed to pay a conditional regularisation fee.

He said it was hoped that the affected developers would take advantage of the council’s gesture to promptly pay the revised fees and obtain ownership documents.

And Mr Sichimba also said the council approved applications for adoption of selected roundabouts in the city by private companies.

The selected roundabouts were Mandevu, Chingwere, SOS, Heroes and Addis Ababa traffic circles.

However, the council deferred all applications for creation, extension and regularisation of plots in planned areas until physical site verifications were done to avoid encumbrances.

Samfya council hands over maternity annex to Ministry of Health

THE Samfya Town Council has handed over a maternity annex valued constructed at over K240, 000 Constituent Development Fund (CDF), at Njipi Rural Health Clinic to the Ministry of health.

Handing over the project, Bangweulu Member of Parliament, Anthony Kasandwe urged the Ministry of Health to sensitise women in the community of the importance of delivering at the health facility.

Mr Kasandwe said the women in Katanshya Ward of Bangweulu Constituency preferred traditional home delivery which posed a high risk of maternal deaths.

He commended Samfya Town Council for completing the project urged the community to take care of the facility by putting it to proper use.

CEC revenue declines

THE reduction in power demand by the mine customers in Zambia has resulted in a revenue decline of two percent for the Copperbelt Energy Corporation Plc (CEC).

CEC’s revenue declined to US$201.857 million this year from US$206.437 million in 2019.

This is according to the half year unaudited results for the period ended June 30, 2020 posted on the Lusaka Securities Exchange (LuSE).

CEC Company Secretary, Julia Chaila, said the macroeconomic outlook in the mar-

kets in which the firm was operating was uncertain, while the operating environment was expected to remain challenging.

“When segmented, the revenue from local supply reduced by two per cent on account of demand reduction following operational challenges by a number of mining companies as well as the effect of the Konkola Copper Mine (KCM) load transfer,” Ms Chaila said.

DBZ PURSUES LOAN DEFAULTERS

THE Development Bank of Zambia (DBZ) has started pursuing all loan defaulters following a directive from Government to immediately restore the bank’s financial health.

As a consequence, the financial institution will have to deal deal with Non-Performing Loans (NPLs) of close to K700 million.

Last week, Finance Minister, Bwalya Ng’andu, expressed concern that the quality of the loan book for DBZ was extremely poor due

And DBZ Managing Director, Samuel Bwalya, said the bank was working at addressing the issue of NPLs which were quiet high.

Dr Bwalya disclosed that the exposure of the NPLs were currently at about 90 per cent, adding that some of them are unable to service their loan obligation because they basically impacted by Covid-19.

“If you fail to service your loan within three months you will be classified as non-performing loans so that measure is very stringent that why our NPL ratio are a little higher.

“In terms of Kwacha we talking about close to about K700 million of what will be a portfolio of K1.6 billion,” Dr Bwalya said.

He said this was fairly a concern that’s why the bank was providing the Covid-19 relief package so they are able to support clients that are impacted by the pandemic.

THE second half of the year remains a tough patch for Zambia as Covid-19 related credit risks remain high, the Economics Association of Zambia (EAZ) has observed.

EAZ national secretary, Mutisunge Zulu, said Covid-19 had continued to impact key sectors whose revenue and cash flow generation had leaned.

“Covid-19 related credit risks remain high as credit quality of most books under threat from debt service given rising cases.

“Most commercial banks despite fully pricing in Zambia’s downgrade will have to factor stress coming from depressed business pulse and margin squeeze from the expansionary rate cuts,” he said in an interview.

ZRA has competent personnel in most of the departments to preside over tax matters but there is need for more training of the tax administration staff, to assist them in making sure they are keeping up with the latest developments in Information Technology and legal matters. For example, ZRA lacks well-trained tax inspectors when it comes to property evaluation. This leads to property being undervalued resulting in less tax revenue collected by ZRA.

•

Tax literacy is low. Many Zambians have limited knowledge of the tax and tax systems. Many have not received training in tax literacy indicating that ZRA has limited programmes on increasing tax literacy among taxpayers.

•

ZRA struggles with the issue of tax avoidance. Tax avoidance, takes place within the legal context of the tax system; that is, individuals or firms take advantage of the tax code and exploit loopholes, specifically engaging in activities that are legal but run counter to the purpose of the tax law. Usually, tax avoidance encompasses special activities with the sole purpose to reduce tax liabilities. An example of tax avoidance practice is strategic tax planning where financial affairs are arranged in order to minimise tax liabilities by using tax deductions and taking advantage of tax credits. Tax avoidance leads to less tax revenue collected.

•

Zambia’s largest group of employed persons largely comprises unregistered and hard-to-tax groups such as small-scale traders, farmers, small manufacturers, craftsmen, individual professionals and many small-scale businesses. The informal sector is defined as a market based production of goods and services, legal and illegal, that escapes the established control structures of the Government; non-registration with Patent and Companies Registration Agency (PACRA), National Pension Scheme Authority (NAPSA) and Zambia Revenue Authority (ZRA) as well as escapes the detection in the official estimates of GDP. As the economy has grown over the years, so has the informal sector which remains largely untaxed, despite ZRA having taxes specifically targeting this sector.

The level of tax compliance among the small taxpayers is still low. This is because smaller tax payers/smaller businesses, are not financially able to hire accountants, and therefore find it challenging to keep books of accounting records which adversely affects tax collection.

•

Taxing of cross-border trading is another challenge faced by ZRA due to the difficulties involved in auditing of transfer pricing, that occur when multinational companies carry out their cross-border trading.

•

The issue of tax evasion is another challenge facing ZRA. Despite ZRA having the Double Taxation Agreements in the Income Tax Act, which is meant to deal with reciprocal taxation arrangements on multinationals and foreign residents, these legal provisions do not adequately address tax evasion. Tax evasion refers to the illegal practices carried out in order to escape tax obligation as provided by the law.

Government is urged to support the operations of ZRA by providing it with adequate funding which must be predictable and enable it to fund its operations, have adequate staff and operational infrastructure.

Continued support, both financial and materially, is needed to enable ZRA keep pace with the complexities associated with mining taxation. This will increase its capacity to administer the mining tax regime.

3.

The tax system must move towards a tax structure that relies more on consumption taxes and less on income and trade taxes as these have proved to be volatile and may cause inefficiency and inequity.

4. There should be improvement in the VAT refund administration. The mining sector receives 90% of the high tax refunds and this has dictated the performance of VAT. 5.

The ZRA revenue system has proven to be better than the previous tax system under UNIP, in that it is more capable of capturing more revenue when the economy is doing well and has similarly recorded revenue declines during bad times when the economy is in a recession due to it being a semi-autonomous institution that uses modern management methods and often updates its systems.

There should be greater investment in VAT administration processes using Information Communication Technology (ICT) options.

The introduction of the Value-Added Tax (VAT) has proven to be beneficial since VAT contributes up to 20% of the tax revenue collected each year. VAT is a more effective tax when compared to the previous Sales Tax, which was poorly designed and complex to administer. VAT is uniform, uncomplicated, fairer, covers a wider tax base, promotes strong domestic manufacturing and competitive export prices.

There is therefore need to broaden the tax base by spreading to other sectors and individuals, this is because, the middle-class (those who obtain the majority of their income from formal salaries) are faced with the highest burden of taxation.

Despite the ZRA having in place the Taxpayers Education and Advisory Services programme and Taxpayer Charter, many Zambians remain tax illiterate. ZRA needs to develop training and dissemination strategies in order to increase tax literacy, for example, putting videos (both in English and the common native languages) that explain taxes and the tax system on the ZRA website, could help increase tax literacy because not every person can read or understand the information on the ZRA website. This could help bring basic understanding of the tax system and could encourage tax compliance.

8.

ZRA must consider contracting the collection of some taxes to formal institutions, such as local councils, that have some degree of legitimacy and can exercise control and sanctions in case of non-compliance.

9.

Simplifying the tax law is necessary to make the application of tax simple. Simple tax laws are easy to understand and comply with. The law on Double Taxation Agreements should be strengthened in order to prevent tax evasion by multinational corporations. Company income tax needs to be simplified as well as it is considered to be a complicated tax, thus making it vulnerable to tax evasion.

•

The launch of tax online by ZRA on the 28th of October 2013 has made it easier for the taxpayer to conduct their tax affairs, by registering and filing of returns online. As well as through making electronic payments through banks partnering with ZRA. This tax online which is a web based e-service is set to improve the effectiveness of interaction with taxpayers online which is 24 hours a day and seven days a week. This has enabled the authority to quickly check, analyze and audit the taxpayers’ register, effectively within the shortest period of time, leading to total compliance on the part of taxpayers.

Overtime, the contribution of tax revenue to the national budget has increased, from 50% in 2001 to 70% in 2010.

The Zambian Tax System offers several tax incentives such as tax holidays and lower tax rates for potential investors. This has proven to work as it has attracted foreign investors not just in the mining industry but in the services and construction industries. This has led to significant economic growth.

INSHASA Democratic Republic of Congo has given mining companies an indefinite waiver to an export ban on cobalt hydroxide and carbonate, as well as tin, tungsten, and tantalum concentrates after meeting the country’s biggest miners in Kinshasa.

The mines ministry also announced an export ban waiver on copper concentrate, but said the duration of that waiver was

Gold poised for glitter with new payment plan HARARE - Zimbabwe’s exclusive gold buying and marketing arm, Fidelity Printers and Refineries (FPR), is envisaging a boom in gold deliveries following new payment modalities that have been roundly welcomed by miners on the back of a slump in deliveries.

Statistics from FPR show that gold deliveries for the month of July plunged by a staggering 49.3 percent compared to the same month in 2019 after miners delivered only 1, 406 tonnes this July compared to 2, 776 tonnes in the same month last year.

The magnitude of the slump is further illustrated by the fact that last year was not necessarily a good year as far as gold deliveries to the state buyer and marketer are concerned as annual deliveries totalled 27.

N the fateful day of Friday, July 3, 2020 in what is believed to have been a case of mistaken identity, the Police in Lusaka confronted and shot dead William Tembo, a nephew to Eastern Province PF youth Chairperson, Emmanuel Banda popularly known as “Jay Jay”.

Tembo, who was commonly known as King Kiki died after sustaining four bullet wounds and was buried in Petauke on Monday July 6. The family did not take kindly to the killing and demanded for Justice.

In trying to seek justice, an angry Jay Jay and a team of his colleagues decided to protest at the highest Police office, Lusaka Central.

According to a source who is Jay Jay’s relative, the family was aggrieved by the death of King Kiki and just wanted details of his killing and to find out who killed him. “You cannot kill someone and think that his relatives will remain

The source who sought anonymity said the police were persecuting Jay Jay just to shield the police officer who mistakenly shot dead their relative.

He explained that the death of King Kiki infuriated Jay Jay who demanded to meet the officers involved in the shooting incident to get their side of the story but that ended up into a misunderstanding as the officers on duty did not comply with his request.

The source said Jay Jay was a successful business man who runs a number of businesses in the region and could not sink so low as to stage a robbery at the police station.

He further said contrary to what was portrayed in the media, Jay Jay was a law abiding citizen who respected people.

He said it was undisputable fact that Mr Banda's growing popularity in Eastern Province had unsettled some political stakeholders who have been sponsoring those wild allegations.

And speaking after he handed himself to the Police, Mr Banda said he never went into hiding.

He said those accusations that he staged a robbery at the police station were fake and baseless and politically motivated with intent to damage his good reputation.

Mr Banda said he was ready to defend himself in court and

spill the beans over the charges he was accused of.

He said contrary to insinuation that he had gone into hiding, he had been in Chawala village of Chieftainess Kawaza where he went to bury and finish off the traditional ceremony of his grandfather who died last month.

He said he decided to report himself to Police to clear his name over wild aggravated robbery accusations which never happened.

Mr Banda also said the allegations against him were politically motivated adding that there was more to it than what

"It's a pure case of political witch hunt where a cartel of some politicians with the agenda of unseating President Edgar Lungu planned to propagate a well-funded campaign

to particularly target me for being a strong man on the ground by implicating me in criminal cases which do not exist," he said.

Last month, police in Lusaka launched a man hunt for Mr Banda who was alleged to have staged a robbery at the police station.

After surrendering himself to the police on Wednesday, Mr Banda was arrested and charged with aggravated assault with intent to steal but was released on bond after presenting two sureties.

After being released on bond in Lusaka on Wednesday last week,Mr Banda travelled to his base in Chipata, where he allegedly had a “triumphant entry into the city”, fully-backed by a convoy and a posse of supporters.

That did not go well with the

law as it allegedly abrogated the Public Order Act guidelines, and Inspector General of Police Kakoma Kanganja on Thursday last week ordered for his arrest.

Jay Jay was cornered outside Protea Hotel where he was lodging at the time the arrest order was made. The Easten Province command did not waste time and quickly got their man.

But Jay Jay’s family and friends have vowed to fight for his freedom and the right to tell his story in court. They claim most of the information from the police is false and misleading because there was no robbery or attempted robbery to start with.

Yes, Jay Jay and his friends went to the police, not to steal but to seek information about his nephew who had been shot dead by the police.

The have asked member so the public to listen to Jay Jay’s testimony and that of others who were present at the police. And some party officials who gave him a convoy said they were welcoming him in Chipata after he was not seen in public for over a month.

They said that they were happy to see him back after he was reported to have had g o n e i n t o hiding.

Dear Editor, HE is not new to politics. In 2016, he was the adopted candidate for the Lukashya Constituency on the ruling Patriotic Front (PF) ticket. But then something extraordinary happened - the adoption certificate was withdrawn from him just before nominations! We laughed about it - todate.

Even when he was encouraged to contest as independent after that ordeal, he opted to remain in the PF and supported the party.

You see, he grew up in Matero just like me. He did his primary education at Matero Boys Primary School (he was my senior) and later went to Libala Secondary School.

“My rival,” is what he calls me as we always were on the opposite side of the debate, including court cases.

And so in 2001, he contested and lost the Matero constituency seat before he ventured in the village. He is a devout Christian and that is how he found himself as member of the National Christian Coalition (NCC) before he drifted

Dear Editor, T was mind-refreshing to learn that Chipili will soon have a mine solely owned and run by Zambians.

This is how a country in a hurry to develop economically should take charge of its affairs.

I have on mind other Zambian natural resources which for years we have been left in the hands of foreigners.

Take our abundant and

quality emeralds which we have carelessly surrendered to Senegalese (Senesene) when we have thousands of jobless youths who can easily mine these precious stones.

And it’s not only Senesenes but many of other foreigners stealing our wealth in broad daylight.

My cry is to my government to come up with a law to encourage local ownership in strategic activities.

It is no longer a secret that Zambian emeralds are now building the economy of Senegal while we watch with folded arms.

Digging out our precious stones does not need any technology, such that even our grannies can mine them easily.

I will not be surprised if our newly discovered precious metal gold, will similarly not end up in foreign hands while Zambians wallow in stinging poverty.

I strongly feel this is one area which Government should give a listening ear and quickly empower the locals.

This it should do like yesterday because frankly speaking even from our copper mines Zambians have continued to be taken for high jump through falsification of production and sales figures because we have little say in our own mines.

Our Minister of Health Dr Chitalu Chilufya has not minced his words on the rate of infections involving every citizen regardless of their standing in society.

It’s shocking to see people moving around as if they are on holiday oblivious to the danger of Covid-19 which is real and killing Zambians daily.

Do not be deceived that the virus is only attacking people with big names like Kambwili, Musenge , mama Inonge Wina, the Veep to mention but a few because records show that ordinary Zambians are also getting the virus.

My earnest appeal is to my fellow Zambians to take the health measures announced by government against Covid19 seriously to save their dear lives.

Covid 19 is real and is not choosing who it attacks but any one it finds off guard.

The reason why Zambians will vote for the PF in 2021

Z

AMBIA goes to the polls in about 11 months and some days.

In the context of being a democratic dispensation, the country has witnessed an aggressive campaign propaganda from the opposition, especially the opposition United Party for National Development (UPND) which is desperate to take over government power, calling for the change of government and involving themselves in political machinations aimed at whatever cost.

We understand desperation and frustration of the UPND because they have been trying to persuade Zambians to vote for Hakainde Hichilema, their leader who has been rejected five times concurrently because he lacks the leadership needed to take care of the country and promote the much needed good governance.

Many Zambians will agree with me that because of being rejected over and over, the UPND and their leader Hakainde Hichilema are visibly bitter and frustrated.

According to them, they can’t see any tangible development or any positive changes that have been brought about by the PF government.

It is for this reason that I will endeavour to highlight fundamental achievements of the PF in line with the party manifesto and as reflected in the 7th National Development Plan and the Vision 2030 so that many Zambians may understand where we are coming from and why the PF under the trusted leadership of President Edgar Lungu will bounce back to power in 2021.

I will start by giving a brief background and the firm ideological foundation that was established by our hero and founding father of the Patriotic Front late President Michael Chilufya Sata (MHSRIP) way back in 2001 and who later formed Government in 2011 after defeating the MMD after the general elections.

The PF was formed on the basis of a pro-poor party that became a voice of the voiceless in the country. The late President Sata was loved by the majority poor Zambians because he was one of them. He knew what it meant to be poor and to be born and raised in the village.

He was a people’s person and that is the more reason why when he finally formed government in 2011, he paid particular attention to rural development by building schools, clinics, hospitals and roads.

Late President Michael Sata always used to say “We are nothing without the people. I expect everyone in my government and the party to put the interests of the poor people first.” It is this ideological perspective of doing things that has seen us through as a ruling party and delivering the much needed development to the people.

Zambia became a huge construction site with infrastructure development taking place from across and in all corners of the country.

In the aftermath of the unfortunate and untimely demise of President Sata, the baton was passed to President Edgar Chagwa Lungu to carry on with the national development agenda as prescribed by the PF manifesto,

the National Development Plan and the Vision 2030. These are the strategic documents put in place to steadily propel the country’s development agenda.

When we talk about the PF manifesto, it is about the people.

It is a key plan deliberately put up to improve the lives of Zambians.

People must be free from hunger, poverty, suppressed disease burden and low mortality rate. The 7th National Development

Plan like other development plans that preceded, builds on the achievements learnt during the implementation of the previous NDPs. The unique feature of the 7th National Development Plan is that it departs slightly from other NDPs from sectoral planning to an integrated, multi-sectoral development approach under the theme accelerating development efforts towards the vision 2030 without leaving anyone behind.

The 7NDP is, therefore, a building block formulated to meet the goals contained in the visions 2030.

When late President Sata took over government power in 2011 from the MMD, he embarked on the transformation agenda that that stirred massive investment and development across the country. Zambia became a huge construction site with infrastructure development taking place from across and in all corners of the country.

After President Sata’s demise, President Edgar Lungu was handed over the baton to fulfil to protect late President Sata’s legacy by ensuring that over 650 clinics and over 30 district health hospitals were built. In terms of attending the needs of young people, the PF government, in line with the 7NDP is implementing various

strategies aimed at enhancing skills training and human capital development among young people. In this regard, President Lungu has guided that technical and vocational training will continue receiving adequate funding to promote self-employment, particularly among the youth. This has enabled young people to fully and effectively participate in the economy.

When it comes to accessing quality, equitable and inclusive education, the PF government has made significant progress in infrastructure development, teacher training, recruitment and deployment improvement; equity and inclusive education enhancement; youth and adult literacy expansion and improvement, and policy coordination, planning and information management improvement.

Through the education and women’s empowerment, the PF Government is currently supporting vulnerable women and girls. Over 15,082 girls aged between 14 and 18 to be retained in school. Women groups of over 12, 445 are being empowered with about K2, 000 each and an additional 21, 000 women in

31 districts are being supported.

When you talk about road sector and the PF government’s desire to improve the road network across the country, late President Michael Sata initiated a robust programme dubbed link Zambia 8, 000 and the L400 projects. After his demise, President Lungu demonstrated undoubted commitment to the fulfilment of this dream. Today, the country can boast of a better road network than ever before.

The Link Zambia 8,000 project is an accelerated road construction programme aimed at transforming Zambia into a truly land-linked country in Southern Africa. The benefits accrued so far from this programme include job creation, reduction of road user costs on transit times and

creation of economic growth poles and wealth in outlying areas of Zambia.

Since inception in 2012, the link Zambian project together with the L400 has created 18, 000 jobs in the road construction sector. Talking about the L400 project, over 400 kilometres of road have been done in Lusaka, under the rehabilitation and upgrading programme. About US$348 million was allocated to deal with the challenges faced in Lusaka such congestion of vehicles and motorised and non-motorised traffic conflicts.

Alongside these robust programmes, there is another initiative called the Pave Zambia 2000 aimed at providing improved access to various social amenities in urban areas using the interlocking paving bring and cobblestone technology. More jobs have been created in this regard.

I can go on and on highlighting immense successes recorded by the PF government sector by sector but one with for sure is that these successes are visible in the eyes of majority Zambians and are treasures of the hearts of the very citizenry.

Do you then wonder why the PF has continued to enjoy massive support at grassroots level?

Do you then wonder why the PF is winning by-elections even in places well-known as opposition dominated such as Western, Southern and North-western provinces? The answer is very simple; we have a Republican President in Edgar Chagwa Lungu who is very selfless and is for all Zambians regardless of political, cultural or tribal affiliation.

President Lungu through his works has won the hearts of many.

He has where to point when it comes to delivering development to the people. The opposition or indeed those that claim to be the largest opposition in the UPND and their leader Hakainde Hichilema have nothing to their name apart from political rhetoric.

OPPORTUNITIES AND CHALLENGES

I

N 2017, I was selected and invited as one of the speakers at a premier event; the 22nd World Petroleum Congress held in Istanbul, Turkey from July 9-13, 2017. This global event is held every three years and attracts very senior politicians, diplomats, captains of industry and several other stakeholders.

I presented three papers in three different sessions. One of the papers I presented was on “Ethics and Human Rights in the Oil Industry-The case of Sub Sahara Africa.” I shared this paper with the readers last week.

Today, I have decided to share another paper which I presented at the event. It was a long paper. For the purpose of space, I will present portions of the paper over the next two weeks covering introduction, outlook, vertical and horizontal opportunities and challenges. The paper was as follows: INTRODUCTION Sub-Saharan Africa is a vast region of approximately 27, 000, 000 square kilometres.

Geographically, it is the area of the continent of Africa that lies south of the Sahara Desert. Politically, it consists of African countries that are fully or partially located south of the Sahara

INVESTORS Foreign investors have taken note of such positive fundamentals.

Foreign direct investment reached $73 billion in 2014, up from $14 billion in 2004. Africa is today home to 700 large – and increasingly pan-African – companies earning revenues of greater than $500 million.

According to the World Bank figures, the Sub-Saharan Africa (SSA) had an estimated population of 973 million as of 2014. The United Nations (UN) predicts for the region a population of 1.5 and 2 billion by 2050.

It is a well known fact that Africa’s population growth is higher than the average growth rate of other parts of the world. The SSA, where

fertility rates are among the highest in the world, will account for a significant portion of world population growth in the long term.

According to World Bank’s development indicators, women in the SSA average 5.2 children during their lifetime, compared to 1.6 in Europe or 1.9 in North America.

While this increased population is a harbinger for increased energy requirement, it is also a harbinger for significant logistical challenges.

The SSA, home to 49 countries is historically known for its relatively high GDP growth rate averaging five percent.

It is fragmented into three major common markets - The SADC, COMESA and ECOWAS. According to KPMG Sub Sahara Africa Power Outlook (2014, p.12), “by 2050, over one billion Africans will be of working age and one in four workers in the world will be Africans.”

The SSA has enormous proven oil and gas reserves.

Almost the entire African coast line has oil and gas in addition to several onshore resources across inland Africa.

Several countries have in the recent past discovered and are developing oil and gas reserves. To this end, policy makers in such countries are anxious to harvest good dividends from the extractive resources for their economies.

Paradoxically there has been observations that despite the abundant resources being exploited most countries have not been able to reduce debilitating poverty and that the wider society has not benefitted from national arbitrage.

In some instances this has precipitated instability and a clarion call for transformation of the industry.

The narrative taking centre stage has been around establishing strong mutually beneficial smart partnerships as elucidated by the New Economical Partnership for Africa (NEPAD), local beneficiation, industrialisation and increased intra-trade.

This anthem has been resonating through all regional common markets and at the African Union (AU) summits and is therefore likely to be the continental philosophy which will guide, inform and mentor prospects of doing business with Africa.

OUTLOOK It is projected that Africa will continue to record the highest energy demand growth rate in the world driven by urbanisation, popula-

tion boom and strong economic growth.

As correctly reported by a BP Africa Energy Outlook 2016, “energy demand is projected to grow by 88 percent between 2014 and 2035, yet its demand accounts for just five percent of global total.”

This is one of the key drivers and will increasingly become a key driver for consumption of oil and gas.

The SSA has one of the largest urbanisation rates in the world although it still has the largest share of rural population in the world. Strong economic growth in the past two decades has helped reduce poverty and has increased the size of the middle class.

Second, Africa is still urbanising and much of the economic benefit lies ahead.

Productivity in cities is three times as high as in rural areas and, over the next decade, an additional 187 million Afri-

OVERNMENT has disbursed K231, 000 women village bank revolving fund to 232 women in five constituencies of Kitwe.

A total of 961 women have benefitted from the fund since 2014 with K800, 000 having been paid out in Kitwe.

He said that the city had zero audit queries with regarding the programme in six years that the fund had been in existence.

NGO backs Lungu on empowerment

A NON-GOVERNMENTAL Organisation (NGO) in Ndola has backed President Edgar Lungu’s call for ministers and members of Parliament (MPs) to raise awareness about Government’s empowerment programmes.

The NGO said it was important that citizens were encouraged to take advantage of available empowerment schemes because many people were not aware of various Government initiatives aimed at improving their livelihood.

This is according to Andrew Mustard Foundation a Ndola-based NGO, whose mandate is to support vulnerable members of society, with a bias towards equipping women, boys and girls with tools to respond to economic challenges.

Foundation Chief Executive Officer, Andrew Kalima, said it was important for ministers, MPs and other

public officials to enhance sensitisation of Government programmes that were aimed at improving the lives of vulnerable citizens.

“The foundation supports Government’s position for Minister and Members of Parliament to ensure that they generate the desired public awareness among communities on the availability of empowerment schemes introduced by Government,” Mr Kalima said.

He noted that the Government was offering incentives through the Citizens’ Economic Empowerment Commission, which many citizens were not aware of.

Mr Kalima urged the Government to continue providing an enabling environment for the locals, especially the vulnerable so that they could start participating in the economic affairs of the country.

“This will improve household food security apart from creating economic opportunities for the locals to succeed,” he said.

Malanji cautions marketeers

IT will be difficult for marketeers and other players in the informal sector to develop and grow their businesses if they continue to squander empowerment opportunities like the Revolving Fund, Kwacha Member of Parliament (MP) Joe Malanji has said Mr Malanji said the Revolving Fund was aimed at boosting the capital base of marketeers and other players in the informal sector.

He was however disappointed that some people who were entrusted to manage the money misappropriated it.

The MP was speaking at the weekend when he toured Riverside, Chipata, Chikwepe and Nkana East markets in Kitwe He said he was disappointed that a female marketeer entrusted to handle the Revolving Funds had misappropriated K165,000 which was meant for other marketeers to help them boost their capital base.

Mr Malanji, who is also Foreign Affairs Minister, warned that those misappropriating the Revolving Funds would face the wrath of the law because they were painting a bad picture of other innocent marketeers and depriving them of the funds.

"My belief is that marketeers must not continue to struggle in the same business of growing vegetables and tomatoes, but expand and be able to reduce poverty in their households and communities at large. It is unfortunate that such kind of ideas is not embraced by some individuals,'' Mr Malanji said.

Mr Malanji said the fight against poverty and hunger must be fought by both government and an innovative citizenry which would be able to grasp and utilise opportunities presented to them He said the citizens should not just blame Government for poverty and hunger, but should also provide leadership when given opportunity to develop themselves.

And Mr Malanji has employed three people to be cleaning the lavatories at Ipusukilo and Nkana East markets and advised marketeers at the two markets to stop paying any fees for use of the facilities.

At Ipusukilo market, Mr Malanji employed two people to be cleaning the two toilets while at Nkana East market, he would employ another cleaner.

At Ipusukilo market, he donated 5,000 face-masks while at Chikwepe, Nkana East and Riverside markets donated 2,500 face-masks each with 15 litres of anti-bacteria hand soaps and 25 litres of sanitizers each.

Sudan ready to cooperate with ICC over Darfur

KHARTOUM - Sudan’s prime minister said on Saturday the country was ready to cooperate with the International Criminal Court (ICC) so those accused of war crimes in Darfur appear before the tribunal, a list that includes ousted President Omar al-Bashir.

Bashir, who has been in jail in Khartoum since he was toppled after mass protests last year, is wanted by the ICC for alleged war crimes, genocide and crimes against humanity in Darfur in a conflict that killed an estimated 300, 000 people.

‘WE DIP OUR HEADS IN SHAME’ …Ramaphosa reads ANC members the riot act over corruption

OHANNESBURG - President Cyril Ramaphosa says the ANC and its leaders stand accused of corruption and, while the party may not be alone in the dock, it does stand as "accused number one."

"This is the stark reality that we must now confront," Ramaphosa said in a letter penned to ANC members on the recent revelations of Covid-19 corruption that has engulfed the nation.

Yesterday, Ramaphosa said the ANC's national executive committee (NEC), at its last meeting at the beginning of the month, had recognised the justifiable public outrage caused by recent reports of corruption.

"It said these developments 'cause us collectively to dip our heads in shame and to

humble ourselves before the people'. The NEC recognised that it had a clear mandate from the 54th National Conference to deal decisively with corruption and to restore the integrity and values of the ANC. It said this is a responsibility it cannot defer, outsource or avoid," Ramaphosa said.

This week, the South African Revenue Service (SARS) revealed it is investigating 17 tenders, involving "politically exposed persons" and worth R1.2 billion, connected to alleged Covid-19related corruption.

Ramaphosa said the lack of discipline and the party's failure to deal with the issues within the organisation had eroded organisational ethos and standing.

"Over many years, we have seen corruption in the state,

in society and in the ANC take several forms. Perhaps the best-known form of corruption is the award of tenders and other contracts to certain companies based on conflictual relations such as friendships or family connections.

“For these people, success depends on who you know in the public service.

ABIDJAN - Sporadic violence flared in Ivory Coast on Saturday after President Alassane Ouattara was chosen by his ruling party to run for a third term in an October election, despite furious opposition charges the move is unconstitutional.

Ouattara, in power since 2010, said in March he would not stand again but changed his mind after the death of Prime Minister Amadou Gon Coulibaly - seen as his anointed successor - of a heart attack last month.

After his nomination, Ouattara vowed to score a first-round knockout victory before tens of thousands of supporters at an Abidjan rally held after the nomination.

“Going back on my decision was not easy,” said Ouattara, who insisted: “There is nothing preventing me from

standing.”

“I did not have the right to place my personal project above the urgent situation in which the country finds itself,” he said.

But his party’s decision provoked outrage among young opposition supporters who took to the streets to voice loud and violent protest in several major cities.

The constitution limits presidents to two terms, but 78-year-old Ouattara and his supporters argue that a 2016 constitutional tweak reset the clock, allowing him to seek a third. On Friday, election authorities rejected appeals by former president Laurent Gbagbo and former rebel leader Guillaume Soro to be allowed to run in October.

The two men had appealed to the Independent Electoral Commission against a decision to not include them in electoral lists for the ballot.

Gbagbo was freed conditionally by the International Criminal Court in The Hague after he was cleared in 2019 of crimes against humanity over the 2010 election unrest.

AZ vice president Rix Mweemba has urged Super Division clubs to keep their star players for the Zambian league to remain among the best ranked leagues in Africa.

Mweemba said in an interview it was unfortunate the league has continued to lose its best players who made it to be more competitive.

He has urged club officials not to come up with desperate decisions which will disturb the progress of their clubs.
