COMPLY OR ELSE THE enhanced approach towards Covid-19 prevention is an effective panacea given the reluctance by many people to follow rules and the resultant spike in the number of cases across the country.

While certain quarters may feel the involvement of law enforcement officers is high-handed, the strategy will surely bear positive results.

The laissez-faire approached has proved a risk affair as the Covid-19 cases spiralled in the last three weeks while at the same time compliance levels plummeted with many people disputing the existence of the pandemic.

Ignorance and defiance abound!

A story is told of a horde of youths in street corners mocking compliant citizens, who have masks on the faces.

The uncultured youths burst out in laughter and pass derogatory commentaries each time an elderly masked person walks past.

In other instances, some people have out rightly refused to mask up even on mini-buses where debate erupts spontaneously on whether the pandemic is real or not.

It is not strange nowadays in public buses for passengers to react angrily each time they are reminded to mask up by fellow passengers or indeed by a complainant bus crew.

In other cases bus conductors and their drivers are spotted with masks dangling from their chins in crowded Toyota Hiace mini-buses, putting everyone at risk.

The situation is the same in crowded markets, bus stations and other public places and sadly some people have been demanding to see patients to prove that indeed Covid-19 is real.

A mention of isolation centres does no resonate in their minds at all.

Therefore, Government’s bold decision to gazette regulations pertaining to Covid-19 enforcement will bring a paradigm shift in the manner defiant citizens will be handled.

Yes, human nature is such that any change in the pattern of life, will meet resistance and in this case defiance can only be effectively handled through unleashing law enforcement officers to monitor the public.

The sight of police officers and ensuing arrests will send a clear message that indeed it is time to change the mind-set.

People ought to follow the rules, mask up, observe social distancing, wash hands regularly or sanitise and maintain high levels of hygiene all the time.

It is as simple as that!

Hand-shakes are banned for now while bars and night clubs must remain closed, not as punishment but as a genuine measure to prevent the spread of the virus and save lives.

Citizens who are still in denial will face the law.

Yes, penalties including fines and jail terms will be imposed on citizens found guilty of abrogating the statutes relating to Covid-19 prevention.

With escalating number of deaths, Government has been left with no option but to impose more stringent measures that will make citizens realise the seriousness of the pandemic.

It is prudent for all citizens to join hands in bringing down this pandemic, which has brought about a complete change in the manner certain issues are being done.

It was unimaginable in the past to ever think that Church gatherings, weddings, funerals would be banned or restricted to limited attendees.

Who ever imagined that accessing a retail outlet or bank premises would require a temperature check!

Therefore, all citizens must comply.

Zambian DNA spokesperson, Spuki Mulemwa said pacts were only formed to help those behind them to share key positions if ever given a chance to form government.

He was reacting to sentiments that President Edgar Lungu would be shown the exit door once the opposition fielded a single candidate.

Mr Mulemwa however said Zambians cannot be hoodwinked into voting for individuals with selfish interests.

“It is strange to us to see organisations and individuals like madam Mulenga who are jittery with the changes in the Christian clause in which Bill 10 is seeking to strengthen the Christian values against evil elements.’’

Mr Chishala advised Bishop Mpundu not to take a political stance or emotional position but to play an advisory role as a church leader.

He urged Bishop Mpundu not to be used or be blinded by people who were advancing regime change and were against Christianity.

Court dismisses Chief State probes fake Sikoongo’s claim over land exam papers

THE Ministry of General Education says it has received reports of unscrupulous individuals who are printing fake examination papers and distributing them using different platforms.

General Education Permanent Secretary for Technical Services Jobbicks Kalumba said investigations were underway to find out the people behind the vice.

Dr. Kalumba has also advised learners not to be misled with such data, adding that the Examinations Council of Zambia (ECZ) has not printed any paper for the forthcoming exams.

He said that such behaviour puts learners at high risk of failing exams because they may stop studying.

Dr. Kalumba has also called on anyone with information on the culprits to report to the police or the ministry.

He said it is unfortunate that people can come up with dishonest means of making money, which endangers the country’s educational system. - ZNBC.

THE Lusaka High Court has dismissed a case where Chief Sikoongo and three others sued Chief Chipepo, Jotham Chibumba (Headman Chalokwa) and the Attorney General over ownership of Lusitu area in Siavonga.

Chief Sikoongo and three others Hein Melt Myburgh, Enock Matanda, who is Headman Matenga, and John Supai, who is Headman Manyepa, had sought a declaration that Sikoongo chiefdom extends to six wards - Sikoongo, Chirundu, Lusitu, Ng’ombe Ilede, Nanyanga, and Ibwe Munyama in Siavonga.

The plaintiffs also sought a declaration that Chipepo chiefdom extends over an area known as Chipepo in Gwembe district and not over Lusitu.

Another declaration being sought was that Myburgh, and Mr Matanda and Mr Supai, on behalf of the Mukuyu Outreach Society, are entitled to possess and obtain title deeds for

Mukuyu Outreach farm near Manyepa village in Sikoongo area in Siavonga.

They also sought a declaration that Chief Chipepo and Mr Chibumba are not entitled to possess, interfere with the Mukuyu Outreach farm, property of the Mukuyu Outreach Society to be registered in the name of Mukuyu Outreach Society Registered Trustees.

The plaintiffs wanted a declaration that Chief Chipepo’s recognition order number 11 of 2003 be amended to include Chipepo area in Gwembe district is irregular, null and void.

But delivering judgment, High Court Judge Edward Musona said there was evidence that the people of Chipepo chiefdom were forced to relocate to Lusitu by the colonial government in 1958 to pave way for construction of the Kariba dam.

“I refuse to grant the declaration sought. The evidence on record shows that Lusitu area where Chief Chipepo currently exercises his jurisdiction as chief is indeed Chipepo chiefdom,” Mr Justice Musona said.

LAND SCAM ROCKS LUSAKA FROM PAGE 1

The minister said she would ensure that she got to the bottom of the matter and establish how the Chinese firm bought the land in question.

Residents in PHI area in Lusaka blocked the Chinese developer from constructing a shopping mall on land dubiously allocated by the Lusaka City Council.

The residents have mounted security to ensure that the developer did not have access to the land.

Lusaka City Council Public Relations Manager, George Sichimba, confirmed that the Chinese developer had rights to the land because he had title deeds from the Ministry of Lands.

But Ms Jacqueline Chishimba, a PHI neigh-

bourhood watch member, said Lusaka City Council refused to sell the land in question to residents to set up a youth centre.

The council, she said, advised that the area was not safe because it was under Zesco pole lines but surprisingly the local authority sold the same plot to a Chinese firm to construct a mall.

But in an interview yesterday, Ms Kapata said, “We can’t allow that to happen, I will ensure that I investigate and get to the bottom of the matter.

“Things are not supposed to be done like that, but let me assure you that I will investigate so that the matter can be resolved. I will also engage the Munali Member of Parliament Professor Nkandu Luo so that we see what can be done,” she said.

COPPER production has significantly improved at Konkola Copper Mine (KCM) and has helped the company clear debts owed to suppliers and contractors, liquidator Milingo Lungu has said.

Mr Lungu said the mining company was now generating more revenue.

The liquidator said when the Covid-19 pandemic broke out in the country, KCM suffered major challenges in terms of production.

Mr Lungu said in an exclusive interview yesterday that the copper production reduced drastically which posed negative effects to the mining firm but things have gone back to normal.

He said the mining firm

can now boast of generating significant revenue due to improved production.

"We went through bad challenges when Covid-19 hit the country. Copper production went down because of some restrictions of movement in some countries.

But for now I can simply say that things have improved, we are really doing well as a mine. Production has really improved and things are now well.

"We expect that things will continue going well and we shall ensure that copper production increases further so that our earning improves," he said.

Mr Lungu said the mining firm had managed to clear all the debts owed to suppliers and contractors.

He said currently, no supplier or contractor was being owed by the mining firm.

CONFUSION ROCKS NAREP

onfusion has rocked the National Restoration Party (NAREP) with two people now claiming to lead the party.

Party vice president, Charles Maboshe has been installed as party president after the expulsion of Steven Nyirenda from the helm of the party.

A defiant Nyirenda has however vowed to continue as party president, saying no ‘hooligan’ would remove him from office.

NAREP secretary general, Ezra Ngulube threatened to obtain an injunction to restrain Mr Nyirenda from masquerading as party president claiming that his expulsion is final.

When asked what procedure was used to fire Mr Nyirenda, Mr Ngulube said a NEC meeting, chaired by party vice president, Charles Maboshe was called and all members voted

to relieve the president of his duties. Mr Ngulube said Mr Nyirenda was fired on charges that he was sowing seeds of discord in the party.

He explained that Mr Nyirenda earlier called a NEC meeting but chased members

Covid-19 not for rich only - Chilufya

PEOPLE should not continue living with the myth that Covid-19 is only for the rich because the truth is that it affects everyone, Health Minister Chitalu Chilufya has advised.

And Dr Chilufya has advised citizens to postpone social gatherings such as weddings and kitchen parties which were contributing factors to the rising cases of the pandemic.

recorded. Dr Chilufya said it was unfortunate that many people were living with the notion that the virus only attacked the well to do.

"Covid-19 knows no race or social standing. It affects everyone irrespective of what their social standing

The minister advised the public to adopt different ways of doing things if the country was to see the reduction in new Covid-19 cases recorded. Dr Chilufya stressed the need to continue adhering to preventive

measures, stressing that prevention was better than cure.

He said that the virus remained a dream reality in the country today, a situation that needed proper attention.

Dr Chilufya also disclosed that the number of patients

requiring specialist care as well as the death toll continued to increase.

No death was recorded while 347 patients were discharged from various health facilities, bringing the accumulative number of recoveries to 8, 412.

He challenged Mr Nyirenda to show the nation any bank deposits for the financial contribution to the party.

“Let him show us and the nation the deposits so that everyone believes,” Mr Ngulube said.

Meanwhile, Mr Ngulube said the party had never made a decision to have an alliance with the UPND as Mr Nyirenda claimed.

He said the party was only involved in the opposition alliance and Mr Nyirenda had been attending all the meetings. Mr Maboshe has accepted to act as party president after the expulsion of Mr Nyirenda.

Mr Maboshe said he had accepted the appointment by the National Executive Committee following the dismissal of Mr Nyirenda.

He said no one would be allowed to masquerade as party president as he was the only legitimate leader.

‘UPND a bunch of quacks’

IF UPND was on the ground it would have formed government in 2015 but it is just a bunch of overrated quacks, says the Patriots for Economic Progress (PEP).

PEP president Sean Tembo said the UPND overrated itself and thought it would win elections when the situation was different on the ground.

He said in an interview in Lusaka yesterday the UPND was nothing but a bunch quacks.

Meanwhile, Mr Tembo challenged the UPND president, Mr Hakainde Hichilema to tell the nation how he would change the economy of the country.

He said Mr Hichilema had been promising the people that he would change the economic outlook of the country but had failed to tell the nation how he would do that.

“This brings me to query why this political party does not want to be questioned by anyone and believes that the only political party that must be questioned is the ruling party.

“A few weeks ago, the leader of this political party posted on his social media accounts what he would do for this country once elected into office, which in itself is something that is very commendable,” he said.

Mr Tembo said the UPND leader promised to turn around our ailing economy and restoring the rule of law.

“But I noticed that there was no explanation of how this political leader will achieve his intended objectives for this country.

“So l decided to ask him how he will achieve his intended objectives. I asked him how exactly he will turnaround our ailing economy because without the HOW, his list was just a wish list,” he said.

Mr Tembo said “But instead of getting an answer on how this political leader will achieve all these nice things, what l instead got was a barrage of insults from his loyalists and was accused of fighting fellow opposition.”

GOVT’S SILENCE OVER MOPANI WORRIES MUZ Zambia

GOVERNMENT’S silence on the challenges surrounding Mopani Copper Mines (MCM) is creating a bad impression on the state, the Mineworkers Union of Zambia (MUZ) has said.

MUZ president, Joseph Chewe, said the silence by Gov-

ernment to look into the plight of miners and many people dealing with the mining firm was sending a bad message.

He said in an interview that many people at Mopani did not know their future at the mining firm.

He said the development was saddening which needed Government's attention

but nothing clear was coming forth.

Mr Chewe said people could lose confidence in the government because they were expecting Government protection.

Mr Chewe said it was prudent that Government took keen interest in the happenings at Mopani because many

jobs were at risk.

"What is really happening at Mopani is very worrying and things must be done for the people to be assured of their jobs. Currently people are not sure of their fate," Mr Chewe said.

Recently, Mine Suppliers and Contractors Association of Zambia president Augustine

Mubanga disclosed that Mopani had resorted to awarding one-month contracts to firms which had been recalled.

Mr Mubanga complained that contractors could not even get loans from banks for their operations because financial institutions could only accept them when they had long term contracts.

OVERNMENT has launched a publication which gives in depth and success stories about Zambia's positive participation in the Southern Africa Development Community (SADC).

The publication dubbed, "SADC Success Stories in Zambia,” was produced by Government with support of the Germany and the European Union (EU).

This is under the Strengthening National Regional Linkages (SNRL) programme in the SADC region.

She stressed that Zambia’s role was highly visible in various SADC protocols and processes which the country had signed such as the SADC Gender Protocol as well as the SADC Free Trade Area, in the quest to improve the living standards of our people.

She announced that Government’s agenda to industriarise Zambia through robust infrastructure development in line with the SADC regional integration programme, was firmly on course.

Ms Siliya said in the 40 years of its existence, SADC had continued to grow from strength to strength from nine Member States at inception to the current 16 Member States with a combined GDP of US$706 billion.

ZAMBIAN youths must be wary of disgruntled individuals like photographer, Chellah Tukuta who had been masquerading as youth advocate when he was just an opposition cadre, a top Patriotic Front official has charged.

Patriotic Front Lusaka Province secretary Kennedy Kamba has exposed Chellah who recently claimed to be a youth advocate but emerged displaying his UPND membership card a few days ago.

He said Tukuta is one of the youth that the opposition had acquired to scandalise government in the name of youth advocacy.

Mr Kamba said there were many manipulators out there who had been engaged by the opposition to scandalise the government using social media.

"We told the nation a few weeks ago that photographer, Chellah Tukuta who out of nowhere started issuing disparaging remarks against the PF government had been sent to do so.

"Today we have been vindicated after pictures emerged of senior UPND officials with Tukuta displaying a membership card of the UPND," Mr Kamba said.

He said all those issues Tukuta was talking about on social media, trying to play hero was not out of patriotism, but for his own selfish motives and a clear destructive agenda.

He said many of those claiming to be youth advocates and busy making noise by using anti-PF language on social media did not mean well for the youth. He urged youths to approach the dynamics of politics with sobriety to avoid being misled or used by desperate opposition politicians with selfish agendas.

"Our appeal to the young people in Zambia is to avoid being recruited and used unknowingly or knowingly by individuals being paid to antagonise and insult President Edgar Lungu and the PF government," Mr Kamba said.

Meanwhile, Tukuta said it was his democratic right to belong to UPND.

THE reopening of schools remains in abeyance as the Ministry of General Education has not yet made a decision because of escalating cases of Covid-19, spokesperson Nondo Chilonga has said.

The ministry has not yet made a decision regarding the reopening of schools amid the Corona virus pandemic, Ms Chilonga has said.

Ms Chilonga said that contrary to what had been reported on social media, the ministry had not issued any statement on the reopening of schools and would inform the nation at an appropriate time.

She said the ministry was getting guidance from the Ministry of Health adding that the nation would be informed about any update.

Actualise Citizen Entrepreneur Development Programme in Luapula - Mwata Kazembe

THE Mwata Kazembe of the Lunda people in Mwansabombwe has urged the Economic Association of Zambia to ensure they implement the Citizen Entrepreneur Development Programme (CEDP) once it is launched in Luapula Province.

Speaking when the Economic Association Of Zambia called on him at his palace, Mwata Kazembe observed that many projects have come through in the province but only a few have been implemented.

He said implementation in every program is key as many people have high expectations in such programs.

"I welcome that program in my chiefdom, because it is aimed at

uplifting the lives of our people, but you need to ensure that it is implemented because many programs have been launched without being implemented," he said.

Mwata Kazembe has emphasised on the need to ensure that many developmental projects start from the grassroots if they are to benefit the common man.

And Economic Association of Zambia president Lubinda Haabazoka disclosed that his association with its partners from the private sector plans to find about 50 thousand hectares of land to the people of Zambia under the Citizen Entrepreneur Development Programme (CEDP) for investment.

BOZ WILL MAINTAIN MONETARY RATE, PREDICTS EXPERT

HE Monetary Policy Committee (MPC) will maintain the rate at which money is priced in the market at 9.25 percent to improve liquidity and create stability, Bridges Limited Managing Consultant, Chibamba Kanyama, has predicted.

Bank of Zambia (BoZ) will on Wednesday this week announce the policy rate, which will determine the rate at which money will be priced in the financial market.

The BoZ in May this year cut the policy rate by an aggressive 225 basis points to 9.25 percent from the previous 11.5 percent, levels last seen in 2012.

Zambia joined other central banks such as the Bank of Ghana, Bank of Kenya, Central Bank of Nigeria, Reserve Bank of South Africa and Central Bank of Mauritius in a rate decision through the covid-19 period that has eroded growth momentum.

As the market awaits the policy announcement, Mr Kanyama expressed confidence that the policy rate will be maintained at 9.25 percent to allow for market stability.

Mr Kanyama stressed that it was in the interest of BoZ to allow for market stability as commercial banks were still responding to the impact of the policy measure announced in May. “The committee will defi-

nitely maintain the policy rate at 9.25 percent. So far, market liquidity has slightly improved and this was the main objective of lowering the policy rate against counter market forces of high inflation and falling value of the Kwacha,” he said in a press query.

He observed the need to keep the spread between the policy rate and the 17.5 percent ceiling commercial banks were accessing the K10 billion facility, attractive enough for banks to continue lending.

Increasing the policy rate, Mr Kanyama warned, would destabilise the expanding loan books by commercial banks as they were slowly advancing credit at a higher rate than at beginning of

the year. He explained that ordinarily, BoZ should have increased the policy rate in May but took a tough decision to have more liquidity in the market even though that had potential to undermine long term investment prospects due to inflationary pressures.

“Inflation was projected to drastically drop during the half year period due to flooding of agriculture products. We have not seen that happen as expected.

“Inflation rate is reducing but not at the rate we projected. To lower the policy rate below where it stands today would stall the inflation rate and we may end the year at over the undesired 15 plus percent,” Mr Kanyama said.

OVERVIEW OF SAVINGS GROUPS IN ZAMBIA • A gender gap exists in financial inclusion. However, this also presents an opportunity for financial service providers to bridge this gap.

• Women tend to understand complex financial services through simplified informal networks such as the chilimba and other saving groups thus these interventions have been instrumental in filling this gap.

• This has been an important traditional source of capital and revenue that has been used to increase household assets among members in various communities.

• In 2017, the Government expressed its commitment to financial inclusion through the National Financial Inclusion Strategy (NFIS) whose primary goal is to achieve universal access to and usage of a broad range of quality and affordable financial products and services.

• The strategy aims to increase financial inclusion to 80% by 2022 from 59% recorded by the 2015

FinScope survey.

• The survey also revealed that 20% of the population use informal financial services such as savings groups which play a significant role in expanding financial inclusion, particularly in rural areas and among women.

•

The Savings Groups Model has been instrumental in facilitating financial inclusion among women.

• One of the benefits noted by members is that there has been a significant improvement in their quality of life.

• For instance, some women were able to purchase goats, fresh produce for resale, farming inputs to improve their harvests, iron sheets to replace their thatched roof, solar panels, buying shoes in Lusaka for resale in the village and building houses, all through the loan feature of the program

PMRC RECOMMENDATIONS

•

Eligibility for a loan with savings groups is fairly relaxed as there is no documentation or collateral required to access a loan.

The interest generated is shared among group members thus, acting as a ‘return on investment’ even for borrowers.

PMRC recommends that financial service providers link savings groups to investment opportunities in order to empower rural women and increase their resource base.

PMRC urges financial institutions to tailor products to fit the circumstances of rural women and link them to affordable savings and credit products as demonstrated by the success of the Savings Group Model.

3.

There is need to strengthen financial literacy programmes among rural women to enable them graduate to a larger financial base for access to savings and credit facilities for productive purposes. This can be done by developing unique products and services that recognise livestock and farm produce as collateral in rural settings. Similarly, relaxing the procedure of formalising customary land and empowering women with land could ease access to collateral based loans for rural women.

There is need to link rural women to mobile money services to enhance their coordination and management of transactions and savings in these groups to improve their credit score and credibility as an entry point for other financial players.

No delays in processing of loans for members since loans are obtained during meetings at each saving, while banks and other formal financial service providers delay the process due to documentation and bureaucratic procedures in assessing one’s eligibility.

•

Bank requirements include; copy of National Registration Card (NRC), latest pay slip, latest utility bill or confirmation from employer, salary account bank statements for the last 3 months, employment contract and collateral in some cases.

•

The 2015 Finscope Survey indicated that only 93.5% of adults had access to an NRC, and only 15.9% had access to a proof of residential address document.

•

Mobile money presents great potential for enhanced financial inclusion of women.

•

A survey found that at least 74% of people owned a phone and 95% that reported to use mobile money services indicated that they were ‘comfortable’ to ‘very comfortable’ with the use of these services.

•

58% used it to receive, while 38% used it to send money and less than 4% used it to store money.

7 / Daily Nation, Monday 17 August, 2020 HARARE - Zimbabwe will use land as security if it fails to get international guarantees for the 30-year sovereign bond it wants to issue to raise US$3.5 billion to compensate some 4, 800 white farmers disposed of their land.

The southern African country embarked on a controversial land reform programme two decades ago.

According to a 2013 Constitutional clause, the former farmers will be compensated for improvements made on the land such as buildings, livestock and crops, but not the land itself.

An agreement on the amount to compensate farmers and a roadmap to raise funding was reached two weeks ago.

Zimbabwe’s Finance Minister, Mthuli Ncube, said the country would talk to finance institutions, governments, and other partners to see if they could

Speaking during an interview with state-owned Zimpapers Television Network, Ncube said getting a guarantee would help improve the country’s credit standing.

Zimbabwe currently does not have a sovereign credit rating by the major international rating institutions. It has a sovereign debt burden of more than US$10 billion, of which about 70 percent is arrears and penalties for nonpayment.

Ncube said, however: “We want to make sure that this sovereign bond is attractive and has a good yield, also in terms of credit quality.”

He said that the security would not necessarily be farming land, but could also be commercial land that the government owns.

“We are looking at all those strategies, especially land around urban areas,” he said.

The minister said considerations are also being made to use other government

assets which could be offloaded for the purpose of supporting the liability payment.

The government “will use every means to make sure that we raise money as well as making sure the bond is attractive and secure for investors.”

Ncube said the land and improvements that are being compensated for will now belong to the state and not the farmers in the current occupation. – FIN24.

Sibanye-Stillwater expects first-half profit on higher metals prices JOHANNESBURG - South Africa’s Sibanye-Stillwater expects to swing to a profit in the first half of 2020, boosted by higher precious metals prices and a weaker rand currency, the miner said, sending its shares up sharply.

Shares in Sibanye, which said it remains positive about its performance in the second half of the year, were up 11.16 percent at 55.30 rand.

The precious metals producer, said headline earnings per share (HEPS) for the six months to June is expected to be 350

cents compared with a loss per share of 54 cents a year earlier when it was hit by strikes.

Sibanye said the inclusion of the Marikana operations, higher metals prices and a weaker rand currency helped partially offset foreign exchange losses and the impact of Covid-19 lockdown regulations on output.

“Supported by a better operational outlook than for H1 2020 and with precious metals prices having recovered close to levels prior to the global Covid-19

economic lockdown, the outlook for H2 2020 is positive,” Sibanye said.

South African gold miners have rallied as investors rushed to buy shares in the export-oriented companies which do well when the Rand depreciates against the dollar. JOHANNESBURG - The reopening of the economy under Covid-19 lockdown Level 2 needs to be accompanied by more drastic interventions – namely the injection of new money through public investment, according to the Congress of South African Trade Unions (Cosatu).

The labour federation has welcomed President Cyril Ramaphosa's announcement on Saturday that lockdown restrictions would be eased to Level 2, but called for action to assist households and firms hard hit by the economic impact of the pandemic.

"This lack of an economic stimulus by government amidst depressed private capital investment will continue to plunge and trap the economy into what is becoming a serial stagnation," said Cosatu's parliamentary coordinator Matthew Parks.

"The country needs an interventionist state that is ready to play a strategic role in shaping key sectors of the economy, especially the ones hardest hit by the crisis. This calls for an increase in public investment in the economy – in a manner that instills the efficient use of our limited resources," he added.

Cosatu wants government to provide extended financial support to employees through the UIF Covid-19 TERS fund, review the lending criteria of banks to support struggling firms and to allow further loan deferrals and debt restructuring for businesses and consumers.

Mr Ramaphosa called for National Treasury to allow workers who have lost their income to access a limited portion of their pension funds during the crisis.

Investors diving into everything, dumping cash - BOFA LONDON - Bullish global investors yanked almost $20 billion out of cash funds over the last week and piled $13.6 billion into bonds, another $8 billion into stock markets and the ninth highest amount on record into inflation-linked U.S. bonds.

2. HH has unsuccessfully contested elections fivetimes and next year will be sixth.

3. In an event he lost it will mean the difference between wins and losses is 6 just like 6 was the goal difference.

4. Both HH and Barcelona have a sizable number of followers as compared to their rivals.

Before a final whistle was blown, just like UPND, Barcelona had defensive problems.

Of late, UPND has shown defensive problems in its strongholds as evidenced by the recent outstanding inroads the PF has made in Western Province.

The other fact is that both UPND and Barcelona are all driving on the past glory to manipulate the unsuspecting minds that they will maintain the top slots.

The other observations we made was that the top player Messi has unquenchable thirst to be hero worshipped at the expense of molding young players. This is typical of HH who is currently both President and Vice President of the defunct UPND. As confessed by one of his lieutenants, he is indispensable in the existence of the party.

We therefore, wish to advise Mr Hichilema to use his failed prediction to reflect and prepare his mind to accept the pending death of his political journey. On the other hand, Zambians should regard the period starting 2021 and beyond to preparing as the dawn of Zambia without Hichilema era.

To the PF supporters we can only urge you to prepare to hold positions that will enable us serve the Zambian people. The uninstalling process of HH from the political map is slowly becoming a reality.

FIGHTING COVID NOT EASY Dear Editor, WE have a serious battle on our hands. To fight the Covid pandemic we need everyone to be serious.

Most important however is that the government should sort out the busy places like bus stations and markets. These are the places spreading Covid because people there don’t bother to mask up while social distancing is impossible.

As I write, buses are still

loading to capacity and even overloading. Where are the inspectors to ensure that buses do not overload? Or that traders in the markets are using masks properly?

I do not think it is even fair to impose that K750 fine if no one will be fined. Let the police go to the markets and check if there is any masking up there.

The markets managers ought to be penalised so that they can in turn enforce the Covid safety regulations.

We should not perish because of ignorance. We already have the information we need on the Covid pandemic.

The people who refuse to believe this pandemic is real, are putting all of us at risk.

Those are the people who should be sorted out.

Police should be stationed in markets to implement this rule.

I say this because of the worsening Covid-19 situation while overcrowding in streets has correspondingly assumed frightening levels.

At the same time, uncollected garbage in the city’s central business district is becoming a matter of concern.

And with the rains just on the horizon, a fertile ground for cholera outbreak is unavailable.

One can only imagine the health mess we will find ourselves in having to deal with Covid-19 and now cholera.

The situation particularly around Kulima Tower is a time bomb which authorities cannot afford to ignore.

While on the issue of masking, I strongly feel Government should employ the armed forces to ensure people adhere to health guidelines as police officers have lamentably failed to deliver to expectation due to their insufficient numbers.

I could not believe my eyes that people can now buy their salaula even from our prestigious Cairo Road. Shame.

I pray for sanity to prevail if we are going to win the battle against killer Covid-19.

STATE COUNSELS LOCAL CONTRACTORS

OCAL contractors must not only ride on the 20 percent policy to be awarded contracts, but prove their capacity to deliver quality works whenever they were awarded a contract, Government has advised.

Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda, said local contractors must not only cry for the 20 per cent sub-contracting initiative, but also improve capacity and quality of work.

Dr Chanda said Government had come up with the 20 percent policy to empower local contractors, but it was disappointed that some local contractor were putting up shoddy works.

The minister was speaking in Kitwe during a familiarisation tour of facilities under his ministry.

Dr Chanda urged officers in his ministry to ensure that local contractors were not abusing the 20 percent policy which was put up in good faith, but must prove that they could put up quality works.

"It is not good to find that a local contractor engaged by a water utility company has put up shoddy work on a vital infrastructure thereby affecting the service delivery,'' Dr Chanda said Dr Chanda urged residents in Kitwe, Kalulushi and Chambishi to ensure that they pay water bills and desist from any form of vandalism on Nkana Water and Sanitation Company (NWSC) infrastructure.

He said despite a directive that the water utility company should not disconnect people’s homes with huge bills,

"I get surprised that people say they have no money to pay bills, but they buy chicken from Nandos and Hungry Lion. KALULUSHI has recorded an improvement in observing Covid-19 preventive measures.

The development has cheered Kalulushi Municipal Council.

Council Assistant Public Relations Manager, Lidah Kamanga, told the Daily Nation that there was an improvement in compliance among business owners.

Ms Kamanga said the majority of business houses were providing hand-washing facilities and always demanded that customers should mask up before entering their premises.

"This can be attributed to the fact that business entities understand that they will incur a penalty which will ultimately affect their business negatively," she said.

Construction near Tailing dam cancelled

By ROGERS KALERO THE Kitwe City Council (KCC) has permanently halted construction works on the foot of the tailing dam in Parklands residential area.

This was after the developer failed to report to the council to present relevant documents which permitted the construction works in the area. Town Clerk Mbulo Seke confirmed the development in an interview at the weekend. Mr Seke explained that the developer was asked to submit the legal documents on Monday last week, but failed to do so.

The tailing dam stretches from Parklands to Nkana East and part of the Central Business District near the Kitwe High Court.

The formation of the dam was a result of dumping during early mining activies.

Two weeks ago, the local authority issued a site instruction to the developer to halt the construction works and report to the council on

complying, a situation she said was commendable.

Ms Kamanga said that schools and churches always ensure that premises were marked to maintain social distancing.

She said they must provid hand-washing basins always emphasised that people masked up all the time.

Ms Kamanga however said that there was still a challenge with public places such as markets and bus stations.

"The biggest challenge has been with the general public especially them giving excuses of not being able to afford masks.

“But we are hopeful that there will be an increase in the compliance levels especially that people are aware of being fined K750 or facing six months imprisonment if found not masking up," she said.

The construction works on the foot of the tailing dam had raised concern especially from residents on Chandamali Road who feared that any activities near the tailing dam could cause a disaster.

Former Kitwe Town Clerk, Ali Simwinga, said the concerns of the residents were genuine because the dam could bury the whole city if it was disturbed.

UPND MP salutes Govt

By JACKSON MAPAPAYI MUFUMBWE UPND Member of Parliament Eliot Kamondo has applauded Government for showing leadership during the funeral for Chief Mushima of Mufumbwe.

Mr Kamondo said the decision by Government to send a representative to mourn with the people of Mushima and Mufumbwe at large was a good gesture.

He was speaking during the burial for the late chief in Mufumbwe on Friday. ‘’Indeed, this is how it should be because the burden for the people was just too heavy for them. So, I want to thank Government for mourning with the people of Mushima,’’ he said.

He said he would remember the late chief for advocating for development in his chiefdom as well as preaching peace and unity among his subjects.

And NorthWestern Province Permanent Secretary, Willies Mangimela, who represented Government, said he was hopeful that the succession to the royal throne would be done in accordance with the Kaonde tradition and customs. He said this would ensure a smooth transition of leadership and that Government would not interfere in the selection process. ‘’To the royal family members, government is aware that the late chief has left behind the family, I therefore request that you manage and handle the plight of the widow, children and other dependents as well,’’ he said.

Chief Mushima the 14th died on August 8, this year and was put to rest on Friday at the royal graveyard.

Ms Siyanga who is also PF aspiring candidate for Livingstone Constituency, said the Covid-19 outbreak has affected business in the tourist capital as no tourist from outside the country

LUANDA - Prosecutors in Angola have ordered the closure of places of worship belonging to one of Brazil’s biggest churches, accusing it of corruption.

At least seven buildings belonging to the Universal Church of the Kingdom of God (UCKG) have been seized in the capital, Luanda.

Prosecutors said the evangelical church had been involved in tax fraud and other fiscal crimes.

UCKG officials have previously strongly denied any wrongdoing.

Last year about 300 Angolan UCKG bishops broke away from the Brazilian leadership, accusing it of mismanagement and not being African enough.

UCKG officials described the accusations as “defamatory.”

The UCKG claims to have about eight million members in Brazil and branches in several African countries. It promotes “prosperity theology,” whereby believers are told their faith and donations to the Church will lead to material wealth.

SA eases lockdown as 'outbreak reaches peak' JOHANNESBURG - President Cyril Ramaphosa has said coronavirus infections appear to have peaked in the country, as he announced a sweeping relaxation of lockdown measures.

Ramaphosa said nearly all restrictions on the country’s economy will be eased from today.

A controversial ban on the sale of alcohol and tobacco will be lifted. Domestic travel, small family gatherings and the reopening of businesses will be allowed.

In a TV address on Saturday, Ramaphosa said the easing of restrictions will help to revive the country’s flagging economy after a period of great hardship for the country.

However, he called on South Africans not to let their guard down against Covid-19 despite “signs of hope,” warning of difficult times ahead.

The country has recorded more than half of Africa’s coronavirus infections, with more than 570, 000 cases and 11, 500 deaths to date.

Meanwhile, The World Health Organisation has reported that the number of confirmed global coronavirus cases has increased by more than 294, 000 in 24 hours - the highest figure so far.

More than 21 million people are known to have been infected with the virus globally, according to the Johns Hopkins University.

More than 771, 000 people have lost their lives. The highest death toll is far the United States at almost 170, 000, out of more than five million cases.

In South Korea, the government has reported its biggest Covid-19 outbreak in five months and officials are pointing fingers at the leader of a religious sect for flouting restrictions.

A total of 279 new cases have been reported, more than double the 103 reported on Friday. Most of the new cases are in and around the capital Seoul.

The Sarang Jeil Church led by Reverend Jun Kwang-hoon, a controversial pastor and an outspoken government critic, accounts for 107 of the new cases. – BBC.

Zim bishops slam 'unprecedented' state crackdown HARARE - Zimbabwe's influential Catholic bishops on Friday deplored an "unprecedented" government crackdown on dissent against a backdrop of economic ruin and allegations of rampant rights abuses.

In a rare and unusually strong pastoral letter, the Zimbabwe Catholic Bishops Conference weighed in on the ongoing crisis, which the government denies exists.

"Fear runs down the spine of many of our people today.

The crackdown on dissent is unprecedented," said seven bishops from the country's main cities and towns in a letter issued on Friday.

President Emmerson Mnangagwa's administration has lately come under heavy criticism over recent its crackdowns on dissent, including detentions, assaults and intimidation.

"Voices of various governments, the European Union, the African Union and the UN on the desperate situation in Zimbabwe have not only confirmed the seriousness of the human rights breaches by government agents but the need to rally behind #ZimbabweanLivesMatter" the bishops said.

"The struggle in Zimbabwe, has resulted in a multi-layered crisis of the convergence of economic collapse, deepening poverty, food insecurity, corruption and human rights abuses among other crisis in urgent need of

resolution," the bishops said.

They also said "corruption in the country has reached alarming levels."

The bishops' statement comes weeks after authorities banned protests planned by an opposition politician and deployed the army and riot police in huge numbers to quell them.

Transform Zimbabwe party leader Jacob Ngarivhume who called for the July 31 protests against state corruption and worsening economic troubles, was arrested 12 days ahead of the strike.

Journalist and documentary filmmaker Hopewell Chin'ono was also detained along with him. They both remain in jail after being denied bail.

More than a dozen protesters, including award-winning author Tsitsi Dangarembga, were arrested on July 31 and later freed on bail. The bishops said the call for "demonstrations is an expression of growing frustration and aggravation caused by conditions that the majority of Zimbabweans find themselves in."

They warned that "suppression of people's anger can only serve to deepen the crisis and take the nation into deeper crisis."

Zimbabwe's economy has been on a downturn for over a decade with shortages of fuel and basic commodities such as sugar and the staple cornmeal.

But the government of President Mnangagwa, who took over from long-time ruler Robert Mugabe after a coup in 2017, pledging to weed out corruption and revive the moribund economy, says there is no crisis in the country. – AFP.

HE Economics Association of Zambia (EAZ) has made significant strides in actualising some of the key recommendations of the debut National Economic Summit (NES) held in July 2019.

of NGOs and other technical bodies that will address training needs on precision farming to financial management etc.

“CEDP is a microeconomic model targeting rebirth of a new agriculture-driven economy at the grassroots with a stronger skew on value addition needed to contribute to the gross domestic product effectively.

Currently, agriculture contributes to 5-10 percent of GDP when Zambia has the potential to be Africa’s bread basket,” EAZ- National Secretary Mutisunge Zulu said. When we deal with the grassroots at aggregate level we simultaneously are addressing the macro picture.

The EAZ is rethinking the birth of a new economy away from the traditional Dutch diseased dependencies leveraging off opportunities in the agriculture, small-scale mining and urban development segments.

The CEDP will seek to beautify towns through empowering beneficiaries such as vendors who will now graduate from selling on the floors to tidier looking structures that will beautify the aesthetic of the town while rubbish from town cleanup will form input in recycling processes from which the CEDP will empower beneficiaries with recyclers for paper and plastic bottles.

The CEDP will eventually seek to aid legitimisation of illegal small-scale mining through models that will ensure value is preserved and an aggregation outgrower scheme type that will actualise mining benefits for the players.

The CEDP has deliberately targeted entrepreneurship rather than job creation directly as it will be more sustainable with real sector value added benefits.

The initiative addresses many SDGs which are under threat and as such the model seeks to birth sustainability in food production, going green through supporting recycling and many other value addition boosts, Dr. Haabazoka said. *CEDP is a privately Zambian-owned entity created by the EAZ in conjunction with the Africa Green Resources Ltd tasked with responsibility to empower entrepreneurs in Zambia through a commercial model.

BARELY 24 hours after announcing the signing of former Power Dynamos midfielder Larry Bwalya, Tanzanian giants, Simba FC have signed Lusaka Dynamos most valuable player Chris Mugalu.

Mugalu, who was the 2017 FAZ Super division golden boot winner is reported to have signed a three-year deal which will keep him at Simba FC until 2023.

Mugalu joins the Zambian duo of Clatous Chama Chota known as “The Rock” from Lusaka by Simba FC fans and Bwalya who signed a three-year deal with the Tanzanian club.

Simba has been busy strengthening their squad and have announced six new players who include young Charles Ilanfya from Kinondoni Municipal Council.

CHIPOLOPOLO midfielder Enock “Computer” Mwepu has continued to impress in the Austrian Buneasliga after he scored a goal in Salzburg’s 7-2 thumping of Rapid Vienna.

Mwepu who was set up by his Chipolopolo team mate Patson Daka put Salzburg ahead with a left-footed strike on the half-hour mark.

The goal was Mwepu’s second in two games having contributed a goal in Salzburg’s 2-2 stalemate with Wolfsberger in a Bundesliga tie played at Red Bull Arena.

Earlier, Mwepu rattled the woodwork of the Rapid net with a fierce header, albeit from an offside position.
