Traders uncovered the currency and reported to police who apprehended the culprits.

The Bank of Zambia says high resolution copiers were being used to scan and copy banknotes in the scam unearthed in Nkeyema.

ICE President Inonge Wina yesterday moved a motion to restore on the Order Paper, the Constitution Bill number 10 in Parliament. Ms. Wina moved the motion to restore the amendment bill but it could not be debated because it was time to adjourn for tomorrow.

The Vice President moved the motion in line with Standing Order 126 (1) of the National Assembly of Zambia which if passed will allow the restoration of Bills presented to the House in the Fourth Sessions of the Twelfth National Assembly.

Bill number 10 serves to amend the Constitution of Zambia of 2016. Other Bills presented to be restored on the Order Paper include the National Planning and Budgeting, the National Forensic and the Food and Nutrition.

‘CAMPAIGN LINGO’ UPND president Hakainde Hichilema must stop being truant and accept that his comments at a public campaign rally were in bad taste.

That language used was vulgar and Mr Hichilema must be bold enough and tender an apology to the nation.

We are appalled that the UPND spokesperson, Mr Charles Kakoma maintains that the term that Mr Hichilema uttered during a public rally in Lukashya was not used in bad context.

“That term is a figurative speech that praises someone who amazes people. It is an expression that is used on people that are admired by others and not the other way round,” Mr Kakoma claimed.

If we may ask, who impressed and amazed Mr Hichilema that he should pour such “praises” on him?

If Mr Kakoma and his colleagues cared to do a bit of research in the manner that the Bemba-speaking people use figurative speech, they would find that it has restrictions – followed to the letter.

The figurative speech that he claims the UPND president used is commonly used among one’s contemporaries in an informal setting.

It is a language one often hears on the streets among, for lack of a better word “uncultured” youths. One would also hear it often in drinking places.

It is not a word one would use among elders, and certainly not at a public meeting. As alluded to earlier, it’s only used amongst contemporaries and within a certain age bracket.

Mr Kakoma has missed the point about the public’s indignation by claiming they approved because they cheered when the alleged insult was uttered, that they understood the meaning.

He does not realise that they were laughing at his lack of manners by using insulting language in public.

The UPND must not talk their way out of this mischief but impress upon their leader to humble himself and admit that his choice of words went against cultural norms and etiquette.

Not even in Tonga culture is such behaviour accepted.

As nominated Member of Parliament Raphael Nakacinda said, it is not in their Tonga culture to use vulgar language in the presence of children.

“That language is unacceptable and Mr Hichilema should apologise. It is very embarrassing that the man could utter such words especially that it was in the presence of children,” Mr Nakacinda said.

It would be interesting to see how the Zambia Police Service would treat this use of vulgar language in public even though it was in the heat of the political campaign for the Lukashya parliamentary seat.

The Patriotic Front’s media director Sunday Chanda noted that the use of obscene language was an offence under the penal code, CAP 87 of the Laws of Zambia and that the Zambia police should launch an investigation in the matter.

We just hope that no one from the UPND ranks would claim political victimisation should the long arm of the law catch up with their esteemed leader.

But as we have stated, it is up to the UPND leader to offer an olive branch not only to the Bemba traditional leadership that received and allowed him to campaign, but to the nation.

It is also a lesson to other politicians not to allow their emotions take the better of them during campaign meetings, that they must always be mindful of their status in the nation – they are leaders whether in government or opposition.

RESIDENT Edgar Lungu said he will not go against the decision of the Zambian people in the 2021 presidential elections contrary to media reports.

The President said contrary to what was reported in the Diggers Newspaper that he had vowed to remain President whether Zambians like it or not, he is a democrat who respects the will of the people.

In a statement by his special assistant for press and public relations Isaac Chipampe, the Head of state said he found it disturbing that the newspaper decided to misquote him when he held public rallies in Kasama District.

Mr Lungu clarified that he did not say “I will remain President whether Zambians like it or not“instead, stated that he was President whether his opponents like it or not, and that if anything happened to him his Constitutional successor was Vice President, Inonge Wina.

The President who reiterated that he was a democrat believing in the will of electorates, said it was sad that one tabloid newspaper misquoted him.

He urged all journalists to strictly adhere to their

professional ethics because not doing so could plunge the country into chaos.

“Journalists should report factually and not misinterpret or misinform the public to suit their agenda. Such reporting will not differentiate them from social media communicators, “President Lungu said.

Meanwhile, MISA Zambia has urged the media to be ethical as they carry out their function to avoid losing their integrity.

In a statement, MISA Zambia chairperson, Hellen Mwale said there was need for the media to be diligent in its function because journalism’s obligation was to the truth and allegiance to the citizens and the public at large.

Ms Mwale said if media publish falsehoods, its function in society and constitutional protection is therefore compromised and trust from the general public is lost.

“Considering that the media is trained to compile and publish information for public consumption and its right is part of the Zambian Constitution, the need for the media to be diligent in its function cannot be over -emphasised,” she said.

She said once a media house fails to adhere to its role of providing a service for the common good of society, its allegiance is then shifted from

the public.

Ms Mwale said it was therefore paramount that the media publish truthful information and this calls for verification of information.

Meanwhile, Diggers Newspaper has apologised for their misleading story in yesterday’s edition.

“In our Thursday, September 17, 2020 edition, we quoted President Edgar Lungu saying that “Whether Zambians like it or not, he will remain President of the Republic of Zambia”. It has been brought to our attention that the Head of State, who was speaking in Bemba, was addressing UPND leader Hakainde Hichilema, and stated that: “Nangu chibe shani, namailo litali, na 2021 litali, lelo kufika next election mu August pa 12 mu 2021, president ninebo!

Nangu ulefwaya olo taulefwaya, president ninebo!”

Therefore, President Lungu did not say: “I will remain President, whether Zambians like it or not.” We hereby now issue our unreserved apology to the Head of State, His Excellency President Edgar Lungu, and the Patriotic Front, for the damage and inconvenience caused by our inaccuracy in translating his message at the said rally. -DIGGERS EDITOR

Two firms evicted from Mumbwa gold mine

BAILIFFS yesterday evicted Bukomo Mining Limited and Cupriferous Resource Limited that have been illegally mining gold at Luili gold mine area in Mumbwa.

The gold area legally belongs to Luiri Gold Mines Limited.

Bukomo Mining Limited and Cupriferous Resource Limited in 2017 sued Luiri Gold Mines Limited and 14 others claiming that they were

legal owners.

However, the High Court dismissed the application and ruled in favour of Luiri Gold Mines Limited.

Last year, the two firms filed an appeal in the Court of Appeal but Judge Justice Kondola early this year dismissed the application, stating that it lacked merit.

Even after the ruling the two companies resisted to hand over the mine to Luiri Gold Mining Limited.

Freedom fighter Kapapi dies

By NATION REPORTER ONE of the most distinguished and fearless freedom fighters, John Kapapi, 81, has died in Ndola after an illness.

Mr Kapapi who is survived by a wife, children and grandchildren also played a significant role in the development of multiparty democracy in the country.

Announcing Mr Kapapi’s demise in Ndola yesterday, former press aide to the late second republican President Dr Chiluba, Mr Bevin Ndovi explained that Mr Kapapi was one of the founding fathers of Movement for Multiparty Democracy (MMD) and was a dependable and inspirational

mentor to President Chiluba.

He said the news of Mr Kapapi’s death was received with a deep sense of shock and sadness by most residents of Ndola and the rest of the Copperbelt.

Mr Ndovi said Mr Kapapi joined the political struggle for the country’s freedom in 1958 at the age of 25 in Mufulira where he was youth chairman for Mupambe UNIP branch.

He said between 1960 and 1963 Mr Kapapi became a jail bird as he was from time to time thrown in jail by colonial masters because of his political activities.

The development cheered the people of Luili area, stating that Bukomo Mining Limited and Cupriferous management had many times harassed and threatened them for no reasons.

By AARON CHIYANZO in Ndola GOVERNMENT will buy shares in Mopani Copper Mine if an agreement is reached, President Edgar Lungu has said.

President Lungu also urged businesses to be brave and forge ahead innovatively with or without Covid-19 because no one knows when the pandemic would end.

And the business sector on the Copperbelt has called on Government to provide more relief for entrepreneurs in the next budget to cushion on economic shocks emanating from the Covid-19 outbreak.

Speaking at a meeting with the Copperbelt business community in Ndola yesterday, President Lungu confirmed that Government was planning to buy shares in Mopani.

He said businesses, through their respective chambers should engage the Ministries of Finance and Commerce, Trade and Industries on challenges or ideas to revamp the economy.

Earlier, Ndola Chamber of Commerce president, John Samaras said entrepreneurs on the Copperbelt would not give up because of Covid-19 because they wanted to progress and help revamp the economy post Covid-19.

And in a presentation, the business sector commended President Lungu for not imposing a total local down, saying that businesses would have collapsed.

Reduce on workshops, PEOs advised

By NOEL IYOMBWA GOVERNMENT has guided Provincial Education Officers to regulate the holding of workshops and meetings for teachers with the exception of meetings on examinations and those that support curriculum implementation.

In a ministerial statement Minister of General Education Dennis Wanchinga told parliament that given the learning time already lost as a result of the premature closure of schools and colleges of education due to covid 19, there is need to optimize the available learning time.

He said that teachers will start teaching from where they

ended at the time of the premature closure in March 2020 for non examination classes.

Mr Wanchinga explained that teachers have been advised to utilise teaching strategies that will foster accelerated learning without compromising the quality of teaching and learning in order to ensure adequate syllabus coverage for higher learning institutions as this is less challenges as lectures can be scheduled early in the morning, lunch time.

He also disclosed that government has instructed provincial education officers to ensure that all schools strictly adhere to health guidelines for the safety of learners and staff.

2 NABBED IN FAKE MONEY From Page 1

A total value of about K148, 700 counterfeit banknotes in K50 denominations were seized in Nkeyema, says Bank of Zambia (BoZ) acting Assistant Director – Communications, Besnat Mwanza.

The female suspect has since appeared in the Kaoma magistrate court facing a charge of possession of counterfeit notes.

The male suspect is awaiting an assessment report before being taken to court.

Responding to a press query, Ms Banda said two individuals were arrested in connection with the counterfeit notes last week.

She indicated that the availability of high resolution copiers had made it easy for counterfeiters to scan and copy banknotes.

“These features were designed precisely to help the public to distinguish between genuine and counterfeit notes.

“To this effect, the public are encouraged to use the principles of look, feel and tilt to distinguish a genuine banknote from a counterfeit,” Ms Banda said.

She explained that some of the security features the public should look out for in a genuine high value banknote included a gold iridescent band, representing doves and runs from the top to the bottom of the banknote when viewed against light.

Ms Banda said that other security features were tactile marks for the visually impaired.

“When you run your fingers along the edges of the banknote: the tactile marks can be clearly felt,” Ms Banda said.

Others security features, she said, were a coloured latent image on the front of the banknotes shows a ‘Fish eagle’s head/BoZ’ with tactile embossing and colour shift effects which are visible when the banknote is tilted and turned.

Ms Banda had since urged the public to familiarise themselves with these features of genuine banknotes.

‘15, 000 teachers to be recruited’ GOVERNMENT is considering recruiting 15, 000 more teachers so as to achieve social distancing among pupils in schools.

Minister of General Education Dennis Wanchinga said that the ministry has worked on a vacancy in the education system and requested for 15, 000 teachers to be recruited countrywide He said that if schools are to be staffed adequately, there is a need to recruit 44, 000 teachers but that the ministry has requested for 15, 000 teachers.

Mr Wanchinga said that if the government can recruit 15, 000 teachers annually for three years, the country will be able to cover the deficit in schools.

And the minister has disclosed that the country did not record any case of Covid 19 among examination classes that opened earlier.

Hairdresser narrates torture in Spax trial

A 32-YEAR-OLD hair dresser has testified in the Kitwe High Court how she was detained and tortured after it was discovered that she was living with a nephew who was on the police wanted list and accused of murder last year.

Ms Queen Namusokwe of Solwezi told the court that her nephew, Jimmy Chibuye Bwembya went to her house on December 6, last year with the idea of getting himself a job at Kalumbila mine.

This is a case involving Boyd Kamizhi 24, Maclean Kamizhi 22, Gilbert Zimba 22, Syvio Kwibisa 22, Jimmy Bwembya 23 and 29-yearold Kabaso Mulenga popularly known as “Spax.”

They are appearing before Kitwe High Court judge, Abha Patel, for attempted murder, rape and murder.

Details are that between January 22 and 23, 2020, the accused murdered Emmanuel Maponda of Chingola.

In count two, the accused persons on dates unknown

but between January 22 and 23 attempted to murder Billy Maponda in Chingola.

In the third count, they allegedly attempted to murder Sheila Bwembya while in the fourth they attempted to murder Stanley Maponda in Chingola.

In the last count and on the same date the four raped a woman.

Ms Namusokwe said that while at the police station, police officers arrived around 03:00 hours the following morning and told her that her nephew, Jimmy was apprehended.

She told the court that from that point, she remained in detention up to January 28, 2020.

"I was told that they detained me for having been living with a criminal. I was tortured and beaten while in detention to the point of losing the sense of hearing on my left ear," she testified.

And Alfred Chilufya, a police officer at Solwezi Central police testified that he arrested the accused at his friend's house in Zambia compound after being led by his sister, Mumba.

3 TRUCKLOADS OF COOKING OIL SEIZED T

HREE Malawian trucks carrying smuggled cooking oil have been impounded in Isoka. The contraband was smuggled through the Kanyala border post in the district.

Muchinga Province Commissioner of Police, Joel Njase, said the trucks carrying 900 by 20 litres of cooking oil were impounded at Kazembe village in Chieftainess Waitwika's area about 65 km from Kanyala Bor-

der Post.

Mr Njase said the contraband was smuggled from Malawi and was destined to Nakonde/Tunduma border post in Zambia and Tanzania.

He said the incident happened yesterday around 02:00 hours at Kanyala Border in Isoka.

"A combined team of Zambia Police and Immigration Officers were on routine patrol and met three trucks allegedly carrying smuggled goods at Kazembe Village approximately 65km from Kanyala border

post," Mr Njase said.

He said the impounded trucks included a Fuso fighter truck, which was driven by Moses Ngondwe 32, Isuzu Truck white in colour driven by Dick Mbeyr 25 and a Fuso truck which was being driven by Luwiki Kasengo 39.

They drivers are all Malawians from Chitipa.

Mr Njase said each truck was loaded with 300 x 20 litres containers of cooking oil.

"After interviewing the drivers, it was discovered that they had no travelling documents

allowing them entry into Zambia, also the goods they were carrying have no import and export documents," he said.

He said the impounded trucks were driven back to Kanyala border police post for further investigations.

Mr Njase said Zambia Revenue Authority personnel in Nakonde had been engaged about the thwarted smuggling incident.

The drivers had been charged with illegal entry and smuggling of goods and will appear in court soon.

Kafulafuta water project is priority - Lungu

CONSTRUCTION of the US$449 million Kafulafuta Water Supply System Project will be prioritised because water is life, President Edgar Lungu has said.

The President said this after Kafubu Water and Sanitation Company managing director, Athanasius Mwaba told him that the construction project

which was at 85 percent completion needed about US$160 million to complete.

Mr Mwaba also said a source for funds had been found.

President Lungu, together with Finance Minister, Bwalya Ng’andu, and Water, Sanitation and Environmental Protection Minister Jonas Chanda among others toured the construction site in Masaiti yesterday.

President Lungu said the project was "too dear" to him and that it was the reason he

decided to conduct a tour along with the Finance minister.

He said bringing water closer to people was a priority and that even if Government had shelved some projects, the Kafulafuta Dam would be prioritised.

"This project is too dear to me. Water is life," he declared.

President Lungu thanked the traditional leaders in the area and all residents for supporting the project.

Food security plan unveiled

A POLICY document that seeks to build resilience in the food system, particularly in Lusaka, amidst the Covid-19 pandemic has been launched by three key market players.

The Food Policy Initiative seeks to address food security in the City of Lusaka.

Lusaka Food Policy Council (LFPC), Lusaka City Council (LCC) and Consumer Unity Trust Society (CUTS) have launched the initiative, which will be undertaken with support from Hivos Southern Africa.

LCC Town Clerk, Alex Mwansa, said the document highlighted the challenges in the food system and provided solutions through operational plans.

Mr Mwansa said the document came at a time when there was a string need for food policy in the wake of the Covid-19 oandemic.

This initiative, he explained, was based on the realisation that as the City of Lusaka grew, the needs of food by peoples were also growing.

He was speaking yesterday in Lusaka during the launch of the document.

"The growing population also means that more diversity in food consumption is going to be expected, and therefore the city needs to respond in a more systematic manner.

ATTORNEY General Likando Kalaluka has asked the Constitutional Court to allow him give notice of substituted service through an advertisement to 17 of the 64 former cabinet ministers who continued to earn a salary after dissolution of Parliament between May and July 2016.

CUTS Lusaka Programme Coordinator, Ismael Zulu, expressed concern that there were still gaps in the food system in the country.

This, Mr Zulu said, needed to be dealt with urgently to secure food security in Zambia.

"We are proud as CUTS to be part of the project and the output. This will go a long way in ensuring food security," he said.

POLICE MUST PROTECT JOURNALISTS - MISA

ISA Zambia has appealed to the Zambia police to protect journalists in the line of duty especially as the country head towards the general elections next year.

Meanwhile, the organisation has reminded political parties that it was not the duty of media houses to campaign for them but rather a platform to communicate policies and manifestos.

MISA Zambia Board member, Martin Akende, said despite media recording growth in the recent years, journalists had continued to suffer harassment at the hands of political cadres.

Mr Akende said it was unfortu-

nate that media personnel still suffer harassment, violence, intimidation from both political players and members of the public.

He said this during the lunch of the first and second state of the media report in Lusaka.

Meanwhile, the review of the first and second quarters indicated that the state of the media was generally unstable despite certain gains.

The report revealed that there was need for professionalism and adherence to the media ethics for both private and public media.

ZAMBIA has recorded 41 Covid-19 positive cases cases out of 785 tests conducted across the country in the last 24 hours, says Health Permanent Secretary Kennedy Malama.

UPND OFFICIALS APPEAR IN COURT STEPHEN MWEWA

UPND Deputy Secretary-General Patrick Mucheleka and his three co-accused persons on Wednesday appeared in the Kasama Magistrates’ Court for two counts of aggravated robbery.

Mucheleka, Elias Mubanga, Samuel Ngwila and Bwalya Chinyimba have been charged with aggravated robbery.

On September 13, this year the three allegedly used actual violence on Ms Royida Ngosa, a registration officer, as she attempted to restrain them from grabbing various NRC issuance processing machines, belonging to the Department of National Registration and Passport.

In the second count, the accused persons are alleged to have destroyed printer machines while using actual violence.

They appeared before Principal Resident Magis-

trate Osward Chibalo while the National Prosecutions Authority, was being represented by Senior Public Prosecutor, John Kafwanka.

The magistrate adjourned the case to September 30 this year for mention while the State is waiting for instructions from the Director of Public Prosecutions, as the offences are triable by the High Court.

Mucheleka and his co-accused have since been remanded at Kasama’s Milima Correctional Centre.

Meanwhile, the five UPND members charged with assault of Gilbert Mulenga and Justine Mulenga also appeared for plea and denied the charges.

Stephen Kunda, 24, Ronnie Chivube, 31, Evaristo Mulenga, 20, Evaristo Siponzya, 32 and Stephen Sichilongo 44, have since been granted bail of K10, 000 each in their own recognisance.

Mr Woolley said this would bring more jobs in Zambia, experts, finance and opportunities that would benefit everyone involved through the job creation chain.

He stressed that Zambia could become a stronger financial and investment hub for the region through build-

ing local relationships.

The envoy was speaking during the signing of a Memorandum of Understanding (MoU) to support growth of local enterprises through enhanced cooperation between the Development Bank of Zambia and Prospero Zambia, a United Kingdom funded organisation.

“It is encouraging to see this kind of collaboration between two Zambian based entities as well.

“This strategic partnership is key steps towards developing a more vibrant Small and Medium Size Enterprises investment climate that will see the Zambian businesses ac-

cessing finance and utilising growth,” Mr Woolley said.

He said fostering economic growth in all its forms was a central component of the United Kingdom-Zambia partnership.

Mr Woolley said supporting small and medium enterprises that drove job creation in Zambian.

Such support, he said, would build strong economies between both the United Kingdom and Zambia, which was the absolute mission of the UK in the country.

“Improving access to finance to businesses of all shapes and sizes is an absolute critical part of building Zam-

bia economy in developing and fostering that shared mutual partnership between the two nations,” Mr Woolley said.

Mr Blewett said one of Prospero’s objectives was to strengthen the finance and investment environment for SMEs in Zambia.

“The cost and inaccessibility of finance makes it difficult for SMEs to get the capital required for expansion,” he said.

THE Industrial Development Corporation (IDC) has acquired a 28.17 percent shareholding in Prima Reinsurance Plc following a successful capital raise in July 2020.

Prima Reinsurance now has an authorised share capital of K 75 million of which K45 million was paid up.

The capital raise was structured as a renounceable rights offer and underwritten

by IDC an investment holding company owned by the Government.

This is according to the company’s abridged half year result posted on the Lusaka Securities Exchange (LuSE).

Meanwhile, Prima Reinsurance Plc recorded growth of 20 percent in gross written premium to K30.46 million in 2020.

Prima indicated that it reported growth of 20 percent in gross written premium to K30.46 million in 2020 from K25.35 million the previous year despite the Covid-19 pandemic. The company said this was mainly as a result of a general increase in life, property and engineering classes of business.

“The company operated in a challenging environ-

ment with the onset of the Covid-19 pandemic, where it witnessed unprecedented decline in private sector economic activity.

“The company initiated its business continuity plan, allowing staff to continue working remotely and continue providing its services both at domestic and international levels,” it indicated.

In addition, the company saw an increase in the net earned premium by 37 percent to K12.43 million in 2020 from K9.07 million the prior year. The company posted a profit after tax of K1.703 million for the first half of 2020 compared to a loss of K5.45 million in the first half of 2019.

The increase in the profit was attributed to a reduction in operating expenses and increase in other income arising mainly as result of the devaluation of the Kwacha against the United States dollar.

It stated that the company’s financial position remained robust with total assets increasing to K 76.62 million from K 65.24 million.

The report indicated that the net current assets position for the half year ended June 30 2020 was K33.63 million.

ECONOMIC DIVERSIFICATION AND JOB CREATION Agriculture: Progress in the Seed Industry

It is very encouraging to note that Zambia has moved from being importers of maize seed to net exporters. This development confirms that research and development in the agriculture sector needs to be enhanced further, as it will enable the country to meet its sector outcomes. The President recently flagged off the 2020/2021 input distribution exercise and a commitment was made to farmers that; all agricultural inputs such as fertiliser, seed and agro-chemicals will reach the farmers before the onset of the rainy season. The timely availability of farming inputs remains very important especially as it has a bearing on planning and eventually the quality of the harvest contributing to our food security.

Gold: The Strategic Mineral In the President’s address to the nation, we also point out another important update with regards to the Zambia Gold Company Limited that had begun purchasing gold from artisanal and small-scale miners in Rufunsa, Vubwi, Mumbwa and Luano districts. This is a timely development, as we have been advocating for strategic management of gold in view of its impact on the economy. It has been proven that gold mining, if well harnessed can significantly improve wealth and job creation.

Enhancing Trade In the national address, it was highlighted that Zambia had launched the Trade Information Portal. This is a positive development as it provides all the necessary trade information to facilitate traders’ compliance with import, export and transit requirements. This is further timely in view of the African Continental Free Trade Area (CFTA) that will be launched in 2021. PMRC submits that Zambia must remain prepared and to this end, we propose for the development of an In-country CFTA Strategy, that will spell out how the country’s industries, manufacturing firms and businesses can plan strategically to participate effectively in the CFTA. The cumulative number of workers registered with social security schemes since 2017 stood at about 1.5 million. There is need to bring more people to take up social security cover to secure their future after retirement especially those in the informal sector which employs 90% of the labour force. The President further indicated that the percentage of rural households with access to safe and clean drinking water improved from 47 percent in 2014 to 58 percent in 2018. Access to improved sanitation facilities increased from 19 percent in 2014 to 37 percent in 2018. It also guarantees democratic participation of people in decision making at the local level through the creation of ward development committees. So far, 1,326 ward development committees have been formed across the country out of the targeted 1,624. The enactment of the Planning and Budgeting Bill No. 22 of 2019 will further empower people to participate in the local development process. To guarantee effective implementation of Decentralisation, PMRC has been recommending the need to strengthen the Monitoring and Evaluation mechanisms set to monitor the effectiveness of the Decentralisation Policy.

Government is urged to ensure that financial resources are available for activities and functions to be carried out under the Decentralisation Policy reinforcing and building capacity for revenue collection (Broaden the revenue collection base for councils).

Up scaling Rural Finance Mobile money services have been creating jobs for several people, especially the youth. The volumes and values of mobile money transactions had tremendously increased from 103 million transactions valued at 2.8 billion Kwacha in 2016 to 552 million transactions valued at 49.3 billion Kwacha in 2019. PMRC has been advocating for the need to upscale rural finance by encouraging mobile money services to engage in creative thinking and innovation in both financial products and delivery of those products as opposed to reliance on conventional, branch-based banking services with their associated prohibitive high costs.

SA Postbank ready to be the country’s ‘future state bank’ JOHANNESBURG - The Postbank says it’s ready to become South Africa’s future state bank.

The bank said its deposit-taking capability and participation in the national payment system, was a powerful capability that existed within the state.

Postbank acting CEO Hannes van der Merwe said the bank’s capability could be better leveraged to invest in socio-economic “developmental assets.”

On Wednesday, Van der Merwe briefed the select committee on public enterprises and communication in a virtual sitting of the National Council of Provinces.

Although the bank’s revenue took a knock, Van der Merwe said they were expecting better results in the next financial year.

At July, its net profit after tax was R213 million.

Van der Merwe said the bank’s year-to-date net interest income (NII) was 13 percent below the same period in the prior year, despite increased cash and investment positions.

“This is mainly due to the subdued interest rate environment.

The NII for the year is projected to be lower than (the) 2020 financial year for the same reason. (Our) year-to-date noninterest-revenue is flat year-on-year; however, it is projected to be higher than the 2020 financial year achievement due to new initiatives,” he said.

Van der Merwe said a three percent increase in operating expenses was mainly driven by employee related expenditure.

“In line with the strategy to capacitate the bank with critical skills, the number of appointments led to an increase in employment related costs. Postbank paid tax for the first time as a separate company during the 2020 financial year. The 2021 first provisional tax is only due in September 2020,” he said.

Deputy Finance Minister David Masondo, tasked with the establishment of a new state bank, said in February all the “quasi state banks” owned by government, including the Postbank and various provincial banks, would be consolidated to create a new state bank. – NEWS24.

China’s industrial output picks up BEIJING - China’s economic recovery continued picking up steam last month, with major economic indicators further improving as the country’s efforts to boost growth amid the Covid-19 slowdown gradually paid off.

Industrial output increased 5,6 percent year on year in August, accelerating from the rise of 4,8 percent registered in July, according to data from the National Bureau of Statistics (NBS). On a monthon-month basis, industrial output rose 1.02 percent in August, also quickening from July’s 0.98-percent increase.

In the first eight months, industrial output expanded 0.4 percent from one year earlier, compared with a decline of 0.4 percent in the January-July period, NBS data showed.

The output by the equipment manufacturing and

high-tech manufacturing sectors increased 10.8 percent and 7.6 percent, respectively, both markedly outpacing the overall growth in industrial output.

Industrial output is used to measure the activity of designated large enterprises with an annual business turnover of at least 20 million yuan (about us$2.93 million) from their main operations.

Yesterday’s data also showed improvements in other economic indicators. The country’s fixed-asset investment edged down 0.3 percent year on year in the first eight months, further narrowing from a fall of 1.6 percent posted in the January-July period.

…says plan to nationalise SA Reserve Bank to be shelved

OHANNESBURG - A top ruling party official said plans to nationalise the central bank will be shelved as the government wrestles with getting the coronavirus-stricken economy back on track.

The country doesn’t have the “massive resources” that may be needed to buy out the bank’s private shareholders and spending the money would be unjustified in the current economic climate, said Paul Mashatile, the treasurer-general of the African National Congress.

“We would not want to rush to go in that direction because there are other implications,” he said in an interview. “Our view is that we want these resources to be channeled rather to infrastructure projects.”

The ANC decided at a conference in 2017 that the state should take ownership of the South African Reserve Bank, one of a handful of central banks owned by private investors, because the prevailing ownership structure infringed on the nation’s sovereignty.

The shareholders have no say over monetary-policy decisions and the bank’s mandate - to ensure price stability - is set out in the constitution.

The Economic Freedom Fighters, which advocates the state seizure of banks, mines and land, has been pressuring the ruling party to follow through on its resolution that the state assume sole ownership of the bank and has tabled a draft law that would trigger the process.

Parliament’s legal adviser has warned the bill may be

unconstitutional, because it would enable the shares to be expropriated without compensation, and ANC lawmakers have indicated they will reject it.

The central bank’s shareholders may seek a payout based on its total assets, including the $56 billion of gold and foreign reserves it holds on the country’s behalf, Mashatile said.

FKE says 604 firms sent workers home over Covid shocks NAIROBI - Every modern sector company in Kenya has lost at least 33 jobs on average due to the Covid-19 pandemic, according to the Federation of Kenya Employers (FKE).

What is worse, at the National level, Ministry of Labour and Social Protection data, shared with FKE, shows that 604 companies countrywide have let go of some of their employees due to the negative effects of Covid -19 on businesses.

At least 60 FKE members – who are modern sector employers – have declared Covid-19 triggered redundancies.

‘Virus may revamp Africa’s economies’ JOHANNESBURG - The coronavirus pandemic could bring positive changes to Africa’s economies even if output shrinks by as much as 10 percent this year, according to a new investment report.

There are already signs that the continent will be disproportionately hit by the

outbreak that has raised risks and worsened the investment climate after years of progress, according to the latest Africa Risk-Reward Index report.

The index, which compares market opportunities and risks in the region, was developed by risk consultancy Control Risks and research

NEWS DIGGERS POOR JUDGEMENT SLAMMED

W

E wish to register our profound dismay at the gutter journalism being practised by the News Diggers newspapers.

Instead of being factual and accurate in their reporting, News Diggers in their calculated scheme to tarnish the image of President Edgar Lungu and the Patriotic Front by using eye-catching and misleading headlines and biased and inaccurate editorials.

The case in point is yesterday’s headline titled “I’LL REMAIN PRESIDENT whether Zambians like it or not - Lungu” The headline is not only misleading but it is highly offensive and has potential to breed civil disharmony as it attempts to paint President Lungu as a tinpot dictator who has no regard for the republican constitution and the people of Zambia.

The headline is deliberately

crafted in a misleading manner to portray the President as someone who has no regard for the law and the people of Zambia when in fact the opposite is true.

For removal of doubt, this is the verbatim statement of what President Lungu said and I quote: “Nangu chibe shani namailo litali, na 2021 litali, lelo kufika next election mu August pa 12 mu 2021, President ninebo! Nangu mulefwaya olo

tamulefwaya, President ninebo! Nobo mukasala Afwile abomba naine. Nga chakutila nafwa lelo, ba President niba Inonge Wina, chapwa!” end of quote. (... from today until 2021 August 12 I will be the President. Whether you want or not I am the President...if I die today, Madam Inonge Wina will take over as President) Contrary to the picture News Diggers is trying to portray that President Lungu will

impose himself on the people or use force and or any other unconstitutional means to remain President, he was clearly and categorically stating a known fact that he will remain President till 2021 as provided for by the constitution.

This is a fact and the President is on firm ground.

While we appreciate the right

by News Diggers to be critical of President Lungu and the PF, we demand that they do so within the professional ethics of journalism.

It is never too late to do the right thing and we hope News Diggers will reflect on their unethical reporting as it is a danger to society and themselves as a media institution.

As a party that strongly believes in freedom of the press and press freedom we will always stand in defence of the media but we will also demand that the media report responsibly and professionally in line with their ethics.

We have also noted that this maybe a staged act by UPND with a view to soliciting for an impossible sympathy vote.

We say so because the witnesses to this criminal act could not take precautionary measures by effecting citizen arrest on the harmless criminal yet they took pleasure in taking the videos, an act of contributory negligence which raises more questions than answers.

It is inconceivable that the lone criminal can overpower that crowd especially there are police officers who were seen in the vicinity of the scene of crime.

We also urge the police to thoroughly pursue this matter and any person who will be found wanting irrespective of their partisan affiliations.

Like we have noted the owner of the vehicle, a Mr Simbeye, is not a resident of Lukashya. Clearly, Mr Simbeye who is not a resident of Lukashya is among the imported cadres that went to Kasama.

As peace loving Zambians we will always commit ourselves and practice issue-based politics devoid of the unconventional methods of retaining state power.

Be wary of tricksters abusing social media

Dear Editor, AS technology advances in the modern world so does the crime techniques. Some people abuse social media to commit crime by posting false information regarding scholarships, job prospects and business deals, among others.

Some people have been swindled of huge sums of their hard earned money. This is very unfortunate and the trend must be curtailed.

Not too long ago, the social media was awash with people’s comments as regards the police recruitment exercise across the country. The job advert on social media was purported to have been issued by the Inspector General of Police, Mr. Kakoma Kanganja. The advert also stated that Mr. Kanganja demanded money from the potential applicants.

What is certain is that the police recruitment exercise is free. This has been the trend when it comes to the recruitment of police officers. It is illogical to insinuate that the Inspector General of Police demanded money from those interested to join the police service.

However, the Police Service through its public relations unit refuted such an advert and described it as “fake.” The police command warned the general public to ignore such an advert.

It is mind boggling that there has been a trend in Zambia where some scrupulous individuals use pictures of prominent public figures such as politicians to post adverts on social media for economic empowerment, jobs and scholarships, among others.

In most cases, there is a fee being demanded from the applicants before they can get employed for instance.

The motive behind the clandestine activities is to swindle people of their hard-earned money. Moving forward; the culprits who abuse social media in a bid to swindle people should be nabbed and prosecuted upon conviction. Ultimately, this will deter would-be offenders. Abash abuse of social media.

HE United Party for National Development (UPND) has dispelled reports that over 30 members in Lufwamyama defected to the Patriotic Front (PF).

Copperbelt Information Publicity Secretary, Lawrence Mwanza, said none of their members had defected to the ruling party as reported.

It was reported on different media platforms that over 30 UPND members defected to the ruling PF in Lufwanyama.

"We have been warning that the PF will do anything to have numbers in some of our strongholds and their desperation will go as far as promising money and gifts to some of our members," he said.

Mr Mwanza said that the party had information on the threats on their serving councillors in Lufwanyama that they would be beaten up if they did not resign from the party.

Mulobezi train docks SOLWEZI FARMERS WANT STIMULUS PACKAGE F

JUST as disclosed last week by North-West Province Minister Nathaniel Mubukwanu and Zambia Railways Limited, the Mulobezi train has resumed operations.

The train which operates between Livingstone and Mulobezi on a stretch of about 158 kilometres resumed operations on Tuesday afternoon.

This is after operations were suspended for six months following the outbreak of the coronavirus which affected nearly all the sectors of the economy.

Mulobezi Town Council Public Relations Officer Elvis Muleya confirmed that the train arrived in Mulobezi yesterday in the morning.

The resumption of the operations was a relief to the people of Kazungula and Mulobezi Districts who depended on the railway transport.

The train was the only reliable mode of transport for the people in the area as it was cheaper compared to other forms of transport.

Last week, Mr Mubukwanu had indicated that the train would resume operations on Tuesday, September 15 ,2020 after some engagements with members of community led by him and ZRL management.

Mr Mubukwanu indicated that the decision to resume operations of the Mulobezi train came about after numerous requests and complaints which were raised during his recent visit to the district.

UNITED Party for National Development (UPND) in Southern Province has defended its leader Hakainde Hichilema over his alleged insulting language.

Southern province chairman, Billiard Makwembo, said that Mr Hichilema was misunderstood by people with less knowledge on different cultures.

Mr Makwembo told the Daily Nation in Livingstone that it was unfortunate that some people misinterpreted the UPND leader's description of those abusing people's democratic rights through vote-buying.

"We urge those with little understanding of our different cultures to stop bringing confusion in the country. They

should ask historians or traditional leaders on how certain words are loosely used to illustrate a point.

"It is extremely unfortunate for some people to misinterpret HH's description of individuals who are abusing people's democratic rights by buying their vote Mr Makwembo said that the UPND was disturbed by those he described as desperate politicians who were using falsehoods.

“Instead of reacting to PF thugs who damaged a vehicle belonging to a UPND official, the entire PF is attempting to twist facts on what HH said in Lukashya during a mammoth rally," he said.

To Buy or not to Buy Mopani

GOVERNMENT The role of the government in this would not be to buy the shares but to facilitate serious citizen empowerment initiatives. Why, one of the richest African mining tycoons did not have a chest of cash to embark upon the mining ventures that have made him rich.

This only goes to bolster the position of those arguing for majority Zambian ownership of Mopani believing that such felonious conduct as currently indulged in by some of the foreign owned mines would be curtailed.

Another argument for buying majority stake in Mopani would be that while all the copper currently mined and processed is shipped out of the country with very little left for further value-addition, perhaps with the coun-

O buy or not to buy Mopani, that is the question. Indeed, that is the question on the minds of a lot of Zambians at present. And while the answer is not exactly a simple one, there also appear to be entrenched positions on both sides of the question.

On one side are those that are keenly pushing for the buying of Mopani and among their considerations is the notion of the country needing to hold majority share ownership in major assets such as mining operations.

This is against the background that the biggest assets in the country, such as mining businesses, are all majority foreign-owned.

And to make matters worse, the press has been full of reports of these foreign owners not exactly running these businesses for the optimal benefit of the country and its people.

Indeed, the latest Financial Intelligence Centre Money Laundering and Terrorist Financing Trends Report has yet again pointed a finger at some mining companies repatriating proceeds to offshore tax havens to avoid paying taxes in the country.

try owning majority shares in Mopani, more favourable arrangements can be put in place for more value-addition of copper in the country.

It is nonsensical that the likes of ZAMEFA can struggle to buy copper from a mining company because all its produce is apparently already committed to external buyers.

The matter of local beneficiation of copper is tightly tied to that of local suppliers to the mining businesses and it is one of the issues that the proponents of majority ownership in Mopani are using in their argument.

Indications are that there have been very unfavourable procurement arrangements at Mopani, especially for local suppliers.

And given that this aspect has significant externalities into the local, regional, and national economies and it can even be leveraged to stimulate fabrication and manufacturing in the country, it is a heavy buttress in the argument for majority ownership of Mopani.

But for all the arguments for buying majority shares in Mopani, we should appreciate that the issue of the foreign owners externalising a lot of the benefits that could accrue to the country is only made possible because the mines are being run as viable businesses.

If we fail to run them as such, even the little tax that

currently accrues, in form of mineral royalties, employee taxes, etc will not be there.

In fact, God forbid that the mines with majority Zambian stake end up like some parastatal entities which perpetually fail to honour their statutory obligations.

Indeed, the biggest caveat to the arguments for majority ownership of Mopani by the Zambian government is that this may result in the Mopani mines being run down as was the case when the country previously nationalised these businesses.

So, those that are keenly on the side of buying up majority stake in Mopani need to give the country assurances of how the mines will be operated viably.

But there are also other valid reasons why it may not be a good idea to buy majority shares in Mopani. One of the biggest challenges is the issue of price.

The price of an asset like a mine is extremely subjective and there are many different methods that can be used to come up with the value of a share.

And to compound matters, the buyer and the seller will each want to use the method that gives the price that is in their favour: The buyer wants as low a price as possible while the seller will want to

get the highest price tenable.

If Mopani was listed on the Securities Exchange, the price of the share on the market would be a very good indication of the price for both the buyer and the seller.

But this is assuming that the stock market exhibits characteristics of an efficient market with the indicated price being fixed purely by market forces.

Alas, even though Mopani is not listed on our stock market, such guarantees cannot readily be given about prices of shares on our market currently, for a whole myriad number of reasons.

But for the mines, other contemplations come in for getting to the price of the asset. The quantification of the ore in the ground and how easy or difficult it is to get it out and process are considerations which on the face of it may make it possible to arrive at a more objective price of the asset.

However, even these aspects are subjective and the best approach to dealing with them is to undertake independent valuation, which exercise comes with its own price tag and the attendant question of who pays it.

Furthermore, the buying of Mopani shares could also be fraught with undeclared liabilities that may either not be easy to determine or the current owners potentially try very hard to hide from the prospective new owner.

In fact, in the case of Mopani, one source of such liabilities is the case they lost in the Supreme Court recently.

Has the company settled what the Court determined it ought to pay? It is therefore even possible that should all the liabilities be accounted for, their value could be more than the value of the assets of the company.

What the foregoing simply means is that unless we have a team of experts that can engage and negotiate ruthlessly on all aspects that drive the price of a mine, it would not be wise to pay for Mopani whatever price the current owners may be putting on the table, especially given that presently money is desperately needed by the country to respond to and address the Covid-19 induced adversities.

But I think the issue of buying majority shares in Mopani has focused on completely the wrong player in terms of the prospective buyer. We know from the past, and from the performance of some of the current stateowned entities, that Government is usually not the most effective owner of business undertakings.

Therefore, the best arrangement for buying up majority shares in Mopani ought to be for private citizens to be in the forefront of this process.

Why could it not be that several Zambian entrepreneurs get together and mobilise resources to own mining businesses? Especially given that the valuation of Mopani may not be that expensive for Zambian entrepreneurs to fail to mobilise the required

EASING LOCKDOWN …South Africa eases strict lockdown as cases drop

OHANNESBURG - South Africa, which had one of the world's earliest and strictest lockdowns, has announced a further easing of anti-coronavirus measures.

From September 20 an overnight curfew will be reduced, gatherings will be allowed at 50 percent of a venue's capacity, and restrictions on the sale of alcohol will be eased.

"We have withstood the coronavirus storm," said President Cyril Ramaphosa.

But rules on social distancing and mask-wearing will remain in place.

South Africa - which went into a national lockdown on March 27 - has so far reported more than 650, 000 confirmed infections, with over 15, 000 deaths.

However, the number of new cases has dropped from about 12, 000 per day in July to fewer than 2, 000.

"Now is the time to return our country, its people and our economy to a situation that is more normal, that more resembles the lives that we were living six months

ago," Ramaphosa said in a televised address to the nation.

"It is time to move to what will become our new normal for as long as the coronavirus is with us."

The president announced that following consultations with health experts and officials from across South Africa, the country would lower its current alert Level 2 to Level 1 from midnight on September 20.

South Africa shut its borders at the start of the lockdown, but President Ramaphosa said that international travel would resume from October 1. Those arriving in South Africa must present a negative coronavirus test taken within three days of travel.

Ramaphosa also said that a further stimulus package was being drawn up to rebuild an economy that has been savaged by the lockdown. – BBC.

Sudan seizes explosives large enough to blow up capital KHARTOUM - Sudan has arrested 41 people and seized a large amount of explosives big enough to blow up the capital Khartoum, authorities said on Wednesday.

The materials included amonium nitrate, the same chemical that caused a deadly explosion in Lebanon on August 4.

"Forty-one people were arrested in possession of explosives, enough to destroy (the capital) Khartoum," said public prosecutor Tagelsir al-Hebr in a press conference, adding that his office had opened an investigation.

Intelligence gathered since August on "the movements of terrorist groups" led to the arrests, according to Jamal Jumaa, spokesman for the paramilitary Rapid Support Forces.

"We fear now that some Sudanese people will resort to carrying out sabotage and bombings," he said.

Sudan is being led by a transitional government, which took power months after the April 2019 ouster of longtime President Omar al-Bashir. The country has continued to suffer economically, which has been battered by decades of US sanctions

and internal conflict under Bashir's rule.

Since 1993, Khartoum has been on a Washington blacklist of state sponsors of terrorism, a designation that has kept away much-needed foreign investment and strangled Sudan's economy.

Post-Bashir transitional authorities have been pushing to end the country's pariah status and boost its standing among the international community.During the press conference, Jumaa warned that the transfer of explosive materials to neighbouring countries could derail the process. – AFRICANEWS.

FUEL/ELECTRICITY HIKE: protest in Osun, Oyo, Lagos ABUJA - There have been protests, in several Nigerian states - Osun, Oyo and Lagos - by the Joint Action Front (JAF) over the recent increment in fuel and electricity prices.

For the Osun State rally, the group gathered at Osogbo at the Nelson Mandela Freedom Park to call on the Federal Government to reverse the hike.

Speaking with journalists, a co-convener of the protest, Alfred Adegoke, who is a lawyer and former governorship candidate of the Socialist Party of Nigeria (SPN), said President Muhammadu

Buhari should resign if reducing fuel and electricity price is difficult for him.

Another protester, Waheed Saka, disclosed that “Nigerians have never had it so bad like we are under the current administration. We are here to protest against the hike in price which is affecting

businesses.”

The protest was also held at Ibadan in Oyo State. A labour leader in the state, Kayode Martins, told journalists that the federal government must bring the pump price down to the previous amount and also reverse electricity tariff.

The coordinator of the

protest, Ademola Aremu, a professor, noted that failure of the government to quickly yield to the cry of Nigerians will lead to nationwide protests.

The vice-chairperson of JAF, Achike Chude, told journalists that until the federal government stops inflicting suffering on the people as a result of its gross failure, the protest will continue to hold.

BARBARA GONZALEZ: THE CEO CHANGING PERCEPTIONS IN TANZANIAN FOOTBALL

F

ACING prejudice because of her age and gender is something Barbara Gonzalez has grown accustomed to since being appointed a board member of one of Africa's most followed football teams.

Last week, two years after taking her place on the board of Tanzanian champions Simba, the 30-year-old was made the first female CEO of any football club in the country.

Ultimately, the club's estimated 20 million supporters will be hoping she gets it right but in the shorter term she has been having to prove herself to a far smaller crowd.

"I have gone to two

or three league meetings where they look at me thinking 'What does this woman know about anything?

What does this young person know?'," Gonzalez tells BBC Sport Africa.

"They look at me and assume I am not Tanzanian so they'll say it behind my back and I look at them and I quickly hit them with a response in our local language, they step back and it ends there."

Both her surname and looks - with her late father having hailed from Colombia - had caught out some football officials who were clearly unaware that Gonzalez had grown up in Dar-es-Salaam, Tanzania's largest city.

A bold move

But she is bucking the trend in other ways too - not least of all the fact that her appointment represents a bold and bright significant step in local football administration.

"In football, these appointments, not to be biased, are typically seasoned men in their 50s and 60s who have

been there and it tells you how progressive Simba is because they don't want to do business as usual," says Gonzalez.

"I have to work twice as hard, not only because I am a woman and young, but because we are still in Africa where respect goes to those who are seasoned, while additional respect is given to men."

Some Simba fans, including a member of parliament, have publicly questioned the criteria used to appoint Gonzalez - especially in comparison to her predecessor.

South African Senzo Mbatha, who recently left Simba after a year to work with arch-rivals Yanga FC, has a two-decade history working in football.

His CV lists Orlando Pirates among the top clubs he has worked with as well as spells with South Africa's Premier Soccer League and its 2010 World Cup organising committee.

Having overseen Mbatha's recruitment herself, an inter-

esting battle will now play out as Simba, whose 21 titles are six fewer than Yanga's, try to catch their bitter rivals - with Gonzalez's team having won the last three titles.

Plenty to offer

While her experience of football is understandably more limited given her age, Gonzalez arrives with an impressive CV. After studying economics in the US, development management in England and various internships in the United Nations, Gonzalez's first job upon returning home to Tanzania in 2014 was as a public sector consultant for a leading financial group.

Just two years later, she was poached by local billionaire Mohamed Dewji, working as both the head of his foundation and chief of staff.

This involved working on accounts involving millions of dollars, including at least one that totalled $25m, so when Dewji bought a 49 percent stake in Simba in 2017 he knew where to turn. – BBC.

‘MICHO’ TO ENGAGE MWEENE

HIPOLOPOLO coach Milutin “Micho” Sredojevic says he will directly engage with 2012 AFCON winning goal keeper Kennedy Mweene to avoid the exchange of words through the media.

Mweene was on Monday quoted to have said that he was not going to play for the national team until the Football Association of Zambia (FAZ) “resolved its issue.”

Asked about Mweene’s comments, “Micho” hesitated to give his opinion but noted that his technical bench has a lot of respect for players such as Mweene and many others who have served the nation diligently.

“Micho” however noted that there is need to focus on a New Chipolopolo that will soon be involved in AFCON qualifiers, noting that progress is impossible without change.

“Change is the pathway to growth. If we have anything to say, we shall say it directly with the concerned party. We shall not have an interchange of words through the media because we have great respect for the people for what they have done for the nation.

“We are looking forward to touching the crucial aspects of the Croatia trip for the under-15 and the Chipolopolo leading to 365 days of moment of truth, test of character and measurement of value for new Chipolopolo,” said “Micho.”

Meanwhile, the Serbian has hailed FAZ for organising three friendly games for the Chipolopolo to be played next month.

Zambia will play South Africa and Kenya on 11th and 13th respectively and “Micho” is hopeful that the two friendly fixtures will enable Zambia to prepare adequately for the 2022 AFCON qualifiers against Botswana.

“The game against South Africa will be a good test for the match against Botswana.

We are looking to turn the coin in the right direction for the Zambia team to qualify for the 2022 AFCON in Cameroon,” he said.

Why the silence, ZA asked

By MUKWIMA CHILALA HIGHER Ground Athletics Club is concerned with the continued silence by the Zambia Athletic Association executive over the circulation of notices for the elective general conference.

In a letter addressed to Zambia Athletics General Secretary, the club’s chairman Jonathan Chipalo is concerned that the ZA has not circulated the notices and other documents for the 2020 elective annual general meeting in line with article 6.3 of its constitution.

Chipalo notes that according to their constitution, the term and mandate of office for the current ZA executive is supposed to come to an end on October 1 having been elected on the same date in 2016.

Chipalo also notes that under the ZA constitution, the executive committee can only implement the resolutions of the of the ZA Council and the executive should have engaged the council to explain difficulties and lack of capacity to hold elections some months ago before October than keep quiet.

And Chipalo notes that any activities and engagements without approval of the ZA council will be illegal after October 1.

“Please be reminded that your executive committee was elected into office on October 01, 2016 and your term of office will end on October 01, 2020. However to date your office has not circulated the notices and other documents for 2020 elective general meeting in line with article 6.3 of the Zambia Athletic Constitution,” Chipalo said.

ZA General Secretary Davison Mungambata recently maintained that the association’s elections will only be announced at an appropriate time.
