MOPANI PAYS 800 CONTRACTOR EMPLOYEES

An ex gratia payment is made to an individual by an organisation, Government, or insurer for damages or claims, but it does not require the admittance of

THE Lusaka High Court has allowed former Law Association of Zambia (LAZ) president Linda Kasonde’s firm to stop acting on behalf of Prime Television Limited in a matter where the television station is challenging the State’s decision to cease all cooperation with it.

This is after LCK Chambers, the law firm belonging to Ms Kasonde informed the court that it had ceased to act for the TV station.

“The application for LCK Chambers to withdraw as advocates for the petitioner is granted. There is no order as to costs,” High Court Judge Catherine Lombe-Phiri said.

In this matter, Prime Television has petitioned the court over the decision of the

country.

Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga said the development was encouraging because it promoted value addition.

He said when he toured the processing plant in Roma area in Lusaka yesterday that the country would no longer export huge amount of precious stones in raw form.

Mr Mulenga said Government would support such initiatives because it was in line with it’s policy to promote value addition.

Prime TV is also seeking a declaration that the decision is unconstitutional as it violates the television station’s rights as envisaged in article 20 of the constitution.

The private television broadcaster wants a court order that all media houses have the right to access and disseminate information from the government without undue hindrances.

The TV station is also demanding for compensation for loss of business resulting from the decision by Topstar Communications Company Limited to remove it from its bouquet. Prime TV has also sought an order that Topstar and Multichoice cannot remove it from the platforms they manage at the direction of the Attorney General.

It has cited the Attorney General, Topstar and Multichoice as the first, second and third respondents respectively.

"As a ministry we pledge our commitment to support this, as this is in line with Government's policy to promote value addition. This is very good rather than selling precious stones in raw form.

“This gives hope that value addition will be enhanced by producing jewellery.

I will engage the Ministry of Commerce and Industry just to ensure that you penetrate in the region in putting the country on world map," Mr Mulenga said.

Meanwhile Mutinta Jewellery group member Msafari Sinkala said the aim

of establishing the processing plant was to make Zambia a market place for diamond, gemstones and other precious stones for jewellery.

He also said the company would empower small scale miners who had diamond and gemstone carats.

And Mr Sinkala said currently the company was offering training to locals on how to operate the machines used to process precious stones and produce jewellery.

Mr Sinkala said the company had engaged experts from China who were transferring skills to Zambians.

Zambia’s Covid positivity rate hits 35pc

By SIMON MUNTEMBA ZAMBIA has in the last 24 hours recorded 306 new cases of Covid-19 out of 1, 243 tests done, representing a 35 percent positivity rate with three deaths.

Ministry of Health Permanent Secretary Dr Kennedy Malama who announced the escalating new cases during the daily routine update in Lusaka yesterday said among the three deaths recorded, two were brought-in-dead (BIDs) cases at the University Teaching Hospital (UTH), while one was at Levy

Dr Malama said the cumulative number of cases stood at 5, 555 while the number of deaths was 149.

“We have registered another facility death in Levy Mwanawasa Isolation Centre. The cumulative number of deaths associated with Covid-19 now stands at 149.

“Following the re-classification of the deaths in which the virus has been detected, it has been determined that 41 are Covid deaths while 98 are Covid-19 associated deaths. Ten deaths are yet to be classified,” Dr Malama said.

He said out of the 306 new cases, 104 were picked from individual routine screening, 55 contacts to already known cases, 16 truck drivers from Nakonde and 10 health workers screened from Lusaka. Dr Malama, who said there were 44 Covid-19 patients on oxygen support, explained that the Covid-19 associated

In a statement, Ministry Of Finance spokesperson, Chileshe Kandeta said the secretary to the Treasury Fredson Yamba was concerned that unscrupulous people were defrauding unsuspecting members of the public in the name of the ministry.

Mr Kandeta said fake email addresses and illegal internet platforms were being used in the scheme.

“This statement serves to reiterate our previously circulated advisory to members of the public that there are no economic stimulus/development grants resulting from an agreement between the International Monetary Fund (IMF), World Bank, and Zambia, neither is there an agreement with the Global Entrepreneurship Facility (GEF).

Both are make-believe scams and fake news,” he said.

Mr Katndeta said the so called Winnie Chilanga whose name appears on the fake application form did not represent the Ministry of Finance in any capacity.

In addition, he said, there is no part of the ministry which is referred to as secretariat grants department as she or he wants people to believe.

He further said the male figure on official documents was dressed in copper-yellow not as it appeared on the fake and scam oriented application form.

Mr Kandeta said the procedure for accessing funds from public institutions was clear and could only be found on official Government platforms.

WE are investigating the matter involving the production of a pornographic video that has gone viral, where former General Education Minister David Mabumba appeared nude, the Zambia police has said.

According to social media accounts, the video was posted by a suspected blackmailer after the minister allegedly failed to meet her excessive demands of a house, car and a farm.

The minister had reportedly offered K10, 000, which was rejected by the suspected blackmailer as “peanuts”.

Police public relations officer, Esther Katongo said the video was being investigated and once done, the public will be informed.

Ms Katongo said all people circulating the video were also being investigated.

On Wednesday, President Edgar Lungu fired Mr Mabumba from his position as General Education minister.

But Mr. Sichalwe said Senior Chief Puta said he would seek guidance from the Ministry of Health and not that the traditional ceremony would go ahead. following the emergence of the video which has gone viral and has caused consternation among Zambians.

In a statement issued by his press aide, President Lungu replaced Mr Mabumba by water Development, Sanitation and Environmental Protection Minister, Dr Dennis Wanchinga.

Meanwhile, Council of Bishops general secretary Able Kaela has warned members of the public to use internet responsibly and avoid promoting immorality.

Bishop Kaela noted with concern that the increase in the number of bad photos and videos that go viral on social media makes sad reading because these do not add anything to the growth of the nation.

He said the public especially youths should be mindful with what they do with their electronic gadgets such as phones and internet adding the internet was meant for educative purposes.

Bishop Kaela stated that it’s unfortunate that others are also using smart phones and internet to dent other people’s images.

He said called on the Zambia Information Communication Technology Authority ZICTA to work hand in hand with the Zambia Police to curb internet abuse and cyber bulling.

ZAMBIA FIRST IT is strange that Zambians who are supposed to be in the know, are the ones sowing seeds of destabilisation by making unsubstantiated statements which do not make sense.

For how could a political party for example claim, without shame, that National Registration Cards (NRCs) are being secretly issued to members of the ruling Patriotic Front?

Is this not just being mischievous by some of these political parties which want to create unnecessary controversy from nothing?

Even though we all know that 2021 is an election year, that should not be an excuse for disgruntled citizens to sow seeds of discord in the nation.

As the Ministry of Home Affairs explained on Wednesday, it was not only false but misleading for individuals to claim the government was secretly issuing NRCs to ruling party members because that was not possible.

Home Affairs Public Relations Officer Cephas Chifuta said the issuing of NRCs was openly done to all eligible Zambians at district offices across the country throughout the year.

He was reacting to claims by some opposition political parties who had complained that NRCs were secretly issued to PF members in a bid to win the 2021 general elections.

But we understand the motive behind these false accusations from the opposition ranks. They are trying to build up defences should they fail to win the elections next year.

These are the machinations of most political parties and through such lies, they go to international organisations claiming that the party in government is planning to rig or steal their votes.

But as Mr Chifuta stated, “There are no NRCs being issued secretly. The only thing you can do secretly is when you are alone, the moment you engage a second person it no longer remains a secret.” Mr Chifuta.

“We do not understand where these accusations are coming from, if they are saying NRCs are being issued secretly or openly to PF members, are we issuing them second or third NRCs because for one to participate in the political activities of the nation, one should have a copy of an NRC already. That is simple civic education.”

Every Zambian knows that immediately one attains the age of 16, they are legally entitled to obtain a green National Registration Card. One does not have to belong to any political party.

Moreover, NRCs are issued throughout the country because the National Registration Department is represented in each district. In addition, it is an ongoing programme.

This is the more reason parties like the United Party for National Development (UPND) which have written to the European Union claiming that NRCs are being issued in perceived PF strongholds to ensure it has more votes, should be taken to task.

The UPND might as well provide proof that the government has suspended the issuance of NRCs in areas it claims are its strongholds. But we doubt if it will be able to do this for obvious reasons – its claims were mere politicking.

“I don’t see the need for one to stand up and begin to apportion certain regions as stronghold for one political party, there is no political party involved in issuance of NRCs. It’s government responsibility to ensure that eligible citizens have NRCs and not a political party,” Mr Chifuta said.

We too do not see any substance in such claims either. As we have stated, we think they are just preparing excuses and their members in advance when they flounder at the polls.

But then, that should not be the case. All parties have a duty to protect the sanctity of the nation and one of the starting points should be to respect the will of the people as opposed to offering lame excuses.

It is better to run a good race and win the respect of your opponents. It should be a win-win situation for all – Zambia first must be the catchword.

ZAMBIA IN TRADE SURPLUS

AMBIA’S total trade for the first half of this year increased by over K5 billion compared to the same period last year.

The country has continued to record trade surplus this year as it exports more than it imports in nominal terms.

The total trade for the period January to June 2020 increased by 5.4 percent to over K96 billion from above K91 billion recorded in the same period of 2019, says Zambia Statistics Agency (ZAMSTATS) Interim Statistician, Mulenga Musepa.

He said this yesterday in Lusaka through ZSA Assistant Director for economics, Joseph Tembo, when announcing the Monthly Bulletin for July which was took place via webinar.

Mr Musepa indicated that Zambia recorded a trade surplus valued at K1, 561.8 billion in June alone from K3, 843.4 billion recorded in May 2020.

This, he explained, indicated a 59.4 percent decrease.

“This trade surplus means that the country exported more than it imported in nominal terms,” Mr Musepa said.

Geo Petroleum takes over North oil exploration

GEO Petroleum has taken over oil explorations in Northern Province abandoned by Tullow Oil Limited, Ministry of Mines and Mineral Development Permanent Secretary Banarby Mulenga has said.

Mr Mulenga said Geo Petroleum, a minority shareholder in Tullow Oil Limited had taken over block 31 to continue with the explorations.

He said in an interview yesterday, the company would therefore continue with the activities to ascertain the level of oil on the said block Tullow Oil was granted a petroleum exploration licence in 2016 for Block 31 in the Northern Province by the Government.

According to Tullow Oil’s Vice-President for Exploration, Ian Cloke, the company planned to invest US$69 million for its exploration deeds in Zambia and Tullow would have embarked on geological and geo-chemical studies in two years around the Lakes Bangwelu, Mweru Wantipa and Tanganyika But in 2019 the oil mining company abandoned the site for unknown reasons.

And Minister of Mines and Mineral Development Richard Musukwa threatened to revoke the licence if the oil mining company did not give reasons for halting the exploration.

But in an interview yesterday, Mr Mulenga said Geo Petroleum had showed interest and took over the exploration of block 31 which had high possibility for oil and gas.

"Geo Petroleum a minority shareholder is the one which has taken over the exploration of that block in Northern Province and they are still operating in the name of Tullow Oil Limited," Mr Mulenga said.

He however said exports which mainly comprised of domestically produced goods, decreased by 11.5 percent from K10, 524.5 billion in May 2020 to K9, 317.2 billion in June 2020.

Mr Musepa explained that this decrease was mainly on account of an 18.6 percent decrease in export earnings from Intermediate goods.

“Imports increased by 16.1 percent from K6, 681.1 billion in May 2020 to K7, 755.4 billion in June 2020.

“This increase in imports was mainly as a result of a 29.1 percent and 54.3 percent increase in imports of Capital

goods and Raw materials, respectively,” he said.

Mr Musepa said Zambia’s major export products in June 2020 were from the intermediate goods category (mainly comprising Copper anodes for electrolytic refining and Copper blister) accounting for 75.6 percent.

He indicated that exports from the consumer goods, raw materials and capital goods categories, collectively accounted for 24.4 percent of total exports in June 2020.

The major export destination in June 2020 was Switzerland, followed by Congo DR, China and South Africa.

She said MISA Zambia was optimistic that there would be no surprises from the government over the drafted Zambia Media Council bill that was submitted to government last year which had culminated into the Zambia Council for Journalists Bill.

Government Chief spokesperson, Dora Siliya, on Wednesday announced that Cabinet had approved the establishment of a self-regulatory professional body for journalists.

She said stakeholders had complained that a phenomenon where every person feels that they can practice journalism and do so willingly without observing the minimum standards cannot go unchecked. Ms Siliya said there was great desire to save the credibility of the media.

She said the establishment of the Zambia Media Council for Journalists would provide a legal framework for the profession to thrive making it more effective and efficient.

Rufunsa chairman hails REA for lighting up district

RUFUNSA Town Council chairman, Bartholomew Kalambalala has hailed the Rural Electrification Authority (REA) for the speedy and efficient in the execution of the rural electrification project in the district.

Mr. Kalambalala made the observation in an interview and commended REA for the well-executed project which was still underway. He said that this has helped to positively impact the social and economic life of the district He disclosed that the project covered a stretch of about 50 kms and that it was at 80 percent of completion.

He also said that a number of government institutions between Nyangwena and Kankhumba areas in Nyangwena and

Chinyunyu wards have been electrified.

He said that this has helped to mitigate the challenges of electricity in key institutions such as schools and health facilities. He said that institutions such as Rufunsa Girls Technical Secondary School which had pupils from outside the district had also benefited from the project.

Mr. Kalambalala also thanked REA for donating Covid-19 materials which were handed over to the District Commissioner’s office. He said that the donation which was valued at K20, 000 would go a long way in the fight against the spread of the pandemic.

He commended REA for the Corporate Social Responsibility (CSR) and challenged other organizations and businesses to emulate the gesture.

MP CHALLENGED TO REPORT ILLEGALITIES

LLOYD Kaziya was just trying to impress the public and make himself relevant when he claimed that the party has been fighting him for exposing illegalities in his constituency , the Patriotic Front (PF) has said.

And the ruling party has challenged Mr Kaziya who is Matero Member of Parliament to name and report individual PF members who are involved in illegalities in his constituency to the Anti-Corruption Commission (ACC).

In an interview, PF media director Sunday Chanda said

it was vey misleading for Mr Kaziya to claim that the party had been fighting him for exposing illegalities in his constituency .

THE Independent Broadcasting Authority (IBA) has expressed dismay by the false reporting of an online television station, Spring TV which reported that former General Education Minister, David Mabumba had died after committing suicide when not.

In a statement, IBA director general, Josephine Mapoma however clarified that the authority had no jurisdiction to take any action against the online TV station for false reporting because it was not licensed by IBA. Ms Mapoma said Spring TV was not licensed by the authority and as such it was not bound by its regulations.

She further explained that the IBA Act did not provide for the regulation of content broadcast over the internet.

"That notwithstanding, IBA stands with various stakeholders to condemn the false reporting that happens on the Internet and wishes to urge all media practitioners to abide by the journalism code of ethics," Ms Mapoma said.

As the reporter wanted to enter the court room number 10, where Kambwili was waiting for his case to be called, one of the party official shouted at the reporter to move out before three rough looking cadres pushed him outside.

Even after being challenged that court rooms were public place, the cadres still insisted that the Daily Nation was not welcome to cover Mr Kambwili's case, saying all

This is the third time the reporter is being harassed and intimidated at the court premises by NDC cadres. On Monday, Kambwili’s cadres warned the reporter to stay away from covering the court cases and that he was now on their watch list.

“We cannot allow you to cover the case for our boss because we know you have been sent to write rubbish and nonsense about him. In fact go and tell your boss that one day we are going to follow him and attack him at his office,” said one cadre.

Meanwhile, Magistrate David Simusamba has adjourned Kambwili’s matter to August, 4, 5, 2020 for continued defence.

This was after his lawyers applied for an adjournment

to allow Kambwili who is diabetic to go home and take his medicines and rest.

In this matter, Kambwili is charged with three counts of forgery, uttering a false document and giving false information to a public officer in relation to the registration of Mwamona Engineering and Technical Services.

It is alleged that on October 29, 2013, Kambwili, with intent to defraud or deceive, forged a ‘no change return’ (Companies Form 71) purporting to show that it was genuinely signed by his son Mwamba when in fact not.

It is also alleged that on the same date, Kambwili, knowingly and fraudulently, uttered the same document to an officer at Patents and Companies’ Registration Agency.

Tinsmith awaits ruling for damaging desks to make pots

A 45-YEAR-OLD tinsmith who has been dragged to court for damaging 26 desks worth K7, 800, property of a Primary school in Chirundu has pleaded guilty in the Lusaka High Court.

When the matter came up for plea before Justice Mathew Chisunka yesterday, Danny Lifumbo pleaded guilty to one count of malicious damage to property.

Particulars of the offence are that on dates unknown but between 1-29 January, 2020 at Chirundu, Lifumbo willfully and unlawfully did damage 26 desks belonging to Johannmybugh Primary School amounting to K7, 800.

Facts are that on January 29 around, 07:00 hours, a school staff member Mr Vernon Chinga during inspection of all classes discovered that 26 desks were damaged which prompted him to call the Parent Teachers Association and the building committee.

Investigations were instituted which led to

the apprehension of Mr Lifumbo who was found making pots from the same metals from the desks and he admitted to having damaged the same property.

Justice Chisunka convicted the accused accordingly after his admission that the facts were correct and he was guilty.

In mitigation, read by Legal Aid Board counsel Kambone Bukali, Lifumbo pleaded with the court to exercise maximum leniency as he was a first offender, remorseful and did not waste the court’s time and resources by readily admitting to the offence.

“My lord, the now convict has been in custody for four months, which period has taught him a better lesson. He promises to live a crime free life and be a better citizen. The now offence he’s been charged it’s a misdemeanor and the conviction is liable if no other punishment is provided to imprisonment for two years,” said counsel Bukali.

Justice Chisunka adjourned the case to August 5, 2020 for sentencing.

World Bank’s IFC to launch $4bn medical supply financing platform WASHINGTON - The World Bank Group’s private-sector arm said on Wednesday it is launching a $4 billion financing platform aimed at boosting the production and supply of critical health care products in developing countries to help fight the coronavirus pandemic.

MBOWENI SLAMS IMF LOAN SPECULATION AS ‘URBAN LEGEND’

OHANNESBURG Minister of Finance Tito Mboweni used his appearance during a virtual parliamentary plenary on Wednesday to quash speculation regarding the $4.3-billion International Monetary Fund loan and its implications for the fiscus, calling this nothing more than “urban legend.”

The adjustments appropriation bill debate, which took place on Wednesday morning, came after National Treasury announced on Monday evening that the IMF executive board approved a loan to South Africa to fight the Covid-19 pandemic, which at current exchange rates amounts to around

R70 billion. Almost immediately, the news was met with speculation by politicians and members of Parliament on social media, questioning why South Africa would need to utilise a loan from the IMF when it was already dispensing a stimulus package.

Mboweni used his response to the debate to “emphasise” that the R500billion stimulus package was composed of different elements, including the R200-billion national loan guarantee scheme, “to keep the oil working on the wheels of the economy.”

He added: “There is an urban legend that the R500-billion package has disappeared. Nothing could be further from the truth.

Mboweni also took a moment to condemn reports about possible acts of corruption in some of the contracts awarded in respect of Covid-19 treatment.

“The feeding frenzy going on now in the country, that every tender and contract that that is issued is equal to corruption, is incorrect.

Slump in commodity prices to choke Zim forex inflows HARARE – Zimbabwe’s foreign currency inflows face a major and serious threat from weaker agricultural commodity prices, especially for tobacco exports, due to the negative impact of the Covid-19 global pandemic.

A dip in foreign currency earnings has serious negative consequences for Zimbabwe, which receives more than 60 percent of its foreign exchange from tobacco and minerals; chiefly gold and platinum group metals.

The international price of tobacco is projected to decline from over US$4, 900 per tonne in 2019, to about US$4, 862/tonne in 2020 and further down to US$4, 825 in 2021.

(AfDB)’s Southern African Economic Outlook Report (Coping with the Covid-19 pandemic), Zimbabwe and Malawi will be negatively affected by lower commodity prices, especially one of their key exports, tobacco.

Tobacco is Zimbabwe’s second largest foreign currency earner after gold and earns the southern African country about US$800 million annually from exports of the crop, which sustains over 100, 000 families.

Zimbabwe has earned US$326 million from the sale of 135.42 million kilograms of tobacco leaf since the selling season began in April. In 2019, the country sold 259 million kilograms of tobacco leaf worth more than US$500 million, up from 253 million

kilograms in 2018.

SA loses 3, 000 jobs in first quarter of 2020 JOHANNESBURG - Total employment in SA’s non-agricultural formal sector fell by 3, 000 between December 2019 and March 2020, Statistics SA announced on Tuesday in its latest Quarterly Employment Statistics (QES) bulletin.

The QES results are based on a sample survey conducted

by Stats SA and include findings on employment in the non-agricultural formal sector.

The figures published on Tuesday do not include the

impact of the lockdown to stem the spread of the coronavirus.

According to Stats SA, the decrease in employment was due to falls in trade (-17 000), construction (-14 000) and manufacturing (-2 000).

However, there were increases in community services (17, 000); business services (8, 000), mining (3 000) and transport (2, 000).

According to Stats SA, there were 10, 234, 000 people employed in SA’s non-agricultural sector in December 2019, and

10, 231, 000 in March 2020.

The QES bulletin is separate from the Quarterly Labour Force Survey, which is also published by Stats SA. While the labour force survey gives SA’s official unemployment rate, the QES gives a snapshot of total non-agricultural formal sector employment. According to the latest Quarterly Labour Force Survey, South Africa has an official unemployment rate of 30.1 percent, the highest rate in the past decade. – FIN24.

Dear Editor, IN the recent past, there has been a spate of bizarre incidents happening at Lusaka’s Chingwere cemetery especially at night.

This involves some people exhuming coffins of the stillborn babies and removal of the latter's body parts such as the umbilical cords, among others.

For whatever reason these disgruntled people commit such heinous crimes, it is unacceptable. The practice is not only a sad development but uncalled for and degradation of morals.

My question is, "why should such things happen in a country which is a Christian nation?"

It is good that the happenings at the cemetery have been laid bare and brought to the attention of the Lusaka City Council and the law enforcers, the police.

No one regardless of age chooses to die. In this context, it is therefore important to respect

the dead by not tampering with their bodies by virtue of removing their body organs for ritual purposes. The dead should rest in peace.

The police and some members of the general public have resorted to patrolling the cemetery in a bid to getting rid of the criminals behind the exhumation of the body parts of the stillborn babies. The situation has gone out of hand.

The public should be alert and report to the appropriate authorities if such an incident is happening at other cemeteries within and outside Lusaka. This is the only surest way by which such evil activities can be curtailed.

However, the culprits involved in such bad activities at Chingwere cemetery should be apprehended and jailed accordingly so that they can face the full wrath of the law.

Dear Editor, THERE has been aspersions which have been casted on the participation of the prisoners in the 2021 elections. From the outset, we wish to state that the issues pertaining the participation of prisoners in the electoral process was determined by the Constitutional Court and has never been the resolution of the PF's Central Committee.

It has come to our attention that the largest opposition party which has lost six elections, the UPND, has launched the premature and unfounded accusations on the conduct of elections. Our concern is on two standpoints thus; 1. We are concerned on the ability of UPND to respect the decisions of the courts.

2. We are concerned of the UPND's growing trend of dragging internal politics to the international plane.

We shall address the framed points of references in dribs and drabs cumulatively.

We have carefully reflected on the decisions which the UPND under the leadership of unelected life president Hakainde Hichilema especially in the aftermath of the 2016 Presidential elections. We have noted that the UPND only respects decisions that are favourable to them.

As the party in power, the PFled Government was represented by the Attorney General while the

electoral body had made representation during proceedings before the Constitutional Court.

The case in question is the case of Godfrey Malembeka v. Attorney General and Electoral Commission of Zambia.

We had an opportunity to invest sufficient time to study the judgement. It is also a fact that the matter was in public domain, the UPND was fully aware of the proceedings and never bothered to join the case.

It is therefore surprising that the UPND can wake up at this late hour and make accusations against a disinterested third party namely, the Patriotic Front.

It is our considered view that there is no connecting link between the PF and the judgement which pronounced on the rights of the prisoners to vote as the PF has never been a party to the case.

We urge the UPND to desist from undermining the judgement of the court if truly it acclaims itself as the avid believer of the rule of law.

We appeal to the UPND to emulate the PF which has respected several judgements of the court even when it did not agree with them. Like any other judgements of the courts, this judgement is also binding on everyone whether the ruling or the opposition.

It is not patriotism for the UPND to take their grievances on the judgement of the Constitutional Court to the European Union or any other foreign judgement.

The rational approach which the UPND must take is to withdraw the letter and allow the dual process takes its course. If UPND has any grievances, they possess sufficient intelligence to discern the proper forum, within the established procedures.

The UPND as an alternative government should not respect decisions which are in its favour, it should respect even decisions which they do not agree with.

That is what the rule of law demands.

As we are celebrating 21 years of the reign of Our August King His Majesty Mohammed VI who since 1999 dedicated Himself to the development of His country and didn’t spare any effort for the wellbeing of His people.

During these twenty one years the Kingdom of Morocco witnessed tremendous and positive changes in various area. Indeed many reforms have been launched and implemented in political, economic and social fields. Actually Morocco has been put on the right track to undertake public policies permitting to attain its development goals and to transform the Kingdom into a favourite destination for foreign investors thanks to the incentives measures taken by the Moroccan authorities and to the favourable business climate offered by the country.

It also contributed to alleviate poverty and exclusion both in urban and rural areas.

This return has been supported by the majority of our brotherly African countries.

In fact Africa is a top priority for Morocco leadership and to the Moroccan diplomacy translated in frequent Royal visits to brotherly African countries and fostered by the signing of more than 1000 agreements and memorandums of understanding with 80% of African countries. Morocco is also ranked as the second African investor in Africa.

At the international level Morocco hosted many events and international meetings and conferences on global issues like migration or climate change. In this regard, Morocco hosted the COP 22 Conference on climate change in Marrakesh from 7 to 18 November 2016 and the Conference on the Global Compact for Safe, Orderly and Regular Migration held also in Marrakesh in Sep-

tember the same year.

In the same vein, allow me to mention all the efforts dedicated by my country to deal with migration challenges and the new migratory policy launched

by Morocco to manage the migrants flows while taking into consideration the fact that Morocco which used to be only a country of origin and transit is also, since few years, a host country for migrants.

At the international level Morocco hosted many events and international meetings and conferences on global issues like migration or climate change.

Similarly, the King of Morocco has been designated as African Leader for migration issue and my country has been chosen to host the African Observatory for Migration and Development.

Another phenomenon and not least is the scourge of terrorism which is facing developing countries as well as those developed and targeting innocent people is a crucial and global issue to which Morocco gives a special interest through a proactive approach and anticipated actions to curb this scourge and to combat the terrorist cells.

To reach this goal Morocco maintains close cooperation with security authorities and agencies in partner countries and also in working at the cul-

tural level by adopting a moderate Islam and offering training to Imams and preachers from Morocco and other countries in order to spread universal human values preached by all monotheistic religions which will contribute to eradicating this very dangerous phenomenon.

I wish on this occasion to reminisce on the State Visit of His Majesty the King Mohammed VI to the Republic of Zambia in February 2017 on the invitation of His Excellency Edgar Chagwa Lungu, President of the Republic of Zambia.

This visit gave, with no doubt, a strong impetus to the bilateral relations and contributed to further strenghthen the ties of partnership and brotherhood between the two countries and the two peoples. It was a successful visit, in many ways, as it allowed the enrichment of the legal framework through the signing of 19 agreements in areas of general cooperation, diplomatic consultations, economy, science, technology, culture, investment, industrial cooperation, agriculture, education, mining, air services, energy, insurance, finance and tourism.

In addition, the Kingdom of Morocco has also been supporting the development of the country through training Zambian students under the Moroccan Government Scholarship in areas such as health, economy and management, engineering, agronomy, veterinary sciences, architecture, computer science and geology In this spirit, and given the excellent relations between the Kingdom of Morocco and the Republic of Zambia, some prominent personalities and good friends of Morocco have founded Zambia-Morocco

Friendship Association (ZMFA).

The objectives: Promoting cooperation between the two countries and friendship among peoples and encouraging partnerships between Zambian and Moroccan institutions, scientific bodies and other economic, tourist, commercial, cultural or artistic structures……..etc. In the same context, the laureates of the great Moroccan Schools and Universities have recently proceeded to the creation of Zambia Morocco Alumni Association (ZMAA).

Although the Kingdom of Morocco is also facing the new coronavirus and its economic effects, this reality has not affected its willingness to help its African brothers. The initiative of His Majesty the King Mohammed VI to send medical aid to African countries to support their efforts to fight the Covid-19 pandemic, is a flagship example of inter-African solidarity and the illustration of real leadership.

In this regard, His Majesty the King Mohammed VI, has given His Instructions for the delivery of medical supplies to assist the Zambian Government in fighting the Covid-19 pandemic that has caused disruption to lives worldwide.

This donation contained various items that are part of preventive and sustainable approach beyond the Covid-19 pandemic: • Strengthens the existing friendship and solidarity between the Kingdom of Morocco and the Republic of Zambia; • Materialises the pragmatic and action-oriented initiative proposed by His Majesty the King Mohammed VI, with the objectives of establishing an operational framework to support African countries in the various phase of this pandemic; • Show once again the possibility of providing an African response to African challenges; • Highlights the fact that SouthSouth solidarity and active cooperation of the Kingdom of Morocco for the benefit of the African continent is one of the concrete and regular protesting of the Kingdom’s constant mobilization and commitment in favour of African countries and populations.

This donation bears testimony of the excellent relations and cooperation between, demonstrated through the exchange of visits at all levels, bilateral agreements and the opening of Morocco's Diplomatic Mission in Lusaka.

Besides, His Excellency the President Edgar Chagwa Lungu, in his capacity as the Chairperson of the Organ for Politics, Defence and Security of Southern African Development Community (SADC), showed a strong commitment to work for peace, security and stability in the region.

benefits apart from promises,” she said.

EATH is not among the best of topics to indulge in and obviously not my favourite either. On the contrary, I’m a very positive optimistic person; an extrovert and a sanguine for that matter.

If circumstances were allowing I would only entertain nice topics, like how to get rich, relationships, adventures, or spend time reminiscing on some of my childhood memories like going swimming in Chikuni Dam or ku Fati with Kasa,Nhale, Maimpa etc.

I would rather be analysing TV adverts and documentaries with my twin brother Kapi or indeed listening to interesting endless stories from Cathy Amama.

However, since the Covid-19 era talking about death has become part of the new normal, even more popular than the time boys like Darling Evans my dad argue over premier league goals.

Death itself has become so synonymous with the disease such that if people don’t see death then there is no CORONA. We Zambians are really fascinating people, people who when they hear a gun shot instead of ducking raise their heads high and run in the direction of the gunshot, too much Chimpwena. Like doubting Thomases we always want to see to believe.

But Chimpwena with Covid-19 is like one deliberately taking cyanide to experience how it kills or someone deliberately gets bitten by a black mamba to see how lethal its poison is...Unfortunately, unlike a cat that has nine lives we as humans die once. Whatever happened to letting the sleeping dogs lie?

Currently, the death toll in the country has skyrock-

eted soon to surpass 200 yet still this means nothing to most people, they are so benumbed as if bewitched by a dead wizard whose spell cannot be undone.

Indeed “It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness, it was the epoch of belief, it was the epoch of incredibility, it was the season of light, it was the season of darkness, it was the spring of hope, it was the winter of despair.” These 161-year-old words by Charles Dickens could never have been so accurate of 2020. An age of great wealth, most advanced knowledge in all fields, technological excellence, and yet still an age of the most disinformed who replace facts with fiction and fake news.

The truth is that human life cannot be valued thus why the dead are flown in the cargo section with no price tag as valueless cargo.

To most of you, these death tolls may be but mere statistics but where you see numbers, we see the faces, emotions, we see the pain and the grief behind those numbers.

We literally put names to statistics, we put heartbroken family members behind those numbers. While some of you want these numbers increase for you to believe corona is real, we who see them for what they are want them to decrease and even-

tually stop.

Together we shall conquer Corona if we play our wise part of observing these public health measures, but if we disobey we risk opening a Pandora’s Box whose contents can never be returned.

The choice is ours, and posterity shall judge us.

No illegal land allocations by cadres PATRIOTIC Front (PF) Ndola district chairman, Benjamin Chitondo has disputed claims by some people that PF cadres are involved in illegal land allocations.

Substances can be classified as being acidic, basic or neutral. The substances that exhibit acidic properties are called acids and those that exhibit basic properties are called bases or alkalis. In addition, the substances that exhibit neither acid or basic properties are called neutral substances. In this study we shall look at acids and bases.

Acids An acid is a substance which when dissolved in water produces hydrogen ions [H+] as the only positively charged ions. An acid has acidic properties because of the presence of hydrogen ions. An acidic solution can be identified by dipping a blue litmus paper into it. When a blue litmus paper is dipped into the acidic solution, it will turn red. Therefore, acids turn blue litmus paper red.

Physical Properties of Acids The following are the properties of acids: § They have a sour taste. Any substance that has a sour taste is acidic in nature. For example, lemons, unripe mangoes among them. § They turn blue litmus paper red. This property is used to identify the acids. § They have a pH values less than seven. The letters pH stands for potential hydrogen. § They are corrosive. This means that if you dip your hand or any part of the body into concentrated acid, the skin will be burnt. Therefore, acids must be handled with care.

Types of Acids There are two types of acids namely weak and strong acid. The two types of acids can be distinguished by the way they ionise.

The general equation for the reaction of an acid and a metal is expressed as follow: Acid + metal Salt + hydrogen gas.

The name of the salt is determined by the metal and the radical in the acid. For example, if magnesium reacts with sulphuric acid, then the name of the salt will be magnesium sulphate. Sulphuric acid has sulphate(SO4) as a radical.

ARARE - The U.N. food agency on Thursday appealed for an additional $250 million to provide relief to millions of Zimbabweans as the Covid-19 pandemic bites and warned that 60 percent of the population could become “food-insecure.”

Zimbabwe is gripped by a climate- and recession-induced economic crisis, its worst in more than a decade, which has seen shortages of foreign currency, medicines and soaring inflation.

The World Food Programme (WFP) said the number of food-insecure Zimbabweans will reach 8.6m by December, which is 60 percent of the population, owing to the combined effects of drought, economic recession and the coronavirus.

The agency required an additional $250m to support a rapidly expanding emergency operation. In April, the WFP sought $130m to fund emergency operations until August.

“Many Zimbabwean families are suffering the ravages of acute hunger, and their plight will get worse before it gets better,” Lola Castro, WFP’s regional director for Southern Africa, said.

Mountain gorilla killer jailed 11 years KAMPALA - Felix Byamukama, the killer of one of Uganda’s best known mountain gorillas, Rafiki, has been jailed for 11 years after pleading guilty to illegally entering a protected area and killing a gorilla.

Byamukama had said the gorilla attacked him and he killed Rafiki in self defence, according to the Uganda Wildlife Authority (UWA). Mountain gorillas are endangered with just over 1, 000 in existence and the UWA said “Rafiki has received justice.” – BBC.

Ivorian president wins party nomination for third term ABIDJAN - Ivory Coast’s ruling RHDP party has officially nominated President Alassane Ouattara to seek reelection for a third term.

Ouattara on Wednesday asked for more time to consider the nomination, indicating he would announce his decision in a speech to the nation on August 6.

Earlier this year, the 76-year-old Ouattara spoke of paving way for a new generation to lead. His prime minister and preferred successor Amadou Gon Coulibaly died of cardiac arrest earlier this month.

The opposition has been against the possibility of the president serving a third term.

Ivory Coast is due to hold elections on October 31 and the electoral commission has promised a fair election.

Meanwhile in Mali, the Muslim cleric seen as the driving force behind the protest movement said the country’s political crisis could be resolved without President Ibrahim Boubacar Keita resigning, offering a more moderate solution than other opposition leaders.

At least 14 protesters were killed earlier this month in demonstrations that have shaken the government since June and raised fears the instability could derail the fight against Islamist extremists in West Africa’s Sahel region.

Despite concessions from Keita and recommendations for moderate reforms by regional leaders, the M5RFP coalition organising the protests said on Tuesday it wanted Keita gone and has called for more civil disobedience.

But influential preacher Mahmoud Dicko, who has led the protests even though he is not a coalition member, took a softer line in an interview on Wednesday.

HAT happened to Nchanga Rangers FC, Ndola United FC, Railway Express FC, Konkola Blades FC, Lusaka Tigers FC, City of Lusaka FC, Real Nakonde FC, Konkola Mine Police FC, Kabwe United FC, Vita Foam FC and many other defunct football clubs in Zambia?

Some of the country’s most successful clubs are in Division One, while others don’t just exist anymore. A few are with very bad balance sheets, deficit budget and they cannot pay players and are always running away from court bailiffs.

The clubs mentioned have produced some of Zambia’s finest talent. Nchanga Rangers were the first club in Zambia to have players in the Germany Bundesliga.

The club is in Division One with dilapidated infrastructure.

At one time it had more players in the national team than any other club in the country.

What went wrong with these clubs and many others?

A lot of people would say its sponsorship because the company bankrolling the clubs just went under, namely Zambia Consolidated Copper Mines (ZCCM).

We don’t agree, this is just 10 percent of the problem. The 90 percent is in the club ownership in Zambia.

The ownership of football clubs in the country is cardinal. Good performance of the clubs contributes to high standard of league completion, a high performing national team and a very good revenue for the teams.

At the moment, the ownership of football clubs is by companies, the state, army, police, some other state institutions and very few privately owned.

Premier league club ownership or sponsor of Nkana, Forest Rangers, NAPSA Stars, Green Eagles, Zesco, Lusaka Dynamos, Power Dynamos, Kabwe United, Red Arrows, Zanaco, Green Buffaloes FC, Lumwana Radiants, Buildcon, Nkwazi, Kansanshi, Nakambala Leopards, Mufulira Wanderers, and Kabwe Youth, can be categorised as follows; Ten clubs are owned by companies, one by the pension scheme, four are run by security wings, three are run by individuals namely Lusaka Dynamos, Buildcon and Kabwe Youth Academy.

The clubs owned and run by the private companies and some parastatals have fairly good investment from their

sponsors or owners.

The last time a Zambian club won the Africa Cup of Cup Winners Cup, the forerunner of African Club Confederation Cup was in 1991.

The African Cup of Cup Winners was a tournament played on home and away basis on knock-out format.

Confederation of African Football (CAF) changed the format for African club competitions.

The African clubs competitions were commercialised.

That is to say if clubs qualify to the group stage they are sponsored by CAF, paid TV rights which created a platform for marketing African players overseas.

With this arrangement the African club football became so competitive such that some

African countries changed the format of ownership of clubs from corporate sponsors to private , families and foreign investment.

This improved efficiency, it cut out red tape, the chain of command is very short. The owner of the club set targets, failure would mean going separate ways.

If you look at most, if not all of high flying clubs in Africa you notice that it is either an individual, fans, elected board members by the fan or family-owned.

We have always asked what has a football club got to do with a mining company, a bank, the army, the police, utility company? This arrangement might have worked 50 years ago when football was not a business. Things have

changed.

Let face it! Nike, Puma, Adidas and many other sports companies don’t own football clubs and yet they make a lot of money from their investment in football clubs.

In Zambia, the big 10 teams budgets are classified as corporate social responsibility.

Therefore, performance is not a factor BUT participation in the league.

Al Ahly has won the Egyptian Premier League 41 times, the Egyptian Cup 36 times, Egyptian Super Cup 11 times, Sultan Hussein Cup seven times and Egyptian Confederation Cup once.

In continental tournaments, they have won the CAF Champions League eight times, CAF Cup Winners’ Cup four times, CAF Confederation Cup once and CAF Super Cup four times. Aside from this, Al Alhy has won several tournaments worldwide.

The Pyramids FC: This club was in Zambia recently. Turki Al Sheikh bought Egyptian Premier League team Al Assiouty, rebranded it as Pyramids FC, and splurged on high-profile local and foreign recruits. The upstart team tasted immediate success and remained unbeaten for the league’s first two months. This

is as a result of private investor in Football NOT companies.

Democratic Republic of Congo (DRC) our next door neighbour, we know the success of TP Mazembe where individual ownership has transformed the club.

The Premier Soccer League in South Africa is one of the richest football leagues in Africa. John Comitis, Kaizer Motaung, Irvin Khoza, Patrice Motsepe and Johann Rupert are some of the South African business moguls running their own football clubs.

If you check the performance of the clubs they own, they are the best!

In Zambia we must shift from private company, parastatal, army, police, ZNS and others to private, sole enterprisers and foreign investment in Zambian football.

Some of the clubs must be listed on the Lusaka Stock Exchange with a huge fan ownership.

Of the 18 teams in the Zambian premier league over 12 must be in the hands of individuals and listed on Lusaka Stock Exchange, or fans must have direct shares.

To transform Zambian football the way forward is to have more teams like Buildcon and Lusaka Dynamos. Otherwise Zambia will continue to be underdogs in Africa and losing very good teams when the sponsor or company goes under.

FAZ won’t halt league

THE Football Association of Zambia (FAZ) has rejected calls by National Division and Super Leagues clubs to suspend fixtures due to adverse Covid-19 results.

Zambia Premier League Manager Brian Mulenga said the association will only entertain requests for matches to be suspended if a club has less than 15 players available from the registered pool of players available and a decision will be made on a case by case basis on whether matches should be played or not.

In a statement issued yesterday, Mulenga urged clubs to retest players after ten days and 14 days respectively to monitor the Covid-19 pandemic.

Mulenga said teams can only quarantine and isolate players if they are compelled to do so by the provincial health director only as per SI 21 and 22 of 2020.

“Best practice at present is for the negative to be separated from the positive players

and isolated for 14 days. Retesting of players will have to be done at regular intervals in order to monitor the Covid-19 status.

“Teams that have received written instructions to quarantine and isolate must communicate this to the association as quickly as possible for further action,” Mulenga said.

He advised teams to take full precautions when isolating to ensure players and officials who have been isolated remain so.

Mulenga cautioned that FAZ will not hesitate to sanction

teams disobeying Ministry of Health instructions.

Meanwhile, Mulenga has announced that Lumwana Radiants who were stopped from going ahead with super league games at Kansashi grounds

by North Western Province Provincial Health Director Charles Msiska, will be based at Independence Stadium in Solwezi until the close of the season. The latest development means that Kansashi Dynamos will next face Green Eagles at Independence Stadium home to Lumwana Radiants, in a postponed fixture.
