THE candid exchange of views between the Zambia Police Service and Patriotic Front is what should be obtaining in the nation so that all political players could draw lessons from it.

This was when Deputy Inspector-General of Police for Operations Bonny Kapeso met Patriotic Front officials led by Lusaka Province secretary Kennedy Kamba on Tuesday.

Mr Kapeso did not mince his words but was frank, when he warned that Police would not entertain interference from so-called political security wings when it comes to the President’s security.

Mr Kapeso said political cadres have a mistaken belief that they are in charge of security when the President is in public.

Mr Kapeso said that it has become a trend by political party security wings to try and take over the job of the police whenever the President is addressing the public.

He said that there is nothing wrong with political parties to have security wings but that they should not be interfering with the job of the Zambia Police in protecting the President whenever he is in a public gathering.

“The police consider anyone even from the ruling party to be a threat to the President and we are not ready to create two parallel security institutions in the country.

“The Zambia Police is the only security wing mandated to maintain law and order and anything on the contrary meets the wrath of the law,” Mr Kapeso said.

We hope all political parties will take note of this, that while they can pretend to have security committees, they are supposed to toe the line when it comes to enforcing law and order.

Political cadres across the political divide often think they are a law unto themselves especially when they are in their parties” regalia. Often times, they end up making a nuisance of themselves and losing the public’s support.

It is quite obvious that there will be improved relations between the Zambia Police and the PF leadership especially if the deliberations trickle down to the foot soldiers.

We are happy that Mr Kamba reiterated that the leadership of the party will continue to enjoy a cordial relationship with the police because it has respect for the law.

He said the party has been perceived to be law breakers because of some isolated incidents by certain individuals who misbehaved.

Mr Kamba said the party will not be dragged into the mud with members who break the law, adding that as a ruling party, it is supposed to set an example to other political parties.

“None of us must think we are above the law, any party member who comes in conflict with the law such individual must be treated as such because as the ruling party we should set an example,” Mr Kamba said.

We implore the Police command to extend this engagement to other political parties so that all could know where they stand with the law.

They too must have confidence in the Police Service that they will be treated fairly even though they are from the opposition.

Yes, it takes two to “tango” for the opposition too must accord respect to the Police Service for it is not their opponent but a partner in ensuring they go about their political activities in a conducive environment.

We need this appreciation of one another as next year’s general elections draw closer. Meaningless hostility must be discarded for peace to prevail.

OCAL contractors have the capacity to undertake big projects, National Association for Medium and Small-Scale Contractors (NAMSSC) president Mutale Mpepo has said.

Mr Mpepo said it was disappointing that local contractors had been restricted to small jobs such as construction of drainages.

He said it was high time local contractors started receiving a fair share of big contracts

as opposed to only empowering foreign ones.

Mr Mpepo said the trend of giving all big construction contracts to foreign firms had affected the country’s economic growth because money was being paid to foreign firms which eventually took the funds to their home countries.

Local contractors, he said, had developed capacity to compete with foreign contractors in the construction sector.

US$25m mineral royalty tax loss projected

By BUUMBA CHIMBULU GOVERNMENT is this year expected to lose US$25 million in Mineral Royalty Tax (MRT) as the mining sector will be unable to pay the projected income due to among others, Covid-19 related activities.

Zambia Chamber of Mines (ZCM) is expected to pay US$65m to Government in mineral royalties over the three months period, a reduction from the projected US$90m.

This is as result of the on-going global spread of Covid-19 pandemic which has affected the revenue stream of the mining sector, says ZCM Chief Executive Officer, Sokwani Chilembo.

Mr Chilembo said the mining companies had suffered an alarming drop in revenue over the three months from February to April this year, illustrating the deep impact of Covid-19 on mining finances.

“The fall in mining revenues has led to a corresponding fall in mineral royalty payments.

“For the industry, royalty payments are estimated to have come in at approximately US$60 to US$65 million over the three months, rather than the US$85 to $90 million that could have been expected,

Chief Government spokesperson, Dora Siliya said in a statement yesterday that Cabinet had agreed that the country would not be under lockdown but that all citizens must strictly follow the health guidelines.

Ms Siliya said Cabinet also agreed that sensitization on COVID-19 must be scaled up.

Cabinet, she said, observed that the numbers of positive cases have continued to rise because citizens had relaxed on wearing face masks, social distancing, washing hands and sanitizing.

“Cabinet called for all Zambians to be agents of change in the protection of lives,” Ms Siliya said.

Ms Siliya also disclosed that the remaining school classes that had not re-opened, including colleges and universities, shall remain closed and that Government would assess

She said the revision and extension of the implementation of the New Financing Strategy for the three public universities for the period 2021 to 2025 was also agreed to.

Marshalands directors judicial review application rejected

By GRACE CHAILE and CHINTU MALAMBO THE Lusaka High Court has thrown out an application for Judicial Review to stay proceedings in a matter where Marshlands Consortium Limited directors have been charged with forgery and uttering false documents.

Lusaka High Court Judge Yvonne Chembe dismissed the application on grounds that the applicants have not followed procedures.

The applicants in this matter are Tobias Milambo, Nachi Musonda and Richard Lubemba.

This is in a case where Milambo 48, Musonda 33 and Lubemba 31 who are the directors of Marshlands Consortium Limited are facing 15 counts of forgery, obtaining money by false pretenses and uttering false documents.

It is alleged that the accused forged documents purporting to show that they had been appointed as directors at Ultimate Insurance Company Limited whilst not.

It is also alleged that between January 1, 2018 and December 31, 2019, the trio, forged a Valuation Report or stand 9192/35 situated along Manunga Road, Ndola.

The trio, all insurers, allegedly forged the document by purporting to show that it was genuinely issued and signed by authorized Bitrust Real Estate Innovation Solution for Investors, whilst in fact not.

According to court records the trio has severally been making stints to stay their matter, before the High Courts in Lusaka, Ndola and Livingstone.

The court has however, ruled that the application for Judicial Review must be accompanied by an affidavit.

She relied on Order 53, rule 5 of the Supreme Court.

According to the latest report for the financial year ended December 31, 2018, in Paragraph 8 of the Report of the Auditor General for 2014 on the Accounts of Parastatal

Bodies and Other Statutory Institutions, mention was made of non-performing loans in amounts totalling K109, 567, 518 which had remained static for periods of over four years as of November 2015.

The report states that the CEEC had failed to recover the collateral pledged for the loans.

“In their report for the Fifth Session of the Eleventh National Assembly, the Public Accounts Committee urged the Controlling Officer to ensure that outstanding debt was recovered,” the report states.

The report however states that a review of the situation in December 2019 revealed that the non-performing

loans had increased from K109, 567, 518 in 2014 to K159, 708, 219 in 2019.

It also states that a scrutiny of individual files and physical inspection of selected projects revealed various weaknesses in the administration of the loans which resulted in failure by loanees to service the contracted loans.

THE Drug Enforcement Commission (DEC) working with the Bank of Zambia (BoZ) have seized the accounts of two credit institutions for contravening the Banking and Financial Services Act. Comsave Credit Union (Comsave) and ONO Savings and Credit Association (OSCA) have had their accounts seized for allegedly contravening Section 6(2) of the Banking and Financial Services (BFSA) Act No. 7 of 2017.

MOVE BULKY CARGO BY RAIL TO SAVE ROADS - PS

HE only way we can save our road network is by enforcing the statutory instrument to compel transporters of heavy cargo to move 30 percent of bulk cargo from road to railway, Central Province Permanent Secretary Bernard Chomba has said.

Mr Chomba said the road from Kabwe to Chibombo is in a deplorable state due to heavy trucks that use the stretch.

He was speaking when Road Development Agency board chairperson Samuel Mukupa and his Road Traffic and Safety Agency counterpart Dr Cornelius Chipoma paid a courtesy call on him.

He challenged the two board members to influence policy makers to see to it that the SI is enforced adding that it is the only way government can stop spending huge sums of money in repairing road infrastructure.

"Heavy goods are damaging our roads and the only way this can be solved is by compelling transporters of heavy goods to be using railway transport.

"Our railway lines are not being utilised, grass has even started growing in railway lines. This is the only way we can avoid spending huge sums of money in rehabilitating and repairing the roads.

"I am calling upon you RDA to help in influencing policy makers to see to it that these transporters of heavy goods start adherring to guidelines,� he said.

Mr Chomba also raised concern with the extent of damage on Manyumbi Toll Plaza in Kabwe. He said that safeguards have been damaged due to road traffic accidents by motorists Meanwhile, Mr Chomba has called on RDA to consider working on roads in rural parts of the province.

He suggested that in the future local government should be involved in maintaining and caring for road infrastructure.

In January 2018, then Transport and Communications Minister Brian Mushimba signed a Statutory Instrument to compel transporters of heavy cargo to move 30 percent of bulk cargo from road to railway. The new SI took effect after 30 days.

‘COURT CASE DELAYS ENGAGEMENT OF KCM INVESTOR’

HE process of finding an investor to take over Konkola Copper Mine (KCM ) has been delayed by the active case in court, Ministry of Mines and Mineral Development Permanent Secretary Banarby Mulenga has

said.

Meanwhile the Permanent Secretary said the Liquidator has talked to various investors who have shown interest to take over operations of the giant mining firm.

Mr Mulenga said it was Government's view that the court process should come to an end

as soon as possible to pave way for the engagement of a potential investor to take over the operations.

He said in an exclusive interview yesterday, once the court case between Government and Vedanta Resources was concluded Zambians would see an investor taking over the

operations of KCM. He said investors were scared to rush to take over the operations of the giant mining firm because they did not know what would be the outcome of the court case.

"Yes the case which is active in the courts of law is hindering the process of engaging an

investor to take over the operations of Konkola Copper Mine.

Anyone who wants to buy the mining firm have questions of what will happen to the court case," he said.

Mr Mulenga said only after the court case was finalized would the process of engaging an investor be concluded.

And Mr Mulenga said the Liquidator had been talking to investors who had shown interest in taking over the operations of the mine.

He said the talks were still going on but once the court process came to an end an investors would be identified to run the mine.

SIX more Covid-19 associated deaths have been recorded in the country in the last 24 hours bringing the total to 134.

LOSING independent candidate in the Lundazi Central parliamentary elections, Colonel Bizwayo Nkunika has asked the Constitutional Court to order that Mr Lawrence Nyirenda’s sitting in Parliament is illegal as he does not hold a Grade 12 school certificate or its equivalent.

In his submissions, Col Nkunika stated that by sitting in Parliament without the right qualifications, the Lundazi Member of Parliament (MP), Mr Nyirenda is committing an illegal act.

He wants the court to declare the seat vacant and that ECZ should hold elections within 90 days.

He claimed that Mr Nyirenda was not supposed to take part in the Lundazi Parliamentary elections because he allegedly does not have a Grade 12 full certificate or an equivalent as required by law.

Col Nkunika dragged to court Mr Nyirenda as the first respondent and cited Electoral Commission of Zambia (ECZ) as the second respondent.

BOZ APPROVES K4BN PACKAGE

HE Bank of Zambia (BoZ) has so far approved K4 billion from the stimulus package which has been put in place to provide liquidity in the financial markets during the Covid-19 period.

In April this year, the central bank staked a K10 billion stimulus package to assist with liquidity in businesses during the Covid-19 period.

Out of the approved amount, K1bn has been disbursed to Atlas Mara Zambia, Indo Zambia Bank and four non-bank Institutions.

BoZ Deputy Governor for Operations, Francis Chipimo, indicated that K4bn was approved but only K1bn had been drawn.

He said applications worth K4.8 billion from both banks and non-bank institutions had been received by the

Central Bank.

Dr Chipimo was speaking yesterday during a BoZ radio show Programme.

"For those we have approved K4bn but now about K1bn has been drawn down.

We are working with FSPs to make sure a faster draw down, the remaining K3 billion of the K4bn approved.

We want this support to get to the clients," he said.

Dr Chipimo said 16 commercial banks had applied for the package out of which seven had been approved.

The Bank of Zambia has so far raised K6.8 billion, leaving a K1.2 billion balance to raise the full K8 billion stimulus.

This move will help to revive the private sector which has also been hit by the Covid-19, says Zambia Association of Manufacturers (ZAM) Chief Executive Officer, Florence Muleya.

Ms Muleya regretted that the Ministry of Finance had not set aside funds under the K8 billion specifically for the private sector.

The State intends to dismantle arrears to 1,500 retirees to the tune of K500 million, while also releasing K170 million to banks for the payment

of third party arrears and K140 million towards various contractors.

Commenting on this, Ms Muleya expressed concern that the private sector had been left out of the stimulus package.

She said this at a media briefing organised by the Consumer Unity Trust Society (CUTS).

“For now, the plea is that with the remaining K2 billion, it is possible that Government could channel if, for instance DBZ and strictly say that it will be used for the purposes of paying off for instance the debts that have been accrued on our supplies to the Government and also on Value Added Tax refunds.

“That way, we will be seeing the link to how the private sector is being helped and it will give us the confidence that the stimulus package is meant to revive the private sector,” she said.

Ms Muleya wondered how the K8 billion was called a package for the Small and Medium Enterprises when most areas being funded were not strictly private sector.

She said: “the stimulus package is a very welcome move, although we have concerns with it.

The larger chunk of this K6.8 billion has gone to other activities that are not related to the private sector.”

Many businesses have failed to accelerate the pace of digital transformation across their value chains and supply management systems and to coordinate in a dispersed and digital workforce to the scale and capacity that meet the need of greater digital distribution in ecommerce.

The Institute of Risk Management Zambia does recommend the use of Virtual Private Networks (VPN) and multi-factor authentication as true and tried preventative measures that will not only maintain a secure digital environment but one that will reduce overall cyber risk for the organization.

Other cyber risk management tools recommended include mobile device management approaches to create security controls, as well as encrypted documents and emails across employees’ devises. Cloud services should also be encouraged to operate strong security configurations.

EAC rolls out electronic Covid-19 certificates to ease transportation NAIROBI - East African countries have moved to ease movement of goods with the roll-out of a system that will allow them to share Covid-19 test results of truck drivers electronically.

The reliance of hard to verify manual certificates has been blamed for costly long delays at the different border points that sometimes last for weeks.

The EAC regional Electronic Cargo and Driver Tracking system, however, will enable authorities to share test results of the drivers and crew facilitating easy information exchange along the transport corridor.

This means no transit cargo will leave the port of Mombasa or any Kenya Ports Authority (KPA) facility without a driver being aligned with the truck and the cargo in the system.

According to a notice by the EAC secretariat to relevant ministries of the member countries, all drivers must upload their Covid-19 certificates to the new system before cargo is armed with tracking gadgets, a directive which has already been opposed by transporters faulting the short implementation notice.

PARIS - Renewable energy sources such as the wind and the sun overtook fossil fuels as the European Union’s main generators of electricity in the first half of this year, according to a new report published on Wednesday.

“In the first half of 2020, renewables - wind, solar, hydro and bioenergy generated 40 percent of the EU-27’s electricity, whereas fossil fuels generated 34 percent,” the London-based think-tank Ember found in its study.The amount of electricity generated by renewables in the EU’s 27 member states rose by 11 percent in the period from January to June, Ember calculated.

OHANNESBURG The rand rallied to its best level since mid-March amid renewed optimism about the global economy following the EU leaders’ agreement on a landmark 750 billion euro (R14 trillion) recovery fund for the reconstruction of the region disrupted by the coronavirus pandemic.

SA currency trader JP Markets to oppose liquidation bid JOHANNESBURG - South African currency-trading platform JP Markets plans to oppose a court application by the financial services regulator to shut it down.

The Financial Sector Conduct Authority has said it wants the firm liquidated for operating an unlicensed over-the-counter derivatives business and in June provisionally suspended its financial-services provider’s license.

Its bank accounts were frozen

earlier this month.

The company was working in “good faith” with the FSCA to correct the issue when its licence was pulled, Darren Hanekom, a lawyer for JP Markets, said by email. It had made “full and frank disclosures” on its business model to the FSCA as recently as September, he said.

While JP Markets paid an application fee for the derivatives licence, it had not made an application, the

Pretoria-based regulator said by email.

The FSCA was not aware that JP Markets was issuing contracts for difference until this was revealed by a witness during the regulator’s investigation, which started after it received complaints about the company, it said.

JP Markets, founded in 2016 by 33-year-old University of Cape Town graduate Justin Paulsen, has 320, 000 clients, about 20, 000 to

40, 000 of which are active, Hanekom said.

It paid out over R1 billion in customer withdrawals in the three months before its accounts were frozen, and receives about R300 million in client deposits a month, he said.

The firm also faces an online petition signed by more than 3, 200 people amid allegations it refused to make refunds.

Matero MP was in wrong lane Dear Editor, THE video circulating out of Matero between the local Member of Parliament and Ward 28 Councillor makes sad viewing. For all intents and purposes, I should ideally declare interest and not comment on the matter.

I however have an inescapable duty as Mayor of Lusaka to intervene and guide on matters to do with land in the city.

My informed take on the matter after a brief research since the video surfaced is that the said piece of land was processed at the Lusaka City Council after the resident applied for it.

Land acquisition or extension process entails that a committee called planning which has eight councillors meet to approve or reject any application available.

In coming up with that decision, they tour the plot in question to ensure the same is not a road reserve, has water and or power lines. Most are rejected at this stage but if found to have no encumbrances, the application is recommended to the Full Council Meeting of councillors for final approval.

I have been guided that the issue that led to the altercation yesterday between the MP, Mr Lloyd Kazhiya and councillor, Ms Ann Chinyanta is about a temporally authorisation to a Matero resident to place a container on some piece of land for business purposes. The MP is against that for whatever reason.

After the 2016 amended Constitution, at no point in the process is the local MP meant to be involved. Out of courtesy however, I have made it a point at LCC and encouraged all councillors that for any land issue, we first consult local MPs before processing.

This works well in various constituencies especially where a good working relationship has been cultivated between a particular councillor and MP. Clearly, no such rapport has been cultivated in the video in question.

So there is no legal backing for an MP going to harass a resident who has been offered any land relief or temporal placement of a container by a Full Council.

Do MPs have a recourse if they are not happy on a piece of land deliberated on by the Full Council and offered to a resident in their

Constituency?

Yes they do. They can lodge a formal complaint with the Minister of Local Government and Housing who has constitutional powers to reverse any decision made by any council except it has to be six months after that decision is made.

The Constitution does not give powers to anyone and not even councillors themselves to be able to amend or reverse a decision made by the Full Council meeting if that decision is not older than six months.

We have a recent case at LCC from Kamulanga ward of Kabwata where the Minister of Local Government and Housing, Mr Charles Banda has formally (in writing) reversed a decision made by LCC in 2017 (before I assumed office) after residents, who includes Mr Mwansa Mbulakulima formally complained to the minister’s office that said plots were created in a road reserve.

The minister accordingly found it fit to reverse the LCC decision and more so that it was six months later. The council can appeal to the Minister but he is at liberty to hold or rescind his own decision.

So in the case of the Matero MP, he is well guided to formally complain to the Local Government and Housing Minister on his reservation on the said plot.

“Knuckle” engagement with our councillor will not yield to anything in his favour even if he arrived with more State police as this is not a criminal but an inter institutional (Local Government and National Assembly) matter.

I guide him accordingly with a Bemba proverb: “Ubufumu bucindika ubwine” (A leader is made and respected by people who made him or her a leader). The MP needs to respect his councillors that he arguably made and the councillor also needs to respect her local MP she too contributed in raising to the helm.

In my time as Matero MP (2011-2016), I was part of LCC and attended all council meetings. I was therefore privy to all councillors’ decisions. Post 2016 amended Constitution, it means the Matero MP has never attended any council meeting and hence not part of or privy to decisions made by LCC guess in the interest of autonomous local government operations.

Unless Bill 10 is enacted (the process he is in a position to influence) that will bring MPs back to councils, the Matero MP is well advised not to constantly step on his councillor’s feet especially in the course of her duty.

Out of Kasama comes another saying: “nakaNyelele ngawakapampamina, nako kalasuma” (even ants bite if stepped on for a long time). .

When and if Mr Kazhiya insists on turning himself into a Lusaka Mayor like he did yesterday, we are guaranteed another “baskop” (free action movie) sooner as seen in the video which unfortunately only serves to bring both leaders and the institutions (Council end Parliament) they represent into disrepute.

FAREWELL TO MUNKONGE AND MWEWA T

Dear Editor, HE cold hand of death last Saturday robbed the country of the two gallant Members of Parliament. These are Mr Mwenya Munkonge aged 52, an independent MP for Lukashya constituency in Kasama and his Mwansabombwe Patriotic Front counterpart, Rodgers Mwewa.

Both lawmakers died at Levy Mwanawasa Teaching Hospital in Lusaka. The late lawmakers will be greatly missed by the country at large and the electorate in their respective constituencies due to the immense developmental projects they spearheaded.

Death is a mystery and it comes in different ways beyond human comprehension. No one knew that the two lawmakers would die on that fateful day except God Almighty.

The deaths of the two lawmakers and the National Assembly employees who tested positive for Covid-19 prompted the Vice President to adjourn sine die the august House. The House went on

recess last Tuesday and it will resume sitting in September.

“Abasuma baya kuli Lesa,” goes the Bemba adage. The adage implies that the good people don’t live long.

Mr Mwewa touched and transformed the lives of many orphans and the street kids at the Fountain of Hope Orphanage which he founded in 1997. The orphanage is in Kamwala Township. It houses about 700 vulnerable children who access educational services and other life skills.

His death has left an indelible mark in the lives of many orphans and the former street kids. These children were being sponsored by Mr Mwewa at the orphanage.

My fervent wish and prayer is that the Fountain of Hope projects will be sustained and continue operating by rendering valuable services to the vulnerable children.

He was interred at Lusaka’s Memorial Park cemetery last Tuesday. In another breath, Mr Munkonge got married in 1998 and he later divorced his wife in 2005. He is survived by his

parents, brothers and sisters. He was interred last Wednesday.

May their souls rest in eternal peace. They ran their race and fought a good fight of faith.

Civil servants must know their role Dear Editor, CIVIL servants are supposed to always align themselves to the political party in power and not work against it.

Some civil servants take advantage and try to make Government look like it is not working.

Every sane Zambian knows that politicians are just policy makers while civil servants are policy executors.

One therefore wonders why they almost bring the country to a standstill by not doing what they are paid for, unless they tell Zambians that they need someone to always make them carry out their mandate with a whip on their back.

KAPIRI ENGLE GLASS FACTORY LIMPING

USINESS at the newly constructed multi-million dollar Engle Glass Factory in Kapiri Mposhi district is limping because of the negative effects of the coronavirus.

The US$15 million Chinese investment which commenced full operations in March has a production capacity of about 50 tons of flat and laminated glass offloaded on the Zambian market per year.

Human Resource Manager, David Mbangu said yesterday in an interview with the Daily Nation that business at the factory has been operating on a slow pace in the new normal.

Mr. Mbangu said

We are operating in the new normal but it’s very slow, it is almost like nothing, customers are coming about one or two in two or three weeks. the factory which sells its products on distribution and agent basis has in the New Normal been receiving one to two clients in a space of two to three weeks.

And Mr Mbangu said the company has recalled most of the workers who were temporarily sent home after the outbreak of Covid-19.

Violence accused duo’s case fails to take off

MAN and woman accused of proposing violence which led to the breaking of Bethel Church have been found with a case to answer.

Particulars of the offence before magistrate Ruth Kapulo were that Steven Mwanza 29, of Chazanga and Beatrice Sakala 47 of Chipata Over Spill allegedly proposed violence that led to the breaking and damaging of Bethel Church Lusaka on January 12.

Magistrate Ruth Kapulo found the accused with a case to answer and the duo was set to give their side of the story yesterday, however, the court could not proceed with the defence as Mwanza was not in court.

His surety Samuel Zimba, 40 said Mwanza fell sick during the night and he only came to inform the court on his behalf.

He explained that Mwanza has high blood pressure and was taken to the hospital in the morning.

Magistrate Kapulo told Mr. Zimba to inform Mwanza to attend court at the next sitting without fail.

Community schools in pads galore

The donation is meant to promote hygiene and keep the girl child in school.

Living No One Behind Foundation Chief Executive Officer, Warren Mwambazi, said the donation was also aimed at supplementing Government's efforts to ensure that the girl child stayed in school.

Speaking to the Daily Nation in Ndola, Mr Mwambazi said the girl-child was one of the most vulnerable in society, especially those in community schools.

He said a good number of girls in community schools shunned school because they could not afford sanitary pads which left them academically behind.

Mr Mwambazi indicated that the distribution of sanitary towels was the first phase as the project was an on-going.

He said the distribution of the sanitary pads was part of the organisation's strategic plan to promote the welfare of the vulnerable in society.

‘BOSSES ARE MEDDLING IN COVID-19 FIGHT’

A team of council officers and other officials was accused of scaring away investors after they went into one shop owned by an Asian to enforce the Covid 19 guidelines.

The team wanted to ensure shop owners and their customers used facemasks, observed social distance and sanitized their hands.

One of the officers told the Daily Nation that they had gone to enforce the guidelines in a shop and a number of customers had no face-masks.

Commerce, Trade and Industry Minister, Christopher Yaluma, said Government was more determined than ever to empower both farmer groups and small and medium Enterprises (SMEs).

Man jailed 40 years for impregnating daughter

By ANDREW MUKOMA A SINAZONGWE resident has been sentenced to 40 years imprisonment with hard labour for having sex with his biological daughter whom he eventually impregnated.

Elijah Sinakoba was convicted of incest and sentenced by the Livingstone High Court.

Facts were are that between January 1, 2018 and May 30, the same year, Sinakoba did on several occasions have sex with his biological daughter.

He eventually impregnated her and later demanded she aborts the pregnancy.

He was later arrested and charged in Sinazongwe for incest and was tried in the magistrates court in Sinazongwe. At the close of the trial, Sinakoba was found guilty of incest and was committed to the Livingstone High Court for sentencing.

When he appeared before Livingstone High Court Judge Justice Kenneth Mulife handed a 40-year jail sentence with hard labour for the offence with effect from May 30, 2018 date of arrest.

KALULU TAPUSUKA MIPYA IBILI ...open letter to President Lungu

By DR. HENRY KANYANTA SOSALA “KALULU tapusuka mipya ibili,’’ is a Chibemba proverb which can literally be translated as: ‘’The hare does not escape the burning plains twice.’’

The actual lesson is that no one should take his lucky for guaranteed or push one’s lucky star too far.

As regards, Mr. Hakainde Hichilema and UPND, In March 2018 I wrote an article in which I alleged that Patrick Mucheleka, a senior member of UPND Management Committee had told Kangwa Mucheleka of Ndola, a member of the Bemba royal family that after the UPND party gets into power in 2021, I would be disposed since I am not a genuine member of the Bemba royal family because my great-great grandmother was not the genuine person who was later brought back after the primitive Ngoni savages kidnapped her.

In 1938, W.V. Brelsford in ‘’The Succession of Bemba Chiefs’’ wrote: ‘’Chimbabantu had been captured when she was very young, about 1214 years of age, by the Ngoni during the raid. She was sold by the Ngoni to a Fungwe native who married her. Some years later greetings and messages began to come through from her by way of ivory traders. Kafola, the son of Mukukamfumu III was told to make enquiries and he discovered where she was and so she was finally brought back about 1890 with her Fungwe husband. He was given ivory and he went away leaving Chimbabantu and her two children Musenga and his sister Chabili. The two children are now Chief Nkolemfumu VI and Chieftainess Chandamukulu IV. The former will probably become Paramount and the latter’s sons too perhaps. After her return home Chimbabantu (now Chandamukulu III) successfully married three Bemba and had two girls and a son, one child by each husband. These three are Kasonde, Mubanga and Mutale Nshika (currently chief Mpepo IV).’’

And indeed as predicted by Mr. Brelsford, twenty-eight years later, Mr. Ntelwa Musenga became Chitimukulu number 34. He became Chitimukulu even though his father was a primitive Ngoni tribesman because we are matrilineal and therefore our successions depend on our mothers and even in some patrilineal chiefdoms, the son has to be born while his father was on the throne in order to avoid wrong children to ascend to chiefly thrones.

And Kasonde who was one of the three children born when Chilobelobe had returned to Lubemba was my maternal

grand-mother.

On 18th March 2020, The Daily Nation came out with the headline: UPND PLOTTING TO DETHRONE CHITIMUKULU and went on: Bemba chiefs have accused UPND of planning to dethrone Henry Kanyanta Sosala as Chitimukulu if they form government in 2021. This follows continued attacks on Paramount Chief Chitimukulu by UPND deputy secretary-general Patrick Mucheleka. In a statement signed by chiefs Mumpolokoso, Mukwikile, Shibwalya Kapila, Mubanga, Chipalo, Luchembe and Chikwanda, the traditional leaders said the continued attacks by a senior member of the UPND confirmed that indeed the party intended to dispose Henry Kanyanta Sosala as Chitimukulu in 2021.

The Chiefs went on, ‘’We wish to make it clear that we are now fed up with the utterances and all demeaning remarks by one of your senior members of the UPND management committee… when you fight the Paramount Chief, you fight the entire Bemba tribe, we shall therefore explain to all our village headmen about the UPND intentions.’’ They also pointed out that after the 2016 presidential and general elections, Bembas were beaten and their houses vandalized and the entire UPND remained mute over the issue and we strongly believe that it was a deliberate policy.

And indeed this is UPND’s deliberate policy to provoke the Bemba because Mucheleka himself confided into someone that the Bemba chiefs would never be answered ’’because the UPND Management Committee gives me hefty allowances to travel to Kasama to attack Chitimukulu.’’ And true to his word, there has never to-date been a comment from UPND. In this article you will read about the dangerous and dirty politics that are being played by the three partners of the Opposition Alliance namely, Mr. Hakainde Hichilema of the United Party for National Development (UPND); Mr. Charles Milupi of the Alliance for National Development (ADD) and Mr. James Lukuku of the Progressive Party (PP).They

Let me quote what I said in my broadcast on Radio Mano from what Silumesi Malumo reported and see if there is any tone of tribalism anywhere throughout my radio address: ‘’Paramount Chief Chitimukulu has warned Bemba-speaking people to vote en mass and ensure they choose the right person, failure to which they would cry and know Jesus. Mwinelubemba said Bembas had a 21 percent majority which should be used for the right leader otherwise they would regret not doing so. The chief spoke against voter apathy and explained that Southern Province people knew how to vote while Bembas were a useless majority. The Bemba had no problem voting for other tribes, like they voted for Kaunda, Chiluba, Mwanawasa, Rupiah Banda and Sata. He said Bembas were content to vote for others, though not a bad thing, but they should also push for development. He also spoke against Bembas who join or form political parties just to insult their tribe because of money they were being given.

He emphasized that Bembas must use their majority to vote for the right people to develop their area. He warned against vote apathy in Muchinga, Northern and Luapula provinces, saying that Southern province people did better than three provinces because they knew what they were doing…..

Southerners know what they are doing but Bembas are too nonchalant and just want to be led and don’t mind voting for other tribes …’’

What I was speaking was about vote apathy in Northern, Luapula, Muchinga and Southern Provinces I was referring to statistics in the 2016 presidential elections which were as follows: In NP, the total registered voters was 557,225, the total votes cast was 298,751 and turnout was 53.61%. In LP, the total registered voters was 510,467, the total votes cast was 258,751 and the turnout was 50.6%. In MP, the total registered voters was 349,231, the total votes cast was 196,302 and the turnout was 56.21%. In SP,

the total registered voters were 810,077, the total votes cast was 585,343 and the turnout was 72.26%.

On apathy the figures were as follows: 1. Southern 2. North-Western 3. Western 4. Lusaka 5. Muchinga 6. Northern 7. Copperbelt 8. Central 9. Eastern 10. Luapula

27.74%: 38.72%: 42.76%: 43.31%; 48.75%: 46.39%: 46.47%: 48.66%: 49.26%: 49.40%.

Experts usually say that human beings think in circles and our thought-patterns can easily be identified no matter how cleverly we might try to twist the frame of our language, since our motives hidden in our sub-conscience mind will betray us. And the hatred was clearly revealed in this response: James Kasanda Lukuku, the Opposition Alliance spokesperson issued a joint statement that had been made by himself with Messrs. We can rise up one day and say to hell with chiefs and he can have no platform to preach divisional, segregative and tribal politics.’’

The Alliance spokesperson did not spare the Head of State either. ‘’Twakana. Lekeni HH alubule ichalo na mano yakwe no butungulushi bwakwe. (We refuse. Let HH rule us with his acquired knowledge). How honestly can Chitimukulu support a hypothetical Christian, a dictator and drunkard, at a time our country is in ICU? Every moment state House hosts chiefs and the Chitimukulu, what follows are tribal remarks either from Chitimukulu or his surrogates. Why? that is why Sata was opposed to the ordination of this Sosala as a Paramount chief of us the Bembas.

Sata knew this Sosala has questionable morals and principles and has questionable values.’’

He went on to claim that Bembas have a wrong and misplaced chief. And that the Chitimukulu is corrupt as he is the same chief who is reportedly selling land to the Chinese and sharing all the proceeds with his own children without regard for his subjects who are lacking salt in their homes.’’

I was very skeptical as well as many others who were advising Mr. Hichilema to distance himself from such a statement because in the first, it is completely out of place and second it depicts a very low caliber of thinking for the authors. In this respect, Mr. Ngande Mwananjiti wrote: ‘’Those who resort to unpalatable language and insults are just not capable of dealing with issues at hand in a reasonable manner. It is not any different from the case of war lords or terrorists who measure success by the number and level of destruction.’’(Daily Nation 1st July 2015).

On the other hand, Mr. Chishimba Kambili of NDC though being a member of the Opposition Alliance has denied to have been a part to the damaging statement. And Steve Nyirenda of NAREP; Andyford of PAC and Sean Tembo of PeP had already left the alliance.

But it is very unfortunate that the three party presidents are accusing chiefs of being cadres when they are supposed to know better. However, the role of a chief continues to be extremely challenging because he occupies an integral position within the authority structure of society: in one set of relations, he is a tribal leader and in another set of relations, he is in the hierarchy of the government administration.

And as to the wild false claim that I have obtained money from Chinese investors which I have shared with my children, but to the contrary we have Ulubemba Investments which is a sustainable developmental strategy that is mandated to oversee the harnessing of the vast resources for the benefit of the populace in Ulubemba.

And we have no Chinese investors in Ulubemba except those working on road constructions.

Mr. Hichilema and his colleagues claimed that Bembas have a wrong and misplaced chief. But to the contrary my leadership abilities and my higher level of intellectual output have even been recognized far beyond outside our borders.

The board members of Africa Opportunity Co-ordination Organization (AOCO) based in Nairobi sent me the following letter of appointment through Dr. Wang: ‘’ With your royal position and high level of traditional knowledge and experience of the traditional norms and culture in Zambia, Africa AOCO board has appointed you to spearhead the formation of Pan African Development Committee in chiefdoms not only in Zambia, but in Africa as a whole.’’ And as I stated in Part I, President Sata became irritated and decided to destroy my character and integrity internationally, by referring to me as ‘’fake chief,’’ and he de-gazetted me.

The University of New Mexico was established around 1898 and I was in 2019, the sixth to be awarded with a honourary degree just because the university maintains high standards of criteria. And I was awarded a degree in philosophy. And the dictionary defines philosophy as the use of reason in understanding such things as the nature of reality and existence; the use and limits of knowledge and the principles that govern and influence moral judgement.

And to my best knowledge none of the three, i.e., Messrs.

Hichilema, Milupi and Lukuku has ever been recognized anywhere outside Zambia for leadership abilities or for outstanding intellectual output.

Their problem arises mainly from lack of self-contentment and self-confidence since they see more in me than in themselves which translates into uncontrollable envy. This can actually be clearly drawn from their unreasonable response to the critical issue of voters’ apathy which I had raised on Radio Mano. SMALL-SCALE miners should get involved in this year's planting season to mitigate the effects of Covid-19, the Emerald and Small Scale Miners Association of Zambia (ESMAZ) has suggested.

ESMAZ president, Victor Kalesha, observed that the miners had been badly hit by the Covid-19 hence the need for them to diversify into farming as they wait for the sector to get back to normal. He was speaking in Kitwe.

"In view of the effects of the Covid-19 on the mining sector, we would like to appeal to the Ministry of Mines and Mineral Developments to flex the payment on area charges to save us incurring arrears after Covid-19," Mr Kalesha said.

He has therefore commended Government for the increase in maize production in 2020 compared to last year.

The boost in maize production, he noted, was as a result of the improved subsidy initiative through the Farmer Input Support Programme.

Mr Kalesha was happy that the country had pro-

duced 3, 387, 469 tonnes of maize this year, an increase from 2, 004, 389 tonnes last year, representing a 69 percent increase.

He said this was an obvious indication that the country would have food security this year especially that mealie meal prices were dropping.

"In as much as we can attribute the good harvest to the favourable weather condition we experienced, we should also appreciate the early delivery of farming inputs by the ministry of agriculture and we appeal that the government continues making agriculture in Zambia attractive," he said.

Mr Kalesha said smallholder farmers should be encouraged to gain confidence in more maize growing so that they could also contribute to the food basket of the country.

He said that the association was encouraged that the agriculture sector had recorded positive results at a time when the mining sector was down.

He said that the improvement was a good indicator that miners could also diversify to agriculture as an alternative in times like this.

93-year old man convicted for Nazi crimes

Joe Biden labels Donald Trump first racist US president WASHINGTON - Democratic presidential candidate Joe Biden labelled Donald Trump on Wednesday the first racist to become US president in remarks his opponent’s re-election campaign quickly rebuked.

OHANNESBURG - South Africa witnessed some 17, 000 extra deaths from natural causes or 59 percent more than would normally be expected between early May and mid-July, scientists said, suggesting many more people are dying of Covid-19 than shown in official figures.

New data by the South African Medical Research Council (SAMRC), released overnight, showed that just in the week to July 14 - the latest figures available - there was an excess of 5, 022 deaths by natural causes, about half more than usual.

Africa’s most industrialised nation is in the middle of a runaway epidemic of the coronavirus, with cases increasing by more than 10, 000 day and the current total just shy of 400, 000. But its recorded death toll has so far been low,

HE Football association of Zambia (FAZ) has over 100 registered foreign players in the Zambian super division, for other lower divisions, the number could bd higher.

The questions is, what is the effect on the performance of the national team, football development and clubs?

We need to clarify here that we are not saying we don’t need foreign players in our Zambian Super Division, we need them BUT it has to be managed well, structured in an efficient way.

Currently in the Zambian football league, there are no regulations or laws whatsoever to restrict the number of foreign footballers. A club can register any number of foreign players.

The number has increased exponentially for just about less than 15 in 2010 to over 100 in 2020. In 10 years, if not controlled by 2028 it will increase to 200 or more.

We also understand clubs want results in the shortest possible time. Therefore, they claim foreign players hit the ground running. But football follows the law of the harvest, no shortcuts. You cannot plant now and two seconds later you harvest, not all.

To develop football in Zambia create football academies in all provincial capitals.

Lower divisions must have 100 percent local players and super division 92 percent local players and eight percent expatriate players.

We disagree with the concept that foreign players improve the local league. This kind of setup just make the league artificially good and effect is average national team performance.

Creating a good football team is like “farming.” Prepare the field ie good infrastructure.

Plant the seed, football academies, germination. Weeding lower divisions. Maturing of the produce super division.

Selling the produce to market, national team.

This arrangement of unmanaged foreign players’ acquisition has heavily affected the national team. Get it right people, it’s not the FAZ. NO, it is the setup of the league. The good news this can easily be changed and managed well.

The proportional ratio of expatriate players and local has reached an unacceptable level. This setup tends to favour clubs than the national team.

In Zambia it has really not

even worked well even with the clubs. Despite having so many of foreign players for the last 12 years no Zambian club has won any international club cup apart from winning the local league.

Let’s correct this now by putting in place regulation of foreign players in Zambia. Our concept is this, an expatriate coach with local players.

STOP INSULTING PRESIDENCY, POLITICIANS TOLD

By SANFROSSA MANYINDA STOP insulting the Republican President and taking advantage of the peace that the country has been enjoying since independence, a Kitwe-based senior citizen Hugo Mulenga has advised.

Mr Mulenga has commended President Edgar Lungu for ignoring those that were insulting him for the sake of the peace of the nation.

Speaking to the Daily Nation in Kitwe, Mr Mulenga advised some Zambians to stop issuing derogatory remarks against the Head of State.

Mr Mulenga is a former professional wrestler, who was also Zambian champion in the sport which has since gone into oblivion in the country.

“This shows that he is a peaceful man who knows what the majority of citizens want and that he means well for everyone,” Mr Mulenga said.

“The Head of State has never made a mistake in ignoring such people ever since they started unleashing insults on him especially on social media and I advise him to continue because insults have never killed anyone.

“This shows that he is a peaceful man who knows what the majority of citizens want and that he means well for everyone,” he said.

Mr Mulenga observed with sadness that the politics of today were far different from the politics of yesteryear especially where respect for leaders was concerned.

He said that insulting and fighting the leaders of the country was only painting a bad picture to the outside world.

He said that all eyes were on Zambia because the country had always been known to be one of the peaceful nations in the world.

Mr Mulenga appealed to all political parties to always engage peaceful campaigns and avoid setting the country on fire.

“No single footballer’s life is worth losing all in the hope of fulfilling a football fixture, yes we love football, the nation loves football but Covid-19 is real and we need to adhere to the strict guidelines that have been given to us by the Ministry of Health and we can only do that with strict compliance,” Mamfunda said.

I would rather the season is cancelled if we are facing challenges in so far as testing the players and everybody else is concerned, let’s pull the plug and we shall resume the league once the environment is conducive.”

BOLA GOES ON …as ZANACO FC record six cases of Covid-19

HE MTN/FAZ Super League Management says the league will go on as planned despite some teams having recorded some positive cases of Covid-19.

Some people have expressed concern and called for the league to be cancelled after more positive cases of Covid-19 were recorded at Zanaco FC. Zanaco who were humiliated 3-0 by a Nkana FC side alleged to have faced the bankers without their Covid-19 results on Wednesday recorded six positive cases of Covid-19.

However, Super Division Manager, Brian Mulenga said the league will not be cancelled until the Ministry of Health gives a directive for the league to be halted again if clubs fail to comply with the guidelines provided.

Mulenga said the league has so far managed to comply with the guidelines of disinfecting the stadium and testing players and isolated those found positive before any game is played.

“We are going to continue with the games, until such a time when the Ministry of Health notifies us to stop playing. We are taking all the necessary precautions,” Mulenga said.

Meanwhile, Mulenga who refused to clear allegations of Nkana having played Wednesday’s fixture without their Covid-19 results said it is not the duty of the league management team to announce Covid-19 results for respective clubs.

“The results are confidential, you must understand that there is medical confidentiality if there are results to be released clubs will release. The association will not release the results to anybody.

“The results are communicated to us by the Ministry of Health. In any case the public relations manager will give a comprehensive statement concerning this and we will provide information on how everything is carried out,” he said.

Nkana are reported to have faced Zanaco without their Covid-19 results thereby breaching the guidelines from the Ministry of Health which provides for all Super Division clubs to undergo Covid-19 testing and provide the results before engaging in any game.

However efforts to get a comment from Nkana were unsuccessful as team manager, Daniel Jele could not give a comment as he was attending a funeral in Livingstone while the club chairman, Charles Chikatazya’s phone went unanswered.

ZANACO coach Chris Kaunda has attributed Wednesday’s 3-0 humiliating to 12-time champions Nkana to the Covid-19 pandemic that saw six of his players being knocked out after testing positive minutes before kickoff.

In an interview after the loss, Kaunda said this affected his game plan as he had use reserve players.

Kaunda said that the performance and game for his players was tough because most of the players that were used were not really ready as they were not a part of his initial starting team.
