COVID FATIGUE? THAT the country has recorded a surge in the number of Covid-19 cases in the last few days, though alarming should actually spur the nation into stepping up awareness campaigns against the pandemic.

This surge has been attributed to laxity among the general population towards the health guidelines from the Ministry of Health.

The sense of urgency with which the awareness programme started when the coronavirus pandemic first hit the country about three months ago has disappeared.

True, the Ministry of Health, which must be commended for the wonderful work it has been doing, has not relented in its awareness drive.

But it is the general public that has almost turned a deaf ear to the constant warnings and advice on how to protect oneself – washing hands constantly, masking up in public and maintaining social distance.

This unfortunate development was highlighted on Tuesday during a national update on the Covid-19 situation by Health Minister Dr Chitalu Chilufya He said the increase in the number of cases has been triggered by laxity on the public to adhere to public health and social guidelines. As at Tuesday, the country had 324 new cases recorded with 18 Covid-related deaths.

Said Dr Chilufya: “Zambia has in the last 11 days recorded a surge in the number of Covid-19 cases and Covid-related deaths, recording a total of 324 cases and 18 Covid-related deaths, 14 of which have been brought in dead (BID). Lusaka district is back as a hotspot, recording an increased number of cases in the last 11 days.

“However, geographic spread nationally has been noted. Cumulatively in the last 11 days, we have recorded 1895 cases with a total of 18 deaths. This brings the number of deaths cumulatively to 48 while we have recorded a total of 1412 recoveries from the time the pandemic started,” Dr. Chilufya said.

It is not a surprise that Lusaka as a district has reclaimed its unenvied reputation as a hotspot.

Lusaka has exhibited the worst behaviour in so far as combatting Covid-19 is concerned. Public and overcrowded places like City Market, Kulima Tower no longer has hand sanitisers and water at entry points where one could wash and sanitise their hands.

The “vigilantes” at Kulima Tower who in the early days ensured all passengers wore face masks are fatigued and everything is back to the “old normal.”

Only shopping malls and shops have maintained the “new normal” by ensuring that people entering their premises have their masks on as well as sanitising their hands.

As Dr Chilufya noted, “less people are wearing masks in public today and less public places are enforcing public health and social measures including mandatory handwashing and people are gathering in public place such as restaurants and markets without adhering to public and social measures.”

People ought to realise that stemming the spread of Covid-19 requires their input. The Health authorities can only go as far as advising them to take preventive measures. Heeding those preventive measures rests on their shoulders.

Just a few weeks ago, South Africa’s Health Minister Zweli Mkhize complained that South Africans seem to be becoming fatigued and letting their guards down at a time when Covid-19 infections are expected to surge.

“We see poor or no social distancing in communities.

Masks are being abandoned or not worn properly and there is laxity setting in around frequent hand-washing,” Mkhize said.

If anything, Zambians have been lucky that masking up in public, though compulsory has not been enforced much by the police.

But maybe it was time that a bit of force was used by having a few people rounded up for not wearing face masks in public. That would serve as an example and jolt people back to their senses, that Covid-19 is very much around.

By SILUMESI MALUMO SCORES of City Market council workers yesterday protested against Lusaka Mayor Miles Sampa’s decision to terminate the contract for market manager Mwenya Matafwali.

But when contacted on the matter, Mr Sampa declined to comment stating that he would not engage with the media until the end of 2020.

“As I earlier indicated I will not talk to the press until the end of this year,” Mr Sampa said.

The irate workers who stormed the Daily Nation officers in buses, demanded that Mr Sampa rescinds his decision.

They said it was uncalled for, for the mayor to fire a hardworking person who had helped to change the welfare of the workers and replace him with a person they did not know, a Nalukwi Minyoi.

The workers claimed that during Mr Matafwali’s tenure, things had significantly changed and they were worried that if another person was engaged then a number of things would be affected.

said Mr Matafwali had made sure that all the 250 workers got salaries on time unlike other workers from other bus stations.

Mr Bwalya indicated that workers were not happy with the decision, therefore, it was important the mayor and the Lusaka City Council management rescinded it without fail. He said if Mr Sampa goes ahead to impose

Nalukwi Minyoi as the manager then he did not have the interest of the workers at heart.

And Ms Mercy Mole who is a cashier complained bitterly said for past years the workers used to stay for five months with being paid but when Mr Matafwali was appointed, he had managed to pay them every month.

She said workers do not see any reason to fire someone who had the interest of workers at heart.

DRC to ‘Lying’ UPND MPs avoiding Zambia, extend Mukula Bill 10 debate - Makebi transit deal

UPND Members of Parliament do not want to debate Bill 10 because they have been telling lies about it outside Parliament, Malambo MP Makebi Zulu has charged.

Mr Zulu said that UPND MPs had been walking out of Parliament because they could not repeat the lies that they had been peddling on radio station stations and in the streets.

Mr Zulu said that the Bill has not come from a single political party, but that it arose out of complaints about inadequacies in the current constitution.

He explained that different stakeholders and individuals made submissions at the National Democratic Forum (NDF) and there was a

document introduced in parliament without any change from the executive.

Mr Zulu accused the UPND of being inconsistent on their stance on the Bill and had gone on a misleading spree outside Parliament.

“After realising that we have gained enough trust, they are saying that the Bill expired on 4 January, why will they want to withdraw something that expired?

“People want to hear what the debate is regarding the content not whether or not the bill is evil or it will be withdrawn,” he added.

Mr Zulu said that the PF was the only party in the history of the country, which has been willing to change the constitution that will stand the test of time.

Kambwili insists magistrate must recuse himself

By CHINTU MALAMBO CHISHIMBA Kambwili has applied for permission to commence judicial review proceedings against magistrate David Simusamba’s refusal to recuse himself from presiding over a case where he is charged with forgery and other charges.

The NDC leader filed the application in the Lusaka High Court.

Mr Kambwili stated that it has been difficult for his lawyers to perform their duties effectively as the court room is always poisoned with outbursts of anger and threats from the presiding magistrate towards him and his lawyers.

He now wants a declaration that the decision of the presiding magistrate to refuse to recuse himself from

presiding over the case, is unlawful and irrational.

Mr Kambwili is also seeking an order prohibiting Mr Simusamba from continuing to preside on his case.

He is seeking an order for the magistrate to surrender the case record to the chief resident magistrate for reallocation.

He wants if leave is granted, a direction that such grant should operate as a stay of Mr Simusamba’s decisions and the proceedings until determination of the application or until the court orders otherwise.

In his affidavit verifying facts, Mr Kambwili stated that he was facing criminal charges in the Lusaka Magistrate Court for the alleged forgery, uttering false document and giving false information to a public officer.

He stated that the matter

was being presided over by Mr Simusamba .

Mr Kambwili stated that on March 20, this year, he made an application asking the presiding magistrate to recuse himself by way of notice of motion and its accompanying Affidavit in support.

He stated that his application was premised on the facts that on December 17, last year, he wrote to the Chief Justice complaining of the manner in which Mr Simusamba was handling the matter.

He complained of his attitude towards him and his lawyers and attempts by the magistrate to extort money from him in exchange for an acquittal.

He stated that before responding to him, the Chief Justice asked the presiding magistrate to tell his side of the story.

GOVERNMENT is expected to sign a Statutory Instrument (SI) that will support the extension of Mukula transit deal between Zambia and Democratic Republic of Congo (DRC).

Lands and Natural Resources Minister, Jean Kapata, said the deal ended last month and the DRC had written to Government for extension.

The deal is for Mukula logs to transit from DRC through Zambia to various market destinations. “The Congolese government has since written to us to reconsider extending the deal because they have not completed transiting the consignment,” she added.

She said in an interview yesterday that both the Zambian and the Congolese government had agreed to extend the deal for a year.

Ms Kapata said in the meantime Government needed to sign another SI to support the extension of the deal.

“We agreed that the deal can be extended for another one year but we need to have an SI to support it. So for now we are in the process of coming up with an SI and once we do that then the deal will start,” she said.

Recently, Government through the Zambia Revenue Authority collected about K2 million through inspections and escort fees for trucks carrying Mukula logs from DRC, transiting through Zambia.

COVID CRISIS COMING - IMF “The additional tightening is about one-half of the increase in sovereign and corporate spreads seen since the beginning of the pandemic.

“With advanced economies facing, on average, relatively limited tightening, especially in sovereign premiums, and emerging markets facing larger increases in spreads on both sovereign and corporate debt,” the IMF said.

Regarding the fiscal policy response, the IMF said, it was assumed that governments implement additional discretionary measures above and beyond automatic stabilisers.

“While the baseline does not rule out a possible resurgence in cases in some countries, the first scenario assumes instead that a second major global outbreak takes place early in 2021,” the IMF said.

It said as a result, the overall spending response to the decline in output is twice as strong as the response under typical business cycle fluctuations.

The IMF warned that despite the policy response, the outbreak was assumed to cause further longer-lived damage to the supply side of economies (scarring) starting in 2022.

It explained that this would increase bankruptcies leading to capital destruction, temporary slowing in productivity growth, and a temporary increase in trend unemployment.

“The additional scarring is assumed to be about onehalf the size of what is already in the baseline, with emerging markets experiencing greater, longer-lived damage than advanced economies, given the more limited policy space to support incomes in those countries,” the IMF said.

POLICE WARN CADRES

AMBIA Police has warned political party cadres from both ruling and opposition to behave or risk having their legs broken.

Deputy Inspector General of Police for operations Bonny Kapeso warned yesterday that he would not allow cadres to misbehave and warned the PF not to overrun the magistrate court again because police would be ready.

Mr Kapeso has also cautioned citizens to accept that there is only one President in this country, and that is republican President Edgar Lungu while others are mere political party leaders.

He warned during a Millennium radio programme that what happened in Monze was unacceptable because impeding a presidential motor-

cade was dangerous as someone could be shot.

Political leaders who are not yet in power should respect the sitting President no matter the atmosphere there in. Featuring on Millennium radio Law and Order program, Mr Kapeso said that the current President was not imposed by the people, but voted into office hence the need to give him the respect he deserved.

Mr Kapeso charged that the police will not allow anyone disrespecting the Head of State adding that the job of the Police is to protect the President in power.

“A political leader cannot be compared to a sitting President no matter the atmosphere they are in, so people should respect the republication President.

“Even if a President won

by one vote, anywhere you go the President should be respected and we are not going to tolerate anyone disrespecting the Head of State,” Mr. Kapeso said.

Mr. Kapeso stated that no cadre is above the law regardless of their political affiliation adding that Police will deal with anyone without being selective.

Mr. Kapeso has also warned political cadres who escorted Minister of Health Chitalu Chilufya to court on Thursday and disrupted sessions that his team will make sure that it is at the court at the next session.

“I saw what happened at court on news, Thursday morning when Dr Chilufya went to appear. I will talk to the Commissioner Nelson Phiri so that I go there with my crack squad during the next

session. Inkabafuna amolu” (I will break their legs) and I will be paid to disable you.

“We need to bring sanity in this country, if it happens at court what more other places,” he said.

He advised political leaders to tame their cadres by giving them limits when they were escorting them.

Meanwhile Mr Kapeso has charged that it is unacceptable to think that the Zambia Police are scared of political cadres.

Mr. Kapeso said that it is un acceptable to think that the police are powerless when it comes to handling cadres.

He clarified that only the Minister of Home Affairs is mandated to give instructions to police, adding that no other person or minister is mandated to instruct the police.

Chilufya case fails to take off ‘I want my money’

Mr Musukwa also said there was need to increase funding and capacity to the petroleum sub sector in order to ensure increase on the inspectorate in order to be on top of things in terms of exploration of oil.

These were Chief Kalasa Mukosa, Chief Lukangaba, Chief Kalaba, Chief Mabenge and Chief Mabumba of the Ushi people of Luapula Province.

Dr Chilufya who is being represented by lawyers, Jonas Zimba of Makebi Zulu and Tutwa Ngulube.

He was arrested following investigations by the Anti-Corruption Commission.

horde of cadres, some claiming to be related to him, also demanded to enter the courtroom but were kept at bay by a police officer who stood his ground.

“Teti mutukanye ukwingila mu court, all these people you see here are party officials and relatives to ba Doctor,” some cadres were heard telling the officers.

The matter has since been adjourned to July 16, 2020 for possible plea.

If convicted, Dr Chilufya could face up to five years in prison.

Immediate Past District Governor, Engineer. Sanjay Balid said the Ndola school for the visually impaired was built in the early 1970s with funds from the Lions Clubs International Foundation (LCIF), a charity fund organisation based in the USA and handed over to Government.

...UPND, HH in trouble over K400, 000 debt

By CHINTU MALAMBO UPND president Hakainde Hichilema, his Secretary General Steven Katuka and two others have been dragged to the Lusaka High Court for refusing to pay K400, 000 they owe a Lusaka resident since 2017.

The alleged payment is for the supply of 200, 000 tickets for the National Card Renewal exercise costing K400, 000.

Prince Siame and Prospect Tech Limited cited Mr Hichilema, Mr Katuka, Mirriam Masando in her capacity as organising committee chairperson (card renewal) and the UPND registered trustees as the defendants in the matter.

Mr Siame wants a court order that the UPND be declared bankrupt for failing to pay its debt and that the party be dissolved and deregistered.

He also wants an order for payment of K400, 000 plus 30 percent interest amounting to K120, 000.

Mr Siame wants damages for breach of contract among other claims.

According to his statement of claim filed in the Lusaka High Court, Mr Siame stated by a written agreement made between him, his company and the defendants on March 16, 2017, Mr Hichilema and the others contracted him to print 200, 000 tickets costing K400, 000.

“The defendants also requested for a gratuitous whopping 50, 000 tickets on the gratuitous terms known as ‘Mandela’,” read part of the claim.

He stated that he will tell the court at trial that he and his company delivered the tickets within the agreed period and demanded for payment but Mr Hichilema and the others requested for more time to pay but never did.

Mr Siame claimed that on about November 15 2017, the defendants having lamentably failed to settle and after several broken promises, Ms Masando issued a written promise to pay the outstanding amount together with 30 percent interest.

He however started that despite committing to pay by Friday, November 17, 2017, the defendants still failed to pay the debt and to date the outstanding amount of K400, 000 and the 30 percent interest remains unpaid.

Fuel depot projects will be completed next year Nkhuwa

By SILUMESI MALUMO GOVERNMENT will complete the construction of stalled fuel depots next year, Minister of Energy Mathew Nkhuwa has said.

Fuel depots were being constructed in Lusaka, Chipata, Mpika and Mansa in order for the country to start buying fuel in bulk.

The Minister saidthe country had no capacity to store fuel if bought in bulk.

Mr Nkhuwa said it would be impressive if funds were released to complete the deport in Lusaka which had huge storage capacity.

Presently, he said, the country only depended on Indeni Petroleum Refinery which could not accommodate fuel if it was bought in bulk.

He said the country only had storage capacity which could only accommodate fuel to last for 40 days hence the need for resources to complete the construction of the fuel depots.

But Mr Nkhuwa said the Government had no financial muscle to complete the projects this year.

“The finances are not very good at a moment, this the truth we need to tell the Zambian people that things are not well in terms of finances and we hope to come back to the project by next year,” he said.

Kavindele turns down ZDDM

By SILUMESI MALUMO FORMER Vice President Enock Kavindele has turned down a request by Zambia Direct Democratic Movement to stand as its presidential candidate in 2021 general elections.

And Mr Kavindele says he prays for a peaceful election next year where all political parties put the hopes and aspirations of all Zambians as their primary motivation.

The former Republican Vice President welcomed the request by the opposition political party but declined as he wants to concentrate on other important issues other than politics.

Mr Kavindele cited the North-Western railway project where he wants to dedicate his time and energy for it to come to fruition.

He said in an interview yesterday, “I have spent the past few years developing a large-scale railway project in the North-Western Province of Zambia, as the project reaches commissioning stage later this year, I am required to relocate to Solwezi to initiate and oversee phase one of the project and as a result, I am required to dedicate all my time and energies towards its implementation.”

‘UPND ungrateful’

THE UPND is ungrateful because they have the audacity to disrespect President Edgar Lungu at a time Government is working on the Kafue-Mazabuka Road in their stronghold, PF Eastern province chairman, Andrew Lubusha has said.

“The fact that there is a road in Mazabuka which is being worked on, I don't see why the UPND should make noise over a mistaken picture,” Mr Lubusha said in an interview.

CEC COMPLETES $6.6M POWER PROJECT ...to inject 22 megawatts of power into the national grid

THE Copperbelt Energy Corporation (CEC) has completed the US$6.6 million power project which will inject 22 megawatts of power into the national grid.

This is a partnership with Dangote Cement Zambia Limited.

CEC Managing Director, Owen Silavwe, expressed his enthusiasm for the two parties to commence power trading once the project is commissioned post Covid-19.

Mr Silavwe explained in

a statement that Covid-19 had forced a scale-down of works on the site to protect employees and contractors from possible infection.

“We are proud of this unique opportunity to be part of the project which, once completed, will be the first one of its kind, where CEC will be taking power directly from a diversified power plant. It is a pleasure to witness its construction progress,” he said.

‘Protests in SA won’t affect fuel flow in Zambia’

PROTESTS over alleged disproportionate employment of foreign workers in the trucking industry in South Africa will not affect fuel supply in Zambia, the Petroleum Transporters Association of Zambia (PTAZ) has said.

PTAZ secretary general Benson Tembo yesterday told the Daily Nation that this is because Zambian petroleum trucks stopped traversing South Africa as none

of the Government-procured fuel comes from that country.

Mr Tembo said the fuel procured from Zambia was imported through the Dares-Salaam and Beira corridors in Tanzania and Mozambique respectively.

“We are very safe. We don’t have businesses in South Africa. Our fuel only comes from Beira in Mozambique and Tanzania,” Mr Tembo said. On Tuesday, South African truck drivers blocked roads in Cape Town and

Johannesburg and other cities as part of the banned National Truck Shutdown protests. The drivers in that country denounces the hiring of foreign workers.

THE United Nations (UN) has acknowledged Zambia’s leadership and commitment towards the Covid-19 pandemic.

Speaking during the handover ceremony and launch of the pilot phase of digital initiative in response to Covid-19 in Zambia yesterday, UN Resident Coordinator in Zambia, Coumba Mar Gadio said Covid-19 was real.

Dr Gadio said the UN was aware that citizens were generally becoming less cautious and not fully adhering to prevention measures.

The UN body, however, pledged support to Zambia.

“As part of its support to the government, the UN in Zambia will strongly advocate for both leveraging digital solutions in the fight as well as their mainstreaming in any national recovery or development plans post Covid-19.

Court adjourns Bill 10 case to next Tuesday

THE Lusaka High Court has set July 14 this year, as date of hearing the application where leader of the opposition Jack Mwiimbu has asked the court to direct Speaker of the National Assembly to stop deliberations in relation to Constitutional Amendment Bill No 10 of 2019.

High Court judge Sharon Newa will preside over the matter.

In this matter, Mr Mwiimbu, who is UPND Monze Central Member of Parliament (MP0 has challenged the continued debate on Constitutional Amendment Bill No 10 of 2019 regardless of the fact that the Bill lapsed on June 4 this year.

Mr Mwiimbu argued in his Application for judicial review that the decision of the Speaker, Patrick Matibini was unreasonable and unjustifiable because the Bill lapsed on June 4.

He said the Bill was not amenable to further consideration, debate or process in the National Assembly.

He cited the Attorney General, Likando Kalaluka, as the defendant in the matter.

“The decision is illegal, null and void," Mr Mwiimbu said.

He argued that the National Assembly failed to follow laid down procedure and subsequently deferred the Bill for consideration on a date yet to be advised.

Mr Mwiimbi contended that this was despite the fact that the Bill was 'killed' upon its lapsing on June 4 this year.

He wants the Speaker to discontinue any further consideration, debate or other proceedings in relation to Bill 10.

He is further seeking any other relief that the court may deem fit and that cost must be paid by the State.

Mr Mwambazi explained that the model had increased considerably throughout the world in recent years.

Cooperatives, Mr Mwambazi said, were mechanisms that ensured growth and prosperity of communities.

"We are aware that in developing and transitioning countries like ours that have limited access to capital, education and training, cooperative structures allow communities to poop together their resources to solve problems," he said.

Mr Mwambazi stressed that cooperative enterprises serves as a beacon of continuous business performance and growth, particularly in recent turbulent times such as the Covid-19 era.

Kalumbila Cooperative chairman general, Chilekwa Mambwe, challenged youths to assist in fighting for economic freedom.

Mr Mambwe stressed the need for young people to be proactive and not only complain about economic issues.

He said the Kalumbila Cooperative, which was a group of young people, would make use of the partnership with NATSAVE. "We are happy that we are dealing with a local bank. The Zambian economy is about to be liberates through this MoU," Mr Mambwe said.

AMBIA requires business models that will enhance export of value added products to South Africa to address the existing trade imbalance between the two countries, Commerce Trade and Industry Minister Christopher Yaluma has said.

Speaking yesterday at the Zambia-South Africa virtual investment seminar held in Lusaka, Mr Yaluma noted that trade between the two countries was skewed on favour of South Africa.

The forum which has attracted commerce and industry experts from two countries is themed, “Developing Afrocentric Solutions and forging partnerships response to Covid-19.”

How Government can improve decision making through Enterprise Risk Management THE public trust in government continues to be at low levels, as a result of challenges and risks caused by Covid-19 and other factors.

This perception is mainly shaped in part from stories about how performance in government agencies could have improved if leaders had taken the time to foresee and mitigate potential risks. How government manages risk has never been more important in helping meet its objectives, improve service delivery, achieve value for money and reduce unwelcome surprises such as Covid-19.

Government does recognize the need to address risks effectively and while historically it has tended to focus on risk management in the financial sphere, the Ministry of Finance recently introduced a major reassessment of government’s approach to risk management through a framework for the Public Sector that will help and

guide the development and implementation of risk and business continuity practices. This framework will encourage the use of Enterprise Risk Management (ERM) in all ministries and government agencies.

There are several compelling reasons for government to adopt ERM widely to assess and address risks because the framework will inform government decisions and enable a more effective use of precious resources; enhance strategic and business planning and strengthen contingency planning.

However, policies don’t readily translate into action and none of this will be possible without a supportive risk culture at the top of government. A positive risk culture, one which encourages openness and discusses real business issues in a realistic manner, is essential to the effective management of risk. Everyone from the top down in government has a

clear role to play in establishing and maintaining that risk culture.

Over the past few years many organisations especially in the private sector have embraced the business paradigm of enterprise risk management to help their senior leadership teams to obtain a top-down holistic view of the various risks from all across the enterprise that might impact its strategic success. Effective use of risk management strategies can help strengthen decision making and improve information flow. Decisions, whether to undertake a new initiative or to continue ongoing activities, involve risk and rewards. Without interrogating an organization or government’s ability to carry out such an initiative, decisions made may prove futile going forward. The world is forever evolving in ways that make sound decision making ever more difficult.

The quality of government

decision making improves because effective risk management creates an institutionalized process for encouraging the flow of information across the organization and up the hierarchy to the relevant decision makers. Therefore an institutionalized process serves as a buffer against the unpopularity that sometimes plagues an individual who warns about possibilities of failure when leadership is charging ahead.

The case of novel coronavirus provides a catastrophic lesson on how critical it is for government and business leaders to come together to share information about the different kinds of risks being triggered by this single root event. The virus has created a number of different, but interrelated risks spread across most organisations. No single risk associated with the Covid-19 pandemic crisis can be managed in isolation given there is interconnected aspects to these risks and how organ-

isations can address them. To make progress, government and the business community have to find a way to rapidly obtain a top-down, more holistic view of the risks triggered by Covid-19 from a bigger picture, enterprise-wide perspective so that they can determine which risks need to be managed first as they address the rapidly evolving crisis.

Right now, government and many entities are engaged in enterprise risk management processes without realizing it as they navigate the Covid-19 crisis. They have brought individuals from across organisations and government departments together to think about how emerging risks are impacting all aspects of their businesses and how they can close gaps or holes in that process to enable them survive the crisis.

This same process of testing systems to understand their reliability and thinking about the “what ifs” to various scenarios

ERM principles ensures that risk management processes generate rich insights about emerging risks that they can use to make important strategic decisions.

ARARE - Government is courting private sector players in the development and rolling out of gold centres across the country’s eight mining provinces as it seeks to ramp up production from small scale miners.

This was revealed by Mines and Mining Development Minister Winston Chitando, when he toured Suraj Mining (Pvt) Ltd, a gold milling centre situated in Mutawatawa area in Mashonaland East.

Government has identified gold centres as one of the key intervention strategies needed to bridge the gap between smallscale miners and some of their legacy challenges that are largely centred on a lack of machinery and technical know-how on modern mining methods.

Despite these challenges, small-scale miners have overtaken their primary producer counterparts and are now accounting for over 60 percent of the country’s gold deliveries with Government further underlining their importance by noting that some mineral deposits are more amenable to small-scale mining than conglomerate mining.

U.S., Kenya formally launch trade deal talks WASHINGTON - Kenya and the United States formally launched negotiations on Wednesday for a bilateral trade pact that the two economies hope could serve as a model for additional agreements across the African continent.

In a joint statement, trade ministers for the two countries, Betty Maina and Robert Lighthizer, said they were holding an initial round of talks virtually over the next two weeks due to the coronavirus.

Kenya wants to do a deal with Washington before the expiry of the Africa Growth and Opportunity Act (AGOA), which allows sub-Saharan African states to export thousands of products to the United States without tariffs or quotas until 2025.

“We believe this agreement with Kenya will complement Africa’s regional integration efforts, including in the East African Community and the landmark African Continental Free Trade Area...” Maina and Lighthizer said.

Mr Chitando see more private millers coming on board to work with small-scale miners.

“The Suraj model, whilst not an exact

replica of a Gold Centre, has a lot of desirable features,” said Minister Chitando.

“Government would like to partner private players in the roll out of Gold Centres throughout the country,” he said.

Suraj Mining director Surendra Yadav said the milling centre was established as a response to challenges that were affecting small-scale miners.

“We started this plant in 2004 because there were no milling services in this area and local miners were struggling to process their gold ore travelling to as far as Shamva and Bindura,” said Yadav.

“So basically what we have been doing is to teach them how to utilise their mines, mine development, blasting and providing them with mining equipment like compressors, pumps and transport.

“We also have been helping with how to register their mines because some don’t have licences or are not aware how to renew these licences,” he said.

Gold is expected to contribute a staggering US$4 billion in annual exports from 2023 onwards in Government’s mining sector US$12 billion milestone strategy.

Budgets cut for electricity provision to poor households as funds diverted for Covid-19 relief JOHANNESBURG - The department of mineral resources and energy has slashed the Integrated National Electrification Programme (INEP) grant by R1.5 billion due to budget cuts in a move expected to affect electricity connection to over 40, 000 households, mainly in rural provinces.

The grant is used to fund the provision of electricity to households by Eskom.

An amount of R3 billion was initially budgeted for the programme for the 2020/21 financial year. But the department told a Parliamentary committee on Tuesday that the bulk of the funds aimed to drive the provision of electricity to the poor were shifted to Covid-19 initiatives.

“It is projected that the 2020/21 household connections target of 180, 000, will decrease by 43, 000 to 137, 000 connections,” the department’s Chief Financial Officer Yvonne Chetty told lawmakers.

“The reduction will also have a significant negative impact on the Eastern Cape, Limpopo

and Kwa-Zulu Natal, as these provinces have the largest electricity backlogs.”

Lawmakers queried the rationale behind the cuts and wanted to know why the INEP was targeted for the cuts. Over eight million households have been connected to national grid through the INEP between 1994 and 2018.

Statistics South Africa’s General Household Survey in 2017 indicated that 84 percent of the population had electricity.

The INEP grant to municipalities was reduced by R500 million, from an initial allocation of R1.86 billion. The reductions are expected to delay the implementation of planned bulk infrastructure projects, which are critical for laying the foundation for household connections, as well as reduce the targeted electricity connections.

The department emphasised that funds were reprioritised in order to implement the government’s Covid-19 fiscal response package.

JOHANNESBURG - Gold’s allure is only getting stronger as 2020 unfolds. Spot prices reached $1, 800 an ounce and year-to-date inflows into bullion-backed exchange-traded funds have topped the record full-year total set in 2009.

Investors have favoured havens this year as the coronavirus pandemic rips through economies, spurring sustained inflows into gold-backed ETFs as central banks and governments unleash vast stimulus programmes.

“A massive investor response to Covid-19 has pushed ETF holdings to record levels, the impact of which has outweighed the decline in jewellery demand and absorbed increases in recycling,” said James Steel, chief precious metals analyst at HSBC Securities (USA) Inc. Further inflows are expected “as investors respond to elevated risks and low yields,” he said in a note.

Holdings in gold-backed ETFs rose to 3, 234.6 tons on Tuesday, according to initial data compiled by Bloomberg.

That’s up 655.6 tons so far in 2020, topping the rise in tonnage terms seen in 2009. The total has risen each month this year.

Spot gold was up 0.2 percent at $1 798.55 an ounce at 9:36 a.m. in London, after climbing above $1, 800 to reach the highest since November 2011. In other precious metals, silver and platinum were higher while palladium was little changed.

Bullion prices and holdings are widely expected to extend gains, with Goldman Sachs saying the metal could reach a record $2, 000 in the next 12 months and JPMorgan Chase & Co. recommending investors stick with bullion.

“Short-term price risks remain skewed to the upside as long as the virus does not come under control,” said Carsten Menke, head of Next Generation Research at Julius Baer Group.

“The near unprecedented fiscal and monetary peacetime response to Covid-19 supplies gold with two substantial bullish inputs: liquidity and debt,” HSBC’s Steel said. – BLOOMBERG NEWS.

Debt relief …Creditor countries urged to think about post-2020 debt relief

PARIS/WASHINGTON - G20 countries and Paris Club creditor nations must start thinking about debt relief for the poorest countries beyond a debt payment freeze this year and outright restructurings may be unavoidable, top global finance chiefs said on Wednesday.

Speaking to an online G20 debt conference, International Monetary Fund Managing Director Kristalina Georgieva said debt restructuring may be needed on a country-bycountry basis for those “that simply cannot stay above water without determined action.”

World Bank President David Malpass told the conference the debt payment freeze should be extended through 2021, and called for reductions in the debt load of some of the most indebted countries to avoid “an even longer poverty trap.”

The Group of 20 leading economies and the Paris Club, an informal group of state creditors coordinated by the French finance ministry, agreed in April to freeze debt payments from the 73 poorest countries for the rest of 2020.

“We need to start thinking about what comes next, we will have to take decisions at the end of 2020,” French Finance Minister Bruno Le Maire told the conference.

G20 finance officials are due to meet online on July 18.

The DSSI will free up $12 billion that countries can use to deal with the health and economic strains caused by the novel coronavirus, according to World Bank data.

The debt payment freeze is also unique in bringing China to the table as it has become a major creditor in recent years and come under frequent criticism for a lack of transparency on its lending, including the use of nondisclosure agreements.

Malpass, echoing comments made by G7 finance ministers in June, emphasised the need for greater transparency. In an unusually pointed reference to China, he said all official bilateral creditors, including policy banks such as China’s Development Bank and stateowned enterprises, should participate in debt relief.

The majority of such comments are by trolls.

There is an article by BBC Bytesize which describes trolls and cyber bullies as being “..... people who leave intentionally provocative or offensive messages on the internet to get attention, cause trouble or upset someone.”

The dancer and model Fatima Timbo says “I think people troll because they’re insecure in themselves, they want to get a kick out of being negative towards someone else.”

Such trolls lash out without any cogent argument, against public figures they see as successful, who are happy, who are enjoying their life simply because the trolls can’t.

2. “You are finished!”

Urban Dictionary says trolls “Attempts to condescend. The Facebook troll will seek to find refuge in condescending remarks that repeatedly scorn his or her critics as beneath - but all the while continuing to respond to them.”

3. “You are just a hater!”

British author Paul Graham says of trolls, “If you disagree with something, it’s easier to say ‘you suck’ than to figure out and explain exactly what you disagree with. ......... In this respect trolling .... happens at the intersection of ambition and incompetence.”

4. “We don’t care, we just don’t like it!”

These are the type of trolls whose most powerful argument on an issue would be something like, “Humpty Dumpty sat on the wall. That’s why Bill 10 will have a big fall.”

Sakwiba Sikota Trolls will sometimes comment, “I have no time to read this!” It leaves one wondering, ‘No time to read but enough time to comment on the posting?

Comments like these is the reason the Norwegian public broadcaster are trialling a system that makes people answer a question about the article before they’re allowed to comment. This will hopefully ensure that any potential trolls are at least informed.

You find that trolls will not address the points raised in the posting but instead they will attack the messenger.

It appears that they do not have the intellectual capacity to put up arguments to counter what is in the main article. No doubt this has something to do with their IQs. I am like Kenneth Goldsmith who says, “I’ve been trolled lots. But I understand trolls for what they are and I don’t let them get to me. They take my bait, so I’m in charge of the discourse.”

I know that this posting will serve as bait or an invitation to trolls who feel they deserve an honorary grade seven certificate.

Voter registration period not practical Dear Editor, CALLS by civil society that ECZ should extend the registration exercise for voters beyond the 30-day period are mere rhetoric.

Unless one is viewing the issue from the UPND point of view, we ought to consider the fact that the elections date is prescribed by the Constitution.

In this regard, ECZ will be required to put all modalities in place and see to it that on the second Thursday of August of 2021, eligible voters cast their votes.

This is not an easy undertaking therefore any rational and patriotic Zambian has no option other than sympathising with the electoral body. Moreover, in this electoral calendar, ECZ has a lot of work to do which also include regularising and modernisation of the operations of the organisation.

The political players should also be reminded that voter registration is not the only activity that is necessary. It will also be required to conduct a number of pre-election activities.

We also wish to remind the critics of ECZ on the duration of the registration that it is an independent institution. We will not allow the electoral body to be intimidated by greedy politicians who have an insatiable

appetite for political office.

They want to be unilaterally controlling the electoral process by remote. There is need for the opposition and their surrogate to appreciate the fact that the electoral process is an all-inclusive one and it should not be the matter of life and death for everything to go their way.

We wish to restate our previous pronouncements on the negative impact caused by the coronavirus of 2019.

Its net effect on the modus operandi of ECZ meant it lost four months from its calendar. This means that if ECZ was to compensate for the lost time, elections can only be conducted at least in December, 2021 which under the Constitutional provisions is not justified.

We have already reminded the legislators from the opposition that they have the liberty to move a motion which will extend the life of Parliament if a longer duration for undertaking the voter registration exercise was to be allowed.

We therefore wish to commend the ECZ on its firm decision to conduct election registration without 30 days even in the light of cyber bullying.

by President Edgar Lungu in April 2018. The campaign is aimed at keeping our environments, including the trading places such as the central business district (CBD) of Lusaka clean.

When our environment is clean, green and healthy, it reduces the outbreak of epidemics such as cholera. Furthermore, our environment become habitable.

I recall vividly when Minister of Labour and Social Security Joyce Nonde Simukoko was commissioning the Society Business Park on August 24, 2018, she implored the Lusaka Mayor, Mr Miles Bwalya Sampa to task the business people in Lusaka central business district to paint their shops.

This is important because some buildings look untidy, hence, killing the whole purpose of keeping Lusaka clean, green and healthy.

On this score, I earnestly appeal to Mr Sampa to enforce the painting of business premises in the Lusaka central business district. This will add to the beauty of the City of Lusaka.

Do these councillors even know the boundaries of their wards because most of them have never gone round their wards to engage their people on how best they can change the status quo of their people.

This is the worst bunch of councillors of its time for Chingola navizungu vaboza, G12.

Most community roads are in a deplorable state that does not need government but councillors to initiate and work on them with the community and ward development committees.

Time of reckoning is however around the corner.

A COMPANY that promised to deliver building materials on agreed dates but has been failing to do so despite receiving pay-

ments is under investigation by the Competition and Consumer Protection Commission (CCPC).

Extra 24 Limited, a company dealing in supply of building materials is

under probe, for misleading representations and non-provision of services with reasonable care and skill and within a reasonable time, which conduct appears to be in violation

of the law.

CCPC Director, Naomi Fulaza disclosed that this follows numerous complaints from consumers alleging that Extra 24 Limited has been failing to

deliver building materials on agreed dates despite receiving payment for the materials and their delivery.

THE University of Zambia (UNZA) says the Graduate School of Business (GSB), a prestigious business studies school on the African continent, is now a bona fide member of the Association to Advance Collegiate Schools of Business (AACSB).

UNZA acting head of communication and marketing, Brenda Bukowa, yesterday said AACSB is an American professional organization founded in 1916 to provide accreditation to schools of business across the globe.

Dr. Bukowa said the membership to AACSB meant that GSB at UNZA was now a member of a global network of the world's largest business education alliance, connecting educators, learners, and business to create the next generation of great leaders.

She said through this membership, UNZA would benefit by having access to a growing, global community of a network of business schools worldwide.

“The University will reach out to institutions across the globe with similar goals and challenges, strategise with an international group of individuals who

ROTARY JOINS COVID-19 FIGHT

Livestock Centre crafts K20m strategy

AS the Covid-19 pandemic numbers soar, the Rotary club in Livingstone is becoming innovative and showing that there are ways to help.

Mosi-oa-tunya Rotary District 9210 of Livingstone donated 600 washable face masks, 10 hand washing buckets, 750 books and pencils, 24 hand washing soap all valued at K 11,650.

The benefiting schools were Ngwenya Primary School and Linda Primary School for vulnerable children.

Club president Rodney Sikumba said for more than 110 years, Rotary clubs have bridged cultures and connected continents to champion peace and fought illiteracy and poverty.

He added that the Rotary had been promoting the provision of clean water and sanitation and also fought disease, hence the involvement in the COVID-19 prevention.

Mr Sikumba said on fighting disease, Rotary had been working to eradicate polio for more than 30 years and that its main goal of ridding the world of the disease was closer than ever.

THE Batoka Livestock Development Centre (BLDC) in Choma will require an investment of K20.6 million over five years to actualise its vision and mission.

Southern Province Agricultural Planner, Evans Nkhoma, said the centre’s mission to generate a safe, sustainable, and environmentally-friendly technologies from adaptive research would be accelerated.

Mr Nkhoma, who is also a consultant in Strategic planning for the BLDCnoted that the centre would intensify value chain in crops, fish, livestock and livestock production systems to become selfsustainable. He was speaking during a one-day dissemination of the Draft Strategic Plan of the BLDC to Senior Agricultural Officers in the ministries of Agriculture, Fisheries and Livestock in Choma.

He explained that the BLDC would produce high quality livestock and livestock products for sale in commercial quantities locally, nationally and internationally. Mr Nkhoma said the centre had designed its Strategic Plan in a manner that would enhance Fisheries and livestock research in a sustainable manner.

He stated that the vision of the centre was to become a competitive and self-sustaining livestock development and research Centre in Zambia.

Mr Nkhoma noted that other areas to be included at the centre was commercial production of livestock, fish and their products as well as pasture seed and fodder to stakeholders while contributing significantly to economic development.

MOTORISTS in Mwinilunga have expressed happiness with the establishment of a Road Transport and Safety Agency (RTSA) service centre in the area.

The motorists in the rural district had to travel to Solwezi to access motor vehicle fitness and road tax certificates among other services.

With the opening of the RTSA service centre, motorists would have access to the services within the district.

Some motorist spoken to said some challenges they previously encountered such as vehicles being impounded for not having RTSA documents would now be a thing of the past.

“It has been hard for us to replace documents such as motor vehicle fitness certificates whenever they expired. We had to spend extra money on transport and sometimes accommodation just to access these documents in Solwezi which cost only 47 kwacha,” Misheck Ilunga lamented.

Mr Ilunga urged insurance companies to consider establishing permanent presence in the district so that access to motor vehicle insurance services could be available.

Meanwhile, RTSA District Coordinator, Kingston Kayombo, said financial transactions would be processed by individual motorists and only present valid deposit slips before the documents could be processed.

Mr Kayombo encouraged motorists to utilize the newly launched RTSA online payment portal to access other services such as driver’s license renewal among others. - ZANIS

Kalulushi Hospital modernised

By SANFROSSA MANYINDA KALULUSHI General Hospital has been modernised with advanced equipment as residents from the neighbouring district, Lufwanyama flock in large numbers to access health care services at the facility.

The facility in the Copperbelt satellite town has been rehabilitated while advanced medical equipment is now available.

Kalulushi Member of Parliament, Kampamba Chewe, said Lufwanyama residents had stopped accessing health services from their district, preferring to go to Kalulushi General Hospital.

She was speaking in an interview with the Daily Nation.

“We do not mind people getting attracted to health care services offered here in Kalulushi because they are all Zambians and all citizens deserve proper health care services,” Ms Chewe said. She said that there would be no need to send back Lufwanyama residents if they needed to access improved health care services in Kalulushi. Ms Chewe, who is also Community Development and Social Services Minister, said that her office was holding talks with the Ministry of Health to see if the health facility could be expanded further to accommodate a large number of people.

She noted with gratitude the assistance rendered by cooperating partners to ensure that the health facility received a facelift. “We urge our medical staff to always understand the medical needs of any patient regardless of where they come from.

COUNCIL HOPEFUL OVER MOPANI RATES PAYMENT

THE Kitwe City Council (KCC) says it is still waiting for Mopani Copper Mines (MCM) to honour the written promise of settling the balance in property rates.

Mopani last week paid K8 million and committed to settle the balance of K21.2 million in five days starting from the date of the commitment letter which was July 1, 2020.

Last week, the council set bailiffs on the mining giant to recover money in property rates but later agreed that the money be settled in instalment after Copperbelt Permanent Secretary, Bright Nundwe, intervened.

“The mining firm promised that it would within five days honour its written promise and pay us the remaining amount and we are still waiting,” Town Clerk Mbulo Seke said.

Mopani had not paid property rates from January to June, this year despite having been offered debt swap options by the council.

The council’s resolution on the 1.65 ngwee rate levy was published in the gazette on October 14, last year and in the print media. Two days later, the local authority invited leaseholders to inspect the valuation roll which inspections ended on November 11, last year.

On October 11, 2019 the council passed a resolution to propose the rate levy from 1.6 ngwee in 2014 to 1.65 ngwee under the 2019 valuation roll. But Mopani last week stated that the rate had been increased by 600 percent and disputed owing the council K54 million in mining property rates.

Mr Seke hoped that the mining giant honoured its promise as soon as possible to help in the smooth running of the local authority.

Zimba wants to take ZICA to higher level I

AM an action-oriented, experienced, committed, and a cradle of success whose track record is there for all to see and I want to be the first Zambia Institute of Chartered Accountants (ZICA) female president, Cecilia Zimba has said.

Ms. Zimba, the current ZICA vice president, says having been in the ZICA council since 1999 where she has scored an avalanche of successes, puts her in pole position to be elected ZICA president in the forthcoming elections.

Last week, Ms. Zimba told the Daily Nation that she has offered herself to serving ZICA at its highest level because of her passion to build on the successes of her predecessors which had made the institute one of the most outstanding professional bodies in the country.

Ms. Zimba: I come from a very big family of 15 and I am the second born. The interest about accountancy career started when I was just 12. We had a very good reading culture where we read a lot of books. My sister was a grade ahead of me.

When she went to secondary school and came back for the holiday, she told me about a subject called Book keeping. I later learnt that the subject had nothing to do with keeping books as I thought but that it was about accountancy and I also said I would want to do Bookkeeping.

But it was after reading an article in the newspaper on a profile about a Ms. Silangwa who was the first woman to become a chartered accountant and had just come back from the UK where she was studying. I told myself that I was going to be the second chartered accountant and that is how my interest grew.

When I completed Grade 12, I had distinctions in the commercial subjects and I decided I needed to go for accountancy. I am an ACC qualified, which is a professional qualification and I also hold a Master’s in Business Administration by the Heriot-Watt university and I have done other postgraduate courses especially in leadership. I have an interest in leadership especially sustainable business practices.

Reporter: What is your work experience?

Ms. Zimba: I have been serving on boards, that is, national, public interest organisations, and private organisations. I was one of the first board members who were called commissioners of the Financial Intelligence Centre (FIC) and I am very proud of the organisation because I was the first finance and administration chairperson.

We employed the current chief executive officer of the FIC and all the directors that came on board as well as coming up with policies and systems that supported the establishment of the FIC. So, when I see how they have progressed from there, I feel very proud to have been part of the team that set up the FIC.

At my Parish in Roma, I have helped establish a school which now runs from preschool to Grade 7.

We also run a tuition centre for grades 7, 9, and 12.

I really get excited when I see children excelling in school because that is the best gift you can give to the child.

By the time they do the implementation, the year is ending and the funds remain in the Treasury. We made a recommendation to the current scenario and I am proud to say that the recommendation was taken on board and now we see that the budgets are presented the previous year such that by the time the New Year is starting, the budget has already been debated upon and approved and funds are available for projects to commence.

Having served as a council member before and currently serving as vice president, I feel that I have reached a stage in my life that I can offer my service at the level where I head the institute to take it to level higher than

where it is at present.

I am an action-oriented person and with the experience, commitment, and the drive that I have, I think I am coming in with confidence to move ZICA to greater heights.

I want to see ZICA continue being relevant to all its stakeholders and members and remain a respected partner. I want to see ZICA continue being a professional body that continues to provide professional advice and input in everything.

In this profession, we see more of males than females.

I want to promote the profession among women. I want to see more women take up this profession. I also want to enhance the level of accountability among our professionals.

BIOLOGY On today’s pupils’ forum in will look at a topic; Excretion .This topics will focus on significance of excretion in animals, structure of the kidney, structure of the skin and important organs in homeostasis. This topic is at grade eleven (11) level of senior biology of the Zambian syllabus, at the end of this lesson, learners will be required to answer questions based on today’s topic.

EXCRETION The process of excretion ü This is the removal of toxic metabolic waste products from the bodies of living organisms. The products of excretion are called excretory products while the organs used to remove them are called excretory organs.

The significance of excretion in animals ü Unwanted toxic substances of metabolism and by-products are removed from the body of an animal. If left to accumulate, these waste products become poisonous and harm the organism`s normal body functions. ü Removal of waste products from the body of the animal results in maintenance of a constant internal environment that is required for normal physiological processes to occur. These include regulation of osmotic potential of body fluids, regulation of pH and blood sugar levels.

The role of the human skin in excretion ü The skin plays a role in excretion of excess water, mineral salts and traces of urea through sweat.

HOMEOSTASIS AND OSMOREGULATION

The internal structure of the kidneys

Homeostasis ü Homeostasis is the maintenance of a constant internal environment. The conditions in the internal environment which need to be kept constant include temperature, blood sugar, contents of tissue fluid, salt and water.

Important organs in homeostasis ü Important organs in homeostasis include the kidney, the skin and the liver.

Mechanism of excretion in the kidneys ü During ultra-filtration, small molecules such as water, mineral salts, glucose and urea from the glomerulus are filtered into the Bowman`s capsule of a nephron. It is caused by a build-up of pressure in the glomerulus. ü The pressure builds up due to the following reasons: the afferent end of the glomerulus is wider than the efferent end and blood from arteries is under high pressure.

ü During ultra-filtration, the red blood cells and large molecules such as plasma proteins remain inside the glomerulus. The liquid that collects in the Bowmn`s capsule is called the glomerular filtrate. ü During selective reabsorption useful substances are reabsorbed from the glomerular filtrate in the renal tubule into the blood stream. ü The first (proximal) convolution reabsorbs all glucose, some water and some salt. The second (distal) convolution reabsorbs salts and water. Water is reabsorbed by osmosis while mineral ions, glucose and mineral salts are reabsorbed by active transport.

Common disorders and diseases associated with the kidney ü Common disorders and diseases include kidney failure and acute renal failure. The malfunctioning of the kidneys as a result of partial or complete damage of the nephron caused by bacterial or viral infection leads to kidney failure. ü The infections result in inflammation of the nephron leading to a variety of kidney diseases known as nephritis. ü Remedies of kidney failure include: use of a broad spectrum of antibiotics, controlled diet, for example adequate intake of salt and intake of fluids that can be used to rectify kidney failure. ü Acute renal failure is a sudden decline in renal functioning caused by a drop in pressure due to excessive blood loss, kidney infections and stones, trauma and shock. ü High blood pressure can also lead to kidney failure. Arteries in the kidneys are damaged by high pressure resulting in low blood supply to the kidneys. Kidneys are unable to regulate blood pressure hence more arteries are blocked and stop functioning. ü Kidney failure may be treated using two ways: kidney transplant and using a dialysis (kidney) machine. ü Kidney transplant involves a surgical operation during which a normal kidney from a donor is added to an individual experiencing kidney failure. ü A kidney machine is made of a dialysis tubule through the patient’s blood passes. The tubule is long and coiled in order to increase the surface area for diffusion. ü The tubule is also thin and selectively permeable to allow small molecules such as glucose, urea, salt and water to pass through but prevent large ones from doing so. ü The dialysis machine also contains dialysis fluid which is a solution of salts and glucose in water and its concentration equal to the normal concentration of the blood to prevent loss of glucose or any other essential mineral salt from the patient’s blood. ü The patient’s blood is led from the vein in the arm and pumped through the dialysis tubule, as blood flows through the dialysis tubule molecules of small size such as urea and salts diffuse out of the blood into the dialysis fluid.

The role of the kidney in maintaining the balance of water and salt ions ü When the osmotic pressure of the body rises due to low amount of water caused by dehydration and reduced water intake the pituitary gland is stimulated by the hypothalamus to secrete ant diuretic hormone. ü Anti-diuretic hormone causes kidney tubules in the nephron to be more permeable to water, more water is reabsorbed into the bloodstream, restoring osmotic pressure of body fluids. ü When the amount of sodium ions in the blood is low, the adrenal glands secrete aldosterone hormone which causes the distal convoluted tubule to reabsorb more sodium ions into the blood stream. When the concentration of sodium ions in the blood is adequate, adrenal glands are less stimulated; hence less sodium ions are reabsorbed.

The mechanism of thermoregulation by the skin ü In cold temperature the skin reduces loss of heat in the following ways:

Erector muscles contract causing the hairs on the surface of the skin to stand upright. Air which is a bad conductor of heat is trapped between the hairs preventing heat loss from the body.

• Vasoconstriction (narrowing of skin arterioles) occurs to reduce the amount of blood passing through the skin. This reduces heat loss.

• Shivering that is the rapid muscular contraction of skeletal muscles in the limbs. Heat is released due to respiration that takes place in the muscles. Body temperature is hence brought back to normal levels. ü In hot temperature the skin promote heat loss in the following ways: • Erector muscles relax causing the hair to lie flat on the skin. This increases heat loss from the body by conduction since no layer of still air forms.

• Vasodilation (widening of skin arterioles) occurs increasing the amount of blood passing through the skin.

This allows more heat to be lost from the body by conduction.

• Sweating-sweat glands become more active and produce more sweat. The water in sweat absorbs heat from the body in order to evaporate, thereby cooling the body.

The role of the liver in the regulation of blood sugar and body temperature When the glucose level is above normal in the blood, the pancreas is stimulated to produce insulin which lowers the level of glucose in the following ways: ü stimulates cells of the liver and muscles to convert excess glucose to glycogen which is stored in the liver and muscles and causes the cells of the adipose tissue to convert excess glucose to fats. It also stimulates liver cells to oxidize glucose to release energy.

When glucose levels are too low in the blood, the pancreas secretes glucagon which increases glucose levels in the blood in the following ways: ü causes the cells of the liver and muscles to convert glycogen to glucose and causes fats (glycerol) and amino acids to be changed into glucose. ü the liver produces and distributes heat because of many metabolic reactions that take place in it and the network of blood vessels.

LILONGWE - Malawi’s new President Lazarus Chakwera has been criticised for including a husband and wife duo and siblings in his cabinet.

The president’s former running mate in the 2019 elections, Sidik Mia, has been appointed minister for transport and his wife Abida Mia is the deputy minister for lands.

Kenny Kandodo is the new labour minister and his sister Khumbize Kandodo is the health minister.

Businessman Gospel Kazako has been appointed information minister and his sister-in-law Agnes Nkusa Nkhoma is the deputy agriculture minister.

Earlier, President Chakwera’s first appointee to the justice ministry, lawyer Modercai Msiska, refused to take up the position saying it would look like a reward for representing him in court during the case that nullified ex-President Peter Mutharika’s election win.

Two of the MPs - Oscar Sudi and Samuel Arama - have made zero contributions since 2017.

Caroline Gaita, who heads Mzalendo, told BBC’s Newsday programme that the annual Scorecard report looked at the quality of contributions to parliamentary debate in 2019.

Covid-19: Ghana’s CJ goes into isolation ACCRA - Ghana’s Chief Justice Kwasi Anin Yeboah has gone into isolation after reports that some judges tested positive for coronavirus.

The chief justice started his 14-days quarantine on Wednesday according to a statement by the judicial secretary.

He will be working from his home in the capital, Accra.

Ghana’s President Nana Akufo-Addo has also been working from home after he went into isolation over the weekend after coming into contact with someone who tested positive.

Local media report that several other judges have gone into isolation.

The Supreme Court has suspended all cases it was expected to rule on this week.

Ghana has 21, 968 coronavirus cases including 129 deaths.

Meanwhile, the World Health Organisation (WHO) said yesterday it was setting up an independent panel to review its handling of the Covid-19 pandemic and the response by

governments worldwide.

The announcement follows strong criticism

by U.S. President Donald Trump’s administration, which accused the WHO of being “China-centric,” and U.S. formal notification on Tuesday that it was withdrawing from the U.N. agency in a year’s time.

Former New Zealand Prime Minister Helen Clark and former Liberian President Ellen Johnson Sirleaf have agreed to head the panel, WHO DirectorGeneral Tedros Adhanom Ghebreyesus said.

“The magnitude of this pandemic, which has touched virtually everyone in the world, clearly deserves a commensurate evaluation, an honest evaluation,” Tedros told a virtual meeting with representatives of WHO’s 194 member-states.

The co-chairs will select the other panel members, he said. The panel will then provide an interim report to an annual meeting of health ministers in November and present a “substantive report” next May. – BBC/ REUTERS.

JAWAR MOHAMMED: The Ethiopian media mogul taking on Abiy Ahmed ing a new sense of national unity in the country of more than 100 million.

But for Jawar's supporters, his arrest showed that the prime minister had become intolerant of the 34-year-old's alternative vision, which revolved around the federal state giving self-rule to Oromos and other ethnic groups in regions where they constitute the majority.

'I am an Oromo first' Born in 1986 to a Muslim father and an Orthodox Christian mother, Jawar established his credentials as an Oromo nationalist in a 2013 interview with the Qatar-owned Al Jazeera television station.

"I am an Oromo first," Jawar - then exiled in the US - declared, adding that Ethiopia had been "imposed" on him.

His comments unleashed what Keele University law lecturer Awol Alo described at the time as a "political tsunami," with people either

passionately supporting him or harshly criticising him in a highly polarised debate that swept through Ethiopia and the diaspora.

"I am an Oromo first" later grew into a political campaign, with the-then Minnesota-based Jawar criss-crossing the US to rally the diaspora to oppose the regime back

home and to win their "freedom."

The campaign culminated with the launch later in 2013 of a satellite television station - along with social media accounts - under the banner of the Oromia Media Network (OMN).

DDIS ABABA - Having previously warned that Ethiopia's Prime Minister Abiy Ahmed risked turning into an "illegitimate" ruler, Jawar Mohammed, 34, has now become the most high-profile opposition politician to be detained since the Nobel Peace laureate took office in April 2018.

Kalu to pay FAZ From page 20 Meanwhile, Damiano Mutale and Patson Lusaka have discontinued their case in the Constitutional Court against FAZ and its General Secretary Adrian Kashala.

Mutale and Lusaka through their lawyers Lewis Nathan Advocates had sought the court’s interpretation on whether the Ndola High Court had the jurisdiction to hear football matters according to article 10 and 63 of the FAZ constitution.

The matter which was supposed to have been heard yesterday before Justice Enock Mulembe was however discontinued after Mutale and Lusaka’s lawyers Lewis Nathan Advocates wrote to the defendant’s lawyers Mando and Pasi notifying them that a Notice of discontinuance of proceedings and Appeal in Damiano Mutale and Patson Lusaka vs Adrian Kashala and FAZ - 2020/CCZ/A001 had been filed before the courts.

And the lawyer representing Mutale and Lusaka, Gilbert Phiri confirmed that the two had decided to withdraw their appeal and that the court had granted an order allowing that.

Phiri however maintained that other cases that where before court involving his clients and FAZ still stood as they would go on without any change.

Earlier Kashala and FAZ had through their lawyers Mando Pasi appealed to Mutale and Lusaka that the matter be discontinued by a consent for all parties so as to avoid FIFA sanction under article 59 of its constitution.

Mutale and Lusaka had in March sued FAZ and Kashala in the Ndola high Court seeking to halt the FAZ elections and electoral process.

FIFA had recently written to FAZ giving a 10-day ultimatum to resolve its wrangles or face sanctions, an ultimatum which ends today.

DAKA, MWEPU INSPIRING NEXT STARS - MICHO

Meanwhile the Football Association of Zambia (FAZ) has launched the goalkeeping training course aimed at empowering goal keeper coaches from Super Division teams with modern skills.

During the launch in Lusaka yesterday. FAZ president Andrew Kamanga said FAZ remains committed to implementing numerous programs aimed at developing the Zambian game.

“We are mindful that we can’t have good goal keepers without good training hence the initiative to have goal keeping coaches training which is the first in a number of series of coaches training we are going to embark on,” Kamanga said.

Kamanga said the association will establish a coaching school which will be set up with the help

from the Croatian Football Federation.

And FAZ technical director Lyson Zulu who is one of the trainer of trainers involved in mentoring goal keepers’ coaches in Zambia said the course is critical as it will help coaches identify, train and manage potential goalkeepers to represent Zambia at the 2030 World Cup. Over 30 coaches participated in the course which officially opened in Lusaka and will be extended to coaches based in Central and Copperbelt provinces.

Siwale dares FAZ to take him to Police

“When a crime is allegedly committed as that of stealing money, do you just end at banning and expelling an individual? Why haven’t they taken me to court, four years down the line,” Siwale said.

four years down the line I have not appeared anywhere for questioning from any police station so why is the issue coming up now?”

THE Court of

Arbitration for Sports (CAS) has directed football icon Kalusha Bwalya to bear his own costs and pay the Football Association of Zambia (FAZ) CHF 1, 000 which is

equivalent to K19, 279 for the case where the football icon had challenged FAZ for denying him the chance to contest its elections.

According to the awards on

cost delivered by CAS Sole Arbitrator Andre Brantjes and CAS Ad hoc Clerk Dennis Koolard, Bwalya will pay FAZ towards its legal fees and other expenses incurred in connection

with the arbitration proceedings.

CAS indicated that the case involving Bwalya and FAZ which was terminated in June has been removed from the CAS roll.

“The cost of arbitration to be determined and served on the parties by the CAS Court Office shall be borne in full by Mr. Kalusha Bwalya,” read the award on cost delivered by CAS. On June 2 CAS terminated Bwalya’s appeal after he failed to pay FAZ’s share of the arbitration coast which was paged at CHF11, 000 Swiss Franc equivalent to K210, 447.
