Police have refused to confirm that Nchima Nchito was questioned in connection with a case of uttering a forged document.

‘FOREIGNERS HIJACK FUEL TRANSPORTATION’

AMBIA’S petroleum transport sector has been invaded by foreigners thereby disadvantaging Zambians, the Petroleum Transporters Association of Zambia (PTAZ) has lamented.

PTAZ spokesperson Benson Tembo said Government should immediately intervene and ensure that the petroleum sector was in the hands of Zambians.

"It is very disappointing and against Government policy. We expect punitive measures against all the oil marketing companies (OMCs) that are disregarding

Government policy," he said.

Mr Tembo said government should stop OMCs from giving contracts which are a preserve for locals to foreign transporters.

He said most OMCs had continued to disregard Government policy of giving 50 per cent business to local transporters.

"To address these issues once and for all , Government should stop oil marketing companies from giving business directly to foreign transporters so that they are sub contracted to Zambians like we see in other countries," Mr Tembo said.

Mr Tembo said very few OMCs were following Government's directive on

50 per cent policy, as most of them were still using foreign transporters for their own benefit.

"We are in serious engagement with Government to ensure that these issues are addressed once and for all and our plea is that for now let us stop giving business to foreign trucks instead let them sub contracted by Zambians," Mr Tembo said.

He said Zambians tankers were stuck because foreigners had dominated the business.

Mr Tembo said the association would continue lobbying Government to ensure 100 per cent petroleum transport contracts were given to Zambians.

New voters’ register justified

ELECTORAL Commission of Zambia (ECZ) resolved to compile a new voter’s register for 2021 general elections because stakeholders questioned the credibility of 2016 voter’s register, Vice President Inonge Wina has said.

Ms Wina said stakeholders requested for the audit of the voter’s register which was used on August 11, 2016.

She told Parliament yesterday, the auditors were engaged to look into the 2016 register and recommended that a new voter’s register needed to be

compiled.

The Vice President also said that observer missions who were involved requested that ECZ should consider compiling a new voter’s register in order to maintain credible, free and fair elections.

Ms Wina said based on these requests the Commission resolved to compile a new voter’s register to be used in the 2021 general elections.

“Even the opposition UPND petitioned the 2016 election alleging that there was fraud,” she said.

Ms Wina was responding to Monze Central Member of Parliament Jack Mwiimbu

who wanted to know whether the had any plans to discard the 2016 Voters’ Register and if there were such plans, why.

And Mr Mwiimbu wanted to know , how the newly registered voters would be included in the 2016 register and what mechanism the government used to

determine that over 1, 400, 000 voters needed to be deleted from the 2016 Voters’ Register as stated by the Vice President in Parliament on Friday October 23, 2020.

And Ms Wina said that all eligible Zambians would be captured in the new voter’s register for 2021 general elections.

Ultimate Insurance ‘fake’ consent judgment case unfolds

By CHARLES MUSONDA A MEETING that led to signing of a disputed consent judgment on the sale of Ultimate Insurance Company Limited to Lusaka businessman Chanda Katotobwe was held at lawyer Charles Simutwa’s office, a witness has testified.

In this case, Siamutwa, 48, and Howard Situmba, 42, a legal clerk, are charged with giving false information to a public officer while Situmba has also been charged with pretending to be an advocate when in fact not.

It is alleged that a Lusaka High Court judge signed the consent judgment when it should not have been signed as it was fraudulently executed.

Particulars of offence are that on May 30, 2019 in Lusaka, Siamutwa and Situmba gave false information to Judge I. Z. Mbewe purporting to show that a consent judgement under cause number 2019 /HP / 0227 was lawfully executed, which information they knew or believed to be false, thereby causing the said justice to sign the consent judgement.

Hamachila 37, a Lusaka lawyer gave his evidence-in-chief before Lusaka Principal Resident Magistrate Mwaka Mikalile.

Mr. Hamachila of MC Hamachila Legal Practitioners said while he was practicing at Iven Mulenga and Company last May, he received a phone call from Situmba, whom he knew as a professional colleague, that there were three clients who needed his legal representation and that they were at Siamutwa's law firm in Long Acres.

He said after accepting instructions he went to meet the clients- former Ultimate Insurance Company Limited directors Justin Phiri, Klein Siampongo and Martin Silavwe.

He said the three explained

to him that they had been sued in the matter involving the company and had agreed to a consent judgement which they required him to sign on their behalf.

Mr. Hamachila said he asHe said the instructions on the consent judgement were that the three had sold their shares to Mr. Katotobwe.

Mr. Hamachila said he later learnt that there was an anomaly on the consent judgement in that one of the parties who signed was not supposed to sign.

He said he heard that the people who executed it on behalf of Messrs Imasiku and Company (the lawyers representing Ultimate at the time including Situmba) were not supposed to sign on the consent judgement. Trial continues on December 3, 2020.

Mr Mutale said President Lungu had continued to deliver development to all parts of the country including Dundumwezi where he did not get votes.

Tukuta wanted nude pictures with me - witness

By CHARLES MUSONDA A WITNESS has testified that photographer Chella Tukuta asked her to take nude pictures with him before he flooded social media with her other nude pictures he had earlier taken without her consent.

Model and entrepreneur Mercy Mukwiza said this yesterday before Lusaka Chief Resident Magistrate Lameck Mwale in a case Tukuta has been charged with criminal libel for accusing Information Minister Dora Siliya of selling young women to high profile men for sex.

In a video that went viral on Facebook in May this year, Tukuta also accused Ms. Mukwiza of being in a sexual relationship with Northern Province Permanent Secretary Charles Sipanje in exchange for a shop he allegedly opened for her at East Park Mall.

Ms. Mukwiza said she has had a bad relationship with Tukuta since 2014 when he captured her in the changing room when she was only in her underwear during fashion show in which she participated.

632,363 NRCs issued in phase 2 - minister

By SILUMESI MALUMO and SIMON MUNTEMBA ABOUT 632,363 national registration cards have been issued out of the targeted 730,000 in phase two of mobile issuance of national registration cards, Minister of Home Affairs Stephen Kampyongo has disclosed.

Phase two comprises Southern, Western, Muchinga, Central and Lusaka provinces.

Mr Kampyongo indicated that this represents 87 percent success rate.

He told Parliament yesterday when he rendered a ministerial statement, financial challenges which were encountered during the process resulted in materials not being distributed in various areas thereby necessitating the extension of the exercise.

Mr Kampyongo said the team of officers were not deployed in far flung areas due to unavailability of the materials.

The minister said the necessary funds were mobilised to make the material available in order for the exercise to start.

He said that the extension

of the exercise was by five days and it would come to an end today. The minister encouraged all those who had attained the age to obtain the NRC to do so before it came to an end today.

Meanwhile Mr Kampyongo said a scam was unearthed where foreigners were trying to obtain NCRs and some Zambian citizens obtained two NRCs in Lusaka.

He said these individuals were arrested and would appeal in court soon.

And Mr Kampyongo suspended the issuance of police reports in order for those who lost their NRCs to obtain the cards without any delay.

Meanwhile, Mr Kampyongo has ordered police must arrest all unruly political party cadres wearing military fatigues, .

Mr Kampyongo directed the police to immediately swing into action and arrest all the political party cadres in the habit of wearing military outfit regardless of their political affiliation.

The minister said it was sad that despite several warnings, some youths had continued wearing military attire.

UPND backpedals on Public Order Act

By SILUMESI MALUMO THERE is no need to amend the Public Order Act because it is fine the way it is, United Party for National Development (UPND) spokesperson Charles Kakoma has declared.

The UPND has made a U-turn after putting pressure on Government for many years to amend the Act, stating that it was disadvantaging the opposition.

In 2017, the United Nations Universal Periodic Review urged Government to reform the current Public Order Act to include measures that would fully uphold the rights to freedom of expression and peaceful assembly.

But Mr Kakoma said it was not necessary to amend the Act because

in its current form it was good enough.

In an interview yesterday, Mr Kakoma said: “In fact the proposed amendments in the Public Order Act are even worse than the current one.

“So it is not going to help anybody, that is why they are insisting on going ahead with amending the Public Order Act because it favours them,” he said.

Mr Kakoma said amending the Public Order Act would just be creating more problems in the country than what was happening now.

Justice Minister, Given Lubinda, told journalists on Monday that now that Bill 10 which sought to amend the Public Order Act had been thrown away, the Act would remain the way it was.

GOLD EQUIPMENT WRANGLE DEEPENS

ONTROVERSY surrounding gold mining equipment given to cooperatives in Rufunsa has deepened as Government insists that equipment belong to the State.

Ministry of Commerce Trade and Industry public relations officer, Kangwa Musanda said the gold mining equipment given to the gold mining cooperatives in Rufunsa shall be administered by ZCCM-IH. Contrary to insinuations by artisan gold miners the equipment would be administered by ZCCM-IH and not the cooperative.

Ms. Musanda disclosed this in an interview. She was responding to concerns raised by four the gold mining cooperatives in Rufunsa over the ownership of gold mining equipment. The four cooperatives include: Pokela, Chiwetu,

Kamandu and Chioeketi.

She disclosed that the ministry and the ministry of Mines and Mineral Development procured and gave the equipment. She however stated that ZCCM-IH was subsequently appointed as the administrator of the mining equipment.

According to her the issue of ZCCM-IH must not be misunderstood because they were acting on behalf of the two ministries. She therefore insisted that ZCCM-IH shall administer the equipment that was donated to the four cooperatives.

And ZCCM-IH public relations officer Louisa Kakoma disclosed that the agreement with the gold mining cooperatives was based on the terms of reference in its relationship with the ministry of mines and the ministry of commerce. She

said that the undertakings of ZCCM-IH were not in any way a breach as they were backed by its agreement with the two ministries.

Meanwhile, Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo appreciated the clarity from the Ministry of Commerce. He however insisted that the cooperatives in Rufunsa shall not sign the agreement without going through all the clauses with ZCCMIH. He said that the clause which stated that ZCCMIH shall be the owners of the gold mining equipment was not the only clause that needed to be clarified.

According to him, the cooperatives cannot sign an agreement without being heard.

He appealed to ZCCMIH to meet them and provide guidance on the way forward. He

disclosed that the board of directors of the four cooperatives had not yet signed the agreement because they needed further clarity.

And Pokela gold mining cooperative vice chairman, Josias Malunga observed that the issue of ownership of the equipment must not hinder progress.

He said that if government had a stake in the equipment, then continuity would be assured in case any of the cooperatives pulled out of gold mining.

He however, stated that the cooperatives needed to be guided.

He appealed to the other coopertives to follow the guidance from government so as not to create an antagonism.

He further said that his cooperative was ready to meet ZCCM-IH in order to put the matter to rest.

Mr Malambo said ZICTA should ensure that hackers were arrested and dealt with in accordance with the provisions of the law.

He said reports that UPND had hired Cambridge Analytica to use third party persuasion that may including hacking of systems should not be taken lightly.

Mr Malambo said it was unfortunate that some opposition political parties would resort to hacking Government systems to advance their political agendas.

threat to democracy, peace and security of the country.

"Zambia is digitalising at a fast rate, therefore, there is need for ZICTA to work towards creating capacity for various Institutions to secure their systems," Mr Malambo said.

Mr Malambo has urged ZICTA and law enforcement agencies to investigate reports that a political party has hired Cambridge Analytica to train hackers to access the Electoral Commission of Zambia (ECZ) online registration system.

"It is unfortunate that desperation for power can lead

to hacking of government system to frustrate its efforts," Mr Malambo said.

Recently, Police in Kitwe arrested UPND hackers who were involved in setting up a parallel ECZ online voter system infiltration point through an internet café.

The Zambia Police cyber-crime unit confiscated two modern computers which were being used by UPND academician Christopher Mwansa Mulenga at Kamitondo Market to execute the hack under the guise of helping people with the online pre-voter registration for free.

Mr Mwanza, however, appealed to Government to put in place more measures that would help revamp the struggling economy.

Mr Mwanza said Government should speed up the formulation of marijuana policies and procedures.

He said marijuana could be a money spinner and quickly overturn the economic fortunes of the country.

Mr Mwanza also cited commercialisation of gold mining to contribute to economic growth.

SECURE SCHOOLS’ LAND WE hope that schools throughout the country will act with a matter of urgency to heed the advice from Lands and Natural Resources Minister Jean Kapata to ensure that they obtain title deeds.

According to Ms Kapata, the directive has been given to all District Education Board Secretaries (DEBS) to obtain land titles to protect them from encroachers.

The directive is timely for we are living in an era in which people have no respect for government land, leading to rampant encroachment on land belonging to public institutions like schools and hospitals.

The minister’s advice comes in the wake of the some land saga in which some unscrupulous people built structures on school land, thereby denying the school space for expansion.

The nation was year treated to some saga as it emerged that people had illegally built structures on schools land.

But Government acted swiftly and ordered the demolition of all structures built on the school land after investigations revealed that the structures were illegally built.

And as Local Government Minister, Charles Banda, told journalists at the time, the land in question belonged to the Ministry of General Education and he wondered how it was given out.

But then, illegal land dealings appear to have taken root in the country such that people have lost all respect and fear for government land.

It is clear that Munali Secondary School for instance might not be the only educational institution to have had its land enchroached, the only advantage being that the encroachment was exposed and the matter is in court.

Gone are the days when people kept away from encroaching on land belonging to schools because they respected authority.

It is therefore right that schools need to protect their land and they can only do this by ensuring that they obtain titles for their land from the Ministry of Lands to assure them of safe tenure.

Ms Kapata said that the ministry had written to all DEBS to apply for certificates of title so that the ministry could put up beacons to prevent encroachers.

“If anyone encroaches on school land, we will definitely come in and demolish structures and it doesn’t matter who that person is because the structures are hindering the future extension of schools.

“As a ministry we have written to the DEBS to apply for land titles. From there, we come in and put beacons so that people do not encroach,” she said.

All in all, we are glad that the Munali land issue has ended amicably by having the land restored to the school even though we feel for those individuals who were cheated into buying the plots, believing that they were making a sound investment.

We hope the law enforcement agencies must get to the masterminds of the land scam and ensure that the law visits them.

Already, the nation is waiting to find out the fate of the 19 councillors named in illegal land deals at the Kitwe and Lusaka city councils who have been identified after investigations by the Local Governnent adhoc committee ordered by Dr Banda.

An example is needed of what awaits those who choose to engage in shady land deals so that people value honesty in whatever they do.

25 CONTROLLING OFFICERS CHARGED OVER AUDIT QUERIES

WENTY five controlling officers have been charged

by Cabinet in accordance with the performance contracts for the omissions and commissions as highlighted in the Auditor General’s reports.

In a statement, government spokesperson Dora Siliya said Cabinent had resolved to take disciplinary action against erring officers in order to restore confidence in the executive.

Ms Siliya also said Cabinet had ordered that disciplinary action should be taken against officers cited for wrong doing in the Auditor General’s report.

She said government was concerned about the number of ministries, provinces and spending agencies being cioted for audit queries as this has potential to undermine public confidence in the Executive and more fundamentally, the adverse effects on the performance of the public and service delivery.

The concerns by government arise from the Auditor

Ms Siliya General’s Report for the financial year ended 31st December, 2019 and the Covid -19 interim report which have cited some controlling officers for irregularities.

Ms Siliya said Cabinet at its meeting on October 26, directed that disciplinary action be taken on all officers who would be cited in the report.

She said depending on the exculpatory statement provided, appropriate disciplinary action will be taken against the erring controlling officers and their staff.

The 25 controlling

officers will appear before the Parliamentary Public Accounts Committee (PAC) in due course.

The minister however said government has commended 37 controlling officersfo adhering to the financial management regulations and attaining the zero audit query.

Meanwhile, the covid interim audit has revealed that the Ministry of Health sought permission from the Zambia Public Procurement Authority (ZPPA) to deviate from using full standard solicitation documents and instead use simplified requests for quotations irrespective of the threshold in light of the COVID-19 crisis.

In a letter dated March 13, 2020, the ministry of Health applied for a no objection from the Zambia Public Procurement Authority to deviate from using full standard solicitation documents and instead use simplified requests for quotations irrespective of the threshold.

The ministry however did not observe the other requirements for award contracts as provided for by the ZPPA.

Minister slams Kabwe Council for pocketing money for plots without offer letters

By KETRA KALUNGA THE Kabwe Municipal Council has been castigated for receiving money from people as payment for plots that have no offer letters.

Minister of Lands, Jean Kapata wondered why the local authority has been pocketing the money that people pay based on demand notices when the council has not given them offer letters.

This came to light yesterday during a meeting with victims of the Army demolished near Mpima Correctional facility.

Mushanga, and member of Parliament, Tutwa Ngulube were also in attendance.

The Zambia Army demolished about 80 houses built in a military establishment and the council has distanced itself from offering letters to the victims who maintain that they bought the plots from the local authority.

“Why was the council receiving money from people without giving them offer letters, I want to know because they have been receiving money. I have seen receipts of 2018, 2019 and 2010,” she said.

And Local Government minister, Charles Banda said

he would not suspend the council until the matter was thoroughly investigated.

Mr. Banda said he would not take any action against the council without gathering sufficient evidence on the matter.

Speaking earlier, area MP, Tutwa Ngulube accepted responsibility for what had transpired and urged the victims to exercise patience as the matter is being concluded.

Mr. Ngulube however bemoaned the increased cases of demolition in Kabwe which he feared might turn against the government if the trend continued.

All schools must get land title, orders Kapata

Mr Lubinda who regretted that some opposition MPs and their leaders had taken a partisan and narrow view on the progressive bill said the ruling party would ensure that it was reinstated next year.

“We in the PF are determined that come 2021, the process will start again.

STREET KIDS FLEE HUNGER-STRICKEN CHILDREN’S HOME

SOME street kids including those that were last week relocated to Friends of the Street Children’s Home in Kitwe, male section have abandoned the facility due to hunger and other challenges.

Kitwe is one of the towns that have been faced with the challenge of street kids in the country.

In June this year, the Ministry of Community Development working together with the council police conducted an operation and relocated the children who later went back to the streets.

Last week, the Kitwe City Council conducted an operation and relocated 27 street kids from the central business district as they were becoming a danger to

motorists and pedestrians.

As of last week, the facility had about 36 children most of whom have escaped and gone back to the streets.

A check by the Daily Nation at the facility yesterday, indicated that only 26 children were still around.

The check showed that children did not have enough food, clothing, beddings and mattresses.

However, Fiends of the Street Children male Section Coordinator, Jack Nyirongo, confirmed that most children were running away because of hunger and lack of social amenities.

“We are faced with a lot of challenges here as you can see for yourselves and this is why most children do not stay because they feel they are living better on the streets.

MQHZ has, therefore, warned that all health workers who disclose confidential information about their patients risk getting sued going forward.

Some health workers at Ndola Teaching Hospital took a video of a malformed baby that was born on Saturday and circulated it on social media.

MQHZ Director General, Quince Mwabu, said it was unprofessional and should be condemned in the strongest terms.

“This is so unprofessional and we will not allow it to continue happening. This is against our ethics. Health professionals should always obey the oath they took and should keep information of the patients confidential,” Dr Mwabu said.

He said what happened at Ndola Teaching Hospital could have been avoided if the supervisors were not sleeping.

Dr Mwabu said the child that was born with a disorder as well as his parents had the right to confidentiality unless they consented that their child be exposed in that manner.

N initiative to provide a comprehensive and long term strategy on the development of capital markets has been developed by the Ministry of Finance and the Securities Exchange Commission (SEC).

The initiative, called the Capital Markets Master Plan, is part of the efforts to expand the levels of financial inclusion in the country, says Bankers Association of Zambia (BAZ) Chairperson, Herman Kasekende.

Mr Kasekende said the strategy was aimed at caressing the usage of capital markets as a source of funding and long-term investments.

He was speaking during the 2020 World Savings Day and 2020 Digital Financial Literacy Awards.

THE National Credit and National Bank (NATSAVE) thrives on providing financial education in an effort to broaden levels of the saving culture in Zambia.

Apart from offering loans, the financial institution thrives on financial education, says NATSAVE Public Relations Manager, Patricia Luhanga.

Ms Luhanga said NATSAVE was keen to ensure that levels of saving culture was inculcated at an early age.

She said this yesterday in Chilanga when the author of a book called Lemonade, Chola Lungu, donated 50 books to Guardian Angels Community School.

The book, whose printing was supported by NATSAVE, was aimed at inculcating the importance of savings at an early age.

St Patrick's School also received 50 books.

"Saving needs to be taught at an early age so that the young people can start saving for the future and investments.

NATSAVE supported the printing of this book because it speaks to who we are," Ms Luhanga said.

Ms Chola explained that she was motivated to write the book in order to assist in inculcating the culture of saving in schools.

She encouraged the pupils to always find ways of making money in the simplest ways.

"This book provides an opportunity to have conversations around money with children. It will help the children to value money and use it in a prudent way," Ms Chola said.

Meanwhile, School Director, Jeremia Mrowiec, complained that the teachers were not on Government payroll despite efforts by the learning institution.

Sister Mrowiec explained that the teachers were being paid like general workers and yet they were qualified personnel.

She said the biggest challenge was to get funds to pay teachers.

"The school has 500 pupils and we are all making efforts to provide quality education," Sister Mrowiec.

District Education Board Secretary representative, Christine Jere, emphasised the need to encourage saving.

SANTIAGO - BHP Group Ltd, the world's biggest listed miner, said on Monday it has submitted a letter of commitment to responsible copper production under the Copper Mark framework, launched by the International Copper Association in April last year.

Under the programme, copper producers will be assessed by an independent body against a set of “responsible production criteria” in line with the United Nations sustainable development goals, according to Copper Mark.

BHP-operated copper assets in Escondida and Spence in Chile, and Olympic Dam in Australia, will be the ones undergoing the

assessment, the global miner said in a statement.

The pledge adds to BHP’s environmental goals announced in September that included reducing operational emissions by 30 percent by the 2030 financial year from 2020 levels.

BHP added it believes the programme will help to hold the copper industry accountable in areas such as environment, community, human rights and governance issues.

Government support 'essential' for UK economy, says IMF LONDON - The International Monetary Fund (IMF) has said continuing government support is "essential" for the struggling UK economy to recover.

The UK can afford it, and support is needed to see it through the coronavirus pandemic and the Brexit transition, the IMF said.

Coronavirus infections are climbing rapidly again in the UK and elsewhere.

The IMF said the coronavirus recession is likely to be more severe than it had predicted just a few weeks ago.

It said the second wave of coronavirus, Brexit uncertainty, rising unemployment and stress on firms' balance sheets would make for a more "muted" recovery than it forecast earlier this month.

The IMF predicted that the UK economy would shrink by 10.4 percent in 2020, and partially recover in 2021, with growth at 5.7 percent. This was a downward revision from just a few weeks ago when it up-

graded its forecast.

Britain can afford to ramp up its already massive spending push to counter the effects of the coronavirus pandemic, the IMF's managing director Kristalina Georgieva said.

Invigorating growth as the pandemic subsides will take more spending, the IMF said.

The UK government should increase public investment and bolster welfare support for people who lose their jobs because of the crisis, she said.

The government has been supporting the UK through a number of initiatives, including the jobs furlough scheme that ends on Friday, and be replaced by a different scheme.

IMF tells G20 countries to 'keep spending' on Covid-19 crisis

looking at increasing production by as much as 30 percent next year on the back of stable macro-economic environment currently obtaining, a new report shows.

The mining industry is the country’s largest foreign currency earner, accounting for about 65 percent of exports and is one of the key sectors designated for short to medium term economic revival.

Last year, the Government launched a mining roadmap that is expected to lift revenue from minerals such as gold, platinum and coal to US$12 billion by the end of 2023.

The latest report on the state of the mining industry and prospects for 2021 commissioned by the Chamber of Mines of Zimbabwe, a lobby group that represents local miners, shows that 90 percent of the companies surveyed are looking at expanding production by between 10 and 30 percent next year.

Ninety percent are planning to ramp up production in 2021 while 10 percent expect to remain the same.

Of the respondents that are

expecting to increase production, approximately 40 percent are expecting to ramp up production by more than 30 percent. About 10 percent expect to increase output by between 10 and 30 percent, according to the report.

Consequently, output is expected to grow by an average of three percent for platinum group metals to as high as 33 percent for ferrochrome.

“The scenario was pre-

mised on the assumption that access to capital will remain a challenge just like in 2020,” the report says.

When further interrogated what would happen if access to capital improves, respondents indicated that they will be able to further grow their output average nearly 40 percent, led by chrome, coal and diamonds.

However, mining executives remain pessimistic about the

prospects of raising fresh capital due to illegal sanctions induced uncompetitive investment environment, high cost of doing business and perceived country risk.

Capacity utilisation for 2021 is expected to reach a five year record of 80 percent, from 61 percent expected this year. In terms of profitability, most companies are looking at making profits in 2021.

Renewed lockdowns in Europe could hit SA manufacturing JOHANNESBURG - The local manufacturing sector is continuing on its recovery path, but renewed lockdown restrictions in Europe could negatively impact demand for South African exports, new data suggests.

The Absa Purchasing Manager's Index – which measures activity in the manufacturing sector – increased to 60.9 index points in October. This is up from 58.5 index points recorded in September. A figure above 50 indicates an increase in activity, while a figure below 50 indicates a decrease in activity.

"The further increase at the start of the fourth quarter is an encouraging sign that the manufacturing sector continues to recover following a record contraction in April," the report read.

While some respondents to the survey indicate that demand and capacity are nearing pre-Covid levels, others report that they are still struggling as demand for their products is still below pre-lockdown levels.

DID you know that not all products attract customs duty and Value Added Tax (VAT) at importation? The government through the Zambia Revenue Authority allows you to import various goods duty free while others you only pay VAT at 16 percent.

The government deliberately puts in place these incentives to grow various sectors of the economy by deliberately introducing zero or lower tax rates on these sectors. Among the sectors with huge list of items that are duty free are the agricultural sector and manufacturing sector.

The list is so long but we shall try and list a few items to just have an idea of what is provided for in the various laws in terms of tax rebates and incentives.

Let us start with items that are both duty free and zero rated meaning no taxes are paid at importation.

These include agricultural fertilisers, herbicides, pesticides, bovine semen and animal embryos, live roses but they require a permit from the Ministry of Agriculture before importation.

Other goods are raw materials for manufacturing of various feeds,

This simply means that goods manufactured and originating from countries that a member states of SADC or COMESA are likely to enjoy the duty-free status provide they produce an authentic certificate of origin and meet the requirements as provided by the law.

Reinstated Kang’ombe pledges hard work

By SANFROSSA MANYINDA REINSTATED Kitwe Mayor, Christopher Kang'ombe, has pledged to ensure that all developmental projects are completed within the remaining seven months.

Mr Kang'ombe, who reported back for work on Monday, said he would successfully complete his mandate of serving the people of Kitwe.

Local Government Minister, Charles Banda, lifted the suspension of Kitwe and Lusaka City Councils last Friday, which lasted for 90 days. Mr Kang'ombe and his Lusaka counterpart Miles Sampa were advised to resume their civic duties after the ad hoc committees completed investigating the illegal dealings of the two councils.

The land agency for the two councils, however, remains suspended.

The councils were suspended from July, 27 for 90 days to facilitate a probe into the illegal and disorderly allocation of land.

"I am glad to be back after the 90 days of the council being suspended and I wish to complete my mandate successfully in the seven months that are left.

"Therefore, there is a lot of hard work to be done to ensure that all the developmental projects are completed in time," Mr Kang'ombe said.

The Mayor thanked Local Government Minister for providing leadership and guidance during the suspension of the council.

Mr Kang’ombe expressed happiness that he was back in office, stating that his duty was to ensure that all developmental projects within his five-year mandate were completed to the expectation of the people.

MUSHILI MARKET REHAB IN K1M BOOST G OV E R N M E N T has released K1 million for completion of old Mushili market shelter in Ndola's Bwana Mkubwa constituency.

Ndola City Council Public Relations Manager, Rebecca Mushota, announced that works were expected to commence this week.

She said the funds were being disbursed by Ministry of Local Government while skilled labour was being sourced by the local authority.

Ms Mushota said that works that needed to be undertaken included electrification of the structure and completion of the ablution block.

Government in 2014 awarded a contract to a local construction company, Tripple V, to construct a market shelter at cost if K15 million but abandoned works a year later.

Meanwhile, Market chairperson, Rogers Mataka, thanked Government for considering the plight of the marketeers.

Mr Mataka said during the period that the facility had been undergoing construc-

tion, marketeers have had their business negatively affected.

He explained that worst period had been the rainy season as result business was disrupted.

He has called in the local authority to expedite works to allow marketeers move in immediately before the onset of the rainy season.

"The delayed construction of the market shelter has led to mass suffering of marketeers. And we fear that if marketeers continue to trader in such an environment, we shall record an outbreak of water borne diseases," he lamented.

By ANDREW MUKOMA GOVERNMENT will deal sternly with officers who will be found wanting in the handling of public resources, Southern Province Permanent Secretary Mwangala Liomba has warned.

Mr Liomba said that the provincial administration expected public officers to follow procedures when dealing with public finances.

He said Government officers must never take pride in being summoned before the Parliamentary Accounts Committee (PAC).

directed that controlling officers be charged so that they can also charge their subordinates,” Mr Liomba said.

He said integrity committees were cardinal in Government institutions as they promoted accountability, efficiency and transparency.

Mr Liomba implored principal officers from all institutions within the province to fully support the integrity committees.

“Every year, we hear of cases of corruption, misappropriation of

funds, embezzlement and fraud of public funds, non-compliance as you discharge your duties.

“Now, all these instances of corruption, malpractices and maladministration need to be nipped in the bud,” he added.

Mr Liomba said that it was the duty of every institution to implement anti-corruption best practices that were aimed at curtailing vices which compromised the integrity of institutions.

He noted that the role of integrity committees was key in the prevention of corruption and promotion of integrity.

ACC Southern Regional Manager, Muleemba Mwape, said the organisation had this year established 10 integrity committees in various institutions in the province.

Ms Mwape said the integrity committee programme for Zambia had been identified as one of the proactive measures in the prevention of corruption and related malpractices.

Health posts in Manyinga commissioned

By JACKSON MAPAPAYI TWO out of the six health posts allocated to Manyinga have been completed and commissioned.

The two health facilities are Chipanda and Mundanya in the North-Western Province rural district.

Manyinga District Commissioner, Geoffrey Malayiti, said the commissioning of the two facilities reaffirmed Government’s commitment to taking health care services closer to the people, especially those in rural communities.

He said the construction of the health facilities was in line with the Seventh National Development Plan and the Sustainable Development Goal number three.

Mr Malayiti said the construction of the two health posts would improve access to quality health care services as people would no longer have to move long distances to access the services.

“This is good for our people in these two communities because their cries have been heard. I just appeal to the people in the two communities to guard the facilities jealously,” he said.

Acting District Health Director, Joel Nkonde, said the construction of health posts had created employment which would improve the livelihood of the local communities.

He implored community members to guard the health facilities jealously and support the health workers to enable them provide quality health services.

And a representative of the two communities, Jonas Kapapilo, said people in Mundanya and Chipanda were happy with the commissioning of the two health posts.

He commended government for having considered Manyinga district in the countrywide construction of health posts.

THE Disaster Management and Mitigation Unit (DMMU) has come to the aid of a 75-year-old woman of Mazabuka who appealed for assistance for her treatment and food supplies.

Ms Esther Musole Silunda of Habwato village in Mwanachingwala’s Chiefdom, who for the past two years has been crawling because of pain on her legs, received food and building materials.

This is contained in a statement issued by DMMU Senior Communications Officer Mathews Musukwa.

Mr Musukwa stated that among the items delivered to Ms Silunda included 12 roofing sheets, 10 pockets of cement, 12 litres of cooking oil, mealie meal, 10 kilogrammes beans and Kapenta.

He said that the DMMU has given the senior citizen a wheelchair to help with mobility as she could not move on her own.

T Students hail Lungu’s growth projects

By SIMON MUNTEMBA THE infrastructure development that President Edgar Lungu is implementing across the country are key to economic growth, students from higher learning of institution have said.

Commenting on the recently commissioned Arcades Flyover Bridge, national students’ mobilisation coordinator, Ibrahim Mwamba, hailed the President for the project saying it would spur economic development.

Mr Mwamba, who was flanked by students from the University of Zambia, paid gratitude to President Lungu for ensur-ing various projects became reality.

He stated that the projects would have positive impact on all the Zambians including the students.

Mr Mwamba, however, appealed to the Head of State to help in securing part time jobs for the students at East Park Mall as a way of financially helping them.

He explained that since the mall was just within the vicinity of the university of Zambia, it would be ideal and of great help to employ some students on part time basis.

Mr Mwamba emphasised that the well-being of the teaching staff had a direct bearing on the students hence the need for immediate action concerning the matter.

HE Lusaka City council will not enter into an agreement with any company to manage parking spaces in the Central Business District (CBD), Town clerk Alex Mwansa has said.

Mr Mwansa said that currently the council was managing all the parking

spaces in the CBD after cancelling the contract with Parkrite last year.

“We have no plans of engaging any company to manage parking spaces council is now managing in the Central Business district, “he said.

On October, 2016 the Lusaka City Council and Parkrite signed a Memorandum of Understanding to help manage

parking space in the CBD. However, in January last year, the council terminated the agreement and Parkrite Zambia continued operating for three months within which the firm was expected to handover the parking sites back to the Council.

This was in accordance with clause 3 of the provisional termination breach clauses of the Agreement.

Road Development Agency (RDA) director of communications and corporate affairs, Masuzyo Ndlobvu, said the three roads which had developed defects were now in good condition.

He stated that the contractor had

initially done the three roads and was recalled to work on the defects after a period of eight months of observation.

Mr Ndlobvu said that the roads worked on were Lumumba road (7.120 km), Mungwi road (6.659 km) and Great North Road (6.610 km).

He pointed out that the defects were not along the entire stretches of the roads, but were in some portions of the roads.

RDA, he said, was impressed with the remedial works by the contractor and was hopeful that the roads would stand

the test of time.

Mr Ndlobvu, however, indicated that RDA would still give the works another period of observation, despite certifying the remedial works.

He said that this was to ensure that the roads which had a great economic importance were of high quality.

AVIC International representative, Ann Sun, said that the company had completed the remedial works and stressed that her firm was committed to delivering quality road works.

Crossing over takes place between chromatids of homologous chromosomes. This is a process during which the chromatids of homologous chromosomes get entangled and exchange pieces.

The point of crossing over is called a chiasma (plural=chiasmata).

Back Cross (Test Cross) •

Gene: This is a portion/segment of DNA controlling one particular characteristic e.g. the portion of DNA controlling the inheritance and expression of eye colour is called the gene for eye colour. Note that some characteristics are controlled by more than one gene. This is called polygenic inheritance. Generally, each gene controls the synthesis of one polypeptide molecule.

Genotype: This is the combination of alleles an organism has for a given characteristic. It is also defined as the genetic composition of an organism for a particular characteristic. The genotype is normally written using a pair of letters, each representing one allele e.g. AA, Aa and aa.

Phenotype: This is the out-ward expression of the genotype in the form of physical characteristics of an organism.

(b) If the organism is heterozygous (Tt)

Recessive: A recessive allele is one that is over-shadowed in the phenotype by the presence of a dominant allele. It is always represented by a small/lowercase letter e.g. a, b, t and so on.

Codominance: Codominant alleles are two different alleles which are equally expressed in the phenotype when present together e.g. the alleles IA and IB for blood group Homozygous: This a type of genotype where both alleles are the same i.e. both dominant or both recessive e.g. AA, aa, BB, bb and so on. Organisms which are homozygous are called homozygotes or pure breeds.

…Uganda’s Museveni warns off disruptors as he starts bid for another term

AMPALA Uganda’s veteran President Y o w e r i Museveni warned that anyone breaking the peace would regret their actions as he formally started his bid for another term in office on Monday.

Meanwhile, presidential candidate Robert Kyagulanyi, popularly known as Bobi Wine, was taken away by the police after he was cleared to run by the electoral commission.

Another presidential candidate Patrick Amuriat was arrested in Kampala, at the headquar-

ters of his Forum for Democratic Change (FDC) party. Museveni, 76, who is Africa’s third-longest ruling head of state, is due to face Bobi Wine, a pop star turned opposition politician, in a February vote. “I am hearing ... some people want to disturb our peace. Whoever tries will regret (it),” the former guerrilla leader said after the Electoral Commission accepted his nomination papers.

“For us we do not joke, we fought to bring peace,” he told reporters in comments broadcast on television.

Supporters have praised Museveni for bringing in investment and bolstering the economy while opponents have accused him of crushing dissent and presiding over widespread graft - charges

that he has repeatedly dismissed.

Lawmakers from his ruling National Resistance Movement (NRM) party voted to change the constitution in 2017, deleting a 75-year age cap on presidents that would have barred him from seeking re-election.

Officially he will be running for his fifth term in office though he ruled for nine years without facing a vote after coming to power in 1986 following a guerrilla war.

Meanwhile, Wine was “grabbed and whisked away by police right after nominations and driven straight home.” The politician’s supporters had gathered outside the nomination venue and along the road to the centre.

Ouattara wins Ivory Coast poll amid boycott ABIDJAN - Ivory Coast’s President Alassane Ouattara has won a controversial third term in office in an election boycotted by the opposition.

He took 94 percent of the vote, even winning 99 percent in some of his strongholds.

Turnout was put at almost 54 percent. The result has to be confirmed by the Constitutional Council.

On Monday, the Ivorian opposition said it was creating a transitional government which would organise a new election.

Main opposition candidates Pascal Affi N’Guessan and Henri Konan Bédié had urged their supporters not to vote.

They got one percent and two percent respectively, while a fourth candidate,

Kouadio Konan Bertin, also got two percent, according to the official results.

HARARE - The number of teachers employed by the government committing suicide is on the increase as the educators fail to make ends meet, Takavafira Zhou, the president of the Progressive Teachers’ Union of Zimbabwe has said.

Zhou cited the death last week of a Zvishavane teacher, Pedzisai Chiresve as an indication of the desperation among the majority of teachers in the country. – ALLAFRICA.

Guinea opposition leader petitions poll results BAMAKO - Guinea’s main opposition leader, Cellou Dalein Diallo, has lodged an appeal at the Constitutional Court to overturn the results of last month’s presidential election.

Two arrested after four killed in suspected Islamist attack in Vienna

VIENNA - Two people were arrested near Vienna yesterday, according to the APA news agency, as police hunted accomplices of a gunman or gunmen who killed four people in what the government called an Islamist terrorist attack in the Austrian capital.

In an early morning televised news conference, Interior Minister Karl Nehammer said police had shot dead one attacker on Monday night, a man wearing an explosives belt that turned out to be fake. Authorities identified him as an Islamic State sympathiser. – REUTERS.

Minister says it’s unclear who shot protesters in Lagos ABUJA - “Hoodlums” wearing military uniforms may have shot Nigerian protesters campaigning against police brutality and it was too soon to tell if soldiers were involved, the country’s attorney general said on Monday.

Demonstrations across the country turned violent on October 20 when witnesses in Lagos said the military opened fire on peaceful protesters in the upmarket Lekki district shortly after local authorities imposed a 24-hour curfew, drawing international condemnation.

Soldiers and police killed at least 12 people in two Lagos neighbourhoods on October 20, according to witnesses and rights group Amnesty International. The army and police have denied involvement.

Attorney General Abubakar Malami told reporters in the capital, Abuja, the matter

was being investigated and there was a need to establish whether the shooting took place, who was responsible and whether the people who were shooting were part of the military.

“You cannot rule out the possibility of perhaps hoodlums that set in to create a scene... could equally partake in the process,” Malami said at the news conference, which was also attended by government officials including the defence minister and finance minister.

He also said it was “pre-emptive” to conclude that there had even been a shooting. Lagos state has ordered an investigation into the incident. Last week the military said the Lagos state government asked the army to intervene to restore order, but soldiers did not shoot civilians.

Nationwide protests against alleged human rights abuses by police sparked some of Nigeria’s worst street violence since it returned to civilian rule in 1999. Police last week said 22 of its personnel were killed in the violence and 205 police stations were damaged. The unrest, which has largely died down, has posed the biggest political challenge faced

Maradona taken to hospital - reports DIEGO Maradona has been admitted to hospital in Argentina with undisclosed “health problems” although it is not related to Covid-19 and his condition is not thought to be serious, his personal doctor and local media reported on Monday.

Maradona, 60, was taken to the Ipensa clinic in La Plata, about an hour from Buenos Aires. Maradona coaches the local club Gimnasia y Esgrima.

Maradona, who won the World Cup with Argentina in 1986 and is widely considered to be one of the greatest players of all time, was admitted to hospital to undergo tests, his doctor Leopoldo Luque said.

He had been feeling poorly for some time and will be held under observation for “at least three days,” Luque told reporters.

“He is not well psychologically and that has an impact on his physical wellbeing,” Luque said. “He’s not as well as I would like and as well as I know he can be. He needs help, this is the time to help him.”

“Diego is a person who is sometimes excellent and sometimes not so much,” Luque added. “He could be 10 thousand times better. And bringing him here helps him.”

“It’s very difficult being Maradona.”

Luque did not give specific

details of Maradona’s ailment but said it was not related to Covid-19.

Maradona last appeared in public on his 60th birthday last Friday before his side’s league match against Patronato.

He was gifted a plaque and a cake to celebrate the occasion but he did not stay to watch the game and witnesses said he looked unwell and weak.

The former Napoli, Barcelona and Boca Juniors player has suffered frequent periods in hospital over the years, often due to the extravagant lifestyle that accompanied and followed his playing career.

Maradona was admitted to hospital in January 2019 with internal bleeding in the stomach.

TLETICO Madrid have signed Central African Republic midfielder Geoffrey Kondogbia from Spanish rivals Valencia.

Kondogbia, 27, has joined Atletico on a four-year deal for an undisclosed fee.

He is seen as a replacement for Ghana international Thomas Partey, who joined Premier League club Arsenal on transfer deadline day.

Under La Liga rules, Atletico were granted an extra 30 days outside the transfer window to replace Partey, as his release clause had been paid.

"The box-to-box footballer is a strong presence in midfield and contributes defensively and offensively," is how Atletico's website describes Kondogobia.
