OVERNMENT has challenged the investigative wings to pursue all civic leaders involved in illegal land allocation.

This follows the revelation that at least 19 councillors from Lusaka and

Kitwe city councils have been actively involved in the illegal allocation of land.

According to Minister of Local Government Charles Banda, investigations by adhoc committees had revealed obvious illegalities in the allocation of land by some councillors.

By GRACE CHAILE –LESOETSA UNITED Party for National Development (UPND) president, Hakainde Hichilema has been sued in the Lusaka High Court for allegedly obtaining land fraudulently.

Ms Pheluna Hatwmbo suing as administratrix of the late Samson Siatembo and Mr Milton Hatembo of Kalomo wants an order that the assignment of subdivision A of farm no 1924 be reversed on count of fraud and misrepresentation .

They want the court to order Mr Hichilema to pay them damages for trespassing on their land without consent or licence.

They also want the court to order Mr Hichilema to give mense profit for the alleged occupation and use of land without the plaintiffs consent at a reasonable rent and lease fees.

Ms Hatwmbo and Mr Hatembo want the court to cancel certificate of title no 42578 on account of fraud , misrepresentation or mistake as well as interest on all amounts due and costs.

Ms Hatwmbo stated that she became an administratrix after the demise of Mr George Hambwelula who was intiatially appointed as an administrator of the estate of the diseased.

She stated that on different dates between 2000 and 2005 the beneficiaries of Samson Siatembo agreed to sell 190 hectares of farm no.1924 in Kalomo to Mr Bernard Mazuba of the said district.

They stated in a statement of claim filed into the Lusaka High Court principal registry on October 28 2020 that the beneficiaries and Mazuba agreed that consideration shall be K20, 000 and pursuant to

sufficient political space, which only the Patriotic Front (PF) was enjoying.

He said in an interview that democracy was shrinking because it was not being applied equally.

Mr Milupi said Zambia is a multi-party democracy as enshrined in the constitution, the supreme law of the land which should be obeyed at all times.

He said equal political space was needed for all political parties especially those in opposition to thrive and mobilise ahead of the 2021 general elections “The country has moved to a very difficult situation for no reason. When MMD was ruling, parties were able to mobilise that is how parties like

the same agreement, Mazuba paid Hatwmbo on behalf of the beneficiaries.

Ms Hatwmbo stated that without the beneficiaries knowledge , the farm was occupied by Mr Hichilema between 2005 and 2010 and allegedly immediately attempted to occupy the whole farm but there was resistance from Daouglous Hatembo.

She stated that at no time did she enter into any legal relationship of vendor and purchaser with Mr Hichilema and she does not know him in person neither did the the beneficiaries know him.

Ms Hatwmbo stated that the farm was acquired illegally , fradulently and without consent of the administratrix on behalf of the estate of the deceased.

She said the particulars of fraud were that she agreed with Mr Hichilema to sell a subdivuded farm no 1924 to purport that K110, 000 was paid to her ( plaintiff) and that she executed the contract of sale and assignment among others .

Ms Hatwmbo stated that the particulars of duress were that Mr Hachilema used force to remove Mr Hatembo and his family and pushed them to the corner of the farm.

Ms Hatwmbo stated that Mr Hichilema has occupied and has been using the whole farm for 10 years and yet he does not pay rent for the use and occupation beyond the 190 hectares which was sold to Mazuba.

She stated that the said occupation of the rest of the farm amounting 2222.6549 hectares is illegal and without consent of the administratix and beneficiaries and the same have suffered loss.

Ms Hatwmbo alleged that the beneficiaries have suffered loss because Mr Hichilema has been using the land for 10 years without rent for the excess land.

Locust fight on course - Veep

GOVERNMENT has made progress in eradicating red locusts in Western and Southern provinces, VicePresident, Inonge Wina has said.

She said in Parliament yesterday during the VicePresident’s question time that progress had been made to ensure that the insects were eradicated.

“Mr Speaker, Government has made substantial

improvement in the eradication of the red locusts in the Southern and Western provinces. And this is being done in conjunction with international red locust institution together with the SADC red locust community.

“Mr Speaker, unfortunately the exercise is a mischievous because these are insects and they do not stay in one area so to track them you have to be very alert and they cross borders,” she said.

The Vice-President added

that people involved were in control but they had not eradicated the locusts 100 percent.

Ms Wina said: “The locusts can be in an area in Botswana, Namibia or across into Angola so Government is engaging these governments to see how we can manage these locusts together.

“This is what is happening at the moment and officers have moved along the Zambezi valley catchment area so that we can fight the locusts,” she added.

Dr Banda said some councillors were working with council workers in perpetuating illegal land allocation.

He explained that 12 councillors were from Kitwe and seven from Lusaka.

The Minister said it was worrying because civic leaders were expected to exhibit high standards of moral behaviour.

“The ministry will now allow investigative wings to pursue the alleged involvement of some civic leaders and council workers in illegal land allocation,” Dr Banda said.

He reiterated the PF government’s resolve of non-tolerance to misconduct in any form at the expense of service delivery.

“I can assure you that as far as illegalities are concerned, no one will be spared,” he said.

Meanwhile, Dr Banda said the 90 days suspension period for both Kitwe and Lusaka councils which was effected on July 27 for alleged illegalities in land allocation elapsed on Tuesday, October 27.

Therefore, he said, the suspension had been lifted in line with section 51(1) of Local Government Act no. 2 of 2019.

The minister thanked the two local Government administrators for Lusaka and Kitwe city councils, Mr Nixon Nkwapu and Mr Adam Jere for discharging their respective functions diligently during the suspension of the two councils.

Ms Kapata however said the land agency at both councils remain suspended.

Ms Kapata said her ministry has decided to uphold the suspension until further notice and that the councils would not be allowed to act on behalf of the ministry of Lands in the allocation of land.

She warned that all those behind illegal land allocations would be dealt with.

Ms. Kapata who said there was no land in urban areas urged the public to apply for land in rural areas.

IT has been my dream to transform Lusaka and Zambia at large, President Edgar Lungu has said.

President Lungu said only those who have chosen to be blind would argue that there was no development in the country.

He said his Government would continue to work towards transforming Zambia, when dull people are busy arguing. The President said this when he commissioned the Arcades Flyover Bridge on Great East Road, the second to be completed among the four being constructed in the city under the decongest Lusaka project.

He said his Government would not be distracted by the enemies of progress who claimed that there was no development. "To borrow the slogan of the people of Luapula Province, ifwe tulebomba ifipuba filetalika," President Lungu said.The President said he would continue building on Mr Sata' vision to transform Zambia.

Mr Lungu also explained that his Government was borrowing to transform the country which the same armchair critics were enjoying the fruits of borrowing. He said there could be no development without a good road network, adding that the construction of

roads has enhanced efficiency by reducing the time spent on the road.

Mr Lungu also thanked the Indian Government for the financial support towards the implementation of the project.

Meanwhile, Minister of Local Government Charles Banda said the project spoke to Government's commitment of providing the much needed infrastructure that would drive the economic and social development of the country.

Dr Banda thanked President Lungu for his visionary leadership and said the Arcades Flyover Bridge was just one of the many milestones he has achieved towards the Zambia people wanted.

And Indian High commissioner to Zambia, Ngulkam Jathom Gangte, who pledged his county's continued support said the commissioned bridge would not only reduce congestion but also add to the beauty of the nation.

In a vote of thanks, Mandevu member of Parliament Jean Kapata said President Lungu has proved to be equal to the task ever since he took over from late President Michael Sata. "You have fitted well in Sata's shoes, in fact it is becoming smaller," Ms Kapata said.

Munali MP, Professor Nkandu Luo said the people of Munali who have benefitted a lot from the project were happy and would give PF massive votes in 2021.

FUEL GALORE GOVERNMENT’S assurance that the current erratic supply of fuel in the country would end soon should end the panic buying that has been experienced in some parts of the country.

The assurance should also end the unease obtaining within industry and commerce, in particular the transport sector that their operations won’t be disrupted.

It is surprising why industry should panic when all along, Government has ensured that there was enough fuel in the country.

This is against a background of the Covid-19 pandemic that has disrupted the world’s economic order by disturbing supply lines as countries imposed movements of cargo across borders.

The problem was more acute for Zambia which had to negotiate her way through her many neighbours to ensure smooth flow of goods and services.

This adversely affected operations at the Ndola-based Indeni Oil Refinery.

The petroleum processing firm has had no crude oil for about five months now, partly triggered by the coronavirus pandemic which interrupted feedstock imports.

Moreover, last week’s disturbances by renegade tanker drivers to illegally enforce a nationwide strike contributed to a disruption in the supply of fuel.

This resulted in some parts of the country going without fuel.

But Permanently Secretary in the Ministry of Energy, Trevor Kaunda, says there will be sufficient fuel on the market when Indeni Petroleum Refinery resumes production with crude oil arriving this week.

Mr Kaunda said crude oil was expected to reach Ndola by the end of this week for Indeni to resume processing the crude oil into finished products.

As Mr Kaunda explained on Tuesday, even though Indeni has not been operating at full capacity, Government ensured that Oil Marketing Companies (OMCs) had continued to bring in petrol and diesel by road.

In fact, Government must be commended that it nipped the tanker drivers’ protest in the bud before it could cause more damage on the fuel supply chain.

Zambia’s transport sector is one that Government would not wish to be disturbed because of the untold damage it could cause to the country’s economy.

In Parliament, Minister of Energy, Mathew Nkhuwa also assured that the fuel crisis which had hit the country would be addressed in the next one week, Mr Nkhuwa said the government was putting up long time measures to address the fuel shortage in the country.

The minister said fuel tankers had started coming into the country, therefore the fuel crisis would be a thing of the past.

Mr Nkhuwa was responding to Mazabuka Central Member of Parliament Garry Nkombo who wanted to know what was the cause of the sudden erratic supply of fuel, which is affecting all economic sectors, country wide and what urgent measures the government is taking to normalise the situation.

There is no doubt that the country’s career doomsayers would want to twist the facts to fit into their evil plans and it is therefore good that government officials have been quick to explain the true position.

Zambia’s recovery from its economic ills – debt burden – calls for uninterrupted flow of fuel and Government is on the right track to ensure that there is enough fuel for sustained production.

By SILUMESI MALUMO SOME Members of Parliament are disappointed that they voted for the bill 10 but were not included on the list of those who supported the piece of legislation.

Patriotic Front (PF) Chifubu MP, Frank Ng'ambi, told Parliament yesterday he had discovered that he was not on

the list of MPs who voted for the legislation. He said it was shocking that after voting for the bill he was excluded from the list in the system.

Mr Ng’ambi said he knew the importance of the legislation to many Zambians and had therefore cast a vote in support of the bill.

Ms Wina sympathised with the UPND because they shot down Bill 10, yet they had been crying foul over their vast constituencies.

She was responding to Nakonde Patriotic Front MP Yizukanji Siwanzi during Vice-President’s question time.

Mr Siwanzi wanted to know what would happen on the delimitation exercise now that Bill 10 did not go through.

Ms Wina said some of the UPND leaders and MPs were celebrating over the killing of the legislation without realising that they would feel the heat in managing their vast constituencies.

“From now onwards, they should not complain because they have shot down the Bill 10 and it is final. And non-passing of the bill will have a devastating effect on many things,” Ms Wina said.

She wondered how the UPND leadership was going to face the Church which had been advocating the inclusion of the Christian clause in the constitution.

She said the Church had many times talked about the Christian declaration to be in the Constitution but they had been disappointed by the UPND.

Bill 10 collapse saddens clergy THE Kitwe Pastors Fellowship has expressed disappointment with the collapse of the Constitution Amendment Bill number 10 in Parliament on Thursday.

Speaking in an interview in Kitwe yesterday, the pastors’ fellowship chairperson Reverend Raddy Lewila said the members of Parliament have failed to deliver the wishes of the people that sent them to Parliament.

"The MPs did not go by the wishes of the people but on their political inclination and posterity will judge us,” Reverend Lewila said.

Rev Lewila noted that with the collapse of the bill, the country may hold the 2021 general elections under the 2016 constituency which will subject the county to the same challenges that were faced after the

elections due to the Lacunas contained in there which could have been corrected with the passing through of Bill 10.

“Bill 10 was a progressive bill which most of us church leaders supported except for a few church mother bodies, we supported it and we would have loved it to go through, it is unfortunate that it has failed, " he said. - ZANIS.

Police recover slain doctor’s car

POLICE have recovered a motor vehicle, Isuzu KB 250 a double cab, registration number BAG 1966 which is believed to have belonged to the late Dr. Tasila Tembo.

The vehicle was found parked at a lodge in Mazabuka, acting Police spokesperson, Danny Mwale said in Lusaka yesterday.

Police launched a manhunt for Lieutenant Nigel Mwaba aged 33 of Zambia Army in Lusaka in connection with the murder of the 47-year-old doctor.

Dr. Tembo, of Plot number 1732 Meanwood, Ibex Hill was reportedt missing on October 24, 2020 around 16

hours.

The suspect is alleged to have murdered Dr Tembo and dumped her body near Nanking Army Training Centre in Mikango area. Her decomposed body was found covered with leaves. at a traditional burial site in the area.

Mr Mwale has appealed to the public who may have information of the whereabouts of the suspect to report to any police station.

Dr Tembo was born on October 22, 1973 and was the third child of Beatrice and Fred Tembo, the only girl in a family of five.

She had three daughters.

She attended Mongu Primary and Holy Cross Secondary Schools in Western

Province until 1990.

She then studied medicine at the Institute of Higher Education of Julio Trigo - Havana, Cuba in 1991 and returned home in 1998.

Dr. Tembo joined the civil service on September 5, 1999 as a Junior Medical Resident Officer and later posted to Ndola Central Hospital where she did her internship.

In 2004, Dr. Tembo was appointed to the position of District Health Director for Mpongwe District Health Management Board and in 2006 upon completion of her master’s in Public Health, at the University of Pretoria she was posted to Roan Antelope General Hospital as Director - Clinical Services.

Nawakwi loses bid in HH defamation case

THE LUSAKA High has dismissed an application by Forum for Democracy (FDD) leader, Edith Nawakwi in which she wanted Mr Hakainde Hichilema to be ordered to provide further and better particulars to the court.

This is in a matter in which Mr Hichilema, the United Party for National Development (UPND) president has sued Ms Nawakwi seeking damages of US$3, 000, 000 for defamation of character.

But Ms Nawakwi contended that the claim against her by Mr Hichilema was insufficient and so she was not able to file a meaningful defence.

Mr Hichilema however, insisted that his claim against Ms Nawakwi was on point and urged the court to dismiss her application.

Judge Zulu however yesterday denied Ms Nawakwi's claim stating that Mr Hichilema's statement

of claim disclosed a cause of action against her.

This means that Ms Nawakwi must now file a defence to Mr Hichilema's claim against her.

Mr Hichilema has sued Ms Nawakwi over claims that he sold to himself a house which belonged to Lima Bank in Kabulonga, Lusaka during the privatisation process.

He is seeking aggravated and exemplary damages and an order directing Ms Nawakwi to retract the defamatory words.

Mr Hichilema also wants an order of injunction to restrain Ms Nawakwi, her agents, servants and whomsoever from further defaming him or publishing similar defamatory words of him.

He is also claiming reimbursement of the sums expended by him in mitigating the effect of Ms Nawakwi's conduct towards him and arising from the publication of the defamatory words.

She was later promoted to the position of Executive Director (Medical Superintendent) for Roan Antelope General Hospital in 2007. In January, 2011 Dr. Tasila Mercy Tembo was transferred to the Ministry of Health Headquarters as Deputy Director - Technical Support Services.

In July, 2018 Dr. Tembo was assigned duties as Public Health Specialist at Lusaka District Health Office.

In February, 2020 Dr. Tembo was seconded to Equip Zambia - Right to Care as Provincial Technical and Administrative Coordinator.

She has therefore served in the Ministry for 21 years and leaves behind three daughters.

‘Second wave of Covid-19 looming’

ZAMBIA will experience a second wave of Covid-19 this December, the Ministry of Health has projected.

Minister of Health Dr Chitalu Chilufya who warned Zambians to adhere to Covid-19 measures to avoid contracting the virus said the pandemic was not over.

Speaking during the Covid-19 routine update yesterday, Dr Chilufya said as seen from other countries, the wave of the pandemic would be experienced in Zambia in December.

He also announced that the country had in the last 24 hours recorded 90 new Covid-19 cases, out of 6, 483 tests conducted, while 15 people were discharged.

Dr Chilufya said the country has continued to see low admissions in various health facilities with six people currently in admission, of which four were on oxygen.

‘Government won’t revive Zampost Micro-Finance’

GOVERNMENT will not revive Zampost Micro Finance Limited due to its liabilities, Finance Minister, Bwalya Ng’andu has said.

The minister said there were no plans to resuscitate financial institutions because its liabilities were in excess of the assets.

Dr Ng’andu indicated that the Bank of Zambia was, therefore, proceeding with the winding up of the institution and was working on recovering the debt owed to creditors.

He was responding to Independent Kantanshi Member of Parliament Anthony Mumba who wanted to know what caused the liquidation of Zampost Micro Finance Limited in July, 2019 and whether there were any plans to resuscitate the company; Dr Ng’andu told Parliament that the liquidation schedule for the financial institution had been submitted to court.

He said the micro finance institution failed to meet deposit obligations as well as obligations to other creditors.

As a result, he said, it was deemed insolvent in line with the Banking and Financial and Services Act number seven of 2017.

The minister explained that liquidation of Zampost Micro Finance Limited was as result of excessive borrowing and misapplication of depositors’ funds.

Dr Ng’andu said failure by the shareholders to inject capital and failure to meet deposit obligations

prompted the Bank of Zambia to take possession of the institution.

“Prior to taking in possession of Zampost micro finance, the Bank of Zambia made efforts to address the deteriorating financial conditions of Zampost in order to save it from total collapse.

“Bank of Zambia directed the board of Zampost Micro Finance to replace its chairperson and enhance the governance of the institution by transforming the institution from Transport and Communication to Ministry of Finance and for the micro finance institution to formalise loans and urgently recapitalise the institution” he said.

Meanwhile, Dr Ng’andu said employees’ fate would be addressed after paying off all the creditors.

OODYS Investor Services for Zambia’s credit rating has maintained a ‘Ca’ rating despite analysts’ expectations of a selective default as other rating agencies.

A week ago, Standards and Poor’s (S&P) lowered Zambia’s fiscal rating to Selective Default (SD) given default risks and fiscal fragilities.

Zambia’s credit profile is constrained by its liquidity and external pressures, which the pandemic has intensified and that limit its capacity to service debt, says Moody’s carried in its credit opinion.

Moody indicated that the rating captured Zambia’s approaching default and that its expectation that a subsequent likely debt restructuring would result in large losses to private sector creditors.

“The rating also reflects institutional weaknesses that have prevented effective and timely policy actions to confront the challenges stemming from a rapid increase in debt.

“We expect a widening fiscal deficit and significant exchange rate depreciation will push the debt burden toward 120 percent of Gross Domestic Product in 2020, from close to 100 percent in 2019,” Moody said. Commenting on this, the

Mpika clothing industry on cards

By STEPHEN MWEWA THE establishing of a clothing manufacturing industry in Mpika will take off next month after the Zambia Environmental and Management Authority (ZEMA) approved the 10, 000 hectares of land for the project.

Mupika Cerly Culture and Silk Industry, a local firm, has entered into partnership with Chinese owned Wonderful Group.

Chief Chikwanda of Mpika said the project was expected to start next-month and that the Republican President Edgar Lungu would be invited for the launch next year in April.

UKUNI Park Curio traders in Livingstone have complained about the “selective” disbursement of Presidential Initiative and Empowerment Fund.

The traders complained that despite meeting the requirements to access some loan, they had not been considered.

Mukuni Park Market Committee Member, Doubt Mwape, said that members were wondering what could have gone wrong for them not to be considered.

Mr Mwape said that it was surprising that after all the assurances from President Edgar Lungu and Tourism Minister Ronald Chitotela they could not be empowered.

Civil servants warned

Manyinga District Commissioner, Godfrey Malaiti, said the FSOP was purely meant for the vulnerable but viable farmers.

He instead implored farmers to be innovative and resourceful in order to attain food security at household and community levels.

Mr Malaiti stated that the district administration would not condone civil servants getting themselves on the list of beneficiaries of FSP. “FSP is purely meant for vulnerable but viable farmers and not civil servants. So, no civil servants should find themselves on the list of the beneficiaries,” he said.

He was speaking when he flagged-off the 20202021 distribution of FSP Inputs in the district on Thursday Mr Malaiti also cautioned local farmers against misuse of farming inputs.

“You must ensure that you cultivate and plant these seeds not re-selling them, this will enable us have another bumper harvest next year,” he added. Mr Malaiti urged farmers to pay back their outstanding loans to Government, as doing so would supplement efforts in ploughing back the resources into their communities and to ensure development. He said Government remained committed to ensuring food security at household and community levels.

One of the beneficiaries, Ms Beatrice Mulamba, commended Government for uplifting the living standards of the vulnerable through FSP programme.

Ms Mulamba said through FSP widows, orphans and unemployed youths were able to sustain their lives by venturing into farming.

HE Zambian Roads & Highway Safety Group is concerned with the failure by road contractors to utilise the night as they work on busy sections of the roads and their failure to mitigate for the increased congestions on the roads that they are working on.

We have noted that busy roads are closed at 17 hours for the night and remain closed till morning when the road workers report for work at 08 hours. These busy roads are free at night and road works can make use of the night.

Road works, though necessary, have a hidden cost caused by congestion which is being passed on to motorists whose journeys have become long and spending more time on the roads and are now spending more on fuels as they meander from one detour to another in search of passage to their destination.

Rush hours are now longer than before and hence motorists spending more on travelling time than before.

The Group therefore calls on the road contractors, Road Development Agency (RDA) and the councils to devise a way for busy roads to be worked on with minimum

interruptions and congestions including working during the night and for these roads to remain open during morning and evening rush hour.

The Group is also calling for improved detour signage, names of closed roads and directions to new roads so motorists not familiar with the area are guided around detours back to their preferred routes.

Working at night will help reduce the time it takes to build roads and also manage congestion on the busy roads.

Bill 10 sparked divisions - Green Party

Mr Sinkamba said in Kitwe yesterday that the Bill was acrimonious as evidenced from the hostility amongst the people.

He added that the Bill divided the Church, traditional leadership and fuelled tribalism at the time when Zambians needed unity in the

constitution-making process.

Mr Sinkamba, who expressed happiness that the bill had finally been put to rest, observed that precious time and resources were wasted on the Bill instead of attending to pressing issues such as the impact of Covid-19.

“We are happy because the Bill was toxic chalice, acrimonious, and a serious liability on the economy.

“It was toxic chalice because it poisoned minds of some party cadres whereby some resorted to violence and shedding blood,” he said.

The opposition leader noted that the regionalism that it brought was complete anathema and added that it was now time to promote national unity, peace and love.

27 street kids resettled

By SANFROSSA MANYINDA THE Kitwe City Council has cleared 27 street children from the Central Business District (CBD) and resettled in a children’s home.

According to the local authority, the operation took place on Thursday afternoon.

Council Public Relations Manager, Chola Mwamba, told the Daily Nation that the children, between the ages of 10 and 18, have since been taken to the children's home in Kawama Township.

Ms Mwamba said the decision was arrived at after the council observed the increasing levels of attacks on motorists and pedestrians.

"We want to bring down crime especially against women in the CBD that is why we have taken the step we have," she said.

Ms Mwamba said it was wrong to have street kids violating other people's rights by attacking them, a situation she said would not be allowed to continue.

OVERNMENT has challenged the Energy Regulation Board (ERB) to sensitise the public about the projects being undertaken in the energy sector.

Copperbelt Permanent Secretary, Bright Nundwe, said ERB should upscale the sensitisation programmes so that the public was fully aware of the upcoming projects and critical issues in the energy sector.

He also advised the firm to continue educating energy consumers on the use of energy and alternative energy sources such as solar home systems and gas for domestic cooking.

Mr Nundwe was speaking in Kitwe when he officially opened the ERB organised meeting with officials from selected local authorities and other key stakeholders to discuss issues related to the location of energy infrastructure.

PLANS are underway for the Zambia Railways Limited (ZRL) to engage the government of the Democratic Republic of Congo (DRC) on how best cargo delivery can be enhanced, ZRL board Chairperson Edward Chabala has said.

ZRL, the board chairperson said, would work towards revamping the railway network in the country Dr Chabala said there was tremendous potential to revamp the railway network in Zambia through joint investment partnerships with neighbouring countries.

He was speaking in Kitwe at the ZRL inter mine head offices before touring the company's infrastructure in the city.

"Inspections conducted by the board of directors in Kabwe and Ndola has revealed that the company has tremendous potential to revamp the railway network by working beyond borders of Zambia through joint partnerships

"Apart from the ongoing tour, it had been observed that there was need for a reconnection of a 12 kilometre stretch to the rail line which will greatly enhance cargo delivery,'' he said

Explanation of magnetism

Another method is used to plot the magnetic field . This method also helps to determine the direction of magnetic field lines. This method is done uisng a magnetic compass.

To carryout this experiment you need: a bar magnet, plain paper and a magnetic compass.

Place a bar magnet on a sheet of white paper and draw its outline. Place the magnetic compass near the north pole of the bar magnet. The north pole of the magnetic compass point away from the north pole of the bar magnet since like poles repel. Move the magnetic compass towards the south pole and draw dots at the end of the north pole of the compass. Repeat the process untill you reach the south pole. See the figures below.

Each atom of a magnet behaves like a tiny magnet with the north and south pole.

Therefore, each atom is called a dipole. In a magnetic material, atoms are grouped in microscopic regions called domains.

The domain thery can help us to explain what happens when the magenitic material is magnetised and demagnetised. When a magnetic material is magnetised, the dipoles are aligned and point in the same direction. When all the dipoles are aligned in the same direction, the magnetic material is said to have reached the magnetic saturation. At this point its magnetism cannot be further increased. CONGO HORROR …Suspected Islamists kill 18, torch church in east Congo

Congo Assailants killed at least 18 people and burned down a church in a village in eastern Congo on Wednesday night, a civil rights group and local committee said, blaming fighters from an Islamist militia group operating in the area.

The army confirmed the attack on Baeti village in North Kivu

province, around 20 km west of the city of Oicha, but declined to give a death toll.

The Allied Democratic Forces (ADF), a Ugandan armed group active in eastern Congo since the 1990s, has killed more than 1, 000 civilians since the start of 2019, according to U.N. figures, despite repeated military campaigns aimed at destroying it.

“We have a provisional death toll of 18 people killed in an atrocious way,” said Kinos Katuho, president of a local civil rights group.

“It really creates pain in our hearts, a total panic in the village,” said Masisa Mushogoro, head of a development committee in Baeti.

“We don’t know if tomorrow the ADF will come back here again.”

Authorities have accused

the armed group of attacking the main prison in the city of Beni on October 20, releasing more than 1, 300 inmates, including an unknown number of militiamen and their own fighters.

Reprisal attacks against civilians have increased sharply since the army began a counter-insurgency operation against the ADF a year ago, dislodging it from several bases near the Ugandan border.

ADF combatants dispersed into small groups and fled into other areas, burning down entire villages, destroying health centres and schools, and abducting men, women and children. The violence could constitute war crimes and crimes against humanity, according to the U.N. – REUTERS.

U.S. doubts credibility of Tanzania poll NAIROBI - The United States said on Thursday there were “serious doubts” about the credibility of Tanzania’s presidential election while the leading opposition candidate urged countries not to recognise the results of a “travesty” of a poll.

The U.S. Embassy said there had been “credible allegations of significant election-related fraud and intimidation” in Wednesday’s poll in which voters were electing a president and lawmakers.

The vote was marred by allegations of arrests of candidates and protesters, restrictions on agents of political parties to access polling stations, multiple voting, pre-ticking of ballots and

widespread blocking of social media, the U.S. Embassy said.

Elections took place simultaneously both in Tanzania and in the country’s semi-autonomous state of Zanzibar, an Indian Ocean archipelago.

Africa must prepare for second Covid wave, disease control group says ADDIS ABABA/NAIROBI - Covid-19 cases are accelerating in some parts of Africa and governments should step up preparations for a second wave, the Africa Centres for Disease Control and Prevention said on Thursday.

Over the past four week, cases have increased by 45 percent per week on average in Kenya, by 19 percent in Democratic Republic of Congo and by eight percent in Egypt, the African Unionrun organisation’s head John Nkengasong said.

“The time to prepare for a second wave is truly now,” he said, urging governments “not to get into prevention fatigue mode.”

The continent of 1.3 billion people has so far managed better than widely expected in terms of containing the

epidemic, with a lower percentage of deaths than other regions, partly due to strict lockdown measures imposed in March.

There have been 41, 776 deaths among the 1.74 million people reported infected with the virus, according to a Reuters tally based on official data as of Thursday morning.

Beginning in August, many governments eased restrictions, however, and a trend of decreasing cases has flattened, Matshidiso Moeti, Africa director for the WHO said in an online press conference on Thursday.

In Kenya, the government allowed bars to reopen on September 28 and cut the nightly curfew by two hours.

Schools partially reopened on October 12. Some easing was justified to help economies in the region to start recovering, Moeti said.

However, “we will need to be dealing with some of these upticks. What is important is to contain them.”

Kenyan President Uhuru Kenyatta on Wednesday announced a November 4 summit to review the surge in infections, and urged Kenyans to wear face masks properly and practice social distancing to avoid “losing hard-fought for ground” in the fight against the disease. – REUTERS.

REFLECTIONS ON NATIONAL VALUES, PRINCIPLES with CHARLES CHISALA

INALLY, the cat has leapt out of the bag. Since October 16, 2020 President Edgar Lungu had been keeping the bag containing the big secret close to his chest.

Last Tuesday, he let it out into the open in a post on his ever-active and keenly liked personal Facebook page.

The winner of the heavily contested presidential “Anthem Challenge” competition is One Heart Choir of Lusaka.

President Lungu wrote, “I am very proud and inspired by the passion and patriotism displayed in the hundreds of submissions I have received.

“Of these entries 72 have been shared on this page and the overall winner of the 56th Independence Anthem Challenge is One Heart Choir from Lusaka.”

The prize comes with K10, 000 cash.

That Zambians sent in hundreds of entries from every province in all the country’s vernacular languages symbolises its success. And its success lies in the flames of patriotism it has stoked in the hearts of citizens.

The competition peaked while President Lungu was in Chilubi, Northern Province, where he was captured in a short video savouring some entries on his mobile phone.

In the video, which was posted on the Edgar Chagwa Lungu Page, a relaxed President Lungu is seen in the company of Presidential Affairs Minister Freedom Sikazwe and Minister of Health Chitalu Chilufya.

“In view of Zambia’s 56th Independence celebrations this October, I invite you to record and send a video of yourself performing the National Anthem in any of our local languages in song, rap, poetry and dance,” The President took a brief respite from his busy schedule to look at some of the dozens of short national anthem videos that had been flooding his WhatsApp inbox from all over the country.

Mr Sikazwe and Dr Chilufya are also seen tapping and nodding along to the irresistible video.

On his post the President wrote: “Greetings all from Chilubi. I took the opportunity in the few free moments we had in the evening to share some of the wonderful submissions to our 'Anthem Challenge' with two of my Cabinet ministers (Hon Sikazwe and Hon Chitalu).”

In the countdown to this year’s Independence celebrations President Lungu had challenged Zambians to send videos of themselves singing the national anthem in their mother languages to the WhatsApp number 260762532962.

“In view of Zambia’s 56th Independence celebrations this October, I invite you to record and send a video of yourself performing the National Anthem in any of our local languages in song, rap, poetry and dance,” he teased.

ONE ZAMBIA ONE NATION Then he followed up the tantalising invitation by dangling an irresistible bait.

“A well-wisher has put up a prize of K10, 000 to sponsor a winning submission. She has suggested that the winning submission will be tallied from a combination of the likes,

shares and comments,” the President beckoned.

His canvassing was not in vain. The videos started coming in a torrent.

The challenge attracted all citizens across all age groups. From toddlers to wheelchair-bound octogenarians.

On October 16, 2020 President Lungu posted some of the videos he had received so far and promised to share more as they flooded in.

“May I present to you entry number 13 Cecilia Mukonga, aged 22, of Chembe district (Luapula Province) as she sings the national anthem in English,” the President posted.

Selecting the overall winner was not a walk in a leisure park, as President Lungu confesses.

But he has good news for those who sent in their videos.

“In this spirit, I’m pleased to announce that all shared submissions will receive a small participation token, courtesy of a second well-wisher who has graciously come on board,” he announced.

So all the 72 entrants whose videos were posted on the President’s page will go into the annals of history as recipients of the republican President’s appreciation. It is a symbol of recognition of their patriotism.

The current republican Constitution promotes national values and principles as pillars for national social cohesion, standard of behaviour and sustainable development.

In his first address to the Second Meeting of the First Session of the 12th National Assembly on March 17, 2017 as a requirement of the Constitution, President Lungu said it was important that citizens had a clear understanding of the meaning of the national values and principles.

“Our national values and principles are a set of beliefs and guidelines meant to provide us, as a nation, with a foundation upon which our identity and practices are anchored,” he said.

The anthem encapsulates the core values and principles including patriotism and national unity, morality and ethics, good governance and integrity as encapsulated by the national anthem.

Zambians of all ages have just shown how much

they love their country. Besides kindling the flames of patriotism in citizens of all ages the innovative competition provided a virtual meeting place for the citizens of this great country and their President Lungu.

More such initiatives are needed.

The nation has shown its appreciation, and the President has acknowledged.

Djokovic marks Italian teenager Sinner as a potential number one NOVAK Djokovic feels Italian teenager Jannik Sinner leads the pack of 'Next Gen' players with the potential of becoming a future world number one, the Serbian said after all but securing his year-end top ranking with a win in Vienna on Wednesday.

Djokovic saved four set points in the opener against Croatia's Borna Coric to win 7-6(11) 6-3 to reach the third round of the Erste Bank Open in the Austrian capital.

The win meant that the 17-times Grand Slam winner could only be stopped from tying Pete Sampras' record of finishing as year end No.1 for the sixth time if Rafael Nadal accepts a wild card in competing in Sofia next month.

"Sinner is definitely, I would say, the leader of the guys younger than (Alexander) Zverev and (Stefanos) Tsitsipas, who I think by many experts' opinions the next 'top' top player."

German Zverev, aged 23, reached the U.S. Open final in New York and is a year older than Greek Tsitsipas, and they have won the previous two editions of the season-ending ATP Finals, the biggest event in men's tennis outside the Slams.

Djokovic felt the duo are already established players and would need to sustain their performances over a period to wrest the top ranking. "Many things have to come together in a career and life of a tennis player in order for him to be able to find his best and maximise his potential and to thrive every single year," Djokovic said.

CAF PRESIDENT AHMAD HOSPITALISED AFTER CONTRACTING COVID-19 C ONFEDERATION of African Football (Caf) president Ahmad is to spend five days in hospital in Cairo after contracting coronavirus.

The 60-year-old tested positive for Covid-19 yesterday, two days after flying into the Egyptian capital from Morocco where he had attended Sunday's Confederation Cup final.

"We have just learned that the president is to be hospitalised for five days on our doctor's recommendation," Caf Communications Director Alex Siewe said.

"Patients isolate better in hospital."

Earlier yesterday, African football's ruling body announced that the Malagasy was to self-isolate for two weeks.

"After his arrival in Cairo on Wednesday, Ahmad presented mild flu symptoms, and submitted to the Covid-19 protocol," said a Caf statement.

"Today, the test results

are positive. The President (must) immediately self-isolate for at least the next 14 days at his hotel.

"All those who have come into contact with Ahmad over the past seven days - especially during his trip to Morocco for the Confederation Cup - have been informed and requested to take the necessary measures."

Ahmad was in attendance on Sunday for the Confederation Cup final in Rabat, where Moroccans RS Berkane lifted the trophy.

The news caps a turbulent week for Ahmad who announced his candidacy for a second term in office on Wednesday, the same day as it was reported that the Malagasy may be prevented from contesting March's elections.

Ahmad has been found to have breached various codes of ethics, with sentencing expected to happen by the end of

November.

Any ban is likely to rule out his chances of standing for re-election, given he would have to pass an eligibility test to resume his place on the Fifa Council. Ahmad has previously strongly denied any wrongdoing.

He is now set to follow the news of any prospective candidates from his hotel room, where he will stay until November 13 with the registration deadline for the elections ending a day before.

Mourinho unimpressed by fringe players in Antwerp defeat

TOTTENHAM Hotspur manager Jose Mourinho said the disappointing performances of his fringe players in Thursday's 1-0 Europa League loss to Royal Antwerp would make it "very easy" to pick his team going forward.

Mourinho made nine changes to the line-up from Monday's 1-0 Premier League win at Burnley but Spurs fell behind inside 30 minutes after an error from defender Ben Davies allowed Antwerp forward Lior Refaelov to score from close range.

Shakafuswa is also happy with the new development at the school and the progress they have made on the multi-

purpose sports facility which has reached slab level and is set to be completed on December 15, 2020.

Shakafuswa however noted that it has not been an easy journey for the school to actualise its dream of having a multipurpose sports facility hall “We would not have done it without Coca-Cola and the

Parents Teachers Association (PTA). The school and the community are indebted to COPA Coca-Cola for the prize money which ignited in the learners and school community firstly the spirit to participate in the management (recycling) and disposal of solid waste as well as the idea of incorporating indoor sports facilities in the school hall.

“The PTA, school and the Matero community and the learners are excited about the development in the school,” Shakafuswa said.

The Zambia Schools Sports Association in partnership with Coca-Cola, Eco-Stream Zambia Ltd and Coca-Cola Beverages Zambia in early January this year honoured schools that participated in

the COPA Coca-Cola PET Recycling programme at a colourful prize handover ceremony held at Kabulonga Girls High School.

The top eight schools that scooped prizes include: New Matero, New Mtendere, Bayuni, Arakan Girls, Kabulonga Girls, Matero Girls, Kaunda Square and Arakan Boys.

PRISON Leopards began their campaign in the new MTN/FAZ Super Division which kicked off yesterday on an impressive note after humbling Kitwe United 3-0 in a week one fixture at Garden Park Stadium in Buchi.

Two first half goals from Francis Zulu and Simon Nkandu and second half goal from Junior Zulu gifted Prison Leopards their first win and first three points of the season.

Francis Zulu broke the deadlock in the 11th minute when he took advantage of Kitwe United’s sleeping defence before beating the goal keeper with a low shot from outside the 18-yard box.

Nkandu doubled Prison’s advantage after Kitwe United’s clumsy defence blocked and failed to clear a free kick which landed in Nkandu’s direction before the defender found the back of the net.

Striker Junior Zulu put the ice on the cake when he acted quickly, taking advantage of another breakdown in defence before finding the back of the net with a sublime low shot on target for Prison to triumph 3-0.

Meanwhile, Super Division action continues this afternoon with defending champions Nkana beginning their title defence with a clash against CAF Champions league envoys Forest Rangers at Levy Mwanawasa Stadium in Ndola.

The match presents the Tennant Chilumba-drilled Rangers an opportunity to avenge their unfortunate loss of the 2020 title to Nkana who won the league which was concluded prematurely due to the Covid-19 pandemic.

It’s another tough test for the ZNS sponsored Young Eagles whose participation in the Super Division has been received with mixed feelings with others stating that the Kafue based club does not deserve to compete in the same league with their sister club and CAF Confederations Cup envoys Green Eagles of Choma. Last season’s Eden League Champions, Indeni will face Zanaco with David Chilufya returning to Sunset Stadium as an opponent after he was fired last season at the same club where he served as first assistant to Mumamba Numba who is now the head coach for Zesco United.

Meanwhile, tomorrow’s league action will see Ndola giants Zesco United locking horns with CAF Confederations Cup envoys NAPSA Stars.
