A consortium of political parties and a PF official, Lemmy Bwalya said in separate interviews that answes must be provided why a hotel worth US$ 26 million was sold for US$ 6 million.

Consortium spokesperson, Spuki Mulemwa, said there were many issues that did not make sense over the sale of Intercontinental Hotel.

Mr Mulemwa said Zambians needed to understand how individuals who were charged with the mandate to sell the hotel ended up being shareholders in the same property without declaring interest.

He said it must be ascertained whether there were any illegalities in the sale of Intercontinental Hotel so that people found wanting could face the law.

Mr Mulemwa said there was need for citizens to take back what might have been stolen from them during the sale of the hotel.

“All Zambians want to know why their hotel was sold at US$ 6 million if it is worth US$ 26 million. The difference is just too big,” he said.

And Mr Bwalya said special focus must be given to the sale of Intercontinental Hotel in Livingstone because the country might have been defrauded of colossal sums of money in the transaction.

He said Zambians should get back their money if it was proven that a lot of money was ‘dubiously’ earned from the process.

Mr Bwalya said in as much as the probe would look at the privatization in its entirety, the sale of Intercontinetal Hotel in Livingstone should be done separately.

THERE is no need to panic over the land dispute between Zambia and the Democratic Republic of Congo (DRC) in Chiengi District because the matter is amicably being resolved by the Southern African Development Community (SADC), Minister of Home Affairs Joe Malanji has said.

Mr Malanji said SADC had already tasked an independent team on a fact-finding mission to establish the beacons on the land in question after both Zambia and DRC separately requested Zimbabwean President Emmerson Mnangagwa for his help in resolving the matter as chairperson of the SADC Troika on Peace, Politics and Security.

The Minister said both Zambia and the DRC had shown willingness to provide resources for the exercise.

“So for now as Government, we cannot make any comment because the matter is being resolved by SADC. We both paid US$200,000 to SADC to go and put up

beacons,”Mr Malanji said.

He was reacting to remarks by former Finance Minister Katele Kalumba who complained that it was annoying that Zambia wanted to give away its mineral rich land in Chiengi to DRC because of an agreement which was signed by the colonialists in 1894.

Dr Kalumba said that the agreement which was signed by the colonialists due to their selfish interests, could be resolved so that the land in question continues to be for Zambians.

“We have natives there who are the Bwile-speaking people and we cannot give away this land and then these people be displaced from the land they have been occupying for many years.

“I have talked to the ministers to ensure that this land is protected, we need to be aggressive sometimes so that people who live there can be saved from being displaced,” he said.

Dr Kalumba indicated that the Zambian Government must fight hard to ensure that the land which was almost being grabbed

by DRC was protected for the benefit of the future generations.

In an interview yesterday, he predicted that there would be bloodshed if future generations come to know that the land in question was grabbed on the basis of agreements signed in ancient years.

He urged the government to be aggressive on this matter because Zambians could not afford to lose mineral rich land.

Dr Kalumba said the minerals on the land in question was very critical to the country’s economic growth because revenue would be realised.

The former minister said if the people in the area were displaced, the action would be against their human rights and this should be avoided at all cost.

A small territory in Tanganyika Province has been at the heart of a border dispute between the Democratic Republic of Congo (DRC) and Zambia for several decades.

In the past several months, the presence of Zambian soldiers on Congolese territory has raised tensions to a new level.

By KETRA KALUNGA IT was irresponsible for the United Party for National Development (UPND) leader to quarantine Members of Parliament (MPs) at his house so that they don’t take part in voting for Bill 10, says former UPND chairperson for labour, Gabriel Namulambe.

And Mr Namulambe says the behaviour of Mr Hakainde Hichilema shows how scared he was because not all his MPs believe in whatever he directs them to do, the reason why he had to quarantine them at his house.

He stated in an interview that Mr Hichilema knew that if he had allowed the UPND MPs to be present in parliament during the voting process, they would have applied their conscientiousness to vote for Bill 10.

“The failure to pass Bill 10 by parliament should not make UPND celebrate because

what the UPND leader did to quarantine MPs at his house whereby they were wining and drinking, that is very irresponsible behaviour,” he said.

Mr Namulambe wondered how the UPND would be able to handle national issues of great concern if they could chicken out of issues at parliament level.

He said the UPND should realise that their irresponsible behaviour would cost them heavily in the 2021 general elections because their action has stamped on the rights of Zambians whom they claim to be speaking for.

The former UPND chairperson for labour said because of the selfish move taken by Mr Hichilema, Chiefs who would have been recognized in the constitution would remain unrecognized.

Mr Namulambe further said the UPND leader has also robbed the women, youths and disabled rights to represent the

people in parliament.

He has challenged the UPND leader to invite the chiefs they have denied recognition, youths, disabled and women denied representation to dine and wine with them the same way he did with the MPs. Mr Namulambe said, “failure to which I would request the people who have been denied development and representation to reject them through the ballot in 2021”.

“Why don’t they get all the people of Ndola rural who should have benefited from the delimitation of constituencies and say to them you don’t deserve development through increased constituency development fund, why don’t they invite them to dine and wine with them.

“I challenge the UPND that if they mean well for those Zambians that they claim they are representing, let them call all those that I have mentioned and dine and wine with them,” he said.

THREE illegal miners have died in the last six months at China Non-ferous Metal Company (CNMC) Luanshya Copper Mine.

The mine said it had in the past nine months seen an increase in the number of illegal miners who were mostly young people.

CNMC Luanshya Copper Mine spokesperson, Sydney Chileya, told the Daily Nation that the company had seen such an increase in illegal mining because most of the oxides were close to the surface and easy to dig out.

Mr Chileya said the illegal miners were dying because they were not observing safety measures.

“Illegal mining has been a thorny issue to us and we noticed an upswing in the cases the time schools were closed due to Covid-19 and the partial lockddown we had.

Young people had nothing to do,” he said.

He disclosed that children as young as 12 years old were found among the illegal miners.

Mr Chileya explained that the mining firm had noticed a slight improvement after enhancing security patrols.

He said the firm had also engaged the Zambia Police who were working well with them to ensure that the premises were secured.

Mr Chileya however complained that the process had added costs as the firm doubled the number of private security companies to secure the property.

He urged the residents to avoid using unemployment as a scape goat to get involved in illegal mining as it was dangerous.

Mr Ngulube said for Chifubu MP Frank Ng'ambi the system shows that he was not present and did not vote when he was present.

Indeni resumes production INDENI Refinery has started producing fuel and will stabilize the shortage of petrol and diesel which created by recent strike action by truck drivers, Energy minister, Mathew Nkhuwa has said.

Mr Nkhuwa said loads of trucks carrying crude started arriving in the country last week.

He said with the crude now readily available, Indeni had started producing fuel.

Mr Nkhuwa said he had been to Chingola, Kitwe and Ndola which were hit the most and had discovered that there was no panic buying of fuel.

MOPANI URGED TO CURB ENCROACHMENTS

CLEAN-UP LAND MESS INVESTIGATIONS that were carried out at the Lusaka and Kitwe City Councils should be extended to other local authority, considering that illegalities in land allocations have permeated almost all council jurisdictions.

Thus the exercise conducted at the two local authorities should be seen as a launch-pad for the probe to be extended everywhere.

With the rise in population, there has been greater demand for land among desperate citizens, who are now accepting any offer even in water logged areas and in locations reserved for electricity and water infrastructure.

As a result, physical pl anning has been thrown to the wind as structures are coming up all around, even encroaching grave yards. This must come to an end!

The probe which followed the suspension of the two councils has exposed irregularities with 19 councillors cited for the crimes and will now have to face law enforcement agencies.

Yes, the investigations took 90 days and obviously citizens are anxious to know the civic leaders cited to have had a hand in illegal land allocation.

The Patriotic Front (PF) Government has been magnanimous enough to crack the whip in Lusaka and Kitwe council, which are dominated by councillors from the ruling party.

Reports abound about civic leaders taking the lead in looting pieces of land including the river banks and marshlands, which naturally are supposed to be spared from human habitation.

In Kitwe, some excited councillors went on a wanton scramble for plots and almost desecrated the security zone close to the Presidential Lodge at the edge of Ndeke Township.

They dared everyone and demarcated the land such that it had to take Local Government Permanent Secretary, Ed Chomba, to travel from Lusaka to save the security zone from being encroached.

In the meantime, the councillors in collusion with council workers had already lined up beneficiaries for the same land.

Had it not been for the Permanent Secretary, structures could have by now started sprouting around the Presidential Lodge.

It is hoped that officials at the two councils have taken time to reflect on their pitfalls during the time they were on suspension.

Even those in other jurisdictions should have had time to reflect on every action in relation to land allocation after their counterparts in Lusaka and Kitwe were banned from July 27 to October 30, this year.

Therefore, Government should probe all councils, starting with those in the urban areas and of course extending the exercise to the hinterland.

For the umpteenth time, we wish to remind all councillors that they are not full time employees in respective councils, but are part-timers who should stick to their lane of offering policy guidance.

Secondly, councillors are there to offer service and not to reap from the already financially crippled local authorities.

They must immediately stop perpetrating illegalities and give appropriate guidelines; they must keep away from the civic centres when their presence is not required.

It is sad that some councillors spend much of their time trudging corridors of the councils with a puffed up ego as though they are full-time employees, issuing illegal instructions.

Some of them are spotted lurking in the car parks or under trees within council premises, baying for prospective “customers.”

The residents must henceforth stop dealing with councillors on matters relating to land and only conduct such business with authorized full-time employees in councils and the Ministry of Lands.

Investigations must surely be extended to all councils.

Opposition seeks security assurance over Govt Printers

STAKEHOLDERS must be convinced that security has been enhanced at Government printers before embarking on printing of ballot papers for future by-elections, the UPND have said.

The opposition party also said stakeholders must be shown samples of what could be produced by Government printers and to be taken on a tour of the facility to prove that security and other concerns were taken care of.

This follows an announcement by Minister of Works and Supply, Sylvia Chalikosa that

Government Printers was now ready to handle printing of ballot papers and if there was any by-elections, ballot papers would be printed locally after the 2021 elections.

UPND spokesperson, Charles Kakoma however said stakeholders must be convinced that proper security had been put in place so that there were no fears of rigging.

Mr Kakoma said concerns from stakeholders over the printing of ballot papers locally should be addressed before Government printers could be endorsed.

Mr Kakoma also said the media must be allowed to un-

dertake a tour of the Government Printers so that the public could be informed of what was really on the ground.

Earlier, Ms Chalikosa said Government Printers was in good shape and therefore able to print ballot papers.

She said in an interview that Government would be able to test the Printers by printing ballot papers if there would be any by-elections after the 2021 elections.

The minister indicated that government feels should there be any by-elections after the 2021 general elections then the ballot papers would be printed locally.

OPANI Copper Mine should invest in security instead of waiting for people to build houses up to roof level and then start demolishing them, Mines and Minerals Development Minister, Richard Musukwa has advised.

The Minister however warned people who were in the habit of encroaching licensed mining areas as the

trend was illegal and retrogressive.

Mopani has suffered encroachments in almost all their premises in Kitwe.

Mr Musukwa said in Kitwe that there was need for the mining firm to ensure that all propertie were protected before people could invade and cause problems.

He, therefore, urged Mopani to invest in security so that unscrupulous people could not build structures on mine properties.

ECZ chief electoral office, Patrick Nshindano said it was unfortunate that Dr Mumba has continued maligning the commission without substantiating his claims.

Mr Nshindano disclosed that ECZ had invited the MMD leader over his allegations of electoral malpractice in Lukashya parliamentary by-election to go and highlight the concerns but he turned down the invitation.

He was reacting to Dr Mumba who in celebrating the downfall of Bill 10 said the ECZ was next on line.

Dr Mumba accused the commission of not levelling the electoral playing field and not capable of providing a free and fair election.

He said, “The next enemy to peace and security is the ECZ. The arrogance being demonstrated by the ECZ is no different from the arrogance which delivered Bill 10 to its death.”

But Mr Nshindano said Dr Mumba’s allegations were actually a bigger threat to Zambia as it was intended to erode public confidence even when the commission was doing the right thing.

By KETRA KALUNGA The Kabwe municipal council has distanced itself from the offer letters of land belonging to the Military Training Establishment of Zambia (MILTEZ) which were given to about 80 people whose houses were demolished early this month by the Zambia Army.

The Land in question is located in Kakumbi which is near MILTEZ and opposite Mpima Correctional Facility.

Mayor, Prince Chileshe said during a special council meeting that the council didn’t issue plots in the area belonging to the Zambia Army Mr. Chileshe stated that 99 percent of people that have been affected bought land from individuals who had documents that are purported to be false documents signed by one of the three former council workers that were recently convicted of corrupt practices.

“So the council distances itself from the offers that the people had, I know they are mourning, they are crying but we sympathize with you, we know the pain that you are going through,” he said.

He mentioned that the said documents given to the affected people are the famous 2010 documents from the minute book which the council decided to cancel in 2017 because it was full of anomalies.

Mr. Chileshe said the council realized that a lot of people were riding on the cancelled minute book to create a situation which the council could not control.

The mayor disclosed the first person to make a payment towards the 2010 demand notices generated by the convicted officials was done in 2012 with the next payment made in 2015 which clearly indicates a serious anomaly.

“I Am also told that the demand notices that were generated by some people, how they were done I don’t know, were indicating a payment period of 30 days but these days ended long ago,” he said.

Mr. Chileshe said much as the council sympathizes with the affected people, it would not allow them to hold a perception that the council offered them land belonging to the Zambia Army.

He said a task force has been set up to interrogate the matter thoroughly because it is a responsible council to help lessen the burden that the affected people are going through.

The affected people are demanding to be compensated and given alternative land because they are the rightful owner according to the documents which they acquired from the council.

THE government should ensure that all porous borders prone to smuggling of maize are tightened up to stop the vice which is on the increase, a Lusaka clergy has advised.

Justin Phiri of Tabernacle Love, Faith, and Hope ministry said in an interview that the government

should prevent the smuggling of maize before all the grain goes out to keep the country food secure in case of any eventuality.

Prophet Phiri said it was not certain if the country would record a bumper harvest from the 2020-2021 farming season due to selective rainfall patterns being experienced in the

country so far.

He said the country should take advantage of the bumper harvest recorded in the last farming season to adequately prepare for next year in an event that drought is experienced in some parts of the country.

“The government should not allow smuggling of maize because it seems there might

be droughts in some parts of the country this farming season which might affect chances of a bumper harvest for 2020-2021,” he said. And Prophet Phiri has urged the government to consider growing winter maize to keep the country food secure in an event that some parts of the country do not receive adequate rainfall.

BOZ GOVERNOR WANTS BETTER SAVING CULTURE F

INANCIAL service providers should expand the range of attractive interest earning savings products which will ensure that customers reap huge rewards from their savings, Bank of Zambia (BoZ) Governor, Christopher Mvunga, has said.

Mr Mvunga said money should be seen to be growing with reasonable returns and not only be saved.

The Governor emphasised that attractive interest rates on savings would assist in enhancing the saving culture of the citizens in Zambia.

He said this in a speech read on his behalf by BoZ Deputy Governor for Operations, Rekha Mhango, at the 2020 World Savings Day and 2020 Digital Financial Literacy Awards.

The 2020 world savings day was celebrated under the theme "When You Save A Bit, Big Things Happen."

"This is consistent with the expectation of the theme, that when people save on a bank account, investment scheme or insurance-life policy, then they have the possibility of dealing big awards," Mr Mvunga said.

Speaking at the same event, Bankers Association of Zambia (BAZ) Chairman, Herman Kasekende, observed the need

for financial service providers to enhance investment in cyber security.

Mr Kasekende explained that as more people used the digital platform during the Covid-19 period, the more cyber security was witnessed.

"The adoption of the digital platform called for more investment in cyber security. More people are now using the digital platform, especially following the onset of the Covid-19 period," he said.

Mr Kasekende acknowledged that the digital payment channels and shared banking infrastructure was making it possible to remotely on-board customers and allow them to access financial services at a touch of a button anywhere, and anytime.

“In Zambia today, we are witnessing an exponential growth in mobile and online payment platforms, which is a testimony to the shifting paradigm,” he said.

Mr Kasekende said technology has narrowed the barriers of distance, changing the way Business was conducted.

He noted that mobile network and internet connectivity had played a vital role in seamless financial transactions across the country and beyond borders, allowing the free flow of funds and freedom to transact in real time.

The monetary policy should focus on shortterm support to smooth fluctuations in the exchange rate market as has been done in the past, says Zambia Institute of Policy and Research Centre (ZIPAR).

ZIPAR has emphasised that it was now necessary for fiscal policy to take on some of the burden of working to contain the exchange rate depreciation in the short term.

The Kwacha has depreciated by a massive 42 percent against the United States (US) dollar to K20.30/20.35 this month from K14.05 at endDecember 2019.

“A lot of the depreciation of the kwacha is down to a structural imbalance given Zambia’s high import dependency and the limited range of exports for earning foreign currency.

“To this end, it is of utmost importance that prudent fiscal management and fiscal consolidation is put into practice,” ZIPAR said in its analysis of the 2021 national budget.

ZIPAR said budgeting for a large fiscal deficit to support high expenditure through external borrowing jeopardised prospects to attract Foreign Direct Investments (FDI) and in particular. The institution indicated that fiscal policy must therefore strengthen its focus on external debt re-scoping to mitigate the high foreign currency

denominated debt service payments.

“In terms of short-term measures to address the exchange rate depreciation, monetary policy will be neither appropriate nor permanently potent to defend the persistent structural fall of the Kwacha,” ZIPAR said.

ZIPAR said the remedies proposed to deal with the depreciation were largely medium to long-term in nature.

This, ZIPAR said, included the diversification of exports, attraction of the FDI, import demand management through import substitution, and securing of balance of payments support through an International Monetary Fund (IMF) programme.

Meanwhile, ZIPAR said the 2021 Budget would require positive and patriotic responses from all sectors of the economy to ensure implementation.

It explained that feasible policy options to rescue the economy were becoming scarce as it was now time to make the tough decision Zambia had previously avoided. “Implicitly, the Budget sets out to protect and benefit more vulnerable persons from deprived households.

“However, with the severe shrinkage in the fiscal space due to a narrow revenue base and increasing debt service, it is hard to conceive how the increased social sector spending will be financed,” ZIPAR said.

MAINSTREAMING OF CLIMATE SMART AGRICULTURE IN ZAMBIA’S POLICIES Zambia’s climate has been highly variable and over the last few decades characterized by a series of climatic extremes, e.g. droughts, seasonal and flash floods, extreme temperatures and dry spells, whose frequency, intensity and magnitude has increased. For the population living below the poverty line, there is insufficient capacity to cope with, or adapt to, the impacts of extreme weather events.

The majority of the population in Zambia depend on agriculture for their livelihoods. The majority of this population is rural-based at 58.2 %. Agriculture is the main economic activity engaged in by 58.5 % of households which can further be broken down as 89.4 % of households in rural areas and 17.9 % in urban areas. Therefore, there is need to develop adaptation and mitigative measures to address climate change.

TEMPERATURES

According to the Living Conditions Monitoring Survey of 2015, poverty levels in Zambia are high and account for 54.4 % of Zambia’s population; with rural poverty worse at 76.6 % compared to 23.4 % in urban areas.

There is insufficient capacity to cope with, or adapt to, the impacts of extreme weather events.

ANNUAL RAINFALL

Data from the World Bank Group Climate Knowledge Portal indicates that temperatures have been on the rise while precipitation (rainfall) has dropped. Mean annual temperature has increased by 1.3°C since 1960, at an average rate of 0.29°C per decade.

Daily temperature observations show significantly increasing trends in the frequency of hot days and nights in all seasons.

this policy document emphasizes adoption of agricultural environment-friendly practices; climate smart and organic techniques such as conservation farming, less use of chemical fertilizers and creating public awareness on the adverse effects of climate change.

National Climate Change Policy (2016); the overall objective of the policy is to provide a framework for coordinating climate change programmes in order to ensure climate resilient and low carbon development pathways for sustainable development towards the attainment of Zambia’s Vision 2030. The policy advocates for the promotion and adoption of appropriate Climate Smart Agricultural (CSA) technologies for different agro-ecological zones as well as the promotion of landscape-based livelihood diversification.

National Agriculture Policy (2016); One of key objectives of the policy is to mainstream all issues of the environment and climate change into the agriculture sector. To promote adoption of CSA practices, the policy proposes that farmers accessing the Government-supported Farmer Input Support Program (FISP) are required to practice conservation farming as a prerequisite for access to inputs. The policy also recognizes and promotes the need for CSA practices for livestock and the integration of agroforestry into crop-livestock production systems; and improved housing and feeding practices.

In order to encourage adoption of Climate Smart Agriculture (CSA), due consideration must be given to the following recommendations; i. The Ministry of Agriculture (MOA) and other stakeholders need to upscale field visits among small scale farmers to effectively promote the adoption of Climate Smart Agriculture (CSA) practices. ii. MOA is urged to adequately package Zambia Meteorological Department (ZMD) information and distribute it to farmers that would be the most affected by crop failure. iii. Government through the Ministry of Finance (MOF) and MOA needs to further provide tax incentives on all farming inputs that enhance CSA approaches. iv. MOA needs to employ more extension staff to meet the recommended ratio of 400:1 (four hundred farmers to one extension officer). Extension officers play a key role in training farmers on CSA practices. v. Successful adoption of CSA practices such as Conservation Farming (CA) having been linked to land rights. In this vein the Government is urged to address the issue of land rights by improving the land titling procedure and waiting time. vi. In all sustainable land approaches in the Agriculture sector, Government is urged to use the landscape approach that takes into account the multiple functions of land and other ecosystems. The approach ensures that the best possible balance is achieved among a range of different development objectives, including climate change mitigation and adaptation, environmental and biodiversity conservation, enhanced economic productivity, and improved livelihoods. vii. We urge Government to extend carbon tax to all other sectors that use fossil fuels as opposed to motor vehicle only. Carbon tax can serve both purposes of mitigation and adaptation. The resources realized from the tax can be utilized to promote Climate Smart Agriculture (CSA) practices and provision of relief food to families worst hit by the impacts of climate change. Carbon tax is a Pigovian tax since it returns the cost of global warming to their producers and can consequently reduce carbon emissions as a mitigative measure. Zambia can learn from South Africa who in May 2019 enacted a longdelayed carbon tax into law as one of the continent’s worst polluters.

SHELL COMPANIES …Kenya issues notice for firms to provide details of key shareholders by January NAIROBI - All companies have until January next year to submit to the government names of their key owners or controlling entities.

This is a move to enforce the law and create transparency in shareholding of firms as the State cracks down on illicit cash flows such as money laundering and terrorism financing.

Business Registration Services (BRS) Director General Kenneth Gathuma granted companies up to January 31, 2021 for preparation of beneficial ownership registers.

The registers are important as they help distinguish real businesses from shell companies and those in illicit activities.

“The Beneficial Ownership Register will create greater transparency in the ownership of companies in Kenya and support the government in the fight against corruption, money laundering and financing of terrorism,” Gathuma said in a statement.

He said companies should register within 30 days of the register’s preparation and notify the registrar within 14 days of any change in ownership information. - THE STANDARD, Kenya.

Eskom needs R56bn from govt this year

JOHANNESBURG - In its current financial year it will need R56 billion, an average of R1 billion per week, from the South African government to stay afloat, Eskom said at the weekend.

“We regret the burden that this places on the fiscus, particularly in the current economic climate,” the electricity company said in a presentation on its financial results for the year to the end of March.

That number would be reduced by nearly 75 percent if municipalities and the residents of Soweto were to pay what they owe, Eskom’s books show.

In its last financial year, Eskom wrote off nearly R8 billion in overdue Soweto debt, in terms of rules which would have made that money unlawful to collect.

Even so, unpaid bills from the suburb stood at R12.8 billion.

Arrears debt owed by municipalities, meanwhile, grew by some 40 percent, to reach R28 billion at the end of the financial year.

The combined R40.8 billion owed by those two groups is equal to about a fifth of Eskom’s revenues for 2020.

A little under 21 percent of Soweto residents now pay their electricity bills, Eskom said, compared to 12.5 percent the previous year.

The true answer to current problems between the PARTY PF STRUCTURES countrywide and THE NATIONAL MOBILIZATION TEAM is to make our party structures access both Business and Employment opportunities.

Heads of parastatals and similar institutions of mass gathering must familiarize themselves with the PF constitution at all times to ensure that no one drifts away from the PARTY PF pro poor manifesto meant to improve the WELFARE of the Nation and it's CITIZENRY. It's painful to see that our own PARTY PF STRUCTURES are left out when it comes to enjoying both Employment and Business opportunities in preference of people that do not understand our pro poor manifesto above all do nothing to help grow the PARTY PF on the ground.

The Party PF must urgently come up with a system on how our party structures countrywide can be empowered in the last remaining few months before elections if truly we want to see the PARTY PF grow in numbers.

Dear editor, THE Southern Africa Students and Youth Development Association (SASYDA) Zambia ฀฀ chapter, would like to pass our deepest and sincerest condolences after the tragic and untimely passing of Republican Progressive Party (RPP) leader James Musendeka Kasanda Lukuku, who sadly died on 31st October 2020.

It brings true sadness to our hearts to learn of the passing of such a young vibrant opposition political leader. He was an inspiring leader who used his voice as a youthful opposition leader to speak boldly on behalf of his people and calling for their economic freedom. This was a mark of real courage and leadership which we hope will continue to inspire other politicians and leaders around the world.

Lukuku, was a true and noble friend of our organisation because of his relatively young age and his appeal to this generation. As one of the very first Zambian young opposition political party Presidents, he made related and blended well with most of our programs and policies on higher education and youth involvement in leadership across the continent, including at global Level. He was always on the front-line of any progressive solidarity.

We knew comrade James, for many years and he will be dearly missed by us all. From the first moment we met him till the last we always felt

Mr Lukulu our spirits and ideological paths connected, and with it the spirits of our ancestors and our Zambian young people.

He will be forever remembered for standing up to democracy and the calls to end white supremacy which has continued to exist and characterise many African leaders unfortunately.

The students and youth movements, both inside our country and around the world all send our deepest condolences and sympathy to the family of James Musendeka Kasanda Lukuku and the people of Zambia.

Dear editor, The Minister of Health Honourable Dr. Chitalu Chilufya recently sounded a warning that Zambia will experience the second outbreak of Covid-19 in December. This is in spite of the country recording reduced cases of coronavirus.

Honourable Dr. Chilufya warned the country during the Covid 19 update last Friday.

Dr. Chilufya disclosed that the country recorded 90 new Covid 19 cases from 6,483 tests conducted in the last 24 hours.

Zambia like any other country in the world has been affected by the coronavirus pandemic from the time the disease broke out in China in December. The impact of coronavirus has been felt by many countries.

The coronavirus pandemic has no cure at the moment and the researchers across the globe are conducting trials on the efficacy of the drugs purporting to cure coronavirus.

The Minister of Health advised that people should continue adhering to the health guidelines in a bid to prevent the spread of Covid 19. These health guidelines include masking up, washing hands with soap, sanitise and maintaining of social distance, among other measures.

Most people have stopped observing the health guidelines as preventive measures against Covid 19 because they believe that coronavirus is finished. This is wrong. The gist of the matter is that coronavirus is real and it is still prevalent despite our country recording reduced number of cases.

As the adage goes, “prevention is better than cure.” In this context, let us try as much as possible to adhere to the preventive measures against coronavirus as advised by our hardworking Minister of Health.

In my aforegone conclusion, I implore people to continue observing the health guidelines as we brace for the second outbreak phase of Covid 19 in December.

Kudos to Dr. Chilufya, the hard working Cabinet Minister for the valuable information on Covid 19 and other related health matters.

Flagging off the payments of the Social Cash Transfer (SCT) to beneficiaries in Kasenengwa, the District Commissioner, Ms Sara Kalaluka, said uplifting the living standards of the incapacitated and vulnerable people in society is the prime objective of the government.

Ms Kalaluka said the government will continue to provide social protection support to its people, further disclosing that a total of 5, 770 beneficiaries are currently on the programme in the district out of which 472 are disabled.

“The government remains committed to the continued implementation of the SCT

programme. We have 5, 770 beneficiaries in the district out of which 5 298 are able bodied while 472 are physically challenged ’’ she said.

Ms Kalaluka urged the beneficiaries to put the funds to good use as the government wants to see improvement in their living conditions.

She thanked the beneficiaries for their patience during a break in the implementation of the programme and assured them that the government will continue to prioritise their wellbeing.

And one of the beneficiaries, Tilange Daka thanked the government for resuming the implementation of the SCT programme as most vulnerable people in society have little or no source of income.

Bill 10 has exposed selfish leaders - Kungo

ORMER Patriotic Front North Western Province chairperson Jackson Kungo said the collapse of the 2019 Bill 10 is an eye opener for Zambians to see the leaders of opposition UPND for who they are.

Sparking in an interview Mr. Kungo said it was unfortunate that Mr Hakainde Hichilema and the UPND members of Parliament celebrated the fall of Bill 10 which was meant to champion the rights of the vulnerable especially the women and youths.

Mr Kungo said the fall off of Bill 10 does not in any way increase the chances of UPND winning the 2021 General Elections.

"It’s unreasonable for the opposition to think the death of bill 10 will stop President Edgar Lungu from contesting next year’s elections. Believe me, it will be interesting to hear what the UPND Members of Parliament will tell the vulnerable about the collapse of the bill which was going to allow delimitation hence bringing development close to the people," he said.

"As students we endorse President Lungu as the sole candidate for 2021 general elections because we have seen that he does not want to leave us the youth behind," he said.

Mr Kakula said this yesterday when he presented a petition of endorsement on behalf of the students to provincial

minister, Sydey Mushanga in Kabwe.

And receiving the petition, Mr Mushanga who commended the students for move said youths as the majority define who should lead the country.

Mr. Mushanga said President Lungu has a passion for youths hence his resolve to ensure that their well-being take centre-stage in the governance system of the country.

"On behalf of the PF leadeship in the province, I receive the endorsement petition of President Lungu for 2021 elections, the petition will reach the President and party secretary-general," he said.

And Mr Mushanga urged youths to ensure they register as voters in order to secure the victory of the PF party and President Lungu.

He also urged the young people to refuse being used as tools of violence as the 2021 general elections draws near.

“I’m urging you to register so that come August 12, we’ll show the opposition that there is power in the ballot," said Mr. Mushanga

LL is set for the rehabilitation of the roads in Luanshya district as the contractor will receive his payment this week so that works can commence.

Luanshya Mayor, Nathan Chanda, said that that the contractor, Avic International, would be on site in the before the onset of the rain.

He said that despite Covid-19 having slowed down the road projects that government was embarking on, the works would continue.

"We want to assure the people of Luanshya that we are on top of things where road

construction and rehabilitation is concerned," he said.

Mr Chanda said the construction of the roads would not only add beauty to the, but also create jobs for youths in the district.

He said that the project would also empower the local contractors under the 20 percent sub-contracting policy.

The Mayor said the contractor was expected to do a good job so that there could be a facelift in the district.

Mr Chanda said he was happy that the works would start as the people that took advantage of the delay and insulted government would have nothing to talk about.

"Just be patient and let the contractor do his job. We have done our part as government by ensuring everything is in place and leave it in the hands of the contractor," he said.

Boy, 9, gets wheel chair

By NATION REPORTER A nine-year-old boy living with disabilities, has received relief following the donation of a wheel chair to improve his mobility to school and other places.

Isa Salim, of Kaloko ward in Ndola, received the wheel chair, much to the delight of his mother, Whyness Bwalya.

Kaloko ward Councillor, Joseph Nyirenda, who donated the wheel chair, said he felt duty-bound to make a donation because the boy was facing challenges in getting to school and to the clinic because of his condition.

Mr Nyirenda said the boy, who is unable to talk, faced serious challenges in moving from one place to the other and that this prompted him to donate the wheel chair. â&#x20AC;&#x153;The boy is crippled and he needs a wheel chair to enable him go

to the clinic or hospital, school and the market and also to be in the company of his friend,â&#x20AC;?

Mr Nyirenda said.

The councillor said he would always make himself available to the people in his ward, especially those that were faced with serious problems.

Mr Nyirenda said it was time to upscale selfless service to the people because many of them were grappling with debilitating problems, which had been worsened by the outbreak of Covid-19.

He appealed to other stakeholders to join in helping the needy in society because Government alone could not manage.

Mr Nyirenda said assistance should particularly be channelled to the vulnerable and people living with disabilities, like Isa.

MORE than 30 families of workers in Chinese companies on the Copperbelt received assorted items for participating in the competition aimed at improving their surrounding and preventing the spread of malaria in the communities.

The families who participated in the competition were from Ndola, Luanshya, Kitwe, Chambishi, Mufulira and Chingola.

Zambia Chinese Association (ZCA) Copperbelt chapter and the Malaria Partners Zambia organised the competition and the award-giving ceremony held at Mawlaik barracks in Kitwe, ZCA Copperbelt chapter President Wang Xin said competition was aimed at encouraging the employees of Chinese-owned companies to clean up their surrounding and reduce the chances of spreading malaria within the communities.

Mr Wang said the initiative was also aimed at ensuring strong and close relationship between the employees and Chinese employers.

He was hopeful that that participants, who had come third or fourth in the competition, would strive to come first or second in the next contest.

"This being the first competition, no one will go empty-handed. Everyone will go with something so that those

"The whole competition is aimed at making sure that employees compete in keeping their surrounding clean. Apart from this, we believe the competition, will also ensure strong and closer ties between the employees and the management," Mr Wang said.

Earlier, Malaria Partners Zambia, executive director Martha Lungu said the competition was looking at various issues like blocked drainages, exposed trash, stagnant water and general cleanliness of each house's surrounding.

Ms Lungu, who was one of the five judges, said of all the six districts, Luanshya was outstanding in various areas and that other districts needed to work hard in the next competition.

She said she was happy that the families which participated in the competition were cooperative from the time the competition started up to the time

it ended.

"Finally, we are coming to the prize giving ceremony of this competition which had been smooth from the beginning because as judges, we received a lot of support from you, the participants.

"One thing I must state is that the competition was tight in Luanshya and we had a difficult time to pick up the winner, but we had to come up with the winner anyway," Ms Lungu said.

And the first prize winners walked away with groceries worth more than K1,200, while the second winner prize got groceries worth more than K850 of groceries.

The third prize winner got K750 worth of groceries with the fourth prize getting K550 worth of groceries Apart from the prizes to deserving winners, all the participants were given a 2.5litres container of cooking oil, a box of face masks and hand sanitizers.

Campaign for peace launched

By ANDREW MUKOMA An Non-Governmental Organisation (NGO) has launched a campaign advocating for peaceful elections next year.

Be Human Again Foundation has also described 2020 as a difficult year for Zambia both at national and individual levels.

The foundation at the weekend finished the long walk from Lusaka to Livingstone in a bid to promote peace.

Director, Mc'edward Siachitema, said in Livingstone that the decision to take walk was aimed at sensitizing the general public the need for peaceful elections next year.

Mr Siachitema said that Zambians should realize that for the nation to move forward, they needed to interlink with each other.

He said that it was therefore important for citizens regardless of their political agenda to live together as one Zambia one Nation.

Mr Siachitema said his organization would continue engaging citizens on the need for the nation to have peaceful polls next year.

"Be human Again has launched a campaign for a peaceful elections next year. We launched our campaign with a walk from Lusaka to Livingstone last month with the aim of reaching out to people that 2020 is a tough year for the nation," he said.

He said, at the national level, the country had issues of gassing where a lot of people lost their lives and thereafter, the Coronavirus pandemic.

Mr Siachitema said that all these contributed to the difficulties that citizens went through and were still going through.

"We stand in solidarity with the people who went through all these difficult situations. We are also advocating for peaceful elections as the country goes to the pools next year.

"Our message is that for us to move forward as a nation, citizens must realize that we need each other. We need to interlink as a people," he said.

'NOTHING IS EXCITING ABOUT BILL 10 FAILURE'

HERE is nothing exciting about the failure of Bill 10 in parliament last week, United National Independence Party (UNIP) in Southern Province has said.

According to UNIP, Zambians should instead rise against opposition UPND Members of Parliament (MPs) and ientire leadership by denying them a vote next year.

Mushindano gets 6,000 mosquito nets

By JACKSON MAPAPAYI AUTHORITIES in Mushindamo district have advised residents to put to good and appropriate use the yet to be distributed long lasting treated insecticide mosquito nets.

Meanwhile, about 7454 households are earmarked for the Indoor Residue Spray (IRS) while over 6,000 long lasting treated mosquito nets would be distributed in Mushindamo district.

Mushindamo District Administrative officer, Oscar Mugala, said Government was spending huge sums of money to ensure that people were provided with mosquito nets

to help in the reduction of malaria.

He however wondered why the residents were not using mosquito nets for intended purposes.

The District Administrative Officer was speaking during

the launch of the IRS exercise at Kamisenga clinic yesterday.

"It is my appeal to members of the public to ensure that they start using the nets for their intended purposes," he said.

Mr Mugala stated that it was

saddening that malaria cases in the district had remained unacceptably high despite the various interventions currently being implemented by the government and the various stakeholders.

Irrespective of the specific structure of a given loan, financial service providers licensed by the Bank of Zambia are required by regulations 4 and 5 of the Banking and Financial Service (Cost of Borrowing) Regulations, 1995 to calculate the Effective Annual Interest Rate.

The Effective Annual Interest Rate is the actual cost (price) of a loan. Financial service providers licensed by the Bank of Zambia are required by regulation 7 of the Banking and Financial Service (Cost of Borrowing) Regulations, 1995 to disclose the cost of borrowing to the borrower, at or before the time at which the loan is made.

Therefore, borrowers are hereby informed to insist on financial service providers disclosing to them the Effective Annual Interest Rate that has been computed according to the Cost of Borrowing Regulations.

Borrowers should note that two financial service providers may show almost the same amount of the monetary (Kwacha) costs of borrowing. However, their Effective Annual Interest Rate may vary. The difference in the Effective Annual Interest Rate on loans obtained from different financial service providers arises from factors such as differences in the frequency of compounding interest, differences in the effective loan periods and differences in the average principal amounts outstanding during the effective loan periods.

By JOHNSTONE CHIKWANDA “BURNING platform” is a business lexicon that emphasises immediate and radical change due to dire circumstances. The origin of this term comes from a story of a man on an oil platform that caught fire in the North Sea. He was awakened by a terrible explosion and fire. He had seconds to make a decision-either to jump into the freezing water of the North Sea or remain on the burning platform.

His philosophy was “better probable death than certain death.” He jumped into the freezing sea and was rescued on the verge of death.

Some aspects of our lives can lead to dire consequences and you wonder why certain things happen a certain way to us.

We are a mirror image of our thoughts, words and actions.

Our lives can go in flames. The oil companies we belong to and which serve us can go into flames due to factors within and beyond their control. We can bring ourselves to living a life of firefighting every day.

This is very painful and frustrating. Sometimes, we seek to maintain a status quo and fail to align with evolving positive trends until something major hits us.

Thomas Paine once said, “a long habit of not thinking a thing wrong gives it a superficial appearance of being right.”

Many of us seem comfortable pretending things are alright when they are not. Our lives are in flames. Our organisations are in flames.

And this brings me to the topic of today-“Oil Company in flames.” My focus is on the internal happenings of an oil company. Oil companies all over the world exist in extremely competitive environments.

They are looked at as prestigious and money spinners.

Infact even oil company employees are thought of being wealthy. When people hear you work for such and such an oil company, they smell a lot of money on you. They accuse you of getting free fuel, hiking pump prices, owning farms, automobiles, holidays so on and so forth. When people look into the car parks of oil companies, they get perplexed.

But many oil companies and their dealers are going through significant challenges mainly because of factors beyond their control in a regulated environment and ever growing competition. If nothing is done about it urgently, most of them could become a burning platform if not already one.

Last month, one executive

in the oil industry lamented to me the extent of losses they are making and at one time they came to the brink of almost stop importing fuel and remain dry due to the extent of the losses they were making.

In my research paper for my MBA in 2012 titled “Success and Failure Factors of Operating a Fuel Franchise,” I discovered that thousands of petrol stations close or are given up every year even in the most developed countries due to factors within and beyond their control.

The biggest worrying factor which is eroding the regulated margins is the exchange rate movements and that the cost of doing business has significantly gone up. Fuel prices on the international market have also been going up. Industry rivalry and new entrants are also threats.

The Petroleum Transporters Association of Zambia (PTAZ) has also become very powerful and can now dictate what happens in the industry. In the next 5 to 10 years, PTAZ could emerge to be the most powerful force to reckon with in the industry. As at now they have achieved unity of purpose amongst themselves and if they refuse to drive, the industry gets plunged into a burning platform.

Financial houses such as banks also look at oil companies as money spinners due to huge turn over they see in the accounts. The reality is that some oil companies are doing fine yet many are undergoing through serious challenges.

They are a burning platform.

When you see continuous employee turnover, the company could be a burning platform. When you see banks refusing to give you loans, you could be a burning platform. If you can’t survive without overdrafts and credit you could be a burning platform.

Burning platform can manifest itself through the state of your financials and ability to remain an attractive destination. Negative inflections (events) can also render an

organisation a burning platform. Consistent loss of market share and margin can one day render you a burning platform.

And this is the reality on the ground; consistent loss of market share and a margin under consistent and pro-longed weight of the exchange rate among other negative factors must not be left unchecked for long.

Poor internal controls and processes that are not responsive will ignite the platform and so is ill discipline among the employees and colonies (dealers). When you see dealers giving up, it is sign not to be taken lightly. When you see oil companies giving up on some filling stations and retrenching, it is a sign. They could be a burning platform already or they are trying to avoid a burning platform ahead.

If you are not able to do good things you used to do and enjoy due to circumstances beyond your control, it is a sign. When you start failing or struggling to pay your suppliers and employees, it is a sign of a burning platform. When adulterating fuel, changing scales and theft become part of your culture, you are a burning platform already. You are surviving on criminality.

If failing to comply with license conditions is becoming part of your culture, you are already a burning platform. You will lose the organisation one day. If you are spending more time fighting too many court cases trying to put out fire; you are a burning platform. If the life of what has been your main stay is under consistent threat, one day you will be rendered a burning platform. If you cannot accumulate money in your bank account or maintain a status quo but you are depleting, you are in serious danger of becoming a burning platform if not one already.

In all these instances and many more than I have not highlighted, there is a way things can be turned around.

Sometimes split second decision making is required.

All of your knowledge, education, experience, reasoning, intuition, common sense and confidence must come together extremely rapidly to deliver change from different key stakeholders. If these qualities are not available in house, outsource. Go for radical measures and create a positive turn around.

HOW TRUMP 'BETRAYED' ETHIOPIA OVER NILE DAM ...marks the biggest diplomatic failure of his administration in Africa.

OR critics of US President Donald Trump, escalating tensions between two long-standing American allies, Egypt and Ethiopia, over a mega dam on a tributary of the River Nile marks the biggest diplomatic failure of his administration in Africa.

Mr Trump said last week that Egypt might "blow up" the Ethiopian-built dam, despite boasting in January that he deserved a Nobel Peace Prize because he had "made a deal".

PROJECT MANAGEMENT: AGILE PROJECT MANAGEMENT W ha t is a n a g ile co n t r a ct ? Do w e use a g ile co n t r a ct s in Ag ile p r o ject s m a n a g em en t ?

I

N our talk this week we focus our discussion on agile contracts. Agile project management is trending and there is increasing appetite from industry to adopt and embed agile as a new way of working and delivering much needed products and services to customers.

The reasons for this shift of corporate mind-set are obvious in forward looking organisations and companies.

Agile delivers immediate value to the customer, and that’s correct if you use agile correctly. who doesn’t need value anyway? Value is often defined as the delivered net positive benefits. Most work which is undertaken in government and private sector is normally contracted work and if there is need to deliver immediate value then definitely agile delivery is the solution as an approach. This means that we need to design contracts for such work which are agile friendly. I think understanding whether project deliverables should be classified as outputs, outcomes, benefits or value is very key to embracing the philosophy of embedding agile ways and methods of delivering products and services Contracts must be aligned and responsive to the way projects will deliver the much needed products and services by customers. Often than not we find most contracts are rigid and cast in stone and thereby limiting the ability of the project team to deliver products and services which closely match customer preferences.

The reason being that some customer requirements and needs change rapidly from the time the so called traditional contract is drafted to the time the products and services are delivered by the project team.

The end result is that the customer is not happy with the delivered end product.

Ultimately this can result in project failure. Project managers may argue that we did everything to the book and according to project management best practices but the customer did not like the end product or deliverables. Ironic example in the medical cycles is when the medical surgery team confirms and validates that the operation on a patient and standard operating procedures was followed but unfortunately the patient died, can this be deemed a successful operation or not?

Well different stakeholders may view this differently but basing the opinion on agile approach the operation in question was definitely a failure because expected value was not achieved. Value in this case was going to be defined as positive outcome and in the example given the patient died so Project failed.

Now let’s delve a little bit deep into specifics of agile contracts and before we elaborate more on what an agile contract is let us first under-

justed throughout the course of the project, in order to deliver something more valuable and if the opportunity arises.

• Define the level of customer involvement needed during the project.

• Create several time-based deliveries as part of the main agreement.

• Allow for the project to be stopped at any time by the project board. This allows the customer to stop a project if feedback from early deliveries

indicates that the project as a whole is no longer viable.

• Supplier incentives can be linked to the amount delivered.

If the supplier delivers everything that was intended during a particular timeframe, then they receive 100 per cent (or even 100 per cent+) of the payment agreed.

Final thoughts, the guidelines for structuring an agile contract for use in an agile project are as follows: We need to focus on project outcomes or throughput

in preference to project outputs; Define the amount of customer involvement required in order to collaborate with the supplier in the best way; Buy amounts of time relating to time boxes with deliverables; Allow for a premature end to the project should the project all of sudden become unviable; Relate supplier incentives to the amount of values delivered.

This week, we delve into the theme for all of us to learn about what this really means and what we ought to do to make money work for us through saving. Set Up An Emergency Fund Goal This is the starting point – when you decide to increase your savings and when you are intentional about it, the first thing that you do is set a goal. Remember that this goal must not be general because if it is, you are most likely going to fail. Your goal should be achievable and realistic and should depend on your recurring expenses and the likelihood of facing a costly emergency. To shield yourself from any unexpected eventualities, ensure that you save enough to enable you to live normally should you face the unexpected.

Remember that no one plans for job losses, layoffs, injuries or car accidents, these just happen. Experts advise that you put aside enough money that can keep you afloat for three to six months should the unexpected happen. If you are self-employed, you are encouraged

The best practice is to have a transactional account which you can use for your regular expenses and to have money that you do not have an immediate use for in other interest-bearing accounts. Again, you need to be sure to be consistent with this task and to do it as soon as you receive your income.

4. Save Cash Windfalls We all love cash windfalls. Work bonuses, pay rise, tax refunds, and even cash gifts excite us. With these come the temptation to spend. We forget that our lives are normal without these amounts; why do we all of a sudden think we need to spend more just because we have money we did not expect? The temptation is great, but we can use our Saving will power to withstand it. We can use such money to build greater emergency funds or to increase our saving pots, we must embrace such moments as savings opportunities which we much never squander.

5. Make Yourself A Saving Expert When all is said and done, only you can account for your progress regarding saving. Learn as much as you can about how you can do it better. Remember to take your family and friends along with you on this journey, the many the merrier!

Teach your children about the importance of saving early enough in their lives. It is your responsibility to create a quality life for them, and there can be no better way to do this than to raise Money Smart kids.

Accompanied with this there may be several drop dead deadlines and associated price or penalties to it. When looking to structure a contract in a way that is more conducive to working with agile, it is most important to understand the level of trust and collaboration between the customer and the supplier. Trust is a difficult area to cover in a contract, as many elements of a contract concern the problems that may occur.

Therefore a contract needs to support collaborative ways of working (e.g. by containing incentives and levels of commitment).

A customer and supplier may have worked together for several years and the trust and collaboration between them may be very high. Alternatively, if a supplier is new to a customer, levels of trust and collaboration might be unknown and difficult to assess.

The reason this is so important is because it will determine the amount of risk that is shared between the customer and the supplier. The risk relates to the uncertainties of the project. A popular phrase used extensively in project management is a reference to 'known unknowns' and 'unknown unknowns' and these exist on any project. When these unknowns appear during a project, who 'pays' for the change: the supplier because they should have anticipated it, or the customer because they should have specified it?

Alternatively, should the 'cost' of the change be shared because both parties know that there is uncertainty and 'unknowns'? The more trust and collaboration that exist between a customer and supplier, the less likely it will happen that: • the supplier will add a contingency amount to the price of the contract in relation to the amount of risk involved • the customer will go into too much detail when initiating a project in the understanding that they are removing uncertainties from the project.

Structuring a contract that is suitable when working with agile does not necessarily involve creating a completely new type of contract. Existing contract frameworks currently being used by organizations may still be suitable to a large extent (e.g. as a master agreement). However, change will be needed at the lower levels in order to work in a more agile way (e.g. in a statement of work (or SOW), which may apply to a period of time, such as a sprint or a release). When using agile, structuring a contract according to the following guidelines is likely to be more beneficial to both customer and supplier than using a traditional style of contract: • If possible, make the focus of what is being delivered 'outcome-based' in preference to 'output-based'. An output focus is basically about a product or solution that either is, or is not, as specified.

An outcome focus relates to the benefits and value that a project enables or delivers.

This allows the customer and supplier to work together to create an output (or product) that can be changed and ad-

ALGERIA REFERENDUM:

A vote ‘to end years of deviousness’ ALGERIANS are voting in a referendum that is meant to cement changes made possible after long-time President Abdelaziz Bouteflika was forced to resign last year.

But opponents say it falls short of fundamental reform.

The referendum’s timing is auspicious.

It falls on 1 November - the anniversary of the start of Algeria’s war of independence against France back in 1954, a date today’s government chose for its symbolism.

It also comes though as Algeria’s president has been flown to Germany for medical care.

The cause of his ill health has not been disclosed, but President Abdelmadjid Tebboune had self-isolated and spent time in a military hospital in Algiers after a number of his aides and colleagues contracted coronavirus. Algerians are voting on presidential term limits and creating a ENGLAND will begin a month-long lockdown on Thursday - with Boris Johnson saying acting now could allow families to spend Christmas together.

Pubs, restaurants, gyms, nonessential shops and places of worship will close, but schools, colleges and universities can stay open.

The announcement has sparked anger from some Tory MPs, and business leaders have warned of a “bleak midwinter”.

Mr Johnson is expected to deliver a statement in the Commons on Monday.

MPs will vote on the latest restrictions on Wednesday, and Labour has indicated it will back the lockdown.

The prime minister said he expects the lockdown to last until 2 December, after which England’s regional tiered system would be reintroduced.

But Cabinet Office Minister Michael Gove told Sky News the lockdown could be extended beyond that deadline.

He told the programme ministers would “review progress” with the aim of seeing the R rate - the number of people that one infected person will infect - fall below 1.

To win the referendum, either the “yes” or “no” camp needs at least 51% of the vote.

Results are to be announced on Monday.

President Tebboune, 74, came to power last year in a controversial election that followed the departure of Mr Bouteflika,

who resigned in the face of massive popular protests against his bid for a fifth term in office.

Mr Tebboune’s election campaign saw him vow to “lay the foundations of a new Algeria”.

He pledged an end to what he calls the practices of the “gang” of politicians and businessmen in President Bouteflika’s inner circle. Ultimately this new government is answerable to the demands of the huge popular movement, or Hirak, to reform the political system. And doing this has required redrafting Algeria’s constitution.

Algeria will go back to allowing its presidents a maximum of two terms in office, if the constitutional amendments are approved in Sunday’s referendum.

The law had been changed under President Bouteflika in 2008 so he could run for a third term in power.

MPs would also serve for a maximum of two terms.

Husband of Angola’s Isabel dos Santos dies in Dubai diving accident KINSHASA - Sindika Dokolo, the Congolese businessman and art collector husband of Angolan billionaire Isabel dos Santos, has died in a diving accident in Dubai, a colleague and his family said on Friday.

Dokolo and dos Santos, the daughter of Jose Eduardo dos Santos who ruled Angola for 38 years until 2017, faced corruption charges, including allegations that they steered $1 billion in state funds to companies in which they held stakes during her father’s presidency. Both denied wrongdoing.

Angolan authorities seized their accounts late last year.

The exact cause of the 48-year-old’s death on Thursday was not clear.

“The Dokolo family, his wife, children, mother, brother and sisters have the deepest sorrow and immense sadness to announce the passing of Sindika Dokolo,” a post on Dokolo’s Twitter page said on

Friday.

Isabel dos Santos has not commented, but on Thursday posted a photo of her and Dokolo on Twitter. A colleague and friend of Dokolo, Cedric Mala, and two family members who spoke on condition of anonymity, said that he died while diving. Mala said that Dokolo had years of diving experience and that he always spoke passionately about it.

“Unfortunately the last outing was fatal,” he said. “The doctors tried to resuscitate him without success.”

The ever stylishly dressed Dokolo was influential in the art world and was passionate about African art for Africans he owned a large collection of contemporary works from the continent.

He was also active in politics in Democratic Republic of Congo where in 2017 he founded the “Congolese Stand Up” movement which opposed a third term for thenPresident Joseph Kabila, who stepped down in 2019 after 18 turbulent years in power.

“Respects to (Sindika Dokolo) for his contribution to the fight for the freedom and dignity of the Congolese people, and for safeguarding African identity and cultural heritage,” prominent Congolese pro-democracy group Lucha tweeted on Friday.

Tanzania elections: Main opposition parties demand fresh vote TANZANIA’S two main opposition parties have demanded fresh elections, after denouncing Wednesday’s presidential vote as fraudulent.

The Chadema and ACT-Wazalendo parties, in a joint news conference, also called for mass protests from Monday.

Incumbent President John Magufuli was declared victor in Wednesday’s election with 84% of the vote.

Chadema alleges ballot boxes were tampered with after its agents were stopped from entering polling stations.

“We first call for fresh elections as soon as possible,” the party’s chairman, Freeman Mbowe, said on Saturday. “We

call for continuous, peaceful, countrywide demonstrations until our demands are met.”

ACT-Wazalendo leader Zitto Kabwe said the decision was for “the future of our country”.

“We cannot accept going back to a one-party system,” he added. Tundu Lissu - Chadema’s candidate for president and Mr Magufuli’s main rival - won just 13% of the vote. He said on Thursday it “was not an election by both Tanzanian and international laws. It was just a gang of people who have just decided to misuse state machinery to cling to power”.

The head of the National Electoral Commission, Semistocles Kaijage, said

allegations of fake ballot papers were unsubstantiated.

An observer mission from the East African Community said the election was “conducted in a regular manner” but the US embassy in Dar es Salaam said that “irregularities and the overwhelming margins of victory raise serious doubts about the credibility of the results... as well as concerns about the government of Tanzania’s commitment to democratic values”.

Mr Magufuli has been president since 2015 but his CCM party has been in power since independence in 1961.

AT least two people have been stabbed to death in the Canadian city of Quebec by a man armed with a sword and dressed in medieval clothing, police say.

Five other people were wounded. A man in his mid-20s was arrested shortly before 01:00 local time (05:00 GMT), officers said.

Police have advised residents to stay inside with doors locked as an investigation is under way.

The attack took place in the historic Old Quebec neighbourhood.

First reports of the incident near Parliament Hill came through shortly before 22:30 local time.

After his arrest near the Espace 400e business park, the man was taken to hospital. The five wounded are also being treated in hospital. Reporters at the scene have tweeted photos of a police command post outside Quebec’s Parliament Building.

Kafuli was accused of match fixing after he ruled out Zesco’s two goals for off side before allowing NAPSA to score a late equaliser in the seventh minute of added time.
