ORE youths in Kabwe have continued invading the closed Kabwe Zinc and Lead Mine dumpsites despite several warnings from health authorities of lead poisoning.

The number of youths accessing the closed dumpsites is increasing everyday.

Government recently disclosed that over 1, 000 children mostly below the age of six in the district were victims of Lead poisoning.

Anglo American South Africa Limited (AASA) has been sued for the lead poisoning of over 100, 000 individuals in the district.

A check at the dumpsite found youths patronising the defunct Zinc and Lead mine indiscriminately in order to earn a living despite exposing themselves to lead poisoning.

Youths, mostly from Makululu township who chose to remain anonymous said the mine which was highly contaminated with lead poisoning remains their only source of income in the industry thirst town.

They said they would rather be exposed to Lead poisoning than die of hunger or resort to criminal activities because there are limited job opportunities in the district.

“Sister I’m able to feed my family through the minerals I dig from these dumpsites and

later sell to buyers, so the issue of lead poisoning is a simple thing to me because I would rather die of it than dying from hunger, I have a family to feed and there are no jobs in Kabwe,” he said.

Medical experts say lead is very poisonous and that exposure to even low levels of it could cause damage over time especially in children and young adults.

Medical Quality Health Care Zambia (MQHZ) director-general, Dr Quince Mwabu said the greatest risk

of Lead poisoning was to brain development, where irreversible damage could occur.

"The higher level of lead dust can damage the kidney and nervous system in both children and adults, very high lead levels may cause seizures, unconsciousness, and possible death," he said.

Dr. Mwabu urged all those who have been exposed to lead dust and any form of lead to be tested for lead level in their body system and get treated for lead poisoning.

‘Lusaka-Ndola dual carriageway will be actualised’

Patriotic Front national chairman said in an interview that arrangements were being in the background to ensure that the project was financed.

Recently, Ministry of Housing and Infrastructure Permanent Secretary, Danny Mfune, said Government had suspended the project due to financial constraints.

He said Government would not proceed with the project this year.

But Mr Mukupa said Government had set priorities and the project was

among the top projects and the finances would be found at any cost.

“This project is being done under the Public Private Partnership and the funder is a private entity so the funds will be made available soon,” he said.

“For now, I don’t think Government is going to proceed because of the same finances. The government has not yet secured the funds so we may not start now. So, at the moment it has been put on hold,” Mr Mfune said.

Police warn and caution UPND duo

POLICE in Lusaka have recorded a warn and caution statement from Lusaka-based UPND sympathiser Mubita Nawa and media personnel, Anthony Bwalya.

Nawa, 45 of plot number 3974/M Barlastone Park and Bwalya, 39 of house number 5 Mbawa Avenue in Chelstone have been cautioned in relation to the offence of giving false information contrary to section 13 (c) of chapter 126 of the National Registration Act and destroying evidence contrary to section 111 chapter 87 of the penal code of the Laws of Zambia.

Mr Kampyongo said the PF had had the numbers to pass the bill but were sabotaged by the diversion of MPs until Parliament had voted on the bill with the vote falling short by 6 votes after 105 voted for.

Meanwhile, government Chief Whip, Brian Mundubile has said UPND Members of Parliament did support bill 10 because the agenda of promoting homosexuality was excluded.

Mr Mundubile said if the homosexual agenda was among the clauses in the bill, the opposition party would have vigorously supported it.

The controversial Bill 10 yesterday fell off after Parliament failed to reach the threshold.

Bill 10 needed about 111 votes to go through after it was presented for second recording in order to go to the next stage.

The bill however only garnered 105 votes despite some UPND MPs and other opposition parliamentarians voting in favour of the proposed law.

This means all progressive clauses such the mixed proportion, the delimitation exercise, the issue recognising all traditional leaders among others will no longer be actualised.

Speaker of National Assembly Patrick yesterday told Parliament that the bill had fallen off because the votes did not reach the required threshold.

And a PF official, Lemmy Bwalya said It was unfortunate that Zambians had been denied an opportunity to have a clean constitution because of the selfishness of the UPND. “I want to tell the UPND that, days are numbered and they will pay heavily for misrepresenting electorates who voted and expected fair representation. This is definitely not the wish of electorates but that of Hakainde Hichilema,” he said.

Mr Bwalya said it was now time for the PF to focus on the 2021 elections and expose ‘shameless’ individuals who were taking advantage of electorates.

He said the pposition UPND should not cry foul if the rejection of Bill 10 comes back to haunt them in the elections.

Zambia Army joins pursuit of fugitive killer officer THE Zambia Army Military Police has joined the Zambia Police in tracing Lieutenant Nigel Mwaba who is a prime suspect in the abduction and murder of Dr. Tasila Tembo.

Zambia Army Commander, Lieutenant General William Sikazwe is saddened that one of his officers is a major suspect in the gruesome murder of Dr. Tembo, who was Ministry of Health deputy director technical services and deputy spokesperson.

General Sikazwe said officers take oath to protect innocent citizens and the country’s sovereignty.

He said it was disheartening that even after taking oath, his officer is alleged to have gone against the oath to brutally take away a life.

General Sikazwe has further assured the public that the Army military police is doing everything possible to help civil police in locating the suspect who has been absent without official leave since October 26, 2020.

He also assured that the Army will allow the process of justice to take its course once investigations are done.

General Sikazwe has since sent a message

of condolences to the family of the late Dr Tembo.

This is according to a statement by Zambia Army Spokesperson, Colonel Cynthia Chimpusa.

Meanwhile, the late Dr Tembo has been put to rest.

Acting Police Spokesperson Danny Mwale confirmed, saying she was buried yesterday.

Mr. Mwale said this follows a post-mortem which was conducted yesterday.

A M B I A ’ S Ambassador to France, Christine Kaseba-Sata, has urged French companies to invest beyond the line of rail and capture the rural market as there is still a huge potential for energy investment.

Dr Kaseba-Sata said access to electricity and clean cooking methods especially in rural areas by far contributed to reducing pollution related diseases due to the traditional use of biomass.

Unfortunately, she said, the use of biomass for energy in emerging economies, Zambia inclusive, had continued to increase which was not only a public health risk, but also a threat to the sustainability of the environment.

She was speaking in Lusaka at the Renewable Energy in Zambia Conference under the theme “Opportunities for French and Zambian companies.”

“Our women in rural areas spend time harvesting fuel wood which is unsustainable and in the process, they lose their productive time “I, however, do acknowledge that some French companies are already in the rural areas investing in off-grid solutions.

This is a testimony that even in the rural areas, energy business is possible,” Dr Kaseba-Sata said.

She said renewables were expected to lead Zambia’s energy consumption growth.

Dr Kaseba-Sata said access to modern energy was a central pillar in reducing poverty and support economic development in many emerging economies.

She testified how the diversification of the energy mix had changed the energy landscape in most countries especially in Europe.

“Just last month, Portugal’s latest solar auction closed with the world record-breaking low price of US$13.12 per megawatt hour or 1.31 cents per kilowatt hour. Obviously, conditions are much different between Europe and Africa, but this is an indication that solar energy is promoting a reduction in the cost of electricity.

“As such, I look forward in more solar energy power projects that would arise from our discussions today. Equally, I look forward for other renewable energy projects such as geothermal and wind power,” Dr Kaseba-Sata said.

DEATH OF BILL 10 SO Bill 10 is dead for now and its supporters left reeling by its failure to garner the two-thirds thresh-hold it needed to pass the second reading in Parliament yesterday.

But we are not surprised that it failed. The signs were there that its chances of making the third reading were slim.

This is because the Patriotic Front, though having a majority number of seats in the National Assembly needed to garner at least two-thirds of the Members of Parliament to carry the day.

Bill 10 needed 111 votes to go through after it was presented for second reading to go to the next stage.

The bill however only garnered 105 votes despite some UPND MPs and other Independent parliamentarians voting in favour of the proposed law.

Speaker of National Assembly Patrick told Parliament that the bill had fallen off because the votes did not reach the required thresh-hold.

What actually caused Bill 10 to fail was the extent of the country’s polarisation and the failure to develop a culture of accommodating opposing views.

Polarisation has made the country fail to unite under national causes.

There is a lack of trust among the country’s political leaders such that they do not see eye to eye even on the most basic issues.

This is the more reason why the UPND, the largest opposition grouping in the National Assembly from the word go vowed not to have anything to do with Bill 10.

Home Affairs Minister Stephen Kampyongo’s disclosure that UPND members of Parliament were intimidated from voting for the Constitutional Amendment Bill number 10 and were sequestered somewhere to make sure they missed the voting makes sad reading.

According to Mr Kampyongo, the MPs were ready to join the progressive change but were spirited away to some place and “kept” there.

He disclosed that some MPs were picked from Parliament motel and others from outside Parliament and taken for a `briefing’.

Still, we do not think this should be the end of the road for Bill 10.

The PF can still go back to the drawing board and try to win detractors to its side by convincing them that it means well.

The party should not despair that it could not get Bill 10 passed, just like it failed with the referendum.

As we noted in our editorial yesterday, the failure to craft a constitution that unifies across the various divides takes away any focus towards a national ethos that bestows rights and responsibilities among the citizenry in terms of national development, commitment to national values and above all the maintenance of law and order.

It is sad, as we noted, that the division will not be on the nuance and importance of issues but purely on a regional divide, which if perpetuated beyond 2021 will be a source of great friction, animosity and regrettably disintegration.

This is because the many political parties claiming legitimacy have only succeeded in dividing the nation into regional tribal groupings.

The emergence of so many political groupings with no clear ideological positions makes it difficult to build national consensus with shared values on what holds us together as a country.

Clearly, what is needed is to develop a culture of appreciating one another among the political elite and not trying to undermine the other.

There has been talk that Bill 10 lacked a broad-based consensus which we pointed out was a fallacy because the PF went out of its way to ensure that everyone was brought on board.

But selfish regionalism among some stakeholders prevailed over the common good. That is what the nation should work at removing among our politicians.

TILISE natural resources Zambia is endowed to avoid over-dependence on foreign aid to recover the “bleeding” economy, Alliance For Democratic Development (ADD) President, Charles Milupi advises the State.

Mr Milupi said Zambia has the potential to recover the economy using the domestic resources available because the country was one of the richest in the world in terms of minerals and natural resources.

He regretted that the natural resources that the country was endowed with especially the minerals were being exploited by foreigners, who did not plough back the resources.

Mr Milupi urged Government to unlock the country’s potential in the mining, tourism, and agriculture among others for Zambia to stop being overly dependent on foreign aid.

Hotel workers protest WORKERS at Tuskers Hotel in Kabwe yesterday staged a day long sit- in protest, to demand for their salary arrears.

The workers assembled at their workplace as early as 08:00 demanding to be addressed by the District Commissioner, after a failed meeting with management.

A check found over 40 workers seated outside the hotel with the situation seemingly peaceful but tense.

Although the work stoppage was generally peaceful,

management had a tough time reasoning with the workers as every effort to engage them, failed.

In an interview, Tuskers Hotel Workers’ Union chairperson, Henry Maoma said the workers were protesting delayed salaries.

Mr Maoma said the workers have not received their salaries and service charges for four months now.

“We have been working for the last four months without pay but today we have decided to go on this sit-in protest

we have, Zambia is one of richest countries in the world, this is what people don’t understand.

“In terms of mines and minerals potentially Zambia is number two in the whole world from the Democratic Republic of Congo, we have copper, cobalt, manganese, platinum, gold, diamonds and emeralds. We should utilise these resources and stop depending on foreign aid,” he said.

Mr Milupi said to achieve this, Zambia should put the right people in leadership who would fully understand the country’s potential, and only then would the country’s economy recover.

And Mr Milupi said when opposition political parties talk about governance issues, it was not that they desperately wanted to be in power but to unearth the God-given wealth for the benefit of its citizens. because we are hungry, our children cannot go to school and our accommodation rentals not paid,” he explained.

He added that the workers have nothing more to live on because they have exhausted all the little resources they had and could no longer afford decent meals and accommodation due to debt.

But Kabwe District Commissioner, Samson Lupupa, who managed to convince the protesting workers to go back to work, directed management to look into the plight of the workers at the hotel.

Kalindawalo hails PF’s growth agenda

Blood transfusion services gets K3m boost

By KALOBWE BWALYA THE National Health Insurance Management Authority (NHIMA) has given the Zambia National Blood Transfusion Service (ZNBTS) over K3 million for blood collection, processing, and distribution.

NHIMA Board chairperson Fredson Yamba said the money was part of the claim advance payments meant to help with blood collection and distribution across the country.

Mr Yamba in a speech read by NHIMA board member Ernest Mande during the presentation of the cheque in Lusaka, said NHIMA has so far collected about half a billion Kwacha and paid out claims of around K30 million.

He said the reinvestment would be used to procure drugs and infrastructure development for health services that would be responsible for the universal health cover.

He said NHIMA was of great importance in the realisation of health service delivery in Zambia, therefore the board was in support of the plan to prolong life and the donation would go a long way towards serving lives.

Meanwhile, ZNBTS Medical director, Joseph Mulenga said the most sustainable blood services in the world were funded through insurance.

Dr Mulenga said the combination of funding from government and insurance would ensure a sustainable path for the blood services.

He said the focus for the funding was blood collection, processing, and distribution across the country.

And NHIMA director general James Kapesa said the Health Insurance scheme was delivering on its agenda to ensure universal health coverage is attained across the country.

Losers behind splinter unions - MUZ

By ROGERS KALERO LOSERS in trade union elections are the architects of splinter unions which have weakened the labour movement, the Mineworkers Union of Zambia (MUZ) has charged.

MUZ General Secretary, George Mumba, said officials who had lost elections in the union had caused the

proliferation of trade unions, leaving the workers with little or no influence on various issues regarding their welfare.

As a result, he said, the trade union movement in the country was weak.

Mr Mumba was speaking in Kitwe yesterday at a workshop organised by MUZ with the Friedrich Ebert Stiftung (fFES) at Hotel Edinburgh.

should reject splinter unions formed by those who lost elections because such unions had no future as they were being formed by frustrated individuals.

He said the birth of new unions was posing a big challenge in consolidating a collective voice in the mining industry, weakening the voice of a worker due to different interests and priorities among

"Today, the employer is having a field day due to divisions being created by the formation of more unions in the mining industry, weakening the voice of a worker," Mr Mumba said And FES resident representative, Fritz Kopsieker, said multiplicity of unions was a big challenge facing the mining industry and needed to be addressed quickly.

RESIDENTS REJECT POLICE POST

POORLY constructed police post in Kabwe will have to be redone after being rejected by the community.

The police post was constructed under the Constituency Development Fund (CDF) at a cost of K125, 000.

Makandanya police post whose works started in 2013 by a local contractor, Jopper Mining, has been rejected twice by the community for not meeting the set standards.

Kabwe Central Member of Parliament, Tutwa Ngulube, said the police post would be worked on using the labour-based approach which he said would be much cheaper than engaging a contractor.

Mr Ngulube said in an in-

terview that the labour-based model was the best option and would save on costs because the project was already paid for by the Government through the Ministry of Local Government.

He said despite the con-

tractor, Jopper Mining being paid three-quarters of the total amount which is about K90, 000, the works are far from being done.

Mr Ngulube, who is Deputy Parliamentary Chief Whip, as-

sured that the police post would be completed and handed over to the community before the end of the year.

“We intend to finish it using the labour-based model because it will be cheaper, I don’t think we will be given another authority by the ministry to continue paying for the same works that were already paid for,” he said.

He said when he toured the police post that he was disappointed with the contractor Jopper Mining and the engineering department from the Kabwe Municipal Council for the shoddy works done at the post.

Mr Ngulube said it was shocking that despite the poor works done on the K125, 000 CDF projects, the contractor was demanding to be paid the balance of K36, 000.

Report on health issues, journalists counselled

By KALOBWE BWALYA THE Media should take interest reporting on health issues so that the general public is well informed about disease outbreaks such as the Covid-9 pandemic which has claimed many lives across the globel, a media specialist, Zarina Geloo has said.

Ms Geloo said health reporting in Zambia had not been given enough attention despite many challenges that were affecting the public.

She said political reporting had taken centre stage at the expense of serious issues that affecting the people.

Ms Geloo said the majority of Zambians had little information on Covid -19 and how deadly the pandemic was because Journalists had not taken up the mandate to inform the public on health matters seriously.

She said apart from the updates that the Ministry of Health were giving the nation, there was need for the media to also research and give more details

to the public.

Ms Geloo said this during a media engagement in Lusaka.

She appealed to all media institutions to create specialized health reporting desks which would see to it that the public were well informed on health matters.

Ms Gelloo however cautioned journalists to be vigilant as they report their stories to avoid sending wrong messages to the public which may have serious repercussions.

She observed that health re-

porting had a direct effects on people’s lives and that Journalists should ensure that they fed the people with correct information.

“There is need for all media institutions to take a lead and interest and start reporting more on health matters , from the time Covid-19 was reported in the country not much has been done and people like from rural setup have little information on how Covid-19 gets transmitted and how deadly it is,” said Ms Geloo.

Take Children’s Code Bill to Parliament, Veep orders Sports ministry

By KALOBVWE BWALYA VICE President Inonge Wina has directed the Ministry of Youth, Sport and Child Development to ensure the Children’s Code Bill is taken to parliament without any further delay.

Ms Wina said the Children’s Code Bill was critical to ensuring that children enjoyed their rights while protecting them from any form of abuse and alignment.

Ms Wina has regretted that efforts to domesticate the United Nation Convention on rights of children’s through the children’s Code Bill have taken long.

The Vice President said this in Lusaka at an inter – ministerial dialogue on ending violence against children in Zambia yesterday.

She however called on the need to increase children’s protection actions and ensure that the country shared its best practices in the establishment on one stop centers to handle violence in an expeditious manner.

URRENTLY, across the twenty plus commercial banks in Zambia, all those employed as Chief Risk Officers are men and there’s never been any woman employed in that capacity before since the introduction of that position. The same can be said at Bank of Zambia who happen to be the regulators in the industry.

But Zambia is no exception, just over a decade ago, risk management had almost zero women visibility in the developed world. Starting off as a “young” risk professional then at one of the leading global investment banks in London, I found the profession to be daunting and intimidating.

Mboweni grapples to stabilise public wage in medium-term budget

7 / Daily Nation, Friday 30 October, 2020 JOHANNESBURG - South African Airways will get the R10.5 billion it has requested from government to fund its business rescue process.

The monies will be made available from reductions from national departments and their entities as well as reductions from local and provincial conditional grants, according to the medium-term budget policy statement which Finance Minister Tito Mboweni tabled in Parliament on Wednesday.

The R10.5 billion is in addition to the R6.5 billion that SAA was allocated in the Budget 2020 for settling its guaranteed debt and interest.

The national carrier, which is insolvent, needs R19.6 billion to implement its business rescue plan, Fin24 previously reported. SAA was placed in business rescue in December 2019, this as it faced a liquidity crisis. Overall the global aviation industry has taken a beating due to the Covid-19 pandemic which led to travel restrictions.

The International Air Transport Association (IATA) particularly expects full-year 2020 passenger numbers in Africa to reach 30 percent of 2019 base levels, and in 2021 this is expected to strengthen to 45 percent of 2019 levels.

JOHANNESBURG Minister of Finance Tito Mboweni announced in his medium-term budget policy statement that government would propose a 1.8 percent increase in the public service wage bill for the 2020-21 financial year and slightly lower growth in the remaining years of the medium-term.

Mboweni tabled the medium-term budget policy statement in Parliament on Wednesday. It was the first medium-term budget policy statement since the advent of the pandemic and the first since President Cyril Ramaphosa tabled his Economic Reconstruction and Recovery Plan two weeks ago.

The public service wage bill for the 2019-20 financial year stood at R567 billion, according to the 2020 medium term budget policy statement.

While the proposal to increase the public service wage bill is at odds with Mboweni’s announcement in his February Budget Speech that the wage bill would be put on ice, it is in beat with Ramaphosa’s economic recovery plan, which seeks to leverage the public service to create jobs.

“Government proposes growth in the public-service wage bill of 1.8 per cent in the current year and average annual growth of 0.8 per cent over the 2021 MTEF period,” the medium-term budget policy statement said.

THE ANC of South Africa and Zanu-PF of Zimbabwe have a proper system in place to ensure that the party structures from the top organ to the lowest organ are well supported and financed by making available both employment and business opportunities making them extremely strong on the ground.

I have noted that as a party, the Patriotic Front is not taking advantage of certain clauses in our own PF constitution that are meant to equip our party structures and sympathisers with economic freedom as a result our party is becoming weak on the ground.

EFF leader Julius Malema once said “Political Freedom without Economical Freedom is useless.”

The answer to the current problems between the PF structures and the national mobilisation team is to make our party structures access both business and employment opportunities.

Heads of parastatals and other quasi government organs must familiarise themselves with the PF constitution to ensure that no one drifts away from its pro poor manifesto meant to improve the welfare of the nation and people.

It’s painful to see that party structures are left out when it comes to enjoying both employment and business opportunities in preference of people that do not understand our pro poor manifesto above all do nothing to help grow the party on the ground.

What message of hope in terms of economic freedom do we expect our PF officials to take to the people on the ground if they themselves are languishing in abject poverty or living slightly above the poverty line.

The party hierarchy must consider tapping into some of the ideas from our youths meant to empower the structures countrywide in the best interest of the party and President Lungu.

Ministers, Permanent Secretaries, heads of parastatals, directors, procurement and human resources managers must never negotiate with Article 3 in our party constitution lest they want to champion a different agenda from our pro poor manifesto as PF. The late President Sata (mhsriep) the founding father of PF frequently used to say and I quote “Ichikalika pansanka musumba wa bwali”.

We don’t expect the PF to be attractive and strong on the ground if our party structures and sympathisers cannot access economic freedom, that’s like trying hard to build Castles in the air.

The situation on the ground is sad because most of our party structures are in vast districts which makes it extremely difficult for our PARTY OFFICIALS to organise the party using their own hard earned little resources.

The PF must come up with a system on how our party structures can be empowered in the last remaining few months before elections if truly we want to it grow in numbers.

COP `CLEARS’ CONTRACTOR ACCUSED OF FRAUD

N arresting officer yesterday admitted that G&G Nationwide Zambia Limited did not obtain pecuniary advantage when it received part payment from China Henan for the works it was subcontracted on the Mansa- Luwingu Road.

Detective Chief Inspector Elias Banda said this before Lusaka Chief Resident Magistrate Lameck Mwale in a case G&G Nationwide Zambia Limited director Christopher Banda has been charged with alleged forgery, uttering false documents, and obtaining pecuniary advantage.

Mr. Banda has been accused of forging a Roads Development Agency (RDA) nomination letter and a Na-

tional Council for Construction (NCC) certificate; uttering the same documents to China Henan, and obtaining pecuniary advantage.

But in cross examination by defence lawyer Charles Changano, Chief Inspector Banda conceded that it is not the accused person who signed on the RDA nomination letter and that even handwriting experts did not prove that he signed.

He admitted that he did not see Mr. Banda utter the letter to China Henan, and that the NCC certificate does not bear his signature.

Chief Inspector Banda also conceded that G&G did the works it was subcontracted for by China Henan, saying “when you perform you are supposed to be paid and there is no harm to be paid when you perform.”

He also admitted that there

is no contractor who can start work without being paid part payment. The court has set November 27, 2020 as date for ruling on a case to answer.

At a previous sitting, a witness from NCC had testified that the council never concluded that G&G Nationwide Zambia Limited had a forged construction certificate.

‘Promote children’s environmental rights’

By ANDREW MUKOMA GOVERNMENT should formulate legal frameworks and policies to help promote children's environmental rights, an expert has advised.

Environment Africa country director, Namo Chuma, said Government should acknowledge and promote children's environmental rights because they played a critical role in protecting the young ones against environmental endangerments.

He said this during the launch of the environmental child rights campaign in Livingstone yesterday.

Mr Chuma said the environmental related changes were negatively impacting the lives and health of children world over.

"More than 1.7 million children worldwide are affected by toxic waste that is found in our environment and it is therefore important that civil; society organisations, and government, take a stance on promoting children's rights. "We need to make sure that children's rights are enshrined in the constituency, in the policies and also enshrined in implementation plans," he said.

Livingstone Mayor, Eugene Mapuwo, said young people were given the least say in matters of environmental violation despite

being among the most affected by environmental harm. "Research has established that whilst negative environmental effects affect all people, children and youth are particularly vulnerable due to their evolving physical and mental development and status within society," Mr Mapuwo said.

He said Government would continue to comply with international agreements on the protection on children's rights such as the United Nations(UN) convention on the right of children as the country ratified the agreement in 1991. Mr Mapuwo commended Environment Africa for spearheading the establishment of environmental clubs in schools and also working with children and youths in climate smart agriculture.

Meanwhile, a representative of the children and youths Levy Muwana made a petition that UN member states for the need to vote for the recognition and formulation of national policies on human rights and the rights of children.

"The UN committee on the rights of the child and the state parties to the convention on the rights if the child need to develop an optional protocol that enshrines the right of children to a healthy environment and applies the convention on the rights of the child to the environmental context," he said.

ABOUT 350 rice farmers in Meheba farming bloc in Kalumbila are set to increase the production of the commodity.

This follows the empowerment given to them by Government through the provision of seed to all the farmers.

So far, 200 beneficiaries have since received 50kg each of super rice variety to complement the local Meheba Rice.

Meheba Agricultural Supervisor, Daniel Chikwanda, said Government's intervention was timely as one of the farmers’ groups, Kalota Cooperative, had already clinched a contract to supply rice to a local mine food caterer.

Mr Chikwanda said Kalota Cooperative had already delivered more than three tonnes of rice.

One of the rice farmers, Abdu Ngiluwonsanga, a Rwandese, welcomed Government’s move to introduce the new variety saying it would help farmers increase yields and open more markets.

"We are happy as farmers to see that Government has introduced a new variety and also the giving of seed to

farmers," he said.

This came to light when North-western province Deputy Permanent Secretary, Emmanuel Chihili, toured the Meheba farm block.

Mr Chihili said the programme which included seed packs of new super rice and technical support would go toward raising the provincial yield.

The programme, said, would help farmers compete profitably on the market.

"And in this program, we expect to empower at least 350 farmers, this is in the initial stage and we expect the number to increase in future," he said.

He said overnment would target more farmers in Kalumbila, Zambezi and Chavuma, where rice producing farming blocks had been established to create value chain for the crop.

Mr Chihili challenged the farmers to package Meheba rice into a recognizable brand to compete for distribution including in chain stores across the country.

"What is important is to find a good brand name so that it can able to find itself on the bigger markets like chain stores like the case was with the famous Mongu and Nakonde rice," he said.

He said Government was elated that the farmers had organized themselves into cooperatives and engaged the Zambia Bureau of Standards to certify the local rice in readiness for mass marketing.

He assured the farmers that as part of the support, Government would consider capacity building training for the rice producers through the Ministry of Agriculture in order to grow quality rice for the market.

a bid to enhance women participation in economic activities, Solwezi Municipal Council has continued to train women in survivor skills.

According to the council, the move would foster self-reliance and creation of self-employment among women.

So far, 22 women in Kimasala ward were trained early this year and the skills training programme has now commenced in Sandangombe ward with a similar view.

The skills training being offered to women included bottle decor knitting, tailoring and other programmes.

Sandangombe ward councillor, Bernard Sokotela, stressed that women needed to learn essential skills that would improve their living standards and enable them start businesses and ultimately reduce poverty.

The councillors was speaking during the opening of the training session where he encouraged the women to be innovative.

"My appeal to all of you women that have been selected to undergo this training is that you concentrate so that by the time you finish the training, you will be able to stand on your own," he said.

Mr Sokotela applauded the local authority for coming up

with such an initiative as it would reduce poverty among women.

Meanwhile, council director of Housing and Social Services, Andrew Kalemba, said the skills training was an opportunity for women to engage in income generating activities thus contributing to the third pillar of the Seventh National Development Plan.

The third pillar outlines poverty and vulnerability reduction.

Mr Kalemba was optimistic that the skills training would produce quality skilled women entrepreneurs who would be relevant to the current and emerging employment needs not just in Solwezi but the nation at large.

'Innovation way out for youths'

Mr Mvula said observed that many youths depended on professional jobs after graduating from tertiary institutions and ended up being unemployed for many years.

He said in Kitwe yesterday that it was not good for the citizens to be grappling with unemployment when the country and the continent at large was underdeveloped, hence the need for youths to be more innovative.

Mr Mutale is involved in various initiatives including art and design as well as public relations, but graduated in chemistry at CBU “Let us accept the reality point of the situation. Let us create

our own opportunities and make ourselves better unlike waiting for professional jobs that do not easily come by,” he said.

Mr Mvula noted that the country did not have many industries that would employ all the people hence the need to avoid depending on formal employment.

He said that Government could not employ everyone, stating that sticking to jobs in line with what one studied was not the best idea.

He said that different qualifications obtained from institutions of higher learning were only there to guide the way and not to restrict anyone.

Mr Mvula stressed the need for exposure in other fields especially now that the country was going through a tough time economically.

“It is high time we shifted our minds from this mentality and begin to look at things differently if we are the succeed,” he said.

KALULUSHI UPDATES RATING VALUATION

KALULUSHI Municipal Council is undertaking a rating valuation exercise to prepare a supplementary valuation roll meant to capture plant and machinery in mines and industrial areas.

The supplementary valuation roll would see an increase in the number of properties that would be levied in the district.

This, according to the council would ultimately result in improved service delivery for the residents in the mine town.

Kalulushi Municipal Council Assistant Public Relations Manager, Lidah Kamanga, said that during the preparation of the main valuation roll in 2017, the Council used the Rating Act No. 12 of 1997, which was in effect at the time.

Ms Kamanga said this, however, did not provide for the valuation of plant

"Following the enactment of Rating Act No. 21 of 2018, the Council has resolved to use the provisions of the Act to prepare a supplementary valuation roll to capture plant and machinery in the district," she said.

Ms Kamanga explained that the council would take advantage of the

exercise to register infrastructure such as residential, commercial and industrial properties that had sprung up from 2017 to date.

She added that the local authority was preparing the supplementary valuation roll in conjunction with the Government Valuation Department.

3 dead as woman beheaded in France NICE, France - A knifewielding attacker shouting “Allahu Akbar” beheaded a woman and killed two other people in a suspected terrorist act at a church in the French city of Nice yesterday, while a gunman was shot dead by police in a separate incident.

Within hours of the Nice attack, police killed a man who had threatened passersby with a handgun in Montfavet, near the southern French city of Avignon. He was also shouting “Allahu Akbar” (God is greatest), according to radio station Europe 1.

In Saudi Arabia yesterday, state television reported that a Saudi man had been arrested in the city of Jeddah after attacking and injuring a guard at the French consulate.

The French Embassy said the consulate was subject to an “attack by knife which

targeted a guard,” adding the guard was taken to hospital and his life was not in danger.

Nice’s mayor, Christian Estrosi, who described the attack in his city as terrorism, said on Twitter it had happened in or near Notre Dame church.

In Paris, lawmakers in the National Assembly observed a minute’s silence in solidarity with the victims.

Police said three people were confirmed to have died in the attack and several were injured. The French anti-terrorist prosecutor’s department said it had been asked to investigate.

A representative of the French Council for the Muslim Faith strongly condemned the attack. “As a sign of mourning and solidarity with the victims and their loved ones, I call on all Muslims in France to cancel all the celebrations of the holiday of Mawlid.”

The holiday is the birthday of the Prophet Mohammad, which was being celebrated yesterday.

The attack comes while France is still reeling from the beheading earlier this month of middle school teacher Paty by a man of Chechen origin.

The attacker had said he wanted to punish Paty for showing pupils cartoons of the Prophet Mohammad in a civics lesson. - REUTERS.

THE Football Association of Zambia (FAZ) is concerned that dependable Chipolopolo striker Patson Daka may miss the crucial back-to-back AFCON qualifiers against Botswana next month after he picked an injury during Red Bull Salzburg's 3-2 defeat to Atletico Madrid.

PUBLIC NOTICE POSTPONEMENT OF THE COMMENCEMENT DATE FOR THE MOBILE VOTER REGISTRATION EXERCISE AND THE EXTENSION OF THE PERIOD FOR ONLINE VOTER PRE-REGISTRATION The Commission wishes to announce that the Mobile Voter Registration exercise which was scheduled for 28th October 2020 to 30th November 2020 has been postponed. The Mobile Voter Registration Exercise will now be conducted from 9th November 2020 to 12th December, 2020. This is due to the extension of the period for the issuance of National Registration cards (NRCs) by the Department of National Registration, Passports and Citizenship (DNRPC) by 5 days from the 30th October 2020 to 5th November, 2020.

The Commission has also noted concerns by the stakeholders and some members of the public on the need to acquire NRCs to enable them to register as voters.

Therefore, in order not to disenfranchise eligible citizens, the Commission found it imperative to reschedule the dates for the Registration of Voters, which was scheduled to commence tomorrow Wednesday 28th of October 2020 to

30th November 2020. Mobile Voter Registration and Stationed Voter Registration will now be conducted from 9th November 2020 to 12th December 2020.

Furthermore, the ongoing online voter preregistration which commenced on 21st September 2020 and was scheduled to end on 6th November 2020 has been extended to 20th November 2020.

All Eligible Zambians must register to vote in the 2020 voter registration exercise. If you don’t register you won’t be able to vote in the 2021 General Elections.

SUPER Division sponsors MTN Zambia’s Seun Soladoye has confirmed that the Super League awards meant to honour outstanding performers during the 2029/2020 season have been cancelled due to the Covid-19 pandemic.

Speaking during the official launch of the new season at Multichoice Zambia on Wednesday, Soladoye said MTN Zambia would not hold the awards to protect people from the Covid-19 which has claimed many lives.

Soladoye however reaffirmed MTN’s commitment to continue supporting the growth of football in Zambia and hosting the awards for the 2020/2021 soccer season.

“We are glad with the Covid situation in Zambia that we can say the games will return shortly.

“But in view of the Covid situation and consultations with FAZ we have always wanted to host the awards but will not happen this year because we want to protect people’s lives but we are looking forward to the league and have the awards by the end of the new season,” Soladoye said.

Meanwhile FAZ general secretary Adrian Kashala has urged players from all Super League clubs not to be discouraged.

Kashala said there is need for players to continue working hard because the awards would return after the new season.

“We are in a situation where things are not running as normal and in doing so we need to observe certain restrictions,” Kashala said.

HE much anticipated meeting between officials from FIFA, the Football Association of Zambia (FAZ) and aggrieved parties may not take place again after the association and the aggrieved failed to reach a consensus regarding the said meeting.

But the aggrieved had earlier written to both FIFA and FAZ seeking clarity on what the criteria was for the three that were requested for.

Lawyer for the aggrieved Gilbert Phiri said his party were yet to receive correspondence from the soccer governing body regarding the query.

And by press time yesterday Phiri comfirmed that they were y e t

to receive any date for the meeting despite having only learnt of it in the press.

Meanwhile, Kananga indicated earlier that the association was ready for today's meeting meant to outline the way toward concerning the FAZ elections which were halted in March.

Kamanga said the meeting which was scheduled for September 1 but was postponed after the aggrieved noted that they were not ready as it was called at short notice.

"We had that meeting set up in September but unfortunately the other colleagues said the notice was short.

FIFA extended the notice and said the meeting would take off on the 30th of October 2020,” Kamanga said.

“We hope this time everyone will be ready because it is a virtual meeting. Everyone will dial in and it is limited to the invited parties.

FAZ only has three representatives, the other group has three and the ministry and sports council. We hope that coming out of that we will now have a clear direction in terms of where we are going in terms of elections.”
