Businesses oppose housing in Racing Park Three-storey residential flats proposed in industrial area PETER LUHANGA ILISO LABANTU

n application by the City’s informal settlement planning department to rezone three vacant plots in the Cape Racing Park opposite Dunoon from industrial to residential, is being opposed by local business. The business owners say they don’t mind residential units in the park, but the planning has not been done properly. The three vacant plots on which the application is based forms part of land the City purchased at a whopping R64.6m, with transfer having gone through in February, according to Renzo Schin-

cariol, who is one of the factory owners and body corporate members at Cape Racing Park. The rezoning proposal is the department of informal settlement planning’s response to the urgent situation faced by people who live in inhumane conditions on land owned by Transnet Freight Rail in Siyahlala informal settlement at the back of Dunoon. The area within the 8.5m buffer zone for the Transnet Freight rail line was occupied by informal residents in the early 2000s, leading to damage of the rail line infrastructure. the threat it posed to the informal residents. Now seeking to secure the residents’ wellbeing and ensure resumption of the rail line which performs a strategic function in transporting waste to and from the Vissershok

landfill site, the City states in its Cape Racing Park rezoning application that an immediate relocation plan for the residents needs to be implemented.
