The planned relocation of 1,500 residents from overcrowded informal settlements in Dunoon to land in Milnerton in order to relieve overcrowding and resulting feared spread of Covid-19, has been postponed to 2021.

Human Settlements Minister Lindiwe Sisulu announced the plan in April, stating residents would be relocated to their new homes in Winning Way, Milnerton, in July.

As yet, no construction of new homes in Winning Way, which was zoned as an industrial area, has begun.

There is a movie star from Dunoon’s streets.

Local resident Nolukhanyo Hempe, (32) has starred in locally written and produced feature films ‘Umninindlu,’; ‘Umlingisi,’ and ‘Iwashi’.

The films are repeatedly played on DSTV channel 161 and 164, which has seen her attain celebrity status.

Hempe, from Dunoon’s Tulip Street, is a single mom of one child aged ten, and was born in Uitenhage in the Eastern Cape.

She first tried her hand at music, performing in Dunoon taverns, but this didn’t bear fruit, and so in 2014 she decided to move to Johannesburg to seek greener pasture and at the same time try enrol at a music and DJ academy.

She says in Dunoon there weren’t a lot of op-

portunities to enable her to excel and achieve her “big dreams”.

“Dunoon became so small for me and my big dreams so I decided to move to Johannesburg.

I wanted to be a DJ. I wanted to enrol at DJ Zintle Fuse academy,”says Hempe.

“When I arrived in Johannesburg things were not smooth as I thought but my dreams did not allow me to go back home as I knew that I have a child to give a better future. I didn’t go to the academy because the struggle was too much, but I was blessed enough because of the people I got to know in Johannesburg,” said Hempe.

Her acting career has seen her work with local famous movie stars such as Skhaleni (Isibaya) Meshack Mavuso known as Javas, and Darlington

Michaels known as Papa G, to list but few, she says.

Since relocating to Gauteng she has starred in eight locally written and produced feature films, all of which have been on the silver screen.

She says she hasn’t looked back, as the film industry catapulted her into the limelight.

“I now fell in love with television…doing extras for Generations but I felt that I need to do more,” she says.

She got her first “TV gig” on Ngempela, playing on SABC 1, then more followed, like lockdown series season 1.

“Now I am blessed working with well known production companies.

My recent movies are playing on Mzansi magic 164 and 161 and I am still busy with more that I can’t disclose now,” she said.

Regarding her upbringing, she says she does not come from a wealthy family but “I don’t remember going to bed

with an empty stomach as my grandmother, mom and family made sure we had the important things we needed”.

Recalling her first time in Johannesburg, she says it was not easy to get by before she became famous.

“It was never easy surviving in Johannesburg before becoming an actress. It is still not. I was almost caught in bad things but because I knew what I came here for I stayed focused and was blessed to find friends in the industry who groomed me and taught me about the industry which I’m still learning.”

Still, she says she doesn’t think she will ever get used to seeing herself on television.

“It’s a great feeling and I always learn from my past gigs to be better on the next, as I’m still a baby learning to walk in the industry. When friends and family send me pictures of myself on television it always melts

my heart and as I said it’s a feeling I will never get used to and I think they can see anything is possible if you know what you want,” she tells Iliso Labantu.

She says her future plans are to be a great actress and at some point return to Dunoon to open acting classes and hopefully someday own an arts theatre in the township.

“I always advise youth to go to school because the game is changing now. It is not easy to get in [film industry] but with school qualification it’s better, I was just fortunate that I did community theatre and the youth should always believe in themselves and go for what they want.”

She says as a musician she was only known in Dunoon for her music and she tried to be a singer in Jozi but it was not easy.

She was blessed to be mentored by Winnie Khumalo, and had a great opportunity to share the

stage with Khumalo, Nokwazi, Busiswa, Mapaputsi and the late Pro kid to mention a few, but she fell in love with acting and believes music will find her along the way.

“My focus is in acting now.”

For her fans, she says she doesn’t have a Twitter handle, but is present on Facebook and Instagram.

Dunoon musician, Siphelo Yanta, famously known as ETYM ,said on behalf of Dunoon artists he is so happy that Hempe is doing well in Johannesburg.

“As an artist what Hempe is doing is inspiring. She makes me believe that one day sonke sizopopa [all of us will be successful]. The first time I saw her on TV it was like I am dreaming because this is the same Hempe we used to share a stage with so she makes me believe that dreams really do come true. I wish her all the best in her hustle,” said Yanta.

Provincial Human Settlements Department spokesperson Muneera Allie said it is anticipated housing construction will start in November, with informal settlement residents being moved next year.

However, construction could only begin “once approval has been granted and provided that there are no appeals from other stakeholders”.

If all went smoothly, relocation would be in the first quarter of 2021,” said Allie.

She said her department has always maintained that its priority is the most vulnerable residents within the Dunoon community; the elderly, the disabled, and those living in very poor conditions.

The department had established a project steering committee comprising local leadership and other interested and affected parties. Part of the steering committee’s responsibility is to identify beneficiaries.

She said the department is “very concerned”

about the numerous land invasion threats within the Dunoon area.

Due the scale of land invasion in the area, and fearing further invasion of vacant land, the provincial department has hired security to ensure the land is not invaded before construction begins.

The department is “working very closely” with law enforcement agencies and has asked them to act against any attempted land invasions in the area, and is in the process of awarding a contract to fence the Milnerton property.

Asked why the relocation was taking longer than initially planned, she said it is a “very complex” project with multiple stakeholders who the department needed to engage.

Additionally, several land use approvals needed to be obtained before construction can begin.

Despite the process being expedited, the necessary statutory processes were still required.

A decision on two applications that have been submitted to the City of

Cape Town is expected this month. Allie did not say what the nature of the applications were.

Renzo Schincariol, a factory owner and body corporate member at Racing Park business park adjacent to the land at Winning Way, said Racing Park and other industrial parks in the area have objected to both applications.

Schincariol said the City already has land across the N7 (Annandale farm), which was allocated for housing.

Further, he said instead of the provincial government “grossly overpaying” R65m for the undeveloped industrial land in Milnerton, the provincial and city authorities could have used the money to expedite housing provision on the Annandale land.

While there was a “huge demand” for housing, the government could not deliver it at the cost of losing industrial land that could create jobs.

Questions were sent to Minister Sisulu’s spokesperson Yonela Diko, who provided a response not related to this article.

Dunoon toilet row continues as residents find creative way to empty toilets

The toilet row continues in Dunoon after informal settlement residents stopped the new City contractor, Sanitech, from entering the township’s informal settlements to render the services it has been contracted by the City to provide.

Residents accuse Sanitech of doing a bad job previously when it was sub-contracted to Mshengu toilet hire, whose contract expired on 30 June 2020, after which Sanitech was due to take over the main contract.

Since then the residents have come up with creative ways of emptying the faeces from full communal chemical toilets.

One of the ways was to empty the buckets onto the N7, which they did on 17 August.

A week after the faeces were strewn on the N7, residents pleaded

with Mshengu Toilet hire to come back and clean their toilets for them, praising the company’s good service. Mshengu responded by sending eight trucks and accompanying staff to pump faeces out of the communal chemical toilets in eight informal settlements, free of charge.

South African National Civic Organisation (SANCO) Dunoon branch deputy chairperson Messie Mpukane said residents have made it clear that they don’t want the Sanitech Toilet hire which was awarded the toilet cleaning tender on 29 April, and took over from Mshengu on 1 July.

Mpukane said previously, when Sanitech was subcontracted to Mshengu, toilets were not cleaned properly for the duration of the subcontract, with their service

being worst in Siyahlala and New Rest informal settlements.

She said with the lack of a toilet cleaning service provider to regularly empty and clean the toilets, they are overflowing.

“How can we accept someone (in reference to Sanitech) like that? How can you give a tender to someone who has failed dismally? When Sanitech was subcontracted to Mshengu it failed,” said Mpukane.

As Iliso Labantu was conducting the interview, several informal settlement leaders agreed with Mpukane, stating the same grievances over and over.

Currently faeces are emptied on public roads, onto Potsdam Road and the N7. In Doornbach site 5 informal settlements residents who had excreted in buckets empty the contents onto pathways.

“The shit is being thrown onto Potsdam Road and the N7 in the past two weeks and some

shit is being dumped at Killarney and some at MyCiTI Bus depot, she said.

Mayco member for waste and sanitation, Xanthea Limberg, in previous responses related to the same toilet row said Sanitech was a subcontractor to Mshengu Toilet Hire in a pocket in the Dunoon area for a threeyear contractual period and during this time, no complaints or queries regarding their service provision were submitted to the City or City officials, and therefore allegations that Sanitech rendered sub-standard services are without basis.

“The City assures residents that once the new contractors have provided the replacement chemical toilets, their work performance will be closely monitored to ensure they are providing the service according to the conditions of their contracts.

We encourage residents to give the new contractors the opportunity to provide

their chemical toilets so that their service can be assessed once underway.

The City will continue to monitor their operation and will take necessary action if they are not adhering to agreed service standards,” Limberg said.

But Mpukane asked how the City can monitor Sanitech when it has failed to monitor its own service delivery in the township?

“Faeces are overflowing everywhere in the formal RDP houses. The roads are worse than those in the Eastern Cape,” she said.

Mshengu Toilet Hire operations manager Benjamin Milandou confirmed that Dunoon residents requested his company to clean their toilets and they obliged.

“We were under pressure. We received an email from the Dunoon leaders requesting that we go clean th toilets. We had no options but to go,” said Milandou.

Commenting via its

contracted public relations company, Sanitech’s managing director Robert Erasmus said the city has a legal process underway relating to the community.

“Mshengu sent trucks without permission from the City. Sanitech expects to be able to roll out services by 22 September,” said Erasmus.

But Milandou shot back, questioning how can it be illegal for his company to clean its own toilets in the township?

“We cleaned our own toilets,” he said.

A community leader who requested that his name be withheld, said the City should consider other methods of ending the row, as threatening legal action would not work.

The community leader said the city had previously threatened legal action against residents who expressed unhappiness about bad service rendered by previous city contractors, to no avail.

Section 26(4) of the NNR Act states that “The holder of a nuclear installation license must establish a public safety information forum as prescribed in order to inform the persons living in the municipal area in respect of which an emergency plan has been established on nuclear safety and radiation safety matters.”

What is the Public Safety Information Forum (PSIF)?

The PSIF is a meeting which takes place four times a year. It is used as a platform for residents within the municipal boundary of Koeberg Nuclear Power Station, to enquire about and receive nuclear safety related information from the facility.

Which topics are discussed?

The forum will address any topic that the members feel could impact their health, environment, and safety from a nuclear emergency preparedness point of view.

Who should attend?

All persons living within the municipal area around Koeberg, all affected and interested organisations or parties, and any other persons concerned about their health and safety from a nuclear and radiation safety point of view are welcome to attend the forum. Persons wishing to attend are requested to register as a member.

Plans to build 200 units on contested vacant land PETER LUHANGA

A Sinenjongo High School hall, and library at Marconi Beam Primary School remain derelict after being petrol bombed in July by protesters seeking to invade vacant land situated along Freedom Way. While the gutted school infrastructure bears the brunt of residents’ anger, the land they sought to invade remains vacant.

The City of Cape Town says this land is planned for a mixed-use housing development which would provide approximately 200 residential units.

Mayco member for human settlements, Malusi Booi, says the targeted land in Joe Slovo Park will be secured as soon as possible.

Booi says the City will

act to prevent any attempts to invade the land and is considering fencing it.

“The land is being monitored. Residents are warned this land is not to be illegally occupied,” said Booi.

A presentation by the City’s human settlements programme manager Duke Gumede to subcouncil 3 on 23 July, stated that 1,005 low-cost housing units were built for qualifying beneficiaries in Joe Slovo Park between 1996 and 1999, but no housing development has taken place in the area since then.

protests and attempted land invasions taking place along with a general breakdown of municipal service provision.

His presentation stated there is very limited vacant land to be secured immediately, and the city needed to seek alternative land for relocation, including industrial properties identified for residential purposes.

Booi said the City is proposing identifying industrial properties for residential purposes, but

this needs to be discussed with the various role players before any pronouncements can be made.

Gumede’s presentation also proposed that the Freedom Way vacant land should be secured immediately, Joe Slovo Park housing accommodation applicants allocated to other housing projects, and industrial properties identified for residential purposes, amongst others.

Dunoon community leader Mzi Sopeni, who

attended the subcouncil meeting, said the City needed to accelerate mixed use housing development earmarked on the vacant land as this will improve the livelihood of the housing unit beneficiaries.

“If this project is implemented it will improve the way of living and reduce crime as we will know who lives in every unit. The project will also reduce shack fires and informal settlement flooding in winter,” said Sopeni.

Meanwhile, Sinenjongo High School principal Khuselwa Nopote says her Grade 12 learners will not be able to use the hall to write their matric exams and will use a community hall instead.

Nopote said a structural inspection has determined the hall is so damaged it will have to be demolished completely and a new one built from scratch.

After clashing with a woman he worked with at a company in Blaauwberg, Joseph Moyo struck her on her head with a hammer and stabbed her multiple times. He then stole her bank card, their employer’s car and house keys, and fled.

Despite her serious

injuries, the woman screamed for help and neighbours alerted the police who immediately searched for Moyo and found him with the bloody knife and the stolen property.

Moyo was detained in Pollsmoor and the investigating officer attended every hearing to ensure he was denied bail. The investigating officer also

ensured all evidence was secured and presented in court, and the victim testified against Moyo.

As a result, on 25 August he was sentenced to 15 years in prison.

Milnerton SAPS Cluster Commander, Major General Aneeqah Jordaan, welcomed the conviction and commended the survivor’s bravery after such a horrific ordeal.

Power Series drama at wet Killarney

Spring may have been only a day or two away, but the first Power Series event presented by Wingfield Motors at the Killarney International Raceway since lockdown was held in distinctly wintry weather.

Qualifying races were run in heavy rain, putting the more powerful cars and motorcycles at a disadvantage and producing some unexpected grid positions.

Brennon Green put the Weskaap Bakwerke Golf 5 on pole for the first Mikes Place Clubmans Saloons race, ahead of Danie van Niekerk’s Wingfield Motors 325 E36, Bruce Meyer’s VW Polo GTi and the LVTS E46 of Rafiek Pather. Van Niekerk, however, missed Race 1 due to a mechanical problem, leaving Green and Pather to fight it out for line honours in treacherous conditions on the slippery circuit.

Brennon came home just 2.436 seconds ahead of Pather’s big BMW, with Class B contender Abduraouf Jacobs, better known at Killarney as Baby Jakes, coming third overall and first in class.

Fourth, and leading Class C, was Meyer’s privateer Polo. Class D honours (and ninth overall) went to Noel Stander in a VW Polo. There were no Class E contenders and Grant Fourie (VW Golf Mk1) was the first Class F finisher who achieved a 19th overall position.

Race 2 was run on a (mostly) dry track. Van Niekerk was back with a point to prove and led every lap to finish almost six seconds clear of Green, with Wayne Wilson (DTM Helderberg Maxima) a further eight seconds back (and leading Class B) after a superb dice with Mansoor Parker in the Executive Decisions M5 and Baby Jakes. Willem Swart (WFS Motors Jetta) took Class C honours in sixth overall. Class D went to Shane Smith (Truckport Logistics E46) who was placed 11th overall.

Ciara van Niekerk (who’d missed Race 1 with clutch problems on her Wingfield Motors Golf Mk1) aced Class F after a hard-fought drive, less than two seconds ahead of Fourie, with Class X newbie Keanu Venter (Young Guns Plumbing Golf Mk1) sandwiched between them.

Green came off the line like a man on a mission in Race 3, leading Van Niekerk and Parker on the opening lap. After that Van Niekerk dropped back but Parker wasn’t about to give the race to the giant-killing Golf without a fight. He chased Green all the way to the line, showing him a wheel at least once a lap, and actually led the penultimate lap only to be mugged on the final tour, finishing just 0.420sec adrift after a thriller of a race.

Parker was third, less than five seconds further back, well ahead of Van Niekerk, with Wilson topping Class B in fifth, while

Class D winner Smith caused a bit of an upset by finishing eighth, 1.444 seconds ahead of Swart, who took Class C honours in ninth overall. Ciara van Niekerk got a terrible start and was 22nd after lap one but fought back to a hard-earned 17th overall, and a Class F first.

Marco Busi qualified on pole for the Cheaper Cars GTi Challenge in his Automan Polo, ahead of Colin Meder (International Tube Tech Polo) and Jurie “Umpie” Swart’s Alpine Autohaus Polo 6.

Meder grabbed the lead on lap one but had to give way to Busi the second time around, and soon came under fire from Swart in third. The Alpine Autohaus hotshot was only half a second behind Meder when Carel van der Merwe parked his VW Golf 2L in a very exposed position on the exit from Kfm Corner and brought out the red flags.

The restart was even more hard-fought with Swart and Meder all over Busi until Meder dropped out on the second-last lap, leaving Swart to chase Busi home, 1.724 seconds adrift at the line. Eden Thompson (VW Golf Mk1) was third overall and first in Class B, with Jason Coetzee (CK Coachworks Golf GTi) topping Class C in fourth overall.

Race 2 delivered the dice of the day as Swart and Busi, in Meder’s absence, went at it from the off. For most of the race they were side by side all the way round, neither willing to give a

centimetre, until Swart got a wheel ahead on lap seven and eked out a tenuous lead to finish less than half a second ahead, with Mario Roux in the Automan Jetta 2L a distant third. Jacques Geldenhuys (G&A Motorsport Polo) just held on to an early advantage to take Class B (and fourth overall) by a scant 0.099sec from Thompson, while Dario Busi aced Class C in eighth overall.

It was a measure of how wet the circuit was that the top three Powersport 300 riders qualified ahead of the quickest of the Powersport 650s, as Slade van Niekerk (Prestige/GT Graphics R3), Jason Linaker (RST/Samurai Ninja 300) and David Lindemann (Fueled Racing/GM Contractors R3) annexed the front row of the grid. And that’s where the excitement was in Race 1 too, as Van Niekerk and Lindemann got into a race-long superb battle for the lead, never more than a bike length apart.

In the end, however, Van Niekerk was able to hold the Fueled Racing rider off, coming home less than half a second ahead, with Linaker third and Edward Rolstone (Kawasaki ER650) a distant fourth on the first of the bigger, more powerful machines.

Superbike star Trevor Westman was able to use the power of the Rockstar/ AWR ER650 to good effect on a drying track in Race 2, pulling out a commanding lead and finishing 22 seconds ahead of the field.

Behind him the battle

between Van Niekerk and Linaker for Powersport 300 honours was even closer in Race 1, as they swopped places on almost every lap, to finish just 0.199sec apart with Van Niekerk in front when it counted.

Lindemann came home fourth, ahead of veteran Andrew Thompson (MHM Thruxton Motorcycles ER650), while Nicholas Hutchings (HSC RC390) passed Samurai RC390 rider Lance Jonas (father of multiple Regional Champion Hayden Jonas) on the final lap to take sixth overall and fourth in class by the narrowest margin of the day, a scant 0.038sec.

The circuit was almost completely dry for Race 3, delivering a more conventional finishing order with the 650s of Westman, Franco Flach (Kawasaki ER650) and Thompson finishing in that order after Flach, who was fifth on lap one, mounted an impressive mid-race charge. Behind them Van Niekerk, Lindemann and Linaker finished in that order, covered by 5.028 seconds.

Class S hotshots Andrew Rackstraw (Formula VW Reynard) and DeeJay Booysen (Dico/Bidvest McCarthy Reynard) qualified on the front row in Formula Libre, but Booysen had a disappointing run in Race 1, finishing a distant third behind Rackstraw and Byron Mitchell’s Dolphin Engineering Formula VW. Richard Carr was fourth overall and first in Class

C in his Formula Vee Rhema 6, while Graham Knight (Eloff Transformers Ray 1.6L) finished sixth in the lone Class B entry and Damian White, the only Class A runner, came home 10th in his draKen Racing Formula GTI Ray. Whatever ailed Booysen’s Reynard couldn’t be cured for Race 2 as he trailed home third, way behind Mitchell and Rackstraw, who finished in that order, 1.169 seconds apart after a splendid chase.

Carr headed Class C again in fourth, followed by White and Knight.

Steve Humble put his Opel-powered Ravenol/ Harp Motorsport Mallock Mk14B on pole in Sports & GT qualifying, just ahead of Josh Broome’s Rico Barlow Racing/Spitfire Furniture Radical SR8 – but it was Ryan Buda and the Fatsak Porsche GT3 Cup who made all the running in Race 1, romping home to win by 20 seconds while Humble and Paul Beachy Head (Audi R8) disputed second in Broome’s absence.

Broome was back for Race 2. However, he and Humble got into a superb dice for the lead until Mallock made expensive noises crossing the line at the end of lap five and coasted to a stop on the Kfm Corner escape road.

That left Broome to cruise home 47 seconds ahead of Nian du Toit in his brand new rotary-engined Locost Lotus 7 and Buda’s Porsche – the only three cars to finish on the lead lap.
