Dunoon rape victims suffer in silence

Staff reporter Victims of rape and domestic abuse in Dunoon and Kwa 5 informal settlement have been suffering in silence as they do not know where to report cases and seek counselling.

After receiving many requests to provide information sessions on where women can seek counselling and report cases of domes-

tic abuse and rape, the city’s social development and early childhood development directorate hosted a domestic violence and victim empowerment awareness session at the Dunoon municipal hall on Thursday 14 March.

The awareness session featured experts from the National Prosecuting Authority (NPA) and included DNA testing forensic ex-

perts.

The experts took turns to inform the approximately 100 residents attending – who were mostly middle-aged and elderly women - about their rights, and advised them where to go and what to do if they experienced rape or domestic abuse.

Forensic expert at Victoria Hospital in Wynberg, Dr Rhene de Villiers, who examines victims of physical and sexual abuse, domestic violence, and other crimes against women, said in one month she examined 20 women from Milnerton, Dunoon and Joe Slovo who had been subjected to rape and sexual assault.

“We are seeing up to 20 patients from the Milnerton area. I suspect there are more cases in our community and people are not coming forward to report,” said De Villers.

She said the distance from Dunoon to Victoria Hospital made it difficult for victims of rape to travel there if they did not want to report the case to the police.

“There should be an option to access medical care if you don’t want to report to the police station. It is not all victims that want to report sexual assault,” she said.

She said there were a lot of reasons why people choose not to report sexual assault and rape.

“We are not seeing a lot of patients because we are far away. There are people who should get medical help. We get referrals from the

Dunoon Community Health Center (but) the Dunoon Community Healthy Centre cannot do forensic examinations,” she said.

Community leader Messie Mpukane was very upset that the Department of Social Development’s offices had relocated from the Milpark Centre near The Paddocks in Milnerton, to Goodwood.

The relocation of the social workers’ offices meant there were no social workers working near to the Dunoon and Joe Slovo area, said Mpukane.

“Our children are getting raped every day.

There is an outcry for social workers’ services in our township. We can’t take two taxis to go to their offices in Goodwood to seek their services,” said Mpukane.

National Prosecuting Authority advocate Mark Kenny encouraged residents and victims of rape and sexual abuse to report their cases to the police, or to the NPA directly.

If more cases were reported from the Dunoon area, Kenny said the NPA would be able to establish a Thuthuzela Care Centre (TCC) which provided rape survivors with necessary services. These included counselling and examination by a district surgeon or forensic expert like Dr. De Villiers.

“The TCC offer all services under one roof.

The only service we don’t provide at the TCC is the actual court trial,” said Kenny.

“If we get the numbers, we can have a TCC established in Dunoon.

Raw sewage, potholes, Ilindle, imingxunya and illegal dumping kunye nenkunkuma dog Dunoon eDunoon

From page 1 PETER LUHANGA Stepping around raw sewage flowing in Dunoon streets has become an almost daily ordeal for residents, who say they are fed up.

Sewerage pipes in Dunoon are frequently blocked, resulting in the sewage bubbling out of the manholes and the filthy water, used toilet paper and condoms flowing past residents homes and the businesses which line the pavement.

The nauseating stench emanating from the sewage is inescapable in this township which is home to 37,000 people.

In addition to the sewage, most of the streets are marred by multiple potholes.

Aphiwe Jezile, a mother of one child aged seven, has been living in Dunoon for 16-years.

Jezile says the filthy living conditions in the township is making residents lives miserable.

She said she was shocked to see a child between the age of four and five dipping a comb into the raw sewage, raising it to her mouth and licking it.

“I felt angry and disappointed at the City, and at the same time I felt disgusted,” said Jezile.

Regarding the streets which are marred by multiple potholes, she says as a driver, she felt frustrated driving around the township.

“We have to wait [for other motorists) to give each other space to drive on space where there is no pothole. It is so sad,” she says.

Some residents have posted their complaints on social networking sites, publishing pictures of bubbling sewage and potholes.

Commenting on these pictures, Nkhanyiso Ntweni said the filthy living condition in Dunoon are nothing new.

“It has always been like this. When it’s time to vote they always come to convince us to vote for better service delivery but they don’t fulfill what they promise during the campaign,” stated Ntweni.

Also of concern is entrepreneurs buying RDP houses and later demolishing them to build multiples rooms to rent.

When they demolish they dump the rubble on the streets and pavements.

Yanga Nkohla, commenting in the same conversation on the social networking site, said: “This is a huge a problem.”

Mayco member for transport, Felicity Purchase, said the City’s roads and stormwater department has a rehabilitation and re-seal programme in place which is implemented within each city district according to priority and availability of resources, otherwise, potholes are repaired on an ad hoc basis as they occur.

“To this end, on a regular basis, we dispatch road repair teams to attend to the temporary repair of the potholes across the metro, including in Dunoon. Furthermore, we will do a visual inspection of the road that has been reported and add it to our priority list,” said Purchase.

Regarding the ongoing sewage overflow, Purchase said the City is aware that the area experiences frequent sewage overflows, but this is not due to deteriorating infrastructure.

She said the problem is being caused by the misuse of the sewer system.

She said the number one cause of the recurring sewer blockages and resultant overflows in Dunoon is the dumping of inappropriate materials into the sewer system, the main culprits being rags and cooking oil or fat, sand, and litter that enters the system through manholes where the cover has been stolen.

In addition, she said the high numbers of backyard shacks and illegal informal structures being built over the city’s manholes exacerbates the ongoing sewage problem.

“This means that when a pipe becomes blocked teams are not able to access and clear the blockage,” she said.

She further said in Dunoon the city has attended to at least 407 notifications received in the last six months alone, this does not include bucket cleaning taking place on a daily basis, and vacuum and jet cleaning performed by external service providers.

Regarding potholes, she said it is impossible for the city to know the existence of potholes in every area of its jurisdiction and apart from dispatching teams to repair potholes across the city, it relies on residents to report potholes in their areas.

“If we don’t know about it, we cannot fix it,” she said.

Regarding illegal dumping, mayco member for water and waste, Xanthea Limberg, said the city spends approximately R120 million each year clearing illegal dumping hotspots, but battles to keep pace with the problem.

To this end, Limberg said the city offers a reward of up to R5,000 to residents who provide information leading to an impoundment, conviction, or arrest for illegal dumping.

“We urge members of the public to help us catch these criminals who are polluting our communities and effectively forcing the City to spend millions of rands each year to clean up their dirty deeds – money that can be spent more effectively on service delivery,” she said.

Residents can report illegal dumping by phoning 021 480 7700 from a cell phone or 107 from a landline.

Staff Awards 2019 In striving for excellence, West Coast College recently held its Annual Staff Awards at the Malmesbury Town Hall to pay tribute and give thanks to all staff who played a role in the 2018 academic year. This contributed towards the college excelling as a whole in the National Certificate Vocational (NCV), for the 2018 November examination, where we were ranked number 8 out of 52 colleges nationally.

The keynote address was rendered by former student, Maurida Brutus who sketched her journey at West Coast College. She acknowledged the role that staff played in her development as well as preparing for the world of work. This was a great testimony to make the job worth and inspire and motivate staff.

Awards were given to both lecturing and support staff. Certificates and trophies for lecturing staff were given for Outstanding Subject improvement in a subject with a minimum of at least 20% improvement; minimum 80% pass rate in a subject and then 100% pass rate in a subject. Business forum demand better deal in multimillion-rand project

Staff reporter The Dunoon business forum has threatened to halt the construction of a new R41.2m transport interchange if they do not receive greater benefits from the Cityappointed contractor.

The contractor, whose name has not been provided, moved into the township early this month to start construction of the

transport interchange at the Dunoon taxi rank.

But the business forum is upset after being informed subcontractors will only benefit from 2% of the total value of the project.

“If the city with its contractor does not come to address us we will stop this project,” said Mzwalane Caji, a coordinator of the Dunoon Business Forum.

Caji accused the city of not communicating properly with the business forum.

“The city brought the company to Dunoon to start preparing the site to construct the transport interchange without properly informing us and telling us our stake in the project as subcontractors,” he said. “We are supposed to benefit from these multimillion-rand projects.”

Mayco member for transport Felicity Purchase said the contractor has not assigned any work to any subcontractor as they are still busy with the decanting of traders from the Phase 1 area.

Purchase said the city’s contractor used their own staff to erect the hoarding to demarcate Phase 1.

She said at the project steering committee meeting attended by representatives of the Dunoon Business Forum, it was agreed they would provide the steering committee with a list of local entrepreneurs to present to the contractor for consideration.

“The contractor remains committed to making use of local subcontractors who meet the necessary criteria,” she said.

Radical new housing deal proposed City of Cape Town could use its golf courses and bowling greens for low cost housing, says report

W

hile over half a million Capetonians live in informal settlements, the Rondebosch Golf Club pays the City of Cape Town only R1,000 a month for the use of 450,000 square metres of wellsituated land.

With a full membership costing R15,750 a year, and fees of about R150 to play a round in off-peak times, the golf course is inaccessible to the vast majority of residents, including those who live around it.

The golf club’s lease with the City is contained in a new report on City-owned land by civil society organisation Ndifuna Ukwazi, which also states that some of the best land in the city “is being used as a dog play park” for the @frits Pet Hotel and Daycare Centre, described as the largest of its kind in the world.

The report, City Leases: Cape Town’s Failure to Redistribute Land, proposes a “radical new deal” for housing on 24 areas of City-owned land, including golf courses, bowling greens, country clubs, and parking lots. These range

across the breadth of the City, from Camps Bay to Strand to Fish Hoek. Detailed proposals are provided for five of them: • Rondebosch Golf Club • Buitengracht corridor • Harrington Square • Green Point Bowling Green • Fish Hoek Bowling Green.

The Rondebosch golf course is the largest area. Two-thirds of the golf course is above the 100-year floodline, and Ndifuna Ukwazi calculates the land could offer 183,360 square metres of built space for a mainly residential development that includes communal space, offices, shops, schools, and social amenities.

Depending on the mix of social and market related housing, about 2,500 residential units could be built there, says the report. These would include single stands and mid-to-highdensity apartment blocks as a mixture of market-related, social and GAP homes, set in green space along the Black River. The square meterage of individual units in the calculations ranges from 50m² for a market bachelor flat and 30m² bachelor for social housing, while a two-bedroom flat built for the market would be 70m² and one built for social housing would be 45m², which is the average size of an RDP house.

There could also be 116 free-standing homes on 400m² each, and 454 two-bedroom GAP houses of 55m², all set within public and semi-private green space with a promenade along the Black River providing direct pedestrian access to Mowbray.

The 30 separate blocks could each be owned through sectional title schemes and ideally, would each contain a mix of social and market housing rather than economic differences being divided into separate blocks.

Similar modelling is done for the Harrington Square parking lot, the seven parcels of land which are mostly used as parking lots on lower Buitengracht Street, and for the Green Point Bowling Green, which the report states deputy mayor Ian Neilson has publicly committed for social housing.

For Fish Hoek, which has a density of 884 people per km² while nearby Masiphumelele bursts with a density of more than 40,000 people per km² (2011 data), the proposal is for 171 units built as three-storey walk-ups all dedicated to social housing.

Over 500,000 of Cape Town’s four million residents are living in informal settlements, according to a recent report by the African Centre for Cities on lessons learnt from the drought. This figure does not take backyard dwellers into account.

The development of just these five out of a possible 24 pieces of city-owned land would also bring an extra R35m a year to the City in rates paid by those in the market units. Residents in the R3,500 to R18,000 per month pay bracket who qualify for social or GAP housing are exempted from rates, but would contribute payments for services.

At present these leases bring in only thousands of rands per year. This is “an injustice to the majority of residents of this city who are without access to land or decent housing”, state the report’s authors. “If we are to disrupt the replication of spatial apartheid and build a spatially just, inclusive and environmentally sustainable city then we need a radical new deal for the use of public land.”

The report states that communities are not able to compel the City to review its land use decisions and public participation on leases and disposals is ignored. It calls for new legislation “which obliges government to review and rationalise its underused public land for redistribution” and says “the onus should be on the City of Cape Town to defend why the status quo should continue and land should not be redistributed”.

If the Cape Town municipality makes poor choices about land use, say Budlender, Sendin, and Rossouw, other spheres of government should expropriate the land.

Velani Ludidi Velani Ludidi Former security guard Noncedo KhawulezaNdzawuse started farming three years ago with only three pigs. Today she has 30.

Khawuleza-Ndzawuse says she quit her security guard job in order to earn more money and spend more time with her family.

She was working an 11-hour shift. “It was not healthy for me. I would come back [home] and head straight to bed. I missed important family events, and I could not make time for my kids.”

Khawuleza-Ndzawuse, bought three pigs to start Ithemba Farm in Faure, where she has a shack and a big piece of land. Today, the 41-year-old mother of three has 30 pigs. She sells the pork mostly to vendors of braai meat.

“The business is doing well,” she tells GroundUp.

“I saw an opportunity selling pigs. They grow easily and are not complicated to farm.”

Her clients are business people who own tshisanyama, mainly in Mfuleni and Khayelitsha.

“It is better to be your own boss than work for someone else,” she says. She learned about farming from her late grandfather in the Eastern Cape, who used to take her with him to attend to his livestock.

Ndzawuse says she feeds the pigs twice a day. Her challenge, she says, is access to water. There is no water on her plot and she has to fetch water by car from taps several kilometres away. She and her two employees slaughter the animals themselves and take the carcasses to a nearby butchery for slicing.

She makes about R7,000 per pig.

Graffiti adds colour to the city Although the City of Cape Town declared graffiti a public nuisance when it gazetted its Graffiti By-law in 2010 in what many street artists see as an attempt to regulate artistic expression outside of curated galleries, the city is nevertheless graced with world-class murals created by local and international graffiti artists.
