Why Dunoon has erupted

Since Sunday, February 11, there have been sporadic protests in Dunoon. Disgruntled residents attacked MyCiTi bus stations, stoned a Golden Arrow bus, pushed shipping containers onto Usasadza Street, and blockaded Potsdam Road and the N7 with rubble and burning tyres.

There appear to be three groups of angry residents.

relocate the residents.

In 2013, Transnet approached the Western Cape High Court seeking eviction orders against the shack dwellers. Instead, the court committed the main applicant, Transnet, and the City to a mediation process with the community. Five years later, Transnet has started constructing a security wall to secure its rail reserve. Some people’s shacks are located metres away from the active railway line and will be inside the security wall. These shacks have been marked for demolition.

These are the residents, who facing homelessness, took to the streets on 10 February and nearly destroyed the MyCiTi bus station near Dunoon taxi rank with bricks, stones, and burning tyres.

Man wins 40 bags of cement ISOLABANTU

What could be more of a financial relief? Three years after buying an RDP house, a home which a Dunoon man had started upgrading and extending, using only his salary, Phathuxolo Binza, 38, won 40 bags of cement from the Table View Build It. The total value of the bags of cement is R3 000.00.

The Table View Build It store runs monthly promotional competitions, and, depending on the deal of the month, customers buying at the store can fill out a form and enter the competition.

On Thursday, February 15, the Table View Build It called Binza to inform him that he had emerged as the winner of the monthly lucky draw.

Binza, whose house is situat-

ed in Siyabonga Street, told Isolabantu News that when Build It first called him he thought that it was just a prank, as he believed that he had a curse on him because he has never won anything before.

But the store called him for the second time on Friday, 16 February. And this time Binza started to believe that he could actually have won.

“When they called me back that’s when it sunk in that I really have won. It’s my first time to win in a competition. I can’t believe it. At first when they called me I thought they must have made a mistake,” said Binza, who is a father of three young children.

He said the upgrades and extensions to his home are almost complete and he will now use the Table View Build It cement prize to plaster his home.

He has turned the one room RDP house into a four bedroom house and plans to rent out the additional rooms and then use the rental income to further extend his home and to add even more rooms to rent out.

“I am very thankful to Table View Build It. They must carry on with these competitions.

I’ll never forget about winning this,” he said.

Store Manager Rheyno Strydon, said the company “feels nice” that it is able to give gifts to competition winners.

“We run these special deals in order to bring extra customers to our store and to promote our business, while at the same time, helping our community,” said Strydon.

He also said that the store sponsors under-13 soccer tournaments which involve 36 schools in “our community”.

“They told us to leave, without alternative accommodation, because Transnet wants to continue constructing the wall,” said a resident, They said torching the MyCiTi bus station was done to attract the attention of the City to their plight.

Transnet Freight Rail spokesperson Mike Asefovitz said, “The process is currently under the supervision of a judge, who has been mandated to oversee the entire process until com-

Brett Herron, the mayoral committee member responsible for transport, said thousands of commuters from Dunoon will be inconvenienced for months because of the “senseless” damage done to the MyCiTi stations at Usasadza and Dunoon. The two stations serve two of the most popular and busy trunk routes.

Usasadza protest On 12 February, demonstrators, mostly women, pushed two shipping containers onto Usasadza Street in protest over a lack of toilets. Hundreds of families from three informal settlements along Usasadza Street – Marcus Garvey, Robben Island and West Beach 3 – share just eight bucket toilets.

Residents have to cross Usasadza Street to get to the toilets.

Xoliswa Mbetheni, a community leader in West Beach 3, said people have to queue to use the toilet. At night, residents relieve themselves in plastic bags and buckets. They then empty these in stormwater drains and rinse their buckets at a communal standpipe the next day.

“Raw faeces, urine, blood soaked sanitary pads [are emptied] at the drains and onto the communal standpipe,” said Mbetheni.

She said the efforts to get more toilets had failed; they were told there was no space.

The protesters said they pushed the three containers onto Usasadza Road to make space for the installation of more toilets.

Limberg said Dunoon suffers from particularly high densities and a lack of available space for the installation of new taps and flush toilets – “a constant challenge”.

“These toilets can be kept in the home, and store waste in a sealed container which is serviced three times a week (or upon agreement with the community) by the City’s contractor.”

She said an investigation and feasibility study to determine whether it is possible to provide toilets in the area where the containers had been would be done. “Availability of existing connection points to the water and sewerage network also needs to be taken into consideration,” she said.

Potsdam Road protest A new informal settlement has been established along Potsdam Road near Killarney, where there are now about 20 shacks. It is not far from Transnet Freight Railway line.

There have been sporadic pro-

tests and running battles with the City’s Anti Land Invasion Unit (ALIU) and law enforcement. Shacks have been demolished only to be rebuilt.

The shack dwellers say they were kicked out of the backyards of RDP houses in Dunoon after the houses were sold to entrepreneurs who then upgraded and extend them, adding on rooms to rent out for R1,800 to R2,000 per month.

Limberg said the land is owned by the City, but said the City “cannot allow land to be invaded for various reasons, including: the land is unsuitable for habitation; the land is earmarked for development; there is underground infrastructure, access to which would be compromised if the land is invaded.”

She was not specific as to which of these applied to the Potsdam settlement.

Man viciously stabbed to death

A man believed to be a Malawian lay dead in a pool of his own blood after being stabbed to death.

A 28-year old man was viciously stabbed to death near a popular drinking spot in Siyabonga Street in Dunoon, on Sunday, February 11th.

Before getting stabbed, the man had earlier attempted to break up a dispute between drunken revellers; one of them believed to be his friend.

They were all drinking alcohol at the White House tavern.

Eyewitnesses told Isolabantu News that the deceased followed the assailant when he left the drinking joint, at which point, the assailant pulled out a long kitchen knife and stabbed him three times: two times in the stomach and once in the chest near the heart.

Several people rushed to the scene and provided first aid to the wounded man but he died at the scene nevertheless.

The attacker sparked panic in the streets as he

walked away from the scene of the murder brandishing a blood stained knife. According to eyewitnesses, his upper body was covered in fresh blood.

“They were drinking together. We don’t know what caused the dispute.

The assailant left the tavern and the victim followed him, he [the assailant] then pulled out a knife and gratuitously stabbed the other man in the stomach and chest and he passed away at the scene,” said Innocent Munthali, who had been drinking at the tavern on the day in question.

George Shombe, who had also been drinking at the tavern said that he was left shocked and traumatised by the incident, as he had spent most of the morning with the deceased.

“Life is too short,” cried Shombe.

Milnerton police

spokeswoman, Captain Nopaya Madyibi, confirmed the incident.

“This office can confirm that an African male believed to be a Malawian national was stabbed to death in Dunoon. Milnerton SAPS members received a complaint of murder at about 12:30, on Sunday, February 11, 2018. On arrival at the scene of the crime in Dunoon, they recovered a body of a 28-year-old African male, laying on his back and with multiple stab wounds to his body.

An ambulance was called and declared the person dead on the scene,” said Madyibi.

Madyibi said that according to the information received the deceased was trying to stop the fight between two people and the motive of his stabbing is being investigated.

“No arrest has been made yet,” she said.

A 31-year-old Delft resident was caught cheating on his learner’s licence test on Monday 19 February 2018 at the Milnerton Driving Licence Testing Centre (DLTC) The applicant was seen acting suspiciously and when the examiner approached him, she noticed he was copying answers from a piece of paper that he had smuggled into the examination venue.

It’s already Day Zero in Siyahlala Living with 20 litres of water a day PETER LUHANGA For 34-year-old Vuyiseka Njanjala, nothing will change when Day Zero hits droughtstricken Cape Town. Her taps will not run dry, because she has none. She will not have to flush her toilet with a bucket, because she has no toilet.

Njanjala lives in the sprawling informal settlement of Siyahlala, along the railway line running from Potsdam Road through the back of Dunoon’s houses to the N7 in Cape Town.

Here, hundreds of families share one standpipe for water.

Njanjala shares her two room shack with three young children and her husband.

Every third day, she says, she walks about 800 metres to the tap and back.

“In the morning there is a long queue of people seeking to collect water.”

She has been collecting water

at the tap since she moved here in 2007.

She told GroundUp that she makes three trips, collecting a 20-litre bucket of water each time, and carrying it back on her head. The 60 litres of water last for three days.

Every morning, she boils water in a 1.5 litre kettle and mixes this with cold water to bath her three children in the same water. She applies soap to a small bath towel, repeatedly rinsing the soapy towel in the water, until the children are clean and ready to go to school.

For herself she also uses 1.5 litres of water boiled in a kettle and cooled with a similar amount of water, also using a small towel.

At the end of her wash, she stands in the basin to wash her feet. Then she throws the water away.

Njanjala says she doesn’t recycle the bath water. If she

could, she would use it to water plants but there is no space to plant flowers in front of her home. And her shack has no cement floor to mop.

Phelisa Tafeni shares her three room shack with five children and her husband. In their home, Tafeni says, they use 20 litres of water a day and this is enough for bathing, cooking and washing dishes.

She says after washing her dishes she shares the soapy water with other residents who also use it to wash their dishes.

The soapy dish-washing water makes the rounds among homes, and at the end of the line it is used to wash buckets used to fetch water at the tap.

“It’s a long time since I realised that it is wrong to throw away soapy dish water after washing the dishes. We share among neighbours,” says Tafeni.

We CAN beat Day Zero Only by using 50 â„“ or less per person per day can Capetonians avoid the fast approaching reality of having to queue for water. In the urban sector, this target is still far from being reached.

t is critical that all residents join Team Cape Town by doing their bit to implement drastic water-saving measures in their homes and workplaces. Only if every single person reduces consumption to 50 ℓ or less per person per day can Day Zero – when most taps will be switched off and Capetonians will have to queue for water (see page 4) – be avoided. While many people are making a great effort, too many are not.

As of 5 February, there had not been any signiďŹ cant decline in urban usage.

If all Capetonians immediately reduce their consumption to below 50 â„“ per person per day, this will bring collective consumption to 450 million litres a day. If daily consumption continues to exceed this target, Day Zero will be a reality.

How Day Zero is forecast

As at 14 February 2018, Day Zero was listed as 4 June on the online dashboard (www.capetown.gov.za). Day Zero moves depending on a host of changing factors, which are monitored daily and taken into account, including the following: • The dam levels, which are monitored, with allowance made for evaporation in the intense heat. Should they drop to 13,5%, Day Zero is inevitable. • The amount of urban usage, which has not reached the City’s target. While the City has worked tirelessly on ďŹ xing bursts and leaks, installing water management devices and implementing advanced pressure management to drive down consumption and minimise leaks and bursts, urban demand relies on water users’ behaviour. • The amount of agricultural usage.

Be thrifty for 50 It is very little water per day, but surviving on 50 â„“ or less per person is entirely doable, with some effort.

Here are the most critical things you should do to save immediately: • Toilets and sanitation. Only ush when necessary. Let the “yellow mellowâ€? at home and wherever else you can. Use less toilet paper to minimise the risk of sewer blockages. Close the toilet stopcock and ush with only greywater (laundry, bath and shower water) or rain, borehole or wellpoint water. If you have no choice but to use municipal drinking water, place a full glass bottle in your cisterns to reduce each ush to a maximum of 6 â„“. Use bleach or disinfectant to regularly sanitise toilets and surrounding areas. • Body washing and personal hygiene. Take short, sharp showers. Wet your body, turn off the tap, soap, then rinse quickly.

Use a bucket in the shower to catch greywater. You do not need to shower every day; take a sponge bath using minimal water in a basin, bowl or washtub (“waskomâ€?) and save that water too. Don’t let water run while you wait for it to heat. Run it into a container for drinking use, use cold water, or heat your water for a sponge bath in the kettle. Don’t let taps run for too long or at full ow. Use a cup for shaving, brushing teeth, etc. Use waterless hand sanitiser instead of washing your hands. • Save all the greywater you can, to be used for ushing toilets as a ďŹ rst priority. Leftover water can be used for plants or car washing.

To cover the costs of water and sanitation, and to reduce demand, the water and sanitation tariffs have been increased significantly. The tariffs remain based on usage, so the more you use, the more you pay. High users and those stockpiling

municipal water will be hit hard.

We are developing new water sources, such as aquifers, desalination plants and wastewater recycling. These take time to develop, but as each project comes on stream, it will help extend our supplies.

All these measures are helpful, but nothing is more important than every resident simply using no more than 50 ℓ a day, regardless of where you are.

This is an unprecedented crisis. No big city worldwide has run out of water yet (though some have come close, and several are in a similar situation to ours).

We all need to reconsider our attitude to water. As it becomes more difficult to predict how much or when it will rain, we

can no longer depend on regular rainfall. Water is becoming ever scarcer, and we all need to make do with less.

If we do not, we may have to turn off the taps in certain areas to reduce collective consumption to 350 million litres a day. The City has been planning for this scenario for more than a year.

We have identified 200 collection points across the metro, built and trialed a test site, trained staff to manage and secure collection sites, and have made extensive public health preparations. We will be ready, if we have to.

But, Team Cape Town, if we all stick to 50 ℓ a day, we won’t have to.

Water now costs much, much more for heavy users

I

n line with level-6b drought measures, new water tariffs took effect on 1 February. These tariffs are necessary to reduce demand and ensure that the City can afford to supply water and sanitation services.

In this truly unprecedented situation, the City has had to make very difficult choices. Reduced income from the sale of water and sanitation services means that tariffs have had to be increased sharply, particularly for high-volume users.

The City will still provide inexpensive basic water for indigent residents, but for other residential water users, these tariff increases are unavoidable.

A vast system to maintain

Regardless of how much water residents consume, the Water and Sanitation Department must maintain enormous infrastructure – three major dams and eight smaller dams, 12 water treatment works, 25 bulk reservoirs, 400 pump stations, 23 wastewater treatment facilities, three marine outfalls and 20 000 km of pipes.

Maintaining and extending this infrastructure requires 4 379 employees and an operating budget of R3,2 billion a year, traditionally funded through the sale of water and sanitation services.

Yes, it is dam scary

The level of the six major dams that supply Cape Town and surrounding municipalities and agricultural enterprises is 25,3%, the lowest it has ever been.

The last 10% of water in a dam is very difficult to extract and process, so effectively, there is about 15% capacity left.

When the collective level reaches 13,5%, Day Zero will kick in. The only way to avoid this is to use no more than 50 ℓ per person per day.

All Capetonians are urged please not to store an excessive amount of municipal water, as this only drives up consumption.

At this stage‚ every bit of stockpiling brings Cape Town closer to crisis. Residents who are stockpiling are inadvertently driving a Day Zero outcome. And residents who stockpile water after 1 February will face the stiff tariff increases.

If everyone is frugal, residents will be able to get water from their taps throughout this year.

If we all continue to save like this, we will be able to bring the collective consumption of Cape Town down to 450 million litres or less per day.

If we can maintain this level of consumption, we will be able to avoid moving to level-7 restrictions, which would require people to queue for water. The negative impact of this on our lives, our health, the city’s economy and our futures is almost unthinkable.

As part of its ongoing efforts to prevent Day Zero, when Capetonians may have to start queuing for water, the City is testing and preparing an increasing number of supply zones for the implementation of pressure management. The testing requires the supply to the affected area to be temporarily shut off, and residents are notified in advance.

Not only does pressure management generally lower consumption by reducing the rate at which water flows to properties, it also reduces the risk of leaks and pipe bursts by better ensuring that pressure remains within levels that reduce stress on the infrastructure.

The Delft, Epping Industrial 1 and 2 and Brooklyn areas were assessed in early February. Other areas will be informed of supply disruptions in due course.

“We have identified at least 25 areas across the city that could benefit from this technology. Further implementation will be rolled out over the next few months,” says Peter Flower, Director: Water and Sanitation.

Affected areas are requested please not to stockpile large volumes of municipal water, as the service interruptions are expected to be brief.

Please keep all taps closed and store 5 to10 ℓ of water for essential purposes during times of pressure management testing.

How to be sure your drinking water is safe The safest source of drinking water remains the municipal water that comes out of your taps, or good bottled water. If you have water from another source, such as a borehole, spring or rain collection system, you can make it safe to drink.

The simplest and safest way is to boil it for at least three minutes to ensure that any microbes that can cause diarrhoea and stomach ailments are killed.

It is essential to store your drinking water safely. Clearly label any drinkable water collected and stored in clean (sterile) plastic, glass or stainless steel containers.

Use a baby-bottle disinfectant or unscented bleach to sterilise containers once a week. Keep the containers in a cool dark place to avoid any microbial or algal growth.

With plastic containers, it is best to use ones made of food-grade plastic.

The plastic grade is shown by the number within the three-arrow triangle that should be on the container. Food-grade plastics are those with numbers 1, 2, 4 and 5.

Be on high health alert As more people dip into alternative water sources, City Health has cautioned against drinking or cooking with water from boreholes, wellpoints, rainwater tanks or springs.

T

he City Health Department reminds residents that the only source of safe drinking water (apart from good bottled water) remains the municipal supply.

The municipal water continues to comply with the stringent SANS 241 drinking-water standard and is continually monitored by the City’s Scientific Services laboratory.

Low dam levels do not affect the quality of treated water, though in some cases, it may have a slight odour caused by algae.

These algae are completely harmless.

Spring fever

As the popularity of spring water grows, City Health is increasing the list of springs designated for sampling. Currently, ten springs located in residential areas have been sampled once a month, but more sites are being added to the list. However,

the testing only includes microbiological tests for disease-forming agents such as E.coli and coliforms. Warning signs are being erected at all of the sites to stress that the water quality cannot be guaranteed as safe to drink.

Borehole or wellpoint water is not suitable for drinking or cooking either. It is also not advisable to connect a borehole water tank to a home plumbing system, as it could result in a backflow that contaminates the City’s drinking-water system.

The use of alternative water sources should be limited to bucket flushing of toilets, and its use for cleaning hard surfaces and garden irrigation must be within the prescribed guidelines of level-6b water restrictions.

They should not be used for drinking or cooking, and in most cases, not for personal hygiene either.

Beware bad bottled water If you buy bottled water, it is important to make sure that it carries the South African National Bottled Water Association (SANBWA) logo. This guarantees that it has been properly sourced, tested and treated.

The drought crisis also brings the risk of water-borne disease. The City works very closely with the provincial and national health departments to actively monitor and evaluate cases of communicable diseases. Reports are analysed regularly and interpreted to make or tweak plans.

November to May is also dubbed ‘diarrhoea surge season’ because the warmer weather assists the spread of germs. Active prevention includes taking awareness and hand-washing campaigns door to door in diarrhoea hotspot areas, and training community workers, early childhood development staff and informal food vendors about health and hygiene matters.

Various augmentation projects will be making more water available, but for the longer term.

A number of emergency projects to supplement Cape Town’s supply are under way. However, these additional sources will not stop the crisis, but help ease usage and allow the dams to refill over the next two years. The level-6b restrictions remain firmly in place.

The City’s programme to supply additional water include desalination, water recycling and groundwater abstraction.

South African National Standards (SANS 241:2015) requirements. These are the national standards for drinking-water quality. The desalination plants will have online monitoring equipment installed to check the efficacy of the desalination process and adherence to the standard.

The City, after advice from the World Bank, shifted focus somewhat from desalination to optimising the use of aquifers in the short term, as this is more cost-effective and quicker to implement than temporary desalination plants.

The harsh realities of running out If we don’t pull together to save water, and Day Zero arrives, taps will be closed and residents will have to fetch water from distribution points. This is how it will work.

A

s of 14 February, Day Zero will be on 4 June, and the water supply to most of Cape Town will be cut off if we fail to save enough now.

Strategic commercial areas, high-density areas with significant risk of disease, such as informal settlements, and critical services such as hospitals, fire stations, police stations and clinics, where possible, will continue to receive drinking water through normal channels.

However, most residents will have to fetch water from water collection points.

There will be 200 of these points across the city, each serving 20 000 people.

Where will these collection points be?

Sites for almost all of the collection points have been identified at facilities such as parks, schools and other public spaces.

Sites need to have suitable water reticulation and pedestrian and vehicle access, and some have to be leased from their owners. Residents will be advised of the locations of collection sites via the City’s website, the press and radio, social media and extensive signage.

How distribution will work

Distribution points will have rows of standpipes, and barriers for orderly queuing. Each collection point will have more than 50 taps. Where space permits, some collection points will be geared primarily for vehicles to allow for drive-through water collection. Residents must bring their own containers – the City cannot provide containers.

Tankers will supply vulnerable groups such as old-age homes and care facilities.

How long will it take to collect water?

Exact times cannot be determined at this stage. The City will make every effort to ensure operations are optimised to keep queuing time to a minimum. However, residents should not underestimate the severity of the situation and should prepare to wait in queues to collect water, especially during peak times.

Will residents have to pay for this water?

No payment will be required at the collection points. There will still be a tariff levied as part of the rates bill for the maintenance of the water reticulation system and treatment of the water.

The City will take reasonable measures to ensure that water rationing happens fairly and appropriately. The onus is on residents to act responsibly, honestly, fairly and conscientiously during this crisis.

About level-6b restrictions Due to Capetonians’ water-saving efforts and declining water use from the agricultural sector, Day Zero has been moved out to 4 June 2018.

However, the only way it can be pushed out further is if everyone keeps up the momentum to “live the 50-litre life” and drop commercial water use by 45%.

Level-6b water restrictions took effect on 1 February, with the following impact: • Residents are to use only 50 ℓ per day in total, at home, work, school or elsewhere.

• Commercial properties need to reduce usage by 45% compared to the corresponding period in 2015 (pre-drought).

• Agricultural users need to reduce usage by 60% compared to the corresponding period in 2015 (pre-drought).

Boreholes and wellpoints

In addition, there are new restrictions regarding the use of borehole and wellpoint water. Its use for outdoor purposes is strongly discouraged to prevent the depletion of aquifers. It should rather be used for toilet flushing. Should this water be used for garden irrigation, it must be limited to a maximum of one hour on Tuesdays and Saturdays before 09:00 or after 18:00.

Borehole and wellpoint water use must be metered and all users are required to keep records and have these available for inspection.

All boreholes and wellpoints must be registered with the City and must clearly display the official signage.

Koeberg responds to water shortages with desalination plant

STAFF REPORTER Responding to the water shortages currently experienced in most parts of the country, but especially in the Western Cape, Eskom’s Koeberg nuclear power station launched a mobile groundwater desalination plant on Wednesday, 14 February 2018.

This installation will take care of the station’s water needs, thus easing the pressure on the City of Cape Town’s water supply.

Desalination is the process that extracts dissolved minerals and other impurities from brackish (i.e. ground water) or

saline (i.e. sea water) water.

Desalination is used to produce water that is fit for irrigation or human consumption, and can be used to treat water further to a level suitable for use on the plant.

At the launch Velaphi Ntuli, Koeberg Power Station Manager said: “The desalination plant is part of Koeberg’s threepronged water management strategy to address the current water shortages in the Western Cape while ensuring that the plant is able to provide safe and sustainable electricity. This strategy includes reducing the power station’s daily water usage, keeping adequate on-site water storage and looking at

alternative water supplies (groundwater and sea-water).

When the City of Cape Town called on the people of the Western Cape to address the water issue, we had to respond with a sustainable solution as a responsible corporate citizen.

To this end, we have saved approximately 115,000 kl since June 2017, compared to previous averages. This equates to the City of Cape Town supplying 10.5 kl of water to approximately 11000 houses for a month. Our water tanks are kept full to cater for emergencies,” continues Ntuli.

Koeberg, Africa’s only nuclear power station, has an installed capacity of 1 860MW, which provides 50% of the Western Cape’s and approximately 5.6% of South Africa’s energy needs. It has operated safely and efficiently for 33 years. This power station can only operate about two weeks without off-site potable water.

The desalination solution was therefore quite important to ensure continuity of supply. It is worth noting that Koeberg saves 22 billion litres of fresh water per annum as its condensers are cooled by means of sea water, which is returned to the sea after use.

City looking for volunteers towards Day Zero With Day Zero still a reality and set for early June this year, the City of Cape Town’s Disaster Risk Management Centre (DRMC) is preparing for the arrangements to manage and coordinate points of water distribution across the city, in the event where the City is forced to switch off the taps.

Part of the plan is to identify organisations and residents that are willing to volunteer.

Mass information sessions with Neighbourhood Watch Groups, nongovernmental and community organisations as well as religious groups are underway to brief them on the Critical Water Shortages Disaster Plan and to appeal for volunteers to assist the DRMC. “The volunteer plan has two aspects; to mobilise organisations to help us spread the message about the importance of using water sparingly, but also to rally for assistance should we get to a point where we need to roll out water collection points. This will be a mammoth undertaking and we will need as many hands on deck as possible, ensuring that it is well coordinated and everyone knowing what is expected of them,” said the City’s Mayco member for Safety and Security; and Social Services, Alderman JP Smith.

Community organisations are being asked to: • Assist with education and awareness • Identifying the most vulnerable in communities and providing assistance • Sharing useful information and links e.g. websites and social networks • Identify and liaise with other organisations at a neighbourhood level (religious bodies, schools, old age homes, shelters and crèches) around water saving information and contingency plans The Disaster Risk Management Centre is also recruiting volunteers who can assist at water collection points and caring for the most vulnerable. Helping to set up water collection points and dispensing water Cleaning/disinfecting water dispenser pipes; Marshalling queues and assisting vulnerable individuals and groups Assist City Officials with logistic arrangements on site

“Our efforts will not be wasted, even if Day Zero is avoided. It builds resilience and responsiveness in the face of any kind of threat in the future,” added Smith. MPs instruct SASSA to drop CPS We really need the enquiry into CPS, says ANC MP BARBARA MAREGELE

Members of Parliament have instructed the South African Social Security Agency (SASSA) to end its dealings with Cash Paymaster Services (CPS) as soon as possible. MPs are also calling for a parliamentary enquiry into CPS, which currently pays social grants, and into its parent company, Net1.

“We were very clear that we do not want CPS to be further involved in paying grants. We asked in Parliament last year whether there’ll still be a CPS come 1 April and you said ‘no’, then that was misleading parliament,” said MP Liezl van der Merwe (IFP).

She was addressing SASSA officials at a meeting in Parliament on Wednesday, 14 February, to update MPs on the agency’s plans to phase out CPS from the national grants payment system.

Earlier this month, SASSA applied to the Constitutional Court for permission to continue with CPS. On Wednesday, 14 February, SASSA acting CEO Pearl Bengu

explained to MPs that the agency’s request to the Court was only to allow for “a smooth transition period” from CPS to the SA Post Office and the new contractor doing the cash payments. But MPs were not happy.

Van der Merwe said, “We want grants to be paid, but we find ourselves in a situation where we will have CPS being involved after April. We need to get to the bottom of their dealings in our country from the day they got to SA, to their fake BEE credentials, dodgy deals, illegal deductions.”

Sibongile Tsoleli (ANC) agreed with Van der Merwe and said, “I have kept all of my notes when last year this time you said the phasing in will be factored into the time when the CPS contract ends. This request for extension is new to us.”

Velhelmina Mogotsi (ANC) said, “We really need the enquiry into CPS. It’s an illegal contract and that was extended, now you want another six months with them. Somehow, somebody is benefitting out of CPS … I’m saying this without

Bridget Masango (DA) said she was concerned that some beneficiaries would “fall through the cracks” after 1 April because of the “clumsy” communication to beneficiaries. She said there were “too many options” which could be confusing to beneficiaries.

as well as distribute new cards to beneficiaries around the country.

Bengu said SASSA had already directly paid about 2.1 million (out of 10.6 million) beneficiaries who opted to have their grants paid directly into a commercial bank account.

These beneficiaries were previously paid by Grindrod Bank.

Bengu said SASSA would meet SAPO and CPS tomorrow (Friday) to discuss the transi-

tion.

Before the meeting ended, committee chairperson Rosemary Capa (ANC) asked the Department of Social Development’s acting director-general, Neliswa Vilakazi, to address concerns from MPs about the Minister’s spokesperson, Lumka Oliphant. Blaze leaves families destitute

About 30 people were left destitute after a fire broke out in an informal settlement near to the N7 in the Dunoon township.

Residents suspect that illegal electricity connections caused the fire. City of Cape Town Fire and Rescue Service spokesperson,Theo Layne, said that the cause of Monday’s fire was unknown.

“We responded to a distress call at 12: 21.Ten structures were destroyed. About 25 to 30 people were left homeless. It took about an hour to extinguish the fire,” said Layne.

A brother to the owner of the spaza shop, Sibulelo Zambondla, said he stormed out of the house shortly after he heard that it was burning.

Like many residents, Zambondla said he was only left with the clothes that he was wearing, and that his ID was among the items that have been lost to the fire.

He also said that pork to the value of R4500, including cash, went up in flames. He was seen cleaning the charred pork in order to try to salvage some that can be cooked, and eaten.

Also burnt, he said, was his football club equipment and uniform.

Six-year-old boy, and a 35-year-old man narrowly escape being killed STAFF REPORTER A Six-year-old boy and a 35-year-old man narrowly escaped being killed in a freak accident on Monday after a car knocked them over along Potsdam Road, on Monday, at about 7:45am.

The incident happened, just past the bridge along Potsdam Road, not far from the newly established Emgxobhozweni informal settlement.

The boy and man were attempting to cross the road at rush hour when a motorist knocked them down before colliding with a minibus taxi.

Cape Town traffic services spokesman, Richard Coleman, said two pedestrians, one a sixyear-old boy and a 35-year-old man, were slightly injured in the accident.

City of Cape Town fire and rescue spokesperson, Theo Layne, said that the six-yearold boy was taken to the Red Cross War Memorial Children’s Hospital. Coleman could not verify to which hospital the 35old man was taken.

Ward 104 councillor, Lubabalo Makeleni (ANC), said that

there are shacks next to the bridge and that it is a very dangerous area for occupation.

“We are busy speaking to the City of Cape Town to see if those residents occupying the road reserve cannot be relocated to a safer place. But unfortunately, there seems to be no available land. People are building shacks on the city’s land and the City demolishes them but they keep rebuilding.

We wish that people will listen and know that there is a danger in settling near roads,” said Makeleni.

And as the accident happened, some residents of the same informal settlements stood in awe, watching a body of a suspected thief, lying near their door step.

The residents said that they believed it was a suspected thief killed elsewhere in the township and then dumped in their area, near their homes.

They said that they did not hear anything in the night.

The area in which the body was found is policed by the Table View Police Services.

Dunoon LFA Kicks Off season with Top 8 Tournament

Parents have also asked if there will be alternative measurements in place to keep the children busy if there are difficulties due to water restrictions?

The answer to all parents from DLFA president Amos Siwayi is, “Yes. We will play football in 2018. Yes. Alternative arrangements have been put in place; by not using the playing fields for training during week days, but only for fixture matches on Saturday’s,” said Siwayi. “Our competition department has already drawn up the fixtures for 2018, and we will kick off the football season for 2018, on 3rd March,

After the destruction of Cebo Ngema, Toto Helebhe had become one of the most sought after boxing commodities in South Africa. Unfortunately his success was cut short by a stabbing incident in which he suffered a wound back in September.

After consulting with his team, Helebhe has agreed to go to what is regarded as a tuneup fight against a prospect Mbulelo Dyani before he resumes his international campaign.

Mbulelo Dyani has been quoted to be challenging Helebhe in his previous two fights and the champion has obliged.

When asked about why he took a fight in another country Helebhe said “This is a perfect opportunity for a comeback in the world stage as my opponent will not know and exploit my accident setback”. He also made it clear that he had lost

One issue that Helebhe seems to want to quickly forget is that of the stabbing incident as he seems to avoid talking and metioning it in his interviews. This is due to the fact that he knows how much opportunities he has missed while having to nurse the wound.
