Woman struck dead by a taxi in Blouberg Road Staff Reporter A 34-year-old Dunoon woman was struck dead by a taxi in Table View on Thursday morning, Table View police have said.

According to the Table View police spokesperson, Captain Adriana Chandler, the incident occurred shortly after 08:00 on Blaauwberg Road. The victim, Martha Macho, was walking on a pedestrian crossing when she was struck by the taxi.

Chandler said Macho was hit by a taxi when she walked across the road towards Raats Drive.

A day in the life of a municipal sewerage worker Hamilton Mkhize, 45, earns a living by cleaning Cape Town’s blocked municipal sewers, a job most people would prefer to avoid.

When residents see him in action in the midst of overflowing raw faeces, they spit on the ground. But, he says, he manages to keep his spirits up throughout the workday.

When GroundUp spoke to him on Wednesday his protective garments, rubber gloves and coat, were dripping raw sewage. Excrement was stuck on his beanie and even on his face as he worked on a blocked main sewer in

Dunoon’s Waxberry Street.

He removed the manhole cover and jumped inside to start removing foreign objects. Then he and his colleague used a high-pressure jet to remove build-up and obstructions in the sewer.

Because of the growing population in Dunoon and frequent sewage flooding, the street is a familiar sight for him.

Mkhize has been working for a City contractor, Quetzal Trading, for ten years, cleaning and unblocking sewers.

He says he has got used to the smell over the years. He has to do this work, he says, to feed his family. “For me, fixing blocked sewers, touching raw faeces is my bread and butter.

“When I started I had to fight off nausea and it was not easy to have a meal after work,” he says. “I could not eat for three days in a row.”

But now, Mkhize says, he is used to it. He enjoys his meal soon after cleaning up after work. “I am used to this job now. It is my daily bread. Without this, I can’t do anything. I am proud of this job.”

He earns R3,200 fortnightly, more when he works overtime.

“We get provident fund benefits, medical aid and a food parcel at the end of the year which for me is good enough.”

His day starts at 7:20am and ends at 4:20pm and he can visit three sites within that time. Asked if he gets sick, he says the sewerage workers are inoculated.

When unblocking the sewers, he says, they find dead dogs, cats, sheep heads. Sometimes

they find a foetus. “We have found a ninemonths, fully developed baby. It is very traumatising.”

“The community needs to be educated about the importance of sewer manholes.

They remove the cover and throw in foreign objects.” Overpopulation is also contributing to ongoing sewer problems in Dunoon, says Mkhize.

His colleague, Morris Ngadu, is a refugee.

He fled political violence in the Democratic Republic of Congo (DRC) in 2002. In the DRC he was an accountant, but in South Africa he first got a job as a security guard and three years ago joined Mkhize. He supports his wife and two children.

“We use antiseptics. There is nothing to worry about. I clean my hands before eating,” he says.

Mkhize says his children know what he does but he isn’t sure if they understand.

“They have never seen me in action. If they were to see me in action with their friends …

City approves R14-billion Foreshore development despite objections The proposed R14-billion Harbour Arch development on the Foreshore, Cape Town, is set to be completed over the next ten years.

Aisha Abdool Karim The Harbour Arch development, which will be the largest of its kind in the Cape Town city centre, was approved by the Municipal Planning Tribunal last week Thursday 24 October.

The parcel of Foreshore land, spanning 5.3 hectares, was previously owned by Transnet but has since been bought by Amdec for its R14-billion mixed-use development.

The rezoning application for the development was approved in August 2012. Amdec, however, then applied to amend the conditions of approval in December 2018. This was to account for a change in lease ownership and to adjust the size of the development to include residential units.

The application was met with six objections, four from Urban Design and two from housing activist group Ndifuna Ukwazi. The bulk of the four-hour hearing on Thursday centred around technicalities regarding the proposed height for the buildings and the parking bay structure.

During its presentation, Ndifuna Ukwazi and Reclaim the City focused on the lack of affordable housing included in the development, which they believed would further exclude poor and working-class people from the city centre.

plication until it included the provision of affordable housing either within the development itself or the surrounding area.

“We’re still living in this system where a few white males get to decide in the interest of the public what should happen to make a building as big as Harbour Arch spatially just,” Karen Hendricks, Reclaim the City Woodstock Chapter Leader, told GroundUp. “The approach is unjust and we feel that poor and working-class people are still denied access to living in the inner city … the City of Cape Town are prioritising the wants of the wealthy,” said Hendricks.

Reclaim the City and Ndifuna Ukwazi based their argument on the Spatial Planning and Land Use Management Act of 2013,

stating that the Act compels the City to further spatial justice in Cape Town.

Municipal Planning Tribunal Chair Dave Daniels disagreed. He said that the Act asks that the principle of spatial justice be taken into consideration and this had been done.

Daniels said that to impose and enforce an affordable housing condition on the development would be “extremely difficult”.

“To impose conditions that would halt a project that would bring R14 billion into the city, I just think would be irrational,” Daniels told GroundUp. In the developers’ presentation, they stated that there is no obligation to include affordable housing into the development.

However, in order to show their commit-

ment to spatial justice, the Amdec Group is developing another site in Ottery. The group has earmarked a ten hectare piece of land, where 1,000 affordable housing units will be built.

“We are doing our bit to create 1,000 houses for people in our less affluent communities, who have in the past been excluded from good quality housing at reasonable prices,” Amdec CEO James Wilson told GroundUp. “We need some healing from our past and investment into communities who were previously excluded from economic growth in our country.”

Wilson said he hopes that the Harbour Arch development will inspire confidence in other developers and lead to the expansion of the Culemborg area.

He said they would be happy to engage with Ndifuna Ukwazi and Reclaim the City about possible sites in the inner city that could be developed in the future, but he also hopes other developers will see the opportunity to create affordable housing in the neighbouring buildings around Harbour Arch.

Ndifuna Ukwazi and Reclaim the City said they will discuss what the Harbour Arch decision means with their members and “plan possible action on how to disrupt this kind of property power in future”.—GroundUp

Staff Writer Fed up with crime, a handful of Dunoon residents marched to the Milnerton police station last week Wednesday to hand over a memorandum requesting the Milnerton Police to establish a police station in the township.

While the march was poorly attended, about 120 residents have signed a petition which supports the demand for the establishment of a satellite police station.

Currently, Dunoon residents have to walk about 12 kilometres to the Milnerton police station to report a crime, or pay R23 to travel there and back by minibus taxi.

The march was organised by the SA Communist Party (SACP) Dunoon’s Fidel Castro branch.

Community activist Lindelwa Mguli, who helped organise the march, told the Iliso Labantu News that about 120 residents have signed the petition demanding the establish-

ment of a police station.

“The police station in Dunoon is really needed based on the crime incidences happening in the area and taking into account that one has to catch a taxi in order to go to the police station in Milnerton. Also, the police vans being allocated to Dunoon area delay in times,” says Mguli.

Asked why the march was poorly attended, she said the failure of residents to support the march was not based on lack of organisation but “might be personal commitments”.

She’s said the South African Communist Party Dunoon’s Fidel Castro Branch and the broader community have over time endured too much crime in the township.

Context of the Position: SEDIC is the shareholding entity for the Atlantis Special Economic Zone (ASEZ), currently being incubated within WESGRO. The ASEZ’s overarching mandate is to attract key investors in the Greentech industry, in order to foster and grow the Green Economy whilst enhancing the local economic environment and job opportunities, creating an integrated and sustainable future for Atlantis. Purpose of the position: To provide HR expertise and specialist support to the Atlantis Special Economic Zone and SEDIC. The incumbent will be responsible to live the culture, values and ethos of the ASEZ and SEDIC, in support of the vision, mission and strategy; as well as to foster a workplace environment that supports a passion for a common purpose. This will be achieved through implementing a holistic, comprehensive and empowering HR function to support the organisation to achieve its mandate.

Requirements: • An appropriate tertiary qualification in Human Resources with a minimum of six years’ experience • Two years’ experience at a specialist or management level • Experience in a professional environment is essential, and previous PFMA exposure is advantageous • Up-todate HR knowledge with regard to recruitment, performance management, employee wellness, remuneration and benefit practices, training and development, labour law and Payroll packages.

Experience with Internal/external audits is essential • Valid Code B driver's licence.

CapeNature freezes tourism prices

Staff Reporter CapeNature have announced a prize freeze on entrance fees for camping, hiking and accommodation tariffs at CapeNature reserves across the Western Cape until 31 August 2020.

“This means that visitors get to spend quality time at CapeNature reserves, hiking, camping under the stars, and ‘glamping’ in luxury, safari-style tents and modern, luxury self-catered eco-cabins at 2018 rates,” says Loren Pavitt a spokesperson for CapeNature.

She says the freeze in entrance fees was despite the inflation rate increases and the current recession in the country but CapeNature wants to see an increased number of local visitors explore and experience the rich natural heritage exclusive to the province.

For example the monthly long-term average for Newlands is 84.8mm, but it is currently at 195mm, with the bulk of that, 112mm, falling on Friday. Dam levels on Monday were 3.3 percentage points up from last week, 82.9% (source: City of Cape Town). Dams can be expected to fill further this week as water runs off the Cape mountains.

Flooding forced some shack dwellers to abandon their shacks in Island informal settlement, Khayelitsha. The two-day downpour left roads and footpaths water-logged.

The shacks of residents who could afford to buy gravel and pieces of broken bricks mixed with cement to put down on their floors withstood the water better, according to community leader Nonceba Ndlebe.

Anathi Manyela, who lives with three young children, said water started seeping out of her floor on Friday afternoon, after the heavy rains started.

“I used dishes to remove water from the floor, but more water continued to stream in and drench it,” she said. “When I settled here last month, I knew the area gets flooded on rainy days but didn’t expect it to be this bad.”

Residents of Qandu-qandu in Khayelitsha also experienced heavy flooding. Sisa Nukinakile’s shack was flooded on Friday and so he had to move into his brother’s home.

The City of Cape Town released a statement: “Due to heavy rainfall over the last few days, localised flooding was experienced in informal settlements across the city. These areas were assessed by Disaster Risk Man-

agement officials and no emergency sheltering was required, except for 240 dwellings in Strong Yard and Constantia, Mfuleni. These dwellings were waterlogged and emergency sheltering was activated at a nearby church. … The Transport Department is clearing the storm-water system to expedite the drainage of floodwater, while the Informal Settlements Department is also busy with assessments and providing residents with flood kits.”—Groundup

2019 Killarney motor show: Postponed by six weeks due to bad weather

Staff Writer The heavy October rains have been fantastic for dam levels, but has led to the postponement of the 2019 Killarney Motor Show to Sunday 8 December.

The motor show was scheduled to take place last Sunday 27 October at the Killarney international Raceway.

“Unfortunately, due to strong adverse and storm weather conditions predicted for the weekend [Sunday 27 October] and the resulting concerns regarding safety, the 2019 Killarney Motor Show powered by KFM 94.5 has been moved to until Sunday 8 December 2019,” said Des Easom, CEO at Killarney International Raceway.

Dave Abrahams, the International Raceway spokesperson, says motor sports enthusiasts who already bought tickets to the show, their tickets remain valid for the new penciled date.

Except for few additional special attractions, the administrators of the event are working on, the programs has not been re-

vised, says Abrahams.

He says everybody who registered on the Killarney Motor Show website ( http://killarneymotorshow.co.za/ ) to display their cars and motorcycles, their registrations will also remain valid for the Sunday 8 December event.

He also says that registrations will remain open for those who would like to join to display their VIV (Very Important Vehicle) on the new date.

“For the fourth annual Killarney Motor Show - the biggest, most hands-on motor show in the Western Cape - we are taking the revs up again with close to 1300 vehicles on show and more than 100 stalls selling just about anything you can think of for your car - and your tummy, with a huge variety of watering holes serving ice-cold drinks, sit-down eateries and takeaway vendors!” he said.

He says there's a new, more accessible layout, an entirely new category of exhibitors and fascinating new displays to delight spectators and keep them at the show all day,

from 'Gates open' at 10:00am until the show closes at 5:00pm, including live music and a fun fair in the pits paddock offering exciting rides for children of all ages.

This year's show will feature no less than four active circuits, starting with the Tar Oval, where the Cape Hell Drivers will be running a full Tar Oval Racing event at Killarney International Raceway during the show - at no extra cost.

Next door to that is the Extreme Arena; as its name suggests, that's where you'll experience non-stop entertainment including stunts, drifting, burnouts, passenger rides in E36 Cup racing cars and parades of classic motorcycle and vintage tractors.

There will be public karting on the 'K' circuit, and trials expert and Dakar Rally hero Kobus Potgieter will be running a round of the Western Cape Foot-Up Trials championship over all sorts of natural obstacles on the back straight.

The Adventure City area goes (literally) wild this year with a comprehensive display of

off-road machinery on two and four wheels, off-road trailers, camping gear, tents and accessories - everything you need for your next safari.

The static displays at the 2019 Killarney Motor Show will encompass some one thousand vehicles, ranging from classic, custom and brand-new motorcycles to massive eighteen-wheeler trucks.

Pride of place on the main straight, however, goes to the Streetcar Show, featuring cars of all types and sizes, customised inside and out and modified as only the Mother City's petrolheads can do it, into 'hot rods', 'stance cars' lowered to within centimetres of the road and American-style muscle-cars.

The Cape Multi-MotorClub brings together hundreds of exotics bearing names such as Porsche, Jaguar and Alfa Romeo in the paddock behind the Clubhouse.

Nearly all the vehicles on display, old and new, arrive on their own wheels, the stunts are genuine, the racing on the Tar Oval is for real.
