r McCarthy’s ward incorporates Summer Greens, Joe Slovo Park and Phoenix, Montague Gardens, Killarney Gardens, portion of Sunridge, eastern Flamingovlei, Sunset Beach, Milnerton Ridge, Royal Ascot and a portion of Milnerton proper up to Broad Rd. As the various portions of the ward are so diverse in nature and needs, I have divided my ward business plan into geographical areas for simplicity and into short term and ‘term of office’ goals. SHORT TERM GOALS:
1. Joe Slovo Park (JSP)/Phoenix: Geographically these two areas are located next to each other and the needs are similar, except that Phoenix does not have the large informal settlements that Joe Slovo has. • We need to re-launch a Development Forum in JSP to include all the community based organisations, and hopefully the street committees as well. To truly have a handle on what is happening and a hope of affecting the outcome in JSP we must have the buy-in and confidence of the community. • The illegal erection of dwellings and churches on city land remains a problem – there is no available land for housing in JSP or Anywhere close. Most of the shack owners are interdicted and aware that the illegal dwellings can and will be removed at some point. • Cleansing, cleansing , cleansing is repeatedly necessary for both areas (solid waste removal). Need education programmes by Solid Waste and water and Sanitation to educate the people, and also the school pupils. • The re-blocking of Mtshiniwam informal settlement has taken place, promoted by the Informal settlements network (ISN). This is important as re-blocking reduces the risk a fire spreading through the entire settlement. Ekuphumeleni should have been started but due to disturbances in Mtshiniwam and allegations of corruption in the ISN staff , there are delays. Need to get this done in the other two informal settlements as well to minimise fire damage in the area. • The area needs to be greened to reduce the dust and improve the surroundings. However, watering trees and grass is not a priority –their needs are more basic and fundamental. Trees are being planted up Freedom Way as part of the IRT upgrade from Omuramba Drive , but underground watering is included to ensure survival of the trees, so area looking better already. These trees are being used as hiding place for drugs! • Need a new Sports Forum in JSP/Phoenix run by the parents and community members to represent all the sporting codes. The Forum must register an NPO, register it with the City as a vendor and get tax clearance. They could then fundraise and/or receive a grant-in-aid and/or can fundraise for the various sporting codes. • The informal settlements have a dire need for extra toilets and taps, but this is difficult to do because every inch is built on and shacks need to be relocated to facilitate this. Folk are willing but where to put them is the issue. • Mobile clinic and mobile library required. Former

on the cards for this year , the latter a possibility of donor funding. Am currently costing the project. • Alcohol and drug abuse has lead to a dramatic increase in violent crime in the area- 5 murders in Feb 2012. Need to crack down on the number of illegal off sales and taverns in the area. Mtshiniwam Committee has now banned all illegal taverns after a man was beaten to death with a spade last Saturday. • There is an urgent need for job creation via projects, as 2 in 5 of the adults work, whereas most of the school-leavers are at home unemployed. They are not interested in the Mayor’s EPWP project as they do not want to do manual labour. Some adults, who have experienced hunger and the inability to feed their families, are happy for the work. • Most of the unregistered crèches in the area are now compliant if not registred , thanks to the efforts of Dept of Social Development as well as Planning Dept to assist them to comply with the City’s minimum standards. • Illegal trading and flea markets are rife as a way to generate an income. Have consulted identified a suitable site for a more formal /informal trading area, off the main road and off City land meant for mixed use along the canal off Milky Way. Require funding to initiate the project- will allocate some ward funding. • Upgrade and maintain all the green spaces and parks in both areas. • Cleaning/maintaining the area, incl reduction of weeds on hardened surfaces by regular herbicide spraying. 2. Summer Greens: • Illegal businesses (house shops, hairdressers, spaza shops) in residential properties reducing appearance and tone of the area, Battling to close these down. • Overcrowding of rental stock tantamount to boarding houses – results in crime, grime and impacts negatively on the aging infrastructure (pipe bursts, sewerage pump failure) Identified slum lords and are in the process of • Cleaning/greening /maintaining and beautifying of the suburb incl reduction of weeds on hardened surfaces by regular herbicide spraying. • Development of the Emerald Way space to reclaim it for community’s use (park/open air gym). 3. Milnerton Central/Milnerton Ridge/Royal Ascot: • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying. • Maintenance of parks and equipment • Identifying and acting on problem buildings (derelict, not appropriately cared for, overcrowding . illegal use). • Traffic calming to prevent speeding esp on long roads with few stop streets like Pienaar Rd, Milnerton Drive, Grand National Blvd. 4. Sunset Beach: • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying • Maintenance of vacant plots • Maintenance of parks and equipment • Monitoring the illegal land use in the area • Raised intersections now necessary – motorists not stopping at stop streets. 5. Sunridge: • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying. • Maintenance of vacant plots • Maintenance of parks and equipment • Monitoring the illegal land use in the area – esp house shops and panel beaters. 6. Eastern Flamingovlei • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying • Maintenance of vacant plots • Maintenance of parks and equipment – have a friends of the park group running here. • Monitoring the illegal land use in the area • Investigate the possibility of the IRT in this area esp along the routes past the Pre-primary, primary and High Schools.
LONG-TERM GOALS: 1. JSP/Phoenix: • Revitalization of the suburb by cleaning, greening , reducing the number of shacks and all the illegal containers/ businesses and informal traders along Freedom Way. • Development of the more formal ‘informal trading area’ at the canal on Milky Way. • Am in negotiations with Human Settlements for land to temporarily relocate informal settlements and allow creative design of housing (encompassing perimeter block style and possibly terrace housing), and a mixed use building (shops on ground floor, rental units on the two to three storeys above). This should form part of next year’s IDP on Human Settlements budget. • Sinenjongo High school will receive a brick school with proper facilities incl a school hall, brick/mortar classrooms to replace their prefab ones, a science laboratory and a computer skills unit by 2016! 2. Summer Greens: • There are no recreational or educational facilities in Summer Greens. Children are ferried by parents to neighbouring suburbs for sport and youth activities and gangs are moving into the area as a result of idle young people. Have identified and requested ground adjacent to the community hall for a sports field, with the support and hopefully financial backing of Provincial Dept of Sport and Culture. Also the open lot on the corner of Ploughman’s Crescent for a play park, with climbing wall. Sport area will include the hall for indoor sport and the Eskom Reserve as a jogging and exercise track, with a cycle track. Still battling for funding ‌. • Need to rehabilitate the all-weather court on Emerald way for basketball, netball and possibly tennis and better use the surrounding open space (council land), currently being used for drug deals. • Establishing a sports committee to administer the sporting codes identified by the community under way . • Restore pride in the area by encouraging residents to take back control of what happens in the area, rather
than sit back and complain. Have done several walk-abouts to encourage visible policing by the residents and the use of the C3 notification system. All working very well –now have a Whatsapp group and they chat about issues and incidents , as well as safety issues. 3. Milnerton Central/Milnerton Ridge/Royal Ascot: • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying • Maintenance of parks and equipment • Identifying and acting on problem buildings (derelict, not appropriately cared for, overcrowding . illegal use) • Traffic calming to prevent speeding esp on long roads with few stop streets like Pienaar Rd, Milnerton Drive, Grand National Boulevard. 4. Sunset Beach: • Cleaning/greening/maintaining the area, incl reduction of weeds on hardened surfaces by regular herbicide spraying. • Attempting to link the SBHOA CCTV network to piggy-back on our new network and ‘talk’ to the City’s system – this will improve and expand our crime fighting capabilities in SC1. 5. Sunridge: • Cleaning/greening the suburbs , esp the cleaning of the gutters and verges and removal of weeds on the hardened surfaces with regular herbicide spraying. • Maintenance of parks and equipment • Identifying and acting on problem buildings (derelict, not appropriately cared for, overcrowding . illegal use) • Traffic calming to prevent speeding esp on long roads with few stop streets like Gie Rd, • Investigate the large vacant plots: establish ownership and propose appropriate uses.
Public Participation Process Management Plan for the Koeberg Nature Reserve, Western Cape Eskom Reference No: KNRMP 1.1/01/2015
The Koeberg Private Nature Reserve was proclaimed in 1991 in terms of the Cape Provincial Nature and Environmental Conservation Ordinance 19 of 1974. The National Environmental Management: Protected Areas Act (NEM:PAA), Act No. 57 of 2003 came into effect in April 2013, which requires the development of a management plan for previously declared nature reserves. Notice is hereby given in terms of Section 39(3) of NEM:PAA (2003) of Eskom’s intention to develop the Koeberg Nature Reserve Management Plan. The Management Plan is a strategic document that provides the framework for the management of the land regarded as the nature reserve, which includes the strategic and operations management framework, the operational management and programmes, as well as monitoring measures. The final Koeberg Nature Reserve Management Plan will be submitted to the Member of the Executive Council (MEC), Department of Environmental and Development Planning, for approval. Stakeholders are invited to participate in a public participation process.
