06 PLANNING ADVICE

URBAN PLANNING COLLECTIVE

The site is identified as having heritage value. It is affected by Heritage Overlay Schedule 45 (Former Northcote Cable Tramways Site) and is also on the Victorian Heritage Register, identifying it as being of State heritage significance. It’s heritage status requires that a permit from Heritage Victoria is obtained, as well as a planning permit from Darebin Council. We have reviewed the heritage citation and it makes reference to the building form, including it’s roof. The advice of a qualified heritage consultant will be required to properly understand the site’s redevelopment potential. The advice below focusses on the other relevant planning framework to draw conclusions on development potential. It assumes that the suggested outcomes are supportable from a heritage perspective.

The land is in the Commercial 1 Zone (C1Z) which encourages a broad mix of retail, commercial, entertainment and higher density residential uses. As well as being in a Heritage Overlay it is also affected by the Environmental Audit Overlay (potential land contamination) and the Development Contribution Plan Overlay (levies on new development).

The Darebin Planning Scheme nominates the site as being within a Local Centre and Substantial Change Area with regard to housing growth. Prescriptive guidance on building height and built form outcomes is contained within Council’s High Street Corridor local policy and the High Street Study Urban Design Framework. The policy and framework encourage reuse of the existing building with an additional level on top. Other High Street properties between the site and Clarendon Street have a nominated preferred height of 6 stories with incremental setback of upper levels from the High Street boundary. The built form guidance articulates preferred rather than mandatory development outcomes.

As part of the Activity Centres Program, High Street Thornbury (including the site) was recently nominated by the State government as one of 60 Melbourne centres that will be the focus of future residential growth of up to 300,000 new homes by 2051. The State will undertake new structure planning work for the centre that will establish new built for controls. It is anticipated that those controls will promote an uplift in development potential compared to the existing planning framework. The plan-making process is expected to commence in late 2025. Land owners will be consulted and invited to comment.

We anticipate that the frontages of the existing building to both High Street and Martin Street will need to be retained in any redevelopment scenario, for heritage reasons. The extent of retention will need to allow meaningful appreciation of the existing built form and volume. On the balance of the site, and subject to qualified heritage advice, the current planning framework would reasonably support new built form of up to 5-6 storeys, in our opinion. It is possible that the Activity Centres Program may ultimately nominate taller building heights given that the initiative prioritises housing growth. The interface with the existing 6 storey apartment building to the north would need to be managed with building setbacks to that boundary. Likewise, upper level setbacks to the east are likely to be required to respect the future development potential of the neighbour at 3 Martin Street, albeit that site also has heritage constraints.
