MASTER PLANNING C&S’S MASTER PLANS ADDRESS AN AIRPORT’S CRITICAL VALUE TO ITS COMMUNITY, WHILE ADDRESSING EFFECTS ON NEIGHBORING PROPERTIES AND THE ENVIRONMENT, AND FOCUSING ON KEY RELATIONSHIPS WITHIN THE TRANSPORTATION NETWORK.
We focus on a more integrative and holistic approach to planning that goes beyond what many firms
are able to offer. By incorporating unique in-house
expertise like sustainability, land use and economics,
and terminal planning, we deliver more well-rounded, functional documents.
C&S has decades of experience preparing master plans consistent with our belief that every plan should be
tailored, versatile, and functional. Our planning team has extensive experience in visioning and big idea
workshops, physical inventory and conditions, demand capacity and facility requirement analyses, alternatives development and evaluation, and plan formulation and implementation.
Our staff of environmental scientists, air quality
specialists, biologists, and engineers have the expertise to meet regulatory requirements and overcome
technical hurdles on even the most challenging projects. C&S is an expert in understanding and applying
federal and state environmental requirements. We
guide airport sponsors through the entire process and
develop the necessary documents to address National Environmental Policy Act (NEPA) and other state-level
standards. We understand the complexities of applicable FAA guidelines and know the correct documentation
and associated technical analyses required for all types of projects on an ACIP. We have significant experience with categorical exclusions and environmental
assessments, and are able to leverage our deep FAA relationships to get them approved quickly.
WE IDENTIFY THE MOST COST-EFFECTIVE AND APPROPRIATE SOLUTIONS TO COMPLY WITH THE MYRIAD OF REGULATIONS AND GUIDELINES FACING AIRPORTS BOTH AT THE STATE AND FEDERAL LEVEL.

INTEGRATED SUSTAINABILITY
AIRFIELD PAVEMENTS AIRFIELD PAVEMENTS ARE THE BACKBONE OF AN AIRPORT. C&S WORKS WITH AIRPORTS TO DESIGN AND MAINTAIN THIS CRITICAL INFRASTRUCTURE IN THE MOST COST-EFFECTIVE AND EFFICIENT MANNER POSSIBLE. C&S’S SPECIALIZED EXPERTS ADDRESS ALL TYPES OF AIRFIELD PAVEMENTS, INCLUDING RUNWAYS, TAXIWAYS, AND APRONS.
We design rehabilitations, reconstructions, extensions, and new construction using both bituminous and
Portland cement concrete for all sizes of pavement
projects—from reconstructions of entire runways at
large hub facilities to parking aprons at general aviation airports and everything in between.
Our engineers and construction inspectors have
specific airfield pavements training and certifications from the American Concrete Pavement Association,
Airport Consultants Council, Asphalt Institute, and FAA. Our engineers participate on research panels for the
Innovative Pavement Research Foundation (IPRF), and
lead training for pavement engineering at conferences.
AIRFIELD ELECTRICAL C&S DESIGNS ALL TYPES OF AIRFIELD LIGHTING AND NAVIGATIONAL SYSTEMS, INCLUDING RUNWAY AND TAXIWAY EDGE LIGHTING, LED LIGHTING, IN-PAVEMENT EDGE, CENTERLINE, AND TOUCHDOWN ZONE LIGHTS, GUIDANCE SIGNS, VISUAL AIDS SUCH AS REIL AND PAPI SYSTEMS, AND INSTRUMENT LANDING SYSTEMS.
These projects include all related electrical power
distribution, controls, equipment installations, and stand-alone airfield electrical buildings. We also
design emergency power systems, including stand-by generators and transfer equipment.
We have designed airfield signage and marking plans and designed runway and taxiway lighting systems at nearly 100 airport facilities. We know the rules, what systems work best, and can expedite the process.
TERMINAL BUILDINGS OUR ARCHITECTS, INTERIOR DESIGNERS, TERMINAL PLANNERS, AND ENGINEERS CREATE FUNCTIONAL AND DRAMATIC TERMINAL BUILDING ADDITIONS, RENOVATIONS, AND NEW BUILDS FOR AIRPORTS OF ALL SIZES. We consult with airports from start to finish to initiate terminal development, conduct site selection studies, prepare high-level requirements and alternatives,
formulate demand capacity analysis and develop
program requirements, and act as strategic advisors during design and construction.
Our 3D visualization tools help clients and stakeholders understand complex facilities and issues early in the design process. Our in-house architecture, interior design, structural, MEP, site/civil, and sustainability specialists can manage the planning, design, and
construction of an entire project. We have experience
with many delivery methods, including design-build and public-private partnerships that can help reduce costs and get projects built more effectively.
C&S DESIGNS NUMEROUS SPECIAL USE FACILITIES AT AIRPORTS, INCLUDING CENTRALIZED RECEIVING AND DISTRIBUTION CENTERS (CRDC), CARGO FACILITIES, HANGARS, FIXED BASE OPERATORS (FBOs), EQUIPMENT BUILDINGS, AND STORAGE AND MAINTENANCE FACILITIES. We assist with site selection, planning, financing, design,
and construction for all types of airport support facilities. We have experience with public-private partnerships
and design-build delivery methods on airport projects.
SPECIAL FACILITIES
One of C&S’s unique specialties is CRDCs, which can be a solution for streamlining
the processing of goods coming into an
airport. Our state-of-the-art CRDC buildings enable airports to consolidate many scattered operations
and staff into one location for increased efficiency and reduced costs. CRDCs are effective for all sizes of hub
airport and creative financing options can make these facilities a reality even if they are not on the CIP. For
example, public-private partnerships allow an airport
to maximize CIP funds for critical airport infrastructure. Partnering with a private developer, an airport can
set up a number of leaseback or installment payment options to benefit both partners over the course of many years.
LAND USE + ECONOMICS C&S ADVISES AIRPORTS ON STRATEGIC POSITIONING, PLANNING, AND DEVELOPMENT OF THEIR REAL ESTATE. WE EMPLOY SOPHISTICATED ANALYTICAL AND IMPLEMENTATION TOOLS COMPLEMENTED BY OUR YEARS OF DIVERSE MARKET EXPERIENCE TO SUPPORT CLIENT DECISION MAKING TO FULLY LEVERAGE COLLATERAL ASSETS.
Our comprehensive services focus on formulating
a cohesive vision and market strategies to optimize an airport’s land use and achieve financial goals
and objectives for office, industrial, retail, restaurant, commercial services, hotel, and other projects. We assess alignments with economic development
initiatives, regional outlook, and industry trends for aviation-related opportunities. Our value‑added approach typically includes four primary
activities—portfolio reviews, market assessments and benchmarking, development strategy, and implementation services.
CONSTRUCTION PHASE SERVICES ACHIEVING A QUALITY-BUILT PROJECT IS THE RESPONSIBILITY OF C&S’S FULL-TIME TEAM OF CONSTRUCTION MANAGERS, INSPECTORS, AND SUPPORT STAFF WHO ONLY WORK ON AVIATION PROJECTS. The construction team’s involvement occurs throughout the
design process, focusing on three areas—constructability,
cost, and schedule. This gives design personnel and the
sponsor the realities of a contractor’s perspective; feedback on phasing, methods, materials, and specifications; and
contract packaging.
Our construction team includes OSHA-certified staff and
experts trained and certified in P-401. We use the latest in
intelligent construction techniques, including equipment like
the GPS rover for grade control and measurements. We also use e-Construction for document and photo management,
and inspection reports and records are stored in the cloud. Once construction starts, our team focuses on the
project’s “triple constraint”—quality, cost, and schedule.
We encourage a partnering environment and work closely with contractors throughout the life of the project. C&S is an extension of your staff for the duration of the project, and your eyes and ears on the construction site. Our
experienced airfield construction management staff are
always looking ahead to issues that may arise during the life
of the project.
SOUND ATTENUATION C&S AND OUR QUIETERHOME AND QUIETERSCHOOL PROGRAMS ARE KNOWN NATIONWIDE FOR OUR OUTSTANDING PROGRAM AND CONSTRUCTION MANAGEMENT CAPABILITIES. OUR 30+ YEAR TRACK RECORD INCLUDES EXPERIENCE WITH MORE THAN 26 NOISE MITIGATION PROGRAMS, INCLUDING MORE THAN 20,000 SUCCESSFULLY TREATED HOMES AND DOZENS OF SCHOOLS AND HOUSES OF WORSHIP.
Addressing the impact of increased aircraft
noise on an airport’s surrounding community is no small task. With that in mind, C&S designed
our approach to help clients sensitively turn
that challenge into a solution. Our program
management capabilities take the burden off of our clients, enhancing the level of service that
residents receive while strengthening ties among
residents, the airport, and local agencies. We see projects through from initiation to construction
closeout, keeping clients informed at all stages of the process.
