The 2014 CRA Convention is shaping up to be one of the best conventions in recent memory. CRA units from every part of California are all in, electing delegates to come join the action. The line up of convention speakers is impressive. Keynoting the major meal events are Assemblyman Tim Donnelly, candidate for Governor; Diane Harkey, candidate for Board of Equalization; Board of Equalization Member Michelle Steel; and, Rafael Cruz, the father of U.S. Senator Ted Cruz. In addition, CRA delegates will be treated to numerous other conservative speakers. Check out the tentative convention agenda on page 8. To add to the weekend excitement, regional local endorsing conventions are being called concurrent with the 2014 Convention on Saturday morning March 1st.

CRA’s Legislative Scorecard Rates Legislators Only Three Lawmakers Receive Perfect 100% Scores; Sixty-Five Score Zero

ne State Senator and two Assembly Members received perfect scores in the latest Legislative Scorecard released by the California Republican Assembly. “We’d like to congratulate Senator Joel Anderson; Assemblymember Tim Donnelly and Assemblymember Beth Gaines for achieving perfect scores this year,” commented CRA President John Briscoe. “Overall nineteen legislators received ‘A’ grades by scoring above 90%,” Briscoe continued. “They continue to demonstrate their commitment to conservative principles.” CRA’s scorecard is derived from votes cast on diverse bills ranging from giving driver’s licenses to illegal immigrants to expanding a government program that subsidizes the purchase of new clean vehicles for low-income drivers. While the total number of 100% scores decreased from 2012, the total number of zeros

President’s Greetings! IT’S BEEN AN EXCITING TIME since the April election. I’ve been out to 70 different events and 35 different unit meetings. Tax season has begun so if you don’t see me out there as much I would wish, I hope you understand why. However, I will certainly see you at the 2014 annual convention in Buena Park, February 28-March 2. Looking forward to local endorsing conventions, the state endorsing convention, CRA officer elections, and more political speakers than you can shake a stick at. Not only will candidates be available to answer your questions during the endorsing parts of the weekend but for

Following breakfast we will be electing officers, approving resolutions and endorsing candidates. It is going to be an action packed and exciting weekend you won’t want to miss. I want to again thank those that have really stepped up for the conservative movement. I have recognized over the last few months: Alice Khosravy, Tim Thiesen, Todd Blair, George Park, Benita Gagne and Jim Shoemaker (on behalf of the great San Joaquin unit). More recognition is to come at the convention. This convention will be a great kick off to the 2014 campaign season. You won’t want to miss the epic 2014 CRA Convention. “IT’S A NEW DAY IN LA” When I ran for Vice President of North Los Angeles County last year, I laid out a plan for 7 new units over the course of two years. I knew it would be a tall order and I want to thank those of you who supported my plan by voting for me. It’s been less than a year since the election but I am pleased to report that miraculous things are happening in my region. This year at the convention you will see delegations not only from my home unit of the Santa Clarita Valley; you will also see the Antelope Valley Republican Assembly, the Glendale/Burbank Republican Assembly, the Pasadena Republican Assembly, and the North San Fernando Valley Republican Assembly. You will also see 3 additional units that were placed into my territory those are the Ventura County Republican Assembly, the Santa Barbara Republican Assembly, and the San Louis Obispo Republican Assembly. Not only are all of these units active

and in good standing, they are working together in our new Regional Leadership Council. This council creates an environment where unit leaders can strategize together it also provides a forum for training upcoming leaders for CRA. Together they are making great strides in growing their units and fulfilling the mission of the CRA. Our work is far from finished but we are on our way to a vibrant future. It’s a new day, in LA!

AARON PARK Vice President Little did I realize when I ran for CRA Sgt at Arms in 2003 that I would still be your CRA Sgt at Arms in 2014! It has been a heck of a ride and I thank you for electing me 5 times to serve you. I am asking for you to promote me to Vice President on a simple platform: 1. I’ve done what I said: I led the chartering of Two CRA Units. I have participated in the rehabilitation of Two More CRA Units. I have traveled to several CRA units to help recruit more CRA members. I created the CRA Chamber of Commerce which will fully launch in 2015 to

help CRA members connect with each other professionally. I am part of the Communications team that manages social media, the newspaper and the email communications. I expect more from myself and I have expected more from the CRA. 2. Grow the CRA: As your CRA Vice President from the North - I am voluntarily accepting a Territory larger than a dozen states. It takes longer to drive to Modoc County than it does to get to Orange County from where I live in Rocklin, CA! I have communicated with several people in the North State and I have plans to launch two new units in the North State and to revitalize and stabilize the other two units that are in existence in the North State. I intend to follow through on these plans as I have already started with the Shasta RA, successfully helping recruit nine new members for the CRA at a recent meeting. I am the longest serving CRA officer (in the same position) and I have served under four Presidents of CRA. I intend to use that organizational heritage to make a lasting impact on CRA, by Promoting me to CRA Vice President you will give me the ability

to do the last part of my campaign promise: 3. Train CRA Leaders: Recruit, Equip and Train the next generation of CRA leader. The long-term stability of CRA depends on standards and a culture of activism being created and maintained. I have a vision to create a modernized CRA operations manual and a new culture of expectations for CRA officers working with a team and as a team to expect more for generations to come. TIM THIESEN Vice President As a former State Senate Candidate, I understand the critical importance of grass roots. I also understand the critical importance of a CRA endorsement. The historical strength in the CRA has come from the activist-led units. As a CRA leader in Fresno County, this is ground zero for fertile territory to take ground from the democrats. CRA Scorecard Bill Descriptions AB 180 (Bonta)..................................................Vetoed Overturns longstanding state preemption of local firearms laws by allowing Oakland to enact special gun restrictions. Aside from encouraging crime in one of California’s most dangerous cities, this bill would have led to a confusing patchwork of local gun laws that would make it impossible for ordinary people to exercise their rights. AB 375 (Buchanan)...........................................Vetoed While pretending to streamline the process for firing bad teachers, this bill would actually have made that process more difficult, expensive, and time-consuming. The unions used this bill to kill a more serious effort to reform a system that has allowed even the most abusive teachers to remain on the payroll. As further payment to the unions, the bill would have deleted the provisions that allow school districts to fire Communists. AB 483 (Ting).....................................Signed into Law Weakens constitutional taxpayer protections by re-defining key terms to make it easier to raise taxes. Seeks to exclude assessments for “business improvement districts” and tourism from the definition of taxes. AB 711 (Rendon)................................Signed into Law Bans hunting with lead bullets throughout California. When implemented, this ban will have a catastrophic impact on hunting, due to the cost and scarcity of non-lead ammunition. (Many alternative types of ammunition have already been banned by other laws.) AB 855 (Brown).................................................Vetoed Would have required the reinstatement of state employees who were fired for failure to report to work if they were fired before being absent for five consecutive days without leave. It is nearly impossible to fire state employees for

being incompetent or dishonest; this bill would have made it tough to fire them for skipping work altogether. AB 1024 (Gonzalez)............................Signed into Law Allows illegal aliens to become attorneys and practice law. Illegal alien attorneys will not be required to tell their clients that they can be deported at any time, even during a trial. Debate focussed on a single tragic case involving an alien brought to America as a small child, but the broadlyworded law is not limited to such circumstances. Even the Obama Administration took a very public position against this insane policy. AB 1092 (Levine)................................Signed into Law Indirectly mandates that ALL new houses, apartment buildings, and commercial properties be equipped with electric vehicle charging stations, regardless of the needs or desires of the owners. Requires the state’s Building Standards Commission to adopt the detailed standards for these mandatory vehicle charging facilities. AB 1266 (Ammiano)...........................Signed into Law This is the infamous “Bathroom Bill” that allows students to use all school restrooms, showers, and locker rooms regardless of their biological gender, based on self-declared “gender identity.” The law ignores the privacy rights of students, placing them in potentially unsafe and embarrassing situations. AB 1401 (Judiciary Committee).......................Vetoed Would have allowed non-citizens to serve on California juries! In theory, the bill required jurors to be lawful permanent residents, but in practice illegal aliens would have been allowed to serve on juries because state courts do not have the information to resolve complex federal immigration issues. This bill was fundamentally un-American.

SB 374 (Steinberg)............................................Vetoed Would have expanded the misguided ban on so-called “assault weapons” to include virtually all modern rifles with detachable magazines, as well as rifles with “overall length of less than 30 inches.” Would have required additional finger-printing and registration of law-abiding gun owners. SB 459 (Pavley)..................................Signed into Law Requires the Air Resources Board to expand a program that subsidizes the purchase of new clean vehicles for lowincome drivers. Creates an unnecessary and expensive government benefit that will surely be abused. There is no evidence that this poorly-designed program has produced measurable improvements to California’s air quality. SB 530 (Wright)..................................Signed into Law Makes it a crime for an employer or potential employer to ask for any information about an applicant’s criminal conviction that has been judicially dismissed (expunged) or ordered sealed. It would also be a crime to use such information as a factor in determining any condition of employment. There is no exception for employers who seek to protect themselves and their workers by simply gathering information! SB 655 (Wright)..................................Signed into Law Increases financial penalties for employers, landlords, and others who are accused of discriminating on the basis of a wide range of protected characteristics, including homosexuality, cross-dressing, insanity, disability, etc. In addition to all existing remedies, plaintiffs will also be entitled to a new civil penalty of $25,000, which will make defendants even more vulnerable to extortion, nuisance lawsuits, and frivolous claims. There is no effective punishment for plaintiffs who file false claims. SB 666 (Steinberg).............................Signed into Law Suspends or revokes business licenses from employers for reporting or threatening to report employees on the basis of “citizenship or immigration status.” Civil penalties would include $10,000 fines. Attorneys could be disbarred for reporting illegal aliens who are witnesses or parties to lawsuits. It is already illegal for most state and local government employees to report illegal aliens to the federal government; now, many private citizens will also be banned from reporting them. It will still be legal for the Tooth Fairy and the Easter Bunny to report illegal aliens, but they don’t exist. SB 672 (Leno).....................................Signed into Law Encourages welfare fraud by removing the verification requirements for the child care expenses of food stamp applicants. Experience has proven that people are much more likely to lie if they know that their claims will not be verified by anyone. The goal of this new law is even more troubling than the law itself: the proponents want to dramatically increase the number of people dependent on CalFresh benefits (known nationally as SNAP).

CRA Activity Around the State AS PART OF PRESIDENT John Briscoe’s commitment to CRA membership growth and activity, we’ve expanded our CRA Around the State section to include reports from CRA’s Vice Presidents. Central Valley Tim Thiesen, Vice President 2013 was Highlighted with the Election of Senator ANDY VIDAK in the 16th District, a special Thank You to the Fresno, Kings and Porterville Units and CRA Members Statewide that came to the Valley to help us with this historic win. Looking forward to 2014 the Fresno, Kings, Porterville and Kern River Valley Units in addition to growing and expanding their influence will be busy in many Local, State and Congressional Races. Plans are also underway to establish new Units in Madera and Merced Counties.

Sandra hosted a fabulous 35th club anniversary party and combined it as a Christian/ Hanukkah event. Sandra held a 2104 planning meeting in November and has scheduled monthly meetings and events for the entire year. Go Sandra! The South Bay Unit has developed a “Candidate Support” structure with a Committee Chairman. The committees are: voter registration, precinct operations, telephone callers, fund raising, yard sign distribution, office administration, and home events. It is our intention to fully support various candidates in the 2014 election cycle, specifically local city councils and our State Assembly District candidate, DAVID HADLEY. We want to win elections!

South LA County Bill Schmidt, Vice President TODD BLAIR, President, Torrance /Lomita RA and current State Recording Secretary, has been a dedicated member of the CRA for over 20 years. He held many positions in several local units and was State Senate Director in 2012. Todd was the point person arranging successful town hall meetings for the CRAIG HUEY 36th Congressional campaign. In September, he coordinated a town hall meeting for JIM BRULTE, Chairman, California Republican Party, at the Torrance public library. Todd also held four great debate watching parties last year with attendance of over 200 people. Membership in the Torrance/Lomita unit almost tripled during his presidency and the unit was awarded “CRA most New Members” in 2013! We all appreciate his many years of service to the CRA. SANDRA SANDOVAL was elected President of the Palos Verdes Peninsula RA, and

North Bay & Redwood Empire Norman H. Reece, Vice President There are two units in my region. They are the Contra Costa Republican Assembly and the Southern Solano Republican Assembly. The SSRA has been having regular monthly meetings and recently held elections with the following results: NORMAN H. REECE for President, CLIFF LAWSON for Vice President, MIKE GOMEZ for Treasurer and JEANINE REECE for Secretary. The SSRA recently had the Candidate for the Third Congressional District, Assemblyman DAN LOGUE, address the group. Other recent speakers include, MARK ANTHONY and DOUG TAWLKS, who are the hosts of “The Patriot & Preacher Show” which airs on the KNEW (960 AM) radio station. We were pleased to have five of our members attend the Local Officers’ Training School held in Sacramento on November 16, 2013. See State, Page 6

from page 5 We were pleased to see MIKE GOMEZ there with us after his year long absence from meetings due to fighting colon cancer. We had two others, DORIS (ROBINSON) GRANATA and FRANK GRANATA, that had signed up to attend LOTS but did not make it. Doris had what she thought were fractured ribs that later turned out to be inoperable stage four lung cancer. She is presently in a healthcare center being treated for pain. She really needs our prayers! Doris until recently was the President of the Solano Tea Party Patriots. Assemblyman TIM DONNELLY made a special trip to visit her in the hospital last month. Before Doris had known her serious condition, she had indicated she would like to be the SSRA Secretary and focus on building the CRA. Obviously, she has much more on her plate to deal with. didates are expected to attend thanks to the assistance of Meeting Site Committee Chairman GEORGE PARK, JR. This year has certainly sparked a new drive by the unit leaders to not only grow but to inspire their membership to EXPECT MORE! The unit board of directors along with the Senate District Directors and Deputy Directors have worked together to form a Regional Leadership Council with a mission statement of “facilitating relevant discussion among the leadership of the local units and to further develop the leadership skills of each unit’s present and future leadership teams”. Anyone who feels discouraged should definitely attend one of their meetings. These leaders are motivated and enthused about spreading conservatism and implementing the objectives of the CRA! We continue to look for opportunities to charter new units and have 2 in process with hopes of submitting their package shortly after the convention. 37th Senate District Jay Peterson, District Director The Tustin Area RA met on January 15 at the China Palace Restaurant in Tustin. The featured speaker was Claude Parrish, candidate for Orange County Assessor.

Unit officers for 2014 were elected; delegates to the 2014 CRA State Convention were elected, along with delegates to the 2014 Orange County CRA endorsing convention, which will be held at the State Convention. Attendance was 27, with about ten guests, including CRA President JOHN BRISCOE, 37th Deputy Senate District Director DICK NICHOLS, Corona del Mar RA President SANDY NICHOLS and congressional candidate GREG RATHS. The next meeting is scheduled for Feb. 19, with all three GOP candidates for the 45th Congressional District invited to attend and make their election pitches. The Costa Mesa RA met on January 23 at the Costa Mesa Community Center. The featured speaker was TOM POLLITT, co-founder of the Newport Mesa Tea Party, who spoke about his latest project, Unite OC, an effort to unite the various conservative political organizations in Orange County under one banner that will help to give the conservative movement more clout in Orange County by presenting a united front of conservative allies. After the main program, elections were held for the unit’s 2014 officers; the incumbent officers were all reelected. A motion was made and passed that the CMRA explore cooperation with the Newport Mesa Tea

Party and Unite OC. There was discussion regarding producing a questionnaire to send to candidates running for local offices in Costa Mesa. There was also some discussion of local water issues, which will be the focus of the next meeting on Feb. 20. There were about 15 attendees at the meeting. The Corona del Mar RA met on January 26 at the Landmark Restaurant in Corona del Mar. The meeting featured DEAN GOTCHER, founder and director of the Institution for Authority Research, who spoke on how Marxist-oriented philosophy long ago infiltrated the American education system and has been tearing down the old social order, working to alienate young minds away from all father figures, up even to God Himself, so as to replace the old system of facts and of right-andwrong with one based on feelings and the concept that there is no truth and no right or wrong. Also, in accordance with the Bylaws of the CdMRA, the membership voted unanimously to amend the unit bylaws to comply with the agreement of October 14, 2013 that set the boundary between the Corona del Mar and Newport Beach RA units. Attendance was 20 people, 10 members and 10 guests.

I have personally been involved in the restoration of the Kings County RA and have a plan to re-establish another RA in part of the Senate District I ran for. I was also proud to be a key supporter of an up-and-coming star in the California Republican Party, Marcelino Valdez. I know that there are hundreds more like Valdez that are natural CRA members. We should expect more. I am running for re-election as it is my vision to establish more CRA strength around the Southern Central Valley. For the last several years, I have used my weekly Television show to promote the CRA and will continue to do so. My background in media has taught me the importance of being able to manage the public message of CRA. We should expect more. Managing the public image and having a cohesive message are critical to the longterm health of the CRA. I intend to be a part of crafting strategies to grow the CRA and manage our public message going forward. With strong CRA members like Marcelino Valdez as members of the Fresno RA, I know that I will be leading growth of the CRA in the Central

Valley for years to come. Thank you for re-electing me.

DALE TYLER Vice President My name is Dale Tyler and I am running for CRA Vice President. I have served as CRA VP for Orange and San Diego Counties since being appointed by President John Briscoe to fill the vacancy that occurred when Craig Alexander resigned his VP position. CRA is a great organization where conservative Republicans can work with like minded citizens to improve the state of our cities, counties and state government by promoting effective, fiscally prudent and morally correct policies and candidates. Our 14 principles are a clear foundation that define the policies and candidates we should support. While no candidate is perfect, we need to set a high standard and hold candidates accountable for their promises when they get elected. CRA has an important role to play as “The Conscience of the Republican Party”, especially as “moderate” interests seek to undermine our party’s platforms and turn the Republican Party into something unrecognizable and indistinguishable from the Democrats. We have the ability and duty to fight these changes and take back

our Party and country. I joined CRA in 2004 and became a member of the Saddleback Republican Assembly. At SRA, I served two years each in the Secretary, Vice President and President roles and am now on the SRA Board as Immediate Past President. All of this history with CRA and SRA means that I have some institutional knowledge about what has gone well and what has gone poorly with CRA. In Orange County, we had a very significant problem with some units not being held to the standards for unit creation and existence specified in the CRA Bylaws. SRA and other CRA units worked with many others to stamp out this disgrace and today all chartered units in Orange or San Diego Counties are being required to uphold the CRA Bylaws. If there is a problem, I have worked with those units to help them get into compliance with the standard required of all units. Over the past six months I have helped charter the San Diego County - North Coast Republican Assembly which is turning out to be active and fast growing unit. If I am elected, I promise that I will continue to grow CRA in my assigned territory and will promote continued transparency and fair dealing between local units and the statewide organization. PAT GARCIA Assistant Treasurer CRA I am a business man, a husband and a Father. My wife and I have two children, 22 and 26. PJ (my wife) and I have owned and operated Beach Pacific Escrow located in Huntington Beach, CA for the past 24 years. PJ processes the Escrows and I do most everything else which includes accounting for, maintaining and safeguarding millions of dollars in trust funds over the years. We are very active in our industry and belong to several Escrow & Real Estate Associations taking on leadership roles where & when necessary. I have also served on the Board of Directors of the Escrow Agents’ Fidelity Corporation for over 15 years which oversees licensed Escrow Companies Trust Funds in California. I am the President of Huntington Beach Republican Assembly, we are working hard to rebuild this unit. We are presently up to 20 members, we have money in the bank, and are making plans for the upcoming voting cycle. I am also CRA Senate District 34 Deputy Director. I was a 2012 Congressional candidate for the 46th Congressional District against Loretta Sanchez.

Note 1: In the California Legislature, abstentions and absences count the same as “No” votes. The Democrat leaders control the timing of all votes in both houses. Adjustments have been made to the CRA Rating when there was reason to believe that absent legislators supported the CRA position. In those situations, the CRA Rating has also been adjusted to include a very slight penalty for missing votes, in order to reflect the long-standing CRA position that legislators are paid to vote and they should

show up to cast their votes. Note 2: Assemblyman Bob Blumenfield was elected to the Los Angeles City Council. He resigned from the Assembly on July 1, 2013 and missed most of the votes shown in this Scorecard. His successor had not yet been elected when the Legislative Session ended. This is an example of the growing problem of legislators leaving state office in mid-term to take higher-paid local offices, leaving vacancies to be filled by costly special elections.

Note 3: Assemblywoman Holly Mitchell was elected to the State Senate in a special election on September 17, 2013. She replaced Senator Curren Price, who had resigned from the Senate on July 1, 2013 after being elected to the Los Angeles City Council. Sen. Price missed most of the votes shown on this Scorecard. Holly Mitchell’s votes are shown for the Assembly, but she did not cast any votes in the Senate. Her successor in the Assembly had not yet been elected when the Legislative Session ended.

What We Believe Inalienable Rights: We believe that man’s “rights” flow from the Creator and the rights of life, liberty, and justice cannot be legitimately granted or rescinded by men. Judeo-Christian Foundation: We believe in the guiding force of moral law as expressed by the Judeo-Christian ethic and contained in the Holy Scriptures of these historic faiths. Self-Government: We believe that the only answer to the current moral decline that our nation now faces is a return to the beliefs and standards of morality which our founding fathers placed into the Constitution. We believe with the framers of that document when President Adams stated, “This Constitution will not work except with a religious people.” We understand that the concept of selfgovernment begins with governing one’s self first, then family, community, state, and nation. Education: We believe in the rights of parents to a quality education for their children. We support parental choice to create competition among the schools. We must insure that no school or teachers union can compromise the education of our children or advance a particular political agenda at the expense of our future generation’s educations. Decentralized Government: We believe in the power of the individual over the power of the state. We believe that only small government truly serves the needs of the people. Taxes: We believe that the federal tax system is abusive to the American people while discouraging investment and growth. We believe in growth-oriented tax policies which would gradually eliminate punitive income taxes and move our tax system in the direction of use taxes and sales taxes only. Sanctity of Life: We believe that the preborn child is a human being deserving the full protection of the law. National Defense: We believe in a strong and consistent national defense. We believe in victory over, and not accommodation with, tyranny in any form or philosophy. Free Enterprise: We believe in the free enterprise system as the best hope for men and women to fulfill their economic hopes and dreams. We know that the free market is the most efficient and the least costly system to deliver the highest quality goods and services at the lowest price to the consumer. We will support only those who support the free enterprise system through legislation to reduce or eliminate intrusive government intervention in the marketplace.

Family: We believe that the traditional American family, defined as any persons related by blood, marriage of a man and a woman and/or adoption, is the cornerstone of our American society, and the government is duty bound to protect the integrity of the family unit through legislation and taxation policies. Right to Bear Arms: We believe in the unqualified right of our citizens to keep and bear arms without the intrusive hand of government. Victims’ Rights: We believe in the concept of victims’ rights over the rights of any criminal. We support a system of restitution as a deterrent to crime and recidivism.

Term Limitation: We believe that public service is a privilege. We support term limits for public officials, not as an ideal but as a necessity to dissuade career politicians. It is the people who should rule, not an elite with little accountability. National Sovereignty: We believe in an America first program in which Government’s first concern is the welfare and protection of the American people. We support political leaders who will adopt policies that create fair and competitive trade.
